(Pagadian City, September 10) - The City Government of Pagadian City and four (4) other municipalities, San Miguel, Guipos, Tukuran and Aurora in Zambonga Del Sur in the Philippines had signed a Memorandum of Agreement with Greenergy Solutions Inc. for the creation of a 25 year Public-Private Partnership for the operation of a Waste-to-Energy (WTE) facility that will convert municipal solid waste (MSW) into a renewable energy.
Pagadian City's Mayor Samuel Co and Greenergy Solutions' CEO, Ruth P. Briones agreed to turn the City and its adjacent towns into zero waste local government units, which is required under environment regulations in the Philippines.
The signing was during the opening of the 20th Mindanao Business Conference on "Public-Private Partnership" which is being hosted by the City Government of Pagadian City held on September 7-9, 2011 attended by about 300 traders, businessmen, provincial chambers of commerce, and government officials from Mindanao in the Philippines.
The Proposed Public Private Partnership between Greenergy Solutions and the City of Pagadian will convert the half-a-million tons of waste at the Pagadian City landfill and the daily tons of waste generated by five (5) government units in the province of Zamboanga Del Sur.
The WTE project will install a thermal gasification technology that complies with the Ecological Solid Waste Management Act and Clean Air Act. The WTE facility will generate renewable energy that will be directed to the National Grid to be distributed to consumers and enjoy the benefits under the Renewable Energy Law.
It could be noted that during the past weeks there were debates on the proper disposal of Municipal Solid Waste in the Philippines which was triggered by the recent collapse of the landfill in Baguio City which caused the death of dozens of people living in the adjacent area to the landfill.
The Philippines, however has a strict Clean Air Act Law that prohibits the use of incinerators and open burning technologies in the disposal of the country's more than 16.0 Million tons of waste generated annually since 2010.

BEMBOi September 12th, 2011, 06:51 AM PNP’s new communication facilities, vehicles vital in the fight vs criminality, says Pagadian mayor

PAGADIAN CITY, Sept. 1 (PIA) -– To effectively fight against criminality and maintain peace and order, the city government has purchased this week number of communication facilities and motor vehicles.
This was disclosed by Mayor Samuel S. Co on Wednesday during his weekly radio program dubbed “mayor’s report” simultaneously aired in all radio stations here.
Co said 60 units of hand-held radio transceivers and 30 units of single motorcycles were purchased by the city government to be used by law enforcers in their campaign against criminalities.
This move, Co said is just part of the city government’s most sincere efforts in preventing the occurrence of crimes.
It can be recalled that the chief executive made his bold and firm commitment to reduce crime by devoting much of his time and effort as chairman of Peace and Order Council following the shooting incidents that took place on August 1, killing Pangsayan S. Radi Jr, municipal planning development officer of Labangan, Zambanga del Sur and Rene Ebol, administrative officer II of Pagadian City government, both were killed in a broad daylight by perpetrators in the city.
Co said the single motorcycles in different colors will be used by law enforcers to conduct surveillance and intelligence work in 21 urban barangays of the city. “With their constant monitoring and presence, they can immediately act whenever crime will happen,” he pointed out.
Zamboanga del Sur PNP provincial director P/Sr. Supt. Jose Bayani L. Gucela thanked Co for showing his great concern for the law enforcers in providing said equipments saying that these could be of great help in responding crimes thereby achieveng peace and orderliness.
“We expressed our deep appreciation to Mayor Co for his cognizance to the PNP in the effective enforcement of peace and order in the city,” Gucela added.
Gucela said that one of the identified problems he noticed in the organization is the lack of mobility. “With these equipments, the law enforcers can now effectively perform their duties in maintaining peace and order,” Gucela said.
City PNP director P/Supt. Primitivo P. Lorenzo, Jr. the Pagadian City police station is “extremely pleased to receive such a generous donation from Mayor Co, who has been working with our officers and men to help improve the local area for some time. The new motorcycles will benefit the team and community at large, as we continue to work towards maintaining safer and peaceful communities for all.”
Lorenzo said the equipments will be used by the law enforcers across the city to patrol their beats and also in the urban barangays , and to respond quickly and decisively to any impending threats against civilians.
In the past, Lorenzo said beat patrols were using their privately owned motorcycles but now they will be using vehicles from the city government.
In our campaign against criminality, Lorenzo said 85% or 119 from the 130 of our law enforcers will be deployed in the field saying that the city police is now ‘proactive’. “We are now adopting ‘proactive policing’ strategies in which police initiate action instead of waiting for calls”, Lorenzo explained.
Meanwhile , Co said the equipments are now stored at the city hall and will be officially turned over to PNP headquarters as soon as the blinkers will be installed and painting will be completely done. (JPA/GCC/PIA9-Pagadian)

