From Pagadian to Cotabato, Filipinos celebrate Chinese New Year 2011

CITIES of COTABATO and PAGADIAN - The city government of Cotabato has been preparing for the forthcoming Chinese New Year celebration since last week despite the series of crimes taking place here prominent of which was the kidnapping of Filipino-Chinese businessman Adin Yu more than two weeks ago.
Aniceto Razalan, secretary to the mayor said, the popular dance for the dragon was one of the activities that residents of the city were able to watch yesterday. He said many Filipino-Chinese residents here have signified their willingness to participate actively in the celebration despite the abduction of one of their countrymen recently.

According to Razalan, Yu's comrades are optimistic that the said kidnapping will be resolved soon because many peace- loving people here are now exerting utmost efforts to convince Yu's abductors to release their victim so that he could join said celebration. The Office of the City Mayor has earlier announced that the Department of Tourism (DOT) and the Department of Foreign Affairs (DFA) have also lined up activities for the celebration which include fireworks and other Chinese traditional merrymakings. As far as security of the celebration is concerned, Senior Supt.Willie Dangane, city Philippine National Police (PNP) director, said his personnel are now putting in place all peace and order measures for the celebration. He said he is also tapping the assistance of the blue guards of establishments here to help secure the occasion.

Razalan and several local officials believed that the celebration will be attended by a good number of Chinoys. The presence here of the Philippine Marines, Mayor Japal Guiani, Jr. said, will likewise boost the morale of the spectators in watching the celebration and will allay fear of untoward incident that may take place while the series of activities are on-going. In Pagadian, the Filipino-Chinese community opened its 7th Chinese New Year celebration yesterday with a big bang. A Food Festival which offers Chinese delicacies from the hotel and restaurant association and a live band show at Plaza Luz, featuring local talents here was conducted.

Mayor Samue Co said a playground demonstration by different schools in the city will be witnessed this afternoon with the Department of Education (DepEd) at the helm of the activity. At 6:00 p.m., the program proper will commence with a Chinese cultural presentation which also portrays the dragon and lion dance. The ang pao raffle draw will be facilitated by the Pagadian Chinese Chamber of Commerce. The good mayor said this is the 7th Chinese New Year since he assumed office in 2004, putting prime importance on the celebration being the first Filipino-Chinese elected mayor of Pagadian.

Thousands of spectators are expected to come and witness the countdown to the new year with the expected fireworks display to usher in the Year of the Rabbit. "I want to convey this message to the whole world, that we have a peaceful society, where the Filipino and Chinese community live together in harmony," the mayor happily announced. The activities are being spearheaded by the Pagadian City Tourism Council chairperson, Dr. Priscilla Fernandez, Pagadian Chinese Chamber of Commerce and the DepEd City division. pia

1. CDO - P1.5 Billion plus
2. Gensan - P1.211 Billion
3. Iligan - P1.046 Billion
4. Davao - There was no aggregate income income indicated in the report. (only appropriation amounted to P7.146 Billion)

ahm
i dont think so
Iligan is richer than gensan as i know
and
davao city i know is almost at 5Billion or more than that - b'coz its budget is at 4.5 billion
zamboanga city is already at 2.9billion almost 3billion - its budget is at 2.1billion
CDO is i think at 2billion already - its budget is at 1.5 billion i think
and as we all know that the income is greater than the budget
tama ba?

Gaisano Pagadian gaining more shops! That's good. I remember Ayala Cebu before months after it opened; it didn't gain tenants that fast with SM around. So with C3 almost done and Gaisano still attracting tenants; then the market must be good.

To all Zamboangueños of all races, I must admit, i've had categorically bashed my neighbors (example is Pagadian). But, I want to ask my sincere apologies to those who've I hurt. I did not liked what I've done. And I realized it would do no good for our region's progress and development, hence, it puts my region backwards more. You know, putting my place, our place, Zamboanga Peninsula down, which shuldn't be the case afterall.

Kaya i want to ask for forgiveness to my neighbors, (Especially PAG forumer s) and so with Litigs, in such a way, that will inspire others to do so.. Moreso, my very sincere apologies to all, from the bottom of my heart, hypothallamus, and all the organs here in mi cuerpo... I LOVE ZAMBOANGA! I LOVE DIPOLOG! I LOVE DAPITAN! MORESO WITH PAGADIAN! I LOVE MINDANAO!!!

