KUTA SANG-AN, Labangan, ZamboSur, May 22 -- In support of national development and in helping save lives by donating blood, the Army’s premier division under the Command of BGen. Ricardo Rainier G. Cruz III, donated 88,200 cc of blood taken from 196 personnel of the Division to the Philippine Red Cross (PRC), Pagadian City under its chapter coordinator Hildaliza F. Munoz last May 19.

Pantawid Pamilya beneficiaries can now open a bank account for only P50 and avail of the services offered by BPI Globe BanKO.

This is made possible through the Public-Private Partnership between the Department of Social Welfare and Development (DSWD) and Globe Telecommunications, Inc.

“We would like to teach Pantawid Pamilya beneficiaries the importance of saving money by encouraging them to open a bank account for as low as P50.00. It is never too late to help them learn and appreciate the benefits of saving,” Social Welfare and Development Secretary Corazon “Dinky” Soliman said.

BanKO is the first mobile-based, microfinance-focused savings bank in the Philippines. It provides the low-income sector with safe and easy access to affordable financial services such as PondoKO (Microsavings), PuhunanKO (Microloans) and PaniguroKO (Microinsurance).

It also features the convenient way of transferring money, electronic load and paying bills through texting. The savings account also comes with a free life insurance if the depositor is able to maintain a minimum of P2,000.00 for at least six months.

Around 212 Pantawid Pamilya beneficiaries opened their bank accounts during the launching of the partnership recently. (JPA/DSWD/CAL/PIA9)

As you can see, the slippers are for beach walk.. The target passengers are those who go to Kalibo (for boracay), PP (for puerto galera and etc), Tagbilaran (Bohol beach club), Legazpi (wondering what beach is in legazpi)..

Cuyo Island and that 5-star beach resort where 2 ne 1 singers spent their vacation(forgot the name).

Naa koy nakit-an sa sta.lucia nga nego-kart naka junk na.. Wala nay usa ka ligid.. Naa ra sa daplin sa kalsada..

Motuo na jud ko sa istorya nga kung tapulan ka, tapulan jud ka.. Dili kahibalo maning kamot.. Wala gihapon asenso.. Mao ng ubang tawun mo ingong nga wala sila gitabangan.. Sus maryusep, sila diay to dili kahibalo mo tabang sa ilang kaugalingon..

Gipautang tana ni para naay responsibility ang nakadawat og matuyok ang kwarta for other beneficiaries.

Let's face it, the public will never get 100% from a politician - even someone as honest as Rizal could not deliver that. Now the money issue, both candidates have them no doubt so one should go with the least of guilt conscience to take.

ZAMBOANGA DEL SUR (Mindanao Examiner / May 24, 2012) – Three people were injured when a cargo truck ploughed into a river bank in Zamboanga del Sur province in the southern Philippines.

Rescuers said the truck was carrying animal feeds when it crashed early on Wednesday on a village near Tigbao town.

“It was an accident. The driver may have doused off and crashed his truck. Three people were injured in the accident,” a villager Dong Sebastian said.

A crane truck was sent later on Thursday to lift the ill-fated vehicle. The truck was delivering the feeds to its warehouse when the accident occurred. (Mindanao Examiner)

Zamboanga Sibugay Governor Rommel Jalosjos will welcome the Department of Agriculture Secretary Proceso Alcala on Friday in Ipil municipality.
The purpose of the visit of Sec. Alcala in the province is to see the rubber road map of Zamboanga Sibugay being the rubber producer capital in the country leading the provinces of North Cotabato and Basilan.

Since holding office in the year 2010, Gov. Jalosjos worked hard to make the province the rubber producer capital benefiting the rubber farmers and producers of the province.

One of the priority programs of the youthful Governor is to uplift the economic acitivties of the farmers to improve their lives. His other programs include eco-tourism and agriculture. Fishefolks from the province produce aquaculture products that supply Manila, Cebu and other cities in the country.

According to Gov. Jalosjos, the province currently has 52,000 hectare of rubber plantation. He intends to expand that area this year to 91,000 hectare.
Jalosjos also founded the Zamboanga Peninsula Peacekeepers Rubber Producers Cooperative, a regional cooperative for farmers.
Gov. Jalosjos revealed that he will personaly work on the expansion of the rubber industry in his province.

PAGADIAN CITY, Zamboanga del Sur, May 24 (PIA) -- The Department of the Interior and Local Government (DILG) has gathered 65 civil society organization (CSO) representatives from all over Autonomous Region in Muslim Mindanao (ARMM) for the Regional Stakeholders Consultation held at Ocean View Hotel in Pagadian on May 22 to 23.

The consultation aims to increase awareness of key stakeholders, particularly CSOs, on the ARMM Roadmap and Transition Support Plan, generate consensus from CSOs on their role in the implementation of the Transition Investment Support Plan (TISP) and agree on the work plan and terms of engagement among CSOs, implementing agencies and the Program Management Office with regard to the TISP.

Earlier, President Benigno S. Aquino III’s administration has crafted a Roadmap for Governance Reforms to demonstrate its commitment by realizing sustainable progress and development in the ARMM.

One of the major components of this roadmap is the TISP which comprises various programs and projects amounting to more than P8.59 billion sourced-out from the savings of 11 national government agencies.

Presidential Assistant for Muslim Concerns at the same time the National Program Manager, TISP for ARMM Program Management Office Undersecretary Yasmin Busran-Lao said the roadmap focuses on eight key action and reform points such as improvement of basic services delivery; creating an enabling environment for public and private partnership towards equitable growth; stepping up peace and order initiatives for sustained growth and development; performing and strengthening bureaucratic reforms; cleaning up the electoral process and ensuring peace in the region; ensuring good governance benchmarks in ARMM; fully engaging CSOs and people’s organizations in governance; and maximizing the potential of ARMM.

Lao also encouraged the community to actively monitor the implementation of the different programs and projects in their respective areas and inform the implementing agency of what they observed. (JPA/CAL-PIA9)

MANILA, May 25 (PIA) -- The Department of Labor and Employment (DOLE) recently announced the pre-identified target barangays with high incidence of child labor, which will be transformed by the DOLE Regional Offices into child labor-free zones.

“The DOLE Regional Offices are already coordinating with local government units as well as community leaders and barangays captains to help minimize incidents of child labor and illegal recruitment of minors. The DOLE anti- child labor program involves stricter enforcement of child labor laws, knowledge sharing, and alternative employment for the child workers’ families,” DOLE Sec. Rosalinda Dimapilis-Baldoz said during the nationwide launching of the child labor-free barangay campaign in Quezon City.

She said that DOLE has mapped out strategies to intensify the Child Labor Prevention and Elimination Program. The strategies include preventing children from engaging in child labor through livelihood assistance to parents of child laborers and educational assistance; removing children from child labor through Sagip Batang Mangagawa; advocacy activities; capacity building; and strengthening partnership.

"The DOLE’s effort is part of its contribution to the goal of the Philippine Program Against Child Labor of eliminating the worst forms of child labor towards a child labor-free Philippines by 2016," Baldoz added.

The DOLE Regional Offices have listed 76 pre-identified barangays with high incidence of child labor or prone to child labor activities.

In Region 9, the identified barangays are Bulatoc in Pagadian City, Baybay in Liloy, Zamboanga del Norte and Sta Cruz, Lumabangan and Market Site in Diplahan, Zamboanga Sibugay province.

The labor chief also directed the DOLE Regional Offices to equip local officials with knowledge, particularly on the salient features of Republic Act 9231, to enable them to effectively protect children from the worst forms of child labor.

DOLE will also enhance its Kabuhayan para sa Magulang ng Batang Mangagawa project, which is aimed at preventing and eliminating child labor by providing families of child laborers with decent livelihood opportunities.

DOLE is set to conduct series of advocacy activities in the form of orientation, briefing, dialogue, symposium, forum, and campaigns to contribute to the formulation of ordinances against child labor; creation and strengthening of Barangay Councils for the Protection of Children; mainstreaming child labor agenda in the local development plans; and forging of memorandum of agreement/memorandum of understanding/accord. PAGADIAN CITY, May 25 (PIA) -- The Mindanao Economy and Environment Summit, a platform under the Mindanao Nurturing Our Waters (MindaNOW) Program of the Mindanao Development Authority (MinDA), is slated to be held on June 4 and 5 at the Grand Regal Hotel in Davao City.

With the theme, “Building Constituency towards a Green Economy,” the summit aims to gather stakeholders of Mindanao for creating champions, building constituency, and adapting change in responding to the challenge of ensuring food on the table without compromising the carrying capacity of the environment by caring for our waters.

Luwalhati R. DAR spearheads ceremonial signing of MOA with local chief executives

PAGADIAN CITY, May 25 (PIA) -- The Department of Agrarian Reform (DAR), Zamboanga del Sur provincial office on Wednesday conducted a ceremonial signing of documents for the issuance of certificate of availability of funds and orientation on the Agrarian Reform Communities Project, Phase 2 (ARCP2) at Farmer's haven, provincial government complex here.

Speaking before the local chief executives, municipal officers, and stakeholders, ARCP2 national project coordinator Homer Tobias said the activity was designed to fast track the implementation of the P58,017,790.92 worth of ARC projects in the six municipalities of the province.

Tobias said based on his experienc, it took 16 months to process and approve the projects due to the absence of different signatories and failure to comply some of the needed documents.

"With the presence of the local chief executives and municipal officers here, Tobias said it would then be much easier and faster for the regional sub-approved committee (RSAC) and national sub-approved committee (NSAC) to process their respective projects," Tobias added.

"We need to come together to compliment with each other and work as a team," Regional Director Julita Ragandang, ARCP2 regional project manager said.

"This is the beauty of the convergence strategy working in the ground. It reveals a very strong collaboration among the stakeholders," Ragandang said, adding that she was impressed on the interest manifested by the local chief executives in completing the documents such as memorandum of agreement, letter of intent, sub-project agreement, feasibility study, program of work, and detailed engineering report.

Ragandang said she was deeply touched and grateful for the untiring efforts extended by the local chief executive of the province in realizing the projects.

"I am deeply touched and very grateful for the untiring efforts extended by governor Antonio Cerilles where he personally made a dialogue with the officials of NCPO in Manila just to bring all the concerns in the province," Ragandang said.

Ragandang is looking forward for a continued and favorable environment in the implementation of these projects, saying that the government wants to improve the livelihood and welfare of the farmers.

Meanwhile, Provincial Agrarian Reform Officer Raymundo Bernardo said the ARC projects of the municipalities of Josefina, Midsalip, Molave, Tabina, Tambulig, and Tukuran, which costs to about P58,017,171.16, were recently approved by the RSAC and NSAC.

The P34,526,450.81 is an equity of the local government unit, while the 23,491.340.11 is ARCP2 share.

The ARC projects are composed of farm-to-market roads, school buildings, multi-purpose center, and barangay health station.

Bernardo was thankful for the support extended by the national project coordination office, regional project coordination office, and local government unit to help realize the the successful implementation.

"I am optimistic that the ARC projects will be implemented properly," Bernardo said.

