BAYOMBONG, Nueva Vizcaya, Philippines – At least eight towns in Cagayan Valley have been identified as illegal logging hot spots. This was disclosed during a recent regional multi-sectoral forest protection committee meeting in Tuguegarao City.
The Department of Environment and Natural Resources (DENR)-led committee identified the towns as Cabagan, Ilagan, Jones, San Guillermo, San Mariano and Tumauini in Isabela, and Maddela and Nagtipunan in Quirino.
It was also disclosed during the meeting that several areas in Nueva Vizcaya and Cagayan are still prone to illegal cutting of trees as shown in various apprehensions of hot lumber in 2011.
Based on these apprehensions, the towns of Kasibu and Quezon in Nueva Vizcaya are still havens of so-called carabao logging wherein loggers utilize water buffaloes to haul illegally cut timber from the forests down to the nearest access roads.
Forester Bernardo Valiente said a total of 934 cubic meters of illegal cut lumber placed at P10 million were confiscated or intercepted during the second quarter of 2011.
Overall though, the DENR said illegal logs seized by the anti-illegal logging task force, composed of the DENR, local government units, police and military, last year were significantly less than in previous years.
The DENR attributed this to its non-stop crackdown, with the help of the private sector, including Bantay Gubat volunteers, on illegal logging in line with President Aquino’s order for a logging moratorium nationwide.
Forester Benjamin Tumaliuan, DENR regional executive director, said they would further intensify their ground and aerial operations to eventually rid the region of illegal loggers or timber poachers.
The northern Sierra Madre biodiversity corridor, home of some of the world’s endangered flora and fauna species, including the Rafflesia leonardi, said to be the world’s biggest flower species, lies in Cagayan Valley, especially Isabela and Cagayan.
The northern Sierra Madre also hosts one of the country’s remaining largest forest covers. However, it continues to be threatened by illegal logging, slash-and-burn farming and environmentally destructive practices.
“There are no sacred cows in the implementation of the logging ban in the region. We have to protect our remaining forest cover in the region,” Tumaliuan said.

BASCO, Batanes, Philippines – A Philippine Air Force cargo plane arrived here shortly before noon Saturday to bring government rice to the 13,000 residents of this northernmost province.
The C-130 Hercules cargo plane arrived from Villamor Air Base in Pasay City with 400 bags of rice from the National Food Authority (NFA) central warehouse in Manila.
The plane, under the command of Capt. Michael Tabat, braved the rains and cloudy skies to make a safe landing at the government airport here.
Local residents have had no rice on their tables since three weeks ago when the NFA ran out of stocks.
Melad Enterprises, which sells commercial rice here, earlier had run out of stocks, too.
The situation arose from the lack of shipments due to the inclement weather.
The M/V Transcend, which is under contract with NFA to transport the monthly rice requirements of the province, went into dry dock last October.
Rice brought in by commercial planes from Manila and Tuguegarao City, Cagayan costs four times than that transported by boat.
On hand to welcome the rice delivery were Rep. Henedina Abad, NFA chief Francisco Escalona, and Basco airport chief Wilfredo Cabitac.
Abad said the airlift was made possible through the representations of Agriculture Secretary Proseco Alcala with the Armed Forces.
Each family is allocated two kilos of rice, Escalona said.

DENR institutionalizes coastal resource management in Cagayan

TUGUEGARAO CITY, Jan. 1 (PIA) –- To enhance coastal resources and develop livelihood of coastal communities, the Department of Environment and Natural Resources (DENR) region 2 has institutionalized the implementation of the integrated coastal resources management project (ICRMP) to 12 participating local government units of Cagayan.
The project was implemented in the marine corridor of Cagayan, which was identified by the Philippine Biodiversity Conservation Priorities with national and global importance due to extremely high biodiversity.
Forester Benjamin Tumaliuan, regional executive director, said the project’s components include rationalization of policy on coastal resources management, institutional strengthening and development, biodiversity conservation, enterprise development and income diversification, and social and environmental services and facilities enhancement.
He said the project’s benefits include reduction of incidence of illegal fishing; improvement of forest covers, watersheds and the coral reefs; and harmonization of laws and regulations governing coastal resources management.
Anchored with the thrust of the government of alleviating poverty, the ICRMP also aims to enhance women’s participation in coastal resources management and alternative livelihood activities as it targets 10 percent increase in fish production in the marine protected areas.
To be able to attain the objectives, concerned agencies need to help DENR to harmonize the laws and regulations governing the coastal resource management and improve inter-agency coordinations to achieve sustainable coastal management.
The project covers the coastal towns of Claveria, Sanchez Mira, Pamlona, Aparri, Sta. Ana, Gonzaga, Buguey, Allacapan, Ballesteros, Gattaran and Penablanca.

