Science high school to rise in Siargao

GENERAL LUNA, Siargao Island, Surigao del Norte, Philippines – After years of waiting, a science high school will finally rise in this “paradise island” of Surigao del Norte.

The dream of parents, teachers and local officials came true when Budget Secretary Florencio Abad Jr. along with his wife Rep. Dina Abad, lead the groundbreaking ceremony for the General Luna Science High School Saturday.

Abad will be accompanied by Surigao del Norte Rep. Francisco T. Matugas (1st District), Gov. Sol F. Matugas and General Luna Mayor Peter Ruaya.

The Department of Budget and Management (DBM) has released an initial P6.5 million for the General Luna Science High School.

The department also lined up and approved the construction of the P53-million provincial hospital in Barangay Sta. Cruz in Placer town, Surigao del Norte.

It was gathered that the construction of the provincial hospital in Placer is very vital since it will cater the medical needs of thousands of village communities along the southern part of the province.

SURIGAO CITY, Philippines – Encouraged by the discovery of several tourist spots that attract big number of foreign and domestic visitors, the city government of Surigao has started formulating a Tourism Master Development Plan (TMDP), it was learned Friday.

The TMDP aims to develop more facilities in both the identified tourism areas and the newly discovered ones, including the one of a kind sea “whirlpool” area.

To add initiative to the plan, City Mayor Ernesto T. Matugas issued an Executive Order No. 20 series of 2011 calling for the drafting of a set of goals and objectives for a sustainable development of tourism industry in Surigao and to identify the necessary programs and activities.

Because Surigao has acquired the reputation as the “City of Island Adventures” in Mindanao, a tourism master plan will help city authorities cater to the expected influx of visitors and tourism investors.

The city government also opened a public-private-partnership (PPP) for investors who are interested in developing several tourism destinations in the city and neighboring areas.

The city of Surigao is the stepping board in going to the fishing and surfing areas of Siargao Island.

The issue with Pagadian really was the lack of historical timeline explanation as to why and how that city got its slogan. If not for some reporter who circulated his editorial that grab some attention, perhaps another name may have came out. Speaking of names and to put things in order, isn't Dipolog also known as the "Bottled Sardine Capital"?!. Make no mistake, if not for my diet restrictions, I never ran out of this in our kitchen cup board, they are delicious indeed!

Right, aside from the Orchid City, it has also that name which indeed a good contribution to the income of the city. Montano sardines has the superior quality among all bottled sardines brands but nevertheless the others like Zaragoza, Mendoza, etc. are also delicious.:)

Fish Handling and Processing Training held in Dipolog city

DIPOLOG CITY, Sept. 30 (PIA) -— More or less 34 fisherfolks from the different municipalities of Zamboanga del Norte have just completed a three-day Fish Handling and Processing Training conducted by the Regional Fisheries and Livelihood Programme for Southeast Asia-Philippines in Dipolog City.

It was held at the Livelihood Skills Development Enhancement Center (LSDEC) in Galas, Dipolog City from September 27 to 29, 2011.

The participants, composed of Fish Processors, Small Fisherfolks and Women in Fisheries came from the municipalities of Liloy, Salug, Labason, Sindangan, Manukan, Leon Postigo, Roxas, katipunan, Sibutad, Roxas, and the cities of Dipolog and Dapitan.

The resource speakers were Food and Agriculture Organization represented by Jasmin Espejo-Hermes (FAO Consultant) and Jonelo Sobrequel, the Post Harvest and Marketing Specialist.

BFAR-9 Regional Director Virgilio Alforque, who graced the opening of the three-day activity, said, the trainings given to the fisherfolks is one of the strategy adopted by the government to help the poor fishermen improve their quality of life. “The newly-trained fisherfolks are now expected to share their knowledge to other fishermen in their area, “Alforque said.

The Fish Handling and Processing Training is one of the poverty reduction program of BFAR, funded by the Spanish government.

Alforque said Spain has provided The Philippine Government through BFAR P2.4 million for the training of fisherfolks in Zamboanga del Norte.

“Zamboanga del Norte was chosen to be the first beneficiary of the training, being one of the poorest province in the country,” Alforque said.(JPA/ATR/PIA9-Zambo Norte)

At 9:30 in the morning, 03 October 2011, six (6) trucks of heavily armed group, mostly IPs, attacked the Taganito Mining Corporation at Barangay Taganito, Claver, Surigao del Norte.

Around 10:30 am, Engr. Jose Anievas, For. Rogel Cabauatan and two (2) others were taken to Surigao del Sur area.

