Pichay dismissed from government service

MANILA, Philippines - The Office of the Ombudsman ordered yesterday the dismissal from service of Local Water Utilities Administration (LWUA) Board of Trustees chairman Prospero Pichay Jr. and two other ranking officials for grave misconduct in connection with their unlawful use of P780 million in state funds for acquiring Express Savings Bank Inc. in 2009.
Acting Ombudsman Orlando Casimiro said Pichay, acting Administrator Daniel Landingin and acting Deputy Administrator Wilfredo Feleo are stripped of all benefits and permanently disqualified from working in government.
Pichay, a former Surigao del Sur congressman and a staunch supporter of the Arroyo administration, called the Ombudsman’s order “political harassment.”
“The penalty of dismissal from the service with the accessory penalties of perpetual disqualification from public office and forfeiture of all benefits is imposed upon them,” Casimiro said through his spokesperson Rawnsle Lopez.
Casimiro added that the dismissal order against Pichay, Landingin, and Feleo is immediately executory pursuant to the rules of the Office of the Ombudsman.
More than a month ago, the anti-graft agency issued a six-month preventive suspension order on the LWUA officials.
The case stemmed from a complaint filed by LWUA employees Rustico Tutol, Luis DG. Estrada, and Carmen Amores.
The employees accused Pichay, Landingin, Feleo and corporate legal officer and Board Secretary Arnaldo Espinas of violating Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.
The officials were accused of investing P780 million of LWUA funds in ESBI, a private banking institution, in violation of the rules of the General Appropriations Act and without prior approval from the Monetary Board.
The investment allowed LWUA to gain 20 percent of the bank’s voting stock.
It was not clear when the ombudsman intended to file criminal charges with the Sandiganbayan against the three.
Meanwhile, Pichay said the Aquino administration was getting back at him for his staunch support for the previous Arroyo administration.
“The Acting Ombudsman has committed a grave abuse of discretion. Casimiro has become an instrument of injustice of the Aquino administration,” Pichay said in a telephone interview.
He said Casimiro in the past few weeks has been busy filing and resolving cases against officials of the previous administration in a last-ditch attempt to boost his chances of ultimately bagging the position of ombudsman.
“I think this is his way of ingratiating himself with the present administration. If he thinks this is one way of fooling the administration, good luck. I hope that his conscience will not bother him for the rest of his life,” Pichay said.

Stock market activity proved to be robust in the first half of the year despite a prolonged consolidation that only gained momentum in July for a new high.
The Philippine Stock Exchange index (PSEi) closed yesterday at 4,421.56 points, a new high compared with the record of 4,397.30 posted in November 2010, as the market improved on its first-half performance at 4291.21, up 2.14 percent from the year-end closing of 4201.14.
"Trading appears mixed during the second quarter but picked up recently due to investor confidence-boosting news provided by the country’s recent ratings upgrades from international ratings agencies," said PSE president Hans B. Sicat.
Total value turnover for the first half reached P661.81 billion, 28.9 percent higher than the P513.3 billion registered in the same period last year. The combined market capitalization of listed issues on the PSE at the end of the first half rose 33.4 percent to P8.91 trillion compared with P6.68 trillion in the same period last year.
Preliminary figures also show that foreign investors went into net buying in the first half, with trades amounting to P14.75 billion, compared with P15.75 billion in the same period last year.
"Uncertainties abroad, particularly the euro zone’s ongoing debt crisis and China’s declining exports, kept some of our foreign investors on the sidelines," Sicat noted.
Total capital raised was P62.59 billion for the January-June period due largely to the initial public offering of Megawide Construction Corp. (MWIDE), follow-on offerings of San Miguel Pure Foods Co. Inc. (PF) and San Miguel Corp. (SMC), stock rights offerings of SM Development Corp. (SMDC), Metropolitan Bank & Trust Co. (MBT) and Robinsons Land Corp. (RLC), and private placement of Banco de Oro Unibank Inc. (BDO).
This was an improvement over the P38.98 billion raised in the first half of 2010.
In terms of sectoral indices, the mining & oil index emerged as the best performer as it climbed 43.34 percent. This was followed by the holding firms index at 4.53 percent.
"Our local economy remains on fundamentally sound footing, and we are optimistic that the market will continue to test new highs as we head to the second half of 2011," Sicat said.
A significant factor that will help realize this optimism is market liquidity, which the exchange intends to boost by pursuing initiatives to improve listing activities.
The PSE is proposing to ease listing and disclosure requirements for petroleum and renewable energy companies seeking to list on the stock exchange. The proposal is a result of a collaboration initiated by the exchange with the Department of Energy and the Securities and Exchange Commission.
The supplemental listing requirements aim to relax the one-year operating history requirement of the exchange under the Second Board Listing Rules to allow the listing of petroleum and renewable energy companies.
The proposed disclosure guidelines and supplemental disclosure requirements also aim to enhance the investor-protection features of the rules of the exchange and to align these rules with global standards. This proposal is currently undergoing public comment.
The PSE also revived the listing by way of introduction rules subject to the implementation of the amendments to the LBI rules, which include the independent fairness opinion requirement for the listing applicant’s listing price of its securities. The PSE has also reinstated a crucial continuing listing requirement, the rule on minimum public ownership, which requires that a listed company should maintain a minimum 10 percent of its shares that are held by the public. The rule is expected to bring about more follow-on offerings and even out free float levels across all listed companies, thus making more shares available for buying and selling by the public.
The exchange is also implementing this September a change in the policy on calculating the PSEi. Revisions for a company’s inclusion in the PSEi include, among others, a higher public float requirement of 12 percent from the previous 10 percent, and improved measurements in determining liquidity and market capitalization.
The changes are expected to match global best practices, and would allow the PSE indices to complement an ongoing initiative by the Asean Exchanges to form the "Asean Stars" or 210 stocks representing the blue chips of Asean bourses.
Asean Exchanges is another main project of the PSE in collaboration with Indonesia, Malaysia, Singapore, Thailand and Vietnam. The collaboration aims to promote the growth of the Asean capital market by driving cross-border collaboration, streamlining access to Asean, creating Asean-centric products, and implementing targeted promotional initiatives.

THE PHILIPPINES has a strong potential to increase its nickel exports to China, as an initial study showed high-iron, low-nickel laterite ores produced locally can be converted into marketable iron products, the Mines and Geosciences Bureau (MGB) said on Monday.
The Southeast Asian country, which exports most of its nickel output to China, was the world’s third-biggest producer of nickel ore last year, behind Russia and Indonesia.
“We can convert even lower than low-grade ores into marketable grade concentrate that is acceptable in China,” Leo L. Jasareno, acting director at the state-run MGB, told Reuters.
“With what we call sintering process, it can be done,” he added.
The findings were based on a joint project by the agency with a private local firm using laterite samples from a mine operated by Berong Nickel Corp., a unit of Atlas Consolidated Mining & Development Corp. and Toledo Mining Corp., in Palawan province.
Samples were also taken from a mine in southern Agusan del Norte operated by MRL Gold Philippines, Inc., a unit of Canadian miner Mindoro Resources Ltd.
The tests showed most of the low-grade laterite ores in the country could be “potential feed material” for iron and steel making, MGB chief metallurgist Juancho Pablo S. Calvez said in a statement.
The MGB has forecast the country’s nickel concentrate production this year to rise 19% from a year earlier to 23,000 tons worth P15.3 billion.
Nickel direct shipping ore is projected to increase 55% to 20.45 million dry metric tons valued at P23.3 billion this year, MGB said.
In the first quarter, nickel concentrate output fell 1% from a year earlier to 9,606 dry metric tons, but its value rose 34% to P2.86 billion.
The Philippines expects the value of its metals output this year to increase by 24% to a record P137.6 billion, as higher world prices drive miners to produce more.
Nickel Asia Corp., the country’s largest nickel miner partly owned by Japan’s Sumitomo Metal Mining Co. Ltd., said last month that the region was running low on high-grade lateritic nickel ore, fueling higher demand for medium- to low-grade ores that are available in the Philippines.
The Philippines is believed to have explored only a miniscule amount of its estimated $1-trillion mineral resources.
The one-year-old administration of President Benigno S. C. Aquino III now hopes to capitalize on higher metal prices to boost the domestic economy. -- Reuters

