Cerilles Mulls New Power Source

PAGADIAN CITY – In an objective to alleviate the prevailing power crisis in Mindanao, the provincial government of Zamboanga del Sur has expressed willingness to host the establishment of a nuclear power plant in the region.

Governor Antonio Cerilles said hosting a nuclear power plant in this part of Mindanao will help ease the power crisis in the island.

Cerilles said nuclear power is more efficient compared to most of the renewable and other type of energy sources, like geothermal, wind-powered, and solar energy.

He said adopting a geothermal, wind, and solar energy are not vi¬able in Mindanao since these power sources are highly dependent on environmental and economic conditions.

“If we build the (nuclear) power plant now, this will not only answer the power crisis that we are facing today but will also answer the power crisis for the next many years,” Cerilles said.

He explained that “nuclear power plant releases a million times more energy as compared to other alterna¬tive renewable energy sources and fossil fuel that will result to cheaper electricity.”

Cerilles claimed that the biggest advantage of nuclear energy is that there is no release of “greenhouse gases.”

According to Cerilles, geothermal and wind energy is dependent on geographical locations, while solar energy, on the other hand, is also expensive since solar-type of energy source requires a large area where solar panel can be installed to achieve a sustainable level of efficiency, and no solar energy will be produced dur¬ing nighttime.

Cerilles said the national government is planning to set up two coal-fired power plants in Mindanao to ease the power shortage, but this solution, Cerilles said, “will only add to the environmental hazard, which is the result of the recent hype on climate change.”

Citing recent studies of energy experts, Cerilles said coal-fired power plants will speed up global warming by filling the atmosphere with vast amounts of carbon dioxide. On average, one 500-megawatt coal power plant produces approximately three million tons per year of carbon dioxide.

Every year, fine particle emissions from power plants are believed to cut short the lives of 30,000 people, he said, citing studies.

“The nuclear power plants that we are going to build will be foolproof and it will be designed with the latest safety features modeled in today’s nuclear power plant that has been seen worldwide,” he said.

Records of the World Nuclear Association (WNA), an international organization that promotes nuclear energy, indicated that in 2011, there were 443 operating nuclear power reactors spread across the planet in 47 countries.

In 2009, atomic energy accounted for 14 percent of the world’s electrical production. In the United States, 104 nuclear power plants supply some 20 percent of the electricity overall, he said.

In another development, the Region-9 office of the Department of Labor and Employment (DOLE-9) has turned-over garment-making equipment and materials worth P490,000 to the local government Dipolog City aimed at providing alternative livelihood to the unemployed women sector.

DOLE-9 Director Sisinio Cano personally turned over the garment-making equipment and materials to the city government during ceremo¬nies held at the Livelihood Skills De¬velopment and Enhancement Center (LSDEC) in Galas, Dipolog City.

City Mayor Evelyn T. Uy led the ribbon-cutting ceremony, symbolizing the formal turnover of the garment-making equipment from DOLE-9 to the city government.

The garment-making equipment consists of a cutting machine, a piping machine, an edging machine, 10 high-speed sewing machines, and sewing tools and accessories.

DSWD signs agreement for poverty programs in Zamboanga

PAGADIAN CITY, Zamboanga del Sur, May 3 (PIA) -- The Department of Social Welfare and Development (DSWD) has signed a memorandum of agreement (MOA) with the local government of Malangas in Zamboanga Sibugay for the implementation of a poverty program in the municipality.

The MOA for the Kapit-Bisig Laban sa Kahirapan-Comprehensive Integrated Delivery of Social Service (KALAHI-CIDSS) was signed by DSWD assistant regional director Zenaida Arevalo and Mayor Alfredo Atilano.

The revolutionary community-driven development project of the DSWD was formally launched in nine municipalities in Region 9.

For this year, 12 municipalities have been selected to implement the KALAHI-CIDSS project, based on the high poverty incidence in these areas.

The municipalities that have officially begun the implementation are Naga, Ipil and Malangas in Zamboanga Sibugay; Tukuran, Tigbao, Dumalinao and Tabina in Zamboanga del Sur; and Salug and Manuel Roxas, Zamboanga del Norte. Those that are yet to begin are Sibuco, Sirawai and Baliguian also in Zamboanga del Norte.

