hahaha bitaw naka bantay ko lately ..bias ang abs sauna pa.. ila tagpakita ang coverage sa malacanan nga nanghatag ug bread and softdrinks while waiting sa mga relief goods ang mga tao.. amo bitaw tagsapot si GMA kay dugay ma release ..libak na sab si GMA

regarding sa comment ni kris aquino, siguro let's have to think it positively. meaning to say, kung paspas ang NGO sa action, dapat siguro i analyze nan gobyerno nato kon unsa'y ilang himoon para masurpass nila o di ba kaha makipagpartner sila with all those NGO's para in one way, mas diversified ang relief operations. di uso papatay patay karon or else daghan gyud mapatay ani... ug usa pa pud, di ta anang super excited, tan awa atong nagrelease si PGMA ug recorded na statement nga giopen na n'ya ang malacanang sa mga nasalanta ng bagyo... di ba overwhelmed sila sa dami at di pala sila preparado... I mean, every move should be figured out and analyze properly bago magrelease ng statement.

Pepeng has the possibility of returning back to Luzon in the coming days since it's movement is now being enhanced by Super Typhoon Melor. Super Typhoon Melor is now a Category 5 Typhoon with wind speed of 260KPH and gust of 315KPH, a dangerous typhoon. The good news is, this super typhoon will not affect any parts of the Phils.

Kung makikita nyo eh may weather disturbance na naman sa lower right ni Super Typhoon Melor(Quedan).



Malawak ung ulap at may posibilidad na maging LOW pressure area...



Mainit ang karagatan at kapag ka nagkataon eh may mamumuo na namang bagyo sa loob ng 5 o hanggang 6 araw..



Papasok sa PAR (Philippine Area of Responsibilty) sa susunod na isang linggo na isang bagyo at may posibilidad na lumakas na naman at maging isang super typhoon equivalent to Category 5 Hurricane.



Inuulit ko po na ito'y isang posibilidad lamang, 'wag po tayong maging kamapante, at ang mahalaga ay ang pamilyang laging handa.



Ito po Zenaida Zeva na nag-sasabing hindi hawak ng mga weatherman ang panahon, gabay lamang sila, mayron tayong payong, gamitin natin ito.

while at this topic, just would like to inform everyone that the City Govt of Surigao also collected various goods from generous and well meaning Surigaonons for the Ondoy victims, and also disbursed from its calamity fund to purchase food stuff, toiletries and medicine for the same purpose.:)

But one thing's for sure, MNL-SUG and even MNL-IAO flights for 5J is in the drawing board.... if not this year, maybe next year... Remember, once 5J opens up a domestic route it generates traffic...

Zest Air to fly in Surigao and Siargao Airports this November

Budget airline Zest Airways Inc. (Zest Air) plans to mount flights to Surigao and Siargao Islands this November.

Reports revealed that the airline's flight from Manila to Surigao will starts its operation on November 16, 2009. Flight Z2 370 is scheduled to leave Manila at 1230 arriving at 1415 in Surigao City. The return Z2 371 flight is set to take off at 1435 landing in Manila Domestic Airport at 1620 which operates every Monday, Wednesday, Friday and Sunday. The airline will be using its brand-new 60-seater MA60 aircraft from China delivered few months ago.

Also, the Manila-Siargao route operates its thrice-weekly service every Tuesday, Thursday and Saturday starting November 17, 2009. Flight Z2 378 departs from Manila at 1230 and arrives in Siargao at 1415. The return flight Z2 379 leaves at 1435 and reaches Manila at 1620.

After the Siargao – Manila route, Zest Air is expected to introduce flight from Cebu to Siargao four-time weekly service on December 8, 2009 every Tuesday, Thursday, Saturday and Sunday, sparing travelers to the surfing destination a three-hour ferry from Surigao City. Flight Z2 578 departs from Cebu at 1030 and arrives in Siargao at 1120. The return flight Z2 579 leaves at 1150 and reaches Cebu at 1240.

At present, Zest Air flies to Caticlan, Busuanga, Calbayog, Catarman, Marinduque, San Jose and Virac from Manila. It started flying new routes to Iloilo, Legaspi, Naga, Puerto Princesa, Davao, Kalibo, Tacloban and Tagbilaran.

The Zest-O group of companies, owned by businessman Alfredo Yao, acquired Asian Spirit, a small airline company based in the Philippines last year, and is carrying out an aggressive expansion program amid worldwide economic downturn. na observed ra nako, the last time man gud nga PAL Express ang nag serve ang ila neon lights sa airport "PAL EXPRESS/AIR PHILIPPINES" sa dihang ni puli na ang Air Phil, tagpulihan dajon nan "AIR PHILIPPINES" nga name. kuman nga nabalik na ang PAL Express, waya na nila tagbalik ang sa una. does it mean kaha nga tinood ang info na taghatag nan Air Phil staff before na temporary ra ang PAL Express and eventually mobalik ra ang AirPhil in the coming months?

with the upcoming of these airline services in our city. i would like to beleive na daghna na jud pasahero nato diri sa surigao. once mo serve na ang Cebu Pac for Manila-Surigao, three flights a day na dajon ta for that route. :banana: :banana: :banana:

I am just happy knowing tho\ese airline companies are very much willing to serve us considering the size of our runway. maybe let's just think about Caticlan, one of the busiest airport in the country served only by those small planes kay short ra sab ang runway. tana amo sab ton ang ato fate.

hmmm.. siargao and surigao goes head to head with regards to aircraft movements and passenger traffic!:lol:

based from the news there is a chance PAL will serve siargao once the SAYAK airport will be completed!:banana::banana:

The airport is located in Barangay Sayak in the municipality of Del Carmen, where the airport derives its name from.

The airport is classified as a feeder airport by the Air Transportation Office, a body of the Department of Transportation and Communications that is responsible for the operations of not only this airport but also of all other airports in the Philippines except the major international airports.

The good thing about this airport is that it is situated in the navel of siargao..hehe..very accessible to different municipalities of siargao..

“It's exciting to be able to announce this deal, as it will see Billabong increasing the prize purse, but also taking on the Philippines Nationals to help the already rapid progression of the Philippine talent. Billabong is also immensely grateful for the continued support of the Government - without them this event would not be possible!"

Similarly, Provincial Governor Robert Ace S. Barbers said, "We are happy with the renewal of our contract with Billabong for another three years of engagement to stage the annual Siargao International Surfing Competition beginning year 2010 to 2012.”

“Billabong gave us the opportunity to be internationally known as the host of the only recognized international surfing event in the country.”
Contest director, Surfing Australia CEO Andrew Stark said the deal is a major plus for the event.
“This event has been running for over 15 years now and this new deal is a testament to the unique and prestigious event that it is,” he said.
“The event will attract the very best tube riders from around the world and put them in what is arguably the world’s most perfect right hand tube.”

sory guys but i have not included the last year's works and costs..These were the chb laying for the fence and apron repair for the last year..those items above were the latest site works The last years accomplishments were still included in the budget..

Among the best cities in the Philippines, Makati City, Cabanatuan City in Nueva Ecija, and Tagbilaran City in Bohol offer the best quality of life, according to a new survey of the Asian Institute Management (AIM).

These three cities ranked highest in the quality of life category among 25 cities that made it to the AIM's Philippine Cities Competitiveness Ranking Project 2007, a survey of cities' global competitiveness.

The cities were separately ranked according to size. Makati, Cabanatuan, and Tagbilaran were categorized as metro, mid-sized and small-sized, respectively.

