PROVINCE OF ZAMBOANGA SIBUGAY

Zamboanga Sibugay is a province of the Philippines located in the Zamboanga Peninsula region in Mindanao. Its capital is Ipil and it borders Zamboanga del Norte to the north, Zamboanga del Sur to the east and Zamboanga City to the southwest. To the south lies Sibuguey Bay in the Moro Gulf. Zamboanga Sibugay was created in 2001 when the third district of Zamboanga del Sur split off. Zamboanga Sibugay is the 79th province created in the Philippines.

The area of Zamboanga Sibugay was formerly a part of Zamboanga del Sur. Attempts to divide Zamboanga del Sur into separate provinces date as far back as the 1960s. Several bills were filed in congress, but remained unacted. The new province was finally created by Republic Act No. 8973 on February 22, 2001.

Zamboanga Sibugay has a land area of 3,087.9 km². It is geographically located at 123°04'49"N and 7°42'14"E. It is bounded on the north and west by Zamboanga del Norte; on the east by Zamboanga del Sur; on the south by the Sibuguey Bay; and on the southwest by Zamboanga City.

The climatic condition of the province is moderately normal (climate type III). Annual rainfall varies from 1,599 mm to 3,500 mm. Temperature is relatively warm and constant throughout the year ranging from 22o C to 35o C. The province is situated outside the country's typhoon belt.

Proposed Ipil Terminal

Bus terminal projected as Ipil’s newest commercial landmark

Rising to the challenge of its emerging role as hub for commercial flow and human traffic for the Zamboanga Peninsula, the municipal town of Ipil is set to construct an integrated bus terminal that will serve both as a refreshing stop and a local shopping experience for travelers.

Located in Barangay Taway, 400 meters away from the national Dipolog-Ipil national highway, the new terminal has a total land area of eight hectares lying on flat terrain. Attached to the terminal is a subdivision that would be developed into a residential and commercial complex.

It is an ideal site – still verdant and fanned by breezes from nearby hills; not too far from bustling Barangay Poblacion but not too near it, either.

Solution

The planned bus terminal will immediately solve three major problems, says planning officer Nimfa Diputado. First, it will provide Ipil with a permanent bus terminal. Previously, big buses parked right along the Zamboanga-Pagadian national highway, making it both a traffic nightmare and a security risk. And as if to underscore the lack of a terminal, the same big buses are now temporarily moved to Barangay Poblacion’s barbecue center to make way for the concreting of the national highway.

Second, a bus terminal in Barangay Taway will decongest traffic in Poblacion, a location already burgeoning with business establishments, and at the same time spread the development towards a greater area.

Third, it will provide housing for the continuing influx of migrants. So far, more than 300 individuals have signified their interest in purchasing the 150-meter lots available and turning it into a new community.

Return of Investment

After studying the town’s borrowing and paying capacity, the Landbank of the Philippines has approved the financing of the project with a 17 million peso loan against Ipil’s internal revenue allotment. The amount is earmarked for the physical construction of the terminal.

The LGU will pay for the additional 13 million pesos for the purchase of the eight hectare lot on which the terminal will be situated.

Diputado bares that the project will have a return of investment in three year’s time after first operation. The sale of lots within the attached subdivision will rake in money right from the start. The town will also earn long term from the operation of the terminal and the rental of stalls within, she said.

Diputado also downplays the fears of some sector as the loan might prove too heavy for the town’s finances. The loan will be paid back in monthly amortizations for 10 years. Within that timeframe, Diputado is confident that the bus terminal will earn sufficiently to keep up with payment schedule.

Approved by the previous Sangguniang Bayan mid 2004, the bus terminal will have a construction period of just one year. After that, the planning office says, this latest economic enterprise will begin reaping benefits for the town, in keeping with its vision of transforming itself into a premier market and trade center in the Zamboanga Peninsula.

If I can remember the COA 2007 report, ang income ng Ipil is mga 84M+ while ang Sindangan ay 96M+.

IPIL, Zamboanga Sibugay – The darkness being experienced by the three municipalities of Mabuhay, Olutanga and Talusan located in an island of Zamboanga Sibugay Province will be a thing of the past after the electrification program in the area was launched recently.

This developed after President Arroyo flew here recently to launch her P10-million electrification project in the province.

The President handed a check for R5 million to Zamboanga del Sur Electric Cooperative II (Zamsureco II) General Manager Jesus Y. Castro for the first phase of the electrification project in the island which is populated by over 80,000 Muslim-Christian inhabitants.