The KALAHI-CIDSS project is a bottom-top approach to development planning, which puts decision-making with regards to the implementation of community sub-projects like water systems, roads, schools, and more, to the organized groups of volunteers. These volunteers are the front line implementers of the project in the communities, after being given trainings on project identification, implementation, and operation and maintenance. The project capacitates the people to handle huge sums of money for the implementation of the projects, in most cases, millions of pesos.

During the municipal orientations conducted, the mayors have openly expressed their optimism that by enlisting the partnership of the basic sectors, they will be able to come up with a more thorough action plan for development every year.

“This is a unique approach, but we know that it works,” shares Salug Mayor Jeffrey Lim.

“By bringing the decision-making process down to the people themselves, we are assured of a more holistic approach in addressing our town’s multi-faceted problems,” said Mayor Danilo Dalid of Tigbao, Zamboanga del Sur.

SC junks Comelec disqualification of Jalosjos' governor-son May 3, 2012 3:12pm

The Supreme Court has junked a Commission on Elections (Comelec) order disqualifying the son of convicted child rapist Romeo Jalosjos from seeking the gubernatorial post in Zamboanga Sibugay in the May 2010 elections.

In a seven-page en banc ruling penned by Associate Justice Roberto Abad, the high court said the poll body committed grave abuse of discretion when it twice disqualified Gov. Rommel Apolinario Jalosjos from seeking a seat in the province.

The high court set aside the resolution of the Comelec Second Division dated February 11, 2010 and the resolution of the Comelec en banc dated May 4, 2010, or six days before election day at the time.

Despite the Comelec disqualification, the younger Jalosjos was still able to pursue his candidacy after the Supreme Court issued a status quo order on May 7, 2010, ordering both parties and the Comelec to observe the status quo.

Domicile

“The evidence Jalosjos presented is sufficient to establish Ipil, Zamboanga Sibugay, as his domicile," the SC said.

Domicile, in law, refers to a person's fixed, permanent, and principal home.

"The court will respect the decision of the people of that province and resolve all doubts regarding his qualification in his favor to breathe life to their manifest will,” the SC said.

The court said that while it respected the Comelec, the SC will "exercise its review powers to correct palpable misappreciation of evidence or wrong or irrelevant considerations.”

The disqualification stemmed from a case filed by Dan Erasmo Sr., chairman of Brangay Veteran Village in Ipil, Zamboanga Sibugay, questionning Jalosjos' nationality.

Erasmo claimed that Jalosjos failed to comply with the necessary requirements to re-acquire Filipino citizenship when he did not execute a personal and sworn renunciation of his Australian citizenship.

Erasmo further said that Jalosjos was not qualified to run in Zamboanag Sibugay because he failed to comply with the residency requirement under the law.

The Comelec eventually ruled in favor of Erasmo. Jalos tried but failed to convince the poll body to reverse its ruling, prompting him to elevate the case to the SC.

In its ruling, the SC said a candidate does not necessarily need to have a house in a specific area to establish his residence or domicile.

"What matters is that Jalosjos has proved two things: actual physical presence in Ipil and an intention of making it his domicile," the SC said.

Elder Jalosjos

The elder Jalosjos, who spent more than 10 years in jail for raping an 11-year-old girl in 1996, walked out of prison in March 2009.

Jalosjos was supposed to serve two life terms but former President Gloria Macapagal-Arroyo shortened his sentence to 16 years.

His "good conduct" while in prison also earned him good conduct time allowance (GCTA) that allowed an even earlier release. — Mark Merueñas/RSJ, GMA News

PAMA , UP- “Ugnayan sa Pahinungod” and Rotary Club to conduct medical / surgical mission

PAGADIAN CITY, May 6 (PIA) -- The Philippine-Australian Medical Association (PAMA) in cooperation with the University of the Philippines (UP) "Ugnayan ng Pahinungod," and Rotary Club of Pagadian will conduct a 4fourday medical mission in Pagadian City and Aurora, Zamboanga del Sur from May 21-24.

Rotary Club of Pagadian president John Steve Aleman said during the press conference held at Sunburst restaurant here that they want to help the underprivileged and marginalized sectors in our society.

