And when im back last days I post only ''FIRST CLASS CITY ANG SURIGAO UI'' or in tagalog ''FIRST CLASS CITY KAYA ANG SURIGAO NOH?'' kasi nag bibase lang ako sa wiki..kasi sabi nila 2nd class. Pero an0 ang sinabi ni the_villager??? Minamasama pa y0ng c0mment ko...eh an0 naman ang masama sa p0st nayun... At u can view his statement in previous thread also you can view his other statement in 1st page or 2nd page in this thread and you may know who made and start the CvC.. so ITS n0t my Problem... ..but the probldm here is the_villager. And also Im just clarifying about HUC. k

DIPOLOG CITY, OCT. 26 (PIA)-- Close to 40 media personalities from various print and broadcast media outfits in Zamboanga Peninsula have attended the recently-concluded 3rd Zampen Regional Media Summit held in Dipolog City.
Two-day summit ended with a tour to Onay, a Museum built in Sicayab, Dipolog City in honor to the former Armed Forces Of the Philippines Chief of Staff, Alexander Yano, the first Mindanaoan from Zamboanga del Norte being appointed to the position.(JPA/ATR/PIA9-Zambo Norte)

DIPOLOG CITY, Oct. 26 (PIA) -- The provincial government of Zamboanga del Norte led by Governor Rolando E. Yebes has now found a solution to frequent brownouts in the province.
The Sangguniang Panlalawigan has recently passed a resolution authorizing the provincial governor to enter into an agreement with the Century Peak Power Company (CPPC) for the construction of a coal-fired power plant in Roxas, Zamboanga del Norte.
The power plant is expected to produce electricity from 300 to 600 megawatts, “more than enough to supply the energy requirements in the area.

DIPOLOG CITY, Oct. 26 (PIA) -- Around 100 businessmen, exporters, would-be exporters, municipal officials, professors from local colleges and other stakeholders have participated in the Free Trade Area (FTA) information campaign held here yesterday by the Department of Trade and Industry (DTI).
Bureau of Export Trade Promotion (BETP) Assistant Director Jason T. Lao disclosed that the FTA information campaign sought to drum up public awareness on the free trade agreements with partner-countries. “Presently, the utilization of FTA is very low,” he said.

DIPOLOG CITY, Oct. 27 (PIA) - - Attuning to the tempo of accessibility, availability, affordability and acceptability in the provision of health services to public, the city government here has started building its own hospital.
The project cost is P200 million with P150 million to come from President Benigno Simeon C. Aquino and P50 million as city government’s counterpart. According to City Planning and Development Coordinator Albert Alimpulos, this two-storey hospital project “is a progressive type with an initial bed capacity of 50.”
The project is expected to be completed in 2012.

DIPOLOG CITY, OCT. 27(PIA)-- Sensing the need of generating more revenues and helping the taxpayers, the Dipolog City’s Land Tax Division of the City Treasurer’s Office has decided to offer 20 percent discount to tax payers who will pay their land tax for 2012 ahead of its due date.
Land Tax Division Chief Rebecca Naquila said, the City Government is offering 20% discount to tax payers who will pay their 2012 land tax before December 31, 2011.

