Now, Philippines is in the fourth place of having highest H1N1 cases in ASIA and on the top spot is Japan followed by China, Thailand and the Philippines. In SEAsia, the highest numbers of infection now is Thailand and followed by Philippines.

Siargao hosts Surigao’s 1st LGU summit
at Thursday, June 18, 2009
At least 3,000 local government officials in the region, including village leaders, teachers and other officials of various line agencies of the government are scheduled to troop to the paradise island of Siargao to attend the 1st Siargao Local Governance and Education Summit early next month.
Officials said the aim of the summit is to help President Arroyo’s economic and development programs in the island.
Most of the discussions during the slated the summit will also focus on local governance of the mayors and the welfare of the teachers and the people of Siargao, and mainland Surigao City, said Surigao del Norte Rep. Francisco T. Matugas.
The summit will be held at the newly constructed P46 million Dapa Convention Center where Mayor Peter “Boy” Ruaya will be the host on July 15.
Matugas already poured in some P20 million for the rehabilitation of the said convention center.
Invited guests and keynote speakers during the summit include Interior and Local Government Secretary Ronaldo Puno, Matugas said.
Other topics to be discussed during the summit is the concern of every village, schools in far-flung areas and establishing of new police station buildings, where the nine mayors will also present several resolutions addressed to Puno during the affair, he said.
In that summit, officials of the various local government units along with other officials from line agencies of the government will also review the current Comprehensive Livelihood Emergency and Employment Program (CLEEP) of the government, it was gathered. (Manila Bulletin)

I reeaallyyyy hope these efforts of the local politicians of Siargao is not only skin deep but a real and truly sincere effort of taking the initiative and actions for the development of the island.
Siargao is one place where the Philippines can have a chance tohave its mark on the globe.

They will be here to observe how the Robredo administration has successfully implemented its Real Estate Sales Assessment System (RESAS) and other best practices that Naga has been known for among local government units in the country.
RESAS is designed to provide a tool for analysis of real estate sales transaction data gathered by the City Assessor to come up with a fair market value.
Surigao City Mayor Alfonso S. Casurra wrote Mayor Robredo that any information and practices they would learn about may help them adopt practices that will help enhance their city government’s system and database development and “will also aid our legislative body in the approval of new Schedule of Market Value come 2010 where the 5th General Revision of Real Property is scheduled.”