Aleman said the PAMA, an association of Filipino-Australian doctors committed in providing charitable activities and humanitarian aid in the Philippines contacted him requesting the Rotary Club of Pagadian to help the association by providing logistical support in the slated medical mission to be held in Zamboanga del Sur Medical Center (ZSMC), barangay Dao and in the rural health unit in the municipality of Aurora.

Aleman said since the club is a community service organization, the officers and members granted the request without hesitation.

“We accepted the challenge of having the medical mission without any hesitation in order for us to help our poor people who could not afford to pay for expensive surgery,” Aleman said.

UP-Ugnayan ng Pahinungod, on the other hand, is the volunteer service arm of UP Manila.

Meanwhile, Rotary Club of Pagadian past president Dr. Reynaldo Ortiz, said the medical mission has 50 medical experts and health care professionals. It is divided in two groups: one group composed of 25 from PAMA and the other 25 from UP-Philippine General Hospital.

Ortiz said the volunteer medical professionals composed of plastic surgeons will do cleft lip and cleft palate surgery; Ob-Gyne doctors will perform fibroid removal

ophthalmologists, will do cataract surgery; and a number of general surgeons will perform thyroid surgery.

“During the surgery, we will have local doctors from the Zamboanga del Sur Medical Society (ZSMS) who will be assisting the volunteers,” Ortiz reported.

Ortiz said the PAMA is offering free surgical operations to the poorest of the poor patients.

“The PAMA has offered surgery to the patients, free. The patients won’t spend even a single centavo except for the medical tests because there is no free screening tests given in the hospital,” Ortiz explained.

Ortiz said major surgery is very expensive. “These procedures usually cost P80,000 to 100,000 in private hospitals,” he added.

“Not everyone can afford to have an operation. And what would be more fitting than to give back to the Filipino community what we have learned in training that we’ve got from our medical schools in our country,” Ortiz said quoting Fabian.

A total of 150 patients will be subject to major operation.

Ortiz thanked the provincial government through Governor Antonio Cerilles for actively supporting the noble endeavor by providing free meals for the patients and to ZSMC chief Dr. Rovelle Blancia for providing rooms for the mission. (JPA/GCC-PIA9, ZamboSur)

Twenty students and five teachers who have been dreaming of qualifying for the global competition that could take them to Madrid, Spain, are now one step nearer that goal.

Inquirer editors have chosen the five team finalists in the Inquirer in Education My Dream Interview (MDI) contest. The even better news is that everyone in these teams is getting a Nokia Asha 200 (qwerty dual-SIM) phone, thanks to contest co-presentor Nokia Philippines.

With businessman Manuel V. Pangilinan as their dream interviewee, the team from Malayan High School of Science in Pandacan, Manila, made it to the finalists’ circle. Members are Bianca Grace L. Villanueva, 15; Bianca Marie N. Arreola, 15; Allyssa Jan Marie Joson, 15; Melissa Julianne L. Quing, 15; and teacher Jan Erwin O. Macam.

Also one of the five finalists is the team from Paref Rosehill School in Antipolo City composed of students Margarita Francesca G. Camacho, 15; Therese Marie G. Angangco, 15; Marie Louise B. Boncan, 14; Karen A. Racelis, 12; and teacher Glecy G. Gamboa. The team wants to interview multi-awarded science educator Dr. Josette T. Biyo.

The only school from outside Metro Manilathatmadeitasa finalist isQuezon NationalHigh School. Its team is made up of Danica A. Brutas, 15; Vivien Joy P. Berania, 15; Angela Christine de Mesa, 15; Lea Z. Nuera, 15; and teacher Ramonito O. Elumbaring. They are raring for a question-and-answer session with online journalist Maria Ressa.

Another finalist is the team from Fort Bonifacio High School in Makati City, composed of Sarah Cabbuag, 14; Divine Grace Ellana, 15; Mary Bernadette M. de la Cruz, 15; Jude Lorenz E. Francisco,15; and teacher Irene G. Aquino. Their dream interviewee isprimaballerinaand ballet company founder LisaMacuja-Elizalde.

The team from Colegio de San Agustin, also in Makati City, completes the list of finalists. Members are Jamie Anne B. Gutierrez, 14; Joseph Rem C. de la Cruz, 15; Riane Mitzi B. Manuel, 15; Katherine Anne M. Pavino, 15; and teacher Roberto C. Libao. They are going after Senator Juan Ponce Enrile as their dream interview subject.

