MANILA, Philippines - Listed bingo operator Leisure Resorts and World Corp. (LRWC) handed over the management of a $1-billion integrated resort along the Manila Bay reclamation area to Macau casino operator Melco Crown Entertainment Ltd. in exchange for a share of the economic benefits to be derived from the project.
Sources said LR is likely to get a 15 percent share of the revenues from the lease of the land or casino operations.
Melco Crown, the joint venture between Macau gambling kingpin Stanley Ho and the late Australian casino-and-media magnate Kerry Packer, signed Thursday a conditional memorandum of agreement with leisure firm Belle Corp. to invest a maximum of $580 million in the casino complex that will rise within the 100-hectare Entertainment City which is touted as Manila’s equivalent of the Las Vegas strip. This would be Melco’s first foray in the Philippine gambling market, which is forecast to generate $3 billion in revenues by 2015.
The deal, however, is contingent upon the project site being registered as a tourism economic zone by the Philippine Economic Zone Authority, an agency that grants fiscal and non-fiscal incentives to developers of economic zones.
Given its lack of experience, Belle, in January 2011, tapped LRWC to operate the casino complex for a period of 10 years.
Through subsidiary First Cagayan Leisure and Resort Corp., LRWC is also the master licensor, regulator and supervisor of the Cagayan Special Economic Zone (CEZA), which now has three casinos.
Construction of the project, however, was put on hold due to financing issues, leading to the search for a foreign strategic partner.
In order to get the project going and further enhance the value of the proposed casino complex, Belle and LRWC agreed to take in Melco to “harness the latter’s expertise, global network, and resources”.
“With the entry of a foreign partner, it was agreed that LRWC and unit AB Leisure Gaming will assist Belle in funding its own capital requirements in exchange for a share in the economic benefits to be derived from the casino operation,” LRWC said in a disclosure to the Philippine Stock Exchange.
Based on its filing at the Hong Kong Stock Exchange, Melco said a final working agreement is being firmed up and is expected to be ready in the next two months.
Melco said it may secure a $320-million loan facility to partly fund its share in the casino project in Manila.
Melco said its “expansion into new jurisdictions where the company expects strong returns on capital will further diversify the company’s exposure in Asia, delivering incremental sources of earnings and cash flow.”
Asia is seen to overtake the United States as the world’s biggest gaming market, mainly driven by the increasing popularity of casinos and growing economic prosperity. Gaming revenues in Asia are projected to more than double to $79.3 billion by 2015.
“The company considers its experience in developing world-class integrated resorts such as the City of Dreams in Macau will allow it to take advantage of the anticipated growth in the leisure and tourism industries in the Philippines, which will cater to an increasingly affluent and growing Asian middle class who continue to seeking new travel destinations and experiences,” Melco said.
Aside from the City of Dreams, Melco also operates the Altira Macau. It likewise owns a chain of gaming machines under the Mocha Club brand.
A third casino called the Studio City, is in the works and is targeted for opening in 2015 with a main floor area of 465,000 square feet. Melco owns 60 percent of the project.
Analysts said the Melco-Belle deal is seen as a major boost to the government’s drive to pump prime the local economy.
Three other groups with casino licenses in the Entertainment City include port tycoon Enrique Razon’s Bloomberry Resorts Corp., Travellers Group (a joint venture between Malaysian casino company Genting Hong Kong Ltd. and property tycoon Andrew Tan’s Alliance Global Group Inc.), and Universal Entertainment Corp. of controversial pachinko billionaire Kazuo Okada.

I'm a bit excited. Just to clarify, so you mean yung OFFICIAL ANNOUNCEMENT anytime next year or 2014? If so, we will expect the construction to commence by 2016. 2 years is too much time to materialize everything considering that the official announcement is 2014. Saan ang location, sa Luna cor. Mabini pa din? Perfect ang location kung dun nga.

LALLO, Cagayan, July 9 (PIA) -- The Department of Health’s (DOH) health caravan is set to provide health services to pregnant and lactating mothers, children and spouses in Lal-lo, Cagayan on July 10.
The “Lakbay buhay kalusugan (LBK)” caravan is an innovative customized mobile health clinic to promote family health messages on safe motherhood, child health and nutrition.
A bus converted as a mobile clinic serves as a consultation and examination area. A health promotion arena is also prepared for interactive exhibits, health classes, wellness activities, storytelling sessions, games and entertainment.
Bannered by the message “Walang Iwanan sa Biyaheng Kalusugan (No One Left Behind in the Journey to Health),” LBK highlights the government’s goal of providing all Filipinos access to health.
“Ensuring the health of the people, especially the children, is one of my priority development agenda in my administration,” Mayor Florante C. Pascual said.
He said the health caravan is essential in the promotion of maternal and child care and other health concerns.
Board Member Maria Olivia B. Pascual of the First Congressional District of Cagayan endorsed the caravan to the Provincial Board for support. She notes the significance of highlighting nutrition messages in the caravan. “This emphasis on nutrition is salient as Lal-lo is the regional winner in municipal nutrition program,” she commented.
The DOH, with the support of the United States Agnecy for International Development through its Health Promotion and Communication Project (HealthPRO) implements the LBK.
With the help of the Probe Media Foundation Inc., LBK pools private and public resources and expertise to improve health outcomes.
The DOH, provincial government of Cagayan led by Governor Alvaro Antonio, Lal-lo Mayor Florante C. Pascual, Congressman Jack Enrile, former Congresswoman Sally Enrile and Board Maria Olivia B. Pascual jointly undertakes the LBK.

LALLO—Mayor Florante Pascual led the health caravan hosted by Cagayan Rep. Jack Enrile to promote wellness across the province.
“Health and nutrition have been a priority of the town in the past 10 years,” he said, having served three terms before regaining the mayoralty after a brief hiatus.
Board Member Maria Olivia Pascual of the first district said more than 800 families signed up for the outreach.
“Lal-lo is the regional winner in municipal nutrition program,” she said, noting that the services included maternal and child health consultation, clinic with prenatal, postpartum and child-care modules integrated with family planning and nutrition counseling.
Enrile provided the mobile clinic and medicines during the rounds of Lakbay Buhay Kalusugan which had interactive health exhibits, health education classes with media support.
The program is also backed by the Department of Health and USAID to widen the base of activities in communities.
Lending support to the program are Governor Alvaro Antonio, former Rep. Sally Enrile, Floro Orata of the Center for Health Development Region 2, Dr. Marcos Maliliin and Dr. Carlos Cortina III of the Provincial Health Office, along with Dr. Maria Conception Abbang, Municipal Health Officer.

