I hope Gaisano Surigao looks like the same but with blue drama like Iligan and Pagadian
BOB-bXu February 13th, 2011, 08:09 AM its up to them hw they interpret it, basta wala namn akong bad intention with that post, ang sa akin lang caraga region is not that rich gaya ng region 6 and 7 to have 2 rob malls, ang operating cost should be considered, , kaya one rob mall lang dito sa caraga , now, kung may rob mall man sa surigao in the future beacaue of the booming mining industry m so be it, the more the merrier
I don't think CARAGA is really that poor....there are other regions where our region is much better yet people are not discouraged to be optimistic.... Region 2 or Cagayan Valley (comprising of Isabela, Cagayan, Quirino, Vizcaya) are purely agriculture in economic orientation with a few mining activities in Vizcaya)....Bicol is another region with provinces under the poor list....yet that does not stop Bicolanos of being optimistic despite being battered by frequent typhoons.

I agree that Caraga is not poor, owing to its vast natural resources. By this alone, it is one of the richest regions in the entire country. However, there is no question that the incidence of poverty in SDN @ 47.9% in 2009, the 2nd highest in Caraga after Agusan del Sur, is a big challenge for incumbent officials. Poverty is more evident in the rural areas with proliferation of shanties, absence of sanitary facilities, lack of jobs, inadequate agricultural practices resulting to decreased harvests, increased illiteracy and increased squatting, among other barometers. Luckily, SDN is still among the safest places to live in the country with low crime stats.

BUTUAN CITY—Surigao del Norte Gov. Sol Matugas has ordered the suspension of all small-scale mining and quarry operations in the province due to “rampant violation of environmental laws.”
Matugas said she gave weight to the recommendations made by a multi-sectoral task force, which she formed to assess the environmental impact of small-scale mining and quarry operations in the province.
“As an offshoot of the recommendation of the task force, I ordered an indefinite suspension of all small-scale mining and quarry operations in the province,” she told the Inquirer Monday.
Matugas said with the move, police and other law enforcement agencies were mandated to arrest and file charges against people who would continue mining and quarrying despite her order.
The move, she said, was part of the provincial government’s all-out war against irresponsible mining and quarrying.
Matugas said she hoped that the suspension would pave the way for the rehabilitation of areas damaged by mining and quarrying.
“During its inspection, the task force found massive environmental law violations by mining and quarry operators to the detriment of the environment,” she said.
The suspension order has affected the operation of at least 20 small-scale mining and quarry firms.
During the past months, small-scale mining activities mushroomed in Surigao del Norte, which is rich in gold, nickel, chromite and other minerals.
But Matugas admitted that the order did not cover large-scale mining.
She said the local government lacked the power to regulate, approve or disapprove large-scale mining activities.
“The Mining Act of 1995 diminishes the authority and power of local governments to check multinational firms whose permits were issued by the national government,” Matugas said.She said this was the main reason she was batting for an amendment to the mining law.
“The Mining Act is anti-autonomy and must be amended because it withholds the power of LGUs to regulate and check violations of large mining firms,” Matugas said.
Asked if her decision to suspend small-scale mining and quarrying could affect investor confidence, Matugas said she believed otherwise.

It depends on the University's admission and scholarship policy. CSU, just like any other State U's, perhaps opted to open the scholarship grants to non-Caraganons in order to attract more poor (and not so poor) but deserving students to study in the University. In Mindanao State University - Main Campus (in Marawi City), for instance, there are scholars coming from as far as Luzon and the province of Palawan. Very far from Mindanao. No doubt these scholars will give back honor and prestige to the school by way of high ratings in the board exams and emerging themselves as quality graduates, in general.

Plaza, himself who mentioned that Agusan del Sur was the poorest province in Caraga despite the fact that it is the largest in terms of land area. It also had the largest population during that time. I have no idea sa karon nga status basin diay nausab na.

Before the election 2010, I watched Byaheng Totoo of GMA 7. They featured the ten most poorest provinces in the Philippines. (which are Tawi-tawi, Zamboanga del Norte, Maguindanao, Apayao, Surigao del Norte, Lanao del Sur, Northern Samar, Masbate, Abra and Misamis Occidental.) As I watched the documentary, I realized how blessed I am. Even though I have financial problem my suffering is incomparable to them. As they visit each provinces they would ask someone to write on their notebook of what they would ask the next president of the Philippines. It looks like NoyNoy Aquino will be our new president and I hope he will be able to help those people. I'll make a post for each visit the report had.

this is 2009 data. so basically, article above is last year's data.:) agusan del sur was one of the poorest in 2008 but not anymore.

BULLDOG February 13th, 2011, 01:38 PM I'm happy enough nabalik sa 2nd class component city an Surigao...based sa 2010 stat hamok man cities from Luzon and Visayas and major provinces in Mindanao an na rank sa 3rd and 4th....which means Surigao City tax collections and other measures performed better.....I hope ma highly urbanize na an Surigao in the near future.....thanks sa mining and tourism sa ato lugar certainly a great help in our economy......sa ato mga LGU continue to work harder.

