Why the island is unknown: Innoshima isn’t included in most tour guides or excursions.
How to get there: The island is connected to the mainland by Innoshima Bridge. From Hiroshima Station, take the JR San-yo line to Onomichi Station, then transfer to a bus for Innoshima.
Where to stay: Visitors stay either in Innoshima or the mainland city of Onomichi. The city has a chart of accommodations.

11. Izu Oshima, Japan
Izu Oshima, Japan

Travellers who shun the sun will feel at home in eerie Izu Oshima. Dissidents were once exiled to the volcanic island, including the shaman En no Gyoja, whose spirit supposedly fathered Sadako from The Ring. And thousands of Japanese have thrown themselves into the bubbling Mt. Mihara. Find a complete guide to the island’s spooky side as well as its cheerier attractions.

Why the island is unknown: While technically part of Tokyo, the island is remote and has a foreboding reputation.

10. Siargao Island, Philippines
Siargao Island, Philippines

Located 800 kilometers southeast of Manila, the laid-back town attracts top surfers who between July and November for some of the best waves in the world. The season peaks with the annual Siargao Cup. For those who wipe out, there are fishing and dive sites.

Why the island is unknown: Until recently, flights to Siargao were not readily available.
How to get there: Philippine Airlines offers flights from Cebu to Siargao five days a week. SeAir takes off three times a week. You can also board a 12-hour overnight boat from Cebu, or a faster boat from Surigao.
Where to stay: The General Luna district is centrally located. Visit surigaoislands.com for listings.

9. Kinmen Island, Taiwan
Kinmen Island, Taiwan

Kinmen was a military reserve and tension zone between Communists and Nationalists. Since the island is close to the mainland, curious Chinese come to gape at bullet-ridden walls and get sloshed on local Kaoliang liquor.

Why the island is unknown: Officials lifted travel restrictions to the island only about 10 years ago.
How to get there: Fly on one of Taiwan’s domestic carriers, or take a one-hour boat ride from Xiamen to Shuitou.
Where to stay: The tourism board suggests traditional homestays and inns.

8. Shengsi Island, China
Shengsi Island, China

Shengsi is known as China’s “hometown of mussels” and hosts the annual Mussel Culture Festival. When you’ve eaten your fill of hairy clams in Seafood Town, walk to Lingyin Temple or Huaniao lighthouse, one of the largest in Asia. CNNGo has a foodie’s guide to Shengsi.

Why the island is unknown: Qingdao and Dalian are the bigger beach destinations in eastern China.
How to get there: Take Metro Line 4, get off at Nanpu Bridge Station and walk to 1588 Waima Lu. Ferry tickets are RMB 109 (steamboat) or RMB 140 (fast boat) including free shuttle bus to the harbor (which leaves at 8:30 or 9am).

7. Pulau Lang Tengah, Malaysia
Pulau Lang Tengah, Malaysia

Pulau Lang Tengah has the best-preserved ecosystem of the Redang Marine Park islands. The rich coral reef holds hundreds of species, including the endangered green and hawksbill turtle. Scuba. Snorkel. Tan on white sand.

Why the island is unknown: Most beach bums go to Redang and Perhentian Islands.
How to get there: Hop on a speed boat from Merang Jetty on Redang Island, or from Perhentian Islands (CNNGo has a guide to these isles). The ride takes 30-40 minutes.
Where to stay: The island has three resorts: D’ Coconut Lagoon, Redang Lang Tengah and Lang Sari.


6. Nusa Lembongan, Indonesia
Nusa Lembongan, Indonesia

Bali’s noisy traffic and tourists have disappointed many relaxation seekers. The solution: head 12 kilometers southeast to the tiny neighboring island of Nusa Lembongan. Surf, snorkel and explore local seaweed farms in silence.

Why the island is unknown: The giant next door: Bali.
How to get there: Boats depart from Bali’s Sanur Beach daily at 8 and 10 a.m. (the trip takes 90 minutes). Several tour companies offer drop-offs and packages.
Where to stay: Budget accommodation are found mostly in Jungutbatu, while luxury hotels are in Mushroom Bay. Here’s a list.

5. Koh Phra Thong, Thailand
Koh Phra Thong, Thailand

Koh Phra Thong is a New Age nature retreat. Eco-tourists can watch colorful birds in the mangroves and leopard cats in the rainforest. Or do yoga and spa treatments on the beach.

Why the island is unknown: Phuket, Ko Samui and Ko Phi Phi receive the bulk of Thai tourism.

Where to stay: Golden Buddha Resort has 25 unique beachfront houses. The island also has a budget option and homestays: kohphrathong.com (accommodation).

Koh Rong Saloem, Cambodia

The nearly untouched island is considered the most beautiful in Cambodia. Perhaps not for long, as the government is currently pouring millions into Koh Rong Saloem. Until then, hiking, swimming and plain relaxing are the top activities.

Why the island is unknown: Sihanoukville, Kep and Koh Kong are more highly developed.
How to get there: A two-hour boat leaves from Ochheuteal Beach in Sihanoukville at noon daily.
Where to stay: Visitors speak highly of Lazy Beach. Eco Sea Dive is another option.

3. St. Martin’s Island, Bangladesh
St. Martin’s Island, Bangladesh

St. Martin’s is a delicate beauty. As tourism heats up, officials are making efforts to protect the endangered turtles and corals. Tread carefully at the sea turtle hatchery, then cool off under the coconut palms.

Why the island is unknown: Bangladeshis began visiting in greater numbers over the past decade, but foreigners remain largely unaware of St. Martin’s.
How to get there: Fly or bus to Cox’s Bazar, then catch a bus to Teknaf, on the southern tip of Bangladesh. From there, ferries run daily and take approximately three hours.
Where to stay: Here’s a list of guest houses on St. Martin’s. The best time to visit is between November and March.

2. Lakshadweep Islands, India
Lakshadweep Islands, India

Lakshadweep boasts some of the best scuba diving in Asia. The water has a 20-to 50-meter visibility, and swarms with rays and sharks. Agatti is known for its clear lagoons, Kadmat has light boats for rent, and teardrop-shaped Bangaram glows with phosphorescent plankton at night.

Why the island is unknown: Only the three islands mentioned above are open to foreign tourists, who must obtain proper permission.
How to get there: Foreigners must have an entry permit, which can be arranged by a tour group or hotel. Starting September 24, Air India will offer flights from Chennai to Agatti in the Lakshadweep Islands. You can also fly from Kerala, via Indian Airlines or Kingfisher.
Where to stay: The most luxurious hotels are in Bangaram, followed by Agatti and Kadmat.

Dao Khi, or Monkey Island, is ruled by thousands of long-tailed macaques who live in the mangrove. Watch out -- these Curious Georges are known to steal food and clothes. The Can Gio biosphere reserve also houses a Saltwater Crocodile Sanctuary, home to some 80 crocs.

Why the island is unknown: Nha Trang a busy beach town, so visitors forget to take the short trip to Monkey Island.
How to get there: Take a 20-minute boat ride from Da Chong Wharf in Nha Trang City.
Where to stay: TripAdvisor rates and reviews Nha Trang hotels.

