Surigao City launches coffee, swine programs to boost farmers' income
By MIKE U. CRISMUNDO
January 21, 2012, 5:36pm

SURIGAO CITY, Philippines — Taking advantage of its rich natural resources and clean free-flowing water resources, the city government has launched coffee plantation and swine dispersal programs to boost the productivity of farmers as city officials envisioned Surigao becoming the “coffee and swine-producing city” of Mindanao.

To start the programs, the city government initially distributed 3,000 coffee seedlings and 40 sacks of organic compost fertilizers to farmers in this city’s seven barangays.

The city government is also set to distribute next month to Barangays Manjagao, Buenavista, Aurora, Cantiasay, Cagutsan, Alegria, Danaon and the island barangay of Lisondra.

The programs are part of the Surigao City Agri-Fisheries and Agro-Industrial Development (SAFIDEV).

“We are targeting thousands of hectares to mark this city as coffee-producing city in Mindanao,” said City Mayor Ernesto T. Matugas, in an exclusive interview.

The mayor said the launching of the swine dispersal program seeks to make the wife of the farmer more productive and become a co-partner in the economic development of the city.

The massive coffee production and swine dispersal programs are fully supported by the Department of Agriculture (DA-Caraga Region 13) and Bureau of Fisheries and Aquatic Resources (BFAR-13).

Meanwhile, officials of Surigao City and the provincial government of Surigao del Norte are joining hands to assist farmers and fisherfolk on organic agriculture.

In this year’s theme “Asenso sa Organikong Pagpanguma, Asenso nan Probinsiya,” the city and provincial officials along with the line agencies of the government, particularly the DA, NGO’s/PO’s/private institutions pledged to join hands in promoting organic agriculture farming.

The group committed to strengthen organic vegetable production using EM (effective micro-organism) technology, organic swine and poultry production, and other sustainable aquaculture approaches.

The group also laid down the importance of having seaweed and shell production in line with fish cages/pens for sustainable fishery production.

First District Surigao del Norte solon Rep. Francisco T. Matugas and Gov. Sol F. Matugas vowed to support the implementation of RA 10068 (Organic Act of 2010) in the province.

The whole officialdom led by Governor Matugas seeks to utilize the rich natural resources of the province and richness of bio-diversities.

The governor launched early this week the “Pagkaon nan Surigao del Norte” as a flagship program on agriculture for 2012.

You're right! dapat proteksyonan ang buong isla na h'wag masira specially ang mga natural resources dahil 'yan ang tunay na asset ng lugar.....modern development is welcome pero dapat ang LGU may tamang ordinansa to protect from any forms of damage at higit sa lahat ipagbawal ang kahit anong uri ng activities to lead into prostitution.

Casa Ilongga primer:

Bizman turns eatery into successful restaurant chain
By Katlene O. Cacho
Monday, June 6, 2011

BUSINESSMAN Raffy Uytiepo never thought that the family would still succeed in business after their gasoline hauling venture was hurt by the oil crisis in the 1970’s.

But hard work, determination and a meager investment of P50,000 left from their last undertaking allowed the family to open Casa Ilongga, which names Iloilo’s La Paz batchoy as its best-seller.

Have something to report? Tell us in text, photos or videos.

The Uytiepos migrated to Manila and with barely enough money, opened a four-table eatery at the ground floor of an old Spanish ancestral house in Malate, which they had turned into a boarding house.

“The boarders instantly became our first customers,” Uytiepo said, who is Casa Ilongga’s president and chief executive officer.

The family served the all-time favorite La Paz batchoy, a noodle soup garnished with pork innards, crushed pork cracklings, and vegetables topped with raw egg, exclusively
for them. They named their business Casa (home) Ilongga (a female resident of Iloilo).

Through word of mouth, the small eatery soon became popular, prompting the Uytiepos to open a full-blown restaurant in Vito Cruz Extension in Makati City. Apart from serving La Paz Batchoy, Casa Ilongga started serving Ilonggo specialties such as pancit molo, chicken inasal, kanse, kadios-baboy-langka (KBL), and dinuguan with manapla puto.

