A lot of our young politicians in the past are co-opted by traditional politicians and/or managed to ensnare their positions just to fortify their political dynasties- I can mention a lot of names sa Surigao but that is just saying the obvious. These guys had become so inbred that they are practically detached from the concerns of the majority and we won’t be discussing these issues today had they been addressed a long time ago.
yup right. and with charlo's narration of historical facts, it is not the settlers (who are unmindful of the dangers living in such inundated areas) that are solely to blame but the government for they are the ones putting them there literally :ohno:
and this one is crucial information: according to estimates/projections based on historical data, the flooding in these areas (san juan, kaskag, navalca) may reach as high as 7-10ft or even more during tidal flooding and/or storm surges. so if you are residing in these areas, you should at least have a 2nd floor in your abode and better with access to the roof.
most of the casualties in marikina and other areas during ondoy are those in bungalow houses who are trapped in the ceiling trying to escape rising flood waters.

Exploration by Canadian miner Mindoro Resources, Ltd. indicates an estimated nickel resource of 50 million-70 million dry metric tons (MT) at a nickel property in Surigao del Norte.
This, along with nickel resources in the nearby Agata nickel project also in Surigao del Norte, have encouraged Mindoro Resources to put up a nickel processing plant, the miner told the Canadian bourse in a disclosure.
Results of the exploration “substantially augments [Mindoro Resources’] plans to evaluate the feasibility of establishing a local processing plant,” the miner said.
“We now have a level of comfort because the long-term plan is [nickel] processing,” Edsel M. Abrasaldo, vice-president of MRL Gold Phils., Inc., said in a phone interview.
MRL Gold is the subsidiary of Mindoro Resources in the Philippines.
“With that, we believe we have a world-class deposit. We are geared for processing,” Mr. Abrasaldo added.
A study, to be completed next month, will look at the feasibility of initially exporting nickel ores as well as using them as feedstock when for the planned processing plant.
The miner explored 900 hectares of its nickel property in Surigao del Norte.
In November, Mindoro Resources said the total resource estimate for the Agata nickel property rose by 40% to 26.92 million dry MT of ore equivalent to 657 million pounds of nickel and 24 million pounds of cobalt following additional exploration.
“Most of the laterite areas are within two to three kilometers of the ocean, and limestone, important for any acid processing technologies, is abundant in the projects,” Mindoro Resources said in the disclosure.
Mr. Abrasaldo said in Filipino: “Our focus right now is nickel ...
because of the significant results in the exploration target and there is still a market for medium- to low-grade [nickel ores].”
Nickel prices for cash buyers closed at $8.32 per pound late last week, up from the average price of $5.64 and $4.75 per pound in the second and first quarters of last year, respectively, data from the London Metal Exchange showed.
The nickel-rich Surigao region has at least ten direct shipping ore nickel laterite mines either in production or under development. The miners in the area sell ores to processing plants in Japan, Australia and China.
Mr. Abrasaldo said main market for medium- and low-grade nickel ore is China.
Mindoro Resources is looking for an investor to help it finance the Agata project, from which it expects to produce 7,000-10,000 MT of nickel per year for at least 25 years.
Mindoro Resources, which has been exploring the county for nickel, iron, gold and copper mineral deposits since 1996, also has exploration projects in gold and copper properties in Batangas. -- Neil Jerome C. Morales

My family is one of the original settlers of Kaskag (1974). My father was among the Philippine Constabulary men who were given free lots in the area by the government in the early 1970s. My father would recall they were placed in Kaskag to form part of the defense-system of the city during Martial Law.
(Aside from the story that Kaskag came from term “KabuS sa CAmbanGate,” it is also said that it came from “KAhugpongan nan mga Sundalo sanan mga nag-Alagad sa Gobyerno. That’s way back from the Imelda Model Community Association or IMCA or Imelda Village, which was organized to please First Lady Marcos who was the Minister of Human Settlements)
Indeed, it was a swampy area then. As kids, we used to play with “karaykay”, “uson” and “tangkig.” When we got hungry, we could easily find “tuway”just in front of our house. Or, we could dive into Surigao River and scrape its bottom for “bebe” (small clams). With a pot of boiling water, “kamatis” and “malunggay” from neighbors’ garden, a bowl of “matignos na tinuya” was more than enough afternoon snacks for us kids whose fathers were in Cotabato or Sulu doing their military then.
Flooding was not yet a problem then. We lived with the natural ebb and flow of Surigao River. There was no cemented road yet. Only wooden bridges connected us to our neighbors and up to the Gimena-Ortiz corner, our gateway to the city.
In fact, we would welcome the overflow of Surigao River with excitement and fun. It’s like a “watermerlon festival” for us. Armed with “sayapang,” we would strike watermelons, water-drenched herons and “gamaws,” and sometimes dying carabaos (!) which came from upstream farms (probably from Sison, Togbongon and Rizal farms).
Flooding became a problem when piles of garbage were dumped, clogging the natural waterways of the swampland. We had to bear the swarm of flies and pungent smell. (It’s perhaps one of the reasons why I like Villar as I used to live and swim in the swamp of garbage…literally, "nakaligo na sa ilog [dagat] ng basura…")
As garbage gradually covered the swamps, influx of new settlers would also steadily increase. A number of these new settlers were victims of the tragic fire incident in Nonoc Island in the early 80s. Their arrival was like an invasion of pump boats as they entered in Surigao River. Further, when the Nonoc Mining ceased its operations in 1986, new batches of settlers came. Aside from Nonoc people, there were also those who came from other hinterland places of the province seeking refuge from the violent clashes of NPA-military.
In the lates 80s, Kaskag had become fully urbanized. Gone were the “tangkig”, “dugi” “kasanihan” and “karaykay.” New buildings sprouted, more business opened, streets cemented. The jeepney terminal and the local talipapa became the center of business. Ironically, occasional flooding would worsen in the midst of this economic boom.
Recent flooding could be considered as among the worst. My parents said it was waist-deep. I could recall it was only during Bagyo Nitang that I experienced such flood-level.
Indeed, it’s about time for the government, both national and local, and the residents to work together to prevent Ondoy-like floods.
he he he nostalgia time. I can remember this, me and my neighborhood gang used to go to these areas precisley for the karaykays and tangkig. it was an adventure for us tots back then. we would go all the way to sabang as san juan was popularly known then, wading thru all the mud and muck.:)

