Very reliable yung source nito kasi mismong Tita niya ang nagrereturn call sa company para dun sa negotiation sa lot. Isa palang sa dalawang bigating company ang nagbigay ng response hindi pa nagbibigay ng feedback yung isa. Ayaw muna niyang ipasabi hanggat hindi pa confirmed na confirmed.

Yung isang bigating company may lot na sila dito sa Tugue pero maliit para sa Multi-million peso deal na balak nila kaya ngaun isa dun sa dalawang malaking lot na for sale ngaun ang gusto nilang bilhin. ;)

From Backwater to Fantasy Isle
After a Near-Death Experience, a Filipino-Chinese Tycoon Makes an Audacious Move

BY RIGHTS, SAYS TAN Yu, he should have died more than a year ago. In 1994, the Filipino-Chinese tycoon was admitted to the Hermann Medical Center in Houston for a kidney transplant. "Three days after the operation, the new kidney apparently failed," he recalls. "Doctors told me I would live for only 20 days unless I had another operation. But that would extend my life only for six months. I refused the operation." Instead, he made a deal with God: "If I live, I would work 17 hours a day so I can help people." Tan Yu recovered -- "the only one to do so out of 3,000 cases of failed kidney transplants in Texas." Now in his 60s, he has high blood pressure, a quadruple heart bypass -- and a new mission.
Tan Yu wants to transform two Philippine islands he owns, Fuga and Barit, into the "Hong Kong and Hawaii of the 21st century." The Fuga Island Project is meant to jump-start the economic development of northern Philippines. It will be a haven for foreign investors, including those from Taiwan and Hong Kong who want permanent-resident status in a friendly country at a time of uncertainty over China's intentions. Fuga and neighboring islet Barit form part of the Cagayan Special Economic Zone. Investors need pay a flat levy of only 5% of gross income and can import goods and materials tax free. And Fuga is just 45 minutes by air from Taiwan and less than two hours from Hong Kong (see map, next page).
"We'll build a city from scratch, without squatters, pollution, traffic, government red tape," says Tan Yu. Because he owns the islands, he can construct anything on them without government permission or interference. But the cost could give even a tycoon a heart attack. The Fuga project will require some $50 billion -- the amount Manila hopes the private sector will invest in public works for the entire country in the next four years. Fuga and Barit boast pristine beaches but hardly any infrastructure. Tan Yu and partner Tuntex, the Taiwan property, petrochemicals and textile company that owns 30% of Fuga Internationale Group, must build an airport, seaport, power plants, a water system, phone lines, roads, bridges -- the whole works.
Tan Yu, who has made an estimated $12-billion fortune from property, hotels, finance and textiles, says Fuga Internationale -- there's an "e" so the name will not have 13 letters -- will spend $5.7 billion of internally generated funds from 1997 to 2000. He and Tuntex chairman Chen Yu-how hope to raise another $19 billion through borrowings and land sales in 1999. They are counting on concessionaires to take care of the remaining $25 billion. "In 50 years, Fuga will be a city of at least 3 million people," says Tan Yu. He envisions high-rise condominiums overlooking the ocean, hotels, golf courses, a casino, shopping malls, office towers and light-manufacturing industries such as semi-conductors.
But skeptics abound. "This is the first big news since the reclamation project," says a property analyst in Manila. "There was lots of loud noise at the time and then nothing." In 1989, the tycoon said he would develop 173 hectares of reclaimed land overlooking the famed Manila Bay into a city within a city. It would have eight-lane streets, six apartment blocks, a 2,577-room five-star hotel, a 1,000-bed hospital, shopping malls and a financial district. Seven years on, only two condominium towers and a townhouse complex have been completed. Tan Yu blames the nearly successful coup by military rebels in December 1989 for derailing the project. For now, he wants to build eight more residential towers on the property. He has bought more lots and did reclamation work to expand the area to 200 hectares.
In Taiwan, the business community is taking a wait-and-see attitude. Some executives are rather negative on the Philippines . Others are wary of Tan Yu. "Asiaworld is notoriously difficult to deal with," says a Taipei property consultant, referring to Tan Yu's hotel group. "Hyatt backed out of a deal because of this." Tan Yu says the deal was scuttled because he decided his own executives can manage his hotels. "Tuntex and [Tan Yu flagship] Asia Trust make money through risky speculative investments," says another source. Tan Yu was accused of pulling strings when the Taiwan government bailed out financially troubled Asia Trust in 1982. He regained control in 1989.
For all the carping, Tan Yu has a lot going for him. Fuga is a tropical paradise of 10,000 hectares. The island was a favorite playground of the jet set during Ferdinand Marcos's 20-year rule, which ended in 1986. The president had declared Fuga a marine reserve. It is surrounded by 70 kms of fine white beaches and has numerous sites for scuba diving, snorkeling, wind surfing and game fishing. There are thick stands of rare narra trees, cliffs, waterfalls and valleys. Tan Yu vows to preserve Fuga's environment and says he has hired an ecosystem specialist to make sure it is protected.
Influential Filipinos are backing the project. Former president Diosdado Macapagal leads a group that owns 5% of Fuga Internationale subsidiary Fuga Development Corp., which will build up the islands. Renato Cayetano, Fuga Internationale's legal counsel, was recently named to the cabinet as President Fidel Ramos's chief legal counsel. Sen. Juan Ponce Enrile, who hails from Cagayan, pushed the Cagayan Special Economic Zone Act of 1995 that Ramos signed into law a year ago. The Act governs the granting of permanent resident status, tax exemptions and certain fiscal incentives.
Tan Yu also has clean title to Fuga, which is a third larger than Hong Kong island, and 700-hectare Barit. In a presidential decree, Marcos had stopped the practice of individuals
OWNING ISLANDS, BUT SAID those already in private hands before 1981 will not be affected. Fuga and Barit had been owned by two businessmen for decades. Tan Yu bought the islands in 1990 from a Filipino-Chinese businessman who was facing bank foreclosure and government sequestration of his properties. Tan Yu says he never met the seller and declines to identify him or the amount he paid. At the current price of up to $3.80 a square meter, the islands are worth more than $400 million.
Tan Yu got them far cheaper. Still, a lot of money changed hands. From his commission, the broker who arranged the sale reportedly bought a hotel and financed his winning bid for governor of a large province south of Manila in a special election last year. Tan Yu bought the islands without seeing them. There was just one consideration: location. "He looked at the map of the Philippines and Southeast Asia and said, ÔO.K.,'" recalls an aide. The Fuga airstrip could accommodate only small planes and Tan Yu did not want to ride in one. So he asked his friend Chen to inspect the proposed purchase. The Tuntex chairman "landed on the airstrip, ate sashimi and then left," says the aide. Chen liked what he saw and accepted Tan Yu's offer of a 30% stake.
Tuntex has a lot of financial muscle. It is a large property developer, construction group, hotel operator, textile manufacturer and petrochemicals maker. The 85-story tower it is building in Kaoshiung will be Taiwan's tallest. Last year, Tuntex made a commitment to construct a $4-billion petrochemicals plant in Thailand, where it already has $1.2 billion in investments. The Taiwan group is also building a $1-billion cement plant in the Philippines. Part of its annual output of 6.8 million tons is earmarked for the Fuga project.
"Fuga will be a major international resort," says James Chang, a senior adviser to Tuntex's Chen and a director of Fuga Internationale. A key target is Asia's Chinese: "They gamble a lot and also love to play golf." Last year, more than 6 million Taiwan residents traveled abroad, many to play high-stakes games in Macau and Las Vegas. Plans for Fuga and Barit include the world's biggest casino, 17 golf courses and at least 12,000 hotel rooms. "But tourism will only be 10% of the development," says Tan Yu. In addition to light industry, he wants to attract foreign retirees -- a Philippine law grants permanent-resident visas to people 50 and older who put $50,000 into the country -- and Filipinos who want to enjoy the good life in a well-appointed and safe community.
If Tuntex is bullish, Tan Yu is even more so. "Fuga will be the most beautiful city in the world, a garden, a paradise," he says. Because Fuga and Barit are privately owned, government will have a minimal role in their development and operation. Tan Yu cannot call on the state's financial resources, but he is also free from the permits, public bidding, land rights and politics that often hold back major infrastructure deals. The islands have 1,540 inhabitants, most of them poor fishermen. Tan Yu says they are eager for development and the job opportunities it will bring. He intends the private sector to take care of security and other services, and not depend on the national police and other agencies.
An indication of Tan Yu's commitment: he has agreed to become chairman of Fuga Internationale subsidiary Fuga Island Holdings. The tycoon has always refused to formally head any of his more than 100 companies, preferring to install his 14 children or relatives instead. (Daughter Emilia "Bien-Bien" Roxas, who is in her late 30s, is chairman and chief executive of main holding company Asiaworld Internationale. As chairman of Fuga Island Holdings, says Tan Yu, "I report to her.") Why is the project so close to his heart? Tan Yu says Fuga is the vehicle to fulfill the promise he made God after his kidney transplant: "The first 20 years of my life were for myself. The next 30 to 40 years were for my family. Now it's the turn of my fellow men."
Tan Yu says he is ready to use his own money for Fuga. There is a lot of it. In the Philippines, his total property holdings of 20,000 hectares make him the country's largest landowner after the government. Tan Yu says he owns 37 pieces of prime real estate in Taiwan, 3,845 hectares of residential and commercial land in Texas and 50 hectares in downtown Vancouver. He holds leases on 8,000 hectares of land in China. "I'm no longer interested in manufacturing," he says, though he still owns a textile mill near Manila. "Real estate is the best business. You can make 10 billion pesos [$385 million] in just one year."
Property is a consuming passion. Ten days after his kidney transplant, he donned his $1,000-Stetson hat, sneaked out of his hospital suite and spent $100 million on two 19-story office towers in Houston's business district and 100 lots in the city's Sweetwater housing estate. Tan Yu has a photographic memory when it comes to his real estate holdings. He remembers the size and cost of each lot, though he does his calculations with pencil and paper, muttering the numbers like the Chinese merchants of old. One thing he cannot say with accuracy: his age and those of his children.
None of his companies are listed, so it is difficult to estimate Tan Yu's net worth. Because of the capital's property boom, some analysts value the 200 hectares of reclaimed land he owns near Manila Bay at some $7 billion. Tan Yu had bought 173 hectares of the property, now known as Asiaworld City, for only $68 million at a 1988 government auction. The next year, he bought 2.8 hectares in Ortigas Center east of Manila at a time when land there was selling for $1,150 per square meter. Ortigas is now a financial center that hosts the headquarters of the Asian Development Bank and the Philippine Stock Exchange. Real estate prices in the district have soared to $5,719 per square meter.
Daughter Elena Tanyu Coyiuto, who is in her mid-30s, is chief executive of AIC Realty. She plans to erect eight condominium buildings in Ortigas Center. Other commercial and residential projects are on the drawing board. "We will build an AIC tower in every major block in Ortigas, the Makati business district and Manila," she says. "Each will be a showcase of elegance, prestige and high quality and will be my monument to my father." Says her dad: "When you develop, you increase the value of your property by 100 to 1,000 times." Spun off just two years ago from the Philippine holding company AIC Group, AIC Realty aims for profits of $385 million on annual sales of $1.28 billion.
Actual work on Fuga starts next year. A team of international consultants led by the RBA Group, an engineering and architectural firm based in New Jersey, is now on the island drafting a $10-million master plan. One priority is an international airport with a 4-km runway for jumbo jets. Can Tan Yu really transform a backwater into a world-class fantasy resort and business island? He dismisses the doubters with a hearty laugh. Look at my record, he says. Through Fuga, the man who says he has come back from the dead is determined to live forever.

