Quezon is a province of the Philippines located in the CALABARZON region in Luzon. The province was named after Manuel L. Quezon, the second President of the Philippines, and its capital is Lucena City. Quezon City is not located in and should not be confused with Quezon province: Quezon City is located in Metro Manila, a region to the west of CALABARZON, while Quezon province is in eastern CALABARZON.
Quezon is located southeast of Metro Manila and it is surrounded by the provinces of Aurora to the north, Bulacan, Rizal, Laguna and Batangas to the west and the Camarines provinces to the east. Quezon lies on an isthmus separating the Bicol Peninsula from the main part of Luzon. The province also covers the Polillo Islands in the Philippine Sea.
A major tourism draw of the province is the famed Mt. Banahaw. The mountain is surrounded by spiritual mysticism. Many cults and religious organizations stay in the mountains and numerous Christians visit the mountain during Holy Week.

Yung mga tao sa municipalities sa North eh puntong Bulacan and Rizal.
The Tagalog spoken by the people of the towns of Real, Lucban and Dolores has some similarities with the Tagalog spoken by the Lagunenses because of their close proximity to Laguna municipalities.
Yung mga nasa central like Tayabas, Lucena and Sariaya eh may sariling accent. Dito ka, kung gusto mong marinig ang pure QUEZON TAGALOG. :lol:
Because of their common boundary with Batangas, the towns of Candelaria, San Antonio and Tiaong speak Tagalog with a Batangueńo accent.
The people of southeastern municipalities have a smattering of Bicolano.
The people of the southernmost part of the province speak Tagalog with a thick accent. Parang bisaya na nagsasalita ng Tagalog, ganun. hehehe.

Quezon Province, no doubt, is one big stretch of a country. A former governor once mused that Pres. Quezon, being a semi-dictator in his time, personally delineated the metes and bounds of his province, Tayabas, using a pencil in the presence of the chiefs of the Bureau of Lands and the present day National Mapping Authority. He made it a point that Tayabas had a taste of the Pacific, the belly of China Sea, the cheeks of Sierra Madre, the heels of Mts. Cadig and Labo, and the sharp elbow of Ragay Gulf.

Quezon is indeed geographically unique. It pre-empted Laguna and Rizal from the sea. Thus, present day development plans integrate the geography of Quezon allowing the landlocked provinces access to the waterlines. This might also be the reason why our neighboring provinces look at our tie lines with envy. Almost everywhere, we are beset with boundary disputes and not one of them is satisfactorily resolved. In 1998, we had a rare opportunity to fine comb the vastness of Quezon. Not an unchartered frontier, Quezon province’s enormity, breadth and length, is awesome. While along the northern fringes of Gen. Nakar, you feel as though you are in Nueva Ecija or Vizcaya and the spoken word thereabouts has a hint of “apay ti didyay”; while in Infanta or Real, you’re in the ribs Laguna and Rizal mouthing the Siniloanins famous “ay naku, nakakita ako ng tren sa Tutuban, habang-haba, sunor-sunor!”; if you are in San Antonio, you hear the twang in words “aba’y asan ka na ga? Lugar ng barako na ire eh “; or somewhere in the peripheries of Calauag or Tagkawayan “oragon, sain ka maduman?” Moving southern phallus-deep into San Andres, goodness you’ll be talking Greek, Waray and Bisaya “Ano an iyo kinahanglan?” Wait a minute, have you been to Patnanungan and Jomalig? Why, you are practically a stone’s throw away from Waikiki dancing the hula near the navel of the Pacific. Thus, once you have roamed Quezon you would have duplicated the feat of Vasco da Gama. Our soil consists of sandy loam. Pres. Quezon knew that only the coconut could successfully thrive in our land. He was right, in the short haul. Soon christened Tayabas, after discarding the archaic Kalilayan, the province became coconut country. While not a single nook of its terrain is planted to coconut, the character of the tree became the character of its people.

Actually, Quezon Province has land boundaries with Aurora (which was formerly part of the province), Bulacan, Rizal, Laguna, Batangas, Camarines Norte and Camarines Sur... That makes 7 provinces... and has land boundaries with 2 Regions, namely Regions III and V...
As discussed in the previous thread 2, there is a plan being hatched to divide the province (once again), into 2 parts: Quezon del Norte and Quezon del Sur... this plan I believe is more of a "political" thing, since several politicians want to hold the highest provincial position (as governor), and this cannot come true if there is only one province --- thus Quezon province will transform from a single entity, to perhaps 3 provinces (Aurora, Quezon del Norte and Quezon del Sur) in less that 3 decades...

Lucentino February 23rd, 2008, 11:19 AM Unfortunately, there are no updates regarding the Eco-tourism (Lucena-Batangas coastal) road project... Much like most of the projects in Quezon which tends to either be delayed, or be cancelled all together...
AFAIK this road project could have been used as publicity stunt of Cong. Alcala to further his political objectives last elections... but i'm still hoping it gets completed as planned.

Often visited by natural calamities, this town in Quezon is recognized this year for sustained efforts at, well, disaster preparedness and – surprise – fiscal independence.

The town of Infanta in Quezon province has seen too many typhoons, floods, and landslides. They just have to be expected every year along the country’s typhoon belt where the municipality is located.
In November and December 2004, for example, floods brought by typhoons Winnie and Yoyong destroyed P103 million worth of agricultural crops and caused P300 million in damages to infrastructure. The disaster killed at least 170 people and left thousands homeless.
Infanta refused to wallow in devastation, though, and designed a disaster management program that required the participation of its residents. It is one of the 10 best practices in local governance that Galing Pook Foundation, a network of multi-sectoral organizations, acknowledged recently in its annual awards.
Infanta’s disaster management program trains residents how to respond appropriately to disasters and emergencies. Drills are conducted, communication and early warning systems are installed, and investments are made in flood control equipment and in river rehabilitation efforts.
Fiscal Management
However, Infanta is being recognized this year for a more impressive accomplishment—increasing its revenues and reducing its dependence on the internal revenue allotment (IRA) from the national government from 2004 to 2006.
It received from Galing Pook the first ever Special Citation for Local Fiscal Management.
Infanta’s local collection grew by 41.19 percent in 2006, while non-tax collection increased by 56 percent.
Infanta is a second-class municipality, which means it has an annual local income ranging from more than P40 million to less than P50 million. Its locally-generated revenues account for 14.71 percent of total revenues. Non-tax revenues account for 8 percent of total revenues, compared to the national average of 6.52 percent.
Its IRA dependence declined from 83 percent to 81 percent.
The IRA is the share of the local government units from the taxes collected by the Bureau of Internal Revenue. Poor local government units (LGUs) depend heavily on their IRA share to finance their operational costs and the delivery of basic services.
"Infanta has been challenged by physical disasters and to be able to accomplish so much deserves recognition," the citation for fiscal management reads.
Creative projects cited
Galing Pook also awarded nine programs that included housing, health insurance for the poor, assistance to farmers, and fund for watershed protection. These projects were carried out by four municipalities, five cities, a province, and an association of five neighbor-municipalities in North Cotabato.
Eddie Dorotan, executive director of Galing Pook and former mayor of Irosin, Sorsogon, said the awards are given to LGU projects that are "creative, participatory, has positive impact, and sustainable in the long terms."
The nine other winning programs are:
Health insurance for the indigents of Bindoy, Negros Oriental. Poor families are provided Philhealth coverage by paying only P120 a year or by rendering community service.
• Las Pińas City’s housing program for the poor.
• Naga City’s internship program that trains young leaders by allowing them to hold executive and legislative positions in the city.
• Cebu City’s village mediation program, where volunteers provide off-court resolution to disputes involving neighbors and petty crimes.
• San Carlos City’s fund for watershed protection. Citizens pay 75 centavos for every cubic meter of water they consume. The collection goes to a fund for reforestation.
• Isabela province’s subsidy for farmers that plant rice and corn.
• Marikina City’s Eco-Savers program that involves children in waste segregation and recycling. Recyclables are sold and give children points that allow them to buy educational materials from a mobile store.
• Munggo beans production in San Mateo, Isabela. It provides alternative livelihood to rice farmers during summer.
• PALMA, an alliance of five municipalities in North Cotabato that pooled resources to rehabilitate and build roads.
"These exemplary practices show that legal governance is alive and well in the country," said Galing Pook chair and former Negros Occidental Gov. Rafael Coscolluela. "Their stories demonstrate that transparency, accountability, professional management, and responsive service delivery are the best way to win the people’s trust and secure their active participation."