Iv learned that when you give exemptions, special favors/treatments to certain individuals/partners, this will haunt you later on.

that is the problem when you dont follow or implement policy fairly. and the lasting effect or impact of such is that we cannot instill discipline in our community. people will feel that once you have the "connect" puede lang :lol:

I hear you. The thing is it is the common tao who will eventually suffer as a result. We talk of development here and as much as we have fun looking at the pics posted by forumers of some new building or resort in a familiar beach, the big picture does not elude us. We can’t help but see things not done the way it should or worse, not done at all.

Due to the pressing demand for a separate school building, Mayor Alfonso Pons Casurra successfully led the groundbreaking ceremony of the new school site of Cantiasay National High School at Brgy. Cantiasay, Nonoc Island this city on January 18, 2010.
The construction of the new structure will immediately commence the day after the groundbreaking as the City Mayor wanted the project to be completed before his term ends in June 2010.
Moreover, Mayor Pons wished for the students to have a more conducive place for learning due to the fact that at present, the high school is temporarily sharing an area with the elementary.
The momentous event was attended by Punong Brgy. Carlito Cuaton and council, Mr. and Mrs. Harry Rovillos, Admin. Manager of PhilNiCo Ms. Asuncion Sulapas, School Head Ms. Trinidad Pulvera and teaching staff, with the high spirited students and residents of Brgy. Cantiasay, this city. (Karen T. I have seen how the system works up close, i have neither the fortitude nor the character to surmount the complexity of running an lgu. I have long ago realized I am more effective as a supporting character, a trusted lieutenant so to speak. You are only as good as the people surrounding you.

hahaha right. bad vibes create bad energy. if the leader on top looks good its because there are people behind that made it that way although 50% of that i would say also depends on the leader's character and ability to lead.
and if i may add, the way i look at our country and our politics, it really doesn't matter much whether the leader has above average IQ, has experience or have achieved so much already. the systems are all there and what makes it work better or not is simply weeding out the dirt within it that prevents it from working properly. what we need from my opinion is somebody and of course with the team in it that has no other agenda but look at the welfare that the greater majority of our people needs. honesty and integrity in the government service is what we truly lacked. i long for the days when word of honor remained still in our midst, today we have somehow lost it.

Take for example the tricycle problem, much manhours, planning and financing has been poured into this matter to solve the perennial problem of colorums. kapila na mag amendar nan ordinansa to address problems that crop up. but to this day amura, problema ra gihapon. Why? because the person appointed to regulate the franchising of tricycles is (pardon the language) incompetent. He does not know what he is doing. he does not follow the policies set by the ordinance, nor those agreed upon during meetings but makes his own policies. Muattend nan meeting mag jango-jango lamang, mag notes pa kintahay tapos baja pagbalik sa ija opisina dili mutuman kay jaoy ija kaugalingon pamaagi.:bash: the problems multiply tungod sa ija personal policies.
The wonder of it all? he is still there!!! :ohno:

I totally AGREE. Like if a candidate will announce that his platform of government would be to do the right thing (ako rakan tag generalize) without fear of losing his re-election bid for doing it.
As for honesty and integrity, well... part of the complexities of running an lgu is that there will be times that you will be faced with compromising your honesty and integrity. At any one time, i tend to believe that public officials committed some form of dishonesty.:)

hahaha this is quiet a revelation for me. now i finally understand the root of all these issues plaguing the tricycles.
a friend also told me that most problems in the city's organization are mostly caused by these "recycled" workers. retirees who are re-employed, defeated candidates or those with expired terms who are hired, and so on :bash::bash:
actually its ok if they are good performers but from the looks of it i think otherwise :ohno::ohno:

As for honesty and integrity, well... part of the complexities of running an lgu is that there will be times that you will be faced with compromising your honesty and integrity. At any one time, i tend to believe that public officials committed some form of dishonesty.:)
it would still be ok if it is only at any one time. but if it becomes a way of life or administration policy then that is another story :lol:

Jaime Bautista said its profit is expected to dissipate in the next 3 quarters as its yield continue to decline amidst dwindling traffic despite reporting lower fuel bills as recorded during the same period last year. PAL incurred a $301.4 million net loss for its 2008-2009 fiscal year ended March and Bautista said the carrier "will be happy" if it breaks even in the current fiscal year.
"But based on the results of operations for the first three months, traffic remains weak," he said. The airline reported lower yields particularly to its bread and butter destinations in the United States, Canada, and Australia.
To trim costs, Bautista said the airline is planning to transfer several operations to third parties and sell the remaining Boeing 737 they owned to raise some $8 million to $10 million.
"We are considering outsourcing the non-core business of PAL ... like catering, reservation, just like what other airlines are doing," he said saying further that they are one of few Asian carriers that still do their own catering and ground handling. The airline will likewise hold plane purchases except for Boeing 777-300ERs due for delivery this year.
PAL has reduced its total international flight frequencies by 7 percent and plans to cut further flight frequencies to the United States, Canada and Australia to match demand on said route.
Flights to Los Angeles are now down to seven per week from nine, San Francisco down to seven from eight per week, while Vancouver flights will have five per week from daily starting next month. Flights to Japan, Australia and Hong Kong will also be trimmed to reduce the cost of operations.
”We were really affected with the long haul, instead of the medium haul flights,” he stressed, adding that "the airline would rather add more domestic flights in several destinations because of higher traffic volume.” Bautista added.
Meanwhile, as the number of international passengers slipped by 8%, the airline's domestic passengers rose by 17% in the first quarter prompting the airline to upgrade service to some key destinations vacated by its subsidiary low cost airline Air Philippines, which decided to suspend flight operations effective September 1 as part of the organizations operational realignment plan. Air Philippines is managed by Philippine Airlines, and both airlines are owned by Lucio Tan, the second wealthiest man in the Philippines based on the Forbes magazine list.
For this reason, all flights of Air Philippines will be serviced either by PAL and PalExpress starting with daily flights from Manila to Iloilo and for Cebu-Davao and Davao-Cebu destinations that will also be added to PAL's domestic schedule using the wide-bodied Airbus A330 on a triangular route while Surigao will be serviced with Airbus 319 later. well classes in public elementary and secondary schools are suspended today. teachers are required to attend a seminar. about what i still have to know but of all the venues that is available in the city, they choose to hold it today at the brgy. luna multi-purpose covered court inside bernadette village which is not even accessible to public transport. makes you wonder huh??
oh and this just came in by txt :). i was thinking they have no funds hence the venue choice, but it turn out they will have to pay P110/pax for lunch. hmmmm, with that amount and the number of city division teachers (more than 1000), they can already book a decent venue.