BUTUAN CITY, Agusan del Sur, Philippines – Dinagat Islands Representative Ruben Ecleo Jr. was “speechless, shaken and nervous” after an order for his arrest over a graft conviction was issued and calls to unseat him from Congress mounted.
Dinagat Islands Vice Governor Jade Ecleo said her elder brother was “shaken, nervous and speechless” upon learning that the Sandiganbayan upheld his 2006 conviction for graft and issued a warrant for his arrest.
“The family is really worried about him,” Ecleo told the Philippine Daily Inquirer by phone.
But Ecleo said Ruben, the “supreme master” of the Philippine Benevolent Missionaries Association (PBMA), was determined to clear his name in the continuing legal battle and ready to face his fate.
“He (Ruben) told us to remain calm and to pray and that he is ready to face whatever his fate is in this legal battle,” Ecleo said.
In October 2006, Ecleo was found guilty on three counts of graft for his role in the anomalous multi-million-peso fund disbursement for various infrastructure projects while serving as town mayor of San Jose, Surigao del Norte, from 1991 to 1994.
On February 4, the Sandiganbayan ordered Ecleo’s arrest following the dismissal by the Supreme Court of his motion seeking a reversal of his conviction. The high court upheld his jail term of 18 to 31 years in prison and a perpetual bar on him from holding positions in public office.
Ecleo expressed hope the leadership in the House of Representatives would give the lawmaker due process and would not rush to unseat him from his post.
“Pending the new motion for reconsideration filed questioning his conviction and arrest, any effort to unseat him in Congress must go through the legal process in the Ethics Committee so that Representative Ecleo’s rights are respected and that due process is upheld,” she said.
Ecleo also called on their political supporters and PMBA followers to stay calm and to respect the rule of law, saying efforts have been made to save their leader.
“I called on our followers to remain calm and pray that nothing untoward would happen just like before because our lawyers are doing their best,” she said.
In 2003, more than 20 PMBA members died in fierce gun battle as they resisted policemen from serving a warrant for the arrest of Ruben after being indicted for the bloody murder of his wife.
While out on bail, Ruben won the lone congressional seat in Dinagat left by his mother, Glenda.
Dinagat is home to the PBMA, the religious group founded by Ruben’s father, Ruben, Sr.

THE House leadership on Friday declared that Dinagat Rep. Ruben Ecleo Jr. has lost his parliamentary immunity from arrest and his name will be dropped from the House roll following his conviction for three counts of graft when he was still mayor of San Jose, Surigao del Norte.
Speaker Feliciano Belmonte Jr. said he would designate a caretaker for Ecleo’s district when the post is vacated even as he ruled out a special election for the district of Dinagat Islands.
House Majority Leader Neptali Gonzales II said the House will strike Ecleo’s name off its rolls as soon as the House receives a certificate of finality from the Sandiganbayan upholding the conviction.
Gonzales said Ecleo already lost parliamentary immunity since only lawmakers facing penalties of six years or less may not be arrested while Congress is in session.
Belmonte has ordered the House secretary general to get certified true copies of the decisions rendered in 2006 by the Sandiganbayan, and a certfication from the Supreme Court that the ruling has become final and executory.
Meanwhile, Ecleo filed an “extremely urgent motion” before the Supreme Court to stop the Sandiganbayan from implementing the arrest order against him.
The lawmaker cited as basis his two motions pending before the high court, including a motion for reconsideration in one of the three cases for which he was convicted.

I think our governor do the right moved, small mining operations should really stop because the small scale mining operations normally violated the mining codes....we should prioritize the big time operators mainly for safety reasons.

Hehe...The traffic signs were just intended for the pre valentine party mode called TRAFFIC kay naay dress code depending on your relationship status. RED for TAKEN, GREEN for available and YELLOW for Complicated! hehehe.. amo ba?hehe

THE House leadership on Friday declared that Dinagat Rep. Ruben Ecleo Jr. has lost his parliamentary immunity from arrest and his name will be dropped from the House roll following his conviction for three counts of graft when he was still mayor of San Jose, Surigao del Norte.
Speaker Feliciano Belmonte Jr. said he would designate a caretaker for Ecleo’s district when the post is vacated even as he ruled out a special election for the district of Dinagat Islands.
House Majority Leader Neptali Gonzales II said the House will strike Ecleo’s name off its rolls as soon as the House receives a certificate of finality from the Sandiganbayan upholding the conviction.
Gonzales said Ecleo already lost parliamentary immunity since only lawmakers facing penalties of six years or less may not be arrested while Congress is in session.

I guess we now have the two most neglected provinces in Caraga. I hope our leaders did their job well when they prepared the various projects (both pending and proposed) in the entire Surigao del Norte for budget allocation this year. Very disappointing an amount compared to that of Agusan del Sur and Butuan City.

