Ugac Norte March 28th, 2012, 06:02 AM guys, about puregold.. sa lahat ng small areas naman pwedeng puregold jr or savemore lang yan... kasi hindi naman mega city ang tuguegarao para puregold price club or SM supermarket/hypermarket ang ilalagay... ginawa nila ang puregold jr to compete with savemore market which is the small version of SM supermarkets... kung titignan po na natin parang conglomerate ang SM at savemore.. i think SM supermarket is under the supervision of SM supervalue inc at sanford marketing inc naman ang savemore... mga business partners kumbaga...
kaya hindi po maliit ang puregold JR.. akma lang talga siya sa size ng tuguegarao city.. i combine po natin ang population ng isabela at cagayan para masabi natin na dapat hypermarket,shopwise,S&R(merging sa puregold) or puregold price club ang kailangan..
Kung population eh bakit ang Santiago? Dalawang malalaking mall ang nagpakita ng interest na magtayo dun, di ba nag-attempt ang SM before na magtayo ng mall nila dun tapos ngayon Robinson's Mall naman tsaka yung Xentro Mall. Kung population ang basis eh bakit hindi sa Ilagan o Tugue eh di ba mas malaki ang population ng dalawa kaysa sa Santiago, meaning hindi talaga population ang pinaka-basehan nila diyan, isang factor siguro pero hindi yan yung pinakabasehan nila.

SaveMore Don Domingo ang sure na papasok sa Mall of the City pero matagal pa kasi natengga ang construction nito, after 2013 elections na yan matutuloy kung mananalo yung anak niya. Kung anywhere naman sa Don Domingo eh malabo na kasi wala ng space puro private property na yung mga dalawang bakanteng lote banda dun.

This is most likely true. As for Ilocos Norte, marami kasing mayayaman doon kahit na hindi ganun kalaki ng ang population.
Sa Ilocos Norte kasi its high purchasing power + boosting tourism.

Maganda kasi ang location ng Santiago mayayaman ang mga lugar na nakapaligid, accessible siya from Tuguegarao, Nueva Vizcaya, Quirino, Ilagan, Cauayan, Roxas kumbaga nasa gitna siya.

pwede rin po.. na consider ko lang naman po ang population bacause thats is, at least the 1st thing for the company to consider... population and of course the kind of population(customers).. laoag city for instance, hindi naman po laoag lang ang market nila.. katabi po nila ang booming san nicolas town na kung saan nakatayo po ang rob ilocos norte..malapit din po ang paoay at batac city sa kanila.. malakas din po ang tourism sa laoag...unlike sa region II, magkakalayo ang mga bayan... actually talo talo pa nga ang laoag kasi dalawa ang savemore market ilagan..
anyway, puregold price club, JR or extra man yan.. SAME pa rin po yan PUREGOLD PRICE club inc pa rin ang umbrella niya..:) pinaganda lang ang mga definitions nila pero sa AREA po ng supermarket ang differences nila..salama po..

TUGUEGARAO CITY, Cagayan, March 29 (PIA) -- The Office of the Provincial Agriculturist (OPA) of Cagayan included the various small water impounding projects (SWIPs) as part of the eco-tourism areas to boost the government’s “It’s more fun in the Philippines campaign.”
Dr. Mildred Abella, provincial agriculturist, said majority of the 27 SWIP project are likewise into its development as agro-forestry park to add value to the areas.
This after the Department of Agriculture Region 2 provided around P40 million for the establishment of the projects, which was counterparted by another P40 million by the provincial government of Cagayan.
Impounding projects have been recommended by geologists as part of the mitigating steps that can be done for the climate change phenomenon.
Dr. Armando Siringan of the Marine Environment and Resources Foundation-Marine Science Institute of the University of the Philippines earlier lauded the efforts of the provincial government in the establishment of SWIPs as this can help farmers during the hot summer months.
Rain waters direct from those coming from higher grounds are gathered by a catchment of the projects, which can be used during the summer months to irrigate rice lands adjacent to the SWIP areas.
Abella disclosed that the provincial government has employed additional workforce to the OPA to strengthen further the Agricultural Engineering office which takes charge of SWIPs.
“Various survey projects are undertaken to identify potential areas for the establishment of more similar projects,” Abella said.
By next year, the provincial government said, the SWIPs will be ready to cater to eco-tourists who will visit the various sites. (TCB/BSY-PIA 2)

Tuloy na ba pasok ng Puregold dito sa atin? Hindi naman siguro sila maapektuhan, considering na madami na sila customers at mababa presyo nila...hindi nga sila natibag ng Savemore eh...
oo kung minsan initial reactions lang naman yan... Pwede naman may Savemore, Puregold at yung mga homegrown na business. :) Maunlad naman ang Tuguegarao... kayang kaya yan :cheers:

TUGUEGARAO CITY, March 30 (PIA) -- The National Grid Corporation of the Philippines (NGCP)announce its schedule of power interruption on Tuesday, April 3, affecting provinces of the Northeastern Luzon.
In the advisory released by Lilibeth Gaydowen, North Luzon corporation communications officer, the entire provinces of Cagayan, Kalinga, and Apayao, and a portion of Isabela province, will be experiencing power shut-off on the said date from 7:00 a.m. to 6:00 p.m.
She specified that affected distribution utilities are the Isabela Electric Cooperative II , Cagayan Electric Cooperatives I and II .
“The power shut off is due to the replacement of substation equipment at Tuguegarao substation and conduct of preventive maintenance along Gamu-Tuguegarao 230-kv transmission line,” Gaydowen said.
She further said that normal operations will immediately resume after work completion, hence, NGCP’s costumers and the general public is advised to take necessary preparations and precautions for this scheduled interruption.
She also added that the power interruption will lead to better service to the clients of the corporation in the Northeast Luzon grid.

TUGUEGARAO CITY, March 31 (PIA) -- The Regional Disaster Risk Reduction and Management Council (RDRRMC) Region 2 warned the public living in the low-lying areas of possible occurrence of flashfloods and landslide to due continuous rains.
OCD Regional Director Norma Talosig, council chair, said a tail-end of a cold front is affecting Cagayan Valley region, which causes the continuous scattered rainshowers and thunderstorms weather system.
She said northern and central Luzon is likewise affected, which is why residents living near the mountain slopes are alerted of possible occurrence of landslides and those in the flashflood prone areas, especially that the rain showers has been observed since last week.
As of this moment, there is no reported case yet in relation to the effects of the unpleasant weather system in the region. However, the council had already alerted local disaster management teams in the provincial, municipal, city, and barangay levels to be abreast of any incident and to be prepared for any eventuality.
During calamities, the RDRRMC aims for zero casualty to warn those in the topmost part of the valley up to the low-lying areas, which are really vulnerable of disasters.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration, in its report, stated that the region is also expected to experience wet Lenten season due to the effect of the said tail-end of the cold front.

MALACAÑANG on Friday ordered all agencies and local government units to participate in the annual Earth Hour campaign from 8:30 p.m. to 9:30 p.m. today.
Executive Secretary Paquito Ochoa Jr. said there will be three simultaneous switch-off ceremonies in Makati, Cebu and Davao as he urged public servants nationwide to take an active role in the global campaign to protect the environment.
“Everybody benefits from the vast resources that our planet gives us, so it is only appropriate that everybody takes responsibility,” Ochoa said.
“This Earth Hour event is one of the many significant opportunities for us to show our appreciation and care for our environment.”
Ochoa also ordered all government agencies to use various communication channels to promote Earth Hour 2012 on their official websites, community newsletters and blogs.
“The government agencies and LGUs play an important role in the environmental conservation campaign since they have the resources to help expand the reach of the campaign and step up the battle against global warming...” Ochoa said.
Local Government Secretary Jesse Robredo on Friday ordered governors, city and town mayors and village officials nationwide to join the observance of Earth Hour by turning off their lights Saturday night.
“Let us show our commitment to protect and preserve the environment and be counted in this campaign,” he said.
Today will be the fifth time that the Philippines is participating in Earth Hour, which started in Australia in 2007.
Last year, 1,661 cities and municipalities all over the country joined Earth Hour, Robredo said.
The campaign was designed to take a stand against climate change, considered by scientists as the greatest threat the planet has ever faced, using the simple action of turning off lights for an hour to deliver a powerful message on the need to protect the environment.

MANILA, Philippines—The Philippines on Tuesday said it will implement a no-fly zone and advised all sea-faring vessels, including fishermen, from going out
to sea in the area where North Korea’s rocket is expected to splash dowinto the sea.
Airlines and private aircrafts will not be allowed to pass through the no-fly zone 190 nautical miles northeast of Sta. Ana, Cagayan :ohno::ohno::ohno:province and 140 nautical miles east of Polilio Island, Quezon province, where the rocket is expected to land.
Ferdinand Tienzo, assistant chief, air traffic control of the Civil Aviation Authority of the Philippines (CAAP) said the no-fly zone will be implemented from 5 a.m. to 1 p.m. from April 12 to 16.
All affected international flights will take other routes to avoid the rocket’s path, Tienzo said.
Benito Ramos, executive director of the National Disaster Risk Reduction and Management Council, advised ships and fishermen from nearby areas such as Polilio Island and Baler to steer clear of the rocket’s path.
Defense Secretary Voltaire Gazmin told reporters that the defense department is not planning any evacuation “but advised [nearby residents] to avoid the area or seek cover.”

TUGUEGARAO CITY, Cagayan, April 1 (PIA) – Eighty-seven students became the first graduates of the locally-financed Science High School.
Mayor Delfin Ting in her commencement address said the City government plans to nationalize the school so as to unburden the LGU of financial resources.
“It has been a long plan to establish the Tuguegarao City Science High School in the locality,” City Councilor Michael Ting who authored an ordinance in 2007 for the establishment of the school said.
Prior to the establishment of the said science high school, majority of elementary graduates who passed the Philippine Science High School examination are forced to study in Bayombong, Nueva Viscaya where the regional campus is located.
Mayor Ting said the students have been performing well in all fields that it is high time the national government should take the cudgels from the local government.
In a show of support to the ranking students, the Mayor shelled out P20,000, P10,000 and P3,000 for the Valedictorian, Salutatorian and the other top ten students respectively.
“We have given them the basics. Now, it’s up for the parents to follow suit,” he said

ENRILE, Cagayan, March 31 (PIA) –- A pet project of the provincial government of Cagayan here continues to provide economic sustenance to more than 500 families of Barangay Liwan Norte only three years after its establishment.
Dr. Mildred Abella, Provincial Agriculturist said the Liwan Norte Small Water Impounding Project (SWIP), covering a watershed area of 500 hectares, is a 7-in-1 project conceptualized by her office as a mitigation efforts on climate change.
Abella said there has been an adequate income of the association from the sales of the tilapia fingerlings, raised by members of the Irrigators Association, since then.
Targeted as an eco-tourism area, construction of access roads, a training center, as well as establishment of fish cages and vermiculture in the area by the Office of the Provincial Agriculture have been ordered by Cagayan Governor Alvaro Antonio.
“We have a potential area of 500 hectares but only 120 hectares are now fully irrigated from the impounding project," Danilo Guya, Irrigators Association President, said.
He said that before the arrival of the project, the farmers spend at least two drums of gasoline per hectare using the water pump.
Today, the member only pays the association 230 kilos of palay to sustain the operation of the SWIP.
At least 3,000 mango trees, mahogany and giant bamboos were planted at the hilly portion of the project, which are expected to bear fruits in the next two years.
The SWIP highlights irrigation for crop production, fishery development, livelihood projects, watershed management, income generation through irrigation fees collection, agri-eco tourism , and capability building for farmers.
Abella said the area will be further developed within the next two years to prepare it as an eco-agro tourism zone.

BAYOMBONG, Nueva Vizcaya, Philippines – Hundreds of devotees are expected to flock to Piat town in Cagayan this Holy Week to visit a spring said to have miraculous water.
Devotees have reportedly started arriving since Monday to Piat town whose spring or ubbog ti biag is believed to have healing powers.
Piat, one of Cagayan’s remote southwestern towns, is about three hours by land from Tuguegarao City, the capital.
The town is also the home of the Shrine of Our Lady of Piat, making it one of the region’s major pilgrimage sites.
The spring in Barangay Sto. Domingo, a short distance from the shrine, was reportedly discovered by overseas worker Lorelle Dorio of Camalaniugan town in 1999.
Although not officially connected to the Shrine of Our Lady of Piat, the spring has become a popular destination among Catholic devotees.
Dorio, who had worked as a domestic helper in Cyprus since 1988, reportedly returned home after hearing voices telling her to do so to embark on a mission.
Upon her arrival, Dorio reportedly had a vision of the Virgin Mary, who supposedly told her to be ready for a mission and look for the spring.
Talk had it that the healing powers of the spring’s water were discovered after a child ill with meningitis was cured. Since then, thousands of devotees have flocked to the site, hoping for similar miracles.
The present caretaker of the site, Luz Domingo, had reportedly vouched, too, for the spring’s healing powers, saying her heart enlargement was cured when she drank the water.
Another pilgrimage site in Cagayan Valley during the Lenten season is Bangan Hill in Bayombong, Nueva Vizcaya.
Dubbed as the province’s Mt. Calvary, the hill overlooks the expanse of the Bayombong capital. During the Holy Week, devotees go there to witness a reenactment of the passion and resurrection of Jesus Christ.
The Dariok Hill in Barangay Balintocatoc in Santiago City, Isabela is a favored site for meditation. Mayor Amelita Navarro transformed it into one of the region’s religious sites in 2001.
Dariok Hill has more than 80 religious statues, depicting the Last Supper up to Christ’s resurrection and ascension into heaven.
Another religious site is Iguig Hill in Cagayan, where huge depictions of the Stations of the Cross can be found.

