if i become the governor of the state of caraga, i will build steel bridges connecting Day-asan , Nonoc Island, and Dinagat Island. This zone deserves expensive infrastructures such as steel bridges because of millions of bucks that goes into the government coffers from the operating mining companies in the area. Siargao will have its own international airport and a barge connecting Hayanggabon, Socorro and Dapa City, where Mike is the future mayor. :banana::banana::banana:

bitaw bai..connecting dinagat to the mainland mindanao will boost our tourism and mining industry complementing each other. I tried to look at the google map, tried to measure how long is the nearest island in surigao city to nonoc would cost us twice as long as the san juanico bridge about 3km of length.....ato jaon pangajuon kang noynoy.:lol: yaeks!..mura sad sajun..hahaha

yup, the san juan roads is almost fully concreted na ba? anyway, they should identify collection roads, minor roads and a major road that will connect to rizal,.

comments ani:
1. some roads were not fully implemented like in that big block in narciso to navaro
2. they should made a big cul de sac in that end portion if p reyes st. and be connected to nueva road still wala pa makita today.
3. proposed roads in that part of brgy luna must be indicated in the plan that will connect to the main highway. It seemed that those roads were just based on the existing.
3. they must also reflect in the map that part of barangay sabang, lipata,and rizal to mabua.
4. at this time they already made the initial plans for the development of the reclamation area in san juan.

^^ so surigao has a land use plan after all. but the traffic problems we have stems from the fact that the SP enacted a traffic ordinance without an existing traffic management plan. so where exactly did they based those existing traffic policies makes me wonder. :D

just lately, to my surprise i wonder why there was so much traffic along narciso st. near philcom and dbp. i found out that they closed the portion of narciso st. near pilot school and ssct, as a solution daw, to traffic congestion in that area during school hours. hehehe well they succeeded in just moving the congestion further away in the nearest intersections of the closed road portion.

rather than closing it altogether and giving discomfort to children hauling their school bags very far from the school gate, they should have implemented instead a one way traffic scheme on the area. which way to go one way can be solved by conducting a traffic count to determine the heavier vehicle volume in which direction.

hehe..Uman Mike maghire kaw nan imo staff? Hiring a City Architect, who is a regular employee, entails hiring two or more staffs under him, who are again another regular personnel. Unless the city will just implement lateral transfer of two or more personnel coming from the CEO instead of hiring new ones, the City Architect could not function effectively if he is just alone.

I guess the Office of the City Architect is a separate office, it is not under the City Engineer's Office. ambot kung kabalo ba ni si mike nga naa jud conflict ang trabaho sa civil engineers ug sa architects. medyo ang PICE ug ang UAP ra ang makasabot ani.

under the present organizational structure of the city, the city architect is under the CEO pa. The "war" between the PICE and UAP is of public knowledge. I issued an opinion in favor of the UAP when this matter was presented to me back then.

our proposal back then was to separate the Office of the Building Official to be headed by the city architect.

Hey! finally! been wanting to do this before, salamat karajaw SC. this has not been upgraded to truly reflect the as built situation on the ground. also a lot of lot owners disregard the zoning ordinance causing conflict with the lgu.

^^ from the label being suburban zone, if my physical planning concepts still served me well :), that area will function as a future urban expansion zone or one which would absorb urban expansion.

putting a new airport there may not be a good urban planning initiative since it will eventually be overtaken by urbanization in the future. much like the rationale why the old land transport terminals were transferred far off the CBD.

but that is my opinion only. :)

whatever the set up is, the most important thing is that the building officials should observe professional ethics and exercise prudence in their respective jobs. no red tape and whatsoever. they should protect the interest of the city and not their personal interests.

geographically, surigao city is a city of islands and rolling hills. its flatlands are limited and are not ideal for building a longer/larger airport.for our city, a perfect option for a larger airport is to build it on a plateau or rolling hills like in Cagniog. another option is to reclaim the sea but it's too expensive and impossible for a not-so-rich city like Surigao. An example is Hong Kong's Chek Lap Kok Airport which is built on a man-made island. The airport is linked to the mainland by a cable-stayed suspension bridge. Mactan Airport is somewhat similar in nature though it is not built on an artificial island but rather on a natural island strategically linked to cebu and mandaue cities by two bridges.

