Region 9's first barangay food terminal launched next week

IPIL, Zamboanga Sibugay (MindaNews/18 February) – Senior agriculture executives will lead the launching of the region’s first Barangay Food Terminal (BFT) in Barangay Sanito here on February 24 to make prime goods more accessible and affordable to low-income families.
Barangay Chair Susing C. Tiu said Agriculture Assistant Secretary Salvador S. Salacup and National Agribusiness Corporation President Alan A. Javellana are attending the activity.

“We are proud to be the first barangay in the region to have a Barangay Food Terminal,” Tiu said.

Region 9 is composed of Zamboanga Sibugay, Zamboanga del Norte, Zamboanga del Sur, and the cities of Zamboanga, Isabela, and Dapitan.

A priority project of Pres. Gloria Macapagal Arroyo with the supervision of Department of Agriculture (DA), the Sanito BFT is a pioneer project in Region 9 that will establish a direct and effective farm-to-consumer food supply chain.

The BFT project comprises direct marketing of fresh agricultural and fishery food products from the producers for selling at a price lower than the prevailing market prices.

The BFT, according to Tiu, will serve as the barangay depot and will offer affordable, safe and quality products like meat, poultry, fish, vegetables and fruits to consumers not only in barangay Sanito but also to neighboring barangays.

Also known as the local Barangay Bagsakan Center, it will be the 26th Bagsakan Center
to be opened in the Philippines.

There are now 24 Bagsakan Centers in Metro Manila, two in Visayas and another two in the Davao area. After Sanito, two more bagsakan enters will be opened in Zamboanga City and another in Alicia. (Antonio M. Manaytay/MindaNews contributor)

Wow, all the 3 cities of ZAmboanga Peninsula have medical centers. Nice developments. Preho diay cla og contractor sa ZANORTE Medical Center pero mahal lang kau ang sa amo ky sa diana. Wa pa gyud naabri ang hospital nmo ky di mo isyu ang city og occupancy permit.

The provincial Hospital Has already acquired last year pa a brand new and a latest city scan thru the efforts of the Governor.Their plan is to transfer the machine to the Zambo. Medical Hosp. once operational. This year malamang MRI na naman...:)

Bali na intawon og explain sa Metropolis Construction about sa ZANORTE Medical Center seawage treatment plant sa city but wa gyud ni isyu cla og occupancy permit ky di daw pa cla kumensido sa facility. Nakapasar mn gli na cla sa regional office sa city pa ba ga kulag hanaw. Dapat nag-open ra ni cya last year September pero wa man na isyuhan og permit so wa pa gyud hantod krn.

By the way, the new RDC Chairman of Zampen is Gov. Cerilles of Zambo Sur. Gov. Yebes of Zanorte holds this position before. Homecourt advantage na ito..hehehe

IPIL, Zamboanga Sibugay (MindaNews/25 Feb) -- After more than two years on the drawing board, the Indigenous Peoples Economic Zone and Living Museum of the province will soon be realized as Rep. Dulce Ann K. Hofer pledged to release the initial amount of P1 million from her Priority Development Assistance Fund (PDAF) this year. Hofer, who is here for the Seventh Araw ng Sibugay celebrations dubbed Sibug-Sibug Festival, stressed that supporting the indigenous peoples (IP) in the province is one of her priorities.

Her other major priorities, she said, are the establishment of the Philippine Rubber Research Institute, Ipil's city-hood to make it the catalyst for development in the area, the conversion of some provincial and barangay roads to national highway to ease transport woes in far-flung barangays, and the establishment of an eco-park in the province.

Datu Wilfredo Sanggayan, the indigenous peoples' representative to the Sangguniang Panlalawigan, expressed elation when informed of Hofer's announcement.

"We have been expecting that but (Rep.) Ann Hofer's announcement is a big boost to the morale of all the indigenous peoples in the province," he said.

Sanggayan, who is the first IP representative to the provincial board by virtue of Republic Act 8371 or the Indigenous Peoples' Rights Act (IPRA), initially envisioned the establishment of the IP economic zone and living museum sometime in 2005.

"Fourteen of the 16 towns of the province are thickly populated by the indigenous peoples and it is natural for us to establish the economic zone and museum as a tool to preserve and promote the dying indigenous peoples' culture and tradition," he explained.

The IP representative lobbied with the provincial government to fund the feasibility study of the proposed economic zone and living museum.

"The money needed to conduct the study was already approved last year by Gov. (George) Hofer," Sanggayan said, adding that the study is yet to be implemented early this year.

Sanggayan said "the indigenous peoples of the province are looking forward to a brighter future so that we can be active partners of the government for development."

There are at least four ethno-linguistic groups residing in the province which approximately comprise about a third of the population. These groups are the Subanon, Kalibugan, Yakan, and Samal. (Antonio M. Manaytay / MindaNews contributor)

RDC-9 Okays Proposed Conversion of 2 Zambosur Local Roads into National Roads

Zamboanga del Sur’s proposed conversion of two provincial roads into national secondary roads was approved by the Regional Development Council in a joint meeting with the Regional Peace and Order Council here last February 18.

The first one is the 31.30 kilometer stretch from the national highway-Upper Dumalinao-Mikolong-Matabang-Pantad-San Agustin-Rebokon (all of Dumalinao)-Tubo Pait-Pongapong-Kapamanok-Pantad-Poblacion San Pablo-Sagasan-Teniapan-Culasian road (all of San Pablo).
Second,is the 73.697km road from Zamboanga del Norte boundary-Deporehan-Canoayan-Bubuan-Datagan-Camp Blessing-Supon-Kahayagan-Poblacion Bayog-Depase-San Isidro-Salagmanok-Pangi-Mahayahay (all of Bayog)-Diplo-Poblacion Kumalarang-Boyugan East-Dumara-San Jose (all of Kumalarang)- Tiguha-Karpok-Poblacion Lapuyan-Bulawan (all of Lapuyan) towards Margosatubig road.

Significantly, this was the last agendum tackled during the joint RDC and RPOC meeting with Governor Auring E. Cerilles as presiding officer following her installation as RDC chairperson.

Her Provincial Planning and Development Coordinator Loy Cañales presented the proposal to the two councils (RDC and RPOC) after having passed the scrutiny of RDC’s Infrastructure committee.

Cañales cited several justifications and benefits to be gained when these roads are converted into national roads, may it be economic to include poverty alleviation, social, and peace and order.

Obviously, the first proposal would directly benefit towns of Dumalinao and San Pablo while indirectly benefiting Tigbao and Guipos with projected population of 56,720 who are producing rice, corn, cassava, copra, seaweeds and fish, the planning officer said.

When this road is developed, travel time distance saved is 1.98 km and 2.28 minutes against the present Canunan (Dumalinao) to Poblacion San Pablo road. Cañales is certain that this road will reinforce current efforts to improve accessibility to the regional administrative and services center of the province (Pagadian City) as well as to important government facilities of regional in scope such as the Margosatubig Regional Hospital and the proposed Regional Drug Rehabilitation Center to be established in Camp Rebi, Bragy Teniapan, San Pablo.

The same applies on the ZamboNorte-Bayog-Kumalarang road which could provide greater transport connectivity of the two provinces to the new Regional Government Center in Zamboanga Peninsula.

DPWH Regional Director Pedro S. Herrera, Jr. lauded the political will of Gov. Cerilles for strengthening road networks of her own province as he reminded her of the technical requirements needed in effecting the project like the acquisition of road right of way.

With the support of husband Congressman Tony and the local officials directly and indirectly benefiting the project, Cerilles assured Herrera that her Administration will comply such requirements soonest.

No more reason for regional directors and employees not to transfer here for President Gloria Macapagal-Arroyo has allocated P200-Million bridging fund for them, Governor Auring E. Cerilles disclosed in a weekend interview with the local media here.

Cerilles told the media that her husband Congressman Tony, successfully inserted the P200-Million in the 2008 National Budget intended to pay the affected regional employees and part of it will be used to build a mega building for regional offices.

She clarified that this mega building will be placed at the Provincial Government Center near the ZamboSur Medical Center in Dao. Most likely, the Department of Budget and Management, Commission on Audit, National Economic Development Administration, Department of Finance and Department of Health shall be housed here, she added.

Cerilles, as chairperson of the Regional Development Council in Region IX, keeps an eye of the offices which already complied with the President’s directive to gradually transfer to this city.

Of 68 regional offices due to move out Zamboanga City, only 28 have fully complied, 8 established their satellite office here while 32 others still remain unmoved, according to Executive Director Leonila Sisona of the Pagadian City Regional Center Management and and Coordinating Office (PCRCMCO). Although the Department of Trade and Industry, Department of Tourism, Department of Labor and Employment, Bureau of Immigration and Deportation are exempted to transfer but they are advised to establish a satellite office here, Sisona added.

