PAGADIAN CITY, Zamboanga del Sur, September 16 - President Gloria Macapagal-Arroyo is arriving here on Monday (Sept. 17) to launch or inaugurate several projects as part of the celebration of the 55th anniversary of the province of Zamboanga del Sur.
The President is expected to arrive at around 10:00 a.m. on board the presidential helicopter at the Pagadian City Airport where she will be welcomed by Zamboanga del Sur Gov. Aurora E. Cerilles, Pagadian City Mayor Samuel S. Co, 1st District Rep. Victor J. Yu, and 2nd District Rep. Antonio H. Cerilles.
She will be accompanied by Agriculture Secretary Arthur Yap, Tourism Secretary Joseph Ace Durano and Presidential Adviser on the Peace Process and Mindanao Super Region champion Jesus Dureza.
The President will lead the inauguration of the Agro-Tourism and Heritage Complex and unveil the Megayon monument or marker at the provincial government complex in Dao, Pagadian City.
She will later on turn over the Notice of Award on the P20-million rehabilitation of the Bobuan-Datagan-Matina-ao Balukbahan-Sigacad Bayog farm-to market road under the Mindanao Rural Improvement Project to Governor Cerilles and Mayor Mary Ann Cartalla of Bayog, Zamboanga del Sur.
The President will also present the documents and ceremonial key of responsibilities over the P25.291-million communal irrigation system of Balongating and Canunan Guipos, Zamboanga del Sur, and the P12.505 million farm-to-market road from Balongating-Goling Guipos, Zamboanga del Sur to the local officials.
She will deliver a speech on the occasion of the launching of the "3rd Biyahe na sa Zambo Sur and Megayon Festival" to highlight the anniversary celebration of the province.
During the anniversary program, the Teatro Sinunday will present Subanon welcome dances such as "Sot" and "T'halok."
The "Biyahe na sa Zambo Sur" is an annual exposition showcasing the tourism attractions of the constituent local government units of the Zamboanga Peninsula.
The Megayon Festival is a meaningful celebration of peace and solidarity which features the age-old traditions and customs of the people of Zamboanga del Sur. (PNA)

ZAMBOANGA CITY — President Gloria Macapagal-Arroyo inaugurated in Zamboanga Peninsula yesterday various "high impact" projects amounting to hundreds of millions of pesos, a statement read.
The Philippine Information Agency regional office here enumerated the projects as:
the P25.291-million communal irrigation systems in Ba-longating and Canunan Guipos;
the P12.505-million farm-to-market road from Balong-ating to Goling Guipos in Zam-boanga del Sur;
the P20-million rehabilitation of Zamboanga del Sur’s Bobuan-Datagan-Matinaao Balukbahan-Sigacad Bayog farm-to market road, which is under the second phase of the $123.9-million Mindanao Rural Improvement Project; and
the P289-million Zamboanga del Norte Medical Center in Zamboanga del Norte.
At the same time, Mrs. Arroyo also inspected the ongoing P210-million Dapitan-Dakak road project, designed to provide easy road access to the famous Dakak Beach Resort.
Moreover, the city government of Dapitan is currently implementing two major projects, namely: the P250-million city government building and the more than P500-million, 20-kilometer circumferential road, said Mayor Dominador G. Jalosjos, Jr.
SEAIR’s Dornier 328 will ply the Cebu-Pagadian-Cebu route twice a week. During a launching mission here recently, officials of the Mindanao Rural Development Program and World Bank representatives said a total of P128 million out of the P315 million allotted for the program’s second phase is ready for implementation.
"Roughly 54% of the P128 million will go to Zamboanga Peninsula. The bulk of the money will facilitate the construction of various agriculture-related infrastructures," Arnel V. de Messa, deputy director of the World Bank-funded program, said in an interview.
Rafael G. Evangelista, Jr. regional director of the National Economic and Development Authority, said the projects should help improve the investment climate of the region.
Tourism regional director Ricardo A. San Juan said in a separate interview that Mrs. Arroyo also pledged roughly P130 million to facilitate the renovation of the Pagadian Airport.
Mr. San Juan said a boost to the region’s tourism industry is South East Asian Airlines’ (SEAIR) launch yesterday of the Cebu-Pagadian-Cebu route. The Clark economic zone-based local carrier has been flying to 15 local tourist destinations, namely: Manila, Caticlan and Cebu in the Visayas; Clark in Central Luzon; Busuanga, Cuyo, El Nido, Puerto Princesa and Rodriguez in Palawan; as well as Camiguin, Cotabato, Jolo, Pagadian, Tawi-tawi and Zamboanga in Mindanao.
"SEAIR reaffirms its commitment to help increase commercial activity and tourism in the area. Since the opening of a regional hub in Zamboanga City in 2002, SEAIR currently flies to Jolo and Tawi-tawi on a daily basis and to Cotabato every Monday, Wednesday and Friday," a statement quoted SEAIR President Avelino L. Zapanta as saying. "Our Cebu-Pagadian route will make traveling for tourists and businessmen easier... Pagadian City has become... only 35 minutes away from Cebu via SEAIR."
Mr. San Juan also said Mrs. Arroyo inaugurated the Agro-Tourism and Heritage Complex and unveiled the Megayon monument at the provincial government complex in Dao, Pagadian City. — Darwin T. Wee

