white_ranger May 5th, 2011, 05:11 AM When the Caraga bill was still being deliberated, there was a consensus among officials of the different provinces comprising the newly formed region that some regional offices would be put up in cities other than Butuan City, the designated regional capital. Surigao city would get the Dept of Tourism, Agusan del Sur will host the DENR, and Surigao del Sur another regional office. However, when the bill was finally approved, the plan of putting up regional offices in other cities was rejected by the Congresswoman of Agusan del Norte. She said there would be no regional offices in other cities except the two regional offices which were already located in Surigao City before the formation of the Caraga Region which will remain in Surigao. She argued that it will be costly and expensive to put up regional offices in other places; besides a national government center would be put up in Butuan wherein all regional offices would be located. Officials of Surigao del Norte, del Sur and Agusan del Sur were dismayed and disappointed.

Surigao City Center for Street Children,located in Brgy. Anomar this city, is a government-owned orphanage managed by the City DSWD. Pls help them as they welcome patrons and institutional sponsors. You may contact the City Social Welfare Officer if you are interested. As of now,the center has 20 street children under its care.
The other orphanage is located in Brgy. Togbongon and is run by an NGO.

rally May 5th, 2011, 10:19 AM well the fact that the city rescind the lease contract even during the time of then mayor casurra already signaled the end of that proposed SRBC mall project. but there maybe legal issues afterwards but we will leave that to the lawyers of respective parties to resolve and settle. :D
the area is small for a mall at less than 6,000 sq.m. now since part has been taken by that birthing home project. the best thing the city can do to utilize the area is to put up a progressive type commercial building construction like the ones they did before. with good will money, the cost recovery is fast, practically no maintenance and management costs, and it will help commercialize the area. they may opt to select the locators like bars and restos only so that night life in that area will liven up.
I agree. like the two luneta arcade buildings.

At least five international lenders have offered to finance the $800-million Silangan copper-gold project of Philex Mining Corp. in Surigao del Norte.
Manuel V. Pangilinan, chairman and CEO of Philex., the country's biggest mining company and the force behind the Silangan project, said that the company "should be in the [financial] market next year talking to banks."
Philex did not reveal the identities or nationalities of the lenders but company president Ernesto Villaluna said that "money is not an issue" as several lenders have come [forward] with offers of better rates and terms.
The mining firm wants the lenders to finance up to 70 percent of the capital expenditure, or $560 million, with the balance of $240 million to be sourced from equity.
So far, $92 million has been spent on pre-development expenditures that include the buy-out of Anglo American Exploration Philippines Inc. for $55 million and around $37 million for exploration. Capital expenditures for the mine life of the project is expected to reach $1 billion, which spans 20 year from the start of operations next 2015 or early 2016.
When operations begin, the Silangan project is expected to process 30,000 metric tons of ore per day, resulting in as much as 107 million pounds of copper and 165 kilo/ounce of gold annually. The project is seen to generate $19 billion from gold and copper deposits. — BC/VS, GMA News

SURIGAO DEL NORTE, May 5, 2011 (PIA) – Two Pinoy anglers and two others from Switzerland and USA, brought home the major prizes in the 4th Siargao International Game fishing tournament participated in by 73 foreign and local fishing enthusiasts from 16 countries, held recently at Pilar, Siargao Island.
Switzerland’s Rolf Trachler won the P50,000 first prize in the Main Division -Biggest Billfish Category, Philippines’ Voltaire Esparago, a native Surigaonon, got P30,000 second prize and Joseph Lee settled for P10,000 third prize.
Melchor Dilag of Philippines pocketed the P30,000 first prize Main Division -Biggest Talakitok Category, while Carlos Morales of Spain came out second and got P15,000.
In the Main and Open Boat Division - Biggest Invidual Catch Category, USA’s Mike Kennedy got the P40,000 first prize and Imilio Choa of Philippines bagged the P20,000 second prize.
Mike Kennedy was adjudged champion in both the Open Boat Division – Biggest Total Catch Per Boat and Open Division – Biggest Billfish categories of the contest, bringing home a total cash prize of P40,000 .
Winner in the Open Division – Biggest Wahoo/Tanguige Category is Henry Uy from the Philippines who received P10,000 cash prize.
Provincial Tourism Officer Ivonnie B. Dumadag said that trophies and token of appreciation were also given to all the participants.