BUTUAN CITY, Philippines – In its commitment to help boost economic activity in the Caraga Region, the Aquino administration approved for this year the P2.6-billion budget for various infrastructure projects spread all over the four provinces and three cities in this fast-growing area in Mindanao.
The Region 13 office of the Department of Public Works and Highways (DPWH-13) said the Aquino administration also approved the P104.5 million Lower Agusan Development Project (LADP) for this region.
DPWH-13 Director Danilo E. Versola said the province of Agusan del Sur got the highest budget for this year, amounting to P626.2 million.
Other areas that got a considerable share for infrastructure projects include the first district of Surigao del Sur in the amount of P552.6 million, followed by this city with P451.2 million.
The first district of Agusan del Norte also got an approved budget for Calendar Year 2011 in the amount of P344.2 million while its second district got the amount of P262.7 million.
Surigao del Norte got P264.5 million and 64.9 million, for its first and second dist[B]ricts, respectively, while Dinagat Island got P11.4 million budget.[B]
According to Versola, the allocated funds for this year are intended for new bridges and upgrading of roads, rehabilitation of auxiliary and national roads, bypass roads, critical sections, and other projects, in line with the national government’s infrastructure programs.
These allocated funds for the Caraga Region was part of the approved 2011 national budget recently signed by President Aquino, Versola added.
“If all these funded 2011 projects will be completed and the remaining 2010 infrastructure projects will be also completed early this year, this region will be more economically stable and more progressive as more investors are expected to come in because of the marvels that are being erected by the Aquino administration,” said Versola.

mixed cebuano and surigaonon na ang kitcharao og jabonga since they are close to mainit and alegria. mag-switch mode na sila to cebuano if they're in the other places of agusan.

Likwise, he also mentioned the ongoing construction of Citi Hardware in front of the Cockpit Arena in Km. 5 Nat'l Hiway.
Robinsons Mall will soon rise in Surigao. They have just acquired one of Melba Garcia's properties within the city property.

I'm positive the retail market in Surigao is still not saturated. A lot of our folks go to Cebu or Manila to shop. Maybe this time, they'll save their flight/boat money for shopping locally instead.:)

As per Republic Act No. 9009 authored by Senator Aquilino Pimentel in June 2001, requirements for cityhood include:
1. locally generated income of at least PHP 100 million (based on constant prices in the year 2000) for the last two consecutive years, as certified by the Department of Finance, AND
2. a population of 150,000 or more, as certified by the National Statistics Office (NSO); OR a contiguous territory of 100 square kilometers, as certified by the Land Management Bureau, with contiguity not being a requisite for areas that are on two or more islands.
So it will be harder for Claver, like you suspected, to hurdle this in terms of population, currently around 25,000. Surigao is barely 150,000 but thanks to the old local government code, it became a city in 1970.

this is what I mentioned many times, road widening into 6 lanes must be prioritize to complement the firm development in that area. Diversion road going to brgy. Rizal down to Lipata, Mabua, Malimono to avoid entering in the city proper while heading to those places which are also staring to become busy.

The widening of the natl highway is the responsibility of DPWH. the LGUs can only lobby and request. Cong Matugas and Romarate would be in a better position, also Cong. Master Ecleo if he comes out from hiding.:)

This is long overdue. Medyo nalipat an mga investors sa iban na lugar for a time. Kanya kanyang panahon lang yan. When a place gets saturated with business investments, investors will move to the next hot place to put their money in. It's a cycle. Back in the 70's, Surigao was "THE" hot place, even overtaking Butuan.

This is long overdue. Medyo nalipat an mga investors sa iban na lugar for a time. Kanya kanyang panahon lang yan. When a place gets saturated with business investments, investors will move to the next hot place to put their money in. It's a cycle. Back in the 70's, Surigao was "THE" hot place, even overtaking Butuan.

Flowershop can be located in the market as well. The flowershops were just a temporary stalls there at the market. Whether they (the stall owners), made it made of CHB but still its TEMPORARY.For security reasons sad.I admit there was a mistake on the sidewalk part. 1.70M was provided. These flowershops were placed here before. they were small vendors starting in business. When they were transfered to the luneta they grow and dlouble the size of their stalls. For me its never a good idea to transfer a tenant from one place to another..twice..its very stressfull in business.. We just want to give them the space they wanted..
The city still has the plan for creating another floor level in our market. By that time, these stalls and other small time vendors will be placed there and reorganized. Try to consider this huge market for how many decades did not even expand..:):ohno:

SURIGAO CITY, Feb. 14 (PIA) - Department of Education (DepEd) Secretary Armin Luistro is set to visit the province of Surigao del Norte to attend the 2011 Education Summit which will be held at the provincial convention center, capitol compound this city on February 15, 2011.
Prior to the event, Sec. Luistro will be the guest of honor during the launching of Fit for School at Emerico Elementary School in Barangay Trinidad this city.
He will also lead the launching of Culture and Arts Month followed by the inauguration of the Surigao Cultural Center for Children at the provincial amphitheater.
On February 16, Luistro will meet with the League of Municipal Mayors at the Philippine Gateway Hotel.