The Army was dispatched at 9:00 am to respond to the situation however, was met by NPA blocking force at Claver cemetery. No helicopter support was send off since all of the units are grounded. However, they are pushing to reach Barangay Taganito, Claver, Surigao del Norte.

Taganito Mining Corporation suffered damages: burned buildings, LCT and equipment. The wharf was reportedly blasted. Four (4) casualties were also reported (Security Guards).

At Platinum Group Metals Corporation (PGMC), one (1) guard was reported dead and two (2) barges burned.

At Taganito HPAL, Administrative Manager Mr. Donald Aloy was taken, and equipment burned.

Dipolog City booms as tourist destination

Dipolog City Mayor Evelyn T. Uy disclosed the other day that two hotels are under construction in the city that is fast becoming a premier tourist destination together with twin city of Dapitan in the region of Zamboanga Peninsula.

One of the two hotels is a seven-storey building with 60 rooms. The other is a four-storey building with registered name West in Court and two pension houses.

Mayor Uy said the increase in the number of hotels in the city is due to the increase of visitors and tourists coming to Dipolog and Dapitan City.

According to Uy, there are five car distributors in the city — Isuzu, Toyota, Honda, Kia and Hyundai. Robinson Mall will construct a mall in a total land area of 5,000 square meters in the city. Another newly completed mall in Dipolog City is Lee Plaza.

A new sports complex is likewise under construction in Dipolog for it to be able to host national and local sports competitions.

Moreover, the Dipolog city government is now constructing 40 stalls at the city’s splendid boulevard for the convenience of tourists and local residents.

Tourists attractions in Dipolog include the 3003 steps at Linabo Peak, Sungkilaw Falls, Buklogan at Cogn Eco-Tourism Park and kayaking at Dipolog River.

MANILA (Reuters) - Hundreds of Maoist guerrillas killed three men, took hostages and torched equipment and facilities in an attack on a major nickel mine in the southern Philippines on Monday, security officials said.

Three members of the private security agency guarding the Taganito Mining Corporation (TMC) in Surigao del Norte province on the southern island of Mindanao were killed when they tried to stop the rebels, Colonel Rodrigo Diapana told reporters.

"We got reports that four people were also taken captive," he said, adding extra troops and two helicopters were sent to track down the rebel group. Later, two of the hostages were reported to have been freed.

Taganito is a unit of Nickel Asia Corp, which is partly owned by Japan's Sumitomo Metal Mining Co Ltd.

Reynaldo Rafal, regional police chief, said there were dozens of Japanese nationals who were working in nearby mines when about 200-300 rebels, some in army uniforms, stormed the nickel project site in Claver town.

Another group of rebels attacked the nearby Platinum Metals Group Corp also in Claver town, Surigao del Norte. Three hours later, another mine site operated by another Taganito company, Taganito HPAL Corporation, was also attacked by rebels.

Maoists have been fighting to overthrow successive governments for more than 40 years. Peace talks resumed with the current government in February after a break of six years, but further planned talks have since repeatedly been delayed.

The rebels extort money from businesses in areas they control, calling it 'revolutionary taxation', and are a major impediment to investment outside urban areas.

"These acts were a form of punishment because mine owners did not give in to the extortion demands," said Major Eugene Osias, an army spokesman, adding they expected more attacks because the rebels were desperate for funds.

INDEFINITE SUSPENSION

Nickel Asia, the Philippines' largest nickel producer, suspended operations at the mine indefinitely.

"We understand that certain equipment of TMC, as well as our affiliate, Taganito HPAL Corporation, were burned," the company told the stock exchange.

Security officials said the rebels seized three Taganito Mining Corporation officials at roadblocks and used them to get into the mining sites.

After disarming private security guards at the site, the rebels herded all the people in an open area and set fire to equipment and facilities, Rafal said.

The rebels burned trucks, digging equipment, and the TMC guesthouse. They also seized several guns from private security guards and smashed computers in the site offices.

In December 2010, Maoists threatened to step up attacks on mines in the Philippines saying they destroyed the environment, displaced indigenous people and took mineral wealth from poor Filipinos.

In June, Nickel Asia said its sales volumes were likely to increase about 20 percent this year, with most material going to China. It aimed to sell about 10 million tons of ore this year, topping 8.3 million tons last year.

MANILA, Oct 3 (Reuters) - Nickel Asia Corp , the Philippines' largest nickel producer, said on Monday it suspended mining operations and nickel ore loading activities at its Taganito Mining Corp (TMC) unit following an attack by an armed group.

