by the way, I wonder why the proposed extension of the runway is towards the river. Why not on the other end which would only require expropriating the affected lots?
apparently with a southwards extension, the runway is just too close to the highway.
this is still doable if they change the axial orientation of the runway by 5-10 degrees SW. in that case, it's like building a completely new runway.
from what i gathered it is the representative(s) of suzhou kaiyuan group. but it does not come from official sources lest i will be accused here of "undue announcements". :D

sir ral is it possible to convert the airport at nonoc to be a passenger airport? it would be best to create a bridge that will connect talisay and the end part of surigao(nalimot ko unu jadto name sa isla) and with that, it will help also to boost the area.

Are you talking about Surigao airport or just airports in general?

they don't have enough locally. that's why the Chinese are investing agressively in mineral rich but economically poorer countries especially in Africa. and that's why they are more interested than ever to take the entire West Philippine Sea.

not much info about Suzhou Kaiyuan Group from bloomberg listings other than
it's a Chinese group of companies with interests in oil, energy and metals and established in 1995.

That's airport runways in general if there's terrain in one end. Perhaps the Chinese intervention is the only chance for this project to make it happen noting that they are taking this opportunity of the governments inability to fund its major projects. China will be the next biggest economy and as such has tapping resources from other countries notably oil in Africa, they already built an airport terminal there in exchange for oil exploration.

A large-scale nickel mining firm has disputed charges that its operations had polluted the waters of Claver Bay in Claver, Surigao del Norte, blaming torrential rains for the mess.
“The waters may be discolored, but it does not mean it (bay) is already polluted,” said Rogel Cabauatan, manager for environmental safety, health and security of Taganito Mining Corp. (TMC). “The reported pollution is not due to siltation from our mining operations but because of rains, a natural phenomenon.”
One of the country’s leading exporters of nickel ore, TMC and three other big mining companies based in the Caraga region are being investigated by the Mines and Geosciences Bureau (MGB) for alleged violations of environmental and health hazard laws, particularly massive siltation and pollution in Claver Bay.
Cabauatan said his firm was strictly adhering to government regulatory measures in so far as mining, environment and health standards are concerned. “In fact, our water quality levels are within DENR (Department of Environment and Natural Resources) standards,” he said.
“As far as TMC is concerned, it is always compliant with environment standards and regulations,” he told the Inquirer.
On Friday, Mines and Geosciences Director Leo Jasareno conducted an aerial survey of TMC’s mine sites. He said water pollution caused by siltation was evident in Claver Bay brought about by mining activities in the area.
“I observed that the waters of Claver Bay were colored orange due to siltation. Clearly, there was noncompliance with environmental standards and health hazard laws on the part of the firms,” Jasareno told the Inquirer.
He said leakages at the silting containment plants used by the firms for their stockpiled mined ores caused the siltation, which posed serious threats to the environment and the health of people in the communities.
Cabauatan said the discoloration of the waters was inconclusive proof of massive pollution. He attributed it to perpetual rains hitting upland mined areas and naturally flowing downstream toward the bay.
Monitoring teams, composed of MGB officials, environmentalist and nongovernment organizations, and local officials, will be sent to check the plants and, if necessary, recommend sanctions against the erring firms.
The monitoring teams will also look into allegations of nonpayment by mine firms of business fees and taxes to host communities.
The mining industry in Caraga, which is host to more than a dozen multinational mining firms, has been mired in controversies involving charges of environmental destruction, irregularities in the acquisition of mine permits, displacement of indigenous communities and nonpayment of extraction, business fees and taxes.
Jasareno said he would conduct monthly, not quarterly, assessments on firms accused of being noncompliant with environmental standards and laws.
San Roque Metals Inc. (SRMI), which operates a nickel mine on a 1,300-hectare land in Tubay, Agusan del Norte, has been ordered closed for refusing to pay at least P206 million in taxes to the municipality.
Ryan Culima, spokesperson of SRMI, said the nonpayment was justified, citing tax holidays from its mining franchise granted by the national government.

Surigao City — Officials of Surigao del Norte unveiled on Sunday a marker for the late Governor Jose C. Sering, renaming Capitol Road after one of the longest-serving governors of the province.
Led by Gov. Sol Forcadilla-Matugas, the ceremony was attended by Rep. Francisco Matugas, City Mayor Ernesto Matugas, Vice-Gov. Arturo Carlos Egay Jr., Board Members Simeon Castrence, Cesar Bagundol, Mamerto Galanida, League of Municipalities President Sheila May Orquina-Cebedo and Prov’l. Secretary Rudolf Sering.
“We name this road in honor of the late Gov. Jose Sering as a strong manifestation of our gratitude to a dedicated political leader who served 21 long years in our province as provincial board member, vice-governor and then governor from 1965 to 1980,” Matugas told Manila Standard.
Matugas said Sering’s noted legacies include the establishment of the 4.5-hectare Provincial Sports Complex, the Surigao del Norte School of Arts and Trades (presently known as Surigao State College of Technology) and the adoption of a Provincial Hymn known as ‘Martsa Surigao’ in 1974.
Also at the unveiling ceremony were retired DepEd Superintendent Socorro Limpot-Sering, widow of the late governor, and their children, former Makati City Prosecutor Nicanor Sering and Secretary Mary Ann Lucille Sering of the Climate Change Commission. They were joined by Port Manager Isidro Butaslac, Jr., Dr. Wilfredo Sinco, PP/Supt Froilan Caturla, Engr. Allan Yap, STOO Jerk Comparativo and Nicolisa Gealan of the Philippine Ports Authority.
Provincial Engineer Alwin Pono said the 960-meter ‘Gov. Jose C. Sering Road’ which traverses from the junction of Rizal Street up to the Provincial Capitol Complex recently completed a P3.2-million rehabilitation work which included sidewalk stamping, putting up of a drainage system, lamp posts and a road marker with signage.
The road renaming is authrorized by Ordinance 04, series of 2011, and approved by the National Historical Institute.
Sering had also served as president of the Philippine Olympic Committee, president of the Philippine Track and Field Association and founding president of the Asian Amateur Athletic Association.