BUTUAN CITY – After a long wait, the Caraga Region can now fully and economically move following the appointment by President Aquino of a new chairman of the region’s powerful development body, the Regional Development Council and (RDC).
The National Economic Development Authority (NEDA) officially informed all local government unit officials, and all regional directors of all line agencies of the government in the region Tuesday about the appointment of Surigao del Norte Gov. Sol F. Matugas.
Before joining politics, Matugas was the former regional director of the Department of Education (DepEd) in Regions 8 and 13. (Mike U. Crismundo)

PILAR, Siargao Island, Surigao del Norte, Philippines – Due to the continuing increase of tourist arrivals, the Department of Tourism (DoT) disclosed over the weekend that more infrastructure projects will be constructed in an effort to cater to the needs of both local and foreign guests visiting the country’s various tourist destinations.
DoT Secretary Alberto A. Lim, who attended the four-day “2011 Siargao Philippines International Game Fishing Tournament” here that ended Sunday, said construction of more accommodation facilities, roads, seaports, and airports, and other infrastructure projects in newly found tourist destinations must be stepped up to cater to tourists.
During the first quarter of this year alone, Lim said tourist arrivals registered more than 3.5 million, an increase of 13 percent compared last year.
At least 23 million domestic tourists were also noted at various tourist destinations in the country today, he said. (Mike U. Crismundo)

As you’re reading this, I’m in Boracay enjoying the many wonderful things the island has to offer. Going to the beach is a yearly thing for me, especially during summer, and I can safely say that it’s a tradition many other Filipinos. Beaching is a culture all by itself in Philippine islands as we have a lot of breathtaking beaches. And that’s one of the perks of living in the tropics.
Beach culture is a diverse concept. It crosses social classes and lifestyles. We all have different expectations of what makes a trip to the beach perfect. Some like it isolated and peaceful; others prefer seeing familiar faces in parties as if everybody’s left the city and migrated to the beach. And we have every destination to cater to both those whims and everything else in between.
Boracay, being the island of choice to every seaside party, has plenty of accommodation options to suit all budgets. Rates are as low as P500 per night off-peak and as high as P30,000-plus when demand is high. The entire coastline of the island is developed and lined with resorts and boat stations. The main beach, where all the happenings are, is almost just like the city with food stalls, retailers, restaurants and resorts.
In fact, all this development is putting the island at risk of losing all its sand due to erosion and illegal exportation of the sand by tourists. Recently, smoking and building big sand castles have been banned on the areas near the water to help in waste management and to prevent people, especially locals who ask for money when tourists pose by their sand castles to take pictures, from digging up big holes on the beach. This enactment by the mayor’s office was met with criticism by some tourists who consider the sand castles as an important attraction.
And that’s the problem with a highly commercialized natural destination. As with any other place on Earth, an influx of visitors bring more harm than good. Take Puerto Galera, for example—once named one of the world’s most beautiful bays. It’s often called the poor man’s Boracay with its very economical food and lodging options. Being near Metro Manila, you don’t need to fly to get there. This equates to a lot of tourists. This also equates to a lot of trash. During Holy Week, there’s almost no room to walk around as the whole white beach area is filled with people. Swimming is also not as enjoyable anymore because of all the boats and the fact that the water can cause itchiness at times.
Those are two of the country’s most famous beaches and there are more:
Siargao, which gets very busy in September because of an annual international surfing competition, is easier to manage because it’s very far from the city and it only gets really crowded during the competition itself and not during other seasons. The beaches of the Caramoan peninsula in Camarines Sur is getting a lot of publicity because of the local government’s efforts to position it as a destination of choice. Palawan is among the world’s most photographed places because of its picturesque sceneries and seemingly untouched resources, both underwater and on land. Potipot Island used to be a secret until it was discovered and now flocked by backpacking tourists. Then, there’s Batangas, Panglao, Guimaras and many other nooks and crannies in these 7,107 islands.
There used to be plenty of beaches that fall under the category of “off the beaten path.” Today, we’re left with an endangered few. We take great pride in our beaches and our thriving beach culture. It’s one of the top, if not the top, tourism lures that we have and capitalize on. But what are we doing to preserve these utterly precious natural wonders? Many of us have marveled at the famous Boracay sunset. We’re a lucky generation. Are we going to deprive the future generations of that one-of-a-kind experience and privilege?