PAGADIAN CITY, September 11 (PIA) – ‘No economic or business opportunity will flourish if we have degraded the environment.”
This was declared by Presidential Adviser for Environmental Protection secretary Juan Romeo Nerues O. Acosta on Friday during the closing ceremony of the 20th Mindanao Business Conference (MinBizcon) at the City Commercial Center (C3) here.
In his keynote speech delivered before the businessmen, Acosta said if we do not have clean water, if our forests are depleted, our river basins dried up, and coral reefs are dead due to over fishing and siltation business opportunities will never thrive.
Acosta, a Mindanaoan and strong advocate of environmental protection and conservation underscored the great importance of ecological balance in attaining peace and development.
Acosta viewed balanced ecology as one of government’s trusts in attaining sustainable development for Mindanao . “Anything that is our economy is a subsidiary of our ecology,” Acosta explained.
“When there were no more forests, there will be no watersheds. When there will be no water, there will be no “palay”. When there will be no “palay” , there will be no food. When there will be no food, there will be no life,” the Presidential Adviser for environmental Protection said.
Acosta appealed to everyone that in attaining development, one should never compromise the benefits that they enjoy.
“Never compromise what should come and what you should also been able to enjoy and benefit from simply because we are now in a situation of a highly contending competitive dynamic,” Acosta added.
In a related development, Acosta said that President Benigno Simeon C. Aquino III is not only very much concerned on his campaign on anti-corruption and good governance with the popular slogan “matuwid na daan” (straight path), but he is also concerned on the environment with its slogan “Matuwid na daan sa berdeng paraan”.

PAGADIAN CITY , September 10 (PIA) –- Many children have been reported to be engaged in work, employed or recruited for employment under extremely hazardous and exploitative conditions, including cases of prostitution, bonded child labor and other worst forms of child labor.
To help achieve the goal of “child labor-free” Philippines by 2015, the Department of Labor and Employment is intensifying its drive against child labor through the institutionalization of several programs and activities, one of which is the reactivation and strengthening of existing Child Labor structures.
DOLE Regional Director Ponciano Ligutom said members of the Provincial/City Child Labor Program Committee will gather for a 2-day re-orientation on the Philippine Program Against Child Labor Strategic Framework 2007-2015 and Child Labor Knowledge Sharing System at Sibugay Grand Plaza Hotel in Ipil, Zamboanga Sibugay on September 13-14, 2011.
RD Ligutom said the activity aims to renew and intensify awareness and understanding of line implementers on the issue of child labor, thereby improving delivery of services to child laborers and their families.
Further, it is also seen to help increase the number of convictions using child labor laws and statutes through improved knowledge, skills and attitude of enforcers and partners.
Culminating the activity will be the renewal and the signing of program commitment by all line agency partners and stakeholders.
These include the Department of Social Welfare and Development, Provincial Health Office, Department of Education, Department of the Interior and Local Government, Liga ng mga Barangay, Department of Justice, Philippine Information Agency, National Bureau of Investigation, Philippine National Police, National Statistics Office, peoples’ organizations and non-government organizations.
Child labor is defined as the illegal employment of children, where they are not directly under the sole responsibility of their parents or legal guardians or the latter employ other workers, apart from their children, who are not members of their families, or the work of children endangers their life, safety, health and morals or impairs their normal development including schooling.(ALT-PIA9/Zambo Sur)