Among those who inked the documents were mayors Fe Pitogo of Josefina, Leonida Angcap of Midsalip, Ireneo Glepa of Molave, Greg Dayondon of Tabina, Caridad Balaod of Tambulig, and Atty. Francisvic Vilamero of Tukuran (JPA/GCC-PIA 9, Zambosur)

2012 Miss Philippines Earth Beauty Contest Completes Preliminary Competitions

MANILA, Philippines — The 2012 Miss Philippines Earth beauty pageant has completed its preliminary competitions as it presented 16 special awards to candidates.

Miss San Juan City Samantha Purvor led the preliminary contests by winning Best In Swimsuit; Miss Zenea Slimming and Body Sculpting; Miss Extraderm; Miss Pontefino Residences; and Miss Gandang Ricky Reyes.

Miss Tabuk City Glennifer Perido won Miss Redfox; Best In Resort Wear; and Miss Golden Sunset; and Miss Marilao, Bulacan Aufelyn Zabala, Miss Talent, and Miss Beverly Hills 6750.

Other winners of special awards were Miss Quezon City Stefany Stefanowitz, Best In Evening Gown; Miss Puerto Princesa City

Pagadian City Cristelt Gerona, Miss Photogenic-Ever Bilena; Miss Lucena City Jennifer Edytha Japor, Miss Friendship; Miss Batangas City Queenie Uy, Miss Pontefino Hotel; and Miss Kawit, Cavite Reveleen Carandang, Miss New Placenta. It was presented by Jaime Acosta, CEO and President of Psalmstre Inc.

At least 47 candidates are taking part in the environment-driven beauty pageant now on its 12th edition. Reigning Miss Philippines Earth Athena Mae Imperial will crown her successor at the Center Stage of SM Mall of Asia on Sunday, May 27.

Other titles up for grabs were Miss Philippines Eco Tourism, Miss Philippines Fire, Miss Philippines Air, and Miss Philippines Water.

Imperial also placed won Miss Water in the 2011 Miss Earth beauty pageant.

Other candidates competing in this year’s pageant are Ariella Arida, Lei Denise Mendoza, Dianne Dreyfus, Christina Jana Siratnanont, Zeneline Bulalaque, Roxanne Corluy, Daniella Marisse Fernandez, Dorothy Joy Pagurayan, Lara Theresa Leones, Roanne Marie Roche, Melanie Belina, Maria Genefe Navilon, Ellyz Lee Santos, Maricel Mansano, Jem Francelle Sanico, Janica Burasca, Ina Dominica Guerrero, Jennifer Grace Alberto, Dane Felisse Marasigan, Alvy Faith Pel-Ey, Jaydielou Dilidili, Bhertie Bagaporo, Trissia Joy Alvade, Abbygale Rey, Zandra Flores, Jade Charmaine Manago, Kathleen Subijano, Ivy Salvino, Glenna Christina Duch, Krystal Alonday, Gail Garcia, Mary Joyce Cruz, Margaret May Liavor, Princess Manzon, Dianne Ramos, Kaylee Calaguas, Candice Ramos, and Kristina Cassandra Buac.

Last year, the beauty pageant was expected to be held in Vietnam but it was later offered to Bangkok, Thailand. However, the flooding in Thailand forced organizers to cancel the pageant and moved it back to the Philippines.

Karla Henry is the first Miss Earth winner from the Philippines in 2008. She is also the first Asian to win the crown. Brazil has won the pageant twice – Priscilla Meirelles (2004) and Larissa Ramos (2009).

Naa naman daw blueprint plan dd2 sa city hall bahin anang boulevard.. Ana patong amigo nako nga nakakita kay nindot gyud daw kaayo.. But ang budget gyud ang gi.agad sa city.. Kay kung ma realize nanang Boulevard kay mao ni ang pinakataas na boulevard sa Mindanao (not so sure ha).. From Brg. Kawit upto Brgy. Bomba gud daw ang boulevard..

MANILA -- A 22-year-old designer, freelance model, host and singer from Quezon City was crowned Miss Philippines Earth 2012 at the SM Mall of Asia in Pasig City on Sunday.

Stephany Stefanowitz bested 46 other candidates who represented municipalities, cities and provinces in the country, as well as Filipino communities outside the Philippines.

A second-timer at the prestigious pageant, Stefanowitz will represent the country in the Miss Earth 2012 pageant, which will be held in Indonesia in October. She will also serve as ambassador to environmental protection campaigns in the country.

Stefanowitz was crowned Sunday by last year’s winner, Athena Mae Imperial. She also got the Best in Evening Gown award.

Crowned as Miss Philippines Water, meanwhile, was Samantha Purvor, 24, a Sports Sciences student from the University of the Philippines who represented San Juan City.

Purvor also won the Best in Swimsuit award, as well as Miss Zenea Slimming and Body Sculpting, Miss Extraderm, Miss Pontefino Residences, and Miss Gandang Ricky Reyes.

The Miss Philippines Air title went to Glennifer Perido, a 22-year-old nursing graduate from Tabuk City. She was also named Miss Redfox, Best in Resort Wear, and Miss Golden Sunset.

Miss Philippines Fire was Thoreen Halvorsen, 19, tourism student from Puerto Princesa City, Palawan. She also won the Miss Prime Med special award.

Named Miss Philippines Eco Tourism was 24 years old Mary Candice Ramos, a fourth year Bachelor of Science Tourism Management student of the University of the Philippines. She represented Vigan City. Runners up were Glenna Christina Duch, 18, Business Management student from Silliman University in Negros Oriental;

Roxanne Corluy, 20, of Belgium-Filipino Community; Princess Lieza Manzon, 25, model and actress from San Francisco, Cebu; Jaydielou Dilidili, 24, admin and human resource manager from Indang, Cavite; and Kathleen Subijano, 24, a lifestyle columnist from Muntinlupa City.

The other candidates who received special awards were: Miss Pagadian City Cristelt Gerona (Miss Photogenic-Ever Bilena); Miss Marilao, Bulacan Aufelyn Zabalanoypistuff (Miss Talent); Miss Lucena City Jennifer Edytha Japor (Miss Friendship); Miss Marilao, Bulacan Aufelyn Zabala (Miss Beverly Hills 6750); Miss Kawit, Cavite Reveleen Carandang (Miss New Placenta); and Miss Batangas City Queenie Uy (Miss Pontefino Hotel).

To boost his eco-tourism program, Pagadian City Mayor Sammy Co said he will put up a baywalk along the city’s coastal areas.

Co said the planned baywalk will stretch from Barangay Puluyagan, San Pedro Fish Port, Santa Lucia, Dumagok, Dapulan up to Bomba.

He said the project will benefit the people living in those barangays in terms of livelhood and income generating activities.

Co said the people living near the wharf will be affected by the project, but the city government will relocate them to an urban poor housing project.
Co said his term will end in 2013. His other projects for this year include construction of more barangay roads.

“I have already expanded the bus terminal last year and this project is ongoing. The city also donated radios and communication gadgets to the Philippine National Police and the Philippine Army to be used in combatting lawlessness and criminalities. The people can call the law enforcers through 117 in providing the latter information on suspicious persons in their area,” Co said. He said he plans to run for congressman in next year’s election. — Allen Abastillas

PREFACE AND ACKNOWLEDGEMENT

Pagadian City’s overall development in 27 years as a Chartered City remains short of its potentials. It has tremendous assets to stimulate its growth, increase economic opportunities and reduce poverty and the city is determined to remove the bottlenecks in achieving rapid development. Watching closely the Cities Alliance’ drive for “Cities Without Slums”, it seeks means to replicate the process though the roadmap to reality maybe far and hard but it is worth a try.
Pagadian City is lucky to qualify in the City Development Strategy (CDS3) Advocacy Training Program on Good Governance: An Enabling Platform for Good Governance and Improving Service Delivery channelled by the League of Cities of the Philippines (LCP). It is a technical assistance grant funded by Cities Alliance and supported by the World Bank, UN-Habitat and ADB. It is a continuing training for cities in the optimal utilization of resources for sustainable growth through economy-focused planning directions and development strategies.
The League of Cities of the Philippines (LCP) through its Technical Team Consultants patiently and persistently guided these cities in the entire CDS process and helped formulate strategic framework for development drawn from the context of the Local Government Code of 1991, the 1992 Urban Development and Housing Act and the 1997 Social Reform Agenda.
For its part, Pagadian City worked with better understanding of urban concerns and developed vision and plans on a partnership approach involving key stakeholders in the definition of common problems and opportunities and in the preparation of the city’s development strategy. Its basic objective is to foster Pagadian City as a livable and vibrant city with capability to deliver enhanced services to the constituents and bring social and economic changes through participatory governance.
Today, after a review and analysis of how we, so far are going in this City Development Strategy (CDS) process, it is only fitting and proper that we first view the pro-active attitude of the Local Government and its staff who manifested a sense of urgency to forge planning tools for sustainable development. It is evident that the tasks before us are daunting. Indeed, we are not only expected to improve or modernize our system to deserve our people’s trust in us. We are counted upon to lay down the foundations of genuine government service – painstakingly and wholeheartedly.
A heart of courage and determined spirit can move gargantuan things. No less than Her Excellency President Gloria Macapagal Arroyo once said: “Even the smallest actions of a determined spirit can bring grace to the entire nation.” I hope that we will have our pro-active stance to the City Development Strategy (CDS) from now on, as we vow to provide a community much improved on major aspects of our concerns. Certainly, these improvements would be a lasting contribution to our nation.
I am sure that the first ever CDS Advocacy Training will find solutions to common problems encountered in local governance, yet we are for the fulfilment of our goals to enhance credibility and competence and better the quality of service. We are to maintain our local resources, for if wisely and properly used, will breed competence, credibility. We must keep abreast with the changes that are happening around us – wherever public service calls to render. Continuing changes is indispensable to the achievement of our goals. The underlying answer to the objective of CDS is clear: Enhancement of better public service by competent local government.
Remember, we may come from comfortable offices and wonderful homes; we may have been raised on or have been exposed to exotic urbanization. But because of common objectives, of common desires to improve the quality of public service and the urgency to help our constituents, we shall, in this corner of the nation, overcome our differences and find strength in our similarities. This we must do and do without delay as a matter of national concern. We shall in this part of the region plant the seeds of ideal public service run by open minds that accept continuing changes that are dedicated to a common cause.
Within these pages, we chart our plans taking cognizant of population, environment and local resources on the efficient allocation and use of the city’s resources for optimal growth and development. Knowledge on population and interrelationship of the demographic processes and state of support system especially infrastructure will sustain our planning tools for growth.
Inspired by what Martin Luther King said “My obligation is to do the right thing, the rest is in God’s hand”, I am obliged to make a CALL OF ACTION for all of us to build a modern city where all social classes have equal access to public service. We will always remember: methods are many, values are few, methods always change and values never do. Our plans are anchored on a love for humanity, a sense of public service or moral obligation in caring about people we have never met or barely know.
In taking these challenges as partner of the CDS process, the city affirms its commitment to enhance a strategic platform that provides foundations and impetus to development as it works and learns with others of how to bring the social and economic change we passionately believe are necessary for the realization of the city’s Vision 2020:

This Vision, which is built into, or arise out of, the very fabric of a city and its environ, is an inherent factor of a city dubbed as the “Heart of Mindanao” powered to go further and beyond expectation – “A PRIDE OF PLACE.”
The city’s mission is to create a LIVABLE CITY and strengthen its economic competitiveness to enhance its capability to provide basic and other services and opportunities for all; to improve the economic well-being of the people through environmentally, culturally sensitive and gender responsive plans and programs; to foster public policies, human service reforms and community support that effectively meet the needs of the city’s healthy development and sustainable growth and to serve as a positive, unifying force for social change.
The City of Pagadian has passed all the phases of the CDS process and is now in the stage of presenting this CDS Report which is a product of the collaborative and integrative efforts of all stakeholders from government to the private sectors. This CDS Report is timely and appropriate because it is based on the current city situation from its present capabilities to its inadequacies thereby coming up with a comprehensive analysis of short and long term vision and development thrusts anchored on the national 10-point legacy agenda.
Significant gains were achieved from the intense advocacy of the CDS 3 Training. It assessed the situation, addressed the problems and presented the solutions. It drives new planning directions based on up--to-date systems and application, deployment of new and complex technologies and strategies with specific, measurable, achievable, relevant and timely goals and targets in line with the government vision. This put to a test the limits of the city to help the economy, provide more jobs and support the fight against poverty.
All these were achieved through the concept of “partnership approach” of the CDS 3 Project and capturing the power of leadership change using Executive Management to strengthen the city’s organizational capacity to deal with whatever problem head-on, success and failure hinges on this matter, but the city cannot afford to fail. Short of my 4-years term, we have un-relentlessly endeavoured our purposeful-driven and socio-economic oriented development and growth for an agile and effective Pagadian City- “Heart of Mindanao”.

EXECUTIVE SUMMARY
The Municipality of Pagadian became a chartered city on June 21, 1969 through R.A 5478 and was designated as the Regional Center of Western Mindanao on October 12, 1990 by virtue of EO 429 in manifestation of its geographical location in the heart of Western Mindanao and its proximity to the general constituency in the region. Today, continuing to fulfil the mandate to serve the people, it takes its pride in working toward a better future for the residents of Pagadian City and Western Mindanao.
Pagadian City is a first class city with a total land area of 37,880 hectares or 378.80 square kilometers and a population of 142,582 and 28,041 households as of 2000 Census and a projected population of 155,988 and 165,617 in 2003 and 2005, respectively. The city’s urban area consisting of 13 barangays is densely populated to as much as 78,320 or 54.93% while the rural area composed of 41 barangays is populated by 64,262 or 45.07% of the total population.
With 78.14% dependency on its Internal Revenue Allotment (IRA), Pagadian City’s 2005 total budget of P330M is based on its projected income from local taxes of P60M and from Internal Revenue Allotment of P270M. It generated a total asset of P1, 169, 617,508.05 as of 2005 without experiencing any budget deficit. It always have budget surplus as evidenced by the Inter-Special Account transfer record which reflects the capability of its officials as financial managers and credibility of the LGU to incur financial obligations.
The city’s economic enterprises: the Integrated Bus Terminal (IBT), Class “AA” Slaughterhouse, City Motorpool and Public Agora had generated stable income and helped lessen IRA dependency. In short time, the Pagadian City Fish Port will also be taking part, though there are facilities to be further introduced. The Pagadian City Cold Storage for Fruits and Vegetables and the Nitrogen Plant are now in the pipeline.
Pagadian City is a fast growing commercial hub in Southern Philippines with the big investments being poured by private investors in the region and elsewhere. The positive gains in short years with the new thrusts on the development of the natural spots will make the city a fascinating tourist destination in the South and help Pagadian City grow to a Rising City in Asia by Year 2020.
Pagadian City is a potential trade partner of Brunei, Indonesia and Malaysia being on its backdoor and an active member of Brunei, Indonesia, Malaysia, Philippines East Asia Growth Area (BIMP-EAGA) aggrupation. Its forged sisterhood with the State of New South Wales, City of Cooma, Australia and key partnership with Australia in the Philippine-Australia Development Assistance Programme (PADAP) can open opportunities for trade and commerce.
The city’s Vision 2020:“Pagadian City as the Regional Administrative Seat of Government of Western Mindanao, shall be a Centre for commerce, trade and agri-based industries, upholding a sustainable ecosystem, administered by a technically empowered local government with peace loving and culturally-united people” has been adapted after due consultations with key leaders in government, community organizations and Non-Government Organizations (NGO) and the civil society.
The vision is a manifestation of Pagadian City as most developed area in the province of Zamboanga del Sur abounded with agricultural and other resources; the center of trade and commerce; a well-managed environment; a strong local government unit with a peace-loving and united people and a Regional Capital of Western Mindanao which can easily establish closer contact and synergy in development with its people, its member-provinces and cities in the region.
The city’s mission is to create a LIVABLE CITY and strengthen its economic competitiveness to enhance its capability to provide basic and other services and opportunities to all; to improve the economic well-being of its constituents through environmentally, culturally sensitive and gender responsive plans and programs; to foster public policies, human service reforms and community support that effectively meet the needs of the city’s healthy development and sustainable growth; and, to serve as a positive, unifying force for social change.
Complementing these vision and mission are the City’s key strengths/opportunities, which are:

The city’s vision and mission, crafted with the assistance of the CDS Technical Consultants and the 14 participating cities in about eight (8) months, from May to December, 2006, has its specific objectives, which are:
(1) Poverty Alleviation;
(2) Decrease Informal Settlers through Housing with Access to Pipe Water,
Electricity, and Sanitary Toilets;
(3) Efficient Infrastructures, Facilities and Services;
(4) Increased Cohort Survival Rate and Literacy Rate;
(5) Urban Productivity through Increase Income and Reduce IRA Dependency;
(6) Development to Highly Urbanized City;
(7) Development of Tourism;
(8) Shift from Resource-Based to Information and Communications Technology;
(9) Agricultural, Marine and Fishery Management and Productivity;
(10) Peace and Order and Crime Prevention System.

These are the vision and mission to create a progressive, vibrant and safe City that will to continually serve the people and improve their quality of life. These are its fortune by deed and destiny by 2020.






PAGADIAN CITY DEVELOPMENT STRATEGY (CDS)
1. Introduction:
Pagadian City is fortunate to be a recipient of the City Development Strategy (CDS) 3 Project: An Enabling Platform for Good Governance and Improving Service Delivery. This technical assistance is funded by the Cities Alliance in partnership with the League of Cities of the Philippines (LCP) and supported by World Bank, UN-Habitat and the Asian Development Bank (ADB) for the city’s sustainable development and growth.
Year 2006 set anew another milestone for Pagadian City after developing its Development Agenda 2020. Its participation to the 2006 Investment Marketplace will lead to global approach to development and progress. The city basic urban karte provides a diagnosis to enable planners to know easily how much the city had accomplished its vision by a gap between the quantitative targets and indicators.
The participation of residents, NGOs and community organizations in developing the urban karte encourages the transparency and accountability of local government action. Using the concept of a “partnership approach”, the team were able to formulate strategies, plans and programs to enhance the opportunities and strengths to attain the common vision anchored on the principles of sustainable city on “Livability, Competitiveness, Bankability and Good Governance” and work painstakingly towards the realization of its Vision 2020:
“Pagadian City as the Regional Center of Western Mindanao shall be one of the most important hubs for commerce, trade and agri-based industry, upholding a sustainable ecosystem, administered by technically empowered local government, with peace-loving and culturally united people.”
The city came up with a new City Brand: ”Pagadian City “Heart of Western Mindanao” in manifestations of its strategic and geographical location in the Heart of Western Mindanao that can be a catalyser for development and growth of the community and people.
The city’s mission is to maintain a LIVABLE CITY and strengthen its economic competitiveness to enhance its capability to provide basic and other services and opportunities to all; to improve the economic well-being of its constituents through environmentally, culturally sensitive and gender responsive plans and programs; to foster public policies, human service reforms and community support that effectively meet the needs of the city’s healthy development and sustainable growth; and, to serve as a positive, unifying force for social change.
Like any city, the welfare of its constituency always stands foremost among other agenda. It is the primary task of public servants and the civil society to continue working together to narrow the gap between the few who are very rich and the many who are very poor. It is their obligation to help build better future for the disadvantaged children, the abused and the victims of calamities.
The expected rapid urbanization and growth experienced in the economic sector will not result to an imbalanced as it is coupled by a complementary poverty alleviation program geared towards uplifting the living condition of the poor. The anticipated growth of agri-industry and tourism will also raise the income levels of those affiliated with these sectors faster than whatever growth the lower income group can attain.

To match the growing population with economic development complemented by the strategic position of Pagadian City within the Heart of Mindanao and the implementation of EO No. 429 declaring Pagadian City as the new Regional Center for Western Mindanao, new Central Business Districts (CBDs) and potential areas for economic growth will be developed. This would increase the value of real properties and enhance local trade and commerce.

Amidst the increasing economic activities and burgeoning urban population, the city has balanced its progress with the natural environment. The local economy is thriving and the boom in business is largely due to the city’s ability to facilitate investment, develop pro-poor development programs and initiatives in promoting a livable environment.