THE DEPARTMENT of Budget and Management (DBM) has allocated P182.2 billion this year for the government’s tourism infrastructure program, a Cabinet official said yesterday.
"The Aquino administration has envisioned a sustainable and well-designed tourism program for the country," Budget Secretary Florencio B. Abad said in a statement.
"A robust tourism sector can fuel up the economy so we can provide more jobs in local communities, as well as raise our national profile as a premier tourist destination," he added.
The Department of Public Works and Highways will have P8.1 billion for the construction of access roads to airports and to roll-on/roll-off ports leading to various tourist destinations. These include Boracay, Palawan, Bohol, Bicol, Cebu, Mindanao, and Northern and Central Luzon.
Meanwhile, the Department of Transportation and Communications will have P1.2 billion for the development of the New Bohol International Airport in Panglao, in Bohol province.
Another P1 billion will be directed to the Puerto Princesa Airport Development in Puerto Princesa, in Palawan province.
The Department of Tourism will also receive P762.4 million for its international campaigns this year, while P12.5 million will be used to beef up local tourism promotion activities.
An additional P18.6 million will be channelled to a major international tourist exposition in Yeosu, South Korea.
The development of parks will also be funded in the national budget. The National Parks Development Committee will have a P37.6-million funding for the development, beautification, preservation and maintenance of Rizal Park and other satellite parks in the country.
Another P4.5 million will be used for the promotion of arts and cultural activities in the parks.
The Intramuros Administration will likewise receive P2.1 million for cultural properties conservation and P3.4 million for tourism promotion.
Tourism is one of the five priority industries of the Aquino administration.
The government aims to attract 4.6 million tourists this year, especially with the launch of the country’s new tourism campaign, "It’s more fun in the Philippines."

THE country’s ports cargo recorded a 6.33 percent growth in cargo throughput to 162.24 million metric tons (mmt) in January-November last year from 152.58 mmt over the same period in 2010 due to improving cargo economics.
The Philippine Ports Authority (PPA) attributed the increase to the strong performance of various ports such as Puerto Princesa, which posted the highest growth rate of 58.83 percent, as well as Dapitan, Surigao and Nasipit.
Surigao port had the biggest share of the total cargo volume at 12.99 percent.
However, cargo volume declined at the ports of Iligan, Manila South Harbor, Zamboanga, Iloilo, Tacloban and Legazpi, with Iligan reporting the biggest drop in percentage terms at 23.21 percent, PPA statistics showed.
Domestic cargo volume reached 66.68 mmt or 5 percent compared with 63.50 mmt for the same period last year.
Foreign cargo volume rose to 95.55 mmt, up 7.28 percent from the 89.07 mmt for the same period last year, with import cargoes accounting for 48.83 mmt, 3 percent lower than the 50.36 mmt posted in 2010 and export cargoes making up 46.71 mmt, up 20.69 percent from 38.71 mmt.
Meanwhile, containerized cargo rose 12.05 percent to 4.55 million twenty-foot equivalent units (TEUs) in January-November 2011, from 4.064 million TEUs for the same period in 2010.
Domestic containerized cargo went up 21.34 percent to 1.76 million TEUs from 1.45 million TEUs, while foreign boxed cargoes rose 6.87 percent to 2.78 million TEUs from 2.61 million TEUs.
North Harbor is consistently the top port in terms of volume of domestic containerized cargo, handling 701,241 TEUs for the January-November period last year.
Import boxes increased 4.59 percent to 1.37 million TEUs from 1.31 million TEUs while export containers rose 9.2 percent to 1.41 million TEUs from 1.29 million TEUs.
The Manila International Container Terminal accounted for the biggest volume of foreign boxes handled at 1.49 million TEUs, followed by the South Harbor at 792,499 TEUs.
PPA said passenger traffic stood at 44.71 million for January to November 2011, or 5.91 percent lower compared with the same period in 2010. The passenger arrived on different means of transport.
The PPA said 13 ports registered declines in passenger traffic for the period.
Ship calls went down 1.80 percent to 309,542 from 315,225 a year earlier, as shipping lines upgraded their fleet to bigger vessels.
Domestic ship calls dropped 1.92 percent, compared with calls by foreign vessels which rose 1.79 percent.

Lindian Resources Ltd. of Australia said in two reports posted on its website that it has discovered copper mineralization within its flagship Masapelid island project in Surigao del Norte.
Copper, silver, and gold were traced in variably mineralized rock drilled at the Layab deposit on the east coast of Masapelid, the company report said.
The company said it will conduct follow-up work to assess the discovery site’s full potential.
Lindian managing director Steve Leithead called it a “tremendous result” and expressed management support for the ongoing exploration focus on the Masapelid project.
Drilling for the Masapelid project started in June 2011. Lindian said it aims to announce an initial resource within a year or sometime June 2012.
The company’s objective is to rapidly advance the project to mining studies “within 24 months.”
In another report, Leithead said that Lindian, through its Philippine subsidiary Bundok Mineral Resources Corp., reached agreements with local firms on the extension of options to acquire a number of mining assets in Luzon and in Bicol.
Those agreements have now been extended to Feb. 12, 2014, the company said.

THE country’s ports cargo recorded a 6.33 percent growth in cargo throughput to 162.24 million metric tons (mmt) in January-November last year from 152.58 mmt over the same period in 2010 due to improving cargo economics.
The Philippine Ports Authority (PPA) attributed the increase to the strong performance of various ports such as Puerto Princesa, which posted the highest growth rate of 58.83 percent, as well as Dapitan, Surigao and Nasipit.
Surigao port had the biggest share of the total cargo volume at 12.99 percent.
However, cargo volume declined at the ports of Iligan, Manila South Harbor, Zamboanga, Iloilo, Tacloban and Legazpi, with Iligan reporting the biggest drop in percentage terms at 23.21 percent, PPA statistics showed.
Domestic cargo volume reached 66.68 mmt or 5 percent compared with 63.50 mmt for the same period last year.
Foreign cargo volume rose to 95.55 mmt, up 7.28 percent from the 89.07 mmt for the same period last year, with import cargoes accounting for 48.83 mmt, 3 percent lower than the 50.36 mmt posted in 2010 and export cargoes making up 46.71 mmt, up 20.69 percent from 38.71 mmt.
Meanwhile, containerized cargo rose 12.05 percent to 4.55 million twenty-foot equivalent units (TEUs) in January-November 2011, from 4.064 million TEUs for the same period in 2010.
Domestic containerized cargo went up 21.34 percent to 1.76 million TEUs from 1.45 million TEUs, while foreign boxed cargoes rose 6.87 percent to 2.78 million TEUs from 2.61 million TEUs.
North Harbor is consistently the top port in terms of volume of domestic containerized cargo, handling 701,241 TEUs for the January-November period last year.
Import boxes increased 4.59 percent to 1.37 million TEUs from 1.31 million TEUs while export containers rose 9.2 percent to 1.41 million TEUs from 1.29 million TEUs.
The Manila International Container Terminal accounted for the biggest volume of foreign boxes handled at 1.49 million TEUs, followed by the South Harbor at 792,499 TEUs.
PPA said passenger traffic stood at 44.71 million for January to November 2011, or 5.91 percent lower compared with the same period in 2010. The passenger arrived on different means of transport.
The PPA said 13 ports registered declines in passenger traffic for the period.
Ship calls went down 1.80 percent to 309,542 from 315,225 a year earlier, as shipping lines upgraded their fleet to bigger vessels.
Domestic ship calls dropped 1.92 percent, compared with calls by foreign vessels which rose 1.79 percent.

Surigao City — Officials of Surigao del Norte unveiled on Sunday a marker for the late Governor Jose C. Sering, renaming Capitol Road after one of the longest-serving governors of the province.
Led by Gov. Sol Forcadilla-Matugas, the ceremony was attended by Rep. Francisco Matugas, City Mayor Ernesto Matugas, Vice-Gov. Arturo Carlos Egay Jr., Board Members Simeon Castrence, Cesar Bagundol, Mamerto Galanida, League of Municipalities President Sheila May Orquina-Cebedo and Prov’l. Secretary Rudolf Sering.
“We name this road in honor of the late Gov. Jose Sering as a strong manifestation of our gratitude to a dedicated political leader who served 21 long years in our province as provincial board member, vice-governor and then governor from 1965 to 1980,” Matugas told Manila Standard.
Matugas said Sering’s noted legacies include the establishment of the 4.5-hectare Provincial Sports Complex, the Surigao del Norte School of Arts and Trades (presently known as Surigao State College of Technology) and the adoption of a Provincial Hymn known as ‘Martsa Surigao’ in 1974.
Also at the unveiling ceremony were retired DepEd Superintendent Socorro Limpot-Sering, widow of the late governor, and their children, former Makati City Prosecutor Nicanor Sering and Secretary Mary Ann Lucille Sering of the Climate Change Commission. They were joined by Port Manager Isidro Butaslac, Jr., Dr. Wilfredo Sinco, PP/Supt Froilan Caturla, Engr. Allan Yap, STOO Jerk Comparativo and Nicolisa Gealan of the Philippine Ports Authority.
Provincial Engineer Alwin Pono said the 960-meter ‘Gov. Jose C. Sering Road’ which traverses from the junction of Rizal Street up to the Provincial Capitol Complex recently completed a P3.2-million rehabilitation work which included sidewalk stamping, putting up of a drainage system, lamp posts and a road marker with signage.
The road renaming is authrorized by Ordinance 04, series of 2011, and approved by the National Historical Institute.
Sering had also served as president of the Philippine Olympic Committee, president of the Philippine Track and Field Association and founding president of the Asian Amateur Athletic Association.

THE DEPARTMENT of Budget and Management (DBM) has allocated P182.2 billion this year for the government’s tourism infrastructure program, a Cabinet official said yesterday.
"The Aquino administration has envisioned a sustainable and well-designed tourism program for the country," Budget Secretary Florencio B. Abad said in a statement.
"A robust tourism sector can fuel up the economy so we can provide more jobs in local communities, as well as raise our national profile as a premier tourist destination," he added.
The Department of Public Works and Highways will have P8.1 billion for the construction of access roads to airports and to roll-on/roll-off ports leading to various tourist destinations. These include Boracay, Palawan, Bohol, Bicol, Cebu, Mindanao, and Northern and Central Luzon.
Meanwhile, the Department of Transportation and Communications will have P1.2 billion for the development of the New Bohol International Airport in Panglao, in Bohol province.
Another P1 billion will be directed to the Puerto Princesa Airport Development in Puerto Princesa, in Palawan province.
The Department of Tourism will also receive P762.4 million for its international campaigns this year, while P12.5 million will be used to beef up local tourism promotion activities.
An additional P18.6 million will be channelled to a major international tourist exposition in Yeosu, South Korea.
The development of parks will also be funded in the national budget. The National Parks Development Committee will have a P37.6-million funding for the development, beautification, preservation and maintenance of Rizal Park and other satellite parks in the country.
Another P4.5 million will be used for the promotion of arts and cultural activities in the parks.
The Intramuros Administration will likewise receive P2.1 million for cultural properties conservation and P3.4 million for tourism promotion.
Tourism is one of the five priority industries of the Aquino administration.
The government aims to attract 4.6 million tourists this year, especially with the launch of the country’s new tourism campaign, "It’s more fun in the Philippines."

Anyway, what i wanted to share in realtion to this Chinese invasion is he mentioned that China was willing daw to plant 1 Million or more hardwood specie for its own consumption, They will take care of everything from planting to harvesting, reforesting etc. to make it sustainable. the catch? they want to own the land where they would make their forest.:nuts: hence the intense lobbying in congress for amending the constitution since one of the target for amendment is the prohibition of land ownership by foreigners.

A large-scale nickel mining firm has disputed charges that its operations had polluted the waters of Claver Bay in Claver, Surigao del Norte, blaming torrential rains for the mess.
“The waters may be discolored, but it does not mean it (bay) is already polluted,” said Rogel Cabauatan, manager for environmental safety, health and security of Taganito Mining Corp. (TMC). “The reported pollution is not due to siltation from our mining operations but because of rains, a natural phenomenon.”
One of the country’s leading exporters of nickel ore, TMC and three other big mining companies based in the Caraga region are being investigated by the Mines and Geosciences Bureau (MGB) for alleged violations of environmental and health hazard laws, particularly massive siltation and pollution in Claver Bay.
Cabauatan said his firm was strictly adhering to government regulatory measures in so far as mining, environment and health standards are concerned. “In fact, our water quality levels are within DENR (Department of Environment and Natural Resources) standards,” he said.
“As far as TMC is concerned, it is always compliant with environment standards and regulations,” he told the Inquirer.
On Friday, Mines and Geosciences Director Leo Jasareno conducted an aerial survey of TMC’s mine sites. He said water pollution caused by siltation was evident in Claver Bay brought about by mining activities in the area.
“I observed that the waters of Claver Bay were colored orange due to siltation. Clearly, there was noncompliance with environmental standards and health hazard laws on the part of the firms,” Jasareno told the Inquirer.
He said leakages at the silting containment plants used by the firms for their stockpiled mined ores caused the siltation, which posed serious threats to the environment and the health of people in the communities.
Cabauatan said the discoloration of the waters was inconclusive proof of massive pollution. He attributed it to perpetual rains hitting upland mined areas and naturally flowing downstream toward the bay.
Monitoring teams, composed of MGB officials, environmentalist and nongovernment organizations, and local officials, will be sent to check the plants and, if necessary, recommend sanctions against the erring firms.
The monitoring teams will also look into allegations of nonpayment by mine firms of business fees and taxes to host communities.
The mining industry in Caraga, which is host to more than a dozen multinational mining firms, has been mired in controversies involving charges of environmental destruction, irregularities in the acquisition of mine permits, displacement of indigenous communities and nonpayment of extraction, business fees and taxes.
Jasareno said he would conduct monthly, not quarterly, assessments on firms accused of being noncompliant with environmental standards and laws.
San Roque Metals Inc. (SRMI), which operates a nickel mine on a 1,300-hectare land in Tubay, Agusan del Norte, has been ordered closed for refusing to pay at least P206 million in taxes to the municipality.
Ryan Culima, spokesperson of SRMI, said the nonpayment was justified, citing tax holidays from its mining franchise granted by the national government.

Its amazing!, its as if they had the firemen practice to control the fire because they already have plans to gut the inside of the building for insurance without compromising the neighbouring buildings. Did this store slowed down after the opening of Gaisano?

The highest-rated metros included Davao, Lapu-Lapu, Makati, Manila, Marikina and Quezon City, while Cabanatuan, General Santos, Lucena, Olongapo, San Pablo, Tagum and Tarlac were top spots among mid-sized cities. Best in the small-sized category were Bayawan, Calapan, Calbayog, Dagupan, Dipolog, Laoag, San Fernando (La Union), Malaybalay, Naga, Surigao, Tagbilaran and Tuguegarao.
The study ranked 90 cities all in all using dynamism of the local economy, cost of doing business, infrastructure, human resources and training, responsiveness of local government units to business needs and quality of life as criteria.
Davao, Olongapo and San Fernando totaled the highest overall scores in their respective categories, as tallied in the project results summary.
Even without making the top 25, Mandaluyong outranked all other 89 cities in the quality of life category, as it showed balanced growth and development and is “where the improvement of lives of people is significantly achieved”, reported the Philippine Daily Inquirer. Under quality of life, cities are assessed in terms of peace and order, environment and health.
Abscbn-news.com cited Cabanatuan in Nueva Ecija as the mid-sized city offering the best quality of life and Tagbilaran in Bohol as the best small-sized city to do so. Makati placed second behind Mandaluyong among metropolitan cities.

phil. public roads act provides for a 60-m. wide national highway. this is also the width adopted by the city's land use plan and zoning in accordance with this law and DPWH requirements. if DPWH will implement that already, those buildings encroaching the 60-m. road-right-of-way will have to be cleared. unless the law is amended, owners of those affected properties have no choice but to comply.

The Asian Institute of Management (AIM) announced the results of the 2007 Philippines Cities Competitiveness Ranking Program (PCCRP) last July 4, revealing the twenty-five best Philippine cities in which to live, work and operate a business.
The highest-rated metros included Davao, Lapu-Lapu, Makati, Manila, Marikina and Quezon City, while Cabanatuan, General Santos, Lucena, Olongapo, San Pablo, Tagum and Tarlac were top spots among mid-sized cities. Best in the small-sized category were Bayawan, Calapan, Calbayog, Dagupan, Dipolog, Laoag, San Fernando (La Union), Malaybalay, Naga, Surigao, Tagbilaran and Tuguegarao.
The study ranked 90 cities all in all using dynamism of the local economy, cost of doing business, infrastructure, human resources and training, responsiveness of local government units to business needs and quality of life as criteria.
Davao, Olongapo and San Fernando totaled the highest overall scores in their respective categories, as tallied in the project results summary.
Even without making the top 25, Mandaluyong outranked all other 89 cities in the quality of life category, as it showed balanced growth and development and is “where the improvement of lives of people is significantly achieved”, reported the Philippine Daily Inquirer. Under quality of life, cities are assessed in terms of peace and order, environment and health.
Abscbn-news.com cited Cabanatuan in Nueva Ecija as the mid-sized city offering the best quality of life and Tagbilaran in Bohol as the best small-sized city to do so. Makati placed second behind Mandaluyong among metropolitan cities.
The biennial study, as explained in the AIM Policy Center staff blog, “assesses the capability of cities to provide an environment that nurtures dynamism of its local enterprises and prosperity of its residents.” AIM also points out that PCCRP results have been used as a standard by local officials, city planners and economic and development managers towards developing their cities.
According to businessmirror.com, Lapu-Lapu City councilor Damian Gomez noted that the PCCRP is so highly regarded a reference that officials seek AIM's help when refining their policies, regardless of whether their cities are surveyed in the PCCRP or not.
“Cities that lose in the competition often ask us why they lost, and they try to improve on those aspects,” AIM Policy Center director Dr. Federico Macaranas was quoted as saying in a Philippine Daily Inquirer story.
After the 2007 survey, Macaranas said that dynamism—the ability of cities to attract and sustain businesses—will be the key factor to be improved on as all cities studied fared relatively poorly in this area, reported businessmirror.com.
Macaranas was further quoted on gmanews.tv as saying that the AIM Policy Center will aid the government in pushing projects and programs for urban dynamism.

The Chamber of Mines of the Philippines has urged Malacañang to reconsider a draft executive order to ensure a ‘balanced mining policy for the best interest of the country and our people.’
In a position paper “Institutionalizing and Implementing Reforms in the Philippine Mining Sector, Providing Polices and Guidelines Therefore, and for Other Purposes,” the chamber recommended the reactivation of the Minerals Development Council and the Mining Investment Security Task Force to bolster security of mining investments.
The CMP said the two agencies were successful in overseeing the development needs of the mining sector, as well as the implementation of security protocols in remote provinces, including those classified as “hotspots” or conflict areas.
Industry players and stakeholders earlier said the still unnumbered directive might do more harm than good.
They said the EO might even spell a “virtual death sentence” for the industry considering that some salient provisions were deemed prejudicial to the security of mining investments.
The chamber said large-scale mining peaked in the ‘70s, accounting for about 21 percent of total exports. But the sector ground to a halt due to the oil crisis during the decade, and continued to struggle in the middle of the ‘80s up to the ‘90s, compelling the government to enact the Mining Act of 1995 to revive the industry.
In 2010, the mining sector rebounded to post 5.6 percent or $2 billion of the country’s total exports still way below ‘70s figures.
“If allowed to grow, the industry expects investments amounting to $14 billion up to $20 billion in the next five years,” the chamber said.
Mining posted a 21.8 percent growth in 2010, the highest among all sectors of the economy, contributing P13.83 billion in excise taxes, fees and royalties.
The sector targets over $13 billion in fresh investments from 2011 to 2018 and produce about 410,000 jobs.
The chamber noted that while mining had a big impact in improving the lives of the people in the countryside in terms of economic and infrastructure development, its effect on the eco-system is “relatively small and does not conflict with agriculture, eco-tourism, and other productive industries.”
To deal with environmental issues and ensure a fair share for the government in mining revenues, the position paper recommended that jurisdiction over small-scale mining be given back to the Department of Environment and Natural Resources, and that small miners be subjected to the same standards and regulations being imposed on the large-scale mining operators. VICE Mayor Edgar Erice of Caloocan City, a member of the Liberal Party’s national executive committee, has been accused of harassing local executives in Agusan Del Norte who have been working for the closure of a large-scale mining firm which he owns, the SR Metals Inc. (SRMI)
Mayor Sadeka Garcia Tomaneng of Tubay town disclosed over the weekend that Erice had filed a complaint against her before the Office of the Ombudsman over her relentless campaign against mining operations in her hometown.
“He filed a case, grave abuse of authority... pero wala akong ginagawang masama. Those petition galing sa mga tao yun ,” Tomaneng said.
The filing of the case came as the Mines and Geosciences Bureau (MGB) under Director Leo Jasareno, placed SRMI and three other mining firms in the Caraga Region under investigation because of their reported failure to comply with environmental and health hazard laws that could lead to the destruction of the ecosystem in the area and put the lives of the residents in danger.
Erice and Miguel Alberto Gutierrez are listed as the principal owners of SR Metals. Erice was president of the company until he became its chairman of the Board—a position he currently holds.
Tomaneng said the latest investigation of the MGB is a result of several resolutions of the provincial government of Agusan Del Norte in connection with the recommendation of the Municipal Council of Tubay regarding the alleged violations of the mining firm
Tomaneng said she received letters from the affected residents of Tubay informing her of the destructive effects of the mining activities on the area, particularly on the marine life and land surrounding the mining site.
The municipal government was seeking to collect over P100 million in taxes and fees but Erice, whose company earned P4 billion, refused to pay.
Local government officials complained that the mining operations resulted to siltation, pollution, and led to the worst floodings in years in the region.
A resolution was sent to Malacañang and to Environment Secretary Ramon Paje and other concerned government agencies, including the MGB which conducted an initial investigation pursuant to the complaint, Tomaneng reported.
The separate provincial and municipal resolutions called for the closure of SR Metals and the abrogation of its 25-year mineral production sharing agreement (MPSA).
For still unknown reasons, the MGB refuted the claims of Tubay residents, prompting Tomaneng to directly ask Jasareno to look into the matter considering that the lives and livelihood of the residents are at stake.
“We are surprised by the findings of the investigation earlier made by the agency refuting the claims of the residents, the municipal government has thoroughly conducted its investigation and testing to verify the complaint before we submit our recommendation to provincial government,” Tomaneng maintained.
She also raised concerns that Erice might use his influence and perceived closeness to President Benigno Aquino 3rd, his party mate, to protect the interest of the questioned mining firm.
Apart from the MGB investigation, the local government of Tubay also filed a case before the Board of Investments against SRMI seeking the cancellation of the company’s registration to stop their operation.
There is also an ongoing court case against the SRMI for its failure to pay the Tubay government the correct business taxes.
[B]Erice’s SRMI is among the four large-scale mining firms based in the Caraga region, including two of the country’s leading exporters of nickel ore, that are being investigated for alleged violations of environmental and health hazard laws.
The other mining firms are Taganito Mining Corp., Platinum Group Metals Corp. and Claver Mining Corp., all based in Claver, Surigao del Norte.
Jasareno said a recent aerial survey and actual ocular inspection of the mine sites showed “lapses” on the part of the firms’ compliance with environmental and health hazard laws.
Jasareno said there would be no “sacred cows” in the agency’s efforts to cleanse Caraga’s shores and lands.

SURIGAO CITY (MindaNews/10 February)–Another case has been filed before the office of the Ombudsman against Surigao City Mayor Enesto T. Matugas.
For the fifth time, Matugas has been charged for illegal exaction and other corrupt practices. Charged together with the mayor was city treasurer Sarah P. Yamit
The complainant, Jamar D. Gavino, who is identified with the rival Barbers camp and one of the staunchest critics of the administration, said Matugas and Yamit broke the law when they increased the fee for a business plate from P200 to P250.
Gavino narrated that on January 2, the start of the first business day of the year, the local government opened its Business Licensing and Permit One Stop Shop for the application of renewal of business permits and licenses, and that applicants were surprised upon being required to purchase a new business plate in the amount of P250.
The new business plate has a new design featuring the image of Matugas.
Gavino said the city has an existing ordinance on business plates and that the cost was fixed at P200 by law.
“The said ordinance has not been amended or repealed. To this day it remains effective and valid. Hence, the issuance of a new Business Permit Plate with a new design and a new price tag is clearly illegal and invalid as there is no legal basis for the same,” he noted.
This “clearly falls within the definition of the crime of illegal exactions under Article 213 of the Revised Penal Code,” the complaint said.
Gavino added that the “illegal act has clearly has caused undue injury to the businessmen who have been required to pay more than that which is provided by law, by evident bad faith and gross inexcusable negligence.”
“Respondents’ bad faith is exemplified by the fact that way back September 22, 2011 and November 23, 2011 they have indorsed to the Sangguiang Panlungsod a request for the amendment of Ordinance No. 189 series of 2002. They therefore knew that until such time as said ordinance would be amended, they respondents had no authority nor basis to issue a new Business permit plate at a new rate other than that which was provided for the ordinance,” the complaint stated.
Gavino said that the new business permit plate with the face of Matugas prominently displayed on the front was “a cheap political gimmick.”
Matugas said he would not comment on the complaint because he had yet to receive copies of the complaint.
The latest complaint was the fifth to be filed before the Ombudsman since the mayor took office.

SURIGAO CITY (MindaNews/27 December) –The two radio “block-timers” charged by Surigao City Mayor Ernesto T. Matugas with libel have belittled the case, saying it will not prosper in court.
“If he (Mayor Matugas) feels aggrieved, then he’s perfectly within his right to file any case against us,” said Jamar D. Gavino, one of the two respondents in the case filed by Matugas last month. “But if he must file a case in court, it should have been stronger and buttressed with unassailable facts.”
Gavino said he and his co-accused, Rey O. Culbo, are confident the prosecutor will dismiss it.
Matugas alleged the respondents had maligned him both as a private person and as a public official.
The case is now pending before the city prosecutor’s office, and a clarificatory hearing has been set on January 4, 2012.
The case stemmed from the radio broadcast on March 17, 2011, which supposedly portrayed the mayor as a corrupt official. Matugas alleged that in that broadcast Culbo declared that he took a P5-million bribe from businessman Henry Gaisano in exchange for certain favors on the latter’s mall project.
Culbo hosted the block-time program over dxRS, an affiliate of Radio Mindanao Network, though it has recently been discontinued. Gavino allegedly acted as researcher for Culbo.
But Culbo and Gavino said they never mentioned the name of the mayor during the airing.
Gavino said the allegation that he was a researcher in the program was presumptuous.
“Aside from the plain allegation that Gavino is the radio’s researcher/writer, there’s no proof that he supplied the information to Culbo. In fact, there is no proof that he is the researcher/writer,” the pair’s four-page counter affidavit said.
“There was nothing in the statement that would indicate that the complainant is the person referred to or if the statement even refers to any particular individual,” it added.
They said the case was nothing but a form of harassment to quell freedom of speech.
While the mayor admitted having received a P5-million check from Gaisano after the mall’s groundbreaking rites sometime in March, he insisted the amount was “clean money.”
“Gaisano purchased a P10.4-million property in my subdivision in Tagaytay, he made a down payment of P5 million. There is a paper trail here, a check was issued and a contract to sell,” Matugas had earlier explained.
Matugas, an engineer by profession, is the president of Woodridge Property Inc. (WPI), a firm that is into several real estate development projects throughout the country.
He said that before he became mayor he had been dealing with Gaisano as a client for years now.
Prior to the filing of the libel case by Matugas, Culbo, Gavino and another resident had already pressed charges against the mayor for the alleged bribery.
In a five-page complaint before the Ombudsman, the complainants alleged that on March 17, 2011, during the groundbreaking rites for Gaisano Capital, Gaisano handed Matugas the P5-million check drawn from Banco de Oro Cebu Branch.
Gaisano owns other chains of malls and superstores in the Visayas and Mindanao.
The complainants alleged that the amount was paid in exchange for Gaisano’s entry in the city. Gaisano Capital started building its two-storey mall on a 3.4-hectare area in Barangay Luna last April.
In accepting the money, the complainants said Matugas should be held liable for graft because it was tantamount to bribery, noting that Gaisano, as an investor, was likely to ask favors in permits and other licensing requirements for his department store.
Matugas said that while the libel case is related to the case filed before the Ombudsman, Culbo’s “utterance, based on the information fed by program’s researcher cum writer,” projected him as a “corrupt person and public official”.
“The utterance made a sweeping judgment as if I were an extortionist, which tended to cause dishonor and discredit on my person as a private individual and as an elected public official,” the mayor said in his complaint. (Roel N. Catoto/MindaNews)

CAGAYAN DE ORO CITY (MindaNews/11 February) — Farmers from different towns of Bukidnon gathered here Saturday for a send-off mass before sailing to Manila to ask President Benigno Simeon Aquino not to terminate but complete land distribution under the Comprehensive Agrarian Reform Program Extension with Reforms (CARPer).
At least 100 members of Alyansa Bukidnon heard mass at Kiosko Kagawasan, D.V. Soria, celebrated by Fr. Nathaniel Lerio of the Social Action Center of the Archdiocese of Cagayan de Oro, who told the farmers to sustain their “righteous demand for land rights.”
“United we can pressure government to give in to our demands. I believe this government is still a Christian government so they should have conscience for the oppressed and the poor,” Fr. Lerio said.
Task Force Mapalad-Bukidnon coordinator Joseph Coles said 15 of their members from Bukidnon and another 15 members from Agusan and Surigao provinces will sail to Manila for a massive protest action in front of Malacañang on Monday.
“Most of our members are already in Manila for the protest action at the door steps of Malacañang on Monday,” Coles said.
Bannering streamers: “CARPer until 2014: Completion not Termination,” the farmers marched from D.V. Soria to Puntod Wharf after the mass.
Fr. Lerio said farmers should also strengthen their organizations, alliances and communities “so that the forces of evil and the powerful could not easily topple their ranks.”
“There are vast tracts of land in the region that could be distributed to those that toil the land but this government lacks the political will to do it,” he said.
“Real help should be given to those that cannot give something back in return. The help given by the rich to those who could give back is not really help but a bribe,” said Fr. Lerio.
In an interview after the mass, Alyansa Bukidnon chair Oscar Maniego claimed the ground personnel of the Department of Agrarian Reform (DAR 10) have been jerking them around even before CARPer was signed in 2009.
“Puro na lang graft and corruption inaatupag ni Presidente Aquino. Sana naman pakinggan din niya ang hinaing naming magsasaka, lalo na itong sobrang bagal ng implementasyon ng CARPer,” (President Aquino only focuses on graft and corruption. We hope he will listen to the farmers’ pleas), said Maniego.
Among their demands, he said, are the “fast-tracking of the valuation of the 331-hectare Fortich farm in Valencia City, Bukidnon which has already been covered by CARP; the revocation of the DAR-issued CARP exemption order of the other 847-hectare Fortich farm and for President Aquino to act on the human rights violations committed by the goons of the landlords in the province.”
Maniego cited the case of one of their members, Welcie Garcia “who was gunned down by alleged goons at the Villalon Ranch in Maramag town, Bukidnon in August last year.”
“In 2011, DAR had a lousy performance. They failed to accomplish even at least 50 per cent of its annual target of land distribution,” he said. (Cong Corrales/MindaNews)

MANILA, Philippines - The weather bureau warned residents in the Visayas and Mindanao against possible flashfloods and landslides as a low-pressure area off Mindanao is expected to bring heavy rains.
Robert Sawi, weather division chief of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), said the low-pressure area has “50-50” chance of becoming a tropical cyclone.
He said the low position of the low-pressure area and the cold weather prevents it from intensifying into a cyclone.
However, heavy rains are still expected over Northern Mindanao particularly Surigao, Agusan and Misamis Oriental and some parts of Visayas, particularly Leyte and Samar.
As of 5 p.m. yesterday, the low-pressure area was spotted at 790 kilometers east of Southern Mindanao.

In a statement, PCG spokesman Lt. Cmdr. Algier Ricafrente said PCG station personnel in Surigao, the Navy ship BRP Felix Apolinario and passing boats helped in rescuing the passengers of M/B Venjun II.
The vessel reportedly left the port of Surigao and was on its way to Basilisa, Dinagat Province.
The PCG station in Surigao received a distress call that M/B Venjun II hit an unidentified hard object, which punctured its hull.

Reports also disclosed that big waves bombarded the vessel causing it to capsize.

MANILA, Philippines — A total of 108 passengers were rescued and placed to safety after a motor boat encountered engine trouble at Surigao City recently.
Lieutenant Algier Ricafrente, Philippine Coast Guard (PCG) public affairs chief, said that personnel of Coast Guard Detachment San Jose received a report that M/B News MPC-1 encountered engine trouble while on its way to Dinagat Province and was stranded at vicinity approximately one nautical mile from Barangay Zaragoza.
Personnel of PCG Detachment-San Jose immediately went to the area to assist the passengers and subsequently towed the stranded motor boat to the Port of Poblacion.
The team later arrived at the port. All passengers were declared in good physical condition and eventually brought to their respective destinations.
Personnel of the PCG detachment advised the master of M/B News MPC-1 to file marine protest.
M/B News MPC-1 has five crew members and 108 passengers onboard which departed from Surigao City when the incident transpired.

if it happens na ing ani gihapon sa sunod na tuig it might not possible na ma close cla..like what the ched is always telling them, to all schools who offers nursing course who has a low passing rate they will force to close.

I have no idea kon uno ka strict an St. Paul sa na-una na batch sanan sa kuman kintahay na batch. Basin nagrelax sila sa kuman kintahay na batch ugsa amo ton an nahitabo... makarelate man gud sab ako sa case sab namo sa una sa IIT, after sila magrelax, arang nan graduate na cum laude pero waya man makaplace sa board exam. and worst case, didto nagsugod na nan di maka 100% nan passing rate sa amo na course...

Worries over the European debt crisis, a slow recovery in the U.S. and fears over a "hard landing" for China’s economy have left global investors searching for new markets for their money. For long-term investors that means identifying economies that have strong growth prospects driven by advantages such as demographics, natural resources or geography.
The following is a list of the 10 countries with the best prospects for long-term growth. It's based on a report from HSBC titled "The World in 2050," which forecasts what the economic landscape will look like over the next 40 years. Some of the economies are already known as economic powerhouses, while others may come as a surprise.
The ranking includes some of the world's fastest-growing economies as well as those that will have the largest gross domestic product in absolute size by 2050. Excluded are economies that are projected to be less than $400 billion in GDP by 2050. The 2010 and projected 2050 GDP numbers are from the HSBC report and are based on constant U.S. dollar exchange rate in 2000. We calculated the annual average growth rates over the 40-year period based on figures in the report.

Bisan unhon pag explain the tired and proven nan review nan St. Paul nursing schools pero may kamahalan lagi sab, the aprents daw said they will just take the risk. Tapos pag mock board exam sila, adton mga tagilid ila i-advise na di rakan mukuha, manigsog na sab daw mga parents kay uno bot-an man. So di daw nila makontrol an manguhaay na baord exams kun ready and rpepared ba gajud.

SURIGAO CITY (MindaNews/10 February)–Another case has been filed before the office of the Ombudsman against Surigao City Mayor Enesto T. Matugas.
For the fifth time, Matugas has been charged for illegal exaction and other corrupt practices. Charged together with the mayor was city treasurer Sarah P. Yamit
The complainant, Jamar D. Gavino, who is identified with the rival Barbers camp and one of the staunchest critics of the administration, said Matugas and Yamit broke the law when they increased the fee for a business plate from P200 to P250.
Gavino narrated that on January 2, the start of the first business day of the year, the local government opened its Business Licensing and Permit One Stop Shop for the application of renewal of business permits and licenses, and that applicants were surprised upon being required to purchase a new business plate in the amount of P250.
The new business plate has a new design featuring the image of Matugas.
Gavino said the city has an existing ordinance on business plates and that the cost was fixed at P200 by law.
“The said ordinance has not been amended or repealed. To this day it remains effective and valid. Hence, the issuance of a new Business Permit Plate with a new design and a new price tag is clearly illegal and invalid as there is no legal basis for the same,” he noted.
This “clearly falls within the definition of the crime of illegal exactions under Article 213 of the Revised Penal Code,” the complaint said.
Gavino added that the “illegal act has clearly has caused undue injury to the businessmen who have been required to pay more than that which is provided by law, by evident bad faith and gross inexcusable negligence.”
“Respondents’ bad faith is exemplified by the fact that way back September 22, 2011 and November 23, 2011 they have indorsed to the Sangguiang Panlungsod a request for the amendment of Ordinance No. 189 series of 2002. They therefore knew that until such time as said ordinance would be amended, they respondents had no authority nor basis to issue a new Business permit plate at a new rate other than that which was provided for the ordinance,” the complaint stated.
Gavino said that the new business permit plate with the face of Matugas prominently displayed on the front was “a cheap political gimmick.”
Matugas said he would not comment on the complaint because he had yet to receive copies of the complaint.
The latest complaint was the fifth to be filed before the Ombudsman since the mayor took office.
The first complaint stemmed from appointment of a losing candidate named Philip Skykimte before the lapse of the one-year ban on appointing losing candidates.
In the succeeding complaints Matugas was accused of receiving “bribe” money amounting to P5 million from mall magnate Henry Gaisano, appointing “contractuals” without approval from the City Council, and refusing to receive the back rentals of Surigao Rural Banking Corporation for a leased prime property in the city boulevard. if this trend will continue, CHED must have enough reason to have this course be closed in their respective schools.

it is just a shame for the school who always proud of themselves of being the best school in the region. SPUS in particular shows to us how their teachers being incompetent in giving quality education and producing top caliber graduates. the school management must look deeper into this case. this deteriorating quality education and services offered by them is really alarming.

based on an interview of the manager of METRO SURIGAO only 18M was damage on the ground floor and the groceries.if we will double the value pwede ra mahimo nan 36M to 40M.
