The band will be having its concert here in 2gue on Aug. 16 in celebration of the Patronal City Fiesta of Tuguegarao. Location will be at the Bonifacio St. infront of the Mall of the Valley.

Cagayan (Filipino:Kahayan) is a province of the Philippines in the Cagayan Valley region in Luzon. Its capital is Tuguegarao City and is located at the northeastern corner of the island of Luzon. Cagayan also includes the Babuyan Islands to the north. The province borders Ilocos Norte and Apayao to the west, and Kalinga and Isabela to the south. Cagayan province is distinct from the city in Mindanao named Cagayan de Oro, and is far away from Cagayancillo of Palawan or Cagayan de Tawi-Tawi Island in the Sulu Sea.

Present day chroniclers say that the name was derived from the word “tagay,” a kind of plant that grows abundantly in the northern part of the province. Thus, “Catagayan” which means a place where the tagay grows abundantly was shortened to “Cagayan,” the present name of the province.

The majority of people living in Cagayan are of Ilocano descent, mostly from migrants coming from the Ilocos Region. Originally, the more numerous group were the Ibanags, who were first sighted by the Spanish explorers and converted to Christianity by missionaries. This is why the Ibanag language spread throughout the area prior to the arrival of Ilocanos.

Aside from Ilocanos and Ibanags, Malauegs, Itawits, Gaddangs, groups of nomadic Aetas, as well as families of Ibatans who have assimilated into the Ibanag-Ilocano culture make Cagayan their home. More recently, a new group from the south, the Muslim Filipinos, have migrated to this province and have made a community for themselves. In addition to this, Tagalog-speaking people from the Southern Luzon have also settled in the area. Because of this influence from other majority groups like the Ilocano from the west and the Tagalog from the south, the smaller ethnic groups living in the valley could potentially go extinct.

Agricultural products are rice, corn, peanut, beans, and fruits. Livestock products include cattle, hogs, carabaos, and poultry. Fishing various species of fish from the coastal towns is also undertaken. Woodcraft furniture made of hardwood, rattan, bamboo, and other indigenous materials are also available in the province.

The province is bounded by the Pacific Ocean on the east; on the south by Isabela province; on the west by the Cordillera Mountains; and on the north by the Balintang Channel and the Babuyan Group of Islands. About two kilometers from the northeastern tip of the province is the island of Palaui; a few kilometers to the west is Fuga Island. The Babuyan Group of Islands, which includes Calayan, Dalupiri, Camiguin, and Babuyan Claro, is about 60 nautical miles (110 km) north of Luzon mainland.

The province comprises an aggregate land area of 9,002.70 square kilometers, which constitutes three percent of the total land area of the country, making it the second largest province in the region.

In 1581, Captain Juan Pablo Careon came to Cagayan with one hundred fully-equipped soldiers with their families by order of Gonzalo Ronquillo de Peñaloza, the fourth Spanish Governor-General of the Philippines, to explore the Cagayan Valley and to force the conversion of the natives to Catholicism as well as to establish ecclesiastical missions and towns throughout the valley. This was the first batch of Spanish settlers in the Cagayan Valley who introduced Spanish culture and Latin civilization, subverting native culture, customs, and tradition.

On June 29, 1583, Juan de Salcedo traced the northern coastline of Luzon and set foot on the Massi (Pamplona), Tular, and Aparri areas. The Spanish friars soon established mission posts in Camalaniugan and Lal-lo, which became the seat of Nueva Segovia established on August 14, 1595. The Spanish influence can still be seen in the massive churches and other buildings that the Spaniards built for the spiritual and social welfare of the people.

With the Treaty of Paris was signed in 1898, ending the Spanish-American War, America took over the Philippines and influenced the culture, most notably in agriculture and education as well as in public works and communications. At the close of the 18th century, there were 29 municipalities in the province of Cagayan. When the Philippines came under American sovereignty in 1902, 35 municipalities have been founded. Since then, however, on account of the tendency at centralization and shifting of population as a result of the opening of roads and public agricultural lands, only 29 municipalities now remain.