BAGUIO CITY – This was supposed to be the year when one of the country’s oldest mines in Benguet should have stopped operations.
In 2006, Philex Mining Corp. put together a closure program that would shut down in five years its Padcal mine in Benguet after 56 years of operations.
Philex is arguably the only old mine to contemplate closure, according to Clarence Baguilat, Cordillera director of the Department of Environment and Natural Resources.
Its program has become a template for other mines because it was designed to clean up the environment and provide livelihood to the mining community Philex would leave behind.
Libby Ricaforte, the company’s Padcal assistant general manager, says an integrated mine closure plan is prescribed by the Philippine Mining Act of 1995 (Republic Act No. 7942), but its own initiative was received well by the local community and industry critics.
Benguet has been host to many of the country’s old mines for over a century since 1903. Benguet Corp. was the first mining outfit that operated during the American colonial period.
Downgraded Philex is the only high-profit mine to concede that it has exhausted its mineral reserve at Padcal down to its low-grade ore body, according to documents supplied by the Mines and Geosciences Bureau. Its been developing the Silangan mine project in Surigao del Norte to take its place.
Mine officials, like geologist Redempta Baluda, now Philex vice president for explorations, have consulted local residents about the company’s likely exit, asking them for ideas as to how it could help build a post-mine community for over 14,000 people who now make up the village surrounding Padcal mine.
Ricaforte says the consultation results guided Philex in designing a livelihood training program, which would be integrated to a company-supported marketing network to help the community develop its economy.
Training plan
A parallel program that would rehabilitate the mine area and develop a forest there had been enforced, Ricaforte says.
But Padcal’s life has been extended to 2017, thanks to the Beijing Olympics in 2008, he says.
Chinese companies, he says, started buying up huge supplies of metals as the Chinese government built sports facilities for the games.
Ricaforte says China’s demand resulted in the increase in world metals prices. On June 27, for example, a troy ounce of gold sold for $1,496.40 (P64,973.68) in the world market.
Reevaluation
“A consequence of the record high prices is that some of what used to be less than economic resources may now be considered ore. Our technical staff in Padcal is now reevaluating the present mineral resources to see if more of it could be classified as ore reserves, and justify the investment in the development work needed to extend the mine life beyond 2017,” says Jose Ernesto Villaluna Jr., Philex president, in a message he gave to the company’s stockholders recently.
Ricaforte says old mines such as Atlas Consolidated Mining and Development Corp., which was started in 1935, had reopened to take advantage of the healthy metals trade.
In his report to stockholders, Manuel Pangilinan, Philex chair and chief executive officer, says the firm’s gold profits, “comprising 54 percent of total revenue, rose to P7.2 billion [in 2010] from P5.1 billion in 2009 and P5.4 billion in 2008.”
“Copper revenue, accounting for 43 percent of the total, also improved to P5.7 billion this year (2010) compared to P3.7 billion in 2009 and P4.3 billion in 2008,” Pangilinan says.
Hiring binge
Ricaforte says the company is reviewing what its original closure program had established in winding down its Benguet presence. After all, Padcal still generates the gold that keeps the company running, he says.
Padcal is on a hiring binge because of the profitable market, he says. The new hires would be trained and deployed to Silangan when that project starts.
“Philex is one of the few mining companies that have delivered on their environmental commitments, above and beyond what are required by law and regulation,” Pangilinan says in his report.
He says the firm’s first tailings pond was built in 1967, “long before the pollution control law in 1976 required it.”
“Our community-based reforestation program was started in the 1970s, long before the Man and Biosphere Program of the Unesco (United Nations Educational, Scientific and Cultural Organization) was adopted. Our materials recovery facility was put up in 1998, long before Republic Act 9003 or the Ecological Solid Waste Management Act of 2001,” he says.
“On top of it all, Philex was the first mining company in the country to have achieved, and continues to sustain, its ISO 14001 certification for environmental management system since 2002, long before the DENR issued its administrative order on self-regulation toward improved environmental performance.”

yup the roof's upward incline will definitely bring the sun inside the building, the pilasters will give shade at different times of the day- also protection from strong winds.

What happened to the saying majority rules? If the cafe is not working, why insist? Sounds like Bonite has ulterior motives when obviously his brainchild is losing support from the business community. The SCC should be smart to put up a better night cafe/ market to compete directly with the one by Bonite. People will decide which one should prevail. :D

Sounds like Bonite has ulterior motives when obviously his brainchild is losing support from the business community. The SCC should be smart to put up a better night cafe/ market to compete directly with the one by Bonite. People will decide which one should prevail. :D

SURIGAO CITY, July 5 (PIA) -– The Surigao City Tourism Council is inviting all cultural groups throughout the country to participate in the much anticipated annual ethnic mardi gras in the city, the 2011 Bonok-Bonok Maradjaw Karadjaw Festival on September 9 this year.
Sr. Tourism Officer Roselin Armida B. Merlin revealed that this year’s competition has two categories: the Free Interpretation (FI), which is open to barangays, schools and municipalities within and outside the province of Surigao del Norte and the Bonok-bonok (BB) based which is open to barangays of Surigao City only.
As stated in the contest mechanics and guidelines, the criteria for the Free Interpretation are storyline theme and concept—20%; choreography—30%; performance—35%; production design that includes costumes, music, props and sets—15%. For the Bonok-Bonok based includes storyline theme and concept—20%; choreography—35%; performance—35%; production design that includes costumes, music, props and sets—10%.
The dance entry shall take in the forms of street dancing (done during the parade in progressive steps) and the main dance drama or stationary dance will be performed in a place designated by the organizers. The main dance/ritual shall be given an allotted time of 6 minutes excluding entrance and exit.
“For the FI, the time starts from the first movement of any musical instrument while for the BB, the time starts as the music played. Any contingent going beyond the time limit shall be deducted 20 points from over – all average score,” Merlin said.
The dance entry may present a storyline or dance scenarios taken from the place being represented or inspired from various literary forms.
Merlin also said that musical accompaniment should be live for the free interpretation and canned for the barangay-based.
Prizes at stake for the Free Interpretation are P200,000 plus trophy for the 1st prize; P150,000 plus trophy for the 2nd prize; P100,000 plus trophy for the 3rd prize; and P20,000 each for the consolation prize.
Special awards for Best in Street Dancing is P50,000 plus trophy; Best Choreographer is P20,000 plus trophy; and Best in Musicality is P20,000 plus trophy.
Meantime, prizes for the Bonok-Bonok based are P100,000 plus trophy for the 1st prize; P75,000 plus trophy for the 2nd prize; P50,000 plus trophy for the 3rd prize; and P20,000 each for the consolation prize. Special awards for Best in Street Dancing is P50,000 plus trophy; Best Choreographer is P20,000 plus trophy; and Best in Costume is P20,000 plus trophy.
Merlin disclosed that interested groups must submit their entry on or before July 29, 2011 or they can inquire at their office at the Luneta Park, Borromeo Street, Surigao City.

So now he acknowledges the check and bank transaction is indeed correct. Wow. Very unethical considering he is an elected public official. Regardless if the money is a legit "payment" for some real estate transaction somewhere, there is an obvious conflict of interest. The mayor should know that's the basic rule unless he is illiterate. They should investigate the paper trail of the property Gaisano purchased. I'm sure it requires a lot of signatures and a lot of people have to be involved if their is a transfer of ownership. The transaction cannot just be between Mr. Gaisano and Mr. Matugas. Not for a house worth P10.4 million.

Income of the province of Surigao del Norte increased to 5.85% or totaled to P555,604,948.26 in fiscal year 2010 up to the first quarter of 2011 as compared to total income of P524,882,523.73 only in 2009, Surigao del Norte treasurer’s office official financial report claimed.
But the most significant improvement in the province’ financial management was the significant decrease of expenditures by about 6.61%, same report claimed.
Because of the significant financial improvement Surigao del Norte has achieved, the Department of Finance has given the province an award for their sound fiscal management, one of the best improved among local governments in Caraga region.
The report added that of the total income in 2010, 89.3% or 496,155,631.00 came from our share of the Internal Revenue Allotment (IRA).
The report also claimed the significant improvement of sound fiscal management of the province was initiated during the new administration of the province headed by Governor Sol Folcadilla Matugas.
It also added that same report will be one of the highlights of Surigao del Norte Governor’s State of the Province Address (SOPA) today to be held at the newly refurbished Surigao del Norte Provincial Convention situated at downtown Surigao City today.
Matugas in a press statement furnished to this writer said she thanked the unwavering support from the members of the Local Finance Committee, fiscal policies and administration that were carried out effectively and efficiently
Matugas claimed amendments in the province’ revenue code, adoption of austerity measures such as the selective filling up of permanent positions, limiting the number of casuals and job order employees to the barest minimum made significant contributions in the austerity initiatives she initiated.
Matugas added that she will continue implementing rationalization of fuel consumption and implementing the new procurement system through the Procurement Depot to ensure that maximum benefits were derived from the limited resources.
“Strengthening our financial system was on top of our priorities. Efforts to beef up revenue collection and enhance resource allocation and utilization were manifested in the implementation of debt restructuring, implementation of Enhanced Tax Revenue Assessment and Collection System (ETRACS) and other tax collection strategies” Matugas in said press statement claimed.
Matugas also lauded efforts of the Municipal Mayors of the province in achieving their best performance in their respective tax collection efforts in the respective municipalities. (Ben Serrano)

SURIGAO CITY -- The Catholic Church in Surigao is not against mining activities even as it called for the observance of safety measures, a church official said.
“What we are against is the way mining operations is being done because there are safety measures that are not respected,” said Bishop Antonieto D. Cabajog.
“These are measures [to ensure] the safety of the people and the environment, which are not respected and that is where we object,” he added.
Mr. Cabajog oversees the Surigao del Norte jurisdiction of the Archdiocese of Caraga.
The church will call for an assembly next month to discuss environmental concerns of nuns and priests, with the mining industry to be invited to take part in the event.
Mr. Cabajog said as early as the administration of then governor Robert Ace S. Barbers, the diocese has asked the local government to promote eco-tourism instead of mining activities.
“We could always shift into [eco-tourism] and not destroy the environment,” he said.
The bishop said damage to the environment has taken its toll with the regularity of calamities that have claimed the lives of hundreds of people.
Mr. Cabajog has called for stricter monitoring of mining activities in the province while lamenting the fact that laws governing the industry are not fully implemented.
Under the Mining Act of 1995, companies are required to create a community technical working group to monitor mining operations, including social, economic and environmental obligations to localities hosting mining operations.
But the prelate cautioned that mining firms offering bribes and dole-outs to government officials and host community residents to circumvent the requirements.
In a separate interview, Governor Sol F. Matugas vowed to closely monitor mining firms operating in the province.