Hahaha! Nalingaw ako sa ijo. I don't want to be at odds with anybody else. For me, I'd rather classify Surigao as a 2nd class city as it is, with an ambiance at par with that of HUC's- with malls, classy hotels, tall buildings, traffic, etc., rather than classified as a city but with lots of questions like 'city ba talaga to?' or 'pa'no to nagiging city?'.lol

WOW.. nice info sir. Though the site is a bit smaller than their usual malls, they can just make a rooftop parking and make it with spanking 4 to 5 storey structure. They should make the concept more unique and welcoming and soon when the mall progress, they can negotiate for some other properties nearby for their expansion.:)

Technically, the height of Tavern will reach 9 floors, since the elevator shaft is breaching a height that would equal to another floor. Taas pa siguro ini compara to the building in Butuan.

But through out this, srbc remained in control and possession of the lot.
The present admin says its rescinded, srbc says its not because of the pending MR. the possession of srbc is its ace because one cannot unilaterally deprive a possesor of possession without a court order.

Yep Boya has the upperhand right now. it did not help that the City went on and constructed the Birthing center in the area making them liable for a Forcible Entry case (here only the question of who has prior physical possession will be settled, not the ownership of the land). the filing of such case against the city has been put on hold to give chance to attempts to settle the matter amicably.
To make matter worst, the City Legal Office issued a statement over the radio that the City is ready for whatever legal action srbc will take.:ohno:

Uno na. Nanhulga an CLO over the radio. Not a good move. Certainly not a smart move. Makes them look like amateurs. Sin-o man sab ini na mga abogado?
Boya offered an alternative site but according to the city, it was not approved by foreign financial institution whihc gave the 5M grant for the construction of the birthing center. Boya countered tht he will shoulder the cost of the construction at the new site. again the city declined. They went on to "carve" out about 600 sq meters out of the boulevard property to construct the birthing center.
ha ha ha i was shocked when i actually heard it over the radio. had the same thought, nan-hagit naman hinua. but theres more to it than meets the eye, it seems that the current legal officer has an ax to grind with srbc since his property has been foreclosed by the bank.:) cant fathom what his strategy is.:ohno:

Boya countered tht he will shoulder the cost of the construction at the new site. again the city declined. The lot occupied by the PNP Provl HQ is a donated lot with a clause that if no longer to be used for that purpose it would revert back to the family (Vasquez bagan gihapon, im not really sure)> its the same with the provl sports complex. I would have advise the Mayor to focus on what he has accomplished on his first 6 months no matter how small pa and on his plans for the next 2 years of his admin. like a road map.

read again, i said focus and not exclusive on his 6 months. its an occasion to report to your constituents what you have done during your term. You then avoid critics who say you are claiming something which you did not do. anyway these are my opinions only. Im sure theres another "consultant" for this matters.

