Kaya nga nila nire-renovate yung sports complex para maging equipped for the the Palaro. ;)

yan ang gud news! mganda tlaga ang sta. ana wlang wla ang tuguegarao.

Walang wala ang Tugue in terms of tourist attractions pero in terms of commercial establishments I don't think so. :)

I agree on this one! Sta. Ana is the place to be when you want to have a vacation. Pero hindi ko lang alam kung you can stay that long. I would still prefer to stay in Tugue kasi andun na halos lahat ng kailangan ko. Walang wala ang CBD ng Sta. Ana sa Tugue AS OF NOW.

Well, we can't really deny the fact that corruption exists in both the city and provincial gov'ts. pero hindi naman ibig sabihin nun wala silang ginagawa. i can say that especially for the city government of Tuguegarao. We could enumerate the projects started by the city government as of late of you want. =).

yung sa drainage siguro jan that will come. marame pa kasing tinatapos na projects.

Kung iisipin mong mabuti by having those casinos makaka-attract tayo ng mga foreign investors aside pa sa taxes na binabayaran ng mga casinos na yan which can be use in the future projects of the city gov't that will benefit its citizens. :okay:

Siyempre they need to build infrastructures first na mag-gegenerate ng income for their programs or projects para mabawasan ang mga mahihirap na tao o pamilya. And just for your information the city gov't had a project na Murang Pabahay para sa Mahihirap sa Cataggaman and magkakaroon din nito sa Annafunan. With that masasabi ko binibigyang pansin din ng city gov't ang poverty reduction.

about sa hosting ng palarong pambansa.. cagayan should bid to host the event and they are trying hard to reach that.. reason????? tourism... pag may tourism may income... sa paghohost ng important events like palaro, nilalagay mo ang cagayan especially tuguegarao into next level.. pinapakilala mo ang tuguegarao sa buong bansa... mahal ang gastos pero sulit ang return pagdating sa kalidad ng tourismo.. may malaking negosyo diyan..

Welcome to Tuguegarao City and Cagayan Province Thread!!!:banana::banana:

7IFdQovASVI

Welcome to Tuguegarao!

Composed of 49 barangays, 29 of which are urban with Barangays Centro 01-12 as its Central Business District spread over a land area of 144.80 square kilometer. Tuguegarao, a young city for 12 years is now the Cagayan Valley Region’s (Region 02) Premiere Urban Center and the Center of Excellence in Education, Commerce, Trade and Culture of Northeast Philippines, bounded by the Mighty Cagayan River, the longest in the country and the Pinacannauan River near the southern border of the province. Tuguegarao City is a home to some 160 thousand residents, the highest population density in the region. It was created a town on May 09, 1604 and became the second city of Region 02 on December 18, 1999. Tuguegarao was carved out from the neighboring towns of Cagayan and Isabela Provinces.

Through the years, it has grown into a bustling metropolis with its huge concentration of government offices, educational institutions, business districts, residential areas, shopping malls, modes of transportation, communication and services of urban living making it as the Economic Center of Region 02.

Tuguegarao, the region’s core and the city capital of Cagayan Province dubbed as the country’s “Premiere Ibanag City” boasts of a rich and colorful history dating back to more than 400 years. It is the seat of government and host to many cultural and historic spots such as the Tuguegarao Cathedral (Filipino: Katedral ng Tuguegarao) also known as the Saints Peter and Paul Metropolitan Cathedral, the seat of the Archdiocese of Tuguegarao and home to the largest Spanish-built church in the region.

Today, Tuguegarao is a merry mix of the old and the new which blends its old world charm and modern lifestyle. The city has a unique and interesting story to tell, a local product to share, enduring culture to showcase and business opportunities to offer. Several new business districts like the Buntun and Regional Center Business Districts have been put up in strategic areas integrating business, retail, residence, and leisure in addition to the traditional town centers of this city. Among these are the Paseo Reale Town Center, Mall of the Valley, Brickstone Mall and FCI Citimall, to name a few.