During the Rotary induction/meeting, the Mayor was supposed to have given another version in explaining the P5M. Im still trying to ask my Rotarian friends if this is true and what was the version this time.

Now that he is out, he has been exposing irregularities in city hall, the biggest of which on who will win the bidding for the P120M supply of Heavy Equipments. He used to be a member of the BAC-TWG.

And this can be misconstrued by his constituents that he is trying to hide something by not allowing the complaint to be resolved first. Kunbaga, he is not allowing himself to be transparent when in fact he can refute the charges if he has hard evidence that the money is indeed not a bribe.

SURIGAO CITY, July 5 (PIA) -– The Surigao City Tourism Council is inviting all cultural groups throughout the country to participate in the much anticipated annual ethnic mardi gras in the city, the 2011 Bonok-Bonok Maradjaw Karadjaw Festival on September 9 this year.
Sr. Tourism Officer Roselin Armida B. Merlin revealed that this year’s competition has two categories: the Free Interpretation (FI), which is open to barangays, schools and municipalities within and outside the province of Surigao del Norte and the Bonok-bonok (BB) based which is open to barangays of Surigao City only.
As stated in the contest mechanics and guidelines, the criteria for the Free Interpretation are storyline theme and concept—20%; choreography—30%; performance—35%; production design that includes costumes, music, props and sets—15%. For the Bonok-Bonok based includes storyline theme and concept—20%; choreography—35%; performance—35%; production design that includes costumes, music, props and sets—10%.
The dance entry shall take in the forms of street dancing (done during the parade in progressive steps) and the main dance drama or stationary dance will be performed in a place designated by the organizers. The main dance/ritual shall be given an allotted time of 6 minutes excluding entrance and exit.
“For the FI, the time starts from the first movement of any musical instrument while for the BB, the time starts as the music played. Any contingent going beyond the time limit shall be deducted 20 points from over – all average score,” Merlin said.
The dance entry may present a storyline or dance scenarios taken from the place being represented or inspired from various literary forms.
Merlin also said that musical accompaniment should be live for the free interpretation and canned for the barangay-based.
Prizes at stake for the Free Interpretation are P200,000 plus trophy for the 1st prize; P150,000 plus trophy for the 2nd prize; P100,000 plus trophy for the 3rd prize; and P20,000 each for the consolation prize.
Special awards for Best in Street Dancing is P50,000 plus trophy; Best Choreographer is P20,000 plus trophy; and Best in Musicality is P20,000 plus trophy.
Meantime, prizes for the Bonok-Bonok based are P100,000 plus trophy for the 1st prize; P75,000 plus trophy for the 2nd prize; P50,000 plus trophy for the 3rd prize; and P20,000 each for the consolation prize. Special awards for Best in Street Dancing is P50,000 plus trophy; Best Choreographer is P20,000 plus trophy; and Best in Costume is P20,000 plus trophy.
Merlin disclosed that interested groups must submit their entry on or before July 29, 2011 or they can inquire at their office at the Luneta Park, Borromeo Street, Surigao City.

Habang mananatili aniya ang kundisyon sa pagpapabayad ng utang sa buwis, walang mga investors ang susugal sa pagpasok sa isang negosyo na utang kaagad ang sasalubong sa kanila.

Why is the check not written to the company that runs his business in Tagaytay? Why is the check deposited about the same time Gaisano got approval to build the 1st mall in the city? So now he acknowledges the check and bank transaction is indeed correct. Wow. Very unethical considering he is an elected public official. Regardless if the money is a legit "payment" for some real estate transaction somewhere, there is an obvious conflict of interest. The mayor should know that's the basic rule unless he is illiterate. They should investigate the paper trail of the property Gaisano purchased. I'm sure it requires a lot of signatures and a lot of people have to be involved if their is a transfer of ownership. The transaction cannot just be between Mr. Gaisano and Mr. Matugas. Not for a house worth P10.4 million.

ILOILO CITY, Philippines – There would be no more Facebook or Twitter for policemen of the Police Regional Office-6, at least during office hours.
Chief Supt. Cipriano Querol, Jr., PRO-6 director, reiterated this the other day saying that logging on to Facebook and other social networking sites during office hours is prohibited.
There’s an exception however and that is when FB use is work-related “like they’re tracking criminals or gathering information about activities useful in their investigation,” Querol said.
If it’s for personal business then it’s a no-no. “They should not use office computers to do their kids’ assignments because it would be using government resources for personal benefits,” he said.
“Banning employees from logging on to social networking sites will also save us on electricity,” said Querol, adding that those who would be found violating his order would face administrative sanction for gross violation of specific instructions.
A few months ago, Querol reminded police units all over Western Visayas that internet connection was meant to improve efficiency and effectiveness in preparing and submission of reports, and provide immediate access to information to enhance knowledge and awareness of police personnel.
"I already issued a directive to all police unit commanders to warn their personnel from uploading indecent photos, videos and other materials in their social network and reminded them to make their computers and internet access for official use only," he said.
Querol then enjoined the public to report to his office by texting to 09202230577 or sending e-mail to pio_pro6@yahoo.com.ph for any information regarding social network sites, blogs, websites and other online sites containing indecent materials accessed by police personnel. –

All of these road concreting projects are part of the Siargao circumferential road concreting plan of the DPWH-Surigao del Norte 2nd District Engineering Office.
District Engineer Salvador E. Montil, Jr. said the completion of these road concreting projects will surely provide more reliable access roads for tourists to various tourist spots in the island as well as for farmers in delivering their farm produce to the market areas.
Besides from the concreting works, DPWH is also repairing various roads destroyed by the continuous heavy rains in the past days.

MANILA, Philippines - The Office of the Ombudsman ordered yesterday the dismissal from service of Local Water Utilities Administration (LWUA) Board of Trustees chairman Prospero Pichay Jr. and two other ranking officials for grave misconduct in connection with their unlawful use of P780 million in state funds for acquiring Express Savings Bank Inc. in 2009.
Acting Ombudsman Orlando Casimiro said Pichay, acting Administrator Daniel Landingin and acting Deputy Administrator Wilfredo Feleo are stripped of all benefits and permanently disqualified from working in government.
Pichay, a former Surigao del Sur congressman and a staunch supporter of the Arroyo administration, called the Ombudsman’s order “political harassment.”
“The penalty of dismissal from the service with the accessory penalties of perpetual disqualification from public office and forfeiture of all benefits is imposed upon them,” Casimiro said through his spokesperson Rawnsle Lopez.
Casimiro added that the dismissal order against Pichay, Landingin, and Feleo is immediately executory pursuant to the rules of the Office of the Ombudsman.
More than a month ago, the anti-graft agency issued a six-month preventive suspension order on the LWUA officials.
The case stemmed from a complaint filed by LWUA employees Rustico Tutol, Luis DG. Estrada, and Carmen Amores.
The employees accused Pichay, Landingin, Feleo and corporate legal officer and Board Secretary Arnaldo Espinas of violating Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.
The officials were accused of investing P780 million of LWUA funds in ESBI, a private banking institution, in violation of the rules of the General Appropriations Act and without prior approval from the Monetary Board.
The investment allowed LWUA to gain 20 percent of the bank’s voting stock.
It was not clear when the ombudsman intended to file criminal charges with the Sandiganbayan against the three.
Meanwhile, Pichay said the Aquino administration was getting back at him for his staunch support for the previous Arroyo administration.
“The Acting Ombudsman has committed a grave abuse of discretion. Casimiro has become an instrument of injustice of the Aquino administration,” Pichay said in a telephone interview.
He said Casimiro in the past few weeks has been busy filing and resolving cases against officials of the previous administration in a last-ditch attempt to boost his chances of ultimately bagging the position of ombudsman.
“I think this is his way of ingratiating himself with the present administration. If he thinks this is one way of fooling the administration, good luck. I hope that his conscience will not bother him for the rest of his life,” Pichay said.

