Its capital is Tuguegarao City and is located at the northeastern corner of the island of Luzon. Cagayan also includes the Babuyan Islands to the north. Originally, the more numerous group were the Ibanags, who were first sighted by the Spanish explorers and converted to Christianity by missionaries. This is why the Ibanag language spread throughout the area prior to the arrival of Ilocanos. Aside from Ilocanos and Ibanags, Malauegs, Itawits, Gaddangs, groups of nomadic Aetas, as well as families of Ibatans who have assimilated into the Ibanag-Ilocano culture make Cagayan their home. More recently, a new group from the south, the Muslim Filipinos, have migrated to this province and have made a community for themselves. In addition to this, Tagalog-speaking people from the Southern Luzon have also settled in the area. Because of this influence from other majority groups like the Ilocano from the west and the Tagalog from the south, the smaller ethnic groups living in the valley could potentially go extinct. [edit] History In 1581, Captain Juan Pablo Careon came to Cagayan with one hundred fully-equipped soldiers with their families by order of Gonzalo Ronquillo de Peñaloza, the fourth Spanish Governor-General of the Philippines, to explore the Cagayan Valley and to force the conversion of the natives to Catholicism as well as to establish ecclesiastical missions and towns throughout the valley. This was the first batch of Spanish settlers in the Cagayan Valley who introduced Spanish culture and Latin civilization, subverting native culture, customs, and tradition. On June 29, 1583, Juan de Salcedo traced the northern coastline of Luzon and set foot on the Massi (Pamplona), Tular, and Aparri areas. The Spanish friars soon established mission posts in Camalaniugan and Lal-lo, which became the seat of Nueva Segovia established on August 14, 1595. The Spanish influence can still be seen in the massive churches and other buildings that the Spaniards built for the spiritual and social welfare of the people. With the Treaty of Paris was signed in 1898, ending the Spanish-American War, America took over the Philippines and influenced the culture, most notably in agriculture and education as well as in public works and communications. Developing Tuguegarao Together [edit] History [edit] Origin of Name There are several versions looming about the origin of the name of the city of Tuguegarao. One is the abundance of "tarrao" trees in the area. Another is "garrao" meaning swift current, possibly of the Pinacanauan River. Another is from the word "tuggui" meaning fire. Another recorded version is, the town was formerly called Twerao by the people of the northern towns. Still another is that the name Tuguegarao comes from two Ibanag words "tuggui" (fire) and "aggao" (day), possibly referring to a daytime fire that happened in the town. The most accepted version is the Ibanag reply to Spaniards, "Tuggui gari yaw." meaning "This used to be fire." or the town was carved out of the wilderness by clearing and burning. [2] This is the reason why the city is known to be "The Fire City". [edit] Founding of the Town Saints Peter & Paul Metropolitan CathedralIt was a small settlement, in terms of population but was big in territory until 1850s. It was governed as a barangay until the Spaniards gave it the status of mission pueblo established May 9, 1604, making it one of the political units of the province of Cagayan, which then included all the territory which later became the province of Isabela, Nueva Vizcaya and Quirino. As a mission-pueblo and with assigned encomenderos to Tuguegarao, the inhabitants were made to pay taxes in the form of poultry products and other foodstuffs. Resentment flared. The people of Tuguegarao revolted in 1605, killing the encomendero. Again, the people of Tuguegarao revolted in 1718 and then 1761 with a leader named Rivera. [edit] Tuguegarao in the 1980s and 1990s The year 1983 marked the quadricentennial celebration of the establishment of the Civil Government of the Province of Cagayan. In the week long celebration held in Tuguegarao, several Ministers visited the town and province. New barangays had been formed, so that by 1981, Tuguegarao had 49 barangays, 12 of which were urban. The late 1980s saw the gradual expansion of the urban core of Tuguegarao to the outlying barangays of Ugac, Caritan and Atulayan. With the fast rising prices of real estate in the Poblacion. Residents found it very profitable to sell their houses and lots in the Poblacion and to buy lots in the barangay