I am the Master of my Fate. I am the Captain of my Soul.
Senate President Juan Ponce Enrile quoted this line from the poem “Invictus” by William Ernest Henley when asked about his favorite pieces of literature.
He is, after all, a man who has taken charge of his own life. The son of a rich Manileño and a poor Ilocana, he has been at multiple crossroads in his life.
Everything is vivid in his memory— his childhood spent in poverty, working as a teenager, fighting during World War II and his struggles in his career.
Being teens and amateurs in the art of interviewing, we were nervous wrecks in the Office of the Senate President. The warm reception of his staff was reassuring. They were all smiles as they offered us drinks. We thought we had a clear idea of the man we were going to interview. We thought that after 30 minutes, the interview would be through, we would submit our story then move on with our lives.
We asked the Senate president if he needed a copy of our questions because we did not want him to be caught off guard. He declined the offer. “Candidly, truthfully, crudely in the best way I can and in the best way I know, I will answer your questions.”
Childhood by the water
Enrile was born in Gonzaga, Cagayan, to a fisherman’s daughter. But his father was not from the province. “My classmates would point to me and say, ‘That Juanito is a bastard!’” He learned from his mother that his father, Alfonso Enrile, was a powerful politician in Manila. Instead of his biological father, he grew up with a stepfather and two older siblings.
Since the family lived near the river, their occupation was fishing. “My mother’s livelihood was selling fish … She would carry our catch on a shallow basket we called lamba. She would put the dripping basket, fish smell and all, on her head.”
He was an adept fisherman and a long distance swimmer. “I was a diver, which is why my lungs are big…,” he said. “And you could throw me into the water some 2 kilometers from shore and I could swim back to land.”
Education is a good anchor
Enrile had a colorful education. His favorite subject was history. Mathematics was easy for him because he was good at mental calculations.
“From Grade 1 to first year college, I would go to school barefoot because my mother could not afford to buy me slippers,” he recalled, with a catch in his voice. His words faltered and then tears welled in his eyes. As he dried his eyes with a handkerchief, we realized that Juan Ponce Enrile, just like everyone else, was only human.
Poverty affected his education. He stopped schooling for a year after Grade 2. To be able to finish grade school, he worked as a houseboy for his aunt, who was a teacher.
“I cleaned the house, cooked, did the laundry, mopped the floor, fetched water and chopped firewood. That’s why I know how to do all those chores,” he said.
His education would later be sponsored by then Mayor Cesario Peralta until he got a scholarship at the Cagayan Valley Institute.
On his second year at the institute, in July 1941, he was suspected of being involved with a girl who often sat beside him and was attacked by some senior students armed with knives. Enrile knew arnis so he was able to defend himself. He jumped from a second
floor window to escape his attackers.
The school was in chaos after the incident. JPE’s attackers were sons of school trustees and they had lawyers. Enrile had none. When the case went to court, he lost. The dean expelled him.
Enrile realized life was tougher for those without means. That made him want to pursue a career in law.
Sound of cannons
Back in Cagayan, he resumed his job at the office of the mayor who sponsored his education. One December morning, as he bought food for his boss from a sari-sari store, he noticed that the streets were almost empty. There were soldiers wearing weird hats and he heard the sound of tanks. World War II had reached the Philippines.
Enrile joined the guerrilla movement and went underground. He was captured and imprisoned by the Japanese but managed to escape during an air raid.
After the war, with only a first-year high school education, Enrile did not know what to do. His half-siblings on his father’s side, who had been trying to reach him, finally contacted him after the war. He learned they were in Santa Mesa, Manila.
After 20 years, JPE was finally going to meet his biological father. He traveled from Cagayan, but when he reached Santa Mesa, his father was not there and his siblings were fighting over what they should do with him. Most did not want him to meet their father.
Luckily, one of his siblings gave him directions to his father’s office. Juanito was a country boy, unfamiliar with the city’s ways, but he did find the building.
When he finally met his father, the older man said, “I’m sorry, son,” and hugged him. As he remembered this, Enrile took off his glasses and wiped his eyes.
Time to set sail
Enrile finished high school at St. James Malabon but to graduate, he had to get a permit from the school that expelled him, Cagayan Valley Institute. The director, Candido Valera, was almost teary-eyed as he apologized to Enrile.
Enrile’s voice started to break again at this point when he said this.
It had taken great humility for the school director to apologize for expelling him. Likewise, it must have been quite difficult to forgive the man who caused him pain, but Enrile proved that it was in forgiveness that we learned to let go of the hurt in our hearts.
After finishing high school, Enrile studied law first at the University of the Philippines then at the prestigious Harvard University in the United States.
As a lawyer, he defended Hacienda Luisita, Hawaiian Philippines, Universal Pictures, Paramount, Ayala, Philippine Airlines, National City Bank, Bank of America, Hong Kong and Shanghai Bank, oil and mining companies, among others.
He would hold numerous political positions and be a major player in the historic Edsa Revolution that toppled a dictatorship. Now, he is Senate president of the Philippines.
Rivulets to roaring tide
No river or sea becomes mighty without the rivulets. What then are the little things that make Juan Ponce Enrile whole?
He liked books by Lloyd Douglas, Khalil Gibran, Shakespeare and Omar Khayyam.
Enrile said he was born Aglipayan, but converted to Catholicism at age 20.
As for what makes him happy, JPE said, “I’m happy, I do not want much in life. You know, I believe one should be very moderate in life, be very moderate about his ambitions and his desires.”
He is not one to bear grudges. “I was called all kinds of names: Martial law administrator, murderer, plunderer, this and that. If you think about it, I am the most distasteful, distrusted and despicable human being in this country. But I do not harbor any ill will toward anybody.”
But Enrile did admit to one thing: “I just can’t tolerate stupid people.”

Wala po tayong problema sa IRA, kahit anong source ang tingnan, hindi nagbabago yun... nagkakaiba-iba lang po talaga sa iba pang component nung total income gaya ng local income thru tax and other revenues...
BLGF is a good source though it is not as reliable as COA kasi yung sa COA, audited na talaga... every cent is already taken into account samantalang yung sa BLGF, BLGS and others, nakadepende lang sila sa kung anung isa-submit sa kanila ng mga LGU, which is actually prone to error (or sometimes, grandstanding). Just a thought... :)

Governor Alvaro Antonio commended the effort of the municipality in adopting the salient provisions of the Republic Act 9257 or the Senior Citizens Act, especially the provision of an office and staff for PWDs.

“We expect to raise a substantial amount to finance our plans,” E-Games chief executive officer Enrique Gonzalez said in a text message.
E-Games, through wholly-owned unit RAN Online, has acquired 36,000 square meters of land at the planned casino complex in the Cagayan Special Economic Zone.

