SURIGAO CITY, March 2 (PNA) -- Nacionalista Party (NP) standard bearer Manny Villar promised on Tuesday to focus on the three major problems confronting Mindanao, especially in the CARAGA Region which is among the poorest areas of the Philippines.

Arriving here from Butuan City later than scheduled due to bad weather, Villar said the region, specifically Surigao del Norte, needs national government attention to address the problems and living conditions of the poor of the province.

Villar identified the three major problems of the region as: the power crisis, peace and order, and poverty.

“Those are the three immediate problems that must be addressed by the national government,” he told a press conference at the Surigao City Airport, accompanied by his running mate Loren Legarda, Surigao del Norte Gov. Robert Ace Barbers, and Surigao City Mayor Alfonso Casurra.

Villar said poverty, the major focus of his advocacy, is considered to be worst in the CARAGA region, which also suffers from inadequate infrastructure, agriculture, education and tourism.

If elected president, Villar said his administration is committed to do what is necessary to enable the region to catch up with the national human development index.

He said Region 13 has much potential to enable the region to at least reach the level of the national average.

“But of course, it will need the total support of the national government. We don’t know how long El Nino will last so we have to tap all sources, including hydro electric. We have to first assess how big the problem is because there might still be other ways,” he said.

In developing Mindanao, the NP presidential candidate said the government must be prepared for higher demand for power.

“This is capacity versus demand, meaning, if consumption will increase, the lack of power will be magnified,” he said.

Villar also reiterated his opposition to give President Gloria Macapagal Arroyo emergency powers to address the energy crisis in Mindanao.

Villar said the President already has enough powers under the EPIRA law to solve the problem, a stand supported by Legarda who explained that what is needed is efficient management and full implementation of other laws related to energy.

Legarda cited the Renewable Energy Act that has yet to be fully implemented by the government which he said should not “interfere” in the power industry.

“What is clear is (the) power (industry) is best left to the private sector,” she added.

Legarda also said the government has not invested in a single power plant in Mindanao in the past 10 years, leaving the island to get power from the antiquated Agus Plant at Maria Cristina in Lanao del Norte.

Surigao del Norte, she said, has a rich power source in Mainit Lake which is environment-friendly which an administration under Villar can tap and explore.

As immediate solution, Villar sees the activation of two power barges in Mindanao and repair of the power plants.

”Of course, it will require big budget but if this power crisis will continue, we have to balance everything to solve the problem,” Villar said.

Aside from Legarda, Villar was accompanied by the NP senatorial candidates that include Satur Ocampo, Gilbert Remulla, Ariel Querubin (represented by son Ariel), Toots Ople, Ramon Mitra III and Adel Tamano.

The NP entourage attended mini-rally watched by more than 10,000 people including the local government officials inside the provincial sports complex gymnasium before visiting Siargao Island on board a chopper.

POWER SYSTEM UPDATE FOR MINDANAO
(from NGCP)

Available Capacity: 863MW
Peak Demand: 1,220MW
Reserves: 0
Generation Deficiency: 357MW

El Nino causing low water levels also contributed to the 60-80% reduction of the capacity of the hydro plants. Agus Plants are only running at 137MW out of a total rated capacity of 694MW while Pulangi Plant is running at 115MW out of the total rated capacity of 255MW.

its been 2 days with no brown outs, nabag-ohan na ako. gotten used to it already, na way kuryente. Dont know how long this will last.

The cell sites have standby power in case of brownout sin their area so di karajaw maapektuhan.

Not sure if you're asking if Cabadbaran is part of Surigao... it's part of Agusan Del Norte Mano... it's now a capital of the province. Pero 3 more municipalities from Agusan Norte before mag Surigao. :) Rumor lang man na akong nadunggan Mano 50 50 pa na sya... :)

power went out last night at around 6 pm, then came back at about 11 pm. One good thing that came about this evening brownouts is that we get together as a family in the sala and talk about a lot things, fool around with the kids, kind of family bonding.:)

power went out last night at around 6 pm, then came back at about 11 pm. One good thing that came about this evening brownouts is that we get together as a family in the sala and talk about a lot things, fool around with the kids, kind of family bonding.:)

Globe Office (beside the newly renovated BPI bldg) - hapit na sad natapos.

Mcdo Surigao (?) - i heared na na dsapproved daw kay ang nag franchise nagtukod daan ug building na wala mahaum sa design sa Mcdo. ingon nga, dapat before mag tukod ug bldg in accordance sa mcdo bdlg design. in short bye bye for now mcdo tungod lang sa bldg design. ambot unsa ka tinood pud but i guess tinood ni nga rason.