Partly cloudy skies with isolated rain in the afternoon or evening may be expected throughout the country on Good Friday, the Philippine Atmospheric Geophysical and Astronomical Services Administration said.
In its 5 a.m. bulletin, PAGASA said this is partly due to the ridge of a high-pressure area, which is associated with warm weather, extending across Northern Luzon.
"The whole country will experience partly cloudy to at times cloudy skies with isolated rain showers or thunderstorms mostly in the afternoon or evening," it said.
Light to moderate winds blowing from the east to northeast will prevail over the eastern section of Northern Luzon and coming from the northeast over the rest of the country.
The coastal waters throughout the archipelago will be slight to moderate, it added.
In Metro Manila, PAGASA said temperatures may range from 23 to 34 degrees Celsius on Friday and Saturday, and go up to 23 to 35 Celsius on Sunday and Monday.
PAGASA's extended weather outlook also indicated 35-degree weather for Tuguegarao City in Cagayan from Saturday to Monday.

ANA, Cagayan, April 5 (PIA) -- Despite continuous rains, the first fun run organized by Cagayan Valley Bloggers Society (CVBS) and Philippine Chamber of Commerce and Industry (PCCI)-Cagayan Chapter last March 31 was successfully held with hundreds of runners from Cagayan, Isabela, Nueva Vizcaya, Batanes, and Quirino.
With the theme “Cagayan Valley Run 2012: Race for Education,” the event which was held at Centro, Santa Ana was designed to raise money for the education of the deserving graduating Grade 6 students from Cagayan Valley in cooperation with the Department of Education, Department of Tourism, Cooperative Development Authority, and Municipality of Santa Ana.
The overall 2K winner was Kevin Narag from Tuguegarao, with a winning time of 9:08 minutes; 4K winner was Jeremiah Cariño from Santa Ana, with 20:07 minutes. BAYOMBONG, Nueva Vizcaya, Philippines – The disaster council of Cagayan province is ready for any eventuality relating to the planned launch by North Korea of its observation satellite next week.
Bonifacio Cuarteros, disaster council head, said they are just “waiting for any announcement or instructions from the NDRRMC (National Disaster Risk Reduction and Management Council).”
“This is a national issue. We cannot just act on our own. I know our national government is coordinating matters concerning North Korea with the United Nations but we are just being prepared,” he said.
Officials in other Cagayan Valley towns within the possible trajectory of the North Korean rocket to be launched anytime from April 12 to 16, were also ordered to be on alert for any falling debris.
Reports said that the missile launch would be on April 15, the 100th birthday of the late Kim Jong-Il, former president of the Democratic People’s Republic of Korea.
International observers claimed the launch is a disguised missile test of North Korea.
Cagayan Rep. Juan Ponce Enrile Jr. has also been coordinating with local and national officials for possible contingency plans.
Meanwhile, all tourists headed for the Cagayan Economic Zone Authority in northeastern Santa Ana town along the South China Sea-Pacific Ocean coast, were advised to be on alert for warnings, during the rocket launch.
Administrator Benito Ramos of the Office of Civil Defense earlier advised fishermen against sailing during the said period.
Reports stated that debris from the rocket launch might fall within some 190 nautical miles northeast of Santa Ana town to around 150 nautical miles east of Polillo Island in Quezon province.
Ramos, however, assured concerned residents that they have nothing to fear.
Ramos said debris of the rocket are not expected to land in any part of Cagayan “especially if Japan would push through with its threat to shoot down the rocket.”
Defense Secretary Voltaire Gazmin said contingency plans of the military, particularly the Air Force and the Navy, as well as the Coast Guard and the NDRRMC, are in place as per the directive of President Aquino.
The national government also asked residents in areas covered by the possible trajectory of the North Korean rocket to turn over any rocket debris they could find. Officials said the debris could be used as evidence in claiming damages from North Korea.

Mitzi Love C. Syjongtian, the science whiz, won over other contenders from the nine regions of the country, with a 21 overall score against the 15 points of her closest rival from CALABARZON.
“Winning in the National Science Quiz Bee is like passing through the proverbial eye of the needle since one needs to compete with the best quizzers of the country, but I’m glad I ended victoriously and was rewarded a gold medal and a five-feet trophy,” said Syjongtian beaming with a smile.
The science quizzer also told that her victory in the said competition is credited to her coaches who mentored her for four years, from her first battle in the 2009 National Science Fair at Calapan City, Oriental Mindoro to her winning streak in the RSHS Science and Mathematics Summit in Zamboanga City.
Syjongtian is the first national champion of RSHS-02 and the second national champion of Region 2 in the said competition.
RSHS-02 principal Dr. Fabio M. Macalling Jr. told that RSHS-02 is always committed to give the best Science instruction not only to repeat the victory of Syjongtian but also to sustain its status as the center of science education in the region.
“We have been eyeing the champ crown for three years and Syjongtian ended our quest for that elusive gold medal, closing the school year with a remarkable victory,” he said.
Apart from the gold medal and trophy, Syjongtian also received two round trip tickets to any tourist destinations of the country courtesy of Air Philippines Express while Department of Education (DepEd) Region 02 through Officer-in-Charge (OIC) Regional Director Lourdes G. LUCENA CITY—To dramatize the government’s failure to stop the destruction of the Sierra Madre mountain ranges, environmentalists, religious and nongovernment organizations started on Good Friday a pilgrimage of a 7-foot cross across 10 Luzon provinces and Metro Manila.
Fr. Pete Montallana, chair of the Save Sierra Madre Network, said over the phone that through the pilgrimage of the Sierra Madre cross, they “want government officials and the public to see and feel that the continuous destruction of the mountain is no different from the crucifixion of Jesus Christ.”
The fragile mountain ranges are considered one of the last bastions of lush forests in the country.
Montallana said the Sierra Madre cross was unveiled in Tuguegarao, Cagayan on Good Friday. After several days of vigil, the cross will travel to the Diocese of San Jose in Nueva Ecija as its next stop.
He said Ifugao natives fashioned the cross from ”mulawin” drift woods gathered from the Ingrid-Angelo parts of the vast mountain of Pantabangan, also in Nueva Ecija.
Montallana, a Franciscan priest from the Prelature of Infanta and staunch defender of the Sierra Madre, said the cross symbolized the devastation of the mountain from unabated illegal logging and mining activities.
“It also symbolizes hope and our eventual victory as we face the challenge to save what is left of the Sierra Madre,” he said.
After its stops in Cagayan and Nueva Ecija, the Sierra Madre cross would visit Isabela, Quirino, Nueva Vizcaya, Aurora, Bulacan, Quezon, Rizal and Laguna provinces and Metro Manila. A Mass and special religious rite will be performed in every stopover.
The priest said the pilgrimage would end in the Diocese of Antipolo on Sept. 26 to coincide with the commemoration of Typhoon “Ondoy” that hit Metro Manila and nearby provinces in 2009 and left behind hundreds of people killed and millions of pesos of properties destroyed.
Meanwhile, a tribal leader and vocal critic of continuous logging in the Sierra Madre, decried harassment from suspected illegal loggers.
Ramcy Astoveza, executive director of the Tribal Center for Development Foundation Inc. based in Infanta, said over the phone that illegal loggers have been spreading rumors in Real-Infanta-General Nakar (Reina) towns that he was the one responsible for the recent series of seizures of hot logs and timber.
“I’m now a sitting duck should the forest criminals retaliate,” said Astoveza.
The tribal leader was referring to the seizure last month by Department of Environment and Natural Resources (DENR) operatives in Quezon of at least P642,441 worth of hot logs and flitches along the shores of Mauban town, a known transshipment point of illegally cut forest products from the Sierra Madre.
Astoveza said he had been taking measures to ensure his safety after unidentified illegal loggers kept on sending him threatening messages through phone calls and spreading malicious rumors in tribal communities.
He assailed the DENR in Quezon for crowing on their “so-called accomplishments” every time they were able to intercept hot logs and timber that came from Sierra Madre.
“It only shows their failure to protect the forest because illegal logging still continues,” Astoveza said.
Montallana added that the seizures of unlawful forest products should not be “trumpeted” as an “accomplishment” by the DENR as these mirror the DENR’s inability and lack of political will of the country’s leadership to stop the “rape of the Sierra Madre.”

DOLE 2 Director Sixto Rodriguez, Jr. said that the agriculture sector in the province needs about 3,500 farm workers by a labor contractor in Benito Soliven, Isabela. Accountants, tellers, loan officers, bookkeepers, jewelry appraisers, and computer programmers are needed by two private banks and pawnshops in Cauayan City.
Fourteen account development salesman, one trade marketing specialist, welder mechanic, audio van operator,cooler technician are needed by a soft drinks company in Cauayan City.

Ugac Norte April 9th, 2012, 03:51 AM ‘Human Error’ Feared In Rocket Launch

Manila, Philippines - The possibility of human error in North Korea’s launching of its long-range missile between April 12 and April 16 is present and, may result in debris falling on populated Philippine territory, the National Disaster Risk Reduction and Management Council (NDRRMC) said yesterday.
“The possibility of human error is always there... that is why they are testing because they are not very sure of its accuracy,” said NDRRMC Executive Director Benito Ramos.
Ramos went as far as warning the public against that possibility and advised people to stay indoors even as he risked being called an alarmist over North Korea’s planned rocket launch.
Malacañang, though, assured that precautionary measures are now in place for the scheduled rocket launch of North Korea middle of April.
Deputy Presidential spokesperson Abigail Valte said the government is still hoping that the launch will not push through but is prepared to handle any eventuality.
“Matuloy po man ‘yan or kung matuloy po man, ang importante po sa atin ay nakalatag na po ‘yung mga precautionary measures ng ating pamahalaan (Whether it will push through or not, the important thing is we have already put in place precautionary measures),” Valte said.
Based on the report of the Department of Foreign Affairs (DFA), “Kwangmyongsong-3,” which will be launched in North Pyongan province, will follow a southward trajectory, reportedly along or over the Republic of Kore (ROK), toward Taiwan and the Philippines.
The report added that the rocket’s first stage is expected to separate and fall in a zone 140 kilometers west of ROK’s Byeonsan peninsula, while the second stage is expected to fall in an area 190 kilometers od Luzon.
“Although it is classified as a space launch vehicle (SLV), the U ha rocket is essentially the same as the Tapeodong missile, which is being developed as a space delivery system for weapons of mass destruction (WMD),” the NDRRMC said in a statement.
Ramos maintained that if the rocket will follow its path and hit the projected impact area, its debris will fall in Polilio island and northeast of Sta. Ana, Cagayan. But if it will overshoot, Catanduanes, Camarines Norte, and Camarines Sur are also under threat of being hit by falling debris.
Should the rocket veer even a little, Ramos said there is possibility its fragments will fall in Metro Manila, Central Luzon, and Northern Luzon.
“If the rocket disintegrates into thousands of pieces in the air there is now way for Korea to control the falling debris… These are just possibilities, I am not trying to be an alarmist,” he said. “Magbigay tayo ng margin of error because they are testing and evaluating. We are not sure sa Pacific Ocean lang ang bagsak ng debris. 150 and 190 nautical miles is a hairline difference.”
“Kaya nga test and evaluation, hindi sigurado ng North Korea kung saan mag-landing ito. It is guided but once the missile will disintegrate into fragments, the fragments become misguided and therefore to whom it may concern,” he sad.
“So to say that we or I am sowing panic is wrong. We are just for the awareness of the people because we don’t know exactly how many debris, how big and how small will fall. We are only informing people to be wary... it is at their own discretion,” Ramos added.
Nevertheless, Ramos said there will be no evacuation of residents in the concerned areas, saying: “We don’t know exactly which area is safe.”
Earlier, the NDRRMC announced that a “no fly zone” will be imposed by the Civil Aviation Authority of the Philippines (CAAP) on the flight path of the missile, while the MARINA, Coast Guard, and Navy will submit the “no sail zone” policy in the country’s territorial waters likely to be affected.
Flag-carrier Philippine Airlines (PAL) will be following a different flight path from this Thursday to Monday next week.
PAL said it is re-routing at least 12 international flights from April 12-16 to avoid any debris that may jettison from Pyongyang’s satellite, whose rocket stage 2 is expected to hit Philippine territory.
“Safety remains the cornerstone of PAL operations at all times, as it assures passengers that alternative flight paths will be followed within the same period,” PAL said.
“With the satellite’s rocket stage 2 expected to fall just East of Luzon…all PAL flights traversing this zone within the period will adjust its routes,” PAL said.
The Department of Interior and Local Government (DILG) also proposed a “no fishing zone” in projected falling areas.
The local government units (LGUs) and local authorities are tasked to take pre-emptive measures in preventing their local residents and fishermen to undertake any off-shore activity during the prescribed time frame.
“Others are already criticizing me for sowing panic... my job is to inform the people for their awareness and not to mean confusion or sounding like an alarmist. From the military point of view, even tested and evaluated na ordnance natin still there are casualties due to human error. So the margin of error is still a possibility for the Korean rocket,” said Ramos. “I can’t assure people they are safe.”
However, an expert from the Department of Science and Technology-Philippine Nuclear Research Institute (DoST-PNRI) stressed that there is no reason for the public to be alarmed.
PNRI Director Alumanda de la Rosa said the information gathered by the Institute states that the tests will not involve any nuclear material.
She, however, stressed that the PNRI will activate the Radiation Monitoring team under the Radiological Emergency Preparedness and Response Plan in case the debris from these tests will fall into the country’s territory.
She added that the PNRI will make some measurements to ensure that these are not radioactive debris.
“According to information that we have, DPRK will only launch its satellite, but we will send our team to check if there may have been radioactive components present in the debris,” De la Rosa said.
The DoST official, at the same time, advised the people not to touch the debris and cordon off the site until experts arrived.
The Senate Foreign Relations Committee wants the DFA to give senators updates on the latest ASEAN summit and brief them on the consensus reached by regional leaders concerning the territorial dispute on the South China Sea.
Sen. Loren Legarda, who chairs the committee, said senators are also waiting to be briefed on the position of the Aquino administration regarding North Korea’s twin rocket launch that would be set in the middle of this month.
Experts projected that the debris from the rocket launch would land at sea some 190 nautical miles east of Luzon.
“We will do both (briefings) after the Holy Week break,” Legarda said over the weekend.
She said senators who are part of the committee specifically wants to know the time frame for crafting and deliberations at the ASEAN’s technical working group level for the proposed Code of Conduct being pushed by President Benigno Aquino III to cover countries who have overlapping maritime claims on uninhabited islands in the South China Sea which are believed to be rich in oil reserves and are seen as strategic lanes vital to international trade.
They also want to affirm the level of commitment the President got from his counterparts with regards to his proposal for ASEAN to first have a common position “under the principle of ASEAN centrality” before dealing with China. Robinsons Land Corp., the property
unit of retail and airline tycoon John
Gokongwei, has acquired P2.85 billion
worth of new properties for future
development.
Robinsons Land said in a filing with the
Philippine Stock Exchange it used a
portion of the proceeds from its recent
P13-billion stock rights offering to
purchase the properties.
The properties acquired for
landbank are in Quezon City,
Ortigas, Pasig, Malabon, Roxas
City, Calbayog City in Samar, and
Santiago in Isabela
.
The company said it also spent P1.26
billion for the construction of
residential projects, P422 million for
office buildings and P1 billion for
various shopping mall developments.
The company so far has spent P8.1
billion from the P13 billion in fresh
capital raised during the stock rights
offering.
Robinsons Land president Frederick Go
earlier said that the company would
spend P30 billion in capital
expenditures from 2011 to 2012,
mainly to acquire new properties and
put up new shopping malls, hotels,
office buildings and residential
condominiums.
The company earmarked P11 billion for
land acquisition for mixed-use
development. He said Robinsons Land
would acquire most of the properties
in Metro Manila.
The property firm raised P13 billion
from a stock rights offering in May by
offering an additional 1.3 billion shares
to existing stockholders.
Robinsons Land’s nine-month net
income ending in June this year rose
18 percent to P3 billion from year-ago
level. Combined real estate and hotel
revenues climbed 17 percent to P9.26
billion against last year’s P8 billion.