Nickel Asia, partly owned by Japan's Sumitomo Metal Mining Co Ltd , did not say when the Taganito mine at Claver town in Surigao del Norte province in southern Philippines will reopen.

"We understand that certain equipment of TMC, as well as our affiliate, Taganito HPAL Corporation, were burned," the company told the stock exchange.

Police and army officials said hundreds of Maoist guerrillas attacked three mining projects, including the Taganito mine, on Monday, burning equipment and facilities. They said rebels were stepping up attacks to raise funds.

The rebels, some wearing military uniforms, seized three officials of Taganito Mining Corporation at roadblocks, using them to gain entry into the mining sites, said Reynaldo Rafal, regional police chief.

After disarming private security guards at the site, the rebels herded all the people in an open area and burned down equipment and facilities, Rafal said.

Another group of rebels attacked the nearby Platinum Metals Group Corp also in Claver town, Surigao del Norte. Three hours later, another mine site operated by Taganito's sister company was also attacked by rebels.

The rebels burned down a total of 10 dump trucks, eight backhoes, two barges and the guesthouse of Taganito Mining Corp. They also seized several guns from private security guards and smashed computers in the site offices.

"These acts were a form of punishment because mine owners did not give in to the extortion demands," said Major Eugene Osias, army spokesman, adding they expected more attacks because the rebels were desperate for funds.

In December, rebels threatened to step up attacks on mines in the Philippines saying they destroyed the environment, displace indigenous people and took mineral wealth from poor Filipinos.

In June, Nickel Asia said its sales volumes were likely to increase about 20 percent this year, with about 60 percent of output going to China.

It was looking to sell about 10 million tonnes of ore this year, topping last year's record of 8.3 million tonnes.

BUTUAN CITY, Agusan del Sur, Philippines — New People’s Army (NPA) rebels freed two of the hostages they took from the Taganito Mining Corp. (TMC) in Claver, Surigao del Norte, late Monday, as military and police authorities continued to pursue them.
Superintendent Martin Gamba, spokesperson of the Caraga police, said one of those freed was Jose Anievas, the resident manager of TMC.
He did not identify the other freed hostage.
Gamba said two more people — including the TMC chief security, whom he did not name — remained in captivity, as of Monday evening.
Meanwhile, Gamba said none of the 20 Japanese nationals working in a joint project between TMC and the Sumito Corp. of Japan was harmed during Monday’s raid by some 300 rebels. “We can assure you that,” he said.
The Japanese nationals live on the same compound that the rebels raided in Taganito village.

Philex tapping local, foreign banks to fund $1-B copper-gold mine

Philex Mining Corp. is finalizing a package involving up to 40 percent equity and 60 percent financing to finance its $1-billion Silangan copper-gold project in Surigao del Norte.

“We’re opening up to European and Asian banks. There are a few interested local banks but foreign banks are more aggressive," said Philex vice president for business development Denis Lucindo.

“Once we get hold of the funding requirement," the company will start development works at the site by mid-2012, Luncindo said. He did not name the interested financiers.

Philex has so far spent $92 million in pre-development expenditures that covered the $55 million to buy the mining claim of Anglo-American Exploration (Philippines) Inc. and $37 million in exploration costs, the company said.

The Silangan project has an estimated 20-year mine life.

Its Boyongan and Baguyo orebodies contain as much as 9 million ounces of gold and 5 billion ounces of copper, with a combined estimated value of $22 billion, according to Philex. — VS, GMA News

This is a testament of the guerillas persistent influence in the hinterland barangays otherwise such kind of NPA mobilization could have been detected. The barangay captains are equipped with hand-held radios I suppose to alert the authorities but they are also wary with their lives and of course the rest of the poor farmers. Our valiant troops can only do so much with basic equipment and there is few operational combat helicopters that can respond quickly and gave chase. It is always easier to prevent than do damage control later. I thought the attacks in Ipil and Kolambugan had serve a lesson. This is even worst because it is a mining industry that is in the global map. The army, could have increased patrols in the vicinity as the attack on the site of construction equipment of Gaisano before is already an indicator of their renewed presence and persistence.

I can't confirm it now lit since the barangays they scouted before were far from the city's downtown. Gossips are out there that SM bought a lot in Barangay Galas but I'm not expecting them to be here for 3 more years. Still that depends on economic activities here. W/ regards to Lee Plaza, more food carts now fill the ground floor and restaurants are getting good sales like that of Mang Inasal but one of the owner of that restaurant disclosed that despite the good sales, they profit less because of high operating expenses such as the need to transport raw materials from Iloilo to this city using their own courier. I forgot to ask him on how Lee Plaza rates them but his complaints were more on the transport of raw materials. I don't know if this is the case for other Mang Inasal branches.

