I just realized that there are a number of municipalities and non-HUC cities which have higher income than the ones presented above. So income is not really a determinant for a city to become an HUC. The question now is, what is the distinct benefit of being an HUC?

Slain Quezon town mayor wins poll protest (http://politics.inquirer.net/view.php?db=1&article=20090911-224696)
LUCENA CITY, Philippines—The Regional Trial Court here on Friday declared the slain mayor of Candelaria town, David Emralino, as the winner of his election protest against incumbent Mayor Ferdinand Maliwanag.
Judge Bienvenido Mapaye of RTC-Branch 55 declared Emralino as the duly elected mayor of Candelaria with total votes of 16,681 against Maliwanag’s 15,853, or a winning margin of 828 votes.
Records of Candelaria election officials showed Maliwanag, then vice mayor, defeated Emralino in the 2007 election with the former garnering 20,039 votes against the latter’s 16,490, or a winning margin of 3,549 votes.
After the election, Emralino, who had been mayor of Candelaria for a total of 15 years and was seeking re-election to what would have been his sixth term, immediately filed a protest on grounds of fraud.
In his ruling, Mapaye said that 1,619 ballots for Maliwanag were found to have been written by one person; 1,073 ballots were fake or spurious; 398 ballots were written by two persons; and 686 were found to be marked.
Ironically, Emralino was no longer around to enjoy his victory.
The former mayor was shot to death by two gunmen while he was standing inside the Catholic church compound in Candelaria last July 26. His two bodyguards were also shot but survived the attack.
Emralino’s supporters all pointed their fingers at the political opposition as the mastermind of the killing.
“The court decision is a cause for celebration and at the same time, sadness because he is no longer around to enjoy his victory. But our family and the people of Candelaria dedicates this day to him,” Emralino’s son, Al, told the Inquirer over the phone.
Firecrackers could be heard in the background during the interview.
“My Dad bought lots of firecrackers for this day. He trusted our judicial system that much. He believed that he will be vindicated,” said the young Emralino.
The Inquirer called the mobile phone of Maliwanag several times to get his reaction to the court ruling but he did not answer.
Mapaye said after the two year-old case was transferred to his court last January he vowed to expedite the trial of the case.
“There had been plenty of motions for inhibitions in the previous court, but when the case was transferred to me, I rejected all motions. That fast-tracked the resolution of the case,” Mapaye said in an interview.
The judge also turned down Maliwanag’s motion to dismiss the protest on grounds that Emralino was dead.
Mapaye cited the case of De Castro vs the Commission on Election (267 SCRA 806) which states: “It was held that the death of the protestant, as in this case, neither constitutes a ground for the dismissal of the contest nor oust the trial court of its jurisdiction to decide the election contest.”
The family of the slain mayor declined to disclose their next legal moves.
“We will still consult our lawyers,” Al said.
According to some lawyers privy to the case, Emralino’s lawyers will file a motion for execution with the Comelec. If granted, the Comelec will order Maliwanag to vacate the post to clear the way for Vice Mayor Anatalia Atienza to take over as Candelaria’s new chief executive.

The award aims to: Honor outstanding research contributions in the field of tropical medicine; recognize the role of scientific research in the country's development; and encourage scientific and technological research focusing on tropical diseases as a means of assuaging the growing health crisis.
It is given to a Filipino citizen affiliated with any of the following: scientific society (academic or professional); research institution or firm (government or private); college or university; and/or non-government organization. Any corporate institution/foundation actively involved in innovative application of science and technology which contributed to the enhancement of the global competitiveness of the Philippines will be eligible for the award. How to Get There
Cagbalete Island is under the jurisdiction of the town of Mauban, Quezon. To go there, catch a Lucena bound bus in Kamias, Cubao, Alabang or Buendia. From Buendia, Jac Liner, Jam Transit, Lucena Liner and Ceres Transport have buses bound to Lucena that stop at Lucena Grand Central Terminal. Buses leave almost every hour every day for approximately three hours bus ride from Buendia, Pasay. Fare is at P210.00.
From Lucena Grand Central Terminal, catch a non-air con mini bus to Mauban for almost two hours travel time, fare is around P50-60. The last trip is at 6 pm. Alternatively, aircon buses to Mauban are located in SM City Lucena for P80-90, with trip up to 9 pm. Travel time via aircon bus is at 1 hour.
Upon getting off the bus in Mauban, it is only a short walk to the port where passenger boats to Cagbalete Island are stationed. Trips are scheduled at 10:00 AM and 4:00 PM daily, for P40-50 per person. The boats can ferry around 50-60 people. They usually drop off passengers at “Sabang” although they sometimes drop off their passengers directly to the south eastern part of the island where the resorts Villa Cleofas and MVT Sto. Nino are located. You may also arrange a private boat through your resort, rate is P4,000 two-way ( Mauban-Cagbalete-Mauban) and can ferry up to 25 people.
If you are going to the Villa Cleofas or MVT Sto. Nino from Sabang, you can hire a small banca there for around P400.00 one way or you can take the 1.5 KM walk.

MANDAUE CITY – The Quezon Red Oilers bagged their second straight leg championship in the Smart Liga Pilipinas Conference III by thumping Forward Taguig, 85-74, in the finale of the Mandaue City Leg Saturday night at the Mandaue City Cultural and Sports Center. The victory boosted the chances of the Red Oilers in getting one of the two automatic slots in the Superleg National Finals next month.
Luis Palaganas and Angelus Raymundo led another balanced attack of the Red Oilers as they ended their four leg elimination phase with 35 Liga Tour points on the strength of their 12 point harvest in the Mandaue leg.
“Good thing the game turned up-tempo and that’s our forte,” explained winning coach Oliver Bunyi. “Again, this is dedicated to Gov. Nantes and the people of Quezon.” The Red Oilers annexed the General Santos City Leg two weeks ago.
For his overall play all week, starting forward Luis Palaganas was named as the leg’s MVP with averages of 14.0 points, 3.3 rebounds and 2.3 steals.
Taguig which was hoping to better their runner up finish in the Laguna leg fell short anew as they settled for 7 points to jack up their Tour points total to 32 or good for third place. Teams ranked from third to fifth after the elimination phase will gain a twice to beat advantage in the wildcard round that will determine the three qualifiers that will join the two automatic Superleg finalists. Nakakadismaya kasi ang trabaho ng kontratista (MTD-Malaysia). Sana kung sino man ang manalong kongresista sa ikalawang distrito ay isulong itong muli, tutal aprubado at nakahanda namang sumuporta ang mga pandaigdigang pautangan (IMF, WorldBank) sa proyektong SLEx hanggang Lucena. :)

PHILIPPINES - The Philippine Department of Energy has given the go-ahead to seven new biofuel projects worth P7 billion.
The largest part of the investment will be in an ethanol plant in Magallanes, Cavite by Cavite Biofuels Producers Inc. According to the Philippine Star it will cost P3.4 billion.
The plant is expected to produce 34.4 million litres of ethanol a year.
The Star report says that Chemrez Technologies Inc is to build a 75 million litre biodiesel plant in Bagumbayan, Quezon City costing P650 million.
San Carlos Bioenergy is to build a 30 million litre bioethanol plant in Negros Oriental and Golden Asian Oil International Inc is building a 60 million litre biodiesel plant in Bagong Ilog, Pasig costing P640 million.
Leyte Agri Corp is building a 9 million litre ethanol plant in Ipil, Ormoc City at a cost of P33.6 million and Pure Essence International Inc is building a P404 million biodiesel plant in Bagong Ilog, Pasig.
Mt. Holly Industrial will be building a 10 million litre biodiesel plant in Lucena, Quezon.
The Philippine Star says that at the end of June the Department of Energy had registered 12 local biodiesel manufacturers with a total annual capacity of 395.6 million litres.
The National Biofuels Board has also accepted applications for 20 more ethanol plants worth P4 billion and the DoE has received another 15 applications for other biofuel plants.