Stock market activity proved to be robust in the first half of the year despite a prolonged consolidation that only gained momentum in July for a new high.
The Philippine Stock Exchange index (PSEi) closed yesterday at 4,421.56 points, a new high compared with the record of 4,397.30 posted in November 2010, as the market improved on its first-half performance at 4291.21, up 2.14 percent from the year-end closing of 4201.14.
"Trading appears mixed during the second quarter but picked up recently due to investor confidence-boosting news provided by the country’s recent ratings upgrades from international ratings agencies," said PSE president Hans B. Sicat.
Total value turnover for the first half reached P661.81 billion, 28.9 percent higher than the P513.3 billion registered in the same period last year. The combined market capitalization of listed issues on the PSE at the end of the first half rose 33.4 percent to P8.91 trillion compared with P6.68 trillion in the same period last year.
Preliminary figures also show that foreign investors went into net buying in the first half, with trades amounting to P14.75 billion, compared with P15.75 billion in the same period last year.
"Uncertainties abroad, particularly the euro zone’s ongoing debt crisis and China’s declining exports, kept some of our foreign investors on the sidelines," Sicat noted.
Total capital raised was P62.59 billion for the January-June period due largely to the initial public offering of Megawide Construction Corp. (MWIDE), follow-on offerings of San Miguel Pure Foods Co. Inc. (PF) and San Miguel Corp. (SMC), stock rights offerings of SM Development Corp. (SMDC), Metropolitan Bank & Trust Co. (MBT) and Robinsons Land Corp. (RLC), and private placement of Banco de Oro Unibank Inc. (BDO).
This was an improvement over the P38.98 billion raised in the first half of 2010.
In terms of sectoral indices, the mining & oil index emerged as the best performer as it climbed 43.34 percent. This was followed by the holding firms index at 4.53 percent.
"Our local economy remains on fundamentally sound footing, and we are optimistic that the market will continue to test new highs as we head to the second half of 2011," Sicat said.
A significant factor that will help realize this optimism is market liquidity, which the exchange intends to boost by pursuing initiatives to improve listing activities.
The PSE is proposing to ease listing and disclosure requirements for petroleum and renewable energy companies seeking to list on the stock exchange. The proposal is a result of a collaboration initiated by the exchange with the Department of Energy and the Securities and Exchange Commission.
The supplemental listing requirements aim to relax the one-year operating history requirement of the exchange under the Second Board Listing Rules to allow the listing of petroleum and renewable energy companies.
The proposed disclosure guidelines and supplemental disclosure requirements also aim to enhance the investor-protection features of the rules of the exchange and to align these rules with global standards. This proposal is currently undergoing public comment.
The PSE also revived the listing by way of introduction rules subject to the implementation of the amendments to the LBI rules, which include the independent fairness opinion requirement for the listing applicant’s listing price of its securities. The PSE has also reinstated a crucial continuing listing requirement, the rule on minimum public ownership, which requires that a listed company should maintain a minimum 10 percent of its shares that are held by the public. The rule is expected to bring about more follow-on offerings and even out free float levels across all listed companies, thus making more shares available for buying and selling by the public.
The exchange is also implementing this September a change in the policy on calculating the PSEi. Revisions for a company’s inclusion in the PSEi include, among others, a higher public float requirement of 12 percent from the previous 10 percent, and improved measurements in determining liquidity and market capitalization.
The changes are expected to match global best practices, and would allow the PSE indices to complement an ongoing initiative by the Asean Exchanges to form the "Asean Stars" or 210 stocks representing the blue chips of Asean bourses.
Asean Exchanges is another main project of the PSE in collaboration with Indonesia, Malaysia, Singapore, Thailand and Vietnam. The collaboration aims to promote the growth of the Asean capital market by driving cross-border collaboration, streamlining access to Asean, creating Asean-centric products, and implementing targeted promotional initiatives.

actually it is a strategy for decongesting the central business district (CBD). but it will not result to outright desertion since there are still the remaining centers of population convergence like government offices, public market, schools and others.
but small commercial establishments will definitely be affected and they have to diversify or change their target market segment just like what happened to the stores of colon in cebu and divisoria in cdo.
there are already planned roads for more effective circulation which will be integrated in the city's updated land use plan. but as to how soon they can be constructed is something that depends on the coffers of the government to handle. :) for the meantime, i see a more congested national highway beginning december this year. :(

Who knows he may just do that now because his out of the service. The media has always been a refuge for those whose resources are not enough to sustain a legal proceeding. As for motive, I have always maintained that whatever is the motive of a whistle blower, that pales in comparison with the information he reveals. Assuming his motive is not honorable, would that make the anomaly less serious or worst, non-existent? its an old defense, lately being used by the CBCP. Divert the attention and focus from the revealed anomaly, to the motive and character of the accuser.
Ah so, better to give in to a demand of pay out than than to give in to a demand of recommendations? If this true then something is wrong with the business acumen of Gaisano. The nature of our politics carries with it the "burden" of our elected officials to recommend their supporters to jobs in the private sector if they cant be absorbed in the govt. that is no secret. The present admin is no exception. It is not demanded, but it is given already. Its true all over the country.
having said that, I was never aware of Gaisano Capital talks in the previous admin, in the city at least. Not that i know everything, but the peculiar relationship i had with previous admin AND with the owner of the lot purchased by Gaisano, would have at the very least given me an inkling of their entry.
oh and one more thing, don"t belittle the contractuals in the present city admin. They are the "chosen few" starting with the little MAyor, his brother, his daughter, and around a dozen more who receive generous salaries with grandiose titles to their positions. :0

Businessmen here questioning the legality of the night café operations may have found a key ally at the City Council, even as they threatened to go to court to close down the weekend revelry.
Last week, Councilor Baltazar C. Abian said he will move for the suspension of the ordinance creating the night Café, a twice-a-week street fair that allows vendors licensed by City Hall to sell food and beverages on a wide strip at the boulevard.
Abian is one of the authors of the ordinance, and his position on the issue weighs heavily on the already contentious fight between members of the Surigao Chamber of Commerce and Industries, Inc. (SCCII) and its main author, Councilor Christopher T. Bonite. Abian said he will file the appropriate motion during this Thursday’s session.
He said he will move to have the night café temporarily stopped if the scheduled talks between city officials and SCCII members this week break down.
The strip is home to several food and entertainment establishments, whose owners complained that the weekend revelry is making the area unattractive to tourists, to the detriment of their businesses. Because the two-lane road at the boulevard is sealed from traffic during Fridays and Saturdays, this also violated the public’s right for access of the street anytime they need it, they said, adding that night Café’s fixed weekend schedule creates a semblance of permanence that is not allowed under the law.
SCCII members’ consternation even grew upon learning that a “night market” would be added on the existing food stalls – also Bonite’s brainchild. The night market, which would allow vendors of apparels and other goods to sell their wares on the boulevard, is expected to be launched this Friday, although Bonite said this may be postponed to a later date.
SCCII president Johann Jake B. Miranda said they will try to stop both weekend activities altogether through a court injunction.
Miranda believes they have a strong case.
“While the Local Government Code allows city councils to craft ordinances allowing likes of night markets or flea markets, the law also includes the word ‘temporarily’ – not on periodic or regular basis. By having it every Friday and Saturday, this is no longer temporary; it is regular. That’s the difference there,” he said.
“But having it during fiestas, once a year celebration for the general welfare of public, that is what we call temporary and that is the purpose of the Local Government Code,” he added.
Another proof of permanence, Miranda said, is the permit the City Hall provides to night café vendors, which he said was a form of a contract. The law, he said, clearly forbids public roads from being subjected into contracts with private persons.
At the City Council, Abian said he will call a committee hearing on the night café issue to be attended by the night café management – headed by Bonite – and SCCII members. The councilor said they will try to find a win-win formula to end the deadlock, though the businessmen made it clear earlier that they want nothing but the closure of the night Café.
What is apparent is Abian’s seeming turnaround on the issue, though in a previous meeting with SCCII members and City Hall officials representing Mayor Ernesto T. Matugas, the councilor vowed to “revisit” the viability of the night café operations.
Miranda said he was elated with Abian’s move.
“We commend the call of the city councilors who also see its irregularities as well as its inconsistency with the Civil Code in which the latter prohibits the use of public streets for commerce,” he said.
Abian had earlier expressed doubts on the viability of the weekend food fair, noting its apparent failure to generate income for the city.
As early as April this year, lawmakers in the city are questioning the viability of the operations based on the dwindling stall owners participating in the weekend revelry, patterned with the night café in Cagayan de Oro City.
Councilor Jose Expeditus Bayana, chairman of the committee on public order and safety, said a temporary suspension of an ordinance can be done by passing a resolution.
Miranda, meanwhile, struck a middle ground tone, saying City Hall can relocate the night café activities if it wants to diffuse the businessmen’s opposition.
“If they transfer the nightly activities to other underdevelop areas in the city, this would be much better. Opening the boulevard to night market is not going to help the boulevard’s image as a tourist spot,” he said.
This did not sound agreeable to Bonite, however.
“We made this ordinance in accordance with Republic Act 7160 in particular with our Local Government Code under Section 21,” the councilor said. “This ordinance is anchored on a solid basis.”
He refuted claims of a permanent closure of roads during night café activities, adding that the allegation of permanence is belied on “the fact that when morning comes, they (vendors) would disassemble their makeshift stalls.”
Bonite said any local government unit can even permanently close a street provided that this is backed up with a valid ordinance.
However, Bonite acceded to demands to postpone the night market, saying the ordinance for this purposes needed revisions.
While he insists for the night café to remain in the boulevard, the councilor said he was willing to sponsor an amendment in which the weekend activities would only be conducted on a limited portion of the boulevard, away from business establishments.
“We can move the whole night café and night Market away from the permanent business establishments so that there will no longer a conflict between the businessmen and the night café vendors,” he said. (Roel N. Catoto / MindaNews)

