Another great hang-out to be in. Must be overlooking the bay at the back. Okay, now this thread should contain the nightlife and entertainment scenes of the city. Perhaps one topic that has been dodged from all the city discussions. Let me start by asking, what are the best hang-outs in the city to loosen up after dinner. Is the ballroom and Karaoke still in? NOTING the lack of processing plants in Mindanao, organizers of the Mindanao Business Conference are hoping entrepreneurs from Cebu and the Visayas will attend the two-day event and establish links with entrepreneurs from Mindanao.

Officials from Pagadian City and the Philippine Chamber of Commerce and Industry were in Cebu yesterday to invite local businessmen to attend the conference on Sept. 7-9 in Pagadian City and discover opportunities for investments.

Mercedes Lourdes Qui**sumbing, president of the Pagadian-Zamboanga del Sur Chamber of Commerce and Industry Foundation Inc., said their provinces have many trade relations with Cebu for products like lumber, seaweed and mangoes.

Processing industries

However, she said there are few processing industries in Mindanao.

They hope to invite Cebuano businesses to invest in their areas, assuring the easy access of Pagadian with other key areas of Mindanao.

Pagadian Councilor Bienvenido Culve also announced an incentive package for investors, saying tax holidays will be afforded to businesses that come in to Pagadian.

Culve said businesses that construct their own buildings can enjoy up to five years in tax holidays, depending on the cost of construction of the building. He noted companies like Gaisano Capital, Robinson’s and SM as having taken advantage of their incentive packages.

Culve said that commercial buildings that are at least four storeys will not have to pay for all local permits for three years.

Philippine Chamber of Commerce and Industry Western Mindanao and ARMM regional governor Edgar Bagarinao said businessmen from Cebu and the Visayas will benefit from the conference, as members from all chambers across Mindanao will converge in Pagadian City on Sept. 7.

Growth projection

According to the Mindanao Development Authority, Mindanao is expected to grow at 4.5 to 5.5 percent due to industry and service sectors seeing new investments in power, manufacturing, mining and housing construction. The region has also seen growth in business process outsourcing and tourist arrivals.

The conference will feature plenary sessions on the success models of public-private partnerships, Mindanao tourism destinations, Mindanao product champions and responsible minerals development. They will also have as guest speakers President Benigno Aquino III and US Ambassador to the Philippines Harry Thomas Jr.

Aside from the sessions, Bagarinao said they will also have business matching for suppliers, manufacturers and consumers so they can establish partnerships.

Apart from having daily flights to Manila and four weekly flights to Cebu, Culve said Pagadian is accesible via other provinces. It is a five-hour drive to Zamboanga, a two-hour drive to Dipolog and another four hours via the Ozamis route.

Bagarinao urged those who will attend the conference to pass these provinces and see the sights of Mindanao.

Cebu Chamber of Com*-merce and Industry president Samuel Chioson said economic business relations can be established with the conference, pointing out that Cebu is a consumer province while Mindanao is a producer.

Important partner

“We want Mindanao to prosper as well,” he said.

CCCI past president Jose Ng said Mindanao is an important trading partner and that Cebuano businessmen can benefit by seeing what they can offer.

Now on its 20th year, Bagarinao admitted this was the first time they came to Cebu to invite participants.

While they are expecting 300 to 500 participants, Bagarinao hopes 100 participants from outside Mindanao will be present, with half this figure coming from Cebu.

THE 20th Mindanao Business Conference (MinBizCon) will focus on private-public partnership in achieving development goals in Mindanao, a top official of the Philippine Chamber of Commerce and Industry (PCCI) said Tuesday.

The 20th MinBizCon will be held at the City Commercial Center in Pagadian City, the capital of Zamboanga del Sur province on September 7-9.

Edgar Bagarinao, PCCI regional governor for Western Mindanao and Autonomous Region in Muslim Mindanao, said the highlight is in line with this year's MinBizCon theme "One. Global. Mindanao. Making Private-Public Partnership Work."

Bagarinao said among the issues to focus in making private-public partnership work are on "power, agriculture, mining and transport."

President Benigno Aquino III and US Ambassador Harry Thomas Jr. were invited as keynote speakers of this year's MinBizCon, he added.

The MinBizCon trade fair and exhibits, meanwhile, will open on September 7.

The MinBizCon is the official area business conference in Mindanao and is the largest annual gathering of business and industry leaders, government policy makers and stake holders in the region.

ZAMBOANGA CITY, Aug. 25 (PIA) -– Philippine Chamber of Commerce and Industry (PCCI) Regional Governor for Western Mindanao Edgar Mata Bagarinao said it’s best for the region to act as one business community to boost economic activity here as he encouraged the full participation of all business chambers in the region for the 20th Mindanao Business Conference on September 7-9, 2011

In a press conference held yesterday afternoon, Bagarinao said the business group in the region should be on the same direction for a much stable economic climate.

