Opinion: Incorruptible public servants?

Posted by Surigaonon Ako on 8:24 AM

It couldn't have come at a more opportune time. After over a year in office, PNoy finally unveiled a so-called road map for the next five years of his administration after which he expects to end his watch with a grateful nation saying there goes a man who was true to his words; he prevailed against all odds and eradicated corruption in all forms in our government. It is by this measure and nothing else that the Aquino administration shall be judged

And so in spelling out his 16-point agenda during the celebration of the 120th anniversary of our Independence, President Aguino did only what was expected in line with his oft-repeated avowal that we the people are his bosses. Indeed, this agenda can't be anything but P-Noy's social compact or, in olden time, blood compact with us. It's only proper in the face of growing skepticism about his sincerity and ability to deliver on his election promise that he shall govern "sa matuwid na daan." The precarious plunge of his approval rating is an ominous indicator of the popular discontent. It seems only the worse, not the best, lies ahead. PNoy has to deliver or else end up no better than his predecessor ug bakakon gihapon.

We can't spell out the entire agenda here. We just have to leave it to your own initiative and interest to go over them one by one. I tell you every single one is vital to our collective interest as a people and that of our Inang Bayan whose independence and liberation were paid dearly with the blood of our heroes and martyrs. For me, what are paramount and urgent, not that the others are less important, are the following: incorruptible president; incorruptible public servant; and rule of law and good governance.

Through these three agenda, we shall be able to judge whether what we have is nothing but empty blah-blah or a genuine declaration of intention by the President. Here in Surigao del Norte we shall see the litmus test of PNoy's sincerity and political will through his stand on recent cases filed against three prominent local and provincial officials, all of whom are ostensibly his political bedfellows.

If you notice last Friday's headline story in this newspaper, you will probably be shocked and scandalized, to say the least. The governor, Sol S. Matugas, and her husband, Rep. Francisco T. Matugas (1st District), have been charged before the Ombudsman with graft for "allegedly depositing nearly P4 million in public funds to their personal bank accounts." The alleged irregularity, according to the GSD story, was detailed in an April 29 complaint filed by three Surigaonons, namely Jamar Gavino, Rey Culbo and Bernardo Pecho. The seven-page complaint included photocopies of a certification against forum shopping, deposit slips, a transaction ticket and a check, the GSD reported. I need not go into farther details.

If your eyebrows are raised well beyond your forehead already, here's another surprise for you. The younger brother of Rep.Matugas and brother-in-law of Gov. Sol S. Matugas, Ernesto T.

Matugas, who is the mayor of Surigao City, was likewise charged before the Ombudsman last May 30 for "Direct Bribery, Anti-Graft and Corrupt Practices Acts, violation of the Code of Conduct and Ethical Standards for Public Officials and Employees and other existing government laws and regulations." Among others, the complaint alleged that the "Respondent (mayor) received a check (Banco de Oro Cross Check No. 0058383) in the amount of P5,000,0000; said check was signed by one Henry Gaisano ll with Account No. 002948000521."

Another complaint was filed on the same date before the Ombudsman against the city mayor "for gross violation of the Constitution of the Philippines and the Local Government Code" in appointing one Philip Sykimte, a losing candidate for councilor during the last local elections, as financial consultant at city hall with a monthly salary of P20 thousand before the end of the one-year appointment ban. Both complaints were signed by the same Three Musketeers i.e. Jamar D. Gavino, Rey O. Culbo and Bernardo A. Pecho who had earlier filed the complaint before the Ombudsman against Governor Sol S. Matugas and her husband, Rep. Francisco T. Matugas. The details of the two cases against the city mayor may interest and likely be published in GSD as no other local newspaper in Surigao City (unless I'm wrong) has the balls to carry the story. So, as they say in Tagalog: Abangan!

I will hold my peace for now and refrain from commenting on the innocence or guilt of the accused. We live under a rule of law. We should not condemn before we hear. This is what is known as due process. So let's wait for the Ombudsman and the Sandiganbayan (?) to act on the complaints against them. Of course, we expect both courts to do so promptly and with dispatch. Justice delayed, as we all know, is justice denied.

Let me however point out what is of public knowledge here: all of the accused were rabid partisans of former President Gloria M. Arroyo and her rainbow coalition of Lakas and Kampi against PNoy's LP. But faster than the wink of an eye, they've managed like chameleons to change political colors and are now Liberals pushing aside to the gutter the original LPs here. It is said that their godfathers are no less than Sen. Franklin Drilon and DBM Secretary Florencio Abad, both top honchos of the current ruling LP and another big shot, but an unlikely bedfellow because he's not a member of the LP ,in the person of Vice President Jejomar Binay.

I don't believe it though-no matter how thick-faced the name-dropping efforts are by some political opportunists here. The accused maybe influential and even powerful among us lowly mortals in Surigao. But, sonamagan, they're not above the law and untouchable. I'm inclined to give PNoy the benefit of the doubt. Will nothing happen here? Are they, indeed, incorruptible public servants and have just been vilified for one reason or another? We will soon find out. Mr. President, the ball is in your corner now.

We await the outcome with bated breath and outrage held in check. (By: Jun Almeda/Published in Mindanao Goldstar Daily)

Scientists: Earth Could Be Heading for Another 'Little Ice Age'

Published : Thursday, 16 Jun 2011, 11:16 AM EDT

(NewsCore) - Earth may be heading for a "Little Ice Age," according to scientists at two leading US research institutions.

Researchers from the US National Solar Observatory (NSO) and the Air Force Research Laboratory were considering Thursday whether a decline in solar activity could lead to a period similar to the Maunder Minimum in the 17th century, when there were virtually no sunspots for 70 years.