i talked with a VP of PAL. That person told me this:
1. almost all a320/319 will be transferred to air phil. only 3 to 5 of these planes will be retained by pal.
2. almost all domestic routes that is served by pal will be transferred to air phil. only the mnl-ceb, mnl-dvo, ceb-dvo , mnl-ilo, and mnl-bcd will be retained using the retained a320/a319.
3. there is a looming strike being organized by the affected pilots of the a320/319 with regards to that decision to transfer.
4. only 2 777 will be used by pal. the other 4 will still be accepted by pal but will be leased to other airlines.
5. all pal ground personnel will be outsourced. the only employees that pal will have are the pilots, fa's, and the management team.
6. pal(including air phil) will operate 3 hubs. mnl, ceb, and dvo.
meron pa daw iba. but we did not speak for long because they had a meeting with LT. i hope that these are all rumors(with regards to the strike and transfer).
but i guess the transfer is being thought about so that air phil can directly compete with cebu pacific.
this might be the reason that soon our city will enjoy Airbus 319 once ma transfer na sa Airphil ang A320 & A319 sa ilaha.

interesting but don't get too excited.737-200 is way too smaller than a319.Surigaos runway width is only 30m so it needs turn around pad of at least 60x45m on both ends of runway.Lenght of runway at 1700m is too short for comfort,worst if there's no overrun.Thats why the a319 proposal is "later".In short, SUG has to be ugraded first!

BUTUAN CITY – An economic boom awaits the northeastern and southern tip provinces of Mindanao as major infrastructure projects are expected to be finished by February this year, a top public works and highways official said Saturday.
“We just hope and pray that good weather condition will prevail and these big projects will be completed ahead of schedule,” Public Works and Highways Undersecretary Romeo S. Momo said.
The DPWH official cited the Surigao-Davao Coastal Road, which was promised by President Arroyo in her State of the Nation Address (SoNA) to Surigaonons and Davaoenos.
“If completed, this big project is a big boost to the economic activity of Surigao del Norte, Surigao del Sur and Davao Oriental and other neighboring areas in northeastern and southern Mindanao regions,” Momo said.
Region XIII DPWH Regional Director Evelyn T. Barroso told Momo that a total of P4.74-billion worth of public works projects were completed in northeastern Mindanao last year.
The region’s public works chief said 216 road projects and seven bridges totaling 63.519 lineal kilometers were completed ahead of schedule last year.
Based on the directive of Public Works Secretary Victor Domingo to fast-track all pump-priming and SoNA projects, Barroso said DPWH Caraga has posted an actual accomplishment of 93.98 percent for SONA projects and 86.9 percent for the 2009 regional implemented projects.
Butuan City District Engineering Office (DEO) District Engineer Nicolas Alameda also reported on various projects completed in 2009.
In a related development, Southern Mindanao DPWH regional office also reported that 83 of the 97 pump-priming projects located in various areas of the region are also almost complete.
Of the 97 pump-priming projects worth P3.6 billion, 83 have been completed while 14 are fast nearing completion.
These projects are located in Compostela Valley District Engineering Office, six projects worth P308 million; Davao City District Engineering Office, 23 projects worth P329,580 million; Davao City Sub DEO, eight projects worth P53 million; Davao del Norte DEO, eight projects worth P242,220 million; Davao del Sur II DEO, 21 projects worth P551,330 million; Davao Oriental 1st DEO, three projects worth P75 million; Davao Oriental 2nd DEO, seven projects worth P104 million; and the Regional Office with 16 projects worth P1,808,620 billion.
On the other hand, another SoNA commitment project of Arroyo likewise fast nearing completion is the 57-kilometer improvement of the Kapalong-Talaingod-Valencia Road in Region 10 and Region Xl, respectively.
The DPWH-XI is also about finished with its 2009 school building projects worth P71.5 million for a total of 89 projects. As of January 15, 2010 a total of 80 projects have already been completed for an accomplishment equivalent to 96.17 percent.
On farm-to-market roads, the DPWH-XI District Engineering offices implemented a combined total of 46 projects worth P191 million. Already 45 of these projects have been completed for an accomplishment equivalent to 99.82 percent.