1. <!--[endif]-->ANO ANG NAGING KASAYSAYAN NG REPUBLIC ACT 9495 NA NAGTATATAG NG PROBINSYANG QUEZON DEL SUR AND QUEZON DEL NORTE?
Noong ika 9 ng Setyembre 2004, ika-13 Kongreso, muling inihain ni Cong. Erin Tańada ang isang panukalang-batas na magbubuo ng Quezon del Sur. Ito ay ang House Bill 2862.
Subali’t bago pa dito, noong ika-11 Kongreso, taong 1998, sa pangunguna nina Ka Bobby Tańada at Ka Raffy Nantes na noon ay parehong Kinatawan ng ating probinsya, inihapag nila ang HB 702. Matapos ang pampublikong pagdinig na ginawa noon sa Gumaca, Nobyembre 2000, naaprubahan ang HB 702 sa Mababang Kapulungan. Hindi ito tuluyang nadinig sa Senado sapagkat natabunan ito ng impeachment process laban kay dating Pangulong Joseph Estrada.
Samantala, noong ika-12 Kongreso, naghapag muli ng isang panukalang batas na nagbubuo ng isa pang probinsiya ng Quezon sina Cong. Raffy Nantes at Congw. Aleta Suarez. Hindi ang mga ito umusad.
Kakaiba ang naging katangian ng HB 2862 ng ika 13 Kongreso sapagka’t ito ang unang pagkakataon, sa pangunguna ni Cong. Erin na LAHAT ng Kinatawan ng lalawigan ng Quezon – Cong. Raffy Nantes, Cong. Procy Alcala, Cong. Danny Suarez ay nagkaisang itulak at maging ka-akda ng panukalang batas na ito
Inimbitahan ang mga punong tagapagpaganap, mga halal na opisyal pati na din si Bishop Marquez ng lalawigan ng Quezon sa mga naging pagdinig sa Mababang Kapulungan at sa Senado. Nagkaroon ng pagdinig at naaprubahan sa Mababang Kapulungan ito bilang substitute bill - HB 5970 at ito ay napadala sa Senado. Doon, muntik na itong muling mabinbin sa dami ng mga imbestigasyon na kanilang isinasagawa subali’t sa matiyagang pakikipag-usap ni Cong.Erin sa mga Senador, ito ay naikalendaryo ni Senador Alfredo Lim upang dinggin at aprubahan sa lebel ng Komite noong Pebrero 2007. Noong mga huling araw ng sesyon ng Senado, nagbabad si Cong. Tańada dito upang ang panukalang batas ay mabantayan at ganap na sang-ayunan ng buong plenaryo ng Senado.
Makalipas ang 60 araw matapos na ito ay matanggap ng Malacańang bilang aprubadong bersyon ng dalawang Kapulungan, ganap na naging batas ang HB 5970 bilang Republic Act 9495— noong ika 7 ng Setyembre 2007.
2. ANO PA ANG NATITIRANG HAKBANGIN UPANG MAIPATUPAD ANG PAGBUBUO NG QUEZON DEL SUR?
Una, ang pagsasagawa ng plebesito animnapung araw matapos malathala ito sa pahayagan. Ang plebesito ang ang pinakamahalagang yugto ng buong prosesong ito sapagkat dito tuwirang makukuha ang pulso ng mga mamamayan ng Quezon. Dito natin sasabihin kung tayo ay payag o hindi sa pagbubuo ng Quezon del Norte at Quezon del Sur. (Seksyon 49)
Pangalawa, pagbubuo ng Ad Hoc Committee para sa implementasyon ng batas animnapung (60) araw mula sa ratipikasyon nito sa pamamagitan ng plebisito. Ang Komiteng ay may mga sumusunod na tungkulin – pamamahala, pangangasiwa at pagpapatiuna ng alinmang paglilipat, relokasyon o konstruksyon na maaaring kailanganin pati na rin ang pag-alam ng kinakailangang badyet upang maipatupad ang batas na ito. Ang Komiteng ito ay bubuuin ng nakaupong Gobernador, Bise Gobernador, Sangguniang Panlalawigan, at ang mga Kinatawan ng bawat distrito. Ang buhay ng Ad Hoc Committee ay matatapos kapag nahalal na ang panibagong mga opisyales ng probinsya o kapag natapos na ang nakasaad nilang tungkulin, alin man ang mauna. (Seksyon 50)
Pangatlo, habang hindi pa nagkakaroon ng halalan, magtatalaga ang Pangulo ng Pansamantalang (Interim) Gobernador, Bise Gobernador at mga miembro ng Sangguniang Panlalawigan na magsisilbi hanggang sa mahalal na ang panibagong mga opisyales ng lalawigan.
Pang-apat, ang paghalal ng mga opisyales ng bagong lalawigan sa sunod na lokal na eleksyon matapos imaging epektibo ang RA 9495.
3. <!--[endif]-->ANU-ANO ANG MGA BAYAN AT SIYUDAD ANG MAGIGING BAHAGI NG QUEZON DEL SUR AT QUEZON DEL NORTE?
Ang Quezon del Norte ay bubuuin ng labing pitong bayan at dalawang siyudad na magmumula sa una at ikalawang distrito: Burdeos, General Nakar, Infanta, Jomalig, Lukban, Mauban, Pagbilao, Panukulan Patnanungan, Polillo, Real, Sampaloc, Candelaria, Dolores, San Antonio, Sariaya, Tiaong at ang siyudad ng Lucena at Tayabas. Ang Lucena pa rin ang kapital nito.
Dalawampu’t dalawa namang bayan ng ikatlo at ika-apat na distrito ang papaloob sa bagong probinsiya ng Quezon del Sur: Agdangan, Buenavista, Catanauan, General Luna, Macalelon, Mulanay, Padre Burgos, Pitogo, San Andres, San Francisco, San Narciso, Unisan, Alabat, Atimonan, Calauag, Guinayangan, Gumaca, Lopez, Perez, Plaridel, Quezon at Tagkawayan. Gumaca ang magiging kapital ng ating bagong probinsiya
4. <!--[endif]-->ANU-ANO ANG MGA REKISITO UPANG MAKAPAGBUO NG ISANG PROBINSIYA?
May mga batayang rekisito na kailangang maipakita upang makapagtatag ng isang probinsiya. Ayon sa Seksyon 461 ng Local Government Code, dapat ay may populasyong 250,000; lupaing may lawak na 2,000 kilometro kwudrado; at kitang P20 milyon batay sa presyo noong 1991 (constant 1991 prices). Sa pagbubuo ng bagong probinsiya, hindi dapat bumaba sa minimum na bilang ng populasyon, lawak ng lupa at kita ang matitirang probinsya o tinatawag na mother province.
a) <!--[endif]-->Ang Laki at Lawak ng ating Lalawigan
Ang Quezon ay may kabuuang lawak na 870,660 kilometro o 8,706.60 sq. km. Ang ating lalawigan ay ika-6 na pinakamalaki sa buong Pilipinas at binubuo natin ang 2.65% ng kabuuang lupain ng ating bansa. Mayroon itong 39 bayan at dalawang siyudad—ang Lucena at Tayabas. May 1,242 na bilang ng mga barangay.
Batay sa Seksyon 461 ng Local Government Code, ang minimum na kailangang lawak ng lupa upang magkaroon ng isang probinsya ay 2,000 kilometro kuwadrado. Ibig sabihin, kung lawak at lawak lang ng lupa ang pagbabatayan, hindi lang dalawa kundi APAT na probinsya ang maaari nating buuin.
Mapapagtanto natin ang sobrang kalakihan ng Quezon kung bibilangin ang mga kapit-probinsya nito. Naandyan ang Laguna, Batangas, Aurora, Bulacan, Rizal, Camarines Norte at Camarines Sur. Bukod pa dito, nasa magkabilang gilid ng probinsya ang Lamon at Tayabas Bay.
b) <!--[endif]-->Ang Dami ng Populasyon
Ang populasyon ng buong lalawigan ay pumapatak sa 1,675,522, ayon sa 2000 census. Ang Lucena ang may pinakamaraming populasyon na 177,750 at ang Jomalig naman ang pinakamaliit sa bilang na 4,371. Kung pagbabatayan naman ang tantos ng paglaki ng populasyon na 2.03% (nakuha mula sa pattern ng paglaki ng bilang ng populasyon mula 1995 hanggang 2000), ang populasyon ng ating lalawigan ay tinatayang nasa humigit-kumulang 1,932,652 ngayong taong ito.
Ayon sa Local Government Code, ang mimimum na bilang ng populasyon upang makapagbuo ng isang probinsiya ay 250,000. Kung halos umabot na sa dalawang milyon ang ating populasyon, hindi lang dalawa kundi SAMPUng probinsya sana ang kaya nating buuin.
c) <!--[endif]-->Kita ng Probinsiya
Batay sa isunumite ng Department of Finance noong dininig ang ating panukala, ang ‘Quezon del Sur’ ay magkakaroon ng average na kitang P198.3 milyon noong taong 2002 at 2003. Ang ‘Quezon del Norte’ naman ay may kita na aabot ng P276.1 milyon. Ang halagang ito ay batay sa presyo noong taong 1991. Muli, higit ito sa mimimum na nakasaad sa Local Government Code.

Totoong may mga probinsyang higit ang lawak at populasyon kumpara sa ating lalawigan subali’t kaiba talaga ang katangian ng Quezon.
Ang Quezon Peninsula ang isa sa pinakamahabang probinsiya ng Pilipinas. Iba’t-iba ang topograpiya ng mga bayang nakapaloob dito. May mga munisipyo itong mga isla na nangangailangan ng espesyal na pagkalinga. Mayroong malapit sa bulubundukin, sa karagatan, bukod pa ang nasa kapatagan.

Ang lalawigan ng Batangas ay mayroong 32 bayan, ang Laguna ay mayroong 29, ang Cavite ay mayroong 20, ang Rizal ay mayroong 13. Ang Quezon ay may 39 na bayan at dalawang syudad, doble pa ng pangkaraniwang bilang ng bayang nakapaloob sa isang probinsiya. Hindi kataka-takang mahirap magbigay ng pantay na pantay na pagkakalinga sa lahat kung sadyang maraming bayan ang nag-aagawan sa atensyon ng mga opisyales.