During this period, known as the Little Ice Age, temperatures dropped and up to 11 inches (28 centimeters) of ice formed in Europe.

New analysis of the Sun's interior, surface and corona showed that the next cycle of sunspot activity "will be greatly reduced or may not happen at all."

Dr. Frank Hill, of the NSO's Solar Synoptic Network in Sunspot, N.M., said, "The fact that three completely different views of the Sun point in the same direction is a powerful indicator that the sunspot cycle may be going into hibernation."

However, Joanna Haigh, professor of atmospheric physics at Imperial College London, said that global warming could reverse a cooling effect.

"Even if the predictions are correct, the effect of global warming will outstrip the Sun's ability to cool even in the coldest scenario, and, in any case, the cooling effect is only ever temporary," she said. "When the Sun's activity returns to normal, the greenhouse gases won't have gone away."

Surigao Norte PPOC urged PNP to deploy more cops in Surigao
by FEAbkilan

SURIGAO CITY, June 21 (PIA) -- Members of the Surigao del Norte Peace and Order Council (PPOC) recently approved a resolution requesting the Caraga regional office of the Philippine National Police (PNP) to deploy additional police personnel in Surigao del Norte.

The request came about after a series of atrocities recently committed by the CNN (CPP-NPA-NDF) in the entire province.

“The CPP/NPA/NDF (CNN) operating in Surigao del Norte remains the primary threat to peace and order. For the record in review they accounted five (5) atrocities and this include the ambush at Claver; burning of heavy equipment in Brgy. Luna and Brgy. Bonifacio; liquidation of one Civilian Auxiliary Army (CAA) trooper at Gigaquit; and ambush at Brgy. Poctoy, Surigao City,” said PC/Ins. Rainier Diaz, Deputy Chief for Operations of PNP Surigao Norte during his presentation at the recently held PPOC meeting.

He also said that more policemen are needed especially in Surigao City to meet the standard police to population ratio of 1:500.

Diaz assured the members of the council that the overall peace and order condition of the province is still within manageable level.

“The rising criminality particularly in Surigao City to include insurgency can still be contained thru stakeholders’ concerted efforts to address the issue,” Diaz said.

He said they are now intensifying police operations and intelligence gathering by organizing the Barangay Peacekeeping Action Teams in areas where insurgents have a high degree of influence. (PIA-Surigao del Norte)

Chinese group seeking
site for industrial estate

BY IRMA ISIP

A Beijing-based group is looking for site on which to build a $500 million industrial estate that will house Chinese manufacturers, Cristino Panilio, managing head of the Board of Investments, said yesterday.

Panlilio said officials of the China New Rural Construction and Development Council, led by Chen Wai Keung, expressed their interest in putting up an industrial estate during a recent meeting.

He said the meeting was arranged by Patrick Caoile, executive vice president of Vulcan Industrial of the Alfredo Ramos Group.

Panlilio said the group is looking for a 500- to 1,000-hectare site in Central or Northern Luzon which can host light industries such as garments, energy, water, utilities, information technology and other light industries.

He said the group inquired about incentives as well as requirements.

The BOI head said he has offered the Ilocos region, Pangasinan and Zambales as well as Subic and Poro Point to take advantage of the ports in these locations.

The Chinese group’s expression of interest in the Philippines came just weeks after a trade conference for Chinese investors hosted by the Philippine Chamber of Commerce and Industry.

The Manila Guangzhou Trade and Investment Conference and Cantonese Product Promotion in Asean held Monday was attended by a 146-member delegation from Guangzhou, the capital city of China’s Guangdong province.

During the conference, Trade Secretary Gregory Domingo noted how a tiger economy like China continues to help boost the growth of Philippine exports.

While the natural disasters in Japan and sluggish recovery in the United States slowed down exports, Philippine trade with China climbed steadily.

"In 2009, China was the Philippines’ fifth largest trading partner. In the first quarter of this year, China was our country’s third largest trading partner with exports increasing by 58 percent," Domingo said.

The event also launched the Manila-Guangzhou Business Council, which aims to promote trade relations and cooperation between Manila and Guangzhou.

Various local industry associations signed agreements on toy production, furniture, jewelry, and textiles.

Surigao City accepts 100 scholars
by Annette P. Villaces

SURIGAO CITY, June 21 (PIA) – Aimed to help poor but deserving students to be given the chance to complete college education, a total of 100 students in the tertiary level qualified for the Surigao City Government Scholarship Program.

It was learned that after undergoing a thorough selection process consisting of written examination and two (2) phases of panel interviews, the 100 city scholars will now enjoy full free tuition benefits starting the 1st semester of school year 2011-2012.

The said student-beneficiaries are required to maintain a grade of no less than 85% for them to continue enjoying their scholarship. A review of their performance will be conducted every end of the semester.

According to City Mayor Ernesto Matugas the said scholarship program encourages parents and provides them the opportunity to send their children to school despite financial limitations.

He also vowed to continue its implementation under his administration owing to the benefits and development impact of the program in alleviating poverty,

“This program will be continued and improved further under my administration,” he said.

generally sunny with periods of rain and thunderstorms. these are the best months to visit. "habagat" or southwest monsoon start to pick up in late august, enhancing surfing conditions since the prevailing winds are mostly offshore. the ocean swells especially at cloud nine peak around this time.

Its a good move to have all the scholars enrolled in just one school, unlike before where they were scattered. This way the benefits are uniform to scholar and cost effective.

However, the salaries of two contractual employees of the City assigned to handle this program are also charged to the same fund. At P8k each or 16k a month, thats enough to cover 1 sem for 2 scholars. multiply that by 12, thats 24 potential scholars.:) what these 2 are doing can easily be handled by regular plantilla personnel.:ohno:

in a related development, re SRBC Realty ( if you guys are getting tired of this subject, let me know:))

During the JOint Committee Hearing at the City Council, the Taipan Development failed to attend raising speculations that its very attractive offer was just to preempt Gaisano Grand from getting a foothold in the City thru SRBC. There is likewise a proviso in its offer that its subject to the resolution of the rescission of the lease by SRBC.