MANILA, Philippines—Philex Mining Corp. might be able to mine its Silangan copper-gold project for up to 40 or even 50 years, president and COO Jose Ernesto C. Villaluna Jr. said during the signing of the collective bargaining agreement between the country’s top miner and its employees’ union.
Silangan, which contains the combined Boyongan-Bayugo deposit, is located at the Surigao mineral district in Mindanao.
Villaluna said the initial mine life estimated for Silangan was 25 years based on the current resource estimate of about 400 million tons.
Depending on metal prices and how much of the resources could be converted into reserves, Philex might be able to mine Silangan for 40 to 50 years, Villaluna said in a speech during the signing ceremony in Pasig City.
“If metal prices go up and we convert more of the resource into reserves, it would make sense to mine the lower-grade ore. With that, we can extend the mine life,” Villaluna said. “It really depends on several factors. Padcal mine, for example, was initially thought to have 18 million tons. We have mined a total of 358 million tons since 1958.”
In June, Philex said the combined Boyongan-Bayugo’ measured and indicated resources contained an estimated metal content of 9 billion pounds of copper and 5 million ounces of gold.
The Philippine miner had told the Philippine Stock Exchange that SRK Perth, Australia, prepared the independent mineral resource estimates for Boyongan and Bayugo, which were just one kilometer apart.
The mineral resources were reported at a cut-off of 0.5 percent Cueq (copper equivalent value). Philex said the Cueq cut-off grade is based on $2.75 for copper and $900 for gold and varying recoveries, according to ore types (oxide, enriched and sulfide) established following the metallurgical test works.
Philex also cited estimates showing the Silangan’s gold and copper reserves to be worth at least $22 billion.
Philex estimates that the project cost for developing the Silangan Project will be in the region of $1 billion over a period of three years.
Philex said the term “mineral resources” under both the JORC Code and the PMRC referred resources considered to have reasonable prospects for economic extraction.
Philex posted record earnings for the first half of 2011 on the back of higher metal prices and higher production. Consolidated net income reached P3.22 billion from January to June, up 233 percent from P965 million in the same period last year. Core net income reached P2.84 billion, higher by 188 percent than the P983.9 million a year ago.
Consolidated revenue was also the highest level ever for the period at P8.15 billion, up 68 percent from the revenue of P4.86 billion a year ago.
Philex chairman and CEO Manuel V. Pangilinan said in the financial report that aside from its record first-half performance, the company had significant milestones during the period: the acquisition of a 5-percent equity in Lepanto Consolidated Mining Co., which would enable Philex to invest in the Far Southeast Gold Project of Lepanto; a joint-venture agreement with Manila Mining Corp. on the Kalayaan copper-gold project, which could boost the 393 million tons of resource of the Silangan project.
Philex has entered into a farm-in arrangement with Manila Mining Corporation (MMC) that will include exploration of the Kalayaan mining tenement of MMC, which is adjacent to the Bayugo ore deposit, to determine its resource potential including the extent to which the Bayugo deposit extends to Kalayaan.
Exploration works in Kalayaan have been seen to further enhance the value of the Silangan Project, particularly the Bayugo resource, Philex said.

In the case of Gaisano Grand, there is as yet no such application. Only a tarp announcing that it will soon rise. thus the question is why did the City Engineer jump the gun and say no building permit will be issued for Gaisano Grand? Did he unwittingly reveal the plan of the City Govt to deny any and all application of other Gaisano for a building permit here in Surigao City?
The speculation cannot be helped with the widely publicized Ombudsman Case against Mayor for receiving a P5M check from Henry Gaisano of Gaisano Capital which allegedly is precisely for the purpose of preventing other Gaisanos to come in.
The City Engineer could have prudently stated that there is no application yet so our office cannot comment. End of story.

Yes to this! Just like you enumerated the contents of the working drawing title block! One thing though, City Planning is highly political as it pertains to by-laws promulgated by the council. From my experience before, the planning officers office was right beside the mayor and the big guy has to sign after the planner before you can even proceed to the OBO which is more of a technical review. I'm in a place now where the standards are higher and large projects like Gaisano will have to provide at least 10% for public amenties like a small park or public art and its part of the by-law where politicians come into play, and if you can't buy them into your concept, then you have to revise.

Police said the Oliver Lim, 32, was abducted on a highway by armed men who blocked his vehicle and forced him to another car.
The motive of the abduction is still unknown, but police said ransom could be one of them.