Sa bahaging ito, tingnan natin ang kasalukuyang kalagayan ng Aurora na dating bahagi ng Quezon. Kung titingnan ang Human Development Index (HDI) o Poverty Statistics, lumalabas na mas maayos ang kalagayan ng mga taga Aurora kaysa sa mga taga Quezon. No. 38 ang ranking ng Aurora sa HDI noong 2003. No. 42 ang Quezon at nauna pa sa atin ang Kalinga, Mt. Province, Antique at 41 pang mga probinsiya. Ang poverty incidence sa Quezon na 30% ay mas mataas kaysa sa national average na 25.7%.
Tingnan din natin ang tala ng pag-unlad ng mga bayan sa Quezon. Simula 1997 hanggang 2001, siyam sa 18 bayan mula sa first at second district ay tumaas ang income class status. Ibig sabihin, kalahati ng mga bayan sa first at 2nd district ang may pag-unlad na nakita. Samantala, anim lang sa 22 bayan ang tumaas ang income class status at ang mas nakakalungkot, isa pa ay bumaba pa mula 3rd ay naging 4th class municipality. Ito ay ang San Francisco.
Kung pagbabatayan ang income class status ng mga bayan mula 2001 hanggang 2005, halos hindi din nagbago ang klasipikasyon ng mga bayan. Sa Quezon del Norte, 12 bayan dito na may nakitang pag-unlad, kung saan lima sa mga ito ay umunlad patungong 1st class municipalities. Sa Quezon del Norte naman, 11 bayan ang umabante ngunit kapansin-pansin na wala isa man lang sa mga ito ang naging 1st class municipality.
Sa talaan ng income class, ang una at ikalawang distrito ay may 8 bayan na may 1st class status (General Nakar, Mauban, Pagbilao, Tayabas City, Candelaria, Sariaya, Tiaong, at Lucena City), 1 na may 2nd class (Infanta), 2 na may 3rd class (Lucban, Real), 4 na may 4th class (Bureos, Polillo, Dolores, San Antonio) at 4 na 5th class (Jomalig, Panukulan, Patnanungan, Sampaloc).
Samantala, ang bubuuing Quezon del Sur naman ay may 1 bayan na may 1st class status na bayan (Lopez), 6 na 2nd class (Catanauan, Mulanay, Atimonan, Calauag, Gumaca, Tagkawayan), 3 na may 3rd class status (San Francisco, San Narciso, Guinayangan), 5 na 4th class (Buenavista, General Luna, Macalelon, San Andres, Unisan) at 7 na 5th class (Agdangan, Padre Burgos, Pitogo, Alabat, Perez, Plaridel Quezon).
Kung papansinin, kalakhan ng mga 1st class municipalities ay matatagpuan sa una at ikalawang distrito, samantalang kalakhan ng mga 4th at 5th class municipalities ay matatagpuan naman sa ikatlo at ikaapat na distrito.
6. ANO ANG MANGYAYARI SA INTERNAL REVENUE ALLOTMENT O IRA NG QUEZON?
Makikita sa tala sa ibaba ang magiging kabahagi sana ng Quezon del Norte at Quezon del Sur kung noong taong 2000 ay natatag na ang mga ito. Sa dulong kolum naman ang aktwal na natanggap na IRA ng probinsya.

Kung papansinin, kapag pinagsama ang IRA ng Quezon del Sur at Quezon del Norte, mas mataas sana ito kumpara sa naging IRA ng isang probinsiyang Quezon.
Maliban pa rito, habang ang IRA ng orihinal na lalawigan na magiging Quezon del Norte ay bahagyang bumaba ng kalahati, ang pinagsamang IRA ng Quezon del Norte at Quezon del Sur ay mananatiling magbubunga ng dagdag na pakinabang. Halimbawa, sa talaan sa taas, ang pinagsamang IRA ng Quezon del Norte at Sur sa taong 2003 ay P856.8M- higit sa P761.6M IRA ng buong Quezon. Samakatuwid, mayroong karagdagang P95.2M sa kabuuan. Dagdag pa, mananatiling first class province pa din ang estado ng dalawang probinsiya.

Ang aspetong ito ay tinutugunan ng unang talata ng Seksyon 55 ng RA 9495:
“Equitable Division: Upong the effectivity of this Act, the obligations, funds, assets and other properties of the present Province of Quezon, renamed Quezon del Norte, shall, as much as possible, be divided equitably between Quezon del Norte and Quezon del Sur. The President of the Philippines shall order such division upon the recommendation of the ad-hoc committee which may avail of assistance from the Commission on Audit and other departments concerned.”
Pagsasalin:
“Makatarungang Pagbabahagi. Kapag epektibo na ang batas na ito, ang mga pananagutan, pondo, kayamanan at iba pang ari-arian ng kasalukuyang Lalawigan ng Quezon, na pinapangalanang Quezon del Norte ay, hangga’t maaari ay makatarungang ipapamahagi sa pagitan ng Quezon del Norte at Quezon del Sur. Aatasan ng Pangulo ng Pilipinas ang pagbabahaging ito mula sa rekomendasyon ng ad-hoc committee na maaaring humingi ng tulong mula sa Commission on Audit at iba pang departamentong may kinalaman dito.”
Kung maingat na susuriin ang talata, “makatarungang pagkakabahagi” (divided equitably) ang ginamit, at hindi “pantay na pagkakabahagi” (divided equally). Malaki ang implikasyon nito, halimbawa, sa mga naging pagkakautang ng buong probinsya. Kung “divided equally” ang ginamit na terminolohiya ng batas, ang P100 milyong pagkakautang para sa isang proyekto ng probinsya ay ipapamahagi lamang sa dalawa at magkakaroon ng tig P50 milyong pagkakautang ang Quezon del Norte at Quezon del Sur. Ang terminolohiyang “divided equitably” ay nagsasabing kung alin ang nakinabang mula sa proyektong pinondohan ng P100 milyon na pagkakautang ng probinsya, yun dapat ang magkarga ng higit na responsibilidad ng pagbabayad nito.

Ang katanungang ito ay sinasagot ng pangalawang talata ng Seksyon 55. Isinasaad nito na:
“The tax revenues from business enterprises principally located in one of the two provinces created herein but whose facilities or structures extend to the other, such as, but not limited to power generating plants, shall be proportionally divided between the two provinces. Provided, That such enterprises shall not be subjected to a second tax in addition to what is already imposed by the province where they are principally located.”
Pagsasalin:
“Ang mga buwis na mula sa mga negosyo o mga pangangalakal na prinsipal na matatagpuan sa isa sa dalawang lalawigang nabuo mula sa batas na ito, ngunit ang mga kagamitan at kayarian ay sumasakop sa kabilang lalawigan, tulad ng, ngunit hindi limitado sa mga planta na nagbibigay enerhiya, ay kailangang kasukat na hinati sa pagitan ng dalawang lalawigan. Ang nasabing negosyo ay hindi sasakupin ng pangalawang buwis na karagdagang ipinatutupad ng lalawigan kung saan sila ay prinsipal na matatagpuan.

