Martinez, a member of Road Bike Phil/7-11 and younger brother of Tour veteran Wilfredo Martinez from Tarlac, outsprinted fellow breakaway rival Jeffrey Monton in the last 100 meters to win the initial lap. Martinez thus became the first cyclist to wear the yellow jersey of the revival of the event last held in 1975. A veteran of three international races in Bangkok, Korea and Taiwan, Martinez negotiated the 136-kilometers race in 3:39:58.12 and won P5,000. Martinez, 29, said he hopes to sustain his win and win his first crown. Monton, one of the youngest participants at 19 years old, stayed with the four-man lead pack from start to the finish line. “Sumabay lang ako at hindi ako lumaban ng sabayan baka maubos ako dahil mga beterano yung mga kalaban ko,” said Monton. Martinez qualified to the tour proper by ruling the second elimination held in Pasay City last February and placed second to Baler Ravina in the first elimination held in Tagaytay City in Cavite. JORVINA January 23, 2009, 12:15am LUCENA CITY -- The Quezon IV district engineering office of the Department of Public Works and Highways (DPWH) reported yesterday that in 2008, it completed 181 of 259 projects costing P379 million. In his report sent to DPWH Secretary Hermogenes E. Ebdane Jr. and Region 1V-A Director Bonifacio O. Seguit, District Engineer Ronnel M. Tan, who was adjudged recently by DPWH officials as the "Most Outstanding District Engineer in the Philippines" in 2008, said that top in the list of completed projects were congressional projects costing R40 million. He said that under DPWH regular infrastructure projects, the district concreted, rehabilitated, and improved 14 roads at a total cost of R321 million. These were implemented in the 10 towns of the fourth congressional district of Quezon Province. Tan, who is also president of the Region IV-A chapter of the District Engineers League of the Philippines (DELP), said that 143 of 214 projects were completed and funded with the congressional development fund of Rep. Lorenzo M. Tañada III. These include 66 road and bridge projects, nine flood-control and drainage projects, 12 projects for the repair of school buildings, one project for the improvement of hospital and health services. Tan said that Rep. Leonila Chaves, a party-list congresswoman, provided R1 million for the construction of a multi-purpose building in Gumaca, Quezon. The Department of Education (DepEd) also allotted P11.08 million for the construction of 20 one-classroom school buildings and repair of two two-classroom school buildings, and two three-classroom school buildings which were all completed ahead of schedule, the district engineer said. He also said that the Department of Agriculture (DA) also funded farm-to-market road projects in six barangays in Quezon to ensure the speedy delivery of farm produce to the market. Perla was handpicked by director Felino Tañada and Sr. Fe G. Gedalanga, DC, president of SCH to play the role. Hermana Fausta Labrador opened a charity school on April 27, 1884 at the age of 26. She died on Sept. 14, 1942 at the age of 84, leaving behind a lasting legacy: SHC, the oldest Catholic school in Quezon province. “She only wanted to served God; she ended up changing a million lives,” reads the blurb of “Fausta.” Co-starring with Perla is Tommy Abuel, who plays Fernando Amorsolo. After World War II, award of Hermana Fausta asked the painter to do a portrait of the SHC founder using a picture as model. He refused, saying he only painted live models. But the ward wouldn’t take no for an answer so Amorsolo asked who the woman was. Upon learning of the noble deeds of Hermana Fausta he agreed. The Amorsolo painting hangs on the wall of the board room at the president’s office. The face of Perla is superimposed on the painting, used in the layout of the movie. Talents from Lucena and nearby Tayabas are playing other roles in “Fausta,” which premiered last month in SM Lucena. Perla hopes it’ll be shown in other theaters as the life and times of Hermana Fausta Labrador is inspiring and heartwarming. (SMC) derived from the coconut levy fund and owned by about 18 million coconut farmers nationwide. The leaders, who include Gov. Raffy Nantes and former governor Eddie Rodriguez, expressed their unconditional support for a resolution filed in the House by Quezon 2nd district Rep. Proceso Alcala who is asking the Presidential Commission on Good Government (PCGG) to inquire into the investments made by SMC as these may affect the value of the 27 percent and 20 percent blocks of SMC shares potentially owned by millions of coconut farmers and their families. The coconut levy under the Coconut Investment Fund, created by Republic Act 6260, was a tax collected from coconut farmers from 1973 to 1982. It provided for the collection of P0.55 tax for every 100 kilos of copra. Eventually the tax increased from P15 to a maximum of P100 for every 100 kilos of copra. This was administered by