Quality of life is one of six categories in AIM's survey. The other categories are cost of doing business, dynamism of local economy, human resources and training, infrastructure, and responsiveness of local government units (LGUs) to business needs.

Unlike its previous surveys, AIM decided not to rank the cities based on total performance.

This is the 5th round of the AIM survey on Philippine Cities Competitiveness Ranking.

Quality of life is considered one of the yardsticks in determining which cities have successfully developed and which have succumbed to the ills of urbanization.

Among the relevant aspects of quality of life are social welfare of the people, peace, and order, quality of living environment, and local amenities.

Cabanatuan and Tagbilaran ranked first in their respective city sizes, rating 7.17 and 7.97, respectively. The highest rating is 10 points. The average rating in their city sizes is 6.31 and 6.43, respectively.

Makati ranked second among metro cities, with a rating of 6.98. The average rating of metro cities in terms of quality of life is 6.06.

Cabanatuan was credited for its good access to commercial banks, low or non-existent informal fees, and total crime solution efficiency.

Tagbilaran was noted for its low or non-existent informal fees, good supply of water, and low water rates. Its local environmental planning and management program was also praised.

Makati was recognized for its good access to commercial banks, total crime solution efficiency, and supply of potable water among others. AIM also noted its programs such as the Makati Health Program, the "Yellow Card," the Makati Command Center, and its Satellite Real Property Tax collection.

A total of 90 cities were surveys—20 metro cities, 25 mid-sized cities, and 45 small-sized cities. The AIM survey was conducted in collaboration with the German Technical Cooperation, International Finance Corporation, International Labour Organization, SM Investments Inc., and Petron Corporation.

Amu men. like beach volleyball. suitable sab sija for triathlon (swim, bike, marathon) ala iron man pareho sa camsur although dili siguro anay ing ato ka taas ( 70.1 km).

Jaon naman an surfing sa GL, game fishing sa PIlar, another municipality will make beach volleyball their main activity. Jaoy annula beach volley sa Boracay sponsored by Nestea.

in fairness to him, rich na sija daan when he joined politics. Lending an negosyo nija which is very succesful and no the family is not well off originally, he made his mark in the lending business.

come to think of it, before he run for congress, he promised to make his municipality to be a mini-city under the leadership of his beloved Daughter who's now the current Municipal Mayor. three years after, his municipality turns to be the BIGGEST BARANGAY OF THIS PROVINCE. well, that's my observation. he's busy giving all those vans, multicabs, etc. but it is sad to note that none of those were given to his very own municipality until this very moment.

Surigao del Norte

Brief History

The winds of change that swept the province from the four corners of the world has witnessed the meeting of diverse local and foreign influences which nurtured the emergence of a unique and distinct Surigaonon culture.

In 1538, the eastern coast of Mindanao which included the present province of Surigao del Norte was visited by the Portuguese explorer Francisco de Castro, who found the place inhabited by the Caraga tribe who were believed to be Visayan of origin.

Five years later, Ruy Lopez de Villabos landed in the same region. His navigator, Bernardo de la Torre, named it Cesaria Caroli in honor of the reigning Spanish Monarch, Carlos V. The name, however persisted since the Spaniards preferred to call it Caraga after its chief inhabitants.

The Jesuit Missionaries in 1597 tried to evangelize the people of Butuan (Agusan) and Caraga (Surigao), with much difficulty and intermittent success. They were followed in 1622 by the Agustinian Recollects who established parishes in Tandag and Bislig in 1642. The Recollects stayed until 1875, then the secular priest took over followed by the Benedictine Monks from 1893 to 1908.

The ancient district of Caraga, which was established in 1609, comprised all of Surigao del Norte, Surigao del Sur, the Northern part of Davao Oriental and Eastern Misamis Oriental, Agusan del Norte and Agusan del Sur.

In 1860, six military districts were established in Mindanao. Surigao and Agusan, including the territory lying between Butuan and Caraga Bays, formed the third district called the East District which was changed in 1870 to Distrito de Surigao.

By the end of the Spanish rule in 1898, the two Agusan provinces were organized as a single politico-military commandancia named Butuan, with the administrative jurisdiction of Surigao. In 1901, this commandancia became a sub-province of Surigao, and in 1907, Agusan became a separate province.
It was on June 19, 1960, through Republic Act 2766 that Surigao province was divided to form Surigao del Sur and Surigao del Norte.

The Land

With a total of 273,902 hectares or 2,739.02 square kilometers, Surigao del Norte ranks third in the Caraga Region in terms of land area which is equal to 0.99% of the total land area of the Philippines.

Political Subdivision

Surigao del Norte is a group of islands at the rim of the Asian continental shelf. It is located at the northeastern tip of Mindanao facing the Philippine Deep. It is bounded on the north and east by the vast Pacific Ocean, on the south by the Provinces of Agusan del Norte and Surigao del Sur, and on the west by the historic Surigao Strait.

It is composed of 27 municipalities where Surigao City is the provincial capital.

The Resources

The province boasts of lush virgin forests, a long stretch of white sand beaches with world-class surfing sites, magnificent rock formations, and abundant marine life.

Surigao del Norte has the biggest deposits of nickel, gold, chromite, iron, gravel and sand, limestone and sillica.

The rich and fertile land predominantly produces agricultural crops such as rice, coconut and rootcrops. Livestock and poultry-raising are also the main source of livelihood.

Population

While the Philippine population is growing at 2.32% from 1990-1995, the provinces’ population has been growing at a slower rate of 0.70% per annum during the same period. As of 1995, Surigao del Norte has a population of 337, 294.

Accessibility

Since the capital of the province is Surigao City, access to the entire province is essentially the same as the access to its capital. Please refer to the rate and schedule of air, land and sea transportation.

Tourist Attractions

GENERAL LUNA (Siargao Island). A bewitching 27 kilometer stretch of sugar-white beaches, sapphire seas and natural coral barrier that keeps the inlet waters placid. At high tide, tube-like waves from the Pacific Ocean can be heard and seen. A perfect destination for surfing during the months of November to January and Island hopping adventure from November to January.

GUYAM ISLAND (Siargao Island). Across the General Luna Beach is an islet with powdery-white sand and a cluster of coconut trees. It can be reached by pump boat in less than 10 minutes. It offers a good view of the incredibly powerful waves of Siargao Island. A few meters away from the island, one can go surfing and do other sports activities.

DAKU ISLAND (Siargao Island). A wonderful island adjacent to Guyam Island which only takes about 5 minutes by pump boat. It is an ideal location for swimming, snorkeling, and sunbathing.

DEL CARMEN (Del Carmen). The Crocodile Sanctuary of the Philippines. It is the home of the biggest crocodiles in the country. These crocodiles can be usually found in Del Carmen’s vast and preserved mangrove forest.

SOHUTON CAVE (Bucas Grande Island). This enchanting cave is half-submerged in water most of the time and accessible only during low tide. Inside is a lagoon with countless islets and crystal waters that sparkle with the bright reflection of the sun. Lush vegetation abound in its periphery.

MAGPUPUNGKO BEACH (Siargao Island). Situated in a cove facing the Pacific, the place is surrounded by limestone and granite sculptures. During low tide, its pockmarked limestone floor reveal pools of assorted shapes and sizes resembling basins, barrels, tubs and ponds.