MANILA, Philippines - House Majority Leader Rep. Neptali Gonzales on Monday said there is no stopping the expulsion of Dinagat Islands Rep. Ruben Ecleo Jr. from the House of Representatives after he was found guilty of 3 counts of graft when he was mayor of San Jose, Surigao del Norte 20 years ago.
Speaking to ANC, Gonzales said Ecleo’s name will be stricken off the list of congressmen as soon as the House receives a certificate of finality from the Sandiganbayan upholding the conviction.
He noted that Ecleo's accessory penalty in the graft cases carries more than 6 years of perpetual and absolute disqualification from public office. "You can't delay by filing numerous motions for reconsideration," he said.
The Sandiganbayan has ordered Ecleo's arrest after the Supreme Court junked his motion seeking to reverse his conviction on his graft cases.
Ecleo, however, filed an “extremely urgent motion” before the Supreme Court to stop the Sandiganbayan from implementing the arrest order against him. He cited as basis his two motions pending before the high court, including a motion for reconsideration in one of the three cases for which he was convicted.
Speaker Feliciano Belmonte Jr. earlier said he would designate a caretaker for Ecleo’s district when the post is vacated.

MANILA, Philippines—The government has started canceling non-moving mining applications, and while some mining executives welcome the cleansing process (which includes the government's move not to entertain new mining applications in the meantime), some fear it may be a double-edged sword for the industry.
MRC Allied president Benjamin Bitanga told reporters in an interview that the suspension of new mining applications would open up more opportunities for "serious investors" after the purging of inactive applicants.
Bitanga also said that while the processing of new applications has been placed on hold, active permits and mining contracts have become much more valuable. This, he said, would make them more attractive to financiers and international partners.
But Benguet Corporation chairman, president and CEO Benjamin Philip Romualdez said miners have also been concerned that any resulting spike in investor interest would draw unwanted attention to the mining industry.
"Yes, active mining permits and contracts would be much more valuable but then, when something is more valuable, it could also make it hotter, more prone to issues and controversy," said Romualdez, who is also president of the Chamber of Mines of the Philippines.
"We in the industry will, of course, do what we can to promote good projects. We just hope to avoid unnecessary controversies. Let's just hope for the best," Romualdez said.
The government, through the Mines and Geosciences Bureau (MGB), has so far cancelled more than 600 mining applications for "infirmities, lack of activity or lack of (compliance with) requirements," Environment Secretary Ramon J.P. Paje reported recently.
MGB Director Leo Jasareno has said that the government wants to resolve (either reject or approve) all pending mining applications by yearend.
After the purging process, the government will bid out properties available for fresh applications.
The government hopes this will ensure that only investors with financial and technical capability will get hold of mining projects. This is seen to help the government meet investment targets, with expectations that delays on project milestones will be minimized.
Just last year, the government missed its mining investment target due to delays in some projects such as Didipio, Pujada, Nonoc and Intex.
The $320-million development of the OceanaGold Corp.'s Didipio copper-gold project in Nueva Vizcaya stalled following a legal conflict between the miner and the provincial government. Not long after, nickel prices dropped, moving OceanaGold to shelve the project until recently, when it started putting together a team to revive Didipio.
Even BHP Billiton, the world's largest miner, has chosen to refocus its Philippine investment to oil from nickel. BHP sold its stake in the Pujada nickel project to Philippine partner Asiaticus Management Corp. after a falling out wherein Asiaticus accused BHP of dragging its feet on the project as nickel got cheaper due to a recession-prompted collapse in the steel market. Nickel adds strength and sheen to stainless steel.
The Pujada nickel project is thus stuck in the exploration phase in an 11,799-hectare property in the Pujada peninsula in Davao Oriental.
Projects such as Nonoc have been reset for years, Jasareno said. Years back, Philippine company Philnico Industrial Corp. was supposedly close to signing a multibillion-dollar deal with prospective partner Jinchuan Group Ltd., but the talks were stalled when the Chinese company apparently took its time deciding on the deal.
Mining investments in the Philippines reached $955.85 million in 2010, according to government data. This was just 80 percent of the adjusted 2010 target of $1.2 billion.
In May 2010, the previous government projected $1.429 billion in mining investments for 2010.
Data from the MGB showed that of the actual investments made in 2010, the Taganito HPAL [high pressure acid leach] project being developed in Surigao del Norte made the largest contribution at $547 million. HPAL technology enables the recovery of nickel and cobalt from low-grade nickel oxide ore. Previously, recovery of valuable metals from such ore had been difficult.
Following Taganito was the Tampakan copper-gold project with $110 million spent for pre-development work. The Tampakan project straddles the municipalities of Tampakan in South Cotabato, Kiblawan in Davao del Sur and Columbio in Sultan Kudarat.
Also contributing were Coral Bay HPAL ($47 million) in Palawan; Carmen copper mine ($45 million) in Cebu; Philex Mining Corp.'s Silangan project ($44 million for exploration) in Surigao del Sur and Padcal mine ($31 million) in Benguet; the Runruno gold and molybdenum project ($28 million for pre-development work) in Nueva Vizcaya; the Siana gold project ($21.7 million for early infrastructure development) in Surigao del Norte; and Kingking copper-gold project ($14 million for pre-feasibility studies) in Pantukan, Compostela Valley.
South Africa-based Gold Fields Group of Companies rounded up the total with investments of $3 million. This went into the Batangas gold project of Mindoro Resources Limited, as well as due diligence work into Lepanto Consolidated Mining Company's Far Southeast gold project.
Jasareno noted, too, that significant investments have been made at Siana and Taganito, although not at the level expected for 2010.
Controversy plagued the mining sector early into the election year with the local opposition to Intex Resources Phils.' nickel project in Occidental Mindoro.
The controversy continued to hound the mining sector until the end of June 2010, when outgoing leaders in South Cotabato banned open pit mining, threatening to affect the $5.9-billion Tampakan project led by global mining giant Xstrata Copper.
In May 2010, the Philippine Mining Development Corp. postponed the submission and opening of bids for the auction of the "729 below 600m" parcel in the Diwalwal Mineral Reservation to make way for national elections. The submission was deferred for a second time in July, upon the request of pre-qualified bidders, as they sought additional time "to conduct due diligence."
Sources said the prequalified bidders were waiting for cues from the new administration on whether it would support mining.
Total cumulative mining investments reached $3.832 billion as of 2010 from 2004, the year when the Supreme Court allowed full foreign ownership of capital-intensive, large-scale mining projects.
Mining investments in 2009 reached $704.43 million, 17 percent up from $604.17 million in 2008, according to MGB data.
Mining investments are projected to surge to $3.417 billion in 2011, $3.855 billion in 2012, and $1.995 billion in 2013.
The Philippines expects mining investments to reach $17.35 billion by 2016 as government streamlines the permitting process for the industry and promotes the country as an investment haven, according to the Department of Environment and Natural Resources (DENR).
Meanwhile, the geohazard assessment mapping of 56 municipalities/cities nationwide was completed to identify areas prone to floods, landslides and other geohazards. This completes the geohazard assessment and mapping of the entire country with a scale of 1:50,000.
The Mines Chamber of the Philippines earlier expressed optimism that 2010 would be a better year for mining investments than 2009, when the effects of the subprime crisis in the US still hampered financing for companies worldwide.

