So some people from Agusan del Sur and Surigao del Sur mag via Butuan sila kay murag duol ra man nya accesible pa jud ang dalan tas of course ganahan sguro sila og dagku nga planes... I really prefer using big planes than smaller one... hadlok sakjan ang gagmay.
Correct kaw reg. Gatunga mga tag sur sur. Those who belong to CARCANMADCARLAN (municipalities of Carrascal, Cantilan, Madrid, Carmen and Lanuza) are nearer to Surigao City, so they go via SC. Then From Cortez, Tandag and the rest, they go via Agusan Sur to Butuan city.

Actually the Surigao Airport is already capable of handling big jets but its the volume of passengers and cargo which is making airlines decide not to use them kay alkansi. There is also no problem with landing since the usual approach is coming in from the coast which is an open approach.
Its simply economics. If passenger and cargo volume in Surigao will pick up to profitably use big jets, then the airlines will do so.

Surigao City, Surigao del Norte-The city and provincial governments of Surigao, and the Surigao Chamber of Commerce and Industry (SCCI) with the Philippine Chamber of Commerce & Industry with assistance from USAID’s Growth with Equity in Mindanao will be hosting this year’s 14th CARAGA BUSINESS CONFERENCE on November 28, 2008 at Hotel Tavern Surigao, Surigao City. The will bring together the business executives, political leaders and decision makers, and Philippine Chamber of Commerce officers for a one-day conference.
This year’s theme, “Uniting Caraga in These Testing Times”, fosters a challenge to both the public and private sector to join efforts in advancing partnerships in the region during an impending economic crisis in 2009. Main topics are resolving tax-related issues with the Bureau of Internal Revenue and cementing relationships with local government units and their counterpart business community.
“The tax issues came to the forefront after the recent struggle of Northern Mindanao businessmen with Region X BIR Director Mustapha Gandarosa who was accused to have harassed Cagayan de Oro businessmen. The conference organizers have now invited Atty. Marcelinda Omila-Yap, Caraga region BIR Director to help improve lines of communication between the BIR and the Caraga businessmen, “ said Johann Jake B. Miranda, President of the SCC, recipient of PCCI’s 2008 Most Outstanding Chamber in Mindanao award.
The conference will also showcase best practices in public and private partnerships between the Naga local government unit and the Metro Naga Chamber of Commerce. Mr. Alberto Casio, President of Metro Naga Chamber of Commerce & Industry will be on hand to present their key programs to the delegates.
Mr. Miranda also said that the region-wide business conference normally held before the national Philippine Business Conference in Manila was fittingly held this time in November since the nation is facing a wave of economic crisis in 2009. Appropriately, the highlights of the just concluded 34th Philippine Business Conference held last October 20-22, 2008 in Manila, will be disseminated to the conference participants.
To ensure participation from the local government units, the conference organizers sought the assistance of DILG Secretary Ronaldo V. Puno to urge local government officials to join in this undertaking as public-private partnerships will be forged and sealed with a Memorandum of Understanding between each LGU and its corresponding business community.
The next day, participants will visit nearby Dinagat Island province for a tour of San Jose, its municipal capital, to showcase the tourism potentials and investment opportunities in the province.
Caraga is composed of the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur and the newly-created province of Dinagat Islands. The cities of Butuan, Surigao, Bislig, Cabadbaran, Bayugan and the municipalities of Cantilan, Bayugan, Prosperidad, San Francisco and San Jose will be represented by their local officials and business chambers.
According to the National Statistical Coordinating Board (NSCB), Caraga belongs to the poorest of the poor regions and it’s economy still lags behind those of other regions. Caraga is largely dependent on logging and mining operations. Mr. Miranda added, “While remaining to be one of the poorest regions in the Philippines, Caraga has the greatest potential for economic success. We have vast natural resources in agriculture, logging, mining and fisheries primed for development. A business-friendly atmosphere and peaceful political climate in the region will help Caraga attract large-scale investments now and in the future.”