@mike, the above description of Siargao is an understatement. It didn't mention anything about the Sohoton,w/c is geographically part of the Siargao group of islands. International tourists have acknowledged the value of Sohoton in the Siargao tourism map. Visiting Siargao is not complete without experiencing the enchanted Sohoton. But anyway, that makes Siargao more surprising and exciting to visit. It's more than the swell rides, beaches,and crocs.

You are right jed, same with other islands being featured in the article, they just cant tell the whole story, its up to you to explore and search about it and get more details. Well, that what makes a traveler.

The Boulevard is truly alive as shown by the photos of mike durero. This Boulevard became a reality during the time of Mayor Salvador Sering constructing it using mainly the money received from the real property and sales taxes of the Nonoc Nickel Project. Putting up a boulevard had been a long time dream of Suriguenos. During the time of Mayor Espina, the "seashore of shame" was to be converted into a boulevard. This was discussed- even debated among the debating teams of San Nicolas College and Northeastern Mindanao Colleges during that time. But Surigao's income was so small that it could not be implemented. It was then called the "boulevard of broken dreams". Several years later, it is no longer a dream, thanks to Mayor Sering.

NewTown,welcome. I would like to comment on your distinctive remarks for the Mayor. Truly a DISTINCTION but without a DIFFERENCE! He has to impress me yet with his performance. As of now,i think the only difference i see in him being a mayor as compared to his predecessors is that he 'travels' a lot. For me, i don't feel he's a true citizen of this city. He just works here but lives in Manila.

Thanks to Boknot. I stand corrected. Constantino Navarro Jr. is not a lawyer. He graduated in Political Science. Is he still around? I got mixed up with Jose and Salvador Sering. I was referring to Salvador Sering as one of the mayors of Surigao City.

Constantino 'Baby' Navarro Jr is still very much around...

he has a son Constantino "Banjo" Navarro III--a lawyer, who ran for
Congress sa Tabok. he lost though

Its nice to hear some history..thanx Newtowner!

anyway, i think your right in some instance because we don't have the standard facility or venue for some other sporting events but in the track and field, swimming, basketball, volleyball, we are ahead and the best in the region and in some other regions..if you have seen our modern sports complex, the upgraded grandstand, rubberized stadium equipped with flood lights, sound system etc, air-conditioned gymnasium ideal for PBA games..

The only problem is the aggressiveness of the local officials to bid for that event, thats why the next palarong pambansa will be held in Dapitan City I think..which is a big loss for the province and the city that spent millions of pesos for the sports complex just opened this year.It was explained by boknot recently.

surigao city officials maybe didn't lobby harder. Jalosjos got it..

I suppose Congressman Romarate has already filed the bill for the conversion of the Surigao State College of Technology into a university. The school definitely has fulfilled all the requirements of becoming a university. One requirement I know of is that a school offers at least one masteral degree program. The school's websile shows it already offers several masteral programs. It takes several years before a bill is finally approved. Therefore, Congressman Romarate should fully support the new administration of P-Noy so that his bill will not encounter many problems.

Well,he reserves the right to charge his personal and ob travel expenses to the city coffers.the total of such expense in 3yrs term may not be enough compared to the bulk of money he spent in the last election alone. I believe this situation is not uncommon in Philippine politics.

Imho, I won't buy the idea of changing the names of the two subject barangays. Kagana ra kintahay pamation. City officials should focus their efforts on how to make our city livable for the future generations,instead of changing the names of these two barangays. What these two barangays need,along wìth other barangays in the city proper, is a continuous water supply esp during hot summer and days of heavy rain. Lol

@romanticguy08, welcome to Surigao Norte and City thread. Butuan is a 2.5-hour bus ride from Surigao City. Lingig,SDS is 4-5 hrs of bus ride from Butuan. You can also take the Surigao-Davao Coastal Road as an option. From Surigao City, you will pass Cantilan and Tandag in going to Mangagoy down to Lingig,the last town of SDS.

Surstact was originally included in the conversion of NORMISIST into Caraga State University. Ironically, our Representative did not support this. They got a lot of flak for this and that is when they filed a bill for Surstact to become a university.

Surigao to Lingig via San Francisco, Agusan del Sur (assuming you have your own vehicle then you dont have to go to Butuan City)will be the shorter route, rather than Surigao City via Tandag.

Isa ka requirement sa pagka university mao ang pag-offer nan bisan isa ka masteral course. Akong gitan-aw ang website ng SEC, waya pa sila mag-offer og bisan isa na lang na masteral course. Wa ko kahibayo sa land area ng SEC pero sa akong nahibal-an, required na at least 1 hectare ang school site either in one location or several locations.

AACUP ang usa mga requirements wherein ga struggle sad ang Caraga State univerity sa ilang application... daghan sila gipang sponsors nga mga professors para sa ilang PhD both national and international... Hope maka meet ang Surigao State College para madugangan nasad ang unversity sa Caraga...

Ang NEMCO maoy nag offer og pinakauna na masteral program sa Surigao pero na close down ang kurso (Master of Arts in Education). Karon waya siyay gi offer na masteral program og ang campus site niya mao rag waya moabot sa 1 hectare. Kini maoy akong nahibal-an nga mga requirements sa pagka university. Duna pay ubang requirements pero dili lisod sundon kay basic kaayo sa usa ka eskuelahan pareho ng library og ubang facilities.

they should also consider floor area as a requirement.:cheers: half hectare naman pero 4 to 5 storeys o di kaya highrise...:lol: some of the requirements can be attached to accessibility, convenience or whether its conducive to learning or not. That what happened to Cit..Old school pa kasi design ng mga buildings kaya hindi pumasa. So they created ramps(not the standards though,just to comply, a gymnasium, a bigger canteen and new buildings, improved everything! Good thing that old Escario made his school surpass those requirements. Now its called Cebu Institute of Technology University or CITU. Cit Tops again! hehehe

from a very realiable source, lajo pa kuno sa tinuod an SEC na ma elevate pagka university based on their current status....but let's just hope na mag pursige an management nila to compete other schools specialy this time an mga studyante mas preferred nila na mo graduate sa isa ka university than ordinary college school.

During the construction phase of the Surigao Nickel Project (SNP), the company magazine of the Marinduque Mining and Industrial Corp., owner of SNP, described Nonoc Island as the "riches spot on earth" because it contained one of the largest nickel deposits in the world. Surigao city expected a huge bonanza from the nickel plant. About 5,000 were employed during the construction period coming from all parts of the country. Talisay became the beehive of activities- it was even busier than downtown Surigao city in the mainland. After operating for several years (about 10 yrs?), the nickel refinery ceased operation. Most of the reasons were economics like low price of nickel in the world market, high cost of operations, huge debts incurred which became due and demandable and the company could no longer pay. But another reason not publicized was that the island of Nonoc was allegedly enchanted. Workers would attest to unusual and hard to explain happenings inside the plant. The "dili ingon nato" were allegedly angry at the destruction of their abode. Next time, an investor should offer something to appease the angry spirits.

MANILA, Philippines – While bigger ports failed, smaller and medium-sized ones provided saving grace in the falling tax collection of the Bureau of Customs (BoC).

The BoC said that the medium-sized ports of Clark Field, Pampanga, Tacloban, Surigao and Legaspi registered surpluses in their reports, giving a rather positive note to the generally sluggish collection effort of the agency.