Regional Director Reynaldo S. Tamayo said the San Vicente-Gutan-Lubak-Nangaramuan-Anguib-Pozorobo road is now providing accessibility to the newly discovered tourism sites in the province, which include the untouched beaches, marine sanctuaries, colonial structures, and business and trade destinations in the area.
He said the project now spurs rapid growth in terms of economic and tourism activities in the area as the tourism department and the economic zone authority attest to the marked increase in investment and tourism industries in the said locality.“ The construction and rehabilitation of the road network will further help develop the whole area into a self-sustaining industrial, commercial investment, financial and tourism-recreational center,” Tamayo stated.

MANILA, Philippines – The Overseas Workers Welfare Administration (OWWA) will inaugurate its own building in Tuguegarao province on Friday, July 20.
The new building, located at No. 13 Dalan na Pagayayya, Regional Government Center, Tuguegarao City, will become a one-stop shop as it would also house the Philippine Overseas Employment Office, PhilHealth and Pag-ibig under one roof.
“The new building can accommodate more OFW-clients, and will afford us to discharge faster and more efficient delivery of services of OWWA and its partner institutions such as the POEA, the Philhealth, and the Pag-ibig,” said OWWA Region 2 Director Roberto Bassig.
Labor Secretary Rosalinda Baldoz, OWWA Administrator Carmelita Dimzon and other government officials are expected to grace the event.

BAYOMBONG, Nueva Vizcaya, Philippines – The vice mayor of Tuguegarao City, the capital of Cagayan province, and five policemen have been charged with multiple murder before the Office of the Ombudsman for the killing of five suspected guns-for-hire last May.
The Commission on Human Rights (CHR)-Cagayan Valley, which assisted the victims’ families in filing the case, identified among those charged as Vice Mayor Danilo Baccay and Senior Superintendent Alexander Rafael, Abra police director.
Also included in the complaint sheet of five counts of murder, grave misconduct and grave abuse of authority as well as incriminating an innocent person are four Cagayan policemen identified only as John Does.
“The John Does, who are (Rafael’s) former subordinates, are allegedly assigned at the Regional Intelligence Unit (at the) police regional office (in) Tuguegarao City,” said the CHR, adding that they served as Rafael’s escorts when the killing took place.
The CHR said its findings show there was a probable cause to indict the suspects in the killing of Leonard Apolonio, Daniel Villamor, Nomer Biendima, Isabelo Bernal and Michael Bermudez, all from Abra, who police had tagged as members of a gun-for-hire group.
Baccay was linked to the killing after he was found to own one of the firearms found in the crime scene. In earlier reports, he admitted owning the gun but claimed that he had lost it.
Earlier, the regional police based in Tuguegarao City said the killing was the result of a legitimate shootout with Rafael’s group along the Maharlika Highway in Barangay San Lorenzo, Lallo town last May 1.
Rafael claimed then that the slain suspects aboard a Toyota Corona had tailed them while they were on their way to his hometown in Cagayan from Ilocos Sur.
His group, he said, was only forced to fire back at the suspects after they refused to stop when they were flagged down.
The CHR, however, said, “There is no argument as to the fact that the victims were killed by police Senior Superintendent Alexander Rafael and four unidentified police officers from the Intelligence Division of Police Regional Office No. 02.”
“From the number of gunshots found in the (victims’) vehicle, one cannot help but describe it as overkill... The (victims’) vehicle was surrounded by the police involved, who then indiscriminately fired upon said vehicle,” the CHR said in its report.
The CHR said the victims could be even “part of the convoy of no less than respondent police director Alexander Rafael.”
The CHR conducted its own investigation after the victims’ families expressed suspicion that the incident was a case of rubout and not a legitimate shootout, as the police claimed.
Earlier, Chief Superintendent Rodrigo de Gracia, Cagayan Valley police director, said one of the slain suspects was earlier apprehended by the Abra police and supposedly confessed their supposed illegal activities in Cagayan, including a plot to assassinate several prominent politicians in the province.

Construction is already underway for the second branch of the official depository bank of the Republic of the Philippines, Land Bank of the Philippines. The new branch shall be located at the Regional Government Center, Carig Sur, Tuguegarao City, beside the regional office of the Department of Environment and Natural Resources and in front of the Agricultural Laboratory by the Department of Agriculture Region 02 (which will be the largest of its kind in the country after its completion). Tuguegarao City, the capital of the Province of Cagayan and the Regional Center of Cagayan Valley (Region 02) is a major urban center in Northeastern Luzon and a Primary Growth Center. Historically, it is important as the provincial capital of the Province of Cagayan, as a trading center for the Tobacco Monopoly and as the only center for the higher education in Northeast Luzon.