The Surigao Boulevard has long been identified for progressive development and regulation. Even before all the illegal stalls and squatters littered the area, concerned members of the business community came up with a plan to create a council to control the activities at the boulevard. Soon after, in May 2006 during a meeting with city officials, members of the Surigao Chamber of Commerce and Industry, Inc. presented a concept paper. Much of the ideas came from the organizational basis of the Metro Manila Development Authority. The following text forms part of that plan.
The Vision
The Surigao Boulevard shall be an esplanade that stretches 1,800 meters along the seawall from the wharf’s lighthouse to Diez St. It shall serve as the focal display of what Surigao has to offer in competitiveness in the business and tourism industries. It shall be home to cozy restaurants, cafes, hotels, museums, and other tourist related businesses. Periodically it shall become the site of cultural and tourism events for of the City.
The Need for a Council
The goals are to maintain and promote cost effective and orderly development and
development patterns throughout the Surigao Boulevard, to maintain and enhance the quality of life within the area, and to prevent and eliminate blight and resist deterioration of this area. The responsibility for implementation of these objectives ultimately depends on cohesive efforts by and between a variety of entities including, but not limited to: the public, existing owners and operators of businesses located in the area, prospective investors and developers, and the City Council.
The Surigao Boulevard Development Authority
The Surigao Boulevard Development Authority shall be created through a local city resolution adopted by all councilors and consequently approved by the Mayor. It shall perform planning, monitoring and coordinative functions, and in the process exercise regulatory and supervisory authority over the delivery of services within the Surigao Boulevard area without diminution of the autonomy of the local government units concerning purely local matters.
There shall be fifteen (15) key members of the SBDA.
A Chairman, who is appointed by the City Mayor, heads the SBDA. The Chairman shall:
(a) Execute the policies and measures approved by the SBDA and be responsible for the efficient and effective day-to-day management of the operations of the SBDA;
(b) Engage the services of experts/consultants either on full time or part-time basis, as may be required in the performance of his functions and duties as may be determined by Council;
(c) Prepare the annual budget and projects for the operations of the SBDA for the submission to the Council;
(d) Submit for consideration of the Council such other duties and measures as he may deemed necessary to carry out the purposes of the SBDA;
(e) Prepare an annual report on the accomplishments of the SBDA at the close of each calendar year for submission to the Council and to the City Mayor; and
(g) Perform such other duties as may be assigned to him by the City Mayor or by the Council.
The composition of the Council shall be:
Representative from the City Tourism Office
Representative from the City Health Office/Health Department
Representative from the City Treasurer’s Office
Representative from the Fire Department
Representative from the Engineering Department
Representative from the Police Department
Representative from the City Traffic Office
Representative from the Assessment Department
Representative from Barangay Taft
Representative from the Surigao Chamber of Commerce and Industry
(5) Representatives from the owners and operators of businesses operating in the boulevard
all appointed by the City Mayor.
Meetings
Meetings of the SBDA Council shall be held quarterly at a designated place and time as approved by the Council.
Costs incurred to stage such meetings shall be sourced from the SBDA funding.
All registered business and lot owners and operators shall be invited to join the meetings as audience but will not have voting rights during key decision processes.
Funding
For the initial operation of the SBDA a fund appropriation of One Hundred Thousand (P100,000.00) is required. This may be obtained through the City government or through a third-party grant. Future sources of revenue include contribution from participating businesses, fines, fees and charges.
Services
The services include: (1) Development planning: (2) Transportation and traffic management: (3) Solid waste disposal and management: (4) Sewerage management: (5) Urban renewal, zoning, land use planning and shelter services; and (6) Health sanitation, urban protection and pollution control and public safety.
Development Planning - which includes the preparation of medium and long term development plans; the development evaluation and packaging of projects; investment programming and coordination as well as the monitoring of plans, program, project implementation.
Transport and Traffic Management – which includes the formulation, coordination and monitoring of policies, standards, programs and projects to rationalize the existing transport operations, infrastructure requirements, the use of thoroughfares; and promotion of safe and convenient movement of persons, goods and regulate road users; administration and implementation of all traffic enforcement operations, traffic engineering services and traffic education programs.
Solid Waste Disposal and Management - which includes formulation and implementation of policies, standards, programs and projects for proper and sanitation waste disposal intended to reduce, reuse, and recycle solid waste.
Sewerage management - which includes the formulation and implementation of policies, standards, rules and regulations, programs and projects for an integrated drainage and sewerage system.
Urban Renewal, Zoning and Land Use Planning and Shelter Services – which includes the formulation, adoption and implementation of policies, standards, rules and regulations, programs and projects to rationalize and optimize urban land use and provide direction to urban growth and expansion, the rehabilitation and development of slum and blighted areas, and the provision of necessary social services.
Health and Sanitation, Urban Protection and Pollution Control – which includes the formulation and implementation of policies, rules and regulations, standards, programs and projects for the promotion and safeguarding of the health and sanitation of the area and for the enhancement of ecological balance and the prevention, control and abatement of environmental pollution.
Public Safety – which includes the formulation and implementation of programs and policies and procedures to achieve public safety, especially the preparedness for preventive or rescue operations during times of calamities and disasters such as conflagrations, earthquake, flood and tidal waves; and coordination and mobilization of resources and the implementation for rehabilitation and relief operations in coordination with national agencies concerned.
Priority Projects
Removal and relocation of squatters and illegal settlers
Proper zoning of businesses and other establishments
Landscaping and tree-planting activities
Enhancement of security procedures
The conduct of periodic cultural events in the area.

