THE Kenanga Wholesale City, which is earmarked for completion by early 2010, is poised to be a landmark hub for Kuala Lumpur's wholesale fashion and apparel business.
The complex, located on a 3.2-acre site in Jalan Kenanga off Jalan Loke Yew, will be the wholesale centre for fashion, costume jewellery and leather products.
“Besides raising the profile of Kuala Lumpur's wholesale business, the complex offers a destination for international buyers to buy the country's fashion products in bulk from local wholesalers,” Kenanga Wholesale City Sdn Bhd group chief executive Yee Ia Howe said.
Malaysia's total annual trade in garment and textile totalled some RM2bil. The country also exports over RM4bil worth of designer apparels.
Yee said his management would be working with the Malaysia Garments Wholesale Exports and Import Merchants Association to explore business opportunities in Indonesia, Singapore, Thailand, Taiwan and the Philippines.
Kenanga Wholesale City is developed by Central Market Venture Sdn Bhd, which is also managing the Kuala Lumpur Central Market.
The wholesale complex, with total gross floor area of 1.8 million sq ft, will have 790 retail lots of between 300 and 1,000 sq ft.
He said only 49% of the space would be available for sale at RM1,950 to RM3,300 per sq ft, while the remaining 51% would be leased at rental rates between RM10 and RM25 per sq ft.
The project will have an expected gross development value of RM1bil. Construction work will start in March and completion is targeted within two years.
“The complex will meet the dire need for additional retail space in the Kenanga area, which has grown into a wholesale fashion hub in the past 20 years.
Currently, there are 350 business operators in the surrounding three-storey shop lots on about 35 acres.
“We are capitalizing on this demand and we hope to offer a modern and comfortable alternative to the traditional shop lots in the area,” Yee said.
Buyers of the retail space will be offered an attractive leaseback option. Those who lease their lots to the company will be guaranteed an 8% annual rate of return for the first three years with option to extend by another two years.
“We are confident the complex will be fully tenanted as we have a growing list of potential tenants registered with us,” Yee said.
According to him, the company has given up saleable space to ensure there will be enough escalators, service lifts and comfortable walkways.
“We will also bring in necessary service providers such as courier companies, forwarding agents and ATM outlets to make it convenient for business owners.”
The top level of the complex will house convention facilities for events such as trade and fashion shows.
By locating the wholesale complex in the Kenanga area, Yee said the surrounding infrastructure would also benefit, including in better landscaping and widening of adjacent roads.
“We are optimistic that the local council will follow suit by upgrading neighbouring facilities as we will be replacing some rundown buildings with Kenanga Wholesale City.”
With more than 1,800 car parks and loading docks for lorries in the complex, the project would also ease the parking problem in Jalan Kenanga, Yee said, adding that traffic flow in the area should also improve.

The company has several retail projects in the planning stages, which will commence in a few months.
Managing director Bernard Bong said Kha Seng would concentrate its resources on the Klang Valley's niche retail, wholesale and commercial projects in the next two years.

“The retail market in Kuala Lumpur has grown tremendously in a very short time and we believe there is a need for a breather before the market can absorb more sizeable format malls.
“However, there is still an inadequate supply of commercial spaces that cater to specific needs and the community in a particular locality.
“Our retail projects will target this niche market and we aim to do that with our latest project, Kenanga Wholesale City,” Bong told StarBiz.
Kha Seng, a garment manufacturer and wholesaler, diversified into real estate investment 15 years ago and eager to “ride the waves” of the growing commercial property market.
Within three years of taking over the management of Kuala Lumpur Central Market, it has successfully turned around the building into a vibrant culture, arts and craft centre.
In 2004, the company paid RM38mil for the building's remaining 60 years lease in an open tender by Pengurusan Danaharta Nasional Bhd.
Central Market has 60,000 sq ft of net lettable space housing 250 shop lots, including 30 to 50 kiosks, that sell a variety of art, handicrafts, batik, souvenirs and gifts.
To encourage the right tenants to establish business in Central Market, the company has maintained rental rates at between RM15 and RM40 per sq ft. “The rates will be up for review when the time is right,” Bong said.
His decision to expand in the retail real estate sector is largely due to Central Market's immense success.
Expressing his satisfaction in the company's investment, he said Kha Seng was on its way to recoup its capital and turn in profits within the next 18 months.
“There is probably no other centres nationwide that is similar to Central Market, given its one of a kind combination of location, culture, history and shopping.
“However, as a retail-focused company, we will consider investing in other potential projects if the right opportunity comes along,” Bong said.
On plans to expand the Central Market, he said Kha Seng had submitted plans for development of the riverside into a historical walk and alfresco dining outlets, while the Jalan Kasturi pedestrian area would be converted into a covered mall with decorated kiosks and for street performances.
“Once the finer details are ironed out, we will start work on the next phase of upgrading,” Bong added.
On future projects, he said Kha Seng had paid RM78mil to purchase the UE3 shopping centre in Cheras from the project’s receiver. The building was formerly own by the MBf group.
Bong said the company would spend RM100mil to refurbish and reposition the shopping complex into a lifestyle mall with specialty stores for the middle-income market.
The refurbished complex, with net lettable space of 600,000 sq ft, will be opened in the first half of 2009.
A 360-room business class hotel will also be constructed on the adjoining land.
Meanwhile, the Kenanga Wholesale City along Jalan Kenanga, off Loke Yew, will be an integrated commercial complex for fashion apparel wholesale and retail trade.
Kenanga Wholesale City Sdn Bhd bought a 3.1-acre plot from Tenaga Nasional Bhd in the middle of 2007 and the RM1bil project is schedule for completion early 2010.
Bong, also managing director of Kenanga Wholesale City, is looking at building similar concept projects for other wholesale businesses in the surrounding area or in other parts of Kuala Lumpur.

PRIVATELY-held Kenanga Wholesale City Sdn Bhd is spending RM300 million to build a 1.8 million sq ft fashion wholesale mall at Jalan Kenanga near Pudu Jail. When completed three years from now, the 22-storey development will help ease congestion at the busy Kenanga area, where garment wholesalers have been operating from multi-level shoplots since the 1990s. Kenanga Wholesale City chief executive officer Yee Ia Howe said the 790 units are between 300 and 600 sq ft, selling at RM1,980 to RM3,300 per sq ft. Demand is so great that the mall is already 70 per cent sold before yesterday's soft launch, and some buyers were foreign garment makers. "This shows the great potential in the domestic garment wholesale industry," he said when launching the showroom in Kuala Lumpur yesterday.
He said the management will work with Malaysia Garments Wholesale Merchants Association to help wholesalers and garment manufacturers in opening regional markets like Indonesia, Brunei, southern Thailand, Taiwan and Singapore. Deputy Finance Minister Datuk Dr Ng Yen Yen said there are more than 200 fashion manufacturers in Malaysia, mostly small and medium-sized operators.
"By themselves they don't have the infrastructure to help them compete in the global market. We need a centre where purchasers can come and pick up eveything from clothes to accessories and go," said Ng, who officiated the event. She said although the wholesale mall is a new concept in Malaysia, it is a proven success in Chinese cities like Shenzhen, Shenyang and Shanghai.
"It may not be easy to start this for Malaysia's small population. But Kenanga should also target foreign tourists, which currently spend only a quarter of their expenditure here on shopping," she said.

KUALA LUMPUR: A RM300 million one-stop garment wholesale centre is under construction along Jalan Kenanga in the city centre to house garment traders under one roof.
The Kenanga Wholesale City would be developed by Kenanga Wholesale City Sdn Bhd (KWC) and completed in three years, said KWC group chief executive officer Yee Ia Howe.
Yee said the 22-storey building would have a gross built-up area of 1.8 million square feet (sq ft), net lettable area of 500,000 sq ft, and 1,800 parking lots.
The centre will have 790 new business lots and the size of the lots would be between 300 sq ft and 600 sq ft. The price of per sq ft ranges from RM1,980 to RM3,300.
“To date, we have achieved 70% in sales, with the first and second floors sold out. This shows the wholesale business has great potential,” he said after the soft launch of Kenanga Wholesale City here yesterday.
Yee said the centre would provide more business opportunities for everyone. Currently, the traders are unable to expand their business due to the lack of space.
The development cost of RM300 million excluded cost of the land bought from Tenaga Nasional Bhd. He declined to state the land acquisition price.
KWC is a sister company of Central Market Venture Sdn Bhd, which is the developer of Plaza Ue3 at Jalan Loke Yew.
Yee said AmBank (M) Bhd provides up to 90% financing to wholesalers, especially newcomers.
The management company of Kenanga Wholesale City would work with the Malaysia Garments Wholesale Export and Import Merchants Association to help wholesalers explore export opportunities in other Asian countries.
Deputy Finance Minister I Datuk Ng Yen Yen, who officiated at the event, said service-based economy accounted for 57% of the country’s gross domestic product, and the government was targeting to increase it to 75%.
The country’s textile and garment industry was forecast to attract RM900 million in investments per year between 2007 and 2020 and garment exports targeted to grow to RM24 billion in 2020.

i'm the most happy person hearing this news!!:banana::banana::banana:...but with some additional suggestion; convert the car parking in front of the central market into public square!
but make sure they use a better materials than those fugly Petaling Street roofing (done by DBKL) which is damn lousy and cheapo!

about the vagrants and 'lost soul'...emm...damn, where the hell these peoples came from? but judging from other public space around KL (dataran merdeka, KLCC park, lake garden)..i rarely see them lah...