C3 is really now the statement of Pagadian's downtown core; a landmark if you call it. I hope this drive the owners of older buildings in front of it to put some facelift on their frontages to be at par with the newer buildings like C3, Gaisano, and BE. I know the old Roxanne Hotel has been re-cladded lately so I hope the other buildings at the corner will follow suit.

Nauna na pala ang Pagadian for building an SM. Sabi daw sa wikipedia, or sa manila bull;etin to be exact. Kini ang tungod sa paglambo sa Pagadian. So more or less ang Pagadian mao makadaghan ug shoppers.

Sorry folks, but this could be an error in reporting. I know someone from the city is negotiating and there is a vast track of land available already, strategically located along the highway leading to the airport and bus terminal. I'm not sure really if the deal has been signed already but the mayor was in fact quoted about the future SM 2 yrs ago.

Actually, the not so pleasing building is the one beside the old BE right on the corner, with C3 on the opposite side, it would really make the older buildings fronting it inferior.

It's good that Sammy Co has noticed some defficiency in passenger comfort at the terminal. However it is the budget appropriations from CAAP that matters most really if Cerilles will allocate some of his pork barrel. The mayor can simply exert pressure to get things implemented and there's a good chance with 5j going daily now to Manila!

The buildings in the photo is exactly what I am talking about; they all need some facelift to be more or less at par with C3! And that would help clean-up the image of the downtown core.

What is true is that there is already an SM mall size lot at the right location ready to be sold and is being negotiated. There is no confirmation whether a deal has been closed or not although the mayor seems to be confident in his speech a year ago. Well, since he is a chinese businessman able to bring Gaisano and Robinsons during his term in this emerging city, then perhaps we can say there is good chance. Most prominent businessmen have already bought lands on this assumed location so it may come. One thing to note though, lot purchase doesn't mean that the building will follow right away. As in most urban cities, the sequence would always be Gaisano, Robinsons, then SM. I don't know really how SM will assess Pagadian in terms of retail capacity let alone population that will support it, not unless they see the city as a catchment area or a cross-road. We all know it is the transit point between Zamboanga, Cagayan, Cotabato and 0zamiz. Anyone from the cities mentioned will have to connect via Pagadian going to Zamboanga. It is also a key junction of the Mindanao Railways project!

Pagadian's math wizard tops 31st National Super Quiz Bee Regional championship (http://www.zambotimes.com/archives/28344-Pagadians-math-wizard-tops-31st-National-Super-Quiz-Bee-Regional-championship.html)

PAGADIAN CITY — Math wizard Armarie M. Gasalatan of Balangasan Central Elementary School (BCES) on Wednesday won as the champion in Mathematics in the 31st National Super Quiz Bee (NSQB), Regional Level held at DepEd Teacher's Center, Dao, this city.

Gasalatan, the daughter of proud parents Maj. and Mrs. Arnold Gasalatan was declared champion and bested 8 contestants from different schools in the region who joined the event.

Brian U. Carino of Dapitan City and Gia Aizyleth Luna were declared as 1st and 2nd runner-up, respectively.

Gasalatan said it was a grueling quiz wherein they had to solve problems ranging from easy to difficult.

The Quiz Bee, Gasalatan said consisted of 10 questions: 2 easy, 3 average, and 5 difficult questions read orally by the quiz master. "Binigyan po kami ng 20 seconds/question para sagutin ang mga katanungan," Gasalatan said in Tagalog.

Gasalatan attributed her success to God for giving her wisdom and confidence in answering the questions.

"Nagpapasalamat po ako kay God dahil kung wala siya, hindi ko makakamit ang aking tagumpay at sa aking mga magulang na very supportive sa akin. Palagi silang nasa tabi ko, nandoon sila at nagdarasal kung sasali ako sa mga paligsahan katulad nito. Malaki rin po ang pasalamat ko sa aking coach na si Ms. Rudeline Cael," Gasalatan said.

Gasalatan was awarded with a medal and certificate and will be the official representative of Region IX to the Grand National Finals which will be held on March 20 at the Development Academy of the Philippines Conference Center, East Sungay, Tagaytay City.