Tubay town cops investigate vehicular accident
BUTUAN CITY (November 13) – On Tuesday (November 11) at 7:25 in the evening at the National Highway of Purok-1, Barangay Doña Rosario, Tubay, Agusan del Norte, one unit Isuzu D-Max pick up color blue with Plate Number KCY 303 driven by Edison Lee y Miranda,while traveling from Surigao City bound for Butuan City, upon reaching at the abovementioned place, accidentally bumped to a ten-wheeler truck color blue with Plate Number PDK 814 loaded with falcata logs which resulted to the instantaneous death of the driver Edison M. Lee and one passenger identified as Charade Tan, both of legal age.
Initial investigation disclosed that the ten-wheeler truck was on parking while having a repair of its wheels when the said Izusu D-Max approaches heading towards Butuan City and accidentally bumped the rear portion of the ten-wheeler truck.
Upon arrival of the responding PNP elements of Tubay Municipal Police Station, the driver and the crew of the ten-wheeler truck were no longer found. Tubay Municipal Police Station is still conducting investigation of the incident. (PO3 Rene Boy Ocares Bernaldez, PNP-PRO-13)

We were informed that by January, PAL will change its plane for manila-surigao with a bigger one. Obviously, confident sila sa kadaghanon nan pasahero and cargo. A testament that indeed our city have come a long way.

Hi, sir Rally,:) just wanna know what preparations is the city doing for the lighting of the park this xmas? I saw the kiosk and its being outlined with ropelights and its a good to look at i just dont like the colors.hehe..Here in Cebu kay nibarog na an xmas tree nan Mlhuillier sa Fuente circle and know what? ninggamay na cya unlike before na very ornate and full of decorations..gamay raguro an budget..:bash:hehehe.anyway, im planning to spend my xmas there in the city..and regarding the job, i still have to think about it pa but im not closing my door on it.thank you!:cheers:

Mike, the kiosk is usually decorated by SRBC. Then different NGOs GOs and companies adopt a tree to decorate/ light up. They donate the Christmas Lights while the City Govt. will do the work of installing. Hmmm, PM ko mike when your here, 2 bottles ta.:banana:

A series of laws passed last year that converted 16 municipalities nationwide into cities was declared unconstitutional by the Supreme Court yesterday.
The SC ruled that the so-called “Cityhood Laws” violated the equal protection clause of the Constitution.
Last March 11, the League of Cities of the Philippines asked the SC to declare unconstitutional the conversion into cities of the 16 municipalities, namely Baybay, Leyte; Bogo, Cebu; Naga, Cebu; Catbalogan, Samar; Lamitan, Basilan; Mati, Davao Oriental; Bayugan, Agusan del Sur; Borongan, Eastern Samar; Batac, Ilocos Norte; Tabuk, Kalinga; Tandag, Surigao del Sur; El Salvador, Misamis Oriental; Carcar, Cebu; Guihulngan, Negros Oriental; Tayabas, Quezon; and Cabadbaran, Agusan del Norte.
In its petition, the LCP said the laws creating the new cities are void for violating the provision of Republic Act 7160, the Local Government Code, requiring the municipalities to have a generated income of at least P100 million each for the last two consecutive years.
The law also required a municipality to have at least a population of 150,000 and a land area of 100 square kilometers before it can be converted into a city, the petition added.
The LCP said these requirements were not met when the representatives in Congress of these municipalities pushed for their conversion into cities.
“No province, city, municipality, or barangay may be created, divided, merged, abolished, or its boundary substantially altered, except in accordance with the criteria established in the local government code and subject to approval by a majority of the votes cast in a plebiscite in the political units directly affected,” read the petition, quoting the Constitution.
The 11th Congress (June 1998 to June 2001) enacted into law 33 bills which sought to convert 33 municipalities into cities. Congress, however, did not act on bills converting 24 other municipalities into cities.
During the 12th Congress, Congress passed Republic Act 9009 which took effect on June 30, 2001.
RA 9009 amended the Local Government Code by increasing the annual income requirement for the conversion of a municipality into a city from P20 million to P100 million.
After RA 9009 took effect, the House (June 2004 to June 2007) adopted Joint Resolution No. 29 which sought to exempt from the P100-million income requirement the 24 municipalities whose cityhood bills were not approved in the 11th Congress.
The 12th Congress ended without the Senate approving Joint Resolution No. 29.

SIARGAO ISLAND, Philippines – An airport is set to open near Siargao next year, allowing both foreign and local tourists to fly straight from Manila to the Philippines’ surfing capital.
Located in Del Carmen municipality, the Sayak Airport is currently being upgraded to meet international standards, local officials told Manila-based reporters. Del Carmen is near General Luna municipality in Siargao, where the famed “Cloud 9"—a big wave favored by surfers—usually occurs.
Costing an estimated P60 million, the airport upgrade involves extending the runway by 150 meters to comply with safety requirements.
Funds for the project were sourced from the national government since the tarmac extension is one of the many commitments promised by President Gloria Macapagal-Arroyo in a State of the Nation Address.
Besides being expected to be fully operational early next year, Philippine Airlines has already made a promise to mount Manila-Surigao City-Siargao flights, Keem Felipe, General Luna mayor told reporters.
Asian Spirit is also looking to serve Sayak airport.
Foreign tourists generally prefer to fly straight to Siargao rather than changing planes to reach the destination, Romeo Edillor, the province’s tourism operations officer said.
Currently, the entire Surigao del Norte province—where Siargao is located—is visited by 120,000 foreign and local tourists, many of whom participate in Siargao’s national and international surfing competition every September.
This year, a local, 20-year Edito Alcala bested 47 foreign nationals from Australia, Indonesia, Japan, and the US. He was given $7,500 as prize money and Surigao del Norte province gave him another P100,000 as a bonus.

not necessarily. surigao city complied with all the requirements when it was converted into a city in 1970. the amended requirements in population and income i think, will not affect the city status of surigao because the amended requirement has no retroactive application.

i think it is best for dinagat island to be a separate province from SDN. i just hope that by becoming a separate province will mean development/improvement (road network and infrastructure) of the entire island and not concentrate development to some selected municipalities, say san jose and dinagat only.