The teacher coaching each team must contact the Learning editor at 09183824061 or e-mail learning@inquirer.com.ph for detailed instructions on the second phase of the MDI contest.

Teams from schools in as far as the cities of Pagadian and Kidapawan in Mindanao joined the contest. The contest drew the most number of entries from Baguio and Cebu, two cities where the Inquirer held workshops on the art of the interview.

Some teams that chose world-class Filipinos as their dream interviewees and presented really perceptive questions were disqualified for failure to meet the deadline or follow other contest rules. Others failed to submit all necessary documents or some of their members did not meet the age requirement.

The entries yielded all kinds of questions. For instance, one team wanted to ask Sen. Miriam Defensor-Santiago: Did you like playing with dolls likemost girls? And: Why isyourhairalwaysshort?

Another team wanted to ask Manila Archbishop LuisAntonio Tagle: Doyou think technologyhasaffected the younger generation’s relationship with God?

The finalist teams will go on to interview their selected subjects. After the interview, each team must use the question-and-answer material to write a feature story on their dream interviewee. Deadline for the submission of their stories is May 25.

Finalist teams may claim their Nokia phone prizes after they have submitted their stories to the Learning section.

Once all interviews are in, Inquirer editors will pick two MDI winners from the five stories.

Both winners will be the Philippine entries to the “My Dream Interview” global project sponsored by the World Association of Newspapers and News Publishers (WAN-Ifra), Fundacion Acindar and the Interview People.

From the entries of the participating countries, two teams will be chosen as global winners by a panel of international editors. Two students and the teacher from each team named as global winnerswill be flown to Madrid, Spain, to receive their awards at the WAN-Ifra Expo in October.

All five interviews will be published in a series in this section.

DLSU launches scholarships for public school graduates

Living simply on what her bartender husband can provide for her and their two children, Purisima Villacarlos never imagined the great blessing that would come their way.

Her younger child Raymond has been named one of 50 scholars under the De La Salle University (DLSU) Vaugirard program, which will be given annually—starting this year—exclusively to graduates of public high schools.

Raymond and 39 other scholars from the National Capital Region (NCR), as well as 10 from the provinces, were feted recently at the Marilen Gaerlan Conservatory Hall by DLSU, headed by Br. Narciso Erguiza, university president and chancellor.

Education Secretary and former DLSU president Armin Luistro welcomed the new program. “I feel like I won the lotto jackpot. It was an answered prayer,” he enthused.

Luistro had earlier suggested to extend the scholarship program beyond the NCR. He said public schools in the provinces could raise the bar of competitiveness and be even better than their counterparts in the NCR.

Villacarlos, who augmented the family income by helping out at an eatery, said all she had asked of her son was to make sure his grades were good so he could remain in the Marikina Science High School.

The only basis

Raymond did not graduate with honors from the Marikina City school but he passed the qualifying test given by the university, the only basis for the selection of grantees.

Villacarlos said she had never helped her son with his studies. “We just let him be. It was his own idea to apply (for the scholarship through) the Internet.”

The new scholarship program, launched as the university winds down its celebration of its centennial, is named after Vaugirard, France, where the school’s founder, St. John Baptist de la Salle, established his first novitiate.

The house has become a place where the Christian Brothers deepen their spirituality, strengthen relationships and renew the zeal to continue their educational mission.

Raymond says, in addition to the full scholarship, “I will have a monthly stipend of P4,000 and an option to stay at De La Salle’s study center.” The 16-year-old lives in Antipolo City.

To remain in the program, a grantee has to have a grade point average of 2.5 or higher at the end of every trimester, with a full academic load of 18 units.

Irene Katrina Jayme of Tuguegarao City responded on behalf of the scholars.

The other scholars from the provinces are Gabrielle Formoso (Philippine Science High School Central Visayas), Lester Gallardo (Doña Francisca Lacsamana de Ortega Memorial School, La Union), Kathryne Anne Lasam (Bataan National High School), MoniqueThereseMujer(Universityof thePhilippinesRural High School, Laguna), Norben Sagun (Jose L. Liedo Jr. Memorial National High School, Oriental Mindoro), Seth Andrew Salih (Regional Science High School, Zamboanga del Sur), Le-Ji Tolimao (PSHS, Davao del Sur), Frances Louise Urbano (PSHS, Camarines Sur) and Eulene Albert Geronimo (CaviteNational High School, Cavite).