They outperformed the ports that are traditionally cash cows of the BoCs, which have been hit by falling revenues for months.

The Pampanga port hit a surplus of P15 million, out of its target of P97 million from January to Sept while Tacloban posted a P4.1-million surplus.

The Surigao port registered an excess of P2.9 in its goal while the Legaspi port outdid itself by P2.5 million.

On the other hand, the Limay port in Bataan, the Batangas port and the Port of Manila have been plagued by falling revenue shortfalls. (Raymund Antonio)

IT IS the last of public institutions to have come of age. When museums began as colonial undertakings, native peoples were exoticized for their “otherness,” many of whom were exhibited as live specimens in World’s Fairs. The museum was a conception that was more exploitative and extractive rather than collaborative and pedagogical.

Over the last 40 years, however, collaboration with what Margaret Bruchac calls “under-represented minorities” has increasingly challenged the role of museums as sites where issues of identity, memory, place and power intersect. It is under such framework that many Mindanao museums have come of age.

Museums are legion in Mindanao. As of last count, there are 85 museums in Mindanao, and the number is still increasing. That is overwhelming, considering that it has more museums than Manila.

Museums in the war zones

Of course the trite image of Mindanao as the place where bullets are served for breakfast always presages any discussion of the region. No one would ever think that there is a museum in Lamitan, Basilan or that there are two in Jolo, Sulu where there is a branch of the National Museum. The Wee Siu Tuy Memorial Hall Library and Museum in Lamitan began as a private endowment from a local Chinese businessman way back in 1981. In Jolo, there is the National Museum branch of Sulu and the Notre Dame of Jolo College Museum.

In the wide Cotabato plains, museums are a dime a dozen. Practically each Notre Dame school has a museum. All images of strife in Mindanao vanish as soon as you enter these museums. These museums operate on the notion of cultural diversity. There are representations from the Maguindanao, the Manobo, the Teduray, the B’laan, the T’boli, all sharing spatial neutrality where competing claims seem to disappear. Such is the style of the Gallery of the Peninsula and the Archipelago of Ateneo de Zamboanga University where one finds Tausug, Sama, Yakan and Subanon representations in its spaces. There simply is no talk of war. Is this ideating the ideal Mindanao? But more than ideating, it is also the act of promoting peaceful coexistence that one hears in its museum voice.

These museums have come to understand the “contemporary necessity of re-explaining indigenous people, formerly distanced in time and space.” Ann McMullen contends that “representation per se involves visibility.” Although mostly operated by scarcely trained but passionate and driven museum professionals, they have, however, entered into the discourse of providing indigenous people with ample opportunity for what McMullen calls “building public belief in their survival.”

Mary Stevens of University College in London was describing the ecstatic feedback of a visitor to the Musee dauphinois in Grenoble, France. The exhibit was the “Mémoires d’immigrés” that showcased the history of Grenoble’s population of North African origin. The North African visitor found the exhibit fantastic, because it was the first time they had been in a museum—as subjects of an exhibition that is, the first time they were really valued. That they were treated... not as categories and that they were able to see themselves as if reflected in a mirror.

Such “reflection in a mirror” was what I personally witnessed as I went through one of the galleries of the National Museum branch in Zamboanga City’s Fort Pilar. It was late afternoon, and a group of unshod Sama Bajau people were viewing their own material representations. While I could not make out anything of their native Sinama language, I could see the child-like pride that animated their faces as they viewed the exhibit.

Village museums

More than collaboration and cultivating a mystique of indigenous culture, at least two museums in Mindanao have taken a direct hand in lending the authenticity of local knowledge and their own voice in museum conception. The Lamlifew Village museum located in Sitio Lamlifew, Barangay Datal Tampal in Malungon, Sarangani, is an ethnological showcase of B’laan culture and heritage and is curated by the community. The launching of the museum was done at the National Museum’s Museum of the Filipino People in December 2007.

The T’boli Museum preceded that of the B’laans. Located in scenic Lake Sebu, South Cotabato, it was opened in 1998 and continues to be curated by Datu Bao Baay as a showcase of traditional T’boli ethnology.

Indigenous people’s engagement in museums is proof of their own agency in image-making and self-representation, says McMullen, “a way of narrating their own nationhood.” This is where we see the museum as facilitator—the traditional museum replaced by a museum of “living” memory.

A fine example of intense collaboration with IPs, rather than marginal representation, is the Museum of Transfiguration Monastery initiated by Dom Martin de Jesus Gomez, OSB in Malaybalay City, Bukidnon. The aim of the museum is simply to showcase Catholic liturgical vestments using indigenized materials. The weaving was done by indigenous weavers from the Tingguians of Abra to the Yakans of Basilan, using their own colors and symbols incorporated into Catholic imageries, thus ensuring their curatorial participation. More than the awe it inspires, partly stimulated by the organic meld of the museum edifice with the monastery’s Leandro Locsin environment, the museum gives one a sense of indigenous ownership that “this is their work, their representation.”

Museum as ‘authority of recognition’

Beyond being a visual and an aural medium, some Mindanao museums have been solicited for their intervention at competing claims for important local cultural treasures. The museum as a “recognizing authority” was markedly experienced by the Surigaonon Heritage Museum in Surigao City which interrupted the illegal sale of precious prehistoric artifacts found in the fishing village of Panhut-ongan, Placer, Surigao del Norte. The relics were already in the hands of treasure-hunters. The museum foundation, led by civic leaders Jun and Luz Almeda, was able to acquire the artifacts from the treasure hunters, but not after a protracted negotiation. Today, the museum has become the prime repository of Surigao del Norte’s heritage.

A similar case happened in the Museum of Three Cultures of Capitol University in Cagayan de Oro. The museum was visited by a young farmer who brought a sack-full of specimens of Chinese Sung Dynasty tradeware ceramics he had stumbled upon in his land. He wanted museum intervention. That was a delicate matter. Local government had already declared the competing claim that the area was benign to local heritage. Besides, treasure-hunters were already poised to loot the area. Immediately calling the attention of its national network, the museum had the National Museum’s bone archaeologist confirm the site as the prehistoric grave of 52 individuals buried with Ninth- to 11th- Century Chinese tradeware funerary materials. Many of the skulls exhibited what is known as “fronto-vertico-occipital” artificial cranial deformation, a prehistoric social prestige practice that has been found so far only in archaeological sites in Banton island, Romblon, Bohol and Butuan City.

With the farmer recognizing the museum’s authority at cultural intervention, the artifacts now on exhibit at the Museum of Three Cultures is the finest material of great scholarly value in its collection, effectively altering the last known cultural chronology of northern Mindanao by 700 years.

Mindanao has two in situ archaeology museums that are highly valuable to the cultural chronology of Philippine prehistory—the Balanghai Shrine in Libertad, Butuan City, operated by the National Museum branch of the Caraga Region. The shrine is the home of the Butuan boats that were individually carbon-dated to be 320 AD, 1250 AD and 900 AD. The other is the Baloboc Rockshelter museum in Sanga-Sanga, Bongao, Tawi-Tawi, where a shell adze associated with human presence in Mindanao dates back to 6,000 years.

Museums address the many significant lacunae of local and national history by conferring legitimacy on cultural claims that have been deemed of national significance, at times rendered contestable by competing claims.