Easier travel to north Luzon promised
Inquirer Northern Luzon
8:18 pm | Saturday, December 24th, 2011

Because of the holiday rush, the Department of Public Works and Highways (DPWH) reopened to light vehicles a weakened bridge linking Bulacan and Pampanga, and eased repairs of roads traversing Cagayan Valley to speed up holiday traffic in these regions.
Calumpit Bridge was ordered closed on Dec. 15 for emergency repairs after engineers confirmed that the 66-year-old structure had weakened. It was opened to light vehicles on Thursday.

Ruel Angeles, Bulacan officer in charge of the DPWH first district engineering office, said only remedial work had been applied on the bridge so it may not hold the weight of cargo trucks.

Aside from its age, Calumpit Bridge was worn out by cargo trucks crossing through this alternate route to Pampanga to avoid the toll imposed by the North Luzon Expressway as well as agencies stationed at the freeway to monitor compliance to overloading regulations, Angeles said.

Calumpit Mayor James de Jesus appointed a watchman to make sure only light vehicles pass through the bridge.

According to Angeles, the repair and modernization of Calumpit Bridge is expected to take place in March and April next year for a six-month work duration once the project undergoes bidding. The bridge would be widened into four lanes.

Tuguegarao

In Tuguegarao City, Reynaldo Tamayo, DPWH Cagayan director, said the department’s field offices have put in place measures which they hope would spare motorists from delays during the holiday rush.

“We are suspending all activities and open all major roads to avoid delays for travelers who want to be home for Christmas,” he said.

The agency has been under heavy criticism for road construction projects that have left travelers stranded for as long as 18 hours along the zigzag road in Santa Fe town in Nueva Vizcaya.

Traffic flow slows down to a halt for hours there because vehicles, usually trailer trucks, are frequently caught along the tight bends of roads undergoing repairs. Traffic moves through only one lane of these roads.

“That road near Dalton Pass has really been causing problems for us. Hopefully, with the road advisories that we are putting in place and an improved traffic management system, there will be no more delays for those who are coming (to Cagayan Valley) this Christmas,” Tamayo said.

Road projects that require fresh concreting are being undertaken on portions of the national road in Cordon, Ramon and Quezon towns in Isabela, as well as in Enrile and Tuguegarao in Cagayan.

The damaged Tungcab Bridge in Maddela town in Quirino is open only to light vehicles. Tamayo said Dalton Pass and other road repair areas will still offer one-lane stretches to motorists because the contractors cannot be compelled to open both lanes to accommodate the expected rush of vehicle traffic. Magat Dam near spilling level again
By Charlie Lagasca The Philippine Star Updated December 25, 2011 12:00 AM

BAYOMBONG, Nueva Vizcaya, Philippines – Authorities are on alert as the water level in Magat Dam remains critical amid heavy rains since last week.

No water has been released since Thursday, but the dam’s water level was at 192.80 meters, only .20 meters short of the dam’s spilling level, as of 1 p.m. yesterday.

The dam had released water in the past weeks but stopped two days ago when the weather cleared up.

The dam is not only the major source of irrigation for more than 80,000 hectares of farmlands in Isabela and parts of Cagayan and Quirino, it also generates some 350 megawatt of power, stabilizing the power needs in the Luzon grid.

The release of water from the dam raised fears of floods in low-lying areas of Isabela and Cagayan, where several villages are still reeling from last week’s floods spawned by heavy rains which left at least five people dead.

Bad weather strands passengers
The Philippine Star Updated December 25, 2011 12:00 AM

TUGUEGARAO CITY, Philippines – Some 30 passengers bound for the Babuyan strait and the coastal towns of Isabela were stranded in Appari, Cagayan as the Philippine Coast Guard (PCG) prevented their boats from sailing.

PCG Aparri head Sr. Chief Petty Officer Ernesto Renon said the cold front spawned big waves dangerous to all kinds of sea crafts.

The passengers have been stranded since Thursday.

Authorities also warned residents along river banks and mountain slopes to be on alert for possible floods and landslides amid continuous rains brought by the northeastern monsoon.