In recent years, ‘Adlaw Nan Surigao ‘ (foundation day of Surigao ) has been officially celebrated by the provincial government of Surigao del Norte on June 19 which has been declared as a holiday. Many didn’t bother or care to find out whether or not this is indeed the date during which Surigao was created as a province, thus making it red – letter day in our history. But some, especially those who know and revere the province’s glorious and storied past, have been asking: “Is that so ?” What are, if any, its historical, traditional and legal bases?
There’s bound to be some discussion and not without passion on this matter which is decidedly not a trivial one because it involves no less than the precise moment of the founding of Surigao as a province, functioning thereafter as a political subdivision with working and viable structures of governance. Elsewhere, a significant event like this was determined so that it can be celebrated officially and publicity only after a thorough and exhaustive research. Needless to say, our efforts here in this regard have been barely cursory. But better late than never. We can save ourselves valuable time spent on idle debate by simply reading historical records and accounts. Let the facts therefore speak and not something else that betrays our historical apathy and ignorance.
The basis for the celebration of Adlaw Nan Surigao’ is R.A. 2786 which was authored by the late Congressman Reynaldo P. Honrado, then the lone representative of the undivided province of Surigao. This was passed into law when the President Diosdado Macapagal signed it on June 19,1960. Another law of local application R.A. 7553, authored by Rep. Glenda B. Ecleo, subsequently declared June 19 as a holiday only in Surigao del Norte. i.e. Adlaw Nan Surigao del Norte. R.A. 2786 merely divided however the old Surigao into two provinces, namely: Surigao del Norte and Del Sur. Then as now, the decapitation by legislation of a province is known by the odious name of gerryman-deering after a certain Congressman Gerry in the U.S.A. who split his district for political ends.
From the very names of the new provinces, it is quite obvious that the original, mother province of Surigao was already in existence long before. Surigao del Norte, Surigao del Sur and even Agusan Norte and Del Sur are merely offsprings of Surigao, one of the largest provinces in the country during that era. Otherwise, where would Surigao del Norte and Del Sur get their names? If at all, only Surigao del Norte here and Surigao del Sur over there in the South officially came into being their new set the establishment of the first politico – military government in Mindanao. Six districts or provinces under this new government set – up were created one of which was the Eastern District or Surigao, the others being: Zamboanga, Northern District (Cagayan/Misamis), Davao, Central District and Basilan. A portion of another Royal decree referring to the establishment of this system of governance in Mindanao reads.
“In order to and parts of Gingoog to the West has over the years been slowly and predictably divided through “gerryman-dering “ until it has become almost invisible in the map. After Surigao del Norte and Del Sur, in less than 50 years, we now have the new province of Dinagat. What’s next? Siargao province?
It is worth pointing out that Surigao as we knows it today is a product of a slow and gradual evolution first as a religious and military that time however Surigao was not governed as a political subdivision. The reason why Surigao, now a city, the principal town of the province became its capital is its proximity to Cebu and Ozamiz where the Spanish government had military and naval fortification for its defense. Tandag, the former capital, was located far in the south along the Pacific Ocean and was repeatedly attacked and sacked, by the Moros and could not be defended easily and of local officials on June 19,1960. AS many would point out later, right or wrong, the move was intended to prolong Honrado’s stay in Congress since he expected to be politically dominant in Surigao del Norte this time with a smaller population and area without the towns of Carrascal, Cantilan, Madrid and Lanuza (CARCANMADLAN) where his hold was said to be tenuous. Quite ironically, it was Governor Constantino C. Navarro who became the first Congressman of Surigao del Norte. Honrado became instead the first Judge of the Court of First Instance of the new province of Surigao del Sur.
So when did the old province of Surigao officially come into being or precisely when was it originally established like for instance Manila which also celebrates every years its ‘Araw ng Maynila’?
Historical accounts show that on June 30,1859, a Royal Decree was issued by the Queen of Spain for forestall any doubt that could possibly arise in connection with the implementation of article 13 of the Royal Decree of June 30, 1859 about the establishment of government in the Island of Mindanao…”
A Royal Decree was the law at that time. Therefore, it is by force of law that Surigao was created on the date mentioned. This being so, the original, undivided Surigao would be some 149 years old now as a province and not barely 48 years old if we reckon her age from 1960 which is actually the birth of Surigao del Norte with very little historical past to look back and many of those who were born here 50 years ago asking in disbelief if they can still call themselves Surigaonons now.
Quite sadly enough, as we have predicted, Surigao whose jurisdiction and land area originally included Agusan del Norte, Del Sur, Surigao del Norte, Del Sur, up to the towns of Caraga. Baganga, Catyeel etc. now under Davao Oriented in the South outpost to what is known as ‘reducciones’ or settlements that have been reduced or Christianized by the missionaries. Earlier, "Surigao was an encomienda in 1571, granted as such by Miguel Lopez de Legaspi to Pedro Navarro and Garcia Sierra Chacon" who were allotted all "the rivers and villages of Surigao and Parasao (Cantilan)”. Thereafter it became a religious military district administered by the clergy and the military. In 1751,we already had a map of the province of Caraga drawn by Francisco Alegre. This would soon be officially known as Distrito del Surigao. In December 6,1792 and May 5,1797 we already find letters to the Governor General from Alcalde M. Rivera and Juan Hipolito Gonzales, Alcalde Mayor, respectively of Surigao, capital of the province of Caraga dealing on the establishment of a military garrison against the moros in Baganga and the Southern part of the distrito or province. At “Ericson de Peublos Caraga/Surigao .” In the end, however, it is our people who will decide which day to celebrate: the birth of the mother province or that of the new- born offspring- Surigao del Norte. If they want Surigao to be a postwar creation of gerrymandering barely 48 years old or one with 149 years of colorful existence and plenty of historical legacies is entirely up to them.
Let it be noted however that in celebrating adlaw nan Surigao reckoned from the issuance of the royal Decree in 1859 we would gain added significance and some measure of pride as a province. It will show our cultural and historical ascendancy in the whole region of modern Caraga since our’s would be the oldest province here having supplanted the old Distirto del Caraga which became Distrito del Surigao with the town of Surigao (now Surigao City) as the Capital of the province which included at that time Butuan, Agusan (del Norte and Del Sur) and Surigao( Del Norte and Del Sur). The regional center of modern-day Caraga is now Butuan City. It defies One’s imagination by what calamity Surigao and the rest of its towns have became much younger than those of the two Agusans all of whom were once part of Surigao. That would indeed be the heinous consequence if we continue to celebrate ‘Adlaw Nan Surigao del Norte” which is generally known and mistaken for ‘Adlaw Nan Surigao.”

