the regional science hi was supposed to be in agusan national high school in butuan but because of the infuence of mdam matugas the deped director then napunta sa surigao , just like the late barbers did, he used his influence para ang bjmp at bureau of fire sa surigao ang regional office, look at their employees maglisod og transact kay ang dilg thier mother unit, nia man sa butuan ang regional office , i hope mdam matugas will be fair , to us butuanons especially that shes the rdc chair now , baka wala nang projects sa butuan at agusan lahat sa surigao city and province

I cant help but comment on this. @romix: just tell me what boy daku has done on our city or the entire surigao del norte province while he was still in the position as RDC Chair? Just provide us the list of all his contributions and accomplishments as RDC chair in every provinces of this region.

anyway, para dili na modaku pa, enaf na kita sa comparison kay it is not fair for them that a SECOND class city be compared to the only HIGHLY urbanized City in the region. kay amu ra kita nag compare sa lomboy or santol. hmmmmmm pwede nato i compare ang surigao sa ija ra ka level na syudad ajao sa highly urbanized na status kay kasipog sab hehehehehe. ang butuan adto ton e compare sa Davao or Cagayan kay pariho man sila ug status mga highly urbanized cities. Besides, we are all caraganons and we should be proud of every development of each provinces. ok? sige peace na everybody. hahahaha

sa ila na ton HUC or bisan pa kon Mega Super HUC na status kay para sa ako HAPPY na ako sa kabutang nan ato lugar :) better remain in the 2nd class status with HUC standard. We don't need to compare with labina kay parehas ra kita na region. Let them enjoy the fruits from national government and let us rejoice the fruits of our hard works indeed it's more sweet and delicious :cheers:

ang kadtong ato gilaom na mga ganang butang na ato ge-expect na muabot, na wala madayon, kay basin dili pa panahon, ug for sure naa pa na gana mupoli for now samtang nagpaabot ta sa hustong panahon.

SUDOPARIM is very crucial/important being the entire Surigao Sur seaboard will be directly benefitted and the city of Surigao will be benefitted too as it will increase its influence base further south

it was also during his watch that the RDC board have put more emphasis on Mining (instead of tourism) as drivers of growth for that part of Caraga.....a far 180 degree turn from the Tourism early plan

SUDOPARIM is very crucial/important being the entire Surigao Sur seaboard will be directly benefitted and the city of Surigao will be benefitted too as it will increase its influence base further south

it was also during his watch that the RDC board have put more emphasis on Mining (instead of tourism) as drivers of growth for that part of Caraga.....a far 180 degree turn from the Tourism early plan

other plans during his watch ( wala madayon due to geopolitiicking by some Surigao Sur kingpins) were connecting Tandag to the rest of BXU-CDO-ILIGAN highway...for which the local leaders of Tandag derailed thinking that their seaport will die out as products will be shipped to nearer baseports of Nasipit instead.

then there was a plan to create a Butuan-Surigao Ecozone (our region's version to Normins CDO-Iligan Corridor) ......which failed to be even written in the blue prints due to reasons the previous Barbers political Kingpins only can answer

They approved it coz its a Presidents projects as she mentioned it in her SONA that she has to create the most road under her admin. and to develop Siargao, she said it during her past visits when she will be invited during surfing and gamefishing tournament.:) No question man jud na na magpour jud na cya sa Butuan Bob kay iya man jurisdiction as the MAyor. Daku na jud na na plus points sa iya. But i dont know ngano napilde man na to cya ni amante.

With due respect to all of you here, I think the Surigao-Davao Costal Road Project was realized before the realm of the Matugas. Then president GMA approved this project because of the recommendation from the RDC, which is a powerful political block when it comes to prioritization of numerous flagship projects implemented by the national government. As far as the history of the RDC chairmanship is concerned, it is mostly dominated by the leaders of both Agusan provinces, who obviously belong to one and the same clan only. Yes, Surigao Provinces indeed received a lot of projects based on the above facts posted by Bob BXu. However, those were just an iota compared to the multi-billion infrastructure development and flood control projects poured in the two Agusan provinces during the reign of the forerunners from Agusan for how many years. The DPWH Regional Office has the details of these projects and so our company's R & D. Anyway, the essence is that we cannot categorically say that Surigao received no projects at all before. Nevertheless, it is not pleasant to hear from a non-Surigaonon saying that it is UNFAIR that RDC is now chaired by a Surigaonon.

Had a talk with the Vice Mayor, the matter is still at the Committee level pa baja and not up for a special session.

FYI, the property of where Rose Cakehouse is leasing along San Nicolas St. has been bought by a local business couple. the area is 833 square meters. While they dont have yet a concrete plan on what to put up there, they say the move was prompted in anticipation of the opening of the big stores in Brgy. Luna.