Castro said eight villages are the initial recipients of President Arroyo's energization plan for the province.

He said these are the villages of Bualan, Bulingan and Tuburan in Talusan town; Tando Cumot, Taguisian and Bangkaw-Bangkaw in Mabuhay, and Galas and Pulo Laum in Olutanga.

Castro also said that President Arroyo gave Zamsureco II not later than the end of June this year to complete the initial part of the electrification plan.

Castro said the initial fund allocation given by Mrs. Arroyo will be utilized to purchase necessary materials like cables, transformers, electric posts, wires, and other needed items to implement the electrification program.

According to Castro, the President has scheduled the release of the additional amount of P5 million before the completion of the energization’s first phase.

In a related development, Mrs. Arroyo also issued three checks worth P5 million each to the municipalities of Mabuhay, Olutanga and Talusan for the rehabilitation and improvement of their farm-to-market roads.

Last month, the President has been invited here by Zamboanga Sibugay Gov. George T. Hofer as special guest of honor on the opening day of the week-long 8th anniversary celebration of the province which formerly comprised the 16-town third legislative district of Zamboanga del Sur.

Hofer said Mrs. Arroyo flew here by helicopter directly from the Dipolog City Airport in Zamboanga del Norte for the energization launch program held in Talusan.

3 Mindanao LGU programs win Galing Pook awards

DAVAO CITY – Three of 10 winners for innovative governance practices in the annual Galing Pook Awards for 2008 are from Mindanao: Barangay Sanito in Ipil, Zamboanga Sibugay; North Cotabato; and an alliance between South Cotabato and Sultan Kudarat provinces.


The winners for 2008 were awarded morning of February 12 at Malacanang, with President Gloria Macapagal-Arroyo and Local Governments Secretary Ronaldo Puno present.

Barangay Sanito in Ipil, Zamboanga Sibugay was awarded for introducing ”sensible regulatory fees for its basic services and economic and environmental programs, while promoting peace and order by unleashing the potentials of its mandate through the Sanito Barangay Government Code, a unique innovation coming from the most basic local government unit,” the Galing Pook (GP) magazine featuring the winners, said.

“Among our three winners from Mindanao, we often hear Cotabato Province being besieged by armed conflicts and natural disasters causing the displacement of Muslims, Indigenous Peoples and Christians. The Cotabato provincial government thought of focusing on the interests of the children first being the most vulnerable group. They undertook multi-dimensional initiatives to guarantee the welfare and protection of their young while effectively entrusting them the significant mission of promoting harmony as Children of Peace,” the GP magazine said.

The cooperative effort of pooling their heavy equipment together to rehabilitate barangay roads won for North Cotabato’s PALMA Alliance (Pigcagawayan, Alamada, Libungan, Midsayap and Aleosan (now PPALMA with the addition of Pikit), a Galing Pook award in 2007.

“The two provinces of South Cotabato and Sultan Kudarat showed how the involvement of various LGUs, where not only livelihood but lives are at stake, can work in an inter-government and multi-sector comprehensive and concerted action to address urgent multi-territorial concerns. The duty bearers and stakeholders in Allah Valley spanning two provinces get their acts together on a sustained major environmental task, a feat that most LGUs in the country should consider in the face of ominous environmental trends,” the GP magazine noted.

Galing Pook said that despite the problems confronting us, “we never fail to find local government units that keep the light of hope for our country.”

The Galing Pook winners are chosen each year from a wide array of programs from local governments based on “positive results, promotion of people’s participation and empowerment, transferability and sustainability, and efficiency of program service delivery.”

The Galing Pook Foundation manages the annual Galing Pook awards, a pioneering program that recognizes innovation and excellence in local governance that started in October 21, 1993 with the joint initiative of the Department of Interior and Local Government through the Local Government Academy and the Ford Foundation, and officiated by the Asian Institute of Management until the Galing Pook Foundation was formed as a juridical institution in 2001.

The seven other winners are Quezon City’s Transforming Payatas Dumpsite, Marikina City’s Service Without Delay through Centralized Warehousing; San Carlos City’s Orchestrating Efforts Toward a Sustainable City, Albay’s Disaster Risk Reduction; San Fernando, Pampanga’s Governance as Shared Responsibility, Taguig City’s Condo Living for the Urban Poor and Pampanga province’s From Ash to Cash.

Galing Pook chose 10 winners among 19 finalists. Of the nine other finalists, four are from Mindanao: El Salvador City’s Community Enterprise Development, Barangay Barobo, Valencia City’s Vermiculture Program; Trento, Agusan del Sur’s Organic Bio-dynamic Farming and Placer, Surigao del Norte’s Service-Oriented Income Generating Facilities.

Winners received P100,000 each. But Barangay Sanito got an additional P50,000 from the Galing Pook-United Nations Development Programme-Philippines’ as one of 10 awardees for Special Citation on Local Capacity Innovations on the Millennium Development Goals, "in recognition of their efforts to localize and achieve the MDG targets by 2015. The barangay was cited for "harnessing community capacity for good governance."

Barangay Sanito

Remember Ipil in Zamboanga Sibugay? That town sacked allegedly by the Abu Sayyaf at noon of April 4, 1995 and how the military based in Barangay Sanito was so undermanned, only a dozen of them were around, most of them non-combatants?

After that massacre, however, “more people poured into Barangay Sanito as they sought the protection of the 102nd Brigade of the Philippine Army and the Provincial Police Office which were stationed there.”

But poverty “remained pervasive, criminality was high and the sewage and garbage problem was worsening with the mismanagement of the municipal dumpsite” and soon, the barangay was known as “a place for squatters and lawlessness.”

“Fed up with the dire conditions, the barangay’s leadership conducted a series of consultative meetings with its constituents in 2003 to try to impose order to the chaos,” the GP magazine said.

Together, they designed the program called Avante Sanito (Forward Sanito) which they later

renamed to Programang Pampatatag ng Barangay Sanito.
The leadership also sought to improve the barangay’s finances so it could deliver basic services, imposing appropriate regulatory fees.

The barangay officials also required a better mandate that would empower them to motivate

and elicit the participation of the private sector in the governance of the barangay, hence the enactment of the Sanito Barangay Government Code of 2004, later amended as the Sanito Barangay Government Code of 2005.

“The barangay code called for the strengthening of the inter-office linkages and the barangay’s relationship with the private sector through the Kapit-bisig structure of governance. It also mandated the imposition of additional fees such as the Barangay Public Works Development Fee, Barangay Water Development Fee and the Coastal Resource Development Fee. Vagrancy was penalized. Solid waste management was improved. And the military and the police who were based in the barangay were compelled to be members of the different barangay bodies. Lastly, the various purok were made accountable for their actions. With the implementation of the code, Barangay Sanito was able to nurture a business-friendly atmosphere. It began to restore peace and order and build the infrastructure of the barangay,” the GP magazine said.

Barangay Executive Orders, backed by barangay resolutions implementing the provisions of the code, were issued. Barangay assemblies were held every six months while a consultative meeting with the purok officials is held every three months. This participative process ensured continual evaluation of the efficacy of the measures put in place.

“The behavior of the people turned from passive to pro-active. By imposing the barangay code through the participatory approach, the barangay was able to complete its projects, resuscitate its economy, improve its infrastructure and impose peace and order,” the GP magazine explained.

Barangay chair Jose Cabaral Tiu received the award for the barangay.

North Cotabato

“In war-torn areas, it is the children who are usually the victims and are even recruited to

become soldiers. In the conflict areas of Cotabato, the local government has taken a more positive approach by recruiting and forming children to become peace advocates who can lead the way to resolving the armed conflict. The Cotabato provincial government realized that the armed conflict in the region is partly rooted in the underlying distrust between the three peoples of Mindanao—the indigenous people, the Moro people and the Christian settlers. And that it would be a far more difficult task to change the perception of the adults who have already made up their minds than to convince the children who are more open to new ideas,” the GP magazine’s introduction to the project said.

In August 2003, five months after war broke out again in Pikit, North Cotabato, and its neighboring areas, the provincial government of North Cotabato, then under Governor Emmanuel Pinol and Vice Governor Jesus Sacdalan (now vice governor and governor, respectively), began implementing its Children First Program (CFP) “to promote camaraderie among the Moro, IP and Christian youth by having them share their experiences and aspirations.”

CFP also seeks to “develop confidence and trust among the youth and encourage them to actively campaign for peace in their respective communities” and to provide avenues for self improvement through formal and technical education.

The CFP has many components with the Children of Peace (COP) as its banner program.

“Designed to create better and long-lasting ties between the youth in the province,” the COP

gathers the Moro-Lumad-Settler youth to a four to seven-day workshop in a learning, sharing and living environment to make them understand and appreciate each other’s culture and belief systems.

