the other sunday i was able to tambay sa surigao and i foud out na buhi na jud d ay ang night life sa city. at 11:30 pm daghan pa tawo sa mga gimik places labi na sa boulivard area, sa pier ug diha pud sa sentro ug sa caltex area diha dapit sa capitol road.
mosamot jud ni pag mo operate sa sumitomo ug other mining companies within the province.

No strings attached. while there are guidelines on who qualifies, how much one gets and a quota on the no. of beneficiaries per municipality, you are free to spend the money for whatever purpose you may deem fit.
Already loansharks are getting into this by "buying out" the expected cash, (discounted of course) :ohno:while the beneficiaries surrender their cards for the sharks to withdraw the money as payment. similar to the system in the city hall and capitol and where else.

that property is owned by the danaques. the building plans showed (according to a friend from the building permits section) a commercial building with rentable spaces similar to the one owned by SRBC along rizal street or the city's commercial building occupied by CHP.

i think the msc shrine in canlanipa is already completed except perhaps for some ground beautification works. as to that MSC house, may be it will still remain an MSC house for they have no other facility to house their priests :)

the shrine itself wala pa masugdi. kanang ila gamit kuman temporary ra na kay mao bali na siya ang MSC house nila pohon. pero ang shrine wala pa masugdi.

Nice shot on the river! How's Surigao accepting Zubu's "Z" design composition on your projects there. Not a problem convincing clients in major urban areas where there's a niche for "progressive modern design" but its interesting how Surigao businesses will respond.There was one "Green Bank" I saw which is an "in" thing in modern design in europe,but I wonder how the local folks sees it.I hope Surigao-UAP is thinking progressive as well!By the way Mike, Pagadian and other cities in Mindanao are obsessed with aluminum cladding; any style you want.

Nope, an SVD house ra. jaon jaoy tennis court. more of a dorm sija kay huy-anan man nan mga svd priest. the whole dioces of surigao has now been turned over to Diocesan priests ugsa ya nay gamit nan svd house kay way na ila pari dire.
The pastoral center is owned by the diocese of surigao.

the local chapter of UAP is active here specially in the neforcement of the Architectural Law. A lot of the members are quiet young which would explain their dynamism.:)

our firm is actually based here in cebu litigs,thats why its being called zubu, and it so happen na im a surigaonon.:)
by the way were working on a 2500 sqm.commercial center at Danao city on its schematics stage, ill let you see it when its done!hehe..and i know it will be aluminum clad facade. It will be implemented within the year..:)
As much as possible i wont use aluminum cladding, just the combination of stone,white wall facade and glass.There are lots of beautiful buildings from the past and until now not using aluminum cladding..They rather use, perforations, evg wall, frosted glass, porcelain tiles,aluminum and wooden frames etc.Not my kind of building though but i admire the architect for letting his mind explore possibilities.We here in the office were grreatly inspired with rem kolhaas of OMA,Ben van berkel of UN studio,WOha and SCDA of singapore and troppo architects( more of tropical design) ,delugan meissl, MAD architects and other practicing avant guard green,and non-linear architecture!:) The architecture of the time.
Before anything else, we should implement RA 9266 in our city.. Its so funny to know that even the occupancy forms given to me, they even misspelled ARCHITECT with ARCHITECH??? it means na wala jud sila kilaya unsay architect!! so sad to know.:lol:

Good going for Surigao's young architects;they are your only hope in enhancing the city's image. Interesting to know Zubu is based in Cebu.My roots are from there as well.How's the old timers doing?(if they still exist)-Espina,Canizares,Guanzon to name a few.One of my friends got involved with Bigfoot at SRP.Incidentally, I did the model for that reclamation project while working for the consultants.(metro cebu dev't project-III); was presented to Tommy Osmena at Midtown Hotel way back then.I hope the architecture schools are alive and kicking as well-USC Talamban,UV,CIT.I'm sure some architects in Surigao came from any of these schools!
By the way Mike, try looking at polycarbonate panels for screening and interlocking glass walls.I just met their North American suppliers.See if it works in the tropics!

We noticed that too. it seems that if there is a new model out, one can see it here right away. we kind of talk about it, the contrast of these SUVs and automobiles and the sad reality that majority are actually mired in poverty.

Under Section 461 of Republic Act 7610, otherwise known as the Local Government Code, a province may be created if it has an average income of not less than P20 million and a population of not less than 250,000 inhabitants, or a contiguous territory of at least 2,000 square kilometers.
The Supreme Court, however, said the Dinagat Islands only has a population of 106,951, according to the 2000 census conducted by the National Statistics Office.
“Although the provincial government of Surigao del Norte conducted a special census of population in Dinagat Islands in 2003, which yielded a population count of 371,000, the result was not certified by the NSO as required by the Local Government Code,” the SC said according to a 30-page decision penned by Associate Justice Diosdado Peralta.
Even R.A. 9355, the Court noted, expressly states that the province of Dinagat Islands “contains an approximate land area of 802.12 sq.km,” thus, failing to meet the land area requirement under the LGC.
Concurring with Justice Peralta are Chief Justice Reynato Puno, Senior Justice Antonio Carpio, and Justices Conchita Carpio Morales, Arturo Brion, Mariano Del Castillo, Martin Villarama, Jr., Jose Perez, and Jose Mendoza.