In May 2010, the Philippine Mining Development Corp. postponed the submission and opening of bids for the auction of the "729 below 600m" parcel in the Diwalwal Mineral Reservation to make way for national elections. Sources said the prequalified bidders were waiting for cues from the new administration on whether it would support mining.

Mining investments in 2009 reached $704.43 million, 17 percent up from $604.17 million in 2008, according to MGB data.

These flowershops were placed here before. they were small vendors starting in business. When they were transfered to the luneta they grow and dlouble the size of their stalls. For me its never a good idea to transfer a tenant from one place to another..twice..its very stressfull in business.. We just want to give them the space they wanted..
The city still has the plan for creating another floor level in our market. By that time, these stalls and other small time vendors will be placed there and reorganized. Try to consider this huge market for how many decades did not even expand..:):ohno:

The city is also will rehabilitate that part in Barangayanon for it has never made to be well maintained and now being made into boarding houses. There are issues also with the lot itself and need to be settle.. This will again be on the hands of the Mayor. We as planners are waiting for the GO SIGNAL to initiate the plans..

actually mike, the flower shops were originally located in the luneta, transferred to the public market, then back to the luneta and now back to the market again.
As for the parking affected by the muslim vendors, the area occupied by the flower shops is actually a parking area also. as between the two areas, an sa Borromeo side ok pa kay kaparkingan pa, an sa San Nicolas ya na gajud. You cant balme them if they think they are being singled out. So uman kun dunganon sila pag plastar kun jaon na an 2nd flr sa public market? dili kun an isa patabion, an isa iplastar diha. I hate to say this but i see politics in this move.