With the P200-M bridging fund for the transfer, the RDC chair said this can complement the need of regional employees who will transfer here. To date, at least 5,000 regional employees are now identified who may avail of the relocation pay.

Since DOH is among the government agencies to be housed at the mega building, within it will be a medical arcade for doctors to stay and hold office here. This mega building will be ideally built near the ZamboSur Medical Center which is slated to be inaugurated not later than April this year, Cerilles elaborated.

On the other hand, Cerilles lamented that despite the President’s directive, there are some DENR regional employees who are now reporting back to their Zamboanga City office weeks after their office have fully transferred here.

“They will be charged for insubordination. Ila rason kay kalit kuno ila pag-transfer which we all know not true,” Cerilles remarked.

Nevertheless she said, she cannot blame those employees why they defied the order because they listened to Zamboanga City Mayor Celso Lobregat who gave them “false hope” that the transfer will not be fully implemented as PGMA who is keen of the transfer has only 2 years before she could totally effect the transfer.

“But I tell you, whoever is the President of this country, Pagadian City remains the regional administrative center in Region 9 because it is already a law,” Cerilles said.

Mayor Cabahug lead the inauguration ceremony together with the officiating Priest Rev. Father Jan Barzawa from Dumalinao parish, Sanguniang Bayan members, national and local government officials and employees and some non government organizations.

“We never seem to outlive our capacity to wonder at the miracle of growth. As apostle Paul once said, ‘This one thing I do forgetting what lies behind and reaching forward to what lies ahead’ The growth he implies leads me to kick oup a storm, dreaming of better things, better times to the people of Aurora. Fortunately, I am not afraid to do what it takes to make these dreams happen.

Our determination and concerted effort become the prime mover to push us through into the realization of this new municipal building. We never allowed ourselves to submit to the pressure to bar our plans and effort for the construction of this project" the mayor said during his speech.

The construction was started at the incumbency of his wife, former Mayor Nene Cabahug when the then Congressman Sandy Urro of the First District of Zamboanga del Sur slashed an amount of nine million pesos from his Countryside Development Funds (CDF) in phase by phase basis as aid for the project through the DPWH.

"The members of the Sanguniang Bayan of Aurora that time had approved the appropriation on an amount of Five hundred Thousand pesos, we stood firm for we bravely faced the challenge,” Mayor Cabahug said in his inaugural speech.

“During the term of my wife Nene Cabahug, the skeletal structure of the building proved without doubt that all the appropriations were utilized for the purpose. Admittedly, there were some minor defects in the structure which only need simple renovation, as I said; if we have money we can easily correct the defects.

"The bitter test of time has come when that force of inevitable circumstance compelled us to leave the project unfinished. For three solid years this building miserably lay dormant like a white elephant as they say. In spite of that deplorable condition, the burning flame of our hopes for the completion of this building remain undistracted for it is fortified with our belief that this is destined to serve for good to our beloved people of Aurora" Mayor Cabahug added.

"The virtue of waiting has finally come when the twist of event turned to our favor. It was at this time that we started to devise plans and strategy to meet the necessary requirement5s for its completion. With God’s unceasing assistance and guidance, funds were made available though it carries a lighter and manageable burden perched on our shoulder. We made a loan at Development Bank of the Philippines (DBP) in the amount of P13.9 Million payable in 15 years".

"With an almost P50-million Internal Revenue Allotment (IRA) and P15-million annual income, the loan is not so much a burden to pay. We wasted no time to convert our desire and hope to action. And now the long wait is over and very well worth it. We now open the welcoming doors of our new municipal building to our valued clienteles and constituents".

The old presidencia was constructed way back in 1951 when the population during that period was only five to ten thousand. The old Aurora Presidencia however, will not be left to rot, but we have to renovate it to remain beneficial for public use. Once renovated, it will house our municipal museum and library. As a sense of endearment for it has given them a lot of pleasant memories, Mayor Cabahug is contemplating in making it a museum of valuable pieces (antiques) possessed by their constituents and a library.

hindi ko pa masabi kung gaano kalaki kasi portion by portion nila tinatayo ang structure. pero malaki talaga sya.

this is the area of the 4 level struture. theres an area that has 2 level structure which is not included in the first picture. the X mark area is the one rising right now. and they are still digging the unmark areas.