Pagadian City (18 September) -- Local carrier South East Asian Airlines (SEAIR) announced today the opening of a route to Pagadian City, the provincial capital of Zamboanga del Sur. SEAIR now flies to Cebu-Pagadian-Cebu every Mondays and Thursdays, in line with the Clark-based airline's expansion plans for this year.
"SEAIR reaffirms its commitment to help increase commercial activity and tourism in the area. Since the opening of a regional hub in Zamboanga City in 2002, SEAIR currently flies to Jolo and Tawi-tawi on a daily basis and to Cotabato every Monday, Wednesday and Friday," said Avelino Zapanta, President of SEAIR.
Present during the inaugural flight at the Pagadian Airport were no less than President Gloria Macapagal Arroyo, Senator Miguel Zubiri, Secretary Jesus Dureza-Presidential Assistant on the Peace Process and Mindanao Super Region Champion, DA Secretary Arthur Yap, SEAIR officials, West MinCom Commander MGen. Nelson Allaga, PNP Regional Director Jaime G. Caringal, ATO Manager Jose Budiongan, local officials led by Governor Aurora Enerio Cerilles, 2nd District Congressman Antonio H. Cerilles, 1st District Congressman Victor Yu, and City Mayor Samuel S. Co.
SEAIR aims to bridge the Philippine islands by offering secondary and missionary routes to complement the trunk line routes serviced by other major players in the domestic airline industry.
The airline now flies to 15 local tourist destinations : Manila, Caticlan (Boracay) and Cebu in Visayas; Clark in Northern Luzon; Busuanga, Cuyo, El Nido, Puerto Princesa and Rodriguez in Palawan province, Camiguin, Cotabato, Jolo, Pagadian, Tawi-tawi and Zamboanga in Mindanao.

2007 is a milestone year for Philippine tourism. According to DOT figures, more than 1.5 million foreign tourists arrived at the NAIA in the first semester alone, an almost 8% growth over the same period last year. With more local and national efforts to promote the Philippines, the rate of tourism influx can go higher in 2010.
Pagadian City, a first-class city of Zamboanga del Sur is the regional center of the Zamboanga Peninsula. It serves as a gateway to the cities of Ozamis, Iligan and Cotabato.
"As the only local commercial airline offering inter-Mindanao flights, we at SEAIR feel that we have been a factor in the growth of commerce in the region. Our future focus is to develop tourism and international routes out of Zamboanga and Davao," said Zapanta.

President Gloria Macapagal Arroyo lauded local carrier South East Asian Airlines (SEAIR) for its commitment to help increase commercial activity and tourism in Mindanao by opening up new routes in the region.
The President recently graced the inaugural flight of SEAIR's Cebu-Pagadian-Cebu route which would make travelling for tourists and businessmen easier.
This would also help promote tourism activities in Zamobanga del Sur and nearby provinces.
SEAIR now flies to Cebu-Pagadian-Cebu every Mondays and Thursdays. This new route is in line with the Clark-based airline's expansion plans for the year.
While in Pagadian City, the President also inaugurated the Agro-Tourism and Heritage Complex aimed at making Zamboanga del Sur a tourism hub in southwestern Mindanao.
The event, which coincided with the 55th anniversary celebration of Zamboanga del Sur, was highlighted by the unveiling of the Megayon Monument through the dropping of the blue cloth.
Megayon is a Subanen word for unity which is the goal of the provincial leadership headed by Gov. Aurora Cerilles to forge a genuine and harmonious relationship among the people of Zamboanga del Sur.
The Chief Executive also graced the opening of the "Biyahe Na Sa Zambo Sur and the Megayon Festival."
The Biyahe Na Sa Zambo Sur is an annual exposition showcasing the tourism attractions of the constituent local government units of the Zamboanga Peninsula.
The Megayon Festival is a meaningful celebration of peace and solidarity which features the age-old traditions and customs of the people of Zamboanga del Sur.