“All of the business chambers here in region 9 should be on the same page as this will make us more competitive”, Bagarinao pointed.

He pointed that there is no room for individuality if the region wants to move forward.

“Dapat hindi tayo nag-kakanya-kanya. We have to pull all our resources and ship it to the market coming out directly from us. Hindi yung idadaan pa natin sa ibang region”, he stressed.

Bagarinao said the region has many products and Zamboanga City has the facilities to ship out the regional products.

“We can utilize Zamboanga Free Port and Economic Zone to ship out our products. Zamboanga del Norte does not have the facility, same is true with Zamboanga del Sur. Mas malapit pa ang Zamboanga kaysa sa Cagayan De Oro”, he added.

Zamboanga City Chamber of Commerce and Industry President Cholo Soliven agreed with Bagarinao saying the city’s chamber is fully supporting this year’s business conference with Pagadian City as host.

“We know that there were some gaps between Zamboanga City and Pagadian City due to the regional center issue. But we are putting it aside and give our full support to the Pagadian Chamber of Commerce and Industry (PCCI) as host of this year’s business conference”, Soliven said.

Parole and Probation Administration holds Regional TC Team meeting

PAGADIAN CITY, Aug. 25 (PIA) -- To discuss on how to improve client’s participation in the Therapeutic Community (TC) program and attain 100% TC attendance in all field offices in Region 9, PPA conducted a regional TC Team meeting on August 23-24 at the PPA Conference Room, F. S, Pajares Avenue, this city.

PPA Regional Director Rosa H. Lacanglacang who presided over the meeting said the Therapeutic Community (TC) is the umbrella program of the agency to rehabilitate clients and reintegrate them in the community as law-abiding and peace-loving citizens.

It is a three-pronged approach to crime prevention with Restorative Justice as its philosophical foundation and the Volunteers as its lead community resource.

The program is constantly evolving and periodically enhanced by the national TC Team in accordance with the feedback from the field to better equip field implementers in community-based treatment of social offenders.

Growth projection

According to the Mindanao Development Authority, Mindanao is expected to grow at 4.5 to 5.5 percent due to industry and service sectors seeing new investments in power, manufacturing, mining and housing construction. The region has also seen growth in business process outsourcing and tourist arrivals.

The conference will feature plenary sessions on the success models of public-private partnerships, Mindanao tourism destinations, Mindanao product champions and responsible minerals development. They will also have as guest speakers President Benigno Aquino III and US Ambassador to the Philippines Harry Thomas Jr.

Aside from the sessions, Bagarinao said they will also have business matching for suppliers, manufacturers and consumers so they can establish partnerships.

Apart from having daily flights to Manila and four weekly flights to Cebu, Culve said Pagadian is accesible via other provinces. It is a five-hour drive to Zamboanga, a two-hour drive to Dipolog and another four hours via the Ozamis route.

Bagarinao urged those who will attend the conference to pass these provinces and see the sights of Mindanao.

Cebu Chamber of Com*-merce and Industry president Samuel Chioson said economic business relations can be established with the conference, pointing out that Cebu is a consumer province while Mindanao is a producer.

Important partner

“We want Mindanao to prosper as well,” he said.

CCCI past president Jose Ng said Mindanao is an important trading partner and that Cebuano businessmen can benefit by seeing what they can offer.

Now on its 20th year, Bagarinao admitted this was the first time they came to Cebu to invite participants.

While they are expecting 300 to 500 participants, Bagarinao hopes 100 participants from outside Mindanao will be present, with half this figure coming from Cebu.

NOTING the lack of processing plants in Mindanao, organizers of the Mindanao Business Conference are hoping entrepreneurs from Cebu and the Visayas will attend the two-day event and establish links with entrepreneurs from Mindanao.

Officials from Pagadian City and the Philippine Chamber of Commerce and Industry were in Cebu yesterday to invite local businessmen to attend the conference on Sept. 7-9 in Pagadian City and discover opportunities for investments.

Mercedes Lourdes Qui**sumbing, president of the Pagadian-Zamboanga del Sur Chamber of Commerce and Industry Foundation Inc., said their provinces have many trade relations with Cebu for products like lumber, seaweed and mangoes.

Processing industries

However, she said there are few processing industries in Mindanao.

They hope to invite Cebuano businesses to invest in their areas, assuring the easy access of Pagadian with other key areas of Mindanao.

Pagadian Councilor Bienvenido Culve also announced an incentive package for investors, saying tax holidays will be afforded to businesses that come in to Pagadian.

Culve said businesses that construct their own buildings can enjoy up to five years in tax holidays, depending on the cost of construction of the building. He noted companies like Gaisano Capital, Robinson’s and SM as having taken advantage of their incentive packages.

Culve said that commercial buildings that are at least four storeys will not have to pay for all local permits for three years.