The original inhabitants of Tuguegarao were the Irayas and the Itawes, who built houses and subsisted on fishing, hunting, farming, and livestock raising. They wove cloth and made household and farm implements.
On August 16, 1724, Tuguegarao celebrated its first patronal town fiesta with the completion of the elevated Ermita de San Jacinto. The provincial capital of Cagayan was transferred from Lal-lo to Tuguegarao on May 24, 1839, with the division of “La Provincia de Cagayan” into the southern part called Nueva Vizcaya, and the northern part which retained the name Cagayan.
Tuguegarao’s first school was established in 1892. Formerly belonging to the Diocese of Ciudad Nueva Segovia, Tuguegarao grew to become a separate diocese in 1910. In 1975, it was made the Archdiocese of Tuguegarao. The schools, the government and the church greatly influenced the development of the town- its economy, its services and facilities, and its people.
In 1975, Tuguegarao was chosen the center of Region 2. By 1985, almost all national government agencies had established their regional offices in Tuguegarao, bringing to the region varied and higher-level government services and facilities. The Department of Finance classified Tuguegarao a First Class Municipality in July 1993.
Today, Tuguegaro City (December 18, 1999) is a bustling commercial, education and government center with tall buildings, sprawling school campuses and a government center site. It is now an emerging metropolis and a backbone support to the Cagayan Special Economic Zone and Free Port in Sta. Ana, Cagayan and the Cauayan City Regional Agro-Industrial Center in Isabela.
It has a total area of 144.8 square kilometers. The city is politically subdivided into 49 barangays, 26 of which are urban. In 2000. the city’s population was 120,645. Tuguegarao’s economy slowly shifted from agriculture (primary) to secondary/tertiary economic activities. By providing goods, services and linkages, Tugeugarao City allows the adjacent municipalities in Kalinga and Apayao (CAR), the coastal towns of Ilocos Norte (Region 01) and the region’s industrial centers and agricultural production areas to pursue their development functions in support to the overall regional role. Region 02 is envisioned as an “open growth area and international trade and industrial partner of the East Asian global economy”.
It is the regional tourism service center because of its accessibility to tourism attractions, spots and destinations and because of the existence of reliable facilities for land, water and air transport, communications, power, health, protective services, and finance as well as amenities for dining, lodging, recreation and souvenir shops.
Tuguegarao City is a transport pivotal point in Northern Luzon having three circumferential roads for traffic management. There are 15 bus companies, with both air-conditioned and ordinary buses, servicing Tuguegarao City, along with numerous mini-buses, vans, jeepneys, tricycles and calesas.
The Tuguegarao City Domestic Airport is a modern facility at 21.036 meters or 69 feet above sea level and is capable of servicing a 737 jet plane. Small aircrafts, helicopters and army cargo planes also utilize the airport. Cebu Pacific, Sky Pasada and Air Philippines are the available domestic airline companies which provide daily flights to and from the city.
TOURIST ATTRACTIONS/DESTINATIONS
1. BUNTUN BRIDGE is 2.50 kilometers from Tuguegarao City proper. It is the longest river bridge in the country at 1.124 kilometers and offers an unobstructed view of the Cagayan River.
2. ST. PETER METROPOLITAN CATHEDRAL is the seat of the Archdiocese of Tuguegarao. The church with the belfry is the biggest Spanish-built church in Cagayan Valley. Constructed under the supervision of Fr. Antonio Lobato, OP on January 17, 1761 to 1767. The cathedral suffered massive destruction in WWII and was rebuilt by Msgr. Bishop Constance Jurgens who was entombed inside the church. The picture of the Cathedral appears at Rome Basilica and is considered one of the most beautiful works of art in the country and the world today.
3. ST. HYACINTH CHURCH (San Jacinto Church) is an elevated chapel whose construction dates back from 1604. It was reconstructed after World War II. American soldiers in the Filipino-American War used it as headquarters in 1899. It is 100 years older than the St. Peter Cathedral. St Hyacinth is the Patron Saint of Tuguegarao City whose feast is being celebrated on August 15 through the Pav-vurulun Festival.
4. ST. PAUL UNIVERSITY. Sisters of St. Paul of Chartres composed of four French and one Chinese nun founded St. Paul University on May 10, 1907. The school now boasts of being the first University of St. Paul College in the country. The former names of the school were Colegio de San Pablo in 1907 starting with three classes only, then it was changed to Sagrado Corazon de Jesus. World War II heavily damaged the buildings and equipment but the college trudged on bravely changing the name of the school to Sacred Heart of Jesus Institution and transferred to where it stands today. From St. Paul College of Tuguegarao it became St Paul University Philippines in the year 1982. It is the first Catholic university in Asia and the first private university in the country to get an ISO 9001 Certification in 2001.
5. CAGAYAN PROVINCIAL MUSEUM AND HISTORICAL RESEARCH CENTER is for the culture-oriented. Located at the provincial capitol complex, it was conceived by the Provincial Board in 1971 and became operational on its inauguration on August 15, 1973 during the traditional Aggao na Cagayan. It is a general museum and houses an extensive collection of artifacts, antiques, ethnographics, trade wares, heirloom pieces and liturgical works of the province and fossils of animals that once roamed the valley. The museum houses extensive data on the discovery of Callao Man by the National Museum. The center is only five kilometers from Tuguegarao.

TUGUEGARAO CITY, Cagayan, July 27 (PIA) -- A local government-run high school here has set up an online science library, the first in Cagayan Valley, through a program developed by the Department of Science and Technology (DOST).
The Tuguegarao City Science High School adopted the science and technology academic and research-based openly operated kiosk station (STARBOOKS) of the DOST-Science and Technology Information Institute (STII).
STARBOOKS is a one-stop science and technology (S&T) information system that contains thousands of digitized S&T research in various formats, said Director Urdujah Tejada of DOST-2. The system comprises information in text, video and audio formats.
The information is placed in specially designed “pods” set in a user-friendly interface.
Tejada said Tuguegarao City was the first to respond to the project from among the local government units in the region. It was learned that under the agreement forged between DOST-STII, the schools will provide the computers and incidental expenses for its operation while the agency provides information on S&T.
Allan Taule, chief of staff of STII director Raymund E. Liboro, said the STARBOOKS project was launched last year. To date, the country has 73 sites for this, including that of the newly established Tuguegarao City Science High School and of the DOST Region 2 office in this city.
“It is the business of STII to communicate the latest information and knowledge on science and technology,” Taule said during the launching of STARBOOKS at DOST Region 2.
He said that through STARBOOKS, users can have access to the latest data and information contained at DOST, Philippine eLib project sources, freely available online resources and subscribed databases.
Director Tejada called on local government units and the academe to take advantage of the services of STARBOOKS. (PIA)

TUGUEGARAO CITY, July 27 (PIA) -- The municipalities of Penablanca and Baggao of Cagayan received the prestigious National Sandugo Award for their initiatives in conducting massive bloodletting activities in their towns.
The two were awarded in Manila for their exemplary performance and innovations in helping the blood services bureau to collect blood units for the patients of hospitals needing blood transfusion.
Excelsis de Leon, social welfare officer of Penablanca, said they keep conducting bloodletting activities and encouraging their constituents to donate blood. They go from one barangay to another to collect more units, in partnership with the North Luzon Blood Services Bureau.
De Leon also expressed gratitude to the individuals who participated in their regular bloodletting activities.
With or without award, she said they will continue the program. The two towns have been with the program for more than three years. (OTB-PIA 2)

GONZAGA, Cagayan, July 26 (PIA) -- The construction of a top-of-the-line local government hotel will make the municipality an ecotourism zone in Northern Philippines.
Mayor Carlito Pentecostes, Jr said the physical structures of two of the four buildings have been completed, while the third building is 60 percent complete.
Built with a funding of P25 million pesos, the complex, which will be marketed as LGU Hotel, is the former STR Resort established five years ago by the local government unit (LGU).
“The complex features amenities of a 5-star hotel complete with resto bars, function rooms, swimming pools among others,” Pentecostes told the PIA.
The complex is located two meters away the Pateng Bridge that spans the Wangag River, awarded as one of the cleanest river in the region.
Mayor Pentecostes said tourism has been one of the priority programs of his administration that he vowed to make the town an alternative tourist destination in the area.
Tourism locators started to dot the coastline of the municipality the last five years as an effect of the tourism boom, which is now experienced by neighboring Santa Ana town.
The Cagayan provincial tourism office said Gonzaga is one of the earliest municipalities in the region that established its One-Town, One-Product commodities, while the Department of Tourism Regional Office added that the town was the first to submit its tourism development plan.
The LGU Hotel is one of the various infrastructure projects of the local government unit supported by revenues collected from iron-sand mining activities.

