You're giving it too much credit. To say it's not much of a design then give it 7/10 is a bit silly.

It's an architectural minimum, a lack of effort is evident. It looks like something a child would build out of lego. Bland and unimaginative, yet it is surprisingly well proportioned - probably by accident going on the aesthetics!

At first, it didn't catch my attention, but i truly appreciated it from a ferris wheel in the downtown aquarium at sunset. When the sun reflects off the windows, its just amazing!

the only reason i give chase a 10 is because it has lots of sentimental value to me. when i was 8 we went on a field trip to downtown and got to go up to the skydeck. it was the first skyscraper that i ever went into. not really the prettiest skyscraper ever built but it does have the best view you can get in texas.

I can't think of a more uninteresting supertall. Even those kitschy disasters in the Dubai marina are more eye-catching.

Pretty plain, but it's still a classic and one of the biggest skyscrapers in the US. 7/10