Towards this end, it is designed that the city under the CDS Advocacy Program will have mix programs, which consist primarily of improving urban infrastructure supportive of the trade, agri-industry and tourism development sectors, with consideration of including poverty alleviation and environment management concerns. Its development is measured in terms of income the city can produce or the number of jobs it can create, the efficiency in the delivery of basic services or adequacy of social and infrastructure facilities to improve the quality of life of the people and the capacity to maintain a clean, safe and orderly environment.
A. CITY PROFILE
1. PAGADIAN CITY: YESTERDAY A HISTORY, TODAY A FACT, TOMORROW AND IN 2020 A VISION
Pagadian City is a 1st Class City in the Province of Zamboanga del Sur, Philippines. It is the capital and component city of the province and the Regional Center of Western Mindanao.
It became one of the barrios of the old Municipal District of Labangan in the old Province of Zamboanga. In 1934, Director Teofisto Guingona, Sr. of the Bureau of Non-Christian Tribes transferred the seat of government to Pagadian City upon the direction of then Governor Leonard Wood. Datu Macaumbang donated 260 hectares of land to Pagadian City for the Christians in Labangan who were willing to transfer to Pagadian City.
Pagadian was organized into a regular municipality on March 23, 1937 by virtue of Executive Order No. 77 and was converted into a chartered city of Pagadian City on June 21, 1969. Then Municipal Mayor, the late Benjamin F. Arao became the first City mayor by operations of the City Charter.
1990, during the administration of President Corazon C. Aquino, the Regional Center of Region IX was transferred to Pagadian City, yet this proposal was sternly blocked by the people of Zamboanga City led by the late City Mayor Maria Clara L. Lobregat who filed a case in the Supreme Court of the Philippines questioning Executive Order No. 429 that transferred the Regional Seat of government from Zamboanga City to Pagadian City but lost after long years of legal battle. The mandate was finally pushed through in 2004 when President Gloria Macapagal Arroyo ordered all offices to be transferred to Pagadian with the exception of the regional branches of the Department of Tourism, Department of Labor and Employment and Department of Trade and Industry which was retained in Zamboanga City.
Pagadian City, located in the Heart of Western Mindanao, is aimed to become one of the most important hubs in the south following the controversial regional transfer from Zamboanga City. The transfer of the regional center to Pagadian City would make Zamboanga City the center of business and trade in the region.
With an administrative land area of 37,880 hectares or 378.80 square kilometres which is 8.46% of the total land area of the province, its total population as of 2000 NSO census is 142,585 with 28,04l households and projected population in 2005 is 165,165 with 33,118 households. It has an annual average growth rate of 2.82% greater than the national average growth rate.
As a high altitude city with a network of mountains on the north and western frontiers, balmy climate and natural sceneries, Pagadian City is 78.14% dependent on Internal Revenue Allotment. With best formulated service standards, it grew as a strong and transparent city with well-managed finances deserving of public trusts. It accumulated a total asset of P1, 169,617,508.05 as of December 31, 2005.
Pagadian City’s economy is highly diversified and thriving. As the center of commerce, politics and futuristic city of Western Mindanao, it is poised to grow as a bustling metropolis and financial capital in the South. Its meteoric rise in short years under CDS concept of sustainable cities is projected by its capable officials, the civil society and God-centered citizens. This gigantic growth will be an opportunity for Pagadian City to move forward and become a premier city in Western Mindanao. This is the VISION by 2020.
2. PAGADIAN CITY: A PRIDE OF PLACE
“City of fine beaches, cool and virgin Mountain Peaks and pristine Waterfalls”
Aimed also as an important tourist hub in Western Mindanao, Pagadian City is now head vent in developing the natural attractions of the city which is envisioned as the tourist capital of the South. Though there are several potential tourist spots in the city, the City Tourism for now prepared the blueprint and design for development of the following:
Dao Dao Island- Serene and beautiful Dao Dao Island surrounded by cool seawaters and balmy breeze has an area of 1.1 057 hectares. It is more or less 7 to 10 minutes ride by motorboat from the seaport of Sta. Lucia, Pagadian City and endowed with artificial coral reefs this virgin island is ideal for swimming, boating and fishing.
White Beach- Is a stretch of white sand beach with clear, deep, blue waters ideal for swimming and diving. It is just five (5) minutes via motorboat southeast of the seaport.
Muricay Beach- Located in Barangay Muricay, just a little over 4 kms. from the city proper, is the white sand Muricay Beach which is available for swimming but is as yet undeveloped. Mangrove tracts and seaweed plantations are nearby.
Bomba Beach- Located about two (2) kilometers from the city proper is Barangay Bomba Beach which is a rich coral reef ideal for fishing and swimming. Available in sight is the Bomba Bridge and picnic huts. Its development is under study.
Poloyagan Beach- is a Rocky Beach with coral reef that is about five (5) kilometers away from the city proper. The development of the beach is under study.
Lourdes Hot and Cold Spring- The natural hot and cold springs of Barangay Lourdes, about 32 kilometers northwest from the urban area is being tapped by the Pagadian City Water District as a piped water source for Barangay Kagawasan.
Lison Valley Waterfalls- Barangay Lison Valley Waterfalls, about 42 kilometers northwest of Pagadian proper, boast of its height of about 20 to 25 meters. It has a spherical-shaped basin about 20 meters in diameter with cool and invigorating water ideal for picnic. It is located in the sitio of Santa Lucia about 18 kilometers from Lison Valley proper. The falls is ringed by verdant greenery, giant ferns, orchids and moss-covered rocks as well as lime and marble stones that facilitate the panoramic viewing of wide rice fields, nooks, crannies and look-alike Chocolate Hills.
Lourdes Waterfalls- Located at Barangay Lourdes and about 32 kilometers from Pagadian City proper is the peaceful Lourdes Waterfalls where the sight and coolness of the water wash away worries and fatigue.
Manga Falls- Located in Barangay Manga about seven (7) kilometers from the city proper is a two-layered cascading falls thickly covered by virgin greeneries which is the home of white monkeys. This is still under study.
Ditoray Waterfalls- This is 14 kms from the Pagadian poblacion and 5 kms. from the center of barangay Ditoray. Large stones ring the falls.
Alegria Falls – One of the heralded Waterfalls in the city is Alegria Falls located in Barangay Alegria. It is covered with lushed greeneries, fresh clean waters and vegetation that contributes to the cool breeze within the area.
Mt. Palpalan- Dubbed as Prayer Mountain, Mt. Palpalan is the promontory within the Pagadian City area where on its apex are the transmitters of major commercial communication systems. About 30 minutes of steep climbing from the boundary of Pagadian City and Dumalinao municipality along the Pagadian-Zamboanga national highway. Lying 684 feet above sea level, this majestic Mt. Palpalan gives a sweeping vista of urban Pagadian City, neighboring municipalities, and the deep blue waters of Pagadian Bay.
Lison Valley- Is the highest mountain peak in Pagadian City which lies 1,432 feet above sea level. Its mountainous expand is clothed by vegetation, greeneries and serenity that lifts sagging spirits.
Mt. Susong Dalaga- Found in Barangay Lourdes, 32 kilometers from Pagadian City proper and 10 kilometers from the barangay center, Susong Dalaga is a semi-perfect cone with thick and verdant forest cover. From the plains, these two mountain ranges look like woman’s breasts. It can be reached by horseback.
Mt. Pinokis- This mountain peak is located in Barangay Lison Valley, 42 kilometers from the Pagadian City, two (2) kilometers from Mt. Susong Dalaga and twelve (12) kilometers from Barangay Lourdes. This mountain virgin forest inhabited by monkeys and gorillas, can also be reached by horseback and is now under study for development.
Bulatoc Hill- Situated at Barangay Bulatoc about 4 kilometers away from the city proper is the Bulatoc Hill. Its peak offers panoramic view of Pagadian Bay.
Kendis Cave- Known as the mother of Caves with large overhead crevices leading to two interior chambers is the beautiful Kendis Cave. Also a quarry site, it is about 14 kilometers from the poblacion and 5 kilometers away from Barangay Ditoray. It is also an open-end cave thickly covered with plants and vegetation. It can be reached by horseback and its development is underway.
Manga Cave- These twin caves along the two-layered Manga waterfalls is a sight to behold. Its cool and clean water is exhilarating. Currently this is under study.
3. PAGADIAN CITY: A PLACE EASY TO REACH
Plane- Pagadian City has direct flights to the Capital of the Philippines, Manila City. With scheduled flights every Wednesday, Friday and Sunday, the BAE 146 planes of Asian Spirit Airlines flies from Pagadian City to Manila City and vice versa.
Bus- It has direct bus trips from Pagadian City to any key cities and municipalities in Mindanao like Davao, Zamboanga, Dipolog, Dapitan, Cagayan de Oro and many more.
Ferry Boat- It offers vessel trips to Zamboanga City and Cotabato City.

B. DEMOGRAPHIC ANALYSIS
1. Population and Development
Population and development are closely interrelated and the demographic processes of mortality, fertility and migration are the determinant of the size of the population, age structure and spatial distribution. Likewise, the demographic outcomes affect the development processes of consumption, saving, investment and the utilization of human and natural resources and public spending.
Development process also determines the level of income and its distribution, employment, health, education and other socio-economic outcomes including the quality of the environment and the level of welfare and socio-economic status of the people finally determines the demographic processes of mortality, fertility and migration.
Demographic and development outcomes may be improved through interventions in government policies, programs and projects and actions of the private sector and the people of the community. To generate more employment and income, the government may intervene through local or foreign investments or public works projects.
2. Population, Size, Growth Rate and Density
As of September 1, 1995 census, Pagadian City had a total population of 125,182 equivalent to 7.24 percent of the total population of Zamboanga del Sur. The 1995 population was greater by 18,875 of the May 1, 1990 population census with more than 10 percent increase of the total population of the province from 1990 to 1995.
The city’s population grew by 3.11 percent per year from 1990 to 1995. With this growth rate, the city’s population by May 1, 2000 NSO Census was 142,585 and implies a doubling growth rate in a period of 22 years in the population of Pagadian City. The population growth rate of the city was much higher than that of the province of Zamboanga del Sur and due to the faster increase in the population of Pagadian City, its share in total population of the province was higher in 1995 at 7.24 percent compared to its share of 6.88 percent in 1990.
The NSO placed the land area of the city at 331.6 square kilometres. Considering this figure, the population density of the entire city (urban and rural) in 1995 was 330.5 persons per square kilometre. This was much higher than the population density of 214.6 persons per square kilometre of the province.
The in-migration of people in the neighboring municipalities, provinces and the rural barangays to the urban center accumulated 107.6 people per hectare compared to 2.02 people per hectare in the rural barangays. As of 2000, the urban population density per square kilometre is 9,264.
While rapid growth in population is expected in terms of development in 2020, this increase would not be that high considering that intervention and opportunities will be available in other satellite areas and growth centers of the province. This follows the trend of developing countries to decrease the population growth rates.
3. Urban-Rural Population, Age-Sex Structure and Migration
Pagadian City is the second largest city in the Zamboanga Peninsula in terms of population. As of 2000 Census, the city has a population of 142,582 with 28,041 households; 78,326 or 54.93%consists of the urban population and 64,256 or 49.43% rural population. The urban population in the city is more than two times greater than the urbanization rate of the province.
With the city’s population annual average growth rate of 2.82%which is higher than the national growth rate, Pagadian City’s projected population in 2003 and 2005 are 155,988 and 165,167, respectively and the 2006 population is definitely way beyond this figure. Considering a land area of 378.80 sq. km., the population density is 4.12 per hectare.
As to population area distribution, the urban area is densely populated to as much as 54.93% and the rural at 45.07%. The population density for urban is 107.6 per hectare and the rural at 2.02 per hectare. Since the past, the city is a net-in –migration area, accounting for rapid growth of the population which indicated that the city was attracting migrants from other places.. Of the total urban population of 113,989 in 2003, more than 7% or 9,097 were not residents of the city. The city experienced a geometric growth rate of 2.82% from 1995 to 2000.
The city’s population based on age group is dominated by young people where about 49.43% are below the age of 20 and less than 2.98% are age 65 and over. Unemployment rate is 5.50%. The female unemployment rate is 4.83% while the male is 6.15%. The total male group that are employed are 35,316 and the female, 18,197.
The total population of age 15 to 40 as of 2003 is 93,200 consisting of 46,255 males and 47,754 females with about 59,219 or 63.54% were in the work force and about 54,093 or 58.04% were employed and 5,126 unemployed. The remaining 34,018 or 36.50% are jobless either because they are students, housewives, disabled, aged or incapacitated to work.
4. Economy, labor Force and Employment
In 1990, the city had a labour force of 36.1 thousand and about 94 percent were employed. Based on the projected population, the labor force of the city is estimated at 50.7 thousand in May 2000. This is projected to grow to 59.1 thousand in 2005, 68.9 thousand in 2010 and finally to 93.6 thousand in 2020. To maintain the employment rate of 95% of the labour force, the city must generate a total employment of 56.1 thousand in 2005, 65.5 thousand in 2010 and 88.9 thousand in 2020.
C. LOCATION, LAND AREA AND PHYSICAL CHARACTERISTICS:
Pagadian City is located in the heart of Western Mindanao. It sits on the geographical coordinate 07 degrees 49’43” latitude and 123 degrees 20’4.61” longitude of the north-eastern part of Zamboanga del Sur in the Island of Mindanao.
Pagadian City is the second largest city in the Zamboanga Peninsula in terms of land area. Its total land area is 378.80 square kilometers (845 sq.km. urban areas and 466.2 sq.km rural areas) delineated by the municipal boundaries of Midsalip on the north, Labangan on the northwest and east, Lakewood on the west and Dumalinao and Tigbao on the Southwest. The breakdown of the total land area is: 38.58% agriculture, 19.37% forest area, 6.81% built-up area.
1. DEVELOPABLE LAND WITH ECONOMIC POTENTIALS
Existing urban residential areas is 507 hectares and 783 hectares, rural residential. Residential density is equal to 97persons/hectare and household density is 18.6 HH/hectare of residential area. Projected required additional residential area is 2,310.30 hectares.
Urban Commercial Land is about 4.6 sq.km.or 254 hectares. In 2005, 6000 firms were registered which was greater in terms of growth rate of 9.39%. Only 13% or 780 were manufacturing, the rest were non-manufacturing. Commercial firms increased to 5,220. Projected additional commercial land requirements will be 1,600 hectares.
In the Urban Industrial Land area, an additional 1,500 hectares will be allocated to provide the area for the Agri -Industrial Center and other processing ventures. Land supply needed for urban expansion is 5,902.47 hectares.
2. PHYSICAL CHARACTERISTICS

Pagadian City is the capital of Zamboanga del Sur, one of the three provinces in Region IX. It is accessible from the cities of Dipolog, Ozamis, Iligan and Cagayan de Oro in the northeast by bus and from the cities of Cotabato, Zamboanga and Cebu either by bus or boat. Considered as the entry point by land transportation to the region, it is surrounded by other agricultural/fishing municipalities of Midsalip, Labangan, Lakewood, Dumalinao and Tigbao. At the south-eastern part of the city is the rich fishing ground of Yllana Bay.
Majority of the land in Pagadian City is agricultural. Situated within the tropics of Northern Hemisphere, its climate is pronounced dry season from January to March and rainy from April to December. Rainfall distribution is moderate. It is well outside the typhoon belt.
With mixed topographic relief influenced by mountain networks on the north and western frontiers, Pagadian City’s highest peak is Lison Valley rising 1,432 feet above sea level. It has igneous pyroclastics geology landform composed of moderately basaltic hills and plateaus. Others has rocks classified sedimentary-recent alluvium under-developed tidal flat and mountains.
The types of soil found are alamino/Antipolo complex, Louisiana/Jasan complex, Buyogan Clay Loam and Mountain soil undifferentiated. The city also has four (4) major rivers traversing the urban areas and one well outside the outskirts.
Flooding hazard areas, especially during heavy rains, are located in the southern and most of the eastern part of the city. These areas sometimes experienced flooding with waters overflowing the street canals. These areas are level or nearly level in slope classification and comprised about 8% of the city’s total area.
The city’s terrains in most of its barangays are well-drained to moderately well-drained. Areas located in the northeastern portion are with strongly sloping landscape and steep hills susceptible to erosion. Its physical characteristics make the city unique from others.
3. GEOGRAPHICAL ADVANTAGES

Pagadian City is the Regional Government Center of Western Mindanao by virtue of EO 429, Series of 1990 issued by Her Excellency, President Corazon C. Aquino. The mandate was finally realized in 2004 with the transfer of 32 regional offices and the full and final transfer of the remaining regional offices will be pursued with the assistance of the National Government and the Provincial Government of Zamboanga del Sur under Governor Aurora Enerio-Cerilles.
The city’s location in the Heart of Mindanao is a geographical advantage to enhance its growth as another premier city in the South. Its strategic position as the central place or growth area in Western Mindanao is a competitive advantage. Pagadian City is poised to grow as a flourishing commercial hub of the region with fascinating tourist attractions and another gateway for economic trade to Brunei, Indonesia, Malaysia, Philippines-East Asia Growth Area (BIMP-EAGA).
The City is also geographically located in the crossroads of eight (8) key cities and one (1) capital Municipality and is accessible by air and sea to the key centers of Manila, Cebu, and Davao. It is the transhipment point of domestically traded products.
D. PLANNING FOR GROWTH
Pagadian City is the most developed area in Zamboanga del Sur. It will also be a premier city in Western Mindanao replicating the development tempo of the cities of Manila and Makati. The city can now match with other developed provincial and regional capital. Its location in the heart of Mindanao brings the city to closer contact and synergy with the progressive cities in Northern and Central Mindanao and the rest of the Visayas and Luzon.
The improved highways leading to Pagadian City from Ozamis City, Iligan City, Cagayan de Oro City and Zamboanga City and the implementation of the Pagadian City Investment Incentive Ordinance increased the trading activities of the city and encouraged more investors. More businesses are expected to pour investments in the city to take advantage of the city’s potentials.
As the provincial capital of Zamboanga del Sur, the regional capital of Western Mindanao and new gateway to Brunei, Indonesia, Malaysia and Philippines East Asia Growth Area (BIMP-EAGA), Pagadian City will grow fast in the future. The potentials of the city to achieve greater development are expected with its involvement in the CDS process which the involved stakeholders from the government and private sectors in the formulation of strategies, plans and programs.
The City Development Strategy covered the necessary infrastructures and support services to encourage the active participation of the private sector in development; Improvement in roads, sea and air transport, power and water supply, solid waste collection and disposal, sewerage and urban services to attract the entry of new business investments in the city; Social services and facilities to prepare the human resources of the city for higher productivity.
Social and economic development is a product of good management. Social development involves the improvement in health, education, housing, social welfare, protective services and social justice. Economic development consists of an increase in the level of production, employment and income that are made possible by the increase in investments, application of new technology and the increase and more efficient utilization of human and natural resources.
Managing social and economic development requires that balance is achieved between the different areas of concerns of the city including the important consideration of the environment and its sustainability. Government programs and projects on health and education are important in the development process.
Good planning and management also requires that local planners and officials work closely with the different stakeholders in the city to join in the identification of the city’s distinctive competence and development priorities after considering its internal strength and weaknesses and outside threats and opportunities. It also requires that the people participate in the development process and in the sharing of the fruits of development.
The strength of Pagadian City lies in its abundant agricultural resources and strategic location as the central place or growth center in Mindanao. The development of the province particularly in roads is now opening many new opportunities in the city. New investments in all sectors are now ripe including the provision of basic economic services vital to the people in the city and the rest of Mindanao.
The City Government has initiated moves for multi-dimensional planning with the neighboring municipalities of Midsalip on the North, Labangan on the Northwest and East, Lakewood on the west and Dumalinao and Tigbao on the southeast with the end in view of establishing Metro Pagadian. Its primary purpose is to attain integration of economic and infrastructures, promote inter-government coordination and cooperation and to ensure compatible land using activities at the territorial boundaries.



















II. Situational Analysis
A. LIVABILITY

1. Background

Among inherent geographic variables, Pagadian City “like every high altitude city”, is a place surrounded by spectacular natural beauty, elevation and climate that can influence the wellness and well-being of men. The city addresses every issue that influence wellness and well-being in a way that prosperity and business growth will not affect the health of the people. Racial, cultural and economic differences are separated from climate and geography that prevails in modern and affluent nations.
Like any fast growing high altitude city, Pagadian is poised to grow as a City for Everyone. The rapid growth of population is influenced by in-migration in the urban district. Even with its urbanization, Pagadian City has a well-balanced ecology. Its roadmap to agro-industrialization is balanced with the journey to the protection of the ecology.
Tropical climate, elevation, inspiring sceneries, soil and water with mineral content are the natural assets to enhance the quality of life and promote Pagadian City. Its urbanization is balanced with its natural environment necessary in the attainment of a clean, safe and orderly community.
a. Population and Housing
With a total population of 142,585 and 28,041 households as of 2000 and a projected 2005 population of 165,167 and 33,118 households, the annual growth rate of 2.82%is higher than the national growth rate. People from the neighboring municipalities, provinces and the rural barangays have migrated to the urban centers that accumulated 107.6 people per hectare compared to the 2.02 people per hectare in the rural area.
As of 2000, the number of households with security of tenure is 38.33%, while the household without security of tenure is 52.67%. The number of households living along the danger zone such as the road-right-of-way, riverbanks and along the coastlines consists of 3,000 households or 9% of the total households.
With this scenario, housing needs have increased. The efforts in building a “City without slums by 2015”is viewed from the existence of Government Resettlement sites made available with NGO participation on housing projects while private sector initiatives on low-cost housing, which is strongly encouraged, are also existing and emerging. The city is also working hard to relocate households living along the danger zones such as those in the road-right-of-ways, riverbanks and along the coastlines with its proposed Fishermen’s Village. As an initial step, the acquisition of a relocation site is already approved and it is now in the pipeline.
As of 2005, the projected number of households was 33,118 and households with access to Level 1 water supply are10.15%; Level II, 13.73% and Level III, 71.52%, while the number of households without access to Level III is 4.6%. The number of households with sanitary toilet and septic tanks is 69.63% and with access to solid waste collection is 68.79%. The number of households with access to electricity is 24,020 and 93% of the total number of barangays are already energized.
With a poverty incidence of 27% in 2005 (Source: NSCB), majority of the populace lives below the poverty threshold. Among its disadvantaged sectors are the informal settlers, government employees, farmers, fisherfolks and laborers devoid of decent housing. Households with no security of tenure rose to 52.67%. The current housing backlog will increase with the new housing needs of regional employees.
b. Education
Government spending on education is vital for development. Education is the best instrument against poverty. The government’s campaign to attain a literacy rate to the optimum level is built upon its thrust to have a competitive human resource through existing affordable education.
Public and private schools cater to the city’s need for preparatory, Elementary, Secondary, Tertiary and Vocational studies. The City Government maintains day care centers in almost every barangay. Preparatory education offered in public elementary is a government action on free education while private preparatory schools in the urban district helps one way or another in the government’s literacy campaign.
SY 2002-2003 Summary of Over-all Performance Indicators (Deped, Pagadian City): Participation Rate, 75.86%; Cohort Survival Rate, 96.59%; Drop-Out Rate, 0.66% and Completion Rate,75.31%. School drop-outs’ incidence are due to financial constraints and distance to the school. Secondary public schools are located only within clustered or group of barangays and participation rate are affected by poverty and distance from schools.
Pagadian City is the country’s first recipient of the “Concentrated Learning Encounter (CLE)” Program which is a matching grant from the Rotary International in partnership with the Rotary Club of Pagadian City. The program is now on its 4th year implementation and is helping much in the education of the people.
c. Health
Wellness and well-being of the citizenry is the paramount duty of the LGU. Health Advocacy and services are continuously promoted to maintain a healthy citizenry.
The city’s current health advocacy are focused on the programs of free medicines for indigent patients; medical, dental and optical outreach programs to far-flung barangays; acquisition of medical facilities and equipment; improvement of Pagadian City Hospital and fund subsidy to the Provincial Hospital for the free hospitalization of indigent patients of the city.
The 2005 CHO Data showed the following health statistics: Crude Birth Rate, 17.96%; Crude Death Rate, 4.85; Maternal mortality, 35.84% and Infant Death Rate, 6.63%. Heart disease, Malignant Neoplasm, Accident/Violence and Diarrhea ranked among the leading causes of death while the top three types of diseases which cause morbidity are URTI/Bronchitis, Pneumonia and Diarrhea.
The causes of death and illness cannot be totally blamed on the lack of health care and service. Lifetime health destroying habits like typical hi-fat and hi-stress lifestyle, man-made pollutants like toxins of overloaded garbage dumpsites and acid rain can also be the culprit. Surroundings or unsanitary environment, food handling, climate, food handling, food habits/lifestyle, and increasing population, among others are factors that lead to these diseases as well as the limited number of medical health personnel and resources/facilities of the Local Government.
d. Environment
The city has embarked with a program on environmental protection to avert environmental degradation and destruction through the continued campaign against illegal logging, slash and burn system and stoppage of gold mining activities. The marine and coastal ecosystem are being managed properly to protect the air and water quality in coastal areas. Marine environment protection is done through mangrove reforestation, implementation of Eco-Gov projects for marine resources and protection of fish sanctuary.
The Networks of Integrated Protected Area System (NIPAS), Non-Nipas and severely-eroded areas (SEAs) are being protected while agriculture production lands specifically the Network of Protected Agricultural Area (NPAA) or Highly Restricted Agricultural prime lands are also given equal amount of protection and conservation.
The erosion-potential areas found in the strongly sloping landscape and steep hills and mountains in the northeastern portion of the city cover a total land area of 150.9 sq. Km. or 45% of the total land area of the city.
As to natural drainage, due to terrain, majority of the city barangays, approximately 90%, are classified as well-drained to moderately well-drained. However, areas located in the southern portion of the city and are along or near Pagadian Bay are poor to very poorly-drained. Rivers and tributaries form as a natural drainage of the city. This has to be prevented to avoid the pollution of seawaters and rivers.
With initiative for clean and green environment, the city has embarked on a Solid Waste Management Project and Greening Project involving all barangays and their officials. The city has a semi-controlled dumping site and solid wastes collection is limited to 13 urban districts and 4 rural barangays with minimal segregation at source. Commercial and industrial firms are not covered by garbage collection.
Wastes are segregated into biodegradable and non-biodegradable at source. Biodegradable wastes are processed into fertilizer using Bio-reactors equipped with shredder, composter, dryer, Hammer mill, shifter and bagging equipment. Recyclable wastes are sold to junk shops.
There are five (5) barangays with Material Recovery Facility (MRF) and a city-managed MRF, Bio-Reactor Composting System and Windrow Composting. An active women group doing economic activities through recycling of waste materials was organized through the initiative of Governor Aurora Enerio-Cerilles and being closely monitored by City Councilor Estrella D. Arao.
The clean and green program is also on-going in all the 54 barangays which includes tree planting. Beautification in all Puroks is being undertaken by the barangays in coordination with the Department of Education (DepEd).
e. Water
Pagadian City has a sufficient supply of good quality water with mineral content. The mineral content of soil and water is moderately affected by man-made pollution. The main sources of water are from deep wells and from the Pagadian City Water District (PCWD). Other identified water sources that can be tapped to augment the water supply of the city are the groundwater sources of Labangan River, Mt. Murias, Dampalan Springs, Manga Springs and Bulawan Springs.
The Pagadian City Water District (PCWD)distributes abundant water to households and other private and public entities which makes the city very attractive to investors and other interested parties. It serves the urban district with potable water sourced from the springs in Napolan, Dumagoc and Sto. Nino. There are 29 functional Level I Water Systems; 29 functional Level II Water System and 17 functional Level III.
f. Protective Services
The maintenance of peaceful, stable and just environment contributory to a livable and competitive city is the major concern of the city government. The city has provided patrol vehicles and motorcycles, communication equipment, firearms, rice and gas allocations to the Philippine National Police (PNP) force. Public safety and emergency response is expected to be enhanced with the installation of surveillance cameras in major roads and intersections.
The city has a total of 132 policemen, 7 are Commissioned Officers and 125 Non-Commissioned. 14 were assigned to handle Traffic Management and the rest on Jail Management and other regular police work. Ratio of population to policemen was 1.1.174 with a population of 154,915. This did not pass the planning standards of 1:300 for highly congested areas and 1: 500 for semi-urbanized areas.
2. KEY OPPORTUNITIES/STRENGTHS

a. Size of land and population
The city has sufficient land for expansion for built-up, agricultural, forest and industrial uses. The City Development Framework Development Plan for CY 2001-2020 has reflected the total land area of 378.80 square kilometres distributed to the different approved land uses – the built-up, agricultural, forest and industrial among others. The city has big forest cover and watersheds that can be expanded. Existing urban residential areas is 507 hectares and 783 hectares, rural residential. Residential density is equal to97 persons/hectare and household density is 18.6 HH/hectare of residential area. Projected required additional residential area is 2,310.30 hectares.
With an available land supply of 3,980.68 hectares to meet the projected increase in population and commercial/industrial activities towards 2015, land banking and other adaptable schemes can be adopted.
b. Affordable water and stable power supply
The city has sufficient potable water supply. Its abundant springs which are being utilized as water sources are being developed and upgraded. Pipe water is being distributed by the Pagadian City Water District (PCWD). Affordable power is being supplied by the Zamboanga del Sur Electric Cooperative 1 (ZAMSURECO I) through the National Power Corporation. Electric and water costs in the city are one of the cheapest in the region and one of the lowest in the country.
c. Healthy Citizenry

The city has always put premium on the health of its citizenry. Holistic health care delivery system to poor families is provided efficiently and effectively. Medical facilities, equipment and medicines had been acquired for the city owned hospital to provide free hospitalization and consultation. The City Government has continued to provide fund subsidy to the Zamboanga del Sur Provincial Hospital in Pagadian City to give free hospitalization to city indigent patients. Medical Insurance known as “Medicare ng Masa” is being extended to low-income families through Philhealth membership with premiums paid by the City Government.

The proposed Western Mindanao Medical Center to be constructed in Barangay Dao, Pagadian City by the province of Zamboanga del Sur is the biggest modern Medical Hospital in Western Mindanao with 200 Beds Capacity to be fully equipped with complete medical facilities and equipment. It will be accessible to the people with emphasis to poor constituents.

d. Peace and Order

Pagadian City is generally peaceful. The maintenance of a peaceful and stable city conducive to economic growth and development has been the primal concern of the government and the civil society.

3. Key Development Challenges
a. Social welfare benefits, programs and services to the disadvantaged and vulnerable sectors of society especially the homeless families, abused and neglected women and children and victims of calamities through the establishment of Crisis Center.

b. Thrust on preserving environment, pollution control and integrated solid waste management program to sustain a livable environment conducive to healthy living.
c. There is a need to protect and manage properly the environment through integrated environment management and conservation to promote a clean, safe and orderly community and ensure that development does not harm the ecological balance.
d. There is a need to put a sustainable and integrated solid waste management which will involve all aspects of waste management from garbage collection, segregation and provision of disposal and dumping facilities.
e. Urban Poverty Alleviation through the Minimum basic Needs (MBN) Approach. With a Poverty incidence of 27% as of 2005, the city government has to implement as a regular project the following components of the MBN Program:

e.1. Survival Needs
e.1.1. Food and Nutrition (for newborn children under 5 years old, pregnant and lactating mothers and infant breastfeeding);
e.1.2. Health (deliveries attended by trained personnel, immunization program, family planning and access to health services);
e.1.3. Water and Sanitation (Access to potable water: faucet/deep well within 250 meters and access to sanitary toilets: (Water-sealed, “antipolo” and flushed) to reduce the incidence of water and sanitation related disease.
e.2. Security Needs
e.2.1. Shelter (housing, owned, rented or shared);
e.2.2 Housing durable for at least 5 years.
• To institutionalize government housing resettlement and private initiated housing projects to increase the percentage of households with secured tenure with access to pipe water, electricity and sanitary toilets;
• To adopt decent housing program through self-help scheme using the abounding indigenous raw materials for housing construction to lessen the number of informal settlements; and
• To have an effective housing and Land Management Board with an Urban Poor Public Assistance Office (URPAO) that will work effectively against squatting syndicates, professional squatters, and new illegal structures and an Office of the Building Official (OBO) that will be tasked to handle the issue on proliferation of illegal structures and do the demolition/eviction of illegal structures.

• Emphasis on the upgrading of primary and secondary school facilities and on the quality of education in these sectors to increase the cohort survival rates.
• Encourage Private schools offering all courses on tertiary education to establish in the city and Government schools to offer specialized courses on Science, Technology Research and Development specifically courses related to agri-industrial development and related services sector.
• To institutionalize the Concentrated Learning Encounter (CLE) through matching grant from the Rotary International in partnership with the Rotary Clubs of Pagadian City to reduce illiteracy.

1. Background

Pagadian City is the second biggest city in the region in terms of land area and population. Its strategic and geographical location in the heart of Mindanao is a potential locator a new economic growth area of the region. The city’s agricultural, industrial, and services sectors are competitive in the region. Seaweed being the One Town One Product (OTOP) of the city is the popular livelihood of the people living along the coastlines. The city is typhoon free and is accessible to the Brunei, Indonesia, Malaysia Philippines (BIMP) East Asia growth Area (EAGA) trade routes.
Poised to grow and take advantage of the city’s potential, the blueprints of development covers the necessary amenities, infrastructures and support services to encourage the public and private sectors to invest in the making of the city as a Citadel of Opportunities and Bounties.
Pagadian City is the most developed area in Zamboanga del Sur. As urbanization started to occur, trade and commerce boomed. This growth provided an opportunity to move forward. Today, the city asserts itself as the Regional Center. Though saddled with problems to make this legal mandate a reality, this is a challenge Pagadian City is ready to face.
The city’s modern Fish Port, the fourth in the region, and the refurbished Agora market considered to be the biggest in Western Mindanao will bring the city into the threshold of industrialization. It comes along with the almost finished two (2) state-of-the art hotels with A-1 amenities, existing soap-making factory, coconut oil mill, Bio-fertilizer Plant, Western Mindanao Medical Center and several cottage industries which will bring the city as the second financial capital of the Western Mindanao.
Pagadian City’s secondary airport is being improved by the city government and soon will be expanded with the P70M Airport Modernization Fund from PGMA Super Regions. At present, negotiations are being initiated between the local government and Air Philippines for the domestic air passage from Pagadian-Cebu and Pagadian-Zamboanga and vice versa. The exploratory talks for Pagadian City-Sandakan- Malaysia and vice versa direct routes is undergoing while its seaport is being modernized to meet the demand of the modern times with the P126M expansion program from PPA-PGMA.
Of the total 99,368 persons in the labor force, only 57,673 are employed and it is distributed as follows: agriculture and fishery sector – 35%; manufacturing – 10% and services/wholesale/retail -55%. The approved Pagadian City Investment Incentive Ordinance will generate more business activities, employment and livelihood.
There are 6,000 registered business establishments, of which 3% are engaged in manufacturing and 97% in non-manufacturing. The city has 17 commercial, cooperative and rural banks with 71 private commercial lending shops/financing investors.