INVESTMENTS in the capital-intensive mining industry could surge this year to $1.428 billion, up from 2009’s below-target result, on the back of increased demand that has led to an uptick in metal prices.
The forecast, by the Mines and Geosciences Bureau (MGB), is expected to help allow the country to achieve a 2013 target of $13.496 billion in investments since a 2004 Supreme Court ruling allowing foreign ownership of local ventures.
High demand and the resulting uptick in metal prices will encourage miners to start commercial operations or increase output, government and industry officials said late last week.
The local mining industry netted $640.22 million in investments last year, 1.51% short of the $650-million target, MGB data show. Some $2.8 billion has been poured in by investors since the 2004 high court ruling.
The MGB forecasts investments to more than double to $3.416 billion next year from 2010, rising slightly to $3.855 billion in 2012, and tapering off to $1.994 billion in 2013.
Officials claimed the three-year surge in investments would come from projects going into the operational phase following years of feasibility studies.
"There are new operating mines and there will also be new feasibility studies that will be completed," MGB Director Horacio C. Ramos told BusinessWorld.
Japan’s Sumitomo Metal Mining Co. Ltd. is expected to invest $800 million this year for a $2.257-billion nickel processing plant in Surigao del Norte.
Sagittarius Mines, Inc., a partnership between Swiss mining giant Xstrata Copper and Australian miner Indophil Resources NL, is seen spending $93 million to complete the feasibility study of its $5.2-billion Tampakan copper and gold project in South Cotabato.
Australia’s Red 5 Ltd., meanwhile, is forecast to invest $65.9 million to start commercial operations of 2,023.74-hectare Siana gold mine in Surigao del Norte.
An industry leader and observer both concurred with the government’s 2010 target.
"That is attainable," said Nelia C. Halcon, executive vice-president of the Chamber of Mines of the Philippines, in a telephone interview late last week. "Right now our estimate is $916 million [for the year] but there will be other entries so it might reach $1.4 billion."
"Certainly, as metal prices increase, more people are encouraged to invest. [High prices] will remain for the next year or two," said Richard Mills, chairman of executive search group Chalre Associates and a columnist of The Asia Miner, in a separate phone interview.
Prices of gold, copper and nickel -- the Philippines’ main mineral exports -- have risen to $1,120-1,130 per ounce, $3.33 per pound, and $8.52 per pound, respectively, from averages of $907/ounce, $1.70/pound and $6/pound in the first quarter of last year, data from the New York Mercantile Exchange and the London Metal Exchange show.
The country exported $2.482 billion worth of minerals in 2008, latest official data show. Data for 2009 is not yet available but the MGB has forecast an increase to $2.72 billion.
Mr. Ramos said that "as long as gold prices remain above $1,000 per ounce, that is already profitable."
Ms. Halcon, for her part, said "There is an increasing demand from China and India because they are continuously developing cities and infrastructure," Ms. Halcon said.

Exploration by Canadian miner Mindoro Resources, Ltd. indicates an estimated nickel resource of 50 million-70 million dry metric tons (MT) at a nickel property in Surigao del Norte.
This, along with nickel resources in the nearby Agata nickel project also in Surigao del Norte, have encouraged Mindoro Resources to put up a nickel processing plant, the miner told the Canadian bourse in a disclosure.
Results of the exploration “substantially augments [Mindoro Resources’] plans to evaluate the feasibility of establishing a local processing plant,” the miner said.
“We now have a level of comfort because the long-term plan is [nickel] processing,” Edsel M. Abrasaldo, vice-president of MRL Gold Phils., Inc., said in a phone interview.
MRL Gold is the subsidiary of Mindoro Resources in the Philippines.
“With that, we believe we have a world-class deposit. We are geared for processing,” Mr. Abrasaldo added.
A study, to be completed next month, will look at the feasibility of initially exporting nickel ores as well as using them as feedstock when for the planned processing plant.
The miner explored 900 hectares of its nickel property in Surigao del Norte.
In November, Mindoro Resources said the total resource estimate for the Agata nickel property rose by 40% to 26.92 million dry MT of ore equivalent to 657 million pounds of nickel and 24 million pounds of cobalt following additional exploration.
“Most of the laterite areas are within two to three kilometers of the ocean, and limestone, important for any acid processing technologies, is abundant in the projects,” Mindoro Resources said in the disclosure.
Mr. Abrasaldo said in Filipino: “Our focus right now is nickel ...

Nickel prices for cash buyers closed at $8.32 per pound late last week, up from the average price of $5.64 and $4.75 per pound in the second and first quarters of last year, respectively, data from the London Metal Exchange showed.
The nickel-rich Surigao region has at least ten direct shipping ore nickel laterite mines either in production or under development. The miners in the area sell ores to processing plants in Japan, Australia and China.

like i said and posted earlier, honesty is what we lack. people believe that working in the government (even on a deputized capacity like the bplk) is their ticket to earning more. they are not entirely to blame for such belief because grafters and everyone in the government service, esp. the big ones always get away with it.

West Australian-based gold exploration company Red 5 (ASX: RED) has kicked off exploration diamond drilling at the LSY prospect in the Philippines, with the first of seven planned holes now at 278 metres depth.
Managing Director Greg Edwards said the hole had, at the predicted depth, intersected an altered diorite intrusive rock-type, a typical host to porphyry systems elsewhere in the Philippines and the Pacific Rim.
"The diorite hosts variable quartz veining and sulphide mineralization, predominantly pyrite but also minor zinc, lead and copper sulphides," Mr Edwards said.
The initial programme of 2,400 metres has dual objectives of confirming the tenor of gold mineralization from shallow historic drilling, and testing a recently identified strong geophysical IP anomaly at depth. The anomaly has characteristics typical of many porphyry style (bulk tonnage) mineral systems.
The planned trajectory of the first hole undercuts the known, at and near surface, gold mineralization and is directly testing the IP target to a depth of at least 400 metres below surface, or deeper if warranted.
With favourable ground conditions the hole could be completed by late January.
The upper portions of the hole intersected altered sediments containing fracture fill and disseminated fine grained pyrite mineralization, before intersecting the mineralized intrusive at approximately 150 metres.
As this is the first hole in the programme, detailed geological observation and structural measurements are being completed ahead of core cutting for assay.
Accordingly, initial laboratory assay results will not be available until later in February.
The intrusive at LSY is superficially similar to diorites intersected below the Siana deposit, and at the Madja prospect, six kilometres to the south, supporting the overall prospectivity of the Surigao del Norte region for the discovery of additional porphyry coppergold deposits.

