I think this is part of the Borbon Group of Islets- surigao version of 'Hundred Islands' scattered between Club Tara Resort and Hidden Island Resort. Some islets have shapes like cupcakes. Another amazing attraction here is an islet where live a family with more than a dozen children. They wave their hands every time a boat passes by. In what appears to be a move that runs counter to the government efforts to lure in more investments, the President may heed clamors to declare a mining ban in Mindanao should the people in the region would strongly clamor for it. In a press briefing the other day, deputy presidential spokesman Abigail Valte said that the two most recent disasters in Mindanao flash floods in the cities of Cagayan de Oro and Iligan that killed some 1,400 people and left a thousand more missing and that of the landslide in Compostela Valley killing 34 people, will definitely compel the Malacaang chief executive to choose the safety and welfare of the people above anything else. Valte said that the President may institute a halt in the mining operations in Mindanao areas categorized in the geohazard map as environmentally critical if the majority of the people, who would be directly affected in the areas where mining operations are asked to be ceased, would ask him. From what I understand, there have been several pronouncements made by the President on mining in as far as the wishes of the community primarily because they will be the ones affected and, from what I understand, is that if the community wants it, if it is highly-regulated, then we will support whatever decision that the community makes as to mining in their area. Mindoro Resources is set to hold a special shareholders’ meeting on March 8 in Calgary, Alberta, in Canada to seek shareholder approval to allow company directors to participate in the private placement and to expand the company’s capacity to offer shares. PCSO general manager Jose Ferdinand Rojas 2nd said the new branches will be completed by the end of the year. Rojas II said he already met with the heads of provincial district offices (PDOs) of the PCSO last January 16 and has laid the groundwork for the possible establishment of the new branches. MACASAET When the second nickel processing plant of Nickel Asia goes on stream by early 2013, the Philippines would account for 7 percent of total world nickel production. The second refinery would have started operating before the middle of the year, but the project was delayed for about four months after the plant in Taganito, Surigao del Norte, was raided allegedly by elements of the New People’s Army. The first refinery has been operating for a capacity of 25,000 tons of nickel in Rio Tuba as a joint venture with Sumitomo of Japan, the world’s fifth-largest nickel company. The second, also with investments from the same Japanese company, has a capacity of 30,000 tons a year. The Japanese official of the joint venture told Malaya Business Insight that contributing 7 percent of total world nickel production includes the shipment of raw ore extracted from Rio Tuba and Taganito. The company is almost 40 years old. It started at a time when the price of nickel was about $2 per pound. Today the price of the metal hovers over $10 to the pound. In fact, there was a time when the price came close to $20. The company was hardly making a profit exporting ore until a Japanese technician found a way of reducing the moisture of the ore by piling them under the hot sun in a way only the Japanese technician knew at that time. The system saved the company plenty of money in electricity costs. When the price of nickel started going up, the joint venture thought of setting up a processing plant in Rio Tuba in Palawan. After making a thick pile and discovering the consistency of the grade as reasonably higher than in most areas, the joint venture started to put up a second plant in its concession in Taganito for a bigger capacity of 30,000 metric tons per year. Russia’s Norilsk, a public company set up in 1993, is the world’s biggest producer of nickel. Nickel Asia’s expansion is not limited to nickel. It has acquired a copper concession in Kalinga-Apayao in the Cordilleras from Anglo-American, claimed to be the world’s biggest mining company. Anglo-American left the Philippines and sold its concessions in Kalinga-Apayao as a business decision. The company has spent a lot of money drilling for copper in that province and found indications of commercial quantities of copper. Drilling in Kalinga-Apayao by Nickel Asia is scheduled to start in March. However, geologists of Nickel Asia are excited about what might turn out to be high gold recovery from copper in one of the three areas in the Cordilleras. It turned out that this area is just about a kilometer away from Far Southeast Mining, which bought the concession years ago from Lepanto Mining, primarily a gold producer although its gold production is bigger than Philex, basically a copper company. Extensive drilling continues in the Far Southeast Mining. Its geologists are excited over the gold prospects in its concession. Obviously, Nickel Asia is waiting for the confirmation of the size of proven copper and gold reserves in Far Southeast before it tries the area in Cordillera near the gold mining operation. Meanwhile, it will proceed to drill for copper in Kalinga-Apayao where Anglo American has done extensive drilling. In the time of Ferdinand Marcos, Marinduque Mining tried to go into nickel refinery operation using the Le Nickel process. It set up a pilot plant in Saskatchewan in Canada. The plant showed promising signs of success. It was hit hard by the sudden rise in fuel prices as a result of the Yom Kippur War between Israel and its Arab neighbors that raised the price of crude about seven-fold from slightly $2 to the barrel. The problem was made worse by the fact that the nickel grade of its ore could not be compensated by the price of fuel which, until this day, continues to hit the roof. Nickel Asia started modestly by shipping dehydrated ore with just about 2 percent nickel content. When the price of nickel went up, the joint venture partners decided to set up its first refinery in Rio Tuba in Palawan. Encouraged by better prices of nickel and higher nickel content of the ore, it set up a second refinery in North Surigao. The military recorded a total of 31 rebel attacks against private and government infrastructure projects that resulted in P1.2 billion worth of property damage. This includes the attack on the Taganito mine in Surigao del Norte last October, which cost Nickel Asia Corp. an estimated P500 million worth of damages. “These extortions, including what we have witnessed a few weeks ago in Surigao, are piling up and creating some uncertainty,” said Hubert d’Aboville, president of the European Chamber of Commerce of the Philippines (ECCP). The problem is rooted on the unstable condition of hydroelectric power plants run by the National Power Corp. (Napocor), company spokesperson Cynthia P. Alabanza said on Tuesday. Ideally, she explained, there should be a fourth of actual power usage in reserve that could be tapped to stabilize power in the island. On Tuesday night, the company sent an advisory that it had to cut about 200 megawatts (MW) at around 8 p.m. The problem with Mindanao’s power is that it gets more than half of its requirements from old hydroelectric plants that need constant maintenance. Ms. Alabanza said that while the company could monitor work schedules on these plants, the National Power Corp. has to implement unscheduled maintenance because of the plants’ age. Ms. Alabanza said one of the possible immediate solutions to the problem is the resumption of operations of the Iligan diesel plant, which has 100 MW installed capacity. She added that the NGCP cannot just tap the ancillary power services of Therma Marine, Inc. in case of power supply shortage since the Department of Energy allows only 50 MW each from the two barges of the firm. All transactions pertaining to power must get the approval of the Energy department, Ms. Alabanza said.