This developed as the PCG called off the search for the crew of Chungdu -1, which sank off the strait last week.

Renon said the PCG will tow the ill-fated Chinese cargo vessel reportedly carrying over two tons of black sand quarried from the Cagayan mainland of Aparri, as soon as the sea has calmed.

Cargo vessels' passengers spend Cristmas in Sta. Ana port
by Oliver T. Baccay

STA ANA, Cagayan, Dec 25 (PIA) –- Around 16 passengers failed to celebrate Christmas with their families as two cargo vessels were stranded at the port here and another two motorized service boats in Aparri port.

Coastguard chief petty officer Ernesto Renon said they did not allow the said sea transport vehicles to travel due to gale warning as effect of the windy weather condition after the monsoon rains in the past days.

He said the cargo vessels are bound to Maconacon in Isabela town while the passenger boats are bound to Camiguin. They have been in the said port since last week when the monsoon rains affected north Luzon.

As of now, the sea condition is not yet conducive for travel that is why the coastguard advised even the fishermen not to venture out into the sea yet until and unless gale warning will be downgraded.

“We advised all sea transport vehicles as well as fishermen not to go out into as is not yet safe to travel and to fish,” Renon stated.

The said passengers as well as the crew members were advised to live temporary at the port or to spend Christmas with their relatives in the mainland.

^^ Well, there's no denying that Sta. Ana has the greatest potential to be No. 1 not only in Cagayan but in the entire region. Nagiging investment hub na din kasi siya. and the place is getting a lot of support from the province of Cagayan and CEZA.

As for Aparri and Lal-lo, we haven't heard much about any developments there. CEZA's focus is really on Sta. Ana. Kung magkakaron lang sana ng enough support for the two towns, then maybe they could surpass Tuguegarao. In my personal opinion though, malayong mangyare yun.

Sta Praxedes lauded for creating first ever housing board in the province
by Oliver T. Baccay

TUGUEGARAO CITY, Dec. 25 (PIA) -– The provincial board of Cagayan has lauded the initiative of the officials of Sta Praxedes town for creating its municipal housing board, the first of its kind in the entire province.

The ordinance, which was submitted to the legislative body of the province for review, obtained favorable approval as the provincial board have seen the need of empowering local government units in ensuring the implementation of the Urban Development and Housing Act.

Atty. Mila C. Lauigan, 3rd district board member and chair of the committee on laws, said LGUs, in coordination with government housing agencies and the private sectors, have been given the task to exert efforts in continuing the advocacy for socialized housing, which is considered one of the priority areas of investment.

“We observed that ordinance will give LGUs more power, authority and responsibilities especially concerning the provision of housing in their respective localities,” Lauigan said.
In the ordinance, the board functions as overseer of the implementation of the housing law to uphold human rights and social justice in so far as urban and rural housing is concern, and to push and advocate for the production of low cost housing projects.

Lauigan further said that shelter, one of the basic needs, plays vital role in economic growth but creation of local housing board is not mandated in the local government code. She pointed out that a national legislation would make the establishment of such a board mandatory, with clearly defined functions and membership, but in the absence of such, LGUs should initiate the creation of their own housing board.

On the other hand, 2nd district board member Joseph Llopis lauded the local ordinance stating that Sta. Praxedes is the smallest town in the province, yet it is the first to establish a housing board.

He encouraged further other LGUs to create the same to put into order housing projects and to see to it that the housing law is implemented effectively without sacrificing the rights of the people affected.

Saint Stephen
December 25, 2011, 10:59pm

MANILA, Philippines — Catholics observe Monday, the second day in the octave of Christmas, the feast of Saint Stephen (San Esteban), who is venerated and known as the “protomartyr” or the first martyr of Christianity.

In the country, feast masses will be held in Ligao, Albay; Tuguegarao City; and in San Esteban, Ilocos Sur in honor of their patron. St. Stephen, whose name means “wreath” or “crown” in Greek, is included in the Roman Canon.