Sayang hindi napili ang Palaui Island for Survivor Philippines Celebrity Double Showdown, isa yan sa mga pinagpilian. Malaki kasi ang naging impact nung nakasali ang PPUR sa 7 Wonders of Nature kaya dun naging centro ng media para sa publicity ng PPUR and Palawan na rin.

Tama! Kung tutuusin mas qualified pa ang Ilagan kung magbebase ka ngaun sa bagong qualifications for cityhood. Congrats nga pala sa Ilagan lusot na sa congress ang cityhood nila. They are now preparing for the plebiscite to ratify its cityhood early next year. Hopefully maibalik na rin sa pagiging city ang Lal-lo, City of Nueva Segovia. Dapat lang naman, kasi part siya ng history not only of Cagayan bagkus ng buong Pinas. One of the first four cities of the Philippines.

I think hindi na ma-pu-push through yung latter post ko kasi Tan Yu has passed away na pala and they already sold the Island. Sorry for that. Since masyado ng halata na SM nga eh sabihin ko na, oo SM nga po yung sinasabi sa post ng admin ng tuguegaraocity.net. But we're not saying na meron o approved na talagang magkakaroon ng SM Mall dito. They have plans palang at yun ung sinasabing multi-million peso deal, kaya na-open na naman yung SM Mall kasi sila yung agad na nagka-interest na bumili nung lot. In-offer din daw sa Robinsons ung mga lot pero wala pang response.

Yung multi million peso deal na sinasabi niya eh may kinalaman dun sa mga lupa in Bagay and Carig. And yung commercial complex naman na for sale eh ung lot sa Ugac Sur. Ganun ang pagkaka-intindi ko sa sinabi niya.
Tanungin ko nalang ulit para mas malinaw. Medyo naguguluhan din kasi ako, masyadong mahal naman ata kasi ung commercial complex sa Ugac Sur kung ibinebenta ito ng 100M+.

TUGUEGARAO CITY, Cagayan, Philippines — At least two species of costly “ludong” fish thrive in Cagayan Valley, according to the initial result of the study conducted by the National Fisheries Research and Development Institute (NFRDI).
“Ludong” is a rare type of mullet known for its high price and unique taste. Its buying price in the market is reaching up to P5,000 per kilo.
NFRDI Scientist Mudjekeewis Santos named this two species as Cestraeus oxyrhynchus and Cestraeus goldiei.
The two ludong fish species discovered based from the findings on DNA analysis on several samples submitted by the Bureau of Fisheries and Aquatic Resources (BFAR) from Cagayan and also on some available documents.
It is noted that Santos’ study is a component of the “Oplan Sagip Ludong” project launched by Agriculture Secretary Proceso Alcala in October 2010
In his report, Santos said the absence of the species Cestraeus plicatilis, which has been regarded as the species of Ludong in Cagayan Valley for a long time, has been noted by BFAR officials.
But Santos cited that it may be due to the limited number of samples submitted for analysis.
It was recalled that the ludong Cestraeus plicatilis species has been identified by J.M. Thompson of the University of Queensland in Australia in his study conducted in 1982. Thompson based his findings on morphological characteristics using samples submitted by Philippine researchers.
Santos disclosed that his findings came from analysis using two different DNA markers.
“We will still have a third and final run using another marker, and likewise, we will cross-check with species from other areas, in order to ascertain the findings,” he clarified.
The fish genetics expert has noted the dearth of reference materials with which to base or counter-check current findings.
“The science concerning mullet is very scarce. It is actually you who will come-up with studies and develop the science for this,” Santos stressed.
For her part, BFAR Cagayan Valley Region Director Jovita Ayson told the study is very significant as her office will now enable to set the scientific records about ludong fish to avoid confusion.

Yes. Because Tan Yu has passed away already, so they sold the island. If you can see my previous post with the one with images and a link, I'm confident this is the new plan for Fuga Island. The date they posted the news was 06.06.2011, which means the plan is not far from reality, and that's also according to CEZA website.