Lake Bababu (Basilisa, Dinagat). Situated between Puerto Princesa and Melgar in Basilisa, this mountain lake is a sight to behold, the steep descent (and ascent) add thrill to an avid adventurer. Surrounded by huge wall of granite, small caves are in great abundance. Lush vegetation dominates the virginal periphery.

Santa Monica Waterfalls (Sta. Monica, Siargao). A gentle burst of falling water amid the tranquillity of a tropical forest - this is an apt description of this waterfalls. The well preserved natural environment is another come-on.

Aling Cayao Island (Claver). A solitary island just 21 km. away from the poblacion of Claver. It stands in the deep blue seas like a sentinel in the southern portion of the province. The corals are well-preserved and the beach is pristine white.

U.S. LANDING AVENUE. A Strategic area in the Municipality of Loreto where U.S. Liberators landed and fought against the Japanese Imperial Army stationed in the place. A few miles from the island is Surigao Strait - the historical landmark where hundreds of Japanese Naval Ships sank due to massive bombardments by the U.S. Air Force during World War II.

PIG-OT HIDE AWAY RESORT. A cluster of islets that look like broken emeralds slapped on the aquamarine surface of the water. The islets are connected with a wooden bridge. As one strolls, he/she will witness the different aquatic species gliding and hiding behind coral reefs. This hideaway is indeed heavenly specially for the adventurous, leisure seekers, and nature lovers.
MINI-DAM PARK (San Jose, Dinagat). Seven dams of graduated elevations are carved out of cliffs. Stones are perfectly laid out and fitted by human hands. The whole mountain is exquisitely landscaped adding beauty to the place.

SURIGAONON HERITAGE MINI-MUSEUM. (PPA-Surigao City). A collection of ancient archaeological diggings like burial coffins jars and antique Chinese kitchen wares are showcased in that mini-museum. Some of these artifacts were unearthed in Panhutungan, Placer.

Sports Activities / Special Interests

SCUBA DIVING. For adventurous divers, the coasts of Surigao offer interesting dive site while the islands of Sagisi and Corregidor are excellent for snorkeling activities.

SPELUNKING. Guano Cave & Lagoon, Libjo. Situated on a mountain, it has a lagoon within which remains unexplored. Steep climbs are expected on the way to the cave.

SURFING. Lying at the veritable edge of the Philippine archipelago, Siargao is reputed as the Surfing Capital of the Philippines that host the annual international surfing event. Its waves combine the best quality features of top-rated waves of Hawaii’s fabled “ pipeline” and the top-billed wave of Indonesia. The huge and powerful “pacific rollers” has been ranked among the top five breaks in the world, including the “Cloud Nine” which is considered one of the world’s top surfing waves.. For more information about Siargao Island, please refer to ANNEX 6.

SEA KAYAKING. Siargao first became famous for its surf, so kayakers who like big waves have a field day here. There are also mangrove swamps in the island where you can paddle both in the main channel and through narrow passages in the mangroves while seeing some wildlife and enjoying the serenity of the place. The first is just behind the Pansukian Tropical Resort while the other one is in del Carmen, where the largest contiguous mangrove forest in the Philippines is located. The “must see” place in Caraga where you can paddle around spectacular limestone formation to a point where you can enter a narrow channel which soon becomes a cave is in Sohoton Cave and lagoon in Bucas Grande Island, which is more than an hour boat ride from Siargao. Since the sport is new here, only Pansukian Tropical Resort offer kayak tours in several locations around Siargao.

MOUNTAIN BIKING. Great trails run all around Surigao del Norte. There are regular cross- country and downhill competitions done in the area which are participated by local and international bikers. Butuan or Surigao- based bikers regularly tour the rugged terrain of the region and are eager to show their routes to new comers.

Events & Festivals.

SIARGAO INTERNATIONAL SURFING CUP. (Last week of September or First Week of October / General Luna, Siargao Island). Some of the most spectacular surfs in the world are found in Siargao, which hosts this annual international competition.

SIARGAO INTERNATIONAL MOUNTAIN BIKE COMPETITION. (Every Palm Sunday / General Luna, Siargao Island). The “Surf Island” of Siargao hosts its annual international cross country and downhill mountain biking competition.

Surfing Siargao

SIARGAO ISLAND, Surigao del Norte. The unspoiled teardrop shaped island called Siargao is the shangrila of adventurers and nature lovers. It is the surfing capital of the Philippines, which is 800 kilometers Southeast of Manila.

Siargao, which many surfers claim has the best and most consistent surf in the Philippines, has made an eccentric entry into the world of surfing arena. Through the success of the First International Surfing Cup in 1996, Siargao is now one of the world’s great frontiers for surf exploration. Its most popular break is “cloud nine”. Surfing is best from July to November when strong waves are in constant motion.

Siargao is the largest of a group of islands emerging as one of the finest water sport destinations in the country. Aside from the surfing, there is sea kayaking, long stretch of white sand beaches, hidden caves and lagoons, mangrove swamps, magnificent rock formations, and mountain lakes.

The most striking feature of the island is the existence of several endangered and rare species of flora & fauna such as the well known Philippine Crocodile, marine turtles, sea cow, the attractive fire and century orchids and the “iron wood” or magcono. It has the biggest mangrove reserve in the Philippines covering 8,760 hectares and vast areas of coral reef with rich marine resources.

In 1992, the island was proclaimed a protected area (Protected Landscape and Seascape Category) under Republic Act 7586 (NIPAS Act of 1992), which will provide the legal basis for pursuing plans for the conservation and continuous protection of the island’s natural resources.

Location

Siargao Island is politically under the jurisdiction of Surigao del Norte, a province located at the Northeastern portion of Mindanao which lies between 125 50’ East Longitude and betweem 9 30’ and 10 0.5’ North Latitude. It is bounded on the north by Dinagat Island, on the south by mainland part of the Province of Surigao del Norte, on the east by Hinatuan Passage, and on the west by Surigao Strait and the province of Southern Leyte. Stretching along its southeastern coast is the Philippine Deep, the greatest known depth within Philippine waters at 11,094 meters below sea level.

Area

Siargao Island has an approximate land area of 67,726 hectares including Bucas Grande Island Island and all coastal barangays. It consists of nine (9) municipalities with 131 barangays.

Climate

The prevailing climate type of the island falls under Type II which is characterized by no pronounced dry season but with a very pronounced maximum rainfall from November to January. Siargao receives the highest amount of rainfall during December while June is the driest month.

Religion

The five major dominant religions of the island are Roman Catholic, Philippine Independent Church, Iglesia Ni Cristo, United Church of Christ in the Philippines, and Jehovah’s Witness.

Population

Siargao Island has a total population of 83,100 comprising 19.16% of the total population of Surigao del Norte with 15,109 households (as of 1995). As the commercial and trade center, Dapa town has the highest population among the municipalities with 15,500 inhabitants having 2,818 households while General Luna, which is known as the tourist destination in the island, has 12,500 with 2,273 households.

Transportation

There are inter-island water vessels plying between Siargao/Bucas Grande Islands and Surigao City. Passenger jeepneys, motorized boats, and “habal-habal” or motorcycles serve commuters bound to any point of destination in the island.

Some Surf Spots in Surigao

CLOUD NINE (General Luna). A world-Class right hand break that offers machine like barreling perfection. It works on any swell with southwest winds. The waves have big thick peaks that rise abruptly, hallow out and break heavily in just two meters of water. When the swell is from the right hand direction, the peak produces an equally good left break.