^^ hehehe well said. but our building officials, when they go out on inspection and discover an on-going construction would rather facilitate the permit and even the making of building plans themselves instead of issuing orders to stop construction. they are more like "commissioners" (asking commissions :)) rather than inspectors.

maybe this new admin will do better curbing their illegal activities. i hope so. :D

^^ the hills in silop/cagniog area would be a better option. forget about reclamation. it took the city more than 20 years to complete that shore protection project and boulevard with just that little area to reclaim and the scouring continues to date.

even mactan airport was initially built and used by the americans during the vietnam war to provide logistics support for their bombing runs. so in a sense cebu was just lucky for they are given with a well-located airport when the americans left compared to the old location in lahug.

Amen to that. personally, i think our building inspectors lack the technical know how about their work, their enforcement power, what they can and cannot do. thus the proliferation of informal settlers. plus they need the firm backing of the powers that be kay mag uno man kun mag strikto sila tapos taod taod makadawat ra nan note or tawag gikan sa mga pulitiko.:bash:

thanks for the info @ boknot. i forgot that it was a former air base of the US. thought it was a totally new structure built on the island and concept copied by Hongkong's Chek Lap Kok Airport and Osaka's Kansai International Airport. We Filipinos really have to thank the Americans for we have taken advantage on their left overs:Mactan Air Base, Subic Naval Base, Clark Air Base, among others.

the kansai airport of japan by architect renzo piano is a great example of artificial isolated island intended for airport.:cheers:

Panahon pa ni Mayor Navarro may long term plan na para sa Surigao City's future development but sad to say it never realized because of 2 shameless reasons: (1) bad politics :bash: (2) so much corruption :bash: kon mawaya ton na bad habits nan ato mga local leaders for sure we will grow up slowly but surely ^^

bitaw bulldog, its the most widely used type of chairs and readily available sa market ang monobloc chairs..taste matters most in the food rather than the furnishings for them..they should have treated it equally.

IFC investing in nickel exploration project

THE WORLD Bank Group’s International Finance Corp. (IFC) will invest about C$2.1 million in Mindoro Resources Ltd. to support the company’s nickel exploration project in Surigao del Norte in northeastern Mindanao that is expected to provide jobs and state revenues once a mine is developed, IFC said in a statement yesterday.

Mindoro, a Canada-based mining exploration company, will use IFC’s investment to explore for nickel in the province’s Agata municipality.

Besides the one in Agata, Mindoro has another nickel project in the towns of Mainit and Malimono in the same province, as well as copper and gold exploration projects in Batangas in Luzon.

"We are excited to be making IFC’s first mining investment in the Philippines in over 20 years and believe Mindoro has the potential to make the Agata project a success," the statement quoted William Bulmer, IFC global head for mining, as saying. "This investment continues our strategy of supporting early stage exploration companies with financing and advice so that countries can maximize the economic benefits of their natural resources."

IFC said it will work with the company to ensure that exploration and any subsequent mine development will be carried out in an environmentally and socially sustainable manner.

"IFC has a long track record of successfully supporting junior exploration companies around the world and we welcome them as shareholders in Mindoro," the same statement quoted Mindoro Resources Chief Executive Officer Jon Dugdale as saying.

"We look forward to drawing on IFC’s guidance and expertise to help ensure that progress at Agata follows recognized best practices for the mineral exploration industry, the environment, and for working with local communities."

IFC offers its mining clients in developing countries a broad range of financial and advisory services throughout the mining life cycle.

Through its early equity investment program, IFC assists exploration stage companies such as Mindoro Resources with financing and advice on best practices in environmental and social management.

Gov. Sol Matugas serious in curbing illegal drugs

Butuan City (15 July) -- Governor Sol Matugas recently made known her commitment to put an end to the proliferation of illegal drugs in the province in spite of the fact the said underground industry flourished under the protection of syndicates. She revealed her official stand after being asked by a member of the local media during the "Kapihan sa Kapitolyo" held on June 9, 2010 at the Provincial Convention Center, this city.