Partnership forged to increase students’ global competitiveness

TUGUEGARAO CITY, Nov. 25 (PIA) -- The Japan Foundation, Manila (JFM), led by assistant director Yukie Mitomi and Medical Colleges of Northern Philippines - International School of Asia and the Pacific (MCNP-ISAP) recently forged a partnership to strengthen linkage between tertiary schools and international organizations in providing quality education and higher rate of student’s employability in the future.
MCNP-ISAP President Dr. Ronald P. Guzman said that their partnership with the JFM is a significant undertaking to help their students in the local and international labor market.
“We are planning for a student exchange program and will establish ‘sisterhood’ with the colleges and universities in Japan for a more diverse and profound learning,” Guzman disclosed.
Dr. Guzman also added that the partnership will be very beneficial to the local students especially the poor who are unable to explore their opportunities due to financial constraints.
“The program will also increase the global competitiveness of the students, as well as cultural awareness,” Guzman said.
Under the program, skilled labor of the region will also be trained in Nihongo to increase their employability in Japan, in time with its rehabilitation plans after the devastating tsunami this year.
For this, local partnerships with the Department Of Labor and Employment (DOLE), Technical Education and Skills Development Administration (TESDA) and National Economic and Development Authority (NEDA) are also being forged with the MCNP-ISAP.
Japan has been one of the major partners of the country in achieving the country’s advocacies and goals through their various programs and projects in different sectors of the economy. The Japan Foundation will focus on education and is planning to undertake several programs in the region.

Gonzaga town gains P42 million from black sand mining

TUGUEGARAO CITY, Nov. 24 (PIA) -- After the controversy on the black sand mining in the town of Gonzaga, the people are now enjoying the benefits from it as the municipality has derived P42 million pesos shares from the mining companies from January to October this year.
Mayor Carlito Pentecostes said the tax collection from the mining activities in the shores of the town was very efficient as they have already established and constructed several big projects, especially infrastructures that now benefit the public.
In his report, the town had already gained P18 million and the barangays where mining are conducted also received their own shares to include Batangan with P11.2 million, Baua- P10,000, Cabiraoan- P191,973, Calayan- P5.4million, Callao- P2,000, Caroan- P4,000, Ipil P1,200, Isca- P69, 950, Minanga- P507, 840, Sta Cruz- P5.1 million, San Jose- P1.4 million.
The mining industry in the said town was the most controversial mining activity in the province in the past as it was opposed by several anti-mining groups, including the church.
Fr. Manny Catral, director- social action center of the archdiocese of Tuguegarao, said the mining protesters fear of the destruction of their marine environment and may induce intrusion of saline water to the rivers which may affect health and livelihood of the people. He stated that effects of mining in the province may not be seen yet today but will eventually realize in the near future.
However, Mayor Pentecostes stated that the fears of the protesters are baseless because they had conducted researches on the would be effects of the mining before they started the activity. He stood firm that mining will not destroy the environment and it would help uplift the living conditions of the people and provide additional livelihood and job opportunities.
“We stood firm on our decision to allow mining activity in our town because we believe that this will bring progress to our municipality which will eventually benefit our constituents. The mining in our town is legal and it is in the concept of a responsible mining,” Pentecostes stated.
With the collected taxes from the mining companies operating in the said town, the Local Government Unit (LGU) was able to construct new municipal health center, start construction of new standard slaughter house, renovated the municipal town hall, landscaped the town’s lawn, rehabilitated the Rizal park, constructed a classroom, purchased a lot for public market and rehabilitated barangay roads.
Other than this, Pentecostes also stated that they were able to provide employment to 400 Gonzaguenos to the mining companies, aside from the jobs generated out of the projects which were funded from the mining taxes.
“We are targeting to meet P60 million revenues from black sand mining by the end of this year and next year we targeted about 100 million revenues to be collected,” Pentecostes stated.
The mayor is very optimistic that during his term the town will reach the height of development without sacrificing the mineral resources and the natural environment because the black sand mining is strictly monitored by vigilant monitoring groups.

But still I'm against with Black Sand Mining! Sana lang huwag kurakot at gamitin sa tama yung pera. Huwag abusuhin ang pagmimina, sa bandang huli din ang pagsisisi.

Bakit niyo ba pilit na ikinukumpara ang tatlong siyudad na yan. May kanya-kanyang katangian ang mga siyudad na, may mga bagay na wala sa mga siyudad ng Isabela na meron sa Tugue at meron din naman na wala sa Tugue na meron sa mga siyudad ng Isabela. Tsaka kuntentong kuntento kami sa anong meron ang Tugue ngaun. Hindi mo kelangang ipamukha sa amin mga developments/estabs na meron ang Cauayan ngaun kasi nga we have more enough here in Tugue.

Ana's ANGUIB BEACH COVE is new a discovery and the white sand is finer with calm crystal waters. Seems Anguib's has longer area. I believe Sta. Ana has more adventures/ eco-tourist spots to offer, from anguib to gotan beach to crocodile island to palaui island to mapurao beach and of course CEZA.
But both are beautiful spots of the North.

Not much, just yet. But how soon the "kapit bahay sa baba" get their resorts, remain to be seen. Isabela's east coast, is much in waiting to be tapped. Just not on the radar yet. But anyways, Cagayan North has definitely a lot of touristy spot to be proud of. And it is well earned, for now at least. Like the rest of the existing and well developed tourist attractions in the PI. Once it become too commercialized, there will always be some place budding to surprised everyone. But again, celebrate what everyone has and enjoy. :cheers::cheers::cheers::cheers::cheers: Peace!!!!!!

Dami talagang ipinagmamalaking tourist attractions ang Sta. Ana. Hindi pa kasi masyadong kilala ung mga tourist spots ng Cagayan sa Pilipinas pero masasabi kong angat ang likas na ganda ng mga ito. Hopefully mapuntahan na namin ung Palaui Island this Decemeber, pinapangarap ko talaga yan. Hehe

MANILA, Philippines — Cebu Pacific (CEB) lowers fares to Bangkok by as much as 57% in a sale from November 29 to December 1, 2011 or until seats last, for travel from December 15, 2011 until March 31, 2012.
Passengers can buy P888 seats from Clark to Bangkok and P1,488 seats from Manila to Bangkok. CEB flies to the capital of Thailand twice weekly from Clark and 10 times weekly from Manila.
“We encourage passengers to make this Christmas even more festive with holiday shopping in Bangkok. They will not only get to get the best value for money with the gifts they buy, but the lowest possible Bangkok airfare with this seat sale,” said CEB VP for Marketing and Distribution Candice Iyog.
According to the latest advisory from the Tourism Authority of Thailand, businesses and hotels in Central Bangkok operate normally, including those in the following areas: Khao San Road, Pratunam, Central World, Siam Paragon, The Emporium and Chinatown, among others.
CEB also holds a seat sale to select domestic and Greater China destinations, for travel from January 1 to March 31, 2012.