The P320M mentioned in their offer is not the cost of their proposed mall, but the total economic package they intend to infuse, including the value of stocks and goods. Their proposed monthly rental though is twice that of SRBC.

The Joint Committee report is expected to be released next week.

Yesterday a COA employee sought my help on an administrative problem he was facing. I asked how true are the stories going around regarding the PDAP of Cong Lalo downloaded to the different municipalities in District II ( remember he is the REp of District I). He said, yes it was true and it was done last year prior to the elections ( critics say it was meant to help the candidacy of now Gov. Sol). What is the status of the audit, i asked. He said, it had been Disallowed and that the Municipal Mayors had already received the Notices of Disallowance.

But the Mayors are grumbling because while they are made liable for the whole amount which appears on record as having been released to them, the truth is they only got about 1/3 of the amount, the rest going back to benefactor.:)

in a related development, re SRBC Realty ( if you guys are getting tired of this subject, let me know:))

The Joint Committee report is expected to be released next week.

at least you have that insider info on these matters, otherwise telenobela ini na istorya. laong pa nila- waya kupas. don't worry,we will not be bored.:)

so the taipan press release was conditional baja? the city still has to resolve the issue with SRBC before they can even consider this offer. by then, it will be fastforward to 2010. haha.

actually had dinner with one of the councilors last night. The Office address of Taipan Devt. Inc. is Henry S. Gaisano Bldg., Colon and Leon Kilat st. Cebu City, confirming suspicion that its a front of the Gaisano Capital group.

Interestingly, SRBC was able to present the letter of then City Administrator Balgamelo Ma asking permission from SRBc for the use of the area for the Fiesta carnival in last years fiesta.

you make use of whatever advantage you have so my guess is that Boya will go for his legal advantage. His offer is the same P400k annually (fr. 200K), P1M plus, back rental, another P1M as advance payment ; reimburse the expenses to the extent pf what has been completed of the Birthing center, for its relocation.

Philex completes study of copper-gold project in Mindanao
06/22/2011 | 12:58 PM

Philex Mining Corp., the country's largest miner, on Wednesday disclosed the completion of the independent Mineral Resource Project estimates containing the combined Boyongan-Bayugo deposit – Silangan Project - in the Surigao Mineral District.

In a statement to the Philippine Stock Exchange, Philex said the Boyongan-Bayugo copper-gold porphyry deposit holds an estimated metal content of 5 billion pounds of copper and 9 million ounces of gold.

The independent Mineral Resource estimates for Boyongan and Bayguo was prepared by SRK Perth, Australia.

SRK's estimates were made using the standards and guidelines for reporting Mineral Resources given in the JORC (Joint Ore Reserves Committee) Code.

"We are excited about the Silangan Project and the prospects of further exploration into the Kalayaan tenement. We estimate that the project cost for developing the Silangan Project will be in the region of $1 billion over a period of three years. It will be a significant project and will probably be one of the most important for Mindanao in terms of promoting economic development," said Manuel V. Pangilinan, Philex chairman.

He added that the development phase and the operation of the mine will generate substantial employment in the region.

"We also expect that the roads, schools and hospitals and other infrastructure associated with the Silangan Project will benefit directly the residents of Surigao. We are conscious of our responsibility to our stakeholders and we have the track record to show how we have uplifted the lives of our stakeholders in the mines that we have operated, including the mine that we are currently operating in Padcal," Pangilinan said.

Both the Boyongan and Bayugo deposits, about one kilometer apart, are characterized by two zones of copper-gold mineralization each taking the form of pipe-like quartz-copper sulfide stockwork zones centered on and around two progenitor.

In May, Philex disclosed that at least five lenders indicated their interest to fund the Silangan project.

For the year's first three months, Philex said its earnings nearly tripled to P1.33 billion from P520.1 million in the same months last year, boosted by higher value of metals. -- CMA/OMG, GMA News

DPWH-Siargao goes biometrics
by Michael Conte

DAPA, Surigao del Norte, June 22 -- As part of the ongoing reforms in the Department of Public Works and Highways (DPWH) in support to President Aquino's battle cry for a “daang matuwid” (straight path), DPWH 2nd Surigao del Norte Engineering District Office (DPWH 2nd SDN-EDO) employees have recently started using biometric machine for logging in daily time records.

Administrative Officer III Juana Betty P. Porpayas said that “the method will help a lot in monitoring the absences and tardiness of the employees.”

“For those DPWH personnel who will be on travel/field must ask first for a travel order/gatepass approved by the district head before travelling to avoid absences,” Porpayas added.

Security guards were directed to oversee the proper time implementation of queuing at biometric machine to avoid waste of government time.

For the past years since the establishment of the district office, log books were used to record the daily time records of the employees.

With the implementation of the biometric machine, District Engineer Salvador E. Montil, Jr. expects the improvement of the performance of the district office.(Michael Conte, DPWH-2nd Engineering District/PIA-Surigao del Norte)

Mining firm project reserves seen worth $22B

Posted by Surigaonon Ako on 1:31 PM in BusinessWorld, Feature, Mining, Surigao del Norte

THE COUNTRY’S biggest miner, Philex Mining Corp. yesterday said its Silangan project in the province of Surigao del Norte is estimated to contain copper and gold reserves worth at least $22 billion, with exploration works in the adjacent mine expected to enhance the project.

In a disclosure to the local bourse, the miner said that SRK Perth, Australia, prepared the independent mineral resource estimates for the project.