It is actually a nice place to visit especially during sunset, there is a restobar inside the ruins. The house was burnt by the patriach during the Japanese Occupation upon hearing that the Japanese were coming to take over the place.

SURIGAO'S FAMOUS DIVE SITES
Surigao may not yet be a major tourist destination, but it has its share of sightseeing spots. Among those that might appeal to you are its diving sites, which contain some of the most fascinating elements and underwater life forms in the archipelago.
The Wall
For sheer size, the dive site christened as the Wall is worth exploring, but there are a lot of other factors going for it.
The currents do not fluctuate as much so even new divers will have little trouble adjusting to the conditions. There is a sloping wall here that goes down some 50 meters, covered with colorful corals, and the wall itself has several crevices and holes which you can explore. There are also lots of fish and marine life there.
The Caverns
As the name suggests, the Caverns is filled with several fissures and cracks that will bring out the explorer in you.
Each of these caves have their own attractions, but one thing they share in common is that they are spacious, so you can swim in the caves, which can turn the dive into a most unique experience. There are also several types of eagle rays, parrotfish and mackerels around.
Machine Gun Center
Exactly how the site got the name is not clear, but one thing that will become apparent once you get there is its splendor.
You dont have to go too deep (just around 10 meters), to see the centerpiece, a coal garden resting on beautifully sculpted rock formations. Besides the corals, there are other caverns and places to uncover, not the least of which is a boat that sank somewhere here years ago.
Nigels Hook
Nigels Hook is one of the more challenging dive sites in Surigao, but the dive will be worth it once you see whats in store.
The rock promontories here are varied and shaped in unique ways, giving you plenty of rooms to investigate. A variety of stingrays, black tip sharks and some sea turtles can be seen in the area.
Satan Rock
Satan Rock, or simply the Rock, is a dive center known for its strong currents but also for the lovely scenery.
As you go into the waters with your guide, be sure to check out the walls, as they are filled with corals of great diversity. Among the numerous marine life you will find here, one of the most common is the manta ray. There are also several barracudas.