Cagayan gov advocates responsible, lawful and regulated mining

TUGUEGARAO CITY, Nov. 28 (PIA) -- To avoid destruction of natural mineral resources, Cagayan Gov. Alvaro Antonio had advocated responsible, thru lawful and regulated, mining activities in Cagayan Valley region.
In his message read by the Provincial Natural Resources and Environment (PNRE) Officer Robert Adap, the governor encouraged mining companies to establish significant projects, especially infrastructures such schools and roads; provide health services, and develop environmental protection programs.
“Mining is the major source of livelihood. It is the engine that runs the domestic and global economy. It is fundamentally essential and beneficial to mankind,” he said.
The governor further directed PNREO and the Mines Geosciences Bureau (MGB) to strengthen the monitoring of mining operations in the coastal zones and within the Cagayan River.
Antonio also compelled stockholders, commercial sand and gravel, and small scale mining permit holders to establish markers for proper monitoring.
“We have to admit that unregulated and abusive exploitation of our mineral resources may have catastrophic results in the environment, which may consequently leads to the destruction of the communities,” he added.
On the other hand, he said it is the sworn duty of any government officials to abide by and implement the laws. When a person or entity applies for permit and complies with all the requirements, there is no reason to grant the business to operate, the governor added.
“Even in the face of opposition of some quarters of the society we allow, we say yes, yet, a very few say no. That is our predicament in the provincial government,” he said.
“This forum therefore is the proper venue to air our grievances for us to ventilate our views and air our grievances on the matter. By the end of the day, we have high hopes that our concerted efforts were able to reconcile our differences and come up with a unified stand which will bind us in lasting partnership for the common good,” Antonio added.

Electric coop proposes solar power to inaccessible areas

TUGUEGARAO CITY, Nov. 28 (PIA) -- The Cagayan Electric Cooperative I (CAGELCO I) has proposed the establishment of solar power stations to energize areas that are inaccessible by the national grid.
Engr. Gregorio Mappatao, Jr., manager-technical services department, said the proposed solar energization aims to achieve a hundred percent electrification in the area coverage of the said cooperative.
Based on their latest report, CAGELCO I has already energized 378 barangays or 97.38 percent of 386 barangays of the 12 towns in its area of coverage with eight more barangays yet to be energized.
The remaining barangays in the municipalities of Rizal, Baggao, Sto Nino and Penablanca are hard-to-reach, mountainous, hilly and have no access roads for them to install the poles, Mappatao explained.
“We have studied the place and we could hardly find areas to where we can install our poles.
These barangays are found in the top of the mountains where no road access and with thick forest, so the only alternative which we are proposing is the installation of solar power,” Mappatao said.
Though the cooperative has already designed and completed the documents needed for the project, officials have yet to look for funding sources to establish the project in the near future.
As of now, CAGLECO I is serving 107, 564 households with 97.48 percent of collection efficiency within the areas of Alcala, Amulung, Baggao, Enrile, Iguig, Penablanca, Piat, Rizal, Solana, Sto Nino, Tuao towns and Tuguegarao City.

Cagayan Electric Coop I installs new power substation

TUGUEGARAO CITY, Nov. 28 (PIA) -- [/i]To meet the increasing electric power demand in this city and its nearby towns, the Cagayan Electric Cooperative I (CAGLECO I) has installed new power substation at the Regional Government Center, Carig, here.
Engr. Tito R. Lingan, general manager, said they opted to establish the 10MVA substation following the report of the National Grid Corporation of the Philippines (NGCP) that the substations located in the eastern part of the city and at Alcala town have already reached critical thermal level rating in 2010.
“The demand has increased rapidly that is why we immediately acted on the request of the NGCP to install additional substation to avoid load curtailment to our old power substations,” Lingan stated.
The project costs P41.5 million pesos, wherein the bulk of the expenses were sourced from a loan through the Rural Electric Financing Corporation (REFC) while the other expenditures were sourced out from the capital fund of the cooperative.
[i]Despite this, CAGELCO officials announced that there will be no increase in the charges and fees in the electric power consumption of consumers because the cooperative is capable enough to pay the loaned amount.
Lingan also said that the lot where the substation was established is being donated by the Department of Environment and Natural Resources (DENR) region 2, located at the Rogelio B. Baggayan Park (RBP) at the regional government center, through the initiative of regional executive director Benjamin Tumaliuan.

Yes, your first opinion/ explanation is correct. I can no longer remember kasi kung saan ko yun nalaman or nabasa. That's exactly the explanation (Dunno if PAGASA yun) why weather in Tuguegarao is so extreme! Siguro secondary nalang ang climate change or should I say mas nag-papalala ng weather.

Cagayan valley hosting of US-PH Balikatan Exercise proposed

TUGUEGARAO CITY, November 29 (PIA) -- The Cagayan Economic Zone Authority (CEZA) recently hosted a joint Regional Development Council (RDC) and the Regional Peace and Order Council (RPOC) orientation briefing on the US-Philippines Balikatan Exercise for the region’s proposed hosting of the bilateral training exercise in 2013.
Jose Mari Ponce, CEZA chief executive officer, said the region is undeniably incapable of hosting the exercise years ago but the advancements made on infrastructures, telecommunications, facilities, and increasing number of social amenities (i.e. hotels, resorts, restaurants) over the years can already satisfy the requirements of Balikatan in 2013.
He cited the development of Port Irene and San Vicente Port in Sta. Ana, the Cagayan International Airport in Lal-lo, and the San Vicente Airstrip in Sta. Ana, which can be tapped for the operation and transportation of US military vehicles and facilities.
Better telecommunications were also established in the area with CEZA’s Fiber Optic Cabling Facility enabling high-capacity internet connectivity,” he assured.
During the joint briefing, Lieutenant General Reynaldo B. Mapagu, vice chief of staff of the Armed Forces of the Philippines (AFP) and other top military officials involved in the US-PH Balikatan Exercise said the training is not all about military drill or war games as it also involves command post exercises and civil-military operations especially in times of crises or disasters.
“The exercise does not have downsides, in fact, it is beneficial to our economy and tourism as the United States will pour its financial resources for the hotel accommodation or billeting of its military personnel participating in the exercise and for the employment of local manpower needed in the putting up especially of school buildings in underprivileged communities,” Mapagu assured.
According to AFP Executive Officer Col. Joel DC. Celino, the benefits that can be derived from this event include construction of Farm-To-Market roads and other infrastructures, provision of health, veterinary and community services, local employment, and tapping of local products.
AFP Rear Admiral Cornelio A. Dela Cruz, Jr. also explained that the selection of appropriate site and activities in the Philippines is a long and tedious process. He said that the conceptualization and planning of the Balikatan Exercise usually takes less than a year. For next year, the Puerto Princesa is eyed as the next site for the event.
Asked if the Balikatan being proposed in the region is somehow related to the peace and order situation, RADM Dela Cruz assured that the region is very safe and secure.
Meanwhile, Quirino Governor and chairman of RPOC said Cagayan Valley is more than willing to host the United States-Philippines Balikatan Exercise in the near future because there is much to benefit from it.
He added, however, that the region’s possible hosting of this bilateral training exercise two or three years from now as proposed by concerned sectors of society, will be seriously taken up in the council’s next meeting to be attended by representatives from government and private sectors, local officials, police and military personnel.
The orientation-briefing is an invitation by Isabela 1st District Congressman Rodolfo B. Albano and CEZA.
The annual US-PH Balikatan Exercise is designed to further enable the AFP to develop its capacity in crisis action planning, enhance its ability to conduct counterterrorism operations, and promote interoperability of the participating countries for operations other than war.

Masyadong matagal ang actions nila. Alam naman siguro nila kung bakit mahina sila makahatak ng investors pero kulang na kulang pa rin sila sa galaw. Kung hindi ako nagkakamali nung 2007 and earlier years pa nila pinapalakas ang CEZA at ang turismo ng Cagayan kaso until now ganun pa rin di masyadong nalalayo sa dati, pero somehow may pagbabago dahil sa ilang mga projects. Oh ayan lumilinaw na, ang Naguilian Bridge nasa 600+(671) meters tapos Magapit Suspension Bridge naman nasa 400+ meters, at ang Magat Bridge naman 1km.