Jayme, who was class valedictorian at the Tuguegarao City Science High School, said she was planning to take up Bachelor of Science in Human Biology for two years at the main DLSU campus on Taft Avenue in Manila then transfer to DLSU-Dasmariñas City to study medicine.

“I want to be a doctor for the poor,” said the daughter of a medical technologist. She said her choice of La Salle, a last-minute decision, was inspired by the Christian values the school exemplified.

“There’s a big difference when your school is committed and connected to God. In high school, I always prayed before I started reviewing my lessons,” she said.

Simon Stephen San Pedro, class salutatorian at the Manila Science High School (MSHS), does not plan to follow in the footsteps of his father, an anesthesiologist at Tondo General Hospital.

Instead, he will go into the study of statisticssincehehasalwaysbeengood atmathematics.

San Pedro said he chose to apply for the La Salle scholarship “because I was inspired by a speaker during our orientation seminar. He impressed me with an activity called actuarial science (a statistical calculation, especially of life expectancy).”

Manila school is tops

MSHS has the most number of scholars with 10. Aside from San Pedro, the other scholars from the school are Thomas Guy Bienvenida, Jamie Cefre, Joshua Llewelyn Crescini, Jan Lothan Discher, Angela Grace Embuscado, Christian Kyle Fermin, Jason Jeremiah Garino, Justin Gabrielle Manay and Mark David Stehmeir.

Makati Science High School has five: Kyle Atienza, Louise Adrienne Blancaflor, Marc Joseph Capili, Jason Cydrick Gupo and Chinette Montenegro.

Three Metro Manila schools have three scholars each: V. Mapa High School, Santa Mesa, Manila—Danica Christine Corpuz, Analiah Gubat and Chris Robles; Ramon Magsaysay High School, Quezon City—Lea Payumo, Paul John Petil and Vladimir Eli Taopo; and PSHS, Quezon City—Chesedel Limlingan, Vio Jianu Mojica and Kean Adriel Peralta.

Also among the scholars are Carlo Adriano, San Bartolome High School, Quezon City; Mikel Jason Allas, Valenzuela City Science High School; Donna Angeles, Pasay City Science High School; Carlos John Barrera, Cayetano Arellano High School, Manila; Maria Eliza Cleofas, Quezon City Science High School; John Rene Dalida, Santa Elena High School, Marikina; and Alesis Jemuel Dongon, Marikina Science High School.

The rest of the scholars are James Renzo Fonacier, Quezon City High School; Jamie Luz Ganaden, San Francisco High School, Quezon City; Bryan Angelo Gonzales, Parañaque Science High School, Parañaque City; Rejeanne Ico, City of Mandaluyong Science High School; Rizza Louise Magana, Sen. PAGADIAN CITY, May 7 (PIA) -- The Professional Regulation Commission (PRC) announces that the oath-taking for those who passed the recent Licensure Examination for Teachers (LET) on March 20 will be held on May 20.

Maurin M. Monjardin, Information Officer of PRC-9, said the new teachers are advised to proceed to Window 3 or 4 of the Licensure and Regulation at PRC 9 Pagadian City for details. Passers of LET in any place of examination all over the country may opt to attend the oath-taking ceremony here in Pagadian City but they will have to register and apply for their license at the regional office where they took the exam.

On the other hand, Atty. Senando N. Esteban PRC OIC Regional Director said the board exam for social workers has been rescheduled from June 12 to 13 to June 26 to 27 and the deadline of application is reset from May 23 to June 6. Region 9 examinees will take the exam in Zamboanga City.

Esteban further announced that the Nursing board examinations will be on June 30 and July 1, 2012, which falls on Saturday and Sunday. Supervising Professional Regulations Officer and Chief of Licensure and Regulation Division Efren P. Amatorio encourages first-time applicants to file early so as to have ample time to acquire all lacking requirements, papers and other documents that may not pass through the scrutiny of evaluators based on Office Order No. 2012-142 or the new Board of Nursing (BON) guidelines.