Earlier, the 12 -year old wizard was declared champion in the recently concluded MTAP Math Challenge Individual Category (District level) and Team Competition Category (Division level) with Criz Reyshel P. Derama which was held at Teacher's Center on January 15 and February 10, 2011 respectively.

Other winners for Makabayan were : Lea Faith F. Samosa of Zamboanga Sibugay- champion, Kris Lorraine R. Yap, Pagadian City Pilot School - 1st runner up, and Kyle Gio M Oliveros, Zamboanga del Norte - 2nd runner up.

The event was graced with the presence of Eugenio Penales, Chief, Elem. Division, Department of Education, Region IX (PIA9/ZamboSur/Gideon C. Corgue)

MinBizCon set in Pagadian City
Saturday, March 5, 2011

PAGADIAN City, the capital of Zamboanga del Sur province, and other municipalities of the province will have a good opportunity to invite and attract investors.

The city will host this year's 20th Mindanao Business Conference (MinBizCon) slated September 7.

Pagadian City Mayor Samuel Co said the 20th MinBizCon is the best venue for for the city to showcase its business, tourism and investment potentials.

Co said they are ready to host this year's MinBizCon though it is a big challenge to the Pagadian-ZamboSur Chamber of Commerce and Industry Foundation Inc. (PZCCFI) and the City Government.

Co pledged his full support to the holding of the 20th MinBizCon, because it the first time for the city to host such huge event.

He said, Pagadian City can put its best foot forward in terms of investment, tourism and agriculture opportunities in hosting this year's MinBizCon.

Co said he is happy the Philippine Chamber of Commerce and Industry (PCCI) has chosen Pagadian City as this year's host citing it can cater big investors despite being as one of the country’s most small-sized competitive cities.

MinBizCon serves as the venue for concerned stakeholders to exchanged best practices and ideas as well as lay down policies.

PCCI vice-president for Mindanao Edwin Capili, who is serving his last term, said he is glad that this year's MinBizCon will be held in his own region.

Capili said the PCCI thru its president Francis Chua is giving its full support behind the successful hosting of the business gab in Pagadian City.

Co led the signing Friday of a memorandum of agreement (MOA) for the hosting of the 20th MinBizCon with the PCCI officers.

The MOA signing was witnessed by city councilors of Pagadian City and PZCCFI officers.

I wonder if Pagadian would still be the designated regional centre at the time of hosting of this convention because that would be a critical marketing slogan for this city. Zamboanga City chosen as regional center

THE Regional Development Council (RDC) voted Thursday to name Zamboanga City as the regional center of Zamboanga Peninsula.

Of the 34 members present during the 135th RDC meeting held at the Top Plaza Hotel in Dipolog City, 26 voted in favor of Zamboanga City to be the regional center in the region. Only four voted for Pagadian City, while four others abstained from voting.

Like us on Facebook!

The voting process was done through secret balloting and run-off style.

In the secret balloting, 24 of the 35 RDC members present during the initial voting process agreed that the council headed by Dipolog City Mayor Evelyn Uy should take a stand on the regional center issue.

Eight voted no, two abstained, while one was not authorized to vote.

One of those who abstained was a representative of Mayor Sammy Kho of Pagadian. They asked to be excused as they believe that RDC should not make a stand on the issue.

The voting was based on a letter from the Presidential Management Staff (PMS) dated February 17, 2011 giving the RDC-Zamboanga Peninsula until February 24 to decide on the issue.

Uy, however, sought for an extension, which was consequently granted, on grounds that the next RDC meeting was set for March 4.

In the run-off style, members of the RDC were asked to vote on which city they prefer, or opt to be the regional center.

Per suggestion of Zamboanga City Mayor Celso Lobregat, all the cities were nominated and the two cities that got the highest number of votes went through another round of secret balloting to determine which among the two will be RDC's final choice.

During the presentation of profile of the different cities in the region, the National Economic Development Authority (Neda) emphasized that the cities were presented based on their strengths and weaknesses.

Based on the study, it was found out that Zamboanga City has all the facilities necessary for a functional regional center, while Pagadian City is lacking in facilities.

