Bomb found inside Pagadian City bus

ZAMBOANGA CITY, Philippines – Government forces on Tuesday foiled a bombing attempt in a passenger bus in the southern Philippine city of Pagadian.

1Lt. Steffanie Cacho, information officer of the military’s Western Mindanao Command, said the improvised explosive device was discovered at about 1:30 p.m. by policemen while inspecting a bus plying the Pagadian City-Zamboanga City route.

Cacho said the improvised bomb was fashioned out of two 60-milimeter mortar shells.

"It (the bomb) was successfully disrupted around 2:45 p.m. by explosive ordnance demolition (EOD) personnel," Cacho said.

Investigation is underway to unmask the suspects who planted the bomb aboard the Rural Transit Bus, owned by Rural Transit Management Inc (RTMI).

Tuesday’s attempt was the third that were foiled by the troops within the Westmincom area of jurisdiction after the twin explosions in Iligan City Thursday last week. Two people died while 48 others were wounded when two bombs exploded one after the other on two commercial establishments in downtown Iligan City.

The first foiled bombing attempt was last Friday afternoon while the second one was last Sunday. Both were in Iligan City.

Despite the incidents, the Westmincom has lowered the alert level from "red" to "blue" to show that they are on top of the situation.

Cacho said the move is to remove the people's impression that the provinces and cities within the Westmincom area of jurisdiction are dangerous places.

"We will not allow the enemy to have a psychological impact over the whole of Westmincom," she said.

Military and police officials in Iligan City believed that the group of rouge Moro Islamic Liberation Front (MILF) leader Abdulrahman Macapaar alias Commander Bravo was behind the twin bombings.

They view it as a diversionary tactic of Bravo to ease the military pressure since he and his men are continuously being hunted by the troops.

is this true that SM will put up a new mall there in Pagadian or gawa gawa lng?

i think di pa yan mailalagay ung sm sa pagadian...diba mag feasibility studies pa yan b4 putting up such mall.....possible din pero i think mag study muna sila.......

well i saw ahh may MCDOnalds na pla sa Pagadian next year ba to maopen?
wow soosy na now ung tga pagadian....Gudluck and more power... isang malakin:cheers: para sa mga Pagadian.....

Pagadian, a former barrio of the town of Labangan of the lone province of Zamboanga, became a municipality on March 23, 1937 through Executive Order 77 of the late President Manuel L. Quezon. Its ascendancy was due to the eager initiative of then Assemblyman Juan S. Alano. Hon. Jose Sanson was the first appointed mayor of Pagadian. After his brief tenure as town "Presidente", a regular election was held with the Hon. Federico Jamisola becoming the first elected municipal mayor.

In 1942, Japanese forces entered the town of Pagadian.

In 1945, the liberation by the Philippine Commonwealth troops entered in the town of Pagadian, made up mostly by helped to the local guerrilla forces, attacked and defeated the Japanese troops stationed in the town, which was to be known as the Battle of Pagadian.

Later, Congressman Roseller T. Lim authored R.A. 711 dividing Zamboanga into two provinces -- Norte and Sur -- on June 6, 1952. Pagadian became the capital town of Zamboanga del Sur which was itself inaugurated on September 17, 1952. Pagadian became a chartered city on June 21, 1969 through R.A. 5478, being the third city in Zamboanga Peninsula. On 2004, despite Zamboanga City government's opposition to the transfer, Pagadian became the Regional Center for Region IX- Zamboanga Peninsula and it is one of the more competitive cities in Mindanao.

The name of Pagadian was derived from the Maguindanaon term pagad (wait) and padian (market), being a market during the Maguindanaon Sultanate.

It was first named Pangadjian, then later named Pagadian

OZAMIZ CITY—Power rationing is in force across the Zamboanga Peninsula and Misamis Occidental, and in about half of Lanao del Norte as the National Transmission Corp. (Transco) is prevented by bad weather in doing repair works on its tower that was bombed Saturday dawn.

The blast resulted to these areas, comprising over three million people, being cut off from the Mindanao grid which sources power supply mainly from the Agus hydroelectric generation complex in Lanao del Norte.

The downed power pylon in Barangay Tingin-tingin in Kauswagan, Lanao del Norte, carries a 138-kilovolt transmission line that connects northwestern Mindanao with the Agus complex through the Abaga switch.

At present, households experience power outage every two hours, an arrangement made since Saturday noon.

Emmanuel Abellanosa, Transco’s assistant vice president for Mindanao operations and maintenance, said the power supply distributed throughout the region comes from the Western Mindanao Power Corp.’s power generation plant in Sangali, Zamboanga City.