The brown out last night started at around 7:30 (in our place at least) more or less and power came back at around 11:00 pm more or less. this bolster my suspicion that the brown out we suffered last night was not due to napocor .:ohno:

NOTICE OF DAILY CURTAILMENT SCHEDULE from National Grid Corporation of the Philippine Mindanao System Operations through our Mindanao Regional Control Center based in Iligan City.
We will be expecting ROTATIONAL BROWNOUTS for the whole MONTH OF FEBRUARY 2010 depending on the criticality of the system of Butuan Area Control Center the estimated load for District 4 covering Northeastern Mindanao Area that will be out from the system during peak hours (10am to 9pm) which would correspond to the number of feeders or sub-transmission lines for shut down in a day.
District 4 covers the cities of Butuan, Surigao, Bislig, Cabadbaran, Bayugan and Tandag, the Provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur including the city of Ginggog, the municpality of Magsaysay and Medina of Misamis Oriental and the municipalities of Boston, Cateel, and Baganga of Davao Oriental.
Therefore, anytime between 10am to 9pm naay brownout depende sa criticality nan system. Though, ila ini tagrotate an schedule in deferent areas. Let's pray our power supply will be back to normal soon. God bless!

The Department of Energy will not be able to award additional service contracts for geothermal projects today as it wants more time to study the proposals.
According to Assistant Secretary Mario Marasigan, the DOE is still evaluating the service contracts earlier offered to investors under the Philippine Energy Contracting Round.
The latest contracts should have been awarded Friday.
So far, the DOE has only awarded five geothermal service contracts, and these went to Biliran Geothermal Inc., Primary Energy Corp., Constellation Energy Corp. and Petroenergy Resources Corp.
The DOE is still evaluating proposals of Clean Rock Renewable Energy Corp., Pan Pacific Power Corp., Lopez-led Energy Development Corp., Envent Holding Philippines Inc., Primary Energy, Magma Energy Corp., PNOC-Renewables Corp. and Aragorn Power and Energy Corp.
Pending proposals cover six prospective geothermal areas in Daklan, Benguet; Natib, Bataan; Labo, Camarines Norte; Isarog, Camarines Sur; Sta. Lourdes-Tagburos, Puerto Princesa City, Palawan; and Mainit, Surigao del Norte.
Also under evaluation are service contracts of two companies for the exploration and development of seven prospective “frontier” geothermal areas.
EDC’s unsolicited proposals covered five areas namely Mandalagan-Silay, NEgros Occidental; Balingasag, Misamis Oriental; Mt. Ampiro, Misamis Occidental; Lakewood, Zamboanga del Sur; and Mt. Zion, North Cotabato. Four of these five areas are expected to generate some 110 megawatts, data from the DOE showed.
Meanwhile, PNOC-RC has two applications for an 80-MW project in Mainit-Sadanga in the Mt. Province and another 60-MW geothermal power project in Benguet and Ifugao.
The Philippines, with a capacity of 1,987 MW, is the world’s second-biggest producer of geothermal energy after the United States.
The country’s geothermal capacity accounts for about 17 percent of the generation mix, which means that one in every six light bulbs is powered by geothermal energy. (inquirer.net)

The Supreme Court, however, said the Dinagat Islands only has a population of 106,951, according to the 2000 census conducted by the National Statistics Office.
“Although the provincial government of Surigao del Norte conducted a special census of population in Dinagat Islands in 2003, which yielded a population count of 371,000, the result was not certified by the NSO as required by the Local Government Code,” the SC said according to a 30-page decision penned by Associate Justice Diosdado Peralta.
Even R.A. 9355, the Court noted, expressly states that the province of Dinagat Islands “contains an approximate land area of 802.12 sq.km,” thus, failing to meet the land area requirement under the LGC.
Concurring with Justice Peralta are Chief Justice Reynato Puno, Senior Justice Antonio Carpio, and Justices Conchita Carpio Morales, Arturo Brion, Mariano Del Castillo, Martin Villarama, Jr., Jose Perez, and Jose Mendoza.
Justice Antonio Eduardo Nachura wrote a dissenting opinion and was joined by Justices Renato Corona, Presbitero Velasco, Jr., Teresita Leonardo-De Castro, Lucas Bersamin, and Roberto Abad.

DPWH Caraga has posted an actual accomplishment of 93.98 percent for State of the Nation Address (SONA) projects and 86.9 percent for the 2009 regional implemented projects.
"These completed big infrastructure projects are big boost to the economic activity of Surigao del Norte, Surigao del Sur and Davao Oriental and other neighboring areas in Northeastern and Southern Mindanao regions," added Director Barroso.

