I think this is part of the Borbon Group of Islets- surigao version of 'Hundred Islands' scattered between Club Tara Resort and Hidden Island Resort. Some islets have shapes like cupcakes. Another amazing attraction here is an islet where live a family with more than a dozen children. They wave their hands every time a boat passes by. Malingaw kaw bumiling kun pila sila kabook kay maglinya man sad. tapos moingon an tour guide 'isa ra na ka pamilya,sir'. Amazing! :)

i think i saw this one last december during our vacation at Hidden Island Resort at Socorro. we're supposed to be here but since low tide that time waya kami dajon pagdunggo. ngita rakan kami nan lain na island na white sand sab na equally beautiful pud ani.

yes it was true and confirmed that gaisano capital willl be putting a cinema on this mall.and yes your correct that it is the first mall of capital to house a cinema!

The use of WOW by LGUs was pursuant to the then National Tourism branding of WOW PHILIPPINES, by then DOT SEc. Gordon. its not exclusive to any LGU.

The hospital, no matter how modern its facilities and equipments will only be as good as the staff that operates it. Hopefully, the Doctors, nurses, med techs and other supporting personnel in this new provincial hospital will be more competent and really public service oriented than the present crop at the Caraga Regional Hospital.

Palace may consider banning mining in Mindanao

Malacaang doesnt seem bothered if China would pull out its pledge to bring in three billion dollars worth of mining investments in the country. What matters to President Aquino is the satisfaction rating that he stands to get from the Mindanao folk.

In what appears to be a move that runs counter to the government efforts to lure in more investments, the President may heed clamors to declare a mining ban in Mindanao should the people in the region would strongly clamor for it.

In a press briefing the other day, deputy presidential spokesman Abigail Valte said that the two most recent disasters in Mindanao flash floods in the cities of Cagayan de Oro and Iligan that killed some 1,400 people and left a thousand more missing and that of the landslide in Compostela Valley killing 34 people, will definitely compel the Malacaang chief executive to choose the safety and welfare of the people above anything else.

Valte said that the President may institute a halt in the mining operations in Mindanao areas categorized in the geohazard map as environmentally critical if the majority of the people, who would be directly affected in the areas where mining operations are asked to be ceased, would ask him.

From what I understand, there have been several pronouncements made by the President on mining in as far as the wishes of the community primarily because they will be the ones affected and, from what I understand, is that if the community wants it, if it is highly-regulated, then we will support whatever decision that the community makes as to mining in their area.

She also assured the public that the government would certainly sanction those who would be found accountable for the continued degradation of the environment. This time it will be different. We have always mentioned that accountability is one of the key points, one of the stronger points of the Aquino administration and certainly we will not hesitate to push accountability where it lies, Valte said.

Valte said that the Aquino administration is bent on breaking an old pattern where local government officials usually get away from their accountability as soon as the issue cools down.

Interior and Local Government Secretary Jesse Robredo also would be closely looking into the accountability of the local government officials in both disasters. Local officials such as Cagayan de Oro City Mayor Vicente Emano and Compostela Valley Gov. Arturo Uy, who have been earlier reported as having earned the ire of the President, are not political allies of the party that brought President Aquino to Malacanang.

Bad-as is part of Placer and it is Placer's economic center. amu ra kintahay nan business district ang Bad-as nan Placer kay it is located at the center and intersection point going to Tandag City and Butuan City.

Sta Cruz and Bad-as are Barangays of the Municipality of Placer. Their strategic locations vis-a-vis the municipalities of mainland surigao del norte makes its a perfect location for the provincial hospital and other government facilities that will cater to the needs of the munisipyos.

Training Center and Prov. Hospital.

talked with one of the architects of PALMA's last week when he was at sacanto and asked him about his latest project and why those Pension Houses are sprouting all over the city and he said that the city needed more rooms kay bisan ang pesion houses kuman and hotels are not enough to accomodate tourists, etc even in normal days daw. E.Y. Miners Suite is again will build another suite within this year.

that hotel which is under construction owned by Hotel Tavern is a budget hotel. it's a DORMTEL concept similar to SUGBOTEL in cebu.

New Surigao del Norte Provincial Hospital under PPP priority projects

BAD-AS, Placer, Surigao del Norte, Philippines (PNA) -- The construction of the 50-bed Surigao del Norte Provincial Hospital here will be one of the priority projects under the health reform agenda of the Aquino administration under the Public-Private Partnership (PPP) scheme.

During Wednesday's groundbreaking ceremonies here, Surigao del Norte Governor Sol Matugas said phase one of the Surigao del Norte Provincial Hospital would initially be funded by the P50 million recently released by Department of Budget and Management (DBM) Secretary Florencio Abad.

While the Caraga Regional Hospital is located in Surigao City, Surigao del Norte has no provincial hospital despite being one of the most populated provinces with the most number of towns and barangays in the Caraga Region.

During the groundbreaking rites, DoH Assistant Secretary Dr. Romulo Busuego told the mammoth crowd that construction of the Provincial Hospital was being pursued by the DoH, recognizing the dire need of the poor and indigent patients from Surigao del Norte and nearby provinces of Caraga Region.

