DIPOLOG CITY, Nov. 7 (PIA) -- Government officials and employees are reminded to keep up the highest level of integrity in public service.

This was the gist of the statement of Atty. Jerry Mayormita, provincial director of the Civil Service Commission (CSC)-Field Office in Zamboanga del Norte, in a “Kapihan” radio program over RMN-dxDR held at the Camila Hotel in this city this morning.

I also like its design but this project cost a lot that lgu Dapitan's budget for some social projects was consumed just to finished this but until now it's not yet finish. Kumbaga bankrupt ang kanilang city hall...:ohno:

Surigao crafts Tourism Development Plan

SURIGAO CITY, Philippines – In an effort to attract more tourists and to boost the local tourism industry, the city government here has crafted its Tourism Development Plan (TDF).

The crafting of the city’s TDP is a guideline for all tourism-related activities and priority projects that are already on its pipeline, specifically in the establishment and construction of more infrastructure projects, establishments, and roads leading to its tourist destination sites.

Known as the “City of Island Adventures, this city has several tourism potentials like beaches, caves, natural sceneries, and other natural attractions that are now being frequently visited by tourists, both foreign and domestic.

This city in the province of Surigao del Norte is also rich in cultural and historical heritage, abundant natural resources, and scenic eco-tourism destinations.

Local officials said this city is also the stepping board towards the “Paradise Island of Siargao” where the famous international game fishing and surfing are both held.

The creation of the TDP was made possible through City Mayor Ernesto T. Matugas’s recent Executive Order No 20, Series of 2011, mandating the formulation of the TDP in an objective to hit its goals, and to have a sustainable development of the tourism industry in the city.

“The TDP is also the guideline in identifying the necessary programs and activities under its priorities,” said Matugas.

He also added that the crafting of the tourism master plan will enable them to cater to more visitors and tourism industry investors that will soon provide additional tourism investments, and ultimately generate more income and livelihood for the Surigaonons.

As the TDP starts moving, Matugas directed City Tourism Officer Roslyn Merlin to pinpoint other priority programs that will be implemented for the year 2012 and beyond.

It was learned that the city’s Legislative Body is fully supporting the TDP, seeing it will add more revenues to the city’s coffer in the near future.

Compared to last year, the tourist arrivals this year is significantly doubled per record of the City Tourism Office.

DIPOLOG CITY, NOV. 8(PIA) -- The Department of Interior and Local Government(DILG) has appointed Lerma Mabilog Campaner as the new City Local Government Operations Officer of Dipolog City, effective November 3, 2011.

Campaner, who once worked in the same Office from 1975 to 1985, replaces former Dipolog City LGOO Wenifreda Villanos who was transferred to Dapitan City.

DIPOLOG CITY, Nov. 8 (PIA) -- Zamboanga del Norte Provincial Governor Rolando E. Yebes has endorsed to the Sangguniang Panlalawigan P1.3 billion budget for next year.

Yebes disclosed that said budget would be used to fund more infrastructure projects and social services in support of President Benigno Simeon C. Aquino III’s good governance.

The provincial governor also reminded the provincial officials and employees to always observe transparency in all types of public transactions.

The provincial government is also planning to implement as project dubbed “Kasiguruhan sa Kabus nga Katawhan (KKK), which is similar to the Philhealth program that gives health insurance coverage to indigents such as market vendors, pedicab drivers, farmers, fisher folks, laborers and others.

Governor Yebes also said a housing project for ordinary employees will be started next year on a lot donated by Vice Governor Francis H. Olvis.

Allocations for food security, healthcare, hospital services, peace and order, tourism development and livelihood are also given priority in the 2012 provincial budget.

Funds for the construction of additional school buildings and concreting of provincial roads are also set aside under the 2012 budget, the governor declared. (JPA/FPG/PIA-Zambo. Norte)

ZAMBOANGA CITY, Nov. 8 (PIA) -- Good news for workers in the region. Department of Labor and Employment’s (DOLE) Regional Tripartite Wages and Productivity Board (RTWPB) in its recent meeting held in Manila approved Wage Order 17 granting a Php 12.00 increase in the basic salary of the private workers in Region 9.

DOLE Regional Director Ponciano Ligutom said the said wage order will be “out” anytime soon as the papers for the new wage increase are still with the National Wages Productivity Commission (NWPC) for review.

ZAMBOANGA CITY, Nov. 9 (PIA) -– The Department of Tourism (DOT) here urges all tourism-related establishments in the city to obtain accreditation with the agency and get the benefit of being part of DOT’s program.

DOT Acting Regional Director Mary June Bugante shared, if an establishment is accredited with DOT, that particular establishment will be given priority in DOT trainings and will be included in the tourism department’s promotional materials.

This developed, after the Department of Social Welfare and Development (DSWD) with support from DSWD-Zamboanga del Sur and Zamboanga Sibugay and concerned Local Government Units held a Community Assembly in the 13 municipalities of the province to register and revalidate the identified additional beneficiaries of the program last November 3 to 7.