Telecommunications facilities are available through SMART, GLOBE, SUNCEL, DSL, PLDT and CRUZTELCO. The secondary airport which will soon be expanded and the newly refurbished seaport as well as the adequate land supply for development are the economic landmark in the city
To add to its competitiveness, the city has a double “A” slaughterhouse, city-wide city streets connected to fifty (50) barangays are fully concreted while the concreting of roads to other barangays are 85% completed. The on-going development projects and programs like the farm mechanization, livestock and dairy production, Pagadian City Commercial Shopping Center and the on-going concreting of the Pagadian-Buug National Highway will give the city the opportunity for global competitiveness.
a. Agriculture and Fishery
Basically, the city is largely agricultural with almost 97% of the total land are devoted to agriculture. The three major crops planted approximately to 91.65% of the total agricultural land are rice, corn and coconut.
Agriculture and fishery ranked foremost in the city’s key economic activities. Rice, corn, coconuts, root crops and high value crops are the main agricultural products of the city while fish and marine products coming from the municipal, commercial and aqua-culture fishery and are produced by local fishermen/fisherfolk, though, some are docked or traded in the city. The markets of these products are northern and central Mindanao, Cebu and Manila.
Agriculture and fishery is still the main economic base of the city. It is in agriculture and fishing that majority of the people is dependent. The city abounds in agriculture surplus that can be used as raw materials for agro-industrial processing together with the surplus coming from the province that are regularly brought to the city for distribution elsewhere..
The annual agricultural productions (in metric tons) are as follows: rice – 7,915; corn -11,590; coconut – 13,104; root crops – 390; high value crops – 364 and vegetables and legumes -436 while in the fishery sector, the productions (in metric tons) are as follows: municipal fishing -1,306.71; commercial fishery – 5,194.23 and in aqua-culture, 14l.19. The annual dried fish landed/traded is 2,150.40 MT.
Most of the coastal inhabitants are engaged in fishery and aquaculture. The city is determined to contribute in the demand for incremental increase in commercial, municipal and aquaculture fishery production for 2007.
The bright prospects brought by the seaweeds industry encouraged marginal fisher folks to cultivate seaweeds of the Eucheuma variety. The city is known for producing the best quality seaweeds in the region.
b. Tourism
Climate, high altitude, mountain ranges and natural scenic spots are the city’s tourism potentials. Natural assets like beaches in Muricay, Bomba, Poloyagan, Daa-Dao Daku, Dao-Dao Gamay and the disappearing Puting Balas in White Beach, Hills of Dumagoc, Bogo and Bulatok and the hot springs of Lourdes are only a few of many spellbounding tourist spots in the city. Development of Eco-Tourism Villages/Parks at kendis Cave, Mt. Palpalan, Lower Sibatang Forest Reserve and Lison Valley Falls.
The establishment of world-standard/first class hotels and resort facilities will develop the city as a tourism investment area, tourism attraction center and potential and fascinating tourist destination.
c. Transportation
The city has a total length of 337,244 kilometers of National, City and Barangay roads and alleys classified as concrete, asphalt and earth roads. The network of cemented roads connecting the city to most parts of Mindanao are almost finished giving the people a facsimile of fulfilled dreams.
The seaport catering to domestic shipping lines servicing passengers and cargoes is located in the Central Business District. Adjacent to it is the newly constructed P115M modern Fish Port.
The existing Pagadian City Airport is classified as Secondary Airport. This is the main air transport facility in the province. Located in Barangay Muricay about 5 kilometers away from the city and efforts are being made to improve it into international standards. Today, the Asian Spirit is serving the air flights from Manila to Pagadian and vice versa. The Air Philippines and the city government are having exploratory talks on the possibility of resuming the Cebu-Pagadian-Zamboanga and vice-versa flights and the Pagadian-Sandakan vice-versa direct flights.
2. Key Opportunities/Strengths

a. Administrative position as the Regional Seat of Government of Western Mindanao. Executive Order No. 429 issued on June 12, 1990 named Pagadian City as the Regional Government Center of Western Mindanao. The mandate was finally realized in 2004 with the transfer of 32 regional offices.

b. Geographical location in the Heart of Western Mindanao. The city’s location in the Heart of Mindanao is a geographical advantage to enhance its growth as the second premier city in the South. Posed to grow as the next commercial hub of the region, Pagadian City is the new gateway for economic trade to Brunei, Indonesia, Malaysia, Philippines-East Asia Growth Area (BIMP-EAGA).

c. Strategic location in Western Mindanao. The City is also strategically located in the center of Western Mindanao. It is the crossroads of eight (8) cities and one (1) capital Municipality (Ipil, Zamboanga Sibugay) and is accessible by air and sea from the key centers of Manila, Cebu, and Davao. It is the transhipment point of domestically traded products.
d. Site of the Provincial Agri-Industrial Center (PAIC). Pagadian City is the identified site for the Provincial Agri-Industrial Center (PAIC) that will cater to locators for agricultural based industries to support the agricultural development thrusts of the city;
e. Extensive Agricultural land Area and Abundant Agricultural Resources. Pagadian City’s agricultural land area comprises of 38.28% of the total city’s land area, of which 14,851.82 hectares or 55% of the agricultural land are cultivated and productive. New investments in agri-industrial processing are now ripe.
f. Competitive Human Resources. It has the vast resource of professional and skilled workers in the region;
g. Presence of Airport and Upgraded Seaport, the second modern infrastructures in the region. Pagadian City’s secondary airport is being upgraded to accommodate bigger planes with the P70M airport modernization fund from PGMA Super Regions. Its seaport which is being expanded is set to become the second best in the region to meet the demand of the modern times with the P126M expansion program from PPA-PGMA.
Currently, negotiations are being initiated between Pagadian City Mayor Samuel S. Co and Air Philippines for the domestic air passage from Pagadian-Cebu and Pagadian-Zamboanga, vice versa. The Pagadian City-Sandakan- Malaysia and Vice-Versa direct routes are also included in the negotiation.

h. Enhanced road network and infrastructure. The has developed its road network in order to promote sustainable economic growth and competitiveness and provide adequate and reliable safe access throughout the city.The city has a total road length of 217.97 kilometers of national, city and barangay roads. Of the total city alleys, 187.009 kilometers or 85.86% are concrete. Out of the 152.660 kilometers that connect the 41 rural barangays and 13 urban barangays, 122.79 kilometers or 80.19% are concrete;
i. Approved Pagadian City Investment Incentive Ordinance. The implementation of the Pagadian City Investment Incentive Ordinance No. 206 of CY 2002 will offer tax incentives for investors which will boost the city’s economy through job creation and income generation.
j. Economic Activities. Agriculture and fishery are the dominant economic activities in Pagadian City. Rice, corn, coconut, root crops and high value crops are the main agricultural products while fish, seaweeds and marine products are the major fishery products. Trading and commerce are the secondary economic activities that complement agriculture and fishing. Small and medium industries more particularly on rice and corn milling operations are the tertiary economic activities of the city.
k. Provincial Bio-Fertilizer Plant. This agricultural support facility will change the farming techniques by resorting to traditional organic farming which in the long run will do away with the use of synthetic fertilizers.

C. BANKABILITY

1. Background

Pagadian City is an urbanized city with its financial resources highly dependent on the Internal Revenue Allotment (IRA). With an IRA dependency ratio of 78.14% as of 2006, its average savings to expenditure ratio over the last five years is 8.16% and 6% debt-servicing ratio.
Though the city has limited local revenues and it need to be improved and enhanced for the delivery of basic services to the people, it is financially stable and operating as a First Class City. Austerity measures are being formulated and implemented to reduce expenditures in the use of Maintenance Operating and Overhead Expenditures (MOOE), travel, among others.
The city has entered loan agreements with the Land Bank of the Philippines (LBP), Development Bank of the Philippines (DBP) and the Philippine National Bank (PNB) for the implementation and development of major projects.
Pagadian City is a First class city with 78.14% dependency on Internal Revenue Allotment (IRA). It has formulated its own service standards to determine how much is being provided to the city residents thru per capita budget, which, in 2000, was P524.66 per person.
The city had a total budget of P330M basing on its projected income from local taxes of P60M and P270M from Internal Revenue Allotment (IRA).
The City is very conservative in managing its finances. Under the present administration, the city has not experienced budget deficit and in fact incurred budget surplus as reflected in its Inter-Special Account Transfer. The total city assets as of December 3l, 2005 is P1,169,617,508.05; Loans over the last 5 years, P73,036,775.05; % Total Debt Servicing to Regular Income, 6.39% and % of Savings to Expenditures is 8.89%.

D. GOVERNANCE

1. Background

The city’s targets were achieved through the active participation and tireless support of the people. The notable accomplishment of the Local Government and its staff is its forged new planning directions and development strategies for sustainable development through the policy of participatory governance. esources, for if wisely and properly used, will breed competence, credibility. Its objective is to enhance better public service.
The government officials and its ranks and files maintain its commitment to provide a community much improved on major aspects of governmental concerns. Certainly, these improvements would be a lasting contribution to our nation.
City Organization
The City Government organizational structure is composed of 20 offices/departments and 54 barangay units, all under the direct supervision of the City Mayor. Heads of the departments are considered mandatory positions as specified under the Local Government Code. The city has a total workforce of 1,642, of which 671 are regular/monthly/co-terminous employees; 1 Consultant and 945 casuals.
The City Mayor, as the chief executive of the city exercises mandated powers and performs the responsibilities as provided by the local code and applicable laws for the purpose of overseeing the general welfare of the city and its inhabitants and for efficient, effective and economical performance,
The City Mayor’s Office employed the biggest with a total of 551 where 446 are casuals. The second is the Office of the City Engineer with 152 personnel and 98 casuals followed by the Office of the Sangguniang Panlunsod with 148 personnel and 99 casuals. The Office of the City Treasurer also has in the employ of 103 personnel where 42 are casuals.
The City’s Local Finance and Administration concentrates on Revenue Generation, Analysis of Budget, Income and Expenditure and Cost-Saving Measures. It also deals with the management of Special Education Fund (SEF) and programming of the 20% Development Fund.
The city government has 88.91% permanent regular employees. Personnel Services over total expenditures is 53.89% which is higher than the personnel Services Limitation of 45%.
The city has a Legislative Council, the Sangguniang Panglungsod (SP), composed of the City Vice-Mayor as the presiding officer, the regular sanggunian members, the president of the city chapter of the Liga ng mga Barangay, the President of the Panlungsod sa pederasyon ng nga Sanggunian Kabataan.
The Sangguniang Panlungsod of the City Council of Pagadian, has always been cooperative with the executive department and has always been instrumental in the attainment of the goals and objectives of the City Government through its dynamic and progressive legislation.
There are twenty eight (28) selected NGOs who are members of the City Development Council, carefully screened from seventy five (75) accredited NGOs. There are on-going partnerships with NGOs in implementing programs/projects such as school buildings constructions, housing projects, Patrol 117, among others.
Pagadian City’s participation in CDS project shows that it is practicing good governance—participatory and transparency. The city is actively participating in and supporting the following programs:
a) City Development Council (CDC) Meetings and Consultations;
b) Desk Information, Suggestion and/or Complaint box;
c) Non-Governmental Organization (NGO) participations in Special Bodies, and with 75 accredited NGOs;
d) Stakeholders’ Participation in CDS-3;
e) City Employees’ Participation in Public Service Excellence, Ethics, and Accountability Program (PSEEAP); Transparent and Accountable Governance (TAG); Business Permit Licensing System (BPLS);
f) Office of the Barangay Affairs; Periodic Barangay Assistance Project
g) Television and radio program; and
h) Billboards and posters.