TUGUEGARAO CITY, April 10 (PIA) -- The Archdiocese of Tuguegarao announced the visit of the holy relic of St. Clare of Assissi on April 11 to 12 at the Poor Clare Monastery in Bayo, Iguig, Cagayan and St. Peter Cathedral here, as part of the celebration of the 8th centenary of the founding of the order of St. Clare.
Tourism Regional Director Blessida Diwa said the relic will be arriving tomorrow at 12 noon at Iguig monastery to be followed by a Eucharistic celebration. At 4 p.m. the relic will be brought to St. Peter Cathedral for a mass to be presided by Archbishop Sergio Utleg. A vigil and devotion will follow while in the following day a mass will again be conducted, and at 9 a.m. the relic will depart for Laoag City.
“This is the first time that the relic will be brought outside Italy and we are very blessed and lucky that the Philippines is chosen to be the first stop. STA. ANA up north in Cagayan is now a bevy of cycling activity and, notwithstanding the scare of debris that may fall from a North Korean missile that has yet to be launched, it’s all systems go tomorrow for the 2012 edition of the Le Tour de Filipinas.
All 16 teams—11 foreign and five local—have been accounted for, with most of the Filipino riders opting to ride their bikes from Nueva Viscaya to warm up for the opening stage.
“Everything’s a go and we are all ready to get this race on the road,” said Gary Cayton, president of race organizer Dynamic Outsource Solutions, Inc.
This is the first time in Tour history the kickoff leg of the country’s longest running outdoor sporting event will start near the northern tip of Luzon.
Bert Lina, the godfather of Philippine cycling and chairman of Air21, the Le Tour presentor, will arrive in Sta. Ana today to grace the opening ceremonies and welcome dinner hosted by Cagayan Rep. Jackie Enrile, who counts cycling as one of his favorite sports.

TUGUEGARAO CITY, April 13 (PIA) -- Seven families of overseas Filipino workers (OFWs) benefitted from the P2-billion reintegration program of the Overseas Workers Welfare Administration (OWWA) in Region 2.
Regional Director Robert Bassig said there were already 108 OFW families who underwent entrepreneurship development training through the Department of Trade and Industry as a pre-requisite to the release of the livelihood assistance to them.
“Because we are just starting, we have assisted seven families for livelihood project and the proposed projects of the others are under assessment through the Landbank of the Philippines (LBP),” Bassig said.
The project is a counterparting between OWWA and LBP which have allotted one billion each for the reintegration project, which is intended for returning OFWs to provide them sustainable livelihood.
Bassig said a total of P9.1 million was already released to the family beneficiaries who have ventured on grains and agricultural supply trading, pharmacy, and livestock productions.
He further explained that they carefully examined the livelihood project proposals given to them by the interested applicants to ensure that deserving OFWs are really benefitted and assess their capability to maintain and sustain their livelihood assistance.
The lending project has 7.5 percent interest per annum which is payable for seven years.

BUGUEY, Cagayan, April 13 (PIA) -- This municipality, dubbed as Crab Capital of the Philippines, has lined up various infrastructure projects to further intensify its tourism campaign efforts this year.
Maricel Talla, executive assistant to the mayor, said in an exclusive interview, said that a new Rizal Park will rise from its original location beside the newly constructed municipal gymnasium after the same was condemned last year.
She said the present fish port, which likewise houses the wet market of the municipality, will be reconstructed.
To cater to the demands of tourists, the ground floor of the Buguey Commercial Center has been spruced up with tiled floorings aside from a newly constructed food court.
“The project was funded through an amount given by the Department of interior and Local Government as an incentive after the local government unit received a Seal of Good Housekeeping from the agency," Talla added.
Meanwhile, the office of the mayor has already received the Municipal Tourism Development Plan for 2012-2017. It will be presented to stakeholders for comments and suggestions this month.
According to the plan, the town is ready for three types of package tours namely agri-tourism, eco-histo tourism, and adventure tourism.
Buguey is one of the few towns where it offers almost every potential in the tourism industry.

Ayon kay Nutrition Program Coordinator Rhodora Maestre ang programa ay inobasyon ng NNC bilang bahagi ng patuloy na adbokasiya sa wastong nutrisyon at sa kampanya para solusyonan ang problema sa malnutrisyon sa Rehiyon 2.
“Ito ay kauna-unahan at kakaibang program sa buong bansa na isinagawa natin dito sa lungsod ng Santiago na mapapakinggan sa DWSI Sonshine Radio tuwing Miyerkules hanggang Biyernes,” sabi ni Maestre.
Sa lungsod na ito, dalawampung mga batang mag-aaral na may edad anim hanggang labing dalawa ay napili bilang mga ‘batang radyo’. Hinati sila sa tatlong grupo upang magsasalitan sa skedyul ng kanilang pamamahayag na binubuo ng anchor, co-anchor, at limang reporters. Mapapakinggan ang programa tuwing 9:30 a.m. hanggang 10 a.m.
Ipinaliwanag ni Maestre na sa mga araw ng bakasyon ay dalawang beses sasahimpapawid ang program subalit sa mga araw na may pasok na ang mga bata ay isang beses nalamang ito mapapakinggan sa loob ng isang linggo.
Anito nakasentro sa mga usaping nutrisyon pag-uusapan sa ere, kabilang na ang mga aktibidad at programa ng NNC at ng Santiago City Nutrition Council upang bigyan ng sapat na edukasyon ang mga bata maging ang mga magulang sa wastong nutrisyon lalo na ang mga ina na siyang naghahanda ng pagkain ng mga anak araw-araw.

Even before Cagayan Valley Governor Alvaro Antonio stated that Cagayanos, “should never settle for mediocrity,” Richard Guzman of Tuguegarao City have already shown to the world that Cagayanos can hold a class of their own.
Chang to friends, he was the unofficial yet acclaimed caving photography guru in the Philippines by Manila-based photographers. Not to be easily outdone, the Cagayano photographers now call him the more prestigious, "Father of Caving Photography."
So just what’s in a name? Plenty, it seems.
That’s how he was billed in a six-month run caving photography exhibit which is a tribute to the man whose photographs of caves in the province somehow invited curiosity and awareness of archaeology in Cagayan.
“Nobody officially proclaimed him as such. Yet, the country’s caving photographers have always bowed to this Ibanag pioneer and bestowed the title on him. That’s more important if you are acknowledged by your own peers and not by people or organizations who know nothing about the art,” Manila-based Cagayano broadcaster Rene Cepeda, a close friend of Guzman said.
As one of the siblings of a rich businessman in the city, Richard was given the opportunity to pursue the very art he wanted: photography and music.

TUGUEGARAO CITY—On a flat, sun-baked terrain relished by sprinters, climber Oscar Rendole stole the limelight and made history in the international cycling scene.
Rendole became the first Filipino lap winner in a Union Cycliste Internationale-sanctioned race after ruling yesterday’s kickoff stage of the Le Tour de Filipinas presented by Air21 that ended in this city known as the economic hub of the Cagayan Valley Region.
The 26-year-old rice farmer from Guimba, Nueva Ecija, peeled away from the lead pack in the final 500 meters and sprinted home alone, celebrating his second career Tour stage victory by raising both arms at the finish line.
“It’s nice to win a stage but the real race begins in the mountains,’’ said Rendole, the Mail & More skipper, in Filipino after topping the 155.75-kilometer run from Sta. Ana, Cagayan, in 3 hours, 44 minutes and 40 seconds.
Koos Jeroen Kers of the Netherlands arrived two seconds behind Rendole, towing German Timo Scholz of continental squad CCN, Rudy Roque of American Vinyl/LPGMA and New Zealand’s James Williamson, all of them with times of 3:44:42.
Rendole, who will don the yellow jersey in another flat 103.3-km ride today going to Cauayan City, Isabela, also earned the green jersey for accumulating the most points for the three sprint side events in the stage.
Speeding like a locomotive on the fringes of the Cagayan river, Rendole and Singapore’s Sea Keong Loh abandoned the lead pack of 23 riders shortly before the peloton picked up their lunch bags in Amulung town some 127 km into the race.
The duo’s attack fizzled out as a group of 10 riders reeled them in after building a lead of 58 seconds in Iguig, a baseball hotbed.
Rendole, unaffected by his cramping legs, then launched another assault with three kilometers to go and was chased by Kers, Scholz, Roque and Williamson.
He finally succeeded from bolting away on the approach to the short uphill finish that duplicated his first career stage victory in the 2009 Padyak Pinoy.
Loh checked in sixth in the stage, six seconds back, while Go21’s Baler Ravina, Bradeley Hall of New Zealand, Uzbekistan’s Azamat Turaev and Indonesia’s Rastra Patria completed the top 10 stage finishers.
New Zealand’s Joseph Cooper of Pure Black Racing Team bombed out of the four-day race and four more foreign cyclists didn’t start, shrinking the starting field to 75 riders.
TPT Cycling Team, a continental squad from Iran, withdrew at the last minute due to injuries and has been replaced by Terengganu, another continental club based in Malaysia.
Stage 3 is another short 104-km race featuring a moderately hard King of the Mountain summit halfway through the lap.