PILAR. This is a series of lefts in front of the town wharf, but it needs huge swells on the reef before it starts working. This is an alternative surfing area when the swells are too big in other areas.

NEIL’S SPOT (Pilar). A well shaped right hand break at the base of a small island near the town of Pilar. Protected from big swells and northeastern winds, the waves are usually 40% smaller than the outer reef breaks like cloud 9. It is a good alternative when the outer swells are too huge and risky.

ROCK ISLAND (General Luna). Another right hand break. The swell wraps around the base of a small rock island about 1.5 kms. offshore. It hallows out and bowls over into superbly into high speed sections that will sometimes deliver 2 m rides. It is an excellent high performance wave that can hold swells up to a double overhead. It is at its best at 2 to 3 meters.

PANSUKIAN REEF (General Luna). Located just 20 minutes by banca south of General Luna, this reef offers an open right hand break that needs a swell of 2 meters or more to work. When the wave is big, it has a great inside barrel section. However, one has to keep watch of strong currents.

LA JANOSA ISLAND (General Luna). There are some fun lefts in front of La Janosa barrio and some powerful lefts on the east coast.

ANTOKON ISLAND (General Luna). A perfect left wraps 180 degrees around tiny Antokon Island. Large swells are needed before waves break cleanly. The breaks are less powerful from the usual intensity of the bigger waves from other breaks. There is also an excellent right hand break on the opposite side of Antokon Island.

TUASON POINT (General Luna). There are long powerful lefts on a shallow reef at the base of Tuason Point. In bigger swells, expect board snapping power. This surfing area is for experienced surfers only. Tuason Point works well at any swell size, but is best at 2 to 3 meters.

History

Legends have it that this town had been known as CABUNTOG in ancient times. There was even a popular legend of a huge bell of a local church that when rung it can be heard as far as the mainland in Mindanao. Its sound allegedly summoned the Muslim raiders. To protect itself against this depredation, the local folks decided to get rid of the bell. They did so by dumping the same at the Campujong River. Dumping is “buntog” in the local dialect, hence, the name.

Records, however, tell a different tale. General Luna, then known as Cabuntog, enjoyed a peaceful as well as a bloody era. The original inhabitants of the place belong to the group of people known as the “Caragans”. They subsisted on fishing and farming. They lived a life that was relatively peaceful until the arrival of the Spanish colonizers and other colonizers sometime in the 15th century.

August 1, 1929 marked as the official day of the formal entry of General Luna as an organized unit of government in the modern Philippine Government System. The succeeding years saw the peaceful change of government through the electoral processes except during the Japanese occupation and EDSA revolution.

Geographic Location

Mainland General Luna is situated at the southern side of Siargao Island, Province of Surigao del Norte. It is bounded on the north by the Municipality of Pilar, on the south by the small islands of Daku and La Januza, on the west by the Municipality of Dapa and on the east by the Philippine Sea. It is 16 kilometers away from the Municipality of Dapa (the entry point to the island) and approximately 40 nautical miles from Surigao City.

Land Area

General Luna, the newly discovered surfing paradise, occupies a total land area of 5,998 hectares and sea area of approximately 21,847 hectares. The town has nineteen (19) barangays with puroks 1-5 considered as poblacion barangays, with inland and coastal barangays namely: Anajawan, Babitoonan, Consuelo, Corazon, La Januza, Daku, Libertad, Magsaysay, Malinao, Santa Cruz, Santa Fe, Suyangan, and Tawin-tawin. The mainland barangays comprise 87.25% of the municipal’s total land area while the island barangays occupy 765 hectares or 12.75%. Barangay Consuelo has the biggest area with an estimated land area of 769 hectares or 12.82% and the smallest barangay is Poblacion 1 with an estimated area of only 94 hectares or 1.56%. (Source: DENR-13/ 1998 / Provincial Assesor).

Climate

General Luna has a Type II climate characterized by no pronounced dry season but with maximum rain period from November to February. Dry period is from May to September. The municipality experiences an average of 12-25 rainy days per month.

Population: 12,554 (as of 1995).

I have toured the whole island of Siargao and from coast to coast there are infrastructures in different stages of development..starting from its main town of Dapa...where you will find the ongoing seaside boulevard development project..it will soon feuature a road with picturesque pedestrian walk along the bay and a gymnsium....beside it is the port of Dapa which will soon be expanded to serve routes to Visayas, now on the drawing boards of CARAGA RDC medium term plan....heading north along newly cemented road to its new airport of Sayak...then on further north to Del Carmen via newly concreted roads ^^
It will eventually not surprise us Caraganons to see in the future a new province of Siargao:)

With a huge Surigao politicos bolting out from Lakas-CMD-Kampi like Mayor Pon's Cassura and Barbers group to Villar's camp...things will become more colorful in Surigao politics..

but with Congressman Lalo Matugas on the helm....he sure will eventually tame this surging waves in his local political surf...:)

Like i said, at least jaoy nakit-an na concrete developemnt in his district, unlike in the turf of Romarate. Matugas is no saint, im sure of that, he has a dark side but lets give credit where credit is due.

The game in Victorias is one of the nine calendared provincial games for the PBA Philippine Cup, set to kick off Oct. 11 at the Araneta Coliseum.

Before taking on Sta. Lucia in Victorias City , the Beermen will face Alaska Aces on Oct. 17 in the very first out-of-town game of the league's 35th season.

as of now, surigao city has a daily flights to and from manila but come november 16, may 2 flights na every MWFSS or TTHSS i think with Zest Air. based on the info posted at the Airline Thread, on the drawing baord na raw ang Cebu Pac Flights to and from Surigao and Manila late this year or early next year. with that, we will be expecting more flights and airline movements soon.

as iv posted earlier in thread 26, the DENR-CENRO already denied their application for a permit to cut trees. They are now seeking the permission of the City Govt. Apparently the City is not inclined to grant the permit considering the DENR-CENRO is the primary agency that has jurisdiction over this matter. But then again no denial has come out and i think they are lobbying for the permit to be issued. itutuloy.....:)

Surigao del Norte

Brief History

The winds of change that swept the province from the four corners of the world has witnessed the meeting of diverse local and foreign influences which nurtured the emergence of a unique and distinct Surigaonon culture.

In 1538, the eastern coast of Mindanao which included the present province of Surigao del Norte was visited by the Portuguese explorer Francisco de Castro, who found the place inhabited by the Caraga tribe who were believed to be Visayan of origin.

Five years later, Ruy Lopez de Villabos landed in the same region. His navigator, Bernardo de la Torre, named it Cesaria Caroli in honor of the reigning Spanish Monarch, Carlos V. The name, however persisted since the Spaniards preferred to call it Caraga after its chief inhabitants.

The Jesuit Missionaries in 1597 tried to evangelize the people of Butuan (Agusan) and Caraga (Surigao), with much difficulty and intermittent success. They were followed in 1622 by the Agustinian Recollects who established parishes in Tandag and Bislig in 1642. The Recollects stayed until 1875, then the secular priest took over followed by the Benedictine Monks from 1893 to 1908.

The ancient district of Caraga, which was established in 1609, comprised all of Surigao del Norte, Surigao del Sur, the Northern part of Davao Oriental and Eastern Misamis Oriental, Agusan del Norte and Agusan del Sur.

In 1860, six military districts were established in Mindanao. Surigao and Agusan, including the territory lying between Butuan and Caraga Bays, formed the third district called the East District which was changed in 1870 to Distrito de Surigao.