The miner said the combined measured and indicated resources in the site contain an estimated metal content of five billion pounds of copper and nine million ounces of gold.

Philex said the resource estimates were based on verified drill results from over 80,000 meters of drilling it completed in June of last year.

The 5,184-hectare Silangan copper and gold mine is adjacent to the Kalayaan site.

Philex finalized an agreement with Manila Mining Corp. for the exploration and development of the 286.6-hectare Kalayaan mine in May.

Philex said yesterday the exploration works in the Kalayaan site are expected to further enhance the value of the Silangan project.

“We are excited about the Silangan project and the prospects of further exploration into the Kalayaan tenement,” Philex Chairman Manuel V. Pangilinan was quoted as saying in the disclosure yesterday.

He said the project cost for developing Silangan is estimated to be more than $1 billion over a period of three years.

“It will be a significant project and will probably be one of the most important for Mindanao in terms of promoting economic development,” he said further.

Shares in Philex last traded at P20 apiece yesterday, up 4.6% from the previous day.

First Pacific, a majority owner of the Philippine Long Distance Telephone Co. (PLDT), is the single largest shareholder in Philex Mining with around 46.4% stake.

DPWH intensifies road right of way monitoring in Siargao Island

SIARGAO ISLAND, Surigao del Norte. June 25 -- In an effort to fast track implementation of its projects in Siargao and Bucas Grande islands, the Department of Public Works and Highways Surigao del Norte 2nd District Engineering Office (DPWH-SDN 2nd DEO) has intensified its monitoring on the illegal construction of structures along the perimeter of the national highway.

During the district office monthly staff meeting recently, District Engineer Salvador E. Montil, Jr. has directed the road right-of-way agent and all field engineers to monitor closely and take immediate proper actions on road right-of-way problems so as not to hamper any government improvement projects in the island.

“We must intensify our monitoring on the road right-of-way to avoid delays of the implementation of the projects,” DE Montil said.

As of June 2011, there are 121 illegally constructed structures within the road right-of-way of national roads reported.

Notices have been already issued by the district office to the violators for the removal of the illegal structures along the national roads.

Siargao: Nature’s ongoing canvas
by Nickie Wang

When our boat reached the islet called Naked Island I though I was in paradise. The clear turquoise waters were so calm and inviting. A full 360-degree view gave nothing but a scene of the waters kissing the blue sky while clouds of every imaginable form floated aimlessly.

I jumped off the boat we were riding for 20 minutes and marveled at Mother Nature’s spectacular canvass. No photograph can give justice to this wonder, I silently told myself.

And because of its seclusion anyone can actually go skinny-dipping without being bothered by ogling onlookers. I wanted to swim without my clothes on but I was with people whom I have only met for the fist time so totally dismissed the whole idea. Nonetheless I took a dip in the waters as if I’m my body was thirsty for it.

True to its name, Naked Island is an isolated 200 meter-long sand bar accessible by boat from General Luna, a municipality that boasts 27 km coastline of powdery white sand. It’s a piece of heaven and anyone would not mind staying there to swim and frolic in the sand with all the privacy he can get. But actually, Naked Island is just one of the stunning and mesmerizing gems in Siargao. Move around the island and see how this charming place can literally tame your psyche.

Off to Siargao

Getting to Siargao is an adventure in itself. The trip is not for the fainthearted because one will experience a literal bumpy ride. Although the Department of Tourism is already eyeing a direct flight from Manila to Del Carmen (the lone airport on the island), for now, tourists would have to take an hour and a half plane ride from Manila to Surigao del Norte, then by a two-hour ferry ride from Surigao City Pier to Siargao’s main entry point, Dapa Municipality Pier.

From the jetty port, the traveler will experience another challenging one-hour rough ride going to Pilar and General Luna, where most accommodations can be found. But as most tourists and surfers who have been to the island say, all the hours travelling are worth it once you see the majestic scenery that the tear-shaped island can offer. Seeing a rainbow every now and then is just a bonus—passing and distant rains are notorious in the area.

Siargao is a tropical island in the Philippine Sea. It sits on the eastern tip of Surigao del Norte, making it one of two places in the Philippines to experience sunrise ahead of the other parts of the country (the other one is the Caraga Town in Davao.)

Due to the island’s location, the winds and currents coming from the Pacific Ocean continuously influence the rock formations on its coastline and on the surrounding coconut islets. Majority of the magnificent rock formations are located in Magpupungko, which is also a swimming den during low tide when the waters are washed out and several lagoons are revealed.

Half a billion peso has been invested for road networks, port enhancement and the other tourism infrastructure for Siargao since it became a popular surfing destination. According to Tourism Department Secretary Alberto Lim, Siargao is one of the agency’s top priorities along with the other tourist destinations in Central Philippines. The island remains unspoiled by commercialism thus it attracts weekend backpackers who want to escape the busy life in the city. Lim said the province attracts around 39,000 visitors a year.

General Luna Mayor Jaime Rusillon said the municipality is planning to have a biodiversity park. Currently being lobbied to the national government, the park aims to highlight the island’s exuberant flora and fauna. Del Carmen itself is home to a dense mangrove forest reserve, which is the second largest in the country.

The big fish
Locals in Siargao are well aware of the importance of the mangrove trees that abound the whole island. They know for a fact that mangrove forests serve as breeding ground for fish and other marine life. Local government is keen in educating its people about the significance of these reserves to their livelihood.

Apart from farming, fishing is the main livelihood in Siargao thus big fish like Wahoo and Billfish are no stranger to its people. Last month, the island hosted the 4th Siargao International Gamefishing Tournament. The event was participated in by 73 foreign and local anglers and gamefishing enthusiast from 16 different countries. The biggest catch was a billfish that weighed around 32 kilograms.

