These two industrial leaders are also the owners of the country's biggest nickel plant of record in Rio Tuba,Palawan. If Dr. Ruben Abucayon, for instance, had not persisted in finishing college, Surigao del Norte would have lost an invaluable educator, and children from across the country would not have heard of his inspiring story. Laki Sa Gatas, the nutrition education advocacy initiated by Bear Brand Powedered Milk, taps into the ideals of a Laki Sa Gatas person — one who successfully surmounts life’s challenges and makes a name for him/herself by remaining strong in mind and body – from whom parents, educators, and children could take inspiration from. Dr. Abucayon advocate spent his childhood years at the foothills of Mt. Kanayawan in Surigao del Norte. There, his parents, a farmer and a housekeeper, and six siblings worked hard in making ends meet. “It was my mother who instilled discipline in me at a very young age. Looking back now, I think her being strict when it comes to my studies and the food I ate helped a lot in making me strong in facing life’s challenges,” Dr. Abucayon says. He relates that her mother was especially meticulous when it comes to her children’s food and drinks. “My mother always made sure that we ate vegetables and drink our milk. During harvest season, my milk consumption increases to two glasses a day — one before school and another one before going to bed,” the educator shares. The Abucayon children needed to stay healthy and strong to make that long trek towards Capayahan Elementary School, which was three kilometers away from their home. “I had to get up really early and leave at 5:30 a.m. for school, and walk another three kilometers to go back home,” Dr. Abucayon says. The sacrifice paid off, as the young Abucayon graduated salutatorian from elementary school and eventually received a high school scholarship at a private school that his mother wanted him to attend. HARD WORK PAYS OFF The fifth child of a brood of seven, the young Abucayon also worked hard at helping his parents augment the family income. “My weekends were spent helping out in our family’s rice and coconut fields. During Sundays, my mother would harvest root crops that I would sell in school early Monday morning. I would then buy fish from my earnings in the afternoon to bring home to my family,” Dr. Abucayon shares. During Sunday, the Abucayon family would hear mass in the morning, and in the afternoon, the siblings would be playing with the neighborhood kids. “We had to go home by 5 o’clock in time for our 6 o’clock rosary,” Dr. Abucayo says. It was during playtime on Sundays that the young Abucayon displayed a penchant for teaching. “I would be playing teacher with my playmates as my students. I would use the heart of the cassava plant as chalk,” Dr. Abucayon reveals. NO GIVING UP When he graduated as 4th honorable mention in high school, Dr. Abucayon had high hopes that he would eventually pursue his dream of becoming a teacher. Tragedy, though, struck the family and almost ruined his chances of getting into college. “My mother died and my father told me that it would be better if I didn’t continue college. I cried so hard that time. I told him, ‘Pa, gusto ko talaga makatapos ng college (Pa, I really want to finish college)’,” the Laki Sa Gatas advocate recalls. If Dr. Ruben Abucayon, for instance, had not persisted in finishing college, Surigao del Norte would have lost an invaluable educator, and children from across the country would not have heard of his inspiring story. Laki Sa Gatas, the nutrition education advocacy initiated by Bear Brand Powedered Milk, taps into the ideals of a Laki Sa Gatas person — one who successfully surmounts life’s challenges and makes a name for him/herself by remaining strong in mind and body – from whom parents, educators, and children could take inspiration from. Dr. Abucayon advocate spent his childhood years at the foothills of Mt. Kanayawan in Surigao del Norte. There, his parents, a farmer and a housekeeper, and six siblings worked hard in making ends meet. “It was my mother who instilled discipline in me at a very young age. Looking back now, I think her being strict when it comes to my studies and the food I ate helped a lot in making me strong in facing life’s challenges,” Dr. Abucayon says. He relates that her mother was especially meticulous when it comes to her children’s food and drinks. “My mother always made sure that we ate vegetables and drink our milk. During harvest season, my milk consumption increases to two glasses a day — one before school and another one before going to bed,” the educator shares. The Abucayon children needed to stay healthy and strong to make that long trek towards Capayahan Elementary School, which was three kilometers away from their home. “I had to get up really early and leave at 5:30 a.m. for school, and walk another three kilometers to go back home,” Dr. Abucayon says. The sacrifice paid off, as the young Abucayon graduated salutatorian from elementary school