Hopefully, it will be better this year. But there were some trees that were removed when the perimeter wall was adjusted along San Nicolas St. so maybe, mugamay-gamay ang lights. but will see this coming december 1.

I think the original Surigaonons ( including me) are just as guilty for allowing this cult to change the future of Surigao. Surigao had a great future until this cult chopped this province. the annual income requirement was raised in order to restrain the "mad rush" of municipalities to convert into cities for the sole purpose of securing a higher IRA. the new income requirement took effect in 2001.

My wife is local elected official in one of the municipalities of Dinagat Province and i told her, looy kamu mga lumad kay di gajud mulambo ijo probinsya, jaon ra ila pamilya an mulambo. The actual residents would not suffice so they included all the members. The thing is, only the Office of the Governor, then held by Lyndon Barbers, certified the complying population and not the NSO. I would not even believe that their income is already sufficient but Ill give them the benefit of doubt on that.

In a way you are correct Bricken Ridge but blame must equally fall on the politicians who tried to use the PBMA for their own vested political interest whihc is why it flourished. Why even national political figures do their pilgrimage to that so called " holy land" every election year to ask for their "blessing".
In the hometown of my wife, there was a time that the lumads could beat the singsingans during elections. This was when they were still united, pero tag oferan an iban nan trabaho and position in the government, so some families went with organization, adto in control na gajud sila. black spider filino......in my own opinion...sc will nullify the creation of dinagat province for not complying the legal requirements mandated by law,,,,,the problem with our politicians is that they are only protecting their vested interest and not for the benefit of the people......the ecleos in dinagat province wanted to separate from surigao del norte and siargao island for political reason...they will face a major problem in winning the election if siargao is included...for sure they will have less votes in siargao island which will hamper their political ambitions...the ecleos lost before from baby navarro although they have acquired majority votes from dinagat island...becoz of this, they want to separate from surigao del norte to win the election easily...the barbers were part of the plan to divide surigao del norte...lyndon barbers ignored the legal requirements and even supported the conversion of dinagat island into a province...good for him...he was lambasted in the last election

its very seldom that the SC will reverse its decision so those cityhood asporations are good as dead. There is no more appeal, the most they can do is a Motion for REconsideration. The SC is the final arbiter.

Agusan del sur and surigao naa sila potential compared to Leyte areas na IMO na gamay ra ang potential... my bro in law is from Calbayog City although he is a fil-am but he decided to live in Butuan kay wala jud potential ang ilang area gamay ra daw ang source. People as of today preferred to live in the city kay what is gusto nila cguro ang night life etc... wala tay mahimo kung mao na ila gusto kay dungog man lagi nila.

BAGUIO CITY – Embattled “new cities” whose status have recently been bungled by the Supreme Court’s ruling on their conversion as “unconstitutional” has a new hope with Supreme Court Chief Justice Reynato Puno.
Local government units are racing against time while finalizing their motion for reconsideration and convening local leaders down to the barangay level to catapult a solid stand for an SC reversal even as Puno had said that the high tribunal’s ruling is not yet final.
On Sunday, Batac City in Ilocos Norte mayor Jeffrey Nalupta met with all 43 barangay chairmen in his hometown to “properly brief them on the developments and its implications on us.”
This, as Ilocos Norte Gov. Michael Keon has also voiced out his disappointment with the SC ruling while Vice governor Wendell Chua, a Batac native, also vowed to fight back the ruling.
“We are very disappointed,” said Nalupta, ‘barangay officials fear the P1 million barangay development fund earmarked for each of the 43 villages here will perish in the air. “Very depressing,” he said.
Batac which has around 161 square kms. in area, has about 55,000 residents receiving P175 million in Internal Revenue Allotment.
Similarly, Tabuk City in Kalinga like Batac has created plantilla positions for its city courts, schools division and others are frowning over the SC decision.
Puno, though, had said it is still premature for the mayors of the new cities to grumble over the decision and be disheartened.
Last Tuesday, the SC, in a decision penned by Justice Antonio Carpio, declared unconstitutional the conversion into cities of Baybay, Leyte; Bogo, Carcar and Naga, all in Cebu; Catbalogan, Samar; Tandag, Surigao del Sur; Tayabas, Quezon; Lamitan, Basilan; Tabuk, Kalinga; Bayugan, Agusan del Sur; Batac, Ilocos Norte; Mati, Davao Oriental; Guihulngan, Negros Oriental; Cabdbaran, Agusan del Norte; and El Salvador, Misamis Oriental.
The SC cited the cityhood grant to these places violated the equal protection clause of the Constitution in the conversion of municipalities into cities.