The primary aim of this campaign is to build camaraderie, harmony, and unify all members of Skyscrapercity Mindanao which includes all cities, provinces, and region. I am sure many of you are aware of CVCs especially between CdeO and Davao. We want to end this and transform skyscrapercity as a venue for brotherhood. Will this really work? As long as we have the support of the majority then we will consider this campaign a success. We will then have rules where everybody's voice will be heard. Let us no longer tolerate conflicts. How? Do not reinforce the negative comment posted by one member. Instead, immediately remind him to be tact and calm. Let us immediately kill the fire if we can sense that it's already there.

yup lahi ang nonoc. ang biggest investor sa Claver Special Economic Zone kay ang Somitomo Corp na mikabat ug billions ang investment para sa ila planta.

Spearheaded by Mayor Pons Casurra, a new Mental Health Facility was constructed right behind the Surigao City Health Office for the benefit of our deranged brothers and sisters. The formal blessing and inauguration was held on January 25, 2010.
During the program at the Surigao City Cultural Center, Mayor Pons emphasized in his speech that the center will only serve as a half-way house for the temporary accommodation and treatment of said patients.
‘Let us help these people today because tomorrow will be too late. They are also human beings who need care and attention,’ the City Mayor further stated.
City Councilors Peñaflor Laxa and Floripen Tating, distinguished guests from CHD Caraga headed by Asst. Regional Director Dr. Cesar Cassion and Program Manager on Drug Abuse Dr. Flordeliz Llesis, City Health Officer Dr. Aldine Morales and other health officers and staff also attended said event.

SUMITOMO METAL MINING OF Japan and Nickel Asia Corp., the country’s biggest nickel mining group, yesterday signed a memorandum of understanding in Japan to proceed with a $1.3-billion nickel-processing plant in the municipality of Claver, Surigao del Norte.
Nickel Asia said the project would take three years to complete and construction is expected to start early next year. The project will represent the biggest foreign investment in the Philippine minerals sector to date.
The plant will be constructed adjacent to Taganito Mining Corp.’s nickel mine. Taganito, a subsidiary of Nickel Asia, will supply all of the required nickel ore to the plant over an estimated 30-year project life, while Nickel Asia will take a 20- to 25-percent equity interest in the project under a joint venture company called THPAL Corp. The output of the plant, a mixed nickel-cobalt sulfide, will be purchased by Sumitomo for final processing at its refinery in Japan.
This will be the country’s second downstream nickel processing plant by the Sumitomo-Nickel Asia tandem. The first plant is under Coral Bay Nickel Corp., a joint venture between a Japanese consortium led by Sumitomo and Rio Tuba Nickel Mining Corp., another Nickel Asia subsidiary.
Constructed adjacent to the operations of Rio Tuba in southern Palawan, the plant became operational in 2005 and has been a technical and commercial success. Its initial capacity of 10,000 tons a year of nickel metal equivalent has since been doubled.
Nickel Asia said the new project, triple the size of the initial Coral Bay plant, was considered to be particularly beneficial to the country due to the value-added created by the downstream mineral processing plant.
The project is expected to employ about 4,000 personnel during the construction stage and 1,000 full-time employees when operational, adding that substantial benefits would accrue to the adjoining communities from its social development management projects, while yearly exports of its product would bolster the country’s foreign exchange reserves.
The memorandum was signed by Manuel B. Zamora Jr., chair and founder of the Nickel Asia group, and Gerard H. Brimo, president and CEO.

with this development, the nonoc ecozone will never take off since it is banking in the nickel refinery as the major locator. but because of the greed of whoever is holding the reins of philnico and government's inaction, no investor is willing to take on the project.
nonoc will just remain a mine quarry area supplying raw ore to the plant in claver once it operates.

expect neighboring LGUs to "send off" their mentally deranged characters to surigao. when surigao launched a similar program, helping these people and providing assistance to send them to mental institutions, all of a sudden there was an influx of "buangs" roaming around our city streets.

Indeed, there is a need to have a dialogue among Mindanaoans on common issues affecting the island, or even unite to lobby for development projects, like the proposed Mindanao Railway.
And, of course, a sort of fellowship that may also be our means to promote local tourism.

Bricken Ridge January 28th, 2010, 11:25 AM with this development, the nonoc ecozone will never take off since it is banking in the nickel refinery as the major locator. but because of the greed of whoever is holding the reins of philnico and government's inaction, no investor is willing to take on the project.
nonoc will just remain a mine quarry area supplying raw ore to the plant in claver once it operates.
We'll hope the next admin can pull this off. Nonoc's advantage is its proximity to the city and better security. The national government should really prep up the facilities there if it is serious with its plan for this ecozone.

Spearheaded by Mayor Pons Casurra, a new Mental Health Facility was constructed right behind the Surigao City Health Office for the benefit of our deranged brothers and sisters. The formal blessing and inauguration was held on January 25, 2010.
During the program at the Surigao City Cultural Center, Mayor Pons emphasized in his speech that the center will only serve as a half-way house for the temporary accommodation and treatment of said patients.
‘Let us help these people today because tomorrow will be too late. They are also human beings who need care and attention,’ the City Mayor further stated.
City Councilors Peñaflor Laxa and Floripen Tating, distinguished guests from CHD Caraga headed by Asst. Regional Director Dr. Cesar Cassion and Program Manager on Drug Abuse Dr. Flordeliz Llesis, City Health Officer Dr. Aldine Morales and other health officers and staff also attended said event.
There might be an underlying reason why the city decided to establish the mental health facility so close to the city hall :lol:, but some medical minds should have seriously suggested to piggyback this inside Caraga Regional Hospital.