Tuguegarao inmates benefit from medical mission

Tuguegarao City, Nov. 30 (PIA) -- Almost 200 detainees of the Bureau of Jail Management and Penology (BJMP) here benefited from the medical-dental cum feeding sponsored by the Rotary Club of Tuguegarao Rainbow (RCTR).
Inmates suffering from illnesses such as respiratory tract infection, skin disorders, hypertension, among others, were given medical attention as well as medicines through the assistance of the doctors and nurses of the Provincial Health Office and the City Health Office. At least 50 patients had tooth extractions.
Aside from the medical and dental activities, the Rotary club also gave the inmates rice, sardines, and noodles and they were also treated to a sumptuous lunch.
The medical-dental mission is a yearly activity of the club as part of its mission to provide service and promote goodwill not only in Tuguegarao City but in the nearby municipalities.
The Rotary club also promised to give transistor radios and she encouraged the inmates to listen to the spiritual programs aired in the different radio stations especially to the Radio Maria which offers spiritual guidance to the listeners.
Jail warden Celerino Siongco also expressed gratitude to the club for the goods and services extended to the inmates.

MANILA, Philippines — Nestlé Philippines, Inc. (NPI) is set to increase its coffee-buying capacity as it plans to buy more coffee beans from local markets by putting up more buying facilities in the country.
At the Coffee Investors’ Forum held recently in Davao City, Nestlé Philippines Head of Corporate Affairs and Senior Vice President Edith de Leon disclosed the company’s plans of purchasing more coffee beans from local farmers. “Currently we’re sourcing 25 percent of our raw coffee requirement for soluble coffee manufacturing locally and we’re trying to compensate the shortfall by importing coffee beans,” de Leon said. At present, Nestlé buys 75 percent of its coffee beans abroad. The target is to reverse this trend by 2020.
The company is also expanding its facilities in the country by putting up additional satellite buying stations in various regions. These stations have been established to support local farmers through Nestlé’s direct buying policy. Farmers can sell their products directly to Nestlé and get paid immediately based on the prevailing world market price of coffee beans. At present Nestlé operates satellite buying stations in Davao, Iloilo, Isabela, Zamboanga, Cotobato, Agusan del Sur, Palawan, Tuguegarao, Solano, Bacolod, Bohol, Calamba, Alabang, Cavite and with its newest satellite located in Tagum City.
Coffee is the second most traded commodity in the world next to petroleum oil. The current annual demand for coffee beans is pegged at 64,000 Metric Tons and valued at around P5 billion. Unfortunately, the local coffee producers cannot meet the demand due to shortage of coffee bean production. Data from the Bureau of Agriculture Statistics (BAS) show that the country’s coffee production last year fell by 2.31 percent. This year, coffee production fell by 7.4 in the first nine months due to land conversion.
The government is bent to improve these figures by next year. Department of Agriculture Secretary Proceso Alcala said they have already allotted P163 million for 2012 to address the decline in coffee production. A minimum P50 million will be appropriated for post harvest facilities so that coffee farmers all over the country will get more income as well. “We have to intensify the production (of coffee beans) to meet the demand for coffee,” said Alcala. “We noticed that there is an increase in the participation of the private sector,” he added, referring to the turnout of stakeholders who attended the forum.
Some 150 potential investors from various provinces in the Visayas and Mindanao joined Nestle officials and government representatives last Monday.. The said gathering was organized by NPI and the National Convergence Initiative (NCI), a tripartite group of DA, Department of Agrarian Reform (DAR) and the Department of Environment and Natural Resources. It was a follow up on the first investors’ forum held early this year that aims to serve as a venue for government and the private sector to share knowledge and explore opportunities available in coffee farming.
During the forum, a ceremonial turnover of the memorandum of agreement between Nestle and NCI was also conducted, formalizing the partnership of the two parties to engage in a joint technical and commercial cooperation and scientific exchange program for the development of coffee industry.
“We are an ardent supporter of the Philippine coffee industry, being the biggest buyer of green coffee in the country,” said de Leon. “We look forward to contributing further to the growth of the coffee industry by collaborating with the various coffee stakeholders to help the country attain self-sufficiency in terms of coffee supply.”

TUGUEGARAO CITY, Dec. 1 (PIA) --- Pinaboran ng Regional Development Council (RDC) ng rehiyon dos ang panukalang pagtatanghal ng “Balikatan exercise” sa Lambak, Cagayan.
Sa panukalang inilatag ni DILG regional director Rolando Rafael sa konseho, malaki ang maitutulong ng Balikatan sa paglago ng ekonomiya at lalo na sa kaayusan, katahimikan at seguridad ng rehiyon.
Aniya ang Balikatan ay ang pagsasagawa ng serye ng pagsasanay sa pagitan ng sandatahang lakas ng Pilipinas at ng Amerika bilang suporta nito sa anumang hindi kanais-nais na magaganap laban sa bansa.
Bahagi ng gagawing balikatan ay ang pagsasanay sa operasyong militar tulad ng air rescue, close air support at small arms training.
“Maliban dito ay magsasagawa din ang mga ito ng humanitarian at civic operations tulad ng pagpapatayo ng mga silid aralan, medical at dental mission, veterinary services at iba pa sa mga barangay na mahihirap,” pahayag ni Rafael.
Bagamat wala pang kongkretong lugar kung saan isasasagawa ang nasabing pagsasanay, inihayag ni Quirino Gov. Junie Cua na una nang nagpahayag ng interes ang Cagayan Economic Zone Authority (CEZA) sa bayan ng Sta. Ana, Cagayan bilang siyang lugar kung saan mamamalagi ang mga sundalong Amerikano.
Ang gobernador ng Batanes na si Gov. Vicente Gato ay nagpahayag din ng interes para sa pagsasagawa ng balikatan sa kanilang probinsiya, maging si Gob. Faustino Dy III ng Isabela kung saan inialok nito ang bayan ng Palanan kung saan maaring dalhin ang grupo.
Sa ngayon ayon kay Rafael ay aantayin pa ang magiging desisyon ng magkabilang partido, ang sundalong Piilipino at Amerikano, kung saan sila maaring tutuloy sa kanilang pagsasanay.

DOST Cagayan forms municipal S & T action groups

TUGUEGARAO CITY, Dec. 3 (PIA) -- The provincial office of the Department of Science and Technology (DOST ) in Cagayan organized four Municipal Science and Technology Action Groups (MSTAGs) in the towns of Penablanca, Gonzaga, Lasam and Camalaniugan.
DOST provincial director Teresita A. Tabaog said the newly organized MSTAGs shall embark on activities such as food safety training for various food handlers and canteen operators ( Penablanca); Science and Technology Forum on the Small Enterprise Technology Upgrading Program or SET-UP (Gonzaga);
Technology Needs Assessment (TNA) on meat processing (Lasam); and SET-UP Forum and assessment of Bioreactor Technology/Organic Fertilizer Project (Camalaniugan).
Tabaog said that aside from the SET-UP Forum in Gonzaga, the local government also entered into a Memorandum of Agreement (MOA) with DOST for the upgrading of fish processing activities in the municipality as requested by MSTAG.
The fish-based and sauce projects were facilitated by DOST back 2002 in barangay Batangan and are still sustainable, Tabaog added.
The lady director explained that the MSTAGs are formed to serve as the local science and technology advisory body created through an Executive Order issued by the municipal mayor.
The organization is headed by the mayor as chairman and co-chaired by the DOST provincial director and vice mayor. The other offices in the local government, government agencies and non-government agencies in the community are made part of the MSTAG through endorsement from the office of the Mayor.
MSTAG is one of the strategies of DOST to enhance adoption and commercialization of appropriate technologies in the countryside while giving independence and confidence to the LGU to manage its own science and technology requirements for development through guidance from DOST.