He was one of the first deacons of the early Church. According to Acts 6:3, he was “a man of good character, full of faith, wisdom, and the Holy Spirit.” While on trial and being persecuted for standing by his faith, he experienced a theophany and saw God the Father and God the Son. wht i mean is mas progressive na ang tatlong yan pagdating ng araw compare it to tuguegarao. look big foreign and local investors are coming in their town so not long from now lalaki at lalago ang commerce nla plus tourism spots p cla ng cagayan n wla sa tuguegarao. mas dadayuhin cla ng tourists at mga kbabayan ntin sa buong pilipinas. mas may reason n pupuntahan ang mga towns nla kaysa s tuguegarao lalo n pag ntapos ung international airport sa lallo. etsepwera n mya ang tuguegarao.

I'm looking forward na mag-boom ang Lal-lo, Aparri, at Santa Ana. They are the pride of our beloved province.

Cagayan constructs 18 SWIPs, boosts rice production and livelihood
by Oliver T. Baccay

TUGUEGARAO CITY, Dec. 26 (PIA) -- The provincial government of Cagayan has successfully established 18 Small Water Impounding Projects (SWIPs) this year that boost rice production and livelihood opportunities for the farmer and fisherfolk sectors.

The projects were included in Gov. Alvaro Antonio’s livelihood assistance program for the farm laborers and unemployed individuals to ensure food security and provide viable income.

The governor said the construction of the SWIPs is also part of his administration’s thrust of agricultural progress and development, considering that most Cagayanos are engaged into farming as main source of livelihood.

The projects were designed for 7-in-1 component to provide water not only to rice fields but also for vegetable farming, aqua-farming, watershed management, water reservoir, eco-tourism, and community organizing.

Other than this, the provincial agriculture office has also tied-up with various line agencies to impart livelihood assistance as well as trainings to the fishery sector.

Mildred Abella, agriculturist, said the provincial government has also established Pangasius fish species hatchery and SWIP-based livelihood project-fishcages for tilapia culture and fingerling dispersal. (TCB/OTB/PIA-2 with Aida Cabauatan of PIO-Cagayan)

Legislators push for strict implementation of mother-baby friendly health institutions
by Oliver Baccay

TUGUEGARAO CITY, Dec. 26, (PIA) -- The provincial legislators of Cagayan has passed an ordinance compelling the strict implementation of the mother-baby friendly health institutions in the province for the promotion and support of breastfeeding policy.

Maria Olivia B. Pascual, 1st district board member and chair-committee on women, said the mother-baby friendly initiative which was launched globally by the United Nations Children’s fund (UNICEF) and the World Health Organization (WHO), aims to protect, promote and support breastfeeding in the hospital, community, and the workplace.

Pascual said section 2 of the declaration of policy of Expanded Breastfeeding Promotion Act of 2009 indicates that the state adopts rooming-in as a national policy to encourage, protect and support breastfeeding and shall create an environment where basic physical, emotional, and psychological needs of mothers and infants are fulfilled through the said program.

“The initiatives in the hospitals and in the communities have made its mark; however, the impact in the workplace is yet to be seen,” Pascual said.

On the other hand, Atty. Mila C. Lauigan, 3rd district board member and chair-committee on rules, said the ordinance is also lawfully written as it embraces the provision of section 15 of the 1987 Constitution that the state shall protect and promote the right to health of the people and instill health consciousness among them.

Within 60 days upon its effectivity, the rules and regulations necessary to carry out the provisions of the ordinance shall be issued to the concerned agencies as implementers of the local law, such as the provincial health office, social welfare department, school board, legal office, interior and local government, and the non-government organizations concerned, Lauigan added.

DSWD, prov’l government mull planting of ‘Vetiver’ grass along riverbanks
by Oliver T. Baccay

TUGUEGARAO CITY, Dec. 27 (PIA) – To prevent erosions and riverbank destructions during floods, the Department of Social Welfare and Development (DSWD) and the Cagayan provincial government are looking into the possibility of planting “Vetiver” grass along the riverbanks.

In the study of World Food Program (WFP), every time there are typhoons or continuous rains, Cagayan River expands, flooding its banks and in effect, eroding the soil surrounding it.