Founded in 1942, the Japanese Imperial forces entered in Cagayan.

In 1945, the combined United States & Philippine Commonwealth ground troops together with the recognized guerrillas taked in Cagayan by the attack from the Japanese troops during the liberated in Cagayan province was under the Filipino soldiers of the 2nd, 11th and 12th Infantry Division of the Philippine Commonwealth Army and the 11th Infantry Regiment of the United States Armed Forces in the Philippines - Northern Luzon or USAFIP-NL from the Battle of Cagayan Valley during the Second World War.

Tuguegarao City is a 1st class city in the province of Cagayan, Philippines. It is the City Capital of Cagayan, Region's education and commercial center and the Regional Capital of Region 2. It is located on a peninsula in the Cagayan Valley. It is sheltered by the Sierra Madre Mountains in the East; Cordilleras in the West; and, the Caraballo Mountains in the South. It grew on the banks of the Cagayan River and the Pinacanauan River, near the southern border of the province.

Envisioned to be the City of Excellence for Education, Commerce, Trade and Culture and as the Economic Center of Region 02, Tuguegarao City continuously aims for outstanding performance and competence in administration, citizen participation, community and economic development, cultural arts, education, fiscal management, infrastructure, intergovernmental cooperation, planning, public safety, recreation and leisure services, social services, and technology.

The current population is 129,539 as of the 2007 Census. Most people are Ybanags, Ilocanos, Tagalogs, Itawis, Pampangos and other ethniticities. Some are also of Chinese and Hindu descent.

The highest recorded temperature in the Philippines and of the Western Pacific Region was in Tuguegarao on April 29, 1912 at 42.2°C (108°F)[1]. Average temperature during March and April is 38°C, one of the highest in the country for years.

The Former Senator Eulogio Balao is a native of this city.

[edit] Origin of Name
There are several versions looming about the origin of the name of the city of Tuguegarao. One is the abundance of "tarrao" trees in the area. Another is "garrao" meaning swift current, possibly of the Pinacanauan River. Another is from the word "tuggui" meaning fire. Another recorded version is, the town was formerly called Twerao by the people of the northern towns. Still another is that the name Tuguegarao comes from two Ibanag words "tuggui" (fire) and "aggao" (day), possibly referring to a daytime fire that happened in the town. The most accepted version is the Ibanag reply to Spaniards, "Tuggui gari yaw." meaning "This used to be fire." or the town was carved out of the wilderness by clearing and burning. [2] This is the reason why the city is known to be "The Fire City".

[edit] Founding of the Town

Saints Peter & Paul Metropolitan CathedralIt was a small settlement, in terms of population but was big in territory until 1850s. It was governed as a barangay until the Spaniards gave it the status of mission pueblo established May 9, 1604, making it one of the political units of the province of Cagayan, which then included all the territory which later became the province of Isabela, Nueva Vizcaya and Quirino.

As a mission-pueblo and with assigned encomenderos to Tuguegarao, the inhabitants were made to pay taxes in the form of poultry products and other foodstuffs. Resentment flared. The people of Tuguegarao revolted in 1605, killing the encomendero. Again, the people of Tuguegarao revolted in 1718 and then 1761 with a leader named Rivera.

[edit] Tuguegarao in the 1980s and 1990s
The year 1983 marked the quadricentennial celebration of the establishment of the Civil Government of the Province of Cagayan. In the week long celebration held in Tuguegarao, several Ministers visited the town and province.

New barangays had been formed, so that by 1981, Tuguegarao had 49 barangays, 12 of which were urban. The late 1980s saw the gradual expansion of the urban core of Tuguegarao to the outlying barangays of Ugac, Caritan and Atulayan. With the fast rising prices of real estate in the Poblacion. Residents found it very profitable to sell their houses and lots in the Poblacion and to buy lots in the barangay surrounding the Poblacion, so that they would still be near the market, the schools, their offices and business, the church, the stores and recreation spots.

