rally May 17th, 2010, 04:00 AM For all the glitches and irregularities in the automated elections, personally i believe that the reason for the electoral victory of the Matugases and Romarate is money. Gorgod is an example of how you can win an election through money alone. I have nothing against him, the rest of the winning candidates (and even the losers) also forked out money but just to illustrate, Councilor Gorgod did not campaign the traditional way, he had minimal or no posters, tarps, flyers, stickers at all. even his own car did not have a single campaign paraphernalia on it. He is not exactly the most competent and effective councilor judging from his performances in his past 2 terms and yet he landed in the top 5. He probably learned this lesson in the past two elections that what matters most is the money. I expect that other elective officials will also realize this and accordingly make the necessary adjustments in the 2013 elections.:ohno:
You also have the teramaro case, who did not even personally campaign. In some instances his campaign speech was recorded and played to his supporters. He was so scared of alleged threats that very few people saw him during the campaign. His convoy of vehicles include armored cars of the AFP for gods sake.
It was really a battle between MONEY and the SURIGAONONS. unfortunately Money won.
Oh well, its a done deed. Lets move on and hope for the best.

It may be a noble undertaking but based on the feedback of Naga City Mayor Robredo (which operates a city hospital) it may not be a sound invest for a small lgu. Unless you are like Makati, or Davao or Cebu. It will drain daw the reosurces with minimal returns.
But if he can do it, why not? an delikado dili masustain. just to give you an idea, the working budget of surigao city is only around P280 Million as compared to Makati whihc is around P7B.

finally had lunch there today @ islands resto. food is not expensive and it is ok considering that it is not fast foods. :D i still like gateway's cooking 'though. sir rally: our waiting time was rather brief around 15 minutes but there were only 4 tables then occupied.
we can actually use the place as coffee shop during off meal hours. they have wifi and their brewed coffee is fairly decent: its thick and rich. they also have several choices capuccino, espresso, etc. like in a regular coffee shop.
we can also use the place as bar. according to the waiter on duty they have live acoustic performers fridays/weekend (with side comment: ambot lang sir kung madayon). 1 san mig light is P50 and a set of five is P240. :)

correct me if im wrong but this building was originally designed as a shopping center with escalators, etc. sayang kung natuman lang ang original ngaplan mas bibo tana diha nga area and that school could have been located outside the city or find other location where it suited most. IMO!

i believe the building is owned by the city government. so whoever comes first with a lease offer gets to occupy the area. they even constructed it by floors to make it cost effective pending occupancy offer(s).

unggoyan May 20th, 2010, 05:08 PM finally had lunch there today @ islands resto. food is not expensive and it is ok considering that it is not fast foods.

rally May 21st, 2010, 03:34 AM i believe the building is owned by the city government. so whoever comes first with a lease offer gets to occupy the area. they even constructed it by floors to make it cost effective pending occupancy offer(s).
this is correct. the proceeds of the lease of the 1st flr was used to finance the construction of the 2nd flr by using the rentals as the payment for the loan amortization. The same with the 3rd floor which is likewse being financed by the rentals thereon.

the nonoc refinery has some very serious investment problems beyond the local government's capability to resolve. if only the problem is in the local level, i believe it should have been solved long ago.
the mineral reserves their is continually being mined to date but the probability of a new plant coming in to process that is still bleak from what i gathered. maybe the island will just end up supplying the sumitomo plant that will soon rise in claver in the next 2-3 years.

BULLDOG May 23rd, 2010, 04:19 PM SC nullifies law making Dinagat Island a province