MANILA, Philippines — Cebu Pacific (CEB) going gung-ho on local tourism, intends to increase its domestic flights in the last quarter of 2011, adding 33% more seats compared to the same period last year as it takes delivery of 3 more brand-new Airbus A320 aircraft in October.
The move is ‘‘in line with CEB’s commitment to promote tourism in the destinations it flies to,’’ explained CEB VP for Marketing and Distribution Candice Iyog. “Foreign and local travelers can book CEB’s lowest fares to explore the
Philippines’ top beaches and diving sites and attend the country’s most popular fiestas.”
“We currently already offer the most flights and the lowest fares to Cebu and Davao, two key cities in the Visayas and Mindanao, compared to any other airline,” she added.
CEB is the largest carrier in the Philippine air transportation industry, “with the most extensive local route network” and higher flight frequency within the country than any other airline.
As it increases its domestic flights, CEB will also continue to have the most flights to popular tourist destinations such as Boracay, Coron, Dumaguete and Cagayan de Oro.

So this inclined boulevard is a very good asset indeed for the city. It could host a challenging marathon and walkathon from the pier going up to the rotunda. Perhaps the mayor can sponsor an extreme endurance competition like kayaking from Dao-dao island to the pier, then racing up to the rotunda! Events like these will be a good tourism draw and surely will pump money to the local economy.

THE Tourism Infrastructure Enterprise Zone Authority (TIEZA) Board of Directors has approved two tourism-related development projects for Zamboanga Peninsula.
This was announced by Mindanao Development Authority (Minda) chairperson Luwalhati Antonino, who sits as one of the Board of Directors, saying the two projects for Zamboanga Peninsula are among the 29 approved projects for Mindanao.
Antonino said the projects included the development of Pulacan fall in Labangan town, Zamboanga del Sur and the construction of the Cogon Eco-Tourism development project in Dipolog City, the capital of Zamboanga del Norte.
Mindanao got a hefty share of 35 percent from the P448.84 million TIEZA priority infrastructure projects for this year, Antonino said.
She said Mindanao would only get an average of seven to 10 percent budget share from TIEZA, the then Philippine Tourism Authority in the last 10 years.
"Unlike before that we only had a measly share of their [TIEZA] budget, Mindanao is now given attention," she said adding that tourism has a multiplier effect in terms of job creation
She added that Minda shall continue in its efforts to secure financing support for the Mindanao imperatives by engaging more public-private partnerships while advocating for a fair share in the national budget.

It is the discretion of the OBO, particularly the architectural component that exercises the enforcement of what you highlighted in red. However, everything starts from city planning before your working drawings can even reach the OBO, in Pagadians case the city engineer. The catch is, the mayor is also part of the signatory, in fact, there is a line-up, plus the SOP if you like. Its a city project to begin with so if thats what Sammy likes then so be it. whats the waiting shed for and whats the purpose of this fancy enclosure? someone mentioned this is Ilang's pet project that would end up as an amusement park?, thats good really if it will turn out that way, some landscape on the exterior please, other wise this will be nothing but a glorified fence. Anyways, any project that would benefit the citizens is good, sans the pocketing involved.