By 1980, Tuguegarao had a population of 73,507. The increase in population could be attributed to various factors. One is the increasing peace and order problems in the other towns in the region, driving the people to Tuguegarao, which relatively is free of the insurgency problem with the visible presence of the military and due to the town's geographic location. Another factor is the presence of the schools, whose quality of education is highly comparable to that of Metropolitan Manila. Others come because of trade and industry. Another reason is the completion of the Maharlika Highway, which made Region 02 more accessible. Of very great consideration is the town's tremendous improvement in social services and infrastructure facilities since 1975.

Tuguegarao's sky line has greatly changed over the years. In the 1980s and 1990s, there are multi-story buildings in the Poblacion, landscaped schools and homes, cable television, air-conditioned buses, jet flights, telegraph and telex services, door-to-door delivery services, domestic and overseas long-distance calls, luxurious social amenities and other trappings of a highly urbanized town.

Buntun BridgeThe city developed gradually, then more rapidly after the provincial capital was transferred from Lallo, in 1839. It was occupied by American troops on December 12, 1899.

During World War II, the city was captured by the Japanese on December 8, 1941, and its airfield was of some significance; the city and airfield were bombed by the US and Philippine regularly between January and May 1945. The Japanese had left by the time Filipino guerrillas helped by entering the town of the Philippine Commonwealth troops came in early June; the town was officially liberated on June 25, 1945.

Tuguegarao was once the only first class municipality in the province of Cagayan. It has served as the provincial capital of Cagayan since 1893 because of the notable socio-economic progress of the town. In 1975, having adequate facilities and amenities aside from being the region's geographic center and having capabilities of serving as the administrative seat of government for the region, Tuguegarao was declared the regional capital of Region II (Cagayan Valley).

The city also boasts colonial buildings like the Saints Peter and Paul Metropolitan Cathedral built in 1761 to 1766 under the supervision of the Spanish Dominicans who came to evangelize Cagayan Valley. The Diocese of Tuguegarao was created by Pope Pius X on December 6, 1911. The cathedral edifice suffered destruction during World War II and as a result lost its pipe organ, three wooden retablos, pulpit,wooden choir loft and the painted wooden ceiling all of which were approximately from the early 18th century. The old convent adjacent to the cathedral church was also razed to the ground during the war and was demolished to make way for a new one. The cathedral was rebuilt by the Belgian Mons. Constance Jurgens. The traditional ringing of the cathedral bells for the Angelus and during Mass is still being practiced today. The oldest brick structure is also found in the city. The Ermita de Piedra de San Jacinto dedicated to Saint Hyacinth is the first parochial building to be built by the Dominican fathers in Tuguegarao. The current structure is the latest in a process of rebuilding beginning in 1724 until 1892 when it was rebuilt after being destroyed in an earthquake. The chapel wasn't damaged during the war and as a result retains its original wooden retablo which dates back to the 18th century.

Tuguegarao as a component city was affirmed in a plebiscite held on December 18, 1999, with Randolph Sera Ting as the first city mayor. As of July 2, 2007, Delfin Telan Ting (who was then a municipal mayor from 1988 to 1998) has been elected to become the 2nd city mayor.

Pav-vurulun Festival or dubbed as Araw ng Tuguegarao is celebrated from August 10-16. Pav-vurulun is an Ibanag word which means oneness (unity) or a sense of belongingness. It is in this context that Tuguegarao City annually celebrates its patronal fiesta. The week-long celebration is dubbed as a festival of activities. It is marked by parades, beauty contest, pancit eating contest, street dancing contest from the different schools of the city, sports fest, and trade fairs among others.

MANILA, Philippines -- A survivor of many political wars is keeping his grip on the Senate presidency, after all.

Earlier thought to be on his way out, reelected Senator Juan Ponce Enrile clinched the Senate leadership Sunday night by obtaining the support of 21 senators -- a powerful majority in the 23-member upper chamber of Congress.

Senators said the 86-year-old lawmaker from Cagayan :) was assured of his continued hold on his position following a series of meetings and sudden developments during the weekend.