“We, at the DoH, is determined to increase effective delivery of basic health services especially to the 2 million poorest of the poor in Mindanao and the 10.5 million in the entire country as identified by DSWD and other government agencies and answering such challenge through building of public hospitals in the countryside,” Busuego said.

Busuego said DoH Secretary Enrique Ona recently approved the release of P48 million to help fund the construction of the provincial hospital as he challenged DOH-Caraga Regional Director Dr. Leonita Gorgolon to make continuous follow up of the funds already approved for release at the DoH central office.

Busuego said establishing more public hospitals in the country even with limited resources could be implemented with rhe support of everybody, especially the local government units, private sector and the national leadership.

Department of National Defense (DND) Secretary Voltaire Gazmin, in his speech at the groundbreaking ceremonies, said a healthy nation was a strong nation. He said the Armed Forces of the Philippines (AFP) is one with President Aquino’s agenda in giving priority to the delivery of health care services under PPP scheme in the country.

Gazmin, who leads the groundbreaking and keynote speaker, was accompanied by new AFP Chief of Staff Lt. Gen. Jessie Dellosa and other top military officials headed by Major General Victor Felix, commanding general of the 4th Infantry Division.

"This will be model provincial hospital under the Philippine’s Health Reform Agenda of the Aquino administration and our citizens can only be thankful to our local leaders," Gazmin said.

The two hectare property for the new provincial hospital was originally owned by the AFP and swapped with a Provincial Government property in the vicinity.

Surigao del Norte Board Member Myrna Romarate, speaking in behalf of her husband, Surigao del Norte Rep. Guillermo Romarate, thanked the DND Secretary, the AFP Chief of Staff and DoH Assistant Secretary for helping the provincial government’s efforts for the realization of the project.

Governor Matugas also thanked the visiting officials explaining that she already got the nod of the private sector in helping realize the provincial hospital.

“I am very thankful to businessman Manny V. Pangilinan who promised to help the Provincial Hospital once it will be finished as he promised to help provide state of the art health facilities that can equal Manila’s finest hospitals so that our constituents especially the needy will no longer go to Manila to seek medical treatment “Matugas said.

Matugas said other mining companies operating in the province and other businesses also vowed to provide staffing and providing other health gadgetry and equipment for the hospital.

SURIGAO CITY (MindaNews/13 January) — The budget officer of Surigao del Norte has accused Dinagat Vice Governor Geraldine B. Ecleo of slapping her and pulling her hair in a meeting Friday morning at the Surigao del Norte capitol.

Budget Officer Maria Gay Yuipco-Cotiangco, 54, told police Ecleo slapped her left cheek and pulled her hair. She suffered scratches on both arms.

Ecleo is a daughter of Dinagat Governor Glenda Ecleo and sister to fugitive Rep. Ruben Ecleo, Jr., Supreme Master of the Philippine Benevolent Missionaries Association (PBMA).

The vice governor met with provincial officials and the regional director of the Department of Interior and Local Government (DILG on the budget of the three district hospitals in the province of Dinagat Islands.

Witnesses said the spat started during the discussion of the revised version of the Memorandum of Agreement on the P110 million budget, a portion of which will go to the compensation of the workers in the three district hospitals in the island-province.

Dinagat’s Internal Revenue Allotment was scrapped by the Department of Budget and Management when the Supreme Court in February 2010 declared as unconstitutional RA 9355, the law that created the province of Dinagat in 2006, citing its failure to comply with the land area and population requirement to create a province.

Dinagat was carved out of Surigao del Norte.

In March 2011, however, the Supreme Court, voting 9-6, reversed its 2010 ruling

Cotiangco said Ecleo shouted at her saying: “Paghuyat did-on kay nag-istorya pa ko” (Wait because I’m still speaking”) before Ecleo stood up and attacked her.

Sought for comment, Ecleo said: “Maybe you heard the statement of DILG regional director. That is more than enough. I don’t want to comment because too much talk, many mistakes.”

“I came here on behalf of the Dinagat employees in the three hospital districts. Walo ko manhi diri sa Surigao aron magbinastos, nianhi ko aron mahatagan og budget ang three district hospitals. If unsa man gani, magpa video siya ug mokuha siyag witnesses. Para mogawas gyod unsa ang tinuod. The statement of Director Burgeos is fair enough,” she said.

Mindanews asked Director Burdeos for comment. He denied there was a commotion but admitted that a heated argument took place.

Other provincial officials who were in the meeting declined to talk about the incident. Ramon Gotingga, assistant provincial administrator of Surigao del Norte, begged the media not to report the incident.

The vice governor’s brother, the fugitive Ruben Jr., has two standing arrest warrants: one for the parricide case involving the killing of his wife, Alona, in 2002 in Cebu City; the other for conviction by the Sandiganbayan for the anomalous construction of projects when he was mayor of San Jose from 1991 to 1994.

The Ecleo clan has been ruling Dinagat for decades.

In the 2010 elections, the matriarch, Glenda Ecleo won as governor, Geraldine as vice governor and the fugitive, Ecleo, Jr. as representative.

Economic boom in Caraga seen

SURIGAO CITY, Philippines — Full economic activity is seen beginning this year in the Caraga region or Northeastern Mindanao as both foreign and domestic investors in agricultural, industrial, mining and tourism industries are already in place in the region’s five provinces and six cities.

