zoroethgenre_003 November 26th, 2007, 02:19 AM The 22 pioneering batch of Applied Nursing at the Philippine Paramedical and Technical School (PPTS) in the city had their capping and pinning ceremony last Friday, November 9 at Liga City here.
The 16 females were donned with white “cap” on their heads while the 6 males had their “pins” pinned on their shirt which symbolize their license to apply what they have learned from their clinical instructors at the classrooms.
It was a solemn and symbolic ceremony witnessed by their parents and relatives especially when they received the lighted candle of Florence Nightingale (the British nurse like Mother Theresa) who despite her frail twilight days she remained steadfast in her nursing profession.
Immediately after their capping and pinning rites, the 22 Applied Nursing students would be ready to undergo the On-the-Job training at the Zamboanga del Sur Provincial Hospital where the occasion’s Guest Speaker Helen Arao is the Training Coordinator.
PPTS Pagadian campus President Junjie Fuerte in confirming the 22 students to go on practicum, he cautioned them to be in their most careful deeds because they are dealing with sick people.

PPTS Pagadian campus President Junjie Fuerte and Provl Hospital Training Coordinator Helen Arao, being the occasion's Guest Speaker. PPTS Pagadian campus is barely 5-months in operation which opened last June that offers practical and technical courses patterned by US curriculum. For the 15-month Applied Nursing students Fuerte challenged them to work hard and pass the NCLEX exam for them to work in the United States.
The occasion’s theme says: “PPTS responding to the shortage of nurses in the US”. The pioneering students were lucky because Fuerte revealed that PPTS has a partner hospital in America that will readily employ its graduates. He emphasized that passing the NCLEX needs a religious review which costs for a nursing graduate some P20,000 but at PPTS, they only give to its graduates for free. They only ask for the internet fee of P20 per hour.
Meanwhile, Nursing Training Coordinator Helen Arao of the Provincial Hospital was the Guest Speaker for the occasion.
Arao had worked as a Royal Nurse in Oman for 10 years. She shared what would be the real world in nursing profession especially when they work abroad.
She explained the meaning of CAP worn by nurses. She said: “C” stands for commitment to service and coordination with the team. “A” means advocacy that in serving patients, nurses have to deal with their family as well while “P” is for professionalism.
Arao said that nurses are considered as the light and shining armor for the patients. They must be competent to handle various characteristics of patients as they are accountable to them.
She challenged them to be nice at work and determine to learn more as nursing is a continuing process.

zoroethgenre_003 December 5th, 2007, 03:50 AM IPIL, Zamboanga Sibugay -- "It is exciting and full of thrill," Municipal Agriculturist Edgar Apao said, referring to the four-day provincial coastal resource management summit that kicked off December 4, which is being conducted by cruising the bay that covers 13 coastal towns of the province.
Dubbed as Cruising Sibugay: 2nd Coastal Resource Management Summit, it is organized by the Philippine Environmental Governance Project (EcoGov 2 Project) funded by the United States Assistance for International Development (USAid).
Post your comments here on the Makati siege
The EcoGov2 Project is providing technical assistance to selected local government units (LGUs) on coastal resource management (CRM). The CRM sector seeks to reduce illegal and destructive fishing and at the same time regulate fishing effort through the improvement of management practices of coastal management zones and the strengthening of marine protected areas (MPAs) in strategic areas in the Philippines.
"Through this summit, the participants will have an actual assessment and visit to the various project sites of the LGUs in Zamboanga Sibugay," Cleto Nañola, EcoGov's regional coastal resource management specialist, told this writer.
These project sites include the marine protected areas, mariculture and mangrove reforestation sites, and ecotourism.
The 1st Coastal Resource Management Summit of Zamboanga Sibugay was held in Ipil, Zamboanga Sibugay, last year. It was participated in by all 13 coastal municipalities of the province.