The most dramatic was Sunday’s last-minute announcement by Senator Francis Pangilinan, the erstwhile candidate of Malacañang, that he was withdrawing from the Senate presidential race in order to unify the chamber.

“It’s a truly united Senate,” Senator Edgardo Angara told the Philippine Daily Inquirer, saying that all blocs in the chamber have come together to support Enrile as their chief.

It was the second time in the Senate’s recent history that all parties and blocs have backed a common leader, Angara said.

Curiously, both cases involved Enrile and both happened while an Aquino was at the country’s helm -- the first during the presidency of the late Corazon Aquino and now, during the rule of her son, Benigno “Noynoy” Aquino III.

“In the first Aquino administration, it was Senator Enrile who was the lone minority member in the Senate. Now under the second Aquino administration, he is the head of the unity Senate,” Angara said.

“He [Enrile] has come full circle,” he added.

In a phone interview, Angara credited the sudden turn of events to efforts of the Liberal Party (LP), Nacionalista Party (NP) of Sen. Manuel Villar Jr., and other blocs -- including Angara’s -- to come together and agree on a Senate President by the time the 15th Congress opens this Monday.

Phivolcs: More than 250 aftershocks after Mindanao quake

More than 250 aftershocks rocked Mindanao following a magnitude-6.9 quake that rocked the Moro Gulf area last Saturday, state seismologists said Monday.

Radio dzBB’s Carlo Mateo reported the Philippine Institute of Volcanology and Seismology (Phivolcs) indicated the latest aftershock occurred at 4:30 a.m. Monday.

It said the 4:30 a.m. aftershock was measured at magnitude 4.8 but there was no initial report of damage or casualty.

Phivolcs said the epicenter of Monday’s predawn aftershock was 72 km southwest of Cotabato City but was 594 km underground and was generally not felt.

At least 253 aftershocks were recorded during the weekend, including a magnitude-5.4 quake at 12:21 p.m. Sunday, and magnitude-5.5 temblor at 4:18 p.m. Sunday.

Residents in the Moro Gulf area were jolted awake last Saturday when a magnitude-6.9 quake hit. Several aftershocks followed the quake, even as Phivolcs allayed fears of a tsunami. (See: Magnitude-6.9 quake, aftershock jolt Mindanao — Phivolcs)

Meanwhile, Phivolcs said a magnitude-4 quake rocked parts of northern Luzon last Sunday. It said the quake was recorded at 1:01 p.m. and was tectonic in origin.

It said the epicenter was 15 km northeast of Tabuk in Kalinga, and was felt at Intensity III in Callao, Tuguegarao, Cagayan.

No damage or aftershock was expected from the quake, Phivolcs said.

Phivolcs also recorded a magnitude-4.7 quake in northern Luzon Sunday night, dzBB reported.

The magnitude-4.7 quake was recorded at 7:22 p.m., with the epicenter traced to 69 km northeast of Lingayen. It was felt at Intensity III in Dagupan City. — RSJ, GMANews.TV

Ateneo de Tuguegarao

The Ateneo de Tuguegarao was a former Jesuit College in Tuguegarao City, Cagayan, Philippines. It was established in 1938 as the Cagayan Valley Atheneum and was renamed Ateneo de Tuguegarao in 1945 after control of the school was handed over to the Society of Jesus. (1945 is the recognized establishment date as a Jesuit school).
1938, Filipinos who identified the title "Ateneo" with a Jesuit school and who knew the Latin parent, if not the meaning, of the word, were surprised and even disturbed that a new school was opening in Northern Luzon under the title of Cagayan Valley Atheneum -- not conducted by the Jesuits.