Foreign and local archaeologists have discovered fragments of clay pots and pendants in its fossilized form in Cagayan when they turned its soil upside up in the 1970s.
They said the findings manifested that thousands of years ago, Cagayan has been into pottery as part of their daily existence possibly inside cave dwellings.
However, more than half of a century after the first clay pot was molded and sold, the pottery industry in the Cagayan Valley is still considered in its infancy period.
In Cagayan, the municipality of Iguig has pioneered into ceramics production years ago and earned the tourism brand name “pottery center of Cagayan”. It is now considered as its One Town One Product commodity.
But Iguig Mayor Juditas Trinidad whose town is considered the ceramics center in Cagayan, admitted there’s so much to be done and to be desired as to the development of the industry.
The media, during the ceramics consultative meeting called for by the Department of Trade and Industry with no less than a consultant of the (UNIDO) questioned as to why the industry in the province lags behind other provinces in the country.
“We have the technology but we have to match the market demands,” she said.
It was learned that the producers at Barangay Atulu who underwent trainings by Design Center of the Philippines through DTI preferred to continue producing the old designs of ornamental, cooking pots and stoves as these are the demand of the market.
Government interventions have been around as early as during the Marcos years when the Iguig Pottery Associations became recipient of the old Kilusang Kabuhayan Sa Kaunlaran (KKK) program.
In recent years, even the Department of Science and Technology provided them with production kilns to assist them in their livelihood activity.
A similar project was given by DOST in Santa Maria and San Isidro, Isabela.
Industry woes
With the advent of global warming, the five barangay producers of Isabela now complain of the inavailability of firewood to fuel their kilns for their 12,000 bricks actual production after the Department of Environment and Natural Resources prohibited them from doing so.
A representative of LGU Sta Maria claimed the kiln provided by DOST is too big as the highest order falls below 3,000 bricks at any given time.
They now want DOST to compartmentalized their kiln to increase their production to which DOST Director Tejada assured them the agency will.
Over in Iguig, the raw produce are cooked in open fires from a mixture of dried carabao dung and rice straws. This resulted in the poor production quality. Another concern is the environment impact of continuous open fire burning activity.
Even the art of glazing the products is out of the question because the producers admitted they cannot compete with China products which have flooded the local markets in recent years.
The Supply
But the producers have an ace tucked on their sleeves: the abundance of raw materials, particularly clay.
The Sta. Maria producers reported a 1,000 hectares of clay are in their municipality while in Cauayan City, producers said their clay has been regenerating, a natural occurrence which assures them of supply.
Produces from Nueva Viscaya, the most progressive lot in the region as far as ceramics is concern said they have been into export the last few years.
However, the DENR has warned them that under watershed areas to which the province belongs, gathering of clay is considered a form of quarrying. The issue has yet to be settled at the local level, they said.
A Ray of Hope
Over the weekend, the region’s ceramic producers heave a sigh of relief when the DTI effected a ceramics consultative meeting among stakeholders with no less than the United Nations Industrial Development Organization (UNIDO) Wednesday this week.
Prakash Mishra, Industrial Officer of UNIDO’s Programme Development and Technical Cooperation Division assured the stakeholders of support thru capability building of small and medium enterprises to which the industry of pottery belongs.
The industry needs all the support of all stakeholders particularly the local government units where they belong, Mishra said after a private dialogue with the Mayor of Iguig.
With the trained designers of the three provinces plus the availability of raw materials and technology, it is expected the local industry will emerge from its economic cocoon the soonest possible time.
Mishra challenged the group to face competition head on even those from other countries as he believe there should be no reason why it cannot be done.
With these developments, it is expected that, finally, Cagayan Valley can likewise emerge as another pottery center in the country.
The stakeholders can bet their mound of clay on that.

STA. ANA, Cagayan, April 15 (PIA) -- A Filipino bested 80 other cyclists from around the world in the first leg of the 2012 Le Tour de Filipinas cycling competition held in Anguib Beach in this town.
The first to arrive in the first-leg finish line was Oscar Rendole of the Philippine team who finished the race in three hours 44 minutes 40 seconds; followed by Koos Jeroen Ker of Netherlands, with three hours 44 minutes 42 seconds; and Timo Schoiz, a Chinese Taipei national with three hours 44 minutes and 43 seconds race time.
The cyclists are now in Tuguegarao City for the second leg up to Cauayan City in Isabela province. The third leg will be Cauayan to Bayombong, Nueva Vizcaya, and the fourth and final leg will be Bayombong to Baguio City via Aritao road.
A total of 80 cyclists, from 16 countries, have been participating in the 2012 Le tour de Filipinas cycling competition which started today from Anguib Beach, this town.
The cyclists, who were warmly welcomed by Cagayan First district Congressman Jackie Enrile Jr., were from Malaysia, Taiwan, Japan, Australia, Uzbekistan, Indonesia, New Zealand, Netherlands, and the Philippines joined to face the challenges of North Luzon, Philippine’s hills and valleys in a four-leg cycling competition.
The event was also graced by congressman JV Ejercito and supported by board member Maria Olivia B. Pascual, the National Nutrition Council region 2, the Balay ni IFAN media group and local chief executives of the province. The race started at exactly 8:30 a.m. and ended in Tuguegarao city for its first leg.
Gary Cayton, the event coordinator, said the cyclists came to the country not only to snatch the championship title for this year’s international competition but also to see the beauty of the Philippines, and experience different adventures and the hospitality of the Filipinos.
He said the foreigners were amazed by the breathtaking sceneries of Cagayan Valley’s natural resources and the Filipinos humbleness and hospitality.
Enrile said event’s starting line is chosen to be held in his town to promote the rich tourism potentials and biodiversity, not only of Cagayan but the whole northern Philippines as well, to where captivating hills and valleys are located and where adventure never ends.

I've watched State of the Nation by Jessica Soho at GMANews TV last night and this beach was featured in one of their segments, tagging it as "The Boracay of the North in a Hidden Paradise". Pumunta pa sila dun mismo. The beach is so stunning. Sayang di kasi nai-feature ung Crocodile island, Palaui Island, Cape Engano ruins and CEZA.
This beach is gaining popularity na so as with Sta. Ana dahil un sa balita na dun babagsak ang debris ng NOKOR's rocket.

APARRI, Cagayan, April 19 (PIA) -- The town is all set for its 12-day 332nd town fiesta and 4th Aramang festival on May 1 to 12, 2012.
Aramang (Nematopalaemon), one of the One-Town One-Product (OTOP) of the local government, is an exotic and palatable soft-shelled shrimp endemic species in Aparri. It thrives at the estuarine area of the Cagayan River and is harvested all year round.
The festival will be opened on May 1, Labor Day, where outstanding laborers will be honored. The opening program will be highlighted by a parade, street dancing around the town, aramang cooking contest, search for Pinaka on agricultural produce, and a FATalbugan contest,
Other activities include the search for Miss and Mr. Aparri, Little Mr. & Miss Aparri pageant, bloodletting activities, Aparri Got Talent, Sangguniang Kabataan day, jobs fair, cycling competition, shoot fest (Mayor Ismael Tumaru cup), search for the Most “Bong-gay-cious” Gay in town, barangay night, women and senior citizen’s night, mass wedding, cultural and balik Aparri night.
A fluvial parade dubbed “Barangayan sadiay Sabangan” in honor of St. Peter Thelmo will also be held, where hundreds of artistically decorated boats (Pier, Punta) will be joining to show the fishermen’s way of life.
A Eucharistic celebration will be held at St. Peter Parish Church on May 11, the feast day of St. Peter Thelmo. It will be followed by the Palaro ng Bayan, Saranggola competition and boxing bouts.
Meanwhile, after the successful fun run in Sta. Ana, Cagayan, the Cagayan Valley Bloggers Society (CVBSi) will also stage the same activity during the last day of Aparri town fiesta.
Karen Mae Sapla Farro, CVBS president, said as what they have done in Sta. Ana, proceeds of the fun run will also go for the education of selected deserving incoming first year students from all over the Cagayan Valley region.

BFAR Regional Director Jovita Ayson said a series of activities have been planned for the entire month of May which are expected to benefit the fisherfolks.
Aside from the usual dispersals of fingerlings to communal bodies of water, the agency will likewise go into the various fisheries technology transfer through trainings and workshop.
As has been the tradition in Region 2, Director Ayson said BFAR will bring fishery experts to the island municipality of Calayan and the island province of Batanes for a series of lectures and seminars all geared towards the improvement of the fishery stakeholders.
A source said there will be more activities this year as the management decided to transfer some of the projects and programs from the Fish Conservation month in October to the Fisherfolk Month this year.
“October is a typhoon month and the weather affects most of the activities during the conservation month. The agency might as well transfer such activities in May,” Director Ayson said.
Meanwhile, an Ivatan will sit as the Fisherfolk Regional Director during the entire month duration of the celebration.
Ayson identified the Ivatan as Cesar Vincent Dela Cruz, coordinator of the Basco Fishermen-Farmers Association and the Vice-President of the Pambansang Kilusan Ng Samahang Magsasaka-Mangingisda for Luzon.

TUGUEGARAO CITY, Cagayan, April 20 (PIA) -- Cave photos of 10 environment artists in an on-going exhibit continue to draw appreciative audiences less than a month after it opened to the public at the Cagayan Museum exhibit area of the provincial capitol.
Cagayan Museum officials said that while it showcased the output of a photo workshop, it likewise served as a long-overdue tribute to the late Richard “Chang” Guzman, a multi-awarded Cagayano artists.
Called "Cagayan: Art of Darkness Cave Photography exhibit," it captured the archaeological richness of the province through images of caves at the same time recognizing the efforts of Guzman, the acknowledged father of Cave Photography in Cagayan Valley.
Primitiva Talla, the museum curator said that the photography likewise wanted to showcase the tourism potentials of Cagayan and to create awareness to the province, being the Caving Capital of the Country.
Talla said the exhibit was earlier planned for the Arts Month in February but works of the various artists failed to beat the deadline.
Unfortunately, not one of the works of Guzman can be viewed as those brought to Manila by the museum office failed to produce the needed enhancement of the photos. Photos on display include those of Oliver Domingo, Jaivin Arugay, Railey Camarao, Vladimir Laureta, Paul Agustin, Atty. Jojo Caronan, Architech Reiniel Pasquin, Jerome Elizaga, Dagul Ramirez, and Ted Babaran.
The visiting photographers include Raulito Esquerra, Jerry Rendon, and Rawen Balmana of Balincaquin Conservancy who earlier conducted a photography workshop to Cagayanos in December last year.
“It’s actually an output of the group,” Lory Decena- Malbog of the Cagayan Museum said.
The training and the on-going exhibit is a project of the provincial government through the Museum office while the technicalities have been provided by Balincaquin Conservancy and the Sierra Madre Outdoor Club.
It likewise showcases the rich biodiversity of the province focusing on its cave system considered as the longest in the country.
Guzman is a pioneer photographer in the region in the early 1970s who specialized in cave photography.
Some of his works still adorn the archaeology section of the Cagayan Museum while the rest of his collection had been now saved by the provincial government. Aside from caves, Guzman’s other favorite subject is the Negrito along the Sierra Madre mountains. He was one of the founding officers of the Sierra Madre Outdoor Club (SMOC), the first mountaineering group in Northeast Luzon.
Guzman was killed by a single bullet inside his apartment in Tuguegarao City three years ago. The crime has yet to be solved.