the Coconut Consumers Stabilization Fund (CCSF) created by Presidential Decree No. 276. It was estimated that P9.695-billion CCSF levy was collected from coconut farmers. The billions in coco levy funds and the estimated annual earnings of 20 percent were taken care of by the PCA, the Philippine Coconut Planters Federation (Cocofed), the United Coconut Planters Bank and SMC. Malabanan, 28, a native of Dolores town at the foot of Banahaw, is the secretary general of the Ugnayan ng mga Mamumundok ng Banahaw, a local group of mountaineers and one of 13 organizations that compose the Bantay Banahaw. He noted that in the past five years, despite the government prohibition on mountain climbing, overzealous pilgrims and mountaineers managed to slip through the cordon. “There are still lots of . They have found ways and schemes to slip through us. But we always managed to locate them and send them down, sometimes with the help of police and the military,” he laughed. The Banahaw De Dolores Outdoor Club (BDOC) was the first mountaineering group that initiated the Bantay Banahaw operation in 1994. It was joined by mountaineers from San Pablo City and Nagcarlan in Laguna and Tiaong, Candelaria, Sariaya, Tayabas, and Lucena City in Quezon and other volunteer groups. “I’ve been part of Bantay Banahaw for the past 13 years as a member of BDOC,” Malabanan said. Being a volunteer guard is risky, he said. “One volunteer has lost his life when he fell down a rocky cliff while trying to help a pilgrim,” Malabanan said. He recalled nearly engaging violators into a fight because of their refusal to obey the law and continuous environmental destruction like cutting trees and gathering medicinal plants inside the closed area of the mountain. Once, a wildfire atop Banahaw nearly cost Malabanan’s life when the raging fire almost caught up with him. “As team leader, I must be the last to leave our assigned spot to make sure that no one is left behind. Then suddenly, a fire started from a lighted candle left behind by a pilgrim. I was just lucky that I quickly found a trail out of the fire,” he recalled. He said Bantay Banahaw is an environmental protection program parallel to the annual tradition of pilgrims and tourists flocking to Banahaw. The Banahaw volunteer guards are composed of local governments of the towns surrounding the mountain, “responsible” mountaineers, environmentalist groups with the support of the Department of Environment and Natural Resources, the police, and the military. “It is a cause-driven gathering of Banahaw protection advocates. We all rally behind the conservation, protection, and preservation of the mountain as a watershed, a richly diverse mountain habitat, a refuge and sanctuary of mysticism and one of the threatened few remaining forest areas,” Malabanan said. Miriam Defensor-Santiago appealed yesterday to the World Bank (WB) to furnish the Senate with its official report detailing the blacklisted Filipino contractors and political personalities involved in the alleged bid rigging of Philippine government projects. Santiago said the WB must justify the claims incriminating several Filipino officials and personalities, including First Gentleman Jose Miguel Arroyo and a former senator. “If the World Bank gives me the documents that incriminate the First Gentleman or any other public official, I will immediately set a hearing and invite them. If they don’t appear, I’ll take it a step further and subpoena them,” Santiago warned. Santiago said she has to secure the official WB report in order for the Senate to have proper jurisdiction over the investigation. She said she could not use unofficial documents in the Senate investigation to run after the firms and personalities involved in collusive practices. Santiago, chair of the Senate economic affairs committee leading the investigation into the contractors’ alleged cartel, wrote a letter to WB Philippine Country Director Bert Hofman requesting official copies of the report. When contacted for comment, the World Bank office in Manila referred the reporter to its website. Santiago believed though that the copies of the report furnished to the Department of Finance and the Office of the Ombudsman do not provide the complete picture. “I am hoping that the (World) Bank itself will voluntarily waive its immunity, and give us documents that might lead to the identification of certain Filipino politicians or other public officials who may have facilitated the alleged collusion,” she said. “I appealed to World Bank Director Hofman… in the interest of Philippine public service and our anti-corruption campaign, to voluntarily release the documents to the committee,” Santiago said. Santiago also said her copy of the WB report, furnished by the contractors to her committee, did not mention the supposed testimony against Mr. Arroyo. Santiago was responding to a news item alleging that a Japanese contractor, who had since left the country, allegedly