This is Kenanga, close up, the view towards the f/b area where most of the public will come into contact with the building. We hope the immaculately detailed blockwork facade can also be experienced from within the project, casting elaborate shadows and light into what would be over 1 million sqft of unique wholesale retail development with elevated car park for over 2000 in the final phase.
This project is interesting for its unusual and most historic location, famously known for many many years as a place where all of the main textile merchants of Kuala Lumpur would come to trade their wares, but also for its most unusual scale, a structure that is almost virtually 23 stories tall, over 1 million square feet of gross area, for which at least half are retail lots. Almost everything traded in these stores are textile based products, jewellery stores and small items catering for the local fashion entrepreneurs. Similar centres exists elsewhere in the region, but this would be Kuala Lumpur's first.
Kenanga Wholesale City is also a building which is to be constructed from natural materials, and fair faced concrete. On most al of the facades, the 400x200mm blocks are arranged in a facade that is left exposed apart from a coat of paint to keep the face clean and without blemish. This very natural approach will be used throughout the entire building including also the interiors which will comprise natural steel framed courts and bridges in the upper floors. The only finished parts relate to circulation elements, as escalators and lifts and some of the very generous skylights and glass canopies. These are finished in great contrast to the more rustic and gutsy materials used for the walls and floors.
The building is easily very iconic. It has a facade design that is completely extraordinary because of the scale for which blockwork is used to line the elevations of at least two of the facades, in some respects they appear as skin or indeed fabric for this enormous building. The glazed and openable window elements of the facade has been made more attractive by arranging them the most irregular graphic fashion. The 5 levels of elevated car park is accessed through a series of very long concrete ramps, these are lit brightly through the sides of open faced naturally ventilated blockwork. Further up, the Kenanga Wholesale building are three levels of courtyard accommodation, retail units that are meant for recreational, food and exhibition purposes. With the vast amounts of daylight on these levels, and with potential to attract retailers worldwide, this building may indeed become the new Wholesale centre for the region, given its very prime location and its proximity to the city centre of Kuala Lumpur.

Skyrocketing value

KUALA LUMPUR: Jalan Kenanga, known as a wholesale textile and garment business district, and San Peng flats will become "Kenanga Wholesale City" by 2010.
Set to be the first garment textile mega-mall in Malaysia, it also aims to be the hub for the wholesale textile business in Asia.
The complex, which will have 950 shop lots and 1,800 parking lots, is expected to attract tourist from all over the world.
Federal Territories Deputy Minister Datuk M. Saravanan performed the ground-breaking ceremony.
He said the new development will create job opportunities and encourage entrepreneurship.
"Many of the existing businesses along Jalan Kenanga will take their garment business to the next level and move to this complex. The complex isn't built to compete with the existing shops but to meet the current demands. The complex is to cater more for the business community than end users. Cities like Dubai, Jakarta and Bangkok have their own textile hubs and we will soon have our own," said Saravanan.
He said by 2012, all roads will be upgraded in Kuala Lumpur, which will hopefully ease traffic congestion in the city.
Yee Ia Howe, group chief executive officer of Kenanga Wholesale, said Malaysia was full of shopping malls that cater to the end consumers, but was lacking in wholesalers.

"Negara ini dipenuhi pusat beli-belah namun tiada satu pun daripadanya menyediakan jualan secara borong," katanya pada Majlis Pecah Tanah projek itu di sini hari ini.
Turut hadir Timbalan Menteri Wilayah Persekutuan, Datuk M. Saravanan.
Ia Howe berkata, menyedari kekurangan itu, syarikatnya berminat mendirikan pusat beli-belah menggunakan cara tersebut bagi memberi peluang terbaik kepada peniaga, peruncit dan pengunjung mendapatkan pilihan yang lebih.
"Walaupun ia adalah yang pertama seumpamanya dibina di negara ini, kami yakin ia akan mendapat sambutan menggalakkan daripada pengunjung tempatan dan luar.
"Banyak negara telah menyediakan cara perniagaan sebegini seperti di Bangkok, Seoul, Jakarta dan China. Ia diakui berjaya membawa pulangan tinggi kepada negara dan mendapat sambutan," katanya.
Pada masa yang sama, katanya, projek itu akan lebih mempopularkan kawasan sekitarnya dan akan membantu perniagaan berhampiran kerana kedudukannya yang strategik.
Jelasnya, Jalan Kenanga sememangnya popular sebagai pusat borong pakaian dan dengan adanya projek itu, ia diharap dapat meningkatkan kesedaran orang ramai dan menjadikannya destinasi borong fesyen kepada pembeli tempatan, serantau dan antarabangsa.
"Pengunjung pusat beli-belah itu nanti berpeluang mendapatkan pelbagai barang termasuk pakaian, kasut, aksesori dan barang kemas di bawah satu bumbung.
"Walaupun upacara pecah tanah dilancarkan hari ini, lot kedai di pusat beli-belah itu sudah habis dijual kepada peniaga kelas pertengahan dan kecil dalam industri borong," katanya.
Pengunjung turut disediakan beberapa kemudahan lain antaranya lebih 1,000 tempat letak kereta, bank, premis makanan dan ruang pameran.

Kenanga Wholesale expects lucrative business at new centre
THE garment wholesale scene in Malaysia is still vibrant although it faces “a slight hiccup” due to the economic slowdown, said Kenanga Wholesale City Sdn Bhd group chief executive officer Yee Ia Howe.
“Business is still doing well in this area, getting busier everyday. In fact, the rental rates here have increased about 20% during this slowdown period,” he told StarBiz, referring to the garment wholesale centre in Jalan Kenanga, off Jalan Loke Yew in Kuala Lumpur.
“If you want to rent a shop here, the waiting list is two years. Even when the rental rate was increased just recently, tenants are still willing to pay to continue doing business here.
“That shows how vibrant the business is doing in this area,” Yee said, adding that rental rates there were quite competitive at about RM50 per sq ft.
The centre was established about 30 years ago for the wholesale business of clothes, fashion accessories, shoes and bags.

There are 400 shops at the Kenanga wholesale centre catering to retailers, fashion boutiques, shopping malls and the public.
Yee said about 70% of the products at the wholesale centre were for the local market and the balance exported to countries like Indonesia, the Philippines, Thailand and Brunei.
“Prices of the products here are half (of) what’s quoted in the ordinary shops or shopping malls. Here, if you want to buy clothes, you need to buy at least six pieces.
“This is what the wholesale concept is all about, buying in quantity,” Yee said, adding that all the goods were targeted at the medium and low-end market.
The bustling business at the Kenanga wholesale centre has led to parking problems, and coupled with demand for more shop lots, the owners of the centre decided to build a new 22-storey wholesale centre called Kenanga Wholesale City.
Scheduled for completion by end 2010, the project has a gross development value of RM800mil and sits on a 3.2-acre site beside the existing centre.
Demand was so good that all the units at the new centre were taken up during the groundbreaking ceremony of the development in December last year.
About 65% of the new units were taken by existing owners at the Kenanga wholesale centre and the remaining units by newcomers.
“We didn’t even advertise in any newspaper or TV to promote the new development. Yet the response was so good that we used only RM200,000 just for that event,” Yee said, adding that the company had allocated about RM8mil for advertising and promotion of the new building.
Yee said the current gloom and doom in the business world had resulted in negative sentiment, but not in the garment wholesale business, although he acknowledged that business might slow a little this year.
“We want to show people that if you have good planning, better location and good demand for your products, all these negative sentiments can be proven wrong,” he said.
Yee sees a softening of the garment wholesale market this year, but still expects the business to be profitable.
Kenanga Wholesale City offers 400,000 sq ft of total net lettable area with 1,800 parking bays.
It also has food and beverage outlets, a rooftop courtyard and a convention area for events and trade shows.

KUALA LUMPUR: The construction work of a 19-storey wholesale centre is causing frequent water supply disruptions in the Jalan Hang Tuah area.
Residents in the area said there had been frequent burst pipes due to the construction work in Jalan Gelugor.
They also fear that the water from the burst pipes would cause soil erosion.
Jalan Hang Tuah flats residents' association chairman Ismail Abdullah said while Syarikat Bekalan Air Selangor was quick to repair the pipes whenever a complaint was made, the contractor should also be held responsible.
"The construction work started about four months ago but the problem became worse a month ago. We experience water supply disruptions at least two or three times a week.
"We want the developer to stop their ground work and focus on remedy work around the pipes before resuming their project. We fear that the road may give way due to the water from the burst pipes," he said during a peaceful protest staged by residents at the site.
Retiree Elizabeth Wong, 68, said it was inconvenient for her family as the water supply disruption would last for hours.
"A water truck would be sent to us whenever the problem occurs but I can't bring that many pails up to my unit on the 14th floor. Sometimes, I have to ask my neighbours to help me to bring the pails to the lift," said Wong.
Shop owner Yong Kok Leong, 46, said the tremor from the construction work had also caused cracks at his shoplot.
"The contractor came to repair the cracks in February and March, but is there any guarantee for our safety and will the developer compensate us should something happen to us or our property?"

