heard about gaisano conducting researches way back 2004 i guess.
but nothing happened. and never heard update about it again.
if you look at the inventory of gaisano malls, they were only located in feasible areas highly urbanized. take the case of CDO, Davao, Gensan, Butuan.
the trend is they're putting up their branches in regional centers. so surigao might be impossible.

much impossible for the robinsons to be erected at the post of the public market. look at how robinsons mall and markets are located and you yourself would discard the idea of it erected in replacement of the public market.

i strongly disagree, surigao might be possible.. just considers those cities like iligan, pagadian and tagum, the gaisanos are building huge malls on these cities. and yet these are not regional centers. and when i say huge, these are really huge malls.

i beg to disagree, as what qwert_guy says, pagadian city is not as urbanized as with the other cities you have mentioned and yet gaizano mall and some other malls are busy building their respective malls on that place.

actually, everyone is just waiting na mag fully-operational ang Nonoc...if that happens, then it's boom time again for Surigao...it will overtake Butuan's economy in a year.

full operations will pump $250 million or P10 billion into the city's economy...that's several times the city's current GDP ;)

How to Apply for a Business Permit?

Prior to the application for a business permit, you need to get a barangay clearance where the business will be established, a tax community certificate (cedula) of the business owner, and an SSS clearance which you can get from the local branch of the Social Security Services.

The City Treasurer's Office (CTO) will be in charged of the issuance of business permits. The CTO is located at the first floor (right wing) of the New City Government Building.

The following is the procedure for issuance of business permits.

Approach information desk.
Secure business application form and a list of requirements.
Fill up the application form.
Obtain realty tax clearance from Realty Tax Division.
Obtain clearance from License Division.
The City Treasurer checks application and approves it for payment.
License Division computes taxes and fees payable.
Pay the taxes and fees to the Cash Collection teller. Ask for an official receipt detailing all the taxes and fees paid.
Obtain clearances from different city offices, including locational clearance, electrical permit, health sanitation and fire safety compliance when necessary or advised by assessment clerk.
Clerk releases business application to client once signed by the City Mayor and advises client as to when he can claim his business registration plate or renewal stickers.
Show approved business permit with receipts attached for issuance of business registration plate.
The City Government of Surigao sets up a one-stop shop for business licensing from January 2 up to January 31 anually. Businessmen can get new permits and renewal permits from the one-stop shop. If you are an investor, you are encouraged to avail yourself of this for faster processing

overtaking for a year seems too rosy...considering Surigao did not overtake Butuan even before those years when the mines was at their full 100% operation

you have to remember that Surigao at that time was just a small town of less than 50,000 pop; per capita, Surigao was doing as good or even better than Butuan. it became a city in just a few years after Nonoc started full operations because of its booming economy. at that time, Nonoc wasn't even producing more than $50 million.

but now that they're planning to produce $250 million/year when Nonoc becomes fully operational and it will increase every year, you can just imagine what it will do to Surigao's GDP. I don't think Butuan is producing that much, correct me if I'm wrong.

i said in a year...because by the time that Nonoc is operating 100%, they will have already been operating less than that for a few years.

and Surigao has already learned a lot of lessons because it almost become a ghost town when Nonoc closed down. It will diversify its industries; no longer will it depend on just mining.

But of course, the question remains to be "When?"

Mariculture technology goes to Caraga

Wednesday, February 27, 2008
The Manila Bulletin

SURIGAO CITY — The regional office here of the Bureau of Fisheries and Aquatic Resources (BFAR) headed by Regional Director Alauya R. Olama, in coordination with the local government units, will launch tomorrow in this city the first mariculture zone in the Caraga Region.

Called "Surigao City Mariculture Zone," the 500-hectare area is facing the Surigao Strait and encompassing the waters of Barangays Day-asan, San Isidro, Capalayan, Cabunbongan, Urok, and Nabago.

Source: http://www.mb.com.ph/PROV20080227118054.html#

Department of Agriculture (DA) Secretary Arthur Yap, BFAR National Director Malcolm I. Sarmiento, Surigao City Mayor Alfonso R. Casurra, Congressman Guillermo A. Romarate Jr., and Governor Robert S. Barbers, are expected to grace the launching activities.