The result of the secret balloting during the run-off process is as follows: Zamboanga City, 22 votes; Pagadian City, five votes; Dipolog City, three votes; Ipil (component capital of Sibugay), two votes; and Dapitan City and Isabela City, zero vote.

Two members of the RDC abstained from voting.

Based on the final outcome, Lobregat moved for a resolution stating that the RDC-Zamboanga Peninsula's official stand is for Zamboanga City to be the regional center of the region.

The motion was seconded by Department of Health (DOH) Regional Director Dr. Aristides Tan.

In 2001, the RDC in the region, which was then under Governor Isagani Amatong, approved resolution IX-32-2001, proposing to the Office of the President the amendment to Executive Order (EO) 36 to explicitly identify Zamboanga City as the regional center of Zamboanga Peninsula.

EO 36, signed by then President Gloria Arroyo on September 19, 2001, provides for the reorganization of the administrative regions in Mindanao and for other purposes.

It was issued as a result of the August 2001 plebiscite where Basilan province opted to join the Autonomous Region in Muslim Mindanao (Armm).

The same order is silent on the designation of the regional government centers in Mindanao, but the city of Pagadian clamored for the transfer of the government center from Zamboanga City to Pagadian City pursuant to the provisions of EO 429, issued by the late President Cory Aquino in 1990.

Several regional offices were ordered transferred to Pagadian City, resulting in a controversy on the designation of the government center in Zamboanga Peninsula.

Last December 11, 2010, Malacañang issued Memorandum Circular (MC) 11 ordering a 30-day moratorium on the transfer order.

It expired January 21 but Malacañang extended the moratorium to March 31 through MC 11-A, giving concerned agencies the chance to submit report of the inter-agency study on the regional center transfer and its impact on the region. (Bong Garcia)

It may be sad to think that Pagadian had kissed an opportunity goodbye however, we should still be thankful because during those times when we're still the Regional Center, opportunities swarmed our City. Let's just wait for some other developments, and let's just see if Pagadian can really grow despite not being the Regional Center of RIX.

Not just yet Jimboy, there were people who abstained from the votation and position papers are also being prepared by all LGUs. Then another E0 has to be created before it will be official, lots of deliberations yet among politicians. Cerilles camp has been silent but he is always full of surprises.

PAGADIAN CITY — The National Mapping and Resource Information Authority (NAMRIA), the country's central mapping agency and an attached agency of the Department of Environment and Natural Resources (DENR) opens today its Map Sales Office with simple ceremonies at the DENR Land Management Services (LMS) office at Pantaran building, Rizal Avenue, Balangasan district this city.

Products available for sale are analog maps which include topographic and administrative (national, regional, provincial and municipal), nautical charts, land classification maps and other related statistics.

Relative to this, an information campaign was also conducted on the same day by NAMRIA personnel on its products and services at Natalia Hall, Hotel Camila. Some 40 participants from various government agencies and local government units (LGUs) attended the activity.

DENR-9 Regional Director Ali Bari who represented the Regional Executive Director Arleigh Adorable in his message said, all this information offered by NAMRIA is a very vital tool for the local government units and even national and local government agencies in planning and can be utilized as reference for local development activities.

NAMRIA contributes to the country's economic development by using state-of-the-art technology to produce maps, charts, and statistics which are basic tools for planning and decision making. The agency envisions being a highly professionalized, technologically advanced, and globally competitive agency that cares about the environment and natural resources.

Meanwhile, Executive Order (EO) No. 45, series of 1993 (as amended by EO 280, series of 2000 and EO 321, series of 2001) mandates the use of the Philippine Reference System of 1992 (PRS92) as the standard reference system for all surveying and mapping activities in the country by 2010. Zambo Sur builds P20-M sports complex (http://mb.com.ph/articles/308818/zambo-sur-builds-p20m-sports-complex)

PAGADIAN CITY, Zamboanga del Sur, Philippines – The provincial government of Zamboanga del Sur has started to construct a modern sports complex estimated to cost some P20 million.

Provincial administrator Anthony Padayhag said Zamboanga del Sur Gov. Antonio H. Cerilles was authorized by the Sangguniang Panlalawigan to set up the 10-hectare athletic grounds, on a progressive manner, at the 80-hectare Provincial Government Center in Barangay Dao here.