In hindsight, i have a suspicion that it was just the applicant who wanted to cut the tree but used its application for mcdo franchise as an excuse.:)

The city has obtianed a P25M loan from landbank to complete the material recovery facility (mrf) which was not included in phase I. also part of the loan is the purchase of 4 6-wheeler garbage trucks. I would bet congressman pons :) will inaugurate the landfill before he leaves the city mayors office.:)

its either the applicant does not know the process or they purposely did not intend to get the franchise. :) if you look at McDo stores, they seem to have a distinct building design especially for the 1st store or main store of localities outside MM.

pardon my skepticism but i dont think any sitting city councilor can really do something about this. again, airport development, management and operations remain the domain of the national government particularly the DOTC-CAAP.

Its summer time and the mining operations are on again. Maybe mining companies are ordering these new dump trucks.

Tourism officials are scrambling to help 24 Filipino tourists abandoned on the group's arrival in Hong Kong, giving the visitors free city tours while urging Manila to investigate the travel scam.

The tourists, who are civil servants from the southern Philippine province of Surigao, were stranded at the airport for six hours on Tuesday night after their supposed tour operator, Travel Connection-HK, failed to show up. The group realized the firm had given out a fake address and phone number.

Each individual had paid HK$4,000 for the five-day, four-night tour.

The Travel Industry Council of Hong Kong, which is assisting the tourists, believes their travel agent in the Philippines might have defrauded them.

Lawmaker Paul Tse Wai-chun assisted the visitors, settling them at a To Kwa Wan hostel on Tuesday. They have since moved to a Tsuen Wan hotel for the rest of their stay.

One tourist, called Lucia, said she has no money with her, and thanked Hong Kong tourism officials for their support. "We don't have any more money to spend in Hong Kong," she said.

TIC chairman Michael Wu Siu-ieng named three Philippine agencies involved in arranging the trip: Nickel Travel and Tour Agency, MMP Travels and Tour, and San Pedro Travel Service.

MMP Travel's Melissa Plabon said she transferred some 158,000 Philippine pesos (HK$26,723) to a "Johnny Liu" as payment for hotel accommodation.

A San Pedro Travel spokeswoman said she was asked by Plabon on March 5 to book th
e hotel for the group, but she canceled after Plabon failed to pay.

After the tourists' plight came to light, they were given free Macau ferry tickets and Disneyland admission tickets, and were asked to pay US$70 (HK$546) for their tour and accommodation, instead of the usual US$200.

The Tourism Board sponsored their lunch at The Peak yesterday as part of a city tour.

They are are set to go to Macau today and Disneyland tomorrow, before returning to the Philippines on Saturday.

"To show Hong Kong's hospitality, we have to [help] the tourists first," Wu said. "But we must charge them because we don't want to set a bad precedent for receiving stranded tours."

TIC executive director Joseph Tung Yao-chung called on the Philippine government to investigate the incident.

Philippine Vice Consul Val Roque said: "If this is indeed a case involving a tour operator, or an individual back home, then our investigators will be informed by the consulate to take action."

Tourism Board chairman James Tien said there should be better communications between the police and the board to help stranded tourists.

The Tourism Commission said it is highly concerned, and promises to improve its 24-hour report mechanism so that it can respond to similar incidents.

i remember the time when erap campaigned also here in surigao, since incumbent local officials are not supporting him, there was no gym "available" and erap has to conduct his rally in pantalan 2 - the then unfinished boulevard. :)

now noynoy also has to suffer almost the same fate but then the surigaonons came out in droves without any local politician organizing them - or making the usual hakot . :lol::lol:

when villar came here, tricycles carry orange flaglets - for a fee of course. :ohno: noynoy came and people carry yellow ribbons without consideration for monetary returns. :)

I know the owner of Nickel Travel and Tours, and have on occasion availed of their services. Ok man. tsk tsk tsk, this would be bad for her business.:ohno:

I dont think surigao is villar country just because he has local candidates. The same situation with Gibo, pero an ija local candidates ya mangampanya para sa ija, ila ra kaugalingon. no semblance of green movement here. basin kun mubisita na si gibo dire, amu pa mangawas.

Sorry sa gibo fans but the Matugases and Romarate are not doing anything for him, also there seems to be no private individuals supporting him here unlike noynoy-mar where the prominent members of the Surigao Chamber of Commerce and Industry are quiet visible in the local campaign.

Sorry sa gibo fans but the Matugases and Romarate are not doing anything for him, also there seems to be no private individuals supporting him here unlike noynoy-mar where the prominent members of the Surigao Chamber of Commerce and Industry are quiet visible in the local campaign.

^^ let me clarify what i mean by "private individuals" not supporting gibo kay basin ma-misinterpret. im referring to prominent local personalities who are organizing for his presidential bid. Villar is being carried by his local candidates and their supporters. Noynoy is banking on local volunteers led and organized by local prominent businessmen. Si Villanueva is being carried by the local christian churches. I dont know about Gordon, Erap, JC or Perlas.