MANILA, Philippines -- The Supreme Court affirmed its decision nullifying a law that created the province of Dinagat Island in Mindanao and voiding the election of provincial officials during the 2007 polls.
In a May 17 full court decision, the high tribunal through Associate Justice Diosdado Peralta affirmed as unconstitutional Republic Act No. 9355, which created the Province of Dinagat Island.
Dinagat Island is located northeast of Mindanao and is on the south side of Leyte Gulf. Until its creation as a province in December 2006, it was part of the province of Surigao del Norte.
The court denied the motions for reconsideration filed separately by the Office of the Solicitor General and Dinagat Island Governor Geraldine Ecleo Villaroman as it upheld its original ruling dated Feb. 10, 2010.
The Supreme Court maintained that Dinagat Island failed to comply with the requirements of population and land area under the Local Government Code for it to become a separate province.
It said that Dinagat Island did not meet the land area requirement of at least 2,000 square kilometers since RA 9355 itself stated that the province only contained “an approximate land area of 802.12 sq. km.”
The province also did not meet the population requirement of not less than 250,000 inhabitants as certified by the National Statistics Office (NSO).
The high court said a census conducted by the NSO showed that Dinagat Island only had a population of 106,951 as of May 2000.
“In fine, RA 9355 failed to comply with either the territorial or the population requirement for the creation of the Province of Dinagat Island,” the Supreme Court declared.
“The Constitution clearly mandates that the creation of local government units must follow the criteria established in the Local Government Code. Any derogation of or deviation from the criteria prescribed in the Local Government Code violates Section 10 Article X of the Constitution,” it went on.
Three residents of Surigao Del Norte filed a taxpayers’ suit questioning the constitutionality and legality of the creation of a separate Dinagat Island province, claiming this deprived the people of Surigao del Norte a large chunk of its territory, internal revenue allocation and rich resources from the area.
The Dinagat provincial government hopes the SC would reconsider its ruling.
Dinagat Island Vice Gov. Elvis de la Merced said a second motion for reconsideration had been filed before the SC.

if you take the roro its 4 hrs from surigao city to dapa or about 2 hrs with a smaller fast craft. from dapa you take a van or jeepney to gen. luna for less than an hour. :)

from what i gathered from the LGUs previous materials on the project, it is the philnico who is the developer of the ecozone and eventually the operator. the LGU only owned the lot proclaimed as ecozone which is presently covered by a lease contract.
from conversations with philnico reps before, they say that the operation and development of the ecozone is anchored on the re-operation of the nickel refinery as the primary locator with other allied target industries coming in later.

guys, IMO, di pa tapos ang laban. waya pa an result sa 2nd motion na tag-file nila. if the result is still the same, malamang may special election na mahitabo. and if that happens, there will be a chance that Ace Barbers will become re-elected as the governor of the province (with the inclusion of Dinagat Islands) and a new congressman of the 1st district might be coming from the defunct province. as we all know, Dinagatnons, which have more votes than Siargaonons, are not that friendly enough to the Matugas Family of Siargao.here comes again the feud between two islands as to who will reign in power, the Siargaonon or the Dinagatnon. in my own opinion again, it would better if separate district na lang an Dinagat para jaoy ila lain congressman. just an opinion.

^^ it lacks better aesthetics i would agree. but those residential houses in the right side are not squatters. they have valid claims having settled in the area long before the boulevard was developed. the best thing for the city to do perhaps is come up with a uniform design for the houses there just like a dutch harbor. they can bankroll it at first then let the residents pay the development on a long term as a soft loan or socialized housing scheme. in this manner there are no displacements, no human rights violations and no laws broken. :D
maybe the new admin, with the mayor being a real estate developer can do something about this.

socialized housing but condo style with at least 3 to 4 stories buildings like tenaments in Metro Manila ug bawal mag sab-it nan hinayhay sa atubangan (labina mga lampin ug panty ) pwede na. But they should bring more on commercial establishments because that area has big potential to boost up business like resto & bars plus mall and more hotels because scenic beauty of the place.

boknot May 26th, 2010, 06:46 AM socialized housing but condo style with at least 3 to 4 stories buildings like tenaments in Metro Manila ug bawal mag sab-it nan hinayhay sa atubangan (labina mga lampin ug panty ) pwede na. But they should bring more on commercial establishments because that area has big potential to boost up business like resto & bars plus mall and more hotels because scenic beauty of the place.
^^ definitely its going to be multi level given the small lot area. but unlike other boulevard development where it is really for commercial purposes, the surigao boulevard would end up as a mix use project considering the prior existence of coastal residents who have valid claims/applications on the area also.
if i remember it right, the boulevard was primarily conceived as a shore protection or seawall during the time of mayor goding with its initial development in the late 80s. the tourism and commercial component came in as an added option with the wide area reclaimed afterwards. i still dont know if the city has already settled several claims that ran in conflict with the reclaimed area and whether they have already secured the title for the lots therein. unless those lots managed by the city will have valid patents then they will have problems promoting the area for direct investments.
gud pm surigao...........how is it true that our new mayor has a plan to put a plant of canning near brgy canlanipa?