linked Mr. Arroyo to collusion among the three firms banned by the WB. “The news item is hearsay and therefore has no probative value,” she pointed out. Senate President Juan Ponce Enrile also said the WB report that he read did not have the allegations against Mr. Arroyo and other officials, including the supposed “fixers” at the Department of Public Works and Highways (DPWH). Enrile added the Senate could not compel the Ombudsman to submit the WB report and other documents to them. “(The Office of the Ombudsman is) a constitutional commission. The WB, they don’t even want to appear. We invited them, they don’t want to appear,” Enrile said. Several sectors also urged the disclosure of the controversial WB report linking the President’s husband into the bidding scandal. United Opposition (UNO) president and Makati City Mayor Jejomar Binay said Finance Secretary Margarito Teves and the Office of the Ombudsman should take the initiative to disclose the contents of the WB report. He said the disclosure of the WB report “is now a matter of national interest.” University of the Philippines professor Harry Roque said he sent a letter to Hofman and the Ombudsman to make public the report. Roque, representing the Concerned Citizens’ Movement, stressed the importance of the disclosure of the contents of the report that may also lead to the criminal liability of the personalities mentioned. “Needless to say, because the provisions of the Philippine law on procurement, Republic Act 9184 mirrors the (World) Bank’s guidelines on procurement, (the WB’s) investigation result may also lead to the criminal culpability of individuals in the Philippines,” Roque said. Sen. Panfilo Lacson, for his part, also stressed the importance of securing a copy of the WB report. Lacson also dared the First Gentleman’s lawyer Ruy Rondain to continue denying the authenticity of the appointments book of Mr. Arroyo that he presented during the Senate investigation into the WB expose. Lacson warned he would make public “one sack of evidence” against Mr. Arroyo, including photographs, checks, personal and even love letters. Lacson maintained he has the evidence of money laundering against the First Gentleman. Aside from Mr. Arroyo and the former senator, Lacson said the WB report also mentioned congressmen and other politicians and public works officials. “The claim that an official and the First Gentleman did not have anything to do with the rigged bidding would be belied by this WB report because even the five percent commission (as bribe for the approval of projects) was indicated in the WB report,” Lacson said. Lacson said he has “excerpts” of the WB report, which are not substantial to make conclusions. “There were no attachments (in that WB report). I don’t know if those witnesses gave sworn statements or were merely interviewed by WB,” he said. Lacson said Santiago probably got a different copy of the WB report. No cartel News reports also named several contractors in Congress. Among them is Cotta Builders, a construction firm owned by Quezon Rep. Proceso Alcala. Alcala admitted he is part owner of Cotta Builders but stressed that the firm had not participated in any government project after he was elected as Quezon representative. “The said construction company has not undertaken projects since I joined government service. It has always been my policy not to influence anybody, or use my clout, to get or receive benefits from the government, or acquire government projects for myself or for the members of my family,” Alcala said in a statement. A ranking DPWH official, who was reported to be among those involved in the bid rigging, also denied being part of the “cartel.” DPWH assistant regional director for Region 4 Huillio Belleza challenged his accusers to file charges and prove the allegations. “I have been an assistant regional director for the last 12 years. If I have strong connections as they say, then maybe I should have been a director now or even an undersecretary. The people in the department know my character. I live a simple life,” Belleza said. The WB, for its part, placed safety mechanisms that would ensure there would be no corruption in the implementation of the $43-million worth of agriculture projects under the five-year Mindanao Rural Development Program (MRDP). (SMC) on Meralco and Petron. In Resolution 1024, Quezon Rep. Proceso Alcala said the PCGG should tell the country’s 18 million coconut farmers and their families whether their 27-percent share in San Miguel has been used in the company’s recent spate of “unusual” investments, and if it was used, how its value was affected. He said the PCGG, together with the Philippine Coconut Authority, is the agency mandated to preserve these assets for coconut farmers. He said the Sandiganbayan, in a decision on May 10, 2007, has awarded ownership of 27 percent of San Miguel to the farmers. Alcala pointed out that in addition to the 27-percent