Try voting Villar, Escudero, Lacson, and Legarda in the coming elections for they have South Luzon lineage, meaning they have parents coming from the South Luzon provinces. Escudero came from Sorsogon; Legarda's father is from San Pablo City, Laguna (her former husband is a Batangas governor who is facing charges against a murder crime); Lacson is from Imus, Cavite and Villar, even if he is from Tondo and his mother is from Pampanga and his father from Iloilo, still he can pursue SLEX expansion not just up to Lucena but also up to Bicol. In fact, he wants to tell the government to extend SLEX up to Bicol and his real estate properties are along or near SLEX like Britanny Bay, Crown Asia in Laguna, Portofino Alabang and the like.
There are also good presidentiables and vice-presidentiables like of course Teodoro and Noynoy, Erap can be, but that's are all up to you who you will vote in 2010.:)
It's time for "Southern politicians" to shine in the national government. (my opinion)

LUCENA CITY, Philippines—Petron gasoline stations here resumed their operations on Monday morning after closing shop on Sunday.
Station attendants denied that they stopped selling petroleum products for a day in protest of the oil price cap being imposed by the government.
“We just ran out of XCS (premium) gasoline and diesel that’s why the owner decided to temporarily close the station,” said a gas attendant in a Petron branch on Quezon Avenue.
He said their supplies were replenished with the arrival of the tanker.
A gas attendant in another Petron branch on Maharlika Highway in the village of Iyam also cited the lack of gasoline as the reason behind their closure on Sunday.
The manager of the station refused to talk to media.
However, a jeepney driver plying the route told the Philippine Daily Inquirer that in the past, gasoline stations continued to remain open even if some of their products had run out.
“Their closure yesterday (Sunday) was the first incident. They should have remained open and sold their available stocks,” said Alex De los Santos.
On Sunday, at least five Petron stations here stopped their operations and fenced off the premises of the service station with ropes.
The closure caught many private and public motorists by surprise. Traffic was light on city streets as motorists opted to save gasoline.

Some gasoline stations in Lucena City have started rationing to customers due to a shortage of supply allegedly brought about by the price freeze clamped by the government on petroleum products in Luzon.
A Petron gas station reportedly only sold 10 liters worth per motorist reportedly to ensure that all their customers are served. According to the gas station’s dealer, they prefer to limit distribution volume to customers rather than cut their working hours.
Another independent station meanwhile has reportedly already stopped operations for 3 weeks now.
Meanwhile in Batangas, dealers are affected not only by the price freeze but by the collapse of a bridge where fuel tankers used to pass.
According to Juanito Sia, President of Batangas Shell Dealers Association, they have maintained their monthly allocation but the problem is the delivery of products from a refinery in Batangas City.
A Shell station in the town of San Jose has started reducing the working hours of its workers because 4 of its gas pumps cannot operate since it has no supply. They reportedly have not received a supply of diesel since last week.
Another Shell station in Batangas City have reportedly also been waiting for their supply of V-Power and Premium gasoline for the last 3 days.
Deliveries of petroleum products have been limited because alternate routes in the province do not allow the passage of heavy trucks so fuel transporters are left with no other option but to use smaller trucks.

INTERNATIONAL School of Better Beginnings (ISBB) of Lucena spoiled an all Pampanga cast in the 23rd season of the Milo-sponsored Best Center Small Basketeers of the Philippines (SBP)-Passerelle for the Luzon regional championships.
ISBB overcame a fighting Don Bosco Academy Pampanga on overtime, 67–65, to seal their championship trophy of the SBP division.

Don Bosco rose from a 20-point deficit in the second quarter to finally taste the lead in the ball game, 52–51, in the fourth period but the Lucena-based dribblers went on to force the overtime before nailing the winning basket in the dying seconds of the ball game.
ISBB and Don Bosco were unbeaten in the two-day tournament to seal both their face-off match in the championship winner take all battle.
Grade school hoopsters from Saint John Cathedral School and Saint Louis University (SLU) Laboratory Grade School also took part in the SBP tournament.
In the Passerelle division, Don Bosco Academy of Pampanga upended home team SLU Laboratory High School to cop the championship trophy, 71-67.
Despite playing in front of a hostile home crowd, Pampanga silently worked under the baskets having a height advantage against the Baguio based dribblers.

LUCENA CITY—Justice Secretary Agnes Devanadera may run for Quezon province’s first congressional district seat in next year’s election.
Devanadera was at the Commission on Elections provincial office here Saturday morning with her son, Quezon Board Member Angelo Devanadera, who filed his certificate of candidacy for reelection.
When asked over the phone if she would also file her CoC for representative of the province’s first district, she replied: “The last day of filing is Dec. 1.”
When asked if she had informed President Macapagal-Arroyo of her intention to seek a congressional seat next year, Devanadera did not directly answer the question but would only say: “The President knows I’m here in Quezon today.”
Rumors have been circulating that Devanadera will challenge incumbent first district Rep. Mark Enverga, who filed his CoC after the DOJ secretary left the Comelec office.
Devanadera was a former three-term mayor of Sampaloc town in Quezon and also once headed the Mayors League of the Philippines.
Sought for comment, Quezon Rep. Danilo Suarez (3rd dis.-Lakas), said it appeared Devanadera was inclined to seek a congressional seat in the province.
“I think she (Devanadera) will really run,” Suarez told the Inquirer.
Suarez, who represents the province’s Bondoc Peninsula, filed his CoC for the same post Saturday morning under the administration Lakas-Kampi-CMD party.
Former Quezon Gov. Eduardo Rodriguez has declared his intention to run against Suarez in next year’s election.
Suarez was accompanied by his wife, former Rep. Aleta Suarez, and son, Environment Assistant Secretary David Suarez, who is seeking a rematch with incumbent Gov. Rafael Nantes (LP).
The young Suarez lost to Nantes in a hotly contested gubernatorial race on 2007.
David will reportedly team up with Board Member Vicente Alcala, who will run for vice governor.

LUCENA CITY , Philippines – A concerned non-government group here in Quezon province seeks wide public dissemination of the Banahaw bill in view of its implication on the life and welfare of the residents around Mt. Banahaw and Mt. San Cristobal.
“I have learned that the Banahaw bill is now awaiting the approval of President Arroyo but many people are in the dark about its contents and the proponents seemingly have forgotten to go around and explain the bill’s implications to those who will be directly affected,” said Hobart Dator, Jr., president of Save Quezon Province Movement (SQPM) which figured in a successful campaign against the province’s split last year.
Dator expressed concerns as to what the law could do to the immediate surroundings and residents of Mt. Banahaw in the light of the recent occurrence of flash floods even in highland areas such as Benguet in Mt. Province.
“The likelihood that flash floods that occurred in Benguet would take place in Mt. Banahaw is worrisome and the lack of awareness of the people about the Banahaw bill does not lessen the people’s fears,” he said.
Dator said his group wanted to know if there is a central body that would be created to oversee and supervise the protection and conservation of Mt. Banahaw and Mt. San Cristobal that cover several towns in both Quezon and Laguna provinces.
“Sometime in 1994 I have proposed to then President Fidel Ramos the creation of Mt. Banahaw Preservation Authority that will take charge of the conservation of Quezon’s legendary mountain. Is there such a similar body to be created by the proposed law for Mt. Banahaw and San Cristobal?” Dator, also founding president of Save Mt. Banahaw Movement, asked.
SMBM was launched in 1995 to instill awareness on the urgent need to save and preserve Mt. Banahaw and to promote it as a tourist destination.