he he he i dont want to be pictured as against the malls but let me play the Devils advocate here. NOt to oppose but to show the other side of the rosy pictures of malls. for academic and information purposes ra. bear with me.
Most, if not all, owners of mall resort to hiring their employees thru agencies, ergo contractual employees. they pay the agency a lump sum, and its the agency who will pay the salaries of the workers less their own income of course and other mandatory deductions. the advantage for the mall owners is that there is no employer-employee relationship created between them and the workers nor do they shoulder the mandatory benefits due to the workers. an employer nan workers is the agency. an ordinary worker therefore has no security of tenure, paspas an turn over because the mall owners make sure that a contractual employee does not serve for more than 6 months in any particular area less they will be forced to regularize them for an accumulated work service of one year.
if you notice, very rare an malls na may problema sa labor unions because of this contracting out practice.
Which gives me an idea, gana na investment an manning agency for the personnel needs of these big establishments.:)

Most, if not all, owners of mall resort to hiring their employees thru agencies, ergo contractual employees. they pay the agency a lump sum, and its the agency who will pay the salaries of the workers less their own income of course and other mandatory deductions. the advantage for the mall owners is that there is no employer-employee relationship created between them and the workers nor do they shoulder the mandatory benefits due to the workers. an employer nan workers is the agency. an ordinary worker therefore has no security of tenure, paspas an turn over because the mall owners make sure that a contractual employee does not serve for more than 6 months in any particular area less they will be forced to regularize them for an accumulated work service of one year.
if you notice, very rare an malls na may problema sa labor unions because of this contracting out practice.
Which gives me an idea, gana na investment an manning agency for the personnel needs of these big establishments.:)

Agree. in house key personnel are not contractual, but the bulk of the rank and file employees will be.
A matter of balancing act, even the contracting out of employees is supposed to be a violation of labor laws but many big companies find this cheaper and more practical than hiring their own employees with the accompanying head aches of labor. even the call center phenom is part of this contracting out of services.
as iv said, dont get me wrong, im all for these malls cropping up here. just showing to you the other side of the coin so to speak.
Come to think of it, Palma and /absolute do not demand high standards for their would be employees knowing the salaries they give. and those with the credentials would of course not apply in this establishments.but then again how can you argue with this - marajaw rakan jaon, bisan gamay, kay sa waya gajud.:)

Caraga miners, workers adopt protocol
MINING FIRMS and workers in Mindanao’s Caraga region have agreed on a protocol to follow when disputes arise between them, a recent statement of the Department of Labor and Employment (DoLE) read.The statement quoted the department’s regional director for Caraga, Ofelia B. Domingo, as telling Labor and Employment Secretary Rosalinda D. Baldoz that the Mining Industry Tripartite Council (MITC) of the region -- which Ms. Domingo heads -- has agreed on procedures to follow in handling disputes.
"I am pleased to report to the Secretary that the MITC in the Caraga region had passed its voluntary code of good practices," the statement quoted Ms. Domingo as saying.
She said MITC vice-chairmen Dulmar M. Raagas and Ramon Erazo, who represent the management and labor sectors, respectively, pushed the approval of a resolution, dubbed "Adopting the Mining Industry Voluntary Code of Good Practices on Dispute Settlement and other industry concerns."
The signatories to the code included representatives of Hinatuan Mining Corp.; Philex Mining Corp.; Delta Earthmoving, Inc.; Philippine Gold Mining Corp.; Case Mining Co.; Philnico Mining and Industrial Corp.; Oriental Synergy Mining Corp.; Pacific Cement Corp. (PACEMCO); and PCC Mining Co.
Also signing the code were the officials of the Taganito Labor Union; PACEMCO Employees Supervisors Union and PACEMCO Mamumuong Nagkahiusa.
"This code is another social partnership aimed at providing the mining industry a venue for social dialogue as means of getting across its concerns, especially issues that can be resolved at the industry level," Ms. Baldoz said.
"The code will serve as benchmark for the mining industry in the Caraga region to address industry-specific issues with less intervention and regulation from the government."
Among others, the code:
• forms a grievance machinery to provide the starting point in efforts to resolve disputes involving collective bargaining agreements, personnel policies and other plant-level issues;
• commits signatories to adhere to a 30-day conciliation-mediation period when such disputes arise; and
• forms a "Committee of Six," composed of one representative each from the Chamber of Mines and DoLE, as well as two representatives each from labor and management that will mediate in such disputes.
Ms. Baldoz said that the code aims not only to ensure that labor standards are upheld, but also that workers improve productivity.
She noted that other sectors in other regions have adopted similar codes, namely: the information and communications technology sector, the hotel, restaurant and tourism sector, as well as the education sector in Western Visayas; the business process outsourcing sector in the Davao region; and the hospital sector in Metro Manila. "Through their codes, these industries have articulated their pledge to promote industrial peace based on social justice, thereby ensuring the welfare and protection of our workers," Ms. Baldoz said.

Mining investments miss target in 2010 -- MGB chief
INVESTMENTS in the local mining sector fell about $244 million short of the government’s target last year due to delays in various projects, the Mines and Geosciences Bureau (MGB) said late last week."We missed our target due to Didipio, Pujada, Nonoc, Intex, and partly from (sic) Siana and Taganito...projects," MGB Director Leo L. Jasareno told reporters via text late Friday.
Specifically, some $955.85 million worth of investments came in, against a $1.2-billion target for the year.
The target last year was itself a reduction from the $1.429-billion target set in 2009. That target was also missed.
Realized mining investments last year, however, were still a 36% increase from $704.43 million in 2009.
Mr. Jasareno said that the biggest investments last year consisted of:
• $547 million from Sumitomo Metal Mining Co., Ltd.’s Taganito high-pressure acid leach (HPAL) nickel project in Surigao del Norte;
• $110 million from Sagittarius Mines, Inc.’s Tampakan gold-copper project in South Cotabato;
• $47 million from Coral Bay Mining Corp.’s HPAL nickel project in Palawan;
• $45 million from Carmen Copper Corp.’s copper mine in Toledo, Cebu;
• $44 million from Philex Mining Corp.’s project in Silangan, Surigao del Norte;
• $31 million from Philex Mining’s Padcal mine in Benguet;
• $28 million from British miner Metals Exploration Plc’s Runruno gold-molybdenum project in Nueva Vizcaya;
• $21.7 million from Australian miner Red 5 Ltd.’s Siana gold project in Surigao del Norte;
• $14 million from Australian miner Ratel Gold Ltd.’s Kingking copper-gold mine in Compostela Valley; and
• $3 million from South Africa-based gold producer Gold Fields Ltd.’s projects (Gold Fields has a tie-up with Lepanto Consolidated Mining Co. for the Far Southeast gold and copper project in Benguet and with MRL Gold Philippines, Inc. for the Lobo project in Batangas.)
In a separate telephone interview yesterday, Mr. Jasareno said that since some of the projects planned for 2010 were deferred to this year, the bureau is reviewing this year’s target.
"[The projects were] pushed...to 2011, so the target for 2011 is currently under review because it may increase," Mr. Jasareno said.
MGB had projected the value of mining investments to reach $3.417 billion this year.
The projects that were deferred were Australian miner OceanaGold Corp.’s Didipio project in Nueva Vizcaya, Asiaticus Management Corp.’s Pujada nickel project in Davao Oriental, Philnico Industrial Corp.’s Nonoc nickel project in Surigao del Norte and Norway-based Intex Resources ASA’s nickel project in Mindoro, Mr. Jasareno said.
The target was also not reached partly because investments in the Siana gold and Taganito HPAL projects were less than planned. Mr. Jasareno noted that the Taganito investment was supposed to total some P1 billion last year, but could not recall the plan for the Siana project.
MGB projects mining investments to reach $3.855 billion next year but to drop to $1.995 billion in 2013. Last Jan. 5, the Environment department said mining investments are expected to total $17.35 billion from 2001-2016.
In a telephone interview yesterday, Nelia C. Halcon, executive vice-president of the Chamber of Mines of the Philippines, said that the industry is optimistic, but at the same time cautious, that the investment targets can be reached.
"We remain optimistic that investments can reach the targets set by the MGB...however, industry [players] are also alarmed by both national and local policies that may discourage investments," Ms. Halcon said.
Ms. Halcon said she was referring to the Environment department’s decision last month to stop accepting new applications for permits as it reviews existing projects to weed out inactive ones, as well as the negative policy stances adopted by South Cotabato and Romblon.
Last Jan. 10, the province of Romblon ordered an indefinite moratorium on the exploration, excavation and utilization of metallic minerals.
Earlier, on June 29, 2010, an environment code containing a ban on open pit mining was signed into law by the province of South Cotabato.
"The recent moves by government may affect investments in mining...but for [the industry’s] part, we will continue to work, to pursue projects in the pipeline," Ms. Halcon said.

in my point of view, having 2nd floor in our public market is not hard to please both vendors and consumers to spend time at the second floor to buy important and affordable stuff.....what i am also trying to pointed out, having 2nd floor not only just to protect the for sale stuffs from bad smell but to give bit cozy environment from both buyers and sellers, ika nga proper separation of wet and dry section.....if we count the numbers of senior citizen both buyers and sellers i think very slim margin than young pipol and not too old pipol...cheers!