and eventually received a high school scholarship at a private school that his mother wanted him to attend. HARD WORK PAYS OFF The fifth child of a brood of seven, the young Abucayon also worked hard at helping his parents augment the family income. “My weekends were spent helping out in our family’s rice and coconut fields. During Sundays, my mother would harvest root crops that I would sell in school early Monday morning. I would then buy fish from my earnings in the afternoon to bring home to my family,” Dr. Abucayon shares. During Sunday, the Abucayon family would hear mass in the morning, and in the afternoon, the siblings would be playing with the neighborhood kids. “We had to go home by 5 o’clock in time for our 6 o’clock rosary,” Dr. Abucayo says. It was during playtime on Sundays that the young Abucayon displayed a penchant for teaching. “I would be playing teacher with my playmates as my students. I would use the heart of the cassava plant as chalk,” Dr. Abucayon reveals. NO GIVING UP When he graduated as 4th honorable mention in high school, Dr. Abucayon had high hopes that he would eventually pursue his dream of becoming a teacher. It provides the backbone for growth and enhances the country’s competitive edge through efficient, effective and secured transport and communications infrastructure, as well as by introducing innovations, management directions, policies, strategies and projects, all compliant with international standards and responsive in the changing times. The DOTC, through the leadership of Secretary Leandro R. Mendoza, has implemented a number of programs and projects to attain the development strategy laid down by President Gloria Macapagal-Arroyo to buttress and strengthen the country’s economy. CIVIL AVIATION Reforms were implemented and one significant positive action was the enactment in March 2008 of the Civil Aviation Authority of the Philippines (CAAP). The creation of the CAAP ‘will update and strengthen the international framework of the country’s civil aviation industry and meet the standards set by the International Civil Aviation Organization (ICAO). Airports were built, improved, modernized and upgraded to international standards to provide access to tourism destinations and improved air travel. A total of 29 airports nationwide are being modernized to accommodate bigger aircraft and the increasing passenger traffic. Among the airports are the Bacolod-Silay Airport, the Busuanga Airport. Caticlan Airport, Puerto Princesa, Siargao, and La Union International Airport. RAILWAYS Last year, once again, has proven the very significant role of the railways sector in improving the lives of the Filipino people. With the prices of oil-based fuels skyrocketing to new highs, people from all walks of life in Metro Manila have shifted to ride the light rail systems -– Light Rail Transit (LRT) Line 1, Light Rail Transit (LRT) Line 2, Metro Rail Transit (MRT) Line 3, and even the Philippine National Railways (PNR) South Commuter Railways. More than one million passengers daily have benefited from using the light rail systems, which resulted in significant increase in both passengers time savings and motor vehicles operating-cost savings. Meanwhile, the government is pursuing high-impact railways projects in an effort to complete the projects embodied in the National Railway Master Plan. For year 2009, the notable accomplishments for the railway sector include the following: –The vision to finally close the LRT 1–MRT 3 loop will soon become a reality. The construction of the Line 1 North Extension Project (Closing the MRT 3 and LRT Line 1 Loop) officially started on June 12, 2008. The project involves the construction of a 5.71- kilometer elevated light rail line from the Monumento Station of LRT Line 1 in Caloocan City to the North Avenue Station of MRT 3 in Quezon City. The project will connect LRT Line 1 and MRT 3, thereby, completing the loop that runs through the cities of Caloocan, Manila, Pasay, Makati, Mandaluyong, Pasig and Quezon. This would enable seamless travel through the major cities of Metro Manila. The project, costing about P6.322 billion, is targeted for completion in May 2010. The Northrail–Southrail Linkage Project (Caloocan-Alabang), which refers to the Philippine National Railways (PNR) South Manila Commuter Railways, runs from Caloocan City to Alabang, Muntinlupa. The project, which was started in 2007, is already 45 percent complete. Inauguration is expected in 2010. The project seeks to rehabilitate a 34-kilometer commuter rail line. This project will also pave the way for the completion of the whole stretch of the old PNR South Commuter Railway form Caloocan to Calamba (56-kilometer railway). So far, 75 percent of the informal settlers along the railway track (around 25,000 out of more than 34,000 families) have been relocated. The project cost is about US$ 50.42 million funded by the Korean Export-Import Bank (KEXIM). For the proposed MRT 7 (North Avenue-Commonwealth-Quirino (Novaliches)-San