The Cagayan Valley Atheneum was founded by the Most Reverend Constancio Jurgens, C.I.C.M., bishop of Tuguegarao. From its foundation in 1938 until the war, it was housed in ample buildings adjoining the Cathedral of Tuguegarao. The buildings were destroyed by the Philippine Commonwealth forces against the Japanese in 1945 and the school reopened in a temporary structure of Nipa and sawali erected in the patio of the pre-war compound. Shortly after its reopening during the school year 1945-1946, the Atheneum was committed by Bishop Jurgens to the direction of the Society of Jesus, and during 1949-1950 complete jurisdiction was transferred to the Society, due to the plight of the C.I.C.M. missonaries after the war. In October 1950, the school was moved to a new site in the southwest section of Tuguegarao. Two buildings were completed in time for occupancy before the second semester of 1950-51—Loyola Hall, containing classrooms, laboratories, libraries and students' chapel, and Xavier Hall, with Fathers' quarters and students dormitory and study hall. A third building, Bellarmine Hall, was completed shortly after the beginning of the semester and used for boarders' dining room. In 1953, an Administration building was completed.

The Ateneo de Tuguegarao had no Grade School nor was there co-education in any department. A college department was added to the High School in June 1947. Until 1953 it had only a two-year Pre-Law course and a two-year Commerce course. In 1953, government recognition of the full four-year Commerce was obtained.

It was a small school, and the collegiate offerings were limited to Pre-Law and Commerce courses. (During the past few years, the college student body was almost equally divided into Pre-Law and Commerce students.) The courses have been chosen with regard for local circumstances. The Commerce sources would prepare the students for local business enterprises. Many of the Pre-Law students went to a law school in Manila and were encouraged by the Ateneo to attend a law school under Catholic auspices, for which, as the records of Ateneo de Tuguegarao pre-law students showed, they have received a solid foundation. Approximately fifty percent of the High School graduates go on to college; of these approximately two thirds to Manila, while others continue at the Ateneo de Tuguegarao.

The Rev. Leo McGovern, S.J. was the first Jesuit Director of the Ateneo de Tuguegarao. He was succeeded in January 1947 by the Rev. Walter F. Hyland, S.J. who remained as Director until July 1948 when the Rev. Ralph M. O'Neill, S.J. was appointed Vice Rector. Father O'Neill became Rector in September 1951, until succeeded in that office in 1952 by the Rev. Rosalino Pascua, S.J. Father Pascua is to be reckoned among the "noteworthy features" of the Ateneo de Tuguegarao, for he had been active in the school since the Jesuits first came in 1946.

The school was closed in 1962 when the Jesuits left the Ateneo de Tuguegarao.

Many years later, the school was owned again by the CICM and became University of Saint Louis Tuguegarao.

Approximately fifty percent of the High School graduates go on to college; of these approximately two thirds to Manila, while others continue at the Ateneo de Tuguegarao.

The Rev. Leo McGovern, S.J. was the first Jesuit Director of the Ateneo de Tuguegarao. He was succeeded in January 1947 by the Rev. Walter F. Hyland, S.J. who remained as Director until July 1948 when the Rev. Ralph M. O'Neill, S.J. was appointed Vice Rector. Father O'Neill became Rector in September 1951, until succeeded in that office in 1952 by the Rev. Rosalino Pascua, S.J. Father Pascua is to be reckoned among the "noteworthy features" of the Ateneo de Tuguegarao, for he had been active in the school since the Jesuits first came in 1946.

The school was closed in 1962 when the Jesuits left the Ateneo de Tuguegarao.

Many years later, the school was owned again by the CICM and became University of Saint Louis Tuguegarao.

North Luzon East Expressway

he North East Luzon Expressway is a 6 to 4-lane, 456-kilometer, limited-access toll expressway that is currently under construction on the island of Luzon in the Philippines. The construction involves 3 stages and will be the country's longest tollway when the expressway becomes fully-operational.

The first leg of the expressway will begin in Quezon City in Metro Manila and from there it will be called the "La Mesa Parkways" and will be developed by Ausphil Tollways Corporation. This will be divided into three stages:

* Stage 1 will be a 6-lane tollway beginning from Commonwealth Avenue in Barangay Balara, Quezon City to Norzagaray, Bulacan.
* Stage 2 will be a 6-lane tollway from Norzagaray, Bulacan to Gapan, Nueva Ecija

The entire cost of this segment is P 7.8 billion pesos ($190,243,902.44).