The President on Wednesday vowed to ensure a peaceful turnover of power to the next chief executive on June 30, assuring critics that she would not stay a day longer in office.

Mrs. Arroyo said she would respect the nation’s democratic process and vowed to make way for the next president who would be elected on May 10.

Aquino, however, joined other critics in doubting Mrs. Arroyo’s sincerity.

“Do I trust what she said? I have not been trusting (Mrs. Arroyo) for a while now on what she says,” Aquino said.

Aquino said Mrs. Arroyo, after taking over the botched presidency of Joseph Estrada in 2001, had earlier promised that she would not seek office in 2004.

Mrs. Arroyo later reneged on her word and joined the presidential elections in 2004, winning over the late Fernando Poe Jr. in the most controversial and hotly contested electoral exercise in the country’s political history, including the “Hello, Garci” scandal where she was caught talking to an election commissioner about her votes.

Despite the President’s assurance of a smooth turnover, Aquino said the people must remain vigilant because Mrs. Arroyo has broken her promises before, such as the one she made on Rizal Day 2002 that she would not run in 2004.

“When we err, let’s err on the side of caution. Why should we wait for history to repeat itself?” Aquino said.

On the appointment of Bangit, Aquino said he would give the new AFP chief “the benefit of the doubt.”

The appointment of Bangit has raised widespread speculations that Mrs. Arroyo is plotting to derail the May 10 elections, then take the opportunity to remain president amid the ensuing chaos.

Mrs. Arroyo came under fire from critics who saw the appointment of Bangit, her former Presidential Security Group (PSG) chief, as a move to ensure the May 10 elections would run in her favor.

Bangit took over the command of the AFP from Gen. Victor Ibrado, who retired Wednesday on reaching the mandatory retirement age of 56.

Maj. Gen. Reynaldo Mapagu was appointed the new Army commander following the assumption of Bangit as the new AFP chief.

Bangit, for his part, sought to allay critics’ concerns on his appointment by denying charges that he was chosen by Mrs. Arroyo to help her stay in power.

Bangit vowed to keep the AFP out of politics and ensure the May 10 elections would be peaceful and orderly.

Despite the assurances of Bangit, Aquino said he was not totally convinced.

Although the President has the right to appoint the AFP chief, Aquino said Mrs. Arroyo should have done better by appointing someone who is not closely identified with her.

“In that sense, give us a legacy or at least give the appearance of neutrality given the importance of this transition,” he said.

Aquino said the appointment of Bangit stirred more controversy since the “Hello, Garci” wiretap scandal that involved Mrs. Arroyo and some high-ranking military officials in the alleged cheating in the 2004 elections remains unresolved.

“Then you put in someone (at the AFP helm) closely identified with the administration,” he pointed out.

Aquino said Mrs. Arroyo was apparently not concerned about the legacy she would leave as leader of the country because of her choice of the new military chief as well as the energy crisis in Mindanao.

“We (are supposed to) have a transition, (so) she should be managing as outgoing president. But once again and consistently, she chose to advance her own interest,” Aquino added.

With close to nine and a half years of leading the country, Aquino said Mrs. Arroyo should be thinking about the country’s stability and her legacy.

“Perhaps we should even be more worried if there are other changes, (if) people not due to retire are retired or advanced to inconsequential posts. That should make us (apprehensive),” Aquino warned.

SURIGAO DEL NORTE , Philippines — Liberal Party (LP) standard-bearer Sen. Benigno “Noynoy” Aquino III said he was not really threatened if Filipino boxing champion Manny Pacquiao would campaign for his closest rival, Nacionalista Party (NP) bet Sen. Manuel Villar Jr.

Villar had earlier announced that Pacquiao would be his ace against Aquino’s popular sister, Kris Aquino-Yap, a known crowd drawer.

“Why would she need to be pitted against someone when she had only joined me once so far,” Aquino said.

He said Villar was a copycat and could not come up with original campaign ideas.

Aquino and his running mate, Sen. Manuel Roxas II, expressed gratitude for the warm response they were receiving everywhere they went, even without celebrities. He said the motorcade to the rally site was not planned but people lined the streets upon hearing their interview over the radio.

“I get uncomfortable when they kiss my hand and sometimes when they ask to pose for a photograph with me. Some probably do not notice anymore that their hands are already on my butt,” Aquino said laughing.

He said he was enjoying the crowd but the campaign sorties were physically punishing and television interviews, rallies and motorcades sometimes take a toll on their health.

Aquino said he was suffering from a bad cold and could not fly for a few days, while Roxas had flu and a bum stomach.

Roxas said he was thrilled to see that people went out of their homes to see them even if they came without celebrities. He emphasized that they have not spent more than their rivals but were happy that they remain frontrunners.