“The restaurant really draws a lot of customers. We serve across markets- yuppies, professionals and families. In fact, due to the limited parking space, we learned that cars of our customers were sometimes towed,” he said.

Casa Ilongga was brought into the limelight when SM, one of the country’s biggest conglomerates, invited the family to bring their business to the mall. Raffy said this was one of the biggest and challenging ventures the family entered into.

“We believe that opening a mall-based outlet would help expand our market reach,” he said. Casa Ilongga opened its first mall outlet in SM North Edsa.

Having been blessed with successful operations in Manila, the family thought of opening a mall outlet in SM Iloilo in the early 1990’s to bring the brand to the Ilonggos.

“We felt it was right for the business to open an outlet in Iloilo, especially that it serves the province’s specialties. And our main market, really, are the Ilonggos. We addressed the clamor of the people knowing that this is an Ilonggo food business which never really started in Iloilo,” Uytiepo said.

The Casa Ilongga outlet in Iloilo is the company’s first franchised outlet. The expansion also paved the way for the business to penetrate the neighboring Visayas and Mindanao market.

Branching out

Uytiepo, who is also a veteran race director and runner, added that his inclination to sports also helped the business create network linkages. He said some of his friends who are athletes franchised some of the Casa Ilongga outlets.

Casa Ilongga now boasts of 15 branches nationwide. It has two branches each in Manila, Bacolod, Iloilo, Dumaguete and General Santos; and one branch each in Davao, Cebu, Tacloban and just recently, in Ormoc. Of the 15 branches, four are company-owned while the others are franchises.

Its Cebu branch is located at Robinson’s Place along the Fuente Osmeña circle.

“Although Ilonggos were the main market of the restaurant, we’ve observed that Cebuanos have come to love Iloilo specialties. The Cebuano market has been receptive with the dishes we serve,” he said.

Losses

Uytiepo reported that Casa Ilongga-Cebu has been growing 20 percent year-on-year.

However, he said the food business does not “reap good fruits” at all times. He mentioned the recent fire at Robinson’s Place as one of the challenges they faced.

Uytiepo noted that the mall’s recent closure cost him some P50,000 to P60,000 in income losses, which covers the unused raw materials and the transport subsidy for his employees to Iloilo, among others.

But with the mall’s supermarket and food court opening last May 13, Uytiepo reported that all tenants including his business have slowly regained their sales.

Recovery

Consumers, he said, have started to come back and he noted that sales losses will soon be recovered in the next few days.

Casa Ilongga will be opening two new outlets this year in Maasin, Southern Leyte and either in Iligan or Ozamis City.

Ecleo lawyer wants records from Cebu
By Mylen P. Manto/JMO (The Freeman) Updated January 24, 2012

CEBU, Philippines - The defense counsel of Ruben Ecleo Jr. in his graft case before the Sandiganbayan has asked copies of his medical records from the Regional Trial Court in Cebu City that hears his parricide case.

Atty. Democrito Barcenas, the prosecution lawyer in the parricide case, said two motions have been filed before RTC Branch 10 precided by Judge Soliver Peras.

“There were two motions filed…I forgot the motions particularly but they are asking for the medical records of Ecleo,” Barcenas said.

Ecleo has a pending warrant of arrest before the Sandiganbayan after the Supreme Court (SC) affirmed his conviction for his alleged involvement in three anomalous construction projects during his stint as mayor of San Jose, Dinagat Island from 1991 to 1994.

Barcenas said they will file a formal motion to oppose the motions. He said the motions are immaterial to the parricide case, considering that both parties have rested their cases and are now awaiting decision from the court.

“We, with Atty. Kit Enriquez, oppose it because its immaterial…why not produce Ecleo for hospitalization instead of getting a copy from the RTC?” he said.

Even Atty. Orlando Salatandre, Ecleo’s lawyer in the parricide case, is said to be unaware of the motions filed by his client’s other lawyers.

“Atty. Salatandre, during the hearing of the motions last Friday, claimed he don’t know (anything) about the motions,” Barcenas said.

The two motions will be heard next month.

Meanwhile, Barcenas said the prosecution is set to file its memorandum on the parricide case by next week, at the latest, to comply with the court order before the promulgation of the case.