The proposed project involves a new concept or technology called the "Water Sensitive Urban Tollway," and will be developed in two (2) stages terminating at the Baliwag Junction to service the Nueve Ecija / Cagayan Valley traffic load. The proposed project will include the construction of wetlands and roadway system that will integrate the drainage of rainwater from the tollways to the collection and swale system filtration, which is compliant with the 1971 RAMSAR Convention on Wetlands and Philippine Environmental laws. The process involves the collection of rainwater in patented structures to be introduced within the tollways and the filtration of the collected rainwater utilizing wetland plan enzymes to remove pollutants from the swale filtered water. The integration of the wetlands and roadways in the project shall have favorable impact on the environment while producing 10.2 million cubic meters to the La Mesa Reservoir. The system, developed and used extensively in Australia and in the United States, shall be pioneered by Ausphil Tollways Corporation in the Philippines.

The first stage of the provincial segment of the expressway will be divided into several segments of the road:

* The first phase— a 22-km two-lane toll road from Guiguinto to San Rafael, Bulacan, this phase will cost at least P3 billion. From there, it will meet the expressway from Quezon City.
* There were no cost estimates yet for the second state (34 km from San Leonardo to Cabanatuan City, both in the province of Nueva Ecija)

San Miguel eyes higher stake in 2 North Luzon tollway projects

MANILA, Philippines – As part of its bid to be one of the biggest players in the tollway business, diversifying conglomerate San Miguel Corp. (SMC) is pursuing plans to increase its stake in two expressway projects in Northern Luzon.

SMC president Ramon Ang told The STAR that they have an agreement with Private Infrastructure Development Corp., which is constructing the 88-kilometer, four-lane Tarlac-Pangasinan-La Union Toll Expressway (TPLUEP) project, to increase SMC’s stake in the company from the current 35 percent to 51 percent.

PIDC is a consortium of companies, led by constructing giant DMCI Inc., that will undertake the $312.5-million tollway project. SMC, through Rapid Thoroughfares Inc., owns 35 percent of PIDC while DMCI has a 32-percent stake.

Also part of the consortium are First Balfour Inc., DM Wenceslao and Associates Inc., CM Pancho Construction Inc., RD Policarpio and Co. Inc., JV Angeles Construction Corp., JE Manalo and Co. Inc., New Kanlaon Construction Inc., EEI Corp. and Rockford Development Corp.

Originally named the Subic-Clark Tarlac Expressway Extension Project (SCTEX2), TPLUEP involves the construction of a four-lane elevated expressway from Tarlac to Rosario, La Union, passing through Tarlac City/La Paz-Victoria-Gerona-Paniqui-Moncada in Tarlac province; San Manuel-Carmen-Urdaneta-Binalonan-Pozorrubio-Sison in Pangasinan province; and Rosario in La Union province. It also includes two bridges crossing Agno and Bued Rivers totaling 3.66 kilometers and 12 interchanges.

The project is expected to be completed by 2013. Ang said during the interview that the project is on schedule but it can still be accelerated.

Earlier, he noted that the North to Central Luzon stretch is a potentially dynamic industrial corridor and the proposed expressway will make it easier and more cost effective to move goods and people from one point of Luzon to another.

Meanwhile, Ang also revealed that SMC is in talks to acquire up to 67 percent stake in Ausphil Tollways Corp., a Filipino-Australian consortium that is the main project proponent for the North Luzon East Expressway (NLEE) project. At present, SMC has a minority stake in Ausphil.

Ang said the NLEE will begin as soon as the documentation is finished. The NLEE will extend from Commonwealth Avenue in Quezon City to as far north as Tuguegarao in Cagayan province. It is an unsolicited build-operate-transfer project for the development, financing, operation and maintenance of the toll concession corridor. NLEE has been designated as an official toll road project by the Toll Regulatory Board (TRB).