i really hope so also. all government acquired mining assets under the asset privatization trust (APT) has already been turned over to the mineral resources development corporation with the purpose of disposing such to the private sector. but nonoc was not included and it remains with APT. makes you wonder when it is the biggest one and has the greatest potential for foreign direct investment.
but yet pgma continue to say that they are promoting investments in mining and all other sectors. sucks!! :bash:

expect neighboring LGUs to "send off" their mentally deranged characters to surigao. when surigao launched a similar program, helping these people and providing assistance to send them to mental institutions, all of a sudden there was an influx of "buangs" roaming around our city streets.
i learned lately, i dont know if it is true, that the badjao mendicants along luneta and jollibee area used to operate in butuan but was driven off here :)
I dont want to be a pessimist on this mental health center, the objective is noble and laudable. But in the long run, this will strain the resources of the LGU. it does not even have the qualified medical or social workers that can handle the patients.
Not only outsiders but also families in Surigao may opt to have their mentally disturbed (whats the politically correct term to use here?) member be confined here para dili na sila maglabad pagbantay.
Look at the children center now. bagan 14 and wards tapos and staff (job order, di gihapon medical or social workers) 11 kabook. perhaps i convert rakan ini na juvenile center so we can start locking up minors who have committed crimes.

On River Cruise
Coincidentally, we have been discussing similar concept in my other social network site (MSU Global MSU Alumni Network/Karajawan Subgroup; www.msualumni.ning.com). I suggested to dub it: "Bandong MSUans Lawig sa Suba nan Surigao". Atty. Alex Cruje even suggested to have it as a movement "Save Surigao River Movement"
Our concept is more of a "heritage & environmental bonding tour" (a follow to our Fiesta Gathering last Sept. 9, 2009).
"Heritage" as Surigao River had played (still even playing) a major role in Surigao history (as most rivers were sites of earlier civilizations/community build up). To empathize with the early Surigaonons' life, we're planning to board on a "bandong" (log-boat) if such is still available.
"Environmental" as an assessment of sort can be done by graduates of Environmental Science, Zoology, Biology, Marine Science and Civil Engineering with respect to the biodiversity status vis-a-vis the existing structures along the river.
Any similar cruise for the cause of saving Surigao River can be a wake up call for Surigaonons, esp. those who live along it.
I remember a lawyer-photographer-friend in Butuan who organized a cruise (with other artists and environmentalists) in Agusan River. After the cruise, he was able to hold a photo exhibit: "Hulagway sa Suba." It somehow helped promote the significiance of the Agusan River.
Di na magpalajo, the Del Carmen Municipality has launched the Bakhawan River Cruise last year. Mayor Bully Navarro even invited a mayor from Bohol who has a successful river cruise project in his town. The Bohol mayor was impressed of the great potentials of the river cruise in Del Carmen.

While our attempt to help our mentally challenged brothers is marajaw, we do not want to place ourselves in a situation that we will be just as challenged if we can't provide adequate and sustained care to these people. These are long term patients that are prone to a lot of medical problems since they can't take care of themselves. They require pretty much 1:1 attention so housing them in a limited facility may not be sufficient.

The Loboc cruise has been a cash cow for the villagers (pardon the pun:)) since jaon mga bata sanan tiguyang are able to provide wholesome entertainment for the tourists and not resorting to begging or stealing. Loboc River cruises project is successful for many reasons: a piece of history is smack right in front of you in the form of an ancient church and belltower, walay squatters along the river, waterfalls are not too far from where the cruise starts, the town is not overpopulated therefore less dump/garbage, the whole town and province is supporting the project, etc.... and at least up to this point, ok pa except for the ugly overpass that they built. Pero it is becoming a tourist trap with these shops and overfed tarsiers.....Surigao can opt for a different formula but that is quite a challenge........

I think our runway plans is underwater (or under the river:)) for now. Dugay-dugay pa iton ma realize and unless the flight frequencies under current conditions are doubling, I don't expect this to be realized anytime soon.

Being the site of one of the major naval battle in World War 2, I presume Surigao seabed has sunken ships to offer for a more adventurous diving. Tourism in in Coron, Palawan is mainly based on diving unto sunken ships.
I suggest Tourism Council coordinates with Surigao Heritage Center which comemorates the Naval Battle of Surigao Strait every October.

Peter Bennet who is the current record holder of the deepest dive which he made here in the Philippines had the interst but unfortunately, his last dive in puerto galera lead him to his deepest end..He had a plan to dive the deepest ocean of libjo to let the world see the biggest WW2 battleship Yamashiro wreck and they called it "project yamashiro" with Tully ( a historian of the battle of surigao straight). Because of his death, a young foreign technical diver named CEDRIC....it was a success but waya kaayo documentation..:ohno:

this is what i've always been saying, we all have the spices to be one of the best tourism destination of this country but kuyang, kuyang gajud kita. may kuyang gajud. i know it is not that easy to develop or promote a certain destination but i dont see any reason na kaya nan iban place na dili nato kaya. our leaders always say na we have the potentials pero did-on ra sab kita taman. we only rely on free TV ads from giant networks na mapadpad sa ato place. yes may efforts but i know and we all know na not enough. not enough na mo soar high ta. usahay bitaw na ma guilty ta nga taman ra sab ta tagawtaw unja wayay ato natabang but of course we can help but how and why kung ang leaders waz pud taga-e ug importansya ang turismo nato?

there are certain areas that are still okay esp. the river between panubigon or lipata and sabang. the sta. ines type of vessel is indeed okay but i dont think the depth of our rivers will be able to handle that. maybe smaller ones, and if you go around the day-asan mangrove area to manjagao then 'glass' bottom boats are the best.