Deadline of application for first-timers is scheduled on May 18. (JPA/ALT-PIA9, Zambo Sur)

STATE-OWNED Philippine National Oil Co.- Exploration Corp. (PNOC-EC) will list 9.79% of its shares to meet the minimum listing requirement, the firm said in a disclosure.

“PNOC-EC has a current public float of 0.21% or 4,467,585 shares. In order to comply with the 10% minimum public ownership rule of the PSE (Philippine Stock Exchange), the company plans to sell 9.79% of total shares or 217,757,379 shares,” it said.

Majority of PNOC-EC’s shares are held by the government.

Under the bourse’s previous rules dated Oct. 2010, erring firms would have had to pay as much as 2.5 times the PSE’s annual listing and maintenance fees (ALMF) for the first year of noncompliance after a grace period, with persistent non-compliance resulting in delisting.

The firm, which has a stake in the Malampaya natural gas project and several coal exploration sites, plans to sell primary shares to the public before the “before the Dec. 31 deadline.”

The company decided to tap Union Bank of Switzerland AG as its financial advisor.

Union Bank of Switzerland will conduct a due diligence on and valuation process of the firm’s shares some two months before PNOC-EC will seek the approval of the bourse and regulators for the follow-on offering.

Around 41 companies were unable to comply with the minimum float last Nov. 30.

Oil firm Petron Corp. complied with the 10% public float requirement only in February while PLDT Communication and Energy Ventures, Inc. will voluntarily delist in May instead of meeting the minimum float.

Since it is a government operated corporation, PNOC-EC had to get the approval of the government’s economic managers before determining if it will offer additional shares and remain listed in the bourse.

For 2011, PNOC-EC saw its net income increase 22% to P3.03 billion from P2.48 billion in 2010. Its revenues rose 14% to P10 billion last year from P8.8 billion in 2010.

The state-run firm also has interests, among others, in a gas-fired plant and terminal in Batangas and a coal plant in Zamboanga Sibugay, data from its Web site showed.

It is the upstream oil, gas and coal subsidiary of the state-owned Philippine National Oil Co.

PNOC-EC’s “A” shares, which can only be traded by local investors, were last traded in October 2010 and closed at P24 apiece. Its “B” shares, which are traded by both local and foreign shareholders were last traded on May 4 and closed at P57 apiece. -- E. N. J. David

PAGADIAN CITY, May 9 (PIA) –- Ang mga opisyal sa World Bank nakigtagbo uban kang Presidente Benigno S. Aquino III atol sa courtesy call ning Martes sa Malacanang Music Room.

Tipik sa mga opisyal sa World Bank nga nakigtagbo sa Presidente naglkip nila ni Perla Cox, vice president sa East Asia and the Pacific Region; Motoo Konishi, country director for the Philippines; Alejandro Cedeno, special assistant to the vice president; and Carl Hanton, communications manager.

Niadtong Desyembre 31, 2011 ang koleksyon sa Pilipinas mikabat ngadto sa $1.8 bilyones alang sa 25 nga aktibo nga mga proyekto. THE Philippine-Australian Medical Association (PAMA) with the University of the Philippines Ugnayan sa Pahinungod and the Rotary Club of Pagadian is set to conduct a four-day medical and dental mission in Pagadian and Aurora, Zamboanga del Sur. In a press conference held recently, Rotary Club of Pagadian president John Steve Aleman said that the mission is conducted to help the poor people from the province who cannot afford to pay medical operations. Aleman added that PAMA, an association of Australian- Filipino doctors, had been travelling from other places in the country for health and other humanitarian aid and the Rotary Club of Pagadian had committed for logistical support for the said event.
About 50 medical doctors and health experts will do the operations that will be held from May 21 to 24 at Zamboanga del Sur Medical Center and Aurora, Zamboanga del Sur. Dr. Rey Ortiz from Zamboanga del Sur Medical Society also said that local doctors will also be assisting the operations as well as the medical-dental team from 1st Infantry Division. "The surgical operation is given for free but the medical test has to be paid by the patient," Ortiz explained. "Major surgery in private hospitals usually cost P50,000 to P100,000. This is once in a lifetime chance that our province could benefit of almost a free-expense operation," he added. The Rotary Club of Pagadian also extended gratitude to the provincial government and Dr. Rovel Blancia, chief of hospital, for providing space in ZDS Medical Center for the major operation. They also thanked the local government unit (LGU) of Aurora through Mayor Jun Cabahug for the extended support for the minor operations in their municipality.