250 volunteers join Red Cross fun run

TUGUEGARAO CITY, Dec. 5 (PIA) -- Some 250 volunteer individuals from the government and the private sector have joined the five kilometer fun run initiated by the Philippine Red Cross (PRC) Cagayan chapter to raise funds to finance the chapter’s emergency operations in the province.
Congressman Randolph S. Ting, chairman of the PRC Cagayan chapter, said the activity aims to accumulate funds for financing emergency response operations, purchasing necessary equipment and providing trainings and advocacy campaigns in the province.
Ting also expressed gratitude to partner agencies, organizations and individuals for the support to the fun run, which registered 250 official runners.
“This is the real essence of volunteerism. I am happy and thankful that all of you here have the heart to help others. I did not expect that the number of volunteers for this fun run will exceed the expected registrant and this pass a message that we Cagayanos are really in one accord to help each and everyone,” Ting said.
On the other hand, Governor Alvaro Antonio thanked the officials of Red Cross for the continuously helping the people of Cagayan and to volunteers, who are always ready to save lives in times of emergencies.
The winners in the different were given medals and certificates of recognition as the first ever Red Cross-Cagayan 5- kilometer champions. The fun run held in this city was a part of the nationwide PRC million volunteer run.

TUGUEGARAO CITY, Dec. 5 (PIA) –- Isa sa mahigpit na tinututukan ngayon ng bagong talagang pangrehiyong patnugot ng pulisya ng Lambak Cagayan ay ang pagresolba sa mga naitalang kasong pagpaslang na kinasasangkutan ng mga nakasakay sa motorsiklo.
Bago pa man naitalaga bilang regional director si Atty. Rodrigo P. de Gracia ay marami nang mga kasong naitala sa rehiyon kaugnay ng ‘motorcyle riding in tandem killings’ na isa sa mga kasong mahirap resolbahin dahil sa bilis ng pagtakas ng mga suspek.
Ayon kay De Gracia kailangang mag-isip ang pulisiya at ang lokal na pamahalaan ng paraan upang masawata ang ganitong klase ng krimen sa rehiyon.
Kaya naman nagpanukala ito nang pagpasa ng isang batas na humihingi sa mga may-ari ng motor o sa mga magmamaneho ng isang sticker na siyang magbibigay ng pagkakakilanlan sa kung sinuman ang may-ari o gumamit ng motor kapag nasa alinmang bahagi ng rehiyon.
Tinawag ni De Gracia ang panukalang na Verification Identification Sticker Authenticity o VISA na siyang kinakilangang dala-dala ng bawat naka-motor. Kung wala umanong sticker ang bawat naka-motor ay masisita at magmumulta o kaya ay ma impound ang motor na ginamit.
“Sa ganitong paraan ay madali nating matukoy kung sino ang mga salarin sa mga kasong pagpatay na ang suspek ay naka-motor. Marami tayong kaso ng ganito kaya kailangan nating tutukan upang masupil ang ganitong karahasan,” sabi ni de Gracia.
Inendorso narin ni De Gracia sa Regional Development Council (RDC) ang panukala nito at humiling narin ng suporta sa mga lokal na ospiyal ng bawat bayan at probinsiya upang suportahan siya sa kanyang adhikain para sa kapayapaaan at kaayusan ng Lambak Cagayan.

Cagayan gov’t to award schools, LGUs as champions in environment management

TUGUEGARAO CITY, Dec. 5 (PIA) -- Some schools and Local Government Units (LGUs) are set to receive recognition from the provincial government of Cagayan for their effective implementation of the solid waste management law. The recognition will be conducted on Dec. 15 at the University of Cagayan Valley (UCV) gymnasium, through the efforts of the sustainable development committee of the provincial government.
Felina Lacambra, chief-environment management division of the Provincial Natural Resources Environment Office (PNREO), said the awarding ceremony dubbed as “Friends of Environment” includes recognition to the cleanest and greenest municipality, model barangays in both urban and rural categories, and elementary and high schools which have excelled in the management of their environment, as evaluated by committee members.
“We already have the results but we will just reveal them during the awarding ceremony so that all contenders will join in the awarding. In this way, the non-winners will be motivated to strive hard and to innovate some more in line with the environmental management,” Lacambra said.
She said the program aims to recognize LGUs and schools that are following and implementing the Ecological Solid Waste Management Act or the RA 9003.
“We believe that through this recognition, other LGUs, schools and even other institutions will be motivated to follow the good practices that the awardees are showcasing,” Lacambra added.

THE Philippine Overseas Employment Administration is urging overseas Filipino workers (OFWs) to have their overseas employment certificate (OEC) or travel exit clearance processed early.
POEA Administrator Carlos Cao Jr. said: “to avoid long lines at the Balik-Manggagawa Processing Center, overseas Filipino workers should get their OECs as soon as they arrive instead of flocking to the POEA main office immediately after Christmas and New Year’s Day.”

“Returning OFWs could (also) secure their exit clearance at the Philippine Overseas Labor Office (Polo) nearest their jobsite even before their flight to the Philippines,” he said in Monday advisory as the agency prepares for the arrival of thousands of OFWs this holiday season.
Workers going to the provinces may also have their exit clearance at the POEA regional offices nearest their residence. POEA offices are located in the cities of Bacolod, Iloilo, Baguio, Tuguegarao, San Fernando in La Union, Clark Field in Pampanga, Calamba, Legazpi, Tacloban, Cebu, Cagayan de Oro, Davao and Zamboanga.
OFWs may also use the OEC courier system that is available online at http://www.citizenservices.com.ph/poea.
Cao said considered as “balik-maggagawa” are workers on vacation or on leave from employment under valid and existing employment contract/s and are returning to the same employer/s regardless of any change in jobsite to finish the remaining unexpired portion of the contract; a worker who was rehired by the same employer after finishing his/her contract and who is returning to the same employer regardless of a change in jobsite; and a returning worker whose employment contract was not processed with the POEA but was subsequently verified and registered with the Polo in the jobsite and who is returning to the same employer either as a worker-on-leave or rehire, regardless of any change in jobsite.
Meanwhile, Cao dismissed as exaggerated some comments from recruiters that job orders may be cancelled due to the delay in the processing of OFW employment at the POEA.
He said while “there was a slight delay in the processing time of documents after the reassignment of some frontline employees, the lag did not stretch to 15 days as reported to cause lost employment opportunities.”
He also attributed the delay to the four-day-long weekend from October 29 to November 1, 2011 and the three-day-long weekend from November 5-7 due to holidays. “A special task force formed has already decongested the processing backlog.”

Population board to conduct regional inter-collegiate debate

TUGUEGARAO CITY, Dec. 6 (PIA) -- The Regional Population Executive Board (RPEB) region 2 is set to conduct a regional inter-collegiate debate on December 12 at Crown Hotel, here.
Population commission regional director Avelino Marallag said the activity aims to generate views from the adolescents on reproductive health issues that affect them and to create awareness on Responsible Parenthood- Family Planning (RP-FP) issues, services and other significant concerns on population among general populace.
Marallag said population related issues, especially parenthood and family planning, are major concerns which affect the development of the community.
The competition is open to students who are officially enrolled in public and private universities and colleges in region 2. Four teams representing the provinces of Cagayan, Isabela, Nueva Vizcaya and Quirino who are duly certified by their respective provincial population officers will compete for the regional level.
Last year, the first inter-collegiate population debate was conducted but it was only confined in the colleges and universities in the city of Tuguegarao. Now, RPEB decided to cover a wider scope to reach out to youths in other regions, except those in the Batanes province due to transportation expenses.
Marallag expects that through the debate, youths will be educated on population issues and their critical roles on responsible parenthood and family planning.

tama ka kabayan... ang NCIA ay para sa CEZA para di na dumaan ang mga foreign o mga directs clients ng CEZA sa tuguegarao.. imagine that 2-3 hrs travel just to reach CEZA from tuguegarao?? subic and clark ecozones for example, their airports are just within reach lang sa kanila.. CEZA lang po ang malayo sa airport sa ngayon.. kung bubuksan na ang NCIA 30 mins lang ang travel time from airport..
about the impossibility to put up buildings along airports.. try niyo pong tumayo sa dulo ng airport para makita niyo kung tatamaan ng airplane ang sinasabi kong prime lot(gravel and sand) along pengue.. diskarte na ng architect yun..:)