Director Olama said that the SCMZ is the first mariculture zone in Region 13. The project is one of the DA- BFAR’s undertakings to implement President Arroyo’s hunger-mitigation and job-generation agenda that is intended to alleviate poverty in the countryside.

Assistant Regional Director Nerio G. Casil said that a mariculture zone is an area in coastal waters of from 100 to 400 hectares (or more).

The area is chosen for its diverse productive environment suitable for commercial aquaculture development and access to BFAR training and laboratory facilities, and infrastructure support -- like fishport and ice plants, he said.

Casil said the rationale behind the concept of mariculture is to address the pressing issues of declining productivity in the fisheries sector and the depletion of marine resources, caused by capture fishing, that has led to the displacement of fisherfolk.

This is one of the causes of the persistent poverty in coastal communities.

Dominador G. Mapotol, mariculture coordinator of Caraga Region, said that to be cultured in the declared mariculture zone are high-value species such as grouper (lapu-lapu), lobster, king crab, and prawns, and also milkfish (bangus) and seaweeds farming.

Meanwhile, BFAR Mariculture Specialist Peck Orbeta said that the promotion of fish cage farming, sea ranching and other sustainable aquaculture technologies in the mariculture zone would provide great opportunity and promise for alternative sources of income for the marginalized fishing communities, he said. Brief History of the City of Surigao

The City of Surigao nestles along the northernmost tip of the Province of Surigao del Norte where mountains and hills are prominent indentions throughout the coast. It is bounded on the north and east by the Hinatuan Passage, on the west by the Surigao Strait, and on the south by Tagana-an.

The city has a land area of 245.34 square kilometers and a population of 35,855 inhabitants in 1970. It has an ideal port which is shielded by the Nonoc Islands. It is also connected with good roads to Butuan City in Agusan del Norte, and Lianga in Surigao del Sur.

Legendarily, the town of Surigao was a thriving settlement ruled by Chief Solibao. When the Spaniards came, they called the place “Surigao”, but during the arrival of early Christian missionaries in the province, it was better known as “Caraga,” from the name of its inhabitants – the “Caragas” of the Visayan stock – warlike, brave and ferocious.

The settlement of the early colonizers in Bilang-bilang harbor, where the present city is located, became ideal centers of trade, commerce and religion. The village had been transferred from one place to another. On June 29, 1655, Surigao became a town and by 1751, it was made the seat of the provincial government, after Caolo, the former provincial capital, was burned. Since then, town of Surigao became a center of Spanish political and ecclesiastical power in the region, rivaled only by Tandag on the southern coast of Surigao Province.

The town suffered severely from Muslim raids. In 1752, after the town was devastated, almost all of its 2,000 inhabitants were either killed or taken as slaves by the Muslims.

During World War II, on May 23, 1942, the Japanese Imperial Forces under Captain Yusee occupied Surigao. The local government was then managed by Mayor Amat. Later, after the American planes bombed Bilang-bilang harbor on September 9, 1944, the American troops and guerrilla units forced the Japanese forces to withdraw until Surigao was liberated on April 12, 1945.

In July 1945, the Philippine Civil Affairs Unit (PCAU) took over the local government, prior to the restoration of the administration to the local authorities.

During the Commonwealth period, Protolico Egay was appointed by the guerrillas as governor of Surigao Province and Macario Diaz, who resumed his office on September 1, 1945, as mayor of the town of Surigao. He was succeeded by the guerrilla-appointed mayor, Juan Parrucho.

By virtue of Republic Act No. 2786, dated June 19, 1960, the old Province of Surigao was divided into Surigao del Sur and Surigao del Norte, with the Municipality of Surigao as the capital of the latter. Surigao became a chartered city under Republic Act No. 6134, which was approved on August 31, 1970.

Surigao City is noted for its proximity to the almost fathomless underwater gorge, the “Philippine Deep”, which is one of the deepest portions in the Pacific Ocean, including all other oceans in the world.