Cityhood of 16 towns nixedBy EDMER F. PANESAJuly 26, 2010, 6:21pmThe League of Cities of the Philippines (LCP) on Monday made a last-ditch effort to convince the Supreme Court (SC) to reverse its December 22, 2009 ruling that declared as valid and constitutional 16 new republic acts converting 16 towns into cities.

In a statement, the LCP National Executive Board said the time has come for the SC to rectify its mistake by changing or taking back its decision exempting the 16 new cities from a law that requires towns to have an annual income of P100 million to vie for cityhood.

The 122-member league issued the statement as the SC is expected to rule on its motion for reconsideration in Tuesday’s full court session.

Basically, the LCP was concerned that the existing cities would suffer a reduced share in the Internal Revenue Allotment – a subsidy given by the national government to local government units – with the creation of additional cities presumably with low income.

The SC, in a close 6-4 vote, granted last December the second motion for reconsideration filed by the towns that lost their city status because of the high tribunal’s decision on November 18, 2008, which found their “cityhood laws” unconstitutional.

The 16 towns converted into cities under various Republic Acts are Baybay in Leyte; Bogo in Cebu; Catbalogan in Samar; Tandag in Surigao del Sur; Borongan in Eastern Samar; Tayabas in Quezon; Lamitan in Basilan; Tabuk in Kalinga; Bayugan in Agusan del Sur; Batac in Ilocos Norte; Mati in Davao Oriental; Guihulngan in Negros Oriental; Cabadbaran in Agusan del Norte; Carcar in Cebu; El Salvador in Misamis Oriental; and Naga in Cebu.

To those who still do not believe that Senator Juan Ponce Enrile is the Yoda of Philippine politics, Manong Johnny seems to have dedicated his latest feat: How to secure the Senate presidency by staying at home and not really trying.
As this is being written, the Senate has not yet elected its head, since Congress has not yet formally reopened. But that is a mere formality, because Enrile seems to have had the Senate presidency in the bag since the weekend.

Right now, only a few stragglers have not been converted to the side of Enrile, who as late as two weeks ago wasn’t even in the running to retain his post in the previous Congress. And the man from Cagayan, now into his fifth decade of practicing politics at the very highest levels, didn’t even break a sweat to get his old post back.

Indeed, all Enrile had to do was stay at home and wait for the senators to come to him, asking that he stay on as Senate head, when it became apparent that the people who wanted the position could not gather the 13 votes necessary to win it. And with would-be rivals Francis Pangilinan and Manuel Villar failing to even come close to rounding up a majority, the presidency—as Enrile may or may not have planned all along—sort of just fell on the old man’s lap.

Pangilinan gave up the ghost only last Sunday, bitterly accepting that the senators had gone their own way and could not unite under him. In the end, even Lito Lapid—who reportedly tried to sell his vote to Kiko in exchange for the Liberal senator working to retain Lapid’s son as head of the tourism authority—bailed on Pangilinan and would likely throw his support for Enrile.

As for his Liberal partymates and early non-LP supporters, Pangilinan must have had them in mind when he accused unnamed colleagues of “political maneuverings and posturing.” The maneuverings must have included visits of the senators supposedly backing Kiko to Enrile’s home and offering to keep the Cagayan senator as head of the chamber.

Pangilinan said “political realities and developments” and a need to end “disunity” in the Senate were the reasons why he was no longer seeking the Senate presidency. Almost everyone else agrees that the real reason is a realization that, because he has now lost the support even of his handful of partymates, Pangilinan stepped aside because he could not bear the thought of a lopsided defeat at the hands of Enrile, who had even endorsed Kiko’s bid to replace him.

In the end, the only senator backing Kiko’s campaign apart from Kiko himself was Miriam Defensor Santiago, who announced that she was voting for Pangilinan if Villar was no longer seeking the post. And it is doubtful if Pangilinan would find any comfort in Santiago’s support, given that it was offered only because of Miriam’s ongoing feud with Enrile and not because of anything Kiko has done to impress the feisty Ilongga lawmaker.