Obviously Dinagat Islands became a province by some smooth political manuevering. It wasn't meant to be in the first place. This is a big relief for families in Dinagat who are not pro-Ecleo who have been harassed by their foot soldiers. It is about time to curb this sect before they start arming themselves (or are they armed already?).

MANILA, Philippines - The Supreme Court (SC) has nullified a law creating the province of Dinagat Islands for violation of the minimum requirements for population and land area under the Local Government Code (LGC).
The SC, in a 30-page decision penned by Associate Justice Diosdado Peralta, ruled that Republic Act 9355 is null and void since Dinagat Islands does not meet the requirements for land area of 2,000 square kilometers and population of at least 250,000 to become a province.
It was found that Dinagat only has an approximate land area of 802.12 square kilometers and a population of only 106,951, as of May 2000.
By a vote of 9-6, SC justices also nullified the election of Dinagat officials and the provision in Article 9 (2) of the rules and regulations implementing the LGC, stating that the land area requirement “shall not apply where the proposed province is composed of one or more islands.”
The SC said this provision did not fill in any detail in accordance with a known standard provided for by the law. Instead, the implementing rules added an exemption to the standard or criteria prescribed by the LGC in the creation of a province as regards the land area requirement, an exemption of which is not found in the law.
“The Constitution clearly mandates that the creation of local government units must follow the criteria established in the Local Government Code. Any derogation of or deviation from the criteria prescribed in the Local Government Code violates Sec. 10, Art. X of the Constitution,” the SC said.
The case stemmed from the taxpayers’ suit filed by Surigao del Norte residents Rodolfo Navarro, Victor Bernal, and Rene Medina who argued that the creation of Dinagat Islands as a new province was an illegal act of Congress and unjustly deprived the people of Surigao del Norte a large chunk of their territory, internal revenue allotment, and rich resources.
Dinagat Islands is one of the three main island groups comprising Surigao del Norte. The other two are the mainland and Surigao City, and Siargao Island and Bucas Grande.

BUTUAN CITY - Small and mid-sized businesses – including street vendors – have expressed alarm over daily blackouts that began early this month in the Caraga region.
Cold storage facilities have become useless since these lacked electricity to preserve fish and other aqua marine products, vendors said.
These same complaints were echoed by ice plant owners who have failed to serve their customers due to the daily blackouts.
Traders have even fallen prey to thieves, who have taken advantage of darkness to steal merchandise, a Boholano trader who managed two stalls at the Butuan City Langihan Public Market said.
As a result, local electric cooperatives – particularly the Agusan del Norte Electric Cooperative – have been criticized for reportedly failing to explain the cause of daily brownouts in the northeastern Mindanao region.
In Surigao City, the Surigao Chamber of Commerce and Industry, Inc. and Surigao Filipino-Chinese Chamber of Commerce and Industry, Inc. summoned officials of local power coop Surigao del Norte Electric Cooperative (Surneco) through a forum held at Tavern Hotel and Convention Center.
The two chambers also invited officials from National Grid Corporation of the Philippine (NGCP) District office here in Butuan City headed by District Head Manuel Hamoy, Jr.
Privately-led NGCP runs the Philippines’ power grid that dispatches electricity from one area to another.
However, representatives of the National Power Corp. (Napocor) – the country’s largest power producer – “refused to attend the forum due to a conflict of schedule," Cresol Mantong, secretariat member of the Surigao Chamber of Commerce and Industry, Inc. told GMANews.TV in a text message.
“The NGCP District Office in Butuan City claimed they will be conducting their own forum on Monday," Mantong’s text message added.
Despite the failure of Napocor and NGCP to attend the forum, it will still proceed as scheduled.
A letter from the NGCP’s Mindanao Systems Operations (MSO) addressed to different electric cooperatives in the Caraga region contained a schedule of daily blackouts that will start February 1 until February 28, 2010.
Signed by Maximo K. Adiong, who heads the NGCP MSO, the letter said that the daily blackouts will continue if the power generation remains insufficient.
Among the reasons cited were the unavailability of power plants which were shut down due to preventive maintenance.
In the meantime, local government officials of Caraga were blamed for “failing" to “look for alternative power sources that should have been done long time ago," said Atty. Teodoro Rosales Emboy, who is running as an independent mayoralty bet of Butuan City. - RJAB Jr., GMANews.TV