RESIDENTS of the Hang Tuah Flats as well as the business community around Jalan Gelugor, off Jalan Kenanga, in Kuala Lumpur will no longer face water supply disruption in their area.
For more than three months, the residents and traders have been facing frequent burst pipes caused by a new development called the Kenanga Wholesale City.
The entire area in Jalan Kenanga connects Jalan San Peng, Jalan Pudu and Jalan Gelugor which falls under both the Bukit Bintang and Cheras constituencies.
A local daily reported that the residents used to carry pails of water from a tank that was despatched whenever there was a water supply disruption.
The community also faced traffic congestion as the entire area is densely populated and this is made worse by the traffic flow along Jalan Meranti, which is the largest wholesale garment industry in the country.
Since construction began six months ago, the incoming lorries and road work have added to the congestion especially in Jalan Gelugor where the construction is taking place.
The residents who were fed up with the problems staged a protest recently to voice their displeasure with the developers.
Bukit Bintang MP Fong Kui Lun and Cheras MP Tan Kok Wai together with the developer and the Malaysian Garments Wholesale Merchants Association have come up with a solution for the residents and traders.
They held a press conference at the association’s centre located in Jalan Meranti 1, off Jalan Kenanga, yesterday to announce the plans.
“The developer has agreed to install pipes worth more than RM200,000, replacing the old ones that keep bursting due to earth movement,” Fong said.
He added that the piling work that should be completed within two weeks was the cause for the earth movement which resulted in the burst pipes.
Kenanga Wholesale City managing director Bernard Bong said they were waiting for approval to lay the new pipes.
“After getting the approval, the problem will be solved. The pipe measures 200m and we will begin as soon as we get the approval,” he said.
Bong also said they would be resurfacing the roads which were damaged by the lorries frequenting the area.
Tan said they also hoped to reduce the traffic congestion in the area by building a road that had been designated as a road reserve and had been named Jalan Lengkuas.
“Although the developer has agreed to bear half the cost of building the new road, I still think it is the Kuala Lumpur City Hall’s responsibility to do so,” Fong said.
The 30m road connects Jalan San Peng and Jalan Gelugor and runs parallel to the Ampang LRT line.
He added that he would immediately send a letter to the DBKL for the approval of the new link road.
Tan, on the other hand, said the DBKL’s monitoring mechanism was poor and they should take the initiative to watch all the new developments taking place in KL.

KUALA LUMPUR: Residents and traders in Jalan Hang Tuah can expect their water woes to be over soon.
Kenanga Wholesale City Sdn Bhd, the developer of a 19-storey wholesale centre in the area, has agreed to replace the old water pipe.
It was reported yesterday that the residents and traders had been facing frequent water disruptions due to the construction of the wholesale centre in Jalan Gelugor.
Kenanga Wholesale City Sdn Bhd managing director Bernard Bong said the company would replace the 40-year- old pipe after getting City Hall's approval to lay a new pipe.
He said once the permit had been approved, work to lay the pipe should be completed within one week.
"The pipe that is running along Jalan Hang Tuah is old, eroded and needs to be replaced.
"We hope that City Hall will approve our permit fast, so that we can start work on the pipe," he said. Bong was speaking at a press conference held at the Malaysian Garments Wholesale Merchants Association yesterday.
Bong also said that the company would look into resurfacing all the roads that had been damaged by its lorries.
On the issue of traffic congestion in the area, Bong said there was a road reserve which ran parallel to the railway tracks in Jalan Gelugor which needed to be developed.
He said that Kenanga Wholesale City Sdn Bhd is willing to bear half of the cost of building the road if City Hall approves the project.
"We hope that City Hall can work together with us to build the road," said Bong.
Once completed, the new road will connect Jalan Gelugor to Jalan San Peng.
Bukit Bintang member of parliament Fong Kui Lun said he would write to mayor Datuk Ahmad Fuad Ismail to get the approval to build the road.

DESPITE the danger of their homes collapsing after a large section of Lorong Gelugor caved in on Saturday evening, some residents are still returning to their homes to salvage their belongings on Sunday afternoon.
This followed the emergency evacuation of about 100 people by the Kuala Lumpur City Hall when the area was declared unsafe for occupation.
StarMetro visited the scene yesterday and found the entire section around the collapsed road had been cordoned off.

Some residents were temporarily relocated to a nearby hotel while a few remained to look after their homes.
Eyewitness Umihani Sudin, a resident at the JKR quarters affected by the cave-in, said the road had gradually collapsed at 4.30pm on Saturday and, two hours later, a large section of the area near her home was literally swallowed by a large gaping hole near the construction site of a wholesale mall.
“We saw with our own eyes how the road sank and the project’s retaining wall had given way,” she said.

She was referring to the project site of Kenanga Wholesale City in Jalan Merlimau, off Jalan Kenanga, in Cheras, with the San Peng flats in the background, where part of it had caved in last Saturday evening.
As Umihani’s home was a corner lot, she had a side parking space that was damaged with cracks on the ground following the impact of the crash.
“As my house is nearest to the scene, I need to shift my belongings out fast as I fear for my family’s safety,” Umihani, who had lived there for 20 years, said.
She was busy lugging her essentials and furniture out of her home to move into another block of quarters down the road where there were a few vacant units.
“We put up at the hotel on Saturday night and were told that we would stay on,” the 42-year-old housewife said.
Another resident Anucia Augustine said her family had been evacuated to a nearby hotel where they were expected to stay for the next three days.

Remedial measures are being taken and the site has been cordoned off by the police while plastic sheets are being used to prevent further damage.
“We heard a loud rumbling noise and scrambled to grab whatever belongings we could because we feared that our house would also collapse,” the 27-year-old administration executive said.
She returned to the quarters where her father in-law lived to dry her laundry.
The business community in the area was also affected by the incident.
A morning wet market was closed for business yesterday and today due to proximity to the site.
Trader C.H. Song said the traders needed to know how long they had to be closed because they were suffering losses due to the closure.
“Since the project started, the roads and pedestrian pavements here have been damaged and are in a bad state.
“Although they did come to repair the cracks, they were signs of things to come.

“Thank goodness no one was hurt or killed as the cave-in happened in the evening, after our market had closed,” Song said.
Trader Abdullah Hussein, 62, who runs a small sundry stall near Lorong Gelugor was surprised to find the police barring him from going to his usual spot.
“I have been doing business here for seven years and now the spot I usually take up is no longer there so it was quite tough to find another spot,” Abdullah said, adding that the situation had caused a lot of confusion among the people living there.
He added that water seeping out from the ground was a common sight along the road.
Another resident, who declined to be named, said the project developer had carried out repair work on Lorong Gelugor several times.
“The section where the wholesale mart is being built had sturdy piling to support its foundation.
“However, the weak spot was in Lorong Gelugor and I saw them repairing a burst water pipe there many times,” the resident said.
Sundry shop owner Santhy Malaisamy, 61, was shocked when she heard a loud rumbling noise and quickly ran out of her house to see what had happened.
“I could feel the floor sinking and then the cracks started appearing on the floor and I just did not know what to do,” Santhy, a mother of five, said, adding she was now staying with her son.
She owned a sundry shop located on the ground floor of her renovated double-storey house and lived with two of her sons and one worker who helped her at the shop.
Several Tenaga Nasional Bhd (TNB) employees were seen restoring electricity supply to 61 shophouses in the area after power was cut on Saturday.
When asked, a TNB employee said electricity was re-routed to the shophouses by a sub-station inside the San Peng flats after electrical cables were severed when the road collapsed.

A TEMPORARY stop-work order has been issued to the developer effective Saturday, the day the cave-in happened.
According to Kuala Lumpur mayor Datuk Ahmad Fuad Ismail, the stop-work order is pending an independent, technical report to be prepared by Public Works Department (JKR) Slope Department and also by other agencies like Syabas.
“The result of the report should be out tomorrow. Until then, I cannot say yet what action would be taken against the developer or what recommendations to give to the people.
“However, we are not taking things for granted and the most important thing now is remedial work,” he said.
It is learnt that 22 families have been ordered to evacuate their premises. Of the 22, 10 were staying at the Kuala Lumpur City Hall (DBKL) quarters and the remaining 12 at the JKR quarters.
“The developer’s consultant has gone down to the ground with me on Saturday night and given me a black and white assurance that the surrounding areas are safe,” Ahmad Fuad said.
He said initial checks by the JKR had shown that the cause was due to an burst underground pipe in the three-level basement car park, and that water had been leaking.
“I’ve also met the affected families and are offering them either the option of staying at the DBKL flats in San Peng or at Kg Muhibbah in Puchong.
“The JKR is taking care of those staying at its quarters but if these families come to us, we will still help,” the mayor said.
Representatives from JKR, including Public Works II deputy director Datuk Mohd Noor Yaacob, Kuala Lumpur JKR director Adanan Sukri Musa and JKR corporate management branch director Datuk Abdullah Abdul Rahman met the affected residents of the JKR quarters the day after the incident to discuss their options.
“They have three options including moving to safer quarters in the same area, to quarters located at the 4 1/2 and 6 1/2 mile at Sungai Besi or to the Hardcore Poor Housing Programme (PPRT) Puchong,” Adanan said.
The disrupted electricity and water supplies to the other quarters will be restored as soon as possible by TNB and Syabas according to Adanan.
He added that only eight JKR quarters with a total of 59 people were affected while the remaining four affected quarters were empty.
Adanan said each affected resident was given RM25 per day as compensation.
Cheras MP Tan Kok Wai, who was at the scene on Saturday evening and yesterday morning, said he had called for a meeting to be chaired by the DBKL deputy director-general today at 11am between the parties concerned.
“I’ll be there too and have roped in Bukit Bintang MP Fong Kui Lun to join in,” Tan said.
He said he had also formed a six-man committee to look into the welfare of the traders in view of the losses they suffered.
“How long the market will be closed will be determined later. The developer’s consultant has said the surrounding areas are safe, but it needs to convince the DBKL that is the case,” Tan said.