Ang mungkahing dagdagan ang mga congressional districts ay lagi nang naihahapag hindi lamang para sa Quezon kundi pati na rin sa ibang lalawigan. Subalit ang mungkahing ito ay hindi nakakuha ng sapat na suporta. Kaya kung sakali mang may isinumiteng panukalang batas kaugnay nito, maaring hindi ito umusad sa antas pa lamang ng Komite. Kahit ordinaryong barbero, pwede nating tanungin, “Kailangan ba ng bansang ito ang dagdag Congressman?” Maaaring pare-pareho tayo ng hula kung ano ang magiging tugon niya.
Totoong mas mababa ang gastusin kung magdadagdag ng dalawa pang congressional districts (P13.3 M) kaysa sa magbuo ng bagong probinsiya (P90M). Subalit ang pangunahin nating dahilan sa pagbubuo ng isa pang probinsiya ay usapin ng pangangasiwa ng ating probinsiya, hindi sa paggagawa o pagsusumite ng mga batas para sa ating probinsiya. Alalahaning ang pangunahing tungkulin ng isang Congressman ay ang pagsusulat ng mga batas at hindi ang pagpapatupad nito. Kaya hindi pa rin kayang sagutan ng dagdag na mga Congressmen ang pangangailangan natin ng mas masinsing pangangasiwa sa probinsiya.
Maari ngang madagdagan ang pork barrel para sa ating probinsya kung magdadagdag tayo ng mga Congressmen. Subalit ang pork barrel ay dumadaan lamang sa opisina ng isang Congressman at hindi siya mismo ang nag-iimplementa nito. Samantala, ang isang probinsiya ay laging nakakatiyak na may nakalaang pondo dito – ang tinatawag na IRA o internal revenue allotment. Ang paglalaan at pagpapaabot ng IRA sa mga probinsya, pati na din sa mga munisipyo at barangay ay sigurado, hindi katulad ng pork barrel, sapagkat ayon sa batas, ang IRA ay “automatically appropriated” at dahil sa pagkapanalo sa isang kaso sa Korte Supreme, ito din ngayon ay “automatically released”.
PAGSUSUMA
Sa kabuuan, mayroong ilang matitibay na kadahilanan kung bakit dapat noon pa ang naging batas na ang RA 9495
Una, ang ating lalawigan ay napapag-iwanan na pagdating sa usapin ng kaunlaran. Isang malaking sagabal dito ay ang lawak at laki ng lupain ng ating probinsiya at ng populasyon nito. Nagiging sagabal ang mga ito sa mabilis at epektibong serbisyo ng ating pamahalaan sapagkat nagiging mahirap ang pag-abot ng mga namumuno sa ilang bahagi ng probinsiya na nagreresulta sa kapabayaan sa mga ito. Kung magbubuo tayo ng isa pang probinsiya mula sa ating kasalukuyang lalawigan, mababawasan ang bilang ng populasyon na kakailanganing abutin ng ating mga lider. Bukod pa dito, maaaring madagdagan ang mga resources ng ating lalawigan na maaaring mapakinabangan ng mas maliit na populasyon.
Pangalawa, ang pagkakaroon ng bagong probinsiya ay magbubunga ng paglapit ng sentro ng pangasiwaan sa mga pinapangasiwaan. Mas mapapalapit ang proseso ng konsultasyon sa pagitan ng mga pamunuan ng probinsiya at ng mga tao. Kaya naman, mas magbubunga ito ng mas malawak na partisipasyon ng mga tao para sa kaunlaran ng ating probinsya.
Pangatlo, ang mga rekisito sa Local Government Code of 1991 ay kayang-kaya abutin ng ating probinsiya. Batay sa mga dokumento mula sa NSO, Department of Finance at iba pang ahensya ng pamahalaan, ang minimum na populasyon, kita at lawak ng lupain ay maibibigay ng bagong probinsiya na ating bubuuin.
Pang-apat, dahil may sarili ng Internal Revenue Allotment (IRA) ang ‘bagong’ probinsiya at may mas malapit pa itong kapitolyo, mas mapapadali at mapapahusay ang pagdadala ng serbisyo publiko sa mga tao. Ang mga na-devolve na serbisyo publiko, serbisyo sa agrikultura, pananaliksik sa industriya, pagpapatupad ng batas para sa pangangalaga ng kagubatan at iba pa ay maari nang maidulot sa mga taga-Quezon sa mas mabilis na pamamaraan.
Pang-lima, at higit sa lahat, sa kabuuan ay maaaring mas magiging mabilis at angkop ang anumang pag-unlad ng Quezon na nais ng mga mamamayan nito.
Panghuling pasubali: ang RA 9495 ay hindi garantiyang solusyon upang mapabilis ang pag-unlad ng ating lalawigan subali’t ito ay isang mahalagang hakbangin patungo dito. Sa huli, ang kalidad ng mga pinunong ating iluluklok bilang gobernador, bise gobernador, mga bokal ng Quezon del Sur at Quezon del Norte ang siyang magiging mapagpasya ng ating kinabukasan. Piliin natin ang tapat, walang bahid ang pangalan, may maayos at malinis na tala ng paglilingkod sa bayan at kakayanan bilang ating mga tagapanglingkod. At higit na mas mahalaga ay ang mapagbantay na mamamayan na handang makilahok sa mga usaping pangkaunlaran ng komunidad at lalawigan. Ang mga mamamayang handang pumuna at magpahayag ng kanilang posisyon ang sa huli ay higit na kritikal na pangangailangan natin upang umunlad, hindi lamang ang ating lalawigan, kundi ang buong bansa.

Governor Raffy P. Nantes (RPN) met the owners and operators of different tourism related establishments throughout the province in a forum hosted by the Provincial Tourism Office and the Quezon Provincial Tourism Council last friday, February 22, 2008.
Owners of the different hotels, resorts and restaurants in Quezon were appreciative that their group was recognized to be an important sector which plays significantly as partner of the province in boosting the tourism industry of Quezon. The meeting, which was done for the first time, also served as an opportunity for the group to organize themselves so that together they can work on programs beneficial to them and at the same time tackle issues and concerns confronting their businesses.
An Ad Hoc Committee was created to formulate their by laws and address other concerns prior to their proposed provincial organization which they plan to affiliate in the Hotel and Restaurant Association of the Philippines (HRAP).
Meanwhile Governor RPN solicited their support for total development of Quezon tourism industry. He informed them that their establishment will be visited and inspected to certify if they have basic facilities and if they adhere to the policy of clean and hygienic restrooms.

Btw, MARILAQUE stands for (MArikina-RIzal-LAguna-QUEzon highway). The highway starts from Marikina, transversing through Rizal, North Laguna and Quezon municipalities. It ends in Infanta Quezon.

PAGBILAO, Quezon - "Ang pagsugpo sa korupsyon ay dapat magsimula sa ating mga sarili."
Lucena Archbishop Emilio Z. Marquez made the statement as he called on the Filipino people and all lawmakers today to help President Gloria Macapagal-Arroyo in her administration’s drive to weed out graft and corruption in both the public service and private transactions.
Archbishop Marquez told hundreds of parishioners who flocked at the parish church during the golden anniversary celebration of the canonical erection of the St. Anne Parish and Diocesan Shrine in Silangang Malicboy, Pagbilao, that the hard task to curb corruption is not only the responsibility of the top leader of the land but also the civilians as well, including the local leaders.
"Tulungan natin siya (President) na masugpo ang korupsyon," Archbishop Marquez said, noting that it is hard for the President to carry out the drive alone if the Filipino people and local leaders would not do their parts in the eradication of graft and corruption in the country.
In his homily, Archbishop Marquez thanked the President for lending her time to join them in the golden anniversary of St. Anne Parish in Barangay Malicboy, some 12 kilometers away from the town proper of Pagbilao.
"Akala ko nagbibiro kayo, Madam President, pero ngayon naniniwala na ako na bibisitahin mo kami. Kahit maliit ang St. Anne Parish, pinilit mo pa ring dumalo sa golden anniversary celebration ng parokya," Archbishop Marquez said, adding that it was only three days ago (Wednesday) when one of the presidential staff informed him about the President’s intention to attend in the occasion.
He also thanked the President for heeding the Catholic Bishops Conference of the Philippines (CBCP) call to abolish Executive Order 464.
On the issue of executive privilege, Archbishop Marquez agreed that it is the President’s prerogative not to give up her exercise of that power which is mandated by law and the 1987 Constitution.
"Hindi puwedeng itakwil ng Pangulo, ang paggamit niya ng executive privilege dahil ito ay konstitusyunal. Bahagi ito ng kanyang kapangyarihan at ayon na rin sa Konstitusyon ay hindi puwedeng humigit ang legislative sa executive," Archbishop Marquez said, adding that the CBCP has decided to wait for the decision of the Supreme Court to come out on the motion for reconsideration filed by Commission on Higher Education (CHED) chairman Romulo Neri.
He also explained that the main reason the CBCP did not make any stand on the growing clamor for the President to resign is that the Vatican, under the stewardship of Pope Benedict XVI, ordered all Catholic bishops in the world not to get involved in a political issue.
"Ang gawain ng bishops ay magbigay ng guidelines at hindi sumasali sa isyu ng pulitika," Archbishop Marquez explained.
He added that the Catholic clergy visualized that it is not good for the booming economy, and for the country in general, to change the current leadership because nobody from the other camp is qualified to lead the presidency.
After the one-and-a-half hours Holy Mass, the President together with Archbishop Marquez and St. Anne Parish priest Fr. Jose Tolentino went outside of the church and led the release of doves and yellow balloons symbolizing the start of a year-long celebration of the Pagbilao parish’s 50th anniversary.
Quezon Gov. Raffy Nantes, Reps. Mark Enverga (1st District), Danny Suarez (3rd District), Proceso Alcala (2nd District), presidential son and Camarines Sur Rep. Diosdado "Dato" Arroyo, and Pagbilao Mayor Venus Fortes accompanied the President in her visit here.

Sa pagkakaalam ko ang Marikina-Infanta Road upgade project ay matatapos dapat ngyung Dec 2008. Hindi ko lang alam kung ito pa rin ang target na inaasahan.
Ang hi-way na ito, kapag galing sa Marikina/Antipolo, at pagsapit sa may parteng Laguna (Siniloan) ay nahahati sa dalawa... isa ay papuntang Real/Infanta, at ang isa naman ay sa Paete-Pagsanjan-Lucban-Lucena. Ngunit sa pagkakaalam ko ay walang magandang kalsada mula Real papuntang Mauban-Tayabas-Lucena na babagtas sa dalampasigan ng Lamon Bay.
Napansin ko lang sa larawan na kalbo na pala ang mga kabundukan sa lugar na yan ng Sierra Madre...

To complement this, the Provincial Tourism Office, now under OIC Tourism Officer Gladys C. Mayo has declared “RPN Tourism” as its fundamental task this 2008.

The owners of the different hotels, restaurants, resorts, bars, travel and tour agencies, designers and other establishment that provides service all met last APRIL 1, 2008 at the BULWAGANG KALILAYAN.
The agenda was to organize and finalize the name of the organization. There were 7 suggested names but the most notable were the following:
ITAQ (Integrated Tourism Association of Quezon)
HATAQ (Hospitality and Tourism Association of Quezon)
QTO (Quezon Tourism Organization)
*The last name won by 4 points against HATAQ (which i think is a good name)

Next month May 2-7 the PHILIPPINE STENOGRAPHERS ASSOCIATION will be visiting our province... according to the Tourism Office headed by Ms. Gladys Mayo there will be around 3500- 4000 members attending. As part of their itinerary they will be visiting different establishments in Quezon. But the highlight of the event will be their tradeshow/ showcase @ QCC (Quezon Convention Center)

I have suggested to the newly elected president of QTO (Quezon Tourism Organization) that a Magazine should be released... as hotel-resto owners here in Quezon we can contribute and make the very 1st CULINARY MAGAZINE here in Quezon... Next meeting i will be suggesting the name QUEZINA (Quezon Kusina)-- this will feature the different tourist destinations here in our province, the local cuisines that uses indigenous recipes and the warmth and hospitality of the people of Quezon.
I also made a suggestion that a CHEFS ON PARADE QUEZON be organized on August as part of the Lucena and Quezon/ Linggo ng Wika celebration. This will be a competition of different hotel, restos and HRM/ Culinary Schools here in Quezon... through this we can show the rest of the Philippines and the world how talented and skillful the people of Quezon are.