Sabagay malaki din talaga ang importansiya ng airport dito sa Tugue kaya imposibleng tanggalin nalang nila. Sa mga domestic airports nga dito sa Cagayan Valley itong Tugue Airport ang pinaka maraming flights/passengers daily.
Tsaka kung ganun nga eh maganda nga talaga ang plano nila. Mapapalakas nila ang economiya ng Cagayan. Nice! ;)

Sakaling nagka-aberya sa pag-landing at maiba ang direction eh walang mahahagip na mga na buildings. Ito'y sa tingin ko lang naman. hehe ;)

About SM sa Bagay naman, tingin ko ayos lang naman kung dun itayo kasi along San Gabriel lang siya tsaka malapit lang sa CNHS at CSU Andrews. Malalapit lang din mga populated na barangays like San Gabriel, Atulayan at Annafunan, pati na rin Caritan Norte. Tsaka nandun pa rin mga provincial offices like DA, DOST, NFA, Nat'l Nutrition Council, DPWH etc. malapit lang din mga offices na nasa San Gabriel. Tsaka alam naman nating lahat na kahit tago ang isang may pangalan lalo na SM eh dadayuhin pa rin yan ng mga tao.
got your point kapatid, schools and offices nga naman ay malapit sa bagay road.. pano kung walang pasok?? kung titignan kasi natin sa pagkalahatan mas marktable pa rin kung sa main national road or sa mas malaki ang market.. iba pa rin pag nasa heart ng city.. iba parin kung dinadaanan ng turista, biyahero at mga local commuters.. for example na lang, im sure yung iba sa atin diyan sa locality natin di pa napupuntahan ang SM tayuman.. nasa loob kasi ng maynila at mahirap puntahan( jeep at taxi lang ang mode of transpo) di tulad ng mga SM malls na madaling punthan..

In terms of projects wala masyadong nagawa si Manong Johnny dito sa Cagayan, saka lang pag may mga bagyo nagpapadala siya ng mga relief goods.
While Jack Enrile naman marami siyang nagawa sana lang hindi niya makalimutan ang Cagayan sakaling nasa Senate na siya.
Since projects din niya naman yung NCIA, CEZA tsaka Port Irene hindi naman siguro niya pababayaan nalang mga yun. Pero ang akin lang baka sa distrito lang niya mamaya ang maging concentration niya dito sa Cagayan.

I agree, mas madadagdagan pa mga flights next year kasi magkakaroon na ng radar ang mga provincial airports para magkaroon na ng flights pag gabi. Tsaka napaka strategic ng location ng Tugue Airport. It caters Cagayan and Isabela Provinces. And since nandito na lahat ng Regional Gov't offices most probably dito ang puntahan ng mga officials from Metro Manila.
About Savory, sayang naman kung ganun, pero sana meron pa rin. Magandang place siya for jamming kasi mas secured yung place.

Dating PAL Express and AirPhil Express pero ibinalik na sa dati nyang name na AirPhil Express. AirPhil uses smaller types of plane compared to domestic flight ng PAL. Sa north luzon, sa Laoag lang lumilipad ang PAL.

Yup subsidiary ng PAL ang AirPhil, pero magkaiba sila ng reservation system, magkaiba din sila ng Terminal na ginagamit sa Manila. Para walang confusion, kahit na iisa may-ari ng AirPhil at PAL, wag nating tawagin na PAL ang AirPhil. It might create confusion sa gustong magtravel na maghahanap ng flight schedule ng PAL sa Tuguegarao, pero wala naman pala.
Hindi lang local ang destination ng AirPhil meron din sila sa mga kalapit-bansa natin. Yung PAL madami ding local destination, example na lang yung pinakamalapit sa atin, Laoag. Both PAL and AirPhil may flight sa Laoag. Magcompetitor pa nga ang labas nila.

I fly to Tugue twice a month from Manila. 1x a day lang schedule nila. Try nyo pumunta sa website nila ang book a flight, lalabas yung mga schedule. Isa lang sa isang araw biyahe nila.

Cagayan gov’t releases funds for employees’ cash bonus

TUGUEGARAO CITY, Dec. 8 (PIA) -- Employees of the provincial government of Cagayan were already assured of their Christmas cash bonuses.
This was due to the approval of the provincial board of the request of Governor Alvaro Antonio to grant productivity incentive pay and to realign and re-allocate the personal services balances of the provincial government that are not utilized.
In the request of the governor, the cash incentive will be charged from the general fund and economic enterprise funds amounting to P33.42 million pesos for the 1, 759 permanent and casual employees who will enjoy P19,000 each. While an amount of P9.42 million pesos will be distributed to 1, 571 job order employees, which will be sourced out from 10 percent of the contingency reserve fund.
However, 3rd district board member Atty. Mila Perpetua C. Lauigan said job orders are entitled to the pro-rated productivity enhancement incentive, depending on the length of service of the job order employee.
Job order employees who have spent 9 months and above in the provincial government are entitled to a minimum cash bonus of P6,000 each, those with 6 months but less than 9 months are entitled for minimum of P5,000, those with 3 months but less than 5 months- P4,000, while those with only less than 3 months are entitled a minimum of P3,000 each.
The provincial board members also argued that job order employees should receive higher than the proposed productivity pay because they have been rendering satisfactory services for the people of Cagayan.
“As much as we want them to enjoy also a higher cash incentive, the only available budget as per certification of our budget officer is P9.42 million which is only enough to the said pro-rated amounts.,” Lauigan said.
Governor Antonio said the giving of productivity enhancement incentive is also an expression of gratitude to the employees who serve the people of Cagayan.
It is expected that starting tomorrow up to next week, each employee of the provincial government will already receive his or her productivity pay.

THE Commission on Human Rights-Cordillera is recommending the filing of grave coercion and civil damages suit against Kalinga Governor Jocel Baac.
Baac allegedly barged into the state-run radio station DZRK in Tabuk City, Kalinga, on June 7 and hit broadcaster Jerome Tabanganay with a microphone.

CHR’s lawyer Lyndon Morales, head of the government investigation team, found sufficient evidence of grave coercion when Baac went into the radio station, got the microphone and uttered “unsavory and threatening remarks,” which was caught on video.
Morales cited grave coercion as “an act committed by any person who, without authority of law, shall, by means of violence, threats or intimidation, prevent another from doing something not prohibited by law or compel him to do something against his will, whether it be right or wrong.”
In restraining the will and freedom of Tabanganay to proceed with his program, Morales said in his resolution, “Baac had no authority of law or was not acting in the exercise of a lawful right. A person who takes the law into his hands with violence is guilty of grave coercion.”
After investigating the incident which stirred uproar among Filipino journalist groups, CHR-Cordillera found merit in Tabanganay’s complaints against the Kalinga governor and is recommending to the Office of the Regional Prosecutor for Cagayan Valley in Tuguegarao City for preliminary investigation.
Coercion has a human rights implication because it restricts the exercise of one person of his rights and freedom, Morales said.
“[Baac’s] acts also transcend from mere coercion to a violation of the freedom of expression, a fundamental human right well protected under Article 19 on Civil and Political Rights,” Morales added.
Morales also went on to censure Baac’s ranting about Tabanganay’s alleged irresponsible journalism and said: “Freedom of speech and of the press means something more than the right to approve existing political beliefs or economic arrangements, to lend support to official measures, and to take refuge in the existing climate of opinion on any matter of public consequence,” citing American jurisprudence in New York Times vs The United States.
Also citing Article 32 of the Civil Code, Morales recommended that Baac be charged with damages because “any public officer or employee, or any private individual, who directly or indirectly obstructs, defeats, violates or in any manner impedes or impairs any of the rights and liberties of another person (freedom of speech, freedom to write for the press or to maintain a periodical publication) shall be liable to the latter for damages.”
Tabanganay earlier filed a slight physical injuries and grave threats charges and are now in the Regional State Prosecutor in Tuguegarao City.
The Department of Justice in Manila is weighing sedition charges filed by the National Press Club against Baac.
The Department of the Interior and Local Government also probed the June 7 incident on Tabanganay.
CHR-Cordillera director Harold Kub-aron said they are waiting for Baac’s answer to their resolution.