Rose Cake house will continue to occupy the portion they are leasing until 2015.

SUDOPARIM was conceived in the early 90s even before caraga was made a region. it was then a joint effort of the NEDA regional offices 10 and 11 and the LGUs involved. the plan was proposed to be funded by USAID under the Philippine Aid Plan (PAP) portfolio but during the prioritization in the national level it was the integrated area development plan of socsargen that was approved hence the putting up of the airport in gensan as one of the priority projects.

the caraga RDC just revived the undertaking even designating the former mayor of surigao city as the chair. to date nothing came out of it in terms of funding support where the rdc is instrumental in such.

mining has always been in the priority development list of surigao norte and it was during the master planning for caraga that they considered that as one of the priority industrial development strategy. but the RDC did not support that categorically and instead they approved nasipit special economic zone instead of the nonoc special ecozone as the regional industrial growth center although there was nothing there except the port, the power generating barge and the swamps. nonoc has far better industrial facilities and readiness but this is a clear case of politics rearing its ugly head.

to date both ecozones are not developed: nasipit has a police station or detachment occupying the building that is supposed to be the administration building of their ecozone ;). imho nonoc is in a far better position with on-going mining activities in the area. but caraga's plans still identify nasipit as the region's industrial center :D :lol:. despite the fact that now we have another industrial development in claver going on.

to date both ecozones are not developed: nasipit has a police station or detachment occupying the building that is supposed to be the administration building of their ecozone ;). imho nonoc is in a far better position with on-going mining activities in the area. but caraga's plans still identify nasipit as the region's industrial center :D :lol:. despite the fact that now we have another industrial development in claver going on.

Looking at past events, we can now see that this Ecozone could have hastened development of CARAGA. The "iya-iya" "ako-ako" mentality of the previous leaders have folded up many ambitious plans of the region.

Other plans that were victimized by this mentality by our leaders is the plan of consolidating the regions state colleges under a unified state university system. (we all know who again bolted out the surigao schools from this plan)

daghan pa, including the plan to create a Tourism Estate Zone to Siargao and Dinagat and isles.....but the lure of Mining money folded up that plan.

i am not privy to the other plans you mentioned here. but in so far as the agusan-surigao ecozone is concerned am sure about that and i even have pictures during the workshop held there in bxu and here in the old maharlika training center sometime between 1991-1993. if you are in doubt ask your planning coordinator there in bxu and/or the regional director of DTI for we were together back then in the TWG.

and when it comes to the development direction of surigao, esp. the city, the strategy i believe is never a choice between mining vs. tourism but rather mining, tourism and aqua-marine development. it is just a matter of efficient land use and environmental management where you can make these development options work and complement each other rather than one sector striking out another. after all, these are all primary economies.

siargao and bucas grande islands have been proclaimed a protected landscape and seascape under the NIPA Act hence the present thrust of ecotourism in these areas.

As for me, I have no regrets if all these things were not materialized. Our leaders have learned a lot of lessons from the past wherein only CDO enjoyed the fast and furious progress of the Northern Mindanao Region, the mother region of Caraga. Perhaps our leaders that time were already vigilant. Leaders of the two Surigao provinces didn't like the behavior of some members of the council (the RDC) who had the tendency to pull all major developments and opportunities towards the regional center only, leaving other areas of the region broke and hungry for developments. Moreover, to have one state university in the region is not bad for me. However, the trend in other parts of the country is one state university per province. So, I'll go with the trend, of course. Surigao Sur already have their own State U. Surigao Norte's own will be coming soon. Let's drink to that.:cheers:

It is the duty and responsibility of the DENR to ensure that responsible mining is exercised by these mining operators and the government standards and regulations followed. With bad roads, I should say Surigao del Sur remains isolated.

Surigao Norte is ready for school opening

SURIGAO CITY, June 2 (PIA) –- The entire province of Surigao del Norte is ready for the school opening this year, Gov. Sol Matugas said during the recently held “Kapihan sa Kapitolyo” on Wednesday, June 1.

Gov. Matugas assured all Surigaonons that the three Department of Education divisions of the province namely, Surigao City, Surigao del Norte and Siargao and other concerned agencies have been properly coordinated and informed to ensure the smooth opening of classes next week.

In her report, Surigao City Asst. Schools Division Superintendent Dr. Evelyn Fetalvero said the division is in need of 21 teachers and 13 classrooms so that they can open kindergarten classes for the barangay schools of Surigao City.

To address the problem, Fetalvero said they are bent on hiring 14 volunteer teachers with an allowance of P3,000 and nine volunteer teachers with a stipend of P1,500. They will also temporarily utilize the principal’s office or the multipurpose rooms of the school to address the problem of lack of classrooms.