A SENATE investigation of irregular government donations on Wednesday zeroed in on an outspoken critic of President Benigno Aquino III, Butuan Bishop Juan de Dios Pueblos, who had written former President Gloria Arroyo to ask for “a brand new car, possibly a 4 x 4”, in time for his 66th birthday in 2009.
The chairman of the state-run Philippine Charity Sweepstakes Office, Margarita Juico, told the Senate Blue Ribbon committee dominated by presidential allies that an audit showed that at least P6.9 million in charity funds were used to buy five vehicles at the request of several bishops.
Pueblos asked then President Arroyo for a brand-new car on his 66th birthday in 2009 and received a P1.7-million Mitsubishi Montero.
Such donations could violate a law prohibiting the use of state funds for religious purposes, Juico said.
Pueblos had written Mrs. Arroyo saying he would not organize a birthday party in consideration of the “existing [economic] crisis.” Instead, he asked her for “a brand new car, possibly a 4 x 4,” to help him reach remote areas to promote peace in Mindanao.
“I hope you will never fail to give a brand new car, which would serve as your birthday gift to me,” he said.
The vehicle was for “spiritual and social services programs,” Pueblo said in a follow-up letter.
His letters were addressed to both Mrs. Arroyo and the charity agency, which indicated that he expected the money for the car would come from the government’s sweepstakes agency. The lotto operator raises funds for health care and other social services, and it routinely donates ambulances to poor municipalities around the country.
Repeated calls to Pueblos’ office went unanswered Wednesday. He was among the staunchest supporters of Mrs. Arroyo, who faced down several coup attempts by disgruntled young military officers and survived impeachment charges of election cheating, corruption and human rights violations during her nine-year rule, which ended last year. She has denied any wrongdoing.
Pueblos had earlier called for the President Aquino’s resignation.
Arroyo, who rarely directly responds to allegations against her, was elected to the House of Representatives after she stepped down. She was traveling out of the country and her spokeswoman made no comments.
In a letter to the Senate, Archbishop Nereo Odchimar, president of the Catholic Bishops Conference of the Philippines, said the bishops who received luxury sports utility vehicles from the charity sweepstakes office violated no laws, and that any donation to a bishop went to the diocese and did not become his personal property.
“Whatever benefit the Catholic Church may draw from the gift is purely incidental,” Odchimar said, adding they were willing to “face the consequences” of receiving financial aid from the government because it was being channeled to the needy.
“Our conscience is clear,” Odchimar said.
During her testimony, Juico said the other clerics who had received high-end vehicles from the charity office were Bonto-Lagawe Bishop Rodolfo Beltran, who received a 10-year-old Nissan Pathfinder; Bangued Bishop Leopold Jaucian, who got a Mitsubishi Strada pick-up worth P1.107 million; Basilan Bishop Martin Jumoad, who received a 2009 Strada pick-up worth 1.225 million; Zamboanga Bishop Romulo Valles, who got a Toyota Hi Ace Gradia worth P1.518 million; and Ilocos Bishop Ernesto Salgado, who received an Isuzu Crosswind worth P720,000.

THE POWER situation in Mindanao is seen to be more challenging as concerns over the weather, lack of capacity and low reserves may not meet power demands in the coming year, an Energy department official said.
“Next year will be challenging. There can be a possible shortage if you get a really hot summer,” Energy Secretary Jose Rene D. Almendras said in an interview with reporters.
“Although [the weather bureau] made an announcement that we’re entering the La Niña phase. If it pushes through [then] that’s good. Hopefully the new power plants will come online by 2013,” Mr. Almendras said.
He added the Energy department is “not happy with the reserve energy levels in Mindanao because the reserves are only 100 megawatts (MW) during peak hours.”
From March to June 2010, Mindanao experienced power shortages due to El Niño which downed many of its hydroelectric power plants and necessitated the use of more expensive ancillary power from diesel-fired power barges.
The power shortage also caused rotating brownouts which lasted until late last year and which affected businesses.
The Department of Energy (DoE) earlier said the colder weather this year has helped make the power situation in Mindanao more stable.
Investors welcome
Mr. Almendras said the DoE is trying to encourage more investors in the region.
“Reserve levels are very low. The ideal level depends on the ancillary load now. We’re enticing as many investors as we can to Mindanao,” said Mr. Almendras.
The DoE is also planning to ask the Power Sector Assets and Liability Management Corp. to make the transfer of Power Barges 101 and 102 to Mindanao when it privatizes the assets.
Business groups in Mindanao are asking the DoE to announce whether there will be a shortage in power next year.
“It would be good for the DoE to declare this early if we are expecting a shortage in 2012 so that businesses can anticipate and not be caught flat-footed like what happened in 2010 when government did not declare a crisis until it was very pronounced,” said J. Rafael U. Paguio, president of the Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. in a text message to BusinessWorld.
Additional capacity expected in Mindanao will not come in until 2013.

SURIGAO DEL NORTE, July 7 (PIA) -- Gov. Sol Matugas presented a fiscal management report on her first State of the Province Address (SOPA) on Wednesday, July 6, 2011.
According to Gov. Matugas, strengthening financial management was on top of her priorities and this includes the implementation of the Enhanced Tax Revenues Assessment and Collections System (ETRACS), Revised Tax Ordinances, and other tax collection strategies such as keeping track of royalty and excise tax payment of mining companies to determine their share from the national wealth and giving awards and recognitions to municipalities with highest tax collection or remittance.
The governor also reduced and controlled the fuel consumption from P5 million in July to December, 2010 to P854,000.00 in January to June, 2011.
“The province, as part of its austerity measures, has implemented a conservative approach in the filling in of vacant positions,” he said.
The final result of the organizational diagnosis has yet to be completed, he said.
While Internal Revenue Allotment (IRA) is still the primary source of income for the province, Matugas said they have tried their best to lessen their IRA dependency “through improved tax collection and improved management of the economic enterprise.”
Gov. Matugas said for calendar year 2010, the province’s income totaled to P561 million of which P281 million were earned during the start of her term from July-December, 2010.
“On the other hand, collection/income for the period January-June, 2011 amounted to P356 million as compared to P279 million for the period January to June, 2010,” she said.
This income, according to Matugas, was spent for the 1st tranche of salary increase of the employees in the total amount of P6 million, the face-lifting of the Provincial Capitol which amounted to P27 million, financial assistance to municipalities and barangays in the total amount of P19 million, and gasoline in the amount of P5M, among other expenses.

The chairman of the state-run Philippine Charity Sweepstakes Office, Margarita Juico, told the Senate Blue Ribbon committee dominated by presidential allies that an audit showed that at least P6.9 million in charity funds were used to buy five vehicles at the request of several bishops.
Pueblos asked then President Arroyo for a brand-new car on his 66th birthday in 2009 and received a P1.7-million Mitsubishi Montero.
Such donations could violate a law prohibiting the use of state funds for religious purposes, Juico said.
Pueblos had written Mrs. Arroyo saying he would not organize a birthday party in consideration of the “existing [economic] crisis.” Instead, he asked her for “a brand new car, possibly a 4 x 4,” to help him reach remote areas to promote peace in Mindanao.
“I hope you will never fail to give a brand new car, which would serve as your birthday gift to me,” he said.
The vehicle was for “spiritual and social services programs,” Pueblo said in a follow-up letter.
His letters were addressed to both Mrs. Arroyo and the charity agency, which indicated that he expected the money for the car would come from the government’s sweepstakes agency. The lotto operator raises funds for health care and other social services, and it routinely donates ambulances to poor municipalities around the country.
Repeated calls to Pueblos’ office went unanswered Wednesday. He was among the staunchest supporters of Mrs. Arroyo, who faced down several coup attempts by disgruntled young military officers and survived impeachment charges of election cheating, corruption and human rights violations during her nine-year rule, which ended last year. She has denied any wrongdoing.
Pueblos had earlier called for the President Aquino’s resignation.
Arroyo, who rarely directly responds to allegations against her, was elected to the House of Representatives after she stepped down. She was traveling out of the country and her spokeswoman made no comments.
In a letter to the Senate, Archbishop Nereo Odchimar, president of the Catholic Bishops Conference of the Philippines, said the bishops who received luxury sports utility vehicles from the charity sweepstakes office violated no laws, and that any donation to a bishop went to the diocese and did not become his personal property.
“Whatever benefit the Catholic Church may draw from the gift is purely incidental,” Odchimar said, adding they were willing to “face the consequences” of receiving financial aid from the government because it was being channeled to the needy.
“Our conscience is clear,” Odchimar said.
During her testimony, Juico said the other clerics who had received high-end vehicles from the charity office were Bonto-Lagawe Bishop Rodolfo Beltran, who received a 10-year-old Nissan Pathfinder; Bangued Bishop Leopold Jaucian, who got a Mitsubishi Strada pick-up worth P1.107 million; Basilan Bishop Martin Jumoad, who received a 2009 Strada pick-up worth 1.225 million; Zamboanga Bishop Romulo Valles, who got a Toyota Hi Ace Gradia worth P1.518 million; and Ilocos Bishop Ernesto Salgado, who received an Isuzu Crosswind worth P720,000.

