an budget sa city for bonok bonok maintain jaon kay supposedly counterpart ra ini with the BBF raising the required remaining budget. depende sa mangamot sa BBF an ka successful pag raise nan funds, how well connected and how convincing they can entice the sponsors. I guess the CTC does not have the same clout as the BBF when it comes to this aspect.

1. bounded by mountains on the south end of the runway (pacemco). This causes zero visibility during rainy season and air pockets.
2. setback requirements of 70meters on both sides that eats up much prime lots of luna ( new business district) beside the airport runways.
example is the CITIHARDWARE case.:ohno:
3. North runway end will need to divert a major river that can eats up billions of pesos if we will push for river diversion.
4. runway is not oriented along wind direction.

BUTUAN CITY - Pormal nang gibuksan kagahapong adlawa ang pinakaunang Bonok-bonok sa Surigao Trade Expo 2011 sa syudad sa Surigao .
Kini ang giklaro ni Ms. Roselyn Merlin -ang senior tourism officer sa Surigao City Tourism Office.
Segun pa sa opisyal nga ang maong trade expo ang inabagan kini sa Chamber of Commerce and Industry, Surigao City Tourism Council ug Trade & Industry.
Samtang 10 na ka mga partisipante ang mikumitar nga musalmot sa Bonok-Bonok festival 2011 nga ipahigayon sa Septembre 9 ning tuiga kondiin magsilbing guest of honor si senator Ramon Bong Revilla Jr.
Gidugang pa sa opisyal nga bag-o na ang ilang gipatuman nga kategoriya kondiin gibahin kini sa duha.
Sa 10 ka partispante gibahin kini sa 2, kondiin ang 5 ang maapil sa Barangay-School category nga salmutan sa mga entrante gikan sa Surigao kondiin ang mapiling mananaug ang unang ganti makadawat ug 100 -mil pesos, 75-mil pesos sa second prize ug 50 mil pesos sa third prize.
Samtang sa 5 ka partispante usab alang sa Pre Interpretation category kon Open Invitation category.Ang makasakmit sa unang ganti dunay cash prize nga 200- mil pesos, 150-mil pesos sa second prize ug 100-mil pesos sa third prize ug duna pay mga special prizes na ibibigay.

building a new airport is more logical and beneficial to a sustained development of the city and province. of course, hamok ini an mosikaw sanan mosaway kay mahal man lagi. a feasibility study should be done for a new airport here of international standards since this is the best site for one in caraga. having all the major tourist spots and mining explorations here, this is the ideal location for such an airport. our representatives should lobby this project for priority inclusion among the PPP projects.

They need to add more rooms so convention guests can stay in the hotel. So far, they only have 61 rooms. Dapat dugangan nila nan another 60 beds. Surigao will soon be an ideal venue for national/ regional conference once all these facilities are completed. Tavern also has convention capabilities.

Now I know. For the meantime pwede na ang daang airport kay di pa man kaau busy ang sked dha. It will take a very long time to build a new airport much more nga problemado pa kaau ang funds sa ato govt. But for sure, pag establish na ang traffic,pwede na daun makademand ang LGU for a new airport.

Akong duda, naay plano ang mga madre nga nag administer sa SPUS na mag setup og Saint Paul University Surigao System (SPUSS) og himuon ang San Nicolas College na autonomous college pero part of the SPUSS. Ang SPUS sa Barangay Luna mo offer sab og college courses pero different from those offered sa San Nicolas College campus. Or San Nicolas College will offer entirely new courses while the old courses offered will be retained by SPUS and offered it in its Luna campus.

Naa siya'y College of Saint Benilde na member ng De La Salle University System. Originally, ang College of Saint Benilde had a different name but was part of De La Salle University. Later, it became autonomous and became part of DLSU-System. But today, the College of Saint Benilde became part of the De La Salle System, a group of schools managed by the De La Salle brothers.

MANILA, Philippines - A high-profile delegation from the Chamber of Mines of the Philippines is expected to help the government seal up to $3 billion in mining investments and mineral-supply contracts with Chinese firms during President Aquino’s state visit to China next week.
Not only that, Chamber of Mines President Philip Romualdez said the Philippines will use the China trip to build the confidence of the international investment community in the country’s readiness for big-time mining projects and clear up the confusion created by local government ordinances banning certain types of mineral-extraction methods.
“Our target is to forge greater confidence for investors who want to participate in Philippine mining projects, and to show that the Philippine government is serious and supportive of its development. So my immediate objective is for confidence-building to take place,” Romualdez said at a forum organized by the BusinessMirror, dwIZ and the Philippines Graphic on Thursday.
He said at least six Philippine mining companies would be represented at the China visit, including Manuel V. Pangilinan of Philex Mining Corp. and Salvador Zamora of Oriental Vision Mining Corp. and Hinatuan Mining Corp.
Tycoon Lucio Tan’s MacroAsia Corp. will also be represented, along with two other companies.
When asked on Thursday, Pangilinan said he wasn’t sure yet if he would join the business delegation to China.
Besides representing his company, Benguet Mining Corp., Romualdez said he was also asked by Trade Undersecretary Cristino Panlilio, who is also the managing head of the Board of Investments, to make a presentation on the prospects in the Philippine mining industry, including the $16 billion worth of projects that are ready to take in investors.
“We have some companies that are going there [China] and they are looking to forge more agreements. I know of one or two [contracts] that are ready to be signed, and some will continue discussions,” he said.
Besides the capital infusion, Romualdez said China is important to the Philippines in terms of being a direct market for minerals and the new technology that it has developed for processing.
“There are many advances in technology and processing that are taking place in China. Even the lower-grade minerals, they managed to make them productive and valuable. You see that in the case of nickel, coal, steel fabrication, TIG iron. They have made marked improvements in processing technology,” he said.
China, Romualdez said, has been showing strong interest in the Philippine mining sector.