Jose Del Monte) Project, the Build-Gradual Transfer-Operate-Maintain (BGTOM) contract for the 23-kilometer, US$ 1.235-billion rail and road project was signed on June 18, 2008 between the DOTC and Universal LRT Corporation (ULC). The private proponent ULC is now in the process of securing financial investors for the mega project, which it expects to attain within 18 months upon contract signing. Construction is targeted to start in early 2010. The DOTC will continue to improve railway operations and will pursue railway development programs in areas of expansion, extension, rehabilitation, construction and development of new railway lines. ROAD TRANSPORTATION The year 2009 was a challenging year for the road transportation sector. The prices of fossil fuels in the world market escalated until THE third quarter of the year. There was also a greater concern on climate change where smoke emission from motor vehicles is one of the factors. Road safety concerns grew as the World Health Organization (WHO) cited that road accident is one of the leading causes of death worldwide. The Philippine government and the DOTC formulated and implemented programs and projects to ease the impact of the unabated increase in fuel prices, lessen motor vehicle emission, and mitigate road accidents. The transport sector accounts for about 25 percent of greenhouse gas emissions worldwide. Thus, the DOTC has encouraged public transport operators to use alternative fuels and convert their units to Liquefied Petroleum Gas (LPG) and Compressed Natural Gas (CNG)–fed engines. To date, the Land Transportation Franchising and Regulatory Board (LTFRB) had approved a total of 17,545 taxi units. COMMUNICATIONS Communications is vital to nation-building. TRANSPORTATION SECURITY The Office for Transportation Security (OTS) has the following major accomplishments: –The neutralization and apprehension, in coordination with elements of the PNP-Police Regional Office 9, of the Abu Sayyaf Group subleader Usamn Asari at the vicinity of Zamboanga City wharf on January 11, 2009. –The OTS has processed and screened a total of 45,288,577 outbound passengers for 137,291 international and domestic flights, as well as 1,018,722,523 kilograms of air cargo and 45,872,891 pieces of check-in luggage. –It has conducted 34 inspection audits and surveys of airports, security scanning equipment and personnel; noted and referred to concerned agencies for appropriate action 28 aviation security violations; and conducted verification and audit of 81 ships and 57 ports. The marketing unit of the DTI-Caraga’s Business Development Division is confident the final figure will approximate that of 2008 at P378 million as soon as more reports come in. According to the DTI, trade sales went to some 34 producers who joined the agency’s national, regional and provincial trade fairs, inbound and outbound selling missions, market matching activities, maintenance of trade houses and “pasalubong” centers. Producers from Surigao del Norte including Surigao City got the biggest share with P113.93 million in sales, followed by those from Surigao del Sur (including the cities of Bislig and Tandag) with P88 million. Agusan del Sur including Bayugan City sellers also got P67.53 million in sales while P35.77 was generated by Agusan del Norte including this region’s capital city of Butuan. Among the Caraga products sold were processed food items, gifts, home decors made from wood, coco beads, nito, romblon, agsam, tikog, fashion accessories and wooden furniture. LCP president and Mandaluyong City Mayor Benhur Abalos expressed alarm over the Supreme Court’s decision, which he claimed would make a bad precedent and cause the reopening of cases, which had been decided with finality. The LCP filed on Tuesday an appeal to the Supreme Court asking the judicial body to uphold its first ruling, which declared the 16 cityhood laws unconstitutional. In a statement read during an emergency meeting of the LCP at the Manila Pavilion Hotel, Abalos said that the mayors belonging to the organization were “very surprised and extremely disappointed that a final and executory judgment of the Supreme Court was still altered and completely reversed.” He warned that the reversal of the decision would disturb the well-established legal principle on the finality of a judgment rendered by the Supreme Court. “As Filipino citizens and local chief executives who have put their faith in the judicial system, the final judgment of the court of November 2008 must be defended from the partisan tactics employed by the municipalities,” Abalos stated. The Mandaluyong mayor stressed that these legal reversals could erode the people’s faith in the judiciary and result in the mass lay-off of employees in the legally constituted cities. “We can now just reopen cases. Everyone can do that now,” he warned. Abalos explained that under the salary standardization law, local government units have been required to raise the salaries of its employees. With the conversion of the 