thnx for posting though this information has been posted here already several times. of course an HUC is not being based on a persons personal feelings and it's already a fact that Butuan indeed qualified being an HUC. no issue on that regard. it's just that we have a few furomers coming from the other thread wont stop comparing surigao whos only a 3rd class city to butuan. dont you think it's stupid?

The provincial govt gave Php100,000.00 each to CDO and Iligan. its not much, i know but considering the status of our province, better than nothing at all.

As for the City govt, i really dont know, i tried asking around, mag session pa daw ang SP to appropriate an amount for CDO and Iligan. if you ask me, napugos ra kay nabutang sa alanganin pag donate nan province.

As for the private sector, clothing, water and assorted food items were already sent thru various agencies/orgs such as RPN-Dxks, Rotary, REd Cross etc.

hmmmn last check i made there are no application for building permits being filed yet although the subject lot is indeed already owned by TMC. the first phase may cover around 150 housing units according to one of the contractors.

another one from a lot owner in lipata (although unconfirmed yet from 3rd party sources) says of a proposed 200-house subdivision development being eyed in the area.

yup that is what i would like to believe to. there maybe restructuring of national govt debt especially on the aspect of asset revaluation. most if not all of the plant assets are considered scrap already.

the city also stands to be paid no less than P200 million in back taxes once the negotiations get finalized. still am hoping for the best. :)

The provincial govt gave Php100,000.00 each to CDO and Iligan. its not much, i know but considering the status of our province, better than nothing at all.

As for the City govt, i really dont know, i tried asking around, mag session pa daw ang SP to appropriate an amount for CDO and Iligan. if you ask me, napugos ra kay nabutang sa alanganin pag donate nan province.

As for the private sector, clothing, water and assorted food items were already sent thru various agencies/orgs such as RPN-Dxks, Rotary, REd Cross etc.

am keeping my fingers crossed but to date an MOU has already been signed and PNOY has already ordered the Dept. of Finance to look into the restructuring of related debt issues with the national government to pave the way for the entry of investment.

SMC's mining subsidiary is the one interested to put up a US$2.5 billion nickel refinery investment that would generate no less than 7,000 jobs during the initial construction stage. let us hope all kinks will finally be ironed out. this is bigger than THPAL's current US$1.0 billion investment.

SMC's President and COO Don Ramon Ang was already here in Surigao and to Nonoc a few days back without any fanfare or press release. ;D

am keeping my fingers crossed but to date an MOU has already been signed and PNOY has already ordered the Dept. of Finance to look into the restructuring of related debt issues with the national government to pave the way for the entry of investment.

SMC's mining subsidiary is the one interested to put up a US$2.5 billion nickel refinery investment that would generate no less than 7,000 jobs during the initial construction stage. let us hope all kinks will finally be ironed out. this is bigger than THPAL's current US$1.0 billion investment.

SMC's President and COO Don Ramon Ang was already here in Surigao and to Nonoc a few days back without any fanfare or press release. ;D

Gov’t allots P429.5M for Siargao Island road projects in 2012

DAPA, Surigao del Norte, Dec. 22 (PIA) -- The Philippine government is allocating P429.5 million for the road improvement projects in Siargao Island, Surigao del Norte to be undertaken by the Department of Public Works and Highways (DPWH) in 2012.
DPWH-Siargao District Engr. Salvador E. Montil, Jr. said the projects under the 2012 DPWH Infrastracture Program include the concreting of roads along Dapa-General Luna road, Junction Del Carmen-Sta. Monica-San Isidro road, Junction Cancohoy-Pilar road, Junction Osmeña-Pilar road, Socorro-Nueva Estrella-Pamosaingan road and Dapa-Union-General Luna road.
“These projects are part of the government’s plan to completely pave the Siargao circumferential road especially roads that are declared as tourism roads,” said Montil.
“The improvement of the road network will surely boost the tourism development in the island,” Montil added.
Out of the P429.5 million allocation, P117.4 million will fund the concreting of Dapa-Union-General Luna road which leads to prime beaches and resorts in the island.
The projects are made possible through the efforts of Surigao del Norte 1st District Rep. Francisco T. Matugas to provide necessary infrastructure facilities in order to spur economic activities in the surfing and game fishing capital of the country. (DPWH Siargao District/PIA-Surigao del Norte)