Aside from the breakout sessions and business-matching meetings with the Chinese firms that have been prepared by the Department of Trade and Industry, the companies are also arranging meetings on their own.
Romualdez said the Chamber of Mines is using its agreement with the China Mining Association in providing information to prospective Chinese investors, who are very interested in minerals such as copper and nickel.
“There is no reason we can’t capture $2 billion to $3 billion from China,” he said.
The visit to China, Romualdez said, will help the industry do better in the second half of the year in terms of mineral output, exports value and investments.
The industry, he said, generates about $4 billion in annual export revenues, remits to the government $1 billion annually, contributes 3 percent of gross domestic product and 8 percent of the foreign exchange.
With the huge contribution of the mining sector to the economy, Romualdez said local government executives should be more sensitive in flexing their muscles in the guise of ordinances that ban some types of mining methods. He said mining firms in areas such as Romblon, Zamboanga and South Cotabato are now encountering problems with local government units (LGUs).
Although the Department of Justice has already issued opinions, laws like the Mining Act of 1995 cannot be derailed by local ordinances, he said. The national government, including the Department of Environment and Natural Resources and the Department of the Interior and Local Government, need to make definitive and categorical statements pushing responsible large-scale mining, he said.
Romualdez said there is no doubt that the noise against mining operations from LGUs and civic groups is turning off the international financing community.
“We are pushing large projects that require financing. If we are so noisy about it, it turns off the international financing community, it gets them nervous. So no matter how attractive the Philippines is—we are always in the Top 10 in terms of resources—but when it comes to actual mining, we are at the bottom 10 because of all the noise,” he said.
Romualdez said the international mining conference that the Philippines will host in September is another good venue for the government to reiterate its policy and get the right message across to mining investors, especially now that mineral prices continue to command premium prices.
“We have a window of opportunity now, let us not blow it. It is our time, otherwise we’re gonna have to wait for the next cycle, and we don’t know when that will happen,” he said.

Bonpin, chairperson of the Surigao Realty Development Corporation (SRDC), the realty arm of the Surigaonon Rural Banking Corporation (SRBC), can now start construction of the mall and commercial complex that was expected to rise since 2007.
Last April, Bonpin, through lawyer Noel C. Pangilinan, filed an opposition to the construction of the Basic Emergency and Maternal Neonatal Care (BEMONC) and demanded that the city government “cease and desist” from constructing the said facility because it is still a property of the bank.
Consequently, in May, Bonpin also wrote the city council of his intention to resume the development of the property and even sought for the speedy approval of the building plans SRDC submitted to the City Engineer’s Office so that building of the commercial complex can proceed immediately.
It can be recalled that last April, Gaisano mall giant started groundbreaking for the construction of a two-story mall in the city. Several other large investments also sprouted, including the Davao Warehouse, Citi Hardware, canned tuna factory and other big ticket investments.
Unconfirmed sources say Bonpin will revive his own “super mall” with another Gaisano magnate in the controversial property.
In the joint committee report of the city council’s Committee on Trade, Business, Industry and Economic Enterprise, a Cebu City based corporation identified as Taipan Development, Inc. is interested to develop the same property.
But the same report, signed and approved last August 8, rejected the company’s proposal and validated instead the contract between the city government and Bonpin.
In the report, SRDC is ordered to commence construction “immediately” of the commercial complex.
Bonpin could not be reached for comment on the new content of the lease contract which practically doubled the terms of payment it is obliged to pay the city government. MindaNews went to the office of Bonpin but failed to interview him because he is reportedly outside of the country.
Under the “improved terms and conditions” of the lease contract, the committee report noted that the agreement is created on SRDC’s “own initiative.”
To wit, SRDC shall pay the city government its back rentals; P1 million as advance rental payment; an annual rental fee of P400,000 or an increase of 200 percent from the earlier stipulated P200,000 annual rental fee; the cost of the commercial building has been doubled to P120 million; the construction phase is fixed at 18 months and “to commence immediately; and the recognition and acceptance of the birthing facility.
The city council noted that the new contract is “highly advantageous to the city”.
SRBC is supposed to build the commercial building in 2007 but Bonpin, in a letter addressed to then City Mayor Alfonso S. Casurra, cited the global recession, the rising cost of construction materials and the controversy wrought by the Legacy controversy to the banking industry, and “the onslaught of many petty problems that we have encountered in the pursuit of realizing the construction project,” which hindered the project’s realization. I had also hope that this would have been the end, unfortunately Mayor Matugas DISAPPROVED the Joint Committee Report. His basis? a 2 paragraph recommendation of the City Legal Office which did not contain any factual, lawful and jurisprudence basis as compared to the well researched and well written Joint committee report.

SURIGAO CITY, Aug. 31
The Bonok-Bonok sa Surigao Trade Expo (BOSSTEX) is now open to public at Luneta Park along Borromeo Street, this city. The event will run from Aug. 26 to Sep. 15, 2011.
According to Sr. Tourisms Operations Officer Roselyn Armida Merlin the event is a joint project of the Surigao City Tourism Council, Surigao Chamber of Commerce and Industry (SCCI), & Departent of Trade & Industry (DTI).
BOSSTEX features Surigao products, delicacies and handicrafts from 28 exhibitors.
DTI Surigao del Norte Provincial Director Celestino Negapatan said during the opening and ribbon cutting of BOSSTEX last Aug. 26 that it is the first ever Trade Exhibition being mounted in Surigao City. The exhibit aims to provide micro-entrepreneurs an apt venue to promote and sell their products.
Surigao City Mayor Ernesto Matugas commended the organizers of the said marketing event. Matugas is optimistic that the event would not only benefit the local consumers but the balikbayans, tourists and other out-of-town guests as well.
After a short program, the city mayor along with his wife and City Vice Mayor Danilo Menor led the opening & ribbon cutting of the differents booths in the trade fair.