16 municipalities into cities, the internal revenue allotments (IRA) of all cities -- or the cities’ shares in national tax collections -- have been drastically reduced, because total tax collections have not really grown significantly over the years to accommodate new cities. Mandaluyong City, he pointed out, lost P54 million of its IRA because of the conversion into cities of the following 16 municipalities: Baybay in Leyte; Bogo, Carcar, and Naga in Cebu; Catbalogan in Western Samar; Tandag in Surigao del Sur; Borongan in Eastern Samar; Tayabas in Quezon; Lamitan in Basilan; Tabuk in Kalinga; Bayugan in Agusan del Sur; Batac in Ilocos Norte; Mati in Davao Oriental; Guihulngan in Negros Oriental; Cabadbaran in Agusan del Norte; and El Salvador in Misamis Oriental. Casimiro Ynares III has said he would push for the conversion of Taytay and Cainta towns into cities within the year in the wake of a Supreme Court decision favoring the conversion of 16 municipalities into cities despite not meeting the income requirement. He said he would back the application of the two towns, noting that they actually meet the annual income requirement of P100 million. But Ynares said the application for cityhood of the two cities would also depend on the outcome of the local elections, assuming that the elected representatives and executives would favor it. He added that he respected the decision of the Supreme Court that reversed its previous ruling declaring as unconstitutional the cityhood of 16 municipalities because they did not meet the income requirement. Pero hala, tagha-od nila sa Ternate- Puerto Azul which was a completely fake beach. That place today is a piece of junk. Imagine the sea wall did not even work. LCP president and Mandaluyong City Mayor Benhur Abalos expressed alarm over the Supreme Court’s decision, which he claimed would make a bad precedent and cause the reopening of cases, which had been decided with finality. The LCP filed on Tuesday an appeal to the Supreme Court asking the judicial body to uphold its first ruling, which declared the 16 cityhood laws unconstitutional. In a statement read during an emergency meeting of the LCP at the Manila Pavilion Hotel, Abalos said that the mayors belonging to the organization were “very surprised and extremely disappointed that a final and executory judgment of the Supreme Court was still altered and completely reversed.” He warned that the reversal of the decision would disturb the well-established legal principle on the finality of a judgment rendered by the Supreme Court. “As Filipino citizens and local chief executives who have put their faith in the judicial system, the final judgment of the court of November 2008 must be defended from the partisan tactics employed by the municipalities,” Abalos stated. The Mandaluyong mayor stressed that these legal reversals could erode the people’s faith in the judiciary and result in the mass lay-off of employees in the legally constituted cities. “We can now just reopen cases. Everyone can do that now,” he warned. Abalos explained that under the salary standardization law, local government units have been required to raise the salaries of its employees. With the conversion of the 16 municipalities into cities, the internal revenue allotments (IRA) of all cities -- or the cities’ shares in national tax collections -- have been drastically reduced, because total tax collections have not really grown significantly over the years to accommodate new cities. In an order dated Dec. 23, the Mines and Geosciences Bureau said: “Century Peak is henceforth authorized to proceed to the development and operating periods ... including the extraction and commercial disposition of nickel ore and associated minerals within the contract area.” In the first stage of operation that will begin this year, the miner will produce 5,000-10,000 metric tons (MT) of nickel per year from its 4,000-hectare nickel property in the province of Dinagat Island. It will be doubled to 20,000 MT per year under full-scale operations. The miner will invest P2 billion and $150 million for the first and second phases, respectively. In November, the miner signed a deal for United Kingdom-based Gem Global Yield Fund, Ltd. and Global Emerging Markets Investment Advisors, Inc. to put in as much as P2.9 billion. In April last year, Century Peak filed the declaration of mining project feasibility, which required an environmental compliance certificate, the final exploration report, an environmental protection program, a final mine rehabilitation and decommissioning plan, and a social development program. I am seeing this as a neutral party ( I am not a voter of the city and the 2nd Congressional district). I am passing the main road everyday. That part of the highway from that part they called "traffic" until Ferdinand street is a chokepoint specially during rush hours. The cause is that so many pedestrians are crossing that part coming from and going to Caraga Regional Hospital esp. that pharmacies are