surrounding the Poblacion, so that they would still be near the market, the schools, their offices and business, the church, the stores and recreation spots. By 1980, Tuguegarao had a population of 73,507. The increase in population could be attributed to various factors. One is the increasing peace and order problems in the other towns in the region, driving the people to Tuguegarao, which relatively is free of the insurgency problem with the visible presence of the military and due to the town's geographic location. Another factor is the presence of the schools, whose quality of education is highly comparable to that of Metropolitan Manila. Others come because of trade and industry. Another reason is the completion of the Maharlika Highway, which made Region 02 more accessible. Of very great consideration is the town's tremendous improvement in social services and infrastructure facilities since 1975. Tuguegarao's sky line has greatly changed over the years. In the 1980s and 1990s, there are multi-story buildings in the Poblacion, landscaped schools and homes, cable television, air-conditioned buses, jet flights, telegraph and telex services, door-to-door delivery services, domestic and overseas long-distance calls, luxurious social amenities and other trappings of a highly urbanized town. [edit] Further Development Buntun BridgeThe city developed gradually, then more rapidly after the provincial capital was transferred from Lallo, in 1839. It was occupied by American troops on December 12, 1899. During World War II, the city was captured by the Japanese on December 8, 1941, and its airfield was of some significance; the city and airfield were bombed by the US and Philippine regularly between January and May 1945. The Japanese had left by the time Filipino guerrillas helped by entering the town of the Philippine Commonwealth troops came in early June; the town was officially liberated on June 25, 1945. Tuguegarao was once the only first class municipality in the province of Cagayan. It has served as the provincial capital of Cagayan since 1893 because of the notable socio-economic progress of the town. In 1975, having adequate facilities and amenities aside from being the region's geographic center and having capabilities of serving as the administrative seat of government for the region, Tuguegarao was declared the regional capital of Region II (Cagayan Valley). The city also boasts colonial buildings like the Saints Peter and Paul Metropolitan Cathedral built in 1761 to 1766 under the supervision of the Spanish Dominicans who came to evangelize Cagayan Valley. The Diocese of Tuguegarao was created by Pope Pius X on December 6, 1911. The cathedral edifice suffered destruction during World War II and as a result lost its pipe organ, three wooden retablos, pulpit,wooden choir loft and the painted wooden ceiling all of which were approximately from the early 18th century. The old convent adjacent to the cathedral church was also razed to the ground during the war and was demolished to make way for a new one. The cathedral was rebuilt by the Belgian Mons. Constance Jurgens. The traditional ringing of the cathedral bells for the Angelus and during Mass is still being practiced today. The oldest brick structure is also found in the city. The Ermita de Piedra de San Jacinto dedicated to Saint Hyacinth is the first parochial building to be built by the Dominican fathers in Tuguegarao. The current structure is the latest in a process of rebuilding beginning in 1724 until 1892 when it was rebuilt after being destroyed in an earthquake. The chapel wasn't damaged during the war and as a result retains its original wooden retablo which dates back to the 18th century. Tuguegarao as a component city was affirmed in a plebiscite held on December 18, 1999, with Randolph Sera Ting as the first city mayor. As of July 2, 2007, Delfin Telan Ting (who was then a municipal mayor from 1988 to 1998) has been elected to become the 2nd city mayor. [edit] Pav-vurulun Festival Pav-vurulun Festival or dubbed as Araw ng Tuguegarao is celebrated from August 10-16. Pav-vurulun is an Ibanag word which means oneness (unity) or a sense of belongingness. It is in this context that Tuguegarao City annually celebrates its patronal fiesta. The week-long celebration is dubbed as a festival of activities. It is marked by parades, beauty contest, pancit eating contest, street dancing contest from the different schools of the city, sports fest, and trade fairs among others. Radio dzBB’s Carlo Mateo reported the Philippine Institute