GONZAGA, Cagayan, July 26 (PIA) -- Revenues from iron sand (magnetite sands) mining alone has contributed P87 million to the municipal coffers as against P71.8 million from all other sources combined, according to the mayor.
Mayor Carlito Pentecostes Jr said the collection from mining taxes resulted in the construction of more locally funded projects this year, including the construction of hotel, river bank protection, and road improvements.
He said that from January to July this year, the local government unit was able to collect P103 million of its P150 million target collection set until the end of the year.
“Meaning, we might be able to collect more than our target this year,” Pentecostes said.
Earlier, the physical structure of the town hall was renovated to get a modern look, using funds from the mining revenues.
The local executive said that iron sands (magnetite sands) have more than doubled their revenue collections in less than a year of mining operations.
Mining the black sands of Gonzaga on a small mining scale became controversial when some church-backed sectors opposed its operation.
But Pentecostes, an engineer by profession, was unfazed and instead challenged the said sectors to the positive effects of the activity in the economic development of the municipality.
Magnetite sand has been one of the identified mineral resources in Cagayan, particularly along its northern municipalities, while sand and gravel has been found in 14 of the 28 municipalities. (TCB/BSY-PIA 2, Cagayan)

TUGUEGARAO CITY, July 28 (PIA) -- The Overseas Workers Welfare Administration (OWWA) here recently inaugurated its own building at the Regional Government Center (RGC).
The building was constructed in a 4,313 sq.m. lot along with three other labor agencies such as Pag-Ibig, PhilHealth and Philippine Overseas Employment and Administration.
Department of Labor and Employment USec. Danilo P. Cruz said, Secretary Rosalinda Dimapilis-Baldoz expressed her happiness with the newly-constructed building, adding that an improved service delivery to the Overseas Filipino Workers (OFWs) through a one-stop shop facility of the OWWA, Philhealth, Pag-Ibig and POEA is assured.
He also added that the OWWA office can now accommodate more OFWs and there will no longer be long-standing rooms. He also shared the agency’s re-integration program to OFWs such as provision of tax incentives, access to livelihood assistance programs of OFW families, access to financial institutions and livelihood assistance to returning OFWs.
“In the region, an estimated P10M in loans was already released to more than 100 families for the setting up of their agri-business and other Micro, Small and Medium Enterprises (MSMEs),” said Cruz.
OWWA Deputy Administrator Josefino I. Torres said that OWWA Region 2 went through a rigorous process to build its own building in order to serve and present more programs and services to the OFWs. To date, the region has an estimated 125,000 OFWs.
On the other hand, ABBM President Elizardo Narag said that this initiative can be replicated in other regions. He also pointed out the restoration of consultative assemblies with the migrant Filipino workers and their families to run-down effectiveness and awareness of the agency programs and the need for a more proactive involvement and implementation of the services of OWWA for the welfare and protection of the OFWs.

Darauay said that OWWA is the 36th locator in the RGC and their presence in the center would showcase clientele ease and satisfaction as it intensifies the RGC’s vision as a one-stop shop government center in the region and showcase government partnership through convergence. She also expressed hope for the future transfer and construction of DOLE building in the RGC in the next years to come.
Meanwhile, OIC-RD Robert P. Bassig said that the plans for future developments include: the construction of a permanent perimeter fence, greening within the entire building premises and the construction of an OWWA covered court over the building.
The inaugural ceremony was also graced by DOLE Regional Director Sixto P. Rodriguez and Alyansa ng Bagong Bayaning Manggagawa (ABBM) president Elizardo G. Narag.

BAYOMBONG, Nueva Vizcaya—Cagayan Gov. Alvaro Antonio on Tuesday ordered eight companies conducting black sand extraction activities in three coastal towns to stop operating.
In his order, Antonio cited the recommendation of the Mines and Geosciences Bureau (MGB) which noted violations in the firms’ operations in Aparri, Buguey and Gonzaga towns based on field visits by its monitoring team in June and on July 23.
Antonio sought the assistance of the Philippine National Police in implementing the cease-and-desist order.
In his letter to the governor, Mario Ancheta, acting MGB Cagayan Valley director, said the team discovered that black sand extraction in the three coastal towns breached the 200-meter prohibited zone near seashores, as provided by law.
He, however, declined to name the eight firms whose operations were halted, saying the list should be obtained from the provincial government.
The Inquirer tried to reach Provincial Environment Officer Roberto Adap but he did not take calls on his mobile phone.
MGB sources, who declined to be named for lack of authority to speak on the matter, said those that were issued orders were mostly foreign firms.
Ancheta also recommended the suspension of all magnetite sand mining permits issued by the provincial government and asked the governor to order the companies to immediately restore mined-out areas.
Sought for comment, the Federation of Environment Advocates (Feac), a group of nongovernment organizations opposed to black sand mining in Cagayan, expressed skepticism over Antonio’s orders.
“We just hope that these orders will be implemented by the concerned government agencies, and not just for show, like what we have seen in the past,” said Arturo Alariao, Feac president.

MANILA, Philippines - Seeing continuous upside in its core business, Leisure & Resorts World Corp. (LRWC) is increasing the number of its bingo machines to 4,000 by yearend from a little over 3,000.
A.B. Leisure Exponent Inc. (ABLE), a wholly-owned subsidiary of LRWC, is the market leader in commercial bingo operations.
In a briefing following the company’s annual stockholders meeting Friday, LRWC chairman and president Reynaldo Bantug said the company is expanding its bingo operations in 30 new sites this year, noting that bingo remains the main driver of growth.
“We’re eyeing a wider network in the provinces. We want to tap into the younger generation by offering electronic bingo especially in growth centers,” Bantug said.
Bantug said that while demand for electronic games was strong, the contribution of traditional bingo was still significant at P2 billion last year or 55.3 percent of total revenues.
Revenues from electronic games grew 20.8 percent in 2011 to P1.6 billion.
ABLE introduced the video link bingo, which allows players in one parlor to play simultaneously with players in other parlors for bigger payouts. The majority of Metro Manila bingo parlors have been linked for the metro-wide bingo game.
Bantug said the company expects subsidiary First Cagayan Leisure & Resort Corp. to continue to its growth trajectory this year on the back of higher application and listing fees and rental income. The company is the only master licensor for e-gaming jurisdiction in the region, providing state-of-the-art facilities at the Cagayan Special Economic Zone & Freeport (CSEZFP).
As of Dec. 31, 2011, First Cagayan had 60 licensed locators, 52 of which are operational.