There’s a "remarkable increase" in the number of tourist arrivals who visited Surigao City last year according to City Mayor Ernesto Matugas during his first State of Local Governance Report on Thursday, May 5, 2011.
Matugas said a total of 145,739 tourists arrived in 2010, substantially higher by 27.48 percent from 114,324 in 2009.
“Foreign tourist arrivals posted a much higher increase of 31.21 percent,” said Matugas.
Matugas said the number of meetings and conferences also increased by 10.47 percent and 24.61 percent, respectively.
The significant growth according to the city mayor was driven by many factors such as the aggressive tourism marketing and promotion, the introduction of scuba diving as a new tourism product, and the resumption of regular flights to Manila and Cebu.
Matugas said the estimated income from tourism last year totaled more than P4.372 billion.
Matugas thanked the private sector for helping transform the city into a more tourist-friendly locality. “I am thankful that our major hotels like Tavern, Gateway and Almont have responded and undertaken the necessary improvements.”
Latest data from the City Tourism Office revealed that the total number of rooms grew by 8.86% from 598 in 2009 to 651 in 2010 with the opening of new tourist inns like E.Y. Pensionne, RSY Pensionne, among others. “Occupancy rate continued to rise with the average of 33.72 percent compared in 2009 with only 27.61 percent,” Matugas added.
Matugas said tourism sector is expected to further grow this year with the aggressive promotion of private sector investments for commercial and industrial development and with the entry of major names in business like Gaisano Capital, Citi Hardware, Unicity, and Davao Central Warehouse in the city. The mayor should have stated his intention on the expansion of the runway,

City Mayor Ernesto 'Nitoy' Matugas vowed to continue the projects started during the previous administration which proved to be beneficial to Surigaonons.
In his more than an hour State of Local Governance Report on Thursday, May 5, 2011 at the city gymnasium, Mayor Matugas said these projects which will hopefully be completed or further improved this year include the full operation of the sanitary landfill.
“We have reassigned Engr. Elmer Tecson to the City ENRO together with Engr. Alan Pacqueo and we have also transferred the waste collection functions of the General Services Offices handled by Felipe Sulapas so that a more integrated approach in waste management can now be pursued,” said Matugas.
“The full operation of the recently completed Meat Processing Laboratory at the city slaughterhouse in Brgy. Poctoy,” Matugas said.
He also vowed to continue the improvement and development of the City Boulevard and water supply systems especially in the island barangay.
Matugas also promised to continue the clean-up and beautification of the major thoroughfares, parks and playgrounds of the city. “Our focus will be the planting of trees or ornamental plants along major streets, parks, playgrounds and the City Boulevard and provision of public toilets in strategic locations just like what they have in other countries.”
Also, Matugas revealed the plan of the city government to acquire brand new heavy equipments, “to replace our dilapidated equipments and augment our in-house capability in construction, maintenance and emergency response during disasters.”
Expressing his deep gratitude to the men and women of city government of Surigao for the support and cooperation, the first State of Local Governance Report was also attended by Vice Gov. Not only does it look old, it requires restoration. The awning on the second floor is not original to the building so medyo nautod an bintana. I'm sure they installed this to keep rainwater from getting inside. The wash out white paint is also not original to the building.
The little flower dormitory is also a historical and architectural landmark. Hope they will preserve it.
Yup. And we will be helpless as usual kon an mga madre decides to demolish this and replace it with a modern building. It will be another piece of hitory down the drain.

This is pretty common in Mabua and Lipata. Most of the beaches in Lipata and Mabua had been privatized by owners of the land fronting the beach. I can mention lots of these properties pero lisod na kay mga amigo ra ba inin mga tag-ija. Basi dili na hinoon ta ini ma-imbita. :D

There’s a "remarkable increase" in the number of tourist arrivals who visited Surigao City last year according to City Mayor Ernesto Matugas during his first State of Local Governance Report on Thursday, May 5, 2011.
Matugas said a total of 145,739 tourists arrived in 2010, substantially higher by 27.48 percent from 114,324 in 2009.
“Foreign tourist arrivals posted a much higher increase of 31.21 percent,” said Matugas.
Matugas said the number of meetings and conferences also increased by 10.47 percent and 24.61 percent, respectively.
The significant growth according to the city mayor was driven by many factors such as the aggressive tourism marketing and promotion, the introduction of scuba diving as a new tourism product, and the resumption of regular flights to Manila and Cebu.
Matugas said the estimated income from tourism last year totaled more than P4.372 billion.
Matugas thanked the private sector for helping transform the city into a more tourist-friendly locality. “I am thankful that our major hotels like Tavern, Gateway and Almont have responded and undertaken the necessary improvements.”
Latest data from the City Tourism Office revealed that the total number of rooms grew by 8.86% from 598 in 2009 to 651 in 2010 with the opening of new tourist inns like E.Y. Pensionne, RSY Pensionne, among others. “Occupancy rate continued to rise with the average of 33.72 percent compared in 2009 with only 27.61 percent,” Matugas added.
Matugas said tourism sector is expected to further grow this year with the aggressive promotion of private sector investments for commercial and industrial development and with the entry of major names in business like Gaisano Capital, Citi Hardware, Unicity, and Davao Central Warehouse in the city. The mayor should have stated his intention on the expansion of the runway,
the implementation of new highways for flexibility of routes, the fish port not the tuna cannery, highway expansion and more housing for the surigaonons.