While the division of Surigao Norte holds the biggest number of elementary schools, Schools Division Supt. Dr. Fidela Rosas assured parents that they have enough classrooms especially for pre-schoolers when classes opens next week.

Rosas said they will also make use of any existing classrooms, even those which are being used as administrative buildings such as the principal’s office.

“We don’t want pre-school pupils to be out of the classrooms because they are the most vulnerable group of learners,” said Rosas.

Meantime, Schools Division Supt. Teresita Tranquilan of Siargao Island division revealed that as of today, around 1,500 pre-schoolers have already enrolled.

She also said that around 44 schools in Siargao have received repair funds from the Department of Education amounting to P50,000 per school. “I am also happy to inform everyone that with the initiative of Cong. Lalo Matugas, we also received P25Million for the construction of 16 new school buildings in partnership with the local government units,” Tranquilan said. (PIA-Surigao del Norte)

Surigao Norte gov launches Project MEDIA

SURIGAO CITY, June 3 (PIA) –- To ensure the smooth opening of classes next week, Surigao del Norte Gov. Sol Matugas recently launched the Project MEDIA during the “Kapihan sa Kapitolyo” at the provincial capitol this city.

Project MEDIA stands for Monitoring Educational Development for Immediate Action.

Being a former regional director of the Department of Education, Gov. Matugas emphasized the role of the media in providing immediate information concerning the complaints about enrolment fees, among others.

“I will tap the media for it is only the media who can give me accurate information about the complaints of our constituents, even if sometimes they tend to criticize me,” said Matugas.

Matugas said the project will specifically focus on the complaints about collection of school fees which she said pupils should not be made to pay at the start of school, lest they be discouraged from attending classes. (PIA-Surigao del Norte)

even though may ka cheapan peru parang ang dami naman ng customer.....cguro what matters for some customer is the food and not the place kung masarap naman talaga ang pagkain e di bawi ka na doon!kaya lang parang hindi convenient na kumain dyan mas maganda kung e titakehome nlang kasi parang maalikabok..

oi, good.way back those times na nagreview ako for the board eaxam i use t hang out with my classmates at coffeedream A-mall in cebu. Then i though, sana naa sad ni sa Surigao oi.. Very distinctive in their interiors is the fluffy cloud lamp lit with warm light hanging in the bar counter.:lol: :) i just simply love it. I do hope this will push through big time and not end up in a dream.

State colleges, universities in Caraga hike tuition

BUTUAN CITY — Claiming prices have increased, a Commission on Higher Education (CHED) official in Caraga region on Thursday admitted almost all state colleges and universities there have increased their tuition and other school fees.

In an interview with GMA News, Julius Sol Jamero, Chief Administrative Officer of CHED-Caraga, said the recent cuts in the annual budgets for state colleges and universities have forced these institutions to raise tuition.

“Besides, the CHED has limited role in determining adjustments in tuition and other fees because much of the decision to do so depends on the results of consultations with parents and students", Jamero said.

Commenting on a CHED-Caraga circular requiring all state colleges and universities to initiate income-generating projects, Jamero said almost all state colleges and universities in the region have long been doing IGPs.

“Kulang na lang magtinda ng kung anu-ano na lang sa palengke para may extra income," Jamero added.

However, he did not indicate how much tuition increase will be collected in the coming school years by each institution as the CHED has not say the rates adjustment.

In a separate interview, an officer of the Office of the Registrar of the Caraga State University (CSU) said the school hiked tuition of incoming freshmen for the School Year 2011-2012.

A freshman at the CSU taking Bachelor of Science in Information Technology (BSIT) has to pay over P10,000 in tuition and other fees, more than double last year's rate of P4,000 in total fees.

There are 14 state colleges and universities in four provinces and four cities of the region.

Earlier, CHED-Caraga announced that nine private colleges and universities were given go-signal hike their tuition.

Private colleges and universities CHED-Caraga has allowed to hike their tuition are:

In Butuan City

* Fr. Saturnino Urios University (FSSU),

* St. Joseph Institute of Technology (SJIT), and

* Asian College Foundation

In Agusan

* Agusan del Sur Colleges in Bayugan City in Agusan del Sur, and

* New Northern Mindanao Colleges in Cabadbaran City in Agusan del Norte.

Surigao City

* STI-College, and

* Surigao Education Center

Bislig City in Surigao Sur

* De la Salle John Bosco College, and

* Southern Technological Institute of the Philippines

I spent ny rest day in Surigao. It was a two day visit only yet I was so fascinated with city and the people.. Love the locals though sometimes I nosebleed. I could not understand few of their words. but total fun is also available within the city.

MAKATI CITY, May 27, 2011 - In a recently concluded meeting here in the country’s financial capital, Surigao City officials led by City Mayor Ernesto T. Matugas and Vice Mayor Danilo C. Menor discussed with the officials of PNB Capital & Investment Corporation (PNB-CIC) and Investment & Capital Corporation of the Philippines (ICCP) the possibility of selling LGU bonds to finance various income-generating development projects.

Mr. Conrado A. Gloria, Jr. ICCP President and Chief Operating Officer said during his presentation that the process of floating bonds takes a lot of sophistication thus creating a certain level of investor confidence and enhancing the LGU’s attractiveness. Mr. Manuel C. San Diego, Senior Vice President of PNB Capital and Investment Corporation for his part pointed out the bigger advantage of floating bonds in terms of having a much lower effective interest rate against contracting direct loans from government financial institutions (GFI’s) or commercial banks.

The topics discussed during the meeting focused on the intricate phases of the bond flotation process from the pre-selling stages of ensuring the feasibility of the projects to be funded from its proceeds, the whole bond concept including the terms, conditions and other pertinent information. ICCP and PNB-CIC will play a critical role as underwriters and/or financial advisers should the city proceeds with the decision to go into bond flotation.

Initially, the amount being considered to be generated from the LGU bonds is about P500.0 million with the proceeds intended to finance the long proposed Surigao City Fishing Port complex, and/or a socialized housing project to solve the city’s burgeoning housing backlog and informal settlers.

Other officials who joined the meeting included City Councilors Kent Yuipco, Baltazar Abian, Jose Begil Jr., Bienvenido Zabala, Jr., Acting City Engineer Gil Menor, City Tourism Officer Roselyn Merlin and Executive Assistant Ernesto Kang. Also present was Emmanuel Santos, the President of PIMCO Business Solutions Company.

Thanks, Mike. When I requested you to take pictures for the Grand Suites, I did not expect it to look this beautiful. This building is no longer new to me. I had been toured inside by the owner (Mega Grand Hardware) sometime in February last year when he offered me to be the first occupant and, at the same time, caretaker of the building. Actually, his original plan is to have two family-owned suites in the 2nd floor and office/ school spaces at the 3rd and 4th floors, respectively. Perhaps I was able to convince him to venture into the hospitality business as what Mr. & Mrs. Tony Yuipco of EY Pension did. I told him it would be nice if he would convert it to a pension house to target foreigners with Filipina girlfriends who opted to stay for at least a month or two in fully-furnished apartments. The location is a residential area which is a plus factor for foreigners who want peaceful and noise-free living within the city.

Hahaha. When you're in Surigao,be a Surigaonon. OUR DIALECT is very unique and it gives us distinction. Unfortunately, we don't want it to die its natural death amidst the influx of different people from different cultures and with different dialects. Next time when you visit Surigao, enjoy yourself from learning the dialect. Do not surrender. To nosebleed is not an option. Lol.

this is a long process still. first the feasility studies of the project involved will have to be prepared first. this is a pre-requisite for this is the basis of the financial managers/underwriters to determine whether such is saleable. :)

it is a requirement. they will even have third party consultants who will review the FS report to ensure the integrity of its findings. it is a thorough process for the financial underwriters will also have to protect their own companies and their investor-clients lest it will ruin their track records and market share. ;)

if they take me in as part of the FS team i would be glad to put in my 2-cents worth. :D the last time i joined such was for the bus terminal study which was already fully paid last year i think and has always been earning without any arrears in its operation since 1997. that maybe a good FS back then. :)

i was a part of the FS team for the sanitary landfill also but i was no longer involved when they contracted the loan for such purpose. i dont know who handled the income projections and analysis there.

but just recently i have come across an industry source information that the present tuna fishing is more active in the southern pacific area rather than in the sarangani bay and indonesian waters like before. so in terms of proximity to the source, putting up a processing plant here in the city is indeed a sound option.

I tried to read the fs. It was stated there that most of the fishing vessel from the gen san serving tuna canning factories has to go northwards near surigao area to catch more tuna so its is very feasible since tuna fishes is just around our oceans.:)

Not too long ago somebody bought several wetsuits from my diveshop in Surigao City. I had a sense they were not recreational divers since. tThey only paid for the wetsuits first then only and then asked after did they ask what the regulators and tanks on display were for. It was an unconventional question since divers who come into the shop would usually be knowledgeable about standard diving equipment unless they were beginners who would come in for lessons.

I met them again a few months later in a hospital emergency room when they brought in a fisherman who was suffering from a mortal case of the “bends” bends. The "bends" or decompression sickness is a consequence of breathing air underwater; it builds up all excess nitrogen in your bodily tissues that cannot escape due to the pressure and act like mini-explosive bubbles if you surface too quickly from large depths. The fisherman was diving the day before using a “hookah” (air fed from an onboard compressor) or what is locally known as “boso.” The patient died after a week of futile recovery. He was too fragile to transport to the nearest recompression chamber. The His family could only accepted his fate.