Social welfare regional director and disaster council vice-chair for response Arnel Garcia said the idea of planting "Vetiver" grass was proposed by WFP officials in one of their visits to the province to conduct relief distribution to flood and typhoon-affected victims.
Vetiver grass, a tropical plant, can be found in highlands and lowlands and in various soil conditions in Thailand. It can also be used for road and stream bank stabilization.

“We are looking into how we can pilot the project because the said grass is nowhere to be found in the region. It is actually found in other countries so we need further study if it can adapt to our climate and how can we propagate it for massive planting,” Garcia said.

Garcia said they are targeting parts of Amulung town to test the project as it is always seen as the river basin of floods from the upstream.

Garcia further stated that they will also study if there are alternative grasses that are abundant in the region to be planted in the riverbank until such time that ‘Vetiver’ grass will be propagated.

The director also said that the WFP is not only concerned on the food and relief distribution to victims but also on the rehabilitation and long term recovery of the disaster victims.

Gonzaganians invite volunteers to their shoreline tree planting
by Thelma C. Bicarme

TUGUEGARAO CITY, Dec. 28 (PIA) -- The Gonzaganians are inviting volunteers to take part in the Gonzaga Shoreline Tree Planting activities on December 30 at barangays Minanga and Batangan, Gonzaga, Cagayan.

The activity dubbed as Greening Gonzaga Shoreline: Our Legacy to the Future Generations is spearheaded by the Gonzaganians Worldwide, a group of well-meaning individuals who hail from northern Philippine island, particularly in Gonzaga, binded by the motto: "Service Above Self Through Voluntary Service."

Lead convenor PSupt. Marlon Sapla, a Gonzaganian based at Camp Crame, said they have targeted 5,000 coconut seedlings to be planted along the 7.5 kilometers shoreline, streetline and riverbanks.

“The Department of Environment and Natural Resources committed 850 Talisay tree seedlings; Cagayan provincial government, 100 coconut seedlings and LGU Gonzaga, 100 Botong tree seedlings,” Sapla added.

Participants are likewise encouraged to bring either of the following: coconut seedling, fencing materials (4ft long and 2 ft long for braces) and sacks of animal manures or good soil.

Sapla also said they have generated half a million pesos for the project, mostly donated by Gonzaganians abroad. “Part of the amount will be spent for the advocacy campaigns and food for the participants,” he stated.

The activity which will coincide with Rizal Day is the Gonzaganians little way of giving back the benefits earned from the hard-fought freedom that Dr. Jose Rizal envisioned for all Filipinos.

It is also in support to the National Greening Program and in cooperation with the local government of Gonzaga, Rotary Club of San Francisco del Monte, QC, Cagayan State University, Gonzaga and other donors.

“It is one of the first ever private-initiated tree planting activities in the country and some of our friends in Bohol, Ilocos region and Batangas have already expressed intent to replicate it in their areas,” Sapla said.

OPAPP releases P340,000 livelihood assistance to rebel returnees in Cagayan
by Oliver T. Baccay

TUGUEGARAO CITY, Dec. 28 (PIA) -- The Office of the Presidential Adviser on the Peace Process (OPAPP), through the provincial government of Cagayan, has released P340,000 to finance livelihood programs for rebel returnees.

Aida Cabauatan, provincial information officer, said that in the 3rd quarter of this year, OPAPP released P250,000 for five rebel returnee- beneficiaries while in the last quarter, another five beneficiaries were given a total of P90,000 cash grants.

She said the first batch of beneficiaries requested farm facilities and inputs for their agricultural livelihoods such as hand tractor, carabao, and other farm machineries.

Meanwhile, for the second batch, the beneficiaries invested on swine and poultry raising.
“The basis of giving them their grants are their project proposals which they submitted to the office of the provincial social welfare and development, wherein mostly are for agriculture investments,” Cabauatan stated.

On the part of the provincial government, the agriculture and veterinary offices are also assisting the beneficiaries in technical aspects and some inputs to ensure sustainable livelihood programs for each of the rebel returnee family.