Crucial in this is the selection of the finalists for the franchise acquired by GMA Channel 7. Pinoy Idol will only choose ten finalists, and apparently, these finalists have already been determined as numerous reports from all over the blogosphere have hinted at the inclusion of certain friends or loved ones in the competition. Last week, we made reports on a certain Julius Benjamin, who made it to the top ten. While we have had different folks grabbing the yellow/golden ticket, it is unconfirmed if they indeed made it to Pinoy Idol.
Jayson, a reader of our blog, reports that Julius Benjamin did make it to the finals. Julius Benjamin Utulo is a member of the Philippine Opera Company. We also found Julius's blogspot blog and, to make things short, found out almost everything we needed to know about him:

But personally, I love the biscuits: broas, putoseko, paborita, balat lechon, pinagong, camachile, biscocho and some more Lucena, Lucban, Sariaya, Tayabas biscuits! Longganisang Lucban & pancit habhab are the best in their respective class. Pati na rin ang Midas Pancit!
One can also haggle for fresh seafoods at Dalahican... eat at Buddy Pizza... and don't forget the Pagbilao espasol & Tayabas nilupak at budin... and Dealo Koffee Klatch cakes and meringue!

A total of P4.3-billion loan from the Land Bank of the Philippines (LBP) has been allocated to fund the 100,000-hectare Jatropha Curcas plantation in Quezon province for the massive production of biodiesel.
This was provided in the tripartite agreement approved by the LBP, the Philippine National Oil Company-Alternative Fuel Corporation (PNOC-AFC) and the Quezon provincial government led by Gov. Rafael Nantes.
The Quezon Jatropha Development Board.will process the applications of the farmers cooperatives that will avail of the loans for the Jatropha plantation.
To ensure the quality of the Jatropha seedlings that will be used for the plantation, only those from the Jatropha nursery in Barangay Malupak, Lucban, Quezon, which was accredited by the PNOC-AFC, will be utilized for the project.
Under the agreement, the provincial government of Quezon will consolidate and provide the 100,000 hectares land needed for the plantation, the LBP will supervise the approval of loans, and the PNOC-AFC will determine the quality of seedlings to be used.
A Jatropha Refinery Plant will eventually be established jointly by the provincisl government of Quezon and the PNOC-AFC to process the seeds to be harvested from the Jatropha Curcas plantation.
Under the lending scheme, the farmers cooperatives will not be charged any intrest for the first three years. Only in the fourth year will the farmers cooperatives be charged affordable loan interest by the LBP.
Gov. Nantes pointed out that rice plantations and irrigated lands will not be used for the Jartropha Curcas plantation.

LUCENA CITY – Wanting to help revive interest in classical folk songs now fading slowly into oblivion, a Filipino doctor from Candelaria town in Quezon has staged a play featuring some of the Philippines’ finest kundiman pieces.
“Kundiman songs are so beautiful. But sad to say, most of them are now in the dustbin of history – almost forgotten, especially by the younger generation,” Dr. Crispino Punzalan, 57, an anesthesiologist based in New Jersey, said.
The kundiman is the signature plaintive Filipino love song of yesteryears. Mostly arranged in the minor key, it expresses the lamentations of a depressed lover.
Punzalan’s Arimunding-munding musical ran one hour and 45 minutes for four nights on Feb. 22, 23 and 29 and March 1 at the Sentro Pastoral Auditorium in Barangay Isabang in Lucena City, Quezon. Students, professionals, church people, politicians and the local cultural literati attended.
Cultural heritage
In the souvenir program, Punzalan confessed that in the 30 years he lived abroad, he saw how proud people in other countries were of their cultural heritage, and how they took pains to preserve it.
“Those trips reminded me of the things I enjoyed at home, the music I used to listen to, the stage shows put up during our town fiestas and the zarzuelas that my parents would take me to every so often,” he recalled. “So I began to think about how I could contribute to the preservation of our Filipino culture, heritage and traditions.”
But Punzalan was hard-pressed to find Filipino cultural shows during the times he came back to the country. “It is in this fervor that I created this musical using the classic songs of our great composers and lyricists,” he said. “One does not need to be a singer to learn and appreciate music.”
Punzalan looked for Filipino classical songs posted on the Internet and in musical journals from the Philippines. He preferred songs with open-ended themes for easy transition in the play’s storyline from one piece to the next.
“Any classical Filipino musical play will not be authentic without Dahil sa Iyo, Tinikling, etc., in the repertoire. I gave particular attention to songs that I was familiar with during my childhood,” Punzalan said, humming a few lines from Ang Maya, a native kiddie song. “I was in Grade 3 when I first heard the song in a school concert. My mother was included in the chorus,” he said.
In a single storyline, he was able to arrange a total of 24 classical folk songs that include Ako’y Kampupot, Bulung-bulungan, Nasaan Ka Irog and Hahabol-habol.
Obsession
Last year, Punzalan’s obsession to present a play of classical folk songs was rekindled. He had noticed that members of Sindayan (Sining Pandayan ni Hermano Puli), a cultural group from nearby Tayabas town that has been helping him make a videoke version of the Lenten Pasyon for the past three years, were experiencing fatigue and mental slowdown.
“I told the group that we have to do something different, a far cry from the seriousness of the project that we have been making,” Punzalan said. So he decided to launch the play, inspired by the Swedish pop icon Abba. “Their piece, Mama Mia, is hard to sing but when it was turned into a musical play, suddenly lots of their followers found affinity with all their songs.”
The two-act Arimunding-munding is set in 1955 in the fictionalized village of Sta. Ana, which is in the thick of preparations for a festival. The characters are dressed in the 1950s and one of them, Elpid, is an avid Elvis Presley fan dressed in his idol’s full regalia.
Punzalan described the 32 Sindayan performers from Laguna and Quezon as dedicated young singers and dancers. “They are all good. Their voice and performance were all impressive,” he said.
It took only four months for them to prepare and practice, accompanied by the Himig ng Tayabas choir and the Kuerdas ng Tayabas Rondalla. Punzalan also brought Arimunding-munding to Infanta town, also in Quezon, on Feb. 19 during a medical mission project in northern Quezon, where it was staged for free at the covered court.
Relevant cultural projects
According to the Sindayan founders, Arimunding-munding is the first in their long list of relevant cultural projects. Ravenal Dejarme, a founder who assisted Punzalan in the production, said most of the members experienced “cultural shock” during the first pre-production meeting.
“They can’t believe that we will make them sing the kundiman.”
Sander Estabillo, 25, a lead character who is also the lead vocalist of a local rock band, said it was the first time he sang the kundiman, which he described as “much harder.” One has to fully internalize the theme and message of the song to deliver a good rendition, he said.
His partner, Airish Camille Cacalda, a senior high school student from Lumban, Laguna, said she had heard the songs only from her grandmother.
“Singing Filipino folk songs is quite difficult and different, but I now enjoy singing and listening to them,” said Cacalda, also a rocker.

For me, I would recommend Ouans Resort or Queen Margarette in Lucena. The only drag here is that these two resorts are quite far from the city center. If you want to stay near the city, Fresh Air resort and Diamond Resort is the place to stay.
Several fine resorts along the way of Kamay ni Hesus would be: Batis Aramin (Lucban) and Nawawalang Paraiso (Tayabas)...

hello ms aquaflirt... nice nick huh... if ur going sa kamay ni hesus its in Lucban and i suggest u check in sa PATIO RIZAL or BATIS ARAMIN RESORT... if mas trip niyo magpahinga lang u stay at PATIO RIZAL pero if plan nio din magswim sa BATIS ARAMIN na lang kayo. i prefer Batis Aramin and it's newly renovated. Although ang Patio Rizal is nasa loob ng Lucban mismo ang BAtis Aramin is tapat lang ng Kamay ni Hesus..

A trip to Sariaya, the Vigan of the Eastern Part of the Philippines, would not be complete without peeking at their century old mansions and houses. The first house we went to was called the White House or the Marquez’ Mansion. This used to be a private house which was designed by Andres Luna de san Pedro, the son of Juan Luna. The house was more European than Western. It was very beautiful and it was like stepping into a time machine bringing me back to the times of our ancestors. The furniture were adorable and every detail of the house spells history although it was already restored.
We also went to another ancestral house, this time, the Gala Rodriguez Ancestral House. This house was made in the ’30s by Juan Nakpil, a Filipino National Artist. The house was very adorable and its history was fascinating. We even went down the secret cellar of the house where the owners used to hide the matron of the house, Dońa Carmen, from an adoring Japanese Officer who occupied the house as their base. The Gala Ancestral House now serves as a restaurant where we had our dinner.