located in front. Also, elementary school children from CV Diez Elementary School are crossing that very busy street everyday. I always put my feet on the brakes everytime I pass that part. Lastly so many people are crossing that street because of Panadero Bakery (their breads are delicious) and those betting at the lotto station beside it. The point is, that road is very busy. An overpass might somehow minimize the pedestrians crossing that area. Again my two cents worth and if ever I am amenable to the overpass, it does not mean I am favoring a certain politician. Lets assume for the sake of discussion you are correct about the heavy volume of pedestrian there. do you think this people will not anymore cross the highway right away but instead go to and climb the overpass to cross? Im willing to bet that this would never happen unless they toally prohibit crossing in this area other than the overpass which means installing fences in the middle of the highway, whihc in turn will congest the already congested highway. She was doing well with the peasants of Bukidnon, her friends thought, until that fateful day when a bullet pierced her right breast and went through her nape in Sitio Bulacao, Barangay Concepcion, City of Valencia. It was 10 days before Christmas. Gun battle lasted for days Army Maj. Michelle Anayron, spokesperson of the 4th Infantry Division, said Kemberly was killed in an encounter with soldiers belonging to the 8th Infantry Battalion. “The soldiers were on foot patrol when they chanced upon the NPA encampment,” Anayron said. The gun battle, which started at 10 a.m., lasted for days, he added. Kemberly died a member of the communist New People’s Army (NPA). She was Adriane, Joshua, or Ma’am Nurse to the people she had worked with in the highlands. Her body, already rotting, was found dumped, along with seven other guerrillas, deep in the forest of Concepcion, days after the Dec. 15 encounter. Kemberly was an AB English student at Mindanao State University-Iligan Institute of Technology (MSU-IIT) before she joined the communist movement in early 2009. A mix of charm, bravery Mark Jason Tan Cesar, spokesperson of the Student Alliance for the Advancement of Democratic Rights (Stand-MSU-IIT), remembers Kemberly as a merry mixture of charm and bravery. “She was really beautiful and surprisingly brave and determined. She was not scared to speak her mind out. She was a risk-taker,” Cesar said of Kemberly, a former ad hoc chair of the university’s student opposition party. Kemberly was popular on campus not only because of her physical attributes and intelligence, but also because of her flair for music and dance. She was once a member of the university’s cultural dance group Kalimulan. She was doing well in her studies. She was a high school valedictorian back in her hometown of Tubod, Surigao del Norte. “But her ultimate dream was to serve the people—the poor … the masses,” Cesar said. She always sought ways to show that her Christian faith will not be confined to empty words and prayers, but will be brought out to the real world and be coupled with relevant action based on concrete conditions,” said a statement by Stand-MSU-IIT. “She believed that faith should not be a lifeless dogma. She believed that just like Jesus, one must bring faith to serving the people—without thought of oneself. And just like Jesus, to die in service of the poor and oppressed,” the group added. Political awakening But even when she was active with the ministry, she still lived a happy-go-lucky life. Not that she was not serious in her involvement, but because she was not really that “politically awakened.” Kemberly’s ministry work helped her see the realities surrounding the poor and the oppressed, but her political maturity started when she became involved with the League of Filipino Students (LFS). She joined the militant group in February 2008. “Kimay’s remolding inside the LFS was different. It was so fast that it surprised many of those who knew her. The drinking and the parties were replaced by her attendance at meetings and discussions on the political situation in the country,” said Gary Ben Villocino, LFS MSU-IIT chair. “Inside the organization, she was able to realize many things and most of her time she already devoted to going to communities and living with the people. And we were all surprised that the things that she used to do she suddenly was not doing … no more nights out and drinks for her,” he said. Her exposure to the plight of the poor and victims of human rights violations took a more serious turn when she joined the National Interfaith Humanitarian Mission in October. Her decision came shortly after fresh fighting broke out between government soldiers and Moro Islamic Liberation Front (MILF) rebels following the failed signing of a memorandum of agreement on ancestral domain (MOA-AD). Opposition to US presence “She was part of the local secretariat and headed the area preparation committee in Poona Piagapo, one of the target municipalities