stake, which is worth tens of billions of pesos, farmers are claiming ownership of an additional 20 percent of the food and beverage giant. “Recent reports indicate that SMC has made or is set to make a series of substantial investments which would impact or affect the value of the 27-percent and 20-percent blocks of SMC shares… the number of such substantial investments happening in a short span of time appears unusual,” he stressed. He added that coconut farmers have the right to know the status of their money. Alcala belongs to the Liberal Party block in the House. During martial law, coconut farmers contributed to coconut industry funds through the coconut levy. Besides billions SMC has invested in Meralco and Petron, Alcala wants other recent investments, investment plans and financial maneuvers the company has made to be made public. These include its reported interest in acquiring a Bataan power plant, its P48-billion water venture, its sale of 43 percent of San Miguel Brewery to Kirin Beer of Japan, its $1-billion stock offer, its deal with Qatar Telecom, and its stake in Liberty Telecom. Meralco is the country’s biggest electricity distributor, while Petron is the country’s largest oil refiner-retailer. Meralco was the darling of stock players last week because of market rumors that Hong Kong’s First Pacific Group, represented here by businessman Manuel V. Pangilinan, has accumulated a substantial number of shares. Speculations have it that Pangilinan, known in business circles as MVP, is allied with the Lopezes, who run Meralco and who are reportedly girding for a boardroom battle with SMC’s Eduardo Cojuangco Jr. and Ramon Ang. The Meralco shares SMC has acquired were those of state pension fund Government Service Insurance System (GSIS). MVP was eyeing the same block of shares and reportedly had a deal with GSIS before SMC inexplicably bagged them. SMC’s acquisition of Petron is in itself a controversial story. Ashmore Group of the United Kingdom bought Saudi Aramco’s 40-percent stake in the oil refiner and then gobbled up the government’s 40 percent in a subsequent deal. It then turned around and sold the bulk of its Petron stake to SMC. Ashmore’s representative here is Marcos-era trade minister Roberto Ongpin. There are reports that the Ashmore-Petron-SMC deal violated securities laws. Some congressmen are asking why the government did not sell its remaining 40-percent ownership of Petron through public bidding. Alan del Socorro/NEDA IV-A Monitoring and evaluation (M & E) is one of the stages in a project cycle that is done before, during and after project implementation. This ensures that projects are carried out according to approved quality standards, within budget and on time. Furthermore, M & E checks if a project achieved its preferred objectives and purpose. Thus, it would involve systematic collection and analysis of information about events associated with the implementation of development programs projects. The development councils at different levels of the government will use these M&E Information for decision making, project facilitation and for public information. In the pursuit of government’s decentralization policy, Executive Order No. 308 was issued mandating the Regional Development Councils (RDCs) to monitor, evaluate and formulate recommendations on the implementation of projects at the lowest possible level. It is on this context that the Regional Project Monitoring and Evaluation System (RPMES) was established by virtue of Executive Order No. 93. The RPMES serves as a guide for the PMCs at the regional, provincial, city and municipal levels in the M&E of programs and projects under their jurisdiction. It also provides a venue for the active participation of non-government and private volunteer organizations in the monitoring and validation processes. To further facilitate M&E Memorandum Circular No. 1-94 was issued by the National Project Monitoring Committee (NPMC) enjoining the Project Implementors to report progress if implementation, to the respective PMC at the regional, provincial, city and municipal levels and to provide monitors more detailed information on on-going projects and problem solving activities. Aside from these, RPMES also aims to elevate unresolved issues and problems at various levels to the Cabinet or the President for resolution and final action through the NPMC or concerned Presidential Assistants (Pas) as appropriate and to provide information on lessons learned in implementation of future similar projects. At the regional level, projects that will be monitored and evaluated include all foreign-assisted projects (loan or grant funded), inter provincial projects implemented in two or more provinces in the region, all area development projects implemented in the region and other projects considered by the Office of the President, regional development councils/planning board. The PMC at the regional level comprises of NEDA