A joint declaration of support for the protection and proper management of Sibuguey Bay and Dumanquilas Bay together with their commitment to cooperate, collaborate and participate in protection and management activities was signed during the summit.
Among the major activities being undertaken was the formulation of a unified fisheries ordinance for the 13 coastal municipalities of the province. The draft unified fisheries ordinance was completed last October 2007 and ready for review by the Provincial Board prior to adoption by the respective local government units.
Aside from the formulation of the unified fisheries ordinance, core members of the technical working group for all coastal towns and the provincial government have undergone series of trainings on information and education campaign, navigation and plotting, and biophysical monitoring of corals and reef fishes.
Nañola said "the main objective is for the participants from various municipalities in the province to determine the actual status and share experiences on the different initiatives and catalyze possible collaborative efforts particularly on enforcement and biophysical monitoring and evaluation."
This year's summit, according to Nañola, is expected to draw some 80 participants from the 13 local coastal towns and the provincial government.
EcoGov expects that the summit will be a vehicle to increase awareness on the various coastal resource management programs of the 13 coastal towns in the area through cross site visits.
"We are also expecting that this summit will strengthen collaborations among local government units particularly in support of the unified fishery ordinance and other projects," Nañola said, adding "it is also our way o promoting the different marine protected areas and eco-tourism sites of the province."
Tungawan Mayor Richard Climaco said the summit "is a great help for Tungawan since we are starting to develop our town as an eco-tourism destination" after being informed that the first night of the summit will be spent in Looc Labuan.
Tungawan is proud of Looc Labuan as its premiere ecotourism site, which still water and white sands is ideal for those who seek to be close to nature.
The culminating activity, which will be held in Kabasalan town on December 7, will be the reporting and formulation of strategies to improve the implementation of the CRM program, Nañola said.

GearX December 17th, 2007, 04:11 AM Explorers top NBC Invt’l Cup (http://sports.inquirer.net/breakingnews/breakingnews/view_article.php?article_id=107223)
PAGADIAN CITY -- THE PAGADIAN Explorers finished strong to beat Spring Cooking Oil-Tagaytay, 90-82, on Saturday and capture the Pagadian-NBC Invitational Cup basketball tournament at the city gym.
John Villaver paced a blistering fourth-quarter rally by the Explorers of Mayor Sammy Co to trim the Cooking Oil Masters of NBC president Nathaniel “Tac” Padilla and EVP/Mayor Bambol Tolentino, who led three-fourths of the way.
Villaver had 25 points to lead three other Explorers in double figures.
“We struggled for 30 minutes, but we luckily got our rhythm down the stretch,” said Pagadian coach Alvin Grey.
Villaber’s consistency in the tourney supported by Sulpicio Lines, Molten, Spring Cooking Oil and Champion Sportswear earned him the MVP award.
The scores:
PAGADIAN 90—Villaver 25, Naron 21, Espiritu 14, Quilo 12, Saludsud 4, Singco 4, Benitez 4, Santiago 3, Sierra 2, Pamaran 1.
SPRING 82—De Castro 16, Epondulan 16, Tajonera 13, Reyes 11, Guiyab 8, Legaspi 8, Yambao Jr. 5, Villamin 5.
Quarters: 19-21, 41-48, 61-63, 90-82

qwert_guy December 19th, 2007, 05:20 AM Pagadian City’s Paskuhan 2007 Formally Opens (http://www.unsapa.com/news-around-the-region/pagadian-city-s-paskuhan-2007-formally-opens.html)
PAGADIAN CITY – With a giant and colorful Christmas tree erected at the City's Plaza Luz which will stay there until the end of January next year, people will no longer go to Tangub City to fascinate themselves and satisfy their eyes with towering Christmas decors, Mayor Sammy Co said.
It’s just a walk and a ride away and then you can find a place like an enchanted kingdom, said City Mayor Sammy Co in his message delivered during the ceremonial switch on of the giant Christmas decor contest as part of the Paskuhan 2007 activity last December 5, 2007.
The City Tourism council chaired by Dr. Dicky Fernandez has played a big role in making Paskuhan ’07 a date to remember and a joyful celebration where expensive but so entertaining fireworks display fascinate our eyes while spectators eagerly await the simultaneous lighting up of Christmas decors that surround Plaza Luz, said Mr. Mikel Ganta, a City Hall employee.
City Tourism Officer Joy Barrios has invited all the people to visit Plaza Luz and experience spectacular structures that really promote the spirit of festivity in this yuletide season.
fanfare-in-taklobo-plaza-luz
At least 17 entries are participating in the Christmas decor contest and they have devoted precious time to improve their respective structure to bag the P50,000.00 first prize that is at stake this time.
Though the city government is collecting two pesos as gate entrance it’s really worth it. So better spare your leisure time at Plaza Luz with your friends and family”, Barrios added.
The Paskuhan ‘07 is also a kick-off activity of the Pasalamat Festival 2008, the city’s fiesta that gives honor to its Patron Saint, Sto. Niño.

zoroethgenre_003 December 22nd, 2007, 10:39 AM 168 PACIFIC FERRUM OPERATIONS IN BAYOG
Ferrum has a substantial iron ore prospect near the town of Bayog in Zamboanga del Sur on the southern island of Mindanao in the Philippines.
History
Samar Mining Company began exploration on the then named Sibugey Iron Project in 1955. Samar began production from the area in 1960. Exact historical production figures are not available but it is known that over 300,000 DMT was removed from the property before a labour dispute closed the operations in 1967. With the installation of the crushing and washing plant at Pamintayan, on tide water, it was recorded that Samar was treating 55,000-60,000 DMT/month.
Geology
The iron ore prospects encompass and area made up of metavolcanics, metasediments, and limestone. The Sibuguey diorite intrudes these formations as dikes, stocks and sills. The iron mineralization has northeast strike and dips to the southeast at about 60 degrees. The iron formation is located near the diorite metavolcanics contact within a host skarn formation. The iron ore appears to be a contact metasomatic replacement deposit. The principle minerals are in order of abundance, magnetite, hematite, pyrite with occasional chalcopyrite.
Resources
When Samar Mining Company terminated their mining operation in 1967 the non-confirmed total mineral resource was 3,301,709 DMT @ 45.21% Fe. In 2005 an internal company quantitative tonnage was calculated on 6 of the known outcrops with certain conservative assumptions being made. This tonnage was 1,014,300 DMT. No grades were attached to this tonnage as insufficient qualitative exploration work had been done in the areas. Grab samples from the 6 sites ranged from 54.54 % Fe - 68.79 % Fe. The iron ore zone is traceable for approximately 8km along its NE strike with widths in the 20 meter range being very common.
Present Work
Presently there are 3 new Catterpillar 320D excavators 4 Daewoo haulage trucks, a D85 Komatsu bulldozer and a Kenworth transport and lowbed trailer on site as. Road rehabilitation has provided access to several prospective areas where a bulk sample is being compiled from local float in the creek beds. High grade float is also bought off of local contractors, who are supplied with various tools by the company. The port facility at Pamintayan is being rehabilitated for shipment of our bulk sample. Alternative port facilities in the area are also being assessed.
Future Work
1. A bulk sample of approximately 10,000DMT is being complied, while a team of geologist and operations professionals can be acquired.
2. Establishing a camp/office facility on site to facilitate our bulk sample and exploration needs.
3.The undertaking of a local detailed mapping program along with a magnetic survey and diamond drilling to provide a bankable reserve for the first 500,000 tonnes for mining.
4.To define or expand our resource by regional mapping and magnetic surveys.
5.To diamond drill any anomalies found to determine the down dip extension of any hidden showings.
Enviromental
The company is working closely with local government agencies to ensure that all appropriate environmental and operating permits are in place.
Socio-Economic Considerations
The company has the solid support of the local residents and governments. Many of the local residents are employed on a contract basis with the company. Future developments will employ as many of the local residents as is feasible by the size and scope of the project. We look forward to a long term harmonious relationship with the local residents
zoroethgenre_003 December 22nd, 2007, 10:41 AM Firm discovers mineral deposits in Zambo towns
168 Ferrum Pacific Mining Corp., a mining corporation owned and controlled by Harbour Centre Port Terminal Inc.’s CEO Mikee L. Romero, disclosed positive results in its mining explorations in the provinces of Zamboanga del Sur and Zamboanga Sibugay areas, in the towns of Bayog and Buug.
Romero said the company has discovered large veins of iron ore deposits ranging from 58 percent to 69 percent iron grades. Early surfacial geological studies has yielded close to forty million metric tons of iron ore deposits of various grades at the first mining site of Bayog .
Geological studies entitled "Due Diligence Report on the Iron Ore Potential and Tenement Status of Cebu Ore and Mineral Resources Corp." were done by geologist Jose Abigair and Manuel Arcenas in 2005 and was further validated by geologist and UP mining professor Rodolfo Tamayo this September, 2007. 168 Ferrum Pacific now operates the Cebu Ore mine sites in Bayog and Buug.
Romero added that indications of this magnitude could turn the mine site into one of the biggest concentration of iron ore deposits in the Philippines. The mine site was formerly known as Samar Mining in the 1960’s.
168 Ferrum’s mining claims are close to 16,000 hectares in area and encompass three towns, Bayog, Buug and Midsalip in the province of Zamboanga. Close to the company’s claims is the TVI of Canada’s gold and silver mines.
After the opening of the mining law to foreigners by the Supreme Court in 2004 and the Arroyo administration’s thrust to catapult the economy using the mining industry, many foreign and a few local firms have invested heavily into the mining sector. 168 Ferrum is one of the few serious new players in the mining sector which have invested heavily in the mining sector.
To date close to P200 million has already been invested in the company for various explorations and capital expenditures related to mining. This early, the company has set aside another P300 million to invest into Ferrum’s current mine site until full operation commences. Many big Chinese, Japanese and Singaporean steel manufacturers have expressed their interests on the products of 168 Ferrum.
Romero, which has been operating the biggest noncontainerized port terminal in the country, Harbour Centre has likewise partnered with Metro Pacific’s Manny Pangilinan for the bidding of the modernization and operation of the Manila North Harbor terminal, the country’s biggest domestic terminal. Likewise, Romero has taken control of listed company Pacifica Inc. which will likewise venture into the mining sector in the near future. On the side of 168 Ferrum Pacific Mining Corp., a new management team headed by AIM guru and 2006 TOYM awardee Francisco Jay Bernardo III will be its new President and CEO
zoroethgenre_003 December 22nd, 2007, 10:42 AM WOW..what a bounty, Bayog town is said to have the largest deposit of Iron Ore in the Philippines..
zoroethgenre_003 December 22nd, 2007, 10:46 AM Bayog youth leaders endorse TVIRD presence in Balabag
Most of the students at the biggest university in Bayog town used to have questions about mining. That’s because they were only provided with selective, mostly negative, information about the industry. They weren’t told that, in the last several decades, mining laws and mining technology have evolved in positive quantum leaps to ensure that people’s rights and the environment are adequately protected; that mining companies have become more and more attuned with the expectations of their stakeholders.
Now many of these students know better, thanks to the opening of communication lines between the Student Council officers of Cerilles State College (CSC) – Bayog Campus, and representatives of TVI Resource Development Philippines, Inc. (TVIRD), which is currently in the advanced stages of exploration at Sitio Balabag in this remote Zamboanga del Sur town.