for the mission. Daring as always, Kimay did not hesitate entering the war-torn village of Tagoranao to uncover the effects of indiscriminate aerial bombing and militarization in the area,” Villocino said. Kemberly also convinced one of the victims to testify on what had happened in the conflict areas in Lanao, Villocino said. She became active in opposing the government’s war policy and the intervention and presence of American troops in farmers’ and Moro communities in Mindanao. “Kemberly was a very good example to her comrades and to the people around her. She showed youthful fervor and gave her heart to everything she did inside the organization,” Villocino said. Helping peasants big time During the second semester of 2008, Kemberly informed her friends that she was resigning from Stand-MSU-IIT for a full-time work organizing peasants with Kasama-Bukidnon. “There was no stopping her,” Cesar said. And in January last year, after a short Christmas visit to her family, she went straight to Bukidnon. “In August 2009, we received a letter from her saying that she left Kasama-Bukidnon, but did not say where she went to and that she was happy where she was at that time, and that she had learned to love the peasant masses more with each day she lived with them,” Villocino said. Kemberly, he said, shared her experiences with the communities “from helping the peasants harvest corn to teaching them to read and write and do a little arithmetic, since literacy in the area is extremely low.” “She was also known to the people in the community as a health worker, often called as Ma’am Nurse,” Villocino said. For the LFS, Kemberly died an honorable death. “She died because she fought for what she believes in until the very last minute of her life. She chose the path of armed struggle, firmly believing that there is no greater form of struggle to advance the interests of the toiling masses,” the group said. Facebook notes A Facebook note on her death is filled with comments that both honored her and her war—both from people who knew her and also for those who believed in what she fought for. “It’s painful to know that yet another freedom fighter has fallen while fighting for the people. Still, she got good grades. Kemberly Jul Luna’s binges seemed normal for someone studying at a state university, living alone but often surrounded by friends drawn by her natural charm and intelligence, who fondly called her “Kimay.” The 21-year-old Kemberly, however, traded her little comforts for the cold and the unknown world in the mountains of Bukidnon. There, her small joys and miseries were easily swallowed up by the people’s wretchedness; it became easy for her to redeem herself from old habits that were slowly causing her decay. She was doing well with the peasants of Bukidnon, her friends thought, until that fateful day when a bullet pierced her right breast and went through her nape in Sitio Bulacao, Barangay Concepcion, City of Valencia. It was 10 days before Christmas. Gun battle lasted for days Army Maj. Michelle Anayron, spokesperson of the 4th Infantry Division, said Kemberly was killed in an encounter with soldiers belonging to the 8th Infantry Battalion. “The soldiers were on foot patrol when they chanced upon the NPA encampment,” Anayron said. The gun battle, which started at 10 a.m., lasted for days, he added. Kemberly died a member of the communist New People’s Army (NPA). She was Adriane, Joshua, or Ma’am Nurse to the people she had worked with in the highlands. Her body, already rotting, was found dumped, along with seven other guerrillas, deep in the forest of Concepcion, days after the Dec. 15 encounter. Kemberly was an AB English student at Mindanao State University-Iligan Institute of Technology (MSU-IIT) before she joined the communist movement in early 2009. A mix of charm, bravery Mark Jason Tan Cesar, spokesperson of the Student Alliance for the Advancement of Democratic Rights (Stand-MSU-IIT), remembers Kemberly as a merry mixture of charm and bravery. “She was really beautiful and surprisingly brave and determined. She was not scared to speak her mind out. She was a risk-taker,” Cesar said of Kemberly, a former ad hoc chair of the university’s student opposition party. Kemberly was popular on campus not only because of her physical attributes and intelligence, but also because of her flair for music and dance. She was once a member of the university’s cultural dance group Kalimulan. She was doing well in her studies. She was a high school valedictorian back in her hometown of Tubod, Surigao del Norte. “But her ultimate dream was to serve the people—the poor … the masses,” Cesar said. Friendster account In her Friendster account “shoutout” last updated on Dec. 12, 2008, Kemberly quoted Chinese communist leader Mao Zedong: “It is man’s social being that determines his thinking—once the correct ideas and characteristics of the advanced class are grasped by the masses, these ideas turn into a material force which changes society and the world.” Her