Gaisano opens 17th mall amid Sendong wrath

SURIGAO CITY (MindaNews/20 Dec) – More than a thousand Surigaonons stormed the opening of the Gaisano Mall despite the heavy rains and winds brought by typhoon Sendong Friday last week.
Elsewhere in the region, strong winds battered Hinatuan in Surigao del Sur as public storm signal number 2 was raised in the two provinces of Surigao, Agusan, and the rest of Mindanao.
The Gaisano Capital Group finally opened its first shopping mall in Surigao with construction still 60 percent complete.
Nilo S. Miranda, II operations manager for the Gaisano Capital Group of Companies that also owns the Gaisano retail outlets in the cities of Pagadian and Ozamiz, said they opened the Surigao branch in time for the holiday peak season. The supermarket and department stores opened at 1:30 p.m., 30 minutes earlier than the 2 p.m. schedule.
Miranda said they had to open earlier because people were already milling outside the mall amid the raging storm outside.
This is the 17th branch of the Gaisano Capital Group of Companies which has branches in Cebu (Gaisano South), Mactan, Danao, Iloilo, Manila and several others in Visayas and Luzon.
The two-storey Gaisano mall is expected to be completed by late January or February 2012 with the entry of giant brands as its tenants, Miranda said.
Traffic snarled along the highway about 11 a.m. when the motorcade passed by the city’s major streets.
Ms. Melrose Llamera, an elementary school principal from Dinagat Island, said Gaisano’s presence “is an answer to my prayers.” She relished the comfort that the retail giant offers the locals while doing grocery and shopping because with the local malls “we have to sweat and line up in long queues before we can even pay.”
Llamera owns a small sari-sari store in Brgy. Osmeña in Dinagat and she thinks that prices are relatively competitive compared to the existing stores here like the Absolute Essentials and Palma. “Naa may diperensya gamay ra pero ok ra gihapon kay bugnaw man didto,” (There might be a small difference, but it’s ok because it’s cold at Gaisano.”)
Aling Leonida Fazon, who is a coffee and milk vendor in the local wet market here, shares similar observations but said she already did her last grocery in Palma Store on Thursday. She said she will start buying her goods on Monday to start her “new route” in her shopping activity, which includes coffee, sugar and canned milk.

No cinema yet

Facebook users in a local group called Surigaonon Ako expressed their excitement with the opening of the “mall,” a first in Surigao but added the absence of a cinema is a little discouraging.
Miranda, however, assuaged locals saying construction of a cinema arcade is already in the pipeline and is targeted for construction on the second and third quarter of next year. The arcade expects to have two to three cinemas to be built, he said.
The Akoers group, as they call themselves, is a local organization of Surigaonons which is composed mostly overseas kababayans, said Antonio Villareal, the group’s president. The same group is also looking at leading a consumer group here that will vent out local consumer concerns, including the perennial “loose change” policy of certain stores which gives candies instead of coins.
But Miranda said the mall’s entry should not be to the detriment of the local and existing stores in Surigao, saying the city and the province still have a huge market. “You have to see that even our positioning is not within the city, we are in fact very far,” he said.
He pointed out that there is still an untapped market from outlying islands and provinces that will remain a big potential for growth. “We are here to grow the economy,” Miranda added, likening their entry as an impetus for growth for other businesses.

Meantime, Miranda assured Surigaonons their presence will not create flooding problems in the future. “I think this is a misconception because even before we started construction, we already submitted all the requirements needed prior to the approval of our permit and this includes the drainage system. You can even see outside the huge culverts that we are putting in place,” he said.
“We did our drainage system which then goes to the public drainage system. It will be up to the local government how they will handle its drainage,” he added.
Miranda also clarified earlier reports that applicants were told to strip off their clothes, saying it could have been misconstrued by some applicants who underwent a general physical exam.

Subay sa padayung monitoring nga gihimu sa Department of Trade and Industry (DTI) sa mga presyo sa baligya niining pagsaulog sa pasko; nasuta nga walay angay kabalak-an ang mga konsumante tungod kay wala may nagpahimulos nga mga negosyante sa presyo sa ilang mga baligya.

Gibutyag ni DTI Provincial Director Engr. Noel Bazan nga ang mga baligyang pang-Noche Buena nagpabilin sa naandan niining presyo. Niya pa nga mas barato pa man ang mga baligya dinhi sa dakbayan sa dipolog komparar sa susgested retail price sa DTI sa kauluhang Manila.

Samtang, gipabalik sa dti ang impormasyon ngadto sa City Agricultures office sa Dipolog tungod kay makaduda niya pa ang grabing pag-ubos sa presyo sa produktong pagkaon sa mga hayop.

Walay kabalak-an usab kabahin sa suplay sa mga palalitun sa pasko, sanglit gisiguru man sa maong buhatan sayu pa lamang daan nga dili gyud magkulang ug suplay sa baligya ang mga dagkung tindahan ning syudad.

Miabot na sa 20 ka sako ang natigum sa Rmn-Dipolog sa gihimong “Mission Mindanao Tutulong Ako” usa ka relief operations nga gilusad sa tanang RMN station nationwide alang sa mga biktima sa bagyong Sendong sa dakbayan sa Iligan ug Cagayan.

Kini gilangkuban sa mga used clothings, cash, noodles, de lata, bugas, tsinelas ug uban pa.

Tungod niini, nagpaabot sa iyang kinasing-kasing nga pagpasalamat ang station manager sa Rmn-Dipolog nga mr. Richard villaronte ngadto sa mga nagdonate ug sa rural transit Mindanao inc. kon rtmi nga maoy magtransport libre sa mga relief goods ngadto sa mga biktima ni sendong sa iligan city.

Vengeance is mining

LUCKY. Fortunate. Privileged. Choose your word.