Switzerland’s Rolf Trachler won the P50,000 first prize in the Main Division —Biggest Billfish Category, Philippines’ Voltaire Esparago, a native Surigaonon, got P30,000 second prize and Joseph Lee settled for P10,000 third prize.

NEDA Sec. Paderanga, bumisita ng Surigao City
THURSDAY, 16 JUNE 2011 14:05
NEWS - REGIONAL

Surigao City's P45-M waste treatment facility now operational

by Annette P. Villaces
SURIGAO CITY, June 24 (PIA) - City Mayor Ernesto T. Matugas led recently the inauguration of the P45-million waste treatment facility, the first of its kind in the entire Caraga Region and the most advanced in Mindanao situated in Barangay Cagniog this city.
In his inaugural message, Mayor Matugas said that the opening of the waste treatment facility marked an important event in the history of Surigao because it symbolized the beginning of an environment-friendly disposal of waste, in accordance with ecological standards of the Department of Environment and Natural Resources and in compliance with the provisions of RA 9003.
He also acknowledged the technical and financial assistance extended by the Swedish Government and Gunner Kassberg, the technical consultant of the project from Germany.
The mayor, himself, led the ceremonial switching of the conveyor machine that transports waste from the sorting area to the landfill while being further segregated for saleable/recyclable trash simultaneously by collectors or so-called “biomen”.
The said facility covers an expanse of approximately 10 hectares. Its capacity is expected to accommodate some 21-ton of garbage daily from the city’s urban and mainland barangays in the next 20 to 25 years.
The facility is composed of an administration building, a briefing room and viewing deck, a Materials Recovery building, a sanitary landfill consisting of two (2) cells, a leachate collector with submersible pumps, aerated ponds and other support structures.
Assisted by Councilor Christopher Bonite, chairperson of the Committee on Environment, the punong barangay of Cagniog, Hon. Marieta A. Boquilon and City Environment and Natural Resources Officer, Engr. Elmer Tecson, city and barangay officials, as well as heads of local and national government agencies and non-government organizations also came to witness the event.
The city Mayor expressed high hopes that this showcase project will make Surigaonons more conscious of the amount of garbage that they produce and more responsible of the manner by which their garbage is disposed, right down to the household level, in line with the city’s information drive: “Basura ko, Obligasyon ko.” (Surigao City PIO/PIA-Surigao del Norte)

Lawmakers alarmed over ‘tuko’ hunting, trading

Lawmakers over the weekend expressed alarm over the prevalent hunting and trading of geckos in rural areas.

Reps. Mel Senen Sarmiento and Teodorico Haresco of Ang Kasangga party-list urged the Department of Environment and Natural Resources to look into the massive and indiscriminate trading of geckos—known in the country as “tuko.”

Sarmiento said such activity might lead to the extinction of the said reptile, which is known to feed on insects such as mosquitoes and flies, and cause irreversible effects on the environment.

According to Sarmiento, the Internet and even some of the country’s top buy-and-sell magazines are flooded with classified ads on gecko trading, some of which even claim to represent the World Health Organization.

The said advertisements claim that geckos have potent medicinal properties and are being bought by pharmaceutical companies who are developing medicines for cancer and even the dreaded Acquired Immune Deficiency Syndrome.

Sarmiento reported that the cited advertisements even offer to pay as much as P3 million for a single live gecko that weighs 400 grams and up. Because of the alleged value offered, gecko hunting has become prevalent in certain rural provinces.

However, there are no records yet of anyone becoming millionaires because of gecko trading, according to the lawmaker.

“Whether or not these ads are authentic or not, this indiscriminate poaching of geckos have very serious and long-term implications on our ecosystem. Our tukos are a key element in balancing our ecosystem,” Sarmiento said.

For his part, Haresco said that geckos were nature’s most effective weapons against insect overpopulation and their extinction would certainly offset the country’s biodiversity.

“There is a need for the DENR [Department of Environment and Natural Resources] to look into this gecko-hunting frenzy and possibly get into the bottom of these claims on the alleged medicinal properties of this lizard. The DENR should now move to save the tuko from total annihilation,” Haresco stressed.

He also noted that not a single pharmaceutical firm or official scientific and medicinal research organization have confirmed the medicinal values of geckos.

Haresco said that while the Philippine gecko was not included in the list of endangered animal species, the DENR could classify them as part of the “Other Threatened Species” because of the recent gecko-hunting frenzy.

He said that he would file a measure that would seek to re-classify the gecko as endangered to protect the lizard from total extinction.

Haresco cited that Paragraph E and F, Chapter IV of Republic Act 9147 provided that the trading of wildlife and collection, hunting or possessing wildlife, their by-products and derivatives are considered illegal acts.

For illegal acts under paragraph E (trading), penalties/fines can be imprisonment of 10 days to one month, or a fine of not less than P200 or not more than P20,000, if inflicted or undertaken against other wildlife species.

For illegal acts under paragraph F (collection, hunting or possession), imprisonment of one month and one day to six months and a fine of not less than P5,000 to P50,000 will be imposed if inflicted or undertaken against species as other threatened species.

So this issue goes back to our zoning laws. Di ba zoned jaon na block as institutional/school? If this is in fact correct, the bank is in clear violation.

it is not a violation actually. although the area is a general institutional zone (GIZ) per city zoning ordinance no. 149 s. 2000, there are certain commercial activities which are identified as among the permitted uses in a GIZ like banks, bookstores, boardinghouses/dormitories, and others. ;)

it goes the same with other zones where there are permitted uses of different activity as long as they are compatible or complementary use to the existing zone. there are also cases when incompatible use is also granted zoning clearance through the issuance of a variance by the zoning board of adjustment and appeals subject to the compliance of certain requirements.

citihardware is almost twice as big as of butuan having 5000sqm of commercial space. Ok na ila height but sa setback requirement an problema.

with the drainage, they will provide 0.90m drainage canal 3meters away from the edge of the national highway toward butuan direction. This is their first time to encounter this type of problem said the engineer of the project.

