maybe because confirm naman ang sa syudad nga mcdo and kung mga open sila sa gaisano lain pud ug dungan or dungan-dungan lang ang pag open sa duha pero why not kung nakita nila na surigao indeed has a market. hehehehe the problem lang kung maski usa way mcdo nga mo open hahahaha

I was able to watch that also. di ko lamang maklaro kon diri sija a cavite nagdako or sa surigao sija nagdako kay base sa ija istorya an nag-adopt sa ija na pulis, jaon sa surigao. nakakari sija sa manila na area kay tag-istoryahan sija nan ija tatay na nakapreso na jari an ija mother sanan igsoon sa manila na area... huh, naglibog na hinoon ako... pero he is great... surprise karajaw ako sa ija talent. imagine nakatuyo pa sija ka kanta...:banana:

i remember before when jerrys open its game zone gamay ra gali to and more on arcade thing daghan kaau magpila consedering na 10 ra kabook ang slot...then amu pa jud to dayuhon sa akong mga classmates sa elemetary just to play with it,bahalag ma late basta ma duwa...thats how influence it is...but now kinda sort of coz lots of net cafes naman,peru for sure dili jud na ma zerohan!naa gihapon maglingaw lingaw specially if they have the so called private rooms for videoke!!

Surigao del Norte (there was only one school division) during the time of Governor Jose Sering, dominated the regional athletic meet for many years when it was a member of the East Visayas Region and later the Northern Mindanao Region. Let us revive that glorious moment of Surigao athletic history!

I don't even know how to react to the comments of some local senior citizens that Surigao was only in the top rank before because some of its best athletes were allegedly pirated from other provinces ( and offered with good compensation) just to represent and play under Surigao's banner.

BUTUAN CITY, Feb. 22 (PIA) –- In time with the celebration of the 16th anniversary of Caraga Region, the Regional Development Council (RDC) is set to meet on Wednesday, Feb. 23 in Bislig City, the host of this year’s Calagan Festival.
The topics to be discussed in the meeting include Regional Disaster Risk Reduction Management Council (RDRRMC) report of damage from the recent calamity; Updates on the GSIS Survivorship Issue; Endorsement of the Regional Line Agencies Proposed 2012 Budgets; Institutionalizing Support for the Disaster Risk Reduction and Climate Change Adaptation Implementation.
Also, resolutions will be presented during the meeting. Said resolutions will endorse the proposed upgrading of national roads leading to various tourism destinations in Siargao Island, Surigao del Norte; endorsing a Feasibility Study on the Proposed Runway Expansion Project of Sayak Airport in siargao Island, Surigao del Norte; Restoration of the Cebu Pacific flights during Wednesdays in Siargao Island; Opening of the Zestair Manila-Siargao-Manila flights in Siargao; a Feasibility Study of the proposed Surigao City Airport Upgrading and; endorsing to the Asian Development Bank and the World Bank for the Conduct of Technical Assistance for the Integrated Water Resource Management Program for the Watershed covering the municipality of Jabonga and the influence area of the Lake Mainit in Agusan del Norte and Surigao del Norte.
Meanwhile, acting RDC Chairperson and National Economic and Development Authority (NEDA) Caraga Regional Director Carmencita Cochingco enjoins all heads of offices and local chief executives in the region to witness the weeklong celebration of “Wow Caraga: Payanig sa Bislig which will open on today, Tuesday, Feb. 22.
With the Department of Tourism (DOT) Caraga and RDC spearheading the celebration, various activities have been organized for which the De La Salle John Bosco College grounds will serve as the official venue of all the events. (PIA-Caraga)

^^ i dont think its going to be used for conventions ;) it maybe designed for pool side evening parties for the extension is like a very large gazebo with steel frames and transparent roofing (so its hot during day time :)) ... i was there lounging on the pool last week and the roof installation is almost complete- just a few more frames to go and the tile floors are completed already.

I really doubt that, ya mag focus an ato DepEd dire sa sports, amu pa magpraktis kun jaon na.
I,too, am not familiar with Surigao's glorious years in sports history. I don't even know how to react to the comments of some local senior citizens that Surigao was only in the top rank before because some of its best athletes were allegedly pirated from other provinces ( and offered with good compensation) just to represent and play under Surigao's banner.
its true, the late Gov. sering would offer incentive to athletes from other provinces to play for Surigao, but it was not only because of the compensation but also because the province back then had a year round excellent athletics program.

i agree. there has to be a bypass or diversion road before km.5 so that those going to the city does not have to pass the main highway. the present alternative will be to use the road in km. 7 before the bonifacio elementary school and comes out in front of the surigao memorial park (arellano district) passing the landfill site. another one would be to build a bridge before the curve in km 6. - connect to brgy. poctoy then along the togbongon road to national highway in brgy. rizal - then build another road that would connect brgy. rizal to san juan coastal road.
then cargo/container trucks will have to use the existing secondary national road passing brgy. quezon to mapawa then arellano going down to espina then the port area - or develop the cayutan coastal road to canlanipa then another bridge connecting it to borromeo st. (tomoy ni pensoy area).
hehehe plans can easily be made maybe just in the next 2-3 months. but the cost of implementation would be in the billions of pesos ;) and that makes it decades in the making.

white_ranger March 7th, 2011, 04:20 AM ^^ i dont think its going to be used for conventions ;) it maybe designed for pool side evening parties for the extension is like a very large gazebo with steel frames and transparent roofing (so its hot during day time :)) ... i was there lounging on the pool last week and the roof installation is almost complete- just a few more frames to go and the tile floors are completed already.

BUTUAN CITY, Feb. 22 (PIA) –- In time with the celebration of the 16th anniversary of Caraga Region, the Regional Development Council (RDC) is set to meet on Wednesday, Feb. 23 in Bislig City, the host of this year’s Calagan Festival.
The topics to be discussed in the meeting include Regional Disaster Risk Reduction Management Council (RDRRMC) report of damage from the recent calamity; Updates on the GSIS Survivorship Issue; Endorsement of the Regional Line Agencies Proposed 2012 Budgets; Institutionalizing Support for the Disaster Risk Reduction and Climate Change Adaptation Implementation.
Also, resolutions will be presented during the meeting. Said resolutions will endorse the proposed upgrading of national roads leading to various tourism destinations in Siargao Island, Surigao del Norte; endorsing a Feasibility Study on the Proposed Runway Expansion Project of Sayak Airport in siargao Island, Surigao del Norte; Restoration of the Cebu Pacific flights during Wednesdays in Siargao Island; Opening of the Zestair Manila-Siargao-Manila flights in Siargao; a Feasibility Study of the proposed Surigao City Airport Upgrading and; endorsing to the Asian Development Bank and the World Bank for the Conduct of Technical Assistance for the Integrated Water Resource Management Program for the Watershed covering the municipality of Jabonga and the influence area of the Lake Mainit in Agusan del Norte and Surigao del Norte.
Meanwhile, acting RDC Chairperson and National Economic and Development Authority (NEDA) Caraga Regional Director Carmencita Cochingco enjoins all heads of offices and local chief executives in the region to witness the weeklong celebration of “Wow Caraga: Payanig sa Bislig which will open on today, Tuesday, Feb. 22.

i have already conferred with madam cpdc last year for us to sit down with the technical staff to do some conceptual and desktop analysis of the potential diversion road locations. once completed we will present that to the infrastructure development committee of the city development council for preliminary approval and endorsement so that government agencies will then incorporate that in their plans and prepare the necessary detailed plans & designs.

the one in arellano district connecting to borromeo are there in the city's plans before connected with the proposed fishing port project. the bonifacio-silop-arellano road is already existing but narrow (barangay road only with 4 meters width). it has to be incorporated officially in the city's updated land use plan as part of its urban structure/arterial roads development. although how fast this can be implemented depends on the priorities of every sitting administration and the funds they can manage to allocate for the project. this is not cheap considering the civil works, environmental and social requirements involved in every new road development, most esp. so that the proposal requires bridges ;).
but if the boulevard development seems like a far-fetched plan before then i believe this can be done even if it will take the city decades to complete. :) the bottomline is that one must have a long term integrated plan.

Boknot, I think you are also referring to "atubangan ni Mauring" in that bridge connecting to Borromeo St. Joke only. Seriously, is Mauring still around in that area? I think Pensoy is no longer around. I remembered going to that area and the tricycle driver asked me whether to go all the way to tomoy ni Pensoy or atubangan ni Mauring.

white_ranger March 7th, 2011, 05:53 PM ^^and taking about airport, surigao del norte has the only province in the entire caraga to have at least 3 airports! 1 in nonoc island,1 in siargao and 1 in the city of surigao! but as of now parang dalawa lang ang nag exist kc hindi na ata ginagamit ang sa nonoc, peru kung mag reresume doon baka magamit uli..and to my opinion, parang ang pinaka magandang location ng airport sa 3 ay yong sa nonoc..

^^and taking about airport, surigao del norte has the only province in the entire caraga to have at least 3 airports! 1 in nonoc island,1 in siargao and 1 in the city of surigao! but as of now parang dalawa lang ang nag exist kc hindi na ata ginagamit ang sa nonoc, peru kung mag reresume doon baka magamit uli..and to my opinion, parang ang pinaka magandang location ng airport sa 3 ay yong sa nonoc..

rally March 8th, 2011, 07:34 AM the one in arellano district connecting to borromeo are there in the city's plans before connected with the proposed fishing port project. the bonifacio-silop-arellano road is already existing but narrow (barangay road only with 4 meters width). it has to be incorporated officially in the city's updated land use plan as part of its urban structure/arterial roads development. although how fast this can be implemented depends on the priorities of every sitting administration and the funds they can manage to allocate for the project. this is not cheap considering the civil works, environmental and social requirements involved in every new road development, most esp. so that the proposal requires bridges ;).
but if the boulevard development seems like a far-fetched plan before then i believe this can be done even if it will take the city decades to complete. :) the bottomline is that one must have a long term integrated plan.

SRBC has just tendered a check in the amount of Php 1 Million and 20K to the City Government to cover rentals up to 2011 as a prelude to the construction of the mall. But the City Treasurer refused to received it because of the Resolution of the SP during POns time to rescind the contract.
What was lost apparently was the motion for reconsideration filed by SRBC of the Rescision filed during the time of Pons and which turned out was never forwarded to the SP.
To sweeten the pot, SRBC is also donating 500 square meters of land in P. Reyes for the birthing center. so dili baja an sa blvd lot amuy kuhaan para sa birthing center.

^^ from the looks of it at present it seems like it is just a covered multi-function open space. and since the roof is transparent it will only be for evening functions.
the roof/ceiling is rather high (3 storeys) so they can actually add a balcony or even a full storey. to date however i have no other information including the ownership of the lot behind their present property.
anyway, naglukat na nan quarry permit ang contractor sa gaisano para sa ila i tampog didto sa area nan mall.
but they have not yet applied for a building permit i believe. :)

Wow, I would give this project a 10 for effort. Aesthetically, medyo wayay proportion. I don't want to go too far by calling it hideous, pero sayang an view sa likod. This was one of Surigao's better hotels until this. The pool enclosure might have been a creative idea to have a 24/7 outdoor venue considering Surigao's soaking wet weather but what was the architect thinking when he designed this?:lol:

Sayang an investment kon they'll try to cut corners on the design and finishing touches. Right now, it looks like the end product of 12 designers trying to insist on their individual "bright ideas". Just my 2 cents.:)

There is a new Subdivision to be develop in CLAVER near taganito. Its called VILLA CARIDAD. it is owned by Caridad Paqueo. The best part of this subdivision is that there is a lot area intended for commercial establishments adjacent to the main road.

the latest news i've heared over DZMM teleradyo...an supreme court kuman may bag-o na rulings that some municipalities will be considered again for a possible conversion into a higher level despite the fact those municipalities does not meet the erquirements particularly in terms of income.....in that sence maybe Claver will be part of them but Claver has a big chance to soar up their revenue few years from now....fingers cross for another city to be make in SDN ^^

IMO: most of the 5 star and international hotels may place for dining sa lobby but not in that concept na amo ra nan tindahan or pasalubong center sa lobby nan mga airport......better change that concept and find the right alternative to gain more usefull outcome.

Considering Tavern as an economy Hotel (dont know if it can have a 1 star? wala may gani recreational facility ), most of its clientele are locals ra that come for conventions, bigger gatherings, etc. it is now acceptable concept if youll try some cebu's pension houses..naa juy ing-ana.

your right bulls, i think they are becoming a mid market hotel but still there are some requirements that they dont have. The tourism board is the body to identify which type of hotel you can be based on the type of facilities you provide. Basic gajud jaon recreational faclility like basketball or tennis courts, billards hall, and a playground for the children. They should provide 1.
With the food displayed in the lobby, as what i said, it is now acceptable na na idea. You may have it or not, your still a luxury hotel in the Philippines.

At least 392 jobs in the mining industry are initially available for overseas Filipino workers repatriated from Libya.
Department of Labor and Employment Secretary Rosalinda Baldoz said the DOLE solicited the vacancies from mining firms that attended a recent forum in Surigao City.
“These jobs are now posted online in the Phil-Jobnet, the government’s official job matching and jobs search portal," she said in a news release posted on the DOLE website.
She expressed elation at the support of the mining firms for the DOLE’s employment facilitation program.
Baldoz said this is an example of public-private partnership at work.
For her part, DOLE-CARAGA regional director Ofelia Domingo said job solicitation, referral, and placement are part of the DOLE’s reintegration program for OFWs.
Domingo said that during the forum, the DOLE requested company representatives to provide a list of job vacancies that the secretariat promptly posted to the Phil-Jobnet.
The DOLE said the forum was a follow-through initiative of the Mining ITC after it had adopted the mining industry is Voluntary Code of Good Practices.
It sought to assess the extent of implementation of the Code and identify workable strategies for replication among small mining companies. — LBG, GMA News

There is a new Subdivision to be develop in CLAVER near taganito. Its called VILLA CARIDAD. it is owned by Caridad Paqueo. The best part of this subdivision is that there is a lot area intended for commercial establishments adjacent to the main road.

the last time i attended the surigao chamber of commerce seminar/meeting, the DTI regional director informed us that the owner of Gaisano CDO is interested in Bad-as. and if they will open a mall/store in surigao, Bad-as is the first choice.

Cities vs cities saga: ‘Impeach flip-flopping justices’Published on Mar 4, 2011

MANILA, Philippines – The flip-flopping of the Supreme Court on the cityhood case of 16 municipalities could be another ground for the impeachment of SC justices, leaders of the League of Cities of the Philippines said.
The league, which has 122 members, has not yet reached a consensus on the matter. LCP secretary-general and Alaminos City Mayor Hernani Braganza told Newsbreak, however that “one mayor filing an impeachment complaint on his own,” is enough to do the trick.

The inconsistency of the Court tarnishes its reputation, Oscar Rodriguez, LCP president and mayor of San Fernando, Pampanga said. “Baka wala nang maniwala [sa korte],” he warned. “Maselan ito para sa buong bansa, na babalewalain ang Constitution, ang Local Government Code.”
Rodriguez earlier reportedly attributed the SC decision to “resurrect the cases from the grave” to an “unusual communication” from the firm of lawyer Estelito Mendoza, who represented the 16 cities.
The high court has already reversed itself not once, not twice—but thrice—on the issue. In its latest ruling, penned by Associate Justice Lucas Bersamin, the court declared that the laws which exempted the 16 geopolitical entities from the requirements for cityhood under the Local Government Code were consistent with the constitution. This effectively meant that the following entities are once again reinstated as cities:
Batac in Ilocos Norte;
Tabuk in Kalinga;
Tayabas in Quezon;
Baybay in Leyte;
Catbalogan in Samar;
Borongan in Eastern Samar;
Guihulngan in Negros Oriental;
Bogo, Naga, and Carcar in Cebu;
Tandag in Surigao del Sur;
Cabadbaran in Agusan del Norte;
El Salvador in Misamis Oriental;
Mati in Davao Oriental;
Bayugan in Agusan del Sur; and
Lamitan in Basilan.
The LCP has argued that the Local Government Code specifies that municipalities could only be converted to cities when they have a population of at least 150,000, are at least 100 square kilometers big and has P100 million locally-generated income, an increase from the P20 million annual income originally stipulated in Section 450 of the said code.
None of the 16 municipalities met this criteria, Braganza said. “If they are qualified, we will be happy,” he said. “But they are not.”
Existing cities could face P3.7 billion IRA cut Consensus Needed
The LCP plans to file a motion for reconsideration before the high court on March 9 and hold a rally in front of the Supreme Court’s building in Padre Faura, Manila. Rodriguez said that the National Executive Board of the LCP decided to have the said motion filed in a meeting last week.
“Galit sila,” Rodriguez told Newsbreak. The reaction was understandable as all of the current 122 cities stand to lose an average of P20 million from their internal revenue allotment. The IRA, one of the key sources of funds for LGUs, would be further divided among the additional cities.
Braganza said that the IRA cut from the existing cities would amount to a total of P3.7 billion, money which could be used to improve the access to basic services of their constituents instead. He added that this cut would take P758 million away from the Cities’ Development Fund and would decrease by P189 million the calamity fund originally set aside for existing cities.

Rodriguez said that 16 members of the LCP executive board voted unanimously in a meeting last week to challenge the Court’s decision again.
Having the justices impeached, however, is another issue altogether. Rodriguez said that members of the LCP would have to get a consensus on it first when they hold their general assembly on March 8.
Whether or not they opt to file an impeachment complaint, however, Rodriguez said that congressmen keen on having the justices impeached could include the Court’s reversal on the case in their complaint. He added that some congresspersons have already expressed interest in adding their case as a ground for the removal of some jurists at the High Tribunal.
Ilocos Norte Rep. Rodolfo Fariñas earlier said that he plans to file an impeachment complaint against 8 SC justices for betrayal of public trust. These magistrates are Chief Justice Renato Corona and Associate Justices Mariano del Castillo, Lucas Bersamin, Diosdado Peralta, Roberto Abad, Martin Villarama, Presbitero Velasco and Jose Perez.
Fariñas said they should be impeached for stopping Congress from hearing the impeachment complaint against Ombudsman Merceditas Gutierrez.
In an earlier report, Newsbreak cited Justices Antonio Carpio and Lourdes Sereno who both claimed that a number of justices have not yet received copies of the Gutierrez petition at the time the Court voted on it. Fariñas said in doing so, the justices effectively violated public trust. Betrayal of public trust is one of the grounds for impeachment under the constitution.
LCP plans to fight in unorthodox ways Creative protest
The LCP also plans to bombard the SC with resolutions from councilors and barangay captains assailing the Court’s recent decision. The resolutions would be submitted to the Court in the open as a sign of condemning the “secret letters” that the legal counsel of the 16 municipalities, Estelito Mendoza, allegedly sent to the Court in 2009.
The said letters, which urged the Court to reconsider its November 2008 decision, bore the letterhead and signature of Mendoza.
Rodriguez said the city mayors have also started to educate the public about their cause through nontraditional ways. For one, they have started to read their petition before their constituents after holding their flag ceremony in their respective localities each morning.
The LCP also held a “Flip Flop Outrage Party” on March 3. The league played with the hype over flip flop sandals and used the said footwear as a symbol of the flip-flopping of the SC justices on the cityhood case.

MANILA, Philippines – The League of Cities in the Philippines (LCP) vowed to continue their fight against the conversion of 16 towns into cities despite the latest decision of the Supreme Court, declaring the cityhood laws as constitutional.
In an interview, San Fernando Mayor Oscar Rodriguez (Pampanga), national president of the LCP, told philstar.com that series of protest actions are in line in objection to the recent “flip-flop” of the SC.
“Our first move is to have a special general assembly to get a consensus on our next move. We will file another motion for reconsideration, and we will conduct a rally at the SC, calling for the reinstatement of its original decision,” he said.
He said their sentiments came after the Higher Court changed its decision for three times after it issued a “final and executory” decision on 2008.
“In fact, it nagkaroon na ng entry of judgment and it was executed in two instances – when the internal revenue allotment was return to mother cities and when the Commission on Election issued a directive last May 10 polls that these 16 towns must be treated as municipalities,” he reiterated.
For his part, Alaminos Mayor Hernani Braganza (Pangasinan), secretary general of the LCP, noted that they are not against the cityhood of the 16 towns “if only they were qualified in terms of population, income, and land area.”
“It just happened that at this point in time, they are not qualified. But we would be happy if in the future, we can work with them in the LCP,” he pointed out, while noting that they even supported that cityhood bid of other towns which are qualified, namely, Dasmarinas (Cavite) and Binan (Laguna).
The statements of the LCP officials came after the lawyer of the 16 towns allegedly sent “secret letters” to the SC that resulted to the latest swing of votes in the High Tribunal.
According to LCP counsel Joseph Marigomen, the letter bore the letterheads of Estelito Mendoza.
“To write the SC justices, some of whom have been his (Mendoza’s) previous subordinates, are entirely wrong,” noted Marigomen.
“This is completely against the law. All parties involved in the case must be furnished with copies of the pleading and motions. We were not provided with those secret letters,” he added.
The SC had issued rulings on the cityhood of 16 municipalities for four times since the Senate and House approved the enacted the cityhood bills in 2007.
On its first ruling, the SC declared the cityhood laws as unconstitutional in November 2008. But the concerned mayor filed a motion for reconsideration, convincing the Higher Court to declare it constitutional in December 2009.
It again ruled that the cityhood laws were unconstitutional in August 2010, while lately reversed it as constitutional last February.
“It’s not very surprising because the voting on this case has always been tight,” said SC spokesman Midas Marquez in an earlier press conference.
In 2007, Congress originally declared the conversion of 24 towns into cities. In the process of court litigations, eight municipalities have withdrawn its intention to be converted.
Only 16 towns were left, namely, Baybay (Leyte); Bogo (Cebu); Catbalogan (Samar); Tandag (Surigao del Sur); Borongan (Eastern Samar); Tayabas (Quezon province); Lamitan (Basilan); Tabuk (Kalinga); Bayugan (Agusan del Sur); Batac (Ilocos Norte); Mati (Davao Oriental); Guihulngan (Negros Oriental); Cabadbaran (Agusan del Norte); Carcar (Cebu); El Salvador (Misamis Oriental); and Naga (Cebu).

^^ well i did some asking around ;) according to my sources the facility is a grant from a foreign donor through the DOH. the name is Basic Emergency Maternal Obstetric Neo-Natal Care (BEMONC) or Clinic. it was awarded to Brgy. Taft as the beneficiary and given the nature of its functions for OB emergencies they have certain location criteria - primary of which is that it has to be very accessible and centrally located. there were several sites considered but only the one in the boulevard passed the DOH requirements. the amount of the grant is no less than P5 million.
as for the site offered by boya in p. reyes, well it turned out that the lot is not even in his name or that of srbc. hence, it was not clear to the city if it is an acquired property and if it is, they should have made the necessary tenurial transfers before offering it. :D

boknot March 9th, 2011, 01:32 AM :lol::lol: well that is a normal reaction i suppose since the hotel's construction is not even completed yet. i just posted some pics to satisfy some's curiosity. :D in fairness to tavern management, the area is not yet complete and those looking for a resto in the lobby area can go to the their former front desk location (just adjacent) which is now the site of their restaurant.
for those who have not yet seen the place in actuality please refrain from commenting so much since the pics cannot capture it all :D. to date, the lobby entrance leading to the boulevard side is still closed pending on-going construction. but you can try having coffee or san mig lights at the mezzanine which also offers an overlooking view of the boulevard and free wifi. :)

Thats the dilemma of the City now because SRBC could always go to the Courts and have the construction stopped. That will still result to the delay of the project. whoever recommended that the SRBC site be given should have done their homework on the legal implications of the same specially so since SRBc is still in possession of the property.
The P5M grant will not go to the City Coffers, it will be used to construct the Clinic. Im not saying this should be sacrificed.
Given the present situation which would best serve the interest of the City?

The concept of night cafe might be good but its actual implementation is not. tapos magplano pa nan ukay-ukay diha?! WTF?!

i really hope so too. once a TRO has been issued then that will be the end of the project and P5million down the drain. but the amount is small compared to the repercussions that the city will be blocked from accessing further and future grants.

I couldn't agree more on this issue. This project had good intentions and apparently, it is not coming across to coordinators as planned. Kuyang ra kan siguro an patay para bilar na.:) It's going to take a long time for this concept to morph like the one in Cagayan de Oro. Let's hope Tavern's lead will help the transformation of the area.

That will still result to the delay of the project. whoever recommended that the SRBC site be given should have done their homework on the legal implications of the same specially so since SRBc is still in possession of the property.
The P5M grant will not go to the City Coffers, it will be used to construct the Clinic. Im not saying this should be sacrificed.
Given the present situation which would best serve the interest of the City?