Not many people think of Cagayan as a vacation spot, and they are missing out on a lot. The province is home to many attractions, both natural and man-made. There are beautiful beaches, wonderful vistas, delicious local cuisine, and impressive churches that date back to the Spanish era.
Tuguegarao City, the provincial capital, is a modern city with restaurants, hotels, and shopping areas. One can get there via bus or plane. Victory Liner plys the Manila-Tuguegarao route, while AirPhilExpress and Cebu Pacific fly back and forth regularly. With Tuguegarao as a starting point, it’s easy to get to other parts of the province.
If it’s your first time in Tuguegarao, drop by the Department of Tourism (DOT) desk at the airport and pick up some brochures. Aside from maps of the area, the brochures also list DOT accredited establishments. The officer at the desk will also be able to help you look for a DOT accredited tricycle to take you to the city.
Churches
If you want a leisurely city tour, you can ask a trike to take you to the DOT office and ask for a calesa city tour. The tour costs P250/hr per calesa.
Things to see in Tuguegarao include the St. Peter Cathedral and St. Hyacinth, both Spanish colonial churches, the latter located across St. Paul de Chartres, which is a replica of the church of the same name in Rome.
There was a big Spanish settlement in Cagayan, which is why the province is dotted with churches. It’s a good place for religious tourists, especially during Holy Week.
Food
Almost all provinces in the Philippines have their version of pansit and longganisa, and Cagayan is no different. Try the Longganisang Tuguegarao, small sausages filled with meat that are dry, sweet, and spicy, the flavors going well with vinegar, making it excellent for longsilog, where it is paired with garlic fried rice and a sunny side up egg.
Another dish to look out for is the Pansit Batil Patung, a local noodle dish where the eater plays as much part in determining the flavor as the cook. The pansit includes a lot of shredded meat and vegetables and is topped with a sunny side up egg. It is served with a cup of egg soup, which one can drink on the side or pour into the noodles. Each customer is also given a saucer of chopped onions, which one can mix with soy sauce and vinegar to create his or her own sauce to further enhance the pansit’s flavor.
Cagayan is also known for its milk candy, some of which are still homemade. Two popular brands are Alcala and Segovia’s Finest La-lo Milk Candy.
Nature
Don’t forget to stop by the Callao Caves and the Pinacanauan River, both located almost an hour away from the city.
Callao is a cave system with over 300 chambers, most of them still unexplored. The caves are where the remains of Callao Man was found in 2007. The 67,000-year-old human bone excavated in one of the caves is said to predate Tabon Man, making it the oldest human remains found in the Philippines.
Only about seven of the cave’s chambers are open to the public, each chamber containing something to see, whether it be a rock formation or, in the case of the second chamber, the St. Lourdes Chapel. There is a P20 entrance fee to the caves, with an additional P200 for a guide. All the guides here are trained volunteers, many of them out of school youths. They’re pretty knowledgeable about the area and can be quite entertaining. Tip them well.
If you are planning to take a tour of the Pinacanauan River, time your trip so that you can watch the bats fly out of their cave at around 5 p.m. The boatman will bring you to a small calcium island where you can get a good view of the bat cave. All you have to do is wait until the bats make their nightly flight.
But this isn’t the only reason to take a ride down the Pinacanauan. There are many beautiful things to see along the riverbank, including rock formations and a very old balete tree.
Culture
Want to learn more about Cagayan? Drop by the impressive Provincial Capitol and check out the nearby Provincial Museum, which chronicles the evolution of the province from prehistoric times up to the present.
You can also visit the various hornos, or kilns, located around the province that the Spanish used to bake the bricks for their churches. Horno sites include Tuguegarao, Piat, Camalaniugan, and Rizal. Some of the local governments have failed to see the significance of the hornos, however, with one of them trying to “beautify” the site by building a cement wishing well nearby—and painting it to look like brick.
Beaches
If it’s the sea you’re after, head to Sta. Ana, where the locals go for seaside fun. There are many resorts in the area catering to different budgets, many of them with beachfronts that have either black or white sand.
Make time to take a trip to Palaui Island, a beautiful white sand island with clear waters that is also home to the Cape Engano Lighthouse built by the Spanish in 1892, and waterfalls that can only be reached after a 10-minute trek to the center of the island. Bring food and make a day of it, or, if in season, buy fresh caught and cooked seafood like soft-shelled crabs from some of the residents.
Pop culture
If you grew up in the 80s, you know the importance the town of Aparri has in Filipino pop culture. It was named as the province on the northern tip of the Philippines (before it was changed to Batanes) in the variety show Eat Bulaga’s opening song, and, if you are a pop culture buff, should be visited for that alone.
Aparri is a bustling community no different from many in this country. It is, however, also home to the Aparri Delta, the point where the Cagayan River meets the Philippine Sea. The delta is now a fishport, but watching the river water crash against the waves of the ocean is still quite a sight.
These are but a few reasons to visit the province of Cagayan. It’s a beautiful province that hasn’t become part of the tourist trail yet, which is why you should take advantage of it now, before others discover its unique beauty. –KG, GMA News

MANILA, Philippines – The Department of Education (DepEd) has earmarked an P8.5-million subsidy to 17 regional schools that offer a special program in sports, with each school getting P500,000 each.
The subsidy will enable the schools to deliver services to student athletes and help in harnessing their athletic potential, with the hopes that they will one day stand out in national and international competitions.
“There is cost in developing world-class athletes, and the schools are the natural breeding ground of grassroots talent,” Education Secretary Armin Luistro said in a statement.
As specified in DepEd Order 28. S. 2012, the additional subsidy which augments the schools’ maintenance and operating expenses will go to the training of teachers and administrators on relevant topics in sports.
It is also intended to procure instructional materials, sports supplies and athletic uniforms, as well as for student development activities such as training, workshops, and participation in DepEd-approved competitions.
The subsidy will also help finance the participation of teachers in DepEd-sponsored scholarships and professional upgrading, including enrollment in masters degree programs in sports.
The students who are beneficiaries of the sports program must continue to participate in international and national competitions and maintain good academic standing.
“Because we want to develop the whole person and not just their physical talent, we require that our athlete-beneficiaries attain a mean percentage score above the national average in the National Achievement Test,” Luistro said.
The recipient schools are also directed to conduct a yearly mentoring program to other schools within their division or region to ensure that the financial subsidy is rationally utilized, as well as to get a recommendation for the continued release of the subsidy.
This requires that the recipient schools implement the same sports program to the other schools, and those schools will be given access to the sports equipment and facilities.
The 17 schools that will get the P500,000 subsidy are: Ilocos Norte National High School (NHS) in Region 1; Cagayan NHS (Region 2); Victoria NHS (Region 3); Lopez National Comprehensive HS (Region 4-A); Palawan National School (Region 4-B); Camarines Sur NHS (Region 5); Iloilo NHS (Region 6); Negros Oriental NHS (Region 7); Palo NHS (Region 8); Zamboanga Sibugay NHS (Region 9); Bukidnon NHS (Region 10); Sto. Tomas NHS (Region 11); General Santos City NHS (Region 12); Bayigan National Comprehensive HS (CARAGA); Datu Paglas NHS (ARMM); Tabuk NHS (CAR); and Muntinlupa Science HS (NCR).
The schools who fail to comply with the requirements of the program risk having their subsidy suspended.

MANILA, Philippines -- The Department of Energy (DOE) is set to open this week the bids of local and foreign oil-and-gas exploration companies to explore and develop potential oil and gas-yielding areas in the country, Energy Undersecretary Jose Layug Jr. told the BusinessMirror.
Layug said they would open the bids for the petroleum areas except for Areas 3, 4 and 5 all in northwest Palawan.
He said Areas 3, 4, and 5 will be opened on July 31, since these areas have a lot of data. He said the schedule would give bidders more time to analyze, review and submit their work program.
To date, there are 41 prequalified exploration companies that are expected to bid for the petroleum areas to be bid out, he added.
Among the prequalified firms are PetroEnergy Resources Corp., Nido Petroleum Philippines, PNOC-Exploration Corp., Min Energy Pty. Ltd., Shell Philippines Exploration B.V., Pitkin Petroleum/The Philodrill Corp., Dil Moro Energy Corp., Mindanao Asia International Energy, Southernpec Philippines Inc., Forum Pacific Inc., Planet Gas Ltd., Monte Oro Resources Energy Inc., Philex Petroleum Corp., Total E & P Asia Pacific Pte. Ltd., ENI, CalEnergy Resources Ltd., GDF Suez, Golden Dragon Oil and Gas Corp., NorAsian Energy Philippines Inc., KrisEnergy Pte. Ltd., Esso Exploration International Ltd., Mitra Energy Ltd., TAP Oil Philippines, Caranarvon Petroleum Ltd., KRX Energy Pty. Layug said the 15 oil-and-gas exploration areas are estimated to generate investments of around $500 million for each area or a total of $7.5 billion.
Under Philippine Energy Contracting Round (PECR4), he said that there are three onshore and 12 offshore blocks being offered with a total area of more than 10 million hectares in Northwest Palawan; East Palawan and Sulu Sea basins.
Under PECR4 for oil and gas, the areas offered are: Area 1 (544,000 hectares) in Cagayan; Area 2 (676,000) in Central Luzon; Area 3 (600,000) in Northwest Palawan; Area 4 (616,000) Northwest Palawan; Area 5 (424,000) Northwest Palawan; Area 6 (840,000) in Mindoro Cuyo; Area 7 (844,000) in Mindoro Cuyo; Area 8 (840,000) in East Palawan; Area 9 (840,000) in East Palawan; Area 10 (640,000) in East Palawan; Area 11 (600,000) in Cotabato; Area 12 (456,000) in Cotabato; Area 13 (648,000) in East Palawan; Area 14 (983,900) in East Palawan; and Area 15 (482,000) in Sulu Sea.
In February the Chinese government contested the inclusion of Areas 3, 4 and 5 in Northwest Palawan in the DOE’s PECR4.
Chinese Foreign Ministry spokesman Hong Lei then issued a statement contesting Energy Secretary Jose Rene Almendras’s statement that all areas offered under the contracting round are within Philippine jurisdiction.
“It is unlawful for any country or company to explore oil and gas in sea areas under Chinese jurisdiction without the permission of the Chinese government,” Hong said.
Layug said the Philippines’s view is that Areas 3, 4 and 5 are not part of the contested areas since these are located in Palawan.
“By simply looking at the map, of these areas being offered the farthest would only be 80 nautical miles away from the Philippine coastline,” he added.
“We don’t expect any delay. As schedule stands, bids for Areas 3, 4 and 5 must be submitted on July 31. We have 90 days to evaluate the proposed bids after submission, and we will forward the winning bids to President Aquino thereafter for signing and execution,” Layug said.

MANILA, Philippines — Weathermen said yesterday that residents in Luzon, including Metro Manila, should brace for warmer weather brought about by the Ridge of High Pressure Area (HPA) extending over Northern Luzon which is expected to reach as high as 37 degrees in the second or third week of May.
Rene Paciente, senior weather specialist from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), disclosed that they are also not discounting the possibility that the temperature will reach 35 degrees Celsius and up starting next month due to prevalence of the hot summer months.
Last Thursday, Pagasa said that the temperature in Metro Manila was registered at 35.2 degrees Celsius.

The highest temperature ever recorded in the country, meanwhile, was registered over Tuguegarao, Cagayan, at 42.2 degrees Celsius which was recorded on May 11, 1969.

TUGUEGARAO CITY, April 28 (PIA) –- The Provincial Tourism Office of Cagayan province is calling all amateur and professional photographers, 15 years old and above, to join the recently launched photo contest on Cagayan Travel Portrait and Cagayano Culture.
Tourism Officer Jennifer J. Baquiran said the contest could include, but not limited, to the natural and man-made attractions in the province or a picture of the Cagayano way of life.
She emphasized that entries should be an original work of the participant, must not have been published or exhibited previously in any contest, and taken within two years prior the date of the contest.
“Entries should be unframed and a participant may submit a maximum of five entries per category. The highest prize won shall be awarded to participants with more than one winning entry,” Baquiran said.
The criteria for judging include adherence to the theme, composition, focus and exposure, lighting, and creative approach.
Judging for the top 15 will be done on June 22, 2012 while the awarding of winners will on June 26, in time for the Aggao Nac Cagayan, the foundation day of the province.
As to the prizes, P10,000 pesos and a trophy shall be given to winners of each of the categories, a special prize as Jurors Choice will be given P3,000 and a citation, top 15 finalists will receive P1,000 each and a consolation prize of P500 for entries that failed to make in into the final round.
The entries must be submitted through any data storage via mail or hand deliver to Cagayan Provincial Tourism Office, Kammaranan Building, provincial Capitol Compound, Tuguegarao City up to May 18 as the deadline of submission of entries. (OTB - PIA 2)

TUGUEGARAO CITY, April 27 (PIA) -- The Cagayan Valley Association of Career Executives (CV-ACE) has new president, following the resignation of National Economic and Development Authority (NEDA) Regional Director Milagros Rimando, who has been promoted as bureau director of NEDA central office.
Rimando passed on the key of responsibility to Department of Social Welfare and Development (DSWD) Regional Director Arnel B. Garcia by virtue of succession as the previous vice-president to complete the two-year term of Rimando.
Rimando served for two consecutive terms after the re-election last year as the associations’ president, in consideration of her excellent performance in handling the rein of the executive group towards good relationship, strengthen partnership, and regional development.
On his part, Garcia vowed to continue on and elevate further the programs, projects, activities and initiatives of Rimando for the betterment of the association and to tighten further the relationship of the career executives in the region who are executing public service for the regions’ development.
Further, PIA Regional Director Purita S. Licas, press relation officer of the association, said Garcia will serve to continue the unfinished term of Rimando, but next year, after the two-year expiration of the term, the board will again elect another president.
Licas said Garcia might still be chosen to lead the group considering his good leadership skills.
Rimando was the acting chairman of the Regional Development Council Region 2 and a multi-awarded regional director of NEDA, including her Gawad Career Executive Service (CES) award and outstanding regional director, while Garcia was recently awarded as the Best Manager of DSWD.

NAUNA PA DAW NA DUMATING ANG FIRE BRIGADE NG SOLANA!!!!! naku mahirap yan dahil hindi kalayuan ang city fire department sa pinangyarihan ng sunog at lalo na sa pinangyarihan ng nasunog na bread and breakfast hotel noon.. magkakalapit lang lahat sila!!! naman naman!!!!

The summer heat continued to scorch Metro Manila as temperatures peaked at 36.7 degrees Celsius Sunday afternoon, the highest in the area so far this year.
But state weather forecasters said that with a relative humidity of 48 percent, Sunday’s heat felt like at least 42 degrees Celsius – five degrees above normal human body temperature.
In a post on its Twitter account, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said the maximum temperature recorded at the Science Garden in Quezon City was 36.3 degrees, at 1:50 p.m.
But it also noted the relative humidity was 48 percent and the temperature thus “feels like 42 degrees Celsius.”
On the other hand, PAGASA said in a separate tweet that temperatures were higher at 36.7 degrees in Manila's Port Area.
It also said temperatures were 35.2 degrees at the Ninoy Aquino International Airport in Pasay City.
Temperatures were hotter in Tuguegarao at 37.4 degrees Celsius and Cabanatuan in Nueva Ecija at 37.1 degrees Celsius.
Other high temperatures recorded in other parts of the country for Sunday included:
Clark (Pampanga): 35.7 degrees
Subic (Zambales): 36.6 degrees
Sangley (Cavite): 35.3 degrees

1. El Nido, Palawan

Hollywood loves El Nido. Scenes for the upcoming final installment of the "Bourne" series were shot here. The island was also the setting of a pit stop on "The Amazing Race."
If Palawan is indeed "the last frontier" of the Philippines, as it's been dubbed, the coastal town of El Nido is the gateway to wild adventure.
Sure, it's got powder-fine beaches and gin-clear waters. But the views are what really sell the place.