SOCORRO, Surigao del Norte, Feb. 16 (PNA) – President Gloria Macapagal-Arroyo inaugurated and unveiled the marker of the P50-million Socorro Feeder Port in this Pacific Ocean-facing town of Surigao del Norte province on Tuesday.
The feeder port project is designed to expand the market for agriculture and agri-business in the three islands - Dinagat, Siargao and Socorro (Bucas Grande) in Surigao del Norte.
Along with Department of Transportation and Communications (DOTC) Secretary Leandro Mendoza, Mindanao Agribusiness Super Region Champion Secretary Jesus G. Dureza, Press Secretary Crispulo Icban, Jr. and Commission on Higher Education Commissioner Hadja Luningning Omar, President Arroyo was received by Socorro Mayor Mamerto Galanida, port manager-designate Teodorico Taruc and barangay chairman Christopher Alvino Taruc.
The newly built Socorro Feeder Port has extension of the causeway, a pier and stair landing support facilities, and land reclamation.
Surigao del Norte 1st District Rep. Francisco Matugas said the feeder port in Socorro town will generate more employment and livelihood to local folks.
The Socorro Feeder Port will also serve the passenger and cargo handling requirements of the mainland Dapa town in Siargao Island and the fish port of Claver town and Dinagat Port in Dinagat Islands.
It will also give tourists, both foreign and domestic, access to various tourism areas in Bucas Grande island where the famous Sohoton cove is located.
Likewise, it was observed that economic activity, particularly the fishing industry, soared with the opening and full operation of cargo and passenger handling operation of Socorro Feeder Port.
The port project was implemented by DOTC from loan extended by Japan Bank for International Cooperation (JBIC) and counterpart fund from the local government.
After the inauguration rites, President Arroyo flew by Bell 412 chopper to Surigao del Norte College of Agriculture and Technology (SCAT) at Barangay Magpayang, in Mainit town, where she was be received by Surigao del Norte 1st District Rep. Francisco Matugas, Surigao City Mayor Alfonso Casurra and Mainit Mayor Ramon Beltran Mondano.
The Chief Executive gave a brief lecture to SCAT students about her accomplishments. She then flew to Lingig town in Surigao del Sur and inspected big road projects under the Mindanao Super Region program. (PNA)

3. the road connecting kaskag to the national highway is popularly known as Ferdinand st. no official name yet.
4. the sports complex is still the the provincial sports complex or strictly speaking Vasquez athletic field. while there are on going attempts to rename it after the late senator. IMO, it should remian as the provincial sports complex. The barbers did not spend a single centavo on that complex.
5. There is now an access road connecting borromeo st junction amat st towards the boulevard, besides the PNP barracks.
6. Diez st. reaches up to the boulevard. Then there is now an existing access road from Diez st. parallel to the blvd. connecting to the access road (no. 5 above) and connecting to the boulevard.
7. There is also an access road connecting p.reyes st. to borromeo st at the port side or poplarly known as "tumoy ni pensoy":)

Mainit, Surigao del Norte, Feb. 16 (PNA) -- President Gloria Macapagal-Arroyo surprised her delegation and advanced party here today when she shunned off a catered lunch at the Surigao del Norte College of Agriculture and Technology (NSCAT) to have it at the Mainit Kasili Resort, a pilot local gov’t project which opened in 2008.
The Chief Executive arrived here in this town for the third leg of her Super Region tour, which is now focused on Mindanao Agribusiness.
The catered food had to be brought from the NSCAT canteen to the LGU-owned resort, where the President took time checking on the rooms and the Mainit Lake from the semi-circular restaurant with al fresco settings.
The hotel employees, mostly local residents, were so ecstatic having a close-up view of the President and shouted hello and welcome greetings to her.
The President earlier gave financial support for the concreting of vital road networks, construction of barangay halls and the Siana gymnasium, construction of day care centers in four districts of Mainit, the construction of the legislative building, farm to market roads, the installation of Barangay Bagsakan, the improvement of the public market and Tindahan Natin Operation in areas with high incidence of hunger. All the projects contributed to the image and tourism potential of this town.
Funded by a P20- million loan from the Land Bank of the Philippines using the town’s internal revenue allotment (IRA) of P36 million as collateral, the project is the brainchild of Mainit Mayor Ramon Beltran Mondano as his way “of bailing out our town from poverty and to make us financially independent eventually from the national government.”
Mondano, in an interview, said in his travels to Thailand and the United States, he kept inquiring why they were so prosperous and “the answer I always get is tourism or a combination of agriculture and tourism, which I have aplenty in my town.”
“I then hired consultants from Davao to do the feasibility study on the tourism potential of my town and the Land Bank was impressed by the study that it lent me what I needed to put up the air-conditioned 52-room hotel of which 30 rooms are dormitories, three swimming pools, one tennis court, a 300-seater convention center (with auditorium), 2 videoke rooms and a 200-seater restaurant,” said the mayor.
“Since our soft opening in November 2009, our pools had been earning P7,000 a night and the rooms, though still not a peak summer season, gets sold out for conferences and family tourists from neighboring towns and barangays and from nearby provinces as well,” Mondano said.
Tourism sites in this town are: Lake Mainit, Lake Silop, Togonan Falls, Municipal Building, Kasili Resort and Hotel, Mapaso Hot Spring, Dayano Cave and the Mabuyok Festival. (PNA)

DAVAO CITY – President Arroyo began the third leg of her Super Regions tour Tuesday with an on-site inspection of the ongoing upgrading of the Surigao-Davao Coastal Road.
Mrs. Arroyo checked the road which links the eastern towns of Bacuag in Surigao del Norte, and Mati in Davao Oriental.
Almost 98.19 percent complete, it is deemed to cut travel time to half, which will now take four hours instead of eight.
It will speed up transport of products and services in the said areas, notably from the Caraga Region and Davao Oriental to the Davao Port and nearby ports.
In a media briefing on the Super Regions last Monday, Secretary Jesus Dureza, presidential adviser of the Office of President for Mindanao, disclosed that the P6.685 billion road is set to be completed next month.
In a statement, the President has mapped out several development projects for Mindanao to spur the southern regions’ economic growth under the Super Region strategy.
Identifying two overriding objectives, President Arroyo stressed the “unlocking” of the human and natural resource potentials of Mindanao and free the people from the threat of violence, and restoring peace and prosperity in the region.
“We are investing in Mindanao at every level, for only investment in hope – not fear – will set the region free to grow and prosper,” she said.
Mrs. Arroyo also cited Mindanao’s potential in agribusiness given a stable peace and order situation.
“Peace and development go hand in hand. With agribusiness underpinning our unstoppable march towards peace and development in Mindanao, we are optimistic that the attainment of our development vision is at hand,” she said.

Butuan City - The Mainit Kasili Lakeside Resort, a new tourist draw at the side of scenic Lake Mainit, is seen to spur tourism not only in Mainit town in Surigao del Norte province but the entire Caraga region as well, officials said Friday.
The Mainit Kasili Lakeside Resort has 56 fully-airconditioned rooms, three swimming pools, a convention center, two videoke bars, a tennis court, and a restaurant offering dishes made from fish caught in Lake Mainit, one of the largest lakes in Mindanao where the popular "kasili" or electric eel can be found.
President Gloria Macapagal Arroyo visited this resort early this week.
Elated over the efforts of the local government unit headed by Mainit Mayor Ramon Mondano, the President made a financial contribution for the resort to establish more facilities for tourists.
“The noble project of the LGU here will surely boost the tourism industry not only in the municipality of Mainit, but the entire Caraga Region as well,” said Press Secretary Crispulo J. Icban, Jr. who accompanied the President here.
The President and her party were able to view the resort facing the majestic Lake Mainit, the fourth largest lake in the country.
Meanwhile, Mondano said Friday among the future plans of the resort is to promote wakeboarding and jet skiing in Lake Mainit to replicate the wakeboarding craze at the Camarines Water Sports Center in Bicol.
"Lake Mainit is a perfect place for wakeboarding and jet skiing because of its calm waves and water current," said Mondano.

MANILA, Philippines - The Commission on Elections (Comelec) will try to delay as long as practicable the printing of ballots for Dinagat Islands, the province dissolved by the Supreme Court last week, to reflect any revisions in the list of candidates.
Consequently, the printing of ballots for Surigao del Norte, the mother province of Dinagat Islands, will be delayed, too, in the event that the high court decides with finality that the two units merge again.
The Supreme Court decided on February 10 that Dinagat Islands, which was carved out of Surigao del Norte’s 1st district to become a separate province, was created unconstitutionally. It didn’t meet the requirements for minimum population and land area.
The decision came more than 2 months after aspirants for governor, vice governor, board member, and congressman filed their certificates of candidacy.
Comelec spokesperson James Jimenez told Newsbreak on Thursday that the poll body will likely address the matter the same way it did Malolos City in Bulacan.
Same as Malolos
The Supreme Court in January voided the creation of a separate congressional district for Malolos City, citing insufficient population. Eleven days later, on February 15, the Comelec issued a resolution that in the event the court finalizes reverses its decision, then the results of the election for congressman of the city will be upheld.
In the event that the Supreme Court finalizes its decision voiding the new district, the results in Malolos and the mother district (from which it was carved) would be voided as well. This is because the part of the constituencies shall have been unable to cast votes based on a common set of congressional candidates. Thus, a special election.
The same thing may happen to Dinagat Islands if the SC will uphold its earlier decision and deny the appeals by proponents of its creation.
Gov. Robert Ace Barbers of Surigao del Norte—the mother province of Dinagat Islands—told Newsbreak that the SC decision will cause political complications and problems in the preparations for the local elections.
“The candidates for the provincial positions [in Dinagat Islands] have already filed their certificate of candidacies,” Barbers said, adding that a final decision should be made soonest so politicians will still have time for “political realignments.”
Barbers added that there will also be problems with the allocation of seats for the board member of the first district of Surigao del Norte.
Before the separation of Dinagat Islands from the 1st district of Surigao del Norte, it was entitled to 2 out the 5 seats for the board members of the 1st district. The remaining 3 seats are allocated for the remaining towns from Siargao Island.
Comelec’s option
Comelec spokesperson James Jimenez told Newsbreak that since the case can be appealed the poll body’s option is to delay the printing of ballots for the province.
Asked if there is a possibility that a special election will also be held in Surigao del Norte once the SC deny any appeal or uphold its decision, Jimenez said, “It is possible.”
The Supreme Court, by a vote of 9-6, voided the creation of Dinagat Islands by declaring the law that created it unconstitutional.
In a 30-page decision penned by Justice Diosdado Peralta, the high tribunal nullified the creation of the province by declaring Republic Act 9355—the law that separated Dinagat Island from Surigao del Norte—for failing to meet both the land area and population requirement for the creation of the province.
Under Section 461 of the Local Government Code, a province may be created if it has an average annual income of not less than P20 million and a population of 250,000 or a contiguous territory of 2,000 sq. kilometers.
“R.A. 9355 expressly states the Province of Dinagat Islands ‘contains an approximate land area of 80,212 has or 802.12 sq. kms, R.A. No. 9355, therefore, failed to comply with the land area requirement of 2,000 sq. kilometers,” the SC decision read.
“The Province of Dinagat Islands also failed to comply with the population requirement of not less than 250,000 inhabitants as certified by the NSO [National Statistics Office].Based on the 2000 Census of Population conducted by NSO, the population of the Province of Dinagat Islands as of May 2000 was only 106,951,” it added.
Created in 2006, Dinagat Islands is composed four 4th class and three 5th class municipalities and has 68,856 voters. Its population as of 2007 is 120,812, which is still below the minimum population requirement for the creation of a new province. (Newsbreak)