But some believe that perhaps Pangilinan should have continued the fight anyway. By backing away, they say, he is now quickly developing the unenviable reputation of a political segurista who will go into battle only if he is assured of victory.

A lot of people still remember how Kiko sought the vice presidential slot of the Liberal Party, as the running mate of Noynoy Aquino. To this day—and especially since the defeat of Mar Roxas to Jejomar Binay—some Liberal insiders still believe that Pangilinan should have insisted on running with Noynoy and not have given way to Mar.

We will never know how Kiko would have fared against Binay, of course, since Pangilinan never jumped into the fray after declaring his intentions. But it says something about Kiko that he has now cut and run the last two times that he was supposed to have been a major contender.

As for Villar, the motivation for his withdrawal from the race apart from the one he has in common with Pangilinan —of impending defeat—is his fear of the revival of the C-5 issue in the new Senate. Villar and his Nacionalista Party colleagues understand that securing the Senate presidency would be in vain, if it means that the defeated presidential candidate will once again be at the mercy of senators (Enrile included) who will seek to rehash the issue every chance they get.

On the other hand, if Enrile can be persuaded to drop the probe as retained Senate head, in exchange for the NP votes that will secure a clear majority for him, then why not? It was telling that Enrile declared—shortly after reports started coming out that he would probably be voted back to the Senate presidency—that he wanted the C-5 investigation archived.

Enrile had received visits at his home not only from the Senate’s pro-Villar bloc but also from Villar himself, whom Enrile had criticized often in the previous Congress because of the Senate president’s support for Joseph Estrada. While Enrile made it perfectly clear that he never sought the support of Villar or any other senator to stay on as president, he has also been a lot more conciliatory with his NP colleague, saying that the C-5 investigation need no longer be pursued because many of the senators who wanted to get Villar using the issue were no longer in the Senate.

Villar apparently wanted Enrile to be happy. And Enrile appears to have promised to make Villar happy, in return.

So the Senate—once stalemated by its division into at least three major factions, including the “undecideds” and the so-called “Magnificents” of Edgardo Angara—seems to have chosen the one senator who did not really seek the chamber’s presidency. And practically all of them begged him to head the chamber up one more time, if he could find it in his heart to do so.

And if that isn’t a game plan dreamed up and executed by Yoda the Jedi Master, then it’s got to be pretty close.

All of which probably explains why any serious student of Philippine politics would do well to devote a lot of time looking into the life of Juan Ponce Enrile. The 86-year-old senator remains on top of the political game ever since he became Ferdinand Marcos’ personal lawyer in 1964—and he shows absolutely no signs of slowing down.They don’t make them like Enrile anymore. And, surveying the current crop of our politicians, it looks like they won’t be making them like him again for a long time to come.

9 RGC streets get Ibanag names

Tuguegarao City (July 27) -- In move to showcase the culture of the Ibanag people, the Regional Development Council has approved the endorsement of the RGC Management Committee for the use of the Ibanag dialect to name nine streets in the Regional Government Center (RGC). The Ibanag dialect has been chosen being the dialect of Tuguegarao City, the host locality.

In the RDC resolution number 2-31-2010, it stated that the names of the nine streets in the RGC will be preceded by the Ibanag term for road which is "dalan."

The nine roads are as follows: Dalan na Pagayaya, Dalan na Pavvurulun, Dalan na Pappabalo, Dalan na Paccorofun, Dalan na Angicacua, Dalan na Imammo, Dalan na Marayao, Dalan na Malappo and Dalan na Matunung.

The offices located at Dalan na Pagayaya are DepEd, CVMC, DSWD, CVHPP, NTC, Sports Complex, CDA, GSIS, BSP, HDMF, BIR, LBP, DA (BAS), DENR-LMB, DA-NMIS, DENR-FMB, DFA, DENR-MGB, SSS and CEZA.

Dalan na Pavvurulun housed the following offices: NEDA, DOT, DBM, DAR, DPWH, BFP, LTFRB, PhilHealth, TelOF, TWD, OWWA and Napolcom.