After signing a memorandum of understanding, a Japanese business group is already in close coordination with a local construction company in Butuan City for the establishment of multi-million-peso run-to-river mini-hydro power plants. City officials led by Mayor Ferdinand M. Amante, Jr. have already given the green light for the project.

Some Koreans and Chinese business groups including domestic businessmen have already started operating their agricultural plantation in the city of Butuan and the province of Agusan del Norte with close to 50,000 hectares open for co-management with the local government unit and business group or individual.

One of the country’s three top companies also inked their memorandum of understanding with a mining company at Nonoc here for a major nickel mining operation. The company investment of some $2.5 billion is expected to generate 8,000 new jobs. The city government of Surigao led by Mayor Ernesto T. Matugas is already extending assistance for the commencement of the mining operation.

The city government of Surigao also started their P500 million Surigao City “Agri-Fisheries and Agro-Industrial Development Program” for 2012-2016 where an estimated 10,000 farmers will be benefited. This program is also open to different business groups, both foreign and domestic.

Multi-billion dollars’ worth of mining investments of foreign and domestic business groups in Claver and other towns in Surigao del Norte and also in Surigao del Sur are in full swing this year, generating at least 20,000 new jobs and additional revenues for the local government units.

Since Tuesday, officials and technical men from the Korean government, assisted by Region XIII Department of Energy and Natural Resources (DENR) Regional Executive Director Leonardo R. Sibbaluca, per instruction of Environment Secretary Ramon J.P. Paje, started surveying in Agusan del Sur for the establishment of a multi-million-peso wood pellets plant in the economic zone area of that province. Aside from generating local employment and revenues, the establishment of this environment-friendly wood pellets plant is expected to bolster the solid waste management program and global warming and climate change mitigation programs of the government. The Koreans also intend to plant millions of agricultural tree seedlings in the wide areas in Agusan del Sur and neighboring areas.:banana::banana::banana:

After signing a memorandum of understanding, a Japanese business group is already in close coordination with a local construction company in Butuan City for the establishment of multi-million-peso run-to-river mini-hydro power plants. City officials led by Mayor Ferdinand M. Amante, Jr. have already given the green light for the project.

Some Koreans and Chinese business groups including domestic businessmen have already started operating their agricultural plantation in the city of Butuan and the province of Agusan del Norte with close to 50,000 hectares open for co-management with the local government unit and business group or individual.

One of the country’s three top companies also inked their memorandum of understanding with a mining company at Nonoc here for a major nickel mining operation. The company investment of some $2.5 billion is expected to generate 8,000 new jobs. The city government of Surigao led by Mayor Ernesto T. Matugas is already extending assistance for the commencement of the mining operation.

The city government of Surigao also started their P500 million Surigao City “Agri-Fisheries and Agro-Industrial Development Program” for 2012-2016 where an estimated 10,000 farmers will be benefited. This program is also open to different business groups, both foreign and domestic.

Multi-billion dollars’ worth of mining investments of foreign and domestic business groups in Claver and other towns in Surigao del Norte and also in Surigao del Sur are in full swing this year, generating at least 20,000 new jobs and additional revenues for the local government units.

Since Tuesday, officials and technical men from the Korean government, assisted by Region XIII Department of Energy and Natural Resources (DENR) Regional Executive Director Leonardo R. Sibbaluca, per instruction of Environment Secretary Ramon J.P. Paje, started surveying in Agusan del Sur for the establishment of a multi-million-peso wood pellets plant in the economic zone area of that province. Aside from generating local employment and revenues, the establishment of this environment-friendly wood pellets plant is expected to bolster the solid waste management program and global warming and climate change mitigation programs of the government. The Koreans also intend to plant millions of agricultural tree seedlings in the wide areas in Agusan del Sur and neighboring areas.

SURIGAO CITY (MindaNews/13 January) — The budget officer of Surigao del Norte has accused Dinagat Vice Governor Geraldine B. Ecleo of slapping her and pulling her hair in a meeting Friday morning at the Surigao del Norte capitol.

Budget Officer Maria Gay Yuipco-Cotiangco, 54, told police Ecleo slapped her left cheek and pulled her hair. She suffered scratches on both arms.

Ecleo is a daughter of Dinagat Governor Glenda Ecleo and sister to fugitive Rep. Ruben Ecleo, Jr., Supreme Master of the Philippine Benevolent Missionaries Association (PBMA).

The vice governor met with provincial officials and the regional director of the Department of Interior and Local Government (DILG on the budget of the three district hospitals in the province of Dinagat Islands.

Witnesses said the spat started during the discussion of the revised version of the Memorandum of Agreement on the P110 million budget, a portion of which will go to the compensation of the workers in the three district hospitals in the island-province.

Dinagat’s Internal Revenue Allotment was scrapped by the Department of Budget and Management when the Supreme Court in February 2010 declared as unconstitutional RA 9355, the law that created the province of Dinagat in 2006, citing its failure to comply with the land area and population requirement to create a province.

Dinagat was carved out of Surigao del Norte.

In March 2011, however, the Supreme Court, voting 9-6, reversed its 2010 ruling

Cotiangco said Ecleo shouted at her saying: “Paghuyat did-on kay nag-istorya pa ko” (Wait because I’m still speaking”) before Ecleo stood up and attacked her.