These are but a mere fraction of the museum population of Mindanao which are a mirror of the region’s inherent diversity. The museum not just as display but voice has become an important face of Mindanao culture. It is cultivator not just of mystique but is facilitator of what Mindanao wants to say to the nation and the world.

The author, a Mindanao anthropologist and Inquirer opinion writer, is the incoming national chair of the National Committee on Museums of the National Commission for Culture and the Arts. He is the president of the Mindanao Association of Museums.

the most obvious reason, volume of passengers.

An cebupac also discontinued their direct mla-sur flights.

I say i cant blame the airlines, its always passenger volume which counts. ugsa balitaw im not that atat na atat about daily and direct flights because these airlines are in the business for profit. We cannot just ask them to continue their flights even if they are losing just so we can say that there are flights to surigao.

The title of University does not automatically mean quality education. a lot of schools which are not universities (San Beda, San Sebastian, etc. STC and Immaculada in Cebu, etc. etc) are know for their quality and high standard of excellence, on the other hand a lot of universities (wont mention names na lang kay mahimu ug away) are actually known for their low quality and standard of education.

So really, its not the name of the school that counts.

An cebupac also discontinued their direct mla-sur flights.

I say i cant blame the airlines, its always passenger volume which counts. ugsa balitaw im not that atat na atat about daily and direct flights because these airlines are in the business for profit. We cannot just ask them to continue their flights even if they are losing just so we can say that there are flights to surigao.

mla-sug flights discontinued?, thats bad. I hope airphils will sustain. Passengers would still prefer the cheaper airbus flights in Butuan. Thats always the dilemna of Surigao not, being able to accommodate the A319s. I guess the cebu flights will carry on since its barely an hours trip.

AN ORDINANCE STANDARDIZING CURFEW REGULATIONS FOR MINORS WITHIN SURIGAO CITY AND FOR OTHER PURPOSES.



The Sangguniang Panlungsod of the City of Surigao hereby ORDAINS:

SECTION 1. CURLEW HOURS. The hours from 10:00 PM to 4:00 AM the following day are hereby declared as curlew hours for minors below 18 years of age.

SECTION 2. PROHIBITION. During the curfew hours, no minors below 18 years of age shall be allowed in public streets, commercial establishments, recreation centers, restaurants or bars, public places or any other area outside the immediate vicinity of their residences, except:

a) To a minor accompanied by his or her parent, guardian or other adult person having the care and custody of the minor.

b) To a minor who is performing an emergency errand directed by his or her parent, guardian or other adult person having the care and custody of the minor; PROVIDED, that after verification, the claim of the minor is found to be true.

c) To a minor who is a student of night school or one who, by reason of his/her employment, is required to stay in the streets or outside his/her residence after 10:00 PM: provided, that he/she must show school certification or written proof of employment as well as the hours of such employment, or that the minor is shown to be actually engaged in an economic activity as the case may be.

d) To a minor in the course of travel.

SECTION 3. BARANGAY OFFICIALS. All Punong Barangays, Kagawads of Sangguniang Barangays, and duly appointed Barangay Tanods, are hereby authorized, for purposes of implementing this ordinance, to take violators of this ordinance into their custody in their Barangay Halls or Multi-Purpose Centers: Provided, that:

1. The barangay official having custody of the minor shall immediately either inform the parents of such fact or by himself turn-over said minor to the parent within three (3) hours from start of custody.

1. If the violator is a resident of another barangay, he/she shall without delay be referred to the Punong Barangay of the place of residence of the minor.

The referring Punong Barangay shall provide for the arrangements of the transfer of custody of the offender. The Punong Barangay of the place of residence of the subject minor shall have the responsibility for expediting the proper action, pursuant to this ordinance as if the taking of custody was made by him.

1. If the violator is a resident of areas outside the political jurisdiction of the City of Surigao, said violator shall be turned-over to the Surigao City Social Welfare and Development Office or in the absence of each personnel, the Philippine National Police which will undertake temporary custody of the child for not more than eight (8) hours by the Punong Barangay of the place where the minor was held, who shall then be turned-over to his nearest of kin or guardian in the city, or if none, to the Social Welfare and Development Office of the municipality or city of domicile of the minor offender. And

1. If the offender is homeless, abandoned or neglected or has no known parent, relative or guardian residing in the city, he shall be taken without delay to the Residential Center for Street Children at Barangay Anomar, this city, that will arrange for his/her expeditious return to the biological relatives or to a foster or adopting home.

SECTION 4. PROCEDURE. In taking custody of the minor under Section 3 hereof, the authorities shall observe the following:

a) Properly identify himself/herself and present proper identification to the child;

b) Explain to the child in simple language and in a language or dialect that he/she can understand the reason for the custody and the offense that he/she committed;

c) Take the child to a medical officer whenever medical treatment is required;

d) Record in a separate Log Book the circumstances of the custody, which shall be confidential;

e) Handcuffs and other instruments of restraint shall not be used but if used on the child, the officer shall record in the Log Book such fact and the reason for the use of such instruments of restraint;

f) A minor taken into custody shall not be locked up in a detention cell;

g) If a search is necessary, a minor taken into custody shall not be searched by an officer of the opposite sex;

h) Refrain from using vulgar or profane words and from sexually harassing or abusing, or making sexual advances on the minor; and

i) Avoid the use of violence or unnecessary force on the child in conflict with the law.


SECTION 5. INTERVENTION PROGRAM. Whenever possible, all offenders shall undergo an intervention program following the pertinent provisions of Republic Act 9344 or the Juvenile Justice and Welfare Act of 2006. The intervention, which shall be for a minimum period of six (6) months, shall be conducted by the Barangay Council for the Protection of Children (BCPC) in coordination with the concerned social worker of the City Social Welfare and Development Office, in the barangay where the minor is residing. The BCPC shall be responsible in determining the effectiveness of the program and the compliance by the child and parents with the terms and conditions of the intervention program.

If the child and the parents, guardian or persons having custody of the child fail to comply with the intervention program, despite exhausting all efforts to assist them, the BCPC or the City Social Welfare and Development Office may file the proper petition for involuntary commitment of the child to a behavioral rehabilitation facility pursuant to P.D. 603.

SECTION 6. SANCTIONS. Any minor violating this ordinance shall be sanctioned as follows:

a) If the offender is fifteen (15) years of age and below, the sanction shall consist of a reprimand for the minor and admonition to the offenders parents, guardian or person exercising parental authority. Both the former and the latter shall undergo an Intervention Program as provided for in the preceding section.

b) If the offender is more than fifteen (15) years of age but less than eighteen (18) years of age, the sanction shall be:

b.1 For FIRST OFFENSE, the sanction shall consist of reprimand for the minor and admonition to the offenders parents, guardian or person exercising parental authority. Both the former and the latter shall undergo an Intervention Program as provided for in the preceding section.

b.2 For the SECOND OFFENSE, the sanction shall consist of a reprimand for the minor and twenty(20) hours of community service to be performed by the offenders parents, guardian or person exercising parental authority. Community service shall include clean-up of public facilities, volunteer work in health centers or day care centers, educational work, environmental sanitation, solid waste, attendance in enhanced parent effectiveness seminars, and the like.