How true bai nga kung mag apply ta bisan asa nga establishments sa pagadian kay sa City Hall ug sa mayo nato i adress ang application? Ngano man? I think that's true because we sent a hiring notice to the city mayor for a 1 month job and we need around 30 enumerators graduate to a related course as specified in the TOR. Wala gi approve ang among initial choice graduate to a 4-year course ug may mga experience pa because the city hall submitted a list and we found out mga undergrad pa ug walay mga experience. Wala me ma himo becuase we give them the authority to hire kay sa Pagadian area man ang assignment.

This is good kay aware na si Mr. Bagarinao how aggresive is your LGU sa pagattract og investor. Hope he can do reformation in our own chamber of commerce after that conference. PAGADIAN CITY, Philippines – The Pagadian Chamber of Commerce and Industry Foundation, Inc. (PCCIFI) in cooperation with the local government unit (LGU) here will jointly host the 20th Mindanao Business Conference (MinBizCon) in this city from September 7 to 9 with United States (US) Ambassador to the Philippines Harry K. Thomas Jr. as the conference keynote speaker.

PCCIFI president Mercedes Lourdes Quisumbing said President Aquino will also be the conference keynote speaker at the closing of the business gathering.

Quisumbing said that the holding of the annual conference aims to give more focus on regional economic and development objectives.

Quisumbing said it also aims to provide the proper venue for showcasing the investment opportunities in the region, and appropriate forum to present issues and concerns confronting the business community.

For his part, Mayor Samuel S. Co said the 20th MinBizCon will be held at the City Commercial Center (C3), with the theme “One Global Mindanao Making Private-Public Partnership Work.”

Co said the theme gives special emphasis on the partnership and synergy between the business community and the local government in achieving development goals in Mindanao.

Traders said the 20th MinBizCon is the largest annual gathering of business and industry leaders, government policy makers, and stakeholders in the region to achieve a common goal for the development of Mindanao.

Co described the conference as a preferred platform to present the Mindanao Business Policy Agenda, a document covering policy issues on economic development requiring government action and private sector commitments.

At the same time, he said the conference will also provide a venue for trade fairs and exhibits showcasing the product champions in the region with the hope of generating local and foreign interest in Mindanao.

Representatives from local chambers of commerce, trade, and industry associations, national and local government officials, and academe are the expected participants of the MinBizCon.

Embassies, Heads of Missions, and other trading partners are also invited, with the intent of sharing best economic development practices.

Provincial administrator Anthony Padayhag said Zamboanga del Sur Gov. Antonio H. Cerilles was authorized by the Sangguniang Panlalawigan to set up the 10-hectare athletic grounds, on a progressive manner, at the 80-hectare Provincial Government Center in Barangay Dao here.

Padayhag said the sports arena will later be equipped with appropriate facilities including a grandstand, athletic oval, swimming pool, archery range, soccer and baseball fields, and courts for basketball, volleyball, sepak takraw, and lawn tennis.

He said that Cerilles directed provincial engineer Antonio Laurenciana to hasten the completion of the complex which, when finished, will be one of the best of its kind in Western Mindanao.

Padayhag announced through provincial information officer Allan Molde that Cerilles will utilize the sports complex to produce skilled elementary and secondary school athletes for regional and national sports competitions.

Cerilles had earlier traced the province’s unsatisfactory performance in higher athletic derbies to the absence of a local sports arena for rigid training of athletes, Padayhag said.

ZAMBOANGA SIBUGAY WINS KAGAY-AN FESTIVAL FOLKLORIC COMPETITION

Visiting continent, Zamboanga Sibugay is this year’s winner of the “plowtawo” dance competition of the Kagay-an Festival in Cagayan de Oro City. For the first time, the City Government of cagayan de oro and Promote CDO Foundation, opened the said competition to non-CDO contingents to add more cultural relevance to the event.

This is the first time that the “plowtawo” dance technique is being incorporated in what used to be the kagay-an Festival Streetdancing- as proposed by Mr. Jun Pilapil of the NCCA. Hobart Savior and Prof. Glenn Reyes supervised the holding of the event held at Pelaez Sports center.

Zamboanga Sibuway went home with P250,000 cash prize and a trophy. 2nd place went to CDO Contingent Barangay Gusa who received P200,000 cash prize and 3rd place went to another outside contingent- St. Peter’s College of Balingasag, Misamis Oriental who also received a cash prize of P150,000. To date, this is the biggest prize money that has ever been given to a streetdancing competition in the City.

Other participants this year included Gingoog City, barangay bugo and Lapasan of the city, Misamis Oriental Institute of Science and technology, and Municipality of Initao, misamis oriental.

ZAMBOANGA SIBUGAY WINS KAGAY-AN FESTIVAL FOLKLORIC COMPETITION

Visiting continent, Zamboanga Sibugay is this year’s winner of the “plowtawo” dance competition of the Kagay-an Festival in Cagayan de Oro City. For the first time, the City Government of cagayan de oro and Promote CDO Foundation, opened the said competition to non-CDO contingents to add more cultural relevance to the event.