Tinukoy ni Engineer Benjamin Ensomo Jr. ang General Manager ng SMWD masaya siya sa naturang proyekto lalo na’t malaki ang maitutulong nito na maibalik ang mga kahoy na pinutol ng mga Illegal Loggers at Miners sa loob ng mahigit sa 900 ektarya ng Watershed. Inaasahan na ito lamang ang simula sa proyekto at marami pang mga organisasyon at Local Governmet Units ang susunod at tutulong.
Binigyangdiin na sa pamamagitan sa pagsasagawa ng pagtatanim ng mga kahoy, maganda ang magiging epekto nito sa Watersource ng buong lunsod. (rmn)

Sa una, my wife and I enjoyed our 'date" in a similar event in Tavern but I notice that many were not amused with the Pinoy kind of stand up comedy where an audience is made the butt of the joke.
Anyway, for those who are interested, just dont seat up front near the stage unless your game enough to be roasted by the comedians.:)

Instead of the Army, the AFP should have posted a naval station to avoid any impression that an active insurgency is present in the area. Besides, navy men are better for maritime rescue purposes.
They can even be Navy SEALs like in one major tourism island in the Visayas which deployment was made after the Abu Sayaf kidnapping of guests in Dos Palmas.

Listed Century Peak Metals Holdings Corp. plans to start investing P2 billion to P3 billion to finally build a nickel processing plant in the fourth quarter, the company’s top executive said on Friday.
"We will do the construction immediately as long as permits are given to us," Century Peak President and Chief Executive Wilfredo D. To date, the miner has extracted 200,000 MT of ore from its nickel mine in the province of Dinagat Island. Century Peak last year sold about 100,000 MT of nickel ore to China, the world’s top nickel buyer.
Early this month, the miner signed a partnership with Guangdong Province Gold Corp. to set up an exploration company in the Philippines.
"We will partner with several big companies in China to put up an exploration company here in the Philippines because a lot of our properties have not yet been explored," Mr. Keng said.
The miner has about 20,000 hectares of mining areas for which permits are being sought.

Century Peak readying to build nickel plant
Listed Century Peak Metals Holdings Corp. plans to start investing P2 billion to P3 billion to finally build a nickel processing plant in the fourth quarter, the company’s top executive said on Friday.
"We will do the construction immediately as long as permits are given to us," Century Peak President and Chief Executive Wilfredo D. Keng told reporters at the sidelines of the company’s special stockholders’ meeting in Makati. "We have already ordered and given downpayments for our equipment in China."

February has always been known as the month of love. During this month, love songs fill the air, and the romantics have a heyday planning their perfect dates.

Topics about love barrage our listening, viewing, and reading moments, with images of flowers, cakes, and wines and lovers arm-in-arm completing the neatly orchestrated scene. But besides being the month of love, February is also National Arts Month (NAM) by virtue of Presidential Decree 683 signed by President Corazon Aquino in 1991.
To commemorate the occasion, activities are staged every year to celebrate the seven arts, featuring Filipino talents in riveting performances. Last year, the festivities not only veered away from a Manila-centered production by involving artists from different parts of the country, it also went international with foreign artists coming over to the country to join in the celebrations.
This year, the National Commission for Culture and the Arts (NCCA), which spearheads the celebration, is bent on duplicating and continuing, if not exceeding, the feat achieved in last year’s festivities. To ensure this, the committees for each of the seven arts redesigned last year’s flagship projects for staging in different parts of the country. These are: Organik Muzik courtesy of the NCCA’s National Committee on Music; the Taboan from the National Committee on Literary Arts; the Cinema Rehiyon from the National Committee on Cinema; the Tanghal from the National Committee on Performing Arts; the Philippine International Visual Arts Festival courtesy of the National Committee on Visual Arts; the Archi (Types/Text): Architecture in Philippine Life from the National Committee on Architecture and Allied Arts; and the Sayaw Pinoy from the National Committee on Dance.
“The flagship projects in each of the seven arts continue to explore new modes of expressions and collaborations with one another even as they firm up their connections with their roots and document their aesthetics,” explains Professor Ricardo de Ungria, head of the NCCA Sub-commission on the Arts and serves as the Philippine International Arts Festival director.
Besides the flagship projects, many other NCCA-funded projects will also be mounted for the NAM celebrations. In the middle of last year, the Commission called on artists and cultural workers all over the country to submit proposals of artistic activities for implementation during the NAM celebration. From the submitted proposals, 30 NAM projects that were either new works, previously staged productions, or based on works by National Artists were granted funding assistance. Some of these projects are the Saludo: Tribute to Philippine National Artists, a multimedia and multidisciplinary presentation of Philippine National Artists from the Visayas; Ken Kenhulung (A Celebration of Arts), the first National Arts Month celebration of the Tboli cultural community in Lake Sebu South Cotabato lead by Gawad sa Manlilikha ng Bayan awardee Boi Lang Dulay; Pahandaja na Mamanua Ka Surigao, a one-day gathering of the Mamanua cultural community in Surigao City to present, promote and develop creativity, specifically of local indigenous talents through various form of expressions; and Panagbenga: Baguio Poetry Reading for Arts Month 2010 where writers based in Baguio City and Benguet will read their poems, written in Filipino, English, Ibaloi, Iluko and Pangasinense, in front of a live audience of students and other members of the community.
Local governments and schools have also been encouraged to mount activities celebrating and highlighting Filipino artistry and culture in their communities.
On top of these, foreign films will also be shown at the BRIC (Brazil, Russia, India, China) Film Festival to be held at the Cultural Center of the Philippines on February 16 to 21, and Iran-Georgia Film Festival at the NCCA Auditorium on February 22 to 26.
The festival have yet to officially start in two days’ time, but this early, artists and cultural workers from all over the country are already poised behind the still be-curtained national stage of creativity, awaiting for the lights to be turned on and the curtains to go up, itching to paint a vibrant and diverse scene of artistry on the canvas of our national consciousness.
Watch out for the Salubong on January 31 which marks the opening of the festivities. At 9 a.m., there will be an interaction with the country’s National Artists at the NCCA office in Intramuros, Manila. This will be followed by a parade from Intramuros to Lapu-Lapu Shrine in Rizal Park, at 3 p.m. Performances begin at 5 p.m. with the following performers: Lahing Batangan Dance Troupe, UP Dance Co., Aria Clemente, Makiling, Barasoain Kalinangan Foundation Group, Next to Innocence, Bagong Dugo, Kenyo Band, Kyla, Tanghalang Bagong Sibol, UE Drama Co., Teatro Marikeno, Collective Arts Students and Thespians, Dulaang Sipat Lawin, Joey Ayala, and Pailaw Himpapawid.
Also happening on the January 31, at 6 p.m. is the first leg of the Sayaw Pinoy at the Concert at the Park in the Luneta Park Open Air Auditorium. The Sayaw Pinoy is a touring dance concert that brings together different dance forms and features local dance troupes. Finally, on February 1, the Ani ng Sining sa Sangay ng Gobierno will premier in Malacañang.

