Barangay Chair Susing C. Tiu said Agriculture Assistant Secretary Salvador S. Salacup and National Agribusiness Corporation President Alan A. Javellana are attending the activity. “We are proud to be the first barangay in the region to have a Barangay Food Terminal,” Tiu said. Region 9 is composed of Zamboanga Sibugay, Zamboanga del Norte, Zamboanga del Sur, and the cities of Zamboanga, Isabela, and Dapitan. A priority project of Pres. Gloria Macapagal Arroyo with the supervision of Department of Agriculture (DA), the Sanito BFT is a pioneer project in Region 9 that will establish a direct and effective farm-to-consumer food supply chain. The BFT project comprises direct marketing of fresh agricultural and fishery food products from the producers for selling at a price lower than the prevailing market prices. The BFT, according to Tiu, will serve as the barangay depot and will offer affordable, safe and quality products like meat, poultry, fish, vegetables and fruits to consumers not only in barangay Sanito but also to neighboring barangays. Also known as the local Barangay Bagsakan Center, it will be the 26th Bagsakan Center to be opened in the Philippines. There are now 24 Bagsakan Centers in Metro Manila, two in Visayas and another two in the Davao area. After Sanito, two more bagsakan enters will be opened in Zamboanga City and another in Alicia. Hofer, who is here for the Seventh Araw ng Sibugay celebrations dubbed Sibug-Sibug Festival, stressed that supporting the indigenous peoples (IP) in the province is one of her priorities. Her other major priorities, she said, are the establishment of the Philippine Rubber Research Institute, Ipil's city-hood to make it the catalyst for development in the area, the conversion of some provincial and barangay roads to national highway to ease transport woes in far-flung barangays, and the establishment of an eco-park in the province. Datu Wilfredo Sanggayan, the indigenous peoples' representative to the Sangguniang Panlalawigan, expressed elation when informed of Hofer's announcement. "We have been expecting that but (Rep.) Ann Hofer's announcement is a big boost to the morale of all the indigenous peoples in the province," he said. Sanggayan, who is the first IP representative to the provincial board by virtue of Republic Act 8371 or the Indigenous Peoples' Rights Act (IPRA), initially envisioned the establishment of the IP economic zone and living museum sometime in 2005. "Fourteen of the 16 towns of the province are thickly populated by the indigenous peoples and it is natural for us to establish the economic zone and museum as a tool to preserve and promote the dying indigenous peoples' culture and tradition," he explained. The IP representative lobbied with the provincial government to fund the feasibility study of the proposed economic zone and living museum. "The money needed to conduct the study was already approved last year by Gov. (George) Hofer," Sanggayan said, adding that the study is yet to be implemented early this year. Sanggayan said "the indigenous peoples of the province are looking forward to a brighter future so that we can be active partners of the government for development." There are at least four ethno-linguistic groups residing in the province which approximately comprise about a third of the population. These groups are the Subanon, Kalibugan, Yakan, and Samal. The first one is the 31.30 kilometer stretch from the national highway-Upper Dumalinao-Mikolong-Matabang-Pantad-San Agustin-Rebokon (all of Dumalinao)-Tubo Pait-Pongapong-Kapamanok-Pantad-Poblacion San Pablo-Sagasan-Teniapan-Culasian road (all of San Pablo). Second,is the 73.697km road from Zamboanga del Norte boundary-Deporehan-Canoayan-Bubuan-Datagan-Camp Blessing-Supon-Kahayagan-Poblacion Bayog-Depase-San Isidro-Salagmanok-Pangi-Mahayahay (all of Bayog)-Diplo-Poblacion Kumalarang-Boyugan East-Dumara-San Jose (all of Kumalarang)- Tiguha-Karpok-Poblacion Lapuyan-Bulawan (all of Lapuyan) towards Margosatubig road. Significantly, this was the last agendum tackled during the joint RDC and RPOC meeting with Governor Auring E. Cerilles as presiding officer following her installation as RDC chairperson. Her Provincial Planning and Development Coordinator Loy Cañales presented the proposal to the two councils (RDC and RPOC) after having passed the scrutiny of RDC’s Infrastructure committee. Cerilles disclosed in a weekend interview with the local media here. Cerilles told the media that her husband Congressman Tony, successfully inserted the P200-Million in the 2008 National Budget intended to pay the affected regional employees and part of it will be used to build a mega building for regional offices. She clarified that this mega building will be placed at the Provincial Government Center near the ZamboSur Medical Center in Dao. Most likely, the Department of Budget and Management, Commission on Audit, National Economic Development Administration, Department of Finance and Department of Health shall be housed here, she added. Cerilles, as chairperson of the Regional Development Council in Region IX, keeps an eye of the offices which already complied with the President’s directive to gradually transfer to this city. Of 68 regional offices due to move out Zamboanga City, only 28 have fully complied, 8 established their satellite office here while 32 others still remain unmoved, according to Executive Director Leonila Sisona of the Pagadian City Regional Center Management and and Coordinating Office (PCRCMCO). Although the Department of Trade and Industry, Department of Tourism, Department of Labor and Employment, Bureau of Immigration and Deportation are exempted to transfer but they are advised to establish a satellite office here, Sisona added. With the P200-M bridging fund for the transfer, the RDC chair said this can complement the need of regional employees who will transfer here. To date, at least 5,000 regional employees are now identified who may avail of the relocation pay. Since DOH is among the government agencies to be housed at the mega building, within it will be a medical arcade for doctors to stay and hold office here. This mega building will be