^^ welcome to the surigao thread white ranger. pacemco has proposed plans for the construction of a new port in arellano district near brgy. cagniog. i still dont know what is the present status of such project.
Gaisano still rumors, canning plant haven't heared about it.......davao central & citi hardware still in the dark as far as i know......wet market transfer no idea.....airport renovation not in the priority list & it is under DOTC.....coastal road no complete idea.

^^ if a cannery will indeed push through then that would be a welcome development. i have seen the city's development plan including their land use and physical plans, what i see in the canlanipa area is the pending development of a fishing port. maybe the proposed cannery will be integrated there.
surigao strait and its outer waters is part of what they call the "tuna migration route" with the sarangani bay area as its spawning ground. hence the tuna caught here in our waters are smaller from those caught in the sarangani bay area. from what i gathered from previous trips in the gensan fishing port, the tuna are now going farther off shore into the indonesian waters where most of their catch actually comes from. comparing the distance of the proposed cannery from its raw material source vs. those canneries already located in gensan may pose serious viability problems. however, like i said, if the project pushes through then that would be great for surigao.
gaisano as what ive seen near terminal kung wala ko masayop mura mag gapatag na cila ug lupa............i think the materials was already there...... and soon if davao central and citi hardware well also realize near in that area it will be the bussines center of surigao......
this would be great if it will push through. that area along the national highway near the terminal is one of the city's proposed urban expansion zone. the present earth moving activities near the terminal area however is not for mall development but for a housing subdivision project. :)

the coastal road connecting surigao city to davao is actually already existing but concreting has yet to be completed. at least on the side of Surigao del Norte up to claver, its already complete. on the surigao sur side, almost completed na sad. I dont know about the rest of the areas.

the coastal road connecting surigao city to davao is actually already existing but concreting has yet to be completed. at least on the side of Surigao del Norte up to claver, its already complete. on the surigao sur side, almost completed na sad. I dont know about the rest of the areas.
They have started the road widening of the Noventa road. When I passed by the area 2 weeks ago, they are almost half way to the highest peak, the former PNP detachment. Grabe na kahawag ang bukid although dili ni concreting, widening lang. You will no longer be afraid driving up in the Red Mountain.
On the Surigao del Sur side, work is underway now at Nasipit, Adlay, Carrascal area. Grabe ka lapok ang dayan approaching Adlay but I guess its just temporary inconvenience.
With the pace the work is going, the concreting of the roads in the Surigao del Sur side will be finished before Christmas.
Also, work will start, on the Murcia section of Lanuza, Surigao del Sur sometime this year. This is the only remaining uncemented portion between Carcanmadcarlan area and Tandag. Hopefully if these two projects in Sursur will be completed, only the Noventa boundary will remain as the uncemented portion of the Surigao-Davao coastal road.

^^ as long as the private sector puts in the necessary investments. :)
the city's expansion has long been in its plans and i believe that is the reason for the location of the present bus terminal away from the urban core. some friends conducted initial scoping for investment purposes along the national highway were we found out that the city has already zone the sides of the national highway along that vicinity, as far as 50 meters inland, for commercial zone development as early as in the mid 90s. there is a draw back however since the large properties here are controlled or owned by only about a couple of families who puts in a high price discouraging would be investors to come in.
investments all boils down on the location and the price of real property. the prices here in surigao is probably the highest in the region and even more expensive than butuan.