Handog Titulo highlights 59th Anniversary celebration of Zamboanga del Sur

PAGADIAN CITY , Sept 14 (PIA) –- Two hundred fifty (250) landowners benefitted from the Handog Titulo Program from the municipalities of San Pablo, Dimataling, Molave, Tigbao, Dumalinao, Margosatubig and Pagadian City.
The activity was made possible through the coordination of the Provincial Assessor’s Office, Register of Deeds and the Provincial Environment and Natural Resources Office.
It can be recalled that Republic Act 10023 otherwise known as An Act Authorizing the Issuance of Free Patents to Residential Lands, whose principal author was then Congressman Antonio H. Cerilles and now Governor of Zamboanga del Sur was a giant leap in implementing the Land Administration Program in the country.
This enables processing of applications for land title within 120 days, having complied with the required notices and other legal requirements. The Provincial Environment and Natural Resources Office (PENRO) is given five days to approve or disapprove the patent. In case of approval, patent shall be issued but in case of conflicting claims among different claimants, the parties may seek the proper judicial remedies.
Governor Antonio H. Cerilles said this is one among the priority projects of President Benigno C. Aquino III, to enable our poor constituents to own a parcel of land and encouraged those Handog Titulo recipients to tell others to avail of the benefits of RA 10023.
This will give them the freedom and privilege to own the untitled land they are occupying, a new beginning for those who want a change in their lives. (ALT-PIA9/Zambo Sur)

Pagadian City, Sept. 15 (PIA) -– The Department of Social Welfare and Development (DSWD-IX) has disbursed a total amount of P499,974 million for the Pantawid Pamilya Pilipino Program (4Ps) beneficiaries covering 15 municipalities of the second congressional district of Zamboanga del Sur.
In her report during the Convergence Caravan held in Dumalinao gymnasium on Thursday (Sept. 15), Evangeline Poquita, 4Ps provincial focal person disclosed, that from May 2009 to June 2011 DSWD has released the total amount of P499,974 million intended for the 33,965 beneficiaries of the program.
The number of beneficiaries as of September 2011 are as follows: Tabina (1991); Dinas (2564); San Miguel (1675); Lapuyan (2686); Vincenzo Sagun (1834); San Pablo (2218); Tigbao (1669); Lakewood (1829); Kumalarang (3548); Bayog (2479); Dumalinao (2627); Pitogo (2048); Dimataling (3254); Magorsatubig (2240) and Guipos (1303).
In his State of the Nation Address (SONA) on July 25, President Benigno S. Aquino III has ordered DSWD to expand the program to two million beneficiaries by 2011 for the entire country. Zamboanga del Sur got a share of 27,940 beneficiaries, to date the province has a beneficiary base of approximately 64,575. (JPA/CAL/PIA9/ZamboSur)

Never realized how big this supermarket is until now with lots of late last minute shoppers. The advantage of Gaisano really is their parking. I think the out of town traders can simply request their "suki" passenger vehicles to simply drop by and pick them up on the way out!

Is this the new "club" to see and be seen in Pagadian?. To all those young and young at hearts during the 80s, first to be famous was "Phase-1 Disco"(back of Caltex), then upgrade to "10 Disco", then Guillermo became the hang-out for ballroom while Cafe -llang -lang was the in place for karaoke. Capitol Park was for live bands; these days are the so called piano bars!
markpaul September 16th, 2011, 08:10 AM I went to WHITE BEACH today, I though it was a white-sand resort but it turned out to be a small fishing village. Sa Puting Balas diay ang resort which is on the other side diay. BUT, I super enjoyed my stay sa BRGY. WHITE BEACH.
I met a fellow passenger sa pumpboat then she toured me around WHITE BEACH, she introduced me to the seaweed industry around and unexpectedly she invited me to witness how they grow the seaweed along the bay. Together with the wife of the Brgy. President we sailed to the bay where the seaweeds are cultivated.
PAGKALINGAW nalang jud, we rowed along Pagadian Bay on a small boat. At first I was hesitant basi malunod mi, di bya ko kabalo mag-swim haha. Thank God the bay was calm. I discovered na kaning murag hugaw sa dagat were actually bottles para magfloat ang rope were the seaweeds are grown. Pagkadakoa nalang sa area sa mga seaweeds.
Going to BRGY. WHITE BEACH was really memorable, kabut-an nalang nila. It was better than the usual "beach" destination.