This is the first time that the “plowtawo” dance technique is being incorporated in what used to be the kagay-an Festival Streetdancing- as proposed by Mr. Jun Pilapil of the NCCA. Hobart Savior and Prof. Glenn Reyes supervised the holding of the event held at Pelaez Sports center.

Zamboanga Sibuway went home with P250,000 cash prize and a trophy. 2nd place went to CDO Contingent Barangay Gusa who received P200,000 cash prize and 3rd place went to another outside contingent- St. Peter’s College of Balingasag, Misamis Oriental who also received a cash prize of P150,000. To date, this is the biggest prize money that has ever been given to a streetdancing competition in the City.

Other participants this year included Gingoog City, barangay bugo and Lapasan of the city, Misamis Oriental Institute of Science and technology, and Municipality of Initao, misamis oriental.

First, they have to put up a commissary in order to keep their quality, and putting it in Pagadian is not quite feasible. Unless they open another branch in this city soon, and branch out in another nearby city...

The only way this store can be done and opened is to fly in the ingredients daily from Metro Manila (the only place i the country right now where there are BK stores) to keep the freshness of the ingredients, which is quite costly. BK will not issue a franchise not unless there is no prospect. There are many ways to outsource products and Pagadian is not at all isolated from that. So let's live that to the owner because this is a major business stake; not a simple sari-sari that you can do trial and error overnight.

It's just me, the business minded me...BK is not your usual fastfood, the reason why they haven't gone out of Manila yet, not even Cebu. I used to enjoy their bottomless drinks in their Makati branches (specifically near the AIM-Greenbelt area where I used to hang out a lot) and I would say that BK would not just outsource any ingredient to compromise quality...:)

How I wish they put up in my city too, they are definitely the healthier fastfood, along with Wendy's...:)

Philippine franchise, I think, is held by Ayala, and they started to go out of Metro Manila, I spotted some stores in Laguna (specifically near one of my alma mater, the University of the Philippines), but found some of them closing many years later.

PAGADIAN CITY, Philippines – It is all systems go for the upcoming 20th Mindanao Business Conference (MinBizCon) here with U.S. Ambassador to the Philippines Harry Thomas Jr. confirming his attendance for the upcoming event.

In an interview, City Mayor Samuel Co pointed out that he has laid out the preparations for the Sept. 7 to 9 conference while reiterating that the city government has augmented its security forces in the area.

"All police units, including the military augmentation forces, have been briefed for the upcoming conference," he said.

He also vowed to personally monitor the security situation, allaying fears of prospect-participants of any security threat in the area.

The hosting of the MinBizCon here is timely as the city has became an economic icon in Western Mindanao region, according to Co.

"Over the years of my administration, we have transformed Pagadian City into an economic hub of Zamboanga Peninsula."

In nearly seven years in office, he pointed out that the economic activities here have soared beyond the normal level with prospect-investors gearing up of building more infrastructures in the city's commercial center.

"Our tax programs for business applicants entice businessmen to pour more investments here," he said, while reiterating the five-year tax discounts that they have implemented for applying traders.

Kicking up with the theme "One Global Mindanao: Making Public-Private Partnership Works", the event aimed to augment the flagship development undertakings of President Benigno Aquino III, the public-private partnership (PPP) program.

The conference will also provide venue of trade and exhibits for Mindanao products with the hope of generating more investments in southern part of the country, the mayor said.

The largest business gathering also hopes to present the Mindanao Business Policy Agenda that will reveal the entire economic development programs of the region involving the public and private sectors.

The event will serve as forum for the investors from Luzon, Visayas and Mindanao to urge the government to enhance Mindanao’s transport connectivity, implement programs to improve the global competitiveness of the regions’ workforce, and promote the development of micro-enterprises.

The event will be held at the newly-created City Commercial Center (C3) Mall, one of the few government-operated shopping centers in the country.

Apart from the U.S. envoy, secretaries Gregory Domingo (Trade) and Proceso Alcala(Agriculture), and Philippine Chamber of Commerce and Industry president Francis Chua will also attend the event.

^^In my viewpoint i dont find those wall treatments as hugaw hugaw nor offensive (though i also found it a bit over styled) unless their concept for this resto is about trees or sort of that..in studying the interior and exterior of a building one must define the binding tool that makes the building seamless and united, thus, its concept. :):)

Zambo lawmaker boosts national greening program

MANILA, Philippines -- Zamboanga del Sur Rep. Victor Yu (1st District) said today that the House Committee on Reforestation boosted its campaign on the National Greening Program (NGP) of the Aquino administration.

In an interview, Yu, chairman of the reforestation committee, pointed out that they are now hearing various bills from several lawmakers that aimed at augmenting the government’s tree-planting programs.

“We already have identified areas for the government reforestation programs, and we are hearing several bills for sustainable forest management,” he said.

He however admitted that the NGP's greatest perils in its campaign is the perennial slash-and-burn farming (kaingin) practices among local farmers.