The Department of Transportation and Communications has set aside a total of P156.09 million to either build or refurbish several offices of the Land Transportation Office and Land Transportation Franchising and Regulatory Board in Metro Manila and other key cities in the provinces.
Secretary Transportation and Communications Mar Roxas said the improvements will help LTO and LTFRB to further enhance the effective and efficient delivery of services to the public.
LTO buildings
DOTC allotted P117.82 million to refurbish LTO offices in key areas in the country.
The biggest of these projects is in San Fernando, Pampanga, where a new, three-storey regional office would be built, amounting to P53.34 million.
This is followed by the P27.1-million construction of a three-storey building in the LTO main office in East Avenue, Quezon City. This project includes the construction of a Record’s Room in a 1,431sq.m. floor area.
Next is the construction of a two-storey district office in Ligao City, Albay, costing P13.58 million.
In San Carlos City, Pangasinan, the DOTC has allotted P8.7 million to build a one-storey structure.
A repair and extension of a two-storey office in Imus, Cavite is also being planned to the tune of P8.1 million.
A one-storey district office in Tangub City, Misamis Occidental would also be built, costing P5 million; while P2 million was set aside to complete and repair a one-storey building in Boac, Marinduque.
LTFRB offices
DOTC is also allocating P38.27 million for the renovation and expansion of various LTFRB offices in the country.
The largest of these projects is the renovation and expansion of the LTFRB office in Davao City amounting to P8.79M.
This is followed by the P8M renovation and expansion of a two-storey building in its office in San Fernando, La Union.
Minor repair and expansion of a two-storey building in Iloilo City is being planned to the tune of P5M.
The renovation and expansion of a two-storey office in Tuguegarao is also in the pipeline at P4.98M budget.
A one-storey LTFRB building in San Fernando, Pampanga will be expanded at a cost of P4M.
In Pagadian City, DOTC is allocating P3.8 million for the completion of a one-storey building, while another P3.7M is budgeted for the completion of a two-storey building in Tacloban City.

LONDON—Light flyweight pug Mark Anthony Barriga finally broke the Philippines’ winless spell in two Olympics Tuesday but Rachell Anne Cabral and swimmer Jasmine Alkhaldi bombed out, becoming the fourth and fifth Filipino to be eliminated from the London Games here.
On a dreary Wednesday morning at Olympic Park in Stratford, Alkhaldi floundered in the wake of Hungarian winner Eszter Dara’s torrid pace in the third of seven heats of the 100-meter women’s freestyle and wound up fifth.
The 19-year-old daughter of a Saudi Arabian businessman and his Cebuana wife timed 57.13 seconds—21 hundredths of a second off her personal best of 56.92—in finishing 35th in a field of 48th.
Cabral gave herself little chance of pulling the rug from under an off-form world No. 8 Anna Stepanova of Russia and crashed out in the first round of the women’s recurve 70-meter individual competition at Lord’s Cricket Ground in West London late Tuesday (Manila time).
Admittedly unused to shooting in a narrow two-bay range framed on three sides by excited galleries, the 27-year-old from Tuguegarao, Cagayan, bowed to Stepanova, 1-7, in their knockout match played in the chilly drizzle.
Cabral opened with a paltry 6 in the three-arrow opening set and a humiliating 3 in the second as Stepanova, herself uncharacteristically erratic after powering the Russian trio to the semifinals in the team competition, closed out the match in four sets, 23-22, 23-18, 25-25, 27-22.
The archer with the most number of points after three arrows wins the set and gets 2 points. If the set ends with both archers having the same score, each one gets a point. The first archer to win 6 points clinches the match.
Barriga, scoring on counterpunches and left straights, became the new toast of Philippine amateur boxing by easily outpointing a taller Manuel Cappai of Italy, 17-7, in the first round of the light flyweight competition at ExCeL Arena 2.

TUGUEGARAO CITY, Cagayan, Aug 2 (PIA) -- The Ibanag language will be retaught to pupils of Ibanag towns in this province and some parts of Isabela.
Vice President Jejomar Binay, founding chairman of the Ibanag Heritage Foundation, Inc. (IHFI), said the Ibanag mother-tongue based-multi-lingual education (MTB-MLE) program is set to be implemented next month in 15 municipalities and two cities in Cagayan and Isabela.
Binay said the program will be rolled out in San Pablo, Cabagan, Tumauini, Santo Tomas, Santa Maria, Gamu, Naguilian, Reina Mercedes and the City of Ilagan in Isabela; Pamplona, Abulug, Aparri, Camalaniugan, Lal-lo, Iguig, Solana, and Tuguegarao City in Cagayan.
“We are targeting a total of 34 pilot schools for the implementation, one central and one barangay school in each of the selected nine localities in Isabela and eight in Cagayan,” Binay, in a press statement, said.
The pilot implementation of the MTB-MLE program is in line with the Department of Education Secretary Armin Luistro’s approval of the request to have the Ibanag language involved in the native tongue to be used in DepEd’s program this year.
In March, Binay wrote Luistro and recommended the inclusion of Ibanag, considered the lingua franca of Cagayan Valley, in the MTB-MLE program.
Part of the program is a dialect survey and a workshop for Cagayan and Isabela teachers.
“We are focusing on the development a robust set of indigenized instructional materials that would be easy for the teachers to teach and the pupils to learn,” Binay said.
Binay said the official inclusion of the Ibanag language in the MTB-MLE program of DepEd is a big step in the IHFI’s efforts to increase the number of native speakers and preserve the language.
Earlier, the foundation identified 10 program areas to ensure the preservation of the Ibanag culture: the language, history, folklore and literature, cuisine, historical and religious landmarks, tourist spots, festivals and traditions, indigenous industries, endemic flora and fauna, and people-to-people partnership with local and foreign cultural organization.
In time for the city fiesta of Tuguegarao, Binay said the soft launch for the Ibanag Museum and Library will be at the 4th floor of Tuguegarao city hall on August 16.