121 government agencies expected to transfer from Zamboanga City to Pagadian City by 2009

ZAMBOANGA CITY—The Regional Development Council (RDC) has approved the proposed Zamboanga Peninsula (Zambopen) Growth Corridor, the framework for accelerated development where the region will have to strengthen its linkage within itself, its neighbors, the country and the world.
The proposed Zambopen Growth Corridor was approved last week by the RDC after it was presented by National Economic and Development Authority (Neda) regional director Rafael Evangelista.
With its approval, Evangelista foresees the completion of the road network, upgrading of seaports and airports, and a “calibrated” or “phased” transfer of the regional center.
The Zambopen Growth Corridor emphasizes that the accelerated development of the region would be easily attained with the support of the private sector, national government unit and the local government units.
Evangelista, in his presentation, cited the five objectives of the plan: increase job creation through economic growth; ensure knowledge management for productivity; enhance social development with direct poverty-reduction measures; improve infrastructure and logistics support; and pursue good governance and spatial integration.
Studies show that a number of small towns and cities do not meet their potential for promoting equitable development due to lack of infrastructure, services, facilities and transportation and communication linkages.
Central Mindanao has not fully achieved its full potential despite its many strength and potentials, according to Evangelista.
The plan, he said, calls for the short- medium- and long-term prospects.
Evangelista also pointed out that the renewed interest on the regional transfer resulted in the creation of the Technical Working Group (TWG) to revisit the policy and generate alternative tracks.
Mayor Celso Lobregat of Zamboanga City has expressed disappointment over a report submitted to President Arroyo by the Office of the Presidential Adviser for New Government Centers (OPANGC), which indicated that based on the plan all the 121 government agencies are expected to have been fully transferred to Pagadian City from this city by the end of 2009.
Lobregat said the report, which was supposed to be a result of a series of meetings of the TWG on the regional transfer, is contrary to an executive order stating that Zamboanga City will remain to be the industrial and commercial center.
He said the said 2009 target was not discussed during the TWG meeting as per report of Zamboanga representatives to the forum that was held in Malacañang and Pagadian City on August 31 and September 8, respectively.
He said the matter was never taken up during the TWG meeting and that transferring all the 121 agencies to Pagadian would be contrary to the executive order that emphasizes that Zamboanga City is an industrial and commercial center.

the Lobregats whose influence in Zambo geopolitics stretches for decades are formidable foes of the administration in this city of 700,000 souls...
the transfer to Pagadian will be more expensive rather than maintaining them in Zamboanga due to the abscence or lack of necessary support infrastructures for a regional center in Pagadian....
unfortunately...Zamboanga Peninsula Region was borne from a mere Presidential Decree with Zamboanga City as the Regional capital.....this makes the region vulnerable to presidential reallignments (a.k.a. Malacanang Geopoliticking) like inclusion/exclusion of provinces or even cities...
the last reallignment happened barely 10 years ago with the reallignment of Lanao del Norte and the independent urbanized city of Iligan from Central Mindanao Region (with Cotabato as regional capital then)...to transfer under Region 10 or Northern Mindanao Region...
the reallignment was initiated in the effort of averting possible inclusion of Lanao del Norte and Iligan under ARMM...
Cotabato City was also stripped of its Central Mindanao regional capital title and later became the ARMM Capital instead...
other major reallignments happened less than a decade ago involved the northeastern Mindanao provinces but that time under sanctions by both houses of congress under a Republic Act..When the two Agusans and Surigaos with Dinagat decided to bolt out from Region 10 and Surigao del Sur from Region 11 with Butuan as the regional center under CARAGA Law...

Alingatong October 13th, 2007, 04:11 AM I used to travel Pagadian to Zamboanga Sibugay area before. I really hate the worse road condition (except in some areas). It gives an impression of a poor and corrupt provincial government. I hope the authority has done something to improve the situation.
Zamboanga Sibugay is a new province but look what they've done. Roads are far better than the old Zamboanga del Sur.
qwert_guy October 13th, 2007, 04:22 AM yup, everything is done...no more problems with the provincial road going to ipil, everything is concrete...the next move of the government is to complete the concreting of the pagadian-molave-dipolog highway...so if completed, dipolog will be soon closer distance to pagadian..but as of now, it takes 4 hours to travel while it is still U/C...