LUCENA CITY—A former Quezon provincial board member denounced as “highly anomalous” the proposed establishment of a 10-megawatt biogen power plant in Unisan town.
Sonny Pulgar, a lawyer and head of Sentro ng Gabay Legal sa Quezon, accused Danilo Suarez, Quezon District Three representative, of lobbying the power plant’s approval with Malacañang and other government agencies. Pulgar said Suarez is trying to railroad a P1-billion loan with the Development Bank of the Philippines (DBP) for the establishment of the power plant in barangay Muligin, Unisan town in the province’s Bondoc Peninsula.
The contract signing for the loan is slated on August 31 between the DBP and either the Coco Resources Corp. (CRC) or the Unisan Biogen Corp. (UBC), which will undertake the construction of the energy-generation plant.
In his July 3, memorandum to Quezon Gov. Raffy Nantes, Pulgar branded the P1-billin loan as a “behest loan and undercollateralized.”
“It is not surprising if Malacañang has already made indirect endorsement of this loan application to appease a long-time supporter, the Suarez family. Debt of gratitude is ingrained in our culture and in the dying days of the GMA administration, Suarez thought it best to cash in on the utang na loob,” said Pulgar in his 10-page memorandum, entitled Legal Audit of Unisan Biogen Power Plant, and addressed also to former Quezon governor Eduardo Rodriguez.
Rodriguez was appointed by Nantes as district development officer in Bondoc Peninsula.
Pulgar criticized Suarez for organizing the two corporations and installing immediate members of his family as “incorporators, stockholders and directors.” Pulgar said Suarez could be liable to violating the antidummy law.
Records from the Securities and Exchange Commission (SEC) show that CRC’s incorporators, members of the board of directors and stockholders include the following: Donaldo Suarez, Danilo Suarez Jr., Jennifer Lopez, Jose Antonio Lopez, all of barangay F. de Jesus, Unisan; Lydia Reyes of 4D Twin Towers, Ayala Avenue, Makati; Adel Garcia of 48 Don Vicente, Filinvest 2, Quezon City; and Lamberto Lee of 230 Edsa Extension, Pasay City.
UBC incorporators and members of the board of directors were identified as the following: Adelino Garcia of 48 Don Vicente, Filinvest 2, Quezon City; Lydia Reyes of 4D Twin Towers, Ayala Avenue, Makati; Jose Antonio Lopez of barangay F. de Jesus, Unisan; Vicente Joyas of Australia Street, Betterliving Subdivision, Lucena City; and Victor Rowell Radovan of Alvarez Subdivision, Pagbilao, Quezon.
CRC was registered with the SEC on January 14, 2008, while UBC was organized on March 27, 2009. The articles and bylaws of incorporation of UBC are curiously identical with that of the CRC.
Based on SEC records, UBC and CRC have a paid-up capital of only P12.5 million or about $250,000, less than 1 percent of the $28.7 million total project cost.
Both CRC and UBC have the same principal office in V. Constantino Street, barangay Raja Soliman, Unisan.
Lydia Reyes is the sister of Congressman Suarez while Donaldo C. Suarez, Danilo C. Suarez Jr. and Jennifer S. Lopez are the congressman’s children, Jose Antonio H. Lopez is Suarez’s son-in-law and married to Jennifer Suarez Lopez. Vicente M. Joyas is Suarez’s legal counsel for more than 30 year, while Victor Rowell Q. Radovan was the congressman’s former chief of staff in the House of Representatives.
Pulgar quoted Article VI, Section 14 of the Constitution and claimed that Suarez, as member of the House of Representatives, is disqualified to “directly or indirectly, be interested financially in any contract with, or in any franchise or special privilege granted by the Government, or any subdivision, agency, or instrumentality thereof, including any government-owned or -controlled corporation, or its subsidiary, during his term of office. He shall not intervene in any matter before any office of the Government for his pecuniary benefit or where he may be called upon to act on account of his office.”
He said the renewable energy supply agreement (RESA) is tilted in favor of the seller, CRC, as against the buyer, Quezon Electric Cooperative 1.
Pulgar also said the confidentiality provision of the RESA states that “buyer and seller agree that all information and documents [whether financial, technical or otherwise] obtained by it or its agents from seller and/or from buyer or its agent’s inspections which are not generally publicly available shall be kept confidential and not disclosed to any other person or entity without the prior written approval of seller or, as the case may be, buyer, except as required by law.”

Lucena City , Philippines – Former governor Eduardo Rodriguez, proponent of the 300 MW Liquefied Natural Gas (LNG) power plant project explained the safety of the said power plant in reaction to the press statement released by the fisherfolk group Pambansang Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) stating the adverse effects of the project because of explosion cases recorded in some countries.
He clarified that the fisherfolk’s reports about the accidental explosion happened in several countries of which natural gas was associated. “There are other power plants of LNG in the country but there were no disastrous reports recorded here in the Philippines,” he hinted.
Rodriguez said that the common denominator of the incidents happened in Belgium in July 2004 which killed 23 people; in France which killed 30; in Saudi Arabia in Nov. 2007 which killed 28; and in an island off Western Australia which caused a massive fire; in Belgium, killing 23 people and in Toulouse, France, causing damage totaling 2.3 billion euro. They all used natural gas but he questioned the role of the LNG on their operation.
He cited the reports in Ghislenghien, Belgium, on July 30, 2004 that the occurrence was a pipeline incident, not attributable to an LNG plant. He said the same case happened on Sept. 21, 2001, in Toulouse, France but the incident was associated with manufacturing ammonia, urea and ammonium nitrate, a fertilizer plant, and using natural gas to operate the plant.
Rodriguez said that there is no gas field of LNG plant to be established in Quezon province. It was just a hub terminal of natural gas supplied from Sengkang Gasfield Indonesia (SGI), South Sulawesi, Indonesia that will help to generate the 300-MW power plant providing electricity for Luzon grid consumptions.
He added that LNG will also be converted back to natural gas by re-gasification process which will be provided with fuel for a 300 MW combined cycle power station to be constructed adjacent to the hub terminal site. The natural gas can also be delivered by pipe line to provide “city gas” for Metro Manila. It provides back up to the supply of natural gas from the offshore Malampaya gas field.

In its decision, the Supreme Court ruled that government officials need not resign and can continue in their position even after they file their certificate of candidacy.
Devanadera is a former mayor of Sampaloc, Quezon, former president of the League of Municipalities of the Philippines (under President Fidel V. Ramos), former OGCC Counsel, 41st and first woman Philippine Solicitor General, and the current acting secretary of the Department of Justice.