Taganaan is about 20 minutes away from the City. If your coming in overland from Davao, you will reach Taganaan first before the City.
Siargao and Dinagat Islands are on the other side and across the sea. Dinagat depending on which municipality you will be going to, can be reached anywhere form 1 hour to 4 hours of sea travel. Siargao on the ohter hand depending on the vessel you will take will take you from 2 hours to 4 hours sea travel. Point of departure is of course Surigao City. Taganaan is part of the mainland.

shaKEIRa November 27th, 2008, 04:32 PM Taganaan is about 20 minutes away from the City. If your coming in overland from Davao, you will reach Taganaan first before the City.
Siargao and Dinagat Islands are on the other side and across the sea. Dinagat depending on which municipality you will be going to, can be reached anywhere form 1 hour to 4 hours of sea travel. Siargao on the ohter hand depending on the vessel you will take will take you from 2 hours to 4 hours sea travel. Point of departure is of course Surigao City. Taganaan is part of the mainland.

Talks between China’s Jinchuan Group Ltd. and the Philippines’ Philnico Industrial Corp. to reopen the shuttered Nonoc nickel mine are facing difficulties, Economic Planning Secretary Romulo Neri said.

Correct! Philnico is the culprit why the talks collapsed and they will be the culprit in future talks about nonoc. Why? Because Philnico does not just want to be paid but also to remain as "partner" or "joint venture" or a major player in the operations of the nonoc mines once it oeprates again. What takes the pie (and the cake, and the pastries) is that Philnico is already in default in paying the PHil. Govt. for the acquisition of the NOnoc Mines. In fact there is a pending case in Makati RTC filed by the Privatization Management Office (PMO) formerly APT against Philnico. But such is the clout and political connection of this company that it can control and dictate the talks with investors eyeing the nonoc mines. Greedy and selfish bastards!!!:bash::ohno:

Starting January 10, 2009, CEB will fly three times weekly between Cebu and Cotabato, and four times weekly between Cebu and Legaspi, with a year-round 'Go Lite' fare of Php 888 one way.
On January 12, the airline will begin thrice-weekly flights between Cebu and Dumaguete, with a year-round 'Go Lite' offering of Php 588 one way. Also commencing on the same day is a thrice-weekly service between Cebu and Siargao, with a year-round 'Go Lite' of Php 888 one way.
"Cebu is a very important market for our airline," said Candice Iyog, CEB VP for marketing and distribution. "We will continue to strengthen this hub by offering as many choices for our Cebu passengers as possible."
Iyog added, "At the same time, we'd like to maximize Cebu's accessibility to both foreign and domestic passengers, to heighten both tourism and business opportunities for the entire province."
In addition to its four new Cebu services, the airline will increase the number of flights of existing services.
By January 9, 2009, flights between Cebu and Tacloban will become daily, while starting January 11, CEB will increase its Cebu – Ozamiz flights to four times weekly. By February 2, CEB's Cebu – Iloilo service will go from thrice weekly to daily.
Iyog said that the earlier passengers book their flights, the greater the chances of availing the lowest possible fares.
"The fastest and most convenient way to book and pay for flights, is through www.cebupacificair.com," she said. "Passengers can also block their preferred seats and pre-pay excess baggage through our website, plus check out our other services including fun tours and travel insurance."