Never mind the skyscraper but ito nalang ang kulang sa Pagadian to complete its Hong Kong title. JUNKBOATS! Pero okay na rin yung fishing boats na may tentacles haha

The white sand bar is the one across the "white beach" village. It is a smaller version of the one in Camiguin. It is true though that village used to be white sand before until it was populated, thus the monicker "white beach". Yes, those large fishing boats with tentacles goes to the deep sea and they are the workhorse of the fishing industry there. By the way, the city was dubbed little HK not because of highrise buildings but the hilly terrain. If you have stopped by Dao-Dao island, you can see a panoramic view of the city and the rising profile of the buildings. As usual, its famous icon is the "fast and furious tricycles" which proved irresistible to local and foreign guest. Try riding one from the rotunda to the pier and it is more than what you want from any amusement ride! Hope you had a memorable stay Mark!
Jimboy September 16th, 2011, 02:24 PM I went to WHITE BEACH today, I though it was a white-sand resort but it turned out to be a small fishing village. Sa Puting Balas diay ang resort which is on the other side diay. BUT, I super enjoyed my stay sa BRGY. WHITE BEACH.
I met a fellow passenger sa pumpboat then she toured me around WHITE BEACH, she introduced me to the seaweed industry around and unexpectedly she invited me to witness how they grow the seaweed along the bay. Together with the wife of the Brgy. President we sailed to the bay where the seaweeds are cultivated.
PAGKALINGAW nalang jud, we rowed along Pagadian Bay on a small boat. At first I was hesitant basi malunod mi, di bya ko kabalo mag-swim haha. Thank God the bay was calm. I discovered na kaning murag hugaw sa dagat were actually bottles para magfloat ang rope were the seaweeds are grown. Pagkadakoa nalang sa area sa mga seaweeds.
Going to BRGY. WHITE BEACH was really memorable, kabut-an nalang nila. It was better than the usual "beach" destination.

I was here as well long time ago with my friends, it can rival that of the one in Camiguin albeit smaller. The city should protect this to preserve it. Yes lots of live seafood abound! One can hire a pumpboat from the pier then go to Dao-Dao as the first stop where you spend most of the picnic there. Then spend an hour wading on the sandbar( puting balas) before heading back to Pagadian. Its really nature at its best.

Gwert, the waiting shed is a clear indication that they are anticipating mass public transport for this "castle" facility. So it does look like this headed to be an amusement park. There has been no publicity regarding this project since its conception, I wonder why?, its a big piece of property with so much work on the exterior finishes!

that area will be for the terminal of vans & jeepneys. their former location is in front of gate 7, 8, & 9 of Agora. Due to crowding of vehicles in that area mayor Co has decided to relocate them and that will be their permanent terminal.

Saw the Chavacano report Gwert. The mayor has grand plans indeed!. So surprise how crowded with people the downtown is now, all the hallmarks of an urban city. Is that an everyday scene now? Also the plaza has greatly transformed specially as viewed from in front city hall and I see groups doing some perfomance practices, its really a hive of activity now.

MANILA, Philippines – The League of Cities of the Philippines (LCP) slated its National Executive Board meeting in Pagadian City next week with more or less 100 mayors from all over the country converging in Western Mindanao’s regional center.
Led by LCP National Chairman Enrico Echiverri (Caloocan City), the event aimed at solidifying the stand of the group on its persistent opposition in the recent ruling of the Supreme Court in the cityhood conversion of 16 towns.
Slated on September 21-23, the convention also hoped to strengthen the city mayors’ unity and linkages to boost their mutual cooperation for development and trade potentials.
Also scheduled on the three-day affair is the opening of the Pagadian’s City Commercial Center (C3), the first government-operated mall in the country. With a staggering construction cost of about P900 million, C3 is completely equipped with escalators, elevators, and centralized air-conditioning units.
The grand opening of the city’ Dancing Fountain, the first of its kind the Mindanao that was patterned after the famous dancing fountains in Las Vegas, was also scheduled during the event.
The LCP officials that already confirmed their attendance for next week’s event are Calapan City Mayor Paulino Salvador Leachon (vice chairman), San Fernando City Mayor Oscar Rodriguez (president), Bacolod City Mayor Evelio Leonardia (executive vice president), and Alaminos City Mayor Hernani Braganza (national executive secretary), among others.