Ang mga ipapasara na mga daan mula alas 2 hanggang alas 4 ng hapon kinabibilangan ng City Boulevard, P. Reyes-Borromeo, Borromeo-Rizal, City Hall, Rizal St. patungong Provincial Sports Complex.
Ayon kay Roselin Merlin, Senior Tourism Officer ng Surigao City, ibayong preparasyon na ang isinasagawa lalo pa’t espesyal na magiging bisita si Department of Tourism (DOT) Secretary Joseph Ace Durano.
Muling nagpulong naman ang mga opisyal ng Surigao Tourism Council kasama ang Philippine National Police (PNP) upang talakayin ang ilang security measures.

In the event of a thin margin of votes separating the presidential winner and the 2nd placer, this could propel Surigao in the headlines. This could be Surigao's chance to be in the spotlight. With the province carrying about 400,000 registered voters ( that's including Dinagat), this possibility is not so remote.

We need a more expansive map of the city. We've been seeing the same map for so many years. Apparently, there are many subdivisions that are not even shown on this map. It will be nice if you can cover a city map that will stretch from Brgy Lipata all the way to Brgy Cantiasay for West-East coverage and city proper down to Brgy Bonifacio/ Brgy Mat-i for north-south coverage. If your product is accurate and reliable, then you should be able to submit it to google maps. :)

i think that map covers only the urban area. if you print a map with that wide area coverage, then the scale would also be big already rendering the streets in the CBD barely noticeable. the best that can be done is print a mainland map covering the whole city, then inset is the enlarged urban area similar to the one presented by dapa city. if we include the islands then the scale would be around 1:50.0000 making it very small already especially if your medium is only bond paper size.

I saw a map of Surigao City before using a 1:16000 scale which covered the fringes of San Juan down to Luna and the airport area and parts of Togbongon and Rizal. While the area covered is narrow, more like rectangular, it was interesting since at that scale, the roads names are clearly visible. This should be interesting if we finally have a city map which covers a more expansive area, between Lipata and Cagniog ( not Cantiasay- this is not the brgy I meant) is roughly 8-10 kilometers west-east and north- south from the city proper to Mat-i is approx 6 kms. Not quite a large area and should be very doable probably at a scale of 1:20000 -25000, we may be able to have a better picture of the whole city.
It would be nice to indeed have a planimetric map of the city but a simple scale model should be doable still since the city is tiny and the earth’s curvature is not so detectable at the current distances where urban Surigao begins and suburban Surigao ends. :)

IPAPASARA ang iilang bahagi ng daan sa Surigao City sa nalalapit na Pebrero 23 sa pagsasagawa ng Streetdancing Competition sa Calagan Festival.
Ito ay bilang bahagi ng mga aktibidad sa WOW Caraga na kung saan ang lungsod ang Host ngayong taon.
Ang mga ipapasara na mga daan mula alas 2 hanggang alas 4 ng hapon kinabibilangan ng City Boulevard, P. Reyes-Borromeo, Borromeo-Rizal, City Hall, Rizal St. patungong Provincial Sports Complex.
Ayon kay Roselin Merlin, Senior Tourism Officer ng Surigao City, ibayong preparasyon na ang isinasagawa lalo pa’t espesyal na magiging bisita si Department of Tourism (DOT) Secretary Joseph Ace Durano.
Muling nagpulong naman ang mga opisyal ng Surigao Tourism Council kasama ang Philippine National Police (PNP) upang talakayin ang ilang security measures.
Sa Calagan Festival, ang mga kasali ay mga probinsiya at lungsod ng Caraga Region kagaya ng Bislig, Agusan del Sur, Agusan del Norte, Surigao City, Surigao del Norte at iba pa. (rmn)