By the end of the Spanish rule in 1898, the two Agusan provinces were organized as a single politico-military commandancia named Butuan, with the administrative jurisdiction of Surigao. In 1901, this commandancia became a sub-province of Surigao, and in 1907, Agusan became a separate province.
It was on June 19, 1960, through Republic Act 2766 that Surigao province was divided to form Surigao del Sur and Surigao del Norte.

The Land

With a total of 273,902 hectares or 2,739.02 square kilometers, Surigao del Norte ranks third in the Caraga Region in terms of land area which is equal to 0.99% of the total land area of the Philippines.

Political Subdivision

Surigao del Norte is a group of islands at the rim of the Asian continental shelf. It is located at the northeastern tip of Mindanao facing the Philippine Deep. It is bounded on the north and east by the vast Pacific Ocean, on the south by the Provinces of Agusan del Norte and Surigao del Sur, and on the west by the historic Surigao Strait.

It is composed of 27 municipalities where Surigao City is the provincial capital.

The Resources

The province boasts of lush virgin forests, a long stretch of white sand beaches with world-class surfing sites, magnificent rock formations, and abundant marine life.

Surigao del Norte has the biggest deposits of nickel, gold, chromite, iron, gravel and sand, limestone and sillica.

The rich and fertile land predominantly produces agricultural crops such as rice, coconut and rootcrops. Livestock and poultry-raising are also the main source of livelihood.

Population

While the Philippine population is growing at 2.32% from 1990-1995, the provinces’ population has been growing at a slower rate of 0.70% per annum during the same period. As of 1995, Surigao del Norte has a population of 337, 294.

Accessibility

Since the capital of the province is Surigao City, access to the entire province is essentially the same as the access to its capital. Please refer to the rate and schedule of air, land and sea transportation.

Tourist Attractions

GENERAL LUNA (Siargao Island). A bewitching 27 kilometer stretch of sugar-white beaches, sapphire seas and natural coral barrier that keeps the inlet waters placid. At high tide, tube-like waves from the Pacific Ocean can be heard and seen. A perfect destination for surfing during the months of November to January and Island hopping adventure from November to January.

GUYAM ISLAND (Siargao Island). Across the General Luna Beach is an islet with powdery-white sand and a cluster of coconut trees. It can be reached by pump boat in less than 10 minutes. It offers a good view of the incredibly powerful waves of Siargao Island. A few meters away from the island, one can go surfing and do other sports activities.

DAKU ISLAND (Siargao Island). A wonderful island adjacent to Guyam Island which only takes about 5 minutes by pump boat. It is an ideal location for swimming, snorkeling, and sunbathing.

DEL CARMEN (Del Carmen). The Crocodile Sanctuary of the Philippines. It is the home of the biggest crocodiles in the country. These crocodiles can be usually found in Del Carmen’s vast and preserved mangrove forest.

SOHUTON CAVE (Bucas Grande Island). This enchanting cave is half-submerged in water most of the time and accessible only during low tide. Inside is a lagoon with countless islets and crystal waters that sparkle with the bright reflection of the sun. Lush vegetation abound in its periphery.

MAGPUPUNGKO BEACH (Siargao Island). Situated in a cove facing the Pacific, the place is surrounded by limestone and granite sculptures. During low tide, its pockmarked limestone floor reveal pools of assorted shapes and sizes resembling basins, barrels, tubs and ponds.

Lake Bababu (Basilisa, Dinagat). Situated between Puerto Princesa and Melgar in Basilisa, this mountain lake is a sight to behold, the steep descent (and ascent) add thrill to an avid adventurer. Surrounded by huge wall of granite, small caves are in great abundance. Lush vegetation dominates the virginal periphery.

Santa Monica Waterfalls (Sta. Monica, Siargao). A gentle burst of falling water amid the tranquillity of a tropical forest - this is an apt description of this waterfalls. The well preserved natural environment is another come-on.

Aling Cayao Island (Claver). A solitary island just 21 km. away from the poblacion of Claver. It stands in the deep blue seas like a sentinel in the southern portion of the province. The corals are well-preserved and the beach is pristine white.

U.S. LANDING AVENUE. A Strategic area in the Municipality of Loreto where U.S. Liberators landed and fought against the Japanese Imperial Army stationed in the place. A few miles from the island is Surigao Strait - the historical landmark where hundreds of Japanese Naval Ships sank due to massive bombardments by the U.S. Air Force during World War II.

PIG-OT HIDE AWAY RESORT. A cluster of islets that look like broken emeralds slapped on the aquamarine surface of the water. The islets are connected with a wooden bridge. As one strolls, he/she will witness the different aquatic species gliding and hiding behind coral reefs. This hideaway is indeed heavenly specially for the adventurous, leisure seekers, and nature lovers.
MINI-DAM PARK (San Jose, Dinagat). Seven dams of graduated elevations are carved out of cliffs. Stones are perfectly laid out and fitted by human hands. The whole mountain is exquisitely landscaped adding beauty to the place.

SURIGAONON HERITAGE MINI-MUSEUM. (PPA-Surigao City). A collection of ancient archaeological diggings like burial coffins jars and antique Chinese kitchen wares are showcased in that mini-museum. Some of these artifacts were unearthed in Panhutungan, Placer.

Sports Activities / Special Interests

SCUBA DIVING. For adventurous divers, the coasts of Surigao offer interesting dive site while the islands of Sagisi and Corregidor are excellent for snorkeling activities.

SPELUNKING. Guano Cave & Lagoon, Libjo. Situated on a mountain, it has a lagoon within which remains unexplored. Steep climbs are expected on the way to the cave.

SURFING. Lying at the veritable edge of the Philippine archipelago, Siargao is reputed as the Surfing Capital of the Philippines that host the annual international surfing event. Its waves combine the best quality features of top-rated waves of Hawaii’s fabled “ pipeline” and the top-billed wave of Indonesia. The huge and powerful “pacific rollers” has been ranked among the top five breaks in the world, including the “Cloud Nine” which is considered one of the world’s top surfing waves.. For more information about Siargao Island, please refer to ANNEX 6.

SEA KAYAKING. Siargao first became famous for its surf, so kayakers who like big waves have a field day here. There are also mangrove swamps in the island where you can paddle both in the main channel and through narrow passages in the mangroves while seeing some wildlife and enjoying the serenity of the place. The first is just behind the Pansukian Tropical Resort while the other one is in del Carmen, where the largest contiguous mangrove forest in the Philippines is located. The “must see” place in Caraga where you can paddle around spectacular limestone formation to a point where you can enter a narrow channel which soon becomes a cave is in Sohoton Cave and lagoon in Bucas Grande Island, which is more than an hour boat ride from Siargao. Since the sport is new here, only Pansukian Tropical Resort offer kayak tours in several locations around Siargao.

MOUNTAIN BIKING. Great trails run all around Surigao del Norte. There are regular cross- country and downhill competitions done in the area which are participated by local and international bikers. Butuan or Surigao- based bikers regularly tour the rugged terrain of the region and are eager to show their routes to new comers.

Events & Festivals.

SIARGAO INTERNATIONAL SURFING CUP. (Last week of September or First Week of October / General Luna, Siargao Island). Some of the most spectacular surfs in the world are found in Siargao, which hosts this annual international competition.

SIARGAO INTERNATIONAL MOUNTAIN BIKE COMPETITION. (Every Palm Sunday / General Luna, Siargao Island). The “Surf Island” of Siargao hosts its annual international cross country and downhill mountain biking competition.