In the Quezon province town of Lucban, the festival in honour of San Isidro is known as pahiyas, meaning « precious offering ».
San Isidro Labrador is said to have worked all his life for the same wealthy landowner named Juan de Vargas. San Isidro was always in church so his co-workers complained that his piety was keeping him from his work. Vargas went to see for himself and saw that he actually came later than the others; but as he advanced to reprimand him, he saw not only San Isidro’s plow, but two others, pulled by teams of snow-white oxen, guided by invisible plowers. He realized that San Isidro was getting supernatural aid and fell on his knees. Most representations of San Isidro depict this scene.
During the Pahiyas Festival in Lucban all the homes in the procession’s itinerary are decorated with fruits, vegetables, agricultural products and kiping. The kiping is a leaf-shaped wafer made of rice (similar to tacos of Spain) and dyed in bright colours. No one really eats kiping anymore and it is solely used as a decoration.
The celebration is a form of thanksgiving for a bountiful harvest and in honour of the patron saint of farmers, San Isidro de Labrador. A procession of the image of San Isidro is planned long before the festival and it is said that houses along the route of the procession will be especially favoured and blessed in the coming year. It is from this belief that the lavish decoration of the home began.
The Pahiyas Festival attracts a lot of people. Make sure you arrive in the early morning (around 7 am) so that you have the town almost for yourself. From 11 am on the streets of Lucban are so full of people that you can’t appreciate the decorations of the houses anymore.
Like many important Festivals in the Philippines, the Pahiyas felt pray to commercialism (posters of a cell phone company was plastered all over the town) and it might be a good idea to visit Lucban in the morning and move on to the town of Sariaya where they have a similar Pahiyas Festival which might be more authentic.
Lucban is noted for its delicious foods such as the famous pansit Lucban, the Lucban longganisa (local sausage), atsara, pinangat and delicacies such as espasol, kalamayhati, tamales, tinapa and more.
When: Every year on May 15.
Where: Lucban. Approximately 160 km from Metro Manila via Lucena City or 133 kilometers from Metro Manila via the Sta Cruz-Pagsanjan route in Laguna.
Travel time is three and a half hours.
My rating: 10 /10. Extraordinary house decorations with agricultural products. A lot of time and energy are put into those decorations. A must see. Sponsors and commercial establishments should be more discreet in their advertisements.

LUCENA CITY – Binabalak ng City Hall na ilipat ang public market at ang iba pang tanggapan ng lokal na pamahalaan sa limang ektaryang lupain na pag-aari ng gobyerno sa Market View Subdivision, ito ang napag-alaman ng CPW mula sa mga opisyal ng pamahalaang panglunsod.
Kamakailan ay ipinatawag ni Mayor Ramon Talaga Jr. sa isang pagpupulong ang mga opisyal ng ibat-ibang samahan sa pamilihang panglunsod kasama na rito ang Koopnaman at ang pederasyon ng mga market vendors.
Sa ginawang presentasyon ni Talaga sa plano ng City Hall, inilarawan nito ang kasalukuyang kalagayan ng public market bilang “masalimuot na palengke at higit sa lahat beyond repair”.
Ipinaliwanag ng alkalde na kinakailangan na aniyang magkaroon ng angkop na programa at direksyon ang pamahalaang panglunsod kaugnay ng pagbabago sa pamilihang bayan.
Ayon kay Talaga, pangarap niyang bago matapos ang nalalabi pa niyang termino sa panunungkulan ay maisasaayos niya ang kalagayan ng public market.
Sa plano ng lokal na pamahalaan, ang bagong palengke ay ililipat sa limang ektaryang lupain na matatagpuan sa Barangay Marketview na dapat sana ay gagawing public cemetery.
Ipinaliwanag ni Talaga na kung ililipat sa naturang lugar ang palengke ay magiging malaking tulong ito sa pagluluwag ng daloy ng trapiko sa mga lansangang malapit sa pamilihan.
Sa ilalim ng panukala, lahat ng mga magtitinda sa public market, Agora at maging ang mga bolante ay magkakaroon ng puwesto dito.
Bukod sa isang malaking common terminal ay may kanya-kanyang parking o loading and unloading area ang bawat section ng pamilihan para sa pagbababa ng mga kalakal.
Dito rin itatayo ang isang storage building para sa mga gulay, karne at isda at ang bagong building ng Lucena Police Station, Hall of Justice at Bureau of Fire and Protection office.
Idinagdag pa ni Talaga na hindi rin magiging problema ang magiging access roads sa naturang pamilihan dahil may mga bagong kalsada na bubuksan sa paligid nito.
Kabilang na rito ang paglalagay ng tulay sa parte ng Evangelista St. at pagbubukas ng mga daaan sa Dalahican road.
Matamang pinag-iisipan aniya ng lokal na pamahalaan kung ano ang nararapat na itayo sa lugar ng lumang palengke. “Maraming magagandang proyekto ang magagawa sa old site. Ito ang masusing pinag-aaralan ngayon ng City Hall,” ang sabi ni Talaga sa CPW.
Kaugnay nito ay inatasan ni Talaga ang mga magtitinda sa palengke na sila na ang magbigay ng tamang impormasyon sa kanilang mga kasamahan kaugnay ng binabalak na bagong palengke.
Sa panayam ng CPW sa mga magtitinda sa public market, nagpahayag ang karamihan na pumapabor sila sa plano ng lokal na pamahalaan.
Subalit ipinaaabot nila sa pamahalaang panglungsod ang kanilang pangamba na baka hindi magkakaroon ng maayos na alokasyon ng bagong puwesto sa itatayong palengke.
“Maganda ang plano. Dapat lang na magkaroon ng matapat na konsultasyon sa grupo ng mga magtitinda upang maiwasan ang kaguluhan sa alokasyon ng mga puwesto. Baka yung mga dating magtitinda ang siyang mawalan ng puwesto at magkaroon naman ang mga bago,” ang pahayag sa CPW ng isang lider magtitinda na humiling na huwag banggitin ang kanyang pangalan sa balita.

^^kung budget Metro talaga,mas fresh mga gulay wahehehe... Yung La Suerte mura din kasi halos lahat ng may Sari Sari Store dito doon bumibili...yung La suerte warehouse City sa Palengke hindi talaga naapektuhan ng dalawang malaking supermarket...Kaya nga nagtayo sila ng Mall sa Mayao yung La Suerte Mega Warehouse alam ko may Jollibee yun...
Good to hear na namamayagpag ang Metro d'yan. Dito rin sa Cebu, mas preferred ang Metro compared to SM kasi mas may variety 'yung binebenta nila. Marami ring local delicacies and foreign products. :)

Malaking pera ito... at maraming makaaaway si Mayor pag nilipat ang palengke... lahat nalang daw inilabas ng bayan (malls, terminals, hospitals, at ngayon pati palengke?)... pabor ako dito basta lagyan nila ng maraming access roads and bridges papunta sa bagong palengke kasi kung hindi traffic rin ang kalalabasan!
Sana ituloy na rin nilang gawin yung city government center sa may Iyam (landing)...

Baka ang EME road na sinasabi mo ay ang papuntang Camarines Norte... Siguro ang mga tagaron ang maraming larawan ng daang tinutukoy mo...

LUCENA CITY -- Muntik ng mabalewala ang mga naunang “sister-city agreements” ng pamahalaang panglunsod sa ibat-ibang pamahalaang lokal at maging sa ibang bansa kung hindi ito naging miyembro ng Philippines International Sisterhood and Twinning Association o PHISTA, ito ang paliwanag ni Lucena Councilor Benito Brizuela.
Ayon kay Brizuela, regional president ng PHISTA-Calabarzon region: “Pagkatapos ng may sampung taon ngayon lang napasali ang lunsod. Na tayo ay twinning ng twinning pero ito pala ay void o hindi kinikilala ng DILG (Department of Interior and Local Government) hanggat hindi miyembro ng PHISTA”.
Batay sa record ng Sangguniang Panglunsod, unang naging sister-city ng Lucena bago pa ito mapabilang sa PHISTA ay ang mga lunsod ng Bagiou, Manila at Makati. Sa kasalukuyan ay isinusulong ng konseho ang balak na “sisterhood agreement” sa Iligan City.
“Maraming benipisyong makukuha sa pakikipag-twinning kabilang na rito ang pagpapalitan ng mga proyekto. Gusto ko dito ang katulad nung sa Japan na isinulong ni Mayor Ramon Talaga Jr. na nakinabang ang mga taga lunsod partikular na ang mga mangingisda na nagsanay sa naturang bansa at pinadalhan pa ng mga kagamitan”dagdag pa ng konsehal.
Pagkatapos ng kanilang organizational meeting, ayon kay Brizuela, ay isusunod nila ang planong pagdalo sa “Sister Cities International Conference 2008” na gagawin sa Westin Crown Center sa Kansas City USA sa darating na buwan ng Hulyo.
Layunin ng taunang aktibidad na makapagbigay ng mga makabagong pamamaraan kung papaano paunlarin ang isang komunidad sa paraang hindi kinakailangang gumastos ng malaki sa tulong ng sister-city program.
Ayon sa konsehal, iniorganisa na rin ng PHISTA regional chapter ang dalawang study tour at twinning partnership sa California, Japan, South Korea, Canada, New Zealand at Taiwan sa larangan ng edukasyon, livelihood, employment, trade and industry, information technology, environment management at energy.