MAIZON has been selling kuih and living at the Public Works Department (JKR) quarters for the past 23 years and remembers having a foreboding feeling whenever she opened her stall along Lorong Gelugor every morning.
“Ever since the Kenanga Wholesale City project started, there has been constant water supply disruption in the area and leaks from the underground pipes that spilled onto the road,” Maizon, 59, said.
Rozali Awang, 50, had not heard about the collapse in Lorong Gelugor when he came home from work on Saturday night and although his house was unaffected, his family had to stay overnight at a relative’s home as there was no electricity or water.
“I was a bit disorientated when I saw the police cordoning off in the area and I arrived home to darkness and was told the supplies have been cut off earlier,” Rozali, an electrician said.

Moving time: A resident moving his belongings to his new quarters in the same area.
He added that the quarters had been his home for the past 15 years and was relieved to be able to move back yesterday after the supplies were reconnected the night before.
“They (TNB and Syabas) were very efficient and I am happy about it,” Rozali said as he watched the Syabas workers fixing the water tanks above his home yesterday.
Syabas had also provided a few water tanks in the area on the same evening the collapse happened.
The eight families who had been evacuated from the JKR quarters and were staying at a hotel nearby temporarily, were also able to move into their new homes yesterday.
“We have been given quarters in the same area and were told we would not be able to go back to our old homes as it would not be fixed yet, pending the wholesale city’s completion,” Abdul Wahab Ismail, 45, an administration assistant said.
Wet market traders who were unable to operate at the market next to the construction site have resumed business today following a meeting between Kuala Lumpur City Council (DBKL), the traders and Kenanga Wholesale City developers.
“The area has been declared safe and we are in the process of preparing compensation for the traders who had been unable to carry out their business for the past two days,” Kenanga Wholesale City centre manager Angeline Yee said.
Yee added that they were awaiting DBKL’s full list of traders so that they ccould estimate the amount of compensation.
They were also providing a long-term solution by building a new marketplace in Jalan San Peng on an empty plot of land.
“We are leasing the land from the owner to build a new wet market for the traders who have complained about cracks appearing at the current building,” Yee said.
She also said Kenanga Wholesale City Sdn Bhd had been replacing the old pipes in the area and had only managed to replace those in Jalan Gelugor since the project started end of last year.
The developers have also agreed to bear the cost of putting up the evacuated families at Hotel Phoenix as well as the remedial costs incurred due to the collapse.
The cave-in was caused by a burst underground water pipe due to excavation works for the project’s three-level basement car park.

SYABAS said it had not received any complaints on broken or burst pipe in Jalan Merlimau since July 8.
It said the landslide at the construction site has caused the road to collapse and the new underground pipe to break.
“The developer has recently installed this new pipe of mild steel measuring 150mm and when it broke, it caused water supply interruption to about 70 households in both DBKL and JKR quarters on the night of the incident,” said Syabas general manager (corporate communications and public affairs) Abdul Halem Mat Som in the statement.
“However, Syabas has immediately installed an ‘end cap’ and ‘by pass’ and the work was completed at 4am on July 25> Three water tanks were placed at the quarters area for the residents to get their supply.
“The bypass connection has also been made and completed at 9pm on the same day so that the rest of the people can get their water supply.
He added that the mild steel pipe was of high quality and could not break easily.
“Also, the pipe is new. Hence in this case, Syabas is of the opinion that the tremor that occurred when construction work was carried out has caused the earth’s structure to shift and ‘disturbed the pipe’s positioning.
“Indirectly, the unstable earth has caused the pipe to break,” he said.
He added that Syabas hoped the developer would seriously look into such incidents especially in carrying out work that involved Syabas’ network of pipe connections.
“Information on existing pipe networks have to be gathered by the developer before excavation work for their project can start.
“This is to avoid pipe-bursting.
“Such incidents can affect the name of Syabas as the water supplier for Selangor, Kuala Lumpur and Putrajaya,” said Abdul Halem.

Kuala Lumpur mayor Datuk Ahmad Fuad Ismail said the Kuala Lumpur City Hall (DBKL) would not lift the stop-work order until it was satisfied with remedial work being carried out.
On Saturday at about 6pm, a major portion of Jalan Gelugor collapsed.
The road was near the Kenanga Wholesale City project which is under construction.

Huge hole: Excavation work for the three-storey basement carpark at the Kenanga Wholesale City construction site caused some old underground pipes in Lorong Gelugor to burst and eventually caused the cave-in.
Twenty-two families were ordered to move out and they were provided accommodation at a nearby hotel.
During StarMetro’s visit to the area yesterday, yellow tape was still placed around Jalan Gelugor and other affected roads.
A meeting was called yesterday morning chaired by DBKL deputy director-general Datuk Amin Nordin Abdul Aziz and attended by Cheras MP Tan Kok Wai, Bukit Bintang MP Fong Kui Lun, developer’s representatives, and also the wet market traders’ representatives.
Ahmad Fuad said he had received the report from the developer’s consultant although he could not be present for the meeting.
“While I have received the report, I now want to get an independent input from JKR (Public Works Department).
“There are various technical issues that I wish to clarify with JKR pertaining to the safety of the area.
“I want to know more and get a second opinion on the report.
“If the JKR is happy with what has been prepared in the report, then I’ll rely on their advice.
“Yes, the consultant has mentioned the remedial work they will carry out, but I want the JKR Slope Department to see if these measures are adequate or if more needs to be done.
“For now, the developer must concentrate on the remedial work,” said Ahmad Fuad.
Tan, when contacted, said a few resolutions have been put forward at the meeting.
“We have requested for Amin Nordin to seek a decision with the mayor as to whether the wet market is safe for trading.
“The developer’s consultant engineer has claimed the market is safe, but this applies to only the market proper under shelter and not the open-air one, which borders part of the road that had caved-in.”
“For the open-air market, there are about 80 traders who will be relocated temporarily to a site near the market.
“The developer has said it requires three months to build the retaining wall and place sheet piling.
“So I’ve asked DBKL to level the land (where the 80 will be relocated to) and draw lots.
“As for the sheltered area, there are 196 hawkers and Amin Nordin said they could resume trading today,” he added.
Tan claimed the developer had agreed for a goodwill amount to be paid to the traders compensating their loss of income over the days they could not trade, although the amount has yet to be worked out.
“We are also requesting for findings to be made public,” he said.

KUALA LUMPUR: The developer of the wholesale complex where part of the road near the San Peng flats caved in on Saturday has agreed to compensate traders affected by the incident.
During a meeting with City Hall officials and traders yesterday, developer Kenanga Wholesale City Sdn Bhd group chief executive officer Yee Ia Howe said this was because the 45 hawkers at the nearby Lorong Merlimau and 196 stall owners at Jalan Merlimau market were unable to carry on with their businesses following the cave-in.
“According to reports by our consultant engineer, the buildings in the surrounding area are safe and the traders at the market should be able to resume business,” he said.
City Hall deputy director-general Datuk Mohd Amin Nordin Abdul Aziz said the market traders would operate as usual from today. (july 28)
“We will give the developer the full list of hawkers and market traders to enable the developer to compensate them.”
He said the 45 hawkers would be relocated within three days to an empty space nearby, adding that the authorities were currently preparing the lots.
“Meanwhile, the affected families at our quarters in Jalan Gelugor would be given options on whether to move to empty units at the San Peng flats or City Hall flats in Kampung Muhibbah in Puchong.
“The Public Works Department will handle the relocation of the other evacuated families who were living at its quarters.” said Mohd Amin Nordin.
Federal Territories Minister Datuk Raja Nong Chik Raja Zainal Abidin said his ministry, through its foundation, would give RM500 to each of the affected families.
Residents in the area had a shock about 6.30pm on Saturday when part of Lorong Gelugor, which is near Jalan San Peng, caved in. Residents from 22 units of PWD and City Hall quarters were evacuated.
None of the houses collapsed although cracks appeared in some of them.
Yee said remedial work was expected to take three months and would include soil work and the repair of the damaged pipe, which was found to be the main cause of the incident.
“The piling work at our construction site produces vibration and the leakage of the pipe contributed to the built-up pressure which caused the cave-in.
“The repair work will take about three months before we can proceed with the project,” he said.
Meanwhile, Syarikat Bekalan Air Selangor (Syabas) corporate communications and public affairs general manager Abdul Halem Mat Som said in a statement that the cave-in has investigations revealed that the damaged pipe was due to soil erosion, caused water disruption to 70 houses at the PWD and City Hall quarters on Saturday night.
“We had placed three water tanks for temporary supply while carrying out water supply diversion from other pipes.
“This was completed the same day at 9pm. Residents were able to get back their water supply a few hours later,” he said, adding that the damaged pipe had actually been replaced by the developer a month ago.
The PWD is preparing a report on the cause of the incident while the developer had been issued a stop-work order.

KUALA LUMPUR City Hall has rejected the consultant’s report submitted by the developer of the seven-storey garment warehouse in Jalan San Peng near the location of the cave-in that happened on Saturday because it was not detailed enough.
Kuala Lumpur mayor Datuk Ahmad Fuad Ismail said it was unacceptable that no reason was given as to the cause of the Saturday cave-in.
“All we have now are speculations of what transpired at the site. Some say a burst pipe was the reason that resulted in water pressure increasing and there is also talk that the contiguous bored pile broke.
“If we can’t identify the problem, then how can we fix it?” Fuad asked.
“I will not accept this report and, until I get details as to what happened that day, the stop-work order stays,” he added.
The mayor added that the developer had been given 10 days to come up with a more detailed report and specifics as to what happened as well as offer solutions to rectify the problem.
Fuad stressed that City Hall would not compromise on the safety of the residents.
“We want data on soil movements not just at the project site but also the entire area,” he said.
“The developer gave a guarantee that the area is safe, but I cannot accept that when people’s live are at risk,” Fuad said.
The mayor also said City Hall had hired an independent engineering consultant to study the possibilities of what had caused the cave-in.
Fuad added that instruments such as the inclinometer and piezometer would be placed throughout the area to study the impact of soil movements.
Meanwhile, project developer Kenanga Wholesale City Sdn Bhd said it would adhere to the mayor’s request and provide a more detailed report.
“We fully support and understand his concerns as public safety is our priority, too,” Kenanga Wholesale City managing director Bernard Bong said.
“There is no issue here and a detailed report will be submitted as soon as possible,” Bong added.

KUALA LUMPUR: The developer of the wholesale complex where the road cave-in occurred said a more detailed report would be submitted to City Hall.
Kenanga Wholesale City Sdn Bhd group chief executive officer Yee Ia Howe confirmed at the site yesterday that another report would be handed to City Hall's public works department today.
"The first report which was rejected by City Hall was done in haste as we were rushing and had only one day to prepare it after the incident on Saturday evening. We will submit a new report today and it will be followed by a more detailed report within 10 days.
"We are giving our fullest cooperation to City Hall and we don't have anything to hide. We may be partly responsible but we have to wait for the outcome of the report."
Federal Territories Minister Datuk Raja Nong Chik Raja Zainal Abidin, who was also at the site, said further action would only be decided after City Hall's independent consultant engineer had looked at the developer's reports.
Raja Nong Chik had earlier distributed aid amounting to RM800 to each of the 20 families staying at the City Hall and Public Works Department's quarters at Lorong Gelugor.
Out of the RM800, RM500 of the contribution was from the Federal Territories Foundation while the rest was from City Hall.
Housewife Noraini Ramli, 46, whose husband is a general worker of PWD, said she was still waiting to be given a new place.
"We are staying at a hotel in Sungei Besi, but I still come here during the day to cook as our children are attending school here. Our unit is not badly affected as some of the others," she said.

KUALA LUMPUR 29 Julai - Dewan Bandaraya Kuala Lumpur (DBKL) menolak laporan yang dikemukakan oleh juruperunding yang dilantik pemaju Kenanga Wholesale City berhubung kejadian tanah mendap di Jalan San Peng pada Sabtu lalu.
Datuk Bandar Kuala Lumpur, Datuk Ahmad Fuad Ismail berkata, laporan yang dihantar kepada DBKL pada Isnin lalu itu tidak lengkap kerana pihak juruperunding terbabit gagal menjelaskan sebab-sebab berlakunya kejadian tersebut.
“Tanah mendap tersebut bukan berpunca daripada bencana alam.
“Sebaliknya, berdasarkan kajian yang dilakukan, ia disebabkan oleh pembinaan yang dijalankan di kawasan itu,” katanya pada sidang akhbar di sini hari ini.
Tambah Ahmad Fuad lagi, menurut laporan yang diterima oleh pihaknya, konsultan pemaju hanya menyatakan paip usang yang berada berhampiran telah bocor dan menjadi punca yang menyebabkan tanah di kawasan berkenaan mendap.
“Namun begitu, hasil perbincangan dengan Bahagian Kejuruteraan DBKL, kami berpendapat paip itu bukan satu-satunya punca yang ada.
“Cerucuk yang ditanam juga boleh menjadi satu masalah kerana keadaannya yang didapati tidak kukuh untuk menahan pergerakan tanah.
“Ini kerana selepas kejadian tanah mendap tersebut, cerucuk tersebut didapati patah.
“Seharusnya ia tidak berlaku kerana kebiasaannya cerucuk hanya boleh tumbang atau condong jika berlaku pergerakan bumi yang besar.
“Malah, penanaman cerucuk sedalam sembilan meter (yang didapati tidak mencukupi) juga boleh menjadi punca pergerakan tanah berlaku,” katanya lagi.
Selain itu, kekurangan alat sokongan pada cerucuk-cerucuk tersebut yang disambungkan kepada bangunan yang dibina juga boleh menjadi faktor penyebab.
Alat sokongan ini penting bagi mengukuhkan lagi cerucuk yang ditanam supaya yang menjadi lebih kuat untuk menahan sebarang pergerakan tanah.
“Malangnya pihak konsultan terbabit hanya menyatakan paip air yang berusia 30 tahun tersebut menjadi punca.
“Jika benar seperti yang didakwa konsultan terbabit, mengapa sebelum ini tidak berlaku kejadian tanah mendap.
“Berkemungkinan juga, keadaan paip tersebut sedikit berubah atau tergelincir dari tempat asal akibat gegaran yang dilakukan oleh pemaju seperti kenderaan besar yang melalui kawasan itu mahupun aktiviti penanaman cerucuk,” ujarnya lagi.
Sebagai langkah keselamatan, DBKL mengarahkan pemaju menghentikan segala bentuk kerja pembangunan bagi mengelakkan kejadian bertambah buruk.
Menurutnya lagi, walaupun pihak konsultan telah mengeluarkan surat sebagai jaminan bahawa kawasan terbabit dan kawasan berhampiran adalah selamat tetapi DBKL tidak dapat memastikan sejauh mana tahap keselamatan kawasan itu.
“Bagaimana juruperunding itu boleh memberi jaminan tersebut sedangkan mereka sendiri tidak boleh memberikan maklumat dan laporan yang lengkap mengenai punca berlakunya kejadian tanah mendap?” kata Ahmad Fuad.
Difahamkan, juruperunding pemaju akan memberikan laporan yang lebih lengkap berkaitan punca-punca berlakunya tanah mendap kepada juruperunding yang dilantik oleh DBKL esok.
Selain itu, kata Ahmad Fuad, DBKL juga menuntut agar satu laporan yang lebih terperinci dalam tempoh sepuluh hari kepada konsultan berkenaan.
Laporan terperinci tersebut termasuklah pelan bangunan dan pembinaan, kajian sebelum pembangunan serta kajian-kajian kandungan dan pergerakan tanah di kawasan tersebut.
“Jika konsultan pemaju tidak dapat memberikan kerjasama seperti yang sepatutnya, DBKL mencadangkan kepada pemaju supaya melantik konsultan yang lain.
“Atau, DBKL akan membuat aduan kepada Lembaga Jurutera Malaysia untuk mengambil tindakan selanjutnya terhadap konsultan terbabit,” ujar Ahmad Fuad lagi.
Sementara itu, 10 keluarga yang tinggal di kuarters DBKL telah diberikan rumah baru iaitu lapan daripadanya di Flat Sri Selangor dan selebihnya dipindahkan ke Projek Perumahan Rakyat (PPR) Pantai Ria, Lembah Pantai.
Manakala, pihak JKR sendiri telah memindahkan mangsa yang tinggal di kuarters JKR terbabit ke kuarters-kuarters JKR yang lain.