Ano ba talaga ang plano sa airport? we should look for a new site for the airport and abandon the airport expansion project. That for me is the ideal move since the national government or CAAP is the agency which will provide the funding..Just lookign forward for our city's future 20 to 50 years from now.

thanks for the clarification. this tells us that the scope of the variances allows the nuns unencumbered use of the land.

From the reports since its expansion of the airport then its there to stay.

citihardware should have took that into consideration, that the area is near the runway of the airport. after all the airport was already exiting in the area for many years.

RUBEN D. MANAHAN 4TH

an architect officemate and a reptile and insect pet lover said that our toku is very unique since its the only specie of gecko that creates sound at a certain time of the day, it is very expensive to sell in other countries due to its uniqueness.

I am not surprised if the local diocese of Surigao has investments in some companies. The Archdiocese of Manila has huge investments in BPI, Philex Mining Corp. and Concrete Aggregates Corp. Other dioceses like Tuguegarao, Nueva Segovia de Vigan and Jaro, Iloilo have similar huge investments in San Miquel Corp. and Ayala Corp.

The riches religious order in the country is no other than the Augustinian Recollect Order which has millions of shares in San Miquel Corp. This order operates the USJ-R, UNO-R, San Sebastian College-Recoletos and other schools.

DOH allots P1.7-M Philhealth premium counterparts for Surigao City, Surigao NorteSURIGAO DEL NORTE, June 28 (PIA) --

The Department of Health – Caraga Region (DOH-13) has allotted P1.7 million for the Philhealth premium counterparts for the entire province of Surigao del Norte, DOH Caraga Director Leonita Gorgolon said, during the launching of Philhealth Sabado 2 on June 25 in Surigao City.

Gorgolon said around P1.3 million was allotted for the municipalities in Surigao del Norte, while P430,000 was allotted for Surigao City for the Philhealth enrollment of 1,342 poorest of the poor families identified under the National Households Targeting System (NHTS).

Director Gorgolon revealed that there were 15 sites conducting the National Philhealth Registration Day-2 (NPDRP-2) simultaneously in the entire Caraga Region.

Last Saturday, some indigent residents from Surigao City showed up for the NPDRP-2 dubbed as “Philhealth Sabado-2” at the Mariano Espina Memorial Central Elementary School (MEMCES) and Surigao West Central Elementary School (SWES).

It was learned that Philhealth Surigao City distributed a total of 3,216 Philhealth cards to the recipients in the 11 mainland barangays of the city.

City Mayor Ernesto Matugas, in a speech read by City Administrator Atty. Manuel Corro, thanked and congratulated Philhealth and all other government agencies for their support and contribution in achieving the goal of the national government for quality healthcare. He also thanked the Surigaonons for the support as well.

This activity is a partnership between the Department of Health (DOH) Philhealth, Department of Education (DepEd), Department of Social Welfare and Development (DSWD), and Department of Interior and Local Government (DILG), National Anti-Poverty Commission (NAPC), League of Governors, League of Municipalities, League of Cities, and League of Barangays. DPWH-Siargao implements ‘No Smoking’ policy
by Michael Conte

SIARGAO ISLANDS, Surigao del Norte, June 28 -- In its drive to adopt and promulgate a 100 percent smoke-free policy, the Department of Public Works and Highways Surigao del Norte 2nd District Engineering Office (DPWH-SDN 2nd DEO) has prohibited smoking inside the office premises.

Speaking during Monday’s flag raising ceremony here, Administrative Officer Juana Betty Porpayas said the district office has designated an area for smoking with specific schedules prohibiting smoking inside various sections’ office premises.

The implementation of the smoke free policy in the district office is in line with the provisions of the Tobacco Regulation Act of 2003 (R.A. 9211) and Civil Service Commission (CSC) Memorandum No. 17 s. 2009.

“This policy ensures a healthy working environment and in a way will help smokers to quit from this vice,” said Assistant District Engineer Rodulfo A. Libay in his Monday morning thoughts for all DPWH employees.

To ensure proper implementation of the policy, District Engineer Salvador E. Montil , Jr. has directed all heads of sections to strictly observe the policy in their respective offices or be held responsible for the consequences. (DPWH Surigao del Norte, 2nd Eng’g. District/PIA-Caraga)

CCI and Surigao LGU come up with novel idea-Trade and Tourism Aides..

Welcome the newest task force in Surigao, the Trade and Tourism Aides (TTAs) of the City LGU, an idea forwarded by the Surigao Chamber of Commerce and Industry, Inc. during one of its consultations with the city government. This was conceptualized for tourists and tourism establishments needing more information on tourism and business potentials in Surigao. Both the chamber and the Surigao LGU saw the need to properly harness the available human resource at city hall, and thus came up with this task force of "roving" tourist and trade aides. The city's consultant and chamber advocate Cris Villarino, who is a close partner of SCCI in this project, came up with the name Trade and Tourism Aide.

"You are the front-liners of our trade and tourism efforts. At the end of the day, make the investor a tourist so that he brings his family, relatives and friends the next time he comes to Surigao. If it is a tourist that you are escorting, make the tourist as an investor@ You would have to convince the tourist to buy property, invest in city and province, and also at the end of day make him an investor! Make they feel they want to stay in Surigao forever.", said President Jake Miranda, who heads the multi-awarded chamber.