Greenpeace ship blocks coal shipment in Team Energy power plant

LUCENA CITY -- The Greenpeace flagship Rainbow Warrior blocked coal shipments to Team Energy (TE) Philippines’ (formerly Mirant) 735-megawatt coal-fired power plant in the coastal village of Ibabang Polo in Pagbilao, Quezon early Friday morning.
The Rainbow Warrior anchored alongside the coal ship Medi Firenze, which was unloading coal at the Pagbilao plant's pier, and prevented the 223-meter vessel Sam John Spirit from approaching the docking area to unload an even larger coal shipment.
A giant banner reading “Quit coal” was placed on the mast of the Rainbow Warrior to drive home the message that the government should stop building and expanding coal-fired power plants.
“Being one of the countries most vulnerable to climate impacts, the Philippines should address climate change by immediately stopping the expansion and construction of new coal plants,” Beau Baconguis, Greenpeace-Southeast Asia campaigner manager, said in a statement onboard the ship.
When contacted, Greggy Romualdez, TE spokesman and head of external affairs, said TE respect Greenpeace environmental advocacy adding that company officials are open to discuss the plant environmental performance with the group.
“In like manner, we appeal to them to respect private property and the rule of law and not resort to illegal activities that may disrupt plant operations and endanger the access to electricity of millions of Filipinos,” he said in a statement sent to CPW.
Over the phone, Romualdez said plant station manager Larry Medrano invited Greenpeace to a dialogue and take a look at the plant to observe operation. He said the group refused the invitation.
But according to Baconguis, they could not just disembark from the ship because it would be against the regulation of the Bureau of Custom.
“In the same manner that plant officials could not also simply board the ship. There should be a Bureau of Custom official around,” she said over the phone.
Romualdez insisted that TE complies with and exceeds all pertinent environment rules and regulations as required by law, including the Philippine Clean Air Act and regulations set by the Department of Environment and Natural Resources (DENR), among others.
“Our environmental performance is a matter of public record and we are confident on how we have complied with relevant Philippine statutes. We care deeply about the health and welfare of our employees and the communities that host our facilities. Thus, we strive to ensure that our operations have minimal, or no impact on public health and the environment,” he said.
The Rainbow Warrior is in the Philippines to spearhead the Greenpeace “Quit Coal Tour” in Southeast Asia and the Pacific. The tour aims to promote solutions to stop climate change--an energy revolution away from the use of climate-damaging coal, and a massive shift to renewable energy.
Aside from eight existing coal-fired plants in the country, there are nine more scheduled for construction this year.
On Wednesday, the ship docked in Legazpi City, Albay as the first leg of the environmental group’s campaign for a coal-free Philippines.
Albay Governor Joey Salceda had officially declared Albay as a “no to mining and coal-free zone.”
Greenpeace said the government should take Albay's declaration as an urgent call to action against climate change.
Environment ministers from G8 countries are scheduled to meet from May 24 with climate change on top of their agenda. Greenpeace calls on G8 countries to take real action against climate change, deliver an Energy Revolution that makes coal the fuel of last resort.
“The Philippines should send a strong message to ASEAN countries to lead the way in phasing out the use of coal. Greenpeace is also calling on developed countries to provide assistance to developing countries like the Philippines in the fight to stop climate change,” Baconguis said.
Baconguis claimed the Philippines already produces 54 percent more power than it needs.
“We should invest in improving the power grid rather than expanding a coal plant that reduces our chances of preventing dangerous climate change," she said.

Doon po kami dumaan, at biglang nagsplit nalang ang road (sa may Pagbilao ata) at hindi namin alam kung aling landas ang tatahakin. So we just followed our instincts and turned left. Buti nalang at tama ang instincts namin dahil as we went further, may intersection kaming nakita sa right na papunta daw Quezon National Park at may warning na hindi pwede ang trucks kasi maraming zigzags and dangerous curves so baka dun ang labasan kung ang isang road ang tinahak namin. :D Understandable ba ang post ko? :D

"What is this?" the President asked Mrs. Remedios Yu, the science teacher and mentor of the school's science club. The President seemed awed with the laboratory equipment bought by the Department of Education (DepEd) when she was informed of the microscope that could magnify the atrium, a part of the heart, among other kinds of microscopes.
Yu informed the President that the laboratory equipment are very expensive that they would not be able to have one if not for DepEd. There were around 20 microscopes in the laboratory room, among many more equipment that included a telescope, test tubes, weighing scales, flocharts and other teaching aids in science.
The President informally interacted with 15 of the 300 student-members of the science club. "What's in your microscope?" the President asked a student who answered that he is in the process of viewing a leaf. The science building which houses the science laboratory was constructed from funds donated by Lucena City Mayor Ramon Talaga, Jr. (PNA)

Lumusot kaya ang Quezon del Sur at Quezon del Norte?

LUCENA CITY – MADIDISMAYA ang mga kontra sa balak na paghahati sa lalawigan ng Quezon matapos na linawin ng Department of Budget and Management na may nakalaang pondo ang Commission on Election (COMELEC) sa isasagawang plebisito para dito.
Sa liham ni Luz Cantor, DBM director, kay Director Eduardo P. Mejos, COMELEC Finance Services Department na may petsang March 24, 2008, sinabi nito: “In the annual General Appropriation Act, the COMELEC has been provided a yearly appropriation for the “Conduct and Supervision of Elections and Other Political Exercises” as one of the Commission’s regular programs under “Operations”.
Under RA 9498, the FA 2008 GAA, a total of P999,698 million has been appropriated for the said program. It is suggested therefore that the said political exercise be charged against your regular budget or any available savings from your continuing appropriations.”
Ang pagliliwanag ni Cantor ay bilang tugon sa hiling ni Quezon Congressman Danilo Suarez na magpalabas ang pamahalaan ng halagang P38-M para sa kinakailangang pondo para sa isasagawang plebisito upang makapagpasya ang mga mamamayan ng lalawigan kung pabor ba sila o hindi sa binabalak na paghahati ng Quezon batay sa itinatakda ng RA 9495 (An Act Creating the Province of Quezon del Sur).
Niliwanag pa rin ni Cantor sa kanyang liham na batay sa Section 49 ng nasabing batas na ipinasa noong September 7, 207 matapos na palampasin ni Pangulong Gloria Macapagal-Arroyo ang takdang panahon para sa paglagda niya dito, na ang binabalak na pagtatatag sa lalawigan ng Quezon del Sur ay magaganap matapos ang pagpabor ng mayorya ng mga botante sa isasagawang plebisito na isasagawa ng COMELEC at ikakarga ang gastusin sa budget ng nasabing ahensya ng pamahalaan.
“Ipapadala ng COMELEC national office sa Quezon provincial election office ang halagang P38-M upang maging pondo sa isasagawang plebisito. Tuloy na tuloy na ang plebisito dahil maliwanag sa liham ng DBM na may perang magagamit para dito,” ang pahayag ni Suarez sa panayam ng CPW.
Matatandaang ipinakakalat ng mga kumukontra sa gagawing paghahati sa lalawigan ang umano’y kawalan ng pondo ng pamahalaan para sa kailangang plebisito.
Maging ang isa sa pangunahing sponsor ng batas na ito na si Quezon Governor Rafael Nantes ay nagpapahayag na rin ng kawalan ng interes na matuloy ang paghahati batay sa kanilang panukala ni dating Congressman Wigberto Tañada noong panahong magkasama pa silang dalawa sa Mababang Kapulungan noong 1998.
Sa huling panayam kay Lucena Bishop Emilio Marquez, muli niyang ipinaabot sa mga mamamayan ng lalawigan ng Quezon ang kahalagahan na mabigyang katotohanan na mahati ang lalawigan para aniya sa kapakinabangan ng mga naninirahan sa Bondoc Peninsula at Lamon Bay area sa ika-tatlo at ika-apat na distrito ng probinsya.
“Matagal nang nagtitiis ang mga mamamayan sa Bondoc Peninsula at Lamon Bay area dahil sa patuloy silang nawawaglit sa kalinga ng mga opisyales ng pamahalaang panglalawigan na nasa kabisera ng Quezon. Ito na ngayon ang pagkakataon upang matugunan at mabigyang hustisya ang kanilang matagal nang karaingan,” ang paliwanag ng Obispo.
Noong nakaraang buwan sa pagsimba ni Pangulong Gloria Macapagal-Arroyo sa St. Anne Parish and Diocesan Shrine sa Barangay Silangang Malicboy sa bayan ng Pagbilao, hiniling ni Marquez sa Pangulo na pakinggan ang kahilingan ni Suarez na tulungan ang lalawigan sa gagawing paghahati sa nasasakupan nito.
Si Suarez kasama si Congressman Lorenzo “Erin” Tañada III (4th District) ay masugid na nagsusulong nang paghahati sa Quezon bilang pagsunod sa itinatakda ng RA 9495.
Batay sa impormasyon mula sa kampo ni Congressman Proceso Alcala (2nd District), hindi rin daw umaatras ang kinatawan sa kanyang posisyon na pumapabor sa paghahati ng lalawigan kahit na niyaya ito ni Nantes na bumaligtad na rin at samahan siya sa gagawing paghadlang dito.
Sa panayam noong nakaraang buwan kay Congressman Mark Enverga, nagpahayag ito ng pagtutol sa panukala. Subalit batay sa huling impormasyon na nakalap ng CWP, bagama’t kontra ang nasabing kongresista ay hindi raw naman ito kakampanya laban dito at igagalang na lang ang magiging desisyon ng mga mamamayan sa isasagawang plebisito.
Sinikap ng CPW na kunan ng kanyang pahayag si Vice Governor Carlos Portes, lantad na oposisyonista laban sa balak na paghahati, subalit bigo ang mga pagsisikap na siya ay makapanayam tungkol dito.
Sa panukalang paghahati, ang una at segunda distrito ng lalawigan ay tatawaging Quezon del Norte.
Ito ay bubuuin ng Lucena City at mga bayan ng Burdeos, Gen. Nakar, Infanta, Jomalig, Lukban, Mauban, Pagbilao, Patnanungan, Polillo, Real, Sampaloc, Tayabas, Candelaria, Dolores, San Antonio, Sariaya at Tiaong.
Ang Lucena City pa rin ang kilalaning provincial capital.
Ang balak namang Quezon del Sur ay bubuuin ng ika-tatlo at ika-apat na distrito mula sa mga bayan ng Agdangan, Buenavista, Catanauan, General Luna, Macalelon, Mulanay, Padre Burgos, Pitogo, San Andres, San Francisco, San Narciso, Unisan, Alabat, Atimonan, Calauag, Guinyangan, Gumaca, Lopez, Perez, Plaridel, Quezon at Tagkawayan.
Ang lalawigan ng Quezon ay may kabuuang sukat na 862,676 hektarya.