16,531 patients served in Cagayan’s public health services to poor communities

TUGUEGARAO CITY, Jan. 1 (PIA) –- A total of 16, 531 individuals from the poor communities of Cagayan province benefited from the series of medical and dental missions conducted by the provincial health team, in partnership with different medical organizations.
With the thrust of reaching out to sick poor constituents in the far flung communities, who cannot afford hospitalization, the program was linked with various medical associations who are willing to conduct free medical, dental as well as other health programs to the hard-to-reach areas.
Carlos Cortina of the provincial health office said in the series of community medical services conducted by the health team of the province, 9,028 were given medical attention while 1,536 underwent dental prophylaxis and tooth extraction.
These were from the depressed barangays of Penablanca, Iguig, Amulung, Alcala, Pamplona, Lasam, Rizal, Amulung, Sta. Praxedes, Buguey, Piat, Enrile, Baggao, and Lallo.
Aside from these, the team has also conducted medical services to provincial jails in this city, Aparri and Sanchez Mira, which benefited 1,007 inmates who were given medical services.
Agbiag partylist Rep. Patrick Antonio had conducted also a medical-surgical mission, together with members of a medical foundation from Manila who were experts in plato-plasty and cheiloplasty wherein 35 patients underwent cleft lip and palate operations.
Earlier, the Cagayan North Association Inc., USA, a non-profit organization of Cagayanos based in California, had also served 4, 567 patients during the medical consultation, dental and surgical services. Some of them were operated of goiter and mass, cleft palate, nasal polyps and gall stones.
Gov. Alvaro Antonio said the medical services will not stop until there are people who need the medical services of the provincial government, in collaboration with the different non-government organizations who have the heart of serving the poor communities.
He also expressed his gratitude to the foundations and organizations for the unwavering support and big heart of reaching out to the people in the hard-to-reach areas.

By the way, had the chance to visit the Mall of the Valley while having my vacation here in Tugue. Ung ground floor kung saan ung SaveMore, the lower ground portion of the mall was good. It was like a mini mall. Ang ganda! You have supermarket, drugstore, food chain, bookstore, clothing line store, shoe store, hardware etc.
Agree! Sabi nga ng marami pag nasa loob ka parang nasa Manila ka na rin. ;)

Sa tingin ko naman hindi talaga bawal kasi kung bawal bakit naitayo ang Bricktone Mall at bakit pinayagan nila yung Mall of the City. Baka wala pang budget yung may ari ng lupa sa Tanza Junction para magtayo ng building dun.

Sna eto yung na yung totoong mall, good job kung 2nd branch ng SaveMore. Pero I still prefer another tenant (Waltermart Supermarket, Robinsons, or PureGold).

Was really surprised sa Business Compound after Balzain Bridge. Yung Red Square Bldg. ang ganda ng design.

Meron nga po pero hindi naman porket sinabi nila eh totoo na. Kaya nila nasabi na merong magbubukas na mga ganun kasi nabasa din po kasi nila sa mga news gaya nung sa goldilocks. About sa 7-eleven naman, nasa fb page kasi ng Holiday Plaza Hotel na may plano sila na mag-open ng ganun dito. Pero hindi naman nila sinasabing sure, who knows may plano nga talaga sila baka natatagalan lang.

Rotary Club conducts gift giving, medical mission to Aeta community

TUGUEGARAO CITY, Jan. 3 (PIA) –- The Rotary Club of Tugeuagarao-Rainbow, in partnership with City Health Office (CHO), Philippine Information Agency (PIA) and other private sectors, has conducted gift giving to Aeta community at Penablanca, Cagayan.
Dr. James Guzman, city health officer and a member of the club, said Aeta communities are already part of their outreach areas in their civic activities as they see them as underprivileged needing help from various organizations.
He said they have been conducting gift giving, medical mission and livelihood activities in the area for seven years already and they are glad that the community is already doing good.
The group, with some volunteer youths and other partner organizations, distributed food and non food items, and examined the health situation of 31 families.
Guzman and his wife, who is also a medical doctor, gave some medicines to sick Aetas and vitamins to children.
The group was glad seeing that the community has already learned to establish their garden within their compound and majority of the children are going to school regularly.
“Unlike before, the Aetas have already adapted to the life in the lowland. They are now living as how other people are doing here and they are also receiving similar benefits being given by the government and private organizations to the residents here,” Guzman said.
Marita Mondejar, the most senior member of the community, expressed her gratitude to the group that has been helping them in many ways. She acknowledged the assistance of the group that have played vital role in the transformation of their lives.