yup i have seen that. but pending the actual construction of these proposed arterial roads where one among the many proposed may not even be factored in within the next 3 years, :( we can ease traffic in these areas by disallowing cargo trucks and delivery vans to use these main highway and reroute them to mapawa-arellano-espina road at certain hours of the day. vehicle volume reduction is the short term solution. that is of course if the city council can see the light and pass the corresponding legislation. :)

SURIGAO DEL NORTE, Jul. 8 (PIA) -- Governor Sol Matugas, in her first State of the Province Address (SOPA) Wednesday, Jul. 6 bared her plans and programs in the next years of her administration.
Speaking before local government officials and employees, officials and representatives of line agencies, non-government organizations and other sectoral leaders, Matugas said her agenda for progress is coined in a program called HEALS which stands for health; education and environment; agri-aquaculture; livelihood and tourism; and spiritual renewal, social services, and security.
In her more than an hour speech, the first lady governor vowed to strive for excellence in the next years of her administration. “This administration will not tolerate corruption, mediocrity and complacency. I will focus to put the house of government in order to create a better climate for teamwork and cooperation.”
The governor will also continue to improve revenue generation schemes to beef up the province’s financial resources to include requiring Tax Clearances prior to employment, promotion, and granting of terminal pays and other benefits, improved management of our economic enterprise and enhancing its policies and regulations, and implementation of the new Revised Tax Ordinance, among others.
On Health, she will expand the “Panambay Sa Barangay” (barangay medical mission), using the sectoral approach, with the women, senior citizens, persons with disabilities and the youth, as among their target clients.
On education, the governor will create more teacher items to respond to the huge demand and explore the possibility of increasing salaries of Local School Board teachers from P6, 000 to P8, 000. She will also declare the province as a reading province, continue the retooling of teachers on teaching strategies and other capability building trainings, intensify Project BEST, address classroom gaps such as repairs of dilapidated schools and construction of new schools and establish day care centers in all barangays.
“The Educational Roadmap will be in full swing as we attain to achieve our goals of 100% participation rate, 90% achievement rate and 0% dropout rate in our public schools.”
On environment management, the lady governor will champion Ecological Solid Waste Management in the municipalities with the help of the private sector through programs such as Siargao Green. “We will strictly implement the Solid Waste Management Act of 2000,” she said.
On Agri-aquaculture, the governor said agriculture satellite offices will be given focus as a center for agricultural trainings and seminars to farmers and fisherfolks and serve as the center in the production and dispersal of fruit trees, show window for technology transfer of greenhouse farming, organic fertilizer production, organic agriculture, production of high value crops and artificial breeding for swine.
As for livelihood and tourism, the governor said her major project is the establishment of the Provincial Training and Livelihood Center in Bad-as, Placer.
“This community college will offer employable vocational and technical courses to serve our developing mining and other industries. This is a model for public-private partnership since the mining companies have pledged to support this project in the amount of P40M.”

Bishop Juan de Dios Pueblos is truly in a quandary and his alibis have become vague and unbelievable! Initially, he said that people in the Caraga Region prefers riding an SUV than an ambulance. These statements were commented upon by Leo Lastimosa, a top commentator of DYAB radio station in Cebu as not true and quiet insulting to the people of the Caraga Region. Then he said that the brand new SUV is not for his personal use but for the use of his constituients in the Caraga Region. Why is he talking of the Caraga Region? Is he the overseer of the entire Caraga Region? And now, he said that the SUV will help him reach remote areas to promote peace in Mindanao! Mindanao is such a big area. Why is he not talking of Butuan City where he is the bishop and where he truly belongs? The next statements from him, he will probably already include the entire Philippines as his jurisdiction.

On Health, she will expand the “Panambay Sa Barangay” (barangay medical mission), using the sectoral approach, with the women, senior citizens, persons with disabilities and the youth, as among their target clients.
On education, the governor will create more teacher items to respond to the huge demand and explore the possibility of increasing salaries of Local School Board teachers from P6, 000 to P8, 000. She will also declare the province as a reading province, continue the retooling of teachers on teaching strategies and other capability building trainings, intensify Project BEST, address classroom gaps such as repairs of dilapidated schools and construction of new schools and establish day care centers in all barangays.
“The Educational Roadmap will be in full swing as we attain to achieve our goals of 100% participation rate, 90% achievement rate and 0% dropout rate in our public schools.”
On environment management, the lady governor will champion Ecological Solid Waste Management in the municipalities with the help of the private sector through programs such as Siargao Green. “We will strictly implement the Solid Waste Management Act of 2000,” she said.
On Agri-aquaculture, the governor said agriculture satellite offices will be given focus as a center for agricultural trainings and seminars to farmers and fisherfolks and serve as the center in the production and dispersal of fruit trees, show window for technology transfer of greenhouse farming, organic fertilizer production, organic agriculture, production of high value crops and artificial breeding for swine.
As for livelihood and tourism, the governor said her major project is the establishment of the Provincial Training and Livelihood Center in Bad-as, Placer.
“This community college will offer employable vocational and technical courses to serve our developing mining and other industries. This is a model for public-private partnership since the mining companies have pledged to support this project in the amount of P40M.”

Even a simple B & B can command great views like these in Surigao! I can say Surigao has one of the few stunning settings of any city in the Philippines. Kon madevelop PROPERLY, the city can sell itself as a major tourist destination. Problema ini kon mapareha sa Baguio- nababoy because of overdevelopment.

surigaonongihapon July 10th, 2011, 01:51 AM actually it is a strategy for decongesting the central business district (CBD). but it will not result to outright desertion since there are still the remaining centers of population convergence like government offices, public market, schools and others.
but small commercial establishments will definitely be affected and they have to diversify or change their target market segment just like what happened to the stores of colon in cebu and divisoria in cdo.
there are already planned roads for more effective circulation which will be integrated in the city's updated land use plan. but as to how soon they can be constructed is something that depends on the coffers of the government to handle. :) for the meantime, i see a more congested national highway beginning december this year. :(

The media has always been a refuge for those whose resources are not enough to sustain a legal proceeding. As for motive, I have always maintained that whatever is the motive of a whistle blower, that pales in comparison with the information he reveals. Assuming his motive is not honorable, would that make the anomaly less serious or worst, non-existent? its an old defense, lately being used by the CBCP. Divert the attention and focus from the revealed anomaly, to the motive and character of the accuser.
Ah so, better to give in to a demand of pay out than than to give in to a demand of recommendations? If this true then something is wrong with the business acumen of Gaisano. The nature of our politics carries with it the "burden" of our elected officials to recommend their supporters to jobs in the private sector if they cant be absorbed in the govt. that is no secret. The present admin is no exception. It is not demanded, but it is given already. Its true all over the country.
having said that, I was never aware of Gaisano Capital talks in the previous admin, in the city at least. Not that i know everything, but the peculiar relationship i had with previous admin AND with the owner of the lot purchased by Gaisano, would have at the very least given me an inkling of their entry.
oh and one more thing, don"t belittle the contractuals in the present city admin. They are the "chosen few" starting with the little MAyor, his brother, his daughter, and around a dozen more who receive generous salaries with grandiose titles to their positions. :0

Businessmen here questioning the legality of the night café operations may have found a key ally at the City Council, even as they threatened to go to court to close down the weekend revelry.
Last week, Councilor Baltazar C. Abian said he will move for the suspension of the ordinance creating the night Café, a twice-a-week street fair that allows vendors licensed by City Hall to sell food and beverages on a wide strip at the boulevard.
Abian is one of the authors of the ordinance, and his position on the issue weighs heavily on the already contentious fight between members of the Surigao Chamber of Commerce and Industries, Inc. (SCCII) and its main author, Councilor Christopher T. Bonite. Abian said he will file the appropriate motion during this Thursday’s session.
He said he will move to have the night café temporarily stopped if the scheduled talks between city officials and SCCII members this week break down.
The strip is home to several food and entertainment establishments, whose owners complained that the weekend revelry is making the area unattractive to tourists, to the detriment of their businesses. Because the two-lane road at the boulevard is sealed from traffic during Fridays and Saturdays, this also violated the public’s right for access of the street anytime they need it, they said, adding that night Café’s fixed weekend schedule creates a semblance of permanence that is not allowed under the law.
SCCII members’ consternation even grew upon learning that a “night market” would be added on the existing food stalls – also Bonite’s brainchild. The night market, which would allow vendors of apparels and other goods to sell their wares on the boulevard, is expected to be launched this Friday, although Bonite said this may be postponed to a later date.
SCCII president Johann Jake B. Miranda said they will try to stop both weekend activities altogether through a court injunction.
Miranda believes they have a strong case.
“While the Local Government Code allows city councils to craft ordinances allowing likes of night markets or flea markets, the law also includes the word ‘temporarily’ – not on periodic or regular basis. By having it every Friday and Saturday, this is no longer temporary; it is regular. That’s the difference there,” he said.
“But having it during fiestas, once a year celebration for the general welfare of public, that is what we call temporary and that is the purpose of the Local Government Code,” he added.
Another proof of permanence, Miranda said, is the permit the City Hall provides to night café vendors, which he said was a form of a contract. The law, he said, clearly forbids public roads from being subjected into contracts with private persons.
At the City Council, Abian said he will call a committee hearing on the night café issue to be attended by the night café management – headed by Bonite – and SCCII members. The councilor said they will try to find a win-win formula to end the deadlock, though the businessmen made it clear earlier that they want nothing but the closure of the night Café.
What is apparent is Abian’s seeming turnaround on the issue, though in a previous meeting with SCCII members and City Hall officials representing Mayor Ernesto T. Matugas, the councilor vowed to “revisit” the viability of the night café operations.
Miranda said he was elated with Abian’s move.
“We commend the call of the city councilors who also see its irregularities as well as its inconsistency with the Civil Code in which the latter prohibits the use of public streets for commerce,” he said.
Abian had earlier expressed doubts on the viability of the weekend food fair, noting its apparent failure to generate income for the city.
As early as April this year, lawmakers in the city are questioning the viability of the operations based on the dwindling stall owners participating in the weekend revelry, patterned with the night café in Cagayan de Oro City.
Councilor Jose Expeditus Bayana, chairman of the committee on public order and safety, said a temporary suspension of an ordinance can be done by passing a resolution.
Miranda, meanwhile, struck a middle ground tone, saying City Hall can relocate the night café activities if it wants to diffuse the businessmen’s opposition.
“If they transfer the nightly activities to other underdevelop areas in the city, this would be much better. Opening the boulevard to night market is not going to help the boulevard’s image as a tourist spot,” he said.
This did not sound agreeable to Bonite, however.
“We made this ordinance in accordance with Republic Act 7160 in particular with our Local Government Code under Section 21,” the councilor said. “This ordinance is anchored on a solid basis.”
He refuted claims of a permanent closure of roads during night café activities, adding that the allegation of permanence is belied on “the fact that when morning comes, they (vendors) would disassemble their makeshift stalls.”
Bonite said any local government unit can even permanently close a street provided that this is backed up with a valid ordinance.
However, Bonite acceded to demands to postpone the night market, saying the ordinance for this purposes needed revisions.
While he insists for the night café to remain in the boulevard, the councilor said he was willing to sponsor an amendment in which the weekend activities would only be conducted on a limited portion of the boulevard, away from business establishments.
“We can move the whole night café and night Market away from the permanent business establishments so that there will no longer a conflict between the businessmen and the night café vendors,” he said. (Roel N. Catoto / MindaNews)