Sought for comment, Ecleo said: “Maybe you heard the statement of DILG regional director. That is more than enough. I don’t want to comment because too much talk, many mistakes.”

“I came here on behalf of the Dinagat employees in the three hospital districts. Walo ko manhi diri sa Surigao aron magbinastos, nianhi ko aron mahatagan og budget ang three district hospitals. If unsa man gani, magpa video siya ug mokuha siyag witnesses. Para mogawas gyod unsa ang tinuod. The statement of Director Burgeos is fair enough,” she said.

Mindanews asked Director Burdeos for comment. He denied there was a commotion but admitted that a heated argument took place.

Other provincial officials who were in the meeting declined to talk about the incident. Ramon Gotingga, assistant provincial administrator of Surigao del Norte, begged the media not to report the incident.

The vice governor’s brother, the fugitive Ruben Jr., has two standing arrest warrants: one for the parricide case involving the killing of his wife, Alona, in 2002 in Cebu City; the other for conviction by the Sandiganbayan for the anomalous construction of projects when he was mayor of San Jose from 1991 to 1994.

The Ecleo clan has been ruling Dinagat for decades.

In the 2010 elections, the matriarch, Glenda Ecleo won as governor, Geraldine as vice governor and the fugitive, Ecleo, Jr. as representative.

Hopefully, the Doctors, nurses, med techs and other supporting personnel in this new provincial hospital will be more competent and really public service oriented than the present crop at the Caraga Regional Hospital.

Canadian firm raises $1.37M for nickel project in Surigao

Mindoro Resources Ltd. has raised a total of $1.37 million (P59.85 million) for its Agata nickel project through private placement despite “difficult market conditions” and noted strong interest from potential partners. The Agata nickel project in the Surigao nickel district in Mindanao has an expected mine life of 20 years.

Company president and CEO Jon Dugdale said Mindoro Resources raised $175,978 (P7.7 million) in the second closing of its private placement, which was previously announced on Nov. 22, 2011. The private placement will close on Jan. 24, 2012.

The private placement is being offered as common shares in Canada and as Chess Depository Interests (CDIs) in Australia, the Canadian miner said.

Mindoro Resources is set to hold a special shareholders’ meeting on March 8 in Calgary, Alberta, in Canada to seek shareholder approval to allow company directors to participate in the private placement and to expand the company’s capacity to offer shares.

Mindoro Resources said full details of such matters, including the proposed resolutions, would be distributed to shareholders.

The company has issued 1.54 million common shares and CDIs to qualified investors in connection with the second closing. CDIs have been issued to investors in Australia, with the underlying common shares deposited with the Chess Depository.

While raising funds, Mindoro Resources is also seeking a strategic financing partner for a two-stage development strategy for Agata.

A number of parties, mostly from the Asian region, have expressed strong interest in financing the development of the Agata nickel project. These parties were now conducting assessments before finalizing preliminary proposals, Dugdale said.

The company is working with its financial advisor, Deloitte Corporate Finance Pty. Ltd., to advance discussions and negotiations during the first quarter of 2012.

Dugdale said the strong interest in Agata highlighted the strategic advantages that the project possessed. These included its location on a protected coast-line, with no forest or significant population on the resource, and outstanding metallurgical characteristics for both thermal and hydrometallurgical processing, Dugdale said.

Canadian firm raises $1.37M for nickel project in Surigao

Mindoro Resources Ltd. has raised a total of $1.37 million (P59.85 million) for its Agata nickel project through private placement despite “difficult market conditions” and noted strong interest from potential partners. The Agata nickel project in the Surigao nickel district in Mindanao has an expected mine life of 20 years.
Company president and CEO Jon Dugdale said Mindoro Resources raised $175,978 (P7.7 million) in the second closing of its private placement, which was previously announced on Nov. 22, 2011. The private placement will close on Jan. 24, 2012.
The private placement is being offered as common shares in Canada and as Chess Depository Interests (CDIs) in Australia, the Canadian miner said.
Mindoro Resources is set to hold a special shareholders’ meeting on March 8 in Calgary, Alberta, in Canada to seek shareholder approval to allow company directors to participate in the private placement and to expand the company’s capacity to offer shares.
Mindoro Resources said full details of such matters, including the proposed resolutions, would be distributed to shareholders.
The company has issued 1.54 million common shares and CDIs to qualified investors in connection with the second closing. CDIs have been issued to investors in Australia, with the underlying common shares deposited with the Chess Depository.
While raising funds, Mindoro Resources is also seeking a strategic financing partner for a two-stage development strategy for Agata.
A number of parties, mostly from the Asian region, have expressed strong interest in financing the development of the Agata nickel project. These parties were now conducting assessments before finalizing preliminary proposals, Dugdale said.
The company is working with its financial advisor, Deloitte Corporate Finance Pty. Ltd., to advance discussions and negotiations during the first quarter of 2012.
Dugdale said the strong interest in Agata highlighted the strategic advantages that the project possessed. These included its location on a protected coast-line, with no forest or significant population on the resource, and outstanding metallurgical characteristics for both thermal and hydrometallurgical processing, Dugdale said.