Phoenix-based mining firm interested in Surigao project
ONE OF the world’s largest miners, the Phoenix, Arizona-based Freeport-McMoRan Copper & Gold, Inc., has expressed interest to invest as much as $5 billion in a mining project in either Kalinga or Surigao del Norte, a Mines and Geosciences Bureau (MGB) official said.
“Freeport-McMoRan is willing to invest as much as $5 billion in the Siana gold project in Surigao del Norte, which is operated by Australian miner Red 5 Ltd.,” Edwin G. Domingo, MGB director, told reporters late Friday. The firm is also studying the Batongbuhay mine in Kalinga.
Mr. Domingo said Freeport-McMoRan Executive Vice-President for Exploration David W. Potter met with him and Department of Environment and Natural Resources (DENR) Secretary Horacio C. Ramos two weeks ago over the Siana gold project.
“The amount of investment will mainly rely on the results of drilling in the site, and Mr. Potter said they are willing to invest as much as $5 billion, which is almost as big as Xstrata Copper’s $5.2 billion investment in their Tampakan copper-gold project in Mindanao,” he said.
The Siana gold project in Surigao del Norte is already in the construction and development stage and is expected to start mining operations anytime soon, Mr. Domingo said.
Meanwhile, Mr. Domingo said Philex Mining Corp. has allocated P200 million to P300 million for exploration projects this year.
“Philex has a budget of P200 to P300 million this year for exploration projects. They have properties in Southern Negros and Zamboanga,” Mr. Domingo said.
The government official added there was a possibility of LG International Corp. forging a partnership with Philex Mining in one of the latter’s projects.
Meanwhile, Mr. Domingo said an investigation team was sent last May 26 following the suspension in November of the environmental compliance certificate of Intex Resources ASA over its Mindoro Nickel Project. “The DENR has created and mobilized an investigation team, and results of this are expected by June 4 at the latest,” Mr. Domingo said.
The government suspended the environmental permit of Intex after local government units in Oriental and Occidental Mindoro picketed DENR’s office in Quezon City.
The local governments claimed they were not consulted on the mining project’s impact in their respective communities.
“Intex doesn’t have any problems with MGB with regards to permits and other papers, so after the DENR has resolved the issue, there are no further problems with their mining operations,” Mr. Domingo said. -- Kathleen A. Martin
mike durero May 31st, 2010, 02:30 AM Mining inflows hit $2.9-billion of as of May
By MELODY M. AGUIBA
May 30, 2010, 11:05am
Cumulative investments in the mining sector already have reached $2.885 billion as of May this year and are expected to hit $4.314 billion investment by the end of the year and $13.581 billion by 2013, data from the Mines and Geosciences Bureau (MGB) showed.
The $2.885 billion figure represents the cumulative investments generation since the government embarked on a revitalization program for the mining sector in 2004, the MGB said.
From only $200.5 million mining investment in 2004, MGB record showed investments rose to $457.15 million in 2005, dropped to $190 million in 2006, and then up sharply to $708 million in 2007.
By 2011, mining investment for the year is projected to reach to $3.416 billion; 2012, $3.86 billion; and 2013, $1.99 billion.
For this year alone, MGB said that five projects under the construction and development stage would bring in $892.17 million in additional investments.
Major investments include the Sumitomo Metals high pressure acid leach project in Surigao. The company has allocated $800 million for the project construction this year Another project under construction is Siana Gold Project of Red 5 with $65 million as it just signed a contract with for the development in the Surigao del Norte site. The three other projects under construction are Iligan Ferronickel Smelter plant, $12 million; Manticao Ferronickel Smelter Plant, $7 million; and Didipio Copper-Gold in Nueva Vizcaya, $7.35 million.
Other mining investment sources for this year are 17 mining projects, which are on their various stages of development.
There are also 19 other priority exploration projects. Projects under the feasibility-financing stage are also expected to boost investments in the mining sector.

^^ its always like that, we consumers would always wish to have lots of choices, bigger stores and all, but on the investment side, its always the market that matters most. not unless our population in the province would hit 500thou and that of the city around 200thou or more, malls and mcdo would remain a distant reality for our city yet, esp. so that we are not a regional service center.
any idea sir what commercial activity would philtrust put up in that new building or it is just an extension of their residence/hardware??