[Released on October 4, 2011]
Yesterday at around noon, the President received word of the NPA attack in Claver, Surigao del Norte. The President immediately convened a meeting of his Security Officials. He proceeded to monitor the situation and issue the necessary instructions, which were then implemented by the Executive Secretary as the President proceeded to meet with the Economic Cluster. Throughout the afternoon, he was in constant touch with concerned government agencies. In the evening, after his Economic Cluster meeting, the President proceeded to the Presidential Situation Room in Malacañang Park to be updated on the implementation of his orders and be briefed on further developments.
The Security Cluster is continuing the threat assessment ordered by the President, as well as a review of operational procedures. We are thankful there were no casualties.
This was an isolated incident. However, the incident undermines the Peace Process and makes it difficult to pursue negotiations. However, we remain determined to fulfill our people’s aspirations for peace. We hope that the rebels will do likewise. The communities in Surigao were the greatest victims here: the attack has affected their employment and safety.
No one should doubt our commitment to the safety of investors and our fellow citizens, who deserve to be able to pursue their livelihood without threats of extortion and violence to disturb them.

MANILA, Philippines (UPDATED) – The New People’s Army (NPA) admitted on Tuesday it was behind the attacks on several mining facilities of Nickel Asia Corporation in Surigao del Norte on Monday, saying “it is only right to punish this company.”

In a statement, National Democratic Front of the Philippines - North Eastern Mindanao Region Spokesperson Maria Malaya said the attack was in retaliation against the Manuel B. Zamora-led Taganito Mining Corporation (TMC), which the group alleged has “ravaged the area for nearly 30 years.”

Malaya added the attack was “in the implementation of the policy of the revolutionary movement related to the protection of the environment and natural resources and the defense of the rights of the Lumad people, peasants, and workers.”

The Maoist group also accused the mining firm of repressing workers' rights and evading millions of taxes.

“Instead of remitting P400 million in taxes to the [local government], through sheer bribery, the company is now only paying the local government P40 million. It is only right to punish this company,” Malaya said.

Suspension of operations, extortion

Around 200 to 300 rebels on Monday attacked Taganito Mining Corporation (TMC) in Claver town, resulting in the destruction of several facilities.

Taganito is a unit of Nickel Asia Corp., which is partly owned by Japan's Sumitomo Metal Mining Co Ltd.

Another group of rebels attacked the nearby Platinum Metals Group Corp. also in Claver. Three hours later, another mine site operated by another Taganito company, Taganito HPAL Corporation, was also attacked by rebels.

The attack forced Nickel Asia to suspend its operations indefinitely.

The military said one of the reasons for the attack was the company’s refusal to pay “revolutionary taxes” to the rebels.

"These acts were a form of punishment because mine owners did not give in to the extortion demands," said Major Eugene Osias, spokesperson of the 4th Infantry Division of the Philippine Army.

Damage

Department of Interior and Local Government (DILG) Secretary Jesse Robredo estimated the damage to properties between $1 billion and $1.5 billion.

Robredo added some 4,000 to 5,000 employees have been affected by the attack.

Taganito is a unit of Nickel Asia Corp., which is partly owned by Japan's Sumitomo Metal Mining Co Ltd.

Another group of rebels attacked the nearby Platinum Metals Group Corp. also in Claver. Three hours later, another mine site operated by another Taganito company, Taganito HPAL Corporation, was also attacked by rebels.

The attack forced Nickel Asia to suspend its operations indefinitely.

The military said one of the reasons for the attack was the company’s refusal to pay “revolutionary taxes” to the rebels.

"These acts were a form of punishment because mine owners did not give in to the extortion demands," said Major Eugene Osias, spokesperson of the 4th Infantry Division of the Philippine Army.

Damage

Department of Interior and Local Government (DILG) Secretary Jesse Robredo estimated the damage to properties between $1 billion and $1.5 billion.

Robredo added some 4,000 to 5,000 employees have been affected by the attack.