All systems go for the first medical school to be ushered in Cagayan valley this coming 2012 school year in the state -run Isabela State University (ISU) in CAUAYAN CITY
This was disclosed by ISU President Romeo Quilang citing the earlier approval of the Board of Regents to offer the most expensive and delicate career mostly available only in Metro Manila educational institutions.
Quilang said ISU will be accepting pre medicine courses this coming June 2012 school opening.
He added they expect the ongoing construction of the 7-storey University building for the medical course to be completed and equipped by the time the first batch of medicine students enter their course proper two years later.
Quilang said the ongoing construction has a P70 million initial outlay.
He also cited there are plenty available prominent medical personages in Cagayan valley that will be tapped by the university to comprise the medical faculty.
ISU hopes to cater aspiring doctors in the provinces of Isabela, Cagayan, Quirino, Nueva Vizcaya, Batanes and the Cordillera provinces of Ifugao, Mountain province, Kalinga and Apayao.
This will enable the students and their benefactors incure less burdensome financial obligations and distance travel from Metro Manila He added

Establishment of prov’l ambulatory surgical clinic proposed

TUGUEGARAO CITY, Dec. 9 (PIA) -- A member of the provincial legislative body of Cagayan has proposed for the establishment of an ambulatory surgical clinic, dialysis and diagnostic center to respond to the health needs of the people, especially the underprivileged individuals.
Proponent 1st district board member Maria Olivia B. Pascual said some ailments cannot be detected easily without the use of modern and state of the art medical equipment and machines.
She added these machines are only available in private hospitals and clinics and payment for the use of such facilities are expensive.
“Most of our people cannot avail of these medical services due to extreme poverty and lack of resources to compensate medical expenses that is why we have to make move to help our constituents,” Pascual said.
In the initial talks for the project, funding was the number one challenge considering the amount needed to buy the medical equipment. But Pascual said there is already an initial P5 million funding from the provincial health office.
“If this will be established it would be a great help to the people, especially the poor ones because the services of the center will be minimal as compared to the private health facilities in the province,” she said.

Dado Banatao was born on May 23, 1946 to a rice farmer and housekeeper where he grew up in a little barrio named Malabhac in the farming town of Iguig in Cagayan Valley Province. When he was a kid, Banatao used to walk barefoot to school along the dirt roads. He then went to Ateneo de Tuguegarao and at 15 pursued college education at Mapua Institute of Technology where he graduated cum laude with an Electrical Engineering degree.
Dado was then offered a job after graduation at Meralco but then he turned down the offer after knowing the starting salary. He instead applied as a pilot trainee at Philippine Airlines, which paid much more. Little did he know that a turning point of his career will come when Boeing pirated him as a design engineer and brought him to US.He then enjoyed engineering and later on pursued further studies taking a Masters in Electrical Engineering and Computer Science at Stanford University, which he completed in 1972 to be trained properly on his craft.
After graduating with his Masters degree, Dado then worked at some of the leading-edge technology companies that include National Semiconductor, Intersil, and Commodore International where he designed the first single chip, 16-bit microprocessor-based calculator. In 1981, while he was working at Seeq Technology, the inventor of Ethernet approached the company to look for a more efficient way of linking computers. Banatao was then assigned with the task that led him to his breakthrough discovery of by putting the Ethernet controller on a single chip instead of big boards. That was then the first 10-Mbit Ethernet CMOS with silicon coupler data-link control and transreceiver chip.
With that breakthrough discovery, Dado then decided to start his company and be his own boss. With US$500,000 seed capital that came mostly from friends, he put up Mostron i 1985 to develop chip sets. As a start up company, he had to be cost efficient and resourceful. He then used equipment from another company that wasn’t used on weekends to debug chips. Later his hard work and dedication paid off when his company developed the first system logic chip set for the PC-XT and PC-AT, which lowered the cost of building the personal computer and made it much more powerful.
About the same time, Dado started his second company named Chips and Technologies (C&T), which created enhanced graphics adapter chip sets. With its success, sales during the first quarter amounted to US$12 million. In less than a year, the company went public by listing its shares in the stock market and the market’s response was remarkable. It was one of the fastest Initial Public Offering (IPO) listings in the history of US stock market. In 1996, multinational semiconductor giant Intel bought C&T making Banatao richer by US$430 million.
But even before this huge success, Banatao had already reached millions when he started his third company named S3. It was a company that pioneered the local bus concept for the PC in 1989 and introduced the first Windows accelerator chip in 1990. Way back in 1993, S3 was then considered as the third most profitable technology company in the world when it went public having an IPO worth of US$30 million.
Dado Banatao is now a multimillionaire investor. He invested in a lot of networking companies that were eventually sold before he joined the venture capital firm Mayfield Fund in 1998. After two years, the company offered him to promote to a general partner but Dado refused it and instead decided to start his own venture capital firm named Tallwood Venture Capital with a capital of US$300 million, all of which came from his own pocket. He then believed that independence is more important than security.
Today Dado Banatao manages several businesses. His Cielo Communications is developing the vertical cavity surface emitting laser or Versel, which speeds the transmission of data along optical lines. His SIRF Technology is designing a chip for a global positioning system which utilizes satellites to locate objects. His Marvell Technology had a highly successful public offering with the stock price soaring more than 300% during its first day of trading. He has proven to be a master investor and venture capitalist. He invests, oversees, and sells several companies that include Cyras Systems acquired by Ciena; Newport Communications acquired by Broadcom; Acclaim Communications acquired by Level One; Stream Machines acquired by Cirrus Logic; Marvell Technology Group and New Moo software.
He has more than three homes in the US, including resort properties in Lake Tahoe and Sonoma San Francisco. From his childhood roots of walking barefoot, he now drives his high-performance luxury cars and he flies his own fast jets. Yet despite these blessings, Dado Banatao still contributes to the society and to the country. His Banatao Filipino American Fund assists Northern California high school students of Filipino heritage in pursuing a college education in engineering. Aside from this, he also went back to his childhood town of Iguig in Cagayan Valley where he built a computer center at his grade school making it the only public school with the most modern computer network.
Truly Dado Banatao has come along way being a veteran entrepreneur and venture capitalist of Silicon Valley. AKO LANG!!!! hahahaha!! kasi meron na lahat eh.. san ka pa!! tanungin niyo po ang kani- kaniyang locality niyo.. saan kayo nakakita ng RODAMeL, MARITON,CROWN resto???sikat ba yan?? sa region II sikat ba?? mga local lang po yan ng tuguegarao city pero namamayagpag sa respective industry nila.. i dont even remember a local business here in region II that can really compete with manila based companies sa tuguegarao ka lang makakakita niyan!!! supermarkets?? we have it all, naka spread yan all over tuguegarao city.. rodamel drugstore?? 9 branches in tuguegarao city??!!!! saan ka nakakita ng locally owned drugstore na kung titignan mo mga store nila kala mo parang taga maynila ang may-ari!!! :banana:

Sana may makakuha ng picture ng Rodamel(especially Bonifacio St. and Carig branch), Mariton Grocery(especially Don Domingo and Buntun branch), Crown Bakeshop and Restaurant (Luna extension), atbp.
Nga pala, yung mga nabanggit isa lang may - ari nyan. kasama sa group ng companies din nila yung 2 branches ng Monterey at Crown Hotel.