If an Intervention Program is pending the same shall be extended for another six (6) months, or if a prior Intervention Program had already culminated, a new Intervention Program for the offender and the parent, guardian or person exercising parental authority over the latter shall be commenced.

b.3 For the THIRD OFFENSE AND SUBSEQUENT OFFENSES, ‘reprimand for the minor and his/her parent, guardian or person exercising parental authority over the latter shall suffer imprisonment of one (1) day to ten (10) days, or a fine of two thousand pesos (P2000.00), or both at the discretion of the court. PROVIDED, That the complaint shall be filed by the Punong Barangay with Office of the City Prosecutor.

SECTION 7. BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN (BCPC). In addition to the powers and functions of the Barangay Council for the Protection of Children (BCPC) stipulated in Ordinance No. 219, series of 2004, also known as the Child Welfare Code of Surigao City, Republic Act 9344 or the Juvenile Justice and Welfare Act of 2006, Presidential Decree 603 or the Child and Youth Welfare Code, and other related issuances, the Barangay Council for the Protection of Children (BCPC) be vested with the following:

1. Impose the sanctions provided for under Section 6 of this ordinance, except for the THIRD OFFENSE AND SUBSEQUENT OFFENSES;
2. Commit an offender upon custody under the terms hereof to the parent, guardian or person exercising parental authority over the same;

1. Decide on the necessity of the commitment of an offender to the Regional Rehabilitation Center for Children and Youth (RRCCY) at Patin-ay, Agusan del Sur, or any other appropriate facility, in case of violation of the intervention program of the offender, his/her parents, guardian or person exercising parental authority over him/her.

1. Recommend the filing of a complaint for the THIRD AND SUBSEQUENT OFFENSES of this ordinance to the Sangguniang Barangay, which legal action shall require, through a resolution, an approval of a majority of all the members thereof; PROVIDED, HOWEVER, That in case of a disapproval by the Sangguniang Barangay, the sanctions for the SECOND OFFENSE under paragraph b.2, Section 6 hereof, shall be imposed; and

1. Furnish the Sangguniang Kabataan Chair a copy of the Report on Apprehended Offenders for monitoring purposes.

SECTION 8. RECORDS. The Secretary of the Barangay shall keep and maintain a permanent record of the names, addresses, dates of birth, time and place where custody was initially effected, and other circumstances of every minor offender taken into custody, by virtue of this ordinance, and furnish a copy of the same to the City Social Welfare and Development Office. Said records shall be CONFIDENTIAL.

SECTION 9. SUSPENSION OF IMPLEMENTATION. The Office of the City Mayor, by way of an executive issuance, may suspend the implementation of this ordinance in a particular barangay or certain areas, for a specific length of time, when public interest so requires. PROVIDED, HOWEVER, that In no case that such suspension of implementation be more than THIRTY (30) DAYS.

SECTION 10. The City Legal Officer shall provide legal assistance to Punong Barangays in the prosecution of violators of this ordinance.

SECTION 11. SURIGAO CITY POLICE OFFICE. The Chief of Police of the Surigao City Police Office shall ensure the availability of its manpower, facilities and resources to the Punong Barangays in the enforcement of this ordinance.

Offenders who are residents of the City of Surigao held by police officers shall be referred to the Punong Barangay of the residence of the minor within six (6) hours from the time of their apprehension.

In case of a non-resident, the apprehended minor shall be turned-over to the Punong Barangay where the custody was effected for proper action in accordance with Section 3 of this ordinance.

SECTION 12. The City Social Welfare and Development Office through it social workers shall assist the Barangay Councils for the Protection of Children (BCPCs) in the conduct of intervention programs for violators and their parents at the barangay level. Assistance shall likewise be extended to the BCPCs in facilitating the proper petition for VOLUNTARY or INVOLUNTARY COMMITMENT of the minor at the Regional Rehabilitation Center for Children and Youth (RRCYY) or any similar institutions, in accordance with Presidential Decree 603 or the Child and Youth Welfare Code.

SECTION 13. CITY COUNCIL FOR THE PROTECTION OF CHILDREN (CCPC). The City Council for the Protection of Children (CCPC), with the assistance of the Liga Ng Mga Barangay and the Sangguniang Kabataan Federation, shall be the primary body that shall be charged with the monitoring and implementation thereof, including the conduct of seminars, advocacy campaigns and public awareness activities.

SECTION 14. Copies of this ordinance shall be posted in Barangay Halls and in three (3) conspicuous places within the barangay and distributed to Police Sub- Stations and Outposts. PROVIDED, That the PUNONG BARANGAY shall device a system through BELLS, PUBLIC ADDRESS SYSTEM, and the like, to provide warning to MINORS about the curfew hours, ONE (1) HOUR before its imposition in their respective barangays.

SECTION 15. FUNDING. The mandatory appropriation of 1% of the annual Internal Revenue Allotment (IRA) for the strengthening and implementation of programs of the Barangay Council for the Protection of Children (BCPC), as provided for in Section 15 or Republic Act 9344 or the Juvenile Justice and Welfare Act of 2006, shall be used to cover the cost of the implementation of this ORDINANCE in the barangays. PROVIDED, HOWEVER, That Barangay Councils shall not be barred from appropriating separate or additional funds as may be deemed fit for the purpose of implementing this ordinance.

SECTION 16. SEPARABILITY CLAUSE. If, for any reason or reasons, any part or provision of this ORDINANCE shall be held unconstitutional or invalid, other parts or provisions hereof which are not affected thereby shall continue to be in full force and effect.

SECTION 17. REPEALING CLAUSE. Any City or Barangay Ordinance or parts thereof, inconsistent herewith, are hereby repealed, revised or otherwise modified accordingly.

SECTION 18. EFFECTIVITY. This Ordinance shall take effect Fifteen (15) Days after its approval.

Enacted on October 14, 2010.

hmmmmmmm i think mas cheaper ang fare nan surigao-cebu or surigao manila kay sa butuan. ang ako ticket kuman for cebu is only 605 last friday nako taglukat while sa butuan is 1,500 plus. based sa ako na experience since before mas barato ang surigao. possible nga tungod gamay ang plane ugsa mo dagan sa butuan ang uban.

besides tagtamok na sab nan airphil ang tagbijaan na nan cebupac na surigao-manila, thus airphil has two flights every TTSS aside from a daily flight for manila.

DENR-MGB 13 joins executive and legislative agenda formulation in Surigao Norte

Surigao del Norte (November 5) -- The province has been known for its rich mineral endowment and it is for this reason that this province had become a popular destination for small scale and large scale mining investors. In the province, a large track of land was also identified as Mineral Reservation areas, which minerals are owned and managed by the State.

Considering the active presence of mining in the province, it is significant to the province that mining shall be given primary attention by the Chief Executive of the Province and by the Sangguniang Panlalawigan through legislation of laws.

Just recently at the Gateway Hotel, Surigao City, the Mines and Geosciences Bureau (MGB-13) met with the various representatives of several agencies, NGOs, POs, LGUs to formulate the Executive and Legislative Agenda of the Province. The agenda for Surigao del Norte focuses on the HEALS program of the Governor. The acronym HEALS stands for Health, Environment/Education, Agricuture, Llivelihood, Senior Citizen/Security among others.

According to the Governor, Hon. Sol F. Matugas, the province is on the right track as far as mining is concern. It is notable in the province that when Gov. Matugas assumed the post, she has been very particular on the environmental compliances of quarry, sand and gravel operators, including mining.