Perunding projek Jalan San Peng diarah kemuka laporan secara terperinci
KUALA LUMPUR: Dewan Bandaraya Kuala Lumpur (DBKL) mengarahkan perunding projek pusat beli-belah yang dibina berhampiran kejadian tanah mendap sekitar kuarters Jabatan Kerja Raya (JKR) dan Dewan Bandaraya Kuala Lumpur (DBKL) di Jalan San Peng di sini, mengemukakan kembali laporan awal, selewat-lewatnya hari ini.
Datuk Bandar Kuala Lumpur, Datuk Ahmad Fuad Ismail, berkata laporan awal berkenaan perlu menyatakan secara terperinci punca kejadian tanah mendap itu serta penyelesaian yang akan dilakukan untuk memastikan perkara sama tidak berulang.
“Pada Isnin lalu, perunding menghantar laporan awal itu kepada DBKL tetapi keesokannya kami mengadakan perjumpaan dengan perunding untuk memaklumkan laporan berkenaan ditolak kerana ia tidak lengkap dan tidak menyatakan sebab kejadian tanah mendap berkenaan.
“Berikutan itu, kita minta perunding buat laporan baru yang mengandungi maklumat terperinci mengenai sebab kejadian berkenaan selewat-lewatnya esok (hari ini) kerana ia akan diserahkan kepada Menteri Wilayah Persekutuan, Datuk Raja Nong Chik Zainal Abidin dan Kabinet,” katanya pada sidang media di sini, semalam.
Hadir sama, Ketua Pengarah DBKL, Datuk Salleh Yusop.
Dalam kejadian Sabtu lalu, sebahagian Jalan San Peng mendap dan runtuh mengakibatkan penghuni kuarters Jabatan Kerja Raya (JKR) dan DBKL di kawasan berhampiran diarah pindah apabila 22 unit kuarters itu didapati tidak selamat untuk diduduki.
Ahmad Fuad berkata, DBKL juga sudah mengarahkan perunding supaya menghantar laporan lengkap yang antaranya perlu menyatakan sebab kejadian, langkah penyelesaian dan tahap keselamatan projek, dalam tempoh sepuluh hari bermula semalam.
“Ini kerana, DBKL percaya kejadian itu bukan hanya berpunca daripada paip pecah semata-mata tetapi membabitkan beberapa faktor lain seperti berlaku pergerakan tanah, kenaikan mendadak paras air menyebabkan berlakunya tolakan kepada ‘contiguous board pile’ yang dibina sekali gus menyebabkan ia patah.
“Saya difahamkan perunding mempunyai maklumat terperinci mengenai aspek dan tahap keselamatan projek berkenaan dan punca kejadian, jadi kami ingin tahu mengenai perkara itu untuk memudahkan penyelesaian di masa depan,” katanya.

KUALA LUMPUR: “Kita beri masa 10 hari kepada konsultan (juruperunding) projek pembinaan itu untuk mengemukakan laporan lengkap dan jika gagal, kami akan mengusulkan supaya mengambil perunding lain,” kata Datuk Bandar Kuala Lumpur, Datuk Ahmad Fuad Ismail, mengenai kejadian mendapan tanah yang berlaku di Jalan San Peng, Sabtu lalu.
Menurutnya, Dewan Bandaraya Kuala Lumpur (DBKL) sebelum ini menerima laporan awal daripada perunding projek pembinaan Kenanga Wholesales City, pada Isnin lalu, namun terpaksa menolaknya berikutan didapati tidak lengkap iaitu tidak menyatakan punca mendapan itu boleh berlaku.
Katanya, selain itu juga, pihaknya hanya menerima jaminan daripada konsultan terbabit bahawa kawasan sekitar tempat kejadian selamat untuk diduduki sedangkan tiada maklumat yang menyokong analisis serta langkah yang perlu diambil untuk mengatasinya.
“Kami memang tidak boleh menerima laporan awal serta jaminan yang diberikan mereka kerana ini membabitkan soal keselamatan dan ia mesti disokong laporan lengkap termasuk punca bagaimana mendapan itu berlaku, langkah yang mereka ambil untuk mengatasinya dan cara bagaimana mereka melaksanakannya.
“Jadi, kami beri masa sehingga petang esok (hari ini) untuk menyerahkan laporan awal kejadian itu dan tempoh masa 10 hari bermula hari ini bagi menyerahkan laporan lengkap kepada DBKL.
“Jika mereka tidak dapat memberikan kerjasama, kami akan usul supaya mengambil konsultan lain dan melaporkan kepada Lembaga Jurutera Malaysia kerana mereka tidak serius dalam perkara ini,” katanya dalam sidang akhbar, di sini semalam.
Hadir sama Ketua Pengarah DBKL, Datuk Salleh Yusuf.
Ahmad Fuad berkata, pihaknya juga melantik perunding bebas bagi membuat penilaian terhadap laporan yang diterima itu nanti kerana percaya mendapan yang berlaku bukan disebabkan kebocoran paip air yang berlaku sebaliknya berpunca dari banyak faktor termasuk tahap keselamatan yang digunakan konsultan terbabit.
Katanya, ini berikutan pihaknya mendapati dinding penyambung ‘contiguous bored wall’ yang ditanam pemaju di sekeliling tapak pembinaan terbabit patah dan berkemungkinan berpunca dari faktor lain.
“Sebenarnya masih banyak yang menjadi tanda tanya berhubung kejadian ini kerana jika menilai dari pelbagai sudut, kesan patah yang berlaku pada dinding penyambung yang ditanam pemaju mungkin tidak patah sedemikian rupa.
“Jadi kita percaya, ada perkara lain yang menyebabkan mendapan tanah itu berlaku seperti cara yang mereka gunakan, material serta pemantauan mereka sama ada ada membuat pemantauan atau tidak,” katanya.
Menurutnya, pihaknya juga akan mengenakan syarat lebih ketat kepada konsultan serta pemaju lain yang bercadang untuk membangunkan projek di kawasan Kuala Lumpur, selain akan mendapatkan bantuan daripada konsultan bebas lain bagi menilai laporan serta usul yang diterima.
Katanya, ini bagi mengelakkan daripada kejadian terbabit berulang selain memastikan aspek keselamatan sentiasa diambil berat oleh mana-mana pemaju.

A SECOND report, this time with full details including the cause of the accident at the Jalan San Peng cave-in which occurred last Saturday, has been submitted to the Kuala Lumpur City Hall (DBKL).
The developer of Kenanga Wholesale City, the seven-storey garment warehouse under construction in Jalan San Peng said they had re-submited a more detailed report on the incident on Thursday.
“It is professionally done and includes all the technical details,’’ said the company’s managing director Bernard Bong.
Bong, however, refused to divulge the reason for the accident, saying that he would leave it to Kuala Lumpur mayor Datuk Ahmad Fuad Ismail to do so. He said multiple factors brought about last week’s mishap.
On Wednedsay, the developers were instructed to re-submit a more detailed report in 10 days to the DBKL.
DBKL had rejected the initial report because it did not explain what had caused the collapse. Meanwhile, Federal Territories Minister Raja Datuk Nong Chik Raja Zainal Abidin made a second visit to the area on Wednesday to present aid to the affected families.
The minister said the DBKL had also hired an independent consultant to find out what caused the collapse and that he would wait for both reports to come in before deciding on what to do.
Nong Chik presented 22 families with RM800 each, courtesy of the Federal Territories Foundation and the DBKL.
On Saturday, a large section of Lorong Gelugor, measuring 60m long and 12m wide, caved in. The Kenanga Wholesale City project’s wall had also collapsed. A total of 22 families were evacuated from the damaged City Hall and Public Works Department quarters.

KUALA LUMPUR 9 Ogos - Juruperunding yang dilantik pemaju Kenanga Wholesale City diberi masa selewat-lewatnya tiga minggu untuk menghantar laporan lengkap berhubung kejadian tanah mendap di Jalan San Peng pada akhir bulan lalu.
Menteri Wilayah Persekutuan, Datuk Raja Nong Chik Raja Zainal Abidin yang melahirkan rasa tidak puas hati terhadap dua laporan yang dihantar pemaju berkenaan sebelum ini, turut meminta pemaju mematuhi tempoh itu dan tidak 'cuai' dalam laporan terbarunya.
Tegasnya, pihak kementerian itu juga telah melantik satu konsultan berkecuali untuk menilai laporan sebelum ini dan yang akan diterima tidak lama lagi.
"Saya beri tiga minggu. Saya tidak berpuas hati dengan dua laporan yang dihantar sebelum ini.
"Saya tidak mahu isu ini tergantung terlalu lama. Kita harap ada penyelesaian segera," katanya selepas merasmikan Pesta Makan Buah-buahan Tempatan di Perumahan Pantai Permai di sini hari ini.
Pesta tiga jam anjuran Persatuan Kebajikan Anak-Anak Pahang di Ibukota (Pekap) itu turut menghidangkan buah durian dari Raub selain rambutan dan manggis.
Sebelum ini, Datuk Bandar Kuala Lumpur, Datuk Ahmad Fuad Ismail menjelaskan, laporan yang dihantar kepada Dewan Bandaraya Kuala Lumpur (DBKL) tidak lengkap kerana pihak juruperunding terbabit gagal menjelaskan sebab-sebab berlakunya kejadian tersebut.
Akhir bulan lalu, sebanyak 22 keluarga yang mendiami kuarters DBKL dan Jabatan Kerja Raya (JKR) di Jalan San Peng diarah mengosongkan rumah masing-masing apabila sebatang jalan di situ mengalami mendapan.
Bagaimanapun, tiada kemalangan jiwa dan kecederaan dilaporkan dalam kejadian kira-kira pukul 6 petang itu.
Tambah Nong Chik, kerjasama penuh daripada pemaju berkenaan sangat diharapkan bagi memastikan isu itu dapat diselesaikan segera.
"Kita berharap benar mereka dapat mengikut arahan kali ini. Jangan sampai menimbulkan kemarahan penduduk berkenaan yang sudah mengalami kerugian akibat kejadian itu," ujarnya.
Sementara itu, dalam perkembangan lain, Nong Chik menjelaskan, pihaknya memberikan tempoh dua tahun untuk 45,000 unit rumah Projek Perumahan Rakyat (PPR) dijual kepada penduduk berpendapatan rendah.
"Kita akan mula jual pada bulan November dan proses ini akan selesai dalam masa dua tahun.
"Kita harap semua akan mendapat rumah dengan harga yang berpatutan dan sekali gus membantu mereka yang tergolong dalam golongan berpendapatan rendah memiliki rumah sendiri," katanya.