2. Key Opportunities/Strengths
Participatory Governance and partnership Building-Participatory planning for a wider and meaningful participation of the people in the formulation of programs and projects;
• Politically stable and united leadership/administration. This will enhance the fulfilment of common goals that will result to better implementation of programs/projects; and,

• Establishment of Barangay day. It will bring the city government closer to the people.

Transfer of the regional center. The transfer of regional center from Zamboanga City to Pagadian City would upgrade the city’s political position and bring government services closer to the people.

III. OVERALL LOCAL DEVELOPMENT VISION AND STRATEGIES

The City Vision and the City Brand
In the light of growing urbanization and the enhanced opportunities as center of all commerce, trade and agri-based industries after enforcing the mandate as the Regional Center of Western Mindanao and identification as the Provincial Agri-Industrial Center of the province of Zamboanga del Sur, the CDS team together will the local stakeholders came with the framework for the general development direction of the city to achieve its formulated vision 2020:

The City Development Strategy (CDS) has been initiated by the city government officials and all stakeholders from the government, Non-Government organizations (NGO), academe, religious, business and private sector. Realizing this vision, the city re-branded its name:

CITY OF PAGADIAN 2020
“HEART OF WESTERN MINDANAO”

The city re-branded its name from the “Little Hongkong of the South” to “Heart of Western Mindanao” because of its strategic and geographic location in Western Mindanao. Among the factors considered in the city’s branding was its strategic and geographic location being the only city in the heart of Mindanao. It is also a way to support the fact that its economic activities in trade and commerce are bolstered by its agriculture potentials since it became a city in 1969.
Series of city-wide consultations were held in July and August, 2006 with the participation of city and barangay officials, local stakeholders, private sector, academe, national government agencies, non-governmental organizations, religious sector, and business sector and the re-branding of the city’s name was unanimously agreed.
The city’s mission is to maintain a LIVABLE CITY while strengthening its economic competitiveness that can enhance its capability to provide basic and other services and opportunities to improve the economic well-being of its constituents through innovative, integrated and environmentally, culturally sensitive and gender responsive plans and programs; to foster public policies, human service reforms and community support that effectively meet the needs of the city’s healthy development and sustainable growth and to serve as a positive, unifying force for social change.

Project Description: Agriculture shall be the center of development of the city. Fishing and fishery is another area for development.

yup provincial, mas maayo nga di lang sa magbuhat ang city ug sports complex para di sila magkasuyaay kung naa mga big events. naka una man gud ug kuha ang Province sa Dao, kung ang city pay nakakuha ana siguro same ra gihapon ang himuon nga himuan ug sports complex tungod kay nindot ang plastar sa lugar.



Maayo lagig mahuman na krung tuiga pud.. Basin inig naa nay laing administrasyon kay maubang na..

To boost his eco-tourism program, Pagadian City Mayor Sammy Co said he will put up a baywalk along the city’s coastal areas.

PAGADIAN CITY (Mindanao Examiner / May 28, 2012) ? Authorities have failed to put a stop to illegal gold mining activities despite a government order in the town of Bayog in the southern Philippine province of Zamboanga del Sur, officials said Monday.

Officials said the illegal activities continue unabated in Balabag in the mountain village of Depore, where one miner had died from a recent landslide.

The Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR) in Western Mindanao said at least 28 owners of illegal rod mills used in processing of gold continue to operate in Balabag without any government permits.

?It was observed that mining activities were proliferating in the area, and operating without valid environmental permits from the EMB. Illegal rod mill operators violated Clean Water Act of 2004, Clean Air Act of 1999, Toxic Substances, Hazardous and Nuclear Wastes Control Act of 1990,? said EMB Regional Director Sixto Tolentino in a letter sent recently to Zamboanga del Sur Governor Antonio Cerilles.

Cerilles is also the chairman of the Zamboanga del Sur Inter-Agency Task Group on Mining, Environment, and Public Order, and Safety. Just this year, Cerilles ordered the closure of all illegal mining operations in Bayog, but some of its financiers were government officials.

The task group is composed of the Mines and Geosciences Bureau, Environmental Management Bureau, Provincial Environment Office, Armed Forces of the Philippines through the 1st Infantry Division, Department of Environment and Natural Resources, and representatives of the Sangguniang Panlalawigan of Zamboanga del Sur.

The MGB has released an (cease and desist) order last month stopping all illegal mining operations in Balabag. But military and police authorities have failed to carry out the order for a still unknown reason.

The EMB warned owners of illegal rod mills, mostly members of the Monte de Oro Small Scale Miners Association headed by Roselyn Silva, for operating without government permits

In an inspection in Balabag this month, Tolentino said the rod mill operators also violated various environmental laws. He ordered them to submit their reply to complaints filed against them.

He identified the illegal rod mill operators as Jessie Duala, Dodong Gumimpi, Sally Gumimpi, Arnulfo Garan, Boy Mantos, Loloy Labadisos, Arandy Silva, Jerry Silva, Roselyn Silva, Boyet Pausanos, Balolho Bation, Windelyn Bation, Gerardo Sinanggote, Nonoy Sinanggote, BGD, Lek2x Cabug-os and Corpo, Raul Dano, Nelly Samonte, Ajing Andilab, Belen Labilisma, Dinnes Paquit, Rico Briol, Dylene Generosa, Roberto Lopez, Eutime Virgo, Bob Lopez, Charity Monding and Stephine Maribao.

?Your failure to attend the scheduled conference or file a position paper shall be construed as a waiver of your right to present evidence in your behalf and the case shall be resolved based on evidence on record,? Tolentino said in separate letters sent to them.

The illegal gold mining activities in the sleepy town of Bayog have been going on for the past 15 years. Small scale miners have illegally claimed hundreds of hectares of lands Balabag and since then have caused tremendous environment pollution. The illegal miners used cyanide and nitric acid and other hazardous chemicals including mercury to process gold, according to DENR.

And despite these problems, authorities are hapless in putting a stop to the illegal mining in Bayog where miners blasted their way through tunnels with improvised explosives. Child labors are also rampant in Balabag, where many laborers and miners had died from landslides and collapsed tunnels over the years. (Mindanao Examiner)

PAGADIAN CITY, May 28 (PIA) -- Geohazard maps are now accessible and downloadable from four government websites, including that of a non-government organization.

This was announced by the Department of Environment and Natural Resources (DENR).

The government websites hosting the interactive geohazard maps include that of the DENR (www.denr.gov.ph), Mines and Geosciences Bureau (www.mgb.gov.ph), Philippine Information Agency (www.pia.gov.ph), and that of Environmental Science for

(www.essc.org.ph).

DENR Secretary Ramon J. P. Paje said the move is to broaden public access to the geohazard maps, which has become an important tool in disaster risk reduction and management.

Paje said that with the identification of the Philippines as among those highly vulnerable to the impact of climate change, Filipinos should brace for typhoons with greater intensity in terms of wind speed and rainfall that could trigger flooding and landslides.

“We don’t want to be alarmistS, but as the saying goes, ‘mas maigi na ang maagap.’" With climate change, we have to accept the fact that some of the typhoons that would be visiting us would have greater intensity that could trigger flooding and landslides,” Paje explained.

He urged the public to be proactive in taking precautionary measures to minimize, if not prevent, any adverse impact of calamities not only in one’s family and community but on the country as a whole.

As part of government’s risk reduction and management program, the

negotiating with various entities and organizations for the hosting of the geohazard maps his agency has generated to broaden public access.

The latest of such successful negotiations, said Paje, was with the Environmental Science for Social Change (ESSC), a non-profit research organization located at the Ateneo de Manila University in Quezon City, which has already put up an online facility for the geohazard maps in its website pursuant to a memorandum of agreement recently entered into between ESSC Executive Director Sylvia SM Miclat and Mines and Geosciences Bureau (MGB) Director Leo Jasareno.

Under the agreement, the DENR, through the MGB, would provide ESSC with digital copies in their best resolution of the 700 geohazard maps at a scale 1:50,000, and of the updated ones at scale of 1:10,000 once these become available by 2014.

Meanwhile, MGB Director Jasareno said that the densification of the geohazard maps at a scale of 1:10,000 is now in full swing, and is expected to completed in 2014.

Alongside, the MGB is also conducting coastal and marine geohazard survey to determine the approximate rates of shoreline changes through time due to coastal erosion or accretion, and to identify potential marine and coastal geohazards and the appropriate measures to prevent massive impact.

Jasareno said the agency has already completed the nationwide geohazard assessment and mapping program at a scale of 1:50,000 two years ago, covering a total of 1,634 cities and municipalities.

He also said that all LGUs have already furnished copies of their respective geohazard maps and have been properly oriented on the use of the maps. (JPA/DENR/CAL-PIA9)

PAGADIAN CITY, May 28 (PIA) --The provincial office of the Department of Trade and Industry has issued an advisory warning the public against transacting with a bogus lending company.

Ma. Socorro M. Atay, Provincial Director of DTI said that Global Money is not registered with the Securities and Exchange Commission (SEC) as a corporation and has also not been issued a Certificate of Authority to operate as a lending company.

"I don't know if this has been brought to the attention of the media, word of mouth has reached DTI but nobody has filed a complaint about Global Money Unlimited. And I don't know if Caceres Lending Investor or Caceres Global

Zamboanga del Sur but definitely, we have heard about Global Money Unlimited," Ms. Atay explained.

She said the Commission advises the public that the registration of Caceres Lending Investor company with SEC Registration No. A1999090295 as a partnership has already expired in 2009.

Moreover, it has not been issued a Certificate of Authority to operate as a lending company, pursuant to Republic Act 9474 or the Lending Company Regulation Act of 2007 and is therefore not allowed to engage in the business of lending anywhere in the Philippines.

Furthermore, the records of the Commission do not show the registration of Global Money unlimitied , Inc and Caceres Global Foundation Inc. as corporations or partnerships.

The public is therefore advised not to enter into any lending or other transactions with the above-named entities.

Good to see the city hall and plaza being "clean and green" but why is there a fence around the perimeter of the Rizal Monument grounds?. There also seems to be fountains flanking the monument.