MANILA, Philippines—Mounts Banahaw and San Cristobal, two favorite trekking destinations closed to the public since five years ago to allow their “healing” after decades of human destruction, have been declared protected areas.
President Macapagal-Arroyo on Friday signed into law Republic Act 9847 establishing Banahaw in Laguna and San Cristobal in Quezon as protected areas under the category of protected landscape.
The law, called “Mounts Banahaw-San Cristobal Protected Landscape (MBSCPL)” and a consolidation of Senate Bills 2392 and 4299, was signed by the President in Calamba City.
It ensures the protection and conservation of these areas, particularly the forests and their rich biodiversity, and their continued management by the Protected Area Management Board (PAMB), according to Malacañang.
In the same visit, Ms Arroyo also attended the ceremonial time capsule lowering for the government hub in the Calabarzon (Cavite, Laguna, Batangas, Rizal, Quezon) region. The hub, which will house 52 government offices, will begin construction in the first and second quarter of 2010.
Sen. Pia Cayetano, principal author of the Senate version of the bill, had said that the enactment would institutionalize mechanisms to regulate human activities and curb the destruction of the two mountains.
“While it is widely regarded as a sacred place, Mounts Banahaw and San Cristobal have not been accorded due respect and have not been spared from human exploitation. It is unfortunate that some people who troop there to meditate, especially during the Lenten Season, haven’t been mindful of their responsibility to protect the environment,” she had said.
“[This law] means protection for the flora and fauna on the two mountains,” said Environment Secretary Lito Atienza who was present during the signing.
He said the Department of Environment and Natural Resources (DENR) would be stricter in prohibiting kaingin (slash and burn farming) and mining activities.
“The law will take effect [all the way] to the barangay level,” he added. “It will prevent further degradation and protect the landscape. It will also ensure that the PAMB will function.”
Atienza, however, said both mountains would remain open to hikers and pilgrims “so long as they will take their thrash with them [when they leave]. ”
Banahaw and San Cristobal cover 10,784 hectares and 10,900 hectares, respectively, and span the provinces of Laguna and Quezon. They were declared “a protected area” through Presidential Proclamation 411 in 2003.
Boasting of 578 animal species and 56 plant species, the whole area is a critical watershed that drains into Laguna de Bay and Tayabas. Its water systems support the Botocan Hydroelectric Power Plant in Majayjay and Luisiana, Laguna and provide the water needs of at least one million people.
In March 2004, PAMB ordered the mountains closed for five years, and fenced off public entry points.
Since it was closed, there have been “evident signs of restoration” in its floral fauna, Cayetano had said in a statement.
“The rafflesia, the biggest flower in the world, started to reappear there. Last year, it was also reported that water has started flowing again to its once dried-out falls, namely, Kristalino, Suplina and Salaming-Bubog,” she said.
Cayetano had said that she hoped the public would agree to an indefinite ban “to allow the holy mountains to heal after decades of wanton destruction.”
“I hope that the public would agree that the ban should stay. It’s only right that we allow the holy mountains to heal after decades of wanton destruction,” she said.
The ban had been prompted by the discovery of high concentrations of coliform bacteria in the mountain’s waters, and the accumulation of garbage, equivalent to 90 tons every year, and traced to tourists and trekkers.
It was to lapse this year, but this was extended by PAMB for another three years until 2012, according to Cayetano.:banana:

Kidding aside, I guess you got the Hondagua location right. I am not so sure of that Calauag-Hondagua road, I believe it is much better to travel by scates from Calauag using this route (as @Marvi illustrated in the PNR Thread).

Kidding aside, I guess you got the Hondagua location right. I am not so sure of that Calauag-Hondagua road, I believe it is much better to travel by scates from Calauag using this route (as @Marvi illustrated in the PNR Thread).

A PROJECT to extend the South Luzon Expressway (SLEx) all the way to Quezon province is already gaining interest from a number of property developers, the head of the joint venture undertaking the tollway project said last week.
South Luzon Tollways Corp. (SLTC) President Isaac D. David said in an interview that real estate companies have already expressed interest in developing land beside the planned extension of the SLEx to Lucena.
"We have already heard from developers like Ayala, Eton, Globe Asiatique, Carmelray, Nuvali, and Crowne Asia that the extension would be something that is interesting to them," said Mr. David.
He added that some 7,000 hectares are being developed in anticipation of the tollway extension.
SLTC was contracted three years ago to extend the expressway from Calamba in Laguna to Lucena in Quezon, along with the ongoing tollway upgrade and expansion.
Mr. David said developers are already anticipating the vehicular traffic that would come with the extension.
The expressway extension has not yet begun because the SLTC is focusing on completing the first phase of the project, which is to expand the SLEx to eight lanes from five lanes from Sta. Rosa to Calamba, and to add new toll plazas on the whole stretch from Alabang to Calamba, Mr. David explained. A connection to the Star Tollway going to Batangas is also being built.
"We are right now doing engineering due diligence. The extension is being studied and designed but it still depends on the right of way [acquisition]," said Mr. David.
He added that the extension could be done in "three to four years’ time."
The company is in discussions with the operator of the SLEx, the Philippine National Construction Corp., a minor shareholder, regarding the operation of the expressway. Both companies have agreed not to make any moves regarding the transfer of operations in the expressway until today.

THE SUPREME COURT has reversed itself on laws converting the status of several municipalities into cities, and upholding congressional prerogative on the matter.
In a 35-page decision penned by Associate Justice Presbitero J. Velasco, Jr. that declared the so-called cityhood laws constitutional, the high court sided with the second appeal of 16 municipalities whose first motion for reconsideration was denied more than a year ago.
Associate Justice Antonio T. Carpio penned the original decision on Nov. 18, 2008 that upheld the petition of the League of Cities of the Philippines to declare the 16 cityhood laws as unconstitutional.
The cityhood bills automatically lapsed into laws on various dates from March to July 2007. They covered the municipalities of Baybay, Leyte; Bogo, Carcar and Naga in Cebu; Catbalogan, Samar; Tandag, Surigao del Sur; Borongan, Eastern Samar; Tayabas, Quezon; Lamitan, Basilan; Tabuk, Kalinga; Bayugan, Agusan del Sur; Batac, Ilocos Norte; Mati, Davao Oriental; Guihulngan, Negros Oriental; Cabadbaran, Agusan del Norte; and El Salvador, Misamis Oriental.
The high court then noted that the Constitution required Congress to set the criteria for the creation of cities within the 1991 Local Government Code, not through the passage of cityhood laws.
The affected municipalities then filed a motion for reconsideration on Dec. 10, 2008. In a session last Jan. 13, the court denied the petition with finality, but the resolution was withheld when former solicitor general Estelito P. Mendoza, the 16 municipalities’ counsel, asked that other magistrates absent during initial discussions on the issue be included in deliberations on the motion for reconsideration.
On March 31, the court denied the motion for reconsideration since "the basic issues raised therein having been passed upon already," but the municipalities countered with a "motion for leave to file and to admit attached second motion for reconsideration."
In the latest decision, six magistrates upheld the cityhood laws, four dissented, and three abstained. The court has 13 magistrates with two slots of retired justices still to be filled up to complete the 15-member court.
In upholding the cityhood laws, the high court said: "Congress can... impose the said verifiable criteria of viability [for cityhood]. These criteria need not be embodied in the Local Government Code..."
It also debunked the league of cities’ contention that the laws would erode their share of the national revenue contrary to the Constitution’s equal protection clause. "The fundamental right of equal protection does not require absolute equality. It is enough that all persons or things similarly situated should be treated alike...," the court noted.

As brother bonixx described, chami is a local noodle delicacy (the sauce is a close relative of adobo)... try it at Antigua, Kachina, or Hacienda Inn restaurants at the downtown (there are also small ones that serve good chami)... as for adobo, there are so many places there where you can get a good one! :)

hmmm, theres a Museum at the Capitol Compound near Perez Park 'Gintong Yaman ng Quezon Museum' Also a small Museum of Lucena at Lucena City hall Annex aside for museum theres a lot of place of interest in Lucena City like Lucena Botanical Garden if you like nature,Centro Pastoral Compound, St. Ferdinand Cathedral, and Carmelite Monastery.For hotel accomodation i would suggest Star Tower Garden Hotel,Queen Margarette Hotel,Grand Riviera Hotel,Diamond Resort and Hotel,Castle Bernardina and South Waters Marina Country Club.