The Basketball Association of the Philippines (BAP) in Region IX has announced that it will be holding the BAP Coaches Clinic Mindanao Circuit in Zamboanga City from May 11 to 13, 2012 at Universidad de Zamboanga's Summit Centre Coliseum.

Former Councilor Roel "Elong" Natividad, BAP IX regional director and chief assessor, said the three-day activity will be handled by National Basketball Association (NBA) coach Hernando Plannels and former Philippine coach David "Boycie" Zamar.

He said the latest strategies and techniques, film showing, presentations for coaching widely used in European and NBA basketball will be discussed in this event, which aims to rebuild the camaraderie between coaches from all over Mindanao and to step up coaching in the region as a whole.
This event is organized by BAP in cooperation with the Federation of Sports Association of the Philippines (FESSAP) in partnership with the corporate support from Cobra Energy drinks.

It is initiated by Senator Antonio F. Trillanes, BAP president; Mrt. Christian D. Tan, BAP executive vice president; and former Councilor Natividad, BAP IX Regional Director.

Organizers invited coaches in the different schools in the provinces of Basilan, Zamboanga Sibugay, del Sur, del Norte, Bukidnon, Sarangani, Sultan Kudarat, and cities of Zamboanga, Lamitan, Davao, Cagayan de Oro, Butuan, General Santos, and Caraga.
Interested participants are required to fill up a registration form which can be obtained from the BAP Regional Director IX Secretariat at University of Zamboanga Summit Centre or at e-mail: baplink@yahoo.com.

Participants are also required to present their ID of their respective schools involved. Registration of participants will start on May 11, 2012 (Friday) from 12:00 p.m. to 05:00 p.m. at the BAP Secretariat, University of Zamboanga Summit Centre, Tetuan, Zamboanga City.

Registration fee is P100 pesos only a maximum of 200 participants will be accepted only subject to approval from BAP Secretariat. Invited are from schools , colleges and universities coaches within the Mindanao Circuit and selective LGU in designated area by invitation.

Participants must shoulder their own Board and Lodging during the duration of the coaches clinic from May 11th to 13th, 2012 (Note intended for coaches. Elementary, high school colleges - the others can attend but without Certificate and other amenities).

They will receive their respective Certificate of Participation, t-shirt, program and only registered participants will be invited to attend the welcome dinner on May 11, fellowship nights on May 12, and awarding of certificate of participation on May 13.

Participants must shoulder their own Board and Lodging during the duration of the coaches clinic from May 11th to 13th, 2012. BAYOG, Zamboanga del Sur, May 10 (PIA) -- A colorful street dance competition was held at the Municipal Government Center on May 8 as finale to the week-long festivities dubbed as “Palad-Palad Festival” and to highlight the 45th founding anniversary of Bayog.

“Palad-Palad” is a native Subanen term which means thanksgiving. Mayor Leonardo Babasa, Jr. said Palad-Palad Festival is one way of expressing gratitude to the creator for all the blessings given to their municipality.

The celebration bears the theme “Basura Atras, Bayog Abante sa Serbisyo ug Asenso.”

The competition was participated in by all 28 barangays of the municipality clustered into seven groups with designated coordinators from the local government unit and a sponsor from the private sector.

Cluster 1 which is composed of Barangays Deporehan, Canoaya, Bobuan, Liba and Banal was adjudged as the champion with their dance presentation entitled “Tribung Mina-Uma,” followed by Cluster 7 represented by barangay Poblacion as first runner-up with their presentation called “Tribong Maguuma,” while Cluster 6 represented by barangay Kahayagan as second runner-up with their “Tribong Kahayaganon.”

Prizes were as follows: P20,000 for the champion, P15,000 for the first runner-up and P10,000 for the second runner-up while P5,000 each were given to non-winners.

It may be recalled that in November 1964, Bayog was created into a municipality through Executive Order No. 112 by then President Diosdado Macapagal. However, it was reverted shortly by virtue of a Supreme Court decision in a petition of then Congressman Emmanuel Pelaez that the creation of municipalities is the sole authority of the Congress.