DPWH 2 to start rehab of main bridges in Cagayan

TUGUEGARAO CITY, Jan 3 (PIA) -- The Department of Public Works and Highways (DPWH) is set to start the rehabilitation of Lucban bridge in Abulug, Pamplona bridge in Pamplona and Magapit bridge in Lallo, all in Cagayan province.
In an interview over Radyo ng Bayan, Assistant Secretary Eugenio Pipo said the repair of the said bridges has been scheduled for 2012, stressing that there is an urgent need to renovate them for the comfort and safety of motorists.
Pipo said the Lucban and Pamplona bridges will be completely demolished and torn down to give way to the construction of new bridges, considering that these bridges are already irreparable and need to be replaced.
On the other hand, Pipo said the Magapit bridge need not be demolished to save commuters from taking boats to cross the river.

BFP-Cagayan achieves zero fire incident last yuletide season

TUGUEGARAO CITY, Dec. 4 (PIA) -- The Bureau of Fire Protection (BFP) Cagayan has successfully achieved ‘zero fire incident’ during the celebration of the Christmas and New Year.
Senior fire inspector Roy Calagui said it is a rare case that a provincial fire station registers zero case of fire incident during the yuletide season and this is attributed to the massive inspections and information campaigns to the public.
Last year, the province of Cagayan, specifically this city, was in the limelight when the Bed and Breakfast hotel was razed by fire resulting to the death of 14 nurse licensure examinees and the family members of the hotel’s operator.
Calagui said the hotel’s history prompted the fire department, the local government and the private organizations to act and move towards the attainment of zero fire case in the province.
He specified that they have conducted massive inspections to several hotels, restaurants, other commercial establishments, boarding houses, schools and even government facilities to ensure that no fire incidents will happen.
Fire officer 2 Pedro Narag Jr of the city fire office said they required all establishments and building owners to comply with the fire safety requirements before issuing them permits to operate.
“We also thank the media for helping us in the massive education campaign on fire safety which we believe a great help in the attainment of zero fire case,” Narag said.

2 emergency hospitals to be constructed in Cagayan

TUGUEGARAO CITY, Jan. 4 (PIA) -– Two community emergency hospitals are now being constructed in two municipalities of the 3rd district of Cagayan, Congressman Randolph Sera Ting said in an interview over Radyo ng Bayan Tuguegarao.
The representative of the 3rd district said the project initially costs P8 million, wherein P6 million will be given for Amulung emergency hospital project for a 10-bed capacity, while the P2 million will also be given for Iguig town as initial funding for the same project.
“This is part of our priority agenda for health because we promised to the people to address their health concerns. This would help much those in the far flung areas as it will bring health facilities more accessible to them,” Ting stated.
The congressman further stated that aside from the hospital projects, he had also invested in some hospital equipments and medicines to augment the facilities of the government-owned and controlled hospitals, which will eventually lessen the hospitalization expenses of every sick individual.
The said projects will serve the people not only from the two towns but as also nearby towns that are far from big hospitals in this city and the district hospital in other places.
Aside from this, Ting also said he allotted some funds as endowment to the social welfare department and at the Cagayan Valley Medical Center (CVMC) to help those who cannot afford to pay their hospital bills, especially those who undergo operations and rigid medical examinations.
Ting also assured his constituents in the 3rd district that he will further help address other concerns of the people towards government thrust of national development.

Lahat yan proposed may mga plano na rin actually kaso hindi pa nila napagtutuunan ng pansin kasi may mga bagyo at baha nun. Tapos may ongoing projects din kasi sila kaya wala pa sigurong budget.

Construction of P210M flood control project in Cagayan underway

TUGUEGARAO CITY, Jan. 5, (PIA) -- Several flood control projects in four towns where the Cagayan River flows were already funded with P210 million and will start construction this year, said Cagayan 3rd district Congressman Randolph Ting in an interview over Radyo ng Bayan.
Ting said P90 million will go to the municipality of Enrile which is the most vulnerable to flood and erosion, P50 million to Iguig, P20 million to Amulung and P50 million to Tuao town.
He said the amount came from the calamity fund of the national government, through the National Disaster Risk Reduction and Management Council (NDRRMC). These projects seek to address the perennial problem of Cagayanos-- erosion and destruction of agricultural products during disasters, and lost of lives and properties because the river was already heavily silted.
The flood control project in Iguig town was already started late last year and the other projects will be started early this year. This is also a preparation for the La Nina phenomenon when Cagayan River is expected to overflow again and cause erosion in riverbanks.
He further stated that he already sourced funding for the rehabilitation of the Lanna Elementary School in Enrile town which always become submerged in flood water.
“We were able to request P1 million from LPGMA party list Rep. Arnel Ty for the rehabilitation of the said school seeing the immediate rehabilitation for the benefit of the students who are studying in the said school,” Ting said.
The congressman also believes that the flood control project will not only save the riverbanks from further destruction but will also boost the agricultural production and the livelihoods of the Cagayanos.
He also said he will help rehabilitate schools as part of his priority projects.