In its own memorandum, the defense sought for Ecleo’s acquittal in the parricide case.

Lawyers Salatandre and Giovanni Mata stated the prosecution failed to establish the guilt beyond reasonable doubt of Ecleo.

“It should be remembered that the rules of credence apply more strictly in criminal cases because the degree of proof required to make a conviction is proof beyond reasonable doubt,” the memorandum reads.

Ecleo has been tagged as mastermind in the killing of his wife Alona Bacolod in 2002.

More Filipinos now using Internet for news, information–study

By: Matikas Santos

MANILA, Philippines – More Filipinos are using digital media for news and information rather than listening to radio or reading newspapers and magazines, according to a study conducted by TNS, a global research company.

“TNS Digital Life 2012″ showed that 45 percent of Filipino respondents connected to the Internet compared to 36 percent who listened to radio, 12 percent who read newspapers, and 4 percent magazines.

The 2012 study showed a jump in the number of Internet users compared to 36 percent in 2011; a decrease in radio listeners who were at 40 percent in 2011; a further decrease in newspaper and magazine readers who were at 22 percent and 4 percent respectively in the same year.

Television remains the dominant medium of information with 89 percent in 2012, up from 77 percent in 2011, the same study said.

The study was based on interviews with 72,000 consumers in 60 countries worldwide from November 2011 to January 2012.

In the Philippines, TNS interviewed 1000 respondents throughout urban areas from the ABCD socio-economic classes.

The study also showed that majority of Filipinos accessing the Internet were teens and young adults, with 85 percent of Filipinos aged 16 to 20 accessing the Internet in the past four weeks, and 74 percent of Filipinos between 21 and 24 accessing the Internet in the same period.

The study also showed that families of Overseas Filipino Workers (OFWs) in the Philippines used the Internet as the primary communication medium with 81 percent, higher than mobile phones, 77 percent, and landline telephones, 24 percent.

Facebook is the primary social networking site used by 90 percent of families of OFWs to keep in contact with their relatives abroad, the study showed.

The study also showed that Filipinos accessed the Internet mostly through personal computers either at home, 50 percent, or at Internet cafes, 49 percent.

It also noted that there was an increasing number of people accessing the Internet through mobile smartphones at 12 percent.

Spreading wealth to the regions

Generative regional growth theories consider national growth as the outcome of the growth rates of the regions comprising that economy. Therefore, improving regional growth rates can result in higher economic growth at the national level.

“[Regional development] is a good thing because it spreads wealth over the Philippines,” Cid L. Terosa, senior economist at the University of Asia and the Pacific told BusinessWorld.

A 2006 paper by Arsenio M. Balisacan, Hal Hill, and Sharon Faye A. Piza titled “Regional Development Dynamics and Decentralization in the Philippines: 10 Lessons from a ‘Fast Starter’” noted that Philippine economic activity was highly uneven and concentrated in Metro Manila and its two adjacent regions. The country also needed to address several region-specific challenges — the most prolonged of which is the peace and order situation in Mindanao.

The study cited better global connection of some business enclaves compared with others, effects of international migration and remittances, and under-investment in infrastructure as the main contributors to uneven regional development.

The Philippines has adopted development policies since the 1960s to address uneven regional development, according to the Philippine Institute for Development Studies. In 2003, the Arroyo administration formed a regional development committee under the board of the National Economic Development Authority, as “a means to promote national growth” and to specifically address “disparities in regional development and promote equitable allocation of resources among the regions.”

Economic disparity remains wide, however. In 2009, Metro Manila and its neighboring regions — CALABARZON (Cavite, Laguna, Batangas, Rizal, and Quezon) and Central Luzon — accounted for more than half of the country’s gross domestic product (GDP) at current prices. Metro Manila accounted for 36.6% of the national economy while CALABARZON and Central Luzon held 10.5% and 7.5% respectively, based on latest gross regional domestic product (GRDP) data.

Metro Manila or the National Capital Region (NCR) also registered the highest real per capita GRDP at P246,753 — nearly three times the Philippines’ per capita GDP of P83,261. It was followed by Northern Mindanao, Cordillera Administrative Region, and the Davao Region at P91,453, P90,041, and P85,720 respectively.