MANILA, Philippines - A high-profile delegation from the Chamber of Mines of the Philippines is expected to help the government seal up to $3 billion in mining investments and mineral-supply contracts with Chinese firms during President Aquino’s state visit to China next week.
Not only that, Chamber of Mines President Philip Romualdez said the Philippines will use the China trip to build the confidence of the international investment community in the country’s readiness for big-time mining projects and clear up the confusion created by local government ordinances banning certain types of mineral-extraction methods.
“Our target is to forge greater confidence for investors who want to participate in Philippine mining projects, and to show that the Philippine government is serious and supportive of its development. So my immediate objective is for confidence-building to take place,” Romualdez said at a forum organized by the BusinessMirror, dwIZ and the Philippines Graphic on Thursday.
He said at least six Philippine mining companies would be represented at the China visit, including Manuel V. Pangilinan of Philex Mining Corp. and Salvador Zamora of Oriental Vision Mining Corp. and Hinatuan Mining Corp.
Tycoon Lucio Tan’s MacroAsia Corp. will also be represented, along with two other companies.
When asked on Thursday, Pangilinan said he wasn’t sure yet if he would join the business delegation to China.
Besides representing his company, Benguet Mining Corp., Romualdez said he was also asked by Trade Undersecretary Cristino Panlilio, who is also the managing head of the Board of Investments, to make a presentation on the prospects in the Philippine mining industry, including the $16 billion worth of projects that are ready to take in investors.
“We have some companies that are going there [China] and they are looking to forge more agreements. I know of one or two [contracts] that are ready to be signed, and some will continue discussions,” he said.
Besides the capital infusion, Romualdez said China is important to the Philippines in terms of being a direct market for minerals and the new technology that it has developed for processing.
“There are many advances in technology and processing that are taking place in China. Even the lower-grade minerals, they managed to make them productive and valuable. You see that in the case of nickel, coal, steel fabrication, TIG iron. They have made marked improvements in processing technology,” he said.
China, Romualdez said, has been showing strong interest in the Philippine mining sector.

Aside from the breakout sessions and business-matching meetings with the Chinese firms that have been prepared by the Department of Trade and Industry, the companies are also arranging meetings on their own.
Romualdez said the Chamber of Mines is using its agreement with the China Mining Association in providing information to prospective Chinese investors, who are very interested in minerals such as copper and nickel.
“There is no reason we can’t capture $2 billion to $3 billion from China,” he said.
The visit to China, Romualdez said, will help the industry do better in the second half of the year in terms of mineral output, exports value and investments.
The industry, he said, generates about $4 billion in annual export revenues, remits to the government $1 billion annually, contributes 3 percent of gross domestic product and 8 percent of the foreign exchange.
With the huge contribution of the mining sector to the economy, Romualdez said local government executives should be more sensitive in flexing their muscles in the guise of ordinances that ban some types of mining methods. He said mining firms in areas such as Romblon, Zamboanga and South Cotabato are now encountering problems with local government units (LGUs).
Although the Department of Justice has already issued opinions, laws like the Mining Act of 1995 cannot be derailed by local ordinances, he said. The national government, including the Department of Environment and Natural Resources and the Department of the Interior and Local Government, need to make definitive and categorical statements pushing responsible large-scale mining, he said.
Romualdez said there is no doubt that the noise against mining operations from LGUs and civic groups is turning off the international financing community.
“We are pushing large projects that require financing. If we are so noisy about it, it turns off the international financing community, it gets them nervous. So no matter how attractive the Philippines is—we are always in the Top 10 in terms of resources—but when it comes to actual mining, we are at the bottom 10 because of all the noise,” he said.
Romualdez said the international mining conference that the Philippines will host in September is another good venue for the government to reiterate its policy and get the right message across to mining investors, especially now that mineral prices continue to command premium prices.
“We have a window of opportunity now, let us not blow it. It is our time, otherwise we’re gonna have to wait for the next cycle, and we don’t know when that will happen,” he said.

Labor Secretary Rosalinda Baldoz sees the mining sector in Caraga generating 15,000 new jobs as private mining firms establish a nickel mining and processing plant in the region.
The mining sector jobs include civil engineers, geologists, soil analysts, and skilled workers such as excavation and exploration workers, miners, and heavy equipment operators.
The jobs will likely come from the nickel processing plant of mining giant Taganito Mining Corp. and the entry of two large mining companies in Surigao del Norte, Baldoz said.
Caraga community members should undergo skills training so they can get jobs when the mining companies start operating in the provinces, the secretary suggested. — PE/VS, GMA