During the executive and legislative agenda formulation, MGB-13 is one of the agencies comprising the Environment Group to which the office participated in identifying issues and concerns on the environment and developing strategies to achieve the program of the Governor on environmental protection.

The activity is also aimed to establish and strengthen alliances of various groups for a consolidated action towards the betterment of the province.

Governor Matugas enjoined everyone to be involved and help the province set ?up a system. She stressed on collection and generation of revenues for Surigao del Norte. (MGB-13/PIA-SDN)

San Sebastian College-Recoletos and San Beda College have already applied to become a university. San Beda is already planning of transferring to the UAAP once it becomes a university.

St. Paul University-Surigao is the most prestigious school of Surigao and the first university in the Caraga Region, but why is it that its website, for so many years now, is still under development? What could be the reason why the school could not come out with a website? I don't like the school to be lumped in the website of the St. Paul University System because it is not informative. I would like them to have their own separate website.

If the violator is a resident of areas outside the political jurisdiction of the City of Surigao, said violator shall be turned-over to the Surigao City Social Welfare and Development Office or in the absence of each personnel, the Philippine National Police which will undertake temporary custody of the child for not more than eight (8) hours by the Punong Barangay of the place where the minor was held, who shall then be turned-over to his nearest of kin or guardian in the city, or if none, to the Social Welfare and Development Office of the municipality or city of domicile of the minor offender. And

1. If the offender is homeless, abandoned or neglected or has no known parent, relative or guardian residing in the city, he shall be taken without delay to the Residential Center for Street Children at Barangay Anomar, this city, that will arrange for his/her expeditious return to the biological relatives or to a foster or adopting home.

SECTION 4. PROCEDURE. In taking custody of the minor under Section 3 hereof, the authorities shall observe the following:

a) Properly identify himself/herself and present proper identification to the child;

b) Explain to the child in simple language and in a language or dialect that he/she can understand the reason for the custody and the offense that he/she committed;

c) Take the child to a medical officer whenever medical treatment is required;

d) Record in a separate Log Book the circumstances of the custody, which shall be confidential;

e) Handcuffs and other instruments of restraint shall not be used but if used on the child, the officer shall record in the Log Book such fact and the reason for the use of such instruments of restraint;

f) A minor taken into custody shall not be locked up in a detention cell;

g) If a search is necessary, a minor taken into custody shall not be searched by an officer of the opposite sex;

h) Refrain from using vulgar or profane words and from sexually harassing or abusing, or making sexual advances on the minor; and

i) Avoid the use of violence or unnecessary force on the child in conflict with the law.


SECTION 5. INTERVENTION PROGRAM. Whenever possible, all offenders shall undergo an intervention program following the pertinent provisions of Republic Act 9344 or the Juvenile Justice and Welfare Act of 2006. The intervention, which shall be for a minimum period of six (6) months, shall be conducted by the Barangay Council for the Protection of Children (BCPC) in coordination with the concerned social worker of the City Social Welfare and Development Office, in the barangay where the minor is residing. The BCPC shall be responsible in determining the effectiveness of the program and the compliance by the child and parents with the terms and conditions of the intervention program.

If the child and the parents, guardian or persons having custody of the child fail to comply with the intervention program, despite exhausting all efforts to assist them, the BCPC or the City Social Welfare and Development Office may file the proper petition for involuntary commitment of the child to a behavioral rehabilitation facility pursuant to P.D. 603.

SECTION 6. SANCTIONS. Any minor violating this ordinance shall be sanctioned as follows:

a) If the offender is fifteen (15) years of age and below, the sanction shall consist of a reprimand for the minor and admonition to the offenders parents, guardian or person exercising parental authority. Both the former and the latter shall undergo an Intervention Program as provided for in the preceding section.

b) If the offender is more than fifteen (15) years of age but less than eighteen (18) years of age, the sanction shall be:

b.1 For FIRST OFFENSE, the sanction shall consist of reprimand for the minor and admonition to the offenders parents, guardian or person exercising parental authority. Both the former and the latter shall undergo an Intervention Program as provided for in the preceding section.

b.2 For the SECOND OFFENSE, the sanction shall consist of a reprimand for the minor and twenty(20) hours of community service to be performed by the offenders parents, guardian or person exercising parental authority. Community service shall include clean-up of public facilities, volunteer work in health centers or day care centers, educational work, environmental sanitation, solid waste, attendance in enhanced parent effectiveness seminars, and the like.

If an Intervention Program is pending the same shall be extended for another six (6) months, or if a prior Intervention Program had already culminated, a new Intervention Program for the offender and the parent, guardian or person exercising parental authority over the latter shall be commenced.

b.3 For the THIRD OFFENSE AND SUBSEQUENT OFFENSES, ‘reprimand for the minor and his/her parent, guardian or person exercising parental authority over the latter shall suffer imprisonment of one (1) day to ten (10) days, or a fine of two thousand pesos (P2000.00), or both at the discretion of the court. PROVIDED, That the complaint shall be filed by the Punong Barangay with Office of the City Prosecutor.

SECTION 7. BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN (BCPC). In addition to the powers and functions of the Barangay Council for the Protection of Children (BCPC) stipulated in Ordinance No. 219, series of 2004, also known as the Child Welfare Code of Surigao City, Republic Act 9344 or the Juvenile Justice and Welfare Act of 2006, Presidential Decree 603 or the Child and Youth Welfare Code, and other related issuances, the Barangay Council for the Protection of Children (BCPC) be vested with the following:

1. Impose the sanctions provided for under Section 6 of this ordinance, except for the THIRD OFFENSE AND SUBSEQUENT OFFENSES;
2. Commit an offender upon custody under the terms hereof to the parent, guardian or person exercising parental authority over the same;

1. Decide on the necessity of the commitment of an offender to the Regional Rehabilitation Center for Children and Youth (RRCCY) at Patin-ay, Agusan del Sur, or any other appropriate facility, in case of violation of the intervention program of the offender, his/her parents, guardian or person exercising parental authority over him/her.

1. Recommend the filing of a complaint for the THIRD AND SUBSEQUENT OFFENSES of this ordinance to the Sangguniang Barangay, which legal action shall require, through a resolution, an approval of a majority of all the members thereof; PROVIDED, HOWEVER, That in case of a disapproval by the Sangguniang Barangay, the sanctions for the SECOND OFFENSE under paragraph b.2, Section 6 hereof, shall be imposed; and

1. Furnish the Sangguniang Kabataan Chair a copy of the Report on Apprehended Offenders for monitoring purposes.

SECTION 8. RECORDS. The Secretary of the Barangay shall keep and maintain a permanent record of the names, addresses, dates of birth, time and place where custody was initially effected, and other circumstances of every minor offender taken into custody, by virtue of this ordinance, and furnish a copy of the same to the City Social Welfare and Development Office. Said records shall be CONFIDENTIAL.

SECTION 9. SUSPENSION OF IMPLEMENTATION. The Office of the City Mayor, by way of an executive issuance, may suspend the implementation of this ordinance in a particular barangay or certain areas, for a specific length of time, when public interest so requires. PROVIDED, HOWEVER, that In no case that such suspension of implementation be more than THIRTY (30) DAYS.