He said the government’s primary concern now is to secure the area for the immediate resumption of the mining firm’s operation. – with Reuters; ANC

[Released on October 4, 2011]
Yesterday at around noon, the President received word of the NPA attack in Claver, Surigao del Norte. The President immediately convened a meeting of his Security Officials. He proceeded to monitor the situation and issue the necessary instructions, which were then implemented by the Executive Secretary as the President proceeded to meet with the Economic Cluster. Throughout the afternoon, he was in constant touch with concerned government agencies. In the evening, after his Economic Cluster meeting, the President proceeded to the Presidential Situation Room in Malacañang Park to be updated on the implementation of his orders and be briefed on further developments.
The Security Cluster is continuing the threat assessment ordered by the President, as well as a review of operational procedures. We are thankful there were no casualties.
This was an isolated incident. However, the incident undermines the Peace Process and makes it difficult to pursue negotiations. However, we remain determined to fulfill our people’s aspirations for peace. We hope that the rebels will do likewise. The communities in Surigao were the greatest victims here: the attack has affected their employment and safety.
No one should doubt our commitment to the safety of investors and our fellow citizens, who deserve to be able to pursue their livelihood without threats of extortion and violence to disturb them.

MANILA, Philippines—Malacañang vowed Monday night to go after the communist New People’s Army rebels and bring them to justice for attacking two mines in Claver, Surigao del Norte, including one of the biggest nickel mines in the country. (Another report said a third mine has also been attacked.)
“We take today’s attacks by armed rebels on Taganito Mining Corp. and Platinum Group Metals Corp. in Claver, Surigao del Norte, seriously and are continually monitoring the situation in Claver,” Executive Secretary Paquito Ochoa Jr., said in a statement he issued late Monday.
Ochoa said the situation in the area had been contained, with all foreign nationals working at the sites “accounted for and unharmed,” and local employees “now out of harm’s way.”
“We are now exerting efforts to ensure that those responsible for these attacks are brought to justice,” Ocho said.
Ochoa, however, stressed that the attack was an isolated case that should not cast a shadow on the government’s campaign to lure more foreign investors into the country.
“This incident is an isolated case and the business community and the public can be assured that the government is on top of the situation, and that this will not deter this administration from luring investors into the country to help spur the economy and improve the lives of our people,” Ochoa also said.

Nickel Asia Corp., the country’s largest nickel mining firm, suspended on Monday operations of its subsidiary, Taganito Mining Corp. (TMC), in Claver, Surigao del Norte province, following attacks on its mining facilities by communist rebels.
The attacks are seen as a big blow to the mining sector as it highlighted security risks the Aquino administration will have to address while it seeks to attract investors.
Until recently, the mining sector was the darling of the local stock market amid buoyant global commodity prices.
Nickel Asia told the Philippine Stock Exchange on Monday that certain equipment of TMC and the smelting plant of its affiliate, Taganito HPAL Nickel Corp., were burned.
Nickel Asia has a 22.5-percent equity interest in Taganito HPAL, which is building a $1.3-billion HPAL (high-pressure acid leaching) facility. It was scheduled to start commercial operations at full capacity in August 2013.
The facility was expected to produce approximately 30,000 tons of contained nickel in 2014, the first full year of commercial operations at full capacity.
The stock market has yet to factor in reports about the attacks, which came out after the end of trading session.
Shares down
Shares of Nickel Asia, led by businessman Manuel Zamora Jr., were down by 4.6 percent to P17.26 per share alongside the bleak trading for the day. It had a market capitalization of P24.25 billion as of Monday’s close.
Joseph Roxas, president of local stockbrokerage Eagle Equities Inc., said the market would want to hear an official statement from the company on how extensive the damage was.
“Because of this, all mining firms will beef up security,” Roxas said.
Fund manager Gus Cosio, president of First Metro Asset Management, said his initial reaction was that the attack could be a stumbling block for mining.
“But I’m sure the government will try to protect other mining claims because of their economic significance. I think most mines make provisions for possibilities of things like this, anticipate that one day such visits would occur and some would try to extract so-called revolutionary tax. Nickel Asia probably already made provisions for that kind of scenario,” Cosio said.
Nickel Asia is one of the largest global suppliers of lateritic nickel ore. It accounts for over one-half of the Philippines’ nickel ore exports.
Taganito is one of Nickel Asia’s four lateritic nickel mining sites. The others are Rio Tuba, Cagdianao and Taganaan. Each site employs a low-cost open pit mining method, without the need for explosives, chemicals or complex waste handling.
It extracts two types of nickel ore: limonite ore, which occurs at the upper layer of the deposit and generally consists of lower nickel and higher iron content; and saprolite ore, which is generally found beneath the limonite layer and typically consists of higher nickel and lower iron content.
TMC, which is 65-percent owned by Nickel Asia, posted P1.14 billion in revenue from the sale of ore in the first six months, up by 4 percent from a year ago.