"The sustainable forest management fails to pass in previous Congresses because on the issue of protection and production. Also, we have to look and review on the existing agreements of logging corporations, and the livelihood programs of the affected farmers," he said.

The NGP is the Aquino administration's flagship program for reforestation, where the government aimed at planting 1.5 billion trees in 1.5 million hectares of lands from 2011 to 2016.
*
Yu pointed out that the government has doubled its effort to implement the NGP that President Benigno Aquino III launched last May.
*
"We are closely monitoring the NGP hoping that we could be of help in fast-tracking the reforestation program of the government," he pointed out, while citing that his committee has been dealing with at least 42 measures from 20 lawmakers that have reforestation concerns.
*
Apart from reviving the country's watersheds and forests, the NGP also aimed at reducing poverty, promote food security, environmental stability and biodiversity conservation, and enhance climate change mitigation and adaptation.
*
Areas for planting under the program include forestlands, mangrove and protected areas, ancestral domains, civil and military reservations, urban areas under the greening plan of the local government units, inactive and abandoned mine sites, and other suitable lands of the public domain.
*
The NGP also seeks to improve water quality in rivers and irrigation for farm lands, reduce the potential for flooding, soak up carbon dioxide out of the atmosphere, and lay the foundation for an expanded wood-products economy.
*
All government agencies and institutions, including local government units, will provide full support to the program not only in terms of tree planting, but also in the production of quality seedlings, mobilization of all government employees.
*
The program also required students from Grade 5 to college level to plant at least 10 seedlings each, annually.*
*
Aquino’s NGP came after he issued Executive Order 23 last February, indefinitely suspending all logging operations in the country following massive flooding and landslides that hit the country early this year.

The Zamboanga del Sur Police Provincial Office has tightened security in the province in preparation for the coming of President Noynoy Aquino and US Ambassador Harry Thomas who were invited as guest speakers in the 20th Mindanao Business Congress scheduled on September 7-9 ,2011 at the City Commercial Center Building owned by the city government of Pagadian City.

Police Provincial Director Sr. Supt. Bayani Jose L. Gucela reported to Police Regional Office 9 Director Chief Supt. Elpidio Z. De Asis Jr. that all his policemen under him are now in place in their stations and are coordinating with the military to ensure peace and tranquility during the three-day gathering.

Gucela said that aside from the Provincial Public Safety Battalion, Chief Supt. De Asis has also put up additional PNP troopers from the 9th Regional Public Safety Battalion. Gucela said he has detailed police troopers in the different entry and exit points of Pagadian City. Other PNP troopers conduct random checkpoints and patrols in the different areas. The rest are standby mode and on call and ready to respond to any emergency.

The police provincial director also said that after the 20th MINBISCON, his command will continue the security measures in place because the province will have another activity to celebrate which is the founding anniversary of Zamboanga del Sur on September 11-28, 2011.

PAGADIAN CITY, Philippines – The transfer of the regional government center of Western Mindanao from Zamboanga City to this city has become virtually final after the Department of Public Works and Highways (DPWH) started to construct in this city several high-rise buildings for regional offices of various national agencies.

DPWH Project Engineer Manuel V. Mijares said the building constructions, being monitored by the Regional Project Monitoring Committee, are now in full swing at the 100-hectare Provincial Government Center in Barangay Dao

When completed, the edifices will be occupied by government entities that are currently renting in private houses, he said.

Mijares reported that the building of a three-storey edifice is almost halfway completed by the PL Sebastian Construction Co. even as another four-storey building is scheduled to be set up soon.

Both structures are estimated to cost some P500 million, it was learned.

He said the first structure will be occupied by pre-identified oversight agencies such the Commission on Audit, Department of Budget and Management, National Economic and Development Authority, Civil Service Commission, and Bureau of Treasury.

The second edifice, Mijares said, will house other government agencies even as the Department of Education (DepEd) and a few other entities had earlier set up their own regional offices elsewhere in this coastal mountain city, often described as the “Little Hong Kong of the Philippines” owing to its physical similarity to the Crown Colony.

The transfer of Region 9 seat of government to this city was first directed by then President CorazonAquino in June, 1990, through Executive Order (EO) 429, which order was rescinded by President Fidel V. Ramos through EO 325 that former President and now Pampanga Representative Gloria Macapagal Arroyo also later disregarded thus affirming Mrs. Aquino’s initial order naming the centrally located Zambolanga del Sur capital city as Western Mindanao regional capital.

Late last year, President Aquino issued an order suspending the ongoing transfer pending further study on the matter until March, 2011.

City Mayor Mayor Samuel Co noted that with the President’s suspension order on the transfer long overlapped and with the ongoing DPWH construction of buildings in Barangay Dao, Zamboanga del Sur’s capital city is virtually now the final seat of government of Region 9.

In another development, the municipal government of Ipil in Zamboanga Sibugay has deployed a mobile pharmacy to rural communities to bring free medicines closer to rural residents so they would no longer travel to the town proper to purchase needed medicines.