The chamber also donated shirts to the TTAs a contribution of the businessmen of Surigao for the city's intensified trade, tourism and investment promotion efforts. The turnover was done during the blessing and inauguration of the City Tourism, Trade and Investment Pavilion this afternoon, October 8, 2010, graced by the city's chief executive, Mayor Nitoy Matugas, and the Vice Mayor, Danilo Menor with the city councilors as well as representatives from the different sectors.

SCCI Past President and Trustee Engr. Leonel Santos also gave words of encouragement to the Trade and Tourism aides.

The Trade and Tourism Aides will not only receive shirts from SCCI but also a follow-up capability-building seminar that will equip them with tourist and investors servicing skills.

true. they can be tempted to make money on the side. what we need are tourist booths that are located at strategic locations in the city like the airport, seaport, luneta, grandstand, lipata and boulevard. these booths can be manned by these people and direct visitors to tourism- related questions. personal tour guiding should be relegated to private tour companies. i don't have any problem with that since that's what they are paid for.

(PIA-Caraga)

Bonok-bonok Maradjaw Karadjaw Festival now back to original sked on Sep. 9
by FEAbkilan

SURIGAO CITY, June 29 (PIA) -– The Bonok-bonok Maradjaw Karadjaw Festival will now again be held on the 9th of September, the original festival date. Last year, the said festival was held on September 10.

According to Surigao City Tourism Council, Inc. (SCTCI) President Richard Nick Amores, the decision was based on the fact that the festival has been calendared in all of Department of Tourism’s marketing materials to be held on such date (September 9) in the last 22 years.

“This is also to ensure the advance planning of guests both domestic and international,” he said.

It may be recalled during last year’s festival, the council decided to move the schedule from September 9 to 10 after the concern of the church that the festival was given much importance as compared to the church activities.

Amores, however, clarified that they have no intention to divert the focus. “It is in fact, supportive of the church celebration as it also give thanks and honor through dance inspired by our local tribe, thus supportive of cultural and tourism value.”

The Bonok-bonok Maradjaw Karadjaw Festival is an ethnic mardi gras marked by street dancing and stationary festivities held in line with the annual fiesta celebration of San Nicolas de Tolentino on September 10. (PIA-Surigao del Norte)

Regional police chief bans Facebook use during office hours
By Jennifer P. Rendon The Freeman Updated June 30, 2011

ILOILO CITY, Philippines – There would be no more Facebook or Twitter for policemen of the Police Regional Office-6, at least during office hours.

Chief Supt. Cipriano Querol, Jr., PRO-6 director, reiterated this the other day saying that logging on to Facebook and other social networking sites during office hours is prohibited.

There’s an exception however and that is when FB use is work-related “like they’re tracking criminals or gathering information about activities useful in their investigation,” Querol said.

If it’s for personal business then it’s a no-no. “They should not use office computers to do their kids’ assignments because it would be using government resources for personal benefits,” he said.

“Banning employees from logging on to social networking sites will also save us on electricity,” said Querol, adding that those who would be found violating his order would face administrative sanction for gross violation of specific instructions.

A few months ago, Querol reminded police units all over Western Visayas that internet connection was meant to improve efficiency and effectiveness in preparing and submission of reports, and provide immediate access to information to enhance knowledge and awareness of police personnel.

"I already issued a directive to all police unit commanders to warn their personnel from uploading indecent photos, videos and other materials in their social network and reminded them to make their computers and internet access for official use only," he said.

Querol then enjoined the public to report to his office by texting to 09202230577 or sending e-mail to pio_pro6@yahoo.com.ph for any information regarding social network sites, blogs, websites and other online sites containing indecent materials accessed by police personnel. –

Socioeconomic planner identifies Surigao del Norte priority projects

SURIGAO CITY -- The Caraga regional office of the National Economic and Development Authority (NEDA) has bared a number of key transport and farm infrastructure as consisting the priority state projects in Surigao del Norte.

In a recent interview, NEDA Regional Director Carmencita S. Cochingco said the list includes the expansion of the existing roll-on, roll-off service; construction of the Lake Mainit arterial and circumferential roads; completion of the Siargao circumferential road; expansion of the Surigao City airport; construction of communal and national irrigation systems; construction of a provincial hospital in Placer, Surigao del Norte; and the re-opening of Land Bank of the Philippines branch in Siargao Island, among others.

Ms. Cochingco, who bared the list during the visit two weeks ago of NEDA Director General Cayetano W. Paderanga, Jr., said the planning agency is also keen on making sure the knowledge of graduates match the skills in demand by various industries, especially mining.

In this city, only one private university offers a mining engineering course, notwithstanding previous statements from both the mining industry and the Mines and Geosciences Bureau that Caraga needs more professionals in this field.

During his visit, Mr. Paderanga said NEDA’s current thrust is to identify what specific localities need to develop.

Mr. Paderanga said the government’s development strategy includes "social investments" to spur economic activity in areas that "are left behind."

"The Philippine Development Plan is anchored on removing constraints and, by this, we mean employment generation and poverty reduction," he said. -- V. L. Almeda

There is absolutely nothing wrong if there is only one private university offering the mining engineering course. Mining engineering is not very popular among high school graduates; therefore, not many students would be interested to enroll in this course. St. Paul University-Surigao would have difficulty offering this course if not for the assistance and support of the Mines and Geosciences Bureau which provided scholarships to some students. In five years time, SPUS' mining engineering graduates should be able to fill up the necessary requirements for professionals in the mining field in the entire Caraga region.

Surigao del Sur drops out from 20 poorest provinces
by Greg Tataro, Jr.

TANDAG CITY, Surigao del Sur, June 30 (PIA) -– The province of Surigao del Sur is no longer included in the so-called Club 20 of the poorest provinces in the country.

According to National Economic and Development Authority (NEDA)-Caraga Regional Director Carmencita Cochingco, “Surigao del Sur has increasingly uplifted itself as incidence of poverty has gone down after it was consistently included in the list for the last nine (9) years.”