Cebu Pacific announces new services from Cebu
Mounts more domestic flights from queen city
Gokongwei-owned airline Cebu Pacific Air (CEB) plans to further boost its Cebu operations by mounting additional services to key destinations within the archipelago.
Starting January 10, 2009, CEB will fly three times weekly between Cebu and Cotabato, and four times weekly between Cebu and Legaspi, with a year-round 'Go Lite' fare of Php 888 one way.
On January 12, the airline will begin thrice-weekly flights between Cebu and Dumaguete, with a year-round 'Go Lite' offering of Php 588 one way. Also commencing on the same day is a thrice-weekly service between Cebu and Siargao, with a year-round 'Go Lite' of Php 888 one way.
"Cebu is a very important market for our airline," said Candice Iyog, CEB VP for marketing and distribution. "We will continue to strengthen this hub by offering as many choices for our Cebu passengers as possible."
Iyog added, "At the same time, we'd like to maximize Cebu's accessibility to both foreign and domestic passengers, to heighten both tourism and business opportunities for the entire province."
In addition to its four new Cebu services, the airline will increase the number of flights of existing services.
By January 9, 2009, flights between Cebu and Tacloban will become daily, while starting January 11, CEB will increase its Cebu – Ozamiz flights to four times weekly. By February 2, CEB's Cebu – Iloilo service will go from thrice weekly to daily.
Iyog said that the earlier passengers book their flights, the greater the chances of availing the lowest possible fares.
"The fastest and most convenient way to book and pay for flights, is through www.cebupacificair.com," she said. "Passengers can also block their preferred seats and pre-pay excess baggage through our website, plus check out our other services including fun tours and travel insurance."
CEB is the largest domestic airline in the Philippines, which flies to 27 domestic and 15 international destinations. From Cebu, CEB offers the most number of flights, as it services 15, soon to be 19 domestic destinations and four international destinations.

I just hope that with the opening of this route to siargao, it will not adversely affect the volume of passengers to surigao city.

Thats the same problem with Asian Spirit before, thats why many preferred going the Butuan route. Pero Coke check cebu pac, mag connecting lang ka Mla-Cebu then Cebu -Sur, same cost ra daw Manila-Butuan.

Nope its not. Again its part of Surigao del Norte. the 7 municipalities i referred to belong only to district 1 (Siargao islands); District 2 is composed of 11 municipalities and 1 component city (referred to as the Mainland municipalities)
Dinagat Islands (which used to be part of Surigao del Norte) is now a separate province like camiguin, siquijor and Guimaras.

Talking about ati-atihan. an bag-o pa ini, i brought the family there to try it out. Sus, an amu order nawaya, nahatag sa lain 2 ka table who came in later than us.:bash: nag walk out kami, and i never ate there after that incident.