heart for the poor and the oppressed could have been influenced by her involvement with the Catholic Center Campus Ministry as a leader of its educational committee. “There, amidst the daily Masses, boarding house meetings and other activities, she concluded that faith without action is dead. She always sought ways to show that her Christian faith will not be confined to empty words and prayers, but will be brought out to the real world and be coupled with relevant action based on concrete conditions,” said a statement by Stand-MSU-IIT. “She believed that faith should not be a lifeless dogma. She believed that just like Jesus, one must bring faith to serving the people—without thought of oneself. And just like Jesus, to die in service of the poor and oppressed,” the group added. Political awakening But even when she was active with the ministry, she still lived a happy-go-lucky life. Not that she was not serious in her involvement, but because she was not really that “politically awakened.” Kemberly’s ministry work helped her see the realities surrounding the poor and the oppressed, but her political maturity started when she became involved with the League of Filipino Students (LFS). She joined the militant group in February 2008. “Kimay’s remolding inside the LFS was different. It was so fast that it surprised many of those who knew her. The drinking and the parties were replaced by her attendance at meetings and discussions on the political situation in the country,” said Gary Ben Villocino, LFS MSU-IIT chair. “Inside the organization, she was able to realize many things and most of her time she already devoted to going to communities and living with the people. And we were all surprised that the things that she used to do she suddenly was not doing … no more nights out and drinks for her,” he said. Her exposure to the plight of the poor and victims of human rights violations took a more serious turn when she joined the National Interfaith Humanitarian Mission in October. Her decision came shortly after fresh fighting broke out between government soldiers and Moro Islamic Liberation Front (MILF) rebels following the failed signing of a memorandum of agreement on ancestral domain (MOA-AD). Opposition to US presence “She was part of the local secretariat and headed the area preparation committee in Poona Piagapo, one of the target municipalities for the mission. Daring as always, Kimay did not hesitate entering the war-torn village of Tagoranao to uncover the effects of indiscriminate aerial bombing and militarization in the area,” Villocino said. Kemberly also convinced one of the victims to testify on what had happened in the conflict areas in Lanao, Villocino said. She became active in opposing the government’s war policy and the intervention and presence of American troops in farmers’ and Moro communities in Mindanao. “Kemberly was a very good example to her comrades and to the people around her. She showed youthful fervor and gave her heart to everything she did inside the organization,” Villocino said. Helping peasants big time During the second semester of 2008, Kemberly informed her friends that she was resigning from Stand-MSU-IIT for a full-time work organizing peasants with Kasama-Bukidnon. “There was no stopping her,” Cesar said. And in January last year, after a short Christmas visit to her family, she went straight to Bukidnon. “In August 2009, we received a letter from her saying that she left Kasama-Bukidnon, but did not say where she went to and that she was happy where she was at that time, and that she had learned to love the peasant masses more with each day she lived with them,” Villocino said. Kemberly, he said, shared her experiences with the communities “from helping the peasants harvest corn to teaching them to read and write and do a little arithmetic, since literacy in the area is extremely low.” “She was also known to the people in the community as a health worker, often called as Ma’am Nurse,” Villocino said. For the LFS, Kemberly died an honorable death. “She died because she fought for what she believes in until the very last minute of her life. She chose the path of armed struggle, firmly believing that there is no greater form of struggle to advance the interests of the toiling masses,” the group said. Facebook notes A Facebook note on her death is filled with comments that both honored her and her war—both from people who knew her and also for those who believed in what she fought for. “It’s painful to know that yet another freedom fighter has fallen while fighting for the people. But no matter how painful this is, I will not shed a tear because there is time for that. And it is history that will end the chain of bullets … and as we grieve, we continue the struggle toward victory,” one said. Another said: “She has not died. What happens if the hospital loses its patients to another better hospital built outside of the city? The overpass may end up like a blighted structure kon dili long term an ija gamit.