Padayhag said the sports arena will later be equipped with appropriate facilities including a grandstand, athletic oval, swimming pool, archery range, soccer and baseball fields, and courts for basketball, volleyball, sepak takraw, and lawn tennis.

He said that Cerilles directed provincial engineer Antonio Laurenciana to hasten the completion of the complex which, when finished, will be one of the best of its kind in Western Mindanao.

Padayhag announced through provincial information officer Allan Molde that Cerilles will utilize the sports complex to produce skilled elementary and secondary school athletes for regional and national sports competitions.

Cerilles had earlier traced the province’s unsatisfactory performance in higher athletic derbies to the absence of a local sports arena for rigid training of athletes, Padayhag said.

BFP acknowledges LGU’s support in acquisition of firefighting equipments (http://www.zamboangatoday.ph/index.php/news/13-top-stories/3479-bfp-acknowledges-lgus-support-in-acquisition-of-firefighting-equipments.html)
Sunday, 13 March 2011 00:00

PAGADIAN CITY – The Bureau of Fire Protection (BFP) admits that without the help of local government units (LGUs), the agency’s fire prevention measures would be ineffective.

This was disclosed by city fire marshall Christopher M. Morales in a media forum hosted by Philippine Information Agency (PIA) recently.

Morales said the ongoing repair of the city fire station amounted to P300,000, and the move to purchase one (1) unit fire truck by the city government could be a big help to their office.

Morales said the city is needing additional fire trucks to effectively serve the constituents.

“Ideally, the city needs 10 fire trucks considering that the ratio of fire truck 1:20,000 per population,” Morales explained.

At present, Morales said the city has 7 fire trucks, two of which are unserviceable and outdated, thus it has only 5 fire trucks who are currently operational including the two (2) units of fire trucks from 1st district representative Victor J. Yu which was turned over on December 22, 2010.

Morales believes that by acquiring these fire fighting equipments, Pagadian City fire station can effectively respond to fire incidents not only in the city but in the whole province as well.

The city fire marshall said Pagadian fire station is covering not only the 54 barangays of the city but also 9 other clustered municipalities in the province, namely: Bayog, Dumalinao, Guipos, Kumalarang, Labangan, Lakewood, San Pablo, Tigbao and Tukuran.

“If there is conflagration in these areas, it is us who will be the first to respond,” Morales said saying that “these municipalities are under our area of responsibility,” Morales concluded. (NBE/GCC- PIA9 –ZamboSur)

No doubt, C3 is the landmark of Pagadian!. I wonder what's the rules now in that intersection. There was a traffic light there long time ago controlled by a remote police outpost on the north left corner just below from the photos were taken. It never lasted. How does a motorist know if he has the right of way? Good to see nice fancy cars in Pagadians roads by the way.

MinDA to put up Caraga area office, the first in Mindanao

SURIGAO CITY, March 16 (PIA) -- In a move that will ensure fast-tracking of government programs in the area, the Mindanao Development Authority (MinDA) headed by Sec. Luwalhati R. Antonino, has agreed to establish an area office in Caraga, the very first Area Management Office or AMO outside of MiNDA’s headquarters in Davao City.

This came, upon active consultations with Surigao City’s Jake Miranda, who is now the Director and overall representative of the Mindanao business sector at the same agency.

Dir. Miranda, in the spirit of volunteerism will endeavor to establish the office without any cost to government until the approval of the official planned budget. The office shall be made accessible to everyone requiring the agency’s services.

In a related development, Sec. Antonino and Miranda, inspired by the old trading links between the Philippines and China, have also began talking about initiating a formal study to establish a Caraga-Cagayan de Oro-China Trade Corridor, as these areas are presently trading commercial goods and mining exports.

Much akin to BIMP-EAGA which stands for Brunei, Indonesia, Malaysia, Philippines-East Asia Growth Corridor, for Southern Mindanao, the Caraga and Northern Mindanao regions are strategically located as gateways with commercial seaports and accessibility to all other forms of transport. These provide good reasons to explore this possibility.

MinDA’s end goal is to create a trading network for Caraga and Northern Mindanao to assert themselves as one of the leading centers for trade ensuring progress of the economy of these regions and the Mindanao island as a whole.