MANILA, Philippines—A son of a businessman in Dipolog City was abducted by several unidentified men Thursday morning, Director Felicisimo Khu, chief of the Directorate for Integrated Police Operations in Western Mindanao said.
Khu said that the 32-year-old kidnap victim Frank Oliver Lim, son of trader Frank Lim, was abducted by roughly five armed men at around 10:15 a.m. in front of Fresh Harvest Farm in Gulayon, Dipolog City.
Initial investigation, according to Dipolog City police, stated that the victim and his brother, John Patrick Lim, 30, were driving a black Toyota Hilux pick-up truck (YHF-505) into the farm when they were blocked by the suspects on board a green Isuzu Hi Lander (KEE-934).
After the armed kidnappers ordered the brothers to get off the vehicle, they then forced Frank Oliver into their getaway vehicle and drove off.
Khu said that combined forces of the police and military were pursuing the kidnappers.

the planning office where the land use and zoning administration resides being one of their mandated functions is being guided by among others the existing City Zoning Ordinance, standards and regulations of the HLURB, the national building code and other applicable laws. nobody has the broad discretion to change the provisions of those laws by pure whim and vested personal interest. tsk tsk
and the planning office is not even located in the main city hall building nor does your application for zoning clearance needs to be signed by the mayor first before it gets forwarded to the office of the building official as long as your project is compliant or conforming with the land use zone regulations. if it is non-conforming however, the city zoning board of adjustment and appeals (with members from prof. organizations, NGOs, city council and LGU depts chaired by the city mayor) reviews and acts on your application.

there is another side to all these. ;)
except for the existing gaisano capital mall which is under construction, all the rest of these so called mall projects are all speculations to date. it will only jack up land prices in the locality and will not help other investments being wooed by the city like those looking for sites for would-be agri-processing industries or subdivision development or the local government's strategic plan to acquire sizable properties for socialized housing or new townsite development.
and me personally does not believe that SM or Robinsons, even if they buy properties now will come in within the next 5 years. unless of course another big ticket industrial investment will come in within that period.

it's been out in the open. the thing is the whistleblower will have an uphill battle if surigaonons will look the other way instead of standing behind this guy. since we haven't heard much from the news- this case will probably be dead before it will hit the courts.....

SURIGAO CITY, Philippines – The German International Development Cooperation Fund vowed to implement major development programs in the province of Surigao del Norte.
This new development came out after the recent visit of the German officials who officially made a courtesy call to Surigao del Norte Governor Sol F. Matugas.
It was learned that the officials from the German International Development Cooperation Fund will implement various programs such as protection and preservation of the environment.
The German team also told Matugas that they intend to implement conflict-sensitive resources and asset management program support – an integrated approach to poverty reduction and peace building in the province.
The project implementation of the program is expected to commence next year.
“Their planned program is a big boost to our current global warming and climate change mitigation program, peace and development and poverty reduction,” stressed Matugas.
As this developed, Matugas directed provincial development officer Art Cruje to closely coordinate with the officials of the German International Development Cooperation Fund for the projects’ smooth implementation.
In another development, in a commitment to help the government in providing a better public service, the Agencia Espanola De Cooperacion Internacional Para El Desarrollo (AECID) spearheaded a three-day public financial management workshop in Cagayan de Oro City least week.
In the workshop, top government officials were able to enhance their knowledge and skills on the public financial management for a more transparent and better service to the public.
In the workshop, the chief of offices also learned and strengthened the procedures on how to intensify the public financial management.
Participants in the recently concluded workshop were head and chief of offices from the Agusan del Norte provincial government led by Administrator Percianita G. Racho.
Also in Cagayan de Oro, City Mayor Vicente Y. Emano said a housing project for City Hall employees, teachers, and policemen will be implemented soon in the city.
Emano disclosed this following the recent visit of Vice President Jejomar Binay to Cagayan de Oro, who also planned to support the project.
Binay heads the Housing and Urban Development Coordinating Council (HUDCC).
Emano, however, emphasized that the housing for the employees, teachers, and policemen is separate from the 300 housing units announced by the Vice President during his visit here.
Recently, officials of the HUDCC and its attached agencies held a two-day housing caravan in Cagayan de Oro in line with the intentions to build a stronger partnership with local government units (LGUs) in delivering quality homes to their constituents.

