i was wondering how they identified the 78. uno may ila criteria. i'm sure there are more than 78 sites that are suitable for ecotourism.

US firm to invest over $2.6B in PH

MANILA, Philippines - Texas-based Quantum International Group Inc. plans to invest more than $2.6 billion on five plasma gasification plants in the country that can produce as much as 13,000 megawatts (MW) of electricity, a top company executive said.

Five more plasma gasification plants using industrial waste will be put up, and this can cut the cost of electricity by 25 percent in five years, Quantum International president and chief executive Al Johnson said.

He said the benchmark investment will be $250-$300 million for a plasma plant that can gasify 1,000 metric tons (MT) of garbage, $450 million for the 2,000-MT plant and $850 million for a 4,000-MT unit.

The plasma technology gasifies materials like coal and industrial waste at 5,000 to 7,000 degrees Celsius, then converting it to electricity.

For every MT of garbage, Quantum can produce 800 kilowatts up to one MW of electricity.

Johnson said initially, four plasma plants capable of gasifying 2,000 MT of garbage per day will be put up in Davao and Surigao del Norte. A plant with the capacity of gasifying 5,000 MT of garbage per day will be built in Surigao del Norte.

To date, the Luzon, Visayas and Mindanao grids have a peak demand of 7,047 MW, 1,350 MW and 1,256 MW, respectively.

“The only thing that we require is garbage. We need long term contracts with a minimum of 1,000 MT per day,” Johnson said.

Quantum is already in talks with local government units for the garbage supply.

Johnson said the company also wants to sell electricity at market prices.

Given the amount of power that will be produced by the firm, Johnson said “in five years, rates in Philippines will drop 25 percent, then two years more, 50 percent.”

This will help local industries to be more competitive as the country’s electricity cost is the highest in Asia, he said.

Johnson said the ports in Surigao del Norte and Bataan can be used to import garbage for more power production.

The plasma gasification technology was developed by the US military in the 1960s to get rid of unstable emissions and explosives.

“The nice thing about plasma for non-military purposes is we can get rid of hazardous and toxic compounds,” Johnson said.

Deadly elements in the industrial world include heavy metals, radioactive wastes, industrial sludge, asbestos and medical waste.

A plasma gasification plant can start commercial operations after 18 months of construction, Johnson said.

To date, Quantum is building a plant in Brunei, Malaysia, Bangladesh and South Africa.

Johnson said the company will fund, own and operate plasma gasification plants while allotting five percent of net revenues to host communities.

Quantum International, which is also into construction, low-cost housing, mining operations, military and police contracts and joint venture commercial project in the US, is backed by five investment trust funds.

Already, the Mindanao electric cooperatives and other concerned citizens have voice out the suspicion of a "conspiracy" amongst NGCP and Aboitiz to foster an artifical power crises so to hasten the privatization of certain power plants.

and 5000 mgw is twice as fukushima nuclear plant in japan and thats a million dollars of investments.

In Line with the Philippine Climate Change Adaptation Project (PhilCAP), the government has started laying down several programs to implement in this Eden-like Siargao island.

The government is strengthening existing institutional frameworks to climate change adaptations (CCA) strategies in natural resources and agriculture.

Some of these component programs are strengthening the enabling environment for CCA, demonstrating CCA strategies in natural resources sector and agriculture, enhanced provision of information for climate risk management, and project coordination.

With this PhilCAP Phase 1 program, it is a 5-year World Bank funded pilot project with a grant fund of USD 4.9 million. The development objective pf PhilCAP is also to develop and demonstrate approaches that would enable targeted communities to adapt to the potential impacts of climate variability and change.

Some of these funded projects goes to this “paradise island where more than 8,000 hectares mangrove plantation mostly located at the coastline of Pilar town. Siargao island is composed of the municipalities of Dapa, Burgos, Del Carmen, General Luna, San Benito, San Isidro, Santa Monica, Socorro, Pilar and Bucas Grande. It has a potential for commercial seaweed propagation which is also greatly influenced by the winds and currents coming uninterrupted from the Pacific Ocean, intensified by the Mindanao current running westward through the Siargao Strait.

Offshore, a classic tropical island lies protected within its surrounding coral reef with numerous coconut palms dressed in the center circle of the island. Off to the right, well within the massive coastal reef, lies a shining white sand bar, (Pansukian, or Naked island) some 200 meters long. The tide of Siargao is diunal with tidal curves typically present, especially on the east coast of the island.

The Island's Pacific-facing reefs are situated on the edge of the Philippine Trench, and the extremely deep offshore waters assure the ocean swells have undiluted power when they encounter the many coral and rock reefs. Siargao has excellent surfing conditions, particularly during the southwest "habagat" monsoon from August to November, when the prevailing wind is offshore.

All these, the management of PhilCAP in SIPLAS lined up other projects for the preservation and protection of the so called “paradise island” in the south.

Part of the budget is the set for implementation the coastal rehabilitation and mangrove reforestation, coral reef rehabilitation, beach forest rehabilitation and plants plantation, said Region Xlll DENR Regional Executive Director Leonardo R. Sibbaluca and Regional Technical Director (RTD) Mario Eludo of the Protected Area Wildlife Burea-13.

They said the Philippine Climate Change Adaptation Project is also set to purchase 2 units 12 foot fiber glass boat for Del Carmen, 1 unit 14 footer mercury 50HP electric start power trim for Dapa and 1 unit 21 footer twin 60HP 4 stroke mercury outboard engine.

“These 4 units motor boats will be manned by technical personnel to strictly enforce illegal fishing and other destructive methods to coral reefs, mangrove trees, seaweeds and other marine life within the island,” said RTD Eludo.

The total 5-year budget of PhilCAP for SIPLAS in Siargao Island is about Php 60 million.

Surigao del Norte solon Rep. Francisco T. Matugas (1st District) and Gov. Sol F. Matugas is throwing their full support of the SIPLAS program of the PhilCAP.

dili ko sure an greenwhich since waya jaon tagmention sa ako nan taga leasing. But of course, im hoping for greenwhich to occupy the ground floor. Hapit na magopen an moon cafe and little italy coz nagpainting na sila and the food counters are already in place.

She only confirmed the jollibee located adjacent to moon cafe and mercury drug to occupy the parking area. Tingaya ra lamang ko since a vacant space with a narrow passage for drive thru set-up is in place and is perfect for a Mcdo or any fastfood chain.

Good pictures. Let's wait and see if large number of customers will flock to the mall as days/months/years go by. Other mall operators like Henry Sy and John Gokongwei are watching the operation of this mall. If it's successful which I believe it will, other malls will be put up in Surigao City.

Yes, hopefully you Siargao Island will have a direct flight from Manila by a q400 perhaps. The terminal still retains that Malay design. Good thing because this is a tourist route.

AT YOUR ACCOMMODATION
Turn down/off heating or air conditioning when not required. Switch off lights when leaving a room and turn the TV off rather than leaving it on standby.
Try to use water sparingly. Take showers instead of baths and inform staff if you are happy to re-use towels and bed linen rather than having them replaced daily.

cebu pacific ra ang nagserve.hopefully naa nay from manila and davao.

yap i know daghan pako wala na suroyan diha sa siargao.. pero i like the feel kay naka hilera pud ang mga resorts.. daghan pud affordable rooms mao ma maximize nimo ang gamay na budget :lol:

Eco-friendly nickel plant to rise in Surigao


An eco-friendly $2.5-billion nickel processing plant will soon rise in Nonoc Island after rehabilitation works of the mothballed nickel refinery will be completed following the signing of a memorandum of understanding (MOU) between two giant corporations witnessed by local executives recently.

“The old nickel refinery owned by Philnico Mining Corporation will be rehabilitated by San Miguel Corporation, this year, which committed to replace it with a modern nickel plant using the electro-magnetic processing technology in extracting nickel ores. It’s eco-friendly for it does not use chemicals unlike decades ago,” City Mayor Ernesto Matugas said.

He said that on Jan. 4, San Miguel Corporation, represented by Chief Operating Officer Ramon Ang, entered an MOU with Philnico President Evaristo Narvaez where it promised to undertake payment of $300 million in back taxes which the latter had owed to the Philippine government. The same was reached following an earlier buyout agreement for the nickel plant with the approval of President Benigno “Noynoy” Aquino III and Finance Secretary Cesar Purisima, he added.

Matugas said Surigao City will soon become one of the top earning local government units with an estimated USD 25 million in annual realty taxes, or approximately P1.075 billion, derived from one percent of the $2.5 billion refinery cost. The processing plant would operate on a 106-hectare property owned by the city government, he said.

“Once fully operational, the nickel refinery will employ about 6,000 skilled and non-skilled workers wherein, not less than 2,000 of which will be Surigaonons. Businesses in food, transportation and the like will definitely sprout in Nonoc Island and will also add employment opportunities for our people,” Matugas said.

The mayor said Ang committed to give $1.162 million, or approximately P50million, for the construction of an additional 800-meter runway at the Surigao City Airport to accommodate large aircrafts and the same will be deductible from the company’s tax obligation with the city government.

Aside from Ang and Narvaez, the MOU signing was also attended by Mayor Matugas and Rep. Francisco Matugas of Surigao del Norte’s first district. (PIA-Surigao del Norte)

Nickel Asia, Taganito Mining, Taganito HPAL bring health care to own communities


NICKEL Asia Corporation (NAC), with its subsidiaries, Taganito Mining Corporation and Taganito HPAL Nickel Corporation (THPAL), leads a team of 40 doctors and volunteers from the Manila Adventist Medical Center and FEU Medical Society of California in providing health care to about 2,000 individuals from the mining communities of Surigao del Norte and Dinagat Islands during a three-day medical mission on February 18-21, 2012.

The team of doctors and surgeons, nurses-volunteers, pharmacists and medical assistants provided consultations, free medical lab tests, CP clearances and even minor surgeries to residents of Taganito, Cagdianao, Hayanggabon and Urbiztondo in the municipality of Claver, Surigao del Norte.

“We have been doing this for years, a simple way to make available our talents in serving humanity,” says Dr. Archie La Madrid, the mission’s team leader.

Dr. Leonita P. Gorgolon from the Department of Health (DOH) Caraga gave her support by providing access to the Caraga Regional Hospital (CRH) in Surigao City for the major and minor surgeries. The DOH also commissioned the support of about 50 CRH staff, including their own surgeons, nurses and other medical volunteers.

The doctors and volunteers performed 59 major surgeries mostly for Thyroidectomy, Herniorraphy and Ophorectomy, including medium reconstructive surgery, orthopedic work, and others. Some 109 minor surgeries were conducted mostly of sebaceous/tendon cyst, lipoma, cleft lip and other reconstructive surgeries. (Manny Balbin/Journal)

Businesses losing tens of millions to blackouts



Surigao City – Tens of millions per month were lost by business establishments in Surigao del Norte which were affected by the recurrent power blackouts which hit Mindanao for several months already until now.

Willie Gan, president of Surigao Chamber of Commerce and Industries, Inc. (SCCI), told Manila Standard the power shortage suffered by businesses had adversely affected the local economy particularly the business activity, employment aspect and the peace and order situation due to increase in robbery and theft incidents.

“The province is experiencing at least four to five hours of rotating blackouts daily due to power load deficiency. Instead of the ideal 24 megawatts daily power supply, the National Grid Corporation of the Philippines (NGCP) has only given 16 megawatts to Surigao del Norte Electric Cooperative (SURNECO) for them to distribute to the power-consuming public. To fill the power shortage, the electric cooperative has bought a daily supply of 5 megawatts from Therma Marine, Inc. (TMI), a power supply barge located in Nasipit, Agusan del Norte, at a higher cost compared to the price of NGCP. This means an additional financial burden to the power-consuming public,” Gan disclosed.

Engr. Alex Diaz, maintenance distribution engineer of SURNECO, said the current power blackouts or ‘power curtailments’ implemented in the province were made upon the advice of NGCP due to ‘Generation Deficiency’ in Mindanao which reached 240 megawatts. A megawatt is equivalent to one million kilowatts of electricity.

“For March 19, NGCP only supplied about 13.5 megawatts for the day instead of the usual 17.8 megawatts it committed for the whole month,” Diaz said.

“So, for that day, we implemented ‘voluntary load curtailments’ in select areas in the province to evenly distribute the power deficiency among our consumers and keep our electric facility going,” he clarified.

Gan said that Butuan City and Agusan del Norte suffered less from the blackouts because they were able to get a ‘backup power allocation’ of 10 megawatts, plus an additional of 5 megawatts during peak seasons, from the TMI.

He said SCCI has 107 member-establishments and directly employs more than 15,000 workers.

On Friday, DOTC Secretary Mar Roxas assured members of the Regional Development Council of Caraga Region, chaired by Surigao Norte Governor Sol Matugas, that he would lobby and make representation with the Department of Energy to help solve the power shortage problem in Mindanao.

In my view, ang unang makahibayo kung mag put-up ug mall ang SM, Robinson og uban pa, mao jud ang cityhall officials headed by the mayor. Normally, ang mga representatives nila mo confer sa city officials para mag inquire ug daghang information nga kinahanglan before sila mo put-up sa ilang mall.

Hey Guys, i have a question and a situation. Magpakasal tana mi sa ako uyab. 25 na cja pero dili mohatag ug parent consent iya ma2. Pwd paba gihapon mi magpakasal biskan wayay parent consent? Mubalik naman gud ko sa gawas sa middle of next month. Salamat nalang daan.

@flipmarc, as far as I know, below 21 years old ra an nagkinahanglan nan parents consent. pag 21 or above, puide na waya... just please note na may 10 working day na posting nan civil registrar after kamo magpresent bag-o kamo mareleasan nan marriage license para makasal...

MANILA, Philippines — The Philippines' top miner of gold and copper, Philex Mining Corp, expects to bring a new $1-billion mine into commercial production by 2016 and wants to acquire operating mines to sustain profitability, the company's president said.

Philex, controlled by Hong Kong-listed conglomerate First Pacific Co. Ltd., is also exploring ways to extend the production life of its only operating mine, Padcal in the northern Philippines, which is one of the country's oldest.

''Padcal will be shutting down by 2020,'' Eulalio Austin said at the Reuters Mining and Metals Summit on Friday. ''And with the declining quality of its ore, we also expect our copper and gold output to drop, and that will naturally hurt our revenue.''

He said construction of the company's new $1-billion Silangan mine in the mineral-rich southern Surigao del Norte province would begin in 2014, with the mine scheduled to come on stream two years later.

Acquiring new mines or opening new ones will help cushion the revenue impact of the expected decline in Padcal's output, said Austin, who is also chief operating officer of the $2.3-billion firm that has been operating since 1958.

Philex, the country's largest miner of gold and copper by volume, was in talks to acquire operating mines in the Philippines, Austin said, but he declined to give details, citing confidentiality concerns.

''We are pushing for acquisition of operating mines because that's easier than opening new mines, with all those permit requirements,'' he said at the summit, held at the Reuters office in Manila.

Amid an uncertain business environment, Philex hopes the Silangan project and possible acquisitions will sustain its profitability, Austin said.

Philex made a record net profit of 5.8 billion pesos ($135 million) last year, up 45 percent from the previous year, fuelled by higher output and metal prices.

But unease is growing in the Philippine business community over proposals to increase the government's share of mining revenues through higher taxes and a possible review of existing contracts.

The Philippines is preparing to issue a new mining policy that would raise tax revenues and overhaul rules but which miners believe will kill the industry and drive investors away from the country's largely untapped $1-trillion resource base.

Still, Austin said those challenges would not stop Philex from pursuing the Silangan project, on which it will spend 3.3 billion pesos this year, or two-thirds of its capital expenditure budget of 4.7 billion pesos, to pay for access rights and land banking.

Silangan, which has a 25-year mine life, is estimated to hold 5 billion pounds of copper and 9 million ounces of gold, valued at more than $30 billion, based on last year's metal prices.

The project is adjacent to the Kalayaan copper-gold prospect, which Philex plans to explore with partner Manila Mining Corp.

Austin said Philex aims to produce 9.4 million tonnes of ore from Padcal this year, which will match last year's record output of 9.5 million tonnes or ore, which yielded 130,000 ounces of gold and 36 million pounds of copper.

Siargao Island has a total mangrove forest of 8,620 has. Of these, a single forest block consisting of 4,200 has. is found in the municipality of Del Carmen. This mangrove block is the habitat of rare and endangered species of flora and fauna both in marine, wetland and terrestrial areas. Also found in the mangrove forest is the endangered crocodylus porosus.

The Department of Natural Resources considers this area as the largest contiguous mangrove stand in the Philippines.





What are mangroves?

Mangroves are salt-tolerant trees that have adopted to living in salt and brackish water conditions. They vary in size from shrubs to tall trees and are found along sheltered tropical mudflats or wetlands or in association with lagoons and may extend inland along rivers, streams and their tributaries. They require slow current and plenty of fine sediment in which to set their roots.

Why mangroves are important?

Mangroves support the natural food chain by forming a link between the land and the sea. They serve as the sanctuary of both aquatic and terrestrial wildlife. Mangroves help a great deal in the recruitment of fish and other fishery products because the mangrove ecosystem is a part of their habitat.
Mangroves are critical spawning, nursery, feeding and transient shelter areas to hundreds of fish species, crustaceans and invertebrates and support an abundant and productive marine life.
Like all other animals, fish, shrimp, crabs and other marine life in the sea need a safe place to grow, away from many predators. With their tangled and intricate root systems, mangroves are excellent nurseries, providing safe hiding places for young animals.
The muddy waters around mangroves are rich in nutrients from decaying leaves and organic matter produced by the mangroves themselves and also from the sediment that is trapped around the roots.
Many commercial marine species such as bangus (milkfish) and prawns spend their early life within the mangroves are where they find food and protection from predators.
Juveniles of some deep sea fishes also spend some time in the mangroves before moving on to other ecosystem such as sea grasses or coral reefs.
In addition, mangroves are also habitat to shore birds, some species of mammals (monkeys, rats, etc.), reptiles and insects. These animals utilize the mangroves as places to roost, breed or take shelter from strong winds or heat of the sun.

An eco-friendly $2.5-billion nickel processing plant will soon rise in Nonoc Island after rehabilitation works of the mothballed nickel refinery will be completed following the signing of a memorandum of understanding (MOU) between two giant corporations witnessed by local executives recently.

“The old nickel refinery owned by Philnico Mining Corporation will be rehabilitated by San Miguel Corporation, this year, which committed to replace it with a modern nickel plant using the electro-magnetic processing technology in extracting nickel ores. It’s eco-friendly for it does not use chemicals unlike decades ago,” City Mayor Ernesto Matugas said.

He said that on Jan. 4, San Miguel Corporation, represented by Chief Operating Officer Ramon Ang, entered an MOU with Philnico President Evaristo Narvaez where it promised to undertake payment of $300 million in back taxes which the latter had owed to the Philippine government. The same was reached following an earlier buyout agreement for the nickel plant with the approval of President Benigno “Noynoy” Aquino III and Finance Secretary Cesar Purisima, he added.

Matugas said Surigao City will soon become one of the top earning local government units with an estimated USD 25 million in annual realty taxes, or approximately P1.075 billion, derived from one percent of the $2.5 billion refinery cost. The processing plant would operate on a 106-hectare property owned by the city government, he said.

“Once fully operational, the nickel refinery will employ about 6,000 skilled and non-skilled workers wherein, not less than 2,000 of which will be Surigaonons. Businesses in food, transportation and the like will definitely sprout in Nonoc Island and will also add employment opportunities for our people,” Matugas said.

The mayor said Ang committed to give $1.162 million, or approximately P50million, for the construction of an additional 800-meter runway at the Surigao City Airport to accommodate large aircrafts and the same will be deductible from the company’s tax obligation with the city government.

Aside from Ang and Narvaez, the MOU signing was also attended by Mayor Matugas and Rep. Francisco Matugas of Surigao del Norte’s first district. (PIA-Surigao del Norte)