Pagbalik ko ng pinas Lucena will be on the top of my itenerary. Diyan din kasi pinanganak ang junior ko (Lucena United Doctors) to be exact.

At a party today we got to talking about Lucena and I remembered something unusual that I want to ask you guys about.
While Volkswagon Beetle cars can be seen anywhere on Luzon, Lucena seems to have a huge amount of them, mostly all being in very good condition.
There were so many that it just seemed incredible. They are quite the collectors item here nowdays.
Any reason for the huge amount there?

Speaking of waterfalls since elementary eh itinuturo na ng guro namin kung ano ang maria cristina falls:)

Good observation Brad ,yes there is a huge numbers of Beetle Cars in Lucena because this car can easily fit with narrow roads ,also small city like Lucena is a good location for this type of car,i know some friends owning volks some of them convert it to top down,and paint it with black stripe at the middle with a famous no. 5 :lol:,in my own observation people of Lucena wants to Collect', not only a cars but all valuable things like artifacts,stamps,coins and antiques ,and haunted houses:lol: not only in Lucena but in nearby towns like Tayabas Lucban and Sariaya...

It is just something that stands out, especially since my family play the worldwide travelling game of 'Punch Buggy'. This game means the first person to spot a Volkswagon has to call the colour and punch the others.
Strange game, but its one that seems to happen in many countries. Even the Filo friends seem to have taken it on here.
Of course, with so many in Lucena, we all had bruises on our arms :lol::lol:
Without knowing it, I think Lucena may just be one of the last areas with this iconic vehicle in such numbers. It may be a fact worth investigating as it could certainly be aimed at the tourist market.
This is one thing I absolutely love about the Philippines, everywhere you go there is something new to see and learn. Only 25 more days to go :)

LUCENA CITY, Philippines – When administration presidential bet Gilbert “Gibo” Teodoro went to market here on Sunday, he was hoping to improve his survey rating and find the exotic fish with the scandalous name.
“Do you have ‘tampal’ fish?” he asked vendors at the Lucena public market, raising eyebrows and eliciting laughter.
When told that the fish was not available that day, the former defense secretary said and not without humor: “I will return some other day; hopefully, I can find one.”
When his wife, the attractive Tarlac Rep. Nikki Prieto-Teodoro, who accompanied him in the market sortie, asked what sort of fish he was looking for, the presidential aspirant told her: “I can’t tell you in public [because] it’s censored.”
Elusive fish
Nevertheless, Teodoro whispered the name of the elusive fish to his wife and the two had a good laugh.
The Lakas-Kampi-Christian Muslim Democrats standard-bearer later told the Inquirer that the fish he was looking for was called “tampal p..i,” a local species shaped like a human palm.
“I once tasted it in Manila but it was not fresh. I hear it’s fresh here in Quezon,” he said.
Despite his failure to find the fish, Teodoro seemed please as he gained new supporters among the vendors and market-goers, shaking their smelly hands and greeting them “Merry Christmas.”
“We were completely surprised. Gibo (Tedoro’s nickname) is so different in person. He looks so presidential but he can easily relate to us,” said Bella Lagrosas, president of the Local Market Vendors Association.
She asked Teodoro if the wet market building could be expanded into a three-story structure if he becomes the next president.
“If the building foundation would allow it, we will make it. I promise you that,” he told Lagrosas.
Teodoro and his wife were accompanied by Quezon Rep. Danilo Suarez, his son, Assistant Environment Secretary David Suarez, Lucena Mayor Ramon Talaga Jr. and his wife Ruby.
Administration vice presidential candidate Edu Manzano also came with the Teodoro to the market sortie but the popular actor and TV host headed for the market’s dry goods section.
He was seen exchanging high fives and gamely posing for pictures with admirers.
After the market visit, Teodoro and Manzano met with local officials from the Lakas-Kampi-CMD at the Mug Café covered auditorium in a shopping mall here.
Senate President Juan Ponce Enrile—although a member of Partido ng Masang Pilipino (PMP) and a long-time ally of the party’s standard-bearer, former President Joseph Estrada—also graced the event and virtually endorsed Teodoro’s candidacy.
Enrile said only Teodoro and Estrada were capable of leading the country as president.
“If Erap (Estrada) is not my party mate, I will be with Gibo,” the veteran politician said.

That mystery and surprise is bringing me all the way back in less than a year since my first visit :-)
One day I will have to come and spend a week there looking around.
Would be awesome to see you in Lucena. We get there on Feb 16th and leave on the 17th. Probably check out the railway yard early on the 17th.

Tol Lucentino is correct, i think you need more than a week to really apreciate your stay in my beloved city, there so many restaurant there and the food is good and unique, example Lucena's Batchoy i think is a unique dish, i hope tol Lucentino is very familliar with this, the one with ginger and pigs blood, yummy:lol:, also try the camote(sweet potatoes) cheese cake at Guisseppe bar y restorante, the Lucena Festival Menu of Mug Cafe,also the italian and western cuisine of Zymurgy Cafe and Lounge...

MANILA, Philippines - Aboitiz Power Corp. (APC) said it is willing to partner with TeaM Energy Corp. for the expansion of the 735- megawatt (MW) Pagbilao coal plant in Quezon.
APC senior vice president Luis Miguel Aboitiz said they are looking at the possibility of teaming up with TeaM Energy for the project.
“Yes, we may consider that, but right now we have not talked to them,” Aboitiz said.
Therma Luzon Inc, a subsidiary of APC, won as the independent power producer (IPP) administrator of the contracted capacity of the Pagbilao coal plant with its $691 million bid. As IPPA of Pagbilao, Therma Luzon will own the plant after 25 years.
A consortium of Tokyo Electric Power Co. and Marubeni Corp. of Japan , TeaM Energy operates the Pagbilao coal plant under a build-operate-transfer (BOT) agreement with the government.
Tepco and Marubeni acquired the assets of Mirant Corp. in the Philippines in 2007, which included the Pagbilao and 1,200-MW Sual coal plants.
TeaM Energy president Frederico Puno earlier said they intend to expand the capacity of the Pagbilao plant by another 350 MW.
Puno said TeaM Energy previously had the option to expand the capacity of the plants as state-owned National Power Corp. is not allowed anymore to build new power plants under the Electric Power Industry Reform Act of 2001.
The TeaM Energy official said they have yet to discuss future plans for Pagbilao with APC.
Puno said they are willing to enter into a joint venture agreement for the power plants’ expansion.
“It’s one of the things we have to discuss. Right now they will be the eventual owner. So I guess they have the first crack at any expansion since they will own the plant. Before we could do the expansion because Napocor under EPIRA is not allowed to build anymore new power plants, so we had that option to expand. But even if we expand it will have to be a merchant plant and we have to sell it somewhere else as Napocor also is not allowed to enter into any new contract. But now with the IPP administrator coming in – who is the eventual owner – I guess any expansion will be their option,” he said.
“But we can also discuss with them if they want – we can go on a joint venture basis – because if not we’ll have a problem because if, we do it ourselves we have to enter in a contract with them for joint facility utilization (i.e. jetty and other common facilities) – so I think going into a joint nature with them is much better, he added.”