SAN FRANCISCO, Surigao del Norte (MindaNews/31 August) — Around 1,000 Mamanwas trooped to the municipal gymnasium on Friday last week to receive cash “bonus” from a mining company which they have allowed to conduct exploration activities in their barangays.
The distribution of the so-called bonus to the Lumads was timed with the signing of the Free and Prior Informed Consent (FPIC) and Memorandum of Agreement with Corplex Resources Inc.
Corplex bundled some P1 million of “goodwill money” in Manila paper.
The firm will undertake exploration activities in barangays Cagtinae, Amontay, Jubgan, Linongganan, Balite, Oslao and Diaz in San Francisco and barangays Mat-i, Ipil, Trinidad, Mapawa and Poctoy in Surigao City. Based on EXPA 000036-XIII, the exploration will cover a total of 6,989.721 hectares.
Elvira G. Catuburan, technical management services division chief of the National Commission on Indigenous People’s (NCIP) for Caraga Region, said there’s nothing wrong with the “dole-out” and the giving of two brand new XRM Honda motorbikes.
“I think the money given by Corplex can’t force the people to sign the FPIC and MOA because this is goodwill on the part of the company,” she said in the vernacular.
She said only one person represented each family that came from 11 Mamanwa communities, although at least a thousand individuals arrived instead of just 500 as expected.
Catuburan added the presence of the Mamanwas proved that they are giving their full consent to the mining company’s entry in their ancestral land.
“It’s clear that the decision is not merely that of a few leaders but of the whole communities that they manage,” the NCIP official said.
But a tribe member who requested anonymity said it was not the mining firm’s idea to give cash to the Mamanwas. He said it was their leaders who demanded money in exchange for their consent.
Salvador Manital, who the Mamanwas and the NCIP identified as the president of Corplex, refused to answer questions from reporters saying he was too tired and had not eaten his lunch yet. After the FPIC and MOA signing he and his two aides left the gymnasium in haste.
The Mamanwas who packed the gymnasium are members of the federated Mamasansisu, an organization of 11 Mamanwa tribal communities in the municipalities of Malimono, Mainit, San Francisco, Sison and Surigao City.
Mamasansisu holds the ancestral claim in these towns and Surigao City, but officials could not reveal the total land area the claim encompasses.
Catuburan said the certificate of ancestral domain title was still being processed.
German B. Tiambong, Mamasansisu head claimant chose not to answer questions.
Cain Hukman, chairman of the Indigenous Peoples Organization, also refused to speak. “Our group decided not to speak anything to the media. I hope we can answer your questions in some other time,” Hukman told reporters in the vernacular.
Bae Leonides Balukluk-Laid of Magtangale, San Francisco is the sole tribal leader who voted against the entry of Corplex or any other mining companies.
She said her community fears that the entry of the mining firm would destroy the city’s main water source, as well as the neighboring municipalities.
P3,000 ‘bonus’
Mamasansisu secretary Luzminda H. Caga said that 401 families received P3,000.00 each from Corplex.
But Catuburan said only 396 families received the money.
It has become a common practice for Mamanwas to include relatives and fellow tribe members who already migrated to other areas in census listings. These tribe members usually return to their old communities after two years thus they should be included in the list, Caga said.
An NCIP insider told MindaNews that the families were supposed to receive P2,500 each and an additional P700 for rice assistance. SURIGAO DEL NORTE, Sept. 2 (PIA) -- The city of Surigao unfolds another moment in history as it marks its charter day on August 31 with the theme “Onwards to Progress…Surigao”, 41 years after it became a chartered city under Republic Act No. 6134 approved on August 31, 1970.
This highly-significant event showcased the triumphs of the city government of Surigao in its efforts in governance.
At 4:00 in the morning, the diana, ringing of bells and sounding of sirens were conducted.
Bishop Antonieto Cabahug of the Cathedral Parish of San Nicolas de Tolentino, officiated the thanksgiving mass at the City Cathedral at 6:00 a.m. Followed by a flag-raising ceremonies led by Mayor Ernesto Matugas, Vice Mayor Danilo Menor, 2nd District Congressman Guillermo Romarate and 1st District Congressman Francisco Matugas in-front of the City Hall grounds.
As a fitting tribute to individuals and entities who have exemplified outstanding performance worthy of emulation in different fields, Mayor Ernesto Matugas awarded the certificate of recognition to Marine Engr. Jonelito Razona, a native of Surigao for his invaluable contribution to a law enforcement by the City PNP particularly in curbing Alcohol Impaired Driving through his donation of 2 units Alcomat Premium Breath Alcohol Tester (Breathtalyzer) an alcohol device used to detect blood alcohol content.
Float parade completion highlighted the celebration of the 41st charter day of Surigao City.
The winners are the following, first place went to Philipine Ports Authority; second place went to DepED Surigao City Division; 3rd place – province of Surigao del Norte. For Best Marching Cadets, first place went to Surigao State College of Technology (SSCT), second place went to Surigao Education Center (SEC), third place went to St. Jude Thaddeus Institute of Technology (SJTIT), fourth place went to Northeastern Mindanao Colleges (NEMCO) and fifth place went to St. Paul University Surigao (SPUS).

MANILA, Philippines — A climate-resilient model community will soon rise in Surigao del Norte that will serve as a prototype village, which can be replicated by other local government units (LGUs) most at risk of the effects of climate change.
According to Climate Change Commission (CCC) vice-chairman Mary Ann Lucille Sering, the “Ecotown” to be established in Siargao Island, Surigao del Norte, will demonstrate what a climate change-resilient community should look like.
She said the prototype community could help local governments understand the importance of incorporating climate change adaptation and disaster risk reduction and management in their local policy planning and in providing public services.
The signing of the agreement for the establishment of the community was led by Sering, Surigao Del Norte Gov. Sol Matugas, and Bureau of Fisheries and Aquatic Resources (BFAR)-CARAGA Director Nerio Casil.
The Ecotown project will begin immediately and will be established in the municipality of Del Carmen.
Under the agreement, a vulnerability assessment of the municipality will be conducted to determine climate change impacts to the community, their environment and socio-economic development, while a livelihood component is also being worked out with the Bureau of Fisheries and Aquatic Resources.
Sering explained that the Ecotown is the embodiment of the National Climate Change Action Plan (NCCAP) as implemented in the local level.
She added that adaptation is a practical and moral imperative as the adverse impacts of climate change are increasing.
Local chief executives in Surigao del Norte has welcomed the establishment of the Ecotown, particularly in the municipality of Del Carmen.

MANILA, Philippines -- At a young age, Antonette Advincula courageously risked her life while she tried to save her younger brother from drowning in Dinagat Island. But not all heroic deeds have a happy ending.
Supt. Martin Gamba, spokesman of the Caraga regional police, said six-year-old Antonette and her three-year-old brother Antony went to a swamp near their house in Purok 2, Barangay Diaz in Tubajon town on Friday morning to play after their parents left them.
A report received by the Police Regional Office 13 at Camp Rafael C. Rodriguez here from Dinagat Islands Provincial Police Office said that the incident happened near the residence of the victims on Friday at 9 a.m.
“Their parents left to earn money for a living,” said Gamba. “The two went to a swampy area beside the river 40 meters away from their house to play and catch fish,” he added.
While they were playing, Gamba said Antony accidently slipped and fell into the deep part of the swamp, prompting his sister to rescue him.
“Antonette jumped into the water to save him, unfortunately, they both drowned,” said Gamba.
Local police said the cadavers of the two children were discovered and fished out of the swamp by neighbors. But it was too late.
The most that the neighbors could do, the local police said, is to become the messenger of bad news to the parents of the duo. It is not clear, however, if investigation will be pressed against the parents for negligence. (With a report by Mike Crismundo)

SOME 15,000 new jobs in Region XIII are expected to be generated with the establishment of the second processing plant of nickel mining giant Taganito MininCorporation, as well as the entry of two big mining companies in Surigao del Norte,g the Department of Labor and Employment (DOLE) said.
“The mining companies projected that 15,000 new jobs will be generated once their mining projects go on-stream. These jobs will be for professionals, such as civil engineers, geologists, soil analysts, etc. and skilled workers, such as excavation and exploration workers, miners, and heavy equipment operators,” DOLE-CARAGA regional director Ofelia Domingo said.
She said there is renewed interest in mining in CARAGA given the support of the government officials to open up the region to foreign investments.
Labor Secretary Rosalinda Baldoz, meanwhile, said that the DOLE continues to work hand-in-hand with the mining companies in the region through the Mining Industry Tripartite Council (MITC).
“The MITC has already adopted its own voluntary code of good practices to promote self-regulation,
enhance industry-level social dialogue and partnership, promote workers’ welfare, and foster industrial peace,” Baldoz said.
“This is one of our strategies to encourage the generation of jobs,” she added

The government works with the sector through the Mining Industry Tripartite Council which re-activated the industrial tripartite councils, particularly in industries identified as key employment generators.
“The MITC has already adopted its own voluntary code of good practices to promote self-regulation, enhance industry-level social dialogue and partnership, promote workers’ welfare, and foster industrial peace,” Baldoz said.
“This is one of our strategies to encourage generation of jobs.”
She urged applicants to upgrade their skills to be able to land jobs in the mining sector.
CARAGA is composed of Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur. Its cities are Surigao and Butuan.
She said large-scale mining companies were engines of growth and development.

MANILA, Philippines - A magnitude of 4.7 earthquake hit eastern Mindanao region early today.
The Philippine Institute of Volcanology and Seismology (Phivolcs) said the quake struck at 8:40 a.m.
Its epicenter was estimated at 11 kilometers west of Hinatuan, Surigao del Sur or 99 km southeast of Butuan City.
A magnitude 7 quake was also recorded in General Santos City and Davao Gulf last Tuesday.

MANILA, Philippines -- Did Vice President Jejomar Binay use Makati City taxes to bolster his candidacy in the 2010 presidential elections?
This question surfaced recently after the Commission on Audit revealed that the city government purchased 169 units of service vehicles that were distributed to various local government units in the country in 2009 and 2010.
The 2010 audit report was silent on whether or not electoral campaign violations were committed but it stated that only three vehicles were covered with deeds of donation.
Makati City government shelled out nearly P33 million to purchase 157 brand new multi-purpose cabs and 12 used vehicles which were donated to its sister provinces, cities and municipalities.
Binay was mayor at the time Makati City bought and distributed many of the multi-cabs. He was campaigning for vice president when 77 of the 169 vehicles purchased were distributed to local government units in various parts of the country.
But Vice Presidential spokesperson Joey Salgado said that “there was no irregularity in the purchase of the service vehicles in Makati City.”
“Clearly, this is not something to be taken against the City of Makati, since the CoA noted that the vehicles were all accepted by the recipients LGUs,” Salgado said.
Based on the CoA report, there was no indiscretion in the purchase of the 169 units of service vehicles that were distributed to various local government units in the country in 2009 and 2010, Salgado said.
Audit records revealed that the vehicles were received by the beneficiaries on February 11, 2010, three months before the May 10 national elections.
At least 32 of the service vehicles were distributed on September 20, 2010 when Binay’s son, Jejomar Erwin Binay Jr., took over as mayor.
The rest of the vehicles were delivered from March to July, 2009.
The 2010 audit report submitted by CoA for Makati City showed that 160 multi-cabs were “directly delivered” to the local government units at the time these were purchased.
Among the recipients were localities recently upgraded as cities as a result of increased income. These are Sta. Rosa, Laguna; Bogo, Cebu; Digos, Davao del Sur; Passi, Iloilo; Panabo, Davao del Norte and Bais, Negros Oriental.
Other cities and provinces that acquired new vehicles from Makati City were Surigao City, Surigao del Norte; Iligan City, Lanao del Norte; Bacoor City, Cavite; Lucena City, Quezon; Cabanatuan City, Nueva Ecija, Tacloban City, Leyte; Toledo City, Cebu; Silay City, Negros Occidental and the province of Zambales.
The 2010 audit report said the donations made by the city government have not been recorded as such “thus, resulted in the overstatement of property, plant and equipment account.”
Salgado said that the CoA inspects the vehicles prior to their delivery to the recipients, adding that the purchase, distribution and acceptance are covered by the proper documentation requirements.

SURIGAO CITY – Mindanao, particularly the Caraga Region, is a bowl of mineral deposits as it holds Asia’s biggest volume of gold, nickel, and copper.
It was learned at the recently concluded Mining Summit and Safety Competition here that the country has some nine million hectares of deposits spread in the various areas of the country, particularly in Northeastern and Southern Mindanao regions, and portions of the Zamboanga Peninsula and Central Mindanao.