LORETO LANDING. (Loreto, Surigao del Norte).

Surfing Siargao

SIARGAO ISLAND, Surigao del Norte. The unspoiled teardrop shaped island called Siargao is the shangrila of adventurers and nature lovers. It is the surfing capital of the Philippines, which is 800 kilometers Southeast of Manila.

Siargao, which many surfers claim has the best and most consistent surf in the Philippines, has made an eccentric entry into the world of surfing arena. Through the success of the First International Surfing Cup in 1996, Siargao is now one of the world’s great frontiers for surf exploration. Its most popular break is “cloud nine”. Surfing is best from July to November when strong waves are in constant motion.

Siargao is the largest of a group of islands emerging as one of the finest water sport destinations in the country. Aside from the surfing, there is sea kayaking, long stretch of white sand beaches, hidden caves and lagoons, mangrove swamps, magnificent rock formations, and mountain lakes.

The most striking feature of the island is the existence of several endangered and rare species of flora & fauna such as the well known Philippine Crocodile, marine turtles, sea cow, the attractive fire and century orchids and the “iron wood” or magcono. It has the biggest mangrove reserve in the Philippines covering 8,760 hectares and vast areas of coral reef with rich marine resources.

In 1992, the island was proclaimed a protected area (Protected Landscape and Seascape Category) under Republic Act 7586 (NIPAS Act of 1992), which will provide the legal basis for pursuing plans for the conservation and continuous protection of the island’s natural resources.

Location

Siargao Island is politically under the jurisdiction of Surigao del Norte, a province located at the Northeastern portion of Mindanao which lies between 125 50’ East Longitude and betweem 9 30’ and 10 0.5’ North Latitude. It is bounded on the north by Dinagat Island, on the south by mainland part of the Province of Surigao del Norte, on the east by Hinatuan Passage, and on the west by Surigao Strait and the province of Southern Leyte. Stretching along its southeastern coast is the Philippine Deep, the greatest known depth within Philippine waters at 11,094 meters below sea level.

Area

Siargao Island has an approximate land area of 67,726 hectares including Bucas Grande Island Island and all coastal barangays. It consists of nine (9) municipalities with 131 barangays.

Climate

The prevailing climate type of the island falls under Type II which is characterized by no pronounced dry season but with a very pronounced maximum rainfall from November to January. Siargao receives the highest amount of rainfall during December while June is the driest month.

Religion

The five major dominant religions of the island are Roman Catholic, Philippine Independent Church, Iglesia Ni Cristo, United Church of Christ in the Philippines, and Jehovah’s Witness.

Population

Siargao Island has a total population of 83,100 comprising 19.16% of the total population of Surigao del Norte with 15,109 households (as of 1995). As the commercial and trade center, Dapa town has the highest population among the municipalities with 15,500 inhabitants having 2,818 households while General Luna, which is known as the tourist destination in the island, has 12,500 with 2,273 households.

Transportation

There are inter-island water vessels plying between Siargao/Bucas Grande Islands and Surigao City. Passenger jeepneys, motorized boats, and “habal-habal” or motorcycles serve commuters bound to any point of destination in the island.

Some Surf Spots in Surigao

CLOUD NINE (General Luna). A world-Class right hand break that offers machine like barreling perfection. It works on any swell with southwest winds. The waves have big thick peaks that rise abruptly, hallow out and break heavily in just two meters of water. When the swell is from the right hand direction, the peak produces an equally good left break.

PILAR. This is a series of lefts in front of the town wharf, but it needs huge swells on the reef before it starts working. This is an alternative surfing area when the swells are too big in other areas.

NEIL’S SPOT (Pilar). A well shaped right hand break at the base of a small island near the town of Pilar. Protected from big swells and northeastern winds, the waves are usually 40% smaller than the outer reef breaks like cloud 9. It is a good alternative when the outer swells are too huge and risky.

ROCK ISLAND (General Luna). Another right hand break. The swell wraps around the base of a small rock island about 1.5 kms. offshore. It hallows out and bowls over into superbly into high speed sections that will sometimes deliver 2 m rides. It is an excellent high performance wave that can hold swells up to a double overhead. It is at its best at 2 to 3 meters.

PANSUKIAN REEF (General Luna). Located just 20 minutes by banca south of General Luna, this reef offers an open right hand break that needs a swell of 2 meters or more to work. When the wave is big, it has a great inside barrel section. However, one has to keep watch of strong currents.

LA JANOSA ISLAND (General Luna). There are some fun lefts in front of La Janosa barrio and some powerful lefts on the east coast.

ANTOKON ISLAND (General Luna). A perfect left wraps 180 degrees around tiny Antokon Island. Large swells are needed before waves break cleanly. The breaks are less powerful from the usual intensity of the bigger waves from other breaks. There is also an excellent right hand break on the opposite side of Antokon Island.

TUASON POINT (General Luna). There are long powerful lefts on a shallow reef at the base of Tuason Point. In bigger swells, expect board snapping power. This surfing area is for experienced surfers only. Tuason Point works well at any swell size, but is best at 2 to 3 meters.

YOu might make the Mla-Bxu (10:45 i think) flight plus no need to transfer airports.

if you come on or after November 16, maybe you can catch up with the Zest Air Flight. Tentative sched bagan nila is 12:15 PM departing for Surigao City. kaso lang, you will have to travel pa from NAIA 2 to Manila Domestic Terminal.

More With an ocean of garbage as his playground as a child, Efren Peñaflorida Jr. was accustomed to living amid the ills of society. The slum area in Cavite province where he grew up abounded with solvent-sniffing kids and tough gangsters. People sifted through dumpsites during the day and slept in the cemetery’s empty crypts at night.

It was 1997. Peñaflorida, a gangling 16-year-old youngster back then, was occasionally bullied and beaten by street toughies. No one would have thought that, 12 years later, he would be short-listed by globally known Cable News Network (CNN) as a candidate for its CNN Heroes.

“I grew up really poor. My father was a driver and my mother was a laundrywoman. When I went to school, I experienced being mocked, bullied, discriminated against," said Peñaflorida, the second of three children.

“I wanted to settle scores with the bullies. But I realized I could turn a bad experience into something positive."

At the time, Peñaflorida was part of Club 8586, a youth group in Cavite. His mentor encouraged him to help curb the rampant gang wars and fraternity feuds in their communities, where kids as young as nine years were already involved in violent fights.

‘Pushcart classroom’

Despite having to cope with his own limited means, Peñaflorida formed the Dynamic Teen Company (DTC) with his two peers. The fledgling group ventured into work among destitute and out-of-school youth, teaching them basic literacy skills, values formation, and even personal hygiene.

Armed only with plastic bags loaded with books and school supplies, Peñaflorida and his team roamed the shantytowns of Cavite, offering kids a unique chance to learn useful things in the “street classroom" setting.

Years later, the platform for their mobile classroom would evolve into pedicabs, and eventually into what it is today – a Kariton Klassrum (literally, “pushcart classroom"). The Kariton Klassrum now carries a mini-library, reading aids, blackboards, and even detachable tables and chairs.

Peñaflorida says that his commitment to teach basic literacy to kids is his way of “paying forward" – having been a scholar himself. His elementary and high school education was funded by World Vision Philippines, while his college education was shouldered by Club 8586. Not surprisingly, he took up a degree in Education.