Pagbilao Power Station is a 735-MW coal-fired thermal power plant at Isla Grande in Pagbilao, Quezon.
The earth-moving of about 200 hectares at Isla Grande, Barangay Ibabang Polo (Pagbilao) commenced on February 6, 1993. After three years, the first unit was synchronized on March 7 and turned commercially available on June 13. The second unit was synchronized on May 30 of the same year and turned commercial August 14.
In developing its communities, TeaM Energy begins in building the infrastructure that provides opportunities. 15-km and 8-km access roads were constructed and a permanent bridge was built; not only connecting places but also linking lives.
Secondary is building a foundation of genuine thrust and support with our communities and partnership with the local government. This is being done by improving the level of awareness of the residents, improving the quality of education through construction or rehabilitation of schools, awarding scholarship grants to students and teachers, providing on-the-job training opportunities to graduating students, and uplifting literacy in information technology. Further, one of TeaM Energy’s priorities is improving basic services like rural electrification, waterworks system, and delivery of health care.
We also prioritize the employment of local populace: Seventy-six percent (76%) of our employees are locals, 52% of which are Pagbilaoins. Aside from that, we also encourage local service providers and entrepreneurs. To date, we have organized nine (9) community-based Mothers’ Club and five (5) cooperatives. A livelihood center was established at the resettlement site to provide venue of economic improvement and self-realization.
Part of TeaM Energy’s leadership philosophy is environmental stewardship wherein procedures that seek to preserve the environment are being implemented. To guarantee this, TeaM Energy installed necessary environmental mitigating measures and facilities. The plant uses bituminous, low-sulfur and low-ash content coal; has advanced water spray system; highly efficient electrostatic precipitators; dust collectors; air monitoring station; ash lagoons; sedimentation basin; and waste water treatment plants. All of these were designed to alleviate possible environmental risks.
Above these endeavors, TeaM Energy successfully initiated several community-based environment projects including the rehabilitation of the 10-hectare watershed Binahaan, reforestation of the 2-hectare mangrove area at Tulay-Buhangin (Pagbilao) and 2 hectares at Quipot Bridge (Luaya Point), establishment of a Coastal Resource Program for Pagbilao Bay, and the ongoing Carbon Sink Initiative project, which aims to rehabilitate the 150-hectare upland and 150-hectare coastal mangrove forests.

Power Generation
Colliers (coal ship) delivers coal to the plant approximately thrice a month with an average capacity of 65,000 metric tons. The bulk of the plant’s water supply comes from the Reverse Osmosis Plant (4,000 cubic meter per day output) inside the plant complex while the back-up water supply comes from the nearby Locohin River.
Water at the boiler absorbs heat from the burning pulverized coal and converts feedwater into superheated steam. Superheated steam is then fed into the turbine where the thermal energy in the steam is converted into rotational mechanical energy. The generator, being directly coupled with the turbine, converts the rotational mechanical energy into electrical energy.
The power plant is capable of producing a maximum of 16.8 million kilowatt hours of electricity daily or over 6 billion kWh annually. The electricity generated is connected to the Luzon Grid via the 230-kV transmission line and the NPC sub-station in Tayabas, Quezon.

Ang Tiwi Geothermal Plant nasa 227 MW. Ang Calaca naman nasa 600 MW. CALABARZON yata yung region sa Luzon na may maraming power plants. Huwag lang gagana ulit ang Bataan Nuclear Power Plant kasi kahit ito lang pwede nang source ng power ng buong Pilipinas eh.

Alam ko ang isang planta hindi talaga nag-o-operate sa maximum capacity. May certain percentage lang sya ng operasyon, kaya halimbawa, ang Pagbilao na 735MW ay nag-o-operate lang sa 500MW generation.
Sana nga rin buhayin muli ang nuclear capability ng Pinas para bumaba ang singil ng kuryente dito. :)

The Gawad Saka Awards are for the Provincial Agricultural and Fishery Council (PAFC); Municipal Agricultural and Fishery Council (MAFC); Young Farmer Organization; Rural Improvement Club; High Value Commercial Crops (HVCC) Farmer; Rice Farmer; Fisher folk; Young farmer and; Small Farmer's Organization.
Also in 2009, OPA held more than 40 activities, including:
Performed a number of services in crop production (corn, rice and vegetable) that help enhance productivity of rice farmers in several municipalities of the province such as the Palayamanan Project;

Actually its 1.2MW for private use of Tantoco Company, EEI ang contructor nito 2005 pa ito pinlano at yung sa unisan pala ginawang 10MW na biogen ang name ng company

About nuclear power plant sa pagkakaalam ko tol may depekto ang kunstruksyon nito at sabi pag inayos ang depekto nito ay halos sing presyo na ng isang Bagong nuclear power plant, ang masama dito isa ito sa pinagmulan kung bakit tayo nalubog sa utang, at ang masmaa pa nito gumagastos pa tayo sa pagmementena nito.

Because BNPP has been abandoned for years, rebuilding it would entail another billions of dollars - costlier than the original plan which was made decades ago. It could have solved the power problems of the 1990s easily as it had been envisioned to supply Luzon for many years. I think Marcos and his advisers were right for this vision. In our school LFS members strongly protested this project, but they cursed the government when power outage came. I remember during Aquino administration, I had to make use of the light in studying since we had 10 hours or more of miserable brownouts everyday!

I think the same bunch of people protested the planned continuation of tollways (expressway) in Quezon in the 1990s. Hopewell with its engineering arm Slipform drafted the plan if I'm not mistaken.

I think the plan would go near the foot of Mt. Banahaw since the people were afraid that if pushed through, this would expose the mountain. Environmental issues, etc.

Was the result on feasibility of reviving BNPP been published already? With the "very competent" Dept. of Energy, hopefully something positive will come out of it. A Nuclear plant (either BNPP or a new one) can surely be of great help (especially at this time), but we have to keep in mind that it entails big responsibilities as well (maintenance, safety, environment, etc.).

As observed, large scale investments in our province are mostly being met with critisisms and protests. Some get constructed either due to political-will, "padulas", or both... oh, and the hiring of locals is actually part of their contract, so they are actually forced to employ them if they are qualified... :)

Most protests against SLEx were organized by the Catholic church and groups for nature preservation... my cousin, who was studying at a private catholic school that time told me that if they dont join the protest, they will be marked as absent and they'll get an incomplete grade in a certain subject. I guess while most residents of Quezon would love to have a "road to progress", they were forced to oppose it.
Well it's all water under the bridge now, and Hopewell's feasibility was replaced with a new one, and with new alignment... I feel the only main stumbling block for TR4 is the financial aspect. :)

1. This is correct. The Chernobyl disaster had a big impact on the acceptance of BNPP.
2. I'm not from UP, though, I'm from Quezon.
3. That's why I admired Hopewell's management. They gave those who opposed them a chance to earn, means of living. As for me, I wouldn't allow any benefit to flow to me from something I'm opposing. That's delicadeza.
4. I hope the new plan will push through as I'm travelling from Manila to Quezon every now and then.