MANILA, Philippines - A high-profile delegation from the Chamber of Mines of the Philippines is expected to help the government seal up to $3 billion in mining investments and mineral-supply contracts with Chinese firms during President Aquino’s state visit to China next week.
Not only that, Chamber of Mines President Philip Romualdez said the Philippines will use the China trip to build the confidence of the international investment community in the country’s readiness for big-time mining projects and clear up the confusion created by local government ordinances banning certain types of mineral-extraction methods.
“Our target is to forge greater confidence for investors who want to participate in Philippine mining projects, and to show that the Philippine government is serious and supportive of its development. So my immediate objective is for confidence-building to take place,” Romualdez said at a forum organized by the BusinessMirror, dwIZ and the Philippines Graphic on Thursday.
He said at least six Philippine mining companies would be represented at the China visit, including Manuel V. Pangilinan of Philex Mining Corp. and Salvador Zamora of Oriental Vision Mining Corp. and Hinatuan Mining Corp.
Tycoon Lucio Tan’s MacroAsia Corp. will also be represented, along with two other companies.
When asked on Thursday, Pangilinan said he wasn’t sure yet if he would join the business delegation to China.
Besides representing his company, Benguet Mining Corp., Romualdez said he was also asked by Trade Undersecretary Cristino Panlilio, who is also the managing head of the Board of Investments, to make a presentation on the prospects in the Philippine mining industry, including the $16 billion worth of projects that are ready to take in investors.
“We have some companies that are going there [China] and they are looking to forge more agreements. I know of one or two [contracts] that are ready to be signed, and some will continue discussions,” he said.
Besides the capital infusion, Romualdez said China is important to the Philippines in terms of being a direct market for minerals and the new technology that it has developed for processing.
“There are many advances in technology and processing that are taking place in China. Even the lower-grade minerals, they managed to make them productive and valuable. You see that in the case of nickel, coal, steel fabrication, TIG iron. They have made marked improvements in processing technology,” he said.
China, Romualdez said, has been showing strong interest in the Philippine mining sector.
Jinchuan Group Ltd., he said, has signed the contract already with Philnico Mining and Industrial Corp. for the Nonoc mines in Surigao at $1.6 billion, besides pursuing two different nickel-processing plants at $300 million each.
Aside from the breakout sessions and business-matching meetings with the Chinese firms that have been prepared by the Department of Trade and Industry, the companies are also arranging meetings on their own.
Romualdez said the Chamber of Mines is using its agreement with the China Mining Association in providing information to prospective Chinese investors, who are very interested in minerals such as copper and nickel.
“There is no reason we can’t capture $2 billion to $3 billion from China,” he said.
The visit to China, Romualdez said, will help the industry do better in the second half of the year in terms of mineral output, exports value and investments.
The industry, he said, generates about $4 billion in annual export revenues, remits to the government $1 billion annually, contributes 3 percent of gross domestic product and 8 percent of the foreign exchange.
With the huge contribution of the mining sector to the economy, Romualdez said local government executives should be more sensitive in flexing their muscles in the guise of ordinances that ban some types of mining methods. He said mining firms in areas such as Romblon, Zamboanga and South Cotabato are now encountering problems with local government units (LGUs).
Although the Department of Justice has already issued opinions, laws like the Mining Act of 1995 cannot be derailed by local ordinances, he said. The national government, including the Department of Environment and Natural Resources and the Department of the Interior and Local Government, need to make definitive and categorical statements pushing responsible large-scale mining, he said.
Romualdez said there is no doubt that the noise against mining operations from LGUs and civic groups is turning off the international financing community.
“We are pushing large projects that require financing. If we are so noisy about it, it turns off the international financing community, it gets them nervous. So no matter how attractive the Philippines is—we are always in the Top 10 in terms of resources—but when it comes to actual mining, we are at the bottom 10 because of all the noise,” he said.
Romualdez said the international mining conference that the Philippines will host in September is another good venue for the government to reiterate its policy and get the right message across to mining investors, especially now that mineral prices continue to command premium prices.
“We have a window of opportunity now, let us not blow it. It is our time, otherwise we’re gonna have to wait for the next cycle, and we don’t know when that will happen,” he said.

What I mean by "box-type" structure, kanang wayay design, puro plain closed walls lang although air conditioned gihapon. Giingon ani para ma reduce ang consumption ng electricity para air conditioning. It looks good if the structure will have beautiful designs including wide glass panels and other "decorations". Air-conditioning is required so people inside will be much more comfortable. I did not mean that the structure will be an open-air structure utilizing the sea breeze to cool it. I agree it is not appropriate because it will cause corrosion but it will also be very uncomfortable for customers and other people inside since the sea breeze and the air fans may not be sufficient to cool the entire structure. Vulcan Industrial and Mining Corp., together with Vulcan Materials Corp., has signed a memorandum of understanding with Hong Kong-based China Trend Investments Ltd., for the latter’s possible participation in mining projects.
China Trend – known for its technical and financial expertise in exploration, design, construction and operation of mines – has pledged up to $1 billion in investments.
Within 60 days, China Trend will sign a two-year memorandum of agreement under which it will pay Vulcan $1 million and will identify projects that can be pursued.
"Vulcan can get advances against royalties up to a maximum of P500 million, payable 30 percent in the first year from date of signing of MOA, 30 percent after 18 months and 40 percent upon the end of the two-year period of the MOA," according to a disclosure to the Philippine Stock Exchange.
Vulcan and China Trend signed the contract during the state visit of President Aquino to China.
China Trend and Vulcan officials were also given a private audience where they outlined the development plans for the mining projects.
Vulcan Industrial’s claims include gold prospects in Cordon, Isabela and Pintuyan in Southern Leyte, aas well as copper in Sipalay, Negros Occidental and Damutan, Negros Occidental.
It has copper and gold prospects in Manay and Taragona in Davao.
Vulcan Materials’ mining claims are in the Subic Gabbro project in Zambales; Palawan silica sand in Roxas and San Vicente; Morong concrete aggregates in Bataan; Batangas concrete aggregates; Bolinao cement/limestone project in Pangasinan, and the Comet project in Dinagat.

SURIGAO CITY, Philippines – At least nine municipalities and one city in the province of Surigao del Norte are being targeted to benefit from the government’s poverty alleviation program under the Mindanao Rural Development Program-Adaptable Program Loan Phase 3 (MRDP 3).
The nine municipalities were named as Socorro, Del Carmen, Sison, Tubod, Gigaquit, Malimono, Placer, Bacuag, Alegria, all in Surigao del Norte, and this city.
Local officials said these towns and this city are set to benefit from the R190 million funding under the MRDP 3 program.
The MRDP 3 is a poverty alleviation initiative implemented through the Department of Agriculture (DA) ande jointly funded by the World Bank, national government, and various local government units (LGUs).
MRDP seeks to further improve rural incomes and achieve food security through agri-fishery, water system improvement, infrastructure, livelihood enterprise, and biodiversity conservation projects.
The announcement was made by Surigao del Norte 1st District Rep. Francisco T. Matugas, and Surigao del Norte Governor Sol F. Matugas during a planning, budgeting, and consultation meeting at a city hotel and convention center here over the weekend.
The meeting, attended by other top officials of the province, including town mayors and budget officers and line agencies of the government, aimed at developing good planning and budgeting for effective governance.
It was learned that development planning for effective governance governing the dual role of local government units – the political unit and the corporate body – and service flow chart were also tackled during the meeting.
The meeting also emphasized budgeting processes, roles, responsibilities, and challenges regarding the program.
Both the lawmaker and the governor cited the vital role of mayors in all social services program currently implemented by the Aquino administration, particularly infrastructure projects and the Pantawid Pamilyang Pilipino Program or 4Ps.
“Everybody here has a vital role to play to improve the living condition of our people and move this province forward,” stressed Congressman Matugas.
He said other towns of the province will also be covered under the MRDP 3 program.

The fourth week of August saw gold prices surging to a record high of more than US$1,900 an ounce on the back of heightened demand triggered by fears of another global slowdown.
Along with US Treasury assets (at least until recently) and German bonds, gold is a safe haven for investors looking to minimize their risk exposures. Various studies have shown that the demand for gold is inversely related to that for other assets such as stocks and equities: that is, uncertain economic prospects push investors away from traditional yet riskier assets like equities and towards relatively safer instruments like gold.
Demand for gold increases during times of uncertainty, not because gold has intrinsic value per se, but because it serves as a focal point--a guide or benchmark that people use to weigh their decisions. Gold has had this property throughout much of history. Before World War I, for example, the world economy even operated under the gold standard; that is, the currency of most countries was convertible directly into gold.
Nowadays, people use gold as a benchmark because it is traditionally unaffected by economic shocks; put another way, investors take advantage of this property and, therefore, use gold as a hedge against riskier investment instruments. The recent upward movements in gold prices can be attributed to this safe-haven motivation behind the demand for gold.
Even after the US debt-ceiling crisis was resolved earlier this month, investors remain wary of the US’ capacity to meet its obligations. This uncertainty was embodied in Standard & Poor’s decision to downgrade the US’ credit rating from triple-A to AA+.
In addition, relatively high and sticky unemployment in the US continues to dampen business confidence. With unemployment still hovering at around 9 percent, consumer spending and has also taken a blow; according to the Thomson Reuters/University of Michigan, the preliminary index of consumer sentiment has reached a 30-year low of 54.9.
Coupled with burgeoning crises in the Euro zone (Ireland, for example, has just been downgrade by Moody’s to “junk” status), this latest development casts a bigger cloud of doubt over global economic prospects. Greece, Ireland, and Portugal have already received bailouts from the European Financial Stability Fund (EFSF), a fund set up by the Euro area member states to safeguard financial stability in the Euro zone. Concerns have significantly grown over the fiscal conditions of Italy, Spain, and even France, which are now seeing record-high debt-to-GDP ratios.
Industrial production in the 17-nation Euro area has also fallen by 0.7 percent in June from May. Even Germany, a symbol of strength and stability in the troubled region, has an ominous outlook.
All these mean that very risk-averse investors and institutions such as money market funds and pension funds that are required to hold only AAA-rated assets will be compelled to sell US Treasury assets. In addition, central banks will try to reduce their holdings that are denominated in US dollars, with the aim of lowering their exposure to the currency. S&P’s downgrade of US Treasury assets also indicate that US spending cuts will be inevitable. These will further reduce consumer spending, which in turn will diminish private sector earnings. Therefore, the prospect of future spending cuts portends even slower economic growth, leading to a rush from equity investments and inbound flows towards gold.
Meanwhile, in Europe, investors flee from Spanish and Italian bonds, pushing up their yields and, therefore, their governments’ borrowing costs. Rumors have also emerged that France will be the next to lose its AAA credit-rating.
These trends in the world’s largest economies continue to bring down investor confidence in markets, thus spurring the demand for gold and pushing its price upwards.

SURIGAO CITY (MindaNews/03 August) – Taganito Mining Corporation, now under the Nickel Asia Corporation Group of Companies, has paid a total of P72.5 million to the Mamanwa, the indigenous peoples on whose ancestral domain the mining firm operates in Claver, Surigao del Norte.
Jane Urbanek, Group Community Relations Manager, told the 1st Caraga Media Conference last Saturday that after the payment of P51.5 million in February 2009, for the 1% royalty from July 2006 to December 2007, the firm paid P21 million to the Lumads’ association, on December 18, 2009 for the 1% royalty for the year 2008.
Under the Philippine Mining Act and the Indigenous Peoples Rights Act, the Indigenous Peoples (IPs) or Lumads on whose ancestral domain a mining firm operates, are entitled to a royalty/share of 1% of the gross production/output.
TMC on February 19, 2009 deposited P51,536,292.46 to the account of the Asosasyon sa Madazaw na Panagkaisa nan mga Tribong Mamanwa sa Taganito ug Urbiztondo (Ampantrimtu) in the Land Bank of the Philippines branch in Surigao City.
TMC President Gerard H. Brimo, in his letter to lawyer Jose Dumagan, acting regional director of the National Commission on Indigenous Peoples (NCIP) said the amount “represents 1% of our gross sales of Nickel laterite computed from July 2006 (the date of our Memorandum of Agreement with the Ampantrimtu) to December 2007 from our Taganito mine.”
“We believe that this is the largest IP royalty payment to date by any mining company pursuant to the 1995 Mining Act and the IPRA (Indigenous Peoples Rights Act of 1997). We are delighted to play such a major role in the advancement of our Mamanwa brothers and we look forward to continuing good relations with them and the NCIP.”
Brimo also said that once the audited sales figures of laterite shipments in 2008 are finalized, “we will provide a similar computation for the royalty due. In the absence of any specific guidelines on when this should be paid, we propose to pay the 1% royalty on sales for the first half of 2008 at the end of June and the royalty for the second half or 2008 at the end of September.”
Urbanek told MindaNews that the payment for the 2008 royalty was made on December 18, 2009.
She said TMC will be paying P10 million “more or less” for the 2009 royalty. “This is subject to the agreed-upon sharing between the Taganito/Urbiztondo Mamanwa community and the Indirectly Affected Mamanwa communities. NCIP would have the documents pertaining to their sharing agreements, and the figures.”
Asked about the royalty payment for the first six months of 2010, Urbanek replied, “Usually, we compute on a yearly basis. 2010 is not over yet.”
Changes have apparently been made on the payment schedule since Brimo’s February 2009 letter proposed payment for the first half and second half of the year.
A nickel processing plant is now at its initial stage of construction. “We are on the initial stage. First year. It will take about four years to complete the project. During the construction stage, a maximum of about 4,000 workers will be needed,” she said.
Urbanek added that when the plant’s operations start, “only about 1,000 skilled staff will be needed.”
Urbanek also said the company paid P822 million taxes in 2008 and 2009 but could not say how much of this went to the coffers of Makati, the firm’s main office, and how much went to the coffers of Barangay Taganito, Claver town and Surigao del Norte province.
The Taganito Times issue of January to March 2010 said TMC paid P387 million in 2008 and P316 million in 2009 for national taxes (income tax, excise tax, customs, VAT, documentary and royalty tax). It also paid 6.4 million local taxes (business tax, real property, occupancy fee, community tax, registration fees, wharfage fees and permit fees W/T on), and P61.1 million in 2008 on withheld taxes (payroll, w/t on royalties, w/t on dividends/expanded); and P39.7 million in 2009.
Out of 822 million paid in 2008 and 2009, a total of 15.4 million in local taxes were paid.
Urbanek told the conference participants that the Mamanwas are now being trained for livelihood and that they would soon sell “pizza and pasta” with the construction workers as their market. “They love (pizza and pasta),” Urbanek, who claims to be an IP from Palawan, said of the Mamanwa.
Asked further about this plan in an e-mail, Urbanek replied to MindaNews: “The Mamanwa Store and Cafe is going to be constructed this month. The building plans are ready. There will be training on: how to manage a business like this (their products, grocery and cafe), simple bookkeeping, marketing, menu-making, pricing, quality control, waitering, cashiering, etc. This store will be the display center of the Mamanwa products like their mats, bead necklaces and other baskets, their farm products…Pizza and pasta are going to be ‘additions’ to their menu… bearing in mind the big market of workers in the area because of the THPAL project.”
In September last year, Sumitomo Metal Mining of Japan and Nickel Asia Corporation, the country’s biggest nickel mining group, signed a memorandum of understanding in Japan to proceed with a $1.3-billion nickel-processing plant in the municipality of Claver, Surigao del Norte.
TMC will supply all of the required nickel ore to the plant over an estimated 30-year project life, while Nickel Asia will take a 20- to 25-percent equity interest in the project under a joint venture company called THPAL Corp. The output of the plant, a mixed nickel-cobalt sulfide, will be purchased by Sumitomo for final processing at its refinery in Japan.

SURIGAO CITY, Sep. 8 (PIA) -- Tourists, neighboring townsfolk and covering journalists will once again be treated to a cultural festivity as Surigaonons will showcase not only their rich culture but also their unique rhythm through the staging of the Bonok-Bonok Maradjaw Karadjaw Festival 2011 on Friday, Sep. 9.
The Bonok-Bonok is a ritual dance originated from the Mamanwa tribe which has passed down through the generations and still being practiced today in honor of their patron Saint San Nicolas de Tolentino.
Ten contingents from various barangays, schools and towns in the province have confirmed their participation in the two categories- the Bonok-Bonok based and Free Interpretation.
The participants confirmed to join the Bonok-Bonok based category include R.C. Ouano Memorial Elementary School-Barangay Cagniog, Barangay Washington, Barangay Mat-I, Barangay Manjagao, and Barangay Rizal in cooperation with B. Vasquez Central Elementary School and Rizal National High School. For the Free Interpretation category, the participants include Surigao Norte National High School, Municipality of Tagana-an, Municipality of Alegria, Barangay Lipata, and Barangay Buenavista.

SURIGAO CITY, Sept. 9 (PIA) -- Senior Tourism Operations Officer Roselyn Merlin today said the famous Bonok-bonok Maradjaw Karadjaw contingent of this city will not participate in the 2012 Sinulog Festival in Cebu City.
In an interview at the city hall here, Merlin said joining in the prestigious Sinulog Festival in Cebu City next year is not practical considering the financial aspect the city and province will incur to organize a contingent.
Merlin said it was in 2004 where Bonok-Bonok Maradjaw Karadjaw Contingent from Surigao City was last seen in the Sinulog Festival.
It can be recalled that the contingent from the Caraga Region has gain prestigious awards in the history of Sinulog Festival. They became champion for consecutive years in the 1980s and 1990s, thus bringing honor not only to the city but to the region, as well.
Meanwhile, in time with the fiesta celebration of the city today, ten contingents coming from the neighboring municipalities and barangays will vie for the top prize in the Bonok-Bonok based and Free Interpretation categories, as the city will once again stage this afternoon the 2011 Bonok-bonok Festival.
The tourism officer of the city said prizes last year were doubled to invite more contingents. She also said local government units in as far as Visayas were invited to the festival but unfortunately, only the neighboring municipalities have confirmed their participation aside from the contingents in the barangays.
Prizes for the free interpretation category are as follows: P200,000 plus trophy for the 1st prize; P150,000 plus trophy for the 2nd prize; P100,000 plus trophy for the 3rd prize; and P20,000 each for the consolation prize.
Special awards for Best in Street Dancing is P50,000 plus trophy; Best Choreographer is P20,000 plus trophy; and Best in Musicality is P20,000 plus trophy.
Winners in the Bonok-Bonok based category will receive the following prizes: P100,000 plus trophy for the 1st prize; P75,000 plus trophy for the 2nd prize; P50,000 plus trophy for the 3rd prize; and P20,000 each for the consolation prize. Special awards for Best in Street Dancing is P50,000 plus trophy; Best Choreographer is P20,000 plus trophy; and Best in Costume is P20,000 plus trophy. (PIA-Caraga)

SURIGAO CITY, Sept. 9 (PIA) -- Senior Tourism Operations Officer Roselyn Merlin today said the famous Bonok-bonok Maradjaw Karadjaw contingent of this city will not participate in the 2012 Sinulog Festival in Cebu City.
In an interview at the city hall here, Merlin said joining in the prestigious Sinulog Festival in Cebu City next year is not practical considering the financial aspect the city and province will incur to organize a contingent.
Merlin said it was in 2004 where Bonok-Bonok Maradjaw Karadjaw Contingent from Surigao City was last seen in the Sinulog Festival.
It can be recalled that the contingent from the Caraga Region has gain prestigious awards in the history of Sinulog Festival. They became champion for consecutive years in the 1980s and 1990s, thus bringing honor not only to the city but to the region, as well.

no rules for a city being not Highly urbanized. every city i think can make a thread but just make sure that it is well updated. say for example some SHOP AND DINE THREADS are now closed coz they found it out of date..IMO lang @dapa_city :):)