SECTION 10. The City Legal Officer shall provide legal assistance to Punong Barangays in the prosecution of violators of this ordinance.

SECTION 11. SURIGAO CITY POLICE OFFICE. The Chief of Police of the Surigao City Police Office shall ensure the availability of its manpower, facilities and resources to the Punong Barangays in the enforcement of this ordinance.

Offenders who are residents of the City of Surigao held by police officers shall be referred to the Punong Barangay of the residence of the minor within six (6) hours from the time of their apprehension.

In case of a non-resident, the apprehended minor shall be turned-over to the Punong Barangay where the custody was effected for proper action in accordance with Section 3 of this ordinance.

SECTION 12. The City Social Welfare and Development Office through it social workers shall assist the Barangay Councils for the Protection of Children (BCPCs) in the conduct of intervention programs for violators and their parents at the barangay level. Assistance shall likewise be extended to the BCPCs in facilitating the proper petition for VOLUNTARY or INVOLUNTARY COMMITMENT of the minor at the Regional Rehabilitation Center for Children and Youth (RRCYY) or any similar institutions, in accordance with Presidential Decree 603 or the Child and Youth Welfare Code.

SECTION 13. CITY COUNCIL FOR THE PROTECTION OF CHILDREN (CCPC). The City Council for the Protection of Children (CCPC), with the assistance of the Liga Ng Mga Barangay and the Sangguniang Kabataan Federation, shall be the primary body that shall be charged with the monitoring and implementation thereof, including the conduct of seminars, advocacy campaigns and public awareness activities.

SECTION 14. Copies of this ordinance shall be posted in Barangay Halls and in three (3) conspicuous places within the barangay and distributed to Police Sub- Stations and Outposts. PROVIDED, That the PUNONG BARANGAY shall device a system through BELLS, PUBLIC ADDRESS SYSTEM, and the like, to provide warning to MINORS about the curfew hours, ONE (1) HOUR before its imposition in their respective barangays.

SECTION 15. FUNDING. The mandatory appropriation of 1% of the annual Internal Revenue Allotment (IRA) for the strengthening and implementation of programs of the Barangay Council for the Protection of Children (BCPC), as provided for in Section 15 or Republic Act 9344 or the Juvenile Justice and Welfare Act of 2006, shall be used to cover the cost of the implementation of this ORDINANCE in the barangays. PROVIDED, HOWEVER, That Barangay Councils shall not be barred from appropriating separate or additional funds as may be deemed fit for the purpose of implementing this ordinance.

SECTION 16. SEPARABILITY CLAUSE. If, for any reason or reasons, any part or provision of this ORDINANCE shall be held unconstitutional or invalid, other parts or provisions hereof which are not affected thereby shall continue to be in full force and effect.

SECTION 17. REPEALING CLAUSE. Any City or Barangay Ordinance or parts thereof, inconsistent herewith, are hereby repealed, revised or otherwise modified accordingly.

SECTION 18. EFFECTIVITY. This Ordinance shall take effect Fifteen (15) Days after its approval.

Enacted on October 14, 2010.

What could be the reason why the school could not come out with a website? I don't like the school to be lumped in the website of the St. Paul University System because it is not informative. When we studied our thesis back 2001, according to Bancasi Airport most of the cargoes nga mga marine products nga ma send either Manila or Cebu are from ADN and ADS.. some are from of Surigao and MisOr... mga kasagaran mga prawn og lobster nga gikan sa BXU and Mun. of Magallanes.. some raw materials from Gingoog, vegetables from Agusan del Norte and fruits from Agusan del Sur...

Ang ako na obserbahan no, dili kaayo taas ang volume sa passengers sa Surigao tungod kay ang uban part sa province duol ra sa BXU. Ang maka avail sa flight sa Surigao ang parts sa Surigao del Sur og Surigao Norte. Since naa kaugalingon airport ang Siargao, mao nga na kuhaan jud og percentage. Pero basin mo balik ra sila og service... mag materialize ra na sila og matuman na cguro ang extension sa runway.... :)

hmmmmmmm i think mas cheaper ang fare nan surigao-cebu or surigao manila kay sa butuan. ang ako ticket kuman for cebu is only 605 last friday nako taglukat while sa butuan is 1,500 plus. based sa ako na experience since before mas barato ang surigao. possible nga tungod gamay ang plane ugsa mo dagan sa butuan ang uban.

besides tagtamok na sab nan airphil ang tagbijaan na nan cebupac na surigao-manila, thus airphil has two flights every TTSS aside from a daily flight for manila.
Then nothing bad has happened actually, you lose some, you win some! but if you check 5js website, the 3x weekly flight to manila is there effective February 2011. Not that they are losing, just an equipment issue that they have to prioritized high traffic destinations like Caticlan.

That's true, as far as I know all ATR aircrafts are subject for annual maintenance that's why Surigao flights are temporarily our of service to give priority the high traffic destinations.

Surigao del Norte has been known for its rich mineral endowment and it is for this reason that this province had become a popular destination of foreign and domestic business groups and private companies because of mining investments and other agricultural production, tourism, and fishing industry.

Large-scale and even-small scale mining investors are mushrooming at this northeastern tip province in Mindanao.

In this province, a large track of land was also identified as Mineral Reservation Areas, where minerals are owned and managed by the state.

Considering the active presence of mining resources in the province, it is significant that mining is given primary attention by the provincial chief executive and by the Sangguniang Panlalawigan (SP) through legislation of laws.

For a mining company alone located in the towns of Claver and Taganito, its management is opening some 4,000 jobs next year in preparation for their full operation, said Surigao del Norte Gov. Sol F. Matugas, in an interview, along with her husband Rep. Francisco T. Matugas (1st District, Surigao del Norte).

She said the tourism industry and even fishing and other agricultural and mineral products are also picking up and added to the burgeoning income of the province.

“The influx of big businesses in the province makes more than P500 million in income even more next year and the succeeding years,” said the governor who is a former regional director of the Department of Education (DepEd).

She said the thrust of the provincial government which is upgrading all the development projects such as education, health, food security, agriculture, environment, infrastructure, and livelihood “can now move on.”

Surigao Norte towns adopt BPLS for LGUs

Surigao del Norte -- Four (4) local government units (LGUs) of this province will adopt the newly introduced streamlining of Business Permits & Licensing System (BPLS).

These 4 LGUs are the city of Surigao with three (3) neighboring municipalities namely: Claver, Mainit and Tubod.

The BPLS, as presented during the MOA signing at the provincial convention center recently, aimed at unifying numerous forms, confusing steps, long waiting time and assorted signatories to "provide efficient delivery of services to the public by reducing bureaucratic red tape and preventing graft and corruptions."

Some of the benefits of the BPLS streamlining include an improved revenue generation, reduced time and resources spent by LGUs in the BPLS process, more complete information base on business enterprises in their localities for more informed policy and decision-making and better image for the LGU in the area of good governance.

DILG Prov'l Director Domingo Bulabug said the direct beneficiary of a streamlined BPLS is the businessman. "Less corruption and reduced time spent in registering their business redound to financial savings," he said.
It may be recalled that during the first SONA of President Benigno S. Aquino III, he emphasized that on top of the agenda for development of his Administration is job generation.