Battle of Surigao Strait
The Latest book from naval historian Anthony P. Tully
The Battle of Surigao Strait was one of four major actions that comprise the larger grand naval battle known collectively as the Battle of Leyte Gulf in late October 1944. Although we are now sixty years removed from events, there has not yet appeared a full study of the Battle of Surigao Strait. This despite the fact that it was the last battleship-vs-battleship action in World War II, and in fact, to date. (Given the dominance of air power, and now even potentially from space, Surigao Strait may ultimately prove to be the last capital ship surface action at all.) Further, it was at Surigao that a remarkable and highly symbolic historical coincidence came about --- where some of the very battleships sunk at Pearl Harbor at the opening of the Pacific War returned from the muddy bottom to deliver reprisal. Arriving at the Philippines as part of General Douglas MacArthur's triumphant return, the venerable battleships of Kinkaid's Seventh Fleet would be given an opportunity denied to their younger and more powerful cousins of the New Jersey-class: battleship-vs-battleship action. Further adding to the irony and symbolism was the fact that the allied forces at Surigao were under command of Rear Admiral Jesse B. Oldendorf -- next to last commander of the fabled USS Houston of the doomed U.S. Asiatic Fleet, and in position to avenge his former command's fate at Bantam Bay.
Oldendorf's Japanese opponents -- Vice Admirals Nishimura Shoji and Shima Kiyohide -- were also veterans and among the arrayed forces that destroyed the allied fleet in the waters of the Philippines and Indonesia in spring 1942. However, for them, those days had not been particularly lucky either -- Nishimura had suffered the death of his only son, and his command continually dogged with misfortune. Shima had his flagship Okinosima torpedoed out from under him in the preliminaries of the Battle of Coral Sea. Now in October 1944 by a tangled set of converging circumstances Nishimura and Shima would lead separate but converging fleets to confront Oldendorf at Surigao Strait. Forming the strongest core of the Japanese force were the two Fuso-class battleships, Fuso and Yamashiro. Fuso is an old Chinese name for Japan itself, and it is perhaps fitting that she was laid down in the year the Titanic sank, for though when built she was the largest battleship in the world, by the time she got the chance to fight in her designed role, she and her sister Yamashiro - like their American near- contemporaries from Pearl Harbor - had been left behind by the pace of military development and the rise of carrier warfare.
Their confrontation arose from the Allied liberation of the Philippines, and beginning of that operation with the landing of MacArthur's forces on the beaches of Leyte Gulf on 20 October 1944. Ever since the fall of Saipan, the Japanese had been preparing for this event, and responded with an intricately organized if basically ingenious and simple plan. While a special decoy carrier force under Vice Admiral Ozawa Jisaburo sought to lure the main carrier strength of William F. Halsey north and away from their covering positions for the Leyte beachhead, a vast armada of Japanese surface forces would move on the Philippines to destroy the transports and beachhead from multiple directions. Vice Admiral Kurita Takeo's First Striking Force (1YB) advanced to descend on Leyte Gulf from the north via San Bernardino Strait; simultaneously a detached section of the Kurita fleet under Vice Admiral Shoji Nishimura followed by a detached section of Ozawa's fleet under Vice Admiral Shima Kiyohide would advance and seek to penetrate Leyte Gulf from the south, through Surigao Strait. Finally, an independent segment of Shima's fleet under Vice Admiral Sakonjo Naomasa would attempt a last-minute reinforcement of the troops holding Leyte. All would converge on the Leyte area the night of 24/25 October 1944 in an attempt to destroy and repel the Allied invasion forces. The Battle of Surigao Strait would decide the outcome of the southern spearhead. In this clash, nearly every facet of naval warfare would be engaged -- from the great guns of battleships, hurtling bombs from the air, to the bravely launched torpedoes of flimsy and dashing PT boats.