It will still apply to the owners of this little known company called Hinatuan Mining, apparently the operator of a mining claim in Mindanao, amassing for itself, in only six years at that, windfall profits of almost P13 billion.

Now, keep your eye on the eight ball.

The mining site is the 25,000-hectare claim in Surigao del Norte, said to be rich in nickel deposits previously owned by Nonoc Mining, which belonged to the bankrupt Cabarrus group.

Just to refresh your memory, way back in the 1980s—or during the Aquino (Part I) administration—Nonoc could not pay Philippine National Bank, still owned by the government at that time, its debts of some P13 billion.

Thus, Nonoc became for the government another NPA, a nonperforming asset, and at that time, the Asset Privatization Trust (APT), which later became the Privatization and Management Office (PMO), handled all the NPAs for “privatization.”

The most valuable—okay, the “only” valuable—asset of Nonoc was the 25,000-hectare claim in Surigao, for which it actually held a so-called mineral production sharing agreement (MPSA), sort of a license from the government to operate the mining site.

To cut a long story short, in the 1990s, during the time of Kuya Eddie (a.k.a. former President Fidel V. Ramos), the government sold Nonoc (meaning, actually, the valuable MPSA) to a firm called Philnico for $250 million—in installment.

Surprise—the owner of Philnico was also the Cabarrus group! Hay naku!

Anyway, when Philnico could not honor the deal, the owner sold it to two other companies called Pacific Nickel Holdings and Pacific Nickel Philippines, or PNPI, and watch out for this name PNPI.

With these two companies as new owners, Philnico then entered into another agreement (second time around) with the government to buy Nonoc (i.e. the valuable MPSA) for a higher amount of $294 million, plus P74 million, also in installment.

Still during the time of Kuya Eddie, by some sort of magic or whatever, that same agreement gave birth to a “supplementary agreement.”

Simply, the magic in it was that the “rights” over the 25,000-hectare mining claim went to PNPI, while the obligation to the government ($294 million, plus P74 million) stayed with Philnico. Bright!

Obviously, without control over the mining claim, Philnico could not possibly honor its obligations to the government.

Apparently feeling merciful or something, nevertheless, the government agreed to give Philnico a lot of chances, such as by extending the period for payment and even giving cuts in the monthly amortization.

Here comes the eight ball!

In late 2001, during the time of the cute administration of Gloriaetta, PNPI got a sudden inspiration to enter into another agreement, this time with—tantararan—the lucky fortunate privileged Hinatuan.

Under the agreement, Hinatuan got the “exclusive” rights to operate the 25,000-hectare mining claim in Surigao.

Who owns Hinatuan again? There seems to have been changes in the ownership structure over the years. Still, at that time, it was said to be under the control of Salvador “Buddy” Zamora II, whose group also had mining interests in Palawan called Rio Tuba.

Whatever considerations PNPI got for the mining rights have remained a deep secret up to today.

Nobody in the government, both in the cute administration of Gloriaetta or in the Aquino (Part II) administration, was kind enough to inform us, the public, the taxpayers, who shouldered the tax burden from all those NPAs, in the first place.

But here is a little infuriating fact: The government did not get a single US cent, nor a single Philippine centavo, out of the purchase price for Nonoc of $294 million, plus P74 million.

Court cases are hanging up to today, in effect preventing the government from getting back Nonoc, or the valuable mining claims. You know how these things work in court. Right, slowly!

Look, from what I gathered, the last hearing was done some four years ago. Really, four long years ago!

Meanwhile, Hinatuan is said to have been feasting upon the 25,000 hectares of rich nickel deposits in the Surigao Mineral Reservation.

Here is something just between us girls, and never tell this to anybody in the Aquino (Part II) administration, lest they do some serious work: If you check with the SEC, maybe the records would show that Hinatuan has been raking it in since 2004.

In 2001, it was possible that Hinatuan was even in the red, perhaps to the tune of P50 million.

From 2004 to 2009, there might be indications from the SEC records that its net income suddenly ballooned to almost P13 billion in six years.

Guess how much dividends were given to its owners—with a vengeance. My guess is anywhere between P4 billion and P5 billion.

It all went to the fortunate, lucky, privileged owners! Or one single owner!

The Gaisano Capital South, the biggest mall in downtown Cebu City and the tallest mall in Metro Cebu with 8 storeys is still burning since 1 a.m. or more than 20 hours already. The fire has not yet been contained due to lack of firefighting equipment like a good aerial ladder and breathing apparatus. The old and defective aerial ladder of the city could only reached the 3rd floor! The mall has more than 1,500 employees and they will have a bleak christmas. This mall is the corporate headquarter of the whole Gaisano Capital chain of malls and stores located in different parts of the country.

The establishment of Gaisano Capital mall in Surgao is a first step in the drive of Surigao City to become one of the most important city not just in the Caraga region but in the entire country. To those who criticizes the city, we don't have to go down to their level. We have to show that Surigaonons are cultured people and we just have to concentrate on Surigao's development and progress.

3. This is a project of our President Pnoy for the Surigaonons.

Isnt this a great news??