GUMACA, Quezon - Bagama’t hindi pa tiyak kung kailan itatakda ng Commision on Election (COMELEC) ang plebisito sa panukalang paghahati sa lalawigan Quezon, ngayon pa lamang ay mahigpit na ang pangangampanya ni Congressman Lorenzo “Erin” Tańada III (LP-4th District) upang magkatotoo ito.
Maging sa mga kalendaryo na ipinamamahagi ng kongresista sa ginanap na Farmers Day noong Mayo 14 ay mababasa ang katagang “Isulong ang Bagong Quezon” na tumutukoy sa paglikha ang Quezon del Sur.
Makikita sa larawan ng kalendaryo ni Tańada ang mapa ng dalawang probinsya - ang Quezon del Sur at Quezon del Norte - ang huli ay sasakop sa mga bayan ng 1st at 2nd district ng at ang bagong probinsya ay sasakop sa 3rd at 4th district ng lalawigan.
Sa kaniyang talumpati ay hiningi ni Tańada ang suporta ng ika-apat na distrito sa gaganaping plebisito.
Ayon sa mga nagsusulong ng paghahati, ang paghihiwalay sa lalawigan ang tutugon sa hinahangad ng mga bayang malayo sa Lucena City na itinuturing ng sentro ng probinsya upang mapaunlad ang kanilang lugar na nasa ilalim ng resposibilidad ng kasalukuyang panlalawigang pamahalaan.
Ipinaliwanag ni Tańada na pondo na lamang ang kanilang hinihintay upang puspusang nilang isagawa ang kampanya na magpapaliwanag sa kaniyang distrito para sa ganap na paghahati ng Quezon.
Hindi nagbabago ang paninindigan ng batang mambabatas sa balak na paghahati ng Quezon na unang isinulong ng kaniyang ama na si dating Congressman at Senador Wigberto “Bobby” Tańada kasama ang noon ay Kongresista at ngayon ay Gobernador Rafael Nantes.
Ngunit nitong mga huling araw ay lantarang nagpapahayag ng pagbabago kanyang posisyon si Nantes at nanawagan na huwag na munang ituloy ang paghahati sa probinsya.
Ang panukalang paghahati sa lalawigan ay masugid ding sinusuportahan nina Congressmen Proceso Alcala (LP, 2nd District), Danilo Suarez (Kampi, 3rd District)
Kung magaganap ang tuluyang paghahati, ang bayan ng Gumaca ang magiging capital town ng Quezon del Sur at ang bagong kapitolyo ay itatayo naman sa 30 ektaryang lupain sa pagitan ng Gumaca at bayan ng Pitogo.
Sa talumpati ni Gumaca Mayor Joy Job Cabangon, pinangalanan na niya ang kaniyang bayan na Gumaca, Quezon del Sur, bilang paghahanda daw sa bagong apelyido ng lugar.
Sa mga nakaraang panayam, maging si Lucena City Mayor Ramon Talaga Jr. ay nagpahayag din sa pagpabor sa paghahati sa lalawigan
Naniniwala si Talaga na kayang mapaunlad ng magiging lider sa Quezon del Sur ang kanilang lugar, ang kelangan lang ay bigyan sila ng pagkakataon tumayo sa sariling nilang paa.
Ganito rin ang mga pahayag na paniniwala nina Suarez, Alcala at maging si Sariaya Mayor Rosauro Masilang.
Napag-alaman ng CPW na noong Mayo 2 ay nagsagawa ng misa sa palasyo ng Malacanang sa pangunguna ni Quezon Bishop Emilio Marquez at doon mismo ay nag-atas si Pangulong Gloria Arroyo kay Budget secretary Rolando Andaya na ipalabas na ang pondo para sa gaganaping plebisito.

Mabuti nga siguro ihiwalay na ang "kalahating" yan para mas mabilis na umunlad ang district 1 & 2 --- ang mga politiko sa "kalahating" yan ang nagpapabagal ng pag-unlad ng buong probinsya dahil sobrang mamulitika... siguradong di "nila" titigilan ang pagsusulong ng paghihiwalay hanggat di "nila" nakakamit ang pinakamataas na pwesto ng probinsya... kundi man sila magtagumpay ngayon, siguradong isusulong ulit nila yan sa ibang panahon at mauubos lang ang pera sa mga plebisito na yan...
Hiling ko rin na sana ibalik na lang ang makasaysayang pangalan ng probinsya na "Tayabas" sa halip na "Quezon del Norte"... yung nga lang mababago na ang CALABARZON...

mga boss pasensya na at mtagal tagal ako nawala... too bad hindi ako nakapagspend ng fiesta o nasaksihan ang PAsAyahan 2008--- kadarating ko lang ngayon galing sa isang linggong "needed" vacation... galing po ako sa Baguio at Vigan. Ipopost ko ang aking asesment sa mga lugar na napuntahan ko at binigyan ng comparison sa mga lugar dito sa atin sa Quezon.

Currently, ano ba ang masasabi ng mga constituents ng Quezon? Are they for or are they against the planned breakup?

Lucentino June 2nd, 2008, 01:10 PM ^^Dividing the province does not promise development, but I could agree with separating the eastern part of our province mainly because the politicians there will not stop until their own personal agendas are satisfied.
Note that Aurora Province was once part (sub-province) of Quezon... I think the main argument of separating Aurora was due to logistical and geographical issues... I believe Aurora is now part of Region III.

Yung anuang bridge daw sa Sariaya ang nasira... Balita ko hanggang ngayon, sira pa rin at hindi pa naaayos. Tayabas-Lucban-Laguna pa rin ang ruta ng mga buses... Magsasakripisyo nga lang ang mga taga Sariaya dahil kelangan pa nilang pumunta ng lucena diversion road o sa tayabas para makasakay ng bus. yung mga taga Candelaria at Tiaong naman, kelangan pang pumunta ng San Pablo City para makasakay ng bus pa Manila.
Sana nga magawa na ang Coastal road na yan para maayos ang kalsada at mas mapabilis pa ang biyahe.

Damaged bridge in Quezon town closed to heavy vehicles

LUCENA CITY – Heavy vehicles from Bicol and Metro Manila passing along the Maharlika Highway have been advised by the Department of Public Works and Highways to make a detour in Laguna province due to the ongoing repair of the Anuang bridge in Sariaya, Quezon.
Celestial Flancia, chief of DPWH-Quezon 2nd engineering district, said the bridge had a crack in the middle section after a big truck passed early dawn Friday.
“We’re conducting a 24-hour repair. Maybe until Tuesday we can make the bridge passable at least for light vehicles,” Flancia said over the phone Sunday.
She advised drivers of heavy vehicles and passenger buses from Bicol and Metro Manila to temporarily take the Lucban, Quezon-Pagsanjan, Laguna road to avoid unnecessary delay in their travel.She said Public Works Secretary Hermogenes Ebdane Jr. had ordered local highways workers to use all government resources to make the damaged bridge passable to all kinds of vehicle as soon as possible.
Flancia estimated it would take between 15 to 20 days to repair the bridge.
Motorists from Metro Manila who did not know the bridge was damaged were ordered to take the private road inside the First Ridge quarry plant in Barangay Sampaloc II along the Maharlika Highway and exit at the village of Tumabaga Uno in the southern part of Sariaya.
Lucena City police manning checkpoints along the Maharlika Highway have been advising drivers of heavy vehicles from Bicol to make a detour towards Lucban town.
The heavy volume of vehicles passing through Sariaya has caused a kilometer-long traffic jam and several hours of delay that irritates motorists.
New bypass road
On May 28, the DPWH unveiled an ambitious bypass road project in Candelaria town that was expected to ease the flow of traffic along the Pan-Philippine Highway (PPH) also known as the Maharlika Highway.
Bonifacio Seguit, regional director of DPWH-Calabarzon (Cavite-Laguna-Batangas-Rizal-Quezon), briefed President Macapagal-Arroyo during her visit here on the proposed P422-million Candelaria town bypass road project.
The proposed 7.5-kilometer two-lane concrete road has five connecting bridges and will be parallel to the PPH.
Seguit said that once completed, the new road would decongest traffic along the Maharlika Highway by reducing the volume of passing vehicles, which could enhance tourism and promote economic development in Quezon province.
“It will also provide a faster, safer and shorter travel time from Manila to Bicol region,” said the DPWH official.
The planned new road will traverse agricultural lands and coconut plantations and will cross the Philippine National Railways track in the village of Mangilag Sur.
Seguit said the project had been allocated an initial fund of P100 million for the current year.
Seguit also briefed the President on the progress of the Quezon ecotourism road project which is divided into three phases: the 7.44-km Guisguis-Talaan section with three concrete bridges costing P335 million; the 10.2-km Guisguis-Bantilan section (two bridges), P305 milion; and the 11.43-km Talaan-Lucena City Diversion road section, P340 million.
The 29.7-km road project starts from Barangay Bantilan in Sariaya and will pass through several coastal villages and end at the Lucena City diversion road going to Bicol region.