of Volcanology and Seismology (Phivolcs) indicated the latest aftershock occurred at 4:30 a.m. Monday. It said the 4:30 a.m. aftershock was measured at magnitude 4.8 but there was no initial report of damage or casualty. Phivolcs said the epicenter of Monday’s predawn aftershock was 72 km southwest of Cotabato City but was 594 km underground and was generally not felt. (SMC) is pursuing plans to increase its stake in two expressway projects in Northern Luzon. SMC president Ramon Ang told The STAR that they have an agreement with Private Infrastructure Development Corp., which is constructing the 88-kilometer, four-lane Tarlac-Pangasinan-La Union Toll Expressway (TPLUEP) project, to increase SMC’s stake in the company from the current 35 percent to 51 percent. PIDC is a consortium of companies, led by constructing giant DMCI Inc., that will undertake the $312.5-million tollway project. SMC, through Rapid Thoroughfares Inc., owns 35 percent of PIDC while DMCI has a 32-percent stake. Also part of the consortium are First Balfour Inc., DM Wenceslao and Associates Inc., CM Pancho Construction Inc., RD Policarpio and Co. Inc., JV Angeles Construction Corp., JE Manalo and Co. Inc., New Kanlaon Construction Inc., EEI Corp. and Rockford Development Corp. In a statement, the LCP National Executive Board said the time has come for the SC to rectify its mistake by changing or taking back its decision exempting the 16 new cities from a law that requires towns to have an annual income of P100 million to vie for cityhood. The 122-member league issued the statement as the SC is expected to rule on its motion for reconsideration in Tuesday’s full court session. Basically, the LCP was concerned that the existing cities would suffer a reduced share in the Internal Revenue Allotment – a subsidy given by the national government to local government units – with the creation of additional cities presumably with low income. The SC, in a close 6-4 vote, granted last December the second motion for reconsideration filed by the towns that lost their city status because of the high tribunal’s decision on November 18, 2008, which found their “cityhood laws” unconstitutional. As this is being written, the Senate has not yet elected its head, since Congress has not yet formally reopened. But that is a mere formality, because Enrile seems to have had the Senate presidency in the bag since the weekend. Right now, only a few stragglers have not been converted to the side of Enrile, who as late as two weeks ago wasn’t even in the running to retain his post in the previous Congress. And the man from Cagayan, now into his fifth decade of practicing politics at the very highest levels, didn’t even break a sweat to get his old post back. Indeed, all Enrile had to do was stay at home and wait for the senators to come to him, asking that he stay on as Senate head, when it became apparent that the people who wanted the position could not gather the 13 votes necessary to win it. And with would-be rivals Francis Pangilinan and Manuel Villar failing to even come close to rounding up a majority, the presidency—as Enrile may or may not have planned all along—sort of just fell on the old man’s lap. Pangilinan gave up the ghost only last Sunday, bitterly accepting that the senators had gone their own way and could not unite under him. In the end, even Lito Lapid—who reportedly tried to sell his vote to Kiko in exchange for the Liberal senator working to retain Lapid’s son as head of the tourism authority—bailed on Pangilinan and would likely throw his support for Enrile. As for his Liberal partymates and early non-LP supporters, Pangilinan must have had them in mind when he accused unnamed colleagues of “political maneuverings and posturing.” The maneuverings must have included visits of the senators supposedly backing Kiko to Enrile’s home and offering to keep the Cagayan senator as head of the chamber. Pangilinan said “political realities and developments” and a need to end “disunity” in the Senate were the reasons why he was no longer seeking the Senate presidency. Almost everyone else agrees that the real reason is a realization that, because he has now lost the support even of his handful of partymates, Pangilinan stepped aside because he could not bear the thought of a lopsided defeat at the hands of Enrile, who had even endorsed Kiko’s bid to replace him. In the end, the only senator backing Kiko’s campaign apart from Kiko himself was Miriam Defensor Santiago, who announced that she was voting for Pangilinan if Villar was no longer