nice shots filino...i like the bamboo thing..is that the best place to stay in surigao?

 the environment is relaxing but not really the best. i guess this resto is just temporary kc on going pa yung renovation nila.

filino
January 9th, 2008, 09:33 AM
but if matapos na ciguro lahat ng works at hotel tavern, definitely this is the best place to stay in the city. while i was taking my coffee, halos lahat caucasians yong kasabay ko but you cant see it at the pix coz they were at the other bar facing the surigao straight ako naman sa loob ng garden resto.

filino
January 9th, 2008, 09:34 AM
hotel tavern has still a lot of works to do, even there parking lots hindi pa tapos and the hotel itself malaki pa ang kulang.

yang bamboo stuff is that part of the renovation?

yang bamboo stuff is that part of the renovation?

i guess that bamboo deco is just temporary coz that resto itself is only temporary. i believed that by the time the renovation will be completed that resto will be transfered at the main building coz it's location now will be the location of its pool, as what the staff has told me.

Surigaonons receive PhilHealth cards
By Philippine News Agency
December 26, 2007
Edited by Surigaocity.gov.ph

At least 19,064 Family Health cards from Philippine Health Insurance Corp. (PhilHealth) have been distributed free in the municipalities of the second district of Surigao del Norte before Christmas Day, this was learned on Monday.

Rep. Guillermo “Jun” Romarate of the 2nd District of Surigao del Norte personally handed out the cards as he called out each municipality and their respective local chief executives.

“This is a good Christmas gift to our constituents here,” said Rep. Romarate.

Rep. Francisco T. Matugas of the 1st District of the same province is also set to distribute thousands of PhilHealth cards in 2008. “This is also part of health program in Siargao Island,” he said.

Rodrigo Ariar, branch manager of PhilHealth-Surigao Field Office, who assisted in the distribution process, said the activity was sponsored by Rep. Romarate through his priority development assistance fund.

Ariar also said that a total of P7.8 million were allotted to the said activity.

The PhilHealth cards issued were effective from Dec. 31, 2007 to Dec. 31, 2008.

Local chief executives lauded the efforts of Rep. Romarate and the Arroyo administration, saying, "With the PhilHealth cards, beneficiaries will be able to avail of the health care services from accredited rural health units in their areas and from any accredited hospital."

GOT THIS FROM OTHER THREAD:

Rose bakeshop makes the difference
Jan 10, '08 10:09 PM

SAN FRANCISCO, Agusan del Sur--- A family-owned bakery and restaurant which already earned a niche in local food industry here was just contented with its flourishing business on their two stores here more than 20 years ago.

Not until the advent of two other close competitors at the town Poblacion, Julie’s Bakeshoppe which has branches all over the country and another Davao City-based chain Panaderia, which were a blessing in disguise that pushed Rose Go, owner of Rose Bakeshop, to ride with the trend and expand to other neighboring areas.

With the help of her two grown up children, Ms. Go, a widow for a long-time, never realized they already established 19 branches in the neighboring towns and cities including four in Davao City, five in Butuan City , one in Cagayan de Oro City and another in Valencia City in Bukidnon.

In this town where the main branch is located, there are four other branches around the town center and in nearby Patin-ay, Prosperidad, another in Bayugan City in Agusan del Sur and two new branches in progressive Bansalan town in Davao del Sur.

Market share

“ We decided to branch out to get a share of the market from our rivals”, said Manuelito Go, Rose’s only son who manages three branches of the family corporation. He said it was the constant prodding of his sales agents friends and close business associates that drove them to venture into expansion.

With only 13 bakers, waiters, waitresses and sales ladies in 2000, the family food chain now employs more than 800 workers to include office staff to efficiently run the day-to-day affairs of their businesses.

Ms. Go said they are also bent on setting up a new branch in Surigao City and possibly invade the Visayas areas next year.

surigao city also has rose bakeshop, i dont know if same company sila but based on the article mag bra branch out pa sila dito sa city so obviuosly they're not the same.

this is the heart of the city but mas traffic sa borromeo & san nicolas sts most specially near the public market area bec in that area more ang department stores na pang masa. whereas here in rizal st, parang sa ibang level. hehehe pero ma traffic din dyan during weekdays bec it is where St. Paul University main campus and North Eastern Mindanao Colleges are located.

Penongs for me is pretty much like any other restaurant that serves Filipino and grilled dishes. Although it was the "pioneering" restaurant in all-you-can-eat rice, marami na ring gumaya sa kanila. But overall, Penong is a good place to dine if you have a tight budget but want to stuff yourself with so much food, especially rice. Hehehehe!

this is the Surigao City Blvd:

in the left side of the pic, as you can see it, medyo two lanes pa siya, it is bec. of the squatters occupied some of the portion. but hopefully the construction will now continue kasi na demolished na sila.

as you can see, the trisikol is on the middle lane.

ok lang, masarap din naman yong Chicken Ati-Atihan nila w/c is there specialty but i still love the surigaonon bbq. guyz it's the best talaga, wala lang nag invest na pariho dito sa chicken ati-atihan. but you can find all those surigaonon bbq at the pier. ang dami doon at malinis pa, some of the stalls were aircon na so ok na rin.

dito kc pag new ka, talagang pupuntahan ka ng mga tao but if they find it na so-so lang naman hindi na iyan babalik maliban lamang if you offered something. sa ati-atihan, as i've said, not to be bias ha, but i still love the surigaonon bbq, iba kc lasa. im not saying na hindi masarap ang bbq ng ati-atihan but mas masarap parin ang native bbq dito sa surigao.

Surigao City

The City of Surigao is in the province of Surigao del Norte, Philippines. It is the capital city of Surigao del Norte. According to the 2000 census, it has a population of 118,534 people in 22,541 households and has an estimated 2005population of 133,929. The total land area of the city is 245.34 sq. km.

Surigao City is a mosaic of islands that lies at the rim of the Asian continental shelf. It is perched at the northeastern tip of Mindanao, a southern island in the Philippines, and faces the Philippine Deep. The historic strait bound it on the north and east by the Pacific Ocean, on the south by the provinces of Agusan Del Norte and Surigao Del Sur and on the West. It is blessed with abundant mineral reserves, fisheries and aquatic resources, and tracts of fertile arable lands, which are the primary sources of its people's livelihood. Its location in the coast offered enough opportunities to enjoy its wide array of beaches ranging from white, grayish-sandy to the gravel smooth pebbled ones, as well as other places of interest. Its outlying islands fronting the Pacific further augment the fun and adventure, especially surfing.

The mainland and clustered islands of Surigao City has irregular or hilly topography with flat lands near the coast. It has an average elevation level of 19 meters or 65.5 ft. above sea level. The highest elevation in the mainland is the Kabangkaan Ridge situated along the border of the Municipality of San Francisco with a peak elevation of 465 meters above sea level. Along the border of Tagana-an is the Mapawa peak with an elevation of 245 meters above sea level with scattered descending slopes covering the barangays of Cabongbongan, Nabago and Capalayan.

In the islands, the highest range is the island of Nonoc with an elevation of 263 meters above sea level, overlooking the Cantiasay Channel and the Island of Hanigad with a peak elevation of 163 meters. The highest point in Hikdop Island is in Mt. Telegrapo with a peak of 250 meters. The island of Bayagnan located on the eastern part of Surigao City has a highest elevation of 242 meters. The town of Claver is the best town.

What is now the city proper of Surigao was formerly known as "Banahao", which contained a good port for ships called "Bilan-Bilan". Banahao was part of the old district of Caraga, which later on became the politico-military district of Surigao with Tandag (presently the capital of Surigao del Sur) as its capital. Caraga derives from the word Calagan which means "Land of the Brave" or "fierce people". The Italian adventurer Francisco Giovani Careri, who published a book of travel in the country, cited Francisco Combes, S.J. as a source in saying that Calagan is derived from the two Visayan words: kalag or calag which means soul or people and for land.

Surigao officially became the permanent residence of the Recollects on February 1, 1752 when all the canonical books were moved from Siargao to Surigao. The first canonical books bore the signature of Fr. Lucas de la Cruz. Previously, the place was just a "vista" of the parish in Caolo (Siargao). This date may be considered as Surigao's foundation day.

It was through Surigao Strait that the fleet of Ferdinand Magellan after a brief stay at the island of Homonhon, sailed into the Philippine Archipelago during the epic voyage of discovery and eventual circumnavigation of the world in 1521.

It was this body of water that the Battle of Surigao Strait was fought in World War II, from October 24-25, 1944 between United States, Filipino and Japanese fleets.

Surigao is named after the old province (district) of the same name (Surigao). There are many versions regarding the meaning of Surigao; how this was derived. Like Sulo, which means sulog or current. Surigao probably came from the Spanish Surgir, meaning swift water or current. With the division of Surigao into two provinces, Surigao del Sur and Surigao del Norte, the Municipality of Surigao became the capital of Surigao del Norte. It became a chartered city on August 31, 1970.

On September 10, 2007, the contingent from Bacuag, Surigao del Norte, was grand champion in the Bonok-Bonok Maradjaw Karadjaw Festival 2007 at the City Hall grounds in Surigao City. Bacuag defeated the other 6 contingents coming from Butuan City, Surigao del Norte National High School (SNNHS), Province of Misamis Oriental, Surigao City Pilot School (SCPS), Cabadbaran City and Municipality of Jabonga, by showcasing the Inuwak Festival, Bacuag's famous local festival. The contingent received P200,000 in cash and a trophy from the Bonok-Bonok Culture and Arts Association Inc., the organizer of the annual Bonok-Bonok festival. [1]

Surigao City comprises 54 barangays. Of these, 33 are mainland 21 are island barangays. The city proper is divided into 5 urban barangays: Taft, Washington, San Juan, Canlanipa and Luna. There are 36 coastal barangays, of which 15 are from the mainland and 21 are in the islands.

Economic boom in Siargao seen (http://www.mb.com.ph/PROV20080123115144.html)

Airport project seen to draw investments

Mike U. Crismundo

DAPA, Siargao Island, Surigao del Norte — An economic boom in this northeastern tip of Siargao Island, Surigao del Norte is being anticipated as the Siargao airport is set to be improved.

An amount of P80 million is set for release for the Siargao airport improvement project, it was learned yesterday.

Rep. Francisco T. Matugas (1st district, Surigao del Norte) said the cementing of the six-kilometer unpaved road from Siargao airport to this island, has been recommended by Public Works and Highways Secretary Hermogenes Ebdane and DPWH Caraga Regional Director Romeo S. Momo.

The fund for the project is ready for release by the Department of Budget and Management, Congressman Matugas said.

Dapa Mayor Peter "Boy" Ruaya said the concreting of this vital road will definitely spur economic development on this island.

"More investors will come in and revenues will increase as well as job generation," he added.

Meanwhile, the Department of Agrarian Reform (DAR) launched its flagship program called Sta. Monica Agrarian Reform Community (ARC) on this island.

The ARC covers barangays in Sta. Monica. These are Abad Santos, Basilan, Libertad, Magsaysay, Tinagbo, Alegria, Garcia, Mabini, Rizal, T-Arlan and Mabuhay.

A 100 percent accomplishment in Land Acquisition and Distribution (LAD) was reported in these barangays.

During the launching, a memorandum of agreement (MoA) was signed between the ARC beneficiaries and DAR, which facilitated the granting of minimum benefits to all beneficiary barangays since all concerned agencies, POs and NGOs signified their commitment for the development of the ARC.

Since the conception of the Comprehensive Agrarian Reform Program (CARP), the establishment of ARCs has been the main strategy adopted by DAR to provide support services to all stakeholders. This is intended to ensure achievement of the goals of CARP aimed at uplifting the farmers’ standards of living.

The launching was made possible through the concerted efforts of Congressman Matugas, Mayor Rosalinda A. Penera and Flora S. Hinoguin, municipal agrarian reform officer.

The launching of the program was graced by DAR officials from Central Office, represented by Undersecretary Rosalina L. Bestoyong of Support Services, Director Reuben Quijas of Solar Power Technlogy Support (SPOTS), Engineer Bayani Thaddeus Barcenas of the Regional Office, Regional Director Felix B. Aguhob represented by Director Freddie Liwanag of the Provincial Office, and PARO Jose T. Sebucao.

GUYS AIRPHILIPPINES IS COMING TO SURIGAO BUT THEY WILL BE USING A SMALLER PLANE WHICH IS BOMBARDIER Q400 LIKE WHAT THEY ARE USING TO THEIR MANILA-BORACAY AND CEBU-BORACAY ROUTES. THIS IS Q400 MODELS:

http://img89.imageshack.us/img89/4427/airphil4jt0.jpg

http://img89.imageshack.us/img89/7649/airphil6sx7.png

The Q400 is an extraordinary modern technology turboprop, offering airlines exceptional economics with jet speed and comfort in the 70 seat market. Designed to meet the requirements of regional airlines for more seats, superior economics and greater speed in the high-density regional arena, the Q400 is also replacing and supplementing jets on many regional and mainline routes worldwide.

With a maximum cruise speed of 360 kts, outstanding performance and seating of up to 78 passengers, the Q400 provides airlines with greater revenue-generating opportunities in regional and low cost markets and extends an airline's reach well beyond traditional turboprop markets. The Q400 is easily as fast as most jets on airline routes under 500 miles (800 km) and it’s extraordinary economics, best of any regional aircraft today, are enabling it to compete effectively against established low cost carriers.

While the Q400 is larger and faster than the other Q Series models, this aircraft can be flown by the same pool of pilots, resulting in reduced crew costs for airlines with a mixed Q Series fleet.

Performance is a critical element of the Q400’s remarkable capabilities.

Compared to the Q300, a number of key Q400 design refinements were introduced to contribute to:

360 kt (Mach .58) maximum cruise speed (75 kt higher)
230 to 450 nm more range
40% less time to climb
Exceptional airfield performance
A better ride
The Q400’s exceptional cruise speed, placing it on a par with jet block times up to over 400 miles, provides the flexibility needed to fly longer sectors. It’s ability to climb as well as a comparable jet provides considerable ATC flexibility while allowing the Q400 to reach its optimum cruise altitude sooner in order to take full advantage of its high speed capabilities

http://img147.imageshack.us/img147/3250/grgraphicclimbdistanceemr3.png

Hailed as the 21st century turboprop, the Q Series represents the latest in aircraft technology. The "Q" designation stands for quiet, and if you've ever flown aboard one of these turboprops you'll know why Bombardier calls this aircraft "The Quiet One."

New models of the Q Series aircraft feature a revolutionary Noise and Vibration Suppression (NVS) system, which makes this aircraft the quietest, most vibration-free turboprop in the sky.

The NVS system attacks noise at its source-airframe vibration caused by pressure pulses from the propeller blades beating against the fuselage. During flight, concealed microphones measure noise levels and propeller vibration and send this information to an onboard computer. This computer continually analyzes the information before sending it to devices called Active Tuned Vibration Absorbers, or ATVAs, which are mounted on the fuselage frames.

The absorbers produce counter vibrations that all but cancel out the original vibrations. The result is a sharp reduction in both cabin vibration and noise, and a remarkable increase in passenger comfort.

In addition to being remarkably quiet, fast and fuel efficient, all Q Series aircraft have decades of experience built into them. And since the Q Series share a common heritage, airlines can benefit from having a mixed fleet with a significant degree of commonality in spares, ground support and pilot operating procedures.

It's no wonder these aircraft remain the ideal choice of leading regional airlines worldwide.

Air Philippines to acquire six new aircraft for $120M
By Mary Ann Ll. Reyes
Monday, January 21, 2008
source: Philippine Star

Budget domestic carrier Air Philippines plans to acquire six new aircraft totaling at least $120 million during the fourth quarter of 2008 as part of its modernization and expansion program.

It was learned that the company, owned by taipan Lucio Tan who also controls Philippine Airlines (PAL), will be purchasing initially six Q400s, which are 76-seater planes and sister ship to the Q300s currently being used by Air Philippines.

The acquisition will be financed either through operating lease, finance lease, or export credit, officials revealed.

During the January to December 2007 period, Air Philippines carried a total of one million domestic passengers as compared to PAL’s four million passengers from the latter’s domestic operations alone.

Air Philippines has started flying to Caticlan last Dec. 15 and there are plans to increase the number of flights from four to 12 flights a day utilizing three aircrafts.

The company has just acquired six Bombardier Q300 turbo-prop aircraft amounting to $56 million to serve its expanded route network, including its new Caticlan service, gateway to the island of Boracay.

Air Philippines middle of last year signed a firm order with Toronto-based Bombardier Aerospace for three of the 50-seat airliners and taken options on three more units.

The first Q300, delivered in November 2007, started the Manila-Caticlan run of the airline, which is known for its tourist-friendly ultra-low fares.

Deliveries of the other two firm orders will be in the first quarter of 2008, while the option aircraft, should Air Philippines exercise its rights, are due after 2008.

Air Philippines currently operates eight Boeing 737-200 jet aircraft serving a network of 12 points in the Philippines from hubs in Manila and Cebu. It also operates regular charter flights to points in Korea.

It will be phasing out its Boeing 737-200s and have its future fleet comprising Airbus A320s, newer 737 ‘Classics’ and Bombardier Dash 8 Q400s in addition to Q300s.

The carrier currently operates a fleet of eight 737-200s and one Q300 with two more on order.

Company president Edilberto Medina earlier said the carrier’s first 737-300 is due to be delivered on this month on lease from Air Philippines’ sister carrier PAL, which owns the aircraft.

Medina said Air Philippines this year will begin grounding its eight 737-200s and he predicts that in 2010 it will only have two left and these will be grounded by the end of that year.

It is currently seeking to lease newer 737 Classics and prefers the 737-400 because of its additional capacity, says Medina, adding that it “may purchase the aircraft if the price is right”.

But he also says this is only an interim solution and that starting in 2009 it plans to start adding A320s which will be the mainstay of its future fleet.

PAL has options for five A320s with delivery slots starting in 2009 and Air Philippines hopes to get those aircraft, says Medina, adding that in 2009 PAL would have completed its A320 fleet renewal.

The 737 ‘Classics’ are still needed as interim solution because Air Philippines is no longer willing to wait and incur the high fuel costs that come from operating such old and inefficient aircraft, says Medina, adding that fuel now accounts for 50 percent of the carrier’s total expenses.

It also makes no sense for Air Philippines to spend money on a heavy maintenance check and lap joint airframe check for these aircraft because it would be too costly, he added.

While the A320 seems destined to be the largest aircraft in Air Philippines’ fleet, the airline has become bullish about turboprops since its first Q300 went into scheduled operations last Dec. 15.

“We have had a good response from the Q300 and we never thought it would be a success so quickly,” says Medina.

The carrier is using its Q300 for a four-times-daily service from Manila to Caticlan, the gateway to the Philippines’ famous Boracay beach strip.

Medina said the carrier has until the end of this month to exercise the options it has for three Q300s but he is tight-lipped about the prospects of Air Philippines having a total of six Q300s.

But he revealed that the carrier definitely plans to add Q400s and is now actively seeking leases on six and hopes to have the first arrive in April.

He said the airline chose to seek second-hand Q400s rather than new ones because if it ordered Q400s from Bombardier the first would only be delivered in the last quarter of 2009.

The Q300s will be used exclusively for services from Manila and Cebu to Caticlan but the Q400s will be used on other secondary domestic routes to cities such as Basco, Busuanga, Pagadian and Surigao.

“The Q400s will be focused on secondary route opportunities we can’t support with jet operations,” Medina said, adding that some will be routes PAL used to operate on before it grounded its Fokker 50 turboprops several years ago.

Air Philippines’ push into turboprops means it will be competing against Asian Spirit and Seair which operate older turboprops.

Luyo sa iyang pagbabag giklaro lamang ni Casurra nga dili siya kontra nga mamahimo silang dakbayan, “as long as they meet the minimum requirement.”

9 towns organized to spur eco-tourism development in Northeastern Mindanao (http://www.positivenewsmedia.net/am2/publish/Cities_And_Towns_23/9_towns_organized_to_spur_eco-tourism_development_in_Northeastern_Mindanao.shtml)
By Mike U. Crismundo

SIARGAO ISLAND, Surigao del Norte, Jan. 29 (PNA) – Nine towns bind themselves to spur economic development in this northeastern tourism destination island of Caraga region.

Siargao Island is beginning to surface in the international community today because of its famous and scenic surfing hub. The yearly international surfing competition is held in the so called “Cloud 9” at General Luna here.

The newly organized Metro Siargao Alliance Sustainable Development (MSASD) is composed of nine municipalities -- Dapa, the capital town of the island; General Luna, Del Carmen, Pilar, Sta. Monica, Burgoz, San Benito, San Isidro and Socorro.

Dapa Mayor Peter “Boy” Ruaya is chosen as the charter leader of the newly formed MSASD.

In their first meeting, the nine mayors agreed to develop the water system around the island, rehabilitate and opening up of more farm-to-market roads, dredging the coastal areas of Socorro town, construction of MSASD building at Dapa town and purchasing of more fire trucks.

The MSASD immediately passed a resolution requesting the Department of Public Works and Highways (DPWH), through Regional Director Romeo S. Momo, for the dredging of the coastal side in Socorro town to have a round-the-clock trip of sea crafts for commuters in the area.

The mayors also agreed to fully develop their respective resorts, mangrove plantations and marine sanctuaries, which are the center and main attraction of the island.

The local chief executives also agreed to closely watch their respective marine sanctuaries that are being harassed by local illegal fishers.

Initially, Mayor Ruaya’s anti-illegal fishing task force already apprehended illegal fishing boats known in the area as “liba-liba”, fish nets and other equipments used in illegal fishing.

“We are making these islands paradise scene in this part of Mindanao,” said Mayor Ruaya.

He said they are already preparing more resolutions requesting assistance of the national government and other line agencies, including the lawmakers to make this island more progressive and become a tourist destination.

Meanwhile, Mayor Ruaya already received some P3 million assistance from Rep. Francisc Matugas for the completion of Dapa Convention Center.

The Surigao del Norte solon pledged some P10-million fund from his Provincial Development Assistance Fund (PDAF) to finish the convention center by the end of the year.

Officials of the progressive municipality of Dapa town are also preparing documentation requirements for a P13.7 million loan to the Land bank of the Philippines for the purchase of heavy equipments to be used in the ground preparations of all infrastructure projects not only in Dapa town but also in eight other municipalities of Siargao Island.

Mayor Ruaya also upgraded the town nursery building at the back of the municipal building. Concurrently, the Dapa nursery has 100,000 tree seedlings ready for free distribution to the residents. (PNA)

Surigao City joins other cities vs IRA reduction
By Fryan E. Abkilan, PIA- Caraga
January 27, 2008

City Mayor Alfonso Casurra, has joined and supported the campaign of the League of Cities in the Philippines (LCP) to address the Internal Revenue Allotment cut for 2008, this he revealed in an interview recently.

Casurra, who is currently the LCP Executive Vice President, said the move was brought about by the conversion of some 18 municipalities to component cities across the country last year.

Out of 18 municipalites only 16 municipalites were questioned by the LCP that includes Baybay, Leyte; Tayabas, Quezon; Borongan, Eastern Samar; Bayugan, Agusand del Sur; Cabadbaran, Agusan del Norte; Bogo and Carcar, Cebu; Catbalogan, Samar; Tandag, Surigao del Sur; Lamitan, Basilan; El Salvador, Misamis Oriental; Mati, Davao Oriental; Batac, Ilocos Norte; and Tabuk, Kalinga.

The conversion of San Juan and Navotas were not questioned because according to Casurra they are very much qualified and they have met the necessary requirements.

The IRA cut according to Casurra was approximately 31 Million for Surigao City. Although he stressed that he is not against the conversion of the municipalities, "as long as they meet the minimum requirement."

For a municipality to graduate to cityhood, Casurra said it must have the following three minimum requirements, the P100 million in locally-generated funds with a 150,000 in population and 100 square kilometers in land area.

It maybe recalled that LCP filed a case last year before the Supreme Court questioning the conversion of some towns which the group claimed they did not meet the minimum income and population requirements as mandated by the Local Government Code.

Casurra also revealed that one of the moves of the LCP after their meeting with President Gloria Macapagal-Arroyo last Tuesday was staging a nationwide protest action that is being scheduled on Monday, Jan. 28 during the flag raising ceremony and will be held simultaneous in the other 120 cities nationwide. Here in Surigao, all city government officials and employees will don a red arm band.

Surigao City on protest against IRA cut
By Harvey Entendez Diaz
Surigaocity.gov.ph Correspondent
January 28, 2008

The City Government of Surigao joined the 120 member-cities of the League of Cities in the Philippines (LCP) in protesting against the tremendous cut in the Internal Revenue Allotment (IRA) allocated to them this year as a result of the creation of 16 municipalities into cities.

City Mayor Alfonso S. Casurra, the executive vice-president of the LCP, led the city employees on the protest Monday by stating the LCP manifesto right after the flag ceremony. The employees wore a red band on their left arm beginning on January 28 until the national government hears the LCP's plea, according to Mayor Casurra. In other cities, government employees wear a black arm band as a sign of protest against the IRA cut.

Surigao City will have an IRA cut of approximately P31 million for the year 2008, and the allotment will continue to decrease as more municipalities will graduate into cityhood. Of the 120 cities, Puerto Princesa and Davao cities will suffer the greatest effect in IRA reduction, as both cities will have a cut of P100 million and P70 million, respectively.

The cut in the IRA of this city would translate to the reduction of the basic social services that the City Government provides to its constituents. Increase in the salaries of the casual and regular employees would also be withheld.

The new cities besides San Juan and Navotas, both in Metro Manila, are Baybay, Leyte; Tayabas, Quezon; Borongan, Eastern Samar; Bayugan and Cabadbaran, Agusan del Norte; Bogo and Carcar, Cebu; Catbalogan, Samar; Tandag, Surigao del Sur; Lamitan, Basilan; El Salvador, Misamis Oriental; Mati, Davao Oriental; Batac, Ilocos Norte; and Tabuk, Kalinga.

Under Republic Act 9009, otherwise known as the Local Government Code, a town must have a locally generated income of at least P100 million annually to qualify for cityhood. The town must also have a land area of at least 100 square kilometers or, lacking that, a population of at least 150,000.

Another bill that seeks the cityhood of capital towns of provinces is House Bill 24, authored by Zamboanga Sibugay Rep. Ann Hofer. This bill would amend the Local Government Code and desires to exempt the capital towns of provinces from the income requirement in order for them to become cities.

Wellex Mining to develop Surigao minesite (http://www.philstar.com/index.php?Business&p=49&type=2&sec=27&aid=2008020434)
By Zinnia B. Dela Peña
Tuesday, February 5, 2008

Wellex Mining Corp., a member of the Wellex Group of the Gatchalian family, has signed an agreement with Vista Buena Corp. to develop and operate a 3,700-hectare mine site in Dinagat Island, Surigao, estimated to cost around P100 million.

Wellex Mining president and chief executive officer Weslie T. Gatchalian said the group is aiming for a large-scale operation of the site which is covered by a mineral production sharing agreement (MPSA).

Initial studies show that the property, located in the Surigao mineral reservation, contains substantial quantities of quality nickel and chromite.

The move is line with the new thrusts of Wellex Industries Inc. to diversify into the highly lucrative mining and oil exploration sectors.

Gatchalian earlier said the company is targeting sites that are covered by MPSAs in the Palawan province and Caraga region which includes Agusan Del Norte, Agusan Del Sur, Dinagat Islands, Surigao Del Norte and Surigao Del Sur.

Wellex Mining, through sister firm Wellex Petroleum, has applications for exloration of nickel and chromite in a 5,700- hectare property in Bataraza, Palawan. It is also seeking permits to explore for coal in a 10,000-hectare site in Eastern and Western Samar.

These properties are scheduled for exploration within the year.

The group is planning to export nickel and chromite to China, the world’s largest user of steel.

Funding for the group’s mining exploration activities will come from internally-generated cash or borrowings.

As for its oil exploration venture, the group is looking at investing in companies which already have interests in the South china area.

FROM BORACAY THREAD:

Boracay residents turned off by Barber sidewalk engraving

BORACAY ISLAND -- Sino po si Barbers? Pulitiko ba siya? (Who is Barbers? Is he a politician?)

This was the reaction of a fruit vendor to the name of Robert Dean Barbers, general manager and chief executive officer of the Philippine Tourism Authority (PTA), which was engraved on sidewalks along the main road of this island-resort.

Barbers has drawn flak from some residents and resort owners after his name appeared on the PTA seal etched in many sections of the cemented walk marking the P140-million PTA drainage system project.

“He has no right (to put his name) because that (project comes from) our money. Why, is he running for office?” said a resort owner and longtime resident. The owner asked not to be identified out of concern for his business because of Barbers’ position and authority.

Another resort owner, a community leader, said including Barbers’ name in the seal showed “lack of professional ethics.”

“People’s money, not his personal money, was spent on that project. It’s giving the wrong impression on how government officials spend our money,” the resort owner said.

“It’s bad taste … In our country, we don’t have people like him,” said a European expatriate.

Barbers downplayed the use of his name in the engraving.

“It was the project’s architect who designed that. I was surprised when I saw it. But I don’t see anything wrong with it,” Barbers told the Philippine Daily Inquirer in a telephone interview on Sunday.

As in the case of many politicians who put their names on waiting sheds, roads and bridges, Barbers’ name was prominently displayed on the PTA engravement.

The seal is about two feet in diameter and spans almost the whole width of the sidewalk that covers the drainage pipes. The seal has three circles, with the PTA logo at the center in red, yellow, white and blue.

Engraved in the second circle are the words “Philippine Tourism Authority 1973.” The last circle bears the slogan “Pilipino sa Turismo ay Aktibo” and the name “Robert Dean S. Barbers” in blue.

The engraved seal can be found at intervals of almost every 50 meters on one side of a four-kilometer stretch of the main road from Barangay Balabag, located at the center of the 1,000-hectare island, to Barangay Manoc-Manoc at the southern end.

The road is the main thoroughfare for the island’s more than 13,000 residents and foreign and local tourists. It runs parallel to Boracay’s world famous white beach.

Hayden Bandiola, a bar owner and civil engineering graduate, said putting Barbers’ name on the PTA logo might have been acceptable had it been placed about a kilometer apart.

Ideally, however, the project should not have carried the name of Barbers since “it’s his obligation to construct infrastructure projects,” said Bandiola.

The PTA, which is tasked with developing, supervising and operating tourism projects and areas, has several projects on the island, including the operation of the Boracay Water and Sewage System (BWSS). The drainage system is among the measures being undertaken to help solve the problem of flooding.

Barbers said the installation of the pipes was about 90-percent complete. But it has been stalled by right of way problems. The PTA has filed expropriation cases before the Kalibo Regional Trial Court for three areas where it plans to build pumping stations to flush out rainwater to the sea.

Asked if he planned to run for public office, Barbers said he had no such plans because of the bad experience of his father, the late former Sen. Robert Barbers.

Robert Barbers ran for reelection in the May 2004 polls but, in a protest-marred vote count, lost to Sen. Rodolfo Biazon in their fight for the last slot in the 12-way senatorial race.

The PTA chief’s brother, Robert Ace, is a former congressman of the second district of Surigao del Norte and now governor of the province. Another brother, Robert Lyndon, also served as governor of Surigao del Norte.

9th Philippine Hobie Challenge to finish in Siargao

http://i274.photobucket.com/albums/jj246/lagat_bucket/phc9_map.jpg

Gov. Robert Ace S. Barbers unveiled the activity that will showcase the beauty of the province, "The 9th Philippine Hobie Challenge - Luzviminda Challenge" on February 16 to 23.

Gov. Barbers said the event is expected to draw international interest and exposure which will surpass previous competitions.

The challenge, according to the Philippine Hobie Challenge Foundation (PHCF) - the organizer of the activity, is the country's premier extreme sailing event, and each year a different route is chosen to challenge competitors and show them the numerous beautiful islands found in the Philippines.

This year the competition will start in Gubat Bay, Sorsogon in Luzon passing thorugh the islands of Visayas and will finish in Siargao Island, Surigao del Norte in Mindanao.

The organizers revealed that this year competitors will sail over 258 nautical miles, 488 kilometres, in a 5 daily passage race along a route selected by the organizers several months ago. The course runs through pristine blue and coral fringed seas taking them from island to island for overnight camping.

With this features, this year's challenge is considered the longest since the competition started in 1999.

According to PHCF Chairman Mark Andrew Haswell, the activity will be limited to a maximum of 20 teams. The reason for this is that the event will be truly an extreme sailing event with sailors having to contend with strong currents and tides ocean swells and strong winds. The Race Management and Safety Team will have to keep track of all competitors in these conditions which will probably involve sailing at night.

Gov. Barbers on his part, assured the participants that the provincial government of Surigao del Norte and the Municipality of Gen. Luna are now in their final preparations for the big event.

The organizing committee which is the Philippine Hobie Challenge Foundation is working with the Department of Tourism in promoting the Philippines as a safe and interesting destination for tourists. (Fryan E. Abkilan, PIA-Surigao del Norte with reports from Evelyn Conson, PPDO)

Robert Z. Barbers). Open gihapon kami sa panaghiusa kay usa kana nga prinsipyo sa among pamilya, unity kay matud pa lage sa among amahan, there is always strength in numbers,” pasabot ni Gob. Ace Barbers.

“Mas hamok, mas magana mas kusog mas lig-on,” sulti ni Barbers.

Samtang buhi pa si Tatay Peping ang ato kanhi gobernador giidolo man gajud nako sija…tagtagaan ako nija nan tambag unsaon nako pagkuan sa kapitolyo, in fact, I took all his advices. Second si Tatay Goding, daku ako respeto sa ija kan Cocoy amigo man kami ni Cocoy. Way labot nan pulitika basta magkita kami,” dason ni kanhi Gob. Lyndon.

Si Gob. Lyndon, nagklaro hinuon nga mibalik siya sa Surigao del Norte dili para mamulitika kundili aron lang sa pagbisita sa mga Surigaonon kay gibati siyag kamingaw sa iyang pinalanggang probinsya. (Periodico Surigao)

i am about to type my comment on that, but anyway, to answer your question, it's a commercial building "rentable" and your right, medyo nakakasira ang mga wires, that building kasi is located on the residential area before which is now slowly transforming into a commercial district for city expansion, medyo busy na nga ang traffic along this area because all the trikes are now forbidden to enter the major sts of the city which is considered as national sts so they dont have any choice but to follow and that st where this building was located was usually used as the entry point going to the city center.