OZAMIZ CITY -- The leadership of Zamboanga del Sur province is confident that the transfer of regional offices from Zamboanga City to Pagadian City will gain momentum with the approval of the 2008 national budget.

In a news release, Zamboanga del Sur governor Aurora Cerilles said the 2008 General Appropriations Act contains a P200-million allocation intended as "bridging fund" to bankroll vital regional transfer activities.

Among others, the fund would be used to construct a building to house principally the offices of the Department of Budget and Management, Commission on Audit, Department of Finance, and Department of Health.

The office building is slated to be constructed within the Provincial Government center compound, just near the Zamboanga del Sur Medical Center.

Cerilles also revealed that around 5,000 employees were identified to avail of relocation pay.

Cerilles hoped these enticements can encourage the leaderships of regional administrative units of national government agencies to move into Pagadian City the soonest.

Earlier, Cerilles had set the full transfer of the regional offices by the end of this year, per target timeframe agreed with the Office of the Presidential Adviser on New Government Centers, which is tasked with compliance of the regional transfer order.

To date, the Regional Center Management and Coordinating Office, which is tasked with overseeing implementation of the transfer order, had reported the relocation of 28 regional offices while eight have established satellite offices.

A total of 68 agencies are expected to move their regional offices into Pagadian from Zamboanga City.

The transfer of regional administrative center is contained in Executive Order (EO) 429 issued by President Corazon Aquino over 15 years ago.

Cerilles vowed to get the regional development council involved in keeping an eye on the transfer's progress in a bid to add pressure to regional offices still in Zamboanga.

Cerilles is now chair of the influential body, which is the highest development policymaking structure in the region, and among others, endorses the proposed budget of regional offices of national agencies.

The regional transfer fiat has been strongly opposed by the local government of Zamboanga City, which was able to rally some 7,000 employees of various regional offices behind it. This is largely attributed to the 15-year standoff that attended the implementation of EO 429.

The effort was revived after the victory of President Gloria Macapagal-Arroyo in 2004, and further boosted after the 2007 mid-term elections.

5 Hectares yung lot area. siguro mga up to 2 Ha yung i-utilize ng building. parang malaki na rin yan..

I bet by 2010 all regional offices will still be in Zamboanga. Zambo Sur governor is politicking.

Initial cost for regional transfer is pegged at 1.2 billion pesos based on DBM IX figures as of 2006. I know because I was there when it was presented by Director Conception to Jess Dureza. Go figure! And the word is its not economically viable. I can fairly say that its all false promises.

If Malacanang can produced that amount which i doubt, it will only be just a dream.
If anybody would like to know the woes of DECS IX people, asked anyone of them, or better yet their Director. You will have some idea what I'm saying.

“The Agora Perimeter Building was originally funded in the amount of P64-million but it was increased up to P82-million to finish the project because of some changes introduced from the original design which caused the project’s shortage of funding,” Mayor Samuel Co told www.unsapa.com.

The design of the roofing of this two storey building was replaced from the original GI sheet to colored brick-style with roofing insulator for proper ventilation; the width were expanded from the original six meters to eight meters with the addition of a rest room and lavatory, complete with septic tank per stall, Mayor Co explained.

The City Engineers Office (CEO) recommended to have piles driven after it found out that the vicinity where the Agora is now constructed is formerly a swampy area. “Reclamation of the area with dumped soil cannot assure the safety of the building so we need to drive piles costing P3-million,” city engineer Felix Sabado said.

After the completion of Phase I, the city will bring together funding for the second phase, in the amount of P15-million, to be taken from the regular budget of the city. Phase II construction will include the finishing touches and the fitting of floor tiles, partitions, ceiling, windows and doors and electrical wirings.

The perimeter building has five big towers and four small towers with rest rooms, one big tower will be occupied by the Office of the Market superintendent and its staff, the two towers are for the Philippine Army and the Police to augment our civilian security and the other two big towers and four small towers will cater for office space for rent.

The said edifice occupied the entire block of F.S Pajares Avenue with 29 stalls, along W. Pulmones Street with 36 stalls, and 29 stalls along Gov. S. Datoc Street, or a total of 94 stalls. All ground floor facing outside the Agora will be occupied by new entries among businessmen, engaged in dry goods like hardware, motor parts, electronics and electrical supplies, ready to wear (RTW) items including personal services like beauty parlor and barbershop, agricultural supplies, drug stores, and reading materials.