Palarong Pambansa 2012 will go to Luzon. All the bidders so far for these games are from Luzon like Albay, Pangasinan, Cagayan Province and Laguna. There is no specific schedule in the hosting of Palaro ie, alternating with Luzon, Visayas and Mindanao. The 2013 games for example may or may not be held in the Visayas which is supposed to be the next site. It might be held again in Luzon or it may go to Mindanao! This is how erratic the hosting of the Palaro has become.
For example, the 2005 and 2006 Palaro were held in the Visayas, 2007 in Mindanao, 2008 in Luzon, 2009 in the Visayas again, 2010 in Luzon, 2011 in Mindanao. If the 2013 games goes to the Visayas, 2014 may go to Mindanao. If this happens, Surigao should bid for these games.

I used to argue with our tourism officer regarding their data of tourist arrival as it does not paint an accurate picture. you see, they tally every tourist who literally "arrives" here in Surigao even if they connect right away to trips to Siargao, or other places. I suggested it should be at least they stayed overnight sa city.

City Mayor Ernesto 'Nitoy' Matugas vowed to continue the projects started during the previous administration which proved to be beneficial to Surigaonons.
In his more than an hour State of Local Governance Report on Thursday, May 5, 2011 at the city gymnasium, Mayor Matugas said these projects which will hopefully be completed or further improved this year include the full operation of the sanitary landfill.
“We have reassigned Engr. Elmer Tecson to the City ENRO together with Engr. Alan Pacqueo and we have also transferred the waste collection functions of the General Services Offices handled by Felipe Sulapas so that a more integrated approach in waste management can now be pursued,” said Matugas.
“The full operation of the recently completed Meat Processing Laboratory at the city slaughterhouse in Brgy. Poctoy,” Matugas said.
He also vowed to continue the improvement and development of the City Boulevard and water supply systems especially in the island barangay.
Matugas also promised to continue the clean-up and beautification of the major thoroughfares, parks and playgrounds of the city. “Our focus will be the planting of trees or ornamental plants along major streets, parks, playgrounds and the City Boulevard and provision of public toilets in strategic locations just like what they have in other countries.”
Also, Matugas revealed the plan of the city government to acquire brand new heavy equipments, “to replace our dilapidated equipments and augment our in-house capability in construction, maintenance and emergency response during disasters.”
Expressing his deep gratitude to the men and women of city government of Surigao for the support and cooperation, the first State of Local Governance Report was also attended by Vice Gov. I appreciate the "greening" effort of our city, the Mayor is on the right track here.
The sanitary landfill is a very worthy project, but along the way, hamuk twist and turns which did not anymore follow the plans and design of the Swedish consultants. I would understand if the present admin will have difficulty making this operational as originally intended. They would have to make some changes to make it work as it is. Thats why i think, the loan should be applied to finish and have the landfill operating already. what good is an efficient garbage collection if there is no effective dumping area. it will be like the generator all over again. una an ekwipo pero di pa baja ready an groudwork.

Noticed that too and had me wondering for a moment too. but its the same LFD building but they are putting fresh paint, i think.

Stil cant confirm the return of the main campus to the Diocese. I really hope its not true.

I think same day tourists are still accounted for, even if they spend only a few hours in Surigao. At any rate, this is normally reflected in the stats under Same Day Arrivals as opposed to Overnight Arrivals.

Was there any precedent in a PH institution that would have similar circumstances if St' Paul U returns the San Nicolas campus to the diocese? I can hardly think of one.