New millionaire looking for a wife

PHILIPPINES - The winner of the P55.6-million (S$1.63 million) jackpot in the 6/49 Super Lotto game on January 10 is looking for a wife.

The 39-year-old native of Surigao del Norte said that for years, he cast aside the thought of getting married because he did not have a job and could not provide for his family.

With his future now secure, the man told a Philippine Charity Sweepstakes Office (PCSO) official that he was now searching for someone to share his life-and his winnings-with.

According to PCSO General Manager Jose Ferdinand Rojas II, the man bagged the jackpot when he got the winning number combination of 14-15-16-21-26-45, which was picked for him by a computer.

He said the lucky bettor claimed his winnings Tuesday morning at the PCSO office in Pasay City.

"The man has been placing bets at least four times a week for the past eight years," Rojas said.

"He did not marry because he does not have a job to support a family. But now, he plans to find a woman he will marry," he added.

The man also told Rojas that he would spend part of his winnings to build a house.

His other plans include buying a car, setting up a business, putting the rest of the money in the bank.

Meanwhile, the winner of the 6/42 Lotto draw on January 12 also claimed his winnings Tuesday.

The 54-year-old man said that he would use the P19.3 million he won to build a house for his seven children.

He told the PCSO that at the moment, he was staying with his in-laws although he and his children plan to move out the minute they find a suitable house.

PCSO to set up 25 new branches nationwide


AS part of its efforts to reach people who are in need especially those located in far-flung areas of the country, the Philippine Charity Sweepstakes Office (PCSO) on Wednesday announced that it will be establishing 24 new branches and sub-branches in the country.

PCSO general manager Jose Ferdinand Rojas 2nd said the new branches will be completed by the end of the year.

Rojas II said he already met with the heads of provincial district offices (PDOs) of the PCSO last January 16 and has laid the groundwork for the possible establishment of the new branches.

The PCSO management has proposed putting up the 24 branches and sub-branches in Tuao, Cagayan; La Trinidad, Benguet; Calapan, Oriental Mindoro; San Jose, Occidental Mindoro; Bacolod City, Negros Oriental; and Calbayog, Western Samar; in Ilocos Norte, La Union, Romblon, Masbate, Catanduanes, Bohol, Negros Oriental, and Zamboanga del Norte, in Nueva Vizcaya, Zambales, Ifugao, Ilocos Sur, Marinduque, Capiz, Bukidnon, Quirino, North Cotabato, and Surigao del Norte.

PCSO has been the government’s main agency that sources charity funds for medical and health programs and other charitie of national scope.

Rojas’s meetings with the PDO officials also dwelt on what groundwork to take for the laying of the necessary measures for the setting up of the new branches.

The PCSO general manager also led the consultation meetings with partners of the PCSO in extending medical and health assistance with an eye for widening the agency’s charity mission to the rural areas.

Rojas also took advantage of the visit to relay to heads of PDOs new developments and advised them of the “directions to take and gather inputs in terms of operations (charity assistance and lotto operations), among others.”

MGB-13 identifies several Surigao City barangays as geo-hazard areas

SURIGAO CITY, January 13, 2012 - Several barangays in Surigao City are high risk areas during landslides and floods, the Mines and Geosciences Bureau (MGB) in Caraga Regional revealed recently.

A detailed landslide and flood susceptibility report of MGB revealed that the barangays of Bonifacio, Canlanipa, Lipata, Mat-i, Punta Bilar, Quezon, Rizal, Taft, Togbongon and Washington are classified with high degree of landslide hazard, while the barangays of Capalayan, Danao, Ipil, Luna, Poctoy, San Roque, Trinidad and Sukailang are moderate and Balibayon, Cabongbongan, Cagniog, Mabini, Mabua, and Serna are classified as low landslide hazards.

MGB further reported that the flood susceptibility barangays with high degree of hazards are Luna, Mabini, Rizal, Sabang, Togbongon, Washington and San Juan, and barangays with moderate degree of flood hazards are Cabongbongan, Danao, Ipil, Mabua, Mat-i and Nabago while the areas with low degree of flood hazards are Anomar, Bonifacio, Cagniog, Capalayan, Lipata, Quezon, Taft and Serna.

The MGB also reported other geo-hazards which include river scouring and siltation in Surigao River, bank erosion hazard and cut slope failure along the road in Brgy. Mabini, riverbank scouring in Brgy. Silop, flashflood hazard due to silted rivers in Pinaypayan and File in Brgy. Mat-i, river scouring in Brgy. San Juan, and subsidence hazard in Brgy. San Roque.

Coastal erosions and sedimentation were also reported in Brgy. Sabang. "If possible relocate/evacuate (the residents living in these) areas in Purok 2, 3 and 4 (in Brgy. Sabang) to evade possible occurrence of tidal storm surge in time of extreme weather condition," the MGB report said. (PIA-Surigao del Norte)

New hall to rise in mangrove town

Surigao del Norte—A P22-million town hall will rise in Del Carmen, Siargao Island, following its groundbreaking on Wednesday by local executives.

Touted as the country’s mangrove town, it has 9,000 hectares of natural growth cover with waterways that are suitable for river cruise and kayaking.

Mayor Alfredo Coro II said Del Carmen possessed the largest contiguous
mangrove stand by standards of the Department of Environment and Natural Resources.