Now 28, Peñaflorida earns a living as a public school teacher in Cavite. On Saturdays, he continues his pushcart classrooms –which have expanded into Manila – with other teen volunteers now reaching 2,000.

Aside from teaching literacy, the group also conducts feeding programs for abandoned street kids who scavenge for food by sifting through heaps of garbage.

Who is a hero?

When the world-renowned Cable News Network (CNN) early this year called for submissions for its annual search for Heroes, Club 8586 nominated Peñaflorida.

The network’s Blue Ribbon Panel sifted through 9,000 nominees from over 100 countries, and soon narrowed down its choices to 28. On October 1 (October 2 in Manila), CNN announced its top 10 finalists for its Hero of the Year. Peñaflorida made the cut.

The word “hero" has been used so loosely, that these days even someone who performs a singular, momentary selfless act like jumping into a river to save a child is quickly declared a hero. But the same public recognition is not so easily earned by a person who performs the same heroic act, quietly and doggedly from day to day.

Nonetheless, Rezcel Fajardo has no doubt in her mind that Peñaflorida is indeed a hero. One of the co-founders of DTC, Fajardo says she knew from the start that her colleague would be included in the CNN shortlist.

“He is a modern-day hero. He would use his meager salary to buy food for the kids. In fact, he had already pledged the prize money to the children he is helping, should he win," Fajardo said.

But like a real hero who embodies humility, Peñaflorida refuses to take the credit for the honor given by CNN, much less brag about it. He says that his inclusion in the roster of 10 finalists is already an honor in itself.

“This is not about me," he says. “If the people vote for me, they are actually voting for the poor kids DTC is teaching and the dedicated volunteers behind this work."

‘Rainbow after the rain’

Peñaflorida views his inclusion in CNN’s Top 10 as the proverbial “rainbow after the rain" to Filipinos.

On October 2, the country was still reeling from the weeklong floods wrought by storm “Ondoy" when it braced itself anew to face typhoon “Pepeng’s" wrath.

Like many other citizens who volunteered for Ondoy-related relief operations, Peñaflorida joined others in packing and distributing donations to flood-stricken communities in Cavite. True to his mission, his pushcarts turned into relief carts used to collect donated goods.

Peñaflorida says that Anderson Cooper’s announcement of the Blue Ribbon Panel’s decision “gave Filipinos a breath of fresh air, a brief moment to cheer and celebrate, to be inspired all the more" to pursue volunteer work and rebuild our nation.

The many heroes emerging from the Ondoy tragedy inspires Peñaflorida to devote more of himself to the disaster victims in his home province.

“There are many people who rose to the occasion, but their stories remain untold. It’s an honor to represent a nation of heroes," Peñaflorida says. “Indeed, the Filipino is worth dying for," he adds, quoting the famous words of his personal hero, Ninoy Aquino.

With Filipinos abuzz with Peñaflorida’s nomination, the young man recently visited the World Vision office one busy afternoon and was promptly hounded by media. He now confesses he is still unaccustomed to being thrust into the spotlight.

Peñaflorida recalls that he and other DTC volunteers had to endure taunts and rejection for many years, while carrying out their mission. “We’ve experienced being degraded and unwanted, so we just had to bow our heads low while they shouted, ‘Here are the basureros (trash collectors)!’"

Despite the difficulties of bringing education closer to impoverished youth, Peñaflorida finds fulfillment not in awards and other forms of official recognition – not even in the flattery by politicians who have started courting him for their election plans – but in the smiles of the children who rush to meet him when they spot his humble pushcart.

Peñaflorida’s success is not your ordinary rags-to-riches story. While he is no longer hounded by the pangs of hunger and destitution, he continues to offer himself to the underprivileged as an example of a kid who fell victim to violence driven by poverty and yet found a way to lift himself up.

With heroes, the need to catalyze change always leads to endless possibilities. Even if the only possibility at first is to simply start pushing a pushcart. - GMANews.TV

Ondoy triggers radar upgrade

PRESIDENT Gloria Arroyo has ordered the weather bureau to install Doppler radars in Cainta, Surigao, South Cotabato, Aparri and Virac for more accurate forecasting and reading of rainfall volume.

“A Doppler radar in Baler, Quezon, has already been installed and is already operational. Under testing is the Doppler in Baguio City while those in Cainta, Surigao, South Cotabato, Aparri and Virac are now being installed,” deputy presidential spokesman Lorelei Fajardo said.

“The administration has been investing in improving the Doppler-radar capability of the Philippine Atmospheric, Geophysical and Astronomical Services Administration to improve our risk management and disaster preparedness,” Fajardo said.

A Doppler monitors the intensity and volume of rainfall, improving Pagasa’s forecasting capability. Austrian scientist Christian Doppler discovered the Doppler principle in 1842, based on his ideas about soundwaves.

Dopplers turn reflected radio waves into images that show the location and intensity of rain formation within a storm system.

Pagasa would be able to install its first brand-new Doppler, which costs around P100 million, in December in Subic.

Science and Technology Secretary Estrella Alabastro said the Japan International Cooperation Agency is giving P1.6 billion in grants to change the weather radars in Aparri, Virac and Guiuan in Eastern Samar into Dopplers. The money would cover the entire infrastructure for a Doppler radar facility in each site.

President Gloria Arroyo also told the Presidential Management Staff to release funds for a flood control program “that will ensure that Malacañang, as the country’s seat of power, would be spared from the constant overflow of the Pasig River,” Fajardo said.

The President directed the Public Works Department to dredge the rivers in Pasig, Marikina, San Juan and Antipolo as soon as possible to prevent a repeat of the deadly flooding in Metro Manila caused by tropical storm Ondoy.

She ordered concerned government agencies to ensure that riverbank dwellers in Metro Manila no longer return to their former sites.

“Vice President and housing czar Noli de Castro is also planning to offer a Balik Probinsya program for Ondoy victims who wish to go back to their home provinces,” Fajardo said.

Each family under the program would receive P22,920, or 60 days of the minimum wage, Fajardo added.

Ondoy and typhoon Pepeng displaced nearly four million people in Luzon, a fourth of which were residents of Metro Manila.

MANILA – Lumipat na sa Nacionalista Party (NP) ni Senador Manny Villar si Surigao del Norte Governor Robert Ace Barbers, habang nakatakdang kumalas sa partido si Bukidnon Rep. Teofisto Guingona III para lumipat sa Liberal Party (LP).

Sa text message nitong Martes, sinabi ni Babrers na kasama nitong nanumpa kay Villar sa NP noong nakaraang linggo ang may 200 lokal na lider kasama ang kanyang kapatid na si Robert Lyndon, dating gobernador ng lalawigan.

Nanumpa rin sa NP si Constantino “Banjo" Navarro III, na mula sa kilalang angkan sa Surigao. Pinapaniwalaang si Navarro ang makakatapat sa congressional race ni Rep. Francisco Matugas (1st District, Surigao del Norte).

Sinabi ni Barbers, anak ng pumanaw na si Sen Robert Barbers, na may basbas nina dating Pangulong Fidel Ramos at dating Speaker Jose de Venecia, ang paglipat niya sa NP.

“Mula nang pumasok ako sa pulitika nasa Lakas na ako kaya bilang respeto sa mga elders ng partido (Ramos at De Venecia), hiningi ko muna ang blessing nila," paliwanag ng gobernador.
Tatlong terminong naging kongresista ng Surigao del Norte si (Ace) Barbers bago tumakbong gobernador noong 2007 elections.