SURIGAO CITY — Indigenous communities continue to get sparse attention from the government despite a 13-year-old law mandating their protection, nongovernment groups told a recent workshop here.
The absence of a sustainable source of livelihood, coupled with uncertainty over their ancestral lands, is the top cause of poverty among indigenous communities. And up to now, the exact population of indigenous people is unclear, making it difficult to develop an action plan for the group.
The Indigenous Peoples Rights Act, enacted in 1997, guarantees sustainable livelihood for indigenous people. The law provides for development programs in line with the fourfold agenda of recognition and protection of ancestral domain/land rights; self-governance and empowerment; cultural integrity; and social justice and human rights.
Representatives from regional offices of the National Government said they could not release funds for indigenous groups without a clear order from their central departments.
Some agencies admitted that funding for such programs would not be prioritized this year.
Ramon Yazon, trade commissioner of the Canadian Embassy, which sponsored the workshop, promised to take the issues raised by regional state representatives to their central offices.
He said the embassy’s main concern was to make sure Canadian mining firms with operations in indigenous communities are not remiss in their corporate social responsibilities.
“Some if not most of Canada's mining firms operating in the Philippines and other parts of the globe are public investment-listed. Canadian private investors are very meticulous in the implementation of social responsibilities [in] host mining communities," Ramon Yazon told the delegates.
Romeo Cagas, Caraga regional director of the Labor department, said indigenous groups are now part of the agency’s informal sector development program, even if their funds are limited.
Cagas was the only senior government official with a regional director rank who attended the two-day workshop.
The regional director of the National Commission on Indigenous Peoples was absent. NCIP provincial officer Vicente Baldoza told Canadian Embassy officials his boss was meeting with Surigao del Norte provincial officials about issues affecting the Mamanwa tribe in Taganito, Claver in Surigao del Norte.
Other agencies represented in the workshop included the Trade, Environment and Social Welfare departments, the Mines and Geosciences Bureau and Commission on Human Rights.
More than 80 participants mainly from indigenous, government and nongovernment groups and mining companies attended the workshop at a convention center in this city. — BS/CGL/NPA, GMANews.TV

Surigao City (February 22) -- Claiming it is the only means to achieve sustainable Community-Based Enterprise (CBE) for Indigenous People in the Philippines, Canada's University of Manitoba Research Fellow Mavis McRae recommends establishment of entrepreneur boot camp.
McRae who works for the University's Stu Clark Center for Entrepreneurship told more than 80 participants in the recently concluded two-day Community-based Assessment and Action Planning that the camp aims to provide outside-of-the-box experience for target clienteles, this time, the Philippines' Indigenous People living in host mining communities of the country.
"You will get a chance to get first hand taste of life as a business student and an entrepreneur at the camp for week or month-long entrepreneurial venture as you will be closely guided by enthusiastic team of business facilitators with focus of fun and teamwork will be paramount throughout the program," McRae said.
South Cotabato Provincial T'boli Tribal Chieftain Samuel Ajos claimed he is happy such camp will be established in different lumad communities in the country, saying that after mining, life most communities left without alternative means of livelihood remained poor due to total dependence in mining.
Ajos also claimed that the reason many livelihood programs of the Philippine Government failed is that they do not include the sustainability mechanism that will make CBEs in the country work.
Another Canadian resource speaker of the two-day workshop, University of Manitoba International project development officer Cameron Zywina spoke on how local Indigenous groups can get international partners for self reliance through livelihood in developing community-based enterprise.
Zywina said many foreign charitable institutions, NGOs and even foreign government entities are willing to help indigenous people initiatives for self-reliance if they see seriousness, good planning, cooperation and willingness to learn.
Two resource speakers from Philippine Business for Social Progress (PBSP) talked about Overview of the CBEs and Expectation Setting including CBE Development Framework.
They also discussed with the participants Community-based Enterprise Rapid Appraisal Tools, Action Planning, Resource Inventory and Prospecting.
Philippine Business for Social Progress Deputy Executive Director Ramon Derige said corporate social responsibilities of mining and even logging companies operating within ancestral lands do not only mean giving money, donations or provide basketball courts, health clinics, build schools but doing good business practices such as following properly environmental laws.
"A good mining company also acts as an avid advocate for environmental protection, proper waste management in communities and shows good example to the community they are in", Derige told representatives of the mining firms present at the workshop.
Corro Mamanwa Community Organization tribal leaders headed by Tribal Chieftain Rogelio Bebe who attended the two-day workshop thanked the Canadian Embassy for sponsoring the workshop, saying they were enlightened on their role as host community to mining.
Mamanwa tribal leader Bae Susan Curob said that the workshop had opened her eyes and her fellow Mamanwa participants as it clarified their role as community leaders, being host of mining activities.
"Now it is clear to us that there is life in our tribal communities after mining," Curob said.