At the back of those stalls will be occupied by the vendors inside agora who are affected in the renovation that were occupying temporary stalls.

The apportionment of the stalls was marked by controversy, read here now Mr. Deleverio's column and Mayor Sammy Co's rebuttal here.

The second floor will be divided into different sections, the carenderia and cafeteria sections in food court system with common tables at the center, watch and cellular phone repair shop, others and office space in the towers.

“With the opening of the perimeter building, from the 94 stalls alone the city government is expecting almost P8-million a year gross income at P7-thousand per stall rental. Less operating expenses, we are expecting a net income of P4-million. This is enough to pay our loans and to fund also our wet market for renovation next year and other development like the beautification inside the Agora. We are also solving our problems on street vendors that contribute to traffic problem particularly in the downtown commercial area. We will not allow any single vendor seen in our city street,” Co added.

“We are very lucky to have this project started early on 2006 because if we have to do it now the P150-million is not enough to build this edifice,” Sammy Co disclosed.

So far, we don’t queue to buy rice in the market, Ybañez rationalized. However, in Metro Manila, it is understandable that there are more people looking for NFA rice which is the cheapest they can afford to buy so they queue to buy for NFA rice. But, we in the provinces where we produce rice and corn, obviously, we don’t depend on NFA rice.

Ybañez assured that Zamboanga del Sur has sufficient rice supply being the 8th rice producer in the country. Nevertheless, the NFA manager declared having sufficient bags of imported rice but he clarified that NFA rice is not mainly available to supply rice in the market rather it is intended to augment rice supply in case of calamity, Ybañez told the Provincial Press Bureau.

With more than enough supply of commercial rice, NFA Pagadian has stocks balance of 39,000 bags of Vietnam rice at the warehouse, Ybañez bared. So as not to disrupt the normal selling price of commercial rice in the market, NFA won’t inject imported rice in the market. However, we distribute NFA rice only to Bigasan ng Bayan outlets where distribution is based on accredited NFA rice retailers who are passbook holders.

Ybañez claimed there are 400 passbook holders throughout the province but he said they would recall these passbooks to make sure that holders still display NFA rice in their localities. At the NFA level, at least once a week, we repack NFA rice at 1 kilo but limits only 2 kilos per buyer at P18.25 per kilo, Ybañez added.

When asked if the P28.50 price for regular milled rice is fair enough to the consumers, Ybañez retorted, “it is” since, he said, rice traders will normally double the buying price of palay which is already at P12 to P14 a kilo. “This price is relatively amplified by the high cost of gasoline as charged in freight and handling aside from milling cost,” he reasoned.

On the one hand, Provincial Agriculturist Marilyn IS Bersales, likewise disclosed that Zamboanga del Sur surpassed its rice production last year with a surplus of 44.69% from its target production. Usually, Zambosur rice reaches as far as Tawi-Tawi, Cebu City and other parts of the country, she added.

Meanwhile, while Ybañez is confident that Zamboanga del Sur would never run short of rice supply, Mayor Flavio Saniel, Jr.of Molave bared his apprehension that this won’t be far to happen as rice traders in Manila are now buying rice in his town.

“Now retailers are increasing their price in the market,” Saniel told Governor Auring E. Cerilles during the launching of Project READY at Hotel Alindahaw last Friday.

Saniel suggested to the Governor that LGUs should take over the selling of NFA rice in the market to neutralize the price of rice.

Governor said the Mayors should take the cudgel of monitoring whoever hoards rice in their respective areas of responsibility and whoever gets caught should face the consequence.

Molave is considered the melting pot of Salug Valley which include other towns of Mahayag, Dumingag and Tambulig with vast tracks of ricelands.

P30-M worth of market structures; P40-M estimated total cost of stocks were charred down as Saturday evening fire swallowed them up hurting 600 stall owners more or less for the City Government to allocate P16.5-M from its calamity to construct another one and aid to the victims.

The City Disaster Coordinating Council in an emergency meeting presided by its chair, City Mayor Sammy Co has declared the devastated Agora “in a state of calamity” as the loss of the property affects majority of its populace not only in Pagadian City but the province as well, being the main public market in her capital city.

