the future expansion at the back is as big as the mall's building footprint. And so, 1 hectare plus 1 hectare as expansion(considering 2 storeys, each floor is 1hectare and 0.5 for the basement), that will give us a total of 5 hectares of gross floor area. Thats really big enough.
Naa pay nindot ani,
Naay leasable spaces outside the malls which is not highlighted for the future expansion and there are 14 of them. I just hope that will be realize aside from the mall, of course.

mike durero April 6th, 2011, 02:44 PM Nickel Asia to build 2nd processing plant
Source: The Manilla Times)trackingBy James Konstantin Galvez, The Manila Times, Philippines
April 01--THE Philippines' biggest nickel mining firm on Thursday said it will start this year with the construction of a $1.4-billion nickel-processing plant in Surigao del Norte.
In a media briefing, Gerard Brimo, Nickel Asia president and chief executive officer, said the construction of the country's second downstream nickel-processing plant will start this year and would take two years to complete.
"We expect to finish the project up to middle of 2013," Brimo said.
Nickel Asia will take a 22-percent equity interest in the project, while its partner, Sumitomo Metal Mining of Japan, will have a 55-percent stake. The rest of the shares are divided under a joint venture company called THPAL Corp.
The plant will be constructed adjacent to subsidiary Taganito Mining Corp.'s nickel mine, which will supply the plant's required nickel ore over an estimated 30-year period.
Sumitomo will purchase the output of the plant, a mixed nickel-cobalt sulfide, for final processing at its refinery in Japan.
Nickel Asia said the new nickel-processing plant would have a capacity of more than three times that of the first plant under Coral Bay Nickel Corp., a joint venture between a Japanese consortium led by Sumitomo and Rio Tuba Nickel Mining Corp., another Nickel Asia subsidiary.
Constructed adjacent to the operations of Rio Tuba in southern Palawan, the first plant became operational in 2005 and has been a technical and commercial success. Its initial capacity of 10,000 tons a year of nickel metal equivalent has since been doubled.
The new nickel-processing plant is also considered particularly beneficial to the country because of the value-added created by the downstream mineral processing plant--including 14,000 jobs and an increase in the country's foreign exchange reserves.
Nickel Asia's shares closed at P20.30 apiece on Thursday from P20.25 the day before.

Its a mall indeed, albeit a smaller version of the one in Pagadian which has three floors of retail and a fourth one for future. It does have room for horizontal expansion which will be parking for now.

BUTUAN CITY, April 6 - The local government unit of Alegria, Surigao del Norte has recently inaugurated its Php12.39 Million Integrated Transport Terminal in Barangay Julio Ouano.
The said terminal is a project of Mindanao Basic Urban Services Sector Project (MBUSSP) under the Department of the Interior and Local Government (DILG) and the Municipal Development Fund Office (MDFO) thru the Department of Finance (DOF). It is designed to improve the transportation system of urban residents in the said area.
The new terminal boasts its six (6) parking bays for buses with elevated concrete walkways and bays for multicabs, jeepneys and vans. It also includes separate parking spaces for private cars and tricycles, collection ticket booths, passenger waiting areas, comfort rooms and restaurants.
The inauguration and ceremonial blessing was attended by Atty. Rene K.Burdeos-DILG XIII Regional Director, Governor Sol. F. Matugas of Surigao del Norte and Alegria Municipal Mayor Dominador Esma, Jr.
RD Burdeos commended the local initiators who completed the project on time. According to him, the project will surely boost trade and commerce in the municipality.

jsl_bxu1206 April 7th, 2011, 01:14 AM Alegria, Surigao Norte inaugurates new Level III-Water Supply System
BUTUAN CITY, April 6 - The Municipality of Alegria, Surigao del Norte has recently inaugurated the Php13.25 Million newly constructed Level III-Water Supply System which will provide safe drinking water to nine (9) target barangays.
The said project is enrolled by the local government unit of Alegria to the Millennium Development Goals Fund (MDG Fund) through the Municipal Development Fund Office of the Department of Finance (MDFO-DOF).
In his speech, Atty. Rene K. Burdeos, DILG XIII Regional Director, said that funding constraints on the part of low-income LGUs is viewed as a stumbling block to the concrete and meaningful attainment of the Millennium Development Goals (MDGs). He stressed that for the said reason, the Municipal Development Fund Office (MDFO) of the Department of Finance (DOF) and the Department of the Interior and Local Government (DILG) has initiated the establishment of a separate lending facility that offers concessional financing for LGUs to fast track the localization of MDGs.
“We have enrolled the water system subproject to DILG to provide access to safe and potable water to Alegria residents,” said Alegria Municipal Mayor Dominador Esma, Jr during his speech.
Mayor Esma added that the water system subproject will help eradicate water-borne diseases, generate employment and bring development and additional income to Alegria. He further added the improvement of the water system will encourage the private sector to invest in the municipality. Mayor Esma expressed his gratefulness to DILG for sharing its technical expertise to the project implementation through series of capability building trainings it provided from project preparation to project operations.
MDGF is a development project of DILG through its Office of Project Development Service (OPDS) which intends to provide institutional capability-building program and pursue infrastructure investment support to participating LGUs in the country. It also provides technical assistance and advisory services to LGUs with regards to essential infrastructure services. (Renelou F. Jaranilla, DILG-13/PIA-Caraga)