Surigao City (24 February) -- The Bonok-bonok Maradjaw Karadjaw contingent of Surigao del Norte represented by Surigao del Norte National (SNNHS) walked away proud from this year's Calagan Festival after bagging the most coveted crown in the competition held Tuesday, February 23, 2010 at the Provincial Sports Complex.
Now in its second year, the competition forms part of the celebration of the 15th Anniversary Caraga Region, which highlighted the showcase of "WOW Caraga: Calagan Festival," from February 22-27, 2010 spearheaded by the Department of Tourism (DOT) Caraga Region. In this year's festival, SNNHS contingent brought with them P100, 000 as their winning prize.
Meantime, the Bonok-bonok Maradjaw Karadjaw contingent of Surigao City represented by Surigao West Central Elementary School (SWCES) was named as 1st runner-up with P80, 000 cash prize. The 2nd runner-p was the festival from Cantilan town in Surigao del Sur, the Sirong Festival, that won a P60,000 cash prize.
Also, special awards for Best in Choreography with P20,000 cash prize and Best in Costume with P10,000 cash prize all went to SNNHS contingent. Furthermore, special award for Best in Streetdancing with P20,000 cash prize went to SWCES.
Consolation prizes amounted to P10,000 each were given to the non-winning contingents that include Bugkosan Festival of the Province of Dinagat Islands, Karawasan Festival of Bislig City and Dagkot Festival of Cabadbaran City. (PIA-Surigao del Norte)

Butuan City (26 February) -- Mayor Lucio Gonzales is delighted to have Pilar, one of the towns in the island of Siargao, Surigao del Norte, as one of the Community eCenter (CeC) beneficiaries for this year. The town's selection means a great deal to its constituents. Pilar has no Internet café or facilities in the area. With the CeC Program, however, Mayor Gonzales anticipates it to significantly affect his constituent's lives, particularly their education through ICT.
The town of Pilar is known as the Game Fishing Capital of the Philippines because of its famous Magpupungko Beach, visited by both local and international tourists. When these tourists ask where and how they can connect to the Internet while they are in Pilar, the answer was always the same: Go to Dapa, an hour away from Pilar.
Facing this dilemma, Mayor Gonzales set about to look for an Internet service provider to have their local government unit connected online, not only for the benefit of the tourists but also for all Pilar residents. What he found was the CeC Program, and the rest is history.
During the 5th Knowledge Exchange Conference on CeCs last year, Mayor Lucio Gonzales formally signed the Memorandum of Agreement for the establishment of the CeC. Following this, an orientation was conducted at Pilar's Sangguniang Bayan Session Hall on February 11, 2010 by Melody Cocon, the Regional IT Coordinator for CARAGA.
Pilar's top priority after deployment of the CeC equipment will be the training on basic computing for all LGU employees, with the students slated to be the next target.
Now able to offer ICT services in their own town, Pilar CeC is ready to make a big impact in their tourism and most importantly, in the lives of all Pilarnons. (PIA) [top]

@mike: iton sa left na rentable space amo iton ang location sa soon to open na Islands Seafoods resto. and by the way tood, tag confirm nan victoria spa na may coffeeshop sila na e open soon also at the prov. gym. so most probably that vacant/rentable space sa right side sa gym might be the location of victoria spa coffee shop. dont know lang when sila mag open but as i see it yesterday may nag trabaho naman sa suyod.

Now in its second year, the competition forms part of the celebration of the 15th Anniversary Caraga Region, which highlighted the showcase of "WOW Caraga: Calagan Festival," from February 22-27, 2010 spearheaded by the Department of Tourism (DOT) Caraga Region. In this year's festival, SNNHS contingent brought with them P100, 000 as their winning prize.
Meantime, the Bonok-bonok Maradjaw Karadjaw contingent of Surigao City represented by Surigao West Central Elementary School (SWCES) was named as 1st runner-up with P80, 000 cash prize. The 2nd runner-p was the festival from Cantilan town in Surigao del Sur, the Sirong Festival, that won a P60,000 cash prize.
Also, special awards for Best in Choreography with P20,000 cash prize and Best in Costume with P10,000 cash prize all went to SNNHS contingent. Furthermore, special award for Best in Streetdancing with P20,000 cash prize went to SWCES.
Consolation prizes amounted to P10,000 each were given to the non-winning contingents that include Bugkosan Festival of the Province of Dinagat Islands, Karawasan Festival of Bislig City and Dagkot Festival of Cabadbaran City. (PIA-Surigao del Norte)

mike durero February 28th, 2010, 05:29 AM @mike: iton sa left na rentable space amo iton ang location sa soon to open na Islands Seafoods resto. and by the way tood, tag confirm nan victoria spa na may coffeeshop sila na e open soon also at the prov. gym. so most probably that vacant/rentable space sa right side sa gym might be the location of victoria spa coffee shop. dont know lang when sila mag open but as i see it yesterday may nag trabaho naman sa suyod.

in the 80's , sa mga provincial meet kita pa ngani ko duna nag tiniil mu apil sa track and field.