The catastrophic fire totally ruined the vegetable and dried fish sections and partly engulfed the fish and meat sections which destruction has totaled to P30-M as estimated by the CDCC based on the costs of each building.

The extent of the disaster and its impact to the whole populace which need fast recovery prompted the CDCC to appropriate P16.5-M out of the P19.5-M calamity fund or the 5% of internal revenue allotment of the city. The P15-M is for the construction of new buildings, P1-M for financial assistance of the affected vendors and another P500-T for the temporary relocation of the vendors.

With the huge amount cut from his calamity fund, Mayor Co said he won’t mind having P3-M left (though it’s still on the second quarter of the year), if only to hasten the resumption of normal business at Agora.

Nevertheless, the CDCC passed three separate resolutions seeking financial assistance from the Provincial Government of Zamboanga del Sur through Governor Auring E. Cerilles, First District Congressman Victor J. Yu and National Disaster Coordinating Council for the construction of the dried fish section and repair of the fish and meat sections.

A security guard, Rito Alconera reported to Market Superintendent Enrique Alawi that the fire started at the middle portion of the vegetable section where flammable substance like cooking oil are sold here while several bakeries and cafés were also inside.

The fire started at about 9:23 in the evening of April 26 and was declared under control by Fire Ground Commander Supt. Gerson S. Sisona, the provincial fire marshall two hours later.

Shortly after the CDCC meeting, Co met the affected vendors at his office where he assured to resume the normal market activities within a week.

For Ric delos Reyes, president of Sari-saring Gulay Vendor Multipurpose Cooperative aired his grief over the incident. According to him during the day he procured for he lost bags of mongo seed good for the next weeks and plenty of onions in anticipation that the price will go up.

Co did not escape from public speculation accusing his administration to have caused the disaster as a ploy to effect the transfer of the ukay-ukay section (then settled at the dried fish section); carenderias, bakeries, cafés and video-ke stores to the new agora perimeter.

Co, in a press conference, said he expected it already but vehemently denied it. “Why should we damage our own property to spend more for relocation of the victims and reconstruction of the structures?” he remarked.

He cited to have successfully implemented several projects with obvious resistance from the businessmen but ultimately able to convince them diplomatically, such as the rehabilitation of drainage canals, installation of street lights and the latest is the relocation of the shopping center occupants in favor of the soon-to-rise 5-storey regional and business complex.

i guess this is the counterpart of the recently opened Zamboanga del Norte Medical Center, but judging by the looks sa picture, i think slightly bigger ang Zanorte Med, i'm not sure though 'cause i didn't see the whole of Zasur Med (hehe pwede ba ganun tawag?)

Pagadian City Mayor Samuel S. Co, who is in his second term, is pursuing a kind of politics that will redound to the benefit and best interest of the populace of Zamboanga del Sur’s provincial capital and Region 9’s regional center.

This kind of politics, which Mayor Co divulged during the press conference he immediately called in the aftermath of the fire that razed a portion of the agora, is what we may be called “performance politics.”

This revelation, though untimely and premature, was made by the city mayor in response to the question propounded by this writer during the said presscon. When asked “from the way things are going and in the face of so many projects you are putting up, who do you think will challenge you in 2010?” Mayor Co smilingly stated, thus:

“I don't mind who will run against me. My plan is to keep up the pace I am presently pursuing, that is, introduce every project that will make Pagadian City worthy of its status as a regional center. I will see to it that whoever is thinking of running for city mayor, he or she will find no issue to raise against me in terms of performance.”

Mayor Co candidly asked the understanding and cooperation of the local media. He requested them to be factual in their reports, fair in their commentaries and objective in their assessment of his administration. He will not mind being criticized, every now and then, for as long as it is based on truth, fact and reality and not on mere hearsay or rumor, as in the case of allegations from certain sectors that the fire that razed the agora is caused by arson just to allow the rise of new structures in the public market, which, he said, is clear and simple ill-motivated speculation.

Mayor Co expressed the personal belief that, if he succeeds in accomplishing all that he has already set, started and completed, any ambitious politician who wanted to capture the city mayorship will have cold feet and think many times before launching a campaign to unseat him.

This, of course, prompted me to ask; “In that case, mayor, is it possible that in the elections of 2010, you might seek re-election unopposed?” To this, Mayor Co, replied frankly: “No, that is improbable, there will always be an opponent, but I am sure they will only be token candidates of presidential aspirants.”

What can you say?