REVENUES of the Philippine mining industry more than doubled, while exports soared following the up trend in mineral output in the first quarter of this year, the Department of Environment and Natural Resources (DENR) said.
In a report, the DENR-Mines and Geosciences Bureau said that mining revenues and exports spiked by 110 percent and 31 percent, respectively.
The MGB said that total taxes, royalties, and fees collected from mining operations soared from P93.8 million in 2010 to P197.0 million this year. This includes revenues collected by the MGB in the form of royalty from mineral reservations as well as services rendered such as application and verification fees, laboratory fees and payments for other services rendered.
The amount also includes collections by local government units from occupation fees, real property tax, business tax and the like, the MGB said.
Mineral exports also increased to $513 million in the first quarter from $391 million in the same three-month period last year.
Copper metal accounted for the bulk of the exports at $227 million, up from $188 million a year ago. Copper concentrate exports amounted to $60 million, followed by gold with $31 million gross receipts.
China and Japan remain the Philippines’ major markets of minerals.

Bricken Ridge July 10th, 2011, 10:14 AM actually it is a strategy for decongesting the central business district (CBD). but it will not result to outright desertion since there are still the remaining centers of population convergence like government offices, public market, schools and others.
but small commercial establishments will definitely be affected and they have to diversify or change their target market segment just like what happened to the stores of colon in cebu and divisoria in cdo.
The bulk of the sales in downtown wholesalers and department stores come from the islanders ( tagatabuk) who disembark at the piers, boulevard or even Lipata. I expect these people to continue to shop downtown for convenience both in accessibility and time management. The Luna shopping area will probably attract the locals who prefer a leisurely shopping even if the prices are a little higher.
there are already planned roads for more effective circulation which will be integrated in the city's updated land use plan. but as to how soon they can be constructed is something that depends on the coffers of the government to handle. :) for the meantime, i see a more congested national highway beginning december this year. :(

like i said the highway will eventually get more congested in the months and years to come. it will go the way like the lapasan highway of cagayan de oro before they were able to build the necessary roads - and building roads, especially highways are not cheap and would take years to complete. :)

the city came up with the plan - at least the circulation and conceptual plan yet. it was posted here earlier by mike if i remember it right. some of these roads will eventually be national roads under dpwh.

it is one among those proposed arterial roads. the connection from bonifacio across the river by a bridge then connecting to the existing road of the city slaughterhouse in poctoy to togbongon and the highway in rizal. this is not a national road however since the togbongon-mat-i road is classified as a city road still.
there is another one proposed near the city motorpool area that will connect to sabang/san juan area and another one from bioborjan, rizal to sabang.
in the eastern side, there are also a lot of roads proposed beginning with the utilization of the national highway in quezon-mapawa-arellano for cargo trucks, the bonifacio-silop-memorial park and those existing smaller ones in bacud-looc-bernadette village.

The rolling hills there have the best views for any subdivision development rivaling that of Lipata. The motorpool road can also be extended behind Doña Pepang all the way to Rizal. That will ease up the heavy traffic at the intersection fronting Gateway.

nope. none of the roads are under construction although some are already existing and only needs repaving/concreting/widening. these proposed roads have just been approved by the city development council last june 2011 and will be incorporated in the city's land use plan.
no implementation dates yet for now.

A few years ago, I entertained the idea of buying an established B&B after staying in many of them during my visits to small historic towns here in the US and Canada. They are very popular here. It is like a house ( usually historic) with common areas for living, library, and of course breakfast.
The only person running these establishments are the owners- wife serves breakast and husband cooks in the kitchen. They also hire cleaning contractors for the day at the time of checkouts- usually 10 am. What I like about this model is the quietness and the no frills service. Sometimes, you are able to talk to the owners like you would if you are a guest in a friend's house. Minimal karajaw an staffing and almost always invisible to give you utmost privacy. You can come in and out of the house anytime with your keys. Honor system is followed based on trust, honor and honesty. Before you leave, keys are dropped off in a designated box.

Dugay na baja ini na plano. Uno may revisions since its been more than 20 years fast forward? I see roads but except for the motopool and the cagniog coastal, the rest are more like feeder roads.

It's nice to know that the city of Surigao has a comprehensive road plan at this early stage of the city's development. Many settlers would be moving in those areas where there are proposed roads and would result in the spread out of the population of the city. Eventually, the population of the city would tremendously grow.

Special Science Elementary school was tagged as one of the best public schools in the City of Surigao. In fact many parents would like to have their child enrolled in this institution. It may be a different school since they have computer subjects from Grades I- Grade VI and pupils will spend more time in science and mathematics since there is a time extension in these subjects but other than that same with the other schools in Surigao.
Many would say that SSES is for the elite families in the city. This is the only public school where you can find most of the students were fetched by their parents with cars which you think owned by the people who have the money and can afford to buy those things.
Hm mm…sounds fishy? Well this is true but before these students can be enrolled in this institution will get through the hole of a pin. From the start beginning grade I they will take a written examination in English, Science, and Mathematics, after taking the test they are told to go back by the following day for the interview and the reading test. From these results they will be ranked from 1-50 highest score and those top 50 will go on in the psycho test. Result in the written examination, interview/reading plus the result of the psycho test they will be ranked again into top 35 and these are the only pupils who can officially enrolled and be accommodated in SSES. Whew! What’s spell in this school that parents would let their child go through with these tremendous tests (lol). But as observed Grade One pupils in this school can read already not only words but paragraphs with good pronunciation and can solve simple word problem in Math as early as the first day in school!Sounds interesting? Well most of the Grade One entrants are outstanding pupils in the different Pre-school in the city, that is why the institution find it difficult to choose the best pupils since all the examinees are smart in their own way, and unfortunately there is only one section in each grade level.
As what the saying goes, “Mother knows best”, and parents would actually give what is the best for their child/children. Maybe only the parents in this school would say that SSES is one of the best schools in Surigao. You may visit SSES in Suirgao City and find it with yourself. (Fe c. Daruca)

The lack of opportunity for tourists to replentish cash supplies has long been detrimental to local tourism, in that wasting a day going to Surigao City and back is rarely figured into anyones travel plans.
The range of acceptable cards are as follows; 1) Megalink 2) BancNet 3) ExpressNet and 4) Local MasterCards... leaving a considerable number of international cards unavailable, but much much better than nada.
They also do GCash, several remittance services such as Philippine National Bank, Asia United Bank, Dollar American Exchange, Czarina Remittance Co. Ltd, Reliable Peso Remit, Inc., and Kabayan Remittance. (Though XOOM is glaringly absent, lets hope they are also included soon....though with a transfer to PNB it could be worked out easily enough.)
Fund transfers available between MetroBank, BPI, BDO, PNB, RCBC, and LBP are also available.