Technically speaking, IT CAN. The right question is, can it hold everything the 737 could carry? The answer to that would be NO. If Air Philippines decides to replace the PAL Express service to Manila, they will suffer the same weight restrictions imposed on other airports with the same classification. Bottom line there would be economic factors to be decided by the airline itself.
Here are the reasons why?
According to the Civil Aviation Of the Philippines Masterplan, Surigao Airport (RPMS) was categorized as a Code 3C airport similar to Ozamiz. A 3C airport is one where its runway lenght runs from 1,200 meters to 1, 799 meters. It has a runway width of 30 meters. The biggest critical aircraft it can handle is the Embraer 170/175 jet capable of carrying up to 80 people or a fully loaded BAE 146 similar to the one used by Asian Spirit. The approach speed listed is between 121-140 knots. By the way, the biggest airport in Visayas and Mindanao is General Santos with Code 4E/F classification followed by Cebu and Davao with 4E. Airports in Mindanao with 4D classification is found in Zamboanga, while the airports of Cagayan de Oro, Butuan, Cotabato and Dipolog are classified as 4C airports. The rest are 3C and below.
The US FAA listed the 737 as a C-III (Code 3C ICAO equivalent) capable aircraft. It means that the 737 is capable of landing and takeoff at Surigao, Pagadian and Ozamiz Airport. However, It is not adequate to meet the operational efficiency requirements of the 737, as the desired Maximum Take-Off Weight (MTOW) for which the runway is intended is particularly insufficient as if it were to carry a full load that is typically at 2,100 meters.
While the Take-off charts for the 737 go down to runway lengths of just 1,200 m, it cant get much payload at that length (at most 10,000 kg in good weather, or roughly about 60 pax.), but as the length increases you will get increasing payload that at 1,800 m, the airline can load 7,000 kg. more, that is 20 additional passengers with 25 kg. baggage each inclusive of return fuel allowance. So the end result would be a weight restricted flight as I mentioned in the previous post. So therefore if Air Philippines carry more than 80 passengers they have to carry less cargo and fuel to compensate the weight but which should not in all circumstances exceed 99 pax.
The adoption of a Code 4C aircraft, such as the Boeing 737, on a 3C airport has to comply the following site restrictions pertaining to weight, approach and runway dimensions such that a runway is required to be of specified width and be surrounded by a runway strip of a specified dimension, have Runway End Safety Areas (RESA) at each end and to have a series of Obstacle Limitation Surfaces (OLS), primarily based on a specified baseline at either end of the runway. That means additional clear area usually 300 meters from the end of the paved runway similar to Tuguegarao Airport..
Other aspect worth considering is the strenght of the runway. The technical term is called Pavement Classification Number (PCN) in relation to Aircraft Classification Number (ACN). Just because the runway is concrete does not mean that its stronger to carry the load of the 737 or better yer has more tolerance on landing impact than an asphalt runway. If the runway is not design for 4C critical aircraft it will always crack. Havent you notice why some concrete runways are covered with asphalt overlay and why some asphalted runways wear more? A classic example of this is the unusual runway wear of Zamboanga International Airport. While it is designed to handle the weight of a 747 it is not designed to carry the load equivalent to a fully loaded 747 that is carried on the Antonov 125 plane which land on it on a regular basis.
For more details on how ACN/PCN works with respect to runway strength, example given is that of Zamboanga airport (http://www.zamboanga.net/airportinsert.htm). Go to runway characteristics and then to strength and surface runway. There you will see a PCN 32 R/B/W/T classification (http://www.pavers.nl/acn_pcn_classnumb2.html). For regular heavy use it should have A instead of B rating but the government was not expecting that kind of aircraft until the balikatan exercises of 2003 onwards. Asphalts disintegrated into bricks of stones and potholed runways developed which were dangerous to other smaller jets. Its currently being resurfaced to A grade.
You see, not just because the airport has 1,800 meters of runway meant that it can already handle a 737 or a 320. In fact, 1,200m will do but also suffers a weight penalty problem similar to BAE 146 flights to Caticlan. Also, you will need to consider whether those runway is capable of serving those weight in the long run. The government often do it by overlaying the concrete with asphalt to strengthen its load.
In the end, operations really depend on the airline whether they would like to risk operations with the level of restrictions made available to the 737 and still fly with reasonable rate of return.

if they will peg their airfare lower than PAL, then they can lure the passengers. As for the 2nd flight of Palexpress, basin for the duration of the Holiday season ra jaon. it will be great if it is not, but all indicators point to that situation.

Cebu Pacific (CEB), the country's leading domestic airline, is offering a P500 all-in Go Lite fare for flights from Cebu to Cotabato, Dumaguete, Iloilo, Legaspi, Ozamiz, Siargao and Tacloban.
The seat sale is from December 17-19, 2008 and is good for travel from January 1-March 18, 2009.
This marks the opening of CEB's new destinations from Cebu to Cotabato, Dumaguete, Legaspi and Siargao and the mounting of additional frequencies from Cebu to Iloilo, Ozamiz and Tacloban.