“Currently, the economic and business activities are still highest in NCR and its two neighboring regions. However, despite the relatively large economic sizes of the three regions, the fastest average annual growth rates can be found outside these three regions,” Mr. Terosa said.

In 2009, the Bicol region posted the highest GRDP growth rate at 12.7% followed by the Davao Region and Western Visayas at 9.2% and 8.4% respectively.

Mr. Terosa noted that high production and consumption growth can be seen in regions outside NCR, citing Western Visayas, the Davao Region, Zamboanga Peninsula, Northern Mindanao and SOCCKSARGEN (South Cotabato, Cotabato Sultan Kudarat, Sarangani, and General Santos). Metro Manila’s neighboring regions CALABARZON and Central Luzon, despite their sizes, “are low production and consumption growth regions,” the economist added.

Mr. Terosa said the data and trends indicate regional development is indeed taking place in the Philippines, although at a slow rate. “Mindanao has a lot of potential and some of its regions show promise as evidenced by high production and consumption growth,” he added.

But the lowest real per capita GRDP is also in Mindanao — with the Autonomous Region in Muslim Mindanao posting only P18,924. “Mindanao’s potential isn’t fully tapped due to its power obstacles, peace and order situation, and weak infrastructure,” Mr. Terosa said. — Luis Nonito Q. Pasuelo

one building that is under construction infront of Prov. Grandstand rumored to be occupied by PSBank-Surigao Branch. the said information was posted by mike at the previous thread and that information came from his friend working at BDO. as of this moment no press release or any information yet coming from the said company as regards to PSBank Surigao Branch. but like China Bank waya pud press release nor tarpz so it is really possible that PSBank will indeed occupy that building.

hopefully within this year as long as the application for tenure will be acted soon also. a good 6 months was already wasted last year on this alone at the regional level. if the proposal for the P20million would take time to be approved, maybe and i said maybe :D the city may opt to start with the phased construction.

it's a commercial building right? so priority ang mga occupants kuman na mo occupy pohon?

but there was already a definite action on the part of denr on this regard hence the city's move to have the area titled in their favor. surveys have been conducted by them already in favor of the city's applicaton. it was them who provided the opinion and/or quashing the nature of that previous application which per my information is just that - an application.

If I remember right, tag post dire sa una adton plan nan DOTC and/or CAAP for the expansion and upgrading of our airport with a proposed budget of Php400 Million.

SUG needs to be upgraded into a domestic airport of international standard ASAP. the national government should prioritize this over Butuan. how can they not? big revenues that feed the national coffers come from Surigao via mining and tourism. i think our solons should lobby this project aggressively.

nope. the field surveys is scheduled to commence sometime this month to verify actual location, contour and other aspects as basis for the engineering plans and design. then you still have the works on road-right-of-way acquisitions and of course for dpwh to source out the funds since this is a national road.

that one remains to be resolved given its practicality to implement it now vis-a-vis existing settlers in the area and its functionality given its close proximity (exit/entry link) to what is now or soon will be a congested portion of the national hi-way. it was proposed last year to be released to the settlers during the meeting of the city development council but no motion was carried and this was remanded to the infrastructure committee for further study.

that is always the case. what is firm yet are the land use plans and of course the circulation/roads component. the infra side is the harder and more longer part to implement - as always. :)

The reality is that China buys more products from the Philippines compared to what the Philippines buys from China. Which means that the balance of trade is in favor of the Philippines! The rise of the Chinese economy worries a lot of countries due to racial prejudice. The Philippines will also experience the same thing when it becomes economically well off. Other nations will try to put it down.

unfortunately this is only true in poorly managed provinces and cities. these folks who we voted should up their game in lobbying, not blabbing so our infra projects will receive some priority.:)

I think it would be quite the opposite. Philippines will gain a lot of respect once it becomes very prosperous because historically, we were never known to be bullies.

BTW, China buys more from us because it needs all these raw minerals and ores to run its factories. Hint: Oil and Gas. Another hint: West Philippine Sea.

maybe. :) but for small cities (less than 200k population) like surigao then i would say it is performing well comparatively. there are about 120 cities in the phils. about 10% or less are metropolitan cities whose local income exceeds that of their IRA share by sheer economies of scale, thus can very well afford their own local infra. requirements. so just imagine the enormity of the lobbying task for national funds.

btw surigao's major projects, e.g. public market, bus terminal are funded by soft loans/grant funds from ODA. the city's total income is still hovering at around half a billion per year only.

Will be the most expensive runway extension in the country to date if this happens as this will be three phases or contracts to materialize. First, dredging the new water channel and embankment protection, next is the infill of the old river, third, grading then concreting. I hope DOTC will provide enough money!

There should be a cheaper alternative to the laborious 3-phase runway extension which can take a decade to complete. Building a bridge taxiway that spans over the river contiguous to the main runway maybe a faster, cheaper option.

Palace optimistic on foreign tourist arrivals in Philippines
02/06/2012

Malacanang is optimistic of more tourist arrivals for this year as it embarks on a web-based survey that placed Boracay on the number one spot in Asia and number two in the world’s best beach tourist destinations.

On yesterday’s radio briefing aired over the State-owned Radyo ng Bayan (dzRB), deputy presidential spokesman Abigail Valte said the survey of travel website “TripAdvisor” is just one of the many manifestations of the support that the Philippine government has been getting since it launched its new tourism slogan “It’s More Fun in the Philippines. ”

“Just a little something to share in furtherance of our campaign, “It’s more fun in the Philippines,” we just to share a few bits of good news with you. First, is that Boracay is ranked as number one by travel website TripAdvisor. They have a list of the best beach destinations in Asia and around the world. We’re number one in Asia and number two around the world,” Valte said.

Valte added that aside from Boracay, another manifestation of the successful tourism drive of the Philippines is the most recent compilation of the CNN travel news website, which placed Siargao on the 8th spot of the world’s top 50 best surfing spots.

“Another good news is that Siargao didn’t just make it to the list of 50 top surfing destinations. Siargao has in fact notched the 8th spot as per CNN-Go.”

The Department of Tourism (DoT) earlier reported that the Philippines remains as an ideal destination with foreign individuals and groups are continuing to arrive — and that no travel cancellations have been made.

The series of travel advisories on specific areas and isolated areas did not deter tourists from visiting the country.

The DoT shared this optimism in light of speculations of decreased visits due to the recent United Kingdom (UK) travel advisory on limited areas in the South following the kidnapping of two European tourists in Tawi-Tawi on Feb. 1.

Caraga DRRMC issues general flood advisory today
By Robert E. Roperos
Sunday 5th of February 2012

BUTUAN CITY, Feb. 5 (PIA) -- With continuous rains pouring in all provinces of Caraga Region since Saturday, Feb. 4, the Regional Disaster and Risk Reduction Management Council (RDRRMC) issued flood advisory this afternoon.

In the last 24 hours, rainfall until 8am today in Hinatuan, Surigao del Sur measured 60.5 mm while rainfall in Butuan City measured 0.1mm while Surigao del Norte posted 8.44 mm of rainfall.

Moderate to occasionally heavy rains for the next 24 hours is expected.

The region’s disaster risk reduction council said waterways still likely to be affected like rivers and streams, as well as its tributaries in Surigao del Sur, Surigao del Norte, Agusan del Sur, Agusan del Norte and Dinagat Islands.

With this latest development, people living near the mountain slopes and those in low-lying areas of the above-mentioned river systems and the local DRRMCs concerned are advised to be alert for possible flashfloods and landslides, as RDRRMC emphasized that the government is on proactive action which is evacuation rather than rescue.

As of 10:30 am today, Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that a tail end of a cold front will bring mostly cloudy skies with scattered rain showers and thunderstorms in Visayas and Mindanao. It will be cloudy with widespread rains in Leyte, Bohol, Siquijor, Surigao provinces, Agusan provinces, Misamis Oriental and Bukidnon that may trigger flashfloods and landslides.

In a related development, the City DRRMC here reported that despite of the continuous rains, water level at Agusan River remains normal at 1.6 meters.

apparently with a southwards extension, the runway is just too close to the highway.
this is still doable if they change the axial orientation of the runway by 5-10 degrees SW. in that case, it's like building a completely new runway.