Every 3 months duna na silay performance validation/assessment, katong wala ma meet ilang work target ilisan mao sigi ug duna hiring. Strict ang monitoring kay duna na timeline gi follow tanan work nila. Even ang system pag encode sa mga supply side or mga compliance form sa health Educ. kay automatic mag shot down pag abot sa timeline mao day and night shift ang encoding.

Pizza Hut also confirmed franchise in Dipolog but Araneta management (of famed Araneta Cubao) wont divulged further info. Also, KFC and Burger King confirmed applications on Dipolog franchisee but wont disclosed further details. I wonder who the applicants were? Probably wealthy chinese again. There was also a greenwich pizza but I guess they have opened already.

Did you know that the franchise of Mc Donalds is almost 40 Million pesos followed by Jollibee at close to 25 million. Pizza Hut 10-15 Million depending upon the number of branches and variables applied.

Gaisano can build 2nd mall at Surigao’s boulevard, says councilor

SURIGAO CITY (MindaNews/9 Nov) – There is no legal roadblock whatsoever for the construction of another Gaisano commercial building at the city-owned prime property at the boulevard whose lease contract with a businessman is under question.
This was according to City Councilor Jose Expeditus B. Bayana, who argued that the city’s lease contract with businessman Alfredo T. Bonpin, who is in a joint venture with Gaisano, remains valid despite Mayor Ernesto T. Matugas’s contention that the agreement had been nullified.
The councilor said the 2005 lease contract, in which Bonpin was allowed to utilize the property to build a “commercial trading center,” remains in force and operational.
Bayana said he heard reports that the city legal office and the city engineer’s office are against issuing a building permit because the contract has been cancelled. “But the contract is still existing,” he stressed.
Matugas had earlier said no construction permits will be issued to Bonpin’s group because the local government deemed the contract terminated when former Mayor Alfonso S. Casurra terminated it in 2009, backed by a city council resolution.
Bayana, who chairs the council’s committee on trade, business, industry and economic enterprise committee, said he and his colleagues were baffled on the insistence of Matugas that the contract has been canceled.
A joint city council committee last August found that the local government’s contract with Bonpin remains valid and enforceable. The city council adopted the findings of the joint committee, led by Bayana and Councilor Luceniano E. Lancin.
Matugas vetoed the resolution, but Bayana said it had no effect because the 10-day period allowed for vetoes had already lapsed.
Bayana noted that the 10-day period should start Aug. 15 when the city council acted on the joint committee’s findings. “We receive his (Mayor Matugas’s) veto message only last Sept. 3,” the councilor said, although he admitted that it was dated Aug. 23.
Matugas disagreed with the findings of the committee review, citing an alleged technical flaw: the original contract was signed with the Surigaonon Rural Banking Corp. (SRBC) Realty and Development Corporation, not with the Surigaonon Realty and Development Corporation (SRDC), as the committee repeatedly alludes in its findings.
Bonpin owns both companies.
“There is nothing to discuss on the merits and/or demerits of the Lease Contract since Surigaonon Realty Development Corporation has no personality or legal basis being not a party of the Lease Contract previously entered into by the City Government and the SRBC Realty and Development Corporation,” Matugas said in his veto.

Ecleo's reported sighting in Cebu alerts police

MANILA, Philippines - Police units in Cebu provinces were alerted today as authorities received reports that wanted congressman Ruben Ecleo Jr. was sighted on board a ferry bound for Dinagat Island.

Senior Superintendent Patrocinio Comendador, Cebu provincial police director, said he issued directives to all police units in the province to make the arrest at the first sighting of Ecleo.

”If ever he will be spotted by the police, we will arrest him. It’s public knowledge that he has a warrant of arrest,” Comendador said.

Talisay City police chief Eddie Recamara, meanwhile, said that they have yet to confirm the report on Ecleo's sighting.

”We’d be happy if we get to arrest him,” he said.

Recamara added that police assets are deployed at the port, which are prepared to report Ecleo's presence.

Crime Investigation and Detection Group (CIDG) 7 Director Jose Pante has recommended to the Cebu Provincial Government that Ecleo be placed in the most wanted list to speed up his arrest.

The warrant for Ecleo's arrest was issued by the Sandiganbayan in February this year as it junked with finality the congressman's motion for consideration on its previous decision, finding him guilty of graft.

The case is in connection wit hthe anomalous construction of projects when he was still mayor of San Jose, Surigao del Norte from 1991 to 1994.

Ecleo, supreme master of the Philippine Benevolent Missionaries Association (PBMA), is also charged with parricide for the death of his wife Alona Bacolod Ecleo in January 2002.

He won as congressman of Dinagat Island during the May 10 elections, while he was out on bail in the parricide case.

Ecleo has eluded authorities trying to enforce the warrants for his arrest.

The prosecution in the parricide case against Ecleo called on the police force to continue hunting the fugitive lawmaker.

Lawyer Fritz Quinanola said they also received “very raw” information about the supposed whereabouts of Ecleo in Cebu.

But he said the information was unconfirmed and that the police could use their own resources in the meantime and continue hunting Ecleo.