jsl_bxu1206 April 7th, 2011, 01:18 AM DENR sets deadline for National Search for Sustainable and Eco-friendly Schools
BUTUAN CITY, April 6 - The Department of Environment and Natural Resources (DENR) announced the deadline for submission of entries for schools participating in the 2011 National Search for Sustainable and Eco-Friendly Schools on April 29, 2011.
DENR Secretary Ramon J. P. Paje urged schools to start submitting their eco-friendly programs to qualify. “We hope more schools will participate and take part in heightening environmental awareness among our youth,” Paje said.
Launched in 2009, the competition generated positive responses from various schools and this paved the way for the next wave of the competition this year.
The nationwide contest dubbed, “National Search for Sustainable and Eco-Friendly Schools,” was organized to highlight the commitments of schools in implementing various environmental programs. Open to all elementary, high school and tertiary school levels, the activity aims to encourage schools and academic institutions to become more actively involved in environmental issues at a practical and local level. It also aims to develop skills and understanding among students, faculty and school administrators to initiate active responses and increase community awareness and involvement on environmental concerns.
A total of nine schools were declared as national champs for the 2009 National Search for Sustainable and Eco-Friendly Schools. For the elementary category, the winners were: First prize - Peñablanca East Central School, Aggugaddan-Malibabag, Peñablanca, Cagayan; Second prize - North Central Elementary School, Bonuan Gueset, Dagupan City, Pangasinan; and Third prize - Badas Elementary School, Badas, Placer, Surigao del Norte.
For the high school category, the winners were: First place - La Castellana National High School, La Castellana, Negros Occidental; Second place - Camarines Sur National High School, Naga City, Camarines Sur; and Third place- Daniel R. Aguinaldo National High School, Matina, Davao City.
For the college category, topping the list were: First place – Palawan State University, Puerto Princesa City, Palawan; Second place – Visayas State University, Baybay, Leyte; and Third place – Catanduanes State Colleges , Virac, Catanduanes.
The national search is a joint activity of the DENR through the Environmental Management Bureau (EMB), the Department of Education (DepEd), Commission on Higher Education (CHED) and Smart Communications.
Smart Communications joins the activity as part of its own environment advocacy for schools. “We are happy to partner with the DENR and other agencies for this nationwide search. This activity will encourage schools to promote environmental consciousness among the youth,” said Ramon Isberto, head of Smart Public Affairs.
Specifically, the participating schools are required to fill up their on-line entry at the National Search for Sustainable and Eco-friendly School website at http://www.sustainableschools.ph and submit their entries in three (3) hard copies.
School entries should revolve around the theme, Sustainable and Eco-Friendly Initiatives. Participating schools should include a brief description of their projects.
Entries will be rated according to the following: environment-related aspects of the school’s policy (20 pts); environment-friendly school operations and presence of environmental programs (30 pts); environment-related features of the school curriculum (30 pts); presence of vibrant eco organizations in campus (10 pts); and presence of partners and linkages in environment programs/projects (10 pts).
Only one entry per school will be accepted. For the national level, prizes for all categories include: P50,000 - 1st Prize; P40,000 - 2nd Prize; P30,000 - 3rd Prize and plaques of recognition.
For the regional level, a certificate of recognition and a prize of P10,000 (in cheque) will be given to regional finalists for each category.
All winning entries for each of the three categories, together with selected entries will be displayed during the national awarding ceremonies in November 2011, coinciding with the National Environmental Awareness Month celebration.

'Bias for NCR shows in IRA allotment'
By Cai Ordinario, Business Mirror
Posted at 09/15/2010
MANILA, Philippines - What is a Metro Manila bias in the internal revenue allotment (IRA)? Whatever it is, it may be the “most oppressive” cause of poverty in the Philippines.
This is according to Dr. Romulo Virola, secretary-general of the National Statistical Coordination Board (NSCB). He defined “Metro Manila bias” as the imbalance in the allocation of the IRA where the rich local government units (LGUs) still receive the biggest portion of the IRA despite the fact they can generate enough revenue to meet their needs.
He said this takes away much-needed resources from poor towns that do not have enough population to merit larger allocations, and as a result these communities could not advance economically and remain poor.
“The current spatial imbalance in development may be a most oppressive cause of our poverty. Surely, some programs have tried to address this. The IRA is one scheme that has distributed national income to the regions outside of NCR [national capital region]. But despite some inroads, with detours every now and then, with leakages here and there, our overall development path cannot be sustainable,” wrote Virola in his online column “Statistically Speaking.”
Virola added, “Outcome indicators like poverty incidence, prevalence of malnutrition among 0- to 5-year-old children, and net participation rate in secondary schools show a better situation in Metro Manila.”
“We also see that Metro Manila cities have more resources so they have more options to improve health and education, and yet they receive more from the IRA such as the rich cities of Quezon City and Manila. The reason is the formula used that provides more allotment for those with bigger populations.”
Virola said the seven consistently biggest recipient cities are Quezon City, Davao, Manila, Zamboanga City, Caloocan, Puerto Princesa, and Cebu. Others in the top 10 are General Santos City and Cagayan de Oro, with Antipolo in 2008 and Iligan in 2007.
The four richest cities in 2006 and 2007 were Quezon City, Makati, Manila, and Pasig. The next two were Paranaque and Davao. Consistently in the top 10 richest were Cebu, Caloocan, and Pasay, with Muntinlupa rounding up the top 10 in 2008 and Mandaluyong in 2007.
He said that despite the amount of resources that the richest cities in Metro Manila have, they do not allot more than 20 percent of their income on education, culture, and sports/manpower development.
Urdaneta in Pangasinan is the only city that consistently spent more than 20 percent of its income on education, culture, and sports/manpower development, spending around 24 percent of its income on these sectors in 2007 and 26 percent in 2008.
He added those who came close to Urdaneta’s spending on education in 2008 were Cabanatuan, Valenzuela, Calamba, Las Pinas, Makati, Tagaytay, Manila, La Carlota in Western Visayas, and Pasay; but all spent still less than Urdaneta at 16 percent of their total income on health, nutrition, and population control. The highest allocation for health among them in 2008 was by Cabanatuan at 15.4 percent.
Las Piñas and Manila are the only two other cities that gave higher priority budgetary allocation to health aside from education. Completing the top 10 in terms of the proportion of income that went to health in 2008 were Bago in Western Visayas, Mandaluyong, General Santos City, Angeles, San Jose del Monte, Sorsogon City, and Island Garden of Samal in the Davao region.
Virola said Makati, Quezon City, Manila, and Pasig are consistently the cities with the highest total tax revenue. The next four are Paranaque, Pasay, Mandaluyong, and Caloocan. Also in the top 10 is Davao, with Muntinlupa rounding up the top 10 in 2008 and Cebu in 2007.
melai April 7th, 2011, 09:02 AM why would i be offended, dili man ako ga-manipulate ana and i do not represent the supreme court, hehehe.
my point lang is bahalag unsaon natog batikos ang kini nga mga cities, wala man ta mahimo di ba?
we'll just accept the fate of these cities. it's up to their leaders to do their best nga ma-meet ra gyud kung unsa ang dapat ma-meet nga criteria.:)
bitaw wala na gyud ta mahimo. sayang lang gyud ang balaod quoted hereunder:
Congress is the lone legislative entity that can incorporate cities. Provincial and municipal councils can pass resolutions indicating a desire to have a certain area (usually an already-existing municipality or a cluster of barangays) declared a city after the requirements for becoming a city are met. As per Republic Act No. 9009, these requirements include:
* locally generated income of at least PHP 100 million (based on constant prices in the year 2000) for the last two consecutive years, as certified by the Department of Finance, AND
* a population of 150,000 or more, as certified by the National Statistics Office (NSO); OR a contiguous territory of 100 square kilometers, as certified by the Land Management Bureau, with contiguity not being a requisite for areas that are on two or more islands.

Bricken Ridge April 7th, 2011, 10:36 AM Ecleo faces arrest as court cancels P1-million bail
Cebu Daily News

Filed Under: Judiciary (system of justice), Crime and Law and Justice
Cult leader Ruben Ecleo Jr. is a wanted man again.
The noose tightened further as the Cebu City Regional Trial Court (RTC) canceled yesterday his P1-million bail and approved the issuance of an arrest warrant against Ecleo.
RTC Judge Soliver Peras of Branch 10 issued the orders following Ecleo’s failure to attend three consecutive court hearings on the parricide case filed against him by the family of his slain wife, Alona Bacolod.
The family accused Ecleo of masterminding Alona’s murder in Jan. 5, 2002.
Ecleo also faces arrest following conviction of graft charges filed against him before the Sandiganbayan.
The judge ordered the Criminal Investigation and Detection Group (CIDG) Caraga region to arrest Ecleo, a native of Zamboanga del Norte.
The court told Ecleo to attend the hearings and undergo a cardiac bypass or else face the cancellation of his P1-million bail.
Despite yesterday’s cancellation, the judge said Ecleo has until May 8 to undergo heart surgery, which Ecleo reportedly needs to improve blood flow to his heart where there is severe blockage.
His lawyer Orlando Salatandre asked to postpone the hearing due to Ecleo’s “legal predicament” after being convicted of graft by the Sandiganbayan.
Ecleo was found guilty of overpricing construction supplies during his stint as mayor of San Jose, Dinagat Island in Zamboanga del Norte.
But the judge denied the request, saying Ecleo could solve his problems by surrendering to the authorities.
“It is the opinion of this court that the hearings of this court cannot be held hostage. The court sees no valid grounds to sustain the motion to cancel the hearing today,” the judge added.
The court also removed from the records of the case Ecleo’s testimonies after he failed to attend the hearings.
Lawyer Kit Enriquez, one of the six private prosecutors in the case, said the ruling was “long overdue.”
“This is a step towards justice for the Bacolod family... There is light at the end of the tunnel. They (defense) are just making a mockery of the Rules of Court. It seems that he (Ecleo) is challenging the authority of the court,” Enriquez said.
The court scheduled the next hearing on May 18.
The judge said Ecleo could have surrendered to authorities or the sergeant at arms in Congress where he sits as the lone representative of Dinagat Island.
The judge said Ecleo’s parricide case has nothing to do with the graft conviction by the Sandiganbayan.
In April 2004, Ecleo was released from the Cebu City Jail after he posted P1 million in bail to enable him to seek medical treatment for his heart ailment.
Last February, the Sandiganbayan issued an arrest warrant against Ecleo after he lost his bid to appeal a conviction on graft charges filed against him and two other persons.
He also faces expulsion from Congress because the graft charges carry an accessory penalty of “perpetual and absolute disqualification from public office.” Reporter Ador Vincent Mayol

NewTown April 7th, 2011, 04:09 PM The city of Surigao is indeed undergoing tremendous transformation. The same situation is also prevailing in the province of Surigao del Norte. The requirements for a town to become a city has become very stringent based on the latest law. The author of the bill wanted to have a moratorium in the creation of cities which has mushroomed all over the country. But if there's one municipality in the province of Surigao del Norte who would become the next city, it is no other than Claver. However, it has to wait for a much longer time!
jed4477 April 7th, 2011, 04:46 PM Mayor Doming Esma is the kind of leader that our province needs. Keep up the good work, Mayor.
Alegria, Surigao Norte inaugurates new Level III-Water Supply System

Bricken Ridge April 8th, 2011, 10:12 AM P13.25-M water system benefits thousands in Surigao del Norte
By MIKE U. CRISMUNDO
April 8, 2011, 3:03am
SURIGAO CITY, Philippines – Thousands of village folk are in jubilant mood as the government inaugurated the newly built P13.25-million water supply system that started functioning in one of Surigao del Norte’s booming town in the fast-growing province of Surigao del Norte.
This newly built water supply system is located in the municipality of Alegria.
The water system project is part of the government’s Level III-Water Supply System (LWSS) program which will provide safe drinking water to nine target barangays.
The project is enrolled by the local government unit of Alegria to the Millennium Development Goals Fund (MDG Fund) through the Municipal Development Fund Office of the Department of Finance (MDFO-DOF).
Region XIII DILG Regional Director Atty. Rene K. Burdeos said funding constraints on the part of low-income Local Government Units (LGUs) is viewed as a stumbling block to the concrete and meaningful attainment of the MDGs.
Burdeos said the Municipal Development Fund Office (MDFO) of the Department of Finance (DOF) and the DILG has initiated the establishment of a separate lending facility that offers concessional financing for LGUs to fast track the localization of MDGs.
Surigao del Norte Gov. Sol F. Matugas expressed elation at the water system program of President Aquino.

The people of Alegria must be glad to have fresh drinking water. I guess we have to call Mr. Crismundo if the drinking H2O is surface or underground to find out the rest of the news.

If the grotto is indeed 300 y.o., it should be declared a historic landmark and should be added on the Siargao tourist map.

^^ :) modesty aside i have seen a lot of old churches here and in europe. but the materials used and the architecture of this one that claims to be 300 years old is definitely not the same or maybe the pic doesn't show it.

That's why they call it "historic landmark" and not "architectural landmark". A place does not have to be architecturally stunning to be of significance.:) Besides the church is modern. I believe only the grotto is 300 years old.:D

shaun WIN April 8th, 2011, 11:34 AM Mataas taas ini na storya pero an gamot is still the infighting of the teachers. But the proclamation of the academic awards was done after the the academic ranking committee of both the school and the division reviewed, rechecked and validated the same. In fact the result was only announced on the day of the graduation na, sa buntag. tapos sa hapon an ceremony.
An gusto nan adton nag protest na mag graduation ra lamang anay pero dili mag announce nan honor students.:)

jed4477 April 8th, 2011, 11:40 AM Tama! Somebody must have vouched the historical significance of this church and its grotto. The province should make it a historical landmark and put it in the tourism map. History tells us that the cradle of Christianity in Surigao (and perhaphs in Mindanao) is the Siargao Island. It is where the first missionaries (the Recollects man siguro to, dili pud MSC kay murag last year ra man sila nagcelebrate nan 100 years) settled when they arrived in the Philipines.

True. If Siargao wants to move up its quality of tourism, it needs to dig its history and present this to the tourists visually. All the adventure activites in the island can be spiced up a bit with history. As much as we would like to cater to the visceral here in Siargao, i-stimulate sab nato an cerebral side nan mga turista panagsa.
jed4477 April 8th, 2011, 12:18 PM Also, here in Surigao seldom we can find relic houses, churches, and other structures because in the past the place is always visited by strong typhoons, earthquakes, and most often, fire. In a way, these harsh natural and man-made calamities somehow give our city its urban and fresh look.
I guess we're torn now which is 300 y.o. About time to dig the church's records to get to the bottom of this. Surigao, as old as it is, is scarce of historical landmarks. In connection with what happened at SNNHS, many years ago, wa makauyon ang mga graduating students ng San Nicolas College HS sa gi declare nga valedictorian sa graduating class nila. Dunay favoritism kuno.
In fairness, dunay ubang factors nga gibasehan aside from academics. Ang valedictorian maoy gipadala ng SNC as the American Field Service scholar sa America niadtong panahona.
NewTown April 8th, 2011, 04:00 PM Since graduation month koman, itudo na nako ang pag estorya bahin sa graduation.
Many years ago, Surigao was devastated by a powerful typhoon which destroyed many houses along the seashore, uprooted some acacia and other trees at the Luneta and other areas, blew away rooftops of buildings and killed more than a hundred people mostly in Sabang. It happened 4 months before graduation.
One month before graduation, San Nicolas College authorities informed graduating students in all levels that the graduation ceremony would be cancelled. HS student leaders went on a signature campaign to allow the graduation ceremony. Majority of the students signed the manifesto urging the school administrators to proceed with the graduation exercise.
The administrators with heavy hearts said yes. The ceremony was held inside the Surigao Cathedral. The ceremony was so solemn, lonely faces everywhere, some could not attend for various reasons. Many of the people there had not recovered from the devastation of the typhoon. They were still sort of suffering. But life has to go on. It was one of the loneliest graduation exercise in the history of the school.

Bricken Ridge April 8th, 2011, 07:06 PM Ecleo urged to surrender, face charges
By Cecille Suerte Felipe (The Philippine Star) Updated April 09, 2011 12:00
MANILA, Philippines - Interior and Local Government Secretary Jesse Robredo yesterday called on Dinagat Islands Rep. Ruben Ecleo Jr. to surrender peacefully and face the charges against him.
Robredo warned Ecleo that the authorities would not hesitate to use force to arrest him following the cancellation of his P1-million bail.
Robredo said the operations to arrest Ecleo would be a “combination of negotiations and military action.”
“There is a need to locate him (Ecleo) first… if I recall, there was a firefight when the police tried to arrest him,” he said.
Ecleo, leader of the sect Philippine Benevolent Missionaries Association, is accused of parricide for killing his wife Alona Bacolod in Cebu City in 2002.
Robredo said he would also try to contact members of the Ecleo clan to persuade the congressman to surrender peacefully.
At the same time, Robredo tasked the Philippine National Police (PNP) to implement the warrant of arrest against Ecleo.
“Aside from the murder charge against him for the killing of his wife, he also has a pending case before the Sandiganbayan, so he should be arrested,” he said.
Robredo directed the PNP to hunt down Ecleo following reports that the Dinagat representative could be dropped from the rolls of the House of Representatives as soon as the court issues a warrant for his arrest.
The Cebu regional trial court ordered the arrest of Ecleo after his failure to attend three consecutive hearings on the parricide case.
The court also canceled the P1-million bail for his temporary liberty.
Although the House does not want to get involved in the serving of the arrest warrant on Ecleo, Robredo said the DILG and the PNP have to do their job in enforcing the order of the court.
Twenty-three people died as the police and the military went to arrest Ecleo in Dinagat Island in June 2002.
Armed followers of the cult leader clashed with joint police and Army troops who tried to serve the warrant.
The cult leader finally surrendered after a night of bitter fighting.

About time to dig the church's records to get to the bottom of this. Surigao, as old as it is, is scarce of historical landmarks. An mga gana na daan na building, panggob-on o sunugon, invez i-restore. We have nothing to look back from the past. Kundili bagyo an mogaba, tawo.:)
I would bet that neither STRUCTURE (grotto or the church) is 300 years old, the the parish or establishment of it siguro amuy 3 centuries old na.
rally April 9th, 2011, 04:50 AM True.
I think ive posted here before sa earlier thread pa, na long before the Japanese invaded the Phils., a japanese scout plane actually crashed in GL, and the Japanese Pilot survived and returned (pick up?) to their base. Sige na scout an Hapon ii this parts as a prelude to WWII. I even wondered if the site could still be found and maybe the wreckage of the plane.
rally April 9th, 2011, 04:53 AM Also, here in Surigao seldom we can find relic houses, churches, and other structures because in the past the place is always visited by strong typhoons, earthquakes, and most often, fire. In a way, these harsh natural and man-made calamities somehow give our city its urban and fresh look.
I have always complained that Surigaonons have poor appreciation of history> Pareho ini taglaong ni jed, we do not preserve and maintain historical landmarks or structures. Kun maguba, di na ibalik pasgadan rakan or alisdan na bag-o. worst jaon deliberate an gub-on kay alisdan nan bag-o.:ohno:

Interesting piece of story that can easily be added to Siargao's history. Just wondering if his plane is still around today?
I still have yet to read an extensive write up that timelines the history of Siargao, and not just a random patchwork of information.

I like the city hall facade a lot. This building will be stunning if expanded symmetrically by demolishing the convention center to its right and decommisioning the road to its left. A fountain can be also added infront of this building. This is one edifice that should be kept not only because of its history but because of its age.

jsl_bxu1206 April 10th, 2011, 07:15 AM Gov’t seeks to move 3.9 million families out of poverty – Soliman
By MIKE U. CRISMUNDO
April 10, 2011, 3:20am
SURIGAO CITY – With the cooperation of concerned line agencies of the government and local government units, the Aquino administration is trying its best to move 3.9 million poor families out of poverty, Social Welfare Secretary Corazon "Dinky" Soliman said.
Soliman said the Department of Social Welfare and Development (DSWD) and other concerned line agencies of the government are already mapping out a convergence strategy to be more efficient in the delivery of social services to maximize results.
The Aquino administration is embarking on such poverty reduction programs as the Pantawid Pamilyang Pilipino Program or 4P’s, the Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), and Self-Employment Assistance Kaunlaran (SEA-K).
"The government is maximizing its efforts in delivering social services to comprehensively address poverty through this program," she said.
Soliman said the department is also envisioning a strong partnership with civil society organizations (CSOs) and non-government organizations (NGOs) to fully carry out its aim to engage these organizations as "gabay, kaagapay, tulay and bantay" of its services.
"We are already on track to hit our mission," she said.
Upon instruction of President Aquino to maximize all fund resources of the department to assist the the poorest of the poor, Soliman along with Surigao del Norte Gov. Sol F. Matugas reviewed the status of the existing 20,697 beneficiaries of the 4P’s.
Soliman said the Aquino administration will be adding more beneficiaries including those in the tribal communities and communities who are affected by the total log ban.
She also said her department can now answer to the nutritional problem of children in public day care centers through a Supplemental Feeding Program (SFP). "The feeding will be done in two cycles for a period of 120 days," she said.
Soliman also disclosed that with the support of AusAID, the department is bent on putting up another 120 day care centers nationwide. She said the KALAHI-CIDDS will be prioritized in Mainit and Pilar, both of Surigao del Norte.
With these programs, Governor Matugas and Surigao del Norte solons Rep. Francisco Matugas (1st district), Rep. Guillermo Romarate (2nd district) and Surigao City Mayor Ernesto Matugas and the 20 mayors in the province expressed their heartfelt gratitude to Aquino for the continuing poverty alleviation program extended to the province.
Secretary Soliman was in two day swing in Surigao del Norte and Surigao City starting Thursday to also led the signing of several social services program of the DSWD and LGU’s and also attended the 2011 Daycare Workers Convention held at the Provincial Convention Center here.

P12.4-million transport terminal opens in Surigao del Norte town
ManilaBulletin (http://www.mb.com.ph/articles/313530/p124million-transport-terminal-opens-surigao-del-norte-town)
ALEGRIA, Surigao del Norte — The government has inaugurated the R12.39-million Integrated Transport Terminal (ITT) in Barangay Julio Ouano, officials reported yesterday in a move expected to spur the economic activities in this town.
The new terminal boasts of six parking bays for buses with elevated concrete walkways and bays for multicabs, jeepneys and vans.
It also includes separate parking spaces for private cars and tricycles, collection ticket booths, passenger waiting areas, comfort rooms and restaurants.
The ITT is part of the Mindanao Basic Urban Services Sector Project (MBUSSP) under the Department of the Interior and Local Government (DILG) and the Municipal Development Fund Office (MDFO) through the Department of Finance (DoF).
The MBUSSP is among the initiatives of the government designed to improve the quality of life in Mindanao by institutionalizing the capacity of LGUs to provide the public with infrastructure and other essential services.
It is designed to improve the transportation system of urban residents in the area.
The inauguration and ceremonial blessing was attended by Region XIII DILG Regional Director Atty. Rene K.Burdeos, Governor Sol. F. Matugas of Surigao del Norte and Alegria Municipal Mayor Dominador Esma, Jr., on Monday.
Governor Matugas and Mayor Esma were very much elated by the project, saying "the ITT will surely boost the economic activity of the province."
Director Burdeos commended the local initiators who completed the project on time.
The region’s DILG chief announced that another project, the R18 million Level III Water Supply System that will reach up to the faucet of thousands of households in Malimono town, also of this province is set to be inaugurated in June this year. The water system project started in February last year.
Earlier, the government officials also inaugurated the newly constructed R13.25 million Level III-Water Supply System which will provide safe drinking water to nine barangays, also in this town.
The project is enrolled by the local government unit of Alegria to the Millennium Development Goals Fund (MDG Fund) through the Municipal Development Fund Office of the Department of Finance (MDFO-DoF).
MDG FUND is a development project of DILG through its Office of Project Development Service (OPDS) which intends to provide institutional capability-building program and pursue infrastructure investment support to participating LGUs in the country. It also provides technical assistance and advisory services to LGUs with regards to essential infrastructure services. (Mike U. Crismundo)

This can be a much cheaper option instead of building a completely new city hall in a new landsite. The side road can be rerouted around the building towards the outermost boundary of the auditorium beside Mario's driveway. This way, there is room for expansion on both sides. Keep the 2 levels as much as possible if the square footage needed is sufficient while highlighting the facade's hint of neoclassical architecture. It would be nice to see a fountain at night visible as far as Penaranda road, ala Paris. Surigao can start transforming itself into a romantic destination, minus the squatters. :)

mike durero April 10th, 2011, 09:17 AM This can be a much cheaper option instead of building a completely new city hall in a new landsite. :)
hehe..we are on the same side brick. I already been telling evrybody about this idea. Thats right, we have to make Hapsay Surigao preapring it for the fast changing of the urban development we are experiencing nowadays. It is a very big challenge to us [planners including the mayor to create plan and initiate on this as fast as possible.
The city hall building will expand vertically adding another storey. The mayor is very much in favor of relocating the Multipurpose Gym (beside the City Hall to improve and uphold grandness of the city Hall. The vacated lot will be transformed into a big lawn with parking(taking away rotunda snack bar. The lawn will be the location of the peace monument adorned with xome sort of water feature.
We have to open the left side of the City hall for ventilation and to undress its hidden beauty after a long time.
But before that, we shall get the relocation site for the City Auditorium with convention facilites, vehicle parking, etc at the proposed 18hectares reclamation site at Brgy. San juan. This will take a long time to be realize. But know what, if naplastar na lamang ini before pa, dili na unta ta magbalhin-balhin ug mga facilites..:bash::bash:

I'm glad we discussed this right before you had an audience with the mayor. This project will be very doable. Keeping the city hall smack right in the middle will keep the city tight and solid, dili kon kalat. Mike, why can't they change the proposed auditorium into a convention/ performing hall and build it at the reclamation area behind city hall or maybe at the Pacemco? This will make the boulevard a more desirable place to visit and hasten its development. Mas gana kon seaside so it will have a stronger impact. ( Kon baga a mini Sydney Opera House) :).

for all i know brick, most of the new CBD like in Singapore, Hong kong and Cebu are located near the seaside, shoreline or reclamation.. San juan is not hard to reclaim.
There is a proposed road from the City motorpool that will connect towards the lipata-san juan road which we shall adapt the 60-meter RROW as directed by the DPWH. This is an alternative road for those who want to avoid traffic along rizal street. We are pushing this project to happen and this will be attached to the proposed reclamation. We need much support for this project to push through..

jed4477 April 10th, 2011, 10:53 AM If the city lgu plans to build a new convention center or gymnasium, it should consider the capacity. it should have at least 4,000 seats just enough to hold barangay assemblies and other major activities of our ever growing and expanding city. The present gymn is too small and too ugly for holding free concerts that will usually draw larger crowd.

So this project is now in the offing. Do you have a sketch of the proposed road? 60 meter ROW will only give us 4 lanes ( 12 foot each lane). Medyo kuyang pa sa road shoulders, assuming it will be built at 10 foot width on each side. Napalit na ba an mga lote nan ciudad? Hamok na sab inin tambakonon kay katonggan man iton. jed4477 April 10th, 2011, 11:32 AM Will this become the first ever avenue in the city? I guess another bridge will be constructed across the river and more filling is required to keep it flood-free in going up san juan and lipata areas. This, indeed, needs bigger funding.

Bricken Ridge April 10th, 2011, 11:32 AM city hall building will expand vertically adding another storey. :
I'm a little concerned with the vertical development. The design has to be true to the original design to pull this expansion attempt with historical sensibility and not totally alter the original building.
The lawn will be the location of the peace monument adorned with xome sort of water feature.
Depending on the size and design of this monument, it might not be the right location considering that the space is already premium. A monument, at the right location, will be received well by viewers and easily ignored if built in an inconspicuous site. Since we will be sacrificing the auditorium, it is important to make sure the perspective of a viewer will focus towards the cityhall and not distracted towards the monument.

that existing monument placed on the small rotunda is the Peace monument. It will be transferred because it obstract the view of the City hall. Ill just post the final design (facade of the city hall) soon. The existing city hall building lacks proportion as to verticallity, rectangle (twice its width) is beautiful. There are things that only architects can see. Some other artists like Da vinci and other artists are using computations and sketches with regards to proportion and thats theory of Architecture.

Para sa ako an 4 lanes ok provided if the road has center island and shoulder lane.....this time it has to be more standard in building roads specially Surigao is a growing city otherwise will be facing the same problem in Rizal St. and other major roads inside the city that has no chance for widening at all ^^ so dili dapat magpa ayang-ayang pag himo para dili ma sayang an budget.

jed4477 April 10th, 2011, 12:29 PM Thorough evaluation is needed so as to determine if extending another storey will still be structurally safe. the peace city monument would be nice if relocated along the boulevard or at the gateway junction. what will happen to the the bust of J.P. Laurel? Honestly, i'm not familiar with the former president's contribution to Surigao per se, but, whatever it is, it would be nice if the national highway going to lipata will be named after him. This is to avoid disambiguation since we have two national highways (i.e. goingto the city proper and going to lipata) which is confusing to visitors and tourists. Eventually, the city would come up with a metro street map wherein the two branches of the national highway are specifically named or identified.

Even an ordinary person can see that the building beside the city hall on the right side has totally marred the beauty of the edifice. Whoever authorized the construction of that gym there certainly did not know anything about proportion. Where were the architects of city hall when the gym was constructed? I'm glad there's a plan to renovate the city hall facade. The city hall is a landmark of the city and it should be marvelous.

Well, medyo gamay raman an width nan ato boulevard, isn't it? The standard width for a normal city lane should be at least 10 feet- and that's very tight. So to give it some breathing space for larger vehicles, 11-12 feet is the norm. So kon 60 feet ra an proposed road, building 6 lanes is pushing it and that does not even include the emergency shoulders on each side.

This goes without saying. They need to examine the building's existing foundation to determine the need for reinforcement. The additional weight of a floor can cause structural damage to the main floor's walls.

pero feet man sab an pasabot ni sir brick ;) so gamay gajod kun feet kay 1m = 3.28 ft. man hehehe.
Haha. Thanks for noticing this. Saging and mangga. We were talking about two different measurements. Kon amohon ton, 197 feet baja ini so lapad gajud karajaw. If this roads exits to the motorpool, kuyangkuyang na 1-2 km ra an kataason. And this road curves towards the national highway.
Bricken Ridge April 11th, 2011, 08:08 AM hmmm, i foresee a lot of road right of way problems for this proposed road. It will go smack through a lot of private properties. Government should have enough funds for the just compensation of affected land owners.
Mike what about the road connecting Brgy. Rizal to Brgy Sabang?
The Rizal to Sabang road proposal provides a lot of options for a sound urban development. Imagine this road extending to Togbongon all the way to Mati, and built wide enough to open a new corridor for future business district, maybe a thruway for BPO buildings and other industries. This will make the city really attractive to investors.
Bricken Ridge April 11th, 2011, 08:12 AM This could be a worthwhile project for the MAtugases to undertake, i mean commission someone to reasearch the history of Siargao.
Yup. There's more to Siargao than the surfing that we know today.:)
Bricken Ridge April 11th, 2011, 08:18 AM Re: P120M loan for purchase of heavy equipment.
It turned out that the Ctiy Council just approved the application for loan with DBP last Friday in a Special Session called for that purpose.
Sus, the City-BAc jumped the gun by advertising an Invitation to bid and scheduling a bidding already. I hope ya gajud madajun adto.:bash:
heard that the City-BAC is currently in Davao for a seminar on Procurement law. he he he.
Nagstudyo pa baja an mga tawo. Nauno na. Basi ta ma 5-6 nan DBP.
Bricken Ridge April 11th, 2011, 08:23 AM that existing monument placed on the small rotunda is the Peace monument.
We will look forward to your render Mike. I trust your design will not demolish another piece of history in the city.

Oks ra jaon sigue naglinog naginagmay so it will prevent a major build up of stresses along the fault lines. Delikado kon panagsa ra kay kon ma release iton pressure after it gets "bottled up", grabe gajud kakusog an linog. BTW, there's a major fault line running west of the city along Punta Bilar and Ipil. This extends as far north to Ilocos and as far south to Davao.

yup, that makes the project really more expensive because of the road right of way acquisitions. but it would also favor the landowner actually and i believe most would welcome it since this would translate to the appreciation of land values and opening up of numerous opportunities for their properties - most of which are idle unproductive lands.

nag uso na sab baja kuman did-on an linog? i just hope na last na adton kaina 12NN. btw, for the last four hours, there is a significant increase in density of proton/cm3 detected by ACE satellite. manghinaot da kan ta na it won't generate a strong quake in the next few hours...
ipur April 11th, 2011, 10:33 AM Weeee... just as I say it, a strong quake happened in japan at 4:16 PM with a magnitude of 7.1 and depth of 10Km. it is located over land. I just wonder what happened to japan's JMA site. it is not accessible at the moment.

Yes, thats true but nowadays I have yet to see a landowner who will willingly waive portion of their property for RROW just because the valuation of their property will increase. :) Maigo an San Antonio village kay malaban ra ba ton sila?he he he
ipur April 11th, 2011, 10:57 AM just an update. JMA issued a localized tsunami maximum of 2M for Japan only.
ipur April 11th, 2011, 11:44 AM just an update. though JMA retained the 7.1 intensity, USGS has revised from 7.1 to 6.6.
update on the proton/cm3 density, 30 minutes ago, the density went down from around 13 to about 5: normally, it is observed at about <3. But in the last update, it is now at 21 proton/cm3, a relatively high. we have to note that the ACE satellite that took the measurements is positioned 1 hour before this solar wind will make an impact on the (magnetosphere of the) earth.