Ironically, she admitted, Caraga Region is the poorest Region so far “as Agusan del Sur and Surigao del Norte have yet to bail themselves out.”

The present economic status of Surigao del Sur was attributed to the joint effort of the Local Government Units (LGUs) here that was said to be “paying off”.

Cochingco shared this information during her message at the ACF-AECID project turned-over in Surigao del Sur on June 28. (Radyo ng Bayan Tandag/PIA Surigao del Sur)

Surigao Norte gov leads blessing of Nursery Operation Center, MENRO in Alegria
by Edipolo Mosquito

SURIGAO DEL NORTE, June 30 -– In support to the national program of President Benigno Aquino’s “Plant a Billion Tree Project,” Gov. Sol Matugas of this province, along with Alegria Mayor Dominador Esma, Jr. led the blessing and cutting of ribbons to the newly constructed Nursery Operation Center and Municipal Environment and Natural Resources Office (MENRO) on Wednesday, June 29 this town.

Matugas acknowledged the initiative of the local government unit (LGU) in protecting the local environment.

According to Mayor Esma, the LGU will provide seedlings to 12 barangays of the town at 25,000 per barangay starting this year up to 2016.

In a related development, Gov. Matugas also led the launching of Rice Duck Farming (RDF) to eight (8) cooperators of the town yesterday at 150 ducks per hectare under the Phil. Agrarian Reform Fund (PARFund).

RDF is an organic way of producing rice but at less cost than traditional farming system. It gives farmers additional sources of income through the sales of healthy and organic rice, ducks and duck meat, and duck eggs (balut and salted egg). (MPDC-Alegria/PIA-Surigao del Norte)

7th storm may hit Mindanao next week -- PAGASA
By Angelo L. Gutierrez Home Updated July 02, 2011 09:55 AM

MANILA, Philippines - The country's seventh storm for this year may hit Mindanao next week, the chief of the state weather bureau announced today.

Science and Technology Undersecretary Graciano Yumul, acting chief of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), said that the low pressure area spotted thousands of kilometers away from Mindanao may enter the Philippine area of responsibility (PAR) by Tuesday.

"If it continues its path it will strengthen into a storm on Thursday next week," Yumul said in a radio interview by radio dzMM.

The PAGASA chief said the storm may hit Mindanao and then travel upwards to Luzon. He said that based on the initial trackline of the incoming storm, it will pass by in waters off Siargao, Samar-Leyte area, Bicol region and move nearer Cagayan-Isabela area.

Yumul said that its also possible that the storm will cross the Philippines.

Yumul said two to three or three to four storms may enter the PAR every month from July to September. He said that when the wind direction changes from the West Philippine Sea to the Philippine Sea or over the Pacific by October, more storms may enter the country's area of responsibility until December.

He added that there are also strong possibilities that one of the storms that will hit the country this year will be as devastating as Typhoon Ondoy, which submerged Metro Manila and a large part of Luzon in record-deep floods in September 2009.

Yumul said that the past storms, Egay and Falcon, are indications that an Ondoy-like storm is incoming.

Other reasons, he said, are the residual effect of the La Niña over the Pacific and the southwest monsoon from the South China Sea, which is reinforced by the presence of the Intertropical Convergence Zone, which has been bringing rains over Mindanao regions.

Several areas in Mindanao went under floodwaters last month due to heavy rains caused by the ITCZ and storms Egay and Falcon.

Early this week, Davao City was hit by massive flashflood, displacing 12,000 families and killing more than 30 people.

SM goes into mining as well
By: Doris C. Dumlao
Philippine Daily Inquirer 5:56 pm | Friday, July 1st

MANILA, Philippines—SM Investment Corp., the flagship holding company of tycoon Henry Sy, is diversifying into the mining business by buying into Atlas Consolidated Mining & Development Corp.

The board of SM Investments approved Friday an investment of $142.2 million in Atlas that will be equivalent to 17.9 percent of the mining company’s enlarged capital upon the closing of this transaction.

Proceeds of the investment will be utilized by Atlas to partially finance the acquisition of the balance of 45.54 percent of its subsidiary Carmen Copper Corp.

SMIC executive vice president and chief finance officer Jose Sio explained that the buy-in was a “portfolio” investment meant to take advantage of opportunities in the base metal sector.

“The price of copper, a base metal, has recovered very strongly in recent years and is expected to remain buoyant in the near future owing to the very strong demand from major Asian economies,” Sio said.

“The mine site of Atlas is only 16 kilometers away from its own port, passing through roads owned by Atlas. From this operational advantage, Atlas is able to ship its output to its major customers. This proximity to major markets translates to substantial transport cost advantages for Atlas,” he said.

SMIC president Harley Sy added that the group was pleased with this investment at this time, noting that Atlas was one of the top 20 copper mining companies in the world.

“It is very well-positioned to take full advantage of its mine site’s significant resources to serve its major markets like China and Korea which have a close proximity to the Philippines. China alone consumes about 40 percent of total world copper production,” he said.

Atlas is led by businessman Alfredo Ramos, who is part of the family that owns retailer National Bookstore, which in turn has a strong presence in SM shopping malls.

“We are also extremely pleased to be able to further cement the long-standing relationship between SM and the Ramos family, a major shareholder of Atlas. Our families have long been collaborating in the country’s retail sector, and this new joint involvement presents an avenue for both groups to further enhance this collaboration,” Sy said.

If it gets built here soonest, Surigao will have the honors of having the first SM Hypermart in the entire Mindanao and only the 3rd in the entire Visayas and Mindanao region.

The more the merrier ( for Surigaonons) but dili na madugay magsira na gajud ini an mga local na department stores.