Among the topics they discuss are Peace Building, Understanding the Muslim, Christian

and IP faith and children’s rights.

“By encouraging the children to share, learn, understand and appreciate each other’s cultures and beliefs, the program hopes to correct misconceptions and develop better relationships. The idea is to enable the young to grow and learn to live together in peace and harmony,” the GP magazine said.

Since 2003, six batches of children, or a total of 239 children, have participated in the program. Some of them became scholars of the provincial government and seven have graduated from various colleges and universities. The COP graduates are organized in a way that encourages them to maintain ties and to work for peace in their communities. ”In time, a critical mass of peace advocates would hopefully form in their respective areas,” the GP magazine said.

The other components of the CFP— Study Now, Pay Later Plan; Balik Eskwela; Books for Peace; OSY Skills Training; Oral Hygiene; and Sanitation; and Tele Eskwela—help enhance the children’s education. It also has a Pasko Alay sa mga Bata program which enables the indigent children to enjoy Christmas.

A total of 2,380 scholars have been supported by the Provincial Government since 2003 under the Study Now, Pay Later Plan. Of this, 1,235 have graduated. A thousand students are currently enrolled in various colleges and universities in the province.

Under the Skills Training, 20 out-of-school youth were given technical scholarships in cooperation with TESDA. These young people now have the means to earn livelihood through the skills they have learned.

“The CFP was borne out of the ardent desire to find a strategic end to the festering conflict plaguing the province of Cotabato. It is premised on the belief that by changing paradigms among the young, peace might become attainable in Mindanao. When the children’s perceptions of each other change, they might learn to live more peacefully together. And when the young are better educated, they also have more opportunities to become more productive and are more likely to pursue a life of peace and prosperity. The program is simple, sustainable and highly replicable in many areas of Mindanao. Among the mechanisms that make it sustainable are the following: the institutionalization of an office that handles the planning, implementation, and assessment of the projects under the program; the passing of the Children’s Code, an ordinance that spells out programs that the young need for their development and protection; the cooperation of institutions whose contributions ensure that the program will go beyond any leadership in the Provincial Government; and continued linkages with development partners from various sectors who aim to ensure the continuity of the program,” the GP magazine said.

Governor Sacdalan received the award for the province.

South Cotabato-Sultan Kudarat Alliance

“The major river systems traversing the provinces of Sultan Kudarat and South Cotabato are both a blessing and a curse to the people. The rivers are a blessing because they provide abundant water for the adjacent rice and corn fields. But they become a curse when the water levels rise and inundate the farms,” so goes the introduction of the Allah Valley Alliance building for Landscape Development (AVLDA) project.

Massive changes in the 252,034-hectare Allah Valley watershed have resulted to two major flashfloods.

“The intermittent flooding and siltation cost an estimated P5 million of damages to productive rice lands yearly. These problems affect 65 barangays along the Allah and Banga rivers as well as 30,000 hectares of irrigated rice land. And the risk posed to productive rice lands and public infrastructure facilities have worsened because of the erratic climate conditions,” the GP magazine added.

Among the human-induced factors are massive tree cutting and land clearing in the uplands and agricultural production along riverbanks, coupled with a low level of community awareness about the importance of protecting upland areas and river systems.

“The only way to reverse the damage was to institutionalize watershed management and bring stakeholders together to implement the required changes. This was achieved when the Allah Valley Landscape Development Alliance (AVLDA) was created in 2003.

The AVLDA brought together two governors, nine mayors, five regional directors of national government agencies, and the chair of the Coalition of Social Development Organizations in South Cotabato. Together with two Sangguniang Panlalawigan representatives, they compose the Board of Directors of AVLDA and they meet every quarter.

The AVLDA was created to address the pressing problems being experienced in the Allah Valley in a cooperative and coherent manner. Its primary function as an alliance is the protection and management of the Allah Valley Landscape through interventions anchored on environmental, economic, social, cultural and organizational development and institution building through an integrated approach.

A Project Management Office (PMO) serves as the Secretariat of the AVLDA and is tasked to oversee the day-to-day operations and pursue the implementation of the Environmental Management Plan and annual operation plan.

In the ensuing years, the AVLDA employed technical and social methods to address environmental problems. It developed critical thematic maps based on the 2002- 2005 satellite images as well as from the 1,000 aerial photos it took.

These maps formed the basis for environment, socio-economic and comprehensive land use planning.