In an effort to reach out to the student leaders, TVIRD sponsored the trip of the CSC Bayog Student Council to the Leadership Training Seminar of all CSC campuses in the province, held recently Mati, San Miguel town. During the seminar, Raymond Acopiado, TVIRD Public Affairs Officer, took the opportunity to brief all the participating student leaders on the Company’s activities in Canatuan, Siocon, Zamboanga del Norte where TVIRD operates a gold and silver mine, and its plans in Balabag. He showed some 70 student leaders from the different CSC campuses in Zamboanga del Sur a 20-minute audio-visual presentation on Canatuan, This Mine is Yours, as well as provided updates on the activities in the three year-old mine. It was an enlightening experience for the participants.
“Now that we know the truth about your operation in Canatuan, we can be at peace and are hoping for the Company to push through with its plans in Balabag,” said Rajeaan Amor, CSC Bayog Student Council president, after a two hour-long no-holds-barred question-and-answer forum with Acopiado.
“We thought you were really destroying the environment.” Amor added. “We were misled by the propaganda they (anti-mining groups) posted. They should be showing the people both sides (of the mining issue) so that people can decide well. We expect them to mould us, the future leaders of our country, and not mislead us.”
Most of them had believed at face value what they had read in the posters and tarpaulins placed in various churches and schools by anti-mining groups: that mining is evil.
The students now want to visit the Canatuan Project for a study tour. They also suggested that TVIRD invite members of the anti-mining groups to site for them to see the truth.
Consequently, the CSC Bayog Student Council called for a special session where the officers passed a resolution commending and expressing their gratitude to TVIRD for its effort to educate students on responsible mining.
The resolution also states that the students of CSC Bayog now understand how TVIRD puts importance on helping the youth by way of scholarships, training programs, and financial assistance to poor but deserving high school and college students.
“TVIRD believes that youth development is a process that prepares young people to meet the challenges of adolescence and adulthood through a coordinated, progressive series of activities and experiences that help them to become socially, morally, emotionally, physically, and cognitively competent,” Feliece Yeban, TVIRD vice president for Social Commitments, said. “Through interactions like the one we had with the CSC student leaders, we hope to provide the youth the information they need, particularly on the sensitive issue of mining, so that they can make informed decisions.”
“It starts with keeping lines of communication open,” Yeban added. “We’re glad the youth of Bayog, despite the many bad – albeit unfounded – things they heard about our company, did not close their doors on us. Now we can partner with them in future activities for the good of their community.”

GearX January 4th, 2008, 02:01 AM Gaisano group puts up mall in Pagadian (http://www.bworldonline.com/BW010408/content.php?id=041)
BY DARWIN T. WEE, Correspondent
ZAMBOANGA CITY — The Gaisano Group, southern Philippines’ dominant retail chain, is building its first major shopping mall complex in Zamboanga Peninsula in Pagadian City.
The construction of the mall, now on full swing, is expected to boost economic activities in the region.
In a telephone interview, Maria Socorro M. Atay, Department of Trade and Industry Zamboanga del Sur chief, said the more than P100-million Gaisano Mall-Pagadian is the newest among the company’s chain of shopping complexes in Mindanao.
Representatives of the Gaisano group could not be reached for comment.
The mall is being built on a one-hectare property along Pagadian’s Rizal Ave., which is located at the city’s central business district.
The four-storey mall, which started construction in the last quarter of 2007, is expected to be fully operational in the middle of this year.
Perks
Ms. Atay said the Pagadian City Investment and Incentive Board approved the construction of the mall in the second quarter of 2007.
"Actually, the Gaisanos bought the land 10 years ago and our mayor (Samuel S. Co) convinced them to set up the mall by guaranteeing them perks," Ms. Atay said.
Perks include exemption from local tax of four years, three years in real estate tax, and mayor’s permit.
In a statement, Mayor Co said that the entry of Gaisano "will boost Pagadian’s economy and will generate revenue and employment."