Chernobyl was old technology... it's modern times now. I haven't heard any (major) negative news in the past 10 years involving a Nuclear power plant. I'm sure DOE can qualify a good contractor (and location, in case of a new plant). I also feel the viability of wind energy can be explored around Infanta, Gen. Nakar, Real & Mauban (as well as in Polillo). :)
If you dont mind me asking, which specific place in Quezon are you from?... Mamaya kapitbahay ka lang pala ng isa sa amin dito... :)
To me, Hopewell's reputation was good as well... :)
Don't count too much on SLEx TR4 becoming a reality soon... but Quezonians do deserve better roads and politicians! :)

My parents came from different towns in Quezon. My siblings and I were born in my father's hometown. We had lived in 3 different Quezon towns. One by one, we transferred to Manila. In 1983, my whole family completely migrated to Manila. I have relatives scattered all over Quezon.
I had memories in Lucena where we always had to go when I was in elementary during provincial contests.
For months, I temporarily settled in Lucena when I was employed by Hopewell. My friends and colleagues in Hopewell were mostly from Pagbilao, Lucena and other nearby towns. That was 1994.
These are all I can tell for now. Well, you can PM me.

Welcome to Lucena and Quezon thread tol' Watcher, i think there are also a revision of original plan of these power plant specially on its road for easy accessibility , as i know there is a bridge connecting from brgy. polo to mayao , according to the original plan.

Sa opinyon ko tol, yung Pagbilao power plant kasi "kailangang-kailangan" ng bansa (partikular ng Luzon) nung panahong iyon, kaya political-will ang ginamit para maisakatuparan ito... baka kasi mag-alisan ang mga mamumuhunan noon (lalo na sa mga sinisimulang mga industrial zones sa Calabarzon nang panahong iyon) kung magpapatuloy ang brown-outs.
Sa ngayon hindi (yata) nakikita ng mga nasa poder ang kahalagahan ng SLEx-TR4 kaya hindi ito pinipilit ipatupad. Katunayan pinakansela pa ang kuntratang TR4 dahil sa hindi magandang ipinakita ng contractor sa proyektong TR1 to TR3... bagama't di natin alam ang buong kwento, masasabi ko na kung naging kasing-timbang lang sana ng power plant ang pangangailangang pang-kalsada na ito noong panahon ni Pres. Ramos, baka hindi lang Maharlika Hwy. ang pwede nating daanan (mula Maynila at karatig probinsya) sa kasalukuyan...
Matatandaan na ang STAR (Sto. Tomas-Lipa, at may ROW hanggang Batangas City) ay naisakatuparan sa panahon din ni Pres. Ramos, sa ilalim ng DPWH. Ito ay sa dahilang naging "necessity" na magkaroon ng daan para suporta sa pagtatatag ng Batangas Container at Passenger Ports, at iba panng mga investment (refineries, factories, etc.). At ito ay sinuportahan din naman ng karamihan ng mamamayan at pulitiko ng Batangas.

LUCENA CITY, Quezon, Philippines—With Quezon facing a P300-million budget deficit in 2010, several board members opposed a P50-million intelligence fund in the proposed P1.7-billion budget for the province.
Board Member Vicente Alcala, chairman of the provincial council committee on budget, questioned the P45-million budget allocations for “intelligence expense” under the “non office/special appropriation” item.
“That huge intelligence budget is no longer warranted especially in the light that it is not covered by regular auditing system. There’s already some P5.6 million intelligence and confidential budget allotted for the provincial governor’s office,” Alcala said.
The committee on budget also questioned items for the provincial mansion, official residence of the provincial executive, which contained P450,000 for office supplies; P750,000 for animals/zoological supplies expenses; and P750,000 for agricultural supplies.
Board Member Rommel Edaño wondered why so much money has been allotted for zoological and agricultural supplies.
"The provincial mansion is not an office but a residential house. It is neither a zoo nor farm that would require budgets for animals and agricultural supplies. Yes, there’s a butterfly garden within the mansion compound but it only houses a handful of butterflies,” Edaño said.
Aries Flores, provincial administrator, defended the proposed budget.
He claimed that most of the budget items originated from the governorship of Wilfrido Enverga and only continued by incumbent Governor Rafael Nantes.
“We adjusted some of the budgets to meet the present cost,” Flores said.
Edaño questioned the propriety of hiring 212 casual employees under the office of the governor, aside from hiring more than 600 additional workers under the “job order” (JO) classification.
“The governor gave them work, it's fine. But providing them jobs is one thing and paying them is another,” the board member said.
Flores said the casuals hired by Nantes have been assigned to different offices in the provincial government.
But most provincial casual and JO employees have long been complaining of delayed or unpaid salaries.
The opposition board members also assailed the P500,000 budget for “military and police supplies” and another P300,000 for “repair and maintenance of police and military equipment” under the office of the provincial governor.
“Are we going to war?” Alcala asked.
Last year, the administration-controlled provincial council also approved P1 million for the acquisition of firearms and ammunitions by the governor’s office.
Flores explained that the military and police equipment to be procured by the governor’s office would be for the provincial jail guards.
The governor's office is listed with the biggest budget proposal of P128.8 million.
“We don’t want a repeat of another jail attack by the NPA (New Peoples Army). That’s why we want them fully armed,” Flores said.
However, some jail guards confessed to newsmen that the weapons that they have been using were still their old service firearms.
Alcala chided the provincial executive for its “misplaced priorities” on budget.
He noted that indigent patients at the government-run Quezon Medical Center have long been complaining about the lack of equipment and medicines at the hospital.
Under the proposed 2010 budget for QMC, instead of addressing the needs for more medicines, the provincial leadership slashed its budget for drugs and medicines from P29 million last year to P25 million this year.
However, the hospital has increased its budget for mobile phones from P30,000 to P120,000 and Internet expenses from P53,000 to P120,000.
In his budget message, Nantes called for a resetting of priorities and "sacrifices" in view of the P300-million budget deficit.
But Alcala complained that provincial department heads had not been attending hearings even if the council has not finished scrutinizing the 2010 budget.
“We will continue our task. We want to scrutinize every budget items to find ways on how to gather funds for the mandated salary increase of government employees effective this year which were not included in the proposed budget,” said the board member.
Edaño said the provincial council was delayed in its budget deliberation because the provincial executive submitted its annual investment plan only last December 1.
“Under the Local Government Code, we still have 90 days to work on the approval of the 2010 budget,” he explained.
The Internal Revenue Allotment for Quezon province was P1.1 billion last year (2009) and it expects P1.3 billion IRA for the current year.

18 January 2010
Construction on a liquefied natural gas (LNG) terminal and storage facility project in Quezon province in the Philippines will begin in March this year.
The environmental compliance certificate (ECC) was issued on 29 December by the Department of Environment and Natural Resources-Environmental Management Bureau (DENR-EMB).
The LNG terminal and storage facility project would store up to 1 million tons of LNG. Two units of storage tanks with a capacity of 130,000 m3 each, a jetty and receiving terminal, trestle, re-gasification area, storage area, motor-pool, and other support facilities will also be built.
LNG would be distributed by an LNG carrier vessel to outlying terminals nationwide and loaded in tank containers for rail distribution to target destinations. A port and passenger terminal and a hotel and resort will also be constructed at the plant site.
The 300 megawatt (MW) LNG power-plant project along with the 750 MW Pagbilao power plant and 440 MW power plant in Mauban would add up to almost 1,500 MW of electricity to be generated from Quezon.
The project will cost around P2-billion (€30.3 million).

The qualifying tournament for the Singapore Youth Olympics is set in Baku, Azerbaijan in April.