The project, which carries the slogan “Resita Mo, Gamot Ko,” was initiated by Ipil Sangguniang Bayan (SB) Member Edna Diaz who explained that the traveling botica (drug store) is primarily designed to serve remote villages with free medicines to safeguard the health of rural inhabitants.

Diaz said the mobile pharmacy will dispense medicines with the prescription of doctors from the Municipal Health Office to ensure that the medicines are appropriate for the patients.

The local lawmaker said the traveling pharmacy, considered the first of its kind undertaken by a local government unit (LGU) in Western Mindanao, may have a minimal impact to downtown and suburban residents but it is a boon for remote villagers who now have access to medicine at their doorsteps.

The medicines, which rural residents can avail of with the traveling botica, Diaz said, include medicines for common ailments like whooping cough, fever, stomach ache, skin diseases, diarrhea, headache, tooth ailments, wounds, muscle pains, serious insect bites, and the like .

Diaz has also scheduled, using the mobile pharmacy, regular medical outreach missions in remote villages in coordination with the municipal health personnel.

P35 for a dozen donuts sounds good, translation- less than a buck! My cheapest coffee is $1.30, small, and its not Starbucks. If you need a donut, shell out another buck. So there in Pagadian, you get this dozen donuts plus a free drink; what more can we ask! Is KFC close to C3, heard its a stand alone outfit?

I think dili jud na mapaubos ila presyo kay chartered plane man gud sila, so whole plane, if I am not mistaken and correct me if I'm wrong, ang abangan. As opposed sa individual aircraft seats nga mao ang ginabuhat sa CEB, PAL, ZESTAIR ug APX. Mao it appears nga barato ila prices kay individual aircraft seats man.

The reason Gwert is that they have clean presentation of their fish and meat section. My folks there didn't mind the price. Gaisano and Peoples have their own crowd as well so I think the rise in population in Pagadian and Zambo Sur is making its mark. The province has a lot of growing towns as well whose populace shop in this capital city.

ZAMBOANGA CITY -- Joint ventures between the government and private businesses in priority areas like energy resource development and tourism, as well as submission to Malacañang of a proposed island-wide policy agenda will highlight this year’s 20th Mindanao Business Conference (MinBizCon) scheduled to be held on Sept. 7-9 in Pagadian City, Zamboanga del Sur.
With the theme, "One Global Mindanao: Making Private-Public Partnerships Work," the conference will also provide a venue for trade exhibits showcasing major projects of the island’s six regions.

Mercedes Lourdes S. Quisumbing, president of the Pagadian Chamber of Commerce and Industry Foundation, Inc., said in a press briefing here last week that besides President Benigno S. C. Aquino III, other officials expected at the three-day summit include US Ambassador Harry K. Thomas, Jr., who has been invited to address participants.

The US government, through the United States Agency for International Development’s (USAID) Growth with Equity in Mindanao (GEM) program, has been highly visible through small infrastructure and livelihood projects on the island, particularly in areas affected by conflict.

Mr. Thomas said in a forum with BusinessWorld editors and reporters last July that the campaign against terrorism was the US’ prime concern in Mindanao.

Specifically, development projects funded by USAID’s GEM program are meant to uplift the lives of residents, thus, depriving extremists of a recruitment pool in impoverished communities.

Ms. Quisumbing said the conference will include plenary discussions on public-private partnerships (PPP), the current administration’s flagship program that aims to boost infrastructure nationwide in order to drive economic growth to a sustained, higher rate of at least 7% annually until 2016.

Such sustained, faster growth rate, in turn, is needed to make a substantial dent on poverty.

A tentative list of the PPP Center shows this flagship program currently includes only a few Mindanao projects, particularly: the operation and maintenance contract of Laguindingan International Airport, Kabulan 2 Multipurpose Irrigation and Power Project at the border of Sultan Kudarat and Maguindanao and development of an island-wide railway system.
PRIVATE SECTOR VIEWS

Among private sector representatives expected to address participants is a representative of Australia-based Greenergy Solutions who will talk about the potentials of renewable energy, Ms. Quisumbing said.

Greenergy Solutions, she noted, has decades of experience in technology, operations, financing and policy involving environment and power utility sectors.

Ms. Quisumbing added that another plenary session will focus on developing the island’s agriculture sector.

She said "big businessmen from Davao" will talk about high-value crops and aquaculture, while a speaker from Cagayan de Oro will discuss processing technologies and effective marketing.

Ms. Quisumbing added that Elpidio M. Paras, owner of Dahilayan Adventure Park in Bukidnon, will talk about prospects for tourism on the island.

Edgar M. Bagarinao, regional governor for Western Mindanao and Autonomous Region in Muslim Mindanao of the Philippine Chamber of Commerce and Industry (PCCI), said in the same briefing that prior to the conference, PCCI had held consultations in the cities of Zamboanga, Cagayan de Oro and General Santos.