Quick Facts: The Surigao City Primer

Wanna know Surigao City in a flash? This article will help you learn quick facts about the City of Island Adventures.

Geography

Surigao City is geographically located in the northeastern portion of Mindanao. It lies between 9 to 10 degrees north latitude and 125 to 126 degrees east longitude. It is bounded by Dinagat Island on the north, the mainland of Surigao del Norte on the south, Hinatuan passage on the east, Surigao Strait and Southern Leyte on the west.

Land Area

In the 1980 Surigao City Town Plan, Surigao City’s total land area was recorded at 24,534 hectares or 245.34 square kilometers (see Table 1.1). This total land area is roughly equivalent to 1.4% of Caraga Region’s land area of 1,884,697 hectares. This was officially recognized by the Department of Environment and Natural Resources (DENR) and National Statistics Office (NSO) as the official land area of Surigao City.

With the new certification issued by DENR, which was based from the Geographic Information System (GIS) generated land area of cities, municipalities and provinces of CARAGA Region, the official total land area of Surigao City as of CY 2002 now stands at 26,117 hectares or 261.17 kilometers.

However, this new land area of 26,117 hectares was not yet officially recognized by NSO-Manila, obliging the city to use its original land area of 24,534 hectares as official in its physical and demographical computations in relation to the city’s socio-economic information.

Barangays

Surigao City is comprised of 54 barangays; 33 are mainland and 21 are island barangays. The city proper is divided into five (5) urban barangays, namely: Taft, Washington, San Juan, Canlanipa and Luna. It has also eight (8) sub-urban barangays. Out of twenty (20) rural mainland barangays, fourteen (14) of which are in the mainland and six (6) are located along the coastal areas.

Climate

In 2005, the prevailing climate in the city falls under climate Type II with no definite dry season but with a pronounced maximum rainfall from November to March. There are 223 rainy days making the city one of the “wettest” in the country. Its average maximum temperature stands at convenient 32.7 degrees centigrade with an average humidity of 83%.

Population

During the censal year 2000, Surigao City’s population reached 118,534 with the average annual growth rate increase of about 2.65% compared from the censal year of 1995 (Table 2.1). Barangay Washington accounted for the largest population, followed by Barangays Taft, San Juan, Luna, Canlanipa and Rizal.

Dialects and Religious Affiliation

Almost 90% of the households in the city speak the native dialect Surigaonon, Cebuano follows it by 1.99%, Boholano – 0.37% and Butuanon – 0.16% (Table 2.11). The rest of the population speaks all other local dialects. On the other hand, 88% of the household populations are Roman Catholics, followed by Aglipay – 6.96%. Iglesia Ni Cristo – 2.51% and UCCP – 2.0%

Hon. Alfonso S. Casurra
Mayor of the City of Surigao

City Mayor Alfonso S. Casurra is a lawyer by profession and currently the City Mayor of the City of Surigao, a city of 135,000 people located in CARAGA Region, Mindanao.

A consistent achiever during his academic years, he was born of simple parents and celebrates his birthday every 30th of October, finishing Bachelor of Arts Major in Political Science at the University of San Carlos, proceeded to finish Bachelor of Laws at the San Beda College of Law and passed the Philippine Bar Examinations in 1980.

He got into politics by accident. He ran as city councilor in 1988 as a filler to complete the slots of a local political party. Since then, his political career never suffered any set back completing three terms (nine years) as city councilor, six years of which as number one, elected overwhelmingly as city vice mayor, and later assumed the top post and is now serving his sixth year as city mayor.

During his term, the city government garnered prestigious awards like the Kaagapay Seal of Excellence in Local Governance, one of the Peace Cities in the World, Child FriendlyCity, consistent National Finalist as Cleanest City in the Philippines, considered as one of Asia’s Most Livable City and within the top 10 Competitive Cities in the Philippines for two consecutive years. In fact, the City of Surigao ranked No.1 in 2005 in terms of doing business out of 37 small cities in the Philippines. Mayor Casurra received the 2005 University of San Carlos Outstanding Alumni Award and the 2006 Outstanding Alumni of San Nicolas College, now St. Paul University of Surigao. He also received the 2003 Outstanding Public Servant Award by the Civil Service Commission.