Aside from Gaisano, Best Emporium, a retailer from Zamboanga City, is also setting up a shopping mall in Pagadian City. Best Emporium’s mall, Ms. Atay said, would be of the same size as Gaisano’s.
Pagadian City sits at the northeastern side of Zamboanga Peninsula and is a point of entry to the cities of Ozamis, Iligan and Cotabato.
The city is poised to become the regional center of Zamboanga Peninsula based on Memorandum circular no. 75 signed by Executive Secretary Eduardo R. Ermita.
Growing retail presence
Ms. Atay said several food chains have also started to put up their businesses in the Pagadian, including fastfood giant Jollibee Foods Corp.
Lowell S. Vallecer, information officer of the Trade and Industry regional office said Zamboanga del Sur has generated more than P1.5 billion in domestic investment in 2007.
The entry of Gaisano in Pagadian City could edge out Zamboanga City in terms of luring investors.
But Sheila E. Covarrubias, City Hall information officer, said that in October last year, a Gaisano executive also expressed intention to invest in Zamboanga citing the numerous potentials of the city.
A member of the Zamboanga City chamber of commerce confirmed to BusinessWorld that the Gaisanos are already scouting for areas, particularly on the western coast of the city.
James Cesar L. Makasiar, newly elected president of the Zamboanga Chamber of Commerce and Industry downplayed earlier reports that local retailers are lobbying against the entry of big shopping mall developers.
"I don’t think [that’s true] and there is no barrier in setting up businesses here," he told BusinessWorld.
"If you will see it in a different perspective, I think there are a lot of factors why these giant mall developers have not yet successfully set up its businesses here. One is that there are already too many retail stores here."

IPIL, Zamboanga Sibugay (MindaNews/03 Jan) --- Sibugaynons will have fresher air once the provincial anti-smoking law will take effect.
The Sangguniang Panlalawigan passed last year Ordinance No. 2007-239 “banning smoking in the designated areas in the province”. Authored by Wilfredo L. Sanggayan, the indigenous peoples’ representative to the provincial board, the ordinance seeks to make the province friendly to non-smokers by declaring all government buildings and offices, schools, hospitals and clinics, and all enclosed public places with an area of less than 100 square meters as “absolutely smoke free.”
The ordinance will reportedly take effect once the Implementing Rules and Regulations (IRR) will be formulated by the Integrated Provincial Health Office (IPHO) headed by Dr. Ulysses Chiong. But there is no time frame yet when it will be available.
In an interview, Sanggayan said the ordinance was formulated due to the observation that “some smokers appear to be insensitive to the other people’s preferences by smoking even in public places.”
“We need to regulate smoking in the province by declaring some places as smoke-free,” Sanggayan stressed.
Sanggayan clarified that “this is not new since there is a national law regulating the use of cigarettes enacted by the government in 2003”.
President Gloria Macapagal-Arroyo signed Republic Act 9211 (also known as the Tobacco Regulation Act) in 2003 as a response to a call by the World Health Organization for governments to help control smoking.
Under the legislation, the government will strictly implement a smoking ban in all public places, including schools, recreational facilities and areas frequented by children as well as in hospitals, clinics, laboratories and restaurants, among others.
"The new law aims to protect the general public from inhaling smoke emitted by cigars, cigarettes and tobacco pipes, which can contribute to respiratory illnesses," Sanggayan said.
The ordinance also declared as “unlawful to smoke cigarette, cigar or pipe in public conveyances plying in the province”.
Violators will be penalized as follows: P500 for first-time offender; P1,000 for second-time offenders; and P2,000 or imprisonment of no more than six days or both at the discretion of the court for third-time offenders.
In addition, the provincial government “may order the closure of a public place that violates the ordinance”.
"We hope to instill responsibility on smokers of tobacco products that every time they light a stick, they should be considerate of the people around them who helplessly breathe the smoke-polluted air," Sanggayan stressed. (Antonio M. Manaytay / MindaNews contributor)