ideally built near the ZamboSur Medical Center which is slated to be inaugurated not later than April this year, Cerilles elaborated. On the other hand, Cerilles lamented that despite the President’s directive, there are some DENR regional employees who are now reporting back to their Zamboanga City office weeks after their office have fully transferred here. “They will be charged for insubordination. The old presidencia was constructed way back in 1951 when the population during that period was only five to ten thousand. The old Aurora Presidencia however, will not be left to rot, but we have to renovate it to remain beneficial for public use. Once renovated, it will house our municipal museum and library. Rosauro Correspondent OZAMIZ CITY -- The leadership of Zamboanga del Sur province is confident that the transfer of regional offices from Zamboanga City to Pagadian City will gain momentum with the approval of the 2008 national budget. In a news release, Zamboanga del Sur governor Aurora Cerilles said the 2008 General Appropriations Act contains a P200-million allocation intended as "bridging fund" to bankroll vital regional transfer activities. Among others, the fund would be used to construct a building to house principally the offices of the Department of Budget and Management, Commission on Audit, Department of Finance, and Department of Health. The office building is slated to be constructed within the Provincial Government center compound, just near the Zamboanga del Sur Medical Center. Cerilles also revealed that around 5,000 employees were identified to avail of relocation pay. Cerilles hoped these enticements can encourage the leaderships of regional administrative units of national government agencies to move into Pagadian City the soonest. Earlier, Cerilles had set the full transfer of the regional offices by the end of this year, per target timeframe agreed with the Office of the Presidential Adviser on New Government Centers, which is tasked with compliance of the regional transfer order. To date, the Regional Center Management and Coordinating Office, which is tasked with overseeing implementation of the transfer order, had reported the relocation of 28 regional offices while eight have established satellite offices. A total of 68 agencies are expected to move their regional offices into Pagadian from Zamboanga City. The transfer of regional administrative center is contained in Executive Order (EO) 429 issued by President Corazon Aquino over 15 years ago. Cerilles vowed to get the regional development council involved in keeping an eye on the transfer's progress in a bid to add pressure to regional offices still in Zamboanga. Cerilles is now chair of the influential body, which is the highest development policymaking structure in the region, and among others, endorses the proposed budget of regional offices of national agencies. The regional transfer fiat has been strongly opposed by the local government of Zamboanga City, which was able to rally some 7,000 employees of various regional offices behind it. Most likely, the Department of Budget and Management, Commission on Audit, National Economic Development Administration, Department of Finance and Department of Health shall be housed here, she added. The City Engineers Office (CEO) recommended to have piles driven after it found out that the vicinity where the Agora is now constructed is formerly a swampy area. “Reclamation of the area with dumped soil cannot assure the safety of the building so we need to drive piles costing P3-million,” city engineer Felix Sabado said. After the completion of Phase I, the city will bring together funding for the second phase, in the amount of P15-million, to be taken from the regular budget of the city. Phase II construction will include the finishing touches and the fitting of floor tiles, partitions, ceiling, windows and doors and electrical wirings. The perimeter building has five big towers and four small towers with rest rooms, one big tower will be occupied by the Office of the Market superintendent and its staff, the two towers are for the Philippine Army and the Police to augment our civilian security and the other two big towers and four small towers will cater for office space for rent. The said edifice occupied the entire block of F.S Pajares Avenue with 29 stalls, along W. Pulmones Street with 36 stalls, and 29 stalls along Gov. S. Datoc Street, or a total of 94 stalls. All ground floor facing outside the Agora will be occupied by new entries among businessmen, engaged in dry goods like hardware, motor parts, electronics and electrical supplies, ready to wear (RTW) items including personal services like beauty parlor and barbershop, agricultural supplies, drug stores, and reading materials. At the back of those stalls will be occupied by the vendors inside agora who are affected in the renovation that were occupying temporary stalls. Saniel suggested to the Governor that LGUs should take over the selling of NFA rice in the market to neutralize the price of rice. Governor said the Mayors should take the cudgel of monitoring whoever hoards rice in their respective areas of responsibility and whoever gets caught should face the consequence. Co, who is in his second term, is pursuing a kind of politics that will redound to the benefit and best interest of the populace of Zamboanga del Sur’s provincial capital and Region 9’s regional center. This kind of politics, which Mayor Co divulged during the press conference he immediately called in the aftermath of the fire that razed a portion of the agora, is what we may be called “performance politics.” This revelation, though untimely and premature, was made by the city mayor in response to the question propounded by this writer during the said presscon. When asked “from the way things are going and in the face of so many projects you are putting up, who do you think will challenge you in 2010?” Mayor Co smilingly stated, thus: “I don't mind who will run against me. My plan is to keep up the pace I am presently pursuing, that is, introduce every project that will make Pagadian City worthy of its status as a regional center.