The government has cited four of the world’s largest business conglomerates for pouring in a total of P119.1 billion worth of investments into the country in 2009 despite the global financial crisis.
“This is an affirmation of investor confidence in our sound macroeconomic fundamentals and stable fiscal position,” said Trade and Industry Secretary Peter B. Favila. Favila identified some of these global conglomerates as Sumitomo Metal Mining Co., Charoen Pokphand Foods (CP Foods) and Al Kharafi Group.
“Investor confidence in the Philippines continues to be strong with recent entry of critical investments poured from several global conglomerates. The decision of these companies to invest is a clear indication that the Philippines remains to be one of Asia’s investment destinations of choice,” he pointed out.
Favila cited the critical investments in the Taganito HPAL Nickel Corporation (THNC) which is a joint-venture firm of Nickel Asia Corp. (NAC) and Sumitomo Metal Mining Co. (SMMC) an affiliate of one of Japan’s largest conglomerate, the Sumitomo Group.
This joint venture project is considered the biggest investment in the Philippine mineral sector with the capital infusion of P62.7 billion. The project is envisioned to increase the country’s market share to more than five percent of total world nickel production output in three years.
The project involves the production of nickel-cobalt mixed sulfides from low grade ore and limonite by adopting the High Pressure Acid Leach (HPAL) technology. This technology involves higher value added processing and clearly demonstrates the capability of the Philippine mining industry to break new ground by exporting nickel concentrates.
The plant will be located in a 670-hectare Special Economic Zone in Surigao del Norte. The output of the plant will be purchased by Sumitomo for final processing at its refinery in Japan.

The Bureau of Fisheries and Aquatic Resources (BFAR) is targeting 5-7 percent production growth, BFAR Director Malcolm I. Sarmiento, Jr. told reporters on the sidelines of a business-environment summit in Makati on Tuesday.
"In our experience with El Niño, production of pelagic fishes increases... It is good for fishing. There have been increases... especially in sardines and skipjack tuna," Sarmiento said.
These fishes tend to migrate to the cooler, deeper parts of the sea such as the Philippine deep off the shores of Surigao del Norte, Sarmiento said.
Bayani B. Fredeluces, executive director of the Socsksargen Federation of Fishing and Allied Industries, Inc., said the government should put up postharvest facilities near the Philippine deep. "Once the facility is there, I would assume you can encourage fishers, because operation is difficult right now," he added.
In terms of value, the growth of fishery output slowed to 2-3 percent last year, preliminary data from the BFAR showed. Fishery production grew by 5.78 percent to P85.328 billion in 2008. Fisheries account for a quarter of agricultural output.
Sarmiento traced the slowdown to typhoons. "That affected the aquaculture system and major production areas like Region I [Ilocos Region] and Central Luzon," he said. This year, the government is aiming for growth of a tenth for aquaculture, 3 percent for commercial fisheries and 5 percent for municipal fisheries.
Aquaculture, commercial and municipal fisheries account for about 45 percent, 25 percent and 30 percent, respectively, of total fishery output, Sarmiento said.
This year, BFAR aims to put up five to 10 mariculture parks — fenced off areas in the sea that can host fish cages breeding high-value fish like milkfish, siganid, grouper and red snapper — to drive a further rise in fishery output. There are 46 mariculture parks nationwide.
At the same time, BFAR warned that it expects more algal bloom that trigger red tide due to warmer waters.
Sarmiento said red tide affects shellfish, mussels and oysters, which account for less than a tenth of output. It does not affect fin fishes.
Sought for comment, Michael P. Lim, immediate past president of the Southern Philippines Deep Sea Fishing Association, said his group has yet to peg targets this year.

This year, the government is aiming for growth of a tenth for aquaculture, 3 percent for commercial fisheries and 5 percent for municipal fisheries.
Aquaculture, commercial and municipal fisheries account for about 45 percent, 25 percent and 30 percent, respectively, of total fishery output, Sarmiento said.
This year, BFAR aims to put up five to 10 mariculture parks — fenced off areas in the sea that can host fish cages breeding high-value fish like milkfish, siganid, grouper and red snapper — to drive a further rise in fishery output. There are 46 mariculture parks nationwide.
At the same time, BFAR warned that it expects more algal bloom that trigger red tide due to warmer waters.
Sarmiento said red tide affects shellfish, mussels and oysters, which account for less than a tenth of output. It does not affect fin fishes.
Sought for comment, Michael P. Lim, immediate past president of the Southern Philippines Deep Sea Fishing Association, said his group has yet to peg targets this year.

There were no immediate reports of damage or injuries from the tremor that hit 45 kilometers northeast of the northern Mindanao province. It occurred at a depth of 124.5 kilometers.
The Philippines sits on the Pacific “Ring of Fire” where continental plates collide causing frequent seismic and volcanic activity.

before the fish reach the market stall there are so many middle men (about 4 to 5 depending on from which stall you buy) along the way jacking up the price by as much as P20/kilo.