THIS YEAR’S list of investment areas where businesses will be eligible for tax perks will come into effect within the month, after Malacañang finally published it in newspapers yesterday.
This, as the implementing rules of the 2011 Investment Priorities Plan (IPP) should be out by next week, a Trade official said.
The annual plan is usually released in June.
This year’s IPP -- under Memorandum Order 20, dated July 5 but published only yesterday -- will take effect on July 27.
In his message accompanying Memorandum Order No. 20, President Benigno S. C. Aquino III said the 2011 IPP “seeks to generate more investments in key areas of the economy that are considered as ‘enablers’ and ‘triggers’, thereby creating much-needed jobs...”
Public-private partnership (PPP) projects have been included in the list of preferred investments on top of 12 other areas carried over from last year.
Besides PPP, the Palace order listed the 12 other “preferred activities” as: agriculture, agribusiness and fishery; creative industries and knowledge-based sources; disaster prevention, mitigation and recovery; energy; “green” projects; infrastructure; mass housing; motor vehicles; research and development; strategic projects that promise high socioeconomic returns “that will significantly contribute to the country’s economic development”; shipbuilding; and tourism.
In its initial IPP draft, the BoI had excluded creative industries, which include film and theater, and disaster prevention from the proposed list of preferred activities. But these areas were restored to the list on Mr. Aquino’s instruction.
The Palace order also includes a “mandatory list,” composed of activities required for inclusion in the IPP by existing laws, namely:
• “extensive” plantation of forest land of tree crops -- except fruit trees -- for commercial and industrial purposes;
• exploration and development of mineral resources, mining/quarrying and processing of metallic and non-metallic minerals;
• printing, re-printing, publication and content development of books and textbooks;
• refining, storage, distribution and marketing of petroleum products;
• establishment of waste-recycling facilities;
• establishment of wastewater treatment and sewage facilities, as well as adoption of water pollution control, cleaner production and waste minimization technologies;
• development of renewable energy facilities, equipment and components; and
• manufacture of technical aids and gadgets for use of the disabled, as well as establishment of special schools, homes, residential and retirement communities for this sector.
The Palace order also includes merchandise and service exports, “activities in support of exporters”, as well as 12 areas identified solely for the Autonomous Region in Muslim Mindanao.
Saying that his agency had approved the implementing rules and regulations (IRR) of the 2011 IPP and submitted them to Malacañang “for final approval”, Cristino L. Panlilio, Trade undersecretary for investment promotions and managing head of the Board of Investments (BoI), said in a telephone interview yesterday that “it (IRR) should be published next week.”
Mr. Panlilio noted that “the only controversial issue of the IRR was the housing issue with HUDCC (Housing and Urban Development Coordinating Council)”, referring to the much-debated price ceiling for mass housing projects qualified for income tax holiday.
BoI proposed to reduce the cap to P2.5 million from last year’s P3-million threshold, while Vice-President Jejomar C. Binay, who heads the HUDCC, had insisted on keeping the higher limit.
In a brief chance interview in Makati City yesterday, Mr. Binay said only that, “eventually, there will have to be a meeting of minds.” -- EJD/FJGDF

LOCAL GOVERNMENT units (LGUs) will have to share a smaller pool of money next year as their internal revenue allotment (IRA) shrank slightly, according to the Department of Budget and Management (DBM).
A total of P273.31 billion is earmarked for the 2012 IRA, which is the share of LGUs in national tax revenues. This amount is a 4.75% dip from the P286.945 billion allocated this year, according to Local Budget Memorandum No. 65, dated June 27.
Eighty provinces will share P64.217 billion in IRA, 122 cities will receive P62.327 billion, 1,500 municipalities will get P93.399 billion and 41,890 barangays will be allocated a total of P53.367 billion.
The 16 municipalities petitioning to be converted into cities, which get bigger IRAs, were still considered as municipalities, “pending the issuance of an entry of judgment by the Supreme Court,” the DBM said.
The 16 municipalities concerned are: Baybay (Leyte); Bogo, Carcar and Naga (Cebu province); Catbalogan (Samar); Tandag (Surigao del Sur); Borongan (Eastern Samar); Tayabas (Quezon); Lamitan (Basilan); Tabuk (Kalinga); Bayuga (Agusan del Sur); Batac (Ilocos Norte); Mati (Davao Oriental); Guihulngan (Negros Oriental); Cabadbaran (Agusan del Norte); and El Salvador (Misamis Oriental).
The conversion to city of the 16 municipalities has been much-debated since 2008. In its latest ruling on the controversy in February, the court stated that the 16 municipalities were qualified to be cities, therefore, qualified to get a bigger slice of the IRA pie.
But this was questioned by the League of Cities of the Philippines and a motion for reconsideration was filed in March.
The contested province status of Dinagat Islands was also not considered by the Budget department, pending a decision from the Supreme Court.
Should the court decide definitively on these questions within the year, the 2012 IRAs will be adjusted accordingly, the DBM said.
“The IRA and other local resources shall first cover the cost of providing basic services and facilities...particularly those devolved by the Department of Health, Department of Social Welfare and Development, Department of Agriculture and the Department of Environment and Natural Resources...,” DBM’s memo read.
A quarter of the IRA is equally shared among LGUs. Another quarter is distributed based on the land area of the LGU, while the other half is allocated based on population.
In addition to the IRA, some local governments receive special shares from national taxes, which is then integrated into their total budget.
These include excise taxes on native tobacco products, gross income taxes paid by businesses within ecozones and proceeds “from the utilization and development of national wealth within their territorial jurisdiction.”
Moreover, the DBM also released the guidelines for the preparation of the 2012 budgets of LGUs. LGUs are required to submit schedules on personnel and other operation expenditures, as well as servicing of debt and other contractual obligations.
They must also submit a report on their actual revenue collections and expenditures for this year, including their Annual Investment Program.
In compliance with other laws, the 2012 budget of LGUs must also allocate funds for gender concerns and development, senior citizens and persons with disabilities, acquired immune deficiency syndrome, and the implementation of programs for the protection of children.
Lastly, the Budget department reminded LGUs to align their programs with the priority thrusts set by the Aquino administration, namely: anti-corruption, poverty reduction, economic growth, as well as lasting peace and environmental protection.

THE Social Security System (SSS) collected 9% more contributions from Northern Mindanao in 2010 as more employers and employees signed up to the pension fund for private sector employees.
In a statement, it said it collected a total of P2.26 billion last year, up from P2.05 billion in the year before.
“The major driver for the increase in contributions was the increase in covered employers and employees of various plantations, shipping industries and self-employed members in Northern Mindanao,” SSS President and Chief Executive Officer Emilio S. de Quiros, Jr. said.
“The result of the loan condonation program from last year in Northern Mindanao also contributed to the growth in contributions,” he added.
SSS was able to collect P45.92 million in delinquent contributions from 975 employers who availed of the amnesty program condoning penalties on unpaid premiums. The program ran from February to August last year.
“All 10 branches under the Northern Mindanao cluster reported higher collections. Six of them posted double-digit growth, with the biggest increase reported from Surigao City and Tandag branches at 16%,” Mr. De Quiros was quoted as saying in the statement.
Northern Mindanao covers the provinces of Misamis Oriental, Misamis Occidental, Lanao del Norte, Lanao del Sur, Camiguin, Bukidnon, Surigao del Norte, Surigao del Sur, Agusan del Norte and Agusan del Sur.
But the Cagayan de Oro City office alone accounted for 40% or P944.82 million of the total collections. Cagayan de Oro City has over 40,600 registered employers and roughly 1.7 million registered employees.
“Among SSS’ top priorities this year is to ensure that more members pay contributions regularly to secure meaningful benefits for them and their beneficiaries. We expect total contribution collections to exceed P2.5 billion in northern Mindanao in 2011,” Mr. de Quiros said in the statement.

Special Science Elementary school was tagged as one of the best public schools in the City of Surigao. In fact many parents would like to have their child enrolled in this institution. It may be a different school since they have computer subjects from Grades I- Grade VI and pupils will spend more time in science and mathematics since there is a time extension in these subjects but other than that same with the other schools in Surigao.
Many would say that SSES is for the elite families in the city. This is the only public school where you can find most of the students were fetched by their parents with cars which you think owned by the people who have the money and can afford to buy those things.
Hm mm…sounds fishy? Well this is true but before these students can be enrolled in this institution will get through the hole of a pin. From the start beginning grade I they will take a written examination in English, Science, and Mathematics, after taking the test they are told to go back by the following day for the interview and the reading test. From these results they will be ranked from 1-50 highest score and those top 50 will go on in the psycho test. Result in the written examination, interview/reading plus the result of the psycho test they will be ranked again into top 35 and these are the only pupils who can officially enrolled and be accommodated in SSES. Whew! What’s spell in this school that parents would let their child go through with these tremendous tests (lol). But as observed Grade One pupils in this school can read already not only words but paragraphs with good pronunciation and can solve simple word problem in Math as early as the first day in school!Sounds interesting? Well most of the Grade One entrants are outstanding pupils in the different Pre-school in the city, that is why the institution find it difficult to choose the best pupils since all the examinees are smart in their own way, and unfortunately there is only one section in each grade level.
As what the saying goes, “Mother knows best”, and parents would actually give what is the best for their child/children. Maybe only the parents in this school would say that SSES is one of the best schools in Surigao. You may visit SSES in Suirgao City and find it with yourself. (Fe c. Daruca)

its the same sa Caraga Science High, a lot of their students come from affluent families. I too feel there should be quota for students coming from low income families.
UP Diliman was not spared of this criticism. hamok na daw rich students than the Iskolar ng Bayan.