The committee on Cultural Communities of the House of Representatives recently conducted a public hearing in Surigao City to determine the amount of royalty paid by the mining companies to the Mamanwa communities.
Committee chair Rep. Teddy Brawner Baguilat stressed that the objective of the said activity is to determine the amount of royalty paid by Taganito Mining Companies (TMC) to the indigenous peoples (IP) communities, its utilization and to determine the best sharing mechanism for the IP communities. This is also to resolve the differences between the directly and indirectly affected IP communities.
“It is important that the IPs will be united and not fight because of money,” said Rep. Baguilat.
A report from TMC revealed that a total of P72 M royalty was already paid to the IP communities. First release was P51M deposited to the account of AMPANTRIMTU at Landbank, Surigao City branch. AMPANTRIMTU is an acronym for Asosasyon sa Madazaw na Panagkaisa nan mga Tribong Mamanwa sa Taganito ug Urbiztondo, an organization of Mamanwas that forged a Memorandum of Agreement with TMC and the NCIP last July 18, 2006.
Another P21 M was released through the NCIP Office by virtue of a resolution. While the 3rd tranche in the amount of P21M which is due for release was put on hold because Datu Reynante Buklas, head of Taganito Tribal Council, claimed that they still have money and pending resolution of differences between the IPs.
Of the royalty paid, according to Datu Buklas, the IP directly and indirectly affected communities agreed during a meeting in Giqaquit, a 60% - 40% sharing.
“60% shall be enjoyed by the 16 indirectly affected IP communities while 40% shall be for the directly affected IP communities,” Buklas said.
“But, prior to the 60-40 sharing, 30% shall be deducted first for the community plan solely of the directly affected communities. The community plan mentioned during the hearing shall embody the programs and projects that will be implemented for the IP beneficiaries from the royalty derived from mining,” Buklas added.
However, head claimant Datu Emiliano Gedi, representing the indirectly affected IP communities raised that the community plan should not only benefit the directly affected IP community but also the indirectly affected communities.
“It is because the Certificate of Ancestral Domain Title (CADT) covers only one ancestral domain, without any distinction whether they are directly affected or indirectly affected by the mining operation of the company,” Gedi said.
Aside from TMC, other companies like Platinum Group Metals Corporation, Shenzhou Mining Group Corporation and Oriental Synergy Mining Corporation are also within the ancestral domain of the Mamanwas. This ancestral domain, according to Datu Gedi, stretched from Kitcharao, Jabonga, Alegria, Bacuag, Giqaquit, Claver and some portions of the Agusan del Sur.
NCIP Regional Director Jose Dumagan, on the other hand, explained that the decisions of his office on certain IP matters are based on the provision on self-determination provided in the IPRA law.
He said that up to this time, “there are no guidelines yet in the disposition of royalties, which I have been requesting from the Commission.”
It may be recalled that the Mamanwa communities in the province have been demanding a 1% royalty due them from the TMC and other mining companies. But after they have won a victory in gaining their rightful share of these payments the deal is mired in complexity and is causing divisions among the recognized leaders and sharing of payments. ipur February 16th, 2011, 05:23 AM in my point of view, having 2nd floor in our public market is not hard to please both vendors and consumers to spend time at the second floor to buy important and affordable stuff.....what i am also trying to pointed out, having 2nd floor not only just to protect the for sale stuffs from bad smell but to give bit cozy environment from both buyers and sellers, ika nga proper separation of wet and dry section.....if we count the numbers of senior citizen both buyers and sellers i think very slim margin than young pipol and not too old pipol...cheers!
For me, I think there are other better alternatives that will cost less, easy to manage and favorable to everyone. With added creativity, it will also encourage more people or tourist to visit and make us more proud. I can still imagine how our market looks like in my last visit. If a second floor will be added, I hope it won't become just a sleeping quarter after two or three years. We have to understand that it's very hard to sell something on the 2nd floor that is also available at the ground floor of the stores at the opposite side of the road at similar price. 2nd F might just end up sa 2nd or last options.
We have to understand also that smell when mixed with hot air will tend to go up than sideways. I know there are divisions between 1st floor and 2nd floors but I hope these things will be carefully considered.:)

i remember before, late 90's..there are lots of rumor na that market will be transfer daw..kay the lot is being sold to a company..there rumors na robi ug gaisano....nasunog na lamang, but still up today no concrete data pa gihapon...

MANILA, Philippines—The Supreme Court Tuesday said authorities can arrest Dinagat Islands Rep. Ruben Ecleo Jr. since the court has yet to act on his petition seeking to nullify the arrest warrant issued against him by the Sandiganbayan.
Speaking in a news conference, Supreme Court spokesman and administrator Midas Marquez admitted that Ecleo’s petition for a temporary restraining order (TRO) was “complicated.”
“Apparently, (Ecleo) filed two petitions before the court. In the first petition, it was already dismissed and in fact, the entry of judgment has already been made (last year),” Marquez told reporters.
“That’s why the case was remanded to the Sandiganbayan which issued a warrant of arrest against him,” he added.
Ecleo had also filed a motion for reconsideration in connection with another case, Marquez said.
He said the court was still reviewing Ecleo’s second petition “that’s why (it) has not yet acted on the extremely urgent motion” that the embattled lawmaker filed last Friday.
“Since there is no TRO, there is no stopping (the enforcement) of the arrest warrant,” Marquez said.
Considered the “supreme master” of the cult Philippine Benevolent Missionaries Association, Ecleo was ordered arrested by the anti-graft court after he was convicted of three counts of graft.
The cases stemmed from the irregularities in the multi-million peso infrastructure projects when he was still mayor of the small costal town of San Jose, Surigao del Norte from 1991 to 1994.