It was commissioned into service following the Saturday attack.

But the Sangali plant can only provide 90 megawatts as against the 150-megawatt power demand of the region, said Avelino Dawis, manager of Transco’s Lanao District Office.

Abellanosa had said the power pylon could be restored within two or three days after the start of repair works.

But heavy rains since Sunday prevented repair works, said Beth Martinez, Transco’s corporate communications officer in northwestern Mindanao.

Martinez said the military had given clearance Sunday afternoon to Transco’s engineering team to enter the area where the downed pylon is located but the repair crew’s convoy was stuck in mud as they negotiated the road.

On Sunday morning, Transco attempted to bring emergency restoration system (ERS) materials and crew into the area via a chopper but was prevented again by bad weather.

She said Transco sought to install an emergency structure to temporarily replace the damaged steel tower so that power could begin to be wheeled into the transmission line it carries.

Dole launches Phil-Jobnet

LABOR Secretary Marianito Roque is spearheading the launching Saturday of the Phil-Jobnet Center of the Zamboanga del Sur Provincial Government in Pagadian, the province's capital.

The launching of the center is in line with President Gloria Macapagal-Arroyo's program to create one million jobs by July this year to counter the global economic slowdown.

Department of Labor and Employment (Dole) Western Mindanao Regional Director Ponciano Ligutom said the launching will be held during the opening of the jobs fair sponsored by the Pagadian City Government.

Ligutom said the jobs fair is the highlight of the Pagadian City's feast dubbed as "Pasasalamat Festival where Roque is the guest of honor.

The Phil-JobNet is the computerized job and skills matching system of Dole accessible round-the-clock to job seekers and employers through the internet.

The jobs fair is an employment facilitation strategy that draws firms and job seekers together in one venue.

Ligutom said a total of 13 local employers and five Pagadian City-based overseas recruitment agencies have confirmed to join the jobs fair that expects to draw applicants, not just from Pagadian City but also from the neighboring municipalities in Zamboanga del Sur.

"The fact that the participating firms are bringing with them more than 3,000 thousand job openings is an indication that the economy continues to generate employment despite the financial crisis," Ligutom said.

Roque is also set to release P1 million of livelihood checks to four associations with 115 beneficiaries under the agency's Integrated Services for Livelihood Advancement (Isla), according to Ligutom.

Ligutom said the livelihood funds are intended to finance income-generating projects of the fisherfolks.

He said the labor secretary will also meet with the officers of the Zamboanga Peninsula (ZamPen) Career Guidance Counselors Network, ZamPen Federation of Family Welfare Councils (FWC), Regional Tripartite Industrial Peace Council (RTIPC) and Regional Federation of Public Employment Service Office (RFPeso) who will be converging in Pagadian City for the Dole Intermediaries Strategic Planning Workshop.

Zambo village leads Gawad Pook awardees

MANILA, Philippines—It used to be a poor, crowded and dirty area until village leaders of Sanito in Ipil, Zamboanga-Sibugay, drafted their own barangay government code four years ago, rewriting their future and showing how a small community can be great.

This year, the village of 8,000 people joins some of the richest cities in the country as one of the 10 awardees of the Gawad Galing Pook, a citation from a non-government foundation which recognizes outstanding local government projects in the country.

Sanito managed to build its own health station and barangay hall, an agri-ecotourism park and a barangay market using its own revenues generated after it passed its own government code.

The makeover was a far cry from the village it once was, teeming with informal dwellers, where crime used to be rampant and where garbage was not regularly collected.

“The barangay code specified its own sources of income and from that it was able to finance many projects, unlike other barangays which, most of the time, depend on their municipal or provincial governments,” Eddie Dorotan, executive director of the Gawad Galing Pook Foundation, told the Philippine Daily Inquirer Monday.

Refuge of evacuees

Sanito was once the refuge of poor residents fleeing nearby villages during the height of the Abu Sayyaf attacks about a decade ago, the foundation said.

In 2004, barangay officials introduced the “Sanito Barangay Government Code” which mandated fees for basic services, like water and public works, as well as for permit fees. It also penalized vagrancy and improved garbage disposal.

“The barangay code made proactive citizens out of the residents,” the foundation said in a statement.

Other winners

The foundation also hopes that through the Galing Pook Award, other local government units can find excellent practices to emulate.

The other winning projects this year, selected from 138 entries, are:

• Biyaya A Luluguran At Sisikapan (BALAS) program in Pampanga, which turned once corruption-laden quarrying sites into sources of revenue and pride for residents.