“That’s the surprising thing. It’s not our primary agenda to (have a motorcade) but the people came out. Who would expect that?” Aquino said, adding that they did not have to give advance notice of four days, like what other candidates would be doing.

“What else can we ask for? But of course we are after the dedication and zeal to continue until Election Day to ensure victory,” he said.

Aquino said they were touring local radio stations, cable television and other media to broaden their reach because they could not possibly meet personally with more than 50 million voters in 90 days.

“We are quite contented with what we are doing. Based on the people’s response I think they have understood our message. What else can we do? Maybe there are things that we would have to entrust to God. So far, whatever shortcomings we have are being filled by people who have faith and belief in us,” he said.

same here, im curious too. i saw the streamer this morning. i think its the building on the top na tag stop bitaw nan city kay wayay ECC na dapat hotel gani sija. newly painted naman gud ang building and it has a perfect view i guess sa city.

indeed, that is the one - the tall building on top of the hill. i believe they also have problems before with building height clearance from ATO, maybe it was cleared already including the ECC that is why they are now set to open.

i don't know exactly, i have never been able to see the place lately.

well if our building and zoning officials are up to their jobs then i suppose parking area is a requirement for their is a corresponding ratio between commercial space and parking area under our building code. :)

i beg to disagree! siguro dili lang gusto ang owner na mag loan just to finish the whole development thus slowly but surely ang ila system kuman.

it's in the local newspaper here na GIBO is now in number spot sa latest survey conducted by another company. limot ko sa name. pero the survey conducted nationwide. number parin si villar. dont know lang how credible that compnay is. but according to them the survey conducted in a more wider scope compared to SWS, PULSE ASIA AND TNS na more or less 1,000 plus ra ka respondents while ang ila more than 5,000 people nationawide. yun nga lang first heard that group nga nag conduct ug survey.

Mayor Pons Casurra conferred the Medal of Excellence to The Outstanding Students of Surigao (TOSS) 2010. The search was initiated by the Junior Chamber International Surigao Nickel through 2010 Exec. Vice President/ Project Chairman-TOSS JCI Mem. Joel R. Ensomo and 2010 President JCI Mem. Andrew Buniel.

TOSS 2010 was officially launched last Jan. 15, during the 51st Induction & Turn-over ceremonies of JCI Surigao Nickel at Hotel Tavern which was also attended by Mayor Pons.

The Search for ‘The Outstanding Students of Surigao’ aims to give due recognition to the exemplary achievements of the students who excelled both in academics and extra-curricular activities in and off campus. Also, this aims further to motivate them to strive harder to attain their paramount objective and be a role model in their respective communities.

For this year’s 26th edition of TOSS, there were 14 Private and Public High Schools in Surigao City and Surigao del Norte who participated, with a total of 23 Candidates who submitted their scrapbooks and undergone the IQ Test and Preliminary Interview last Jan. 31, 2010. Only 18 qualified as Finalists and undergone the Final Interview and Talent presentation last Feb. 14, 2010. After thorough evaluation, of the 18 Finalists, only 14 made it as TOSS 2010 Awardees. The Outstanding Students of Surigao are as follows:

hmmm depende siguro sa imo gusto but i think that VIEW Resto of Borton's Bed and Breakfast is a great place. try ko kaya one of these days.

Theres a team in the IT and mayors office who are assigned to post updates on what the city is doing pero inday ton dila. I dont want to sound like a propaganda mouthpiece of the city just like those paid radio commentators:nuts:

Waya pa but if you are interested to organize one, we can help you and sponsor a new chapter there. You need a minimum of 25 young professionals (ages between 18 - 40), male and/or female (the Surigao jaycees are all male fyi)

We tried to have The Outstanding Students of Siargao (TOSSI) but it was only a one time activity because we could not sustain it due to the distance of siargao from the mainland. hopefully if you can organize then you can continue the project.:)

As correctly pointed out by @boknot thats the job of the building inspectors pero to make it short, they are not doing their job. its also a source of sideline for some. but then again the top is also not breathing down on this inspectors and so on and so FAR ...:nuts:

1.Start with a balance budget that is fair and equitable to all LGU departments.
2. Reduce and professionalize the JOs. Let the HRD handle their appointment strictly on the merits and not leave the department heads or division chiefs have their own choice of JOs.
3. streamline, discipline and professionalize the regular employees.

With just the above activities, dako na na-kaisaban mahitabo sa lgu.

^^march 26. you will notice that all the campaign speeches will focus on "serving the people" but improving the lgu bureaucracy is also serving the people but no one mentions that. even the candidates for the council or board do not mention about their primary function of legislating but they talk as if they are also local chief executives with their promises of projects, etc.:bash:
