DAPA, Siargao Island, Surigao del Norte, Philippines — After thorough deliberations and discussions from the committee level up to the plenary sessions, a measure establishing research stations for high-value sea marine species in four fast-growing coastal municipalities in Surigao del Norte was approved by the House and endorsed to the Senate.

House Bill No. 5153 seeks to establish stations for fish breeding and/or hatcheries for grouper, prawn, lobster, crab and other high-value marine species in the municipalities of Dapa, Del Carmen, Socorro and Pilar in the province of Surigao del Norte.

Under HB 5153, the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture (BFAR-DA) will be authorized “to establish, acquire and maintain such stations, facilities and equipments.”

“The research station for fish breeding and/or hatcheries may promulgate such rules and regulations regarding the breeding, propagation and distribution of fries, fingerlings and spawners to those engaged in the fishing industry,” the bill said.

The funding for the research stations will be included in the annual General Appropriations Act.

“This bill is really a big help to our fishermen in this part of Mindanao,” said Surigao del Norte 1st district Rep. Francisco T. Matugas, who authored the measure

i still worry of the after mining scene. hamuk nahimu ghost town after mining operations closed, di ra kun dire sa pilipinas but all over the world. mu close man gajud eventually kay mahurot man an tag mina.

Iv seen the open pit mine of greenstone, its as big as the whole grandstand tapos arang kalayom. its a permanent scar on the landscape, something which cannot be covered up or rehabilitated pagkahurot nan gold (sorry inday uno globe man nabutang an una.:). They have also made a new river bed to divert an existing river (or creek laong nila).

i hope we have planned for the future kay basin kalipay kuman. kasakit silom. may ato na preview what will happen when mining operations close, an nahitabo sa nonoc.

This morning, a motorcade in the major thoroughfares of the city marked the beginning of the celebration spearheaded by the City Tourism Office and Surigao City Tourism Council. It was followed by a short presentation of Tourism Excellence Award to several tourism enterprises of the city and the awarding of Special Thanks and Recognition (STAR) Award to the Bonok-Bonok Festival 2011 working committees.

The simple ceremony was held in front of the city hall building and was graced by Department of Tourism-13 Regional Director Leticia Tan, City Vice-Mayor Danilo Menor and Councilor Jose Begil, Jr.

Sr. Tourism Operations Officer Roselyn Armida Merlin said part of the series of activities is a video showing of city’s tourism attractions to the different schools starting on Sept. 27.

On Sept. 28-29, Merlin said a planning workshop will be conducted for the formulation of the city’s Tourism Development Plan. (PIA-Surigao del Norte)

Surigao Island, Philippines (Tuesday, 27 September, 2011) - Cooper Chapman (North Narrabeen, NSW/AUS) took out the inaugural Billabong Pro Junior Asia presented by Sony Ericsson in an action packed Final over Oney Anwar (Lakey Peak, INDO). With a new swell coming in from a different direction competition was forced to move down the reef to a spot referred to as Cloud 8.

Chapman took control of the Final right from the start, earning the highest wave score with his opening ride, a 7.17 (out of a possible 10).

“My Pop is really sick at the moment, so I won this event for him!” Chapman said. “They weren’t the best waves in the Final, but I’ll take it. We had good waves earlier in the week so I guess to make it to the Final Oney (Anwar) and I had to prove ourselves in all conditions.”

Anwar was a standout performer all event, both in the air and in the tube, but was unable to put some scores on the board in the Final.

“I’m really happy, we didn’t get good waves in the Final but I’m happy with 2nd place,” Anwar said. “2nd is a great way to start the Pro Junior Series season. I’m already excited about the next event! I’m happy for Cooper, he’s a great friend and surfed really well all event.”

Philmar Alipayo (PHL) the hometown hero was eliminated in Semifinal 1 by Cooper Chapman. Alipayo finished equal 5th place and takes home $1,900 USD, a huge amount of money for the Surigao local – the equivalent of nearly 2 year’s full-time work on the island. Alipayo advanced into the Semifinals after the withdrawal of Noa Deane (QLD/AUS), Deane had to return to Manila after losing his passport on the long journey to Surigao Island.

“This is a good result for me,” Alipayo said. “Maybe if the waves were barreling at Cloud 9 I could have won, but it’s ok, I am so happy! I think I will get a bank account and save the money for my future.”

Contingent from Del Carmen town bagged the championship prize of P100,000 in the recently-concluded Siargao Sajaw Festival held in this surfing town of Siargao Island in the province of Surigao del Norte.
The Municipality of Dapa contingent who was Dapa Sinulog Festival grand champion bagged the first prize of P50,000 while Sapao-Sapao Dance Festival winner, the Municipality of Sta. Monica contingent, won second place earning them cash prize of P40,000.
The Siargao Sajaw Festival formed part of the 17-day long festivities for the 2nd Siargao Surfing Festival which includes other activities like Beach Volleyball and Basketball tournaments, singing and talent contest, Agri-Aqua Trade Fair and Exhibits, Fun Run for a Cause to Save Environment, Fashion Show, Battle of the Bands, Search for Miss Siargao 2011, Bikini Open and several lined up Cultural Shows.
For the Sajaw Festival, the Surigao del Norte Provincial Government provided each municipal contingents with P50,000 Financial Assistance after contingent heads were clamoring for it saying preparations alone for the contest, notwithstanding other incurring expenses like providing transportation, lodging and meals, cost them hundreds of thousands of pesos to sustain a contingent.
Governor Matugas and the members of the Provincial Board, seeing the financing side needs of each contingent, agreed to provide them each with financial assistance win or loss but participated in the Sajaw competition.

The Siargao Sajaw Festival formed part of the 17-day long festivities for the 2nd Siargao Surfing Festival which includes other activities like Beach Volleyball and Basketball tournaments, singing and talent contest, Agri-Aqua Trade Fair and Exhibits, Fun Run for a Cause to Save Environment, Fashion Show, Battle of the Bands, Search for Miss Siargao 2011, Bikini Open and several lined up Cultural Shows.
For the Sajaw Festival, the Surigao del Norte Provincial Government provided each municipal contingents with P50,000 Financial Assistance after contingent heads were clamoring for it saying preparations alone for the contest, notwithstanding other incurring expenses like providing transportation, lodging and meals, cost them hundreds of thousands of pesos to sustain a contingent.
Governor Matugas and the members of the Provincial Board, seeing the financing side needs of each contingent, agreed to provide them each with financial assistance win or loss but participated in the Sajaw competition.

Surigao Island, Philippines (Tuesday, 27 September, 2011) - Cooper Chapman (North Narrabeen, NSW/AUS) took out the inaugural Billabong Pro Junior Asia presented by Sony Ericsson in an action packed Final over Oney Anwar (Lakey Peak, INDO). With a new swell coming in from a different direction competition was forced to move down the reef to a spot referred to as Cloud 8.

Chapman took control of the Final right from the start, earning the highest wave score with his opening ride, a 7.17 (out of a possible 10).

“My Pop is really sick at the moment, so I won this event for him!” Chapman said. “They weren’t the best waves in the Final, but I’ll take it. We had good waves earlier in the week so I guess to make it to the Final Oney (Anwar) and I had to prove ourselves in all conditions.”

Anwar was a standout performer all event, both in the air and in the tube, but was unable to put some scores on the board in the Final.

“I’m really happy, we didn’t get good waves in the Final but I’m happy with 2nd place,” Anwar said. “2nd is a great way to start the Pro Junior Series season. I’m already excited about the next event! I’m happy for Cooper, he’s a great friend and surfed really well all event.”

Philmar Alipayo (PHL) the hometown hero was eliminated in Semifinal 1 by Cooper Chapman. Alipayo finished equal 5th place and takes home $1,900 USD, a huge amount of money for the Surigao local – the equivalent of nearly 2 year’s full-time work on the island. Alipayo advanced into the Semifinals after the withdrawal of Noa Deane (QLD/AUS), Deane had to return to Manila after losing his passport on the long journey to Surigao Island.

“This is a good result for me,” Alipayo said. “Maybe if the waves were barreling at Cloud 9 I could have won, but it’s ok, I am so happy! I think I will get a bank account and save the money for my future.”

Surigao City awards outstanding local tourism enterprises, Bonok-Bonok festival 2011 working committees

SURIGAO CITY, Sept. 27 (PIA) -- The city government of Surigao recently presented the Tourism Excellence Award to outstanding local tourism enterprises in the city in recognition of their commitment to excellence and for consistently delivering significant contribution to the city's tourism development.

It was learned that, Philippine Gateway Hotel received the award of the highest number of hotel guests throughout the year 2010 among the hotel accommodation with 19,403 guests recorded.
Hotel Tavern received the highest occupancy rate for hotel accommodation category with 75.96% increase; Gunter Pension Hauz with 84.90 % increase for pension houses category; and Big Brother Hauz with 44.44% increase for apartelle establishments. Also, SLB Pension Annex received a 'Prompt Submission of Tourist Arrival Report' award for its prompt submission of monthly tourist arrival data from January up to present.
Bethlehem (House of Bread) and Bastie Coffeeshops & Resto also received the award for New Tourism Related Investment category in promoting tourism and demonstrating positive economic impacts in the city of Surigao; and Diwata Highlands received the award for New Tourism Attraction.
Meanwhile, members of the Bonok-Bonok Festival working committee headed by Festival Director Richard Nick Amores were also given the Special Thanks and Recognition (STAR) award for their remarkable services and contribution during the Bonok-Bonok Maradjaw Karadjaw Festival 2011 held on September 9, 2011. Foreign crocodile experts studying Agusan crocs

SIARGAO ISLAND, Surigao del Norte, Philippines – Foreign crocodile experts from the non-government organization World Conservation Union (WCU) are now studying the origins of saltwater crocodiles found in the Agusan Marsh and swamps in
Del Carmen town here.
American Peter Webb Graham, a member of the WCU’s Crocodile and Wildlife Conservation Project, recently visited the swamps of Del Carmen and Bunawan in Agusan del Sur, where the 21-foot crocodile “Lolong” was captured last month.
Graham said they are studying the similarities of Lolong with another 19-foot crocodile known as “Kibol” that was captured at the swamps of Del Carmen in Siargao Island in 1992.
He said both Lolong and Kibol are saltwater crocodiles.
Lolong is being kept in a fenced pond at the remote Barangay Consuelo in Bunawan, Agusan del Sur, while Kibol, which means amputated in English because the animal’s tail had been cut, is now at the Palawan Crocodile Farm in Puerto Princesa City.
Graham said they are studying the possibility that the species of Lolong and Kibol have the same origin even though the two animals thrived in different places.
He said both Kibol and Lolong have the same features and have attacked humans and animals alike.
The American expert said the study would also include how saltwater crocodiles breed in freshwater swamps like the 96,000-hectare Agusan Marsh, the second largest wetland area in the country.
Local government officials and a team from the Palawan Wildlife Rescue and Conservation Center captured Lolong after the animal reportedly killed several local fishermen.
Lolong had been confirmed to be the largest crocodile in captivity in the country and could be a candidate for the Guinness Book of World Records.
On the other hand, Kibol had terrorized residents in Del Carmen since the late 1970s up to the early 1990s.
Experts from the Department of Environment and Natural Resources (DENR), local officials of Surigao del Norte, and non-government organizations went on a massive hunt for Kibol at Siargao Island.
Even the late House Speaker Ramon Mitra joined the hunt and after several months the giant crocodile was captured and airlifted to the Palawan Crocodile Farm.
Del Carmen Mayor Alfredo Matugas Corro said the PAWB and the Palawan Wildlife Conservation and Crocodile Preservation Center would put up a protected crocodile sanctuary in Del Carmen town.
Corro said Del Carmen officials have been preserving the swamps’ biodiversity.
The DENR and other concerned government agencies as well as environmental groups have given Del Carmen several awards and commendations for the town’s programs for the protection of the environment and climate change projects.

My reason is posted above already. Too much money is already in his hands, unliquidated funds and involvement to environmental scandals. Evidence? Lifestyle changes like buying his own speed boat, new mansion. His SAL also exceeds that of Mayor Uy when infact the Mayor has more businesses than of his. The SAL was posted here before and if I can recall it right, the governor has P26 million while mayor has 17 million. Really an unexplained wealth!

Dipolog City – The Orchid City

Dipolog City lies in the island of Mindanao in the Southern Philippines. Located at Zamboanga Peninsula’s Northwest rim. Dipolog City’s boundaries are Dapitan City on the north, Katipunan on the south, Polanco on the east, and Sulu Sea on the west.

The climate in Dipolog City is moderate and mild. Dipolog City always has an invigorating atmosphere. The cool Northeast Wind locally known as Amihan is the prevailing wind. February to April is the dry season, June to January is the rainy or wet season, and April is the hottest month of the year.

Dipolog City is elevated 2.5 meters above sea level. Most of the areas in Dipolog City are rolling terrain with lowlands. Dipolog River is the main waterway that drains down to Sulu Sea. Other water bodies are also present including Katipunan, Layawan, and Diwan Rivers with Olingan, Gusawan, and Miputak Creeks.

Cebuano is the main dialect used in Dipolog City. Various dialects are also spoken due to tribal groups living in the area.

On June 6, 1952, the Philippines Congress approved Repuclic Act 711 making Dipolog Municipality the capital town of Zamboanga del Norte, Philippines. Dipolog City is also known as “The Orchid City”. The orchid species referred to are Dipolog City’s native orchid called “Pangadlaw”. It is a white orchid that symbolizes purity in heart. Dipolog City garnered many honors in academic, sports, cultural, and other competitions in the regional and national levels.

Magsaysay Park is the center of Dipolog City. It’s a landscaped park for people to relax, stroll or do early morning exercises. Magsaysay Park is located just in front of City Hall.

The Holy Rosary Cathedral is a symbol of Dipolog City’s religious character. Dr. Jose P. Rizal, the Philippines’ national hero designed the cathedral’s altar in 1894.

The Sta. Cruz marker in Dipolog City is a cross that the migrating Boholanos of the Visayan Island in the Philippines planted on May 3, 1905. This cross faces the Holy Rosary Cathedral on the other end of Rizal Avenue.

The Linabo Peak’s 3003 Steps in Dipolog City is conducive for hikers. Linabo Peak is the highest elevated point in Dipolog City. A community chapel was built at the peak, a great place for Lenten season retreats.

Dipolog City has other interesting sites you can’t fail to visit when you’re there. The Pamansalan-OISCA Forest Park, Sicayab Beach, and Sungkilaw Falls are just a few of the tourist attractions.

There are a lot of hotels and restaurants in Dipolog City so board and lodging is never a problem. From Manila, Philippines you can fly to the Dipolog Airport for about an hour and a half. The locals are friendly and hospitable making your stay enjoyable.

The city is proposing for a whirlpool watchpad / viewpad at bitaugan.
We are asking for funding from the Philippine Tourism Office for 2.3M for the project.