During an open forum, Jun Lira of Caraga Aksyon Balita asked the lady governor if she had the commitment and political will to unmask and bring to a court of justice the brains behind the said drug syndicates and their protectors composed of law enforcers and some high-ranking LGU officials. Lira wanted to elicit from the chief executive a definite reaction given the fact that it was very risky and dangerous for her to touch the said drug syndicates and their protectors which were all capable of staging reprisals.

In her usual soft-spoken self, Gov. Sol Matugas assured everyone who attended the forum that she really meant business in stopping the drug menace in Surigao del Norte.

"Political will, I have it but I cannot solve this alone without the close coordination of the concerned agencies and the cooperation of the community," Matugas emphasized.

She expressed apprehension on the unabated proliferation of illegal drugs which even invaded both the private and the public schools.

"This drug menace is a universal concern, an age-old problem and this has got even into the schools," she observed.

She proposed that random drug testing should be conducted in schools by the Department of Education as one of the preventive measures. Another proposal was to strengthen the prosecution which must be "imbribable or incorruptible" to ensure that suspects will be brought to a court of justice.

To achieve this, the governor said she will come up with a briefing and a dialogue with PDEA personnel and make an action plan involving all concerned government agencies and the community. She told the media that she will also tap the help of the PNP, through the newly-installed provincial director Police Superintendent Ruben Delos Santos.

In the same forum, Surigao del Norte Prov’l. Director Police Superintendent Ruben Delos Santos informed the governor that he was still on the process of formulating a plan in coordination with the Philippine Drugs Enforcement Agency (PDEA) and was also scrutinizing the operational plans of the former provincial director against illegal drugs.

"The PNP is very serious on solving this problem and we are extending our efforts to the concerned agency which is the PDEA," Santos said.

Notoriously known for being on top of the list of provinces in Caraga Region with cases involving illegal drugs, Surigao del Norte for now may be in for the real thing as Governor Sol Matugas has vowed to find a solution to deter or eventually stop the said lingering menace in our province. our so called "private sector" here loves to ride on the freebies provided by the government. they will just harvest the fruits.

Dont worry boknot our alumni homecoming is all set on sept. 4 at the provincial gym.:)

regarding runway sa surigao airport:

In brgy. togbongon,at the other side of the river bank, the space is huge but easily gets flooded.i am not sure if it's possible to build an apron that crosses a river.i haven't seen yet an airport with runways flanking a river or canal on both sides.btw, surigao river swells every time there is a 2-3 days of continuous heavy downpour, even without a typhoon. airport operation is shut down bec of zero visibility.

Kung i-base nato sa ISO rating, there’s too much noise and detail smearing from aggressive noise suppression. the terminal now is under a new manager appointed under this administration. one problem contributing to the decline in the activity of our terminal and of course decrease in income for the commercial stalls there and for the LGU is the unabated operations of out-of-line multicabs that enter the city proper.

to date, it has become worse. placer, kitcharao, magpayang, claver liners and others are still entering the city in violation of the existing ordinance. :ohno::ohno:

i like surigao airport..small. easy come, easy go. labina kon gikan sa haba na biahe. kapoy na kaw. you just want to get in and get out. ;-)
nagbaktas ako sadjo last year nan buntag gikan kilometro uno pasingod sa syudad. kurat man ako kakita nan mga tawo nangatuyog sa sidewalk nan jaon karaan na lugar nan tindahan ni jabines gani. jaon sa may city hall. puno gadjod na tawo pati mga bata. uman mga 'homeless' jaon sila. inday kon permanente jaon sila ngad-on mangatuyog but it was a disturbing site tungod sa kahamok nila.

Surigao mayor meets farm managers

Surigao City (July 19) -- The Honorable City Mayor Ernesto "Nitoy" T. Matugas was warmly welcomed by farmers of the four (4) mainland districts during his first scheduled meeting with farm managers on July 14, 2010.