Disaster council conducts earthquake, fire drills

TUGUEGARAO CITY, Jan. 5 (PIA) -- The Regional Disaster Risk Reduction and Management Council (RDRRMC) region 2 has conducted earthquake and fire drills at the University of Cagayan Valley (UCV).
Dr. Roderick Ramirez, chief of the emergency response team of the fire department, said the drill which was requested by the administrators of the university, aims to educate the students on the how to respond to fire and earthquake disasters.
The team involved not only the students but also the faculty members, janitors, canteen operators and even the visitors.
“I do hope that they learned from what we have demonstrated,” Ramirez said.
He urged the school administrators to include in their subjects some topics on disaster preparedness.

SSS Tuguegarao exceeds targets

TUGUEGARAO CITY, Jan. 5 (PIA) -- The Social Security System (SSS) here has collected a total of P313.6 million in membership contributions last year, exceeding its target of P300 million, said Branch Manager Porfirio Balatico.
Balatico said this is attributed to the support given by its members and the different sectors such as the employers both foreign or local, the Department of Labor and Employment and the media.
"We thank all of those who extended their support to us which made us one of the top performing branch office," Balatico said.
Aside from exceeding its collection goal, SSS Tuguegarao also exceeded its membership coverage target. "To date, our office has enlisted some 11,803 members, higher than our target of 8,000 members.
As to delinquent loan repayments, Balatico said they were able to collect P15.8 million of the P100 million long overdue loans.

Cagayan PCSO operational by 1Q of 2012

TUGUEGARAO CITY, Jan. 6 (PIA) -- Philippine Charity Sweepstakes Office (PCSO) Dir. Mabel Mamba has confirmed that the newly established provincial office of the PCSO in Brgy. Naruangan, Tuao, Cagayan will be fully operational this first quarter.
Mamba said they are just waiting for the final result of the PCSO rationalization plan.
“Once it will be fully enforced, we could already start hiring employees for our provincial
office,” Mamba assured.
When operational, residents of Cagayan, Kalinga and Apayao who are needing services and medical assistance of the PCSO need not travel to the regional office in Cauayan City to process their requests or claims.
Mamba said the establishment of PCSO in the province is an augmentation to the existing offices in country to ensure that the needs of the people will be catered.
“The state-run charity office is bringing its services to the people so that everyone will have access to health services of the government. This is in support to the Universal Health Care program of the Aquino administration,” she added.
Among the programs and services of PCSO include mandatory contribution, individual medical assistance program, endowment fund program, medicine and medical equipment donation and outreach projects.
The PCSO also allocates a five percent share to local government units from the total sales of online lottery (lotto) outlets operating within their jurisdictions, including a documentary stamp tax from the said donation.
Medical assistance is given to individual patients through the issuance of guarantee letters to hospitals where the patients are confined.
A guarantee letter is a certification issued to hospitals for a particular charity patient under the PCSO medical assistance program where the agency assumes the obligation of settling the cost of hospitalization, including the medicines, medical, surgical or blood supplies, and diagnostic procedures.

Solon promises more investment on education this year

TUGUEGARAO CITY, Jan. 6 (PIA) –- Cagayan 3rd district Cong. Randolph S. Ting has promised to invest more on education this year to to achieve quality education and uplift participation rate of students.
Ting said it has been observed that participation rate of students from the province has been decreasing as compared to other areas wherein education is given more attention by some government officials and sectors.
In his accomplishment report, Ting said, he had allotted P10 million for scholarship grants of poor but deserving students who are pursuing tertiary education in different colleges and universities as well as in the technical schools.
Other than this, he had also given P7 million to Cagayan State University for other operational expenses which will help boost the educational quality for their students.
“We also assisted several schools, elementary and high school, in building their classrooms and other facilities because we can see that the education department cannot really provide all of the needs of the students,” Ting said.
He further mentioned that for this year, he will propose for the establishment of more computer and science laboratories, as well as electronic libraries in remote areas to cope with the latest technologies as well as equip the teachers and the students with the new trend of teaching and learning.
He emphasized that he had noticed in the barrio schools that they do not have computer units, no libraries and still using old concept of teaching, which he believes contributes to the quality of education of students.
The congressman also urged other local official to support the schools to acquire their needs as it is the best investment for national development because he believes that quality education will produce quality graduates who will be delivering services for the country.