Mayor Casurra has been sent to represent the Philippines in several conferences abroad such as the trip to Vancouver, Canada for the Training on Policy Formulation and Advocacy sponsored by the Union of British Columbia Municipalities, the Study Visit to Bangkok, Thailand for Building Partnerships in Response to AIDS, the Study Trip on the Waste Treatment Plant in Bukit Tagar, Malaysia and Stockholm, Sweden, the Workshop on Sustainable Approaches To Local Government and Capacity Building in Bali, Indonesia, the Establishment of the Environmental Unit with the League of Cities of Florida, in Orlando, Florida, as lone presentor coming from Asia in the Workshop on Strengthening Decentralization and Local Governance in Cairo, Egypt and was sent on a Training on Effective Good Governance at the Rand Graduate School in Sta. Monica, California, USA in 2002.

On November 29, 2006, the Local Government Academy (LGA), together with Sen. Aquilino Pimentel Jr., the father of the Local Government Code, named Mayor Casurra as the Most Outstanding City Mayor of the Philippines in the 2006 Local Government Leadership Awards held at the Padilla Room of the Senate of the Philippines.

Mayor Casurra is serving his well-deserved last term as the mayor of the City of Surigao after being proclaimed for the third time during the May 2007 elections.

Mayor Casurra is married to Rosemarie Aldas of Bacolod City and they are blessed with two sons and a daughter.

that will be extended up to lipata hills according to the city mayor that is why ang pacemco port along that area will be relocated to canlanipa to give way for the boulevard expansion.

that building was originally designed as mini mall with escalator and a movie theater if i remember it right, but i dont know what made the city government changed their decision. as of now, the second floor was rented by SURIGAO SPECIALIST.

from other thread:

PHILIPPINE ports continued their strong performance, sailing into positive territory for the fourth consecutive month in November propelled by the country’s strong export shipments.

For the first 11 months of 2007, the total cargo volume was at 148.02 million metric tons (mmt), up 5.65% compared to the 140.11 mmt of the same period in 2006.

The Philippine Ports Authority (PPA) attributed the increase to the 9.86% rise in foreign cargo from 74.58 mmt last year to 81.93 mmt for the period in review. Exports and imports posted positive growth rates of 24.11% and 1.92%, respectively.

The Manila International Container Terminal (MICT) recorded the most foreign volume (13.93 mmt), followed by Cagayan de Oro (13.06 mmt), Batangas (11.58 mmt), Limay (10.34 mmt), Surigao (7.89 mmt) and South Harbor (5.87 mmt).

Exports grew from 26.69 mmt to 33.12 mmt, and imports from 47.89 mmt to 48.81 mmt.

Domestic cargo volumes, which have been sliding in the past several months, also registered a 0.86% increase for the 11-month period from 65.53 mmt to 66.10 mmt.

Container throughput continues its uptrend, growing 7.47% from the same period last year or from 3.38 million TEUs to 3.64 million TEUs as a result of the active foreign cargo trade.

Foreign containerized cargoes soared 13.42% from 1.89 million TEUs in 2006 to 2.14 million TEUs in 2007. Of the total, imports accounted for 1.09 million TEUs from 957,491 TEUs, up 13.88%; and exports, 1.05 million TEUs from 934,159 TEUs, or an increase of 12.95%.

The increase was mostly felt at the North and South Harbors, the MICT, and the Cagayan de Oro, Davao and General Santos ports.

Domestic containerized cargoes, however, again retreated 0.06% from 1.495 million TEUs to 1.494 million TEUs for the period due to the preference of shippers for the use of the roll on-roll off highway.

Shipcalls increased 1.85% for the 11-month period vis-à-vis 2006. Domestic shipcalls grew 1.72% from 269,044 to 273,678 and foreign shipcalls, 5.69% from 8,874 to 9,379...................................