Once a sleepy island, Panglao is being roused by travelers in search of gorgeous beaches.
It’s a refuge for those who appreciate a diverse menu of aquatic attractions.
Options include dolphin watching, whale spotting, diving with barracudas, jackfish, sea snakes and brilliant coral formations.
Natural charms: In addition to its beaches, the island of Bohol is famous for its Chocolate Hills, an unusual rolling terrain of more than 1,000 dome-shaped hills. The hills are named for their brown color during dry season, when grass dries up.
The “world’s smallest primate” -- the endangered Philippine tarsier -- also inhabits the island.
Multi-language edge: Years ago, a number of foreigners came to Panglao on holiday and never bothered to leave. Locals picked up their languages to better converse with the tourists. In addition to English, in Panglao you have a good chance of meeting a local with a handy grasp of German, Swiss or Japanese.
5. Bantayan Island, Cebu

If the crowds of Boracay turn you off, Bantayan Island has luxury comforts minus the action.
Bantayan has remained relatively untouched by modern life, save for a smattering of foreigners who have taken up residence, sucked in by the island's white sands, aqua-colored waters and red-gold sunsets.
Beers are cold and cheap, townsfolk are hospitable and the dreary troubles of the outside world are easily forgotten.
Holy crowds: If you're after peace and quiet, don't plan a stay during the Holy Week before Easter. The island is crowded with Filipino travelers during this period, with rooms and services booked months in advance.
Simplicity is key: Action-packed it ain't. There are no five-star hotels, no malls, no fashion-forward shopping centers.

6. Caramoan, Camarines Sur

Krabi who? The Philippines might not bring in the tourist numbers of Thailand, but its beaches can easily go toe-to-toe with the kingdom's best.
Named after the local sea turtle, Caramoan is as scenic as it is secluded.
Stretches of white sand run between huge boulders and rock formations. Scuba divers, island hoppers and beach bums all converge here.
Complementing the beaches are caves, waterfalls, freshwater pools, underground streams and lagoons.
Adventure site: The "Survivor" reality show series and similar international programs have used Caramoan as a shooting location.
Despite the locale's popularity with TV production companies, there are enough beaches to go around for everyone.
Top view: Mountain climbers can trek to Mount Caglago’s summit and take in a terrific view of the Caramoan islands and islets. The mountain is a pilgrimage site for some, thanks to its gigantic statue of Our Lady of the Holy Rosary.
7. Samal, Davao

Off the coast of Samal lies Buena Vista Island, with its blindingly white beaches. Pretty lady sunbathing not guaranteed.
A burgeoning tourist destination, Samal is on a mission to get the word out on its 118-kilometer coastline of white sandy beaches.
You know the highlights: pristine waters, lush greens, rock formations, mangrove and coconut palms. Numerous resorts provide a range of choices for visitors, from luxurious resorts to backpacker options.
The vanishing island: This curious moniker is the nickname of Shanipaan Shoal, a tiny island that literally disappears from sight during high tide. The only thing visible at high water is a single, elevated cottage poking out of the sea.
Underwater garden: The vast Coral Garden Marine Park, a fish sanctuary filled with diverse marine life, makes Sambal a favorite among divers and snorkelers.
8. Siargao Islands, Surigao del Norte

Beyond this pier is Cloud 9, one of Siargao's most famous surf breaks.
Known as the top surfing island in the Philippines, Siargao is often overlooked as a beachcomber’s paradise.
There are breaks for beginner surfers, moderate ones and even pros looking for three-meter-high waves. For those with zero surf skills -- and no desire to acquire any -- there are also pristine beaches with milder waves, perfect for sunning and swimming.

Surf’s up: Ideal days for surfing are between mid-August and mid-December, when the swell is most consistent. Beginners should visit when waves are smaller, around April or May.
9. Great Santa Cruz Island, Zamboanga

Great Santa Cruz Island is famous for its pink corralline sand, the only beach of its kind in the Philippines.
On Great Santa Cruz Island, pulverized red coral washed up from the sea floor mixes with white sand to produce a pink-hued beach.
It’s a different version of perfection: the powdery beach competes with the blue and green shades of the sea. Some parts of the beach are lovely in their undeveloped state. There are signs of civilization -- souvenirs, nipa huts and restrooms.
Beach visits are limited to day trips, so you have to squeeze everything into a few hours: swim, sunbathe, snorkel, dive, even fish for your lunch. Just don’t mistake serenity for safety -- there’s a deep drop in the sea just meters from shore.
Armed guards: The island is just a boat ride away from the city proper, but getting there requires extra precautions, due to local threats.
Only those with a tourist permit from the Department of Tourism in Zamboanga City can visit. The permit fee includes armed security escorts.
Why the need for security? According to the Department of Tourism’s regional office, it's a preventative measure: “On the security situation in Zamboanga City, there are no militant or terroristic activities recently. Although there were reported shooting incidents, these were intended to specific victims due to personal grudges. The city is very vibrant and relatively peaceful.”
As a precaution, check with your embassy for security threats before traveling.
10. Pagudpud, Ilocos Norte

Nothing says "I'm on vacation" like an Instagram of yourself sunning next to a giant windmill.
Along the northern tip of the island of Luzon sits the coastal town of Pagudpud. It’s a quiet, sleepy and rural community, with little overt commercialism.
Perhaps because it takes time and effort to reach Pagudpud, the wide and inviting beaches are usually empty, making them ideal for those who enjoy mixing solitude with sun, sand and surf.
A row of windmills down the coast from Pagudpud makes for a picturesque if not unusual backdrop for a Filipino beach.

MANILA, Philippines – Filipino engineer Diosdado Banatao may not be familiar to many Filipinos but he is right up there with the who's who of the computer technology industry, having helped revolutionize the way we see and use computers today.
An innovator, Banatao is credited for devising a more efficient way to link computers, by simplifying the computer design with fewer chips, that has made computers smaller, more portable and more affordable.
"I just thought I can redesign this with a few chips. Out of 150 or so, just five chips. That was the entire PC," Banatao said on ANC "Headstart."
Today, Banatao notes, technological innovation has further reduced that to a single chip.
His inventions are believed to make up 30% of every computer in the world today.
His contributions to the modern computer industry include: the first single-chip, 16-bit microprocessor-based calculator thru his first company Mostron; the first 10-Mbit Ethernet CMOS Media Access Controller (MAC) and Physical Layer (PHY) Chip, the first system logic chip set for the PC-XT and the PC-AT.
He is also behind the technology that sped up the computer graphics via the first Windows Graphics accelerator chip for the PC. The enhanced graphics adapter chips sets were eventually acquired by semiconductor giant, Intel.
He also pioneered the local bus concept for PC.
Thru his group's efforts, the global-positioning system (GPS) device ordinarily used by the military has become more accessible to consumers.
"They (the military) declassified it two years before we started SIRF so our goal was let to consumerize this and make it so affordable it can go into any electronic device. We were the first company that did that."
He noted that he, together with a group of other Filipinos, had the first patent on the technology.
Banatao has hobnobbed with America's computer technology elite in Silicon Valley.
"I was a member (of the homegrown club)and Steve Jobbs, and other guys we were just playing around with computers. We were fooling around with computers, probably realizing we were able to hack enough complexity into a chip to make it a true computer."
Banatao credits his success to his humble beginnings, the premium his parents placed on quality education and his own passion for numbers and learning.
Born to a rice farmer in a barrio called Malabhac in Iguig, Cagayan Valley on may 23, 1946, he used to walk to school barefoot .
Schooled in Ateneo de Tuguegarao and at the Mapua Institute of Technology, he was a pilot trainee for Philippine Airlines (PAL) when Boeing pirated him as a design engineer and brought him to the United States where he pursued a masters degree at Stanford.
While working with leading tech-companies for 10 years, he set on to do work that transformed the computer industry.
Despite his achievements, he remains grounded, taking satisfaction in seeing people use his innovative ideas.
"If you like to do something, at some point in time, you will be good at it, that's what happened to me in the tech field. While I don't do designs anymore, I still meddle in engineers designs, ask questions..."
"There is nothing more satisfying for an engineer than to see what he has done. No money can equal that satisfaction."
Going by his own experience, Banatao says, aided by a culture of science, Filipinos can compete with the rest of the world.
"Filipinos can compete in Silicon Valley in a big way."
"I was discovered by my parents and I applied myself, I'm sure there are millions of kids more talented that I was who are just waiting to be discovered."
"It is a global economy now and to participate in a global economy we have to have technologies and they can only be created by scientists and engineers. We are natural engineers and we are born to create."
Now a multi-millionaire, Banatao believes in investing in technology and in the Filipino talent.
Together with the Philippine Development Foundation (PhilDev) which he chairs, he is on a mission to send 151 brilliant young Filipino minds to school, towards maximixing their potentials for the future of the country.

In the lethargic town of Ridgway, Pennsylvania – which is closer to Canada than to New York City – the mayor is a Filipino.
The 72-year-old Guillermo Udarbe is also a doctor and so his town runs like clockwork. Mornings, this family practitioner tends to patients, and evenings he holds court over the town council.
He seems to get the job done, reporting the arrival of a dozen new establishments in downtown Ridgway and a decline in unemployment from 15 percent to 6.8 percent. Bully for this plucky, almost defiant, native of Camalaniugan, Cagayan!
Udarbe and his wife Gloria were the first Filipino residents of this town.
“We had a hard time at first,” he told The FilAm in a phone interview. “We received phone calls telling us to go away. They even called us ******s.”
But the couple persisted and raised two daughters, Cherry and Charina, while Gloria worked as a nurse and Udarbe ran his solo practice after specializing in family medicine at Temple University Hospital in Philly and working in big-city hospitals for nine years.
“I came here because Ridgway is just like my little hometown in Camalaniugan,” he said wistfully.
Little it is with a current population of 4,600, where about 98 percent are Caucasians and 2 percent are Asians. There are only two Filipino families in addition to the Udarbes.
Udarbe has seen the ebb and flow of Ridgway, being one of its long-time residents and the town medic for 33 years.
He’s seen the population of 9,000 dwindle when the factories that made automotive brake linings and ball bearings closed in the height of the recession, and residents moved away in search of jobs.
“Nagsi-alisan sila. Bumaba ang census namin,” he said, speaking in Tagalog for the most part of the interview.
Seeing that Ridgway was getting to be a “ghost town,” he decided to run for mayor in the 2009 election. It was a five-way race, his four opponents all Americans. He won by 65 percent as the Democratic candidate in a Republican-dominated community.
“It’s all because of my relationship with the people. I’m a friendly guy,” he said. He hopes to win re-election.
Since he assumed office, he said at least 12 retail establishments have opened in downtown Ridgway, including a dry cleaner, a Verizon Wireless store, a PNC bank, an eye clinic and a nail salon.
“Downtown is slowly coming back to life,” he said.
“Mayor Udarbe’s election as the first Asian American and Filipino American mayor of Ridgway brought a great honor for the Philippines and the Filipino American community,” said Consul General Mario de Leon Jr., who recently visited Ridgway as a guest of the town council.
He continues to see patients mornings as a doctor of the Aane Community Hospital and the Elk County Regional System. By end of business, he puts on his mayor hat and meets the town council.

Six of the Philippines’ 17 administrative regions—Cagayan Valley, Bicol, SOCCKSARGEN, Davao, Western Visayas, Southern Tagalog—have issued new wage hike orders, the National Wages and Productivity Commission said Friday.
In an interviews with GMA News’ Dano Tingcungco, National Wages and Productivity Commission executive director Ciriaco Lagunzad III said the wage board are being careful to not adversely affect the viability of businesses and avoid creating unemployment.
Labor Secretary Rosalinda Baldoz noted that the wage board in the Cagayan Valley region issued a wage order for agricultural plantation and non-plantation workers ‘motu proprio’, or even without petition.
“Upon the effectivitiy of the order, minimum wage earners in Isabela, Cagayan, Nueva Vizcaya, Quirino and Batanes will get an increase of P10.00 in their daily basic pay, while the P15.00 COLA will be integrated into their basic pay,” the statement said.