SURIGAO City-As an offshoot to the reported complaints of workers in the mining companies affected by the Oct. 3 raids in
Claver town, a local legislator is calling for the scrapping of the contractualization law.
Rep. Guillermo Romarate Jr. of the 2nd District of Surigao del Norte blamed the Herrera Law or Republic Act 6715 of 1989 as the "evil" in the sorry
plight of workers in the region. "Kay kining contractualization law mao ni moy naghatag kadaot sa atong labor sector. Mao ni ang kadaot
nga gihimo ni (former Senator) Herrera," Romarate told reporters here.
He said he is strongly against agency and labor-contracting as this only negate the suppose benefits of the mining industry to the local economy.
Mining companies reportedly pay above the minimum wage limit but because most of the local workers particularly those employed in the ongoing construction
of the biggest acid leach plant in Taganito, Claver are on contractual arrangement, they are only paid the minimum scale.
The Taganito Highpressure Acid Leach Nickel Corporation (THPAL) reportedly employs not less than 6,000 people on a contractual basis as the construction
phase commissions contractors and subcontractors. Romarate complained that these workers are actually the ones who sweat and toil under
the heat of the sun but instead they are not accorded comparable living wages.
The government has placed the daily minimum wage in Caraga at P243. In Sept. 22, the Regional Tripar tite and
Wages Productivity Board approved a P15 increase for Caraga regional workers, still below the P75 wage hike demanded
by the moderate Associated Labor Union. Further, this is way beyond the decadelong demand of the militant Kilusang Mayo Uno (Labor First
Movement) for a P125 acrossthe-board wage increase for private workers. Meanwhile, mining companies are reportedly paying highly
skilled workers and its executives above the P1,000 per day wage rate. Romarate said this discrepancy in workers wages has
been a boon in the labor condition in the region. "Mao ni ang problema," he said.
What he proposed is the scrapping of the Herrera Law, which he said, he is going to lobby in the Lower House. However, he expressed his
apprehensions that this move would be met by strong opposition from fellow legislators. "Ako nahibalo nga dagko ang akong mga kontra ug possible
sa ubos na ang-ang mapugngan nani. But I will really lobby for this kay gikan usab ako sa ubos kaniadto," he said.

Sixteen Philippine banks have made it to the list of 500 strongest banks in the region, based on a study by The Asian Banker.
Of the 16 Philippine banks, 13 are commercial banks and three are thrift banks.
The Metropolitan Bank & Trust Co. (Metrobank) has been adjudged the strongest bank in the Philippines, and the Philippine Savings Bank (PSbank) the strongest among the three thrift banks.
Banco de Oro Unibank Inc. (BDO) has been classified as the largest Philippine bank – at 186th among the top 500 banks in the region.
East West Banking Corp. (EastWest Bank) has been recognized as the largest gainer, with its reported 191-percent increase in net profit.
The study recognizes Security Banking Corp. (Security Bank) as having the highest return on assets among regional banks. It has the highest return-on-equity among Philippine banks.
As the biggest Philippine bank, BDO has been ranked 186th from 195th in 2010. Metrobank kept its ranking at 197th.
The Bank of the Philippine Islands (BPI) has improved to 200th spot from 211th while Land Bank of the Philippines is at 264th down from 251st in 2010.
The Rizal Commercial Banking Corp. (RCBC) has been ranked 317th from last year’s 310th.