The AVLDA also conducted information and education campaigns in 70 LGUs and undertook a flood hazard assessment. It has also mobilized the private sector and involved the communities in project planning and assessment, project site studies and observation, disaster management, forest and upland management, and river management.

Its most popular project is the Riparian Zone Revegetation, which entailed the planting of bamboo stalks along the banks of major rivers. The project aimed to protect rivers and streams from erosion, improve water flow, and minimize siltation. This project elicited support from 19 Barangays, one banking institution, two water districts, two electric cooperatives, two mining

companies, one agro-industrial company, four agricultural cooperatives, four NGOs and two civic groups.

The program resulted in the planting of 15,000 bamboo hills on a 30-kilometer stretch at the banks of major rivers. The AVLDA also pursued the construction of dikes at critical sections of the rivers and the re-channelling of water flow to save prime lands, settlements and infrastructure facilities. Other projects include the Reforestation and Upstream Resource Management program which aims to improve forest land cover, reduce river siltation and provide livelihood opportunities to upland dwellers.

The AVLDA has encouraged closer cooperation among the leaders despite their differing political inclinations. In fact, from the original LGU membership of 11, the alliance now has a total of 13 LGU members. The mayors formulate and implement similar policies and strategies at interconnected areas to create a substantial impact. Regular meetings, discussions, planning and assessments led to a better understanding of issues and problems and to the development of common solutions and strategies.

The program since its inception, involved many LGUs, NGOs/POs, civic groups, private businesses, and community members in coming up with situation analysis, project planning, project implementation, monitoring and assessment.

“The program can easily be replicated in other areas which are experiencing similar problems and issues. But the key stakeholders and local leaders must agree to come to terms and draw up one common agendum,” the GP magazine said.

PAGADIAN City – Visiting doctors from the National Kidney and Transplant Institute (NKTI) were treated to the cool breeze and comfort in the natural calm haven of Alindahaw Lakeview Resort a day after they arrived for a medical mission in the province.

Alindahaw Lakeview Resort is an 800-hectare tourist spot developed by the Cerilleses and is found in Biswangan, Lakewood, a one-hour ride from Pagadian City.

One of its famous amenities is the floating hut, where the NKTI physicians, medical staff and representatives of the Philippine Information Agency (PIA) rode for a cruise within the lake while documenting their fun.

The billeting was Gov. Aurora Cerilles’ way of expressing her gratitude to the NKTI team for their medical mission in the province held last Feb. 27 to 28.

The NKTI team, it was learned, conducted 27 operations involving major cases and another six medium as well as two minor operations. They likewise served and treated 600 outpatients for free at the Zambosur Medical Center.

Governor Cerilles and husband, Rep. Antonio Cerilles, billeted the doctors along with Dumalinao Mayor Ace Cerilles. Board members Baby Funtanilla, Doki Blancia and Erning Mondarte were also there.

Along with the sumptuous servings of seafood and native fruits came the renditions of the Melengas Dance Ensemble of their Subanen and Moro dances.

NKTI executive director Enrique Ona, who headed the delegation, said he was overwhelmed with the vibes and mood of the place.

“I must admit that I am from this province but this is the first time that I visited this place. It pleased me to see the development of the province under Auring and Tony,” he said.

“Meron na kaming ipagyayabang. I am proud of my province,” the doctor added, narrating further that several members of his team from Luzon were hesitant to come over because of bad reports they heard about Mindanao.

Antonio Cerilles, in his response, explained that the media in Manila have wrongly portrayed Mindanao as unstable but in reality, is generally peaceful.

“Takot kayo pumunta dito dahil sa mga reports na magulo daw ang Mindanao which you yourselves can attest [now] that it is not true,” Cerilles said.

Before their trip home, the NKTI doctors promised to “advertise” Lakewood to their friends in Manila.

Pagadian Airport to meet Int’l Standards

This city’s airport will soon become an International Standard Airport with upgraded navigation aids and facilities that will enable planes to land even in inclement weather, Air Transportation Office (ATO) manager Jose Budiongan, declared during a meeting with the press recently.

What Budiongan meant was that the airfield will shortly be developed so that it can accommodate wide body aircrafts like Airbus 319 and 320 and even C130 military cargo planes.

At present, the airport located in Brgy. Moricay is undergoing rehabilitation, costing P300-million as implemented by the Department of Transportations and Communications (DOTC) and ATO.

The whole amount actually is P515.76-million, with the project divided into two phases.

Phase I, or the initial asphalt overlay of the runway is two-thirds complete while civil works for Phase II is expected to start this month and will end in September 2009.