"While we look for more ways to streamline our processes to make business start-ups easier, I hope the LGUs can also find ways to implement reforms that will be consistent with the ones we have already started," Aquino said.
With this, the DILG and DTI responded to this pronouncement through the BPLS. (PIA)

Gov. Matugas chairs LMDA

Butuan City -- Surigao del Norte Governor Sol F. Matugas was elected by majority of the members of the Board of Trustees (BOT) of the Lake Mainit Development Alliance (LMDA) during its Board Meeting on Tuesday (November 9) held at the Agusan del Norte Provincial Training Center, capitol site, this city.

The lady governor was represented by Vice Governor Carlos Egay Jr. who immediately presided the meeting after the election.

Meanwhile, National Economic and Development Authority (NEDA)-Caraga Regional Director Carmencita Cochingco was re-elected Vice Chairman.

The BOT election of Chairmanship followed a rule agreed by the previous Board of Trustees to select a new set of officers after every local election. The reorganization of the BOT will give opportunities for the newly-elected officials to be chosen as officers of the BOT and replace the officials that have loss during the election.

Another rule set by the BOT is the position of the Vice Chairperson as set aside to the line agency members. The customary practice is that, the member line agencies prefer NEDA to be the Vice Chairperson. The Vice Chairperson can also act as a convenor when the selected officials loss in the local election. The treasurer of the organization is set aside to the host municipality.

The selected local government official will occupy the position as officer of LMDA during their term of office. The rule set by the previous BOT can be changed as agreed by majority of the members. (PIA-Caraga)

St. Paul University-Surigao is the most prestigious school of Surigao and the first university in the Caraga Region, but why is it that its website, for so many years now, is still under development? What could be the reason why the school could not come out with a website? I don't like the school to be lumped in the website of the St. Paul University System because it is not informative. I would like them to have their own separate website.

i dont think na dimsum break ang mu barug dha..cguru dimsum house pwede pa.considering the place its too small......and i dont think the place is ideal to put up a reknown fast food chain......

an jollibee they have been doing this since last year. pag fiesta nad chirstmas mag 24 hours sila.

an goldilocks retailer expanded probably to accomodate tables and chairs. nagdiversify sab sila, no longer exclusive golidlocks products but also cebu delicacies-otap, rosquillos etc.

the most obvious reason, volume of passengers.

An cebupac also discontinued their direct mla-sur flights.

I say i cant blame the airlines, its always passenger volume which counts. ugsa balitaw im not that atat na atat about daily and direct flights because these airlines are in the business for profit. We cannot just ask them to continue their flights even if they are losing just so we can say that there are flights to surigao.

Naundang ba? Murag duha man gani ka flights ang AirpHil kada buntag. Then one CebuPac ug another AirPhil sa noon.

well, speaking of spu (new site man na nila diha) high school, hapit nasab mahuman ang ga-construct nila na grade school dept. building na diha na ibal-is ang grade school gikan sa san nicolas college campus o main campus.

Ug laong sa ako source, may plano pag-usab sila na ibal-is pud ang college dept. diha sa new site, so mag build na pud sila ug mga bldgs. para sa nagkalahi-lahi na college dept. ug ang san nicolas campus (main campus), himuon man daw ug mini hospital ug hotel para sa mga nursing ug hrm students. ^^

Not to take away anything from this resort as it is very impressive for an SDN municipality to be able to do this. But there are some details which they have overlooked. for one, they did not consult an architect, i doubt even if a competent CE was used. arang kamugbo an pertahan sa mga kwarto. an pertahan sa CR musangko pag abri. They should strictly implement a swimming attire policy. not necessarily 2 piece bikini but dili jaon shorts and t-shirt, or karsones ba kaha, basta sawaing tan awon.

The food is great though, i mean those coming from the lake-pijanga, kasili, hayuna, and pantat. have you guys tasted Bugwan?

i suggested to the LGU that they enter the Galing Pook competition using this project as their entry.

unfortunately the latest buzz is that the cannery is no longer in the drawing boards. back out na daw.

I had doubts about this sa una pa but i also hope matinood. pero the reality is that, the volume of tuna here in surigao is not sufficient.

if you go to the market, blue marlin an permi jaon.

hopefully some other business will surigao's way
that would work out eventually

an jollibee they have been doing this since last year. pag fiesta nad chirstmas mag 24 hours sila.

an goldilocks retailer expanded probably to accomodate tables and chairs. nagdiversify sab sila, no longer exclusive golidlocks products but also cebu delicacies-otap, rosquillos etc.

Not to take away anything from this resort as it is very impressive for an SDN municipality to be able to do this. But there are some details which they have overlooked. for one, they did not consult an architect, i doubt even if a competent CE was used. arang kamugbo an pertahan sa mga kwarto. an pertahan sa CR musangko pag abri. 3,000 jobs offered in two-day jobs fair in Surigao City

Surigao City (11 November) -- Job seekers from various areas in the Caraga Region and neighboring places started coming to Surigao City on Thursday to find luck in the two-day 2010 Jobs Fair activity at the Provincial Sports Complex here.

The jobs fair is in line with the livelihood program of Surigao del Norte Governor Sol F. Matugas.

The governor's other priority programs are Health, Education, Environment, Agriculture, Aquaculture, Tourism, Social Welfare, Security and Spiritual Renewal or HEALS.

"We are thoroughly implementing this HEALS program because this is part of our economic development in this fast-growing province in Northeastern Mindanao," Governor Matugas said in an interview.

Aside from other provincial offices, the HEALS is also supported by other line agencies of the government, including mining companies operating in the province spearheaded by Public Employment Services Office (PESO) manager Emilio Pantejo.

At least nine overseas employment companies from the cities of Butuan, Davao, Cebu and Manila are among the participants in the two-day jobs fair.

About 3,000 jobs are offered in the activity. These jobs include cake decorators, flower arrangers, pipe fitters, welders, masons, electricians, bus girls/boys chefs, teachers, nurses and other medical workers.

Overseas Workers Welfare Administration (OWWA)-Caraga will also provide an orientation about their newest program, the HEALTHPRO or the Health Program for Overseas Filipino Workers.

Just recently, OWWA-Caraga partnered through a Memorandum of Agreement (MOA) with the Caraga Regional Hospital (CHR) as its medical institution partner for its HEALTHPRO.

The HEALTHPRO is a subsidized medical and hospitalization services for overseas Filipino workers (OFWs) who need medical treatment for illnesses contracted while working abroad.

OWWA will also give free demonstration on perfume making, hand sanitizer, among others, to OFW relatives and friends. (MUC/PIA-Caraga)

he tried to compensate for this by saying that something big will happen in 2011, perhaps the re-opening of the nonoc nickel plant. I hope Nioty will learn from the exeprience of the late Goding and IPM Pons whihc is that dili mag premature announcement para di masipgan kun di matuman later on. talk with the investors, meet with them, iron out everything then when a contract has been signed, BOOM!!! annouced it to the whole world with complete fanfare. other wise this will haunt you.

^^ hmm just i like thought it would per previous studies made regarding the local resource and supply chain in fisheries. i thought the new investors made recent studies with different findings hence the planned investment on a tuna cannery.

yup basically, its made up of chinese paper and a bamboo sticks that holds the paper in place with the wax paper and g.i.wire.