Sehubungan itu, Menteri Wilayah Persekutuan, Datuk Raja Nong Chik Raja Zainal Abidin, memberi tempoh tiga minggu kepada pihak pemaju mengemukakan kembali laporan terperinci punca kejadian tanah mendap itu serta langkah penyelesaian yang diambil.
“Laporan kedua yang diterima masih tidak memuaskan hati dan kerana itu kita meminta supaya laporan berkenaan dihantar semula dalam tempoh tiga minggu bagi mencari jalan penyelesaian untuk memastikan perkara sama tidak berulang.
“Tambahan pula, kita turut mempunyai perunding bebas yang dicadangkan pihak JKR yang dapat membantu di mana ia adalah perunding kejuruteraan yang bertauliah sebelum satu keputusan muktamad dilakukan apabila kedua-dua laporan daripada dua perunding ini diperoleh,” katanya.
Beliau berkata demikian selepas menghadiri pesta makan buah-buahan anjuran Persatuan Kebajikan Anak-anak Pahang dengan kerjasama Badan Wawasan Kebajikan Keluarga Pantai Dalam di sini, kelmarin.
Dalam kejadian tanah mendap itu, sebahagian Jalan San Peng mendap dan runtuh mengakibatkan penghuni kuarters JKR dan DBKL di kawasan berhampiran diarah berpindah apabila 22 unit kuarters itu didapati tidak selamat untuk diduduki.
Sementara itu, Raja Nong Chik memberitahu, penjualan unit kediaman Projek Perumahan Rakyat (PPR) di ibu negara seperti yang diumumkan Perdana Menteri, Datuk Seri Najib Razak akan dimulakan dalam tempoh masa dua tahun bermula November ini.
“Pelaksanaan memberi pilihan kepada penyewa untuk membeli rumah PPR itu akan dimulakan di Wilayah Persekutuan dengan jangkaan jualan hampir 45,000 unit,” katanya.
Bagaimanapun katanya, harga jualan unit PPR itu belum diputuskan dan akan diumumkan selepas Jemaah Menteri membuat keputusan dalam masa terdekat ini,” katanya.

KUALA LUMPUR: The developer for the project in Jalan Gelugor, near Jalan San Peng, where a cave-in occurred in July, has been allowed to resume work at the site.
Federal Territories Minister Datuk Raja Nong Chik Raja Zainal Abidin said Kenanga Wholesale City Sdn Bhd, however, was told to reinforce its retaining structure at the affected area.
"They are only allowed to resume work at the non-affected areas. At the cave-in site, they were told by City Hall to reinforce the support structure before they can proceed.
"There will be strict monitoring as we do not want a recurrence," Raja Nong Chik said.
On whether the developer would face any legal action, he said it was up to City Hall to decide.

KUALA LUMPUR: Pemaju projek pembangunan pusat beli-belah berhampiran kuarters Jabatan Kerja Raya (JKR) dan Dewan Bandaraya Kuala Lumpur (DBKL) di Jalan San Peng di sini, kini melaksanakan kerja penahanan tanah yang mendap di tapak projek itu.
Tinjauan Sentral di tapak projek itu mendapati, palang besi ditanam berderet di sekitar tebing berdekatan kawasan penempatan, selain kerja baik pulih jalan raya yang pernah menempatkan pasar pagi di kawasan berkenaan.
Penduduk yang tinggal berhampiran projek itu berkata, mereka berpuas hati dengan kerja baik pulih dan penahanan tanah dilakukan, namun tetap berharap pemaju sentiasa memantau dan mengukuhkan besi penahan yang sudah dipasang supaya tanah di kawasan itu tidak ‘longgar’ terutama apabila pemaju mendapat kelulusan menyambung semula projek itu.
Seorang penduduk yang tinggal paling hampir dengan kawasan kejadian, Abdul Wahab Ismail, 45, berkata kerja menanam palang besi di sebahagian tebing kuarters bagi menghalang pergerakan tanah oleh pemaju dilihatnya sudah mula dilakukan sehari selepas kejadian tanah mendap berlaku sebulan lalu.
“Pemaju juga kini sedang melaksanakan kerja tampalan dinding rumah yang retak dan terjejas akibat kerja hentakan besi (piling) di tapak projek sebelum ini. Setakat ini, enam rumah sudah ditampal daripada 22 rumah yang terjejas, meliputi 12 kuarters JKR dan 10 kuarters DBKL,” katanya.

Kelmarin, Menteri Wilayah Persekutuan, Datuk Raja Nong Chik Raja Zainal Abidin, berkata pemaju projek itu perlu menyiapkan langkah penahanan geoteknikal terlebih dulu bagi membolehkan DBKL menarik balik perintah pemberhentian kerja pembinaan.
Cadangan itu dibuat DBKL untuk memastikan kawasan sekitar tempat kejadian selamat dan kejadian tanah mendap tidak berlaku pada masa depan dan ia sudah sampai kepada pemaju dan mereka sedang melaksanakan kerja penahanan dengan jika semua langkah penahanan itu disiapkan dan keseluruhan kawasan selamat, kerja pembinaan boleh dimulakan semula, katanya.
Kejadian tanah mendap berhampiran projek itu menyebabkan penghuni kuarters JKR dan DBKL berhampiran diarah berpindah apabila 22 unit kuarters itu didapati tidak selamat untuk diduduki.
Seorang penduduk, Norliah Mohd Yusof, 69, yang turut mengalami kerosakan pada rumah yang didiaminya berkata, pemaju ada menjalankan kerja memasang besi penahan untuk mengelakkan tanah di sekitar penempatan berkenaan daripada terus mendap.
“Bagaimanapun, kami harap pemaju tetap memantau besi penahan ini selain mengawasi pergerakan tanah yang berlaku selepas kejadian terutama apabila projek disambung semula nanti.
“Sebelum berlaku tanah mendap di kawasan ini, pemaju kerap datang bertanyakan keadaan sama ada rumah penduduk terjejas atau pun tidak. Rumah saya sebelum ini bergoyang jika kerja menanam cerucuk dilakukan, malah pintu rumah turut rosak akibat kerja pembinaan itu,” katanya.
Seorang lagi penduduk, Sirah Osman, 38, berkata beliau berharap kerja membaik pulih jalan yang sepatutnya menghubungkan penduduk ke pasar pagi di kawasan berkenaan dilakukan segera berikutan ia menyukarkan penduduk mendapatkan keperluan harian.
“Sekarang ini, pasar terbahagi dua dan ini menyukarkan kami untuk membeli barang keperluan, manakala peniaga pasar pula sukar mendapatkan pelanggan berikutan keadaan pasar yang terpaksa terpisah. Jalan yang menghubungkan pasar itu nampak seperti sedang dibaiki tetapi prosesnya lambat. Harap ia dapat disiap segera dan jalan itu dibuka semula,” katanya.

KUALA LUMPUR: Kenanga Wholesale City in Jalan Kenanga, Kuala Lumpur, has secured more than 50% tenancy for its 400 retail units available for lease, according to the developer Kenanga Wholesale City Sdn Bhd on Thursday, July 1.
The fashion mall is scheduled to open in mid-2011.
Speaking to a press conference here after the complex's leasing launch, its managing director Bernard Bong said that there are 800 retail units in Kenanga Wholesale City, with a total net lettable retail space of 500,000 sq ft. Out of the 800 units, half were for sale and the take-up rate was 100% since the ground-breaking ceremony in December 2008.
"For the 400 units sold, 80% of them are end=users while the remaining are investors. Besides the 400 units for lease, we also have offices and warehouses at Level 16 and Level 17 for lease. We will give priority to the tenants of the retail unit," he added.
The Kenanga Wholesale City comprises a 22-storey building on a 3.2-acre tract with 20 loading bays, eight cargo lifts, a convention area, 1,800 parking bays as well as F&B, banking and logistic outlets.
It has a gross development value of RM1 billion. The development is expected to boost Jalan Kenanga's current estimated collective revenue of RM1 billion per annum to RM2.5 billion per annum.
The developer plans to make Kenanga Wholesale City similar to Korea's popular wholesale fashion mall Dongdaemun is in Seoul. Bong added that wholesale shopping allows tourists and locals to buy more up-to-date products at lower prices.
The leased units are sized from 300 sq ft to 2,500 sq ft, and are priced between RM5 and RM30 psf. Among the tenants the developer has secured are Big Mart Retail & Office Depo Sdn Bhd (authorised distributor of Disney stationery), The Chicken Rice Shop, Factory Outlet Store, Fate Fashion, The Gadgets Shop Sdn Bhd, H&J Fashion Sdn Bhd, Hot & Roll, NAC Collection Sdn Bhd, Old Town White Coffee, RHB Bank Bhd and Wong Kok Char Chan Teng.
The offices and warehouses, meanwhile, have built-up spaces from 505 sq ft.
Kenanga Wholesale City Sdn Bhd is part of the Kha Seng Group, a conglomerate of companies that includes Central market and Viva Home, Malaysia's first one-stop centre for homes.

and DBKL giving permission for the developer to do project here is also WRONG. it creates more problems. do you like a giant hypermarket or wholesale market to be built just in front of your doorstep?