MANILA, Philippines - Video game publisher IP E-Games Ventures Inc., a unit of publicly held IPVG Corp., is looking at acquiring more real estate business this year and next year after the successful acquisition of a property inside the sprawling Cagayan special economic zone and freeport.
Ricardo Lagdameo, head of corporate finance and investor relations of IPVG, said in an interview that the company is looking at acquiring another property worth about P70 million also in Cagayan within the year.
Lagdameo said the company would also acquire two more properties in Metro Manila and in a popular tourist destination in the Philippines either next year or the following year.
E-Games, through wholly-owned unit RAN Online, has acquired 36,000 square meters of land at the planned casino complex in the Cagayan special economic zone.
Last March 22, the stockholders of E-Games approved to amend the company’s primary purpose to include food and beverage, gaming, entertainment as well as hotel and leisure.
Likewise, the company’s stockholders gave the go signal for the acquisition of substantial assets pertaining to gaming, entertainment, tourism, hotel, and leisure business.
Earlier, E-Games chief executive officer Enrique Gonzalez told The Star that the company is considering a private placement to a strategic or institutional investor to fund new businesses, which include casino operations.
E-Games hopes to capitalize on the growing gambling sector, which is seen to register revenues of $3 billion by 2015 amid an emerging middle class and improved infrastructure.
It noted that casinos will be key drivers in achieving President Aquino’s vision of bringing in 10 million visitors to the Philippines by 2016.
International tourists led by Koreans and Americans visiting the Philippines grew 13 percent to approximately 1.819 million in the first five months of the year from 1.61 million arrivals in the same period last year.
E-Games acquired a 75-percent stake in Digital Paradise Inc., the operator of Netopia, the most prominent brand of Internet cafes in the Philippines.
Last March, the company merged its online games business with Level Up! creating the largest gaming company in the country with an estimated 70 percent market share with over 37 million registered users and over five million active users per month.
Level Up is owned by China’s leading Internet services provider, Tencent and Naspers, which owns multiply.com, and several other online companies around the world. It pioneered the online gaming business in the Philippines.
Its parent firm, Level Up International, has a subsidiary in Brazil, which likewise pioneered and leads the online gaming business there. It also has a joint venture in the US and a user base in India.
Well-known published games from the parties include Ran Online, Cabal Online, Ragnarok Online, Rohan Online, Grand Chase Online and the newly launched Bounty Hounds Online.

TUGUEGARAO CITY, Cagayan, Aug 2 (PIA) -- Almost half of Cagayan’s municipalities have sand and gravel as mineral resources that can be used for economic purposes, according to the Mines and Geosciences Bureau of the Department of Environment and Natural Resources.
In a report provided to the media during the dredging open forum held in this city, the agency identified at least seven minerals found in Lower Cagayan River, including sand and gravel, magnetite sad, titanium, gold, copper, silver and pyrite.
“Sands dominated the sediment deposit at the Cagayan River,” director Benjamin Tumaliuan said.
Based on sampling and laboratory test conducted over the area, showed there is iron mineral in the river sand ranging from 10 to 15 percent by volume. The iron mineral is in the form of magnetite, hematite, and native iron.
Three years ago, magnetite sands became controversial in Cagayan when some local government units allowed foreign and local miners to mine in the river and coastal areas in Northeastern Cagayan.
Reports at the provincial information office say the controversy reached its height when the provincial government of Cagayan decided to finally dredge the lower Cagayan River of sediments to temporarily contain annual flooding that has caused millions of damages to agriculture.
Governor Alvaro Antonio said the provincial government commissioned a noted geologist to assist Cagayan in the dredging plan.
An estimated 374,400,000 metric tons of materials is expected to be dredged along the 68-km stretch of the project area particularly the downstream municipalities of Alcala, Gattaran, Lal-lo, Camalaniugan, and Aparri.

LGU-APARRI INAUGURATES MULTI-GRAIN WAREHOUSE
The Municipality of Aparri, Cagayan, Philippines inaugurated the newly refurbished Multi-Grain Warehouse located at Barangay Paruddun Norte last July 30, 2012.
A jointly assisted project of LGU-Aparri, Department of Agriculture Regional Office 02 and National Food Authority Provincial Office of Cagayan, the structure is intended for use as a storage facility fro palay, corn and other farm products by the Northern Cagayan Seed Producers Cooperative (NCSPC).
Composed of seed producers from Northern Cagayan, the cooperative will be a great boost in helping farmers by providing quality seeds and at the same time as a buying station for agricultural products.
In line with the national government policy to ensure rice sufficiency through mechanization and adequate post harvest facilities, the Department of Agriculture Region 02 had also donated a Rice Harvester for use by the NCSPC. Aside from the warehouse the DA had also provided funds worth Php200,000.00 for the construction of a Palay Shed within the vicinity of the facility.
The inauguration ceremony in the midst of Typhoon Gener was attended by DAR Region 02 through Regional Technical Director Dr. Lorenzo Caranguian and Mayor Ismael V. Tumaru, M.D. of Aparri, Cagayan. Officers and members of NCSPC headed by Engineer Nestor Tolentino and Mr. Solomon Torres, NCSPC President and Manager respectively were gladdened by the presence and support of the two personalities.

TUGUEGARAO CITY, Cagayan (PIA) — This city’s “Pavvurulun Festival” set on August 8-16 will be highlighting the Ibanag culture, tradition, delicacies and hospitality.
In a press conference held at PIA office, city Councilor Perla Tumaliuan said several activities are lined up to the week-long celebration to make the city’s fiesta in real festive mood to entertain visitors from other towns, regions and even abroad who are expected to grace the occasion.
Part of the festival are the competitions on street dancing, drum and lyre, bicycle race, boat racing or bangkarera, “nuang” and “kabayu” karera or carabao and horse racing, piglet catching and the famous pansit festival.
Councilor Engelbert Caronan said the activities include a trade fair exhibit, which will highlight the local native food products, delicacies, furniture, decors and others not only from the city but also from other towns and cities in Region 2.
A cooking contest will be held on native "igado," pure pig meat menu, "sinanta" or noodle soup and "pinakufu," a sweet delicacy, all of Ibanag original menu, during the fiesta.
“It’s high time for us to promote our rich Ibanag culture as well as showcase our hospitality as they are our pride as the premier Ibanag city in the Philippines,” Caronan said.
The most awaited and the highlight of the city’s festival, councilor Ronald Ortiz said, is the competition on pancit eating, as Tuguegarao City is known of its "pansit batil-patung" noodles, with a "sunny side-up" egg on top and hot soup.

Camp Adduru—Director Rodrigo Purisima de Gracia commended his officers and members for making Regional Office 2 based in Tuguegarao City, the champion in the search for the best Police Regional Office.
“I am profoundly thankful to our Police Regional Office for it is through the consolidated efforts of every single personnel that brought us to this coveted pedestal,” he said. “We were named the best not solely because of the work of PRO2 leadership but because of ordinary men performing extraordinary work.”
Sixteen competed for top position with PRO2 obtaining the highest score in the latest Annual General Inspection-Operational Readiness Security Inspection Test and Evaluation held by the National Police Commission.
In Tacloban City, Chief Supt. Arnold Revilla, Region 8 director, turned over command to Chief Supt. Elmer Soria in rites officiated by Chief Supt. Jaime Calungsod of Integrated Police Operation for Visayas.
Soria praised his predecessor’s achievements in fighting illegal logging, gambling, mining and dangerous drugs since 2010.
In 2008, he served as the PRO-8 Comptroller and as deputy regional director for administration in the Cordillera Administrative Region.
Last year, President Benigno Aquino III promoted Soria along with other officials to include Chief Supt. Vicente Loot, present regional deputy director for administration.