Very shortly after his arrival, Mayor Nitoy in his message told the enrollees of the University on the Air on High Breed Rice Production (UAHBRP) that he is serious about his plan to realign the budgetary expenditures of the 20% Development Fund.

Mayor Nitoy said, he intends to give bigger slice from the Development Fund's pie of about 70% in order to realize food sufficiency in the locality. The mayor will only give 30% share for infrastructure development.

At the latter part of the launching attended by hundreds of farmers, Mayor Nitoy distributed High Breed seeds to include rat poisoning chemicals.

Recipients are organized farmers from Arellano District – Orok, Capalayan, Nabago and Cabongbongan; Highway District – Luna, Bonifacio, Quezon, Trinidad, Anomar and Sukailang; Rizal District – Rizal, Ipil & Danao; and Mat-i District- Togbongon, San Roque, Poctoy, Serna, Mat-i & Mabini.

the facade of the building has this horizontal louvers very common in modern buildings in surigao but always take in mind that this element is not just for aesthetics but for shading or suncontrol or for hiding mechanical equipment.

^^ its good to know that the tourism council will finally convene. :) but then they can only do so much with less than 2 months to go and no ready funds to bankroll their plans.

like what one poster said here, it is always like that year in and year out. i doubt if they even do a post-activity evaluation of their actions for it seems they keep on doing the same things and committing the same mistakes over and over again. :D

the cmo now seems like a labyrinth that documents cant get through the mill easily and would end up misplaced or downright lost in oblivion. even a bank debit memo (debit advice) for the salaries of regular personnel has to go through all these delaying the payment of salaries and with new cmo staff groping for form or their ignorance of which document to prioritize, the document was eventually lost. :lol:

dept heads cant go to the mayor directly for their concerns but has to wait in line just like all the rest of the visitors.

well, its still just a little over 2 weeks so maybe ... just maybe ... things will change for the better. :D

CEBU CITY has bested 28 other cities outside the National Capital Region (NCR) in a competitiveness listing drawn up by the Asian Institute of Management Policy Center (APC) to prod local governments to improve.

Davao, Cagayan de Oro, Dagupan, Tacloban, San Fernando in La Union, Ormoc, Bacolod, Zamboanga, and Puerto Princesa rounded out the top 10 list, which was released yesterday.
The ranking used indicators measuring a local economy’s dynamism, responsiveness to business needs, infrastructure, quality of life, cost of doing business and human resources, and was based on hard 2008 data and a survey of 60 entrepreneurs per city conducted in the last quarter of 2009.
The APC declined to provide a complete ranking of the 29 cities, highlighting instead development gaps among three brackets: emergent cities, growth and metropolitan growth centers.
The emergent cities had an average local government income of P600 million, the APC found, half of what growth centers enjoyed and a just a fifth compared to that of metropolitan growth centers.
Dagupan was the deemed most competitive among the emergent cities, which included San Fernando in La Union, Santiago, Tuguegarao, Angeles, Lucena, Puerto Princesa, Naga, Legaspi, Tacloban, Ormoc, Pagadian, Iligan, Tagum, Cotabato, Butuan and Surigao.
Cagayan de Oro, meanwhile, led the other growth centers Baguio, Olongapo, Batangas, Iloilo, Bacolod, Mandaue, Lapu-Lapu, Zamboanga, and General Santos.
Among the metropolitan growth centers, Cebu bested Davao.
Aside from the disparity in incomes among the three city brackets, the APC report highlighted a claimed inaccessibility of formal financing and business organizations to small enterprises, said to be prevalent among emergent cities.
This should allow policy-makers to get down to the nitty-gritty of barriers to competitiveness as it magnifies the problems down to the local level, APC Executive Director Lourdes A. Sereno said at the event.
"The reason why we usually don’t have specific action steps is because we tend to aggregate things on the national level," Ms. Sereno said.
"Patterns in the data suggest that information is lost when you aggregate. You will not be able to give due recognition to certain initiatives."
Metro Manila, Ms. Sereno said, was not included in the list as it was hard to differentiate the performance of its cities as they shared infrastructure and services.
"It might also obscure the dynamic conditions outside the capital," Ms. Sereno said.
Commenting on the report, Local Government Undersecretary Austere A. Panadero said it would be used in the department’s planning efforts, especially as the state agency is studying how to reward top performing cities.
"The attainment of development outcomes will determine the flexibility of authority and incentives [that will be granted to certain local governments]," Mr. Panadero said at the event.
Top local governments could be given more power to appoint officials for the school system or treasury, for instance, while funding rewards could also be allocated to model governments, Mr. Panadero later told reporters at the sidelines. A policy to lay down this merit system should be ready within the month, he said.
The APC went on to recognize cities that did well in three of the six indicators and in other categories as well.
In terms of dynamism of the local economy, Cebu, Cagayan de Oro and Angeles topped their respective city brackets.
For infrastructure, the best performing cities per bracket were Cebu, General Santos, and Dagupan.
Davao was deemed as offering the best quality of life alongside Olongapo in the growth center grouping, with San Fernando and Butuan which were tied among the emergent cities.