According to Mindanao Economic Development Council (MEDCo) data, the so-called Pagadian Airport Development Project covers the immediate improvement and upgrading and rehabilitation components of the airport, costing P70-million, and another P446-million for rehabilitation.

“The purpose of the rehabilitation is to have a domestic airport of International Standard,” says Budiongan.

When finished, the airport will be the similar to that of the ongoing Languindingan Airport in Misamis Oriental, which presently passed the standards recommended by International Civil Aviation Organization (ICAO).

The ATO manager adds the city airport, classified as a minor commercial domestic airport by ATO, is the busiest airstrip next to Zamboanga City in terms of traffic volume, based on their culled statistics in the two previous years.

“So, we can say that there is really a market for travel because Ozamiz City first opened flights four times a week and was increased to seven. Most of the passengers boarding there are from here and around ZamboSur,” Budiongan stressed.

It was learned from ATO also that the DOTC project management staff were here two weeks ago and conducted ocular inspections on the site for the construction of support facilities, like the Terminal and the Administration buildings, fire station and control tower.

After all these are finished, the Pagadian City Airport will be upgraded from being a Flight Service Station

The presence of the control tower, which will serve as control zone, will be manned by the Air Traffic Controller, and this airport will then become the center of operations of the other nine airports uner Western Mindanao, Budiongan brags.

He added the airport’s rehabilitation will include runway extension, concreting and the finishing touches.

The airport runway was extended from 1,720 to 2,500 meters, costing P30-million and construction work is almost finished.

Concreting works will start shortly at the runway center with shoulder grade correction, apron, the old taxiway, all costing P50-million.

The construction of the terminal and administration buildings will cost between P13-P18-million, Budiongan disclosed.

“To complete everything for the finishing touches, the city needs more or less P300-million,” Mayor Samuel Co also told MINDANAO MONITOR.

September, last year, President Gloria Arroyo bared her plans for the upgrading and development of this city’s airport during her visit for the 55th Founding Anniversary of the province.

During the opening program and inauguration of the Agro-Tourism & Heritage Complex at Dao, Arroyo announced the airport development program of her administration in this part of the country under the Mindanao Super Region.

The president added another P200-million for Pagadian City’s runway extension project, as part of her commitment to raise infrastructure spendings for roads, bridges, airports and power plants, among others.

A technical report from Malacañang obtained by this paper stated that there are seven airports in Mindanao currently being rehabilitated.
These are the airports of Butuan, Cotabato, Dipolog, Pagadian, Laguindingan in Misamis Oriental, Zamboanga and Ozamiz cities.

March 6, 2009

IPIL, Zamboanga Sibugay – President Arroyo ordered the allocation of P90 million for the expansion and improvement of the Ipil feeder airport to enable it to handle commercial flights next year to and from the cities of Manila and Cebu.

The President turned over P45 million check to Zamboanga Sibugay Gov. George T. Hofer to cover the first phase of the airport expansion project located in Barangay Sanito as she addressed the crowd gathered for the province’s anniversary celebration at the capitol grounds. She earlier led provincial officials in a ground-breaking rites at the site.

The Phase 1 of the project would extend the 800-meter runway to 1.2 kilometers. Another P40 million would be given next month for Phase 2 of the project that would involve the construction of a terminal building, taxiway and apron for passengers and cargo. It will be sufficient for Cebu Pacific and Philippine Airlines ATR and Q series turboprop plane which intend to service the route next year.

Second District Rep. Dulce Ann Hofer said it’s been a dream of the people of Zamboanga Sibugay to have an airport in the province as going to the Zamboanga City airport entails a three-hour trip by land from Ipil.

The governor said that once completed, the expanded and improved Ipil Airport will compliment the airports of Dipolog, Pagadian and Zamboanga City. Zamboanga Sibugay accounts for 15% of Zamboanga passenger traffic and and 4% of Dipolog airport traffic.

Airports that could accommodate jetlines, such as A319's, A320's and even DC9's are considered principal airports-class1.

Its not Siocon i guess..its Liloy which they are eying to be the capital of the proposed Zamboanga Occidental because of its geographical advantages being at the crossroad of the the towns in ZaNorte's third district..

I read that the US donated equipments to ZIA, I'm not really sure if what are those. but the news stated that the airport would resume its 24 hour operations because of the equipment donated by the US.:)

I agree....Liloy also has a good port and a transhipment point from Luzon and Visayas.