Businessmen across Mindanao have has also requested that a formal MinDA board meeting be conducted during the Mindanao Business Conference in Pagadian City on September 7 to September 9, 2011, to ensure that government and business come together during Mindanao’s most important business convention. Miranda added that this will provide the ideal venue and time for both sectors to discuss the pertinent issues in Mindanao as government officials and businessmen will be present on this conference.

Caraga region was recently identified by several government agencies as the poorest region in Mindanao and the whole country. The most recent collected data released by the National Statistical and Coordination Board (NSCB) has shown that Caraga was the poorest among the country’s 17 regions with poverty incidence at 39.8 percent, a step back from its modest improvement in 2006 being the second poorest next to Autonomous Region in Muslim Mindanao (ARMM).

MinDA’s commitment as well as Miranda’s appointment are steps to aiding Caraga get back on its feet. (FEAbkilan, PIA-Surigao del Norte)

Just wondering where's the venue of this business convention. I can only think of an open floor in C3 where companies can put up their booths. As for the hotels, I guess there's enough along Rizal Avenue and Mardale a few blocks up the main street should be open by then.

The lot purchase is not an issue because whether SM have it or not, having a mall by 2013 is just not possible otherwise there will be clearing and excavation right now. Perhaps a 1 level SM Savemore could happen by 2013 and that should be good enough based on the current demand of the market. That area though is quite populated with subdivisions and clusters of regional offices as well being at the cross-roads along the highway going to the diversion road and the airport. Speaking of which, Cerilles is still going ahead with his multi-million McDonalds investment at C3. A mall slated to house regional offices as well. So in that case, he is not bothered by the pending transfer which makes me think something he knows already that makes him confident, well see.

i think mr. xzibit don't know all about SM.. i know he works with SM.. as per quota of SM prime.. but putting up some secret plans for the future... it might not been delivered yet to those employees....=who have connections=..

asking those people living along that area.... they told me when i went there nga ika pila na daw to ge balik balikan og mga inspectors, to check the land... the land is really huge.. i dont think so nga savemore rana siya...

All local officials confirm that SM is putting up a mall in pagadian.. but, it will be 2 years from now.. so 2013 pa.. so catch the higher market for the future...

the population of pagadian might increase in that time napud... as what my cousin says who works in the city hall.. "the lot in tiguma is perfect for the SM Mall, surrounds it are series of subdivisions which are the main goal of an SM Mall like in CDO and Davao..

Stern... As what I know.. The mardale Hotel now, is the proposed Hotel Grande before... murag gamay ra ila budget thats why wala na catch ang ila expectation nga naa mall sa ubos...

Beside GSIS now is under construction... this building is really huge... i think it's another hotel.. I think also this hotel is one of the proposed hotel listed in my post before.. They are preparing for the mindanao business conference this september...

Pagadian Shopping Mall is named C3 Mall now...

i think mr. xzibit don't know all about SM.. i know he works with SM.. as per quota of SM prime.. but putting up some secret plans for the future... it might not been delivered yet to those employees....=who have connections=..

asking those people living along that area.... they told me when i went there nga ika pila na daw to ge balik balikan og mga inspectors, to check the land... the land is really huge.. i dont think so nga savemore rana siya...

Well, there's no harm in asking him, who knows, maybe knows about it. :)

The airport arrival area is still of the same condition that it does not have conveyor belt and does not have proper ventilation still. Hopefully this could get the attention of the officials knowing that the passenger traffic has been increasing dramatically.

There's already a quarantine building of the Department of Agriculture in the Airport of Pagadian.

There's a new phoenix gas station nearing its completion near Emcor Tiguma.

What else is new in Pagadian? Indeed, there has been drastic improvements in just a short period of time.

In that case Savemore is eyeing public malls or markets to rent. Ozamiz forumers mentioned they were looking for a space in their public mall/market to rent but city couldn't provide. Is that soon to be vacated space in Pagadian's agora big enough for a hypermart concept space?

SM nowadays does not build a separate building for its savemore. The group searches for a building that can be rented or space for lease just like the group did here in CdeO. :)

Nope! SM is now seriously considering Ozamis for its savemore branch. Pagadian is one of the firm's plan also for its expansion.

So one for Ozamis and hopefully one for Pagadian soon.