KUALA LUMPUR: The Kha Seng Group will complete and open two retail developments in Kuala Lumpur this year.
The 4-storey Viva Home mall near Jalan Loke Yew, Cheras is scheduled for official opening in May while the Kenanga Wholesale City in Jalan Kenanga is slated for an August debut, said its managing director Bernard Bong.
Speaking after the Kenanga Wholesale City topping-up ceremony here on Thursday, Jan 27, Bong said Viva Home, which has a net lettable area of 660,000 sq ft and an expo hall of 66,000 sq ft, will be the first of its kind one-stop home products and services centre.
Viva Home is part of a RM280 million two-phase redevelopment of Plaza Uncang Emas (UE3), which Kha Seng acquired in 2009 for some RM100 million.
"Viva Home has achieved a 95% tenancy rate. All units here are for lease only. We have already completed the refurbishment works and tenants are moving in now. We will soft-open the mall end-March and officially open it by May," Bong noted.
Viva Home will have lot sizes ranging from 300 sq ft to 2,000 sq ft, while anchors will have space of up to 15,000 sq ft. Among the anchor tenants are Giant Superstore and MBO Cineplex.
Construction of a 4-star 295-room business-class hotel above the mall is expected to be completed in 18 months.
"We will operate the hotel ourselves," he said, adding that the hotel would be called Vivatel.
The Kha Seng Group, which focuses on niche retail properties, also owns Central Market in Kuala Lumpur.
It also owns a one-acre plot in the Bukit Bintang area. The development plans for the parcel will be announced after the Chinese New Year, said Bong.
Meanwhile, the 22-level Kenanga Wholesale City, a fashion wholesale centre offering fashion apparel, accessories, shoes, gifts and lifestyle products under one roof, is scheduled for completion in April for opening in August.
The occupancy rate has reached 75%. The developer has sold 49% of the 800 units and will keep the balance for lease.
The lower ground floor to the 7th floor will be retail floors for fashion, accessories, food and beverages, and other retail chains while the parking lots will be on two basement levels and levels 8 to 14.
The 15th floor will house a garden courtyard, food court, exhibition hall and fashion runway; while the 16th and 17th floors are for offices and warehouse space.
Construction on the building began in late-2008, and the project is endorsed by the Tourism Ministry as an upcoming KL tourist attraction. Built on a 3.2-acre site, it has a net lettable area of 500,000 sq ft and a gross development value of RM1 billion.

most of small shops/bloggers that selling stuffs buy their supply from this area & some even as far as from KK & Brunei.
if u're aware enough, there are plenty of banks (more than 5 diff banks) located within Jalan Kenanga. i can easily say the business transaction around this area could easily reach million for one single business day.

Actually Midvalley City wouldn't have traffic jams if there are ample parking. The lack of public transportation to that area simply render the fact that the mall with the largest parking simply couldn't cope with the parking even during weekday lunch hours.
Even if the Kenanga Wholesale City is completed, I doubt that the average joe would go there and buy stuffs. I dunno. Maybe they would like in Nilai 3 and in some other Asean cities with wholesale complexes but it wouldn't be too crowded to a point as most of the business transactions would be just B2B. I wouldn't be blaming DBKL for approving this as this is unavoidable as the Jalan Kenanga are is a hub for those businesses and it doesn't make sense to have this building located elsewhere. Just that DBKL would have their own problem if they did not try to rectify the traffic flow or something. :yes:

dis is a wholesale shopping mall...not normal shopping mall....so their target is 4 those who doing small bzness or blogger..... the more u buy the cheaper price ull get....at least the location is better than the huge gigantic GMKlang

But still, it's beat the purpose in attraction foreigners to the wholesale city.
THT-United August 26th, 2011, 09:24 AM Don't forget that the area is near an LRT and Monorail station, which will certainly help to draw people to the Kenanga Wholesale City. Which means that without a car, it is only 5 minutes by train from Bukit Bintang!
When is the City opening btw? May want to check out the place when it has opened it's doors!

KUALA LUMPUR: Kenanga Wholesale City (KWC), touted as Malaysia’s first fashion wholesale mall, will commence business come mid-October.
The 22-storey KWC is developed on a 3.2-acre (1.3ha) site along Jalan Kenanga in the Pudu area in Kuala Lumpur.
KWC has a net lettable area of 500,000 sq ft and a gross development value of RM1 billion. The project is developed by Kenanga Wholesale City Sdn Bhd, which is part of the Kha Seng Group.
According to KWC managing director Bernard Bong, the asking prices for the 800 lots ranging from 300 to 2,500 sq ft have increased 30% from their launch price of RM1,950 per sq ft (psf). Construction on the building began in late 2008 followed by a leasing launch of some units in July 2010. A vacant possession handover ceremony was held on Aug 29 this year.
Bong told The Edge Financial Daily that most of the units in the 11-level shopping centre have been sold. However, he added that 15% of the lots are still available for lease from RM13 psf. Of the 85% confirmed tenants, 60% are set to start their business by the mid-October opening.
With plans to compete with the region’s retail malls such as Bangkok’s Platinum Mall, Jakarta’s Mangga Dua as well as Dongdaemun in South Korea, KWC is the only mall to be endorsed by the Tourism Ministry. In line with this, Bong said the management is working with the Tour Guides Association to promote the mall to tourists.
“Kenanga Wholesale City can be considered a ‘five-star’ wholesale fashion mall in comparison to other malls at Jakarta, Bangkok and China,” said Bong.
Besides fashion wholesalers and retailers, KWC will also house food and beverage (F&B), banking and logistic services. “We have encouraged the evolution from pure wholesale to the combination of wholesale and retail business. That’s because we believe this will provide more convenience and add value to customers,” said Bong.
Most of the tenants are veteran wholesalers in Malaysia’s fashion wholesale industry. They have provided business-to-business services in this industry for at least 30 years, he added.
Other F&B outlets and banks there are BigMart, FOS, Perpetual Quest, Wong Kok Char Chan Teng, Kazu Sushi, I Love Yoo!, Old Town White Coffee café, RHB Bank and AmBank.
Bong said the mall offers wider corridors, over 20 loading bays, ample parking lots (1,800 in total), eight cargo lifts, a fashion runway as well as a convention and exhibiton area. The mall is also fully equipped with a CCTV surveillance system. There will also be logistics and courier services providers as well as money changing service providers.
Kha Seng’s retail projects include the award-winning Central Market and the redevelopment of Viva Home, a home, lifestyle and entertainment shopping centre in the heart of Kuala Lumpur.

And what do they mean by "wholesale mall"? Will the public be able to purchase the items for sale in the shops there (which should be at wholesale prices), or only for retailers? A bit confused on the concept here!
Edit: oh ok, they are positioning Kenanga City as a wholesale + retail mall... Now I know why the place can be targeted to tourists as well!

rizalhakim October 3rd, 2011, 05:10 AM hopefully kenanga will be a succesfull wholesale mall like Mangga2 & Pasar Baru Tanah Abg in jkt or Pasar Baru Bandung...Pasar Baru famez among the Malays here...or Platinum mall in bangkok(another famez mall among the malaysian)...but i do hope v can compete with the so many wholesale malls in guangzhao china....Wholesale malls in Guangzhao probably the best(at least 10 wholesale malls in Guangzhao alone), love the weather too :)

I don't think it is really practical even it well connected with LRT as it for wholesale and the buyers mostly want to come with their big orders and not just for window shopping. So they need the parking area to loading their goods. For normal buyers they don't go to Kenanga Wholesale to buy clothes or few metres of fabrics...most of them will go to Jalan TAR, Jln Masjid India or Sogo.:)

Overall the mall is well zoned. And they've spent quite a fair bit on LED lighting:)

Looks like for you ....everything not 'one-of-those-Damansara' or PJ or Subang would auto-termed Ah Beng.
FYI, the Jalan Kenanga area might not be everyone's choice of area but it is the 'clothing central' of KL (if not Malaysia). Go ask around (esp older residents of KL) if "Ho Ching Yuen" means anything to em. Most cloth-related distributors are there or started there. It is a one-stop place for clothing-related stuffs.
Sg. Wang is Ah Beng.......however it is also one of the most vibrant shopping mall in the country. It is also one of the malls where there are sctually things to buy rather than those feel good window shopping type of mall. :yes:

Malaysia opened its first fashion wholesale shopping centre, Kenanga Wholesale City (KWC) in Jalan Hang Tuah recently.
The nine-storey building has over 800 retail shops that has everything that comes under the fashion umbrella for women, men and children, ranging from footwear to bags.
There are even retail outlets dedicated to Islamic fashion in a bid to provide a selection of traditional and contemporary apparel for Muslims.
KWC Sdn Bhd managing director Bernard Bong said the company aimed to debunk the common belief that wholesale shopping was often done in a crowded and substandard environment.
“KWC promises a wholesale shopping experience in a five-star environment,” he said.
Great deals will be available throughout the year and customers who buy in bulk will get better discounts.
KWC also features a halal and a non-halal food court with a wide selection of food.
The current operating hours are from 10am to 8pm.