From an average of only P22.5 million a year in quarry tax collections, revenues increased to P111.1 million in the first half of 2008 alone, benefiting 10 towns and barangays in the province and stamping out illegal quarrying through a direct hotline to the governor’s office.

• Albay Public Safety and Emergency Management Office (APSEMO) in Albay, which carried out a disaster-management program identifying disaster-prone communities, improving disaster preparedness and planning. Its results recommend relocating 10,076 families in eight resettlement sites and the construction of a new airport and a road network.

• Allah Valley Landscape Development Alliance, which brings together two governors, eight mayors and several other government officials who are faced with P5 million in losses every year from rice lands damaged by flood and soil erosion. The project institutionalized watershed management programs in the river between Sultan Kudarat and South Cotabato.

• Public Governance System in San Fernando City, Pampanga, an idea adopted from the Balance Scorecard system developed at the Harvard University. The system uses scorecards to monitor and track the performance of local officials in achieving community goals.

• Children First Program of the Cotabato province, which seeks to “promote friendship” among young Muslims and Christians.

• Sustainable City Project in San Carlos City, Negros Occidental, which created a 20-year master development plan to transform its sugar-based economy into a “more ecologically oriented commerce and industry.” For instance, it built an energy-efficient city hall without air conditioners.

• Rehabilitation of the Payatas dump, which gives Quezon City its third Galing Pook Award. The city is recognized for its “pioneering and innovative programs to ensure not only the continued safe operation of the site, but also its successful conversion into a controlled waste disposal facility.” The biogas emitted by the dump has also been converted into electricity to power streetlights.

• Family Townhomes Project in Taguig City, which aims to build 20,000 houses for homeless families by 2020. Since 2006, it has completed 322 units in two barangays.

• General Services Office Warehouse of Marikina City, which centralized its supply management, giving the city about P2.4 million in savings in labor costs. This citation elevates Marikina City into the Galing Pook Award for Continuing Excellence (Ace) for winning the award more than thrice.

Five winning characteristics

The winning projects will each get P100,000 in cash grants from the Department of Interior and Local Government. They will be awarded in a ceremony scheduled for next week in Malacañang.

Dorotan said the award looks for five main characteristics of a winning project: It should have a positive impact on the community and its people; it has a participatory mechanism to make stakeholders involved; it is sustainable; it is efficient in delivering service; and it is innovative, providing new examples of answering problems.

Of the 138 applications, 19 projects became finalists.

Officials were given the chance to present their projects to the members of the national selection committee, headed this year by economist and University of the Philippines professor Solita Monsod.

Galing Pook has announced the winners of its national search for the 10 best local governance programs. The awards body gives recognition to local government for innovative programs that have gained measurable, positive results; empowered its people, and enhanced service delivery.

This year’s winners are Albay, the Allah Valley Landscape Development Alliance in Sultan Kudarat and South Cotabato, Barangay Sanito in Ipil, Zamboanga; Cotabato Province, Marikina City, Pampanga Province, Quezon City, San Carlos City in Negros Occidental; San Fernando City in Pampanga and Taguig City.

Albay was cited for its disaster risk management and reduction program based on geostrategic intervention.

The Allah Valley Landscape Development Alliance is a multi-sectoral alliance of two provincial governments **pursued the protection and management of the area through environmental, economic, social, cultural and organizational development and institution building.

Barangay Sanito confronted informal settlers and lawless elements following the Abu Sayyaf raids in 1991. It restored peace and order and built a business-friendly atmosphere with the Sanito Barangay Government Code.

Cotabato’s Children First Program encouraged the young to share, learn, understand and appreciate each other’s cultures and beliefs, as the program hopes to correct misconceptions and develop better relationships.

Marikina established a central warehousing system complete with bar code and wide area network, to increase efficiency in service and supply delivery.

Pampanga created the Biyaya A Luluguran At Sisikapan committee, to oversee improving tax collection for quarry operations. With more earnings from quarry tax collections, these communities were able to fund projects and services.

Quezon City dramatically converted the Payatas dumpsite into a community with a controlled waste disposal facility. It became the first in the country to capture methane gas from the dumpsite as an alternative energy source, thus ensuring the health and safety of the community.

San Carlos City in Negros Occidental established an independent development organization, the San Carlos Development Board, Inc. to manage and coordinate the development initiative of the city.

San Fernando City instituted the Public Governance System Scorecard, adopted from Harvard Business School’s Balanced Scorecard, as a management tool. It is bringing the city closer to its shared goal of becoming the foremost business center and tourist destination of Northern Luzon.

Taguig City launched its Family Townhomes Project to help 25,000 urban poor families find shelter.