Thus, Bayog was born into a separate and distinct municipality on May 8, 1967 by virtue of R.A. 4872 authored by then the Lone District of Zamboanga del Sur Representative Vincenzo Sagun. Through the years of developmental growth, it pierced numerous blocks and various challenges to reach what Bayog is today. (JPA/CAL-PIA9)

PAGADIAN CITY, May 10 (PIA) -- The governor of Zamboanga del Sur has lauded the great contributions of Tabak troops by embracing their call of duty and helping build and protect the country.

“You brave soldiers are needed to protect our country from those who seek us from harm. You are mandated by our constitution to defend this country against armed internal or security threats,” urged Zamboanga del Sur governor Antonio Cerilles during the 76th founding anniversary of the First Infantry (Tabak) division, the premiere division of Philippine Army on Saturday in a simple anniversary rites held at the Division grandstand, Pulacan, Labangan.

Cerilles was elated that the troopers helped the government officials in bringing peace and development not only to the province but in the entire country. “You are of great help to our country,” he added.

Ceriles said the division have chosen a very timely theme this year dubbed “Tabak division: Katuwang ng Mamamayan sa Bayanihan Tahak ang Landas Tungo sa Kapayapaan at Kaunlaran ”saying that the island of Mindanao has been beset with problems including the presence of secessionist movements, the unlawful or illegal activities of lawless elements such as drug trafficking, extortion, kidnapping, among others.

“More than 70 percent of the crimes that are happening in our country are drug-related. We read these incidents in national dailies and hear it on the radio and watch it in the television almost every day,” Cerilles said.

The chief executive said to make this country globally competitive, we see to it that nobody in the barangay, municipality and province are engaged into drug-related activities.

“Whether you a man in uniform or a civilian, it is our duty and obligation to stop illegal drugs from entering in our localities which is the biggest single cause of crime and is responsible for the worrying rising crime rates,” Cerilles challenged.

“You are the organization that would help introduce change in our country,” Cerilles concluded.

Meanwhile, First Infantry division commander BGen. Ricardo Raineir Cruz III in his message said Tabak troopers commemorate the glorious event and would look at every accomplishment which provides a meaningful year whether in combat or administration.

Cruz assured the public that team Tabak is always focused, ready and capable of performing its mission to protect the people of Zamboanga Peninsula and Lanao in partnership with the Philippine National Police, local government units and other sectors of society in serving the people and securing the land.

In its 76 years of service, Cruz said the troop’s commitment to the nation remains unflinching. “As we grow through the years, time has toughened our spirit to be servants of peace, a fighter for freedom and an agent for development,” Cruz said.

Cruz thanked the benefactors and stakeholders alike for the all-out support they have extended to the Tabak division saying that without them, their mission’s success would have not been realized much in the years that passed. (JPA/GCC-PIA9 ZamboSur)

GSIS offers educational assistance, pre-retirement counseling

PAGADIAN CITY, May 10 (PIA) -- When the Government Service Insurance System (GSIS) launched its educational assistance program last May 2, almost 1,000 members here have applied and 500 of these applications have already been processed, awaiting transmittal and e-crediting from GSIS Manila starting today, May 10.

The educational assistance program will run until December 28 this year to help members meet the education expenses of their children up to the second semester of the school year.

Under the GSIS assistance program, all active members of the pension fund, regardless of salary grade, are entitled to P4,000, payable within five years at six percent interest rate.

The monthly payment is only P20 through salary deduction and first payment of the loan will start three months after the grant.

Further, the pension fund will neither require electronic certification from the employer nor charge any service fee, which means that members will get the full loan amount.

Members may apply personally or through their office’s liaison officer. They may file their application through the following: any GSIS office; designated agency liaison officer; and the GSIS website, www.gsis.gov.ph, where the forms can be downloaded.

For any inquiry about the GSIS educational assistance program, members may call the GSIS hotline at 479-3645 or visit the nearest GSIS office.

To better serve its members, GSIS will hold a pre-retirement counselling tomorrow, May 11, from 9:00 a.m. to 11:00 a. m. at the 4th floor of the GSIS Bldg. along Pajares Avenue.

Members who are planning to retire or those aged 59-65 are encouraged to attend so they will know their benefits, retirement mode/laws, as well as other updates on the pension fund’s programs. (JPA/ALT-PIA9, Zambo Sur)