“We encourage CEB guests to avail of our P12 fares to select Philippine routes in time for Valentine’s day or early summer vacations. This seat sale also covers international destinations from CEB’s Clark and Cebu hubs. Plan ahead and book early to grab CEB’s trademark low fares and the best deals in accommodations and other land arrangements,” CEB VP for Marketing and Distribution Candice Iyog said.
International routes are also covered in this seat sale for the same travel period. Travelers from Clark to Hong Kong or Macau can get seats for only P788. Discounted fares from Clark to Singapore or Bangkok are also available for P888. For those travelling from Cebu to Hong Kong or Singapore, discounted seats are available for only P888.
“For our guests’ added convenience, CEB’s web check-in service and automatic seat selection can now be used for free while booking online. To avoid the long lines at the airport, we also encourages guests with check-in luggage to avail of prepaid baggage allowance when booking online for travel savings of as much as 63% on domestic and 72% on international flights,” Iyog said.
CEB currently operates 10 Airbus A319, 19 Airbus A320 and 8 ATR-72 500 aircraft. Cagayan PCSO operational by 1Q of 2012

TUGUEGARAO CITY, Jan. 6 (PIA) -- Philippine Charity Sweepstakes Office (PCSO) Dir. Mabel Mamba has confirmed that the newly established provincial office of the PCSO in Brgy. Naruangan, Tuao, Cagayan will be fully operational this first quarter.
Mamba said they are just waiting for the final result of the PCSO rationalization plan.
“Once it will be fully enforced, we could already start hiring employees for our provincial
office,” Mamba assured.
When operational, residents of Cagayan, Kalinga and Apayao who are needing services and medical assistance of the PCSO need not travel to the regional office in Cauayan City to process their requests or claims.
Mamba said the establishment of PCSO in the province is an augmentation to the existing offices in country to ensure that the needs of the people will be catered.
“The state-run charity office is bringing its services to the people so that everyone will have access to health services of the government. This is in support to the Universal Health Care program of the Aquino administration,” she added.
Among the programs and services of PCSO include mandatory contribution, individual medical assistance program, endowment fund program, medicine and medical equipment donation and outreach projects.
The PCSO also allocates a five percent share to local government units from the total sales of online lottery (lotto) outlets operating within their jurisdictions, including a documentary stamp tax from the said donation.
Medical assistance is given to individual patients through the issuance of guarantee letters to hospitals where the patients are confined.
A guarantee letter is a certification issued to hospitals for a particular charity patient under the PCSO medical assistance program where the agency assumes the obligation of settling the cost of hospitalization, including the medicines, medical, surgical or blood supplies, and diagnostic procedures.

Yes, sa structure hindi siya mukhang papasa sa standards ng Holiday Hotel. Ako din nung una iniisip ko local version lang nila yan. Pero yung blog na yan eh base ata from the official facebook page ng Holiday Plaza Hotel ng mga Fragante, hindi naman siguro sila magpo-post kung hindi totoo. ;)

Newly discovered “bird watching site” in Penablanca to be open for public viewing

PENABLANCA, Cagayan, Jan. 7 (PIA) -- The Department of Tourism (DOT) - Region 2 has proposed to 3rd district Cong. Randolph Ting and other local officials to develop the newly iscovered bird watching site in the southern part of this town as an additional tourist attraction which will be opened to the public.
Ting said that based on the project proposal of the department, they will develop the road access to the site and establish additional recreation areas and shades to encourage visitors to experience the uncommon adventure.
“I am very willing to help together with other officials to enhance this tourist site for the development of our tourism industry which is one of the major sources of our economic growth," Ting said.
Ting also said DOT wants to establish a trail and a viewing deck in the site which is specifically located at Mt. Hamot, a mountainous and inaccessible to any type of vehicle yet. The site is said to be the haven of different species of birds that thrive in the Sierra Madre.
He further stated that he will also propose for the establishment of some houses in the areas as ‘homestay’ wherein tourist could spend night and day in the area to further explore the zone.
The said destination was discovered by the members of the Sierra Madre Outdoor Club (SMOC), a non- government organization that is working for the preservation of the environment.
The site is part of the protected landscape and seascape of the town and the Sierra Madre Natural Park.
Penablanca is declared as the flagship tourist destination of this province and the region because of its beautiful caves and other natural tourist destinations.