Battle of Surigao Strait
The Latest book from naval historian Anthony P. Tully
The Battle of Surigao Strait was one of four major actions that comprise the larger grand naval battle known collectively as the Battle of Leyte Gulf in late October 1944. Although we are now sixty years removed from events, there has not yet appeared a full study of the Battle of Surigao Strait. This despite the fact that it was the last battleship-vs-battleship action in World War II, and in fact, to date. (Given the dominance of air power, and now even potentially from space, Surigao Strait may ultimately prove to be the last capital ship surface action at all.) Further, it was at Surigao that a remarkable and highly symbolic historical coincidence came about --- where some of the very battleships sunk at Pearl Harbor at the opening of the Pacific War returned from the muddy bottom to deliver reprisal. Arriving at the Philippines as part of General Douglas MacArthur's triumphant return, the venerable battleships of Kinkaid's Seventh Fleet would be given an opportunity denied to their younger and more powerful cousins of the New Jersey-class: battleship-vs-battleship action. Further adding to the irony and symbolism was the fact that the allied forces at Surigao were under command of Rear Admiral Jesse B. Oldendorf -- next to last commander of the fabled USS Houston of the doomed U.S. Asiatic Fleet, and in position to avenge his former command's fate at Bantam Bay.
Oldendorf's Japanese opponents -- Vice Admirals Nishimura Shoji and Shima Kiyohide -- were also veterans and among the arrayed forces that destroyed the allied fleet in the waters of the Philippines and Indonesia in spring 1942. However, for them, those days had not been particularly lucky either -- Nishimura had suffered the death of his only son, and his command continually dogged with misfortune. Shima had his flagship Okinosima torpedoed out from under him in the preliminaries of the Battle of Coral Sea. Now in October 1944 by a tangled set of converging circumstances Nishimura and Shima would lead separate but converging fleets to confront Oldendorf at Surigao Strait. Forming the strongest core of the Japanese force were the two Fuso-class battleships, Fuso and Yamashiro. Fuso is an old Chinese name for Japan itself, and it is perhaps fitting that she was laid down in the year the Titanic sank, for though when built she was the largest battleship in the world, by the time she got the chance to fight in her designed role, she and her sister Yamashiro - like their American near- contemporaries from Pearl Harbor - had been left behind by the pace of military development and the rise of carrier warfare.
Their confrontation arose from the Allied liberation of the Philippines, and beginning of that operation with the landing of MacArthur's forces on the beaches of Leyte Gulf on 20 October 1944. Ever since the fall of Saipan, the Japanese had been preparing for this event, and responded with an intricately organized if basically ingenious and simple plan. While a special decoy carrier force under Vice Admiral Ozawa Jisaburo sought to lure the main carrier strength of William F. Halsey north and away from their covering positions for the Leyte beachhead, a vast armada of Japanese surface forces would move on the Philippines to destroy the transports and beachhead from multiple directions. Vice Admiral Kurita Takeo's First Striking Force (1YB) advanced to descend on Leyte Gulf from the north via San Bernardino Strait; simultaneously a detached section of the Kurita fleet under Vice Admiral Shoji Nishimura followed by a detached section of Ozawa's fleet under Vice Admiral Shima Kiyohide would advance and seek to penetrate Leyte Gulf from the south, through Surigao Strait. Finally, an independent segment of Shima's fleet under Vice Admiral Sakonjo Naomasa would attempt a last-minute reinforcement of the troops holding Leyte. All would converge on the Leyte area the night of 24/25 October 1944 in an attempt to destroy and repel the Allied invasion forces. The Battle of Surigao Strait would decide the outcome of the southern spearhead. In this clash, nearly every facet of naval warfare would be engaged -- from the great guns of battleships, hurtling bombs from the air, to the bravely launched torpedoes of flimsy and dashing PT boats.

May I venture to say that Doot beach's recent erosion has been caused by many years of nature's activities. The combination of factors like the constant battering of the sea to our shorelines, aggravated by Global Warming and the thinning of Doot's natural protection . . . the mangroves.
Some lessons can be learned and hopefully present and future generations of Gigaquitnons will take heed. One of this is the importance of mangroves or "kabakhawan" in our local dialect. If you observe the available photos and video's of the eroded areas, it is only at the center near the bridge that are affected. Particularly the areas where there are no more mangoves. Whenever I visit Doot beach several times and several years back, I personally noticed that the sands near the bridge seemed to be continuously moving towards the river side. In contrast, the areas where there are mangrove trees seemed to hold their ground. To me, the way the new contour of the beach after the erosion is not very surprising. It just confirmed my observation. Though we enjoyed the beautiful sights in the past decades as coconut trees and cottages certainly makes for a better view compared to mangrove trees, the consequence is disastrous. And we have paid for it now.
So why is that nothing seemed to have been done to prevent it? As far as my limited knowledge is concerned, there is currently a 3-point Environmental project of the local government in conjunction with the Department of Environment and Natural Resources. More details on this in Gigaquit Online once we get the information but in my understanding, it involves the upland areas, coastal management and riverbanks management. Unfortunately, this is already too late to save Doot.
So what now? We have a damaged natural heritage before us. The feeling of gloom is normal. But then, time comes that we wipe out our tears and see clearly the situation before us. To me, this is an opportunity. We may not be accustomed by the new look of Doot but by using our Gigaquitnon creativity, we can make something new, something beautiful out of the new terrain. How about planting mangroves then build criss-crossing footbridges and tree houses on the site of the damaged area? Just one idea . . . maybe YOU have more.
In addition, I learned from Mayor Carlos Egay, Sr. that the reason why there is currently a seawall stretching from the bridge up to the Public Market, is because in the 1950's the same thing happened to Doot Beach. It was badly damaged so that the waves reached the town's river banks due to overflowing waters. But later on the sands of Doot beach returned to its former beauty. As Mayor Egay said "mobalik ra iton". On that note, let me end this blog post.

Vice - Admiral Nishimura, Shoji, hero of the Japanese Navy during WWII. As shells came down like rain all around him as his command proceeded up Surigao Strait, he relentlessly kept his force on its course toward oblivion. He lost his life along with hundreds of other Japanese sailors. Although he knew his command was doomed, he did his duty and sacrificed himself and his command in true Samurai tradition, thus keeping his honor.

no questions on that @mike. there is no doubt that surigo must be the tourism capital of caraga and tourism national office for me must be relocated here. we are rich in history, eco-tourism, sports-tourism, etc. we have more than enough reasons to claim as Caraga's Regional Tourism Hub.

I agree but dapat kita mismo sa ato kaugalingon should evaluate what we can contribute to our province and not what our leaders can give to us. it is our duty and responsibility to make a change. changes that could make us STAND not for us but for the childrens of our childrens. we should stop blaming our leaders on how they lead us and stop blaming on how the way they think for us. it is us who should act and make the best of it for our children's childrens better future.

Butuan City (June 21) -- The Department of Health (DOH), Caraga Region, confirmed 1st case of A(H1N1) virus in the region.
This was learned from DOH-Caraga Regional Director Dr. Leonita Gorgolon, in a phone-patch interview with dxBR-Bombo Radyo Butuan this morning.
According to Dir. Gorgolon, the confirmed A(H1N1) case comes from a four- year old boy and has history of travelling abroad. "In fact, the boy came from Hongkong and arrived here in the region on June 13", Gorgolon said.
Also, Ms. Sunshine Alipayo of DOH-Caraga said in a phone-patch interview with PIA this morning, that the family coordinated with their office upon seeing signs and symptoms the boy has manifested.
Immediately, DOH-Caraga referred the boy having been suspected to have the virus to its referral hospital in Davao City – the Davao Medical Hospital. "Just last night (June 19), the result came out and was found positive," Gorgolon said.
As of press time, Alipayo said the immediate contacts of the boy were already under the treatment process to avoid the virus from spreading.
Meanwhile, as of yesterday, June 19, DOH reported that the total count of positive cases in the country already reaches 344.
However, Health Sec. Francisco Duque said "all of these 344 confirmed cases were mild in nature, both those who are currently under treatment and those who have been sent home."
Duque also said that most of the 344 confirmed cases are from Metro Manila (National Capital Region) with 234 (68%), Central Luzon (Region III) with 45 (13%), and CALABARZON (Region IV-A) with 31 (9%).
Duque also noted that in the National Capital Region, most cases came from Quezon City (81 or 34%), Manila (44 or 18%), Parañaque (21 or 9%) and Makati (15 or 6%).
Duque said the age range of these cases is from 1 to 76 years old, with 18 as the median age. He also said that most of the cases belonged to the 15-24 years age group (171 or 50%). He said that majority of cases were male (187 or 54.4%).
To date, World Health Organization (WHO) officially reported 93 countries worldwide with laboratory-confirmed cases of new influenza A(H1N1) virus.
Influenza A (H1N1) is a new virus causing illness in people. This new virus was first detected in people in April 2009 in the United States. The virus is spreading from person-to –person, probably in much the same way that the regular seasonal influenza viruses spread.
Similar to a regular flu, A(H1N1) virus have symptoms of fever, headache, fatigue, lack of appetite, runny nose, sore throat, cough, vomitting or nausea, and diarrhea.
The virus' mode of transmission is exposure to droplets from the cough and sneeze of the infected person. Influenza A(H1N1) is not transmitted by eating thoroughly cooked pork.
With these developments, DOH calls on the public to observe proper hygiene, avoid going to places with mixed crowd, and report immediately to their regional offices nationwide should signs and symptoms are seen on any individuals especially those who have history of travelling abroad.

Commentary: Adlaw Nan Surigao or Is It ?

In recent years, ‘Adlaw Nan Surigao ‘ (foundation day of Surigao ) has been officially celebrated by the provincial government of Surigao del Norte on June 19 which has been declared as a holiday. Many didn’t bother or care to find out whether or not this is indeed the date during which Surigao was created as a province, thus making it red – letter day in our history. But some, especially those who know and revere the province’s glorious and storied past, have been asking: “Is that so ?” What are, if any, its historical, traditional and legal bases?
There’s bound to be some discussion and not without passion on this matter which is decidedly not a trivial one because it involves no less than the precise moment of the founding of Surigao as a province, functioning thereafter as a political subdivision with working and viable structures of governance. Elsewhere, a significant event like this was determined so that it can be celebrated officially and publicity only after a thorough and exhaustive research. Needless to say, our efforts here in this regard have been barely cursory. But better late than never. We can save ourselves valuable time spent on idle debate by simply reading historical records and accounts. Let the facts therefore speak and not something else that betrays our historical apathy and ignorance.
The basis for the celebration of Adlaw Nan Surigao’ is R.A. 2786 which was authored by the late Congressman Reynaldo P. Honrado, then the lone representative of the undivided province of Surigao. This was passed into law when the President Diosdado Macapagal signed it on June 19,1960. Another law of local application R.A. 7553, authored by Rep. Glenda B. Ecleo, subsequently declared June 19 as a holiday only in Surigao del Norte. i.e. Adlaw Nan Surigao del Norte. R.A. 2786 merely divided however the old Surigao into two provinces, namely: Surigao del Norte and Del Sur. Then as now, the decapitation by legislation of a province is known by the odious name of gerryman-deering after a certain Congressman Gerry in the U.S.A. who split his district for political ends.
From the very names of the new provinces, it is quite obvious that the original, mother province of Surigao was already in existence long before. Surigao del Norte, Surigao del Sur and even Agusan Norte and Del Sur are merely offsprings of Surigao, one of the largest provinces in the country during that era. Otherwise, where would Surigao del Norte and Del Sur get their names? If at all, only Surigao del Norte here and Surigao del Sur over there in the South officially came into being their new set the establishment of the first politico – military government in Mindanao. Six districts or provinces under this new government set – up were created one of which was the Eastern District or Surigao, the others being: Zamboanga, Northern District (Cagayan/Misamis), Davao, Central District and Basilan. A portion of another Royal decree referring to the establishment of this system of governance in Mindanao reads.
“In order to and parts of Gingoog to the West has over the years been slowly and predictably divided through “gerryman-dering “ until it has become almost invisible in the map. After Surigao del Norte and Del Sur, in less than 50 years, we now have the new province of Dinagat. What’s next? Siargao province?
It is worth pointing out that Surigao as we knows it today is a product of a slow and gradual evolution first as a religious and military that time however Surigao was not governed as a political subdivision. The reason why Surigao, now a city, the principal town of the province became its capital is its proximity to Cebu and Ozamiz where the Spanish government had military and naval fortification for its defense. Tandag, the former capital, was located far in the south along the Pacific Ocean and was repeatedly attacked and sacked, by the Moros and could not be defended easily and of local officials on June 19,1960. AS many would point out later, right or wrong, the move was intended to prolong Honrado’s stay in Congress since he expected to be politically dominant in Surigao del Norte this time with a smaller population and area without the towns of Carrascal, Cantilan, Madrid and Lanuza (CARCANMADLAN) where his hold was said to be tenuous. Quite ironically, it was Governor Constantino C. Navarro who became the first Congressman of Surigao del Norte. Honrado became instead the first Judge of the Court of First Instance of the new province of Surigao del Sur.
So when did the old province of Surigao officially come into being or precisely when was it originally established like for instance Manila which also celebrates every years its ‘Araw ng Maynila’?
Historical accounts show that on June 30,1859, a Royal Decree was issued by the Queen of Spain for forestall any doubt that could possibly arise in connection with the implementation of article 13 of the Royal Decree of June 30, 1859 about the establishment of government in the Island of Mindanao…”
A Royal Decree was the law at that time. Therefore, it is by force of law that Surigao was created on the date mentioned. This being so, the original, undivided Surigao would be some 149 years old now as a province and not barely 48 years old if we reckon her age from 1960 which is actually the birth of Surigao del Norte with very little historical past to look back and many of those who were born here 50 years ago asking in disbelief if they can still call themselves Surigaonons now.
Quite sadly enough, as we have predicted, Surigao whose jurisdiction and land area originally included Agusan del Norte, Del Sur, Surigao del Norte, Del Sur, up to the towns of Caraga. Baganga, Catyeel etc. now under Davao Oriented in the South outpost to what is known as ‘reducciones’ or settlements that have been reduced or Christianized by the missionaries. Earlier, "Surigao was an encomienda in 1571, granted as such by Miguel Lopez de Legaspi to Pedro Navarro and Garcia Sierra Chacon" who were allotted all "the rivers and villages of Surigao and Parasao (Cantilan)”. Thereafter it became a religious military district administered by the clergy and the military. In 1751,we already had a map of the province of Caraga drawn by Francisco Alegre. This would soon be officially known as Distrito del Surigao. In December 6,1792 and May 5,1797 we already find letters to the Governor General from Alcalde M. Rivera and Juan Hipolito Gonzales, Alcalde Mayor, respectively of Surigao, capital of the province of Caraga dealing on the establishment of a military garrison against the moros in Baganga and the Southern part of the distrito or province. At “Ericson de Peublos Caraga/Surigao .” In the end, however, it is our people who will decide which day to celebrate: the birth of the mother province or that of the new- born offspring- Surigao del Norte. If they want Surigao to be a postwar creation of gerrymandering barely 48 years old or one with 149 years of colorful existence and plenty of historical legacies is entirely up to them.
Let it be noted however that in celebrating adlaw nan Surigao reckoned from the issuance of the royal Decree in 1859 we would gain added significance and some measure of pride as a province. It will show our cultural and historical ascendancy in the whole region of modern Caraga since our’s would be the oldest province here having supplanted the old Distirto del Caraga which became Distrito del Surigao with the town of Surigao (now Surigao City) as the Capital of the province which included at that time Butuan, Agusan (del Norte and Del Sur) and Surigao( Del Norte and Del Sur). The regional center of modern-day Caraga is now Butuan City. It defies One’s imagination by what calamity Surigao and the rest of its towns have became much younger than those of the two Agusans all of whom were once part of Surigao. That would indeed be the heinous consequence if we continue to celebrate ‘Adlaw Nan Surigao del Norte” which is generally known and mistaken for ‘Adlaw Nan Surigao.”

I agree with this. Iv always voiced out my opposition to the June 19 celebration. so its June 30 1859, This is a better date and it shows the depth of our history.
I have the same feeling for the celebration of the City Charter Day because it celebrates the CONVERSION of the then MUnicipality of Surigao into a City. It should also be JUne 30 1859 siguor? Im not sure. Basta i find it uncomfortable that the City of Surigao is younger than me.:lol:

Tungod kay gamay ra an surigao city gagmay rasad ato mga infrastructure? let us always think big para sa ato syudad..The bigger, the more noticeable, bigger opportunity, always has the bigger advantage, the better.

how i wish our elective officials will set aside their differences to make a tourism master plan based on the new tourism law.
one factor they should consider is mining. does it affect the tourism industry?
I second the motion charl. I think Siargao is being zeroed in as the entire island had been declared a protected area.
Anyway, the Mines and Geosciences Bureau believes that mining and tourism can co-exist. It is just a matter of proper delineation by concerned stakeholders. And of course, vigilance from all stakeholders(LGUs,NGOs,communities, etc.) that laws should be strictly followed and implemented.

YES correct.... when will they come to realize dat we have a lot of potentials.... dpat ma think nla its time na sad cguro nga ila na sad e promote ang mga spots na potential for tourist destination.... dli kay ang na hibay an ra sa tourist ang ila cge ibalik balik pag promote.... how will people get to know nga daghan ta nindot nga destinations if wla nila taga e ug attention ang ginagmay lets say nga mga spots..... it will help to let peolpe know nga daghan ta eco-tourism destinations