The summer heat continued to scorch Metro Manila as temperatures peaked at 36.7 degrees Celsius Sunday afternoon, the highest in the area so far this year.
But state weather forecasters said that with a relative humidity of 48 percent, Sunday’s heat felt like at least 42 degrees Celsius – five degrees above normal human body temperature.
In a post on its Twitter account, the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said the maximum temperature recorded at the Science Garden in Quezon City was 36.3 degrees, at 1:50 p.m.
But it also noted the relative humidity was 48 percent and the temperature thus “feels like 42 degrees Celsius.”
On the other hand, PAGASA said in a separate tweet that temperatures were higher at 36.7 degrees in Manila's Port Area.
It also said temperatures were 35.2 degrees at the Ninoy Aquino International Airport in Pasay City.
Temperatures were hotter in Tuguegarao at 37.4 degrees Celsius and Cabanatuan in Nueva Ecija at 37.1 degrees Celsius.
Other high temperatures recorded in other parts of the country for Sunday included:
Clark (Pampanga): 35.7 degrees
Subic (Zambales): 36.6 degrees

LASAM, Cagayan, May 4 (PIA) --This town is all set for the staging of its 2nd tinupig festival from May 14-20.
Tinupig is composed of glutinous rice or "diket" mixed sugar and buko (young coconut) strips, rolled and wrapped in banana leaves, then grilled over live coals.
Elmer A. Acierto, Tinupig festival artistic director said this year’s theme is patterned after the Philippine Tourism Campaign, “More and More Fun at Tinupig Festival Year 2."
As the theme denotes, Acierto said various activities have been prepared for the Lasamenos and for visitors who want to experience tinupig festival in Lasam such as tinupig cooking and eating contest, balikbayan lakbay Lasam, sports activities, among others.
On the first day of the festival, the senior citizens will take the center stage as they showcase their hidden talents during the Senior Citizen’s day; in the evening, the Women’s night will also be held at the Lasam Sports Complex.
Sports activities such as table tennis, badminton, lawn tennis, shootfest, marathon; battle of the bands; and indigenous games will also be featured in the week-long celebration.
The Search for Miss Tinupig will be held on the last day. The celebration will be concluded with a display of fireworks at the Lasam roof deck.
It can be recalled that Lasam has created its name in the international scene through the Guinness Book of world record when residents were able to cook 2.82-kilometer (km) long tinupig during its Aringay festival in 2005, displacing Nueva Vizcaya’s 1.8 km tupig.
Acierto said majority of Lasamenos have Ilocos blood. “That may be the reason why they brought to Lasam the delicacy,” he added .
Lasam, which is about 85 km from Tuguegarao City, was created as a town in 1950 by virtue of Republic Act 507 signed by then President Elpidio Quirino.

According to Father Victor Emmanuel Quintos, Curator of the Piat Heritage Museum, the event is being observed annually by member countries of the International Council of Museums, as a reminder of the significant roles that museums play in the preservation of natural and cultural heritage of a nation.
This year’s IMD will be a two-day celebration jointly organized by the Piat Heritage Museum of the Archdiocese of Tuguegarao and the Cagayan Provincial Museum and Historical Research Center.
The activities include a half-day seminar and a visit to Lyceum of Aparri Museum, Heritage Churches of Cagayan, Piat Basilica Minore including the Cagayan Museum, and the Callao Caves Tourist Zone.

TUGUEGARAO CITY, May 4 (PIA) -- The Bureau of Fisheries and Aquatic Resources (BFAR) in Cagayan Valley region opened the annual celebration of Farmers and Fisherfolk's Month on May 2, highlighted with the installation of Regional Fisherfolk Director Cesar Vincent Veracruz, who will take the seat as BFAR Regional Director for the whole month of May.
BFAR 2 Regional Director Jovita Ayson said that the annual installation of a fisherfolk director is intended to dramatize and popularize fisherfolk empowerment and participation as government partners, and draw awareness on the vital role of farmers and fisherfolk as backbone in the government’s poverty alleviation program.
During same period, BFAR regional directors are directed to engage themselves in barrio immersion.
Veracruz is the current chair of the Provincial Agriculture and Fishery Council of Batanes. He is also a community development officer as well as member and officer of various non-government organization and associations.
The regional fisherfolk director said that the opportunity to sit as BFAR regional fisherfolk director is very important, as it would enhance his knowledge as fisherfolk on various interventions of the government on the fishery sector, and at the same time increase his awareness on the protection and conservation of fisheries and aquatic resources.
Ayson said other activities to be conducted during fisherfolk month are the conduct of advocacy campaigns, promotional activities that include fisheries technology caravans in far-flung areas, mural painting contest, technology trainings, attendance to trade fairs, fingerling dispersal, and fishery law enforcement. STA. PRAXEDES, Cagayan, May 4 (PIA) -- The local government unit, in collaboration with the Bureau of Fisheries and Aquatic Resources (BFAR) Region 2, is set to hold the 5th Gamet Festival on May 15, 2012, this town.
BFAR Regional Director Jovita P. Ayson said the festival aims to highlight the importance of the local resource, gamet, to the human body and likewise to the region’s economy.
Sta. Praxedes is the smallest town of Cagayan, the boundary between Ilocos region and Cagayan Valley.
Porphyra, locally known sa "gamet," is a foliose red algal genus of laver that grows in the intertidal zone, typically between the upper intertidal zone and the splash zone in cold waters of temperate oceans. Most human cultures with access to Porphyra use it as a food or s in the diet, making it perhaps the most domesticated of the marine algae, known as laver, nori (Japanese), zakai, gim (Korean), zicai (Chinese). The marine red alga Porphyra has been cultivated extensively in many Asian countries as an edible seaweed used to wrap the rice and fish that compose the Japanese food sushi, and the Korean food gimbap.
The municipality is one of the traditional producers of the seaweed in the region with a production output of more than 30 metric tons per annum. The seaweeds gatherers dry the raw materials to market it locally and abroad.
“This festival is further aimed to elicit support for the sustainable exploitation and promote products not only from gamet but also other seaweeds for the benefit of seaweed gatherers and processors,” Ayson stated.
During the festival, a cooking contest of different types of menu with gamet will be highlighted, as well as jingle-making contest to let the public know of its significance both on economy and its nutritional content.
Likewise, Ayson stated that several activities have been lined up to showcase the latest trends in culture, processing, and the business potentials in seaweeds farming and in the fisheries industry in general.
Porphyra contains significant amounts of protein, vitamins, and minerals. The vitamin C content of nori, or prepared Porphyra, is greater than that in raw oranges. The vitamin A content is comparable to that spinach, along with fairly high amounts of vitamin B in general. It also contains an abundant amount of taurine which is known to be effective for liver activity, especially in preventing the occurrence of gallstone disease and for controlling blood cholesterol levels. TUGUEGARAO CITY, May 4 (PIA) -- In line with the farmers and fisherfolk's month celebration, the Bureau of Fisheries and Aquatic Resources (BFAR) in Region 2 and the Regional Fisheries Training Center recently completed a technology caravan in the Calayan Group of Islands, bringing with them vital interventions to help in the development of the fishery sector in said town.
Evaluation of various project proposals and Financial Management Training for the proponents were conducted, as well as site identifications for mangrove restoration, Fisheries and Aquatic Resources Management Council (FARMC) reorganization, and formation of Fishery Law Enforcement Team.
Evaluated proposals were salt-making, submitted by the Silpi-Dadao Fisherfolk Association, hog fattening from the Poblacion Fisherfolk Association, and sheep and goat raising from Western Magsidel Fisherfolk Association.
The project proposals were submitted for funding under the Integrated Coastal Resources Management Project (ICRMP).
ICRMP Vice-Chair Venchito Villarao said proposals are considered as feasible, however, these will still need some refinement before submission to BFAR Central Office for approval and release of funds.
The BFAR 2 has conducted financial management training for the proponents in order to expedite implementation of said projects.
Site assessment for the mangrove restoration was conducted in Brgy. Magsidel, Calayan. The planting is set by the third quarter.
Further, the town’s FARMC was reorganized and a new Fishery Law Enforcement Team composed of Philippine Coast Guard, Philippine National Police, local government staff, deputy fish wardens, and members of the FARMC, was formed.
“Both fisherfolk bodies shall aid in the identification and resolution of fishery issues in the town,” Villarao said.
Regional Director Jovita Ayson said that BFAR personnel will embark on similar technology caravans in hard-to-reach areas of Region 2, specifically the coastal towns of Isabela and Batanes provinces, making use of the agency patrol vessel during said caravans to save on costs. (TCB/MP-PIA 2)

Isolated rain showers or thunderstorms may affect parts of the country in the next 24 hours, the Philippine Atmospheric Geophysical and Astronomical Services Administration said Saturday afternoon.
PAGASA, whose 5 p.m. bulletin said also noted a ridge of a high-pressure area is extending over Bicol and Eastern Visayas, also advised the public to prepare for the prospect of these rains being moderate to heavy.
"The entire archipelago will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms mostly in the afternoon or evening," it said.
Light to moderate winds blowing from the northeast to southeast will prevail over Northern and Central Luzon, east to southeast over the rest of Luzon and Visayas and coming from the northeast to northwest over Mindanao.
The coastal waters throughout the archipelago will be slight to moderate, it added.
PAGASA's five-day outlook also indicated temperatures in Metro Manila may range from 24 to 34 degrees Celsius on Sunday, but may rise to 36 degrees on Tuesday and Wednesday.
In Tuguegarao, temperatures may go up to 35 degrees on Sunday.
Temperatures in Subic-Clark may peak at 35 degrees on Sunday, but rise to 36 on Tuesday and Wednesday.
Meanwhile, PAGASA advised the public to prepare for a worst-case scenario and assume rain showers and thunderstorms will be moderate to heavy.
"Ang pag-ulan ay (maaaring) from moderate to heavy. Mas mainam na rin paghandaan ang worst-case scenario kesa hindi tayo handa and we get caught off-guard and start complaining (We should prepare for the possibility the rain will be moderate to heavy. Even if they are not, it is better that we are prepared for the worst-case scenarios than get caught unprepared and complain)," Perez said in an interview on dzBB radio Friday afternoon.
He said these rain showers and thunderstorms usually last between 30 minutes and one hour.
Since Tuesday, parts of Metro Manila had experienced rain showers and thunderstorms, days after going through hot weather where temperatures went up to as high as 36.7 degrees Celsius.
On Friday, rain fell on parts of Metro Manila even before noon.
PAGASA earlier said that while the rain showers and thunderstorms are now to be expected regularly, they do not yet herald the start of the rainy season.
"At this time of the year malaki ang chance sa hapon o gabi (At this time of the year, the greatest chance of rain is in the afternoon or evening)," Perez said

BUGUEY, Cagayan Valley, May 7 (PIA) -- Students of the Cagayan State University-College of Fisheries Extension Class here will finally have classrooms and a laboratory room of their own, after the local government unit allowed four of the former national offices at the Buguey Commercial Center to be occupied by the college.
Mayor Licerio Antiporda III said the college is expected to increase its population with the entry of 50 more student-scholars plus the pioneering class of more than 50 students, now on their second year in Bachelor of Science in Fisheries.

MANILA, Philippines - The Department of Transportation and Communications (DOTC) is implementing a moratorium on new daytime flights, as it announced new measures to address the runway congestion at the Ninoy Aquino International Airport (NAIA).
"We have a runway congestion problem today, we all got here collectively," Transportation Secretary Mar Roxas said, after a closed-door meeting with airline executives from Philippine Airlines, Cebu Pacific and Zest Air on Tuesday.
Based on DOTC data, commercial airlines doubled their fleet from 62 in 2008 to 119 at present. In 2006, airlines only serviced 18 million passengers, but this grew to 30 million last year. Takeoffs and landings at NAIA also increased to 255,000 in 2011 compared to 171,000 in 2006.
NAIA's runways can only accommodate 36 takeoffs and landings per hour. But during the peak summer season, it usually has as much as 50 events an hour during the day.

More night flights
The DOTC, in coordination with airlines, laid out plans to address air traffic congestion with the hope of reducing flight delays at the NAIA.
First, the NAIA will be designated as a captain's runway only, which means only a captain should have full control of an aircraft during takeoffs and landings. The DOTC believes it may take longer for a less experienced pilot to take-off or land a plane.
The DOTC is also planning to increase night flights by transferring commercial flights to and from night-rated airports. Aside from Manila, airports that have night landing capabilities are Cebu, Davao, Iloilo, Cagayan de Oro, Bacolod, Kalibo, Tacloban, Puerto Princesa, Zamboanga, General Santos and Laoag.
Roxas said airlines agreed to conduct a study on adjusting the schedules to transfer their flights at night, instead of just having daytime flights. However, this is expected to take time since airlines have already sold a lot of future tickets based on their current schedule.
The DOTC is also looking to turn 14 provincial airports into night-rated airports, which would require a budget of P800 million, excluding operational expenses. These airports are Tagbilaran, Legazpi, Dumaguete, Butuan, Ozamis, Cotabato, Naga, Dipolog, Roxas, Pagadian, Tuguegarao, Busuanga, Surigao and San Jose, Mindoro.
To encourage night flights, fees for takeoffs and landings during the evening will be reduced, while fees for the daytime will be increased. Fees for slots between 7 a.m. to 6 p.m. will double while fees for slots from 8 p.m. to 6 a.m.
it will be reduced by 25%.