Mr. Bagarinao said these consultations gathered representatives of national government agencies, chambers of commerce, industry and trade association, and academic institutions.

These consultations, said Mr. Bagarinao, resulted in a draft Mindanao Business Policy Agenda that PCCI is now finalizing in cooperation with the Mindanao Development Authority.

The draft identified a number of concerns of Mindanao’s business sector, including:

• ensuring sufficient power supply throughout the island by encouraging and facilitating new investments in power generation;

The Regional Project Monitoring Committee-Technical Working Group (RPMC-TWG) IX inspected the on-going Construction of Common Building and Facilities last July 13, 2011 which will house selected regional offices in the region. The project is located at the Provincial Government Center in Barangay Dao, Pagadian City and is being implemented by the Department of Public Works and Highways.

The project involves the construction of two concrete buildings: Building A, which is a three-storey building; and Building B, which a four-storey building on a 20m x 50m floor plan. It is contracted under P.L. Sebastian Construction with a contract amount of P 152 million. According to Project Engr. Manuel V. Mijares, the project is 16% complete as of June 25, 2011. It has not experienced any problems and is going on as planned. The project is expected to be completed on or before January 31, 2013.

Accordingly, the two buildings which are part of the Regional Government Center are proposed to house some Regional Line Agencies. Building A is originally intended for the Oversight Agencies, which were already pre-identified as follows: Bureau of Treasury, Information and Technology Center, Civil Service Commission, Commission on Audit, Department of Budget and Management and the National Economic and Development Authority. Occupants for Building B are not yet identified.

The construction of these buildings would directly benefit the Regional Line Agencies which do not have permanent offices in Pagadian City, as well as those offices with currently limited space for their employees and staff. (Michael Vincent Caboral, EDS II-PMED)

This is not the Regional Building...

Dipolog City saw the conduct of the 135th Regional Development Council IX meeting on March 3, 2011 at Top Plaza Hotel. Presided by RDC IX Chair, Mayor Evelyn T. Uy of Dipolog City, the meeting was attended by about 80 participants composed of regular members, private sector representatives, guests, and secretariat.

After deliberating on various regional concerns, the body passed nine resolutions, three of which are for the Department of Public Works and Highways. These include the Conversion of Zamboanga del Sur Coastal Road from Provincial to National Road; Conversion of San Isidro, Bayog-Bagong Kahayag, Lakewood Provincial Road to Secondary National Road; and the Conduct of Master Plan and Feasibility Study of Flood Control and Drainage Projects for Selected River Basins, Package 4.

The fourth resolution requests the Department of Budget and Management to Localize the Millennium Development Goal Budget by Agency and Region thereby facilitate the evaluation whether lagging regions will be prioritized in the budget allocation; also endorsed was the Proposed Inclusion of Additional Local Bridges in Zamboanga del Sur under the “Tulay ng Pangulo para sa Kaunlarang Pang-Agraryo” Program of the DAR; and the Proposed Extension of the Implementation of the Zamboanga Peninsula Integrated Agricultural Development Program (ZIADP) for CY 2012-2016.

The body also endorsed the Inclusion of Abaca as One of Region IX’s Champion Products; and the designation of Siquijor island in Central Visayas as the Venue for the CY 2011 2nd Quarter RDC IX Meeting Cum Orientation and Team building Activity.

In a move to respond to the letter of the Presidential Management Staff requesting the official stand of the RDC IX on the location of Regional Center of Region IX, an exhaustive deliberation highlighted the official position of RDC IX on the matter. To facilitate decision making, the Council decided to have two rounds of votation for the selection of the location of regional government center, by secret balloting.

The first round revealed the following results: Zamboanga City-22 votes; Pagadian City-5 votes; Dipolog City-3 votes; Ipil-2 votes; with 2 members abstained. The final round of votation (with choices of the top two highest votes from the first round result) even raised the number of those favoring Zamboanga City as the Regional Center, with Zamboanga City-26 votes, Pagadian City-4 votes; with 4 members abstained.

This issue has gone past its deadline. Still no hint nor any gestures from the Palace as to the settling of the issue. I'd like to believe that they're having a hard time in trying to pacify and come with a deal taking into consideration that both cities, ZC and PC, have been exerting much effort in trying to get back the regional seat, and maintaining it in their own territory respectively.

In the side of the president, I can see that this is not a priority issue for him (which is obvious as stipulated during the latest LEDAC meeting of the representatives) because there are many other pressing issues that needs more of the attention of the president, that I don't need to mention. Also because, we need to admit that each agency has been efficient in giving out their functions notwithstanding to the fact that the geographical distances seem to a problem here. Well, at least the two parties have been compromising, the people who'd transact and the government office itself ending in able to give out and receive the services that are due to the people and are expected from the respective offices.

So yes, let's leave the matter to the President and let's wait. Perhaps, he's just waiting for something or he's waiting that each city must prove their worth in either having to be given back the status of being the regional center, or having to be retained as the regional center of ZamPen.