The provincial agriculture has conducted trainings on new technologies in farming to boost their productions while the veterinary office is also constantly monitoring and assisting those who have engaged in swine and poultry raising.

Cabauatan further said that the program is part of Governor Alvaro Antonio’s 10K agenda under the three pillars, Kabuhayan (livelihood), Kaunlaran (development) and Kapayapaan (peace and order).

guys, awat muna.

Academe commits assistance to DSWD’s learning network
by Oliver T. Baccay

TUGUEGARAO CITY, Dec. 29 (PIA) -- The four big universities here have forged an agreement with the Department of Social Welfare and Development to intensify programs and projects towards the realization of the Learning-Network (L-Net) initiative of DSWD for social protection and services.

University presidents Sis. Remy Angela Junio of St. Paul University, Fr. Eugene Arco of St. Louis University, Dr. Victor Perez of University of Cagayan Valley and Dr. Roger Perez of Cagayan State University signed a memorandum of agreement with DSWD, through regional director Arnel Garcia, to collaborate in executing the programs and projects for the benefit of the general public.

Garcia said the L-Net recognizes the vital role of partner agencies and organizations in meeting the growing demands for capability building, and in maximizing existing resources in the environment through a network of learning institutions.

Garcia said academe’s role in meeting the demand for public social services, especially in educating the public and in studying pressing needs of the community, is very important.

In the agreement, the signatories vowed to help DSWD by sending representatives to conduct lectures, trainings, seminars and by initiating researches on social protection and services.

The university presidents signed the agreement to have a pool of experts which in the long run will help sustain the functionality and viability of the learning network to ensure available, accessible and quality capacity building programs to constituencies and clientele.

I got into the bus at around 10:30 in the evening and I noticed that the number of passengers waiting for bus rides were somewhat unchanged since I arrived two hours earlier. Even with buses arriving every fifteen minutes, it seems that there still weren't enough to accommodate every one. Hopefully, in the next few years, more transport companies would venture into the Manila - Tuguegarao route. That way, passengers won't have to wait for long hours before getting a bus or to sit uncomfortably or inconveniently on chairs placed on the center isles.

Accdg to transportation experts it's always like this during holiday seasons I the CVL region then the volume of passangers decrease abruptly afterwards that's why they think the number of bus co servicing the region is just adequate. Plus Florida has been buying everY inactive franchise out there to eliminate the comPetition and so no other company would be ableto get hold ofthem anymore.

DPWH 2 warns erring contractors
by Thelma C. Bicarme

TUGUEGARAO CITY, Dec. 31 (PIA) -- The Department of Public Works and Highways (DPWH) region 2 has warned unscrupulous contractors who perform inferior work for more gains.

In an interview over Radyo ng Bayan here, District Engineer Bong Ubina of Isabela first engineering district disclosed that they are set to blacklist a contractor after workmanship is found to be substandard.

According to Ubina, the contractor’s name is withheld pending results of the “redoing” of the substandard project being undertaken by the said contractor.

“We will not tolerate such wrongdoings, if the project will still be substandard, we will already blacklist him,” he warned.

Ubina added that the DPWH is bent on curbing inefficiencies and corruption in the agency to protect the hard earned income against unscrupulous contractors who perform inferior work for short-term gains.

The DPWH official also echoed the call of Public Works and Highways Secretary Rogelio L. Singson for contractors undertaking DPWH projects to complete the data in the project billboards as per Department Order 37 series of 2010.

As per DPWH department order, project billboards should be installed in all on-going projects for the information and guidance of the citizenry.

They should contain information on the name of the contractor, date started, contract completion date, contract cost, name of consultant for foreign-assisted projects, the DPWH implementing office, and the source fund.

He said the names or pictures of personalities or politicians should not be included in the standard DPWH project billboard, even for projects funded under the Priority Development Assistance Fund or PDAF.

Ubina said Sec. Singson has directed the DPWH regional directors, project directors and district engineers to monitor the compliance of these contractors, otherwise, they shall also be held accountable.