Twenty years ago I set foot on an island that is at the farthest end of Luzon. It is six hundred forty two kms. from Manila and was so remote back then that it took twenty four hours for me to get there. Today, this pristine island can easily be reached by air-conditioned luxury buses, or by plane via Tuguegarao airport and then by a 2 ½ hour land trip. This paradise of an island is Palaui. Some friends call it Palau with an “i”. It is part of the municipality of Sta.Ana and the Cagayan Special Economic Zone and Freeport.
Having been identified as the most pristine natural attraction in Sta.Ana, Palaui Island became the site for the community-based sustainable tourism project that CEZA launched in 2006. The entire island and its surrounding coral reefs and water have been declared in 1994 as a protected landscape and seascape under the NIPAS law. Palaui boasts of having 70 % forest cover, thick mangrove forests, extensive seagrass meadows, caves, waterfalls and beautiful rolling hills. It is characterized by a rugged coastline on the north and west side, and long stretch of sandy beaches that are hugged by inter-tidal zones along the south and eastern portions. The western part of the island is fringed by stunning coral reefs that gradually slope down from 20 to 40 ft. before they plunge steeply all the way to 120 ft. or more. In the shallow coral gardens are numerous tropical reef fishes, colorful soft corals, anemones and well preserved branching and foliose corals. Small coves serve as habitats for interesting marine life forms making the island ideal for snorkeling activities.
During the rainy months, the seascape turns surreal as several waterfalls may be seen along the beaches
Scientists who have visited Palaui are often amazed at the state of the ecosystems and the biodiversity. The potential for education, recreation and adventure is enormous considering the numerous natural attributes of this island destination.
One can spend a day in Palaui snorkeling and hiking and yet be able to sleep in a nice comfortable hotel at the mainland. Very few places in the Philippines can offer such an experience. This possibility is opening Sta.Ana to enormous opportunities for tourism development.
The terrestrial portion of the island hosts a wide variety of life. The late ecologists Leonard Co and Dan Lagunzad have trekked the trails together with botanist Perry Ong of the Institute of Biology of the University of the Philippines and they have documented several interesting species of flora and fauna. Two of three existing trails of the island have been named after the scientists who both passed away in 2010.
The Lagunzad Trail which starts from Punta Verde in the south follows the coastal zone east of the island and ends at Cape Engaño over at the north. It is a very scenic route which offers a variety of hiking experiences. The Leonardo’s Trail on the other hand, cuts across the forest and offers a more intimate exposure with plants and animals. It also ends at the north which is known for the centuries-old Spanish lighthouse.
Trained island guides provide life-enriching interpretations which combine a bit of ecology, geology and history. Tourism is no longer just a picnic. It is a life-enhancing experience designed to teach people values and promote a responsible attitude towards travel. Endowed with a tapestry of ecosystems that are rich in biodiversity, hikes can prove to be quite interesting
But nothing can beat the breathtaking scenery from the top of the hill over where the Faro de Cabo Engaño has been built. From there, one can have a sweeping view of the stunning landscape and seascape. On a perfectly clear day one can even see as far as Camiguin.
CEZA CEO and Administrator Sec. Jose Mari B. Ponce emphasized that Palaui is a heritage not only of the people of Cagayan but of all Filipinos. This is further reiterated by DENR Regional Director Benjamin Tumaliuan who said that Palaui as a protected area is ecologically valuable and as such, only sustainable tourism should be implemented. Tumaliuan adds that through ecotourism enterprises, the people will be empowered to benefit economically from the resources without taking anything.
There is simply too much at stake. The wrong kind of tourism can destroy something that is so important to the country. According to scientists, it is highly possible that there are plants and animals that may be discovered in Palaui that are yet to be identified. Just a year ago Dr. Mike Fortes of the Marine Science Institute discovered Halophila gaudichaudii over at Siwangag Cove, a first record for the Philippines.
Due to its natural and cultural attributes Palaui is unique and valuable. It was, in fact, declared by the National Museum as a National Cultural Property and should therefore, be protected. Being a protected area, it is being managed by a multi-sectoral body called Protected Area Management Board (PAMB). The General Management Plan of the island adopts a tourism framework that espouses conservation, education and recreation. Tourism is seen as a tool towards conservation since it provides motivation for island residents to protect the resources. Ecotourism enterprises have recently been introduced by the Department of Environment and Natural Resources, through the Integrated Coastal Resource Management Project (ICRMP) that provided technical and financial assistance to the Palaui Environmental Protectors Association (PEPA). They had been tasked to be the stewards of the island. With all these concerted effort the vision for Palaui may actually come true – for it to remain as a destination for many generations.

LALLO, Cagayan, May 9 (PIA) -- To start the rehabilitation of the famous Magapit Suspension Bridge in this town, the Department of Public Works and Highways (DPWH) Region 2 announced that the bridge will be closed for six months beginning May 16.
The said bridge connects the province of Cagayan to northern Apayao province and the southern Cagayan Valley.
The DPWH has designed a temporary road network with ferry boats and docking facilities located adjacent to the bridge, to transport the vehicles across the river during the six-month rehabilitation period.
Mayor Florante Pascual and Board Member (BM) Maria Olivia B. Pascual assured the public of the safety of the ferry boats after the inspection done during the dry-run of the use of the ferry boats.
Six light vehicles were able to fit in the ferry boat during the dry-run.
Pascual ordered the local police force and barangay officials of Lal-lo to help in the traffic management.
BM Pascual also requested the DPWH for the possibility of having another ferry boat to transport vehicles and passengers faster and more efficiently. She also asked for the patience and understanding of the public because in the end, the rehabilitation of the Magapit Bridge will benefit everyone.
Built in the 1970s, Magapit Bridge is considered as the first suspension bridge in Southeast Asia and is one of the tourist attractions in the region.
According to DPWH management, the approved budget for the project was P100 million, wherein P50 million came from the DPWH and the other half came from the Senate President, Honorable Juan C. Ponce Enrile. (OTB-PIA 2)

APARRI, Cagayan, May 11 (PIA) -- The local government unit of this coastal town assured Cagayanos and conservationists that the dredging of the mouth of the Cagayan River will not affect a species of alamang (Nematopalaemon tenuipes).
Mayor Ismael Tumaru said his government will not sacrifice one of Aparri’s sources of livelihood even as the river will be dredged due to heavy siltation.

APARRI, Cagayan, May 12 (PIA) --- It can become the second city in Cagayan but leaders of this coastal municipality claimed it will take time before they seriously pursue the conversion plan.
“We’re concentrating on businesses now. While we have plans for cityhood, we are giving ourselves enough incubation period," Mayor Ismael Tumaru told reporters during the launching of the "Tipon-Tipan Goes To LGU" broadcast show of the Philippine Information Agency here.
With an Internal Revenue Allotment (IRA) of more than Php117 million, the town, which is classified as First Class municipality, has established various programs and projects all geared toward strengthening its image as the most popular and progressive town in Northern Luzon.
“Give us a few more years and we can start the movement,” the Mayor added.
He said there have been cities in the Philippines which suddenly became a city uprepared. They forgot to prepare environment protection, waste management practices, and a plan for peace and order situation.
Historically, Aparri had been the route of Spanish Galleons during the great tobacco monopoly in the 16th to the 17th centuries with a port of its own, the now controversial Aparri Port.
In the years before the outbreak of World War II, it became a transshipment point for smuggled goods from China, Taiwan, and other neighboring Southeast Asian nations.
In fact, local historians claimed that the word for ‘slipper’ among the Ilocanos and Ibanags in the municipality which is ‘ismagel’ is actually a corruption of the word ‘smuggle.’
Political analysts said the cityhood of Aparri will spur the development of other northern Cagayan towns aided by the economic activities at the Cagayan Economic Zone Authority in nearby Sta. Ana town. (BSY-PIA 2)

MANILA, Philippines - The relationship among airports, tourism, and business is so obvious that it needs no elaboration. I, therefore, welcome the Department of Transportation and Communication actions to improve the operational efficiencies of various airports, especially the NAIA and its three terminals. I wrote some months ago about my own experience of a delayed flight to Cebu because of NAIA’s runway congestion.
Secretary Mar Roxas said that the commercial airlines operating in NAIA have doubled to 119 compared to only 62 in 2008. That year there were only 18 million passengers, but last year the figure increased to 30 million passengers. Aircraft movements or takeoffs and landings were up from 171 in 2006 to 255 in 2011. NAIA’s runways can only accomodate an average of 36 takeoffs and landings per hour, but actual scheduled commercial and general civil aviation flights went up to 50 flights per hour, which resulted in flight delays.
Based on discussions with airlines, DOTC came up with short-term and long-term solutions: First, NAIA, according to Sec Roxas, will be a “Captains runway.” Meaning only Pilot Captains can take off or land in the airport. In short, no First Officers are allowed such privilege in the course of their training to be familiar with NAIA runways. Second, the prospective transfer of night flights to airports with night landing facilities, i.e., Cebu, Davao, Bacolod, Kalibo, Tacloban, Puerto Princesa, General Santos, Cagayan de Oro, Zamboanga, and Laoag. Third, 14 more provincial airports will be rated for night flights... They are Dumaguete, Tagbilaran, and Roxas in the Visayas; Tuguegarao, Legaspi, Naga, San Jose (Mindoro) in Luzon, and Busuanga in Palawan. In Mindanao, Butuan, Ozamis, Cotabato, Dipolog, Pagadian, and Surigao. The other indirect solution could be to operate the key international airports on a 24/7 standard, so that there will be 3 shifts of personnel every day, especially in Customs, Immigration, and Quarantine.
The above measures are indeed welcome. However, it goes without further comment that the airports must have the required minimum equipment and properly trained personnel in order to have an efficient, reliable service. We must make sure that the blackout which happened at the Iloilo airport recently will never happen again. It was obvious that the relatively new Iloilo facility which cost R8.7 billion did not have the necessary automatic standby power when the black out occurred. The incident stranded 1,000+ passengers at the airport... not counting those whose flights were diverted to other airports like Cebu. I hope the incident will not delay further our aviation Industry’s reclassification to first category in the international classification.
As a final suggestion, regular training should be implemented and discipline should be imposed. The job of an airport supervisor/manager is like that of a hotel executive... He/she should be inspecting the facilities and the personnel every day to make sure that the SOP requirements are thoroughly followed. I say this because I have seen these kinds of improvement programs which have failed because of the attitude of some government employees who believe that government owes them a favor when they do their jobs with a “Puwede na ito sir” attitude... “Puwede na” is not good enough, such job should be excellent... rene.espina@hotmail.com

Yep. That's right. Wait for the time when Aparri truly deserves to become a city. Hindi yung inaapura tulad nung 16 na city nuon. Excited though about the idea of Aparri becoming a city. I was born there and lived my first 4 years in Brgy. Maura (considered a drug hotspot, ouch!!) before moving to Tugue.

MANILA, Philippines - The Department of Transportation and Communications (DOTC) is implementing a moratorium on new daytime flights, as it announced new measures to address the runway congestion at the Ninoy Aquino International Airport (NAIA).
"We have a runway congestion problem today, we all got here collectively," Transportation Secretary Mar Roxas said, after a closed-door meeting with airline executives from Philippine Airlines, Cebu Pacific and Zest Air on Tuesday.
Based on DOTC data, commercial airlines doubled their fleet from 62 in 2008 to 119 at present. In 2006, airlines only serviced 18 million passengers, but this grew to 30 million last year. Takeoffs and landings at NAIA also increased to 255,000 in 2011 compared to 171,000 in 2006.
NAIA's runways can only accommodate 36 takeoffs and landings per hour. But during the peak summer season, it usually has as much as 50 events an hour during the day.
"Dahil sa pagdami ng bilang at gamit ng mga eroplano, kaya nagkaka-traffic. Eh hindi naman lumapad o humaba ang ating runway. Kung baga, dumami ang mga bus sa EDSA, yung EDSA, ganun pa rin. Yan ang dahilan kung bakit nagkakaroon ng congestion na sanhi ng napakaraming mga delays," Roxas said.
More night flights
The DOTC, in coordination with airlines, laid out plans to address air traffic congestion with the hope of reducing flight delays at the NAIA.
First, the NAIA will be designated as a captain's runway only, which means only a captain should have full control of an aircraft during takeoffs and landings. The DOTC believes it may take longer for a less experienced pilot to take-off or land a plane.
The DOTC is also planning to increase night flights by transferring commercial flights to and from night-rated airports. Aside from Manila, airports that have night landing capabilities are Cebu, Davao, Iloilo, Cagayan de Oro, Bacolod, Kalibo, Tacloban, Puerto Princesa, Zamboanga, General Santos and Laoag.
Roxas said airlines agreed to conduct a study on adjusting the schedules to transfer their flights at night, instead of just having daytime flights. However, this is expected to take time since airlines have already sold a lot of future tickets based on their current schedule.
The DOTC is also looking to turn 14 provincial airports into night-rated airports, which would require a budget of P800 million, excluding operational expenses. These airports are Tagbilaran, Legazpi, Dumaguete, Butuan, Ozamis, Cotabato, Naga, Dipolog, Roxas, Pagadian, Tuguegarao, Busuanga, Surigao and San Jose, Mindoro.
To encourage night flights, fees for takeoffs and landings during the evening will be reduced, while fees for the daytime will be increased. Fees for slots between 7 a.m. to 6 p.m. will double while fees for slots from 8 p.m. to 6 a.m.