Union Bank of the Philippines (UnionBank) landed on the 343rd slot from 331st a year ago. Allied Banking Corp. has been ranked 384th from 366th, while United Coconut Planters Bank (UCPB) has settled at 387th from 406th.
Meanwhile, Security Bank made it to the list for the first time at 398th. Also making its debut in the list was BPI Family Savings Bank at 415th.
Bank of Commerce is at 449th from 420th, while PSBank is at 452nd from 426th. EastWest Bank is at 466th, the first time it has made it to the list. RCBC Savings Bank has also made it to the list for the first time at 497th.
The top two banks in the region, based on the list, are Mitsubishi UFJ Financial Group of Japan (assets worth $2 trillion), and the Industrial and Commercial Bank of China or ICBC (assets worth $2 trillion). Of the top 10, four are from mainland China, three from Japan, two from Australia and one from Hong Kong.
Curiously, no Philippine bank has made it to the list of top 50 banks with the largest profit, largest growth in loans, largest growth in deposits, lowest cost to income ratio, highest non-interest income to total operating income ratio, lowest gross NPL ratio, and highest capital adequacy ratio.
Of the top 50 banks in South and Southeast Asia, BDO has been ranked 36th; Metrobank, 40th; and BPI, 43rd.
The State Bank of India with assets worth $321 billion and the DBS Group (Singapore) with assets worth $220 billion are the top two banks in South and Southeast Asia.
Among the top 50 banks in South Asia and Southeast Asia, 23 are Indian banks, four are from Singapore, nine from Malaysia, seven from Thailand, and four from Indonesia.
The next three leading Indian banks are ICICI Bank, Punjab National Bank and Bank of Baroda.
Maybank, with $103 billion in assets, is the top Malaysian bank. The next is CIMB Group Holdings with $87 billion in assets. The top three Thai banks are Bangkok Bank, Krung Thai Bank, and Kasikornbank.
Aside from DBS Group, the other top Singaporean banks are Overseas Chinese Banking Corp. and United Overseas Bank.

Woman accepts job as wife
Kuala Lumpur (The Star/ANN) - A woman who applied for a "job advertisement for a wife" signed her "employment contract" Tuesday (November 1).
Elaine Yap Lee Ling, 25, and Terence Mok Ming Keat, 28, registered their marriage at the Shah Alam National Registration Department.
When Mok, a human resources (HR) executive, proposed to his HR executive sweetheart, he decided to place a 10cm x 1-column space "job advertisement" in Star Jobs in The Star on October 22.
"I thought of other creative ways to propose but I decided to place an advertisement because she likes reading the job classified page. I guess it is a HR thing," Mok said.
Eight years ago, Mok and Yap were coursemates pursuing a bachelor's degree in human resources at Universiti Malaysia Sarawak.
"I was cold towards him at first. Eventually we became friends and started texting each other. We really clicked and spent a lot of time chatting via SMS," recalled Yap.
Yap said she did not suspect that Mok would propose to her.
"He told me that we were going for a trip to Bukit Tinggi (in Pahang) with some friends.
"I thought that one of our friends was going to propose to his girlfriend during the trip.
"It turned out that they were planning this behind my back. Mok proposed to me and later asked me to find the ad in The Star," said Yap, blushing.
In his "job advertisement", Mok wrote that the job required an applicant with a driving licence and eight years' cooking experience.
"We cooked together a lot during our university days and I look forward to many more years of cooking together."
He said that ever since the proposal was published, he had received many e-mails from the public giving marriage tips besides congratulatory messages.

Reminds me of the days of the more exciting EB of the "icom" radio times. Guys would back out after seeing that the lady they thought having a pretty young voice didn't turn out to be! This digital age now uses avatars so I wonder if that excitement to meet can compare with the radio days.

Zero maternal mortality rate noted in Dipolog

DIPOLOG CITY, Nov. 2 (PIA) -- A massive campaign for maternal healthcare by the City Health Office (CHO) here has finally paid off.
The city’s maternal mortality rate has posted zero percent from January 2010 to June of this year, a recent CHO report bared.

Zam Norte’s 22,891 indigent families to benefit 4Ps

DIPOLOG CITY, NOV. 2(PIA) -- More or less 22, 891 additional indigent families from the 13 municipalities of Zamboanga del Norte will soon benefit from the Pantawid Pamilyang Pilipino Program of the Department of Social Welfare and Development (DSWD).
This was relayed by DSWD-9 Regional Director Teodolo Romo Jr. to Governor Rolando E. Yebes after the former received a directive from DSWD Central Office of the additional 4Ps beneficiaries allotted for the province.
The new batch of 4Ps beneficiaries will replace those who were removed from the original list of beneficiaries for various reasons. It maybe because they have no more .......