seeking the post. And it is doubtful if Pangilinan would find any comfort in Santiago’s support, given that it was offered only because of Miriam’s ongoing feud with Enrile and not because of anything Kiko has done to impress the feisty Ilongga lawmaker. But some believe that perhaps Pangilinan should have continued the fight anyway. By backing away, they say, he is now quickly developing the unenviable reputation of a political segurista who will go into battle only if he is assured of victory. A lot of people still remember how Kiko sought the vice presidential slot of the Liberal Party, as the running mate of Noynoy Aquino. To this day—and especially since the defeat of Mar Roxas to Jejomar Binay—some Liberal insiders still believe that Pangilinan should have insisted on running with Noynoy and not have given way to Mar. We will never know how Kiko would have fared against Binay, of course, since Pangilinan never jumped into the fray after declaring his intentions. But it says something about Kiko that he has now cut and run the last two times that he was supposed to have been a major contender. * * * As for Villar, the motivation for his withdrawal from the race apart from the one he has in common with Pangilinan —of impending defeat—is his fear of the revival of the C-5 issue in the new Senate. Villar and his Nacionalista Party colleagues understand that securing the Senate presidency would be in vain, if it means that the defeated presidential candidate will once again be at the mercy of senators (Enrile included) who will seek to rehash the issue every chance they get. On the other hand, if Enrile can be persuaded to drop the probe as retained Senate head, in exchange for the NP votes that will secure a clear majority for him, then why not? It was telling that Enrile declared—shortly after reports started coming out that he would probably be voted back to the Senate presidency—that he wanted the C-5 investigation archived. Enrile had received visits at his home not only from the Senate’s pro-Villar bloc but also from Villar himself, whom Enrile had criticized often in the previous Congress because of the Senate president’s support for Joseph Estrada. While Enrile made it perfectly clear that he never sought the support of Villar or any other senator to stay on as president, he has also been a lot more conciliatory with his NP colleague, saying that the C-5 investigation need no longer be pursued because many of the senators who wanted to get Villar using the issue were no longer in the Senate. Villar apparently wanted Enrile to be happy. And Enrile appears to have promised to make Villar happy, in return. So the Senate—once stalemated by its division into at least three major factions, including the “undecideds” and the so-called “Magnificents” of Edgardo Angara—seems to have chosen the one senator who did not really seek the chamber’s presidency. And practically all of them begged him to head the chamber up one more time, if he could find it in his heart to do so. And if that isn’t a game plan dreamed up and executed by Yoda the Jedi Master, then it’s got to be pretty close. All of which probably explains why any serious student of Philippine politics would do well to devote a lot of time looking into the life of Juan Ponce Enrile. The 86-year-old senator remains on top of the political game ever since he became Ferdinand Marcos’ personal lawyer in 1964—and he shows absolutely no signs of slowing down.They don’t make them like Enrile anymore. And, surveying the current crop of our politicians, it looks like they won’t be making them like him again for a long time to come. Bicarme Tuguegarao City (July 27) -- In move to showcase the culture of the Ibanag people, the Regional Development Council has approved the endorsement of the RGC Management Committee for the use of the Ibanag dialect to name nine streets in the Regional Government Center (RGC). The Ibanag dialect has been chosen being the dialect of Tuguegarao City, the host locality. In the RDC resolution number 2-31-2010, it stated that the names of the nine streets in the RGC will be preceded by the Ibanag term for road which is "dalan." The nine roads are as follows: Dalan na Pagayaya, Dalan na Pavvurulun, Dalan na Pappabalo, Dalan na Paccorofun, Dalan na Angicacua, Dalan na Imammo, Dalan na Marayao, Dalan na Malappo and Dalan na Matunung. The offices located at Dalan na Pagayaya are DepEd, CVMC, DSWD, CVHPP, NTC, Sports Complex, CDA, GSIS, BSP, HDMF, BIR, LBP, DA (BAS), DENR-LMB, DA-NMIS, DENR-FMB, DFA, DENR-MGB, SSS and CEZA.