SC_00 May 31st, 2010, 08:44 AM ^^ its always like that, we consumers would always wish to have lots of choices, bigger stores and all, but on the investment side, its always the market that matters most. not unless our population in the province would hit 500thou and that of the city around 200thou or more, malls and mcdo would remain a distant reality for our city yet, esp. so that we are not a regional service center.
any idea sir what commercial activity would philtrust put up in that new building or it is just an extension of their residence/hardware??

^^ hehehe so it will be more of the same. :)
By the way, i was given (for reading only) a copy of the profile of the proposed 100 ton tuna cannery in Canlanipa. the FS was done by Japanese national. What can i say like all proposals, it looks good on the paper with the promised opportunities attached thereto. The plan includes a commercial district.
The first sign that this will push thru will be the site acquisition. Lets wait and see.
^^ where exactly in canlanipa are they planning to put this up?? i checked the city's cadastral maps before seems like there are not enough large tracts of land in that area, most are individually-owned in small parcels. :)
i would presume the plan would include the putting up of a port hence they will do some reclamation works and there will be lots of households in the coastal area that will be affected.
but like you, i will just wait for it to happen. :D

^^ well nobody's in a hurry, our time will come - sooner or later. most likely later as long as our landed families and local businessmen continue to maintain the same wait and see attitude then investments will be slow. :D

BULLDOG May 31st, 2010, 01:01 PM ^^ as long as the private sector puts in the necessary investments. :)
the city's expansion has long been in its plans and i believe that is the reason for the location of the present bus terminal away from the urban core. some friends conducted initial scoping for investment purposes along the national highway were we found out that the city has already zone the sides of the national highway along that vicinity, as far as 50 meters inland, for commercial zone development as early as in the mid 90s. there is a draw back however since the large properties here are controlled or owned by only about a couple of families who puts in a high price discouraging would be investors to come in.
investments all boils down on the location and the price of real property. the prices here in surigao is probably the highest in the region and even more expensive than butuan.
That's the reason why no big investors wants to invest in our city because of very high real property price...........kon madajon an Gaisano sa Cabadbaran as planned I don't think that place is better than Surigao :ohno: but Gaisano would rather put up there because Surigao is very close ang they can catch the same market with lower cost.
giswhiz May 31st, 2010, 03:21 PM mas lugi siguro ang gaisano sa cabadbaran kay di man moabot didto ang taga isla... from province of dinagat, siargao and leyte...

really! if indeed they will put up in cabadbaran then i wonder what their base studies are?? :D
in the late 90s around 1998-1999, gaisano hired researchers and market analysts to do initial viability studies of cities in mindanao for their expansion plans. among other places, those visited are pagadian, butuan, surigao, tagum.
what i learned from that activity is their minimum requirement for mall development is a lot area of at least 5 has. and centrally located or accessible and a provincial population (catchment area) of at least 500 thou.
the butuan project was validated and surigao did not qualify back then on the population side with only 120 thou people and the SdNs total is less than 500thou. moreover the cost of real estate here, particularly along the national highway near the terminal was very high. cabadbaran has a little more than 50thou population if i am not mistaken so i really wondered how gaisano decided on that project. :):) cabadbaran also does not have any influence on population movement coming from our province except as "bladder stop" on the way to butuan. unlike surigao which really provide the services for the whole province, portions of southern leyte, surigao sur and even their people from agusan norte who prefer using our ports than that of nasipit.
one technique of coming up with an indicative view of a city's or a town's local economic dynamics and purchasing power is by observing the daily activity in the public market. ours here is definitely more vibrant than that of cabadbaran. :)

Not necessarily, when Jollibee opened up in BXU for the first time, a lot of Surigaonons including those from the island made weekend trips with the family just to eat there.
But then again the regional offices are in BXu so they would still prefer BXU than Cabadbaran considering those who have transactions there. but family weekend trips, cabadbaran will do.