Kabilang siya sa nabuwag na “Spice Boys" sa Kamara de Representantes na kinabibilangan noon nina Budget Sec. Ronaldo Andaya, Sen Miguel Zubiri, dating Sec. Mike Defensor, dating Rep. Ricky Sandoval.

Tumanggi si Barbers na magbigay ng dahilan kung bakit kumalas sa Lakas ngunit sinabi nito na ang NP ni Villar ang susunod na pinakamalaking partido sa bansa pagkatapos ng 2010 elections.

Ikinagulat din umano ng gobernador ang pagdalo ng may 25,000 tao upang saksihan ang paglipat nila sa NP na pinamahalaan mismo ni Villar, standard bearer ng partido sa 2010 elections.

“Isa itong manipestasyon kung anong klase ng suporta ang ibinigay ng mamamayan ng Surigao kay Sen Villar. Pagpapakita ito ang sentimiyento ng mga tao na tiwala sila Nacionalista Party para sa kaunalaran ng lalawigan," pahayag ni Barbers.

Lipat bakod si Guingona III

Kung lumipat si Barbers sa NP, kakalas naman si Rep. Guingona, anak ni dating vice president Teofisto Guingona Jr, na kritiko ni Pangulong Gloria Arroyo.

Tumanggi munang magsalita si Rep. Guingona sa pag-alis sa NP pero nagpatawag ito ng press conference sa Club Filipino sa Miyerkules para sa gagawing pag-indorso sa kanyang planong pagtakbong senador sa May 2010 ng grupong “Kaya Natin."

Ang “Kaya Natin" ay kinabibilangan nina Pampanga Gob. Ed Panlilio at Isabela Rep. Grace Padaca na sumusuporta sa kandidatura ni Sen Benigno “Noynoy" Aquino III ng Liberal Party.

Inihayag ng isang source sa LP, na hindi pa manunumpa sa partido si Guingona sa Miyerkules ngunit halos nakatitiyak na ang pagkalas nito sa NP para mapasama sa senatorial line-up ni Aquino.

Caraga is Asia’s mining capital

THE Philippines, particularly the neighboring Caraga Region, has yet again landed in the discussion on environmental and human rights abuse in the international arena Saturday.

In the four-day conference held in Ulan Bataar, Mongolia -- which ended yesterday September 25 -- on Environmental Justice for Asian countries, has identified Caraga Region as Asia’s mining capital.

In the conference, which started September 22, 2009, Asian countries shared experiences on environment and human rights particularly on mining extractive industries threatening the peace and the critical biodiversity of the communities.

With the present Philippine Mining Act or Republic Act 7942, Philippines appears as the friendliest country to foreign mining companies by giving tax holidays, a favorable free and prior informed consent (FPIC) guidelines and auxiliary benefits attached to the mining permits issued.

The country's largest freshwater wetland, the largest mangrove swamp, and the widest waterfalls lie within its boundaries. The deepest waters in the country - the deepest in the world and the surfing haven in the country. Its borders encompass the provinces of Agusan and Surigao in Mindanao Island, where the Philippine's largest gold and nickel ore deposits are found, the Caraga Region or region 13 is known for.

According to Carl Cesar Rebuta of Legal Rights and Natural Resources Center (LRC) and Philippine Presenter for Environmental Justice Conference in Mongolia said in a phone interview yesterday that with the new statistical data on the mining tenements issued as of February this year by the Mines and Geosciences Bureau (MGB) points to Caraga as the emerging mining capital in Asia.

“Caraga hosted 42 approved Mineral Production & Sharing Agreements (MPSA) covering 103,643.25 hectares or 55.29% of the entire mining permits approved in Mindanao. In the pipeline, 80 more MPSA’s pending for approval, 124 application for Exploration permits and 5 pending applications for Financial and Technical Assistance Agreements (FTAA),” explained Rebuta.

Pradip Saha of Center for Science and Environment based in India, the 2nd largest country in Asia in terms of geographical size, only 1/3 of China as the biggest in Asia. India hosted 80 approved mining permits covering 98,803 hectares a little closer to Caraga’s total land distributed for mining, Rebuta pointed out.

This emerging Asia’s mining capital host 2 of the poorest provinces in the country and majority of these permits are within the ancestral domains of the Manobo-Mamanwa tribes but only 5 Certificate of Ancestral Domain Claims/Titles were issued.

And worst, the biggest work force in the region are farmers and the indigenous people who are dependent on land and water for survival.

it's a bad day for northern and central luzon today. nahitabo na ang kinahadlukan ko na mahitabo since last week tungod sa erratic na movement ni pepeng. sa third/last nija na agi, grabe an uyan, baha ug landslide. as of early this morning, an rescuers from manila ya pa makaabot nan pangasinan tungod sa grabe sab an baha sa tarlac. they have also requested the help of US armies na nagtrain daw sa kuman na motabang na sa land and aerial rescue. sa radio reports also this early morning, grabe an tawag nan pakitabang kay an iban jaon na sa ila second floor or di ba kaha sa bubungan labi na sa area nan pangasinan. may mga buses sab na abot na an flooring sa baha ang they are afraid na basin madaya na sila sa current nan tubig. sa la union, sa report nan red cross, out of the 17 towns, isa ra kan kuno an ya pa bahaa, the rest grabe sab kuno an baha. let's just hope na sa areas na pataas pa an tubig baha, ila na napaevacuate an mga tawo. sa areas na jaon na kuman nakaexperience nan unprecedented na baha, let's just hope na di karajaw adako n destruction na nahitabo. what we can do now is to pray for their safety and the safety also of the rescuers...

1st Siargao Invitational Skimboarding Challenge 2009

Instant! Like an instant noodles. In case you don’t know, Burgos is in Siargao Island. The other part. There’s also a Surfing National Comp.

On October 10-12, 2009, the 1st Siargao Invitational Skimboarding Challenge 2009 is happening.

Hoorah to the locals for pulling it off the last minute.

Prizes: 10,000; 8,000; 6,000; 4,000
Plus: Best Skimboard Design: 1,000 and Best Freestyle: 1,000

good news for siargao. gigaquit used to host the annual skimboarding competition. dont know what happened now.

flyers are all over in our town now with shocking revelations of how "corrupt" our municipal treasurer is. it's scattered all over. of course, damay ang LCE for having taken no any actions on the formal complaints daw being filed in her office. also mentioned were the local leaders for being "bayaran daw". :ohno:

corruption excuses no one even to the smallest municipality yet the biggest barangay of this province. voices are now slowly being heard. voices that needs pagbabago. shame to those leaders :bash: :bash: :bash:

yeah.....:ohno:... we keep on dreaming of having a true and genuine leaders... we even think of reforming our government system to improve it... but we never think that whatever form of government we have its always the people behind it will count and matters most.... for me its not a matter of changing the government...and trapo will remain trapo even labhan....

wat we need:
1. a reformation of leaders..
2. strengthen the moral recovery program not just for the community but for them first and foremost to uplift their integrity as a public servant to change the view and perspective of the common people...since this program is already existing ( dli lang e limit sa common tawo)


FOR CHANGES.... hope my ideas count.... this are only few of what i envisioned for our officials....

i pity this kind of public servants..... maka ato cla pag pangurupt.....dli kaha cla makonsensya nga ang g provide nla sa ila family is gkan sa corruption.....:ohno:...

mora'g wala man ko kadungod ana sa gigaquit. basi'g sa bacuag ang imong buot ipasabot...