Regional Director as chairman, DBM Regional Director as co-chairman, DILG Regional Director, PMS-OP Regional Team Leader, one RDC-NGO representatives as members. The NEDA Regional Office will serve as the secretariat of the RPMC. On the other hand, the Provincial/City/Municipal PMC composition is left to the discretion of the Local Development Council subject to inclusion of the following as mandatory members: DILG representative or Provincial/City/Local Government Officer assigned in the area, one representative of NGO/PO, one representative of NGO members in the Local Development Council. The Chairman is appointed by the local chief executive from among the nominees of the Local Development Council. There is an on-going advocacy effort in Calabarzon, for LGUs to have their respective PMC operational. Some of the notable projects wherein the RPMC helped in terms of project monitoring are the Quezon Tourism Coastal Road, Batangas Port, STAR Tollway, Ternate-Nasugbu Road, Tiaong Bypass Road, ADB 6th Road, several bridges under the President’s Bridge Program and the SLEX Rehabilitation. The early implementation of the Quezon Tourism Coastal Road starting from Sariaya is noteworthy to mention as one of the RPMC accomplishments. The said road is only a pipeline project for Calabarzon back then before RPMC validated the need for its early construction. Through one of the RPMC’s monitoring visits, the Task Force Sariaya was created composed of RDC Chairman Ricky Osmond, the hardworking Congressman Proceso Alcala, DPWH Regional Director Bonifacio Seguit, RPMC Chairman Severino Santos, the RPMC members, Nation Granary, Inc. President Ricky Ang, ex-Sariaya Mayor Connie Doromal and the Sangguniang Bayan of Sariaya. The task force created was critical in starting this project. It is the desire of the RDC to speed up infrastructure development in CALABARZON to support its fast growing economy. The grains facility has a total storage capacity of 225,000 metric tons. And paired with an 18-meter draft port, it is the only one that can accommodate to dock on-shore, cape size vessel of 80,000 to 150,000 metric ton capacity, which is expected to be favored in 2007. The discharge rate of the unloaders at 1,200 metric tons per hour is already quite impressive compared to advanced facilities in other countries. The grains facility is expected to be the biggest and most advanced storage in Southeast Asia, which would strengthen the Philippines’ dream of becoming the grains transshipment hub of Asia. Foreign government officials who had the opportunity to visit the facility are no less impressed, and the facility is already being considered the most sophisticated, thanks to the top-of-the-line ship unloaders, that are not only reliable but also efficient. The Philippine Government has supported the project, as it will earn substantially from docking fees, which would substantially add to its revenue without any added investment. The grains facility would also have a multiplier effect for the town people of Sariaya and nearby provinces. The facility would provide additional livelihood and business opportunities other than farming and fishing, which is their main source of income. During the opening day of the Quezon Harvest Festival, Agriculture Assistant Secretary for Operations and concurrently OIC Regional Technical Director for Calabarzon Dennis Araullo lauded the efforts of the provincial government headed by Governor Nantes and the provincial agricultural office headed by Domingo Mamasig for sustaining the continuous agricultural growth of the province. “I agree with the assessment of Governor Nantes that Quezon would be the bread basket of Calabarzon and Metro Manila regions,” Araullo said. He noted that Quezon has 512,000 hectares of fertile agricultural lands compared to the combined productive agricultural areas of 394,000 hectares of the four other Calabarzon provinces (Cavite - 70,000 hectares, Laguna- 86,000 hectares, Rizal - 32,000 hectares, and Batangas - 206,000 hectares). Nantes said Quezon won’t go hungry not only because of its fertile farms but also because of its wide fishing grounds and marine life, and rich natural resources. “Our natural resources are our best hedge against worldwide recession,” he said. “I have imposed a total log ban, prohibited the cutting of coconut trees, and adopted strict measures against illegal fishing and illegal mining.” He said that Quezon is now No. 7 in the list of the country’s richest provinces in terms of internal revenue allotment (IRA) with P1.11 billion. The other provinces with big IRA are Cebu - R1.5 billion; Laguna — P1.471 billion; Batangas — P1.355 billion; Negros Occidental — P1.291 billion; Cavite - P1.1520 billion; and Pangasinan — P1.140 billion. The completion this year of the Infanta-Marikina Road (which President Arroyo funded with P1.9 billion upon representation of Governor Nantes) is expected lead to the industrialization of Quezon.