classification of cities as to whether HUC, 1st, 2nd and so on is done by the dept of finance based on the average income of the lgu in the last 3 years. the last cities classification was done in 2008 and surigao is now classified as 3rd class.

the project of AIM ranking cities' competitiveness on the other hand is based on these following factors which they consider as drivers of competitiveness, viz: cost of doing business, dynamism of local economy, human resource and training, infrastructure, lgu responsiveness, and quality of life.

its good that surigao in spite of being small and relatively low in lgu income is still considered competitive based on the 2009 ranking. the city has been consistent in this regard since this biennial cities ranking was started in 2003.

the hard data (those coming from offices) was 2008 but the survey was done in 2009 based on that business world article. the next survey for cities competitiveness will be done in 2011, so by then it will now reflect the performance of this new admin. :)

what is good is surigao was considered among the bracket of emergent cities despite its size.

overlooking, nice place to hang out unta ---except it's a cemetery.

it taste more like a white rum :) during our time, this product was not even bottled. :D you buy it in 20-liter containers, gallons or pitchers. some chinese stores put in some herbs, raisins, age it, and voila you have the local drink with a great punch called - "SOM" :lol:

it is located in bacuag. they used to have some cottages and a pool before in the late 90s but i think they went bankrupt. i dont know anything about that recently posted rendering 'though, its more like a grandiose wish. :lol:

city hall now has 4 mayors?? :lol:

the cmo now seems like a labyrinth that documents cant get through the mill easily and would end up misplaced or downright lost in oblivion. even a bank debit memo (debit advice) for the salaries of regular personnel has to go through all these delaying the payment of salaries and with new cmo staff groping for form or their ignorance of which document to prioritize, the document was eventually lost. :lol:

dept heads cant go to the mayor directly for their concerns but has to wait in line just like all the rest of the visitors.

well, its still just a little over 2 weeks so maybe ... just maybe ... things will change for the better. :D

All they have to do is ask the old timers how to go about it. an problema i think is a mixture of paranoia, ignorance and eager beaverness. what i heard is that there is even now factions in the inner circle of the Mayor.

Oh well, to early to tell... sige ra lamang, hopefully maplastar ra ini sila.

i think AMA is not a university nor is PWU. if i remember it right, AMA is a computer learning college and PWU is just an extension campus. per CHED standards and registration, it is only St. Paul that has a university status here in surigao.

if there is infighting among his trusted lieutenants, then the mayor as the leader can always tell his people to either shape up or ship out. :D they are just on their 3rd week of service, with still no accomplishments to show off, and yet they are already bickering. :) :)

We, Surigao nickel jaycees received an invitation to become a part of the reorganization of the tourism council beinbg spearheaded by the chamber of commerce and industry. Will post developemnts here. as for the Lguy, bagan waya pa gajud kay gubot pa sila sa city hall gihapon.

granting that Bonok-Bonok Festival would be one of the agenda. do you think sir we still have enough time to send invitations to out of town contingents to participate in Bonok-Bonok Festival?