“With the booming economy of our town brought about by the perpetual influx of tourists, our people deserve a worthy replacement for our vintage municipal building,” he told Manila Standard. “We’re grateful that Congressman Francisco Matugas and Governor Sol Matugas have allocated funds in addition to our local fund for this project.”

Coro said construction is set to start in april on a 2-hectare lot donated Sulapas and Manon-og families.

The groundbreaking was also attended by lawyer Ernesto Albano, Jr. of the Philippine Foundation of Science and Technology, Vice Mayor Renato Dulguime, Caraga Tri-Media President Roberto Parad Jr., Siargao DepEd

THE services sector, which includes supermarkets, banks, hotels and restaurants, and logistics, will be the main creators of jobs between 2012 and 2020.

This was one of the highlights of an extensive study which was revealed by the Department of Labor and Employment (DOLE) on Friday on the labor market in the Philippines until the end of this decade. The study was entitled “Project Jobfits 2020.”

The study, which included not just field researches but also consultations with industry leaders, labor market experts and members of the academe, was meant to guide government, private enterprise and young Filipinos on deciding their courses of action in the next eight years.

The DOLE did not find a major shift in the list of Key Employment Generators (KEGs) that contributed to the creation of jobs in the past decade. It identified 12 traditional job creators dominated by cyberservices, health and wellness, tourism, banking and finance, transportation and logistics, and wholesale and retail trade—all in the services sector.

Agribusiness was also identified as one of the big job makers in the near and medium-term for job seekers. A total of 14 of the country’s 16 regions expect their agribusiness sectors to be the main job generator between this year and the close of the decade.

Foreign jobs, on the other hand, will remain one of the top options for Filipino job seekers since a growing number of professionals and highly-skilled workers in the developed world are expected to retire and will require replacements during the same period.

The mining industry was also expected to contribute a larger share of employment in the next several years, at least in eight regions where mining explorations are ongoing.

Overall, the prospects for gainful employment was seen as best to professionals and those with highly specialized skills in those identified key employment generators.

Those with few skills were seen to be out of the loop in the new demand for workers in this decade. Only the retail trade, mining and agribusiness segments of the productive economy may demand semi-skilled and unskilled labor.

I am proud to tell you that the White-bellied Sea eagles are back since a few days.
They have occupied their old nest again. I hope that we succeed to protect the nest this time from looters.
It's painful that no action has been taken by the authorities. So I'm starting now with some private activities to protect the nest.

Keep your fingers crossed that it works.

7 % of world nickel to come from PH

When the second nickel processing plant of Nickel Asia goes on stream by early 2013, the Philippines would account for 7 percent of total world nickel production.

The second refinery would have started operating before the middle of the year, but the project was delayed for about four months after the plant in Taganito, Surigao del Norte, was raided allegedly by elements of the New People’s Army.

The first refinery has been operating for a capacity of 25,000 tons of nickel in Rio Tuba as a joint venture with Sumitomo of Japan, the world’s fifth-largest nickel company. The second, also with investments from the same Japanese company, has a capacity of 30,000 tons a year.

The Japanese official of the joint venture told Malaya Business Insight that contributing 7 percent of total world nickel production includes the shipment of raw ore extracted from Rio Tuba and Taganito.

The company is almost 40 years old. It started at a time when the price of nickel was about $2 per pound.

Today the price of the metal hovers over $10 to the pound. In fact, there was a time when the price came close to $20.

The company was hardly making a profit exporting ore until a Japanese technician found a way of reducing the moisture of the ore by piling them under the hot sun in a way only the Japanese technician knew at that time.

The system saved the company plenty of money in electricity costs. When the price of nickel started going up, the joint venture thought of setting up a processing plant in Rio Tuba in Palawan.

After making a thick pile and discovering the consistency of the grade as reasonably higher than in most areas, the joint venture started to put up a second plant in its concession in Taganito for a bigger capacity of 30,000 metric tons per year.

Russia’s Norilsk, a public company set up in 1993, is the world’s biggest producer of nickel.

Nickel Asia’s expansion is not limited to nickel. It has acquired a copper concession in Kalinga-Apayao in the Cordilleras from Anglo-American, claimed to be the world’s biggest mining company.

Anglo-American left the Philippines and sold its concessions in Kalinga-Apayao as a business decision. The company has spent a lot of money drilling for copper in that province and found indications of commercial quantities of copper.

Drilling in Kalinga-Apayao by Nickel Asia is scheduled to start in March.

However, geologists of Nickel Asia are excited about what might turn out to be high gold recovery from copper in one of the three areas in the Cordilleras. It turned out that this area is just about a kilometer away from Far Southeast Mining, which bought the concession years ago from Lepanto Mining, primarily a gold producer although its gold production is bigger than Philex, basically a copper company.

Extensive drilling continues in the Far Southeast Mining. Its geologists are excited over the gold prospects in its concession.

Obviously, Nickel Asia is waiting for the confirmation of the size of proven copper and gold reserves in Far Southeast before it tries the area in Cordillera near the gold mining operation. Meanwhile, it will proceed to drill for copper in Kalinga-Apayao where Anglo American has done extensive drilling.

In the time of Ferdinand Marcos, Marinduque Mining tried to go into nickel refinery operation using the Le Nickel process. It set up a pilot plant in Saskatchewan in Canada. The plant showed promising signs of success.

It was hit hard by the sudden rise in fuel prices as a result of the Yom Kippur War between Israel and its Arab neighbors that raised the price of crude about seven-fold from slightly $2 to the barrel. The problem was made worse by the fact that the nickel grade of its ore could not be compensated by the price of fuel which, until this day, continues to hit the roof.

Nickel Asia started modestly by shipping dehydrated ore with just about 2 percent nickel content.

When the price of nickel went up, the joint venture partners decided to set up its first refinery in Rio Tuba in Palawan. Encouraged by better prices of nickel and higher nickel content of the ore, it set up a second refinery in North Surigao.

Now it is expanding into copper and gold and entertaining high hopes for the precious metal with one of its concessions in the Cordillera being only a kilometer away from what is considered a "gold mine" in the concessions of Far Southeast.

NPA extorted P300M in 2011



THE NEW PEOPLE’S Army (NPA) extorted P300 million from mining firms, banana plantations and other business establishments in 2011 -- more than triple the P95.5 million the communist rebels collected from January to November last year according to military intel.

Armed Forces of the Philippines (AFP) spokesperson Col. Arnulfo B. Burgos, Jr., in a phone interview, attributed the significant increase to investors that are more cooperative with the military.

“Naging open na ang mga businessmen at nag-o-open na for information sa nakuhang pera unlike before na hindi sila nagsasabi ” Mr. Burgos said.

AFP Public Affairs deputy chief Maj. Enrico C. Ileto cited Compostela Valley, Davao del Sur, Davao del Norte, Davao Oriental, Agusan del Sur, [B]Surigao del Norte, Bukidnon, and North Cotabato in Mindanao; and Camarines Sur and Masbate in Luzon where most extortion incidents happen. These are the provinces where the NPA still has considerable force.

The rebels are losing support from the masses, Mr. Burgos added, so they intensified collection of “revolutionary taxes” from various commercial establishments to sustain their armed struggle against the Philippine government.

Businesses who refused to give into their demands saw their property vandalized and damaged by the NPA. The military recorded a total of 31 rebel attacks against private and government infrastructure projects that resulted in P1.2 billion worth of property damage. This includes the attack on the Taganito mine in Surigao del Norte last October, which cost Nickel Asia Corp. an estimated P500 million worth of damages.

“These extortions, including what we have witnessed a few weeks ago in Surigao, are piling up and creating some uncertainty,” said Hubert d’Aboville, president of the European Chamber of Commerce of the Philippines (ECCP). He warned that such extortion serves as deterrent for future investments.

Newly appointed AFP Chief-of-Staff Jessie D. Dellosa also expressed his concern over the direction the rebels are taking.

“Resorting to criminal activities for funding, and attacking civilians to command obedience are signs of desperation,” Mr. Dellosa said in a press release.

For his part, Mr. Ileto assured that the military will do its best to safeguard the companies and communities from further attacks.

“These extortions have claimed the lives of so many people; if we do not act on this, more people might die and stymie the progress of the country,” Mr. Ileto said. -- Mariae Francesca C. Ramos

MRC Allied, Inc.


BROKERAGE firm Angping & Associates Securities, Inc. advised investors to keep their shares in MRC Allied, Inc. (MRC) following the latter’s plan to acquire mining assets.

MRC shares fell for the third straight day on Friday to P0.81 apiece, but Angping analyst Elizabeth S. Abadillo believes investors holding MRC shares stand to gain over the long term given favorable earnings prospects.

“[MRC has] good prospects given the news [on additional mining assets],” Ms. Abadillo said. She added that MRC shares have a good support at P0.78, while resistance is at P0.98.

Last week, the listed firm announced its plan to acquire three more gold and copper mining properties in Mindanao this year. It also plans to raise P1 billion to partially finance its exploration and mining projects.

Mindanao power problems could continue


DAVAO CITY -- There is no immediate solution yet to Mindanao’s power woes as transmission firm National Grid Corporation of the Philippines (NGCP) applies curtailment on the island due to lack of power reserve.

The problem is rooted on the unstable condition of hydroelectric power plants run by the National Power Corp. (Napocor), company spokesperson Cynthia P. Alabanza said on Tuesday.

Ideally, she explained, there should be a fourth of actual power usage in reserve that could be tapped to stabilize power in the island. On Tuesday night, the company sent an advisory that it had to cut about 200 megawatts (MW) at around 8 p.m.

The problem with Mindanao’s power is that it gets more than half of its requirements from old hydroelectric plants that need constant maintenance.

Ms. Alabanza said that while the company could monitor work schedules on these plants, the National Power Corp. has to implement unscheduled maintenance because of the plants’ age.

Ms. Alabanza said one of the possible immediate solutions to the problem is the resumption of operations of the Iligan diesel plant, which has 100 MW installed capacity.

She added that the NGCP cannot just tap the ancillary power services of Therma Marine, Inc. in case of power supply shortage since the Department of Energy allows only 50 MW each from the two barges of the firm.

All transactions pertaining to power must get the approval of the Energy department, Ms. Alabanza said.

Therma Marine, in a statement released on Monday, said that what could be done now is for distribution utilities to negotiate directly with the company for power supply contracts so that they could tap power available from the barges stationed in Nasipit, Agusan del Norte and Maco, Compostela Valley.

Two coal-fired projects are being planned in Southern Mindanao. The first is the 300-MW project of the Therma South, Inc. while the second is the 200-MW project of Conal Holdings Corp. If schedules are followed, both projects can start operating by 2014.

Another long-term solution is to connect the Visayas and Mindanao grids. In October last year, the Energy Regulatory Commission approved the first phase of the P24-billion project, which was started three decades ago.

I've read about wildlife conservationists bringing in these nest looters to the cause by adding them on the payroll to help protect the species. Apparently it works in other countries. Or you can call the Philippine Eagle Foundation based in Davao, present your case and hopefully piggyback your project under their aegis. As soon as you get this moving with professional and scientific advice, you may team up with the tourism office in Siargao and open up your property to tourists ( local and foreign) who may want to donate money and help your cause. Lectures and viewing of rehabilitated birds will also help increase awareness of these large birds. Quite frankly, this is a tough challenge and you need to involve the right people. Hopefully I can visit your project one day. :)

Exactly, that's the way to do it. The problem is, I am currently a lone fighter and finance everything out of one's own pocket. I know of two people, who loot the nest. One of them I have now put in my services. His task is the protection of the nest. For that he gets once a month 3,000 PHP
That's not enough to provide for his family, but it is much more than he has earned through the sale of the eaglets. I'll employ him 12 months a year and not only for the breeding season. Additionally, there will be a 25,000 PHP incentive payment for the Bgy.
Maybe I can raise the monthly income of my nest protector. But this takes a little time to test its suitability. This would give Siargao his first game warden.
All this of course can only be the first step. The next step is to establish a shelter belt around the nest. For this I need the DENR, the local authority and the whole Bgy. It will be not easy, especially in Del Carmen.

PCSO to set up new offices

The Philippines Charity Sweepstakes Office (PCSO) will set up 24 branches throughout the country to expand its services to the public, an agency official said.
In a statement, PCSO General Manager Jose Ferdinand Rojas II said the locations of the offices were evaluated after he met with the agency’s provincial district heads.
The PCSO will open in 2012 branches in Tuao, Cagayan; La Trinidad, Benguet; Calapan, Oriental Mindoro; San Jose, Occidental Mindoro; Bacolod City; and Calbayog, Western Samar.

Sounds like you are on the right track. Kudos. I don't remember how big your property is but are the adjacent lot owners on the same boat as you? Apparently a mating pair of eagle requires lots of hectarage to breed.

there is a better proposal being eyed in the boulevard area. but that is subject to the resolution still of the issue between the city and srbc.

Mayor Matugas in an earlier interview was asked "Sir, kung di ka tagaan ug authority sa SP nga ikiha ang srbc?". His answer were the fighting words "With or wihtout authority from the SP, I will sue SRBC!". This was even the headline in a local newspaper.

the reason is in the enumerated powers of the SP as provided in the Local Govt. Code. It is not one of the enumerated power of the SP.

Ah yes, the money, to this day the Ombudsman has yet to come out with Php 5 Million case against the incumbent city mayor.

Oh while talking about the Ombudsman, a new complaint has been filed against mayor Matugas and City Treasurer Yamit for Illegal Exactions regarding the new Business Permit plate. it appears they had no authority to change the design of the new business permit plate nor to charge Php250 for that when the exisitng ordinace pegs the price at only Php200. yes, its always about the money, indeed.

So what if SRBC has a new President? Corporations regularly change their corporate officers after the term of the incumbents expire. also the personalities of the corp officers are separate and distinct from teh corp. itself.

No dispute the City owns the property, as for moving out, oh well the City or to be specific the present admin could always try to sue SRBC or to be more specific SRDC.

So what if SRBC has a new President? Corporations regularly change their corporate officers after the term of the incumbents expire. also the personalities of the corp officers are separate and distinct from teh corp. itself.

No dispute the City owns the property, as for moving out, oh well the City or to be specific the present admin could always try to sue SRBC or to be more specific SRDC.

Im not saying the City really benefitted from the SRBC lease although there is the Php1M plus just sitting in the court for the City to collect. an ako ra point is for the City to do the right thing about it. I just wont dare attempt to tell the concerned officials how to do their jobs.

i think they can do better than this. we have a lot of good architects that even if paid less mas gana pa siguro an design compared to this one. the layout does not make sense. magtabok tabok baja ini an mga nurses sanan doctors across a covered walkway to do their rounds. :lol:

why can't they just shove it to their faces that the business permit is now worth Php250 and not Php200. frankahan ba instead of using the guise of a new design just to milk these folks.

i cannot speak in behalf sa gaisano grand or srbc. pero sa tag laong ni manoy bulldog na way ila project sa surigao so uman? bulatik to the max na sab sure na and the fact na bulatik ra it doesn't matter kun may consent o waya. :D

hmmm, it does not capture really what happened back then, but the the fact that the City back then moved for the rescission of the lease will tell you a lot. although later on this was not push thru and is now the bone of contention between the city and srbc or srdc (take your pick:)

Boya i think miscalculated his closeness with the incumbent mayor, after all he did lend him millions of pesos. He probably did not expect Matugas to turn against him.