MANILA, Philippines – The League of Cities of the Philippines (LCP) slated its National Executive Board meeting in Pagadian City next week with more or less 100 mayors from all over the country converging in Western Mindanao’s regional center.
Led by LCP National Chairman Enrico Echiverri (Caloocan City), the event aimed at solidifying the stand of the group on its persistent opposition in the recent ruling of the Supreme Court in the cityhood conversion of 16 towns.
Slated on September 21-23, the convention also hoped to strengthen the city mayors’ unity and linkages to boost their mutual cooperation for development and trade potentials.
Also scheduled on the three-day affair is the opening of the Pagadian’s City Commercial Center (C3), the first government-operated mall in the country. With a staggering construction cost of about P900 million, C3 is completely equipped with escalators, elevators, and centralized air-conditioning units.
The grand opening of the city’ Dancing Fountain, the first of its kind the Mindanao that was patterned after the famous dancing fountains in Las Vegas, was also scheduled during the event.
The LCP officials that already confirmed their attendance for next week’s event are Calapan City Mayor Paulino Salvador Leachon (vice chairman), San Fernando City Mayor Oscar Rodriguez (president), Bacolod City Mayor Evelio Leonardia (executive vice president), and Alaminos City Mayor Hernani Braganza (national executive secretary), among others.

Its nice that they have done landscaping for the mall exterior. Looks like the photos above is showing remote control race track hobby group? Sounds like the city is so diverse now with all these clubs from drag race to paint ball or soft air; someone also told me the kennel club(expensive dogs) is also making its mark there. It looks like your usual shopping mall—a four-story structure with a prominent facade. This one is owned by the city government.

Located at the heart of the capital, City Commercial Center (C3) has escalators, elevators and a centralized air conditioning unit. It aims to house food chains, stores, stalls and government offices.
Robinson’s Supermarket and Handyman have been occupying part of the basement of C3 since December last year.
“They (Robinson’s) pay almost P800,000 a month as rent,” Co said. The amount goes to a trust account opened solely to pay for the P480 million borrowed from the Development Bank of the Philippines to fund C3’s construction.
“I do not want to pass on the burden to the next mayor,” the mayor said. “I need to make sure that this venture would be successful.”
The first and second floors, and half of the third floor are divided into spaces to be sold to business establishments. Later this month, Max’s Chicken, Red Ribbon and Bo’s Cafe will open their stores.
The other half of the third floor will have stalls to be rented out to tenants of the old building that once stood at the 6,266-square-meter lot.
“I know that they don’t have that much money so we will just rent out the spaces for them,” Co said.
All in all, C3 has 450 spaces.
On the top floor is the Regional Center, intended for government agencies. Recently, the 20th Mindanao Business Conference was held at the center’s convention hall. Next week, it will be the venue of the meeting of the League of Cities of the Philippines’ National Executive Board.
“The convention center will be rented out on an hourly basis,” Co said.

It looks like your usual shopping mall—a four-story structure with a prominent facade. This one is owned by the city government.
“Nowhere in the region (Western Mindanao) or in the Philippines can we find a shopping and business mall that is owned and managed by a local government,” Mayor Samuel Co said. And this could be his legacy when his third and last term of office expires in 2013.
Located at the heart of the capital, City Commercial Center (C3) has escalators, elevators and a centralized air conditioning unit. It aims to house food chains, stores, stalls and government offices.
Robinson’s Supermarket and Handyman have been occupying part of the basement of C3 since December last year.