The competitors will be divided into four age groups with eight to nine weight classes each for boys and girls.
Although the school-based (11-12 years old) and kids (12-13 years old) divisions are expected to generate attention, Abap executive director Ed Picson said the junior (14-16 years old) and youth (17-18 years old) divisions will be crucial since majority of the discoveries will come from those age brackets.
Picson said national coaches Patricio Gaspi, Nolito Velasco, Romeo Brin and Glicero “Boy" Catolico will be on the sidelines to assess the potential of the young boxers as well as Abap president Ricky Vargas and secretary-general Patrick Gregorio.
“This tournament will be the battle of the bests," Picson said. “We don’t want to miss the opportunity of discovering another (Olympic silver medalist) Onyok Velasco or (two-time Olympian) Harry Tañamor. Our (Singapore Youth) Olympic campaign depends on the outcome of this tournament."
Picson added that Abap’s talent identification program has produced Charly Suarez, who later became one of the five pugs who won the gold medal in the 25th Southeast Asian Games.
“He worked his way up," he said. “He was part of the youth team for two to three years before winning the gold in Laos."
Expected to dominate the talent-laden field are bets from powerhouse provinces like Davao, Cebu, Negros Occidental, Quezon and home province Palawan, which produced prolific boxers like Romeo Brin and Josie Gabuco. - GMANews.TV

What does it take to live the hacienda lifestyle? Will it entail having a retinue of servants at one’s beck and call? Will it take hours spent in the midst of a plantation managing hundreds of workers? Or will it entail lounging around a grand porch while sipping glasses of mint julep (or as in the Philippine’s case either cold sangria, rhum or fiery lambanog)?
The answer: Hardly. After all, such a lifestyle has long vanished—gone with the wind so to speak—and nowadays at least, not practical. Nonetheless, echoes of such a languid and elegant lifestyle still exist if not in appearance, then at least in substance at Aldea de Pameral—Hacienda Escudero.
Yes, this residential estate is being built right smack a real hacienda in Quezon province and is dubbed (at least by its developer Landco Pacific) a plantation resort town—one that considers its unique provenance while at the same time providing modern amenities and lifestyle choices to its future residents.
As an introduction to this unique community, Landco was gracious enough to provide a tour of the estate and we were, to say the least not at all disappointed as to the domestic possibilities that this future “township” will provide. Perhaps it was the sylvan and bucolic landscape that one encounters on the way to the development, or the still mainly agricultural lifestyle of the communities that one encounters on the way to the site, but the trip from bustling Metro Manila on the way to the “Hacienda” does prepare one to the special experience awaiting any guest. Indeed, the trip was so seamless that one is actually surprised to find oneself along a coconut tree-lined driveway (parts of an existing coconut plantation) that leads to one of the community’s prized jewels—the Clubhouse.
Occupying a site near a rotunda, the Clubhouse complex is grandly situated and mimics to some extent the plantation houses unique to Quezon province (as can be seen in the old Hacienda Escudero plantation house) with its sloping roofs, use of decorative finials on the roofline and an encircling porch. As mentioned, the clubhouse is actually a complex of buildings connected to each other by pathways. Again this characteristic provides echoes of a plantation lifestyle as a plantation’s main house actually has several outbuildings connected to it for housing workers and in times past, stock. Nonetheless, the mainly agricultural preoccupation of haciendas of the past have been replaced by the amenities that the clubhouse actually provides like providing future residents with a venue for gatherings and various recreational pursuits (e.g. swimming pools etc.)
Up close, a minimalist and Asian-inspired sensibility pervades the Clubhouse. This is very much apparent in the foyer which sets the tone for the whole complex of buildings—at least when it comes to interior and decorative accents. As mentioned, the lobby is spare and has walls painted white and neutral. Decorations and furnishings are kept to a minimum with resort-inspired furniture groupings placed on either side of the room. At this point, guests are given two choices when it comes to “paths” to take. On the right side is the path leading to the grand ballroom, while on the left is a pathway leading to the resort section of the complex.
If one chooses to go to the resort side, one immediately encounters a “wall fountain” the use of which serves to mentally prepare a guest to the delights of the swimming area. This feature also serves to hide the dressing rooms behind it, as well as provide the soothing sound of water that may also hide unwanted noise from other parts of the complex. Regarding the pool area, what distinguishes it the most is the combination of a traditional pool and an infinity pool at its farthest end. A unique feature of this area is actually a low wall on one side that provides bathers with a measure of privacy. This wall is hardly noticeable from the bathing area although it provides a formidable appearance from outside the complex.
At the opposite end of the pool area is the main events venue of the complex. This area is distinguished by the grand ballroom that is housed in the complex’s biggest building. Surely, this building is—at least construction-wise—one of the most impressive structures at the hacienda to date. A striking feature of the building is probably one of the longest porches in the country today. The porch, which faces the lawn, we were told, is a favored venue for informal parties and gatherings. Not surprisingly, the porch is furnished with groupings of lounge chairs and sofas that are characteristically low-backed, thus further accentuating the vistas that the porch provides.
Although, not exactly a part of the Clubhouse complex, a short visit to the so-called “great lake” was also made. The said area is expected to provide another venue for recreation in the future (e.g. watersports). Of course, the development’s houses will likewise be located along its shores and it requires little imagination not to see how impressive the landscape of land and shore will be in the future when equally impressive private houses are built at Aldea de Pameral. For now, however, the Clubhouse complex remains supreme and is no doubt a potent reminder of a life that could be lived with elegance and ease.

After opening its 250th store, Ministop pulls all the stops in becoming the fastest growing convenience store chain in the country today. In line with the company’s aggressive stance, Ministop recently introduced a new and attractive business package dubbed the Creative Lease, designed to encourage more prospective business partners to start their own, or add a new store to their existing Ministop operations.
“RCSI is presently in the expansion mode and through the Creative Lease business agreement, we hope to open more Ministop stores while giving our business partners a new option on how they can grow with us,” stated Robinsons Convenience Stores, Inc (RCSI) deputy general manager Paul H. Darroca.
Aside from the newly-added Creative Lease, Ministop offers two other leasing options namely, the Standard Lease and the Master Lease packages. Under the Standard Lease agreement, the business partner shoulders land and building rental, and hires a store manager to look after the store’s daily operations.
The Master Lease Package, on the other hand, stipulates that business partners render full time, hands-on work in the store for 10 years (the standard contract duration) preventing them from opening another outlet even if they can already afford a new one. However, RCSI takes care of land and building rental.
Creative Lease combines a number of key characteristics of both the Standard and Master Lease packages. Patterned after an existing model in Japan where the Ministop franchise originated, the Creative Lease is primarily targeted at existing Master Lease business partners who have become successful in their current store operations. To date, most of Ministop outlets operate under the Master Lease business agreement.
The Creative Lease offers more leg room for business partners to increase their productivity. Just like the Standard Lease, it allows business partners to hire a store manager. This way, there is no need for business partners to work full time and they can manage to run multiple outlets at the same time.
The Creative Lease package also makes it easier for RCSI to penetrate the Makati and Ortigas commercial districts. The high cost of rent in these areas often prevents business partners from opening stores in these highly competitive locations. Under Creative Lease, RCSI shoulders the monthly rental expenses, thus, giving potential and existing business partners on Standard Lease the opportunity to break through in these prime commercial districts at a lower cost.
The introduction of the Creative Lease business package hopes to boost the number of Ministop stores in the Philippines while increasing the profitability of RCSI and its business partners. “We are projecting to open 100 stores annually and without these business packages, it can be quite difficult,” Darroca declared.
In addition to the 250 Ministop outlets, 35 stores are now under construction. RCSI is also looking at the possibility opening more provincial outlets, reaching as far as Nueva Ecija, Cabanatuan, Tarlac, Dagupan, Lucena, and perhaps, Baguio. Today, Ministop provincial outlets operate in Batangas, Pampanga and Bataan.