Finally after the soft opening two weeks ago, the Pagadian City Fish Port was officially opened last October 23, 2007 by the city Government led by Honorable City Mayor Samuel S. Co together with other city officials, employees and fish brokers, PCFP employees and other guest to include the local media.
In his opening message, Mayor Co said that with the opening officially of the Pagadian City Fish Port, problems and concern regarding the administration of the said edifice will be smoothly administered and this will surely become one of the economic enterprise of the city government.
Before it was officially opened, a mass was officiated by San Pedro Parish Minister Rev. Fr. Dodong Jumau-as participated by the city officials and guests.
The main program was opened by City Mayor Samuels S. Co and followed by other speakers who in one way or another had shared joy and challenges for the success of the said economic enterprise. Governor Auring Cerilles who was ably represented by Board Member Nonong Fucoy, while Congressman Tony Cerilles of the 2nd District was also represented by Board Member Revi Sumalinog who said that, “with the Fish Port officially opened, the fisherfolks of the 2nd district will be benefited”.
In his opening message, Mayor Co stressed that safety measures had been added by the Fish Port Management to have 24 hours delivery of fresh, clean and safe fish to the consumers.
Mayor Co added that, the P115-M fish port is for the people of Pagadian, and this should be supported by the Pagadianons.
In an separate press conference with the city mayor, Co further elaborate that this economic enterprise can be compared to other national government such as the Philippine Fish port Development Authority (PFDA), however fees cannot be compared though that there are special fees added to maintain the port.
“as of this time we cannot possible be compared to this Fish Ports like in General Santos City, Sarangani province and even, our nearest competitor, the Tukuran Fish Port, in our effort to have an income because in the first place it is owned by the city government thru its economic enterprise division.” If those fish ports are low in fees, as of this time we have to operate it with so much concern in order to be progressive in its operation, well, on the matter of the increase in fish price, it may be, but we have some special concerns that are not found in those fish ports. But definitely, it will be the same pricing ” He said.
Security of the Fish Port is now augmented with the help of the 904th PNP Maritime Police under SPO4 Opao and the City Agriculture-Fishery Division in order to solve the problem of thief, extortion, and even “bugsik” the term for asking fish direct from fishing vessels.
As of today, 18 “mamugsikay ang nadakpan sa atong fishery law officers, their equipments are in our position and their small boats” ,However for human consideration they will not be penalized for now, we give them warning not to do it again.” The Mayor said.

MANILA, Philippines -- A new basketball league, one which casts a bright eye at the future and a wary one at the past, was born Tuesday following the announcement that two regional basketball tournaments have decided to merge.
It will be called Liga Pilipinas.
And at the forefront of the merger is a basketball personality who knows a thing or two about running a league and unifying two separate entities.
“Liga Pilipinas will be the new face of the effort to unify regional basketball in the country,” said Noli Eala, former Philippine Basketball Association commissioner and one of the key personalities behind the merger of the Samahang Basketbol ng Pilipinas and the Basketball Association of the Philippines.
The league will be formed on a merger between the Mindanao Visayas Basketball Association (MVBA) and the National Basketball Conference (NBC). The two leagues have agreed to work toward a goal that will actually call for the dissolution of their tournaments.
“There’s no use really having two separate leagues to operate under a similar purpose,” said Olympian Nathaniel “Tac” Padilla.
Also present during the launch were Yayoy Alcoseba and Willie Generalao, who represented the MVBA, Tagaytay Mayor Bambol Tolentino and Tito Palma of the NBC, Misamis Oriental Gov. Oscar Moreno and Andrew Te, part of the organizing group.
The idea of a regional basketball tournament was first put to test by the Metropolitan Basketball Association in 1998. But the MBA crumbled five years later under the weight of excessive spending.
“We do not want to be hounded by mistakes of the past,” Eala said. “We do not want to commit the same follies.”
Although the league will start in the first quarter next year, several principles have already been agreed upon, among which is to curb expenditures.
Eala said a team in the new league will cost less than maintaining a Philippine Basketball League squad. In fact, running the league will cost less than half of what it takes to maintain a PBA squad for a year.
“I see it working on an annual budget of P10 to 12 million,” Eala said. “But I always try to find ways to cut costs so there’s a chance we can really, really go lower than that.”

kanang laag nga laag jud..nga 2 years..pero last august niagi lang mi dha, hapit lang sa Dunkin kai kaadlawon man 2..paguli pud namo gikan CDO, we took our breakfast sa Jolibee..