TUGUEGARAO CITY, Cagayan, Aug 8 (PIA) -- Business permit in the city can be processed in a day once its Regulatory Simplification Project is completed this year.
Marife Villania, City Planning and Development officer, said the International Financial Corporation (IFC) has assisted Tuguegarao in simplifying its business registration process to increase local investments and create jobs.
Last year, IFC, in cooperation with the Local Government Academy and the Canadian International Development Agency (CIDA), streamlined the processes of four pilot Metro Manila cities.
She said that together with Tuguegarao, Pasig and Puerto Princesa, the IFC Investment Climate team is working with the DILG make cities more competitive in attracting private sector investments.
IFC and LGA are building the capacity of Tuguegarao to implement regulatory reforms that will reduce time, cost and steps required to start a business, particularly among small and medium-scale enterprises.
Mayor Delfin Ting said the city is confident that IFC’s assistance will boost business growth and development inTuguegarao.
“With the simplification of business registration processes, we expect more businesses to locate here and help create more jobs for the people and more prosperity to the city,” Ting said.
Supported by CIDA, IFC’s regulatory simplification project resulted in simpler, faster and less costly business permit and licensing processes and increased by an average of 30 percent the number of business registrations in the pilot cities of Metro Manila.
In a statement, IFC Resident Representative Jesse Ang said that with the partnership established between IFC and Tuguegarao LGU, it is expected that the city will draw more enterprises into the formal sector and promote more economic activities similar to what the simplification project has done in Metro Manila.
The LGA said that even before the enactment of the Local Government Code in 1992, Tuguegarao has been performing as a municipality.

Monday 6th of August 2012 TweetFacebookYahooEmailShareThis TUGUEGARAO CITY, Cagayan, Aug 6 (PIA) -- The successful implementation of the literacy program of this premier city of the Ibanags made it to the list of the five finalists in this year’s National Literacy Awards of the Department of Education.
Marife Villania, city planning and development officer, said the city is now competing with four other areas under the Component City category, which includes Malaybalay(Bukidnon), Alaminos (Pangasinan), Balayan (Bataan) and Tabaco (Albay).
The award cited the literacy program of Tuguegarao, which evolved from the need of coordinating development efforts and mobilizing people and resources to accelerate the rate of change in the city.
“Our vision is that by 2020, the city is literate with Tuguegaraoenos leading happy, productive lives and equipped with a range of skills and competencies-intellectual, emotional and behavioral,” Villania said.
The board of judges, who came over the weekend to conduct validation activities to the various literacy programs and projects and chaired by Dr. Emelyn Libunao of the Philippine Information Agency, expressed admiration over the achievement rate of high school students in the city.
“Your rate is impressive at 84.50 percent. The national rate is only 50 and above and most areas find it difficult to even past the 45 percent,” Dr.Mildred Ibe of the University of the Philippines-College of Education, another judge, said.
For school year 2010 to 2011, the completion rate for Tuguegarao students is placed at 90.55 percent and 71.97 percent for high school and elementary, respectively.
In the city, 99.52 percent of the elementary pupils are in school as against the drop-out percentage of only 0.16.
From a mere P5 million budget in 1988, Tuguegarao now boasts of P1.2 billion annual budget which allowed literacy program implementers to conduct 24 projects and programs considered as Best Practices in the city.
Meanwhile, City Mayor Delfin Ting told the evaluators, education has always been a priority since he was elected Mayor in 1988.

Aileen Torres, administrator, said the blood station will now cater to walk-in blood donors.
Torres said the newly installed blood station was generated through the initiatives and efforts of the chapter’s board of directors through the leadership of its chairman, 3rd district Congressman Randolph S. Ting.
She expressed gratitude to the new sets of officers of their active and serious generation of resources for the development of the chapter’s programs and projects in the province.
Cong. Ting said the installation of a blood station for blood-letting activities is only one of the projects that his administration as chapter chairperson wants to pursue.
“We are working for the renovation of PRC-Cagayan office. We will make a bigger one with hostel which can be likewise a form of income generation to continue our mandate of reaching out the needy people,” Ting said.
Earlier, Ting stated that they have procured rubber boats and some search and rescue equipments that are now being utilized during calamities and during the conduct of trainings in relation to disaster risk reduction and management.
The chapter has also conducted blood-letting which involved medical technology students of Cagayan State University and some walk-in blood donors.

Friday 27th of July 2012 TweetFacebookYahooEmailShareThis TUGUEGARAO CITY, July 27 (PIA) -- The municipalities of Penablanca and Baggao of Cagayan received the prestigious National Sandugo Award for their initiatives in conducting massive bloodletting activities in their towns.
The two were awarded in Manila for their exemplary performance and innovations in helping the blood services bureau to collect blood units for the patients of hospitals needing blood transfusion.
Excelsis de Leon, social welfare officer of Penablanca, said they keep conducting bloodletting activities and encouraging their constituents to donate blood. They go from one barangay to another to collect more units, in partnership with the North Luzon Blood Services Bureau.
De Leon also expressed gratitude to the individuals who participated in their regular bloodletting activities.
With or without award, she said they will continue the program. The two towns have been with the program for more than three years.

CALAYAN ISLANDS, Cagayan, July 30 (PIA) – If plans don’t miscarry, this beautiful islands off mainland Cagayan will soon have its own airport.
Vice-Mayor Florencio De Guzman, Jr. said the local government unit is now working for an P80-million assistance from the Department of Transportation and Communications (DOTC) to finance the proposed 1,200 meters runway airstrip project.
Earlier, Cagayan Governor Alvaro Antonio told PIA his administration will provide an additional P10 million once construction starts.
“We call it a community airport as it will only accommodate small planes,” De Guzman.
Located in Barangay Dadao, the airport is expected to play an important role in the tourism promotions of the town as it is in the barangay where Sibang Cove, the major tourist attraction of the island is located.
Sibang Cove, declared as one of the top three undiscovered destinations in the Philippines by the Women in Travel Group in 2008, boasts of a long stretch of whitesand beaches, a mountain whose naturally carved wall is best for rock climbing, and mountaineering activities and rock boulders along its beaches.
In spite of this natural beauty, however, the island’s tourism development lags behind those of other coastal municipalities because of its distance.
At present, an LGU-operated passenger-vessel, the MV Eagle Ferry which docks at Port San Vicente, Santa Ana, Cagayan services the islanders.
This is aside from two or three outrigger boats locally known as lampitaw which bring the islanders to Calayan from the port of Aparri and Claveria along the west coast of the province.