However, PC is now improving, and as biased as I can be, I think PC can already accommodate all of the government offices come 2 years time or less. Given the functional airport (in which I am hoping that more airlines would open flights so as to avoid monopoly), better roads leading to the cities (which now gives access to the farflung municipalities and barangays), seaport which connects to Cotabato (if I'm not mistaken), PC is already as accessible as ZC. Given its accessibility, there's not much reason why ZamPen residents can't transact with the offices besides, PC is strategically located to be near in Zambo Sibugay, Zambo del Norte. And if the Regional Center Compound will fully realize, it'd be a one-stop shop for the people who would transact as regional offices wouldn't be that far anymore.

So Pagadianons, let's cross our fingers. :)

The Bangaan Marine Sanctuary in Tungawan, Zamboanga Sibugay topped the 2011 Marine Protected Areas (MPAs) awards rites held August 31 at the Bahay ng Alumni, University of the Philippines, Diliman, Quezon City.

Bangrin Mangrove Marine Protected Area in Bani, Pangasinan took the 2nd prize.

Two MPAs shared the third prize — Twin Rocks Marine Sanctuary in Mabini, Batangas and Tambunan Marine Protected Area, Tabina, Zamboanga del Sur.

The winners received cash prizes from sponsors (1st prize, P100,000 2nd prize, DOST-PCAMRD: P50,000; 3rd prize, DA-BFAR: P35,000 each). The cash incentive aims to support their MPA management activities and projects.

Winners were chosen from 117 nominations representing 17 provinces all over the country. Out of these, 14 finalists stood out based on their level of management effectiveness, scores and MPA size.

To determine the top three winners, MSN members and partners did field evaluation of the entries. General criteria used for the final evaluation were: (1) management effectiveness, (2) bio-physical and ecological impacts, (3) social and economic benefits of the MPA.

A special award was given to Tubbataha Reefs Natural Park for being a UNESCO heritage park and protecting more than 90,000 hectares of biologically diverse marine area.

Marine Protected Areas (MPA) Support Network [MSN], a multi-sectoral group of organizations representing academic institutions, national government agencies, non-governmental organizations and people’s organizations, organized the event.

Lending a hand to MSN are the Foundation for the Philippine Environment (FPE), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, United States Agency for International Development (USAID)-Philippine Environmental Governance Project (ECOGOV), Asian Development Bank (ADB), Department of Environment and Natural Resources-Protected Areas and Wildlife Bureau (DENR-PAWB), the Department of Agriculture - Bureau of Fisheries and Aquatic Resources (DA-BFAR) and others.

Pagadian as relocation hotspot

During the late 1930’s, there were only 14 shanties occupied by the lumads of Pagadian (or Barangay Pangadian of Labangan). Back then, life was simple and passive. The first settlers only toiled the land to survive.

Today, Pagadian has 165 thousand residents. On any given day, close to 50 thousand tourists and visitors drop by for business engagements, official transactions, and also for personal affairs.

As regional center, the population of Pagadian skyrocketed as the city has become a relocation hotspot for the employees of many regional offices of the national government agencies.

With massive infrastructure projects, booming business, and flooding tourists, Pagadian has been transformed to an urbanized, densely populated component city.

Almost in all aspects, the city becomes richer day by day. Nevertheless, a number of drawbacks may upset political conservatives who would prefer an uncomplicated and undemanding community.

On the top of the list is the rising figure of crime incidents, which is normal, albeit alarming, to a fast expanding populace that is also culturally diverse. City Hall and Police officials claim that compared to other urban cities in the country, the crime rate in Pagadian is relatively low; and that crime incidents here are isolated cases.

Another disadvantage, which is brought about by the prevailing supply and demand conditions, is the soaring costs of goods and services and the potential shortage of marine products supply and agricultural produce, particularly vegetables.

The less productive and other financially challenged groups lack the flexibility to cope with the accelerated progress and include themselves among the mounting urban poor.

But Pagadian has some mystical feeling in the air that seems to bode good times ahead as the local government strives to strengthen the city’s robust economy by providing steady jobs, keeping low unemployment rate, and promising job growth for continued prosperity to all. The City also provides more livelihood financial assistance to cooperatives and other sectoral groups to ease poverty. Officials make every effort to lure businessmen, investors, and other enterprising individuals with tax incentives and a vastly improved peace and order situation.

With more business and employment opportunities, more wealth of amenities and better entertainment, and more vigorous and sensitive local government policies, Pagadian, undoubtedly, will become a sound relocation hotspot and a well-sought tourist destination. (nmbdablo@yahoo.com)

Pero hopefully time will come nga since tertiary hospital man jud na ang ZDSMC, maka-accommodate sila ug mga operations that would lessen the need to go to bigger cities.

Maka accommodate na lagi ang atoang ZDSMC ug Nuero surgeries....Pila na ka patients ang akoang na handle